Motion for a European Parliament resolution on the establishment of a European agency for the promotion of European identity and culture  
B8‑0077/2019

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas, if people have no real sense of a shared identity, and if no efforts are made to foster ‘European patriotism’, the EU will lose the support of its own citizens;

B.  emphasising the need to promote at EU level joint cultural and educational measures aimed at younger people in particular;

C.  whereas the Lisbon Treaty attaches great importance to culture, whereas the Preamble to the Treaty on European Union (TEU) makes explicit reference to the need to draw inspiration from ‘the cultural, religious and humanist inheritance of Europe’, and whereas the EU sets itself the priority objective of ‘[respecting] its rich cultural and linguistic diversity, and (...) [ensuring] that that Europe’s cultural heritage is safeguarded and enhanced’ (Article 3 TEU);

D.  whereas Article 6 of the Treaty on the Functioning of the European Union (TFEU) states that the EU’s competences in the field of culture are to ‘carry out actions to support, coordinate or supplement the actions of the Member States’.

1.  Calls on the Commission to put forward proposals to transform the Education, Audiovisual and Culture Executive Agency (EACEA) into a European agency for the promotion of European identity and culture and to give the revamped agency the task of promoting among EU citizens a sense of belonging to a civilisation which can look back on thousands of years of shared history and which is united by a shared destiny.
