  Dariusz Rosati, sprawozdawca. Panie Przewodniczący! Europa potrzebuje wzrostu gospodarczego. Bez powrotu na ścieżkę trwałego wzrostu nie uporamy się z ciężarem zadłużenia, nie zmniejszymy bezrobocia, nie będziemy w stanie finansować ważnych potrzeb społecznych, a nade wszystko nie przywrócimy naszym rodakom wiary w sens istnienia zjednoczonej Europy. Nie przywrócimy nadziei na lepszą przyszłość.

Wszyscy jesteśmy zmęczeni długotrwałym kryzysem. Produkcja w Unii Europejskiej dopiero w ubiegłym roku osiągnęła poziom sprzed kryzysu, z 2008 roku. Można więc mówić o straconych 6 latach. Są różne opinie na temat przyczyn tej długotrwałej stagnacji. Często słyszymy, także i w tej izbie, że głównym powodem załamania gospodarczego są oszczędności budżetowe, że to one doprowadziły do masowego bezrobocia i spadku dochodów. Nie podzielamy tych poglądów. Oszczędności budżetowe były konieczną reakcją na nadmierny wzrost wydatków przed kryzysem, wydatków, które doprowadziły do niekontrolowanego wzrostu zadłużenia. Fundamentalną przyczyną obecnych trudności była nieodpowiedzialna polityka fiskalna rządów i równie nieodpowiedzialna polityka kredytowa banków w niektórych krajach. Można było tego uniknąć, w końcu nie było obowiązku zadłużania się.

W 2014 roku pojawiły się jednak oznaki ożywienia gospodarczego. Po dwuletnim okresie spadku produkt krajowy brutto w Unii Europejskiej wzrósł o 1,6%, a według prognoz Komisji Europejskiej ma przyspieszyć w przyszłym roku do 2,1%. Dane te potwierdzają, że trudna konsolidacja fiskalna oraz reformy strukturalne podejmowane w wielu państwach członkowskich przynoszą pożądane efekty. Kraje objęte programami dostosowawczymi, takie jak Irlandia i Portugalia, były w stanie odbudować swoją wiarygodność finansową, a Irlandia jest najszybciej rozwijającą się gospodarką w Unii. Jednak podstawy wzrostu gospodarczego są nadal kruche. Potrzebne są pilnie dalsze działania na rzecz wzmocnienia stabilizacji makro-ekonomicznej, tworzenia nowych miejsc pracy, przyspieszenia inwestycji i poprawy konkurencyjności gospodarek europejskich. Propozycje takich działań zawiera dokument Komisji Europejskiej zatytułowany „Roczna analiza wzrostu”. Komisja proponuje zintegrowane podejście do wzrostu gospodarczego oparte na 3 filarach. Są nimi: program wsparcia inwestycji przez Europejski Fundusz Inwestycji Strategicznych, przyjazna dla wzrostu konsolidacja fiskalna oraz niezbędne reformy strukturalne. Filar inwestycyjny ma na celu nie tylko stworzenie funduszu z potencjałem inwestycyjnym ponad 300 miliardów euro, ale także ma być instrumentem budowy zaufania wśród inwestorów prywatnych. Z kolei przyjazna wzrostowi konsolidacja fiskalna ma na celu wzmocnienie finansów publicznych i odzyskanie zdolności krajów zadłużonych do pozyskiwania środków finansowych na rynku. Ma ona także chronić inwestycje publiczne, zwłaszcza w takich obszarach jak infrastruktura, edukacja czy opieka zdrowotna. Wreszcie reformy strukturalne mają na celu modernizację gospodarek europejskich: chodzi o poprawę konkurencyjności poprzez reformę rynku pracy, usunięcie barier na rynkach produktów i usług oraz stworzenie sprzyjających warunków dla działania biznesu, w tym zwłaszcza dla małych i średnich przedsiębiorstw.

Nie wszyscy jednak zgadzają się z tymi propozycjami. Pojawiają się pomysły, aby wyjść z kryzysu poprzez dalsze zadłużanie się. Proponuje się w tym kontekście rozluźnienie unijnych reguł fiskalnych i wstrzymanie reform strukturalnych.

Panie Przewodniczący! Nie zgadzamy się na te pomysły. Uważamy je za niepoważne i nieodpowiedzialne. Ich realizacja doprowadziłaby do pogłębienia kryzysu i zagroziłaby integralności strefy euro. Rodzi się też oczywiste pytanie, skąd niby miałyby się wziąć pieniądze na finansowanie kolejnych długów. Popieramy więc stanowisko Komisji, aby właśnie wymienione 3 kierunki działań znalazły się wśród priorytetów polityki gospodarczej państw członkowskich na najbliższe lata w ramach kolejnego cyklu przygotowywanych country-specific recommendations. Podkreślamy zarazem, że konieczne jest pełne zaangażowanie państw członkowskich w realizację tych priorytetów. Nie może być tak, że gdy przychodzi do trudnych decyzji, do trudnych reform, poszczególne rządy zrzucają odpowiedzialność na Brukselę. Oczekujemy, że władze narodowe, rządy i parlamenty państw członkowskich będą w pełni utożsamiać się z reformami i ponosić odpowiedzialność za ich realizację. Unia Europejska nie może być traktowana jak zły policjant. Wszyscy ponosimy odpowiedzialność za Europę.

  Ildikó Gáll-Pelcz, előadó. Rapportőrként először is szeretném megköszönni az árnyékelőadóknak a munkáját, és mindazoknak, akik módosító javaslatukkal segítették, hogy a belső piacról készült jelentés az európai szemeszteren belül ezt a formát elnyerje. Már-már megszokott, hogy az európai szemeszterek tekintetében nagyon szoros a határidő, most is ezzel dolgoztunk.

Rögtön a belső piaci kormányzáshoz kapcsolódó jelentés tartalmát illetően néhány megjegyzés: Az első és legfontosabb megjegyzésem, hogy a mi véleményünk szerint a Belső piaci és Fogyasztóvédelmi Szakbizottság véleménye szerint nagyon fontos, hogy e tekintetben egy önálló pillér, egy dedikált pillér jelenhessen meg, ami az egységes piaci kormányzással és a belső piaci résszel foglalkozik.

A második nagyon fontos téma, hogy azokkal a területekkel kívántunk foglalkozni, amelyek a belső piacon hozzáadott értékkel bírnak, szolgálják a gazdasági növekedést, munkahelyteremtésre fókuszálnak. Ezeket a területeket nem mi találtuk ki, hanem az IMCO szakbizottságnak vannak olyan tanulmányai, ezek a legújabb tanulmányok, amelyek fókuszálnak ezekre a kulcsfontosságú területekre. S ezeket a kulcsfontosságú területeket emeltük be a jelentésünkbe.

Összességében úgy vélekedünk arról, hogy az eddigi eredményeink, amelyek éppen a jogszabályok átültetésére vonatkoztak a belső piac tekintetében, túlzóan mennyiségi szemléletűek. S nem foglalkozunk azzal, hogy a tagállamok minőségileg hogyan ültetik át ezeket a jogszabályokat. Azt véljük, hogy a végrehajtásnak a minőségére is sokkal inkább fókuszálni szükséges. Ágazati kulcsmutatókat is el tudunk képzelni e tekintetben, amelyek sokkal jobban mutatnák azt, hogy milyen előrehaladásokat tettünk. A válság egyértelműen rámutatott arra, hogy az Európai Unió gazdasági modelljének megújítására van szükség. Mégpedig azért, hogy a versenyképességünket növelni tudjuk. A lehetőségeink megvannak, azonban a lehetőségekkel még nem éltünk. Éppen ezért az Európai Uniónak határozottan támogató lépéseket kell tennie annak érdekében, hogy a határon túl átnyúló kereskedelem növelésre kerüljön, és a tekintetben is, hogy lépést tartsunk a változó világgal, és a digitális technológiába, a digitális iparba jelentősebb beruházásokat tegyünk, ami a Juncker-tervnek is a része.

Azt gondoljuk, hogy a belső piac újrapozícionálása mindenféleképpen hozzájárulna ahhoz, hogy a gazdasági növekedés és a foglalkoztatás területén előrelépéseket tudjunk tenni, és ahhoz is, hogy az EU 2020 stratégiai céljai megvalósuljanak. Ez a dedikált pillér, amiről beszélek, egyértelműen a reálgazdasággal foglalkozna. Azzal a reálgazdasággal, amelynek az élénkítésére leginkább szükségünk van. Elengedhetetlen, hogy e tekintetben is prioritásokat fogalmazzunk meg. Eddig is voltak értelmezéseink a belső piacról, azonban ennek a lába nem nyúlt le a reálgazdaságig, ahhoz, hogy valódi eredményeket, és hatékony lépéseket tudjunk tenni, úgy vélem, hogy ezeket meg kellene tenni, további lépéseket kellene tenni ebben a tekintetben.

Ugyanehhez kapcsolódik az irányítási kérdés: Sokkal inkább fókuszálni kell az irányításra, és határozott politikai támogatás kell ahhoz, hogy a belső piacon mindez meg tudjon valósulni. Vagyis azokat a mechanizmusokat, amelyeket kiépítettünk, valóban működtetni kell, ha szükséges, akkor meg kell őket erősíteni. Egy nagyon nagy szomorúságot szeretnék megemlíteni, amit nehezen tudok megemészteni, sajnos az éves növekedési jelentésnek nem lett része a belső piaci kormányzásról szóló rész. Tudom, megkaptam a Bizottság válaszát e tekintetben, azonban pontosan azért, mert ez közös célunk, nehezen tudom elfogadni.

  Sergio Gutiérrez Prieto, Ponente. Señor Presidente, señores Comisarios, desde la Comisión de Empleo hemos intentado hacer un informe de consenso que sea útil. Útil para apuntalar una recuperación económica que todavía es frágil, pero, sobre todo, una recuperación que aún no sienten la inmensa mayoría de los ciudadanos ni de las empresas.

Pero, sobre todo, un informe constructivo y propositivo. Constructivo, para fortalecer ese doble objetivo que tenemos —y que compartimos la inmensa mayoría de este Parlamento— que es el de mejorar las políticas que se diseñan en la Unión Europea —y que aplican los Estados miembros— para crear empleo y reducir las desigualdades.

Crear empleo, señores Comisarios. Crear empleo urgentemente. Crear empleo digno con rapidez. Porque es verdad que tenemos que acabar con ese drama social que viven veinticinco millones de ciudadanos europeos que nos exigen que no seamos complacientes, que hagamos todo lo que tengamos que hacer para atraer inversiones, para fortalecer nuestra industria y para cambiar nuestros modelos productivos, con el fin de garantizarles su derecho al acceso a un trabajo digno en la Unión Europea.

Y para ello, señores Comisarios, les proponemos varias cosas. Primero, sus inversiones. Les apoyamos en su plan de inversiones, pero les recordamos que es un complemento. Un complemento necesario, que, además, debe ejecutarse con rapidez. Que no pueden sustituir a las inversiones ya programadas con anterioridad. Que deben, especialmente, dirigirse a aquellas regiones con mayores desequilibrios macroeconómicos y con mayores tasas de paro. Y desarrollarse en proyectos que otorguen valor, un valor añadido.

