  La Présidente. - L'ordre du jour appelle le débat sur la déclaration de la vice-présidente de la Commission et haute représentante de l'Union pour les affaires étrangères et la politique de sécurité sur le rapport annuel de l'Union européenne sur les droits de l'homme et la démocratie dans le monde (2014/2830(RSP)).

  Neven Mimica, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. - Madam President, on behalf of the High Representative, Catherine Ashton, I am honoured to address you today on the occasion of the presentation of the 2013 annual report on human rights and democracy. As you know, the annual report outlines the work done by the European Union on human rights and democracy across the whole range of our external relations during the past year. It tells the story of our enduring efforts to defend and promote human rights and to support democracy around the world.

The European Union has put human rights at the very centre of its external action and is undoubtedly one of the main international actors in the field. One of the reasons for this is the leading role played by the European Parliament in influencing and shaping our democracy and human rights policy. I would like to praise the work of all those honourable Members who have played and are playing a crucial role in promoting human rights and reporting violations and abuses, in particular those who are active in the Subcommittee on Human Rights.

Last December we had the opportunity for a broad debate in plenary on the excellent report on human rights and democracy in the world drafted by Mr Kukan. Many of the topics and concerns raised in the document are taken up in our annual report. This proves that in the protection and promotion of human rights and democracy we stand united.

Since the adoption of the human rights package in June 2012, our annual reports give us an opportunity to assess our capacity to implement the ambitious 2012 action plan on human rights and democracy. We are happy to see that Parliament has appreciated this effort to provide transparency and accountability.

Allow me a few words on the Strategic Framework and Action Plan on Human Rights and Democracy. The adoption of this package was a landmark decision. It provided us with a clear set of principles and objectives to guide our work in promoting human rights in the world. Thanks to these comprehensive documents, the EU’s delivery has become more tangible and more measurable. It has also made our endeavours part of a collective effort involving all EU institutions and Member States alike. I am pleased to say that, in two years, we have accomplished most of the nearly 100 actions set out, and we are working on completing the remaining ones.

At a time when democratic values are increasingly being challenged in many parts of the world, the High Representative and her services, including EU delegations, have addressed human rights and democracy as a matter of priority. Those who are oppressed around the world, as well as civil society representatives and international partners, look up to the European Union and count on our contribution. The EU has not feared to go beyond traditional diplomacy and to express its concerns openly. Baroness Ashton did just that over the developments in Russia in relation to civil society. She spoke out on the harassment of civil society in Latin America and sub-Saharan Africa. She called for the release of political prisoners in Bahrain while attending the EU and Gulf Cooperation Council ministerial meeting. In Myanmar she joined Aung San Suu Kyi in attending a special civil society forum with more than 60 participants from all parts of the country. Civil society representatives were similarly involved in the EU-Myanmar/Burma Task Force and participated actively in its political session.

The role of Stavros Lambrinidis as the EU’s Special Representative for Human Rights has also been crucial. Throughout these past two years he has shown incredible stamina and has spared no efforts in designing and projecting our human rights policy across the world and in advancing the universality of human rights. He has been, and is constantly, engaging with all our strategic partners and has consistently addressed human rights challenges with key countries in democratic transition. He has been, and still is, tirelessly reaching out to NGOs and civil society organisations. Stavros has proved to be the EU’s solid and loud voice on human rights.

Our EU annual report sets out a number of our key achievements. We have moved forward with our human rights country strategies: we have now concluded more than 150 strategies, covering the globe and providing tailor-made approaches and strategic objectives for each individual country. This has been an important step in empowering our EU delegations in their new post-Lisbon role. In addition, we have established human rights focal points in all EU delegations and common security and defence policy missions and operations. We have stepped up efforts to train our staff on human rights and democracy issues, both in the delegations and at headquarters.


Every year the Union holds human rights dialogues and consultations with more than 30 partner countries and regional groupings. In 2013, human rights dialogues with South Africa and Burma/Myanmar and consultations with the Republic of Korea were held for the first time. We have extended our toolkit by adopting new EU human rights guidelines. In 2013 we adopted guidelines to promote and protect the enjoyment of all human rights by lesbian, gay, bisexual, transgender and intra-sex persons, as well as guidelines on freedom of expression freedom of belief, following the adoption by this House of a detailed recommendation on the topic.

We have promptly condemned cases of religious hatred, intolerance and violence in the world: in Egypt, Nigeria, Iran, Libya, Mali, Pakistan and Tunisia and, more notably, following the tragic developments unfolding in Iraq and Syria. At the same time, all our instruments – political dialogues, démarches, technical assistance and support for NGOs – are used to address more systematic issues related to freedom of religion or belief in a bilateral context.

Conscious of the increased incidence of intimidation and harassment of journalists and of restrictions on media freedom, we adopted a few months ago the first ever guidelines on freedom of expression online and offline, in consultation with civil society and under the inspiration of Parliament’s report on the freedom of press and media in the world. At the same time, the EU has loudly condemned attacks on journalists and bloggers, and has participated in all international efforts to promote and protect freedom of expression.

The EU has used all its available tools of diplomacy and cooperation and assistance to work towards the abolition of the death penalty. We have issued hundreds of statements and carried out hundreds of démarches to condemn the use of capital punishment wherever and whenever it occurs.

Thanks to our constant efforts and lobbying, the UN General Assembly 67th session adopted a resolution on a moratorium on executions, with unprecedented support. Thanks to our efforts, no European drugs are exported to states that use lethal injections to execute. As we approach the 30th anniversary of the adoption of the UN Convention Against Torture, the EU has stepped up its efforts to address this unacceptable practice, which still exists in so many countries around the world.

The EU has shown an equally active commitment to combating discrimination, especially discrimination based on sexual orientation and gender identity. We have never refrained from stating our belief that all people are created equal and that no cultural, societal or religious traditions can be invoked to justify any form of discrimination. Gender has always been a top priority. The EU has taken an active stance on the elimination and prevention of all forms of violence against women and girls. Thanks to our outreach, we were able to contribute to the successful adoption of conclusions at the 57th session of the UN Commission on the Status of Women. Our strong engagement has also yielded results in the implementation of UN Security Council Resolution 1325 on women, peace and security.

The protection and the promotion of children’s rights and the issue of children and armed conflict have been central to the EU human rights policy and funding instruments. The EU is proud to support the campaign, Children, Not Soldiers, jointly initiated in 2014 by the UN Special Representative for Children and Armed Conflict and UNICEF, aiming to end and prevent the recruitment and use of children in conflict by 2016.

Supporting civil society has remained at the heart of our objectives. We continue to focus on protecting NGOs and human rights defenders and expanding the space in which they operate. We have called on numerous governments to make sure that new legislation is adopted and implemented in line with international standards. Human rights defenders play an important role at local, national, regional and international levels, and the promotion of human rights cannot exist without them. This year the EU celebrated the 10th anniversary of its Guidelines on Human Rights Defenders. Through various instruments, such as small grants and ‘sheltered cities’, the EU has actively illustrated its support for vulnerable and marginalised human rights defenders. EU and Member State diplomats on the ground have attended the trials of human rights defenders and made efforts to secure their release. A recent trial observation in Saudi Arabia is just one example.

Over the years, the EU has supported electoral processes throughout the world. Since 2000 we have deployed 140 election observation missions. As in so many other fields, strong cooperation with Parliament is all the more apparent here. At a multilateral level the EU remained active and engaged with all major international and regional partners. In recent years we have stepped up our cooperation with the Council of Europe, the OSCE and other regional mechanisms working on human rights. We intensified and advanced our agenda in Geneva and New York. The EU’s role has been pivotal in key United Nations achievements such as mandates for special rapporteurs and country resolutions from Belarus, Iran, Burma/Myanmar, the Democratic People’s Republic of Korea and Syria.

I am looking forward to the debate on this important report and I look forward to your further contribution to the promotion of human rights in the world.

Bardzo jestem rad, że mogę powiedzieć, że na mój wniosek jako koordynatora Europejskiej Partii Ludowej udało się wprowadzić na pierwszą sesję po wakacjach w nowej kadencji właśnie prezentację tego sprawozdania. Dziękuję panu komisarzowi Mimicy za jego prezentację.

Wydaje mi się, że ten rok 2013 był bardzo ważny w działaniach Unii na rzecz praw człowieka i demokracji na świecie. Wdrażamy zmiany, które wynikają z jednej strony z traktatu lizbońskiego, a z drugiej strony mamy też przykład, w jaki sposób nasza odpowiedź na wyzwania związane z Wiosną Arabską się materializuje. Mamy też wszystkie te problemy, które są w sąsiedztwie, z naszymi sąsiadami w Europie – a więc to, co się dzieje za wschodnią granicą Unii Europejskiej. Dobrze, że w sprawozdaniu znajduje się odniesienie m.in. do działalności specjalnego przedstawiciela Unii Europejskiej ds. praw człowieka Stavrosa Lambrinidisa, który też jest obecny na dzisiejszej debacie.

