  Der Präsident. - Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Vizepräsidentin der Kommission / Hohen Vertreterin der Union für Außen- und Sicherheitspolitik zu dem Mangel an Finanzmitteln für das UNRWA (2015/2563(RSP)).

Zu Beginn der Debatte spricht für die Vizepräsidentin Herr Kommissar Hahn.

  Johannes Hahn, Member of the Commission. - Mr President, first of all I would like to thank you for giving us the opportunity to address this House today and to explain the European Union’s position as regards the funding of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

Let me underline that the European Union commends the important work of the Agency in delivering basic services to some five million Palestinian refugees across five fields of operation. I am particularly impressed by how the Agency has been performing under increasingly difficult circumstances, in particular in Gaza during and after the recent war, as well as in Syria with severe consequences in Lebanon and Jordan.

Allow me to recall that, along with its Member States, the European Union remains the largest and most predictable donor to the Agency. In combination with contributions from EU Member States, the overall contribution in 2014 accounted for 34% of the total support to UNRWA. Let me also stress that the European Union has always been very quick in paying the support allocated immediately after signature of the contract.

Since 2000 the European Union has provided over EUR 1.6 billion to the Agency. The aim of our support to the Agency’s regular budget is to sustain the delivery of essential public services to the refugees. Under the European Neighbourhood Instrument, the European Union has made a political commitment to make EUR 246 million available for UNRWA’s general fund for the period 2014-2016 through a joint multiannual framework. With an average allocation of EUR 82 million per year, this represents an increase of EUR 6 million compared to previous years.

In view of the exceptional situation in Gaza, the European Union has acted swiftly and allocated an additional EUR 30 million to the Agency at the end of last year. This is in line with Parliament’s resolution of 18 September 2014 and with the EU’s pledge at the Cairo Conference on Gaza reconstruction in October 2014.

This additional allocation has allowed the Agency: firstly, to support children returning to school after the conflict and to provide basic food to over 800 000 refugees – EUR 7 million from the European Neighbourhood Instrument has been provided for that; secondly, to set up an emergency employment scheme, a job creation programme – EUR 5 million under the Instrument contributing to Stability and Peace; and, thirdly, to provide humanitarian assistance to help with emergency shelter – EUR 1 million by DG ECHO.

This EUR 13 million in additional funding from the European Union’s budget is a direct consequence of the Protective Edge Operation in Gaza, carried out in Gaza in July and August 2014. The Commission strongly regrets that the Agency has had to suspend its cash assistance programme in Gaza, which benefited tens of thousands of people by allowing them to repair their damaged and destroyed homes and provided rental subsidies for the homeless. In this regard, we hope that the EU funds planned in the pipeline will help palliate the financial situation of the general fund.

The European Union strongly calls on all donors to fulfil the pledges announced at the Cairo Conference on Gaza reconstruction in order to meet the immediate needs of the most vulnerable households in Gaza.

Finally, allow me to stress that the European Union also invites the United Nations Relief and Works Agency for Palestine Refugees in the Near East to further increase its efforts to mobilise additional funds from non-traditional donors, including the Gulf countries, and to ensure the appropriate visibility of the European Union as by far the largest and most predictable donor.

  Mariya Gabriel, au nom du groupe PPE. – Monsieur le Président, Monsieur le Commissaire, ce n'est pas la première fois que l'agence se trouve face à une telle situation. Il est dès lors important de se poser les bonnes questions, et surtout de veiller à ce que tous les acteurs prennent leurs responsabilités.

Premièrement, l'agence devrait clairement identifier les raisons pour lesquelles les fonds promis n'ont finalement pas été mobilisés. Au-delà des contraintes budgétaires que connaissent de nombreux donateurs, quelles sont les véritables racines de cette situation?

Deuxièmement, il devient nécessaire de diversifier les sources de contributions. Le conflit palestinien dépasse les enjeux régionaux et requiert une réponse globale. Il est nécessaire – et nous sommes d'accord avec vous – d'impliquer davantage d'autres donateurs, y compris originaires de pays émergents.

Troisième remarque, l'humanitaire ne doit pas devenir otage de la situation politique. L'UNRWA ne fournit pas uniquement une assistance matérielle, mais présente aussi un gage de développement humain pour les années à venir, en garantissant l'accès aux services éducatifs et au microfinancement. Il faudrait toujours le garder à l'esprit.

Ceci m'amène donc à mon quatrième point. L'autorité palestinienne doit prévoir un plan de développement des territoires palestiniens au-delà de l'urgence humanitaire. Il faut un plan d'action de moyen et de long terme, qui ne consiste pas seulement à reconstruire ce qui a été détruit en attendant la prochaine crise.

S'agissant de l'Union européenne, par vos voix, Monsieur le Commissaire et Madame la haute représentante, l'Union européenne a commencé à renforcer sa contribution à la résolution du conflit et à la prévention des crises, en adoptant une perspective régionale et globale. Vous avez notre soutien pour continuer dans cette direction.

