Motion for a European Parliament resolution on a request for greater efforts to overcome inequalities in school systems between cities and their suburbs, and thus to incentivise equal, high-quality teaching

The European Parliament,

–  having regard to Council conclusions 2010/C 135/02,

–  having regard to Commission Communication COM(2006)0481,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas EU vocational education and training policy should ensure that everyone has access to high-quality teaching;

B.  whereas education and access to culture are a means to acquiring the knowledge and skills required to define and construct a decent and acceptable future, from a number of different standpoints;

C.  whereas there are still disparities between the school systems in cities and their suburbs;

D.  whereas the high number of marginalised and disadvantaged individuals who attend educational establishments in the suburbs means that teaching, and therefore learning, is not to the same standard as in the cities;

E.  whereas different backgrounds have an impact on school results, and this impact varies significantly between the EU Member States;

1.  Calls on the Commission to step up its efforts to support the Member States in overcoming the existing inequalities in different regions by promoting equal, high-quality teaching.