Chciałbym podkreślić, że w zmianach tych uczestniczy Parlament Europejski przez swoje sprawozdania, liczne zalecenia czy prace ustanowionej w 2012 roku grupy kontaktowej.

Rok 2013 to również zatwierdzenie wieloletnich ram finansowych. Z satysfakcją odnotowuję, że europejski instrument na rzecz wspierania demokracji i praw człowieka zwiększono znacząco w wymiarze finansowym. Doceniamy również, że opracowano w 2013 roku prawie 150 różnych strategii w zakresie praw człowieka w stosunku do krajów partnerskich i że 123 z nich zostały ostatecznie zatwierdzone przez Komitet Polityczny i Bezpieczeństwa. Ponawiamy jednak apele o wypracowanie procedur efektywnego dostępu Parlamentu Europejskiego – nawet jeżeli nie w całości, to przynajmniej posłów sprawozdawców czy kontrsprawozdawców związanych w tematach – do tych strategii.

Sprawozdanie Rady odnotowuje, że w ubiegłym roku rozpoczął również działalność operacyjną Europejski Fundusz na rzecz Demokracji. To inicjatywa polskiej prezydencji. Do końca roku 2013 prawie pół tysiąca wniosków – tylko 5% z nich mogło być zrealizowanych ze względu na szczupłość finansową, ale to świadczy też o zasadności powołania tego instrumentu. Wydaje się, że warto przyjrzeć się osiągnięciom, skuteczności podejścia i rozważyć zmiany, które pozwolą w większym zakresie korzystać z budżetu Unii.

Doceniono również liczne działania Parlamentu Europejskiego w sprawozdaniu. Z nieodnotowanych warto zwrócić uwagę na drugi szczyt rzeczników praw obywatelskich Unii Europejskiej i Partnerstwa Wschodniego. To, co się dzieje za wschodnią granicą Unii Europejskiej, warte jest włączenia w ten proces rzeczników z tych państw i pokazania dobrych praktyk oraz ich wymiany, a nie tylko wskazywania, co powinniście zrobić. To jest zdecydowanie lepszy instrument.

Odnotowano również wysiłki podjęte przez Unię na rzecz społecznej odpowiedzialności biznesu, na rzecz praw człowieka. Zakończyliśmy pracę nad sprawozdaniem. Te prace, zakończone co prawda w roku 2014, zaowocowały m.in. zmianami dyrektyw o ujawnianiu informacji niefinansowych i w obu tych przypadkach mogę stwierdzić, że muszą one też uwzględniać nie tylko interesy tych wielkich korporacji, ale przede wszystkim konkurencyjność europejskich przedsiębiorstw.

Na koniec chciałbym docenić odnotowane również sprawy wolności religii i przekonań. To, co się dzieje w sprawie osób wyznania chrześcijańskiego, jazydów, wymaga naszej szczególnej troski. Nie może być tak, że ludzie nie mogą manifestować przekonań religijnych czy mieć prawa do wolności wyznania.

  Elena Valenciano Martínez-Orozco, en nombre del Grupo S&D. – Señora Presidenta, solo hay que leer los periódicos de la mañana para darnos cuenta de que los derechos humanos siguen siendo una asignatura pendiente en la Unión Europea. La verdad es que podemos comprobarlo todos los días.

Pero es verdad que, desde hace unos años, hemos mejorado nuestra posición, porque tenemos instrumentos para desarrollar nuestra tarea. Y este informe anual es una buena ocasión para poder evaluar lo que hemos hecho. Sin embargo, siguen faltando indicadores claros y compromisos más claros aún, para que sepamos si realmente la Unión Europea consigue avanzar en su estrategia de defender los derechos humanos en el mundo. Estamos a punto de elaborar un nuevo plan de acción en el que este Parlamento, desgraciadamente, no tiene mucha voz, pero sabemos que, aun así, seremos escuchados. Y quiero aprovechar para felicitar al señor Lambrinidis la tarea que el representante especial ha hecho durante estos años y quiero que siga pudiendo avanzar en todo el trabajo que se está haciendo. Porque queda casi todo por hacer.

En derechos humanos yo diría que, para no dar un paso atrás, hay que dar muchos pasos hacia delante y que los derechos humanos no pueden ser solo la cara amable de la Unión Europea. Tiene que ser una política transversal y un compromiso de todos nosotros y de todas nosotras. Los derechos humanos son universales. Parece mentira que haya que volver a reiterar este principio. Son universales. Y no cabe relativismo cultural, religioso, político o de ningún otro tipo que deba hacernos retroceder sobre este principio, que defendemos con muchísima fuerza.

Los derechos humanos son universales y tienen que alcanzar a todos los seres humanos, en todos los países de la Tierra. Los derechos humanos son universales y, por eso mismo, la Unión Europea tiene que trabajar en ellos de manera muy transversal, con un compromiso muy claro. Verán, yo creo que para que la Unión Europea sea respetada en el mundo, antes que dar lecciones, debería dar algunos ejemplos.

Hace tan solo unos días, cien niños han muerto ahogados en nuestras costas del Mediterráneo. Esto también es una tarea de la Unión Europea en defensa de los derechos humanos.

  Karol Karski, on behalf of the ECR Group. – Madam President, with reference to the issue of respecting human rights in the world, I would like to touch on the issue of the persecution of Christians. It needs to be clearly and firmly emphasised that Christians remain the religious community which is persecuted on the largest scale in the world today.

North Korea, Iran, Somalia, Afghanistan, Saudi Arabia, Libya, Syria, Iraq, Pakistan, the Central African Republic: these are only the most shameful examples in a group of about 50 countries in which persecution of the Christian religion is taking place on an unprecedented scale, including in some cases intimidation, refined acts of humiliation, abductions, rape, sophisticated torture, massacres and mass executions. According to the special report of the international agency Open Doors, more than 100 million Christians suffer from religious persecution.

In addition, I would like to emphasise the fact that the European Union maintains diplomatic relations with most of the aforementioned countries, and has standing delegations there. I strongly recommend appealing to the heads of these delegations to submit special reports on acts taken with regard to protection of the rights of Christian minorities in the countries mentioned.

  Charles Goerens, au nom du groupe ALDE. – Madame la Présidente, le rapport annuel de l'Union européenne sur les droits de l'homme et la démocratie dans le monde m'amène à formuler les remarques suivantes: les pires violations sont perpétrées là où l'État, délibérément ou par impuissance, n'assume pas ou plus ses fonctions régaliennes. Tel est le cas notamment au Moyen-Orient, où nous devons constater avec Brahimi le risque de voir cette région se transformer en territoire dominé par les warlords.

Que faisons-nous face à cela? Très peu de choses, si l'on voit les difficultés qu'ont les réfugiés de cette région pour trouver une terre d'accueil. Constat d'impuissance, après le refus de la communauté internationale d'intervenir lorsque l'opposition à Assad nous a implorés de le faire.

Crise d'État ou crime d'État, les foyers de crise où les populations sont exposées sans défense à la barbarie, hélas, deviennent de plus en plus nombreux. Ainsi, en Afrique et plus particulièrement dans la partie orientale du Congo, là où il n'y a même plus l'apparence d'un ordre public, le docteur Mukwege constate que le corps de la femme est devenu un champ de bataille.

Tout cela nous fait aborder la situation des droits de l'homme avec beaucoup de modestie. Il est d'ailleurs plus facile de dresser le bilan des atrocités plutôt que de faire l'inventaire des conflits prévenus – pour le dire avec les mots de Bernard-Henri Levy. Cela ne devrait pas nous décourager, nous en tant qu'Union européenne, de persévérer dans la voie tracée par sa stratégie de promotion des droits de l'homme et de la démocratie à l'échelle globale. Bien au contraire, si l'Union continue inlassablement à intensifier le dialogue avec ses partenaires dans le monde, elle pourra sans doute, pas de façon spectaculaire mais néanmoins sensiblement, apporter des améliorations en la matière.

Finalement, j'aimerais que l'Europe, toujours encline à donner des leçons au reste du monde, fasse en sorte d'être exemplaire à l'intérieur de ses propres frontières. Nous sommes encore loin du compte.

  Marie-Christine Vergiat, au nom du groupe GUE/NGL. – Madame la Présidente, Monsieur le Commissaire, depuis cinq ans que je travaille ici sur les questions des droits de l'homme, comme députée, je mêle perplexité, colère, rage d'impuissance.

