on boosting the birth rate in Europe

Motion for a European Parliament resolution on boosting the birth rate in Europe  

The European Parliament,

–  having regard to Article 168(1) TFEU,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas the birth rate in Europe is constantly declining and the outlook for the next few years is anything but positive;

B.  whereas the birth rate in the Member States is below the population replacement threshold, which means that the active population is being reduced while public spending on pension, health and social security services is having to be increased;

1.  Urges the Commission to call on the governments of the Member States to devote greater shares of their public spending to policies to support the birth rate and families, by reducing costs for childcare services, encouraging bigger families and promoting a work-life balance;

2.  Calls on the Commission, in accordance with the powers conferred on it by the Treaties and with the principles of subsidiarity and proportionality, to frame policies in support of children and young couples in countries which have low birth rates.
