Motion for a European Parliament resolution on reducing air pollution  

The European Parliament,

–       having regard to Directive 2008/50/EC of the European Parliament and of the Council of 21 May 2008 on ambient air quality and cleaner air for Europe,

–       having regard to Directive 2001/81/EC of the European Parliament and of the Council on national emission ceilings for certain atmospheric pollutants,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas the 2005 World Health Organisation (WHO) report on air quality proposed setting lower levels for air pollution;

B.     whereas a recent WHO and OECD study put the number of premature deaths from air pollution-related illnesses in Europe in 2010 at 600 000, at a cost of around USD 1.6 trillion;

C.     whereas while pollution levels compared to 1990 have fallen, paradoxically in the transport sector there has been a rise in PM10 and PM2,5 particles, which are two of the particles posing the greatest danger to health;

D.     whereas at certain times of the year, pollution in many major European cities exceeds the ceilings set by the EU;

1.      Calls on the Commission to submit a strategy capable of reducing air pollution, with reference in particular to pollution caused by the transport sector.