C'est dans cet état d'esprit que j'ai lu votre cinquième rapport. Oui, depuis 2009, il y a des améliorations mais globalement nous sommes encore loin du compte, loin d'un document permettant simplement d'avoir une analyse globale, de juger objectivement ce que fait l'Union européenne en la matière. Je vais prendre deux exemples caricaturaux mais qui permettront de montrer, me semble-t-il, les efforts à faire.

Quand je lis dans le bilan de l'Union en la matière que Mme Ashton a participé au 150e anniversaire de la Croix-Rouge, je me dis: de qui se moque-t-on? Quand je lis que l'Union européenne a aidé la Chine et la Pologne à avoir un dialogue sur des bonnes pratiques en matière de chômage des jeunes, je me fais la même réflexion.

Plus sérieusement, parce que j'aime être constructive, oui, la contribution du Parlement européen est mieux prise en compte mais, pour aller de l'avant – je l'ai déjà dit –, il faut que le groupe de contact fonctionne réellement. On est loin du compte. Il faut que nos urgences fassent réellement l'objet d'un suivi sérieux.

Alors, je vous remercie Monsieur Lambridinis pour tous vos efforts. J'ai un peu envie de vous dire: heureusement que vous êtes là.

Très concrètement encore, oui, il y a des points focaux partout, mais leur efficacité est très variable. Donc, faisons un vrai bilan et travaillons là-dessus. Même chose et même demande sur les stratégies par État, qui seraient plus opérationnelles si elles étaient transparentes, notamment transmises aux ONG qui travaillent dans les pays concernés.

L'analyse pays par pays reste marquée par un certain "deux poids, deux mesures" contraire à une vision universaliste des droits de l'homme. Et ne nourrissons pas nous-mêmes le relativisme culturel, religieux, comme on vient encore de l'entendre. Tout cela serait plus probant encore si les sujets étaient réellement portés par la haute représentante, par les États membres et la nouvelle composition de la Commission. Les lettres de mission du commissaire sont contraires aux priorités que vous venez de nous énoncer.

Vous savez bien, Monsieur le Commissaire, qu'il n'en est rien mais il y a encore tout un monde entre les discours et les actes de l'Union européenne en la matière.

  Barbara Lochbihler, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Der vorliegende Bericht zeigt, dass es sehr viele positive Entwicklungen in der Menschenrechtsarbeit der EU gibt, insbesondere auch was die geschaffenen Strukturen und Methoden angeht. Es ist aber eine fortlaufende Herausforderung, dabei weiter an der Politikkohärenz zu arbeiten, da die EU-Außenpolitik eben auch ein von wirtschaftlichen Interessen geprägter Bereich ist.

Positiv ist es, dass alle EU-Delegationen nun Focal Points für Menschenrechte benannt haben. Zudem haben einige auch Anlaufstellen speziell für Menschenrechtsverteidiger geschaffen. Das hat konkrete Auswirkungen auf die Arbeit der Aktivisten vor Ort, und die Rückmeldungen an uns im Parlament dazu sind durchweg ermutigend.

Wir hatten vor gut einer Woche eine Konferenz in Berlin zu zehn Jahren EU-Leitlinien zum Schutz der Menschenrechtsverteidiger. Auch hier war zu hören, dass das von Aktivisten vor Ort als sehr positiv angesehen wird. Angemerkt wurde, man sollte die Arbeit noch ausdehnen, insbesondere in ländlichen Regionen, und insbesondere die Unterstützung für weibliche Menschenrechtsverteidiger ausdehnen und nicht zuletzt denjenigen helfen, die sich für selbstbestimmte weibliche Lebensläufe einsetzen.

Die Arbeit des Sonderbeauftragten, Herrn Lambrinidis, wird im Bericht positiv dargestellt. Dies kann ich nur unterstreichen. Sowohl im Austausch mit einzelnen Ländern, wie auch in multilateralen Gremien haben seine Präsenz und sein Einsatz für die Universalität der Menschenrechte Gewicht. Ich kann Sie nur ermutigen, Herr Lambrinidis, diese Arbeit in diesem Sinne so fokussiert und zielgerichtet fortzusetzen.

Betrachte ich aber die EU-Handelsabkommen und die Aufgabe, Kriterien für die Anwendung der Menschenrechtsklausel darin anzuwenden, dann ist meine Bewertung doch sehr skeptisch. Meine Frage hierzu ist deshalb: Wie konsequent werden wir diese Klausel anwenden – gerade, wenn es auch ein Handelsabkommen mit sogenannten strategischen Partnern gibt? Damit möchte ich auch die Frage verbinden: Was gedenkt denn jetzt die Kommission zu tun? Wird sie etwas ändern, auch im Umgang mit dem strategischen Partner Russland?

Wiederholt thematisieren wir auch die Ergebnisse – oder besser gesagt: die mangelnden Ergebnisse – von bestehenden EU-Menschenrechtsdialogen. Der Bericht zeigt hier ganz konkrete Verbesserungsvorschläge auf. Ich hoffe, dass diese greifen werden. Es wird auch von einem sogenannten impact assessment zu einzelnen Menschenrechtsschutzmaßnahmen gesprochen. Auch das sehe ich positiv, aber wir müssen natürlich im Konkreten und Einzelnen sehen, wie diese impact assessments ablaufen. Wie sieht die Praxis aus, zum Beispiel in China? Das möchte ich aber auch mit einer konkreten Kritik an einem impact assessment verbinden – zum Investmentabkommen mit Birma, zum sogenannten GSB+. Denn dort wurden die noch bestehenden Menschenrechtsverletzungen völlig außer Acht gelassen. Das Parlament hat bereits gefordert, dass die Kommission sich verpflichtet, die GSB+-Regeln neu im Fall Birma auch einzuhalten.

Bei der Umsetzung der GSB+-Regeln sehe ich ebenso Handlungsbedarf für uns hier im Parlament. Es wäre sehr wichtig, dass der Menschenrechtsausschuss zusammen mit dem Handelsausschuss konsultiert wird, wenn es um die Prüfung von delegierten Rechtsakten im GSB+ nach den neuen Regeln geht.

Der Bericht geht ein auf das Thema Unternehmen und Menschenrechte. Hier gibt es sinnvolle Aktionen wie z.B. die Menschenrechtsleitlinien für drei Unternehmensbereiche. Dass das wichtig ist, sehen wir später heute Vormittag, da geht es nämlich um die Arbeit von Menschenrechtsaktivisten in Aserbaidschan und ihre bedrohliche Situation, weil sie sich mit der Öl- und Gasindustrie anlegen.

Ziel ist natürlich hier – und ich glaube, da haben wir sehr oft einen Dissens zwischen meiner Fraktion und der Kommission –, dass wir langfristig verbindliche Menschenrechtsschutzregeln bekommen, was Unternehmenshandeln angeht. Freiwilligkeit ist gut, reicht aber nicht aus.

Dann sehen Sie auch deutlich, wenn Sie den Aktionsplan anschauen, dass die Maßnahmen, die zu wirtschaftlichen und kulturellen Rechten aufgelistet sind, viel geringer sind als die im Bereich der zivilen und politischen Rechte. Abschließend noch: Wir haben gestern die Entschließung zum Kampf gegen die Terrormiliz Islamischer Staat diskutiert. Hier ist es notwendig, dass vonseiten der Kommission geschaut wird, dass die Fehler im sogenannten Krieg gegen den Terror der vergangenen Jahre nicht wiederholt werden und dass immer geprüft wird, ob die Maßnahmen mit internationalem Recht und Menschenrechtsschutznormen in Einklang stehen.

  Bill Etheridge, on behalf of the EFDD Group. – Madam President, here we go again, with yet another good cause and good words hijacked and twisted for a battle cry for the liberal elite who run this place; a way to allow human rights to become no more than a charter for international human rights lawyers like the odious Cherie Blair to make a fortune. The EU tells us that we must let it regulate our emissions from our factories or the world will end. It tells us to join closer together or our external enemies will defeat us or, worse still, will fight each other. It now tells us that it must dictate human rights to the whole world. That is cultural imperialism. We should think more of justice, not of these so-called rights.

Think of 1993: a 14-year-old girl called Jennifer Ertman and a 16-year-old called Elizabeth Peña were gang-raped and murdered in Texas. A gentleman called José Medellín was sentenced to death. In 2005 the EU intervened with a legal case. It used our money to defend a child raping murderous monster. That is not rights; that is not what we believe in, surely. Recently, Randy Ertman, the father of Jennifer, died after a lifetime spent supporting victims’ rights.

