B8-1340/2015

Motion for a European Parliament resolution on a ban on selling arms and military technologies to countries which finance and support ISIS

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas ISIS has clearly been receiving financial and logistical support from countries such as Qatar, Turkey, Saudi Arabia, the United Arab Emirates (UAE) and Kuwait;

B.  whereas this support has materially consisted of cash donations, assistance in money laundering, oil trading and the purchase of antiquities smuggled from archaeological sites on ISIS-controlled territory;

C.  whereas such countries have clearly, for some time now, been double-crossing the international community; on the one hand they have been allowing us to use their air space and military bases to combat ISIS, while on the other they have been actively financing ISIS and extremic Islamic organisations;

D.  whereas the EU itself has adopted sanctions with the aim of prohibiting the sale of arms to countries such as Azerbaijan, because of a border conflict with Armenia, which, although serious and involving a violation of international law, cannot remotely be compared to the seriousness of the fact that the above-mentioned countries are supporting ISIS;

1.  Calls on the Commission to adopt urgent measures in respect of Qatar, Turkey, Saudi Arabia, UAE and Kuwait, which are necessary in order to prohibit European companies from selling military weapons and technologies to the countries in question.
