– Before the vote:

  Alexander Graf Lambsdorff (ALDE). - Frau Präsidentin!

Warum stimmen wir zuerst über die Entschließung einer einzelnen Fraktion ab, wenn es doch eine Gemeinsame Entschließung mehrerer Fraktionen – EVP, S&D, ECR und ALDE/Verts – gibt?

Die zweite Frage: Wir wollen namentliche Abstimmungen auf wirklich wichtige Abstimmungen beschränken. In der Abstimmung über diesen Antrag der einen Fraktion ist jede einzelne Abstimmung eine namentliche Abstimmung. Können Sie erklären, warum das so ist?

  President. - Mr Lambsdorff, it is noted but I am sure you know the answer to your question: procedural resolutions are voted in numerical order and the first one is this one. The roll-call votes are not an abuse of procedure so it would be good just to move on.

  Knut Fleckenstein (S&D). - Frau Präsidentin! Können wir das nicht en bloc abstimmen, wenn sich niemand dagegen ausspricht?

  Pervenche Berès (S&D). - Madame la Présidente, excusez mon inexpérience. Je m'interroge: sur la base de quel article du règlement procédons-nous au vote dans l'ordre que vous avez aujourd'hui retenu? Il me semble que d'habitude – mais peut-être encore une fois que je me trompe, et je serai ravie d'être démentie par vous – une résolution de compromis présentée par plusieurs groupes vient au vote en priorité.

  President. - I am told that it is Rule 123(4), which says: ‘A joint motion for a resolution shall replace the motions for resolutions tabled previously by its signatories, but not those tabled by other committees, political groups or Members’. That is the answer.