Human rights are not granted by this place and this is cultural imperialism. All human beings need the right to freedom of expression and the expression of their opinions, but most importantly the right to wield justice just like that which this place sought to deny Jennifer. It is time for Britain to leave the EU and to lead the way to true justice, as we always have.

  Molly Scott Cato (Verts/ALE), blue-card question. – I am not sure that Mr Etheridge entirely has the point about what we are doing here when we defend human rights. What we are trying to do is support people who are fighting for democracy and in countries where their attempt to get the basic civil rights that he enjoys lands them up being tortured and in jail. That is what we are actually doing today. I would like to ask him: does he believe in democracy? Does he believe that others have the right to self-expression which he has himself just enjoyed in this place?

Mais pour l'année 2014, il s'agirait également d'expliquer, dans le futur, pourquoi l'Union européenne a soutenu et continue de soutenir le Kosovo, dont le profil des dirigeants est criminel.

Pourquoi, dans notre culture de la démocratie et des droits de l'homme, avons-nous accepté en Ukraine la signature d'accords avec le gouvernement de M. Ianoukovitch, élu démocratiquement en novembre 2013, alors que se préparait un coup d'État soutenu par l'Occident? Est-ce cela l'état de droit? Pourquoi n'avons-nous pas révélé que des snipers pro-Maïdan tiraient contre la population pro-Maïdan? Les droits de l'homme nous en empêchaient-ils? Pourquoi avons-nous accepté des élections dans un pays en guerre civile, alors que d'habitude, on soutient un gouvernement d'union nationale puis on procède à des élections? La démocratie craignait-elle donc des élections dans une Ukraine en paix?

Pourquoi avons-nous accepté que le gouvernement de Kiev bombarde sa population? Avec comme résultat trois mille morts – dix mille morts selon d'autres chiffres –,

  Teresa Jiménez-Becerril Barrio (PPE). - Señor Presidente, la labor que la Unión Europea realiza para avanzar a nivel internacional en sus valores y principios es innegable. La política de relaciones exteriores de la Unión tiene como uno de sus objetivos principales la universalidad de los derechos humanos en todo el mundo: el mundo mira hacia nosotros para que los defendamos y no podemos decepcionarlos.

Pero existen muchos países donde los derechos fundamentales son vulnerados y donde son muchas las personas que no los tienen garantizados. La falta de libertad para vivir su religión es un ejemplo claro de estas violaciones de derechos humanos.

Diariamente nos encontramos con continuas masacres de minorías en Irak y Siria, con especial efecto sobre la comunidad cristiana, cuyos miembros se ven obligados a renunciar a su religión; si no, son exterminados. Los cristianos de Oriente miran hacia nosotros con la desesperación de quienes necesitan ser protegidos. El arzobispo de Bagdad nos dijo en su última visita a este Parlamento: «Necesitamos ayuda no por ser cristianos, sino por ser seres humanos».

Celebro que este informe se refiera al impacto negativo de los actos terroristas que han venido aumentando en Irak, pero echo en falta un mayor compromiso en lo referente a las consecuencias del terrorismo en el mundo, incluida Europa.

Este informe abunda en los abusos cometidos en la lucha contra el terrorismo, y es necesario señalarlos cuando existan, pero he de decir que el texto debería expresar una más enérgica condena de la subida global del terrorismo y hacer menciones más claras sobre las víctimas del terrorismo. En mi opinión es, por tanto, poco equilibrado.

Los derechos humanos no tienen ningún significado para los terroristas: ellos se nutren de la barbarie y el absoluto desprecio por la vida humana. Ejemplos de ello son los casos como las niñas de Boko Haram, en Nigeria; el caso también del secuestro de las muchachas de minorías religiosas en Irak, que son usadas como esclavas sexuales; o los atroces asesinatos de periodistas y cooperantes que hacían una labor humanitaria.

Pido a la comunidad internacional que no baje la guardia ante la escalada de terrorismo que estamos viviendo, porque solo unidos podemos decir alto y claro a los terroristas que nosotros amamos más la libertad y la vida de lo que ellos aman la represión y la muerte.

  Pier Antonio Panzeri (S&D). - Signora Presidente, onorevoli colleghi, noi consideriamo importante il rapporto annuale perché è lo strumento per informare le istituzioni e i cittadini circa le politiche realizzate dall'Unione europea. Per noi è anche il modo per valutare lo stato di attuazione del quadro strategico del piano d'azione dell'Unione europea sui diritti umani e sulla democrazia.

C'è però un aspetto che credo debba essere risolto, e rapidamente. Nel rapporto mancano degli indicatori precisi circa i progressi o i regressi rispetto all'anno precedente, e senza questo genere di indicatori risulta complesso valutare l'efficacia delle politiche europee.

A tutt'oggi l'Unione europea ha elaborato delle strategie sui diritti umani per quasi la totalità dei paesi. Sarebbe opportuno che le osservazioni, le criticità e gli obiettivi contenuti in queste strategie possano rendersi evidenti all'interno del rapporto. Questo è uno degli aspetti particolarmente importanti, perché queste strategie per paese sono tuttora classificate come documenti a uso interno e non pubblici.

In merito poi al quadro strategico, la nostra opinione è che consideriamo l'adozione del quadro strategico del piano d'azione inaugurato nel 2012 come una tappa fondamentale. Il fatto che tale strategia sia stata affiancata dal mandato del rappresentante speciale dell'Unione europea per i diritti umani la rende ancora più importante. Questa strategia però si conclude sostanzialmente quest'anno. Noi abbiamo bisogno di rilanciarla con molta forza, e l'inizio di un nuovo piano d'azione previsto per gennaio 2015 deve essere un motivo per avere un'adeguata consultazione sia del Parlamento sia della società civile.

Infine, il rappresentante speciale dell'Unione europea ha lavorato benissimo, e per questo noi vorremmo sostanzialmente che il Consiglio europeo rinnovasse il mandato, conferendo soprattutto al rappresentante speciale maggiori poteri per raggiungere gli obiettivi della strategia europea, dei piani d'azione e assicurare che l'articolo 21 del trattato venga attuato attraverso politiche concrete.

  Branislav Škripek (ECR). - Európska únia pripravuje dokument o slobode vyznania. Chcem sa opýtať, ako postúpili práce na týchto textoch a ako je tam definovaná sloboda vyznania. Podľa údajov z roku 2011 až 76 % Európanov sa hlási ku kresťanstvu, ale slovo kresťan tam nie je ani len spomenuté. Všeobecne sa tam hovorí o slobode vyznania, ale práva náboženských skupín, napríklad moslimov, sú tam zmienené omnoho častejšie.

Takisto v správe Agentúry Európskej únie pre ľudské práva "Základné práva: výzvy a úspechy za rok 2011" sa slovo kresťan ani nespomína. Chcel by som Komisiu požiadať, aby právo na slobodu vyznania zobrali pri príprave týchto dokumentov naozaj vážne a zohľadnili skutočnosť, koľko občanov sa ku kresťanstvu hlási.

Tiež by som rád vyzval Európsku komisiu, aby brala serióznejšie názory občanov. Som rozčarovaný z postoja Komisie k najúspešnejšej európskej iniciatíve, ktorá sa volá One of Us, ktorá sa týkala tiež ľudských práv, a to práve nenarodených. Skutočnosť, že takmer milión 800 tisíc občanov vyjadrilo svoj názor, ktorý Komisia doslova zmietla zo stola, bohužiaľ, poškodzuje obraz európskych inštitúcií… (rečník bol prerušený)

  Marietje Schaake (ALDE). - Madam President, the number of people whose human rights are violated in one way or another is overwhelming. Many of them look to us for help and support and we must offer what we can. But underlying the many different forms of violation – from rape and torture to censorship and discrimination – is a wave that is swelling, an increasingly successful challenge to the very principles that define us and that we are defending globally.

The universality of human rights itself has perhaps never been as threatened as it is today. The EU is in a great position to lead an unequivocal defence of the universality of human rights but we can only lead by example. It puts us to shame and weakens our credibility when, in Europe, Viktor Orban openly pushes illiberal democracy, when minorities face discrimination, when women do not have equal pay, treatment and opportunities, when technology is used for illegitimate surveillance and hacking in Europe or exported to dictators and terrorist organisations which are not curbed, or when the crisis is used as an excuse not to implement corporate social responsibility or trade conditionalities. We can see that the line between internal and external policies is not a sharp one and we are interconnected but if, together, we do not show leadership and strategically leverage our political and economic position, who will defend the universality of human rights?

  Peter Lundgren (EFDD). - Fru talman! Vi pratar här i dag om mänskliga rättigheter och demokrati i världen. Jag undrar hur man ska kunna lära ut demokrati när man inte ens här i parlamentet förstår demokrati. Det är lika illa när man går till våra enskilda nationer.