Enfin, la communauté internationale doit mener une réflexion plus large sur les solutions que nous apportons aux réfugiés. Laisser les conflits irrésolus – entre Israël et Palestine, en Syrie, peut-être bientôt en Libye – conduit à une augmentation sans précédent du nombre de réfugiés. L'UNRWA doit rester unique en son genre, et nous ne devons pas accepter de nouveau des conditions "temporaires" pour les 65 ans à venir.

Do you agree with me that this is the core of the conflict and that we cannot see a solution for either Israel or Palestine or all the refugees if we do not do something substantial about the occupation?

Il est clair qu'aujourd'hui nous avons des partenaires, des deux côtés, qui doivent s'engager pour trouver une solution. La décision qui fera avancer la situation ne sera pas unilatérale.   Victor Boștinaru, în numele grupului S&D. – Domnule Președinte, domnule comisar Hahn, distinși colegi, voi începe prin a reaminti că UNRWA are ca rol și scop sprijinirea unei populații într-o situație dramatică, refugiații palestinieni, pe întregul teritoriu al Orientului Mijlociu. În fața crizelor și conflictelor actuale, UNRWA este un instrument necesar, de o importanță primordială, atât în plan umanitar, cât și politic și strategic.

Finanțarea deficientă amenință existența acestei entități și capacitatea ei de a-și îndeplini scopurile.

Pe 26 februarie se vor împlini șase luni de la încetarea focului, care a încheiat cincizeci de zile de război în Gaza. Atunci, 96 000 de locuințe ale refugiaților palestinieni au fost distruse sau grav avariate de conflict. De-a lungul acestui conflict, UNRWA a fost o forță stabilizatoare, a fost o forță a ajutorului, chiar în condiții dramatice pentru personalul care deservește această cauză nobilă și căruia trebuie să-i transmitem întreaga noastră prețuire și respect.

Cu toate acestea, în șase luni de zile, UNRWA a primit numai o mică parte a fondurilor promise pentru a face față distrugerilor. Nu s-a putut reconstrui nici măcar parțial infrastructura distrusă. UNRWA a fost forțată apoi să suspende programul de asistență în Gaza.

Dragi colegi, în concluzie, Uniunea Europeană, care dorește să fie o forță a păcii...

  Anders Primdahl Vistisen, for ECR-Gruppen. – Hr. formand! Det er naturligvis på en utrolig tragisk baggrund, vi drøfter den manglende pengestrøm til flygtningereduktion for palæstinensiske flygtninge. Men på den samme baggrund må vi også bare have i mente, at da Revisionsretten sidst gennemgik den måde, vi brugte pengene på i Palæstina, kom den med en utrolig kritisk rapport, som helt fundamentalt satte spørgsmålstegn ved, i hvilket omfang pengene blev brugt på en ordentlig måde.

Derfor er det utroligt vigtigt for ECR-Gruppen – når vi drøfter, hvordan pengene bliver givet til forskellige organisationer, også til FN-organisationer – at der er styr på pengestrømmene, at der er styr på, at fundamentale europæiske værdier bliver overholdt hos dem, vi giver pengene til, og at vi i det hele taget med de understøttende tiltag, vi gør for Palæstina, er med til at fremme en fredsproces, hvor begge sider skal bøje sig mod hinanden, og hvor vi ikke giver støtte til ekstremister på nogen af siderne.

  Fernando Maura Barandiarán, en nombre del Grupo ALDE. – Señor Presidente, los ejemplos que nos proporciona este debate dejan al descubierto, una vez más, que Europa no ha sido capaz de resolver problemas que nos conciernen y afectan directamente.

Nos podríamos preguntar, en los casos de Gaza y de Siria, si hemos ayudado a que las partes consigan una solución política al conflicto; si hemos presionado lo suficiente a Israel para que, como fuerza ocupante de Gaza, proporcione unas mínimas condiciones de vida a su población, o si, en cambio, les hemos permitido hacer lo que han considerado oportuno; si hemos conseguido avanzar en Siria, donde a día de hoy y tras cuatro años de conflicto, la Unión Europea sigue sin tener un proyecto común que ayude a solucionar el conflicto.

Podría decir que, cuando falla la política podría decirlo, cubre su vacío la caridad, aunque ella sola no sea política, sino un medio para tapar las vergüenzas nuestras vergüenzas con recursos económicos.

Recursos económicos de nuestros ciudadanos, dirigidos a reconstruir una región abocada a la continua destrucción y reconstrucción cada vez que israelíes y palestinos entran en conflicto, en vez de ejercer, de una vez por todas, una verdadera presión diplomática para ayudar a la creación de dos Estados, el israelí y el palestino con el reconocimiento de este último de una manera explícita, que coexistan en paz, seguridad y prosperidad.

Y todo ello, además, para que ni siquiera los diputados de esta casa, de este Parlamento Europeo, podamos observar lo que sucede allí.

Puedo compartir con todos ustedes que el Gobierno israelí ha negado recientemente a un grupo de eurodiputados del Grupo ALDE entre los que yo me encuentro visitar la Franja de Gaza, para ver de primera mano, junto a la UNRWA, la utilización de dichos fondos europeos.

