Motion for a European Parliament resolution on the illegal migration emergency: a crisis of historic proportions  

The European Parliament,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas in its latest report, published on 1 July 2015, the United Nations High Commissioner for Refugees (UNHCR) denounced the gravity and extent of the situation of illegal migration which, across the Mediterranean, is affecting Italy in particular;

B.     whereas the UNHCR is not afraid to define the crisis as one 'of historic proportions', since between January and June alone the number of people arriving from Africa and Asia increased by 83%, rising from 75 000 over the same period in 2014 to 137 000 this year;

C.     whereas these figures refer only to people who have entered illegally and been registered and do not include the thousands of illegal migrants who are never identified and who wander through Europe like ghosts;

D.     whereas the European Union's pledge to distribute 40 000 refugees among the Member States over two years is a mere drop in the ocean and totally insufficient;

1.      Calls on the EU institutions to deal with this issue seriously, both upstream, at the place of arrival of these people, and downstream, from their place of departure, by taking the appropriate and necessary humanitarian, diplomatic and military measures;

2.      Instructs its President to forward this resolution to the Commission, the Council, the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy, and the Secretary-General of the United Nations.