Les pedimos, sí, responsabilidad fiscal, señor Rosati, que es aquella que es compatible con el crecimiento económico y con el empleo, que es aquella que puede hacer uso de la mayor flexibilidad existente dentro del Pacto de Estabilidad y Crecimiento, porque todavía los efectos multiplicadores fiscales, en la Unión Europea, son demasiado altos para ser compatibles con la creación de empleo.

Pero, sobre todo, les pedimos, también, que incorporen a su lenguaje comunitario la responsabilidad fiscal y la responsabilidad social. Que no podemos convertir las reformas estructurales en un mantra en el que quepa todo. Que tenemos que concretar más. Que las reformas estructurales que promovemos en la Unión Europea tienen que ser, primero, compatibles con el crecimiento económico y con la creación de empleo, porque algunas han provocado los mismos efectos procíclicos que la consolidación fiscal excesiva. Pero tienen que ser compatibles con un modelo social, que es el hecho diferencial de la Unión Europea. Porque algunas reformas estructurales que se han promovido hasta ahora, en palabras de la propia Comisión, lo que han hecho es, por ejemplo, excluir de los servicios públicos básicos a muchísimos ciudadanos, por ejemplo, en el ejercicio de su derecho a la sanidad universal o a la educación de calidad.

Y, sobre todo, de amplio espectro. Que no solo de las reformas laborales vive la competitividad de la Unión Europea. Que, además de existir reformas laborales que son compatibles con la no fragmentación de los mercados laborales y con la no devaluación salarial, también existen otras reformas muy necesarias, que estamos deseosos de que ustedes promuevan dentro del Semestre Europeo; las reformas energéticas, las reformas del mercado interior, las administrativas, aquellas fiscales que pueden hacer —como digo— una menor carga de trabajo en la Unión Europea.

Y un informe también constructivo, señores Comisarios, para acabar con la desigualdad. Uso sus propios datos. El 50 % del empleo que se crea hoy en la Unión Europea no sirve para sacar a los trabajadores de la pobreza laboral. Por lo tanto, nosotros lo que les pedimos es que, en la Unión Europea, la Comisión promueva, dentro de sus competencias —al igual que lo hizo en el pasado, con la devaluación salarial—, la creación de un marco de salarios suficientes, dignos, que permitan algo tan básico como que la gente pueda vivir con dignidad de su trabajo.

Ustedes también afirman que les preocupa la alarmante reducción de la renta bruta disponible de las familias y yo les digo que esto se debe, fundamentalmente, a que hemos quebrado, de una manera muy significativa, el gasto social. Que necesitamos indicadores sociales fuertes que evalúen ese impacto, para evitar, precisamente, el aumento de la desigualdad por un aumento excesivo de la reducción del gasto público, principalmente en los derechos sociales básicos.

Y, por último, a ustedes les preocupa la diferencia entre rentas. Entre el diez por ciento más alto y el diez por ciento más bajo en la Unión Europea, que en algunos países se ha multiplicado por siete en los últimos años. Y para eso, yo les digo que tenemos que garantizar unos estabilizadores automáticos a nivel nacional suficientes y dignos, especialmente en pensiones y en prestaciones por desempleo, y unos regímenes fiscales de trabajo muchísimo más justos y equitativos.

  Zanda Kalniņa-Lukaševica, President-in-Office of the Council. Mr President, Vice-President Dombrovskis, Commissioners, rapporteurs and honourable Members, it is a great pleasure for the Latvian Presidency to have this opportunity to discuss with you today the European Semester, which has become, in less than five years, a core process for economic policy coordination in Europe.

The economic situation does not look as bleak as it did some time ago, and recent data give cause for moderate optimism, but I believe we all acknowledge that Europe is not yet where it wants to be. The economic recovery is fragile, the legacy of debt weighs heavily on most Member States and the employment situation remains difficult.

The European Semester was created in 2010 for Europe to exit the crisis through better coordination of our economic action. This coordination has not always been easy and it still is not. The economies of Member States differ and so do their policy priorities. But with the Semester we have a common framework in which to discuss these policies, and their impact on Europe as a whole, and to agree on the way forward.

We are now looking more carefully at the implementation of the policy recommendations issued under the European Semester. Parliament is right to highlight in the resolution that more should be done in that context. The Commission is working closely with each Member State to pursue implementation.

The Council is also doing its part, taking a collective look, at ministerial and at expert level, at how the commonly agreed policies are being implemented, exchanging best practices and generating peer pressure. Rebalancing and restructuring our economies cannot be done overnight. That is why we need to stay the course, and I am convinced that our joint efforts will pay off.

Turning now more specifically to this year’s Semester and the 2015 Annual Growth Survey: as you may know, the Latvian Presidency has engaged the Council in broad discussions on the Annual Growth Survey. Obviously, the ministers of finance and employment have contributed but we have also debated the Annual Growth Survey in the Competitiveness, Energy and Environment Councils. The Transport Council will address the issue this Friday. This is further proof of the Semester being embedded into our way of conducting economic policy, and more broadly all policies that contribute to growth and jobs.

As far as finance ministers are concerned, yesterday in the Ecofin Council, Vice-President Dombrovskis presented the country reports on the economic policies of Member States, prepared as part of the European Semester. The Council had a first exchange of views on them. It will discuss the in-depth reviews in May and the country-specific recommendations for all Member States in June.

The Latvian Presidency also decided to link the Council debates on the European Semester to broader sectoral policy initiatives. Taking the example of energy, the Annual Growth Survey was examined by the energy ministers in the same context as the new Energy Union and energy infrastructure proposals.

Looking at things from the energy policy perspective, the European Semester is a tool for implementing, for example, the internal energy market. At the same time, the Energy Union is necessary to generate more growth in Europe.

What, then, are the results of the Council’s work on the Annual Growth Survey? First, I am pleased to say that the Council fully agrees with the overall approach of the Annual Growth Survey. By this I mean the integrated approach based on three mutually—supportive pillars: investment, structural reforms and fiscal responsibility. Each of these is a necessary ingredient for reaching our growth and jobs objectives.

On investment, as you may know, the Council is taking forward the investment plan for Europe diligently. Yesterday, only two months after the Commission presented its proposal, the Ecofin Council adopted a general approach on the European Fund for Strategic Investments (EFSI) proposal. For the Presidency it is important to deliver concrete results that can benefit citizens. The Presidency is now ready to negotiate with Parliament and we will do our utmost to find an agreement by this summer, as called for by the European Council. I know this House shares with us the sense of urgency and I hope it will be able to progress swiftly. We look forward to the first trilogue.

The great potential of EFSI is obvious. But it is just as obvious that we need to pursue in parallel the other strands of the investment plan. I refer in particular to improving the investment climate and, more generally, the business environment in Europe. One of the most effective ways to do this is to reduce the regulatory burden at both European and national level. But we also have to ensure the necessary regulatory certainty for economic operators.

Moreover, we should not look at the EFSI in isolation. EUR 315 billion is a lot of money, but if we can harness synergies between the EFSI and other EU programmes, structural funds and national funding, we will do even better.

Lastly, talking about investment, I want to highlight the need for special efforts to facilitate small and medium-sized enterprises’ access to finance, both at the stage of start—ups and also at the critical growth phase. The Council looks forward to the initiatives that the Commission will be taking on the Capital Markets Union.

Looking now at the second pillar, structural reforms, these remain as necessary as ever. We must acknowledge that a lot has been done in many Member States, and also that most of the reforms require a long—term perspective. A national education system, for example, cannot be overhauled within a year. Council debates on the Annual Growth Survey are, in fact, a great vehicle for exchanging experiences between Member States on what works on the ground. They also contribute to our collective knowledge on how to prepare reforms in an inclusive way, engaging the relevant stakeholders.

The pursuit of the European single market is strongly related to structural reforms at national level. Here the discussions within the Council point to the need to adopt a pragmatic, sector-oriented approach. To be effective, Europe should focus on the sectors with highest potential, in particular the digital economy, energy, transport, telecommunications and services. Under services, retail, business, construction and tourism services are among those that we want to look at as a priority.

What emerges from these Council debates is the emphasis on implementation and enforcement of existing single market legislation. Your draft resolution on single market governance shows that our views converge on many issues.

Looking now at the last, though not the least, pillar of the Annual Growth Survey, fiscal responsibility, we first have to recognise the significant progress made, since the crisis, in getting our public finances in order. The euro area as a whole now has a neutral fiscal stance and this is no small achievement, considering where we started from.

Unfortunately, we cannot rest on our laurels. Public debt, in particular, is an issue that warrants our full attention if we are to safeguard the recovery and also to prepare ourselves to confront any crisis. Hence, the Council insists that all Member States stay on course with fiscal consolidation – but not with any kind of consolidation. It should be differentiated, depending on the fiscal situation of each Member State, and overall it should be growth friendly.

In practice this means, for example, giving priority to tax reforms that can generate growth and securing public spending in growth areas such as education and research.

Before finishing, I would like to say a few words on ‘digital Europe’. As you may know, it is one of the three priorities of the Latvian Presidency. I see it is also well covered in your resolution. We have used the Council discussions on the Annual Growth Survey to look too at the potential of the digital economy for the EU growth and jobs agenda. It is clear that Europe needs a digital transformation to re-establish its status as a leading player in the global digital economy. Digitisation should cut across all policy fields, from industrial to environmental policies.

To digitise Europe, Member States need to reinforce their efforts at national level, but there are also a number of initiatives that we need to pursue at European level. In this regard, the Council also looks forward to the Commission presenting a comprehensive and ambitious Digital Single Market Strategy later this spring.

I could continue further on the priorities and considerations of the Council with regard to the Annual Growth Survey or the European Semester in general, and there are a number of other important issues raised in your resolutions that I could address. But I believe it is more important that we now engage in a discussion on the European Semester and where our priorities this year should lie.

  Valdis Dombrovskis, Vice—President of the Commission. Mr President, let me start by thanking the rapporteurs, Mr Rosati, Mr Gáll—Pelcz and Mr Gutiérrez Prieto, as well as the shadow rapporteurs, for their work. The European Semester is our key tool for fostering convergence in Europe’s economic and social policy and making sure that everyone plays their role to bring back jobs. The European Semester will work only if we build a shared understanding of the key economic and social policy challenges. This is why your reports and today’s debates are so important.

As highlighted in Parliament’s reports, in spite of an ongoing recovery, the economic situation remains fragile and requires urgent action. We agree that structural, fiscal and monetary policies have to be combined to tackle the current challenges effectively, and that social considerations must enter more explicitly into the formulation of economic policies. I am pleased to see Parliament’s support for the Commission’s economic policy priorities: investment, structural reform and fiscal responsibility.

Firstly, we need a coordinated boost to investment. Your support for the investment plan is highly welcome. The Council agreed yesterday on a general approach on the European Fund for Strategic Investments (EFSI), and we strongly hope that it will be possible to finalise a legislative act by June so that the EFSI can be fully deployed from mid—2015.

The fact that several Member States intend to contribute via their national promotional banks is also very good news. Secondly, we need structural reforms. They are needed for competitiveness, for investment, for a better adjustment capacity and, ultimately, to create quality jobs and sustain our social market economies.