Es la constatación triste, desde luego, de que una vez más no hacemos lo que debemos y de que no tomamos en serio, ni siquiera, nuestras…

  Martina Anderson, on behalf of the GUE/NGL Group. – Mr President, if the international community has not the political will to address the root causes of the conflict in Palestine – namely the occupation of Palestine, the blockade of Gaza, Israel’s ongoing violation of international and humanitarian law – if, indeed, the collective political will is not there to resolve this mess, then, at the very least, we should stop taking it out on the most vulnerable people in Gaza.

For months in this Chamber I have heard MEP after MEP defending human rights and international law. Fine words, yet some MEPs act as spectators too, or worse, defenders of unacceptable breaches of such international and humanitarian law. Ninety-six thousand Palestinian homes were destroyed or damaged during the last onslaught on Gaza. USD 720 million of assistance is needed. So far UNRWA has received 135 million, leaving a shortfall of USD 585 million . What happened to the USD 5.4 billion that was pledged in Cairo?

In the overpopulated, open prison of Gaza, people are sleeping among the rubble. Some children are dying of hypothermia as a result of inadequate winter shelter. There is one indisputable fact: when Palestinians are silent they are forgotten by many, but thankfully not by UNRWA, whose 12 500 staff work tirelessly on all our behalf. So let us give them the funding that they need to help the Palestinian refugees.

Jeg vil ikke gentage, hvad der sidst er blevet sagt, men bare tilslutte mig, at vi alle sammen skal være klar over, at situationen i Gaza er værre, end den har været nogensinde, og det samtidig med at flygtningene i Syrien, de palæstinensiske flygtninge i Syrien, nu er under sådant et pres, at de tvinges til at flygte, hvis ikke de får rigtig hjælp nu. Det vil være en belastning for os alle sammen. Derfor, kære formand, kom nu med bedre løfter til os om, hvordan det dramatiske hul i UNRWAs kasse kan blive lukket, så de kan fortsætte det beundringsværdige arbejde, for det er nemlig beundringsværdigt, hvilket næsten alle herinde har tilkendegivet.

Derudover må vi også slå fast, at vi efterhånden – meget snart – gerne vil kunne høre, at EU’s ord betyder noget. Så sent som i november i fjor forsikrede udenrigsministrene, at de ville påtage sig ansvaret for, at vi kunne holde ønsket om en tostatsløsning i live. Og alligevel, da der igen kom besked om nye bosættelser, blev det bare til den sædvanlige beklagelse: ”Vi beklager!”, ”Vi er alarmerede!”, ”Vi tager afstand fra…!”, ”Vi er chokerede!”, men ingen handling. De kan bare få lov til at fortsætte. Nu må der altså gøres noget, hvis drømmen om en tostatsløsning ikke skal ende som et mareridt eller bare forsvinde som et fatamorgana.

Lad mig slutte med, at vi simpelthen også skal forlange, at palæstinenserne selv gør deres arbejde. Jeg er fuldt på det rene med, at Hamas ikke er hjælpsomme i denne forbindelse, og at de skal kritiseres sønder og sammen; men palæstinenserne i Ramallah skal altså også levere. De er fuldstændigt fraværende i Gaza og i forsoningsarbejdet, som også derfor er gået helt i stå. Hvis vi skal lykkes med at klare dramaet i Gaza og hele situationen med at få en rigtig palæstinensisk stat, må de palæstinensiske myndigheder komme på banen, også dem, og leve op til deres forpligtelser.

  Fabio Massimo Castaldo, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, sono 96.000 le case di famiglie rifugiate palestinesi danneggiate o distrutte, il 90% degli abitanti della Striscia è disoccupato e senza reddito, molte persone dormono ancora tra le macerie e i bambini sono morti di ipotermia, colleghi.

Vorrei che pensassero a questo i donatori che non hanno rispettato gli impegni presi con l'UNRWA per Gaza, che hanno tradito la parola data, quelle promesse pronunciate molto frettolosamente per ottenere qualche flash e qualche splendida foto ricordo al Cairo. L'Unione deve non solo dare il buon esempio come più celere pagatore, ma anche pretendere dagli altri partner che procedano senza ulteriore ritardo e senza scuse a versare quei contributi indispensabili per permettere all'Agenzia di lavorare.

A coloro che evocano il rischio dell'utilizzo improprio dei fondi ricordo che ciò impone di trovare il modo migliore per evitarlo, non certo di tagliarli. Non si taglia una mano per evitare che impugni un fucile, le si spiega perché non deve impugnarlo. Altrimenti siamo più barbari di coloro che lo vorrebbero impugnare.

  Ελευθέριος Συναδινός (NI). - Κύριε Πρόεδρε, στην περιοχή της Εγγύς Ανατολής μαίνεται ένας ακήρυχτος πόλεμος, εδώ και 65 χρόνια. Ένας πόλεμος με αμέτρητους νεκρούς και τραυματίες, ανυπολόγιστες καταστροφές και 5 εκατομμύρια παλαιστίνιους πρόσφυγες.

