on the problem of pollution in the Mediterranean

Motion for a European Parliament resolution on the problem of pollution in the Mediterranean  

The European Parliament,

–  having regard to the Barcelona Convention(1) and the ICZM Protocol(2);

–  having regard to the Euro-Mediterranean Partnership(3);

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas the number of plastic particles in the Mediterranean is estimated at 250 billion and whereas 80% of the pollution originates from municipal waste, wastewater and other land-based pollution;


B.  whereas tackling the sources of pollution is covered under the objectives of the Horizon 2020 programme;


C.  whereas local authorities are not bound by the ICZM Protocol;


D.  whereas in cases of emergency the MAP(4) has proven itself effective through the RAC/PAP(5);


1.  Calls on the Commission to promote the recognition and development of the ICZM Protocol in order for it to become a binding authority for countries around the Mediterranean, in particular by giving it the technical and human resources commensurate with its initial ambition;


2.  Calls on the Commission to add an ecological dimension to the EUROMED Partnership;


3.  Calls on the Commission to extend the polluter pays principle to land-based pollution;


4.  Instructs its President to forward this resolution to the Commission, the Council and the Member States.