Labour markets and social systems face heavy fallout from the crisis. Unemployment is still unacceptably high, especially among young people and the long—term unemployed. Inequality and poverty have risen. We must create new jobs without adding to labour market segmentation. Commissioner Thyssen will elaborate on this.

Product and services market reforms are also needed in order to stimulate competition and innovation and to reduce prices for customers and costs for businesses. Ambitious reforms are a task not only for Member States but also for the European level. The Commission has, in recent weeks, delivered strategies on the capital markets union and the energy union, and the digital single market will follow soon. The Commission will also put forward a fresh internal market strategy by the end of the year, and Commissioner Bieńkowska will address this in a moment.

Thirdly, we need to pursue fiscal responsibility. Without downplaying the achievements so far, most Member States still need to work on their debt sustainability. At the same time, Member States with more fiscal room for manoeuvre have an opportunity to increase their investments. These priorities are translated into country—specific analysis and conclusions in the economic governance package adopted by the Commission at the end of February. The package took into account the Commission’s communication on the best use of flexibility within the Stability and Growth Pact.

To make this three—pillar strategy work we must make better use of our system of economic governance. Our common challenge is to stimulate implementation of our policy recommendations in the Member States. To do this we believe that it is important to increase transparency and dialogue, as well as ownership of, and commitment to, the implementation of reforms. As a first step this year, we published the Commission’s country analyses much earlier in the semester cycle. These reports present a clear view on the economic situation and on policy implementation. We now have three months of additional time for discussions and feedback on the analyses before the Commission issues its recommendations in May. My fellow members of the Commission and I, with other Commission representatives, will travel to a number of Member States for discussions with parliamentarians, social partners and governments.

Europe needs to re—embark on a path of real economic convergence in terms of growth and jobs and to address social concerns. To get there, Member States must deliver on structural, fiscal and social policies and the EU must strengthen key common policies in fields such as energy, the digital single market and taxation.

I look forward to a constructive and fruitful debate with you today.

  Marianne Thyssen, Member of the Commission. Mr President, I would like to thank the three rapporteurs and to remind you that, for the first time since 2007, the economies of all the EU Member States are expected to grow again in 2015. But the pace of recovery is slow and the social consequences of the crisis are severe.

This challenging backdrop requires an ambitious policy agenda. The 2015 Annual Growth Survey and the aligned economic policy agenda marked a new start, one that is based on investment, structural reform and fiscal responsibility, our famous triangle. The proposed EUR 315 billion investment package channelled through the European Fund for Strategic Investment aims to address the problem of weak demand and to stimulate investment in the real economy, where jobs are created. A key aspect of this investment package is to remove barriers for investment, in particular for small and medium-sized enterprises (SMEs), and I am very pleased that my colleague Elzbieta Bieńkowsa is with us today to discuss the European Semester, since a strong single market and product market reform are also necessary to improve the environment for investment.

One of the core messages of the 2015 Annual Growth Survey is that reforms supporting the sound functioning of labour markets work. So do reforms improving the effectiveness of social protection systems. These reforms must continue. In both the Commission’s investment initiative and the Annual Growth Survey, employment and social concerns feature as cross—cutting priorities. Together they reflect the Commission’s intention to place greater focus on jobs and growth and the social impact of fiscal and macroeconomic policies. This is a recognition that prolonged employment and social problems act as a drag on growth and social inclusion.

This Commission believes that this agenda and its strong focus on social fairness and on the social dimension of reforms will help to build a solid foundation for sustained growth and greater social and economic convergence. The Commission’s publication on 26 February 2015 of a surveillance package, comprising 27 country reports, a euro area report and an accompanying communication, is a second step within the renewed European Semester. You can clearly see the increased consideration that the Commission is giving to employment and social concerns in the country reports. These reports, as you know, form the analytical basis for the country—specific recommendations.

Let me also draw your attention to another novelty. The Commission has published the country—specific analysis in a single document for each country, three months in advance. This streamlined and reinforced approach aims to simplify the process, at the same time as increasing joint ownership of it. In practice the Commission has now made an effort to extend the exchanges of views between institutions and stakeholders at national and European level to allow for constructive dialogue with Member States’ parliaments, social partners and civil society. For example, I found the discussion I had with Ministers of Social Affairs and Employment last Monday in the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) very enriching. Last week the Commission also committed, at a high—level event we organised to promote social dialogue, to ensuring a stronger role for the social partners in the European Semester.

This is, of course, also the time for the Parliament to intervene and that is why I find this debate extremely useful today. I am keen to listen to Members and follow the debate now.

  Elżbieta Bieńkowska, Member of the Commission. Mr President, honourable Members, the Single Market is a core part of the European Semester, which is of course a joint exercise between the Commission and the Member States. I can compare the Single Market to a launch pad to get Europe out of the crisis; it will allow us to unlock the investment potential in Europe and, hopefully, create opportunities for our consumers and investors. But, if we are to make the most of it, we need to remove the remaining barriers and bottlenecks.

I want to thank very much Ms Gáll-Pelcz, Mr Rosati and Mr Gutiérrez Prieto for their report. It is timely; it covers the most important issues and most urgent tasks. On the Single Market our first priority should be to make existing Single Market rules work to their full potential. We need better implementation – as Ms Gáll-Pelcz said – effective monitoring and stronger enforcement. The Commission has already set up a Single Market governance strategy to promote that. This includes implementation objectives for all legislation – in particular there will be a zero tolerance approach to the Service Directive. There will also be further development of online governance tools, such as Your Europe, SOLVIT and the online Single Market Scoreboard.

We also duly stated the conclusions of the parliamentary Cost of Non—Europe report. The European Parliament expressed regrets that the Annual Single Market Integration report was not published this year and there was no sign or Single Market topic in the Annual Growth Survey. Let me be very clear: we are not reducing our efforts. On the contrary, we want to improve the quality and the impact of the reporting; we want to integrate all possible instruments and we are, of course, looking now at how to do this and working very intensively on this.

For example, we are looking at streamlining the reports. We are looking at putting more focus on economic indicators because I deeply believe streamlining Single Market governance will help our wider efforts on the Single Market. This year, as was also mentioned, we will launch two major initiatives centred on the Single Market. The first one: the Digital Single Market package, which will be released on 6 May 2015, and then for the end of this year we are planning the Internal Market Strategy.

All the proposed actions will be based solid economic grounds and impact assessments. There will be an objective assessment of what works and what does not. I can assure you that we will take the time to ask the right questions and to answer them properly. Let me put a few of them. Is harmonisation in the area of goods as efficient as it should be? Can we improve or even extend the application of the mutual recognition principle in goods and services? How do we address the link between goods and services? How do we tackle the remaining barriers in goods and services? How do we get rid of discrimination over access to goods, services and online content cross—border? How can we get rid of the obstacles to cross—border e—commerce? How do we reduce the administrative burden on our companies to the minimum?

These are only some of the questions we need to answer. And we need to do it in partnership with you and the Member States. That is why this debate today is so useful. I really count on our close cooperation in the course of this year and in the course of the whole mandate.

  Jean Arthuis, rapporteur pour avis de la commission des budgets. Monsieur le Président, Madame la Présidente, Monsieur le Vice-président de la Commission, Mesdames les Commissaires, chers collègues, le semestre européen est la réponse hâtive à l'électrochoc de la crise des dettes souveraines, notamment en Grèce. Crise résultant de l'absence scandaleuse de gouvernement de la zone euro pendant dix ans.

Lorsque les États conviennent de se donner la même monnaie, ils doivent veiller à ce que l'ensemble de leurs territoires constitue une zone économique optimale. Sans convergence des législations fiscales et sociales, sans coordination des politiques économiques, sans véritable gouvernement, il est vain de prétendre échapper à l'instabilité et aux drames.

Pour donner corps à cette gouvernance et à cette coordination, je formule trois recommandations:

D'abord, l'imputation d'une quote-part des factures impayées par l'Union européenne dans les comptes des États membres pour évaluer leur éventuel déficit excessif. C'est une question de crédibilité, un prérequis de la confiance. Nous en avons longuement parlé hier à propos du budget 2016.

En second lieu, la normalisation de la présentation des contributions des États au budget de l'Union européenne dans leurs comptes publics. C'est une question de cohérence et de lisibilité.

Enfin, l'harmonisation de la présentation des comptes publics et des diligences de certification de leur sincérité. L'agrégation de l'ensemble de ces comptes publics exprimerait le véritable budget de l'Europe et faciliterait, sans doute, la coopération entre les gouvernements.

Κύριε Πρόεδρε, ακόμα μια φορά η συζήτηση για το Ευρωπαϊκό Εξάμηνο περιστρέφεται γύρω από την κρίση. Δεν έλειψαν βέβαια οι προσπάθειες και οι ιδέες και αρκετές ακούσαμε και σήμερα. Η πραγματικότητα, όμως, φοβάμαι ότι είναι οδυνηρή. Όπως λέει η λαϊκή σοφία τα παθήματά μας δεν έχουν γίνει μαθήματα. Έτσι στην Ευρωπαϊκή Ένωση η ανισότητα και η ανεργία καλπάζουν, μαζί με τις αντιευρωπαϊκές δυνάμεις.

Δεν μας μένει λοιπόν, φοβούμαι, άλλος χρόνος, ούτε άλλη επιλογή. Πρέπει να αλλάξουμε πολιτική άμεσα, να βάλουμε μια τελεία στην τυφλή εμμονή στη λιτότητα. Αυτό, κύριε Πρόεδρε, θα γίνει μόνο με πραγματικές επενδύσεις για βιώσιμη, πράσινη ανάπτυξη, όπως βέβαια είναι οι ανανεώσιμες πηγές ενέργειας, η κυκλική οικονομία και η αποδοτική διαχείριση πόρων. Τα οφέλη, το ξέρετε όλοι, θα είναι πολλαπλά: δημιουργία θέσεων εργασίας αλλά και βελτίωση της ανταγωνιστικότητας. Κυρίως, όμως, βελτίωση της υγεία, του περιβάλλοντος και της ποιότητας ζωής μας.

  Sofia Ribeiro, em nome do Grupo PPE. Senhor Presidente, para o PPE, o Semestre Europeu deverá ter como objetivos aumentar empregos, promover o crescimento e melhorar o investimento. Estes desígnios deverão ter como suporte um modelo de economia de mercado, com fortes preocupações sociais, garantindo assim um crescimento sustentável, de modo a transmitir à próxima geração melhores oportunidades de emprego, em vez de uma pesada herança, ao responsabilizá-los por dívidas que não cometeram.

É por isso que nos empenhámos, desde a primeira hora, em defender três pilares fundamentais: investimento, reformas estruturais e responsabilidade fiscal.

Nas questões do emprego e dos assuntos sociais, importa não esquecer que apenas ao promover investimentos reprodutivos é que estaremos a estimular uma criação sustentável de empregos que possibilite um verdadeiro investimento no capital humano, na mobilidade profissional, na investigação e na inovação, essenciais para expandir o potencial económico da União Europeia, trazendo assim prosperidade aos povos europeus. É fundamental continuarmos a apostar em medidas de combate ao desemprego jovem, sem esquecer o desemprego de longa duração. Os jovens serão o motor da alavancagem da nossa economia, e a Europa, todos nós, devemos-lhes isso.

