on the swordfish fisheries in the Mediterranean Sea

Motion for a European Parliament resolution on the swordfish fisheries in the Mediterranean Sea   

The European Parliament,

–  having regard to the importance of the Mediterranean swordfish fisheries for Europe, especially Spain and Italy,

–  having regard to the ICCAT recommendation 2016 establishing a multi-annual recovery plan for the Mediterranean swordfish, which adopts catch limits,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas the MEDAC opinion on Mediterranean swordfish adopted on 15 March 2016 states that these fisheries cannot be managed by a system of TACs and quotas;

1.  Calls on the Commission to use 2015 as the reference year for swordfish catches in the distribution of TACs and quotas, given that the use in previous years might include illegal catches using driftnets;

2.  Calls on the Commission to establish fair and equal criteria that take into account the socio-economic aspects of the traditional Mediterranean swordfish fleet;

3.  Calls on the Commission to set up a closing period for the surface longliner fleet from January to March;

4.  Calls on the Council to inform the European Parliament of the overarching negotiating directives it gives to the Commission, as provided for in Article 218(10) of the Treaty of Lisbon.
