Motion for a European Parliament resolution on plans to execute Israa al-Ghomgham in Saudi Arabia

The European Parliament,

–  having regard to Article 6 of the International Covenant on Civil and Political Rights,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas, according to the Diplomatic Courier website, Saudi Arabia carried out 17% of the executions reported by UN member states in 2017: a total of 146 executions, not counting the 65 the country has carried out since 1 January 2018, and whereas 47% of the death sentences concerned were not handed down for murder;

B.  whereas prosecutions are currently being brought against the Shiite activist Israa al-Ghomgham and five other activists in Saudi Arabia, and whereas the public prosecutor has called for them to be executed;

1.  Is extremely concerned about the prosecution of Israa al-Ghomgham and five other activists as referred to in recital B;

2.  Points out that, under Article 6 of the International Covenant on Civil and Political Rights, the death penalty should be imposed only for ‘the most serious crimes’;

3.  Calls on the High Representative of the Union for Foreign Affairs and Security Policy and on the Commission to condemn, in the strongest terms, the court proceedings pending against Israa al-Ghomgham and the activists referred to above, and in particular the possibility that they may be condemned to death.