Η υπηρεσία αρωγής και έργων του ΟΗΕ για τους παλαιστίνιους πρόσφυγες παρέχει ανακούφιση και κοινωνικές υπηρεσίες σε βασικούς τομείς όπως είναι η υγεία και η παιδεία. Από ανθρωπιστικής και ηθικής απόψεως, η υπηρεσία τελεί σπουδαίο έργο τηρώντας πολιτική ίσων αποστάσεων. Έχουμε κάθε λόγο και υποχρέωση να την ενισχύουμε με κάθε τρόπο. Αν όμως δεν καταπολεμήσουμε το αίτιο παραγωγής προσφύγων, θα προσπαθούμε μάταια και θα αιμορραγούμε οικονομικά σαν Ένωση.

Αιτία του προβλήματος είναι το κράτος του Ισραήλ και η αφορμή γεωπολιτική. Μεταξύ της Συρίας, της Ιορδανίας, του Λιβάνου, της Δυτικής Όχθης και της Λωρίδας της Γάζας, βρίσκεται το Ισραήλ. Προφανώς η γεωγραφία είναι η de facto σταθερά που καθορίζει τις πολιτικοστρατιωτικές κινήσεις και τα αποτελέσματα. Ανεξάρτητα όμως από τις όποιες σκοπιμότητες, η κατάσταση, ειδικά στη λωρίδα της Γάζας, είναι επισφαλής και τραγική. Η επιθετικότητα των Ισραηλινών δημιουργεί συνέχεια νέες ανθρώπινες απώλειες, νέους πρόσφυγες, νέες καταστροφές στις υποδομές,

Παρ’ όλες τις ειρηνευτικές συνομιλίες και προσπάθειες, το Ισραήλ συνεχίζει την ίδια αδιέξοδη επιθετική πολιτική. Η λύση είναι απλή. Ας δώσουμε στους Παλαιστινίους αυτό που τους αξίζει: ένα κράτος.

  Davor Ivo Stier (PPE). - Gospodine predsjedniče, prema podacima briselskog ureda Agencije Ujedinjenih naroda za pomoć palestinskim izbjeglicama, a koji su dostavljeni svim zastupnicima u Europskom parlamentu, Europska unija bi trebala uskoro uplatiti 82 milijuna eura na račun ove UN-ove agencije. Isto tako, prošle godine je ECHO uplatio dodatnih 5 milijuna eura za izvanrednu pomoć u Gazi nakon oružanih sukoba na tom području koje je inače u izuzetno teškoj humanitarnoj situaciji. Unatoč tim donacijama, UNRWA je, prema izvješću koje smo dobili iz tog istog briselskog ureda, u proračunskom deficitu više od 71 milijuna eura. Pri tome treba također naglasiti kako osim situacije u Gazi, oko 470 tisuća Palestinaca ima izbjeglički status u Siriji, a čak 95% njih treba humanitarnu pomoć.

Stoga je važno da danas iz Europskog parlamenta pošaljemo poruku potpore nadležnim tijelima Europske unije, u prvom redu ECHO-u, koji je trenutno u razgovorima s UNRWA-om oko daljnje financijske pomoći toj UN-ovoj agenciji. Pitanje palestinskih izbjeglica nemoguće je riješiti bez političkog rješenja, a ovaj se Parlament već izjasnio o tome kako bi to trebalo izgledati. Međutim, organizacije poput Hamasa i dalje ne priznaju pravo Izraela na postojanje i naša poruka danas također mora biti da brinemo i o sigurnosti građana Izraela.

Stoga, valja zaključiti kako je, uz humanitarnu pomoć Gazi, potrebno povećati fokus na naše dugoročne razvojne politike, na proces izgradnje demokratskih i inkluzivnih institucija.

  Ivan Jakovčić (ALDE), pitanje koje je podizanjem plave kartice postavio. – Gospodine predsjedniče, gospodine Stier dijelim Vašu zabrinutost vezano za situaciju s izbjeglicama i svime onime što se dešava između Izraela i Palestine, ali moje pitanje ide za tim mislite li i držite li da je jedino ispravno rješenje dvije nezavisne države, dakle Palestine i Izraela i da je to dugoročno jedino ispravno rješenje? Zanima me Vaše mišljenje na tu temu.

  Davor Ivo Stier (PPE), odgovor na pitanje postavljeno podizanjem plave kartice. – Gospodine Jakovčiću, rješenje koje će ići tragom uspostave dvije države jest jedino stabilno rješenje. Palestinski narod ima pravo na svoju državu, ali i Izrael isto tako ima pravo na svoju opstojnost kao država.

Svojedobno i kao savjetnik za vanjsku politiku bivše hrvatske premijerke organizirao sam prvi posjet predsjednika vlade Republike Hrvatske Palestinskoj samoupravi i upravo je to bila naša poruka: potpora palestinskom narodu da uspostavi svoju državu, ali isto tako i da moraju priznati pravo Izraela na postojanje.