Jag kan se i mitt eget land, Sverige, där vi nyss har haft ett nationellt val. Mitt parti fick 13 procent av rösterna. Det första som händer är att man diskuterar hur man ska utestänga oss från att ha någon som helst påverkan i politiken. Kallar man det att respektera ett demokratiskt val när man utestänger 13 procent av landets väljare?

Denna cirkus fortsätter när man kommer hit till parlamentet. När man inte får som man vill försöker man att utestänga grupper, precis som man gjorde här när det gällde framställningsutskottet, när man praktiskt taget stal en ordförandepost som var vikt för EFDD-gruppen. Det är inte demokrati. Ni vet inte vad ordet demokrati innebär. Det är inte så här det ska fungera. Man ska respektera de regler som finns. Det är det som är demokrati.

Dessutom har vi en ordförande, Martin Schulz, som fullständigt saknar de mest grundläggande kunskaperna i demokrati. Det är nämligen att acceptera andras åsikter än sina egna med bibehållen respekt. Det vet han inte hur man gör.

Vi såg i tisdags när vi undertecknade avtalet med Ukraina att massor med människor på vänstersidan står upp och skriker om att få ordet, varpå Schulz frågar om det är någon som har något att tillägga. Sedan förvägrar han människorna på vänstersidan att få ordet. Det är direkt pinsamt att företrädas av en sådan ordförande här i parlamentet.

Δεν την έχουν, σε καμία περίπτωση, εξουσιοδοτήσει οι λαοί να επεμβαίνει ανά τον κόσμο και να εκφράζει αυτές τις 'ανησυχίες' της που αυξομειώνονται κατ’ όπως υπαγορεύουν τα εκάστοτε συμφέροντα των μονοπωλίων που εξυπηρετεί.

Η σκόπιμα επιλεκτική ευαισθησία της δεν ισχύει προφανώς στην περίπτωση του Μεξικού όπου, μόνο τον τελευταίο χρόνο, έχουν δολοφονηθεί από συμμορίες και μηχανισμούς σε διαπλοκή με μερίδες της ντόπιας αστικής τάξης 7 μέλη και στελέχη του Κομμουνιστικού Κόμματος του Μεξικού, όπως και πολλοί συνδικαλιστές και άλλοι αγωνιστές. Η δράση τους αυτή ενοχλεί τα μονοπώλια εξόρυξης που εκτοπίζουν από τη γη τους φτωχούς αγρότες.   Kinga Gál (PPE). - Az elmúlt időszakban nem telik el úgy nap, hogy ne hallanánk nagyon súlyos emberjogsértésekről szerte a világban. Gondolok itt az Irakban, Szíriában végbemenő keresztényüldözésekre, amiről tegnap délután vitáztunk, de borzasztó hírek járják be a médiát arról, hogy a gyermekek, gyermekáldozatok milyen nagy számban vannak ezekben az országokban. És azt is tudjuk, hogy jelenleg több ezer gyermek és nő él egyik napról a másikra menekülttáborokban, ahol a hideg közeledtével egyre nehezebb lesz a helyzetük, egyre nehezebb lesz a túlélés. Ezért mindent meg kell tennünk annak érdekében, hogy megvédjük a keresztényeket a sötét középkort idéző kegyetlenkedésektől. Az emberi jogaiktól megfosztott gyermekeket, asszonyokat meg kell védenünk az egyre növekvő számú háborúk és fegyveres konfliktusok borzalmaitól bárhol a világon.

Kiemelten szeretnék itt beszélni most a nyelvi és nemzeti kisebbségek védelméről is. Hiszen ezen közösségekről nagyon kevés szó esik. Pedig emberek millióiról van szó szerte a világban, akiknek a legalapvetőbb emberi jogaik sérülnek, és akik mindennapi küzdelmet folytatnak fennmaradásért, szülőföldön megmaradásért. Kiállás kell az Európai Parlament részéről és az Európai Unió részéről. És én úgy gondolom, hogy nem csak reagálásra, hanem megelőzésre is van szükség és ebben van szerepe és lehet több szerepe a külügyi biztosnak, a Bizottságnak, az uniós delegációknak. Több következményt várunk el az Európai Parlament sürgősségi emberi jogokat illető határozatait követően is, hiszen gyakorlatilag ezek sokszor pusztába kiáltó szavak maradnak.

Ugyanakkor azt is szeretném elmondani, hogy nagyon sajnálom, hogy ezt a vitát is bizony egyes kollégák politikai, saját politikai céljaikra használják, hiszen rengeteg gond van a világban, amiről igazán komolyan kellene végre beszélni és valamit tenni kéne, nemcsak arra várni, hogy majd utólagos reagálás legyen, hanem próbáljunk megelőzően fellépni.

  Josef Weidenholzer (S&D). - Frau Präsidentin! Ich meine, dass das Europäische Parlament auf seinen jährlichen Bericht über die Lage der Menschenrechte und Demokratie in der Welt stolz sein kann.

Er ermöglicht uns, Bilanz zu ziehen und unsere Strategien und Methoden zu verbessern. Dieser Bericht unterstreicht vor allem auch die Ernsthaftigkeit, mit der sich Europa den Menschenrechtsfragen widmet. Sie sind ein wichtiges Kriterium der europäischen Außenpolitik, und es wäre wünschenswert, dass dies noch deutlicher sichtbar wird –gerade dann, wenn der Schutz der Menschenrechte mit anderen – wirtschaftlichen oder geopolitischen – Interessen in Konflikt gerät. Die Welt beobachtet sehr genau, ob wir es mit unserer Menschenrechtspolitik wirklich ernst meinen.

Die Union hat sehr gute Instrumente geschaffen, um die Nachhaltigkeit und Kohärenz ihrer Menschenrechtspolitik zu garantieren: das Europäische Instrument für Demokratie und Menschenrechte und den Sonderbeauftragten für die Menschenrechte, dem ich sehr herzlich zu seiner positiven Arbeit gratulieren möchte.

Ich finde es positiv, dass die europäische Menschenrechtspolitik auch inhaltliche Akzente setzt und neben traditionellen Schwerpunktsetzungen auch aktuelle Aspekte wie den Schutz der Grundrechte im Internet herausgreift. Aber auch hier stellt sich wieder die Glaubwürdigkeitsfrage. Leider haben wir, obwohl wir uns in diesem Haus schon oft damit beschäftigt haben, keine Konsequenzen aus der NSA-Affäre gezogen. Es muss einen wohl auch nachdenklich stimmen, dass, während wir hier unsere Plenartagung durchführen, Hunderte Menschen beim Versuch, das Mittelmeer zu überqueren, sterben. Das hat doch auch etwas mit Menschenrechten zu tun.

  Ryszard Czarnecki (ECR). - Pani Przewodnicząca! Ta debata jest bardzo ważna, bo nie jest zawieszona w próżni. Odbywa się w czasie, gdy w wielu krajach łamane są brutalnie prawa człowieka, także prawa religijne. Ta debata odbywa się w czasie, gdy – co warto podkreślić – tysiące chrześcijan giną nie tylko w Iraku i Syrii, ale także w krajach Afryki. Wydaje mi się, że głos naszego Parlamentu powinien być bardzo mocny, bardzo jednoznaczny, tak aby był głosem donośnym, żeby nie były to tylko słowa, aby poszły za tym działania, aby na przykład Unia Europejska od tego, czy dane kraje respektują prawa człowieka, uzależniała pomoc dla tych krajów, pomoc ekonomiczną i myślę, że trzeba w końcu zacząć to stosować.

  António Marinho e Pinto (ALDE). - Senhora Presidente, senhores Deputados, a pobreza constitui hoje uma violação qualificada dos direitos humanos e da democracia. Ela atinge as suas principais vítimas na fonte de onde emanam todos os direitos pessoais: a dignidade humana. A defesa efetiva dos direitos humanos e a luta contra as suas violações não passarão de proclamações retóricas sem um combate sério e consequente à pobreza, que hoje atinge milhões de pessoas em todo o mundo, incluindo dentro da própria União Europeia.

A erradicação da pobreza não depende apenas de medidas económicas, ou do próprio desenvolvimento económico. A sua eliminação depende sobretudo de políticas, de vontade política. Um combate sério à pobreza constituirá em si mesmo um fator de desenvolvimento económico e de valorização da democracia. É possível erradicar a pobreza. É obrigatório fazê-lo o mais rapidamente possível.

  Javier Couso Permuy (GUE/NGL). - Señora Presidenta, he escuchado un informe lleno de buenas intenciones. Es algo que celebro. Lo que pasa es que podría dar múltiples ejemplos de intereses de la Unión Europea que se ponen por encima de los derechos humanos. En este caso, voy a hablar de algo que nos afecta en mi país. Es la situación con Marruecos.

