Motion for a European Parliament resolution on the impact of the Posting of Workers Directive on funding of social policies in France

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas posted workers pay social security contributions in their country of origin;

B.  whereas a 2014 report by the French Court of Auditors on combatting social security contributions fraud found that losses arising from the non-payment of contributions by undeclared posted workers amounted to approximately EUR 380 million per year;

C.  whereas extrapolating the findings of the Court of Auditors, the overall cost to the French social security system of using posted workers (declared or undeclared) stands at close to EUR 600 million;

D.  whereas these estimates do not take into account the impact of such posting of workers on levels of employment of French workers and knock-on costs, or the 'loss of demand' created by the remuneration of foreign workers who do not spend their income in the country to which they have been posted;

1.  Calls on the Commission to draw up a report on the impact of the Posting of Workers Directive on the funding of social policies in France;

2.  Instructs its President to forward this resolution to the Commission, the Council and the Member States.