  Enrique Guerrero Salom (S&D). - Señor Presidente, señor Comisario, la Unión Europea proporciona ayuda humanitaria a la UNRWA desde hace cuarenta y dos años. En sí mismo se trata de un dato revelador: en torno a medio siglo de una crisis humanitaria enquistada, en la que se pierden vidas humanas cada día de ese medio siglo.

Esta crisis es el fracaso de la comunidad internacional en alcanzar una salida política a este conflicto; es también el resultado de la falta de un horizonte cercano, creíble, para una solución justa en la zona.

Los conflictos de la zona —por ejemplo, el de Siria— han aumentado de una manera extraordinaria el número de refugiados; también, por tanto, la necesidad de ayuda humanitaria. Sin embargo, los recursos humanos no han crecido, los recursos financieros no han crecido en la misma dimensión. Necesitamos, desde el Parlamento Europeo, hacer una llamada a la comunidad internacional para responder a la ayuda extraordinaria que la UNRWA está pidiendo para el año 2015. Se necesitan urgentemente 100 millones de euros para responder a esta crisis humanitaria.

Debemos responder desde la Unión Europea para garantizar que nuestro papel en la zona sigue siendo imprescindible para promocionar una paz justa, duradera, conforme a una solución de dos Estados, que es lo que estamos defendiendo desde hace mucho.

  Ivo Vajgl (ALDE). - V očeh tisočih palestinskih beguncev , posebej tistih v Siriji in Gazi, pomeni pomoč, ki jim jo lahko zaradi naše solidarnosti in širokogrudnosti nudi UNWRA, edino razliko med bednim življenjem in še bolj negotovo prihodnostjo.

Ne pozabimo: 90 odstotkov palestinskih beguncev v Gazi in v Siriji ne more preživeti brez pomoči UNWRE.

Ko se odzivamo na klic po podpori in zagotavljanju sredstev za redni proračun in nujne operacije v Gazi in Siriji, se moramo zavedati, da niti ta humanitarna organizacija, niti njeni oskrbovanci niso odgovorni za položaj, v katerem se vedno znova znajdejo.

Kriva je nesposobnost mednarodne skupnosti, tudi nas v Evropski uniji, ki ne storimo dovolj za mir in rešitev osnovnega, izraelsko-palestinskega spora. Problem bo ostal in se večal z vsakim novim dnevom in z vsakim novim spopadom v regiji, ki je pred našimi vrati.

  Νεοκλής Συλικιώτης (GUE/NGL). - Κύριε Πρόεδρε, θα ήθελα πρώτα απ’ όλα να εκφράσω τη βαθιά μας εκτίμηση για το έργο της UNRWA και των ανθρώπων της. Από τις 27 Ιανουαρίου η UNRWA αδυνατεί να παράσχει αρωγή για επιδιορθώσεις και στέγαση στη Γάζα λόγω μη εισροής των ποσών που είχαν υποσχεθεί οι συμμετέχοντες στη Διάσκεψη Δωρητών στο Κάιρο. Από τις δεσμεύσεις των 5,4 εκατομμυρίων δολαρίων δεν έχουν ακόμη εισρεύσει σημαντικά ποσά. Την ίδια ώρα το έλλειμμα στο ταμείο της UNRWA ανέρχεται στα 71,7 εκατομμύρια ευρώ, ενώ η Ευρωπαϊκή Ένωση υποσχέθηκε αρωγή 82 εκατομμυρίων ευρώ.

Κύριε Επίτροπε, η Ευρωπαϊκή Ένωση πρέπει να τηρήσει τις δεσμεύσεις της και να συνεισφέρει άμεσα τα υποσχεθέντα ποσά.

Ως GUE/NGL χαιρετίζουμε τη σημερινή συζήτηση, το θέμα της οποίας εμείς αναδείξαμε. Έξι μήνες μετά τους ανελέητους βομβαρδισμούς του Ισραήλ με χιλιάδες νεκρούς και τραυματίες και 96.000 ερειπωμένα σπίτια η ανθρωπότητα δεν πρέπει να ξεχάσει τη Γάζα.

Απαιτούμε την άρση του αποκλεισμού της Γάζας, τον τερματισμό του εποικισμού και της κατοχής και την αναγνώριση του παλαιστινιακού κράτους.

  Arne Lietz (S&D). - Herr Präsident! Der Anlass unserer heutigen Debatte ist die aktuelle Gefährdung des UNRWA-Aufbauprogrammes im Gazastreifen. Es ist höchst besorgniserregend, dass die Förderung für den Wiederaufbau unter anderem wegen ausbleibender Zahlungen unterbrochen werden musste. Nach dem Gazakrieg im letzten Jahr verbringen tausende Familien den Winter in Notunterkünften. Immer wieder sterben Menschen und Kinder an Unterkühlung.

Die internationale Gemeinschaft muss dafür sorgen, dass die auf der Geberkonferenz in Kairo zugesagten Mittel auch tatsächlich ankommen. Bis heute hat UNRWA nur etwa ein Viertel der versprochenen Gelder erhalten.