Según he visto, Marruecos es el Estado que más se beneficia de su relación con la Unión Europea. Tiene, además, un estatuto avanzado. Y, a pesar de que los acuerdos de la Unión Europea están supeditados al cumplimiento de los derechos humanos, Marruecos comete graves violaciones del Derecho internacional y de los derechos humanos. Por ejemplo, en el Sáhara, del cual es potencia ocupante y en el cual incumple el mandato de las Naciones Unidas, dilatando y obstaculizando el proceso de descolonización. Además, comete gravísimos atentados contra la población de los territorios ocupados.

Es curioso, antes de Túnez hubo una primavera árabe en el Sáhara y no supimos nada. Por ejemplo, los presos del grupo de Gdeim Izik —de los Campamentos de la Dignidad—, condenados, en febrero de 2013, por un tribunal militar marroquí: veinticinco civiles juzgados; ocho condenados a cadena perpetua; cuatro, a treinta años y cuatro, a veinticinco años.

Es curioso: ¿Cuándo nos preocupan los movimientos ciudadanos? Solo cuando son países enemigos. No se habla de cambiar el régimen marroquí, sino de cooperación para mejorar la gobernanza. No se les exige el cumplimiento de derechos humanos, sino que se les formulan recomendaciones. Espero que tengamos esto en cuenta en los acuerdos comerciales.

  Mara Bizzotto (NI). - Signora Presidente, onorevoli colleghi, suor Lucia Pulici, settantacinque anni, di Desio, suor Olga Raschietti, ottantatré anni, di Montecchio Maggiore, Vicenza, suor Bernadetta Boggian, settantanove anni di Ospedaletto Euganeo, Padova. Sono tre suore italiane uccise il 7 settembre nel loro convento in Burundi, che hanno difeso sul campo e fino in fondo i diritti umani. Il mio pensiero va a loro, alle loro famiglie, alle loro comunità, ai tanti missionari che hanno lottato e lottano ogni giorno per i diritti umani.

L'Europa sa che i paesi di matrice cristiana tollerano pacificamente attività di altre confessioni religiose nel loro territorio mentre lo stesso principio non vale assolutamente per i paesi musulmani? Ogni anno sono circa centocinquemila i cristiani uccisi per mano dei fondamentalisti, vale a dire uno ogni cinque minuti. Vuol dire che durante l'intervento del Commissario sono morti tre cristiani. Io ho chiesto all'alto rappresentante Ashton una giornata europea contro la persecuzione e l'oppressione dei cristiani e mi è stato risposto di no. È una vergogna, quest'Europa non mi piace.

  Gabrielius Landsbergis (PPE). - Madam President, first of all let me say a thank you for the considerable work that went into the preparation of the report, but let me also draw attention to the human rights situation right on the border of the European Union. The Tatar nation, which faced horrible persecution and sufferings during the Stalin era, is now facing the same situation again. As we speak, full-scale discriminatory action against Tatars is underway in Crimea. Their homes are being searched and their leader is not allowed to enter the country. People are being persecuted just for keeping religious literature in their homes.

So I call upon the EU to show clear support and solidarity with Crimean Tatars, whose basic rights are being violated in their own homeland, which is under illegal occupation. Discrimination and human rights abuse in Russia has reached new heights as well, even when compared to the Soviet Union. As you may know, mothers of the Russian soldiers who are fighting in Ukraine have formed an association, but this association has now been called a ‘foreign agent’ and therefore could be banned, just because they announced that their children are dying in the war in Ukraine.

I think I can say that Mr Andrei Sakharov, whom we honour every year when we nominate the most important defenders of human rights, would himself be persecuted and named a foreign agent by Mr Putin and his regime.

Therefore, I call for the implementation of the EU Strategic Framework and Action Plan on human rights and democracy, this and the next year, to focus the necessary attention and resources in particular on the above-mentioned groups on the eastern border of the EU. If we cannot stop the violations in the countries that are closest to us, that not only weakens the position of the European Union but also sends a very bad signal to all countries that are seeking deeper cooperation with the EU.

  Francisco Assis (S&D). - Senhora Presidente, a proclamação do princípio da universalidade dos direitos humanos não é imperialismo cultural, é avanço civilizacional, e constitui mesmo, provavelmente, o principal legado do pensamento moderno europeu e ocidental para o mundo, o que aumenta em muito as nossas obrigações neste domínio.

Nós bem sabemos que uma política externa não se pode reduzir a uma mera proclamação dos direitos humanos. Seria talvez ineficaz se assim sucedesse. Mas uma política externa que não incorpore como preocupação central também a questão do respeito pelos direitos humanos seria uma política externa demasiado cínica face aos valores que nos devem inspirar constantemente.

E, por isso, eu quero aqui saudar este relatório, porque com todas as insuficiências que ele pode conter, e conterá algumas, significa a concretização de um dos maiores compromissos do nosso projeto europeu: o compromisso com a promoção da salvaguarda dos direitos humanos em todas as partes do mundo.

E é por isso que nós temos que estar atentos tanto aos cristãos, que são perseguidos hoje no Médio Oriente, como aos comunistas mexicanos, que, como foi aqui referido por um colega nosso, terão sido vítimas também de perseguição no México. É por isso que nós temos que estar atentos a todos quantos são objeto de perseguição porque é aí que está o centro de toda a questão e é por isso que o princípio da universalidade dos direitos humanos não pode contemporizar qualquer ideia de relativismo cultural ou de relativismo político, que, a ser levada em consideração, os poria em absoluto em causa.

E também me reconheço no meu colega que há pouco referiu a importância de combater a pobreza, porque a pobreza a nível mundial constitui inequivocamente um dos maiores atentados à dignidade da pessoa humana.

  Beatrix von Storch (ECR). - Frau Präsidentin! Wir reden über die europäische Menschenrechtspolitik, also auch die europäische Außen- und Sicherheitspolitik.

Wir haben dafür einen „Hohen Beauftragten“, und ich habe drei Fragen: Wie viele Menschen wissen überhaupt, dass wir einen EU-Außenminister haben? Wer kennt den Namen dieses Außenministers? In Deutschland kennen 85 % der Menschen nicht einmal den Namen von Jean-Claude Juncker! Wer kennt das Gesicht der Hohen Vertreterin? Ich wette, sie könnte sich hier in das Plenum setzen, und ein Teil der Abgeordneten würde es nicht bemerken.

Am 23. Juni erklärte der Rat, die EU-Menschenrechtspolitik sei gestärkt. Es gibt Richtlinien zur Verteidigung der Religions- und Glaubensfreiheit. Die EU hat sogar einen Beauftragten für Menschenrechte, und der ist angeblich sogar heute hier.

In Syrien und im Irak spielen islamistische Massenmörder Fußball mit den abgeschlagenen Köpfen von Christen und anderen Minderheiten. Kinder werden gekreuzigt und ich denke, es gibt Frauen, die wünschten sich zu sterben.

Hat die Außenministerin sich dazu Gehör verschafft? Was hören wir hier in der Welt von dem Menschenrechtsbeauftragten? In meinen Ohren ohrenbetäubendes Schweigen. Ich schlage vor, wir streichen beide Posten und schicken die gesparten Millionen den Christen und den anderen verfolgten Minderheiten im Irak und in Syrien.

  Martina Anderson (GUE/NGL). - Madam President, there is simply not enough time to address all the necessary issues in this debate. We have little to celebrate this year. While the EU engages in geopolitical stalemate, many people within the EU like women, third country nationals and LGBTI individuals to name just three, still struggle to have their rights recognised. However, one issue I wish to briefly highlight is the ongoing shameful lack of action of the European Union on the situation in Palestine.

The EU-Palestinian Authority’s European Neighbourhood Policy Action Plan, adopted by the Council in June, envisages a Palestinian state based on the rule of law, full respect for human rights, development of democratic values and the promotion of a vibrant civil society. Recent events show that this is far from happening and, by continuing trade relations with Israel, the EU condones their actions and plays a part in the oppression of the Palestinian people and the continuing denial of human rights. There are no human rights without freedom and peace.

There is no point celebrating human rights defenders when the EU does not defend human rights itself and takes no action against Israel’s gross violation of human rights and allows it to act with impunity and carry out crimes against humanity under human rights and international law. So rather than boasting about what the EU does to uphold human rights, the EU stands accused, unfortunately, of being complicit in crimes against humanity.

  Mariya Gabriel (PPE). - Madame la Présidente, Monsieur le Commissaire, Monsieur le représentant spécial, je ne cesserai de le répéter, la place accordée aux droits de l'homme et à la démocratie constitue la véritable valeur ajoutée de la politique extérieure de l'Union. Le rapport annuel est, à ce titre, une ressource précieuse pour améliorer le travail de l'Union.