São urgentes medidas que possibilitem o equilíbrio da vida profissional com a vida familiar, incentivando-se também a formação e a aprendizagem ao longo da vida, como também o ensino dual. Há que continuar a ter uma atenção especial às regiões ultraperiféricas, às regiões menos desenvolvidas, para que tenhamos uma verdadeira coesão social e territorial. Os Estados-Membros também têm de fazer a sua parte, eliminando os encargos administrativos desnecessários e a burocracia que desincentiva o empreendedorismo, os trabalhadores por conta própria, a criação de start-up das microempresas, das PME, que serão as catalisadoras do crescimento económico, inovação, emprego e integração social. Também temos de mobilizar todos os meios para continuar nesta ação de prosperidade europeia.

  Alfred Sant, on behalf of the S&D Group. Mr President, I start by congratulating Mr Rosati, our rapporteur on the Committee on Economic and Monetary Affairs, for his fine work. I thank our shadow rapporteurs for their valuable inputs.

The analysis and conclusions on the annual growth survey are well in line with the parameters of the Stability and Growth Pact (SGP). However, I must register some unease at aspects of our proceedings. As of now we lack a real understanding as to why the economic performance of national economies has remained so dull, indeed so stagnant. Similarly, we cannot grasp the real reason why the investment gap in the eurozone has remained so significant.

True, we see glimmers of growth now and we wish for the best. Rightly, much emphasis is being placed on the flexibility that is presently being read into SGP rules. Over—rigid application of these rules has been counterproductive. Let us hope that flexibility will be applied equally and fairly to all economies and not just the bigger ones.

So let me repeat that structural reforms are necessary but, as I said elsewhere, they should not mean an erosion of the European social model. Where structural reforms refer to elimination of monopolies, freer access to the provision of services, curtailment and digitalisation of government bureaucracy, incentivising those who produce, streamlining public procurement practices and the encouragement of public-private partnerships, such reforms should be given full support.

Yet, it seems to me that we still do not have a viable approach to tackle regional and national divergences within the eurozone, and they have been increasing. I am uneasy because, having a 19—economy system, working to the model of a quasi—balance in all national budgets is not axiomatically the optimal way to run a currency area.

Yes, we have jargon-laden discourse to correct for so-called macroeconomic imbalances, but there is a vagueness about how to implement corrective action on this basis. There still is no valid reply to the question: are country—specific recommendations designed to satisfy eurozone or national priorities? Therefore, I am not too surprised that so many CSRs are ignored by national parliaments and governments.

In the absence of a central treasury to regulate transfers between centre and periphery, much of the exercise that we are carrying out now could be compared to that of a circus performer on a high rope, juggling with 19 balls. Of course, in order to succeed, such a juggling operation needs commitment, discipline and a high level of competence.

  Sampo Terho, ECR-ryhmän puolesta. Arvoisa puhemies, ensin haluan kiittää herra Rosatia hyvästä yhteistyöstä. Mietinnön taloudellinen sisältö on pääasiassa ollut hyvää, ja mietinnön laatija on oivaltanut Euroopan talouden keskeiset ongelmat ja ratkaisut pääasiassa oikein. Voisin oikeastaan sanoa, että olisimme toivoneet, että lopullinen mietintö olisi ollut lähempänä esittelijän alkuperäistä luonnosta. Yhtä kohtaa haluan kuitenkin korostaa. ECR:n visio eurooppalaisesta ohjausjaksosta on, että ohjausjakso on neuvoa-antava. Meille jäsenmaiden itsenäisyyden säilyttäminen on kaiken politiikan perusta, emmekä suostu luovuttamaan budjettivaltaa jäsenmaista EU:lle yhtään enempää kuin on jo tapahtunut.

Tulevaisuutta ajatellen toivoisimme todella, että muutama jäsenmaiden itsenäisyyteen liittyvä periaatteellinen yksityiskohta ei tulisi eurooppalaista ohjausjaksoa käsittelevien mietintöjen keskeisen sisällön tielle. Mikä siis on jäsenmaille annettujen neuvojen järkevä sisältö. ECR toivoo jatkossakin hyvää yhteistyötä, vapaan markkinatalouden vision jakavien ryhmien kanssa tässä jatkuvasti käynnissä olevassa prosessissa. Kiitos.

  Nils Torvalds, on behalf of the ALDE Group. Mr President, I should like to thank Mr Rosati for very honest and good work, and I should also like to thank the rest of the shadows. One of the central words in this debate is ‘austerity’, but this word austerity is at the same time part of a blame game. We tried to use the word austerity just to get rid of our own shortcomings in economic policy. Quite recently there was an article by Ricardo Hausmann about Greece. You can find it in the Project Syndicate, and it is a good read for all those who think that austerity is the main problem here. Ricardo Hausmann is also known for The Atlas of Economic Complexity, and I think that we, as politicians, are very bad at looking at the complexities. We have a complex with complexities and we do not actually like to go into the details.

Hausmann’s Atlas of Economic Complexity shows where the problems are. If you take, for instance, Greece then you see that the balance between export and import is not a very good one, and due to globalisation Greece, Portugal and some other countries are gliding down in international competition. They are gliding down as regards possibilities to get into the market, and that is actually the real problem. Therefore, we need a European investment policy. We need an investment policy addressing these profound, deep problems in our economies. If we do not do that, then austerity will be the result, and it is going to be the result because we do not understand what we are actually doing.

Senhor Presidente, este relatório que representa o ponto de partida do Semestre Europeu do ano em curso, fornece as grandes linhas de orientação política sobre a qual se deverão construir os orçamentos nacionais. Como esperado, ele continua a defender a austeridade, as reformas estruturais, nomeadamente ao nível do mercado de trabalho e da privatização das empresas e dos serviços públicos, pondo em causa o acesso em equidade aos direitos sociais conquistados após décadas de luta. Isto é totalmente inaceitável, pois, neste momento de crise, esta governação económica impede os países de intervir com políticas redistributivas para ajudar os mais necessitados e evitar o colapso do consumo agregado.

A governança económica e o Semestre Europeu são uma maneira de atrelar os países às agendas neoliberais da União Europeia, ao serviço dos grandes interesses económicos. Impedem os países de poder decidir de forma soberana o seu futuro coletivo, obrigando—os a assistir de braços atados à destruição das suas economias. Não podemos aceitar isto passivamente e tudo faremos para romper com esta ditadura monetária.

  Ernest Urtasun, en nombre del Grupo Verts/ALE. Señor Presidente, yo también quiero agradecer al señor Rosati sus esfuerzos y su colaboración. Sin embargo, no compartimos el fondo de la ponencia, entre otras cosas, porque hay un aval sin crítica alguna a la coctelera del trío «reformas estructurales, consolidación fiscal e inversión», que creemos que ha fracasado estos últimos años como método para sacar a Europa de la grave crisis en la que se encuentra.

Además, algunos de los mejores datos que tenemos ahora mismo en algunos Estados miembros en relación con el PIB y al haber evitado la tercera recesión, se deben simplemente a la acción del Banco Central Europeo y también a la caída del precio del petróleo; en cualquier caso, no a la coctelera que se nos plantea en el Estudio Prospectivo Anual sobre el Crecimiento como la única salida.

Tengo que decir que las reformas estructurales en la mayoría de los Estados miembros han sido socialmente muy dañinas y han sido un factor clave del problema de la devaluación. Las ganancias en competitividad están siendo muy cuestionadas; por ejemplo, en mi país ahora mismo volvemos a estar en déficit de la balanza comercial, de modo que la estrategia que había diseñada no ha funcionado.

Por otro lado, la consolidación fiscal, en algunos casos, ha ido demasiado rápida y ha empeorado las cosas, y aquí, evidentemente, vamos a debatir mucho con la ponente señora Berès, en el informe sobre la evaluación de la gobernanza económica, acerca de cómo se ajusta todo esto. Porque la flexibilidad siempre se aplica ex post cuando ya es inevitable y no se permite realizarla ex ante para dar espacio y margen a los Estados miembros para afrontar una situación de recesión.

Y finalmente, la inversión. El Plan Juncker, evidentemente, no es un plan serio para fomentar la inversión. Tenemos al Banco Central Europeo haciendo expansión cuantitativa y a un Banco Europeo de Inversiones que tiene que hacer un plan de inversión. Y los dos planes no se hablan entre sí. Por lo tanto, creemos que eso es una mala noticia.

Me parece que debe haber un cambio en la política económica y que esta no es la solución.

Signor Presidente, onorevoli colleghi, il primo ringraziamento lo faccio al collega Gutiérrez Prieto per il lavoro e perché è la dimostrazione che, a prescindere da dove si sieda in questa Aula, quando si pensa ai cittadini e si guarda ai cittadini le posizioni non contano, contano gli intenti. Quindi a lui va l'apprezzamento per il lavoro e per la volontà di trovare una condivisione.

Ovviamente, la valutazione che mi sento di fare è che per l'ennesima volta ci viene fatta ingoiare la purga e subito dopo ci viene data la caramella, il che significa che il sapore che abbiamo in bocca magari è un po' più addolcito ma il risultato che subiamo è esattamente lo stesso: perché ancora una volta ci chiedete le riforme strutturali, ancora una volta imponete vincoli di bilancio e responsabilità fiscale.

Quando ci concederete di respirare? Quando risolverete il problema della miseria nei nostri paesi? Quando ci concederete la libertà di fare politiche sociali vere che sostengano i cittadini?

  Mara Bizzotto (NI). Signor Presidente, onorevoli colleghi, oggi si celebra ancora una volta il rito della discussione inutile e dannosa del semestre europeo. Inutile, perché il coordinamento delle politiche economiche non ha risolto nessun problema; dannoso, perché l'Europa con provvedimenti assurdi, dettati da Berlino, e scritti da e per tutelare le grandi banche, le grandi industrie, i grandi poteri economici, mette in ginocchio interi Stati, intere economie.

Un esempio su tutti il Veneto, la mia regione, dove le "eurofollie" dall'inizio della crisi hanno mandato in fumo centomila posti di lavoro e fatto chiudere, solo nel 2014, oltre tremila imprese. Questi sono i meravigliosi risultati dei semestri europei. Cancelliamoli e cancelliamo questi inutili riti e cancelliamo l'Europa dell'austerità e dei sacrifici. Basta proclami, basta propaganda, basta bugie.

Qui dentro dobbiamo fare subito una cosa: cambiare gli assurdi parametri di bilancio stabiliti dai trattati europei e mettere al centro delle politiche europee i cittadini e il lavoro. Sono in tanti a chiedercelo e io userò ogni minuto che avrò a disposizione qui dentro per dare voce ai cittadini. Solo così potrà nascere una nuova Europa.

  Françoise Grossetête (PPE). Monsieur le Président, ce semestre européen met en lumière un constat positif: la croissance revient en Europe. Cependant, c'est un phénomène qui reste fragile et hétérogène.