Ebenso wichtig ist die langfristige Finanzierung, insbesondere mit Blick auf die derzeitige Lage in der Region. UNRWA ist ein Pol der Stabilität im Nahen Osten, nicht nur in Palästina, sondern auch in Libanon, Jordanien und Syrien.

Von besonderer Bedeutung ist das Schulsystem von UNRWA mit über einer halben Million Schülern. Oft sind diese Schulen der einzige Ort, an dem Kindern demokratische Werte und Menschenrechte vermittelt werden.

Die finanzielle Lage hat sich durch den Krieg in Syrien weiter verschlechtert.

  Javier Nart (ALDE). - Señor Presidente, Israel, como potencia ocupante, conforme al Cuarto Convenio de Ginebra, tiene la obligación de cubrir las necesidades de la población ocupada y no lo hace: lo tenemos que hacer los demás, fundamentalmente Europa.

El ciclo es: Israel destruye, nosotros reconstruimos, y el 30 % de beneficio industrial se lo lleva la industria israelí.

Esto es una obscenidad que tiene que parar. Cuando Europa está sufriendo recortes y los ciudadanos europeos están sufriendo problemas económicos, no puede ser que sigamos cubriendo lo que Israel destruye.

Yo le voy a hacer a usted, señor Hahn, una proposición: demos a la UNRWA lo que precisa, retirándole a Israel lo que recibe de la Unión Europea en virtud de los acuerdos que firma con Europa. No puede ser que Europa siga financiando los negocios de la «destrucción-reconstrucción».

Y en segundo lugar y último: me deja abrumado que a la barbarie del bombardeo de población civil, que es un crimen de guerra, lo llame usted guerra.

  Arne Gericke (ECR), Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Nart! Es wäre immer schön, wenn man bei den Fakten bleibt. Vom Gazastreifen aus wurden die Israelis mit aggressivem Dauerfeuer belegt. Hamas droht weiter mit der totalen Vernichtung der Juden. Von der UNRWA bestätigt, wurden Raketen teilweise in Schulen gelagert. Deswegen meine Frage, doch eher an die Hohe Vertreterin: Wie wird darauf geachtet, wenn jetzt wieder Gelder rausgehen, dass diese Gelder auch wirklich für friedliche Zwecke eingesetzt werden? Auch das müssen wir immer wieder neu bedenken. Wer ist der Aggressor gewesen, und wer sind die Opfer?

  Javier Nart (ALDE), respuesta de «tarjeta azul». – Señor Gericke, hay un texto que no es mío, es el Cuarto Convenio de Ginebra, que le recomiendo que se lea. El artículo 56 y el artículo 59 requieren a la potencia ocupante permitir libre acceso irrestricto para que las agencias humanitarias provean de lo necesario, para que los niños no mueran de hipotermia y la gente no viva en la basura, y para que ochenta mil viviendas no sigan destruidas.

  Patrick Le Hyaric (GUE/NGL). - Monsieur le Président, Monsieur le Commissaire, il est révoltant qu'un peuple – notamment le peuple palestinien à Gaza – subisse une quintuple peine: un blocus, une occupation, l'enfermement d'une partie de sa population dans des camps de réfugiés, des attaques guerrières et meurtrières de l'armée israélienne – qui a détruit maisons et infrastructures, tué ou blessé des milliers de personnes – et voici maintenant que la structure internationale, la main qui les secourt en quelque sorte, l'UNRWA, est financièrement asséchée.

Il ne faut pas laisser faire, mais trouver les moyens pour combler rapidement les déficits de l'UNRWA. Ceux qui se sont engagés doivent verser leur part. Comment peut-on trouver tant d'argent pour le surarmement et la guerre, et ne pas en trouver pour l'aide humanitaire, pour la vie d'enfants innocents?

D'autre part, nous avons la responsabilité de créer les conditions d'une protection du peuple palestinien et d'agir pour que ce peuple dispose de sa terre et de son État.

  Richard Howitt (S&D). - Mr President, UNRWA has called on the EU to make an extraordinary contribution and my Group says we should, to an organisation which is itself extraordinary. I share the concern of some of those in this Chamber that we are simply paying the price of the Gaza conflict, but with 8 000 families still waiting for the first instalment to repair their damaged homes it is they who have paid most of all. With 90% of Palestinian refugees in Gaza and in Syria reliant on UNRWA for their survival, there is an overwhelming humanitarian imperative for us to help.

I heard only yesterday that the UNWRA girls’ school in Ramallah is concerned for their future. And yes, of course we have to deal with the root causes, but let us accept that our own failure in being able to help do so means that we have an obligation to help. Since 2013, European Commission aid to UNRWA has already reduced from EUR 190 million to EUR 120 million. Today UNRWA has the highest deficit since it was first established in 1949. Let us make an extraordinary contribution to that extraordinary organisation.

