Motion for a European Parliament resolution on the introduction of an exchange programme for the children of Moldovan migrants left in their country of origin  
B8‑0135/2019

The European Parliament,

–  having regard to the United Nations Convention on the Rights of the Child, in particular Articles 3 and 20 thereof,

–  having regard to the Charter of Fundamental Rights of the European Union and in particular to Article 24 thereof,

–  having regard to the Universal Declaration of Human Rights, and in particular Article 25 thereof,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas Moldova has one of the highest rates of emigration for work purposes; whereas some 210 000 Moldovans live and work in the EU and are often forced to leave their children at home in Moldova;

B.  whereas Moldovan citizens working in the EU do not have the opportunity to maintain regular personal relations with their children;

C.  whereas cultural exchanges have an educational value stemming from the knowledge and awareness of different societies and cultures;

1.  Calls on the Commission to establish a primary school exchange programme enabling the children of Moldovan migrants left behind in their country of origin to regularly visit the EU countries in which their parents work; this would, on the one hand, personally enrich the European children who come into contact with situations different from their own, while on the other, helping to reunite Moldovan migrants to the EU with their children.