C'est vrai que l'Europe souffre: elle souffre d'un manque d'investissement – le rapport Rosati le dit très bien. Les investissements sont encore inférieurs de 20 % à ceux de la période d'avant la crise. Alors, c'est vrai que le plan d'investissement Juncker est une des réponses. Bien évidemment, nous soutenons ce plan, mais il ne portera ses fruits qu'à condition que la confiance revienne. Or, aujourd'hui, nous avons encore des PME qui ferment leurs portes, des salariés qui se retrouvent sans emploi, des jeunes qui quittent l'Europe faute de travail et, bien sûr, l'insécurité économique qui ne permet pas aux entreprises d'investir.

Il est temps que l'Europe retrouve la confiance des investisseurs. Il n'y a pas de croissance sans confiance. Et il n'y a pas de confiance sans assainissement budgétaire et sans désendettement.

J'ai pu voir l'exemple de l'Espagne, où je me suis rendue la semaine dernière. J'ai pu constater que les réformes déjà engagées avaient pour conséquence la baisse du chômage et la création d'emplois. Tous les États membres ne se trouvent pas dans la même situation. La France, par exemple, est un pays qui a beaucoup d'atouts: dotée de nombreuses ressources, elle peut s'appuyer sur son capital humain extraordinaire, ses régions dynamiques et ses PME. Mais quel gâchis! Car faute de réformes à portée durable, la France décroche et menace d'entraîner l'Europe tout entière.

C'est pourquoi je souhaite que la Commission soit ferme. La France doit respecter les règles du pacte de stabilité et de croissance. La Commission, bien sûr, doit être à l'écoute des peuples – on l'a vu pour la Grèce – mais elle ne doit pas écouter toutes les sirènes. Donner deux ans de plus à la France pour mettre en œuvre ses réformes, c'est prendre une lourde responsabilité: celle de faire porter aux générations futures le poids de la dette et de retarder la relance économique.

  Maria João Rodrigues (S&D). Mr President, many thanks to the EU Presidency and to the three Commissioners for coming to talk with us in Parliament. Our message is similar. Of course we want to have real recovery with job creation, but we also want to move to a new growth model which is greener, smarter and with social inclusion. That is why we need a much better policy mix.

Regarding reforms, yes they are needed, but these reforms should be focusing on growth potential, on sustainability and also on reducing social inequalities.

We can be sure that the critical factor to make a real change in the situation will be investment, and investment paving the way for quality jobs. That is why we need these smart rules creating room to invest. I would say that this ‘triangle’ is positive, but it is not enough because we should have a kind of ‘square’.

We need also to support European economic demand, and this requires reducing social inequalities in Europe. I believe that the following priorities should be pushed forward throughout the cycle of the European Semester: the Annual Growth Survey, the country—specific recommendations, the upcoming discussion on the Economic and Employment Guidelines – which has already been presented by the Commission and on which we are preparing our position – and, last but not least, the new phase of the Europe 2020 Strategy.

I would like to conclude by saying something on the word ‘convergence’, because Commissioner Dombrovskis and Commissioner Thyssen underlined this. Indeed, if you want all Member States to have a real opportunity to move in this direction, to use this policy mix, we need to complete and rebalance the Economic and Monetary Union.

  Anthea McIntyre (ECR). Mr President, I really welcome the emphasis on reforms and better regulation in the Annual Growth Survey and in the Committee on Employment and Social Affairs’ report, and I thank the rapporteur. It is so important we create the right environment to enable businesses to grow and create jobs. This can help us to accelerate the trend of re—shoring – bringing jobs back to Europe. We are seeing this in the UK, and it can happen right across the EU.

There can be no one—size—fits—all approach. We do not have a single European social model. Effective policy solutions are best devised by the Member States. In Britain we have 760 000 more small businesses than we had five years ago. The UK is the most entrepreneurial country in Europe. There are 1.85 million more people in work than five years ago. Wages are now rising faster than inflation, and there are more people with the stability and security of a job. This is real growth.

  Antanas Guoga (ALDE). Mr President, I support the report on Single Market governance, and I would like to thank the rapporteur for her excellent work. However, we do have to admit that the EU Single Market is not fulfilling its full potential. It has to be better monitored if we want to promote growth and jobs. It is very important to develop analytical tools to properly measure the economic and regulatory performance of the Single Market. I think that it is very important that the European Semester and the country—specific recommendations reflect the priority sectors in the EU where there is strong potential for growth: first of all, a digital single market, which could generate thousands of jobs; free movement of goods and services, public procurement; ECT.

This morning, the President said that the Commission has fast—tracked the reports on the country—specific recommendations. Now Member States have more time to examine those recommendations. I welcome that. The most important thing is for Member States to better implement EU legislation and international law and commit to structural reforms which are now working. It is time; it is the only way forward.

  Marisa Matias (GUE/NGL). Senhor Presidente, eu devo confessar que não queria, me parece difícil, acreditar nas palavras da Sra. Comissária, quando diz que as propostas que agora aqui se apresentam relativamente ao Semestre Europeu se baseiam nos impactos e em análises económicas sólidas. Eu diria: se há coisa na qual não se baseiam é nos resultados e nos impactos, porque se assim fosse teria que haver uma inversão total das políticas recomendadas. Porque os resultados, Sra. Comissária, é que as desigualdades aumentaram, que as economias da periferia estão esmagadas, que as dívidas estão insustentáveis, que as reformas estruturais não são outra coisa se não ajustamento por via dos salários e por via da destruição do Estado social.

Sra. Comissária, não, não olharam para os resultados nem fizeram nenhuma análise económica sólida. E é por isso mesmo que a própria Comissão colocou em vigilância apertada alguns dos países que foram tão bons alunos, como é o caso de Portugal. Sra. Comissária, como é que as mesmas políticas vão dar agora resultados diferentes? Sra. Comissária, o problema é a austeridade.

  Monika Vana (Verts/ALE). Herr Präsident! Ich darf vonseiten der Grünen sagen, dass wir für eine grundlegende Reform des Europäischen Semesters sind und für eine Stärkung der sozialen Dimension, und zwar dringend. Denn es geht einerseits um die Glaubwürdigkeit der Europäischen Union, wenn wir von Nachhaltigkeit, existenzsichernder Beschäftigung und Armutsbekämpfung sprechen. Aber es geht auch um das Vertrauen von Europas Bürgerinnen und Bürgern nach der gescheiterten Austeritätspolitik.

Ich denke, die Konzentration der letzten Jahre ausschließlich auf Wettbewerbsfähigkeit und Wirtschaftswachstum ist gescheitert. Wir brauchen hier nachhaltige soziale Reformen. Deshalb ist die Annahme des heutigen Berichts des Beschäftigungs- und Sozialausschusses zu den beschäftigungs- und sozialpolitischen Aspekten im Jahreswachstumsbericht so wichtig. Darin enthalten sind konkrete Vorschläge, wie man in die Sozialpolitik und die Stärkung der sozialen Dimension des Europäischen Semesters investieren kann, sei es durch die Entwicklung der sozialen Kriterien, die makroökonomischen gleichgestellt werden müssen, oder dadurch, die Europa-2020-Ziele endlich wieder vom Abstellgleis zu holen und den Zielen der Armutsbekämpfung, des Klimaschutzes und auch der Gleichstellung von Männern und Frauen endlich Priorität einzuräumen. Wir brauchen – und das haben Vorrednerinnen und Vorredner schon gesagt – öffentliche Investitionen auch und besonders in öffentliche und soziale Dienstleistungen.

Wir Grünen machen uns stark für eine Stärkung der demokratiepolitischen Dimension des Europäischen Semesters, und zwar nicht nur für die volle Mitverantwortung und Mitbestimmung des Europäischen Parlaments, sondern insbesondere auch für die Einbeziehung der Zivilgesellschaft, wie es ja schon sehr oft in diesem Haus diskutiert wurde. Die Annahme des heutigen Berichts ist für uns ein Schritt in die richtige Richtung einer sozialen und bürgerinnen- und bürgernahen Reform.

Mr President, for the first time, the self—doubt of the EU political class has transmitted itself publicly, because the motion for debate notes that the euro area, in particular, stands out as an area of unsatisfactory growth. That is because other countries have control over setting their own interest rates and managing their own exchange rates to suit the needs of their economies.

In Britain, we have a saying ‘the penny is starting to drop’: well, the euro has certainly started to drop on the international exchanges and, along with quantitative easing, that may help in generating some growth this year. But we all know that once Germany has had enough medicine, the prescription will be stopped for everyone. They used to say that when America sneezed the world caught a cold. Well, in euroland, when Germany stops sneezing the whole of Southern Europe will be left to die of influenza. This currency union has failed. Someone must put it out of its misery.

  Hans Jansen (NI). Voorzitter, de situatie in de Europese Unie is desastreus. Er is geen of nauwelijks economische groei. De schulden zijn nog nooit zo hoog geweest en ze groeien met de dag. De werkloosheid is immens, er is geen verbetering in zicht. De Europese Centrale Bank heeft de rente extreem laag gemaakt en de geldpers aangezet en daardoor zullen de landen die niet willen hervormen, dat ook nooit meer doen.

Er is geen uitweg uit deze situatie als we de spelregels niet veranderen. De euro moet worden ontmanteld. De lidstaten moeten over hun eigen economisch beleid gaan. Maar dit Parlement wil nu een onbetaalbare verzorgingsstaat verplicht stellen in alle lidstaten. Op wiens kosten? Wat we wél nodig hebben is kleine overheden, kleine schulden, lage belastingen. Uitsluitend dát is het recept voor het herstel van de economische groei. Dan hebben we dat economische semester dat nu op de agenda staat, helemaal niet meer nodig.

  Burkhard Balz (PPE). Herr Präsident! Das Europäische Semester ist ein wirtschaftspolitisches Frühwarnsystem, das die Kommission und die Mitgliedstaaten zur Verfügung haben, das sie aber aus meiner Sicht noch deutlich zu wenig nutzen. Wir verfolgen deswegen auch sehr kritisch, dass die Kommission und die Mitgliedstaaten nun eine Fristverlängerung beim Defizitabbau zulassen. Eine solche Entscheidung ist vielen Bürgerinnen und Bürgern in Europa nur schwer zu erklären. Regeln sind am Ende dafür da, eingehalten zu werden. Das muss für kleine wie für große Mitgliedstaaten gleichermaßen gelten.

Die Stellungnahme des Parlaments enthält aus meiner Sicht klare Botschaften. Wir setzen uns für eine Fortsetzung der Konsolidierung ein, wir fordern eine konsequente Umsetzung der länderspezifischen Empfehlungen und wir heben die nationale Eigenverantwortung hervor. Das Schwarzer-Peter-Spiel mit den EU-Institutionen funktioniert nicht mehr, wie wir es ja auch aktuell bei den Griechenland-Verhandlungen sehen. Wir unterstreichen die unabdingbare Notwendigkeit von Strukturreformen, die umgesetzt werden müssen, und wir stellen dabei auch klar, dass jedwede Investmentoffensive kein Ersatz für Reformen ist.

Wir wollen natürlich die europäische Wirtschaft ankurbeln. Aber Glaubwürdigkeit in der Wirtschaftspolitik und ein konsequenter Einsatz für Reformen sind dabei Schlüsselfaktoren für Investoren. Hier kann das Europäische Semester wertvolle Impulse geben. Vor allen Dingen kann das Europäische Semester auch frühzeitig auf Fehlentwicklungen hinweisen. Ich appelliere daher an die Mitgliedstaaten und die Kommission, dieses Instrument zukünftig stärker zu nutzen. Die Sünden der Vergangenheit, wo nationale Fehlentwicklungen auf europäischen Schultern abgeladen wurde, dürfen nicht wieder passieren.