  Eider Gardiazabal Rubial (S&D). - Señor Presidente, es evidente que este debate tiene muchísimo que ver con las negociaciones que tuvimos durante el año pasado para el presupuesto de 2015, porque a nadie se le escapa que durante esas negociaciones el Parlamento Europeo pidió 300 millones de euros para el apoyo al proceso de paz, para la asistencia financiera, y también para participar en la financiación de la UNRWA. Pero, desgraciadamente, en esas negociaciones el Parlamento no tuvo aliados, ni en la Comisión ni en el Consejo, y por eso no conseguimos ni siquiera igualar el importe de 300 millones que habíamos asegurado otros años.

Y hoy la UNRWA nos hace un llamamiento porque la situación es desesperante. Es una cuestión de ayuda humanitaria. Nos piden un esfuerzo adicional para poder seguir atendiendo a los miles de refugiados que en estos momentos están en situación de emergencia humanitaria en Gaza y en Siria. Nos piden un esfuerzo extraordinario para que el programa de vivienda pueda seguir funcionando y ayudando a la reparación y a la reconstrucción de miles de viviendas.

No sé qué es lo que opinan. No sé qué es lo que va a proponer ni la Comisión, ni el Consejo. Pero lo que sí creo es que no podemos mirar a otro lado. La Unión Europea en la que yo creo, desde luego, no puede decir que no a este extra.

  Marita Ulvskog (S&D). - Herr talman! Det var en stor och viktig händelse när vi i Europaparlamentet med bred majoritet beslutade att stödja och driva på för erkännandet av Palestina. Men det räcker inte, inte än. Den israeliska blockaden av Gaza har pågått i snart nio år. Den dramatiska effekten av detta är att antalet flyktingar hänvisade till livsmedelsbistånd från FN:s hjälporganisation har ökat från 80 000 till över 860 000 idag.

Ekonomin och möjligheten att skapa och skaffa jobb har krossats och majoriteten av befolkningen är beroende av humanitärt bistånd, samtidigt som de humanitära bidragen inte hållit jämna steg med en ökande flyktingpopulation i en av de mest instabila regionerna i hela världen. Tvärtom: FN:s hjälporganisation har alltså nu den minsta budgeten på tio år. Det internationella samfundet misslyckas just nu med att ge folket i Gaza ens ett minimum av hjälp. Det riskerar hela grunden för UNWRA:s verksamhet.

  Franc Bogovič (PPE). - Na Bližnjem vzhodu imamo krizo že desetletja. Desetletje nazaj smo govorili samo o bližnjevzhodni krizi v Gazi, sedaj govorimo še o krizi v Siriji, govorimo o krizi na severu Afrike. In sam strogo podpiram to, da Evropska unija zagotovi vsa potrebna sredstva za te nesrečne ljudi.

Hkrati se pa pridružujem k apelom tistih, ki govorijo o nuji po kvalitetni, dolgoročni, stabilni politični rešitvi, ki bo prinesla mir v tem delu sveta. Kajti tako, kakor se razvijajo dogodki, smo lahko trdno prepričani, da bo iz dneva v dan, iz leta v leto več beguncev, nenazadnje vedno več beguncev, ki želijo priti v Evropo, in to so naši skupni problemi.

Prizadevanja naj gredo tudi v to smer, da tudi vsi ostali, ki so soodgovorni in na nek način tudi čutijo odgovornost za ta problem, donirajo sredstva, ki so jih obljubili na konferenci v Kairu.

  Nicola Caputo (S&D). - Signor Presidente, onorevoli colleghi, il 2014 è stato un anno particolarmente difficile per i rifugiati palestinesi che continuano a soffrire sotto l'occupazione e continuano a essere derubati delle proprie case, della propria quotidianità e, in molti casi, delle loro stesse vite. L'ultimo anno di conflitto, poi, ha distrutto l'economia di Gaza, già di per sé indebolita da anni di blocco.

In un contesto così disperato l'UNRWA è stata costretta a sospendere il suo programma di assistenza in denaro e le conseguenze di questa interruzione potrebbero essere drammatiche. Infatti, l'UNRWA è l'unico elemento di stabilità in un contesto politico e di sicurezza estremamente precario.

Ritengo che l'Unione europea debba richiamare la comunità internazionale alle responsabilità di garantire che gli immediati bisogni umanitari di questa comunità impoverita vengano soddisfatti. Mi riferisco in particolare allo stanziamento di 100 milioni del primo trimestre di quest'anno, per consentire alle famiglie che hanno subito danni minori di riparare le loro case e fornire sussidi all'affitto. In questo modo si eviterebbe che molte famiglie facciano ritorno ai centri collettivi, dove sono ancora ospitati ben 12.000 rifugiati palestinesi.

  Josu Juaristi Abaunz (GUE/NGL). - Señor Presidente, temo que el hecho de que tengamos este debate retrata una realidad que el portavoz de la UNRWA en Jerusalén nos anticipó en el transcurso de la misión a Palestina que una delegación de mi Grupo GUE/NGL realizó en septiembre pasado: «Sean ustedes la voz del pueblo palestino —nos pidió—, porque Gaza pasará al olvido en seis meses».

