on the cost of energy performance certificates for buildings

Motion for a European Parliament resolution on the cost of energy performance certificates for buildings  

The European Parliament,

–       having regard to the next review of the Directive on the energy performance of buildings (2010/31/EU),

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas energy performance certificates are one of the first steps towards improving the energy efficiency of buildings and reducing energy consumption, especially of existing buildings;

B.     whereas it must be in the common interest of the EU as a whole to ensure that as much as possible of the building stock achieves improvements in energy efficiency;

C.     whereas the high cost of energy performance certificates with respect to general purchasing power in the Member States can be a major obstacle to their more widespread use;

D.     whereas action should be taken to prevent unfair profits being made; 

1.      Calls on the Commission to draw up guidelines on price-setting for energy performance certificates in the EU so as to promote their use and prevent unfair profits being made.