  Elisa Ferreira (S&D). Senhor Presidente, Senhores Comissários, caros Colegas, o ajustamento orçamental europeu não funcionou. Pelo contrário, as políticas dos últimos seis anos levaram a grandes perdas de investimento e de riqueza. O rasto de desemprego e pobreza levará muito tempo a recuperar. Hoje, a Europa tornou-se no doente do mundo, com um crescimento anémico e desigualdades económicas e sociais históricas, quer no seu interior quer entre os seus Estados-Membros.

Em contraste com a sua antecessora, há que reconhecer que a atual Comissão Europeia de Jean-Claude Juncker começa a dar sinais de reconhecer o problema e querer avançar pistas de solução. São sinais positivos, mas não chegam. A mudança da agenda não pode ser apenas simbólica. A Comissão terá de ser bem mais competente na gestão da governação económica, no quadro do Semestre Europeu. A Comissão tem de se colocar ao leme dessa governação económica, da agenda da recuperação, da agenda da convergência. As tendências dos últimos anos têm de ser urgentemente invertidas.

O ano de 2015 é, neste sentido, um ano crítico. Os cidadãos têm de sentir esta mudança para retomarem a confiança. As componentes da agenda estão lá, na proposta da Comissão, mas o que importa é como se põem em prática.

O grupo dos Socialistas europeus gostaria de ter ido mais além nas suas recomendações. No entanto, sobre cada um dos temas, a posição que iremos votar é clara. É importante reconhecer a centralidade de investimento, e o Fundo Juncker é um avanço positivo. Mas ele terá de contribuir não só para relançar o crescimento, mas também para corrigir as desigualdades regionais de emprego. A seleção dos projetos beneficiários deverá garantir um impacto positivo nas regiões mais devastadas.

Em relação às reformas estruturais, o Parlamento recomenda uma revisão urgente do seu conteúdo e uma avaliação cuidadosa, não só do seu impacto na competitividade, efetivamente, mas também ao nível social e do emprego.

Quanto à governação económica, as políticas orçamentais têm de contribuir para o relançamento. Os países com margem de manobra deverão usá-la, e os países em processo de ajustamento têm de poder usar a flexibilidade prevista no Pacto de Estabilidade. É importante proteger o investimento estratégico e manter a coesão social.

São seis anos de políticas erradas. Elas estão a provocar reações de rejeição da Europa, que é vista em vários países como um sério problema. Há que ter consciência desta realidade e agir antes que seja demasiado tarde.

  Vicky Ford (ECR). Mr President, to get sustainable public finances we need jobs and growth to help our businesses be competitive and to increase trade. Too often in the past European legislation has added extra red tape and cost for consumers and it is good that many in this House are recognising the need to change.

The single market is key – businesses need confidence in a level playing field – but we also need better laws and they need to be better implemented and to protect against protectionism. To succeed our single market must also be vibrant and diverse, not a top—down ‘one—size—fits—all’ Communist grey. We do not need ‘one—size—fits—all’ taxes, wages, employment laws; these do not create jobs and I will not support reports that call for them.

The European Semester was meant to be a place to share best practice, to exchange views and give recommendations. It is not about bureaucrats issuing orders or centralised dictates; that will not give people confidence.

  Enrique Calvet Chambon (ALDE). Señor Presidente, pese al trabajo que reconozco que han realizado el ponente y muchas personas, desgraciadamente nos encontramos ante un texto muy flojo, farragoso, omnicomprensivo, desenfocado y que lleva a confusión más que a contundentes recomendaciones. En él se encuentran, sin duda, excelentes ideas, como, por ejemplo, el apartado 8, que es pedir que el Fondo Europeo no sea una sustitución de inversiones ya realizadas, sino que vaya más lejos; le sigue un apartado 9 que no tiene nada ver con el Semestre Europeo.

También querría celebrar el apartado 15, donde se dice, dentro de un contexto económico y a corto plazo —que es de lo que estamos hablando en un Semestre Europeo—, que para romper los desequilibrios, en una zona monetaria única y en una unidad de mercado, también es importante que las zonas o países que tienen un superávit tiren de la economía. Y es un excelente consejo.

Pero, al lado de esto, encontramos toda una serie de otros conceptos, toda una serie inmensa de otras ideas debatibles, mucho más adaptadas a la política social. Estoy hablando, por ejemplo, de la muy respetable renta mínima, que, por supuesto, yo apoyaré en su momento. Estoy hablando, por ejemplo, de las maneras de cálculo de los déficits. Esto lo que hace es crear una confusión que empobrece nuestra contundencia en cuanto al empleo y empobrece esos términos importantes, que habrá que tratar también, en su momento, en otros textos legislativos.

Aquí encontramos, además, una línea roja que el Grupo ALDE no va a pasar, que es cuando convertimos este papel en un debate ideológico sobre modelos económicos o sobre prácticas estructurales. Sobre eso, si no se pasa esa línea estructural, votaremos, aunque no es el mejor de los textos que presentar a nuestros electores.

  Inês Cristina Zuber (GUE/NGL). Senhor Presidente, o Semestre Europeu é apenas mais uma peça da arquitetura institucional da União Europeia que ataca a soberania política e económica dos países, impondo restrições orçamentais aos próprios órgãos de soberania nacional. Tudo em nome de um objetivo último: a estabilidade do euro.

É já regra geral que o relatório da Comissão do Emprego e dos Assuntos Sociais do Parlamento Europeu, ano após ano, tente fazer a quadratura do círculo neste processo. Ou seja, tenta fazer parecer possível o impossível. Mas a verdade é que, por muitas voltas que se dê ao texto, por muita palavra social que se coloque no texto, políticas económicas que pretendem conter a despesa dos países, cortando nas funções sociais do Estado, privatizando recursos públicos, promovendo despedimentos e tornando os custos do trabalho mais baratos – pasmemo-nos todos com isto –, essas medidas não podem simultaneamente responder a objetivos sociais.

Vejamos quais as medidas concretas que o Conselho e a Comissão Europeia põem em prática sobre o emprego. Diz-se que os sistemas de emprego ainda são rígidos em muitos países, que é necessário fazer derrogações à contratação coletiva, que os salários devem ser alinhados com a produtividade. Mas nem poderia ser de outra forma. Já o Comissário Moscovici veio dizer quais eram os países mal comportados e os bem comportados. O meu, Portugal, por acaso já está em desequilíbrio excessivo, o que provavelmente quer dizer que é mal comportado, embora tenha sido bem comportado e tenha aplicado todas as medidas que agora levaram precisamente ao aumento do desemprego e ao aumento da dívida pública.

E no que é que este processo é verdadeiramente diferente da Troica? Ninguém sabe, nós não sabemos, mas todos sabemos quais os partidos e grupos políticos que apoiam e legitimam este processo.

  Pascal Durand (Verts/ALE). Monsieur le Président, Mesdames et Messieurs les commissaires, le semestre européen n'est pas une fin en soi. Il s'agit d'un instrument pour l'analyse des politiques publiques qui vont mettre en œuvre des objectifs qui, eux, sont au cœur de ces politiques publiques. Loin d'un exercice comptable, cette coordination doit mesurer les effets sur la capacité à relancer l'économie tout en réduisant les inégalités. Il faut pour cela respecter les trois piliers d'un développement durable: l'économie, le social et l'environnemental.

Le rapport montre que beaucoup reste à faire. D'abord sur l'harmonisation fiscale, sur l'élimination de cette concurrence et de ce dumping fiscal entre États. Sur les marchés publics également, pour aider les PME, les TPE, les artisans à travers des appels d'offres qui ne visent pas seulement les bas coûts, mais également une économie plus durable et des emplois non délocalisables. Sur la mise en place évidemment du marché unique numérique, sur le développement de modes de production et de consommation plus durables et, enfin, sur le renforcement de la protection des consommateurs et de leur santé, en particulier des plus vulnérables.

En fin de compte, au-delà de nos divergences, ce rapport sur la gouvernance du marché unique essaie de trouver cet équilibre entre les dimensions économiques, sociales et environnementales. C'est la raison pour laquelle, au nom du groupe des Verts, nous voterons en faveur de ce rapport.

  Marco Zullo (EFDD). Signor Presidente, onorevoli colleghi, il semestre di coordinamento delle politiche economiche è negli ultimi anni caratterizzato da una fredda severità contabile, severità con cui la Commissione europea impone agli Stati membri l'applicazione di regole spesso ispirate all'austerità invece alla promozione della crescita.

Il coordinamento delle politiche dovrebbe invece dare una forte opportunità di crescita e non di obblighi e deve coordinare iniziative concrete volte alla costruzione di quel mercato unico, in cui tutti i consumatori sono riconosciuti con pari diritti e garanzie. Ciò a maggior ragione nel mercato unico digitale, perché sempre più importanza stanno assumendo le transazioni elettroniche, in particolare quelle transfrontaliere.

Se vogliamo incentivare questa attività, i consumatori online devono vedersi garantito un livello di protezione pari a quello a cui sono abituati sul mercato tradizionale. In questo settore, motore per la crescita, la Commissione deve ancora lavorare molto perché non si è ancora riusciti a dare uniformità e coerenza al quadro normativo.

E chiudo con un dato: lo studio Cecchini dello scorso settembre evidenzia come il mancato completamento del mercato unico ci faccia perdere 651 miliardi di EUR.

  Gerolf Annemans (NI). Voorzitter, we doen hier gewoon alsof er met de Griekse machtswissel niets gebeurd is en er worden geen lessen getrokken. Men dendert altijd maar op volle snelheid verder op de eurosnelweg, ook al moeten - om dan zogenaamd te harmoniseren - steeds meer economische factoren en bevoegdheden overgedragen worden van de lidstaten aan de Europese Unie in Brussel. Het kernprobleem blijft onbesproken (want dat hoort bij uw euroreligie), namelijk het principe zelf van een muntzone voor deelnemers die niet gelijk zijn en die men nu probeert te dwingen om toch gelijk te worden.

De prijs wordt betaald in economische stilstand en vooral sociale drama’s in het zuiden van Europa. Bij de zuidelijke eurolanden is er onderling ook nog eens een pak frustraties. Spanje en Portugal pikken het niet, terecht overigens, dat Griekenland hervormingsplannen in ruil voor nog meer goedkope leningen opnieuw mag onderhandelen terwijl andere noodlijdende landen die kans niet kregen. We komen voor wat betreft de problemen met Griekenland en Zuid-Europa niet uit de mist, neen, we rijden met een sneltreinvaart de dichte mist nu pas écht tegemoet. De zuiderse krekels vechten elkaar de tent uit en de noordelijke mieren, zij zwoegden vlijtig verder. Door het Europese beleid groeit Europa verder uit elkaar. Wat een onzalige paradox!