Evidentemente, el olvido llegó mucho antes. Si no, la UNRWA no alertaría de que se queda sin fondos.

Como ha apuntado Martina Anderson, es una cuestión de voluntad y decisión política, es decir, no es posible ser neutral en esta cuestión. No es una opción cuando hablamos de un pueblo ocupado. Y tampoco es una opción limitarse a un mero diagnóstico de la situación recordando el dinero que la Unión Europea ha destinado o comprometido, porque eso, entre otras cosas, no hace sino retratar nuestra incapacidad política, y Palestina y el pueblo palestino se merecen mucho más.

  Ignazio Corrao (EFDD). - Signor Presidente, onorevoli colleghi, parliamo dell'UNRWA, parliamo del fatto che i fondi sono insufficienti e mi sembra chiaro che siamo tutti d'accordo che andrebbero previsti dei fondi sufficienti e che chi ha preso degli impegni al Cairo li deve mantenere.

Però il paradosso di questa discussione, che poi naturalmente va a finire nella classica discussione tra Palestina e Israele, è che, come diceva il collega Nart, noi prima finanziamo chi distrugge e poi andiamo a finanziare per ricostruire. È un po' un atteggiamento ambiguo quello che teniamo come Unione europea.

Quindi direi che dovremmo cercare una soluzione, oltre al fatto di garantire finanziamenti all'Agenzia in questo momento, che sia politica, e quindi garantire il doppio Stato, garantire ai palestinesi un futuro pacifico e andare ad evitare che chi riceve finanziamenti da noi poi vada a distruggere o ci ritroveremo sempre nella stessa situazione.

  Johannes Hahn, Member of the Commission. - Mr President, allow me to close this debate by once again thanking this House for supporting the issue of Palestine refugees and also for today’s lively, interesting and engaging debate.

Let me stress that the Commission will continue to support the important work of the agency in the field. In this context, I am happy to confirm that the 2015 financing decision in relation to the contribution to the United Nations Relief and Works Agency for Palestine Refugees, which is worth EUR 82 million, was adopted by the European Commission today.

In addition, the EU’s Humanitarian Aid and Civil Protection department is currently finalising a EUR 5 million funding package for the United Nations Relief and Works Agency for Palestine Refugees for 2015, out of which EUR 4 million has been earmarked for the Agency’s Shelter Response in Gaza. This money will cover cash assistance for improving shelter conditions for the most vulnerable households and providing household items which were lost during last year’s hostilities.

Once again I would like to repeat what I said in my introduction: it is important to address the issue of additional funding, in particular from countries from the Gulf region and to channel their contributions via international organisations so that we can properly address the needs of refugees in the region.

  Alyn Smith (Verts/ALE), in writing. I have seen UNRWA’s irreplaceable role in providing public services to millions of Palestinian refugees, including during many trips to Gaza. The fact is we need UNRWA now more than ever. There is a power vacuum in Gaza which could backfire if the humanitarian situation further deteriorates, following Israel’s deadly raids. UNRWA, we often forget, is also in charge of Syria’s 400 000 Palestinian refugees – protecting them in Homs, Hama, South Damascus in Yarmouk Camp, despite Syria’s almost continuous starving siege since 2012. We must also urge Jordan to let them in from Syria and not only elderly, children and women – or worse, deport them back to Syria as seen last year. UNRWA also has to deal with 50 000 Palestinian refugees fleeing Syria to Lebanon, on top of 300 000 already. We Europeans already pay 57% of UNRWA funding but it is Israel who should be paying for the education of Palestine’s refugees, their healthcare and their housing, not Europe. UNRWA has a USD 80 million deficit in 2015 and needs an extra USD 15 million from the EU to cover late 2015: I hope the Council and Parliament will set this as a top priority.

En nuestra opinión, se le está impidiendo claramente a la UNRWA que lleve a cabo su labor esencial de asistencia y reconstrucción para los cinco millones de refugiados palestinos en Oriente Medio. La presión es insostenible en Palestina: la falta de fondos de la UNRWA, los impedimentos que el Gobierno israelí pone al trabajo de reconstrucción de esta Agencia en Gaza, las constantes violaciones de derechos humanos de los cuerpos y fuerzas de seguridad israelíes, están generando olas de indignación y desesperación en Palestina. La UE debe dejar de ser un enano político, como decía Jacques Delors, e impulsar su papel de líder en la zona. Y sólo lo puede conseguir exigiendo que Israel, como responsable de la destrucción de Gaza, ayude a la reconstrucción aportando medios financieros y eliminando trabas al trabajo de las organizaciones internacionales. También es necesario dejar de poner al mismo nivel al opresor y al oprimido, y que la UE coadyuve a impulsar las investigaciones a los militares y responsables políticos israelíes que permiten y ejecutan la violación sistemática de los derechos humanos y del Convenio de Ginebra. Por último, exigimos que se suspenda el acuerdo de asociación vigente. Sólo así podrá empezar la UE a lavar su cara.