J'aimerais souligner quatre éléments: tout d'abord, le mandat du représentant spécial pour les droits de l'homme s'achève l'année prochaine. Nous devons être attentifs à ce que ce poste soit renouvelé mais, encore une fois, surtout à ce que des moyens soient donnés au représentant spécial pour vraiment jouer son rôle, donner cohérence, effectivité et visibilité à l'Union en tant que promotrice des droits de l'homme.

Deuxième élément du rapport sur lequel je souhaite m'attarder: les droits des femmes et l'égalité des genres. Il me semble que l'année 2013 a été pleine d'initiatives en la matière. Par exemple, l'intégration d'un conseiller chargé des droits des femmes dans 70 % des opérations civiles et militaires, l'initiative "tolérance zéro" pour les mutilations génitales féminines, le réseau des femmes du service diplomatique. Je ne peux qu'encourager la prochaine haute représentante à poursuivre ces efforts. Les droits des femmes font partie des droits de l'homme et nous savons combien le rôle des femmes est décisif dans les pays en transition ou en pacification, pour que des solutions durables se mettent en place.

Troisièmement, j'insisterai sur les missions du suivi électoral pour évaluer la mise en œuvre des recommandations formulées par les missions d'observation électorale de l'Union. Lors de la publication du rapport annuel de 2012, je me souviens d'avoir appelé à un meilleur suivi. En 2013, trois missions ont été déployées. En 2014, j'ai moi-même dirigé la mission en République démocratique du Congo. C'est ainsi qu'on rend plus efficaces, crédibles et cohérents notre appui et nos messages aux partenaires.

Enfin, j'insisterai sur la cohérence entre, d'une part, nos différentes politiques externes et, d'autre part, entre nos politiques internes et externes. La transversalité des droits de l'homme doit être assurée dans la politique commerciale avec des partenaires stratégiques, dans nos politiques de sécurité, politiques d'asile ou migration ou encore l'exemple de la lutte contre le terrorisme, et quant à la cohérence entre nos politiques externes et internes, si c'est nécessaire, pour garder notre crédibilité en tant que défenseur des droits de l'homme et en tant que partenaire fiable.

  Richard Howitt (S&D). - Madam President, I worked on the human rights report this year and the achievements it reflects, in particular the creation of the new human rights dialogue with Burma to seek to contribute to the process of transition in that country, the agreement of new guidelines to respect the human rights of LGBTI people and for freedom of religion and belief, the agreement of the updated instrument on the European Initiative for Democracy and Human Rights in which this Parliament was a partner, and the conduct of successful election observation missions during the year, including in Pakistan where I was present myself and where our presence is proving to make such a real difference in defending democracy.

To the EEAS and the Commission I stressed that the report presages moving to a new phase where the priority must be not drafting country human rights strategy papers but implementing them, not appointing human rights Focal Points but seeing them work, not in an action plan but in action, full stop.

As Parliament is fully aware of my special interest in corporate responsibility, you will understand that it is right to recall that 2013 was the year of the tragic Rana Plaza factory collapse in Bangladesh, leaving more than 1000 people dead, people who stitched clothes for high street shops in the capitals across Europe, highlighting how progress in the EU on implementation of the UN guiding principles on business and human rights is both necessary and as yet insufficient.

  Bas Belder (ECR). - Geloofsvrijheid is een groot goed, zeker op Cuba. Vanwege de evangelische kerken aldaar, waarmee ik contact onderhoud, geef ik Raad en Commissie derhalve de volgende wensen door, die bij het aanhalen van de betrekkingen een voorwaarde moeten zijn.

Ten eerste, vrijheid om eigen christelijke tijdschriften te drukken. Ten tweede, het uitzenden van christelijke programma's op televisie en radio. Ten derde de officiële erkenning van evangelische kerken, alsmede eigendomsrecht op kerken en gebouwen. Ten vierde, en zeker gezien de bittere armoede, vrijheid voor de kerk om als erkende instelling sociale activiteit te ontplooien in kinderopvang, ouderenzorg en bepaald niet onbelangrijk op Cuba maaltijdvoorzieningen. Ten slotte, vrijheid voor de Cubaanse kerken om directe geestelijke en materiële hulp vanuit kerken in Europa te ontvangen, zonder inmenging van de Cubaanse staat.

Raad en Commissie, oud-collega Lambrinidis, ik ken u al langer. Ik vertrouw erop dat, als u in contact staat met de Cubaanse autoriteiten, dit wel essentiële voorwaarden zijn.

  Ramón Jáuregui Atondo (S&D). - Señora Presidenta, señores miembros de la Comisión, yo creo en su trabajo; yo creo que lo que ustedes hacen es importante. No somos perfectos; hay muchísimas contradicciones, pero esa es la evolución del mundo. Yo creo que ustedes hacen un trabajo importante para que Europa siga siendo un faro de civilización en el mundo.

Y quiero darles dos consejos respecto a América Latina que me parece importante citar de manera especial.

Primero, creo que es muy importante que las empresas europeas que invierten y que trabajan en este mundo que ha globalizado la producción, que invierten y trabajan en América Latina, lo hagan respetando los derechos laborales y los derechos medioambientales de las comunidades donde operan. Tenemos graves problemas en América Latina por la manera de actuar de muchas empresas europeas. Yo les recomiendo que pongamos la vista en los problemas generados en este ámbito porque, como decía el señor Howitt, la responsabilidad social de las empresas es algo muy importante en la cultura del cumplimiento de los derechos humanos en todo el mundo. Y segundo, creo que nuestros ojos, nuestros oídos saben de las vulneraciones de los derechos humanos por las ONG, por los miles de voluntarios, por las miles de personas que trabajan en todo el mundo, también en América Latina —europeos y latinoamericanos—, en la defensa de los derechos humanos. Ellos tienen que recibir nuestra ayuda; tienen que recibir nuestro apoyo. Me parece que este es un segundo consejo importante para hacer un segundo informe, el año que viene, mejor todavía.

  Andrej Plenković (PPE). - Gospođo potpredsjednice, pozdravljam povjerenika Mimicu s kojim sad vodimo raspravu u drugom okviru nakon one na različitim stranama u izbornoj kampanji za Europski parlament, ali sada smo na istoj strani zaštite ljudskih prava u svijetu i osobito prije svega vođenja računa o tome da se ljudska prava poštuju unutar država članica Europske unije.

Također cijenim i napore i rad u posljednje dvije godine koje je Posebni predstavnik za ljudska prava, gospodin Lambrinidis, poduzeo u zaštiti ljudskih prava, njihovoj univerzalnosti, multilateralnoj suradnji osobito s Vijećem Europe koje je ovdje u Strasbourgu i kojem su ljudska prava, odnosno zaštita njih, glavna aktivnost, kao i s Ujedinjenim narodima.

Čini mi se da ljudska prava i njihova zaštita moraju biti stalni i obavezni, kontinuirani dio svih aktivnosti vanjske politike Europske unije, o tome u svim instrumentima moramo voditi računa, a osigurali smo dovoljno sredstava za njihovu zaštitu u narednih sedam godina. Također smatram da moramo poseban napor napraviti u zaštiti kršćana u Iraku i Siriji.

  Renato Soru (S&D). - Signora Presidente, onorevoli colleghi, concordo con il fatto che il lavoro svolto è un lavoro importante per il quale tutti noi dobbiamo ringraziare, tuttavia mi premeva ricordare quanto è accaduto anche questo fine settimana nel Canale di Sicilia, quel tratto di mare tra la Libia, Malta e l'Italia: sono morte circa settecento persone.

In quel tratto di mare dall'inizio dell'anno sono morte più persone che a Gaza. In quel tratto di mare si vive una guerra in tempo di pace. Quel tratto di mare è alle porte dell'Europa. Una guerra che non è lontana da noi, è alle porte dell'Europa, appunto, ci riguarda, riguarda migliaia di persone che guardano all'Europa come a una terra promessa, che guardano all'Europa come un luogo dove arrivare finalmente, spendere la propria vita e il proprio talento scappando da guerre, dallo sterminio, dalle persecuzioni razziali qualche volta, dalle persecuzioni e dalla totale assenza di diritti civili.

Credo che l'Europa debba guardare con più attenzione. È tempo di mettere da parte la prudenza e rivedere i regolamenti di Dublino e guardare a quanto sta accadendo e ci riguarda così da vicino.