Min-naħa l-oħra, dawn il-proġetti ekonomiċi ambizzjużi ma jistgħux jiġu implimentati fi ħdan vakwu. Għandhom jiġu implimentati a parallellu mal-konsolidazzjoni fiskali u l-użu ta' grad ta' flessibilità fil-qasam tar-regolamenti tal-Patt ta' Stabilità u Tkabbir, b'enfasi partikolari fuq l-investiment soċjali fiċ-ċittadin. Dan il-kunċett nemmen illi huwa kruċjali fil-ħolqien tal-impjiegi sostenibbli, inklussivi u ta' kwalità.

Nilqa' b'sodisfazzjon partikolari l-miżuri differenti li ħabbret il-Kummissjoni sabiex jiżdied drastikament il-ħolqien tal-impjiegi fi ħdan in-negozji ż-żgħar u nispera li dawn il-miżuri jiġu implimentati mingħajr dewmien żejjed. Filwaqt li kulħadd huwa tal-fehma li n-negozjanti ż-żgħar huma s-sinsla tal-attività ekonomika tal-Unjoni Ewropea, dawn għadhom sfortunatament ikunu mxekkla b'piżijiet amministrattivi żejda u burokrazija. Fid-dawl ta' dan kollu, joħroġ ċar li għandu jsir aktar sabiex dan is-settur importanti tal-ekonomija jiġi assistit b'investimenti u ħolqien tal-impjiegi.

  Jutta Steinruck (S&D). Herr Präsident! Es gibt einen deutlichen Zusammenhang zwischen Kürzungspolitik und steigender Armut. Das hat auch der unabhängige Jahreswachstumsbericht bestätigt. Armut und Arbeitslosigkeit in Europa sind weiter auf einem historischen Hoch. Prekäre Arbeitsbedingungen sind fast die Regel. Die europäischen Regionen driften weiter auseinander, und das Ungleichgewicht in Europa wächst. Ja, wir brauchen Strukturreformen, aber keine einseitigen Arbeitsmarktreformen zulasten der Arbeitnehmer, sondern Reformen, die nachhaltiges Wachstum mit fairen, guten Arbeitsplätzen verbinden. Die Koordination der Wirtschafts- und Finanzpolitik funktioniert nicht. Die Folge: Wachsende Euroskepsis und Polemik und Hetze. Das muss sich ändern. Dazu brauchen wir einen starken sozialen Pfeiler im Europäischen Semester. Sozial- und Beschäftigungspolitik braucht genau die gleiche Verbindlichkeit wie Finanzpolitik. Dann kommen wir auch mit einem sozialen Europa weiter.

  Bernd Lucke (ECR). Herr Präsident! Frau Steinruck, ich bin Ihnen sehr dankbar für Ihre Beschreibung des Zustandes, denn es ist völlig richtig, was Sie gesagt haben: Die Auswirkungen der Politik der Europäischen Union sind verheerend für etliche Mitgliedstaaten. In der Tat funktioniert die Koordinierung der Wirtschafts- und Finanzpolitik nicht. Aber da müssen wir auch fragen, woran es liegt.

Wir haben ein Regelwerk, das nicht funktioniert, und ich glaube es liegt daran, dass nicht mehr gleiches Recht für alle gilt. Das Europäische Parlament hat ausgehend von sehr einfachen Regelungen für die Koordinierung ein immer komplexeres Regelwerk geschaffen, das inzwischen so intransparent und unübersichtlich geworden ist, dass die Kommission nach Gutdünken schalten und walten kann. Sehen Sie sich den Fall Frankreichs an: Frankreich hat jetzt zum vierten Mal Aufschub bekommen. Immer wieder werden beide Augen zugedrückt, wenn Frankreich gegen die Regeln des Europäischen Semesters und gegen den Stabilitätspakt verstößt. Daran liegt es, dass die Eurozone keine Stabilitätsgemeinschaft mehr ist. Wir müssen darauf achten, dass wir wieder ein Recht schaffen, das auch angewendet wird, damit das, was gemacht wird, auch richtig ist. Daran fehlt es in der Europäischen Union.

  Λάμπρος Φουντούλης ( NI). – Κύριε Πρόεδρε, μιλάμε για την ετήσια επισκόπηση της Ανάπτυξης για το 2015. Η έκθεση ξεκινάει με το σκεπτικό ότι η Ευρώπη πρέπει να παραμείνει προσηλωμένη στο ίδιο μοντέλο της κοινωνικής οικονομίας της αγοράς. Μα αυτό το μοντέλο κύριοι, έχει ήδη αποτύχει. Σε όσες χώρες έχει εφαρμοστεί, όχι μόνο δεν έχει εξασφαλίσει βιώσιμη οικονομική ανάπτυξη, αλλά διογκώνει το χρέος τους προς το συμφέρον των δανειστών. Πρέπει να καταλάβετε ότι αυτή η ατέρμονη πολιτική δεν οδηγεί πουθενά. Η επόμενες γενιές δεν έχουν να περιμένουν τίποτα. Ούτε θέσεις εργασίας, ούτε οικονομική ανάπτυξη, ούτε καν δικαίωμα στο όνειρο. Μόνο αβεβαιότητα και χρέη. Χρέη που δεν τους αναλογούν, καθώς δεν είναι υπεύθυνοι για αυτά. Η ευθύνη ανήκει αποκλειστικά στις λάθος πολιτικές, τις οποίες εγωιστικά συνεχίζετε να επιβάλλετε και να υποστηρίζετε. Η Ελλάδα έχει μια νέα κυβέρνηση την οποία εμπιστεύτηκε με την κρίση του ο Ελληνικός λαός. Πολιτικά μας χωρίζει άβυσσος με την κυβέρνηση αυτή.

Σαν Έλληνες όμως δεν δεχόμαστε με τίποτα την προσπάθειά σας να την στραγγαλίσετε και να την καταστήσετε υποχείριό σας, επιβάλλοντας την αποτυχημένη πολιτική σας με νέα μνημόνια και νέα αντιλαϊκά μέτρα.

Τι μας προτείνετε λοιπόν; Περισσότερο από το φάρμακο της καταστροφής, περισσότερες μεταρρυθμίσεις, περισσότερα μέτρα και ένα μικρό ευχολόγιο για ανάπτυξη.

  Andreas Schwab (PPE). Herr Präsident, liebe Kolleginnen und Kollegen! Ich habe jetzt lange zugehört, und ich glaube, dass es schwierig wird, einzelne Punkte wieder aufzugreifen. Mir ist wichtig, dass wir ein Element des Europäischen Semesters, nämlich die single market governance – und ich finde es schön, dass nicht nur Vizepräsident Dombrovskis, sondern auch die Kommissarinnen Thyssen und Bieńkowska heute da sind –, dass wir den Pfeiler des gemeinsamen Binnenmarkts, der in dieses Europäische Semester integriert wurde, ernst nehmen.

Denn eines ist klar: So groß die Schwierigkeiten im Bereich der Sozialpolitik und in der makroökonomischen Betrachtung der nationalen Haushalte auch sein mögen, es liegt noch immer erhebliches Wachstumspotenzial allein darin, dass die Mitgliedstaaten europäisches Recht besser umsetzen und einheitlich anwenden. Herr Präsident, ich erlaube mir, dies noch einmal zu sagen: Ich finde, darüber reden wir in diesem Hause zu wenig, weil es Anstrengungen bei den Mitgliedstaaten verursacht, die sie nicht gerne unternehmen, und weil wir bisher nicht die Kraft haben, eine entsprechende Kontrolle der Umsetzung der mitgliedstaatlichen Rechtsakte vorzunehmen. Das ist aber eigentlich die Kernaufgabe, weil darin tatsächlich echtes Wachstum liegt.

Ich finde, dass der Bericht des Binnenmarktausschusses von unserer Kollegin Ildikó Gáll-Pelcz genau hierauf hinweist, und ich bin dem Kollegen Rosati sehr dankbar, dass er das noch einmal deutlich gemacht hat. Hier liegt erhebliches Wachstumspotenzial für alle Mitgliedstaaten in der Europäischen Union, und es ist schade, dass wir uns so schwertun, dieses einfach zu erreichende Ziel besser zu nutzen.

  Marita Ulvskog (S&D). Herr talman! Under ett antal år har det betraktats som världsfrånvänt att använda begrepp som automatiska stabilisatorer, dvs. investeringar i offentliga välfärdssystem som ofta upprätthåller den allra största delen av inhemsk efterfrågan. Nu finns stabilisatorerna åter med på kartan och det är bra, det är viktigt.

Vi vet också att otrygga jobb leder till en otrygg och vansklig ekonomisk återhämtning. Minimitrygghet för Europas arbetstagare kommer därmed att fortsätta att vara viktigt. Starka och jämbördiga parter på arbetsmarknaden kommer också att vara avgörande för utvecklingen.

Organisationen Oxfam presenterade nyligen en rapport som visar att 1 procent av världens rikaste snart äger lika mycket som de resterande 99 procenten. Detta medför stora spänningar för våra samhällen. Kollektivavtalsförhandlingar har visat sig vara en framgångsrik väg att reducera ojämlikheter i samhället. Vi behöver därför stärka den sociala dialogen.

Den europeiska terminen måste i alla sina rekommendationer och styrmedel främja såväl minimitrygghet som kollektiva förhandlingar och deras täckning. Jag tar därför särskild fasta på att båda kommissionärerna, både Thyssen och Dombrovskis, har nämnt den sociala dialogens betydelse. Vi väntar oss mycket av den.

  Zdzisław Krasnodębski (ECR). Panie Przewodniczący! Zarówno pan Rosati, jak i pan Prieto w swoich sprawozdaniach zwracają uwagę na deficyt demokracji. Pan Rosati wzywa w swoim sprawozdaniu Komisję do przedstawienia niezbędnych propozycji w celu rozwiązania problemu demokratycznej odpowiedzialności w zakresie stosowania i odpowiedzialności instytucji w zarządzaniu gospodarczym. Otóż nie wiem, jak Komisja miałaby to osiągnąć. Zarządzanie jednolitym rynkiem w ramach europejskiego semestru siłą rzeczy ogranicza rolę parlamentów narodowych w kształtowaniu budżetów państw członkowskich. Dotyczy to szczególnie państw dłużników w strefie euro i państw poza strefą euro uzależnionych od napływu środków unijnych. Oddaje decyzje w ręce anonimowych urzędników lub ekspertów, podważa demokrację, żywą jedynie na poziomie państw narodowych. A więc demokrację zastępuje technokracją. Powinniśmy moim zdaniem odejść od poglądu, że centralizacja, oddanie decyzji w ręce urzędników, nawet kompetentnych urzędników, gwarantuje ekonomiczną racjonalność, a demokracja ją zakłóca.

  Brian Hayes (PPE). Mr President, I want to begin by congratulating Mr Rosati on his report. Even though voters in my constituency do not stop me on the street and talk about macroeconomic imbalances, growth—friendly fiscal consolidation or the European Semester, they do talk to me about this crash that they have gone through, the biggest financial crash in the lifetime of the European Union, and we have to make sure that this crash never comes back.

We have to make sure that the system we put in place for economic governance is strong and robust, and I think it is crucially important that we take some ownership of the decisions that come from this process. I think, as is said in the report, we should have a longer period of time between the publication of the national plans and a debate in the Member State parliament. It is crucially important that Member States take ownership of the country—specific recommendations.

