calling for an impact assessment on the use of the European Globalisation Adjustment Fund

Motion for a European Parliament resolution calling for an impact assessment on the use of the European Globalisation Adjustment Fund  

The European Parliament,

–       having regard to Regulation (EU) No 1927/2006 of 20 December 2006,

–       having regard to Council Regulation (EC, Euratom) No 1311/2013 of 2 December 2013,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas the European Globalisation Adjustment Fund (EGF) finances retraining for workers made redundant as a result of international competition;

B.     whereas, because Member States’ eligibility for EGF support depends on at least 500 workers being affected in a given case, the need for retraining of redundant workers cannot be adequately met;

C.     whereas in-depth research is needed to measure the EGFs impact on the employability of redundant workers and to inform the Commission as to the Fund’s effectiveness;

1.      Calls on the Commission to instigate an assessment, in the form of an impartial public investigation, of the EGF’s impact on the employment policies of all the Member States, and to forward the findings to Parliament’s Committees on Budgets, Employment and Social Affairs and Regional Development;

2.      Calls for the announcement of the findings of the public investigation to be followed by a hearing of all the stakeholders;

3.      Instructs its President to forward this resolution, together with the names of the signatories, to the Commission, the Council and the Member States.