  Ivan Jakovčić (ALDE). - Gospođo predsjedavajuća, ovaj izvještaj doživljavam pozitivno, doživljavam ga optimistički i mislim da je to dobro postavljeno, jer Europa definitivno mora biti glavni promicatelj ljudskih prava u svijetu. Objektivno, osim našeg kontinenta, možemo na neki način reći, nema nikoga drugoga tko se zaista do kraja iskreno, i na način na koji to mi činimo, bori za ljudska prava svugdje u svijetu.

No međutim, treba reći jednu drugu činjenicu. Stanje ljudskih prava u svijetu vjerojatno nije bilo nikada gore. Imamo zaista odvratne situacije, stravične situacije, ali ja ne bih govorio samo o onim najtežim situacijama. Govorit ćemo i o onim situacijama koje su takozvana laka kršenja ljudskih prava, ali za mene nema teških ili lakih kršenja ljudskih prava. Postoji kršenje ljudskih prava. I zato bih one koji su najglasniji u ovom Parlamentu htio samo podsjetiti da sam desetak puta dobio izbore sa sloganom: različitost je naše bogatsvo, tolerancija je naša snaga. Nadam se da će to i drugi činiti.

  James Carver (EFDD). - Madam President, there is an old saying that if you put something under your nose you do not see it. I would like to draw attention to a human rights issue here in the European Union, and that is the despicable treatment of Roma gypsies in some Eastern European countries, which has led to large numbers moving away to seek a better life in Western Europe. As has been well reported in the British media, we have huge social tensions and problems now in Sheffield and in London. I speak probably as the only Member of this Chamber who is from British Romany descent by virtue of my Nanna, Rose.

The metropolitan elite in my country tend to treat travellers as one specific people, but there are Irish Travellers, British Romany, New Age travellers and Showmen. We are all very different people who need to be treated very differently. I say to the EU it should put its own house in order and deal with the problems of the Roma travellers in Eastern Europe before seeking to go elsewhere across the world.

  Eduard Kukan (PPE). - Aj dnešná debata ukazuje, že situácia na Ukrajine a postup Islamského štátu na Blízkom východe sú dve najdôležitejšie krízy. S nimi úzko súvisí aj naše úsilie brániť hodnoty, na ktorých je EÚ postavená: demokratické politické zriadenie a dodržovanie občianskych slobôd. Minulý rok sme žiadali, aby témy ľudských práv a demokracie zohrávali dôležitejšiu úlohu vo vonkajších vzťahoch Únie. Volali sme po systematickejšom a efektívnejšom presadzovaní ľudských práv a demokracie vo svete.

Ako spravodajca minuloročnej správy EÚ k ľudských právam zopakujem to, čo som povedal už vtedy. Protesty na Ukrajine a Arabská jar nám pripomenuli, že ľudia sa nezmieria s obmedzovaním ľudských práv a chcú rozhodovať o smerovaní svojich krajín. A je našou povinnosťou im v tomto pomáhať.

On hieno asia, että meillä on nyt ulkosuhdehallinto ja ihmisoikeuksien erityisasiantuntija ja että kaikki nämä välineet alkavat olla kunnossa. Nyt pitää erityisesti keskittyä kauppasopimuksiin. Olen itse ollut Kazakhstanin ja EU:n välisen kauppasopimuksen esittelijä, ja on ollut vähän surullista havaita, että neuvottelut etenevät, mutta maassa ihmisoikeustilanne heikkenee. Minusta parlamentin pitää pitää kiinni oikeuksistaan puuttua näiden kauppasopimusten sisältöihin hamaan loppuun saakka ennen kuin ne solmitaan.

  Pablo Echenique (GUE/NGL). - Señora Presidenta, la verdad es que se me ocurren pocos conjuntos de principios más importantes que los derechos humanos y creo que es importantísimo que se hagan informes al respecto.

Ahora bien, me sorprende la mirada, siempre hacia afuera y tan poco hacia dentro, con que la Unión Europea trata este tema. Está muy bien que vigilemos el cumplimiento de los derechos humanos más allá de nuestras fronteras, pero quizás también sería interesante mirar un poco hacia dentro. Mirar un poco hacia las personas con discapacidad, la gente que pierde sus casas, la gente que no puede poner la calefacción en invierno, la gente que busca comida en los contenedores, los inmigrantes que están encerrados en centros de internamiento...

Posiblemente también nos vendría muy bien un informe sobre estas violaciones de derechos humanos.

  Soraya Post (S&D). - Fru talman! Egentligen hade jag frågor, men de personer jag ville fråga är inte i rummet i dag. Jag vill dock ändå kommentera lite.

Jag håller med en del talare som har uttryckt fortsatt stöd för Lambrinidis arbete. Det gör jag också. Det är en stor kris i Europa, i hela världen. Jag tänkte också säga att detta är högsta prioritet överhuvudtaget, också med tanke på högerextrema partier som växer fram i våra demokratiska forum för att sedan rasera demokrati. Det är märkligt att de som pratar mest om demokrati och mänskliga rättigheter är just de personer som väljer att säga mänskliga rättigheter för kristna. Och alla andra då?

Jag tänker också på Járóka. Du är inte den enda romen, nu är jag också romsk kvinna här. Jag har upplevt och erfarit alla dessa kränkningar. I dag, 2014, finns det nästan inga romer i EU eller utanför EU som får ta del av de mänskliga rättigheterna inom något område – rättigheter som är universella, odelbara och faktiskt gällande över hela världen.

Det ska inte behöva sättas grupp mot grupp för att man ska bli erkänd och få uppleva alla människors lika värde och värdighet. Det finns mycket att göra, och jag stöder det.

  Neven Mimica, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. - Madam President, I would like to thank honourable Members for this very fruitful debate. I can assure you that your constructive remarks are well noted and will be duly considered.

We take note of your recommendation to support and step up cooperation with the European Ombudsman. It is an excellent idea and complements our determination to support civil society. I fully agree with you that we need to develop indicators to measure the impact of our actions. This is precisely one of our objectives and we look forward to discussing this issue with you, including in the contact group, to which we are committed.

Thank you also for your positive words about our work on human rights defenders around the world and your appreciation for the excellent work done by Special Representative Stavros Lambrinidis. Rest assured that we make every effort to make our human rights dialogues result-oriented and to see that all agreements contain effective human rights clauses, as foreseen in our action plan, and to broaden our action beyond civil and political rights to economic cultural and social rights.

I would like to assure you that we are making – and shall be making – every effort to alleviate the plight of Christian communities and ethnic minorities in the Middle East and worldwide. Those responsible must be made accountable.

I fully agree that future annual reports should be the outcome of active and constructive discussions among EU institutions. This also means that, during this exercise, we should seek full use of parliamentary diplomacy in promoting human rights in the world. We could not agree more that maximising our internal-external coherence is of huge importance.

If we want our policies to be fully efficient in this process, the role of Parliament is vital. Mainstreaming human rights into all our external policies, especially into development policy, is an ongoing process and, despite progress so far, it is imperative that we step up our efforts. Let me underline once more our engagement to continue to work in this direction together with all stakeholders, including the Commission and Parliament.

Our achievements are numerous but our endeavours are not finished. We need to continuously fight against all actions that threaten the universality, indivisibility and interdependence of human rights. We need to voice further our human rights concern with our partners at all levels and in all forms of dialogues and contacts.

Challenges do not only come from the outside, which is why we will strive to achieve the most challenging objective – integrating human rights in all EU external policies such as trade, development, conflict prevention, counter-terrorism and other areas. We have made progress but need to continue to work in that direction, including a human-rights-based approach to development and in business, together with Parliament, the Commission, Member States, civil societies and other stakeholders. We can all be proud that these past years illustrate a strengthened EU human rights policy. Today we can be proud of our achievements but should also renew our engagement to address the many challenges we have around the world.

Let me conclude by praising once more the proactive role of Parliament on human rights and reiterating our commitment to work closely with it.

  Andi Cristea (S&D), in writing. I welcome the Annual Report on Human Rights and I am proud of the role played by the European Parliament as a champion of democracy and human rights. It is encouraging that almost 150 human rights country strategies were adopted and, at a civil society level, more than 530 new EIDHR 1 initiatives were launched. It is important that all actors should continue to promote human rights, democracy and the rule of law, and in particular to abolish the death penalty, combat torture, and fight racism and other forms of discrimination. However, the challenge remains for the newly agreed country human rights strategy papers to be fully implemented and to uphold human rights through the EU’s trade, investment and development actions. We see everyday stories and images of great suffering which lead us to realise that further urgent action is needed. The Action Plan will help us to ensure continued progress and we should make all the efforts to implement the EU Strategic Framework on Human Rights and Democracy, with adequate flexibility so as to respond to new challenges as they arise. We should continue to step up our efforts and provide help to peoples in need around the world.
