Motion for a European Parliament resolution on setting up monitoring instruments to make start-ups in the field of innovation and digitisation genuinely productive

The European Parliament,

–  having regard to Articles 173(1) and 179 of the Treaty on the Functioning of the European Union,

–  having regard to Commission communication entitled ‘Digitising European Industry. Reaping the full benefits of a Digital Single Market' (COM(2016)0180),

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas innovation is one of the areas in which the EU has invested most heavily during the current programming period in an effort to encourage Member States to step up research and development;

B.  whereas statistics show that the number of innovative start-ups varies greatly from one Member State to the next;

C.  whereas, although many start-ups have been established in recent years, driven in part by young entrepreneurs, there are fewer start-ups that are genuinely innovative and active in the digital sector than expected and than the statistics would suggest;

D.  whereas many companies that brand themselves as innovative do not have a media presence and have websites that do not work properly or cannot be accessed from tablets and smartphones;

1.  Calls on the Commission to set up monitoring instruments with a view to ensuring that start-ups can reach their innovation potential and make a tangible and active contribution to digital growth in the EU.
