MOTION FOR A RESOLUTION on combating cybercrime

Motion for a European Parliament resolution on combating cybercrime

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas the internet has become an integral and indispensable part of our society;

B.  whereas 80 % of young Europeans are interconnected through the internet and each year there is an increase in online trade, which currently amounts to USD 8 billion;

C.  whereas the increase in internet transactions has involved an increase in online criminal activities which, to date, have resulted in more than a million victims, who have been damaged from a wide variety of crimes, for example the sale of stolen credit cards for ridiculously low prices, identity theft and serious cyber attacks against institutions and infrastructure;

D.  whereas the EU has drawn up a number of texts with a view to combating this kind of crime, which takes place every day, and in particular the Council of Europe Convention on Cybercrime;

1.  Calls on the Commission to adopt a new proposal for a regulation or directive allowing Member States to adopt mechanisms that enable young people, in particular, to surf the internet safely, whilst at the same time achieving the development goals set by the Europe 2020 strategy and the Digital Agenda for Europe.