What is shown to be the case in Ireland is that where you restructure radically, where you go through an enormous crash, you can come out the other side with substantially improved growth rates. In those countries that have gone through the biggest shock, we can come out the other side with much more enhanced and restructured economies and we can get more and more people back to work. This is a fundamental part of that process in making sure that we have economies that are fit for purpose.

Finally, can I make this point – in the country—specific recommendations, public sector reform and change of public sector administration is crucial. We should use the EU budget to help countries implement those country—specific recommendations as an incentive to those countries. Many of them have gone through a very difficult period. Finally, can I say this – we have to have the same rules for everyone, big countries and small countries.

  Evelyne Gebhardt (S&D). Herr Präsident, liebe Frau Ratspräsidentin! Sie haben vorhin in Ihren Ausführungen ganz besonders hervorgehoben, wie wichtig der digitale Binnenmarkt ist. Auf diesen einen Punkt möchte ich hier ganz besonders eingehen.

Elektronischer Handel, Investitionen in Breitband-Infrastrukturen, Entwicklung digitaler Lösungen, Datenschutz, Netzneutralität und –sicherheit – das sind Stichworte, die in diesem Zusammenhang auch diskutiert werden müssen, da gebe ich Ihnen Recht. Allerdings kann das nur richtig geschehen, wenn wir die Bürger und Bürgerinnen, die Verbraucher und Verbraucherinnen auch wirklich in den Mittelpunkt der Anliegen stellen, die wir hier zu regeln haben. Wenn wir das nicht tun, werden wir keine Zukunftsfähigkeit in diesen Bereichen haben. Da geht es natürlich auch um das Arbeitsrecht, um das Sozialrecht, um all die Auswirkungen, die es in diesem Bereich auf das Arbeitsleben geben kann.

Liebe Ratspräsidentschaft, ich habe noch eine Bitte: Ich habe heute gehört, dass der Rat keine Abschaffung der Roaminggebühren haben will, sondern eine ganz merkwürdige Lösung vorschlägt, nämlich eine 5-5-5-Lösung. Ich hoffe, das ist nur ein Joke, ein Ulk, den ich da gehört habe. Denn zu sagen, 5 Minuten, 5 SMS und 5 Megabyte sind frei von Roaminggebühren, und dann muss man wieder zahlen – also das finde ich schlicht und einfach lächerlich. Ich hoffe sehr, dass das nicht ein Vorschlag des Rates ist. Auf jeden Fall wird das Europäische Parlament dem auf keinen Fall zustimmen können.

  Anneleen Van Bossuyt (ECR). – Voorzitter, de interne markt is dé centrale motor van het Europees project. Het is een belangrijk instrument om de economie weer op gang te brengen, om jobs te creëren en om opnieuw investeringen aan te trekken.

Maar de interne markt is nog lang niet voltooid. Er zijn ook nieuwe uitdagingen in dat kader die zich aanbieden, zoals de digitale interne markt en de energiemarkt.

Daarom is het belangrijk dat we vooral op twee zaken inzetten:

we moeten de bestaande wetgeving uitvoeren en omzetten en we moeten waken over de kwaliteit van de nieuwe wetgeving, die helder, eenvoudig en makkelijk toepasbaar moet zijn . Door meer in te zetten op de interne markt in het kader van het Europees semester hoop ik dat deze prioriteiten als een rode draad doorheen de verschillende beleidsterreinen van de Europese Unie zullen lopen.

Señor Presidente, señor Comisario, Señorías, permítanme, en primer lugar, rendir homenaje hoy, en el Día Europeo de las Víctimas del Terrorismo, a todas las víctimas en Europa, en España, y en especial en mi región, en Navarra. Que sepan las víctimas del terrorismo que siempre estarán en mi memoria.

Volviendo al Semestre. Empezaré agradeciendo la labor de todos los ponentes y ponentes alternativos. En mi opinión, han hecho un trabajo más que razonable. Lo acontecido recientemente en Grecia, con la llegada del nuevo Gobierno y la ausencia de riesgo de contagio económico, demuestra que hoy contamos con instrumentos con los que hace solo unos meses no contábamos. Por lo tanto, tenemos que estar razonablemente satisfechos. Porque uno de esos instrumentos es, precisamente, el Semestre Europeo.

Pero no es suficiente, Señorías: tenemos que seguir contando con instrumentos que permitan o que incentiven a los Gobiernos a seguir avanzando en los procesos de consolidación fiscal; pero, sobre todo, dar incentivos a los Gobiernos para que hagan reformas. Porque las reformas, Señorías, significan crecimiento. Mi país, España, es un ejemplo. Habiendo sido uno de los países más ambiciosos en cuanto a reformas se refiere, hoy es el país que encabeza el crecimiento de la zona del euro. Por lo tanto, sabemos la receta, debemos implementarla. Pero no es solo eso, Señorías, tenemos que seguir dotando de mayor legitimidad democrática a todo este proceso de integración económica y, en definitiva, integración política en el que estamos inmersos, porque sin legitimidad no contaremos con el apoyo de los ciudadanos.

  Brando Benifei (S&D). Signor Presidente, onorevoli colleghi, l'analisi annuale della crescita 2015 presenta molte novità spesso positive, come l'introduzione del joint employment report che quest'anno accompagna i dati presentati nel social scoreboard.

Sono documenti che dimostrano una rinnovata attenzione della Commissione verso gli aspetti occupazionali e sociali dell'economia europea. Meglio tardi che mai, si potrebbe aggiungere! È essenziale adesso che l'Unione europea metta in moto tutte le sue risorse al fine di risolvere la situazione descritta in quei documenti, soprattutto per quanto riguarda la disoccupazione, che mette a repentaglio il tessuto sociale europeo, la sostenibilità della politica economica e della moneta unica e la sostenibilità del progetto europeo in sé.

Il nuovo approccio presentato dalla Commissione e basato sul triangolo investimenti, riforme strutturali e responsabilità di bilancio può funzionare se si dimostrerà orientato a sostenere i cittadini in termini di redistribuzione della ricchezza, di creazione di posti di lavoro, di coesione territoriale e sociale. Il rapporto Oxfam sulla disuguaglianza citato dalla collega Ulvskog ci mostra dati chiari e preoccupanti.

Il piano di investimenti che stiamo discutendo sta creando moltissime aspettative che non devono essere deluse.

  Theodor Dumitru Stolojan (PPE). Domnule președinte, într-adevăr, semestrul european a devenit un instrument extrem de util în coordonarea politicilor economice ale statelor membre. Problemele însă, după cum știm, apar atunci când o serie de recomandări convenite între guverne și Comisia Europeană nu se duc la îndeplinire. Una dintre cauzele pentru care se întâmplă acest lucru este faptul că parlamentele naționale nu se implică în mod real, încă din prima etapă, în procesul a ceea ce se cheamă semestrul european, atunci când, de fapt, guvernele prezintă Comisiei Europene programele naționale de reformă și programele de convergență sau stabilitate, după caz.

De aceea, parlamentele naționale, când examinează proiectele de buget în toamnă, ajung să nu susțină o serie de recomandări care ar trebui să se reflecte în bugetele naționale. Iată de ce consider că parlamentele naționale trebuie atrase, implicate pe întregul parcurs al semestrului european.

  Sergio Gaetano Cofferati (S&D). Signor Presidente, onorevoli colleghi, è condiviso da tutti oramai che l'obiettivo principale che dobbiamo perseguire è quello della crescita. Per far crescere le economie europee è necessario avere un piano di sviluppo basato sugli investimenti, bisogna abbandonare l'ideologia del rigore che ha prodotto tanti danni e bisogna avere anche il luogo dove queste politiche si intreccino tra di loro. Per questo motivo è molto importante il terzo pilastro: il mercato interno è il luogo dove si possono concretamente dare impulsi consistenti alle politiche di sviluppo.

Però bisogna che anche le politiche abbiano qualche elemento di raccordo tra di loro e di coerenza. Mi spiace dover notare che il documento della commissione per i problemi economici e monetari è in netta contraddizione con quello che invece contengono i documenti del tutto apprezzabile sia della commissione IMCO che della commissione EMPL.

Ci sono ipotesi nuove che devono essere sostenute ma per sostenerle servono politiche, ahimè, molto diverse da quelle che ancora vengono indicate nel documento che andremo a votare tra poco.

Европейският съюз продължава да е изправен пред едно основно предизвикателство – бързото възстановяване и икономически растеж, както и справянето с високите нива на безработица, особено сред младите хора. Това предизвикателство изисква координирани действия и реакции на всички нива и европейският семестър през последните години доведе до много положителни резултати, които ни помогнаха по-бързо да преодолеем кризата. Днес решителността да върнем Европа по пътя на растежа е по-силна от всякога. Усилията ни трябва да са насочени към всичките три стълба на икономическата ни политика и най-вече към стимулиране на инвестициите. Мерките в тази посока не са ограничени само до плана "Юнкер", промените са много по-големи. Те са свързани с подобряването на цялостната екосистема на инвестиции и на бизнес в Европейския съюз.

Стимулирането на инвестиции, било то публични или частни, наред с неизползвания потенциал на Единния пазар, особено в областта на мрежовите индустрии, ще спомогне за подобряването на конкурентоспособността, създаването на работни места и растеж. Есенцията на европейския семестър е в координация и синхронизация. Те могат да бъдат ефективни, ако имаме надеждни правила, които се прилагат еднакво спрямо малките и големите държави членки. Особено важно е държавите членки активно да насърчават инвестициите в зависимост от фискалното пространство, с което разполагат и да продължат структурните реформи особено там, където се отбелязват негативни демографски тенденции и растеж.

  Nicola Danti (S&D). Signor Presidente, onorevole colleghi, signori Commissari, rappresentanti del Consiglio, in questi mesi sono state avviate riforme che rimettono al centro delle politiche economiche crescita e sviluppo. Ciò è stato possibile anche grazie all'impegno e alla determinazione della famiglia politica dei socialisti e democratici europei.

Solo collegando direttamente la governance economica all'economia reale, le misure adottate in questi mesi potranno favorire davvero il raggiungimento di una crescita duratura e sostenibile. Dobbiamo recuperare competitività interna e internazionale, investendo di nuovo su due direttrici che solo apparentemente potrebbero apparire opposte: la manifattura di qualità e i nuovi settori dell'innovazione digitale e della ricerca. Il mercato unico europeo rappresenta ancora oggi una dimensione dal potenziale poco sfruttato, talvolta percepito come lontano dai bisogni della società.

La relazione approvata dalla commissione IMCO indica la giusta direzione da intraprendere affinché il mercato interno sia strumento al servizio dei cittadini, dei consumatori, delle imprese e delle istituzioni, nel comune obiettivo di perseguire una crescita intelligente, sostenibile e inclusiva.

  Esther de Lange (PPE). Voorzitter, het lijkt langzaam beter te gaan met de Europese economie. De groei trekt aan. Voor mij is dat een signaal dat de koers de juiste is. Een begroting die op orde is, structurele hervormingen en investeringen, maar wel in die volgorde en vooral niet “of/of”, want dat hoor ik hier te vaak “of het een of het ander”. Neen, “en/en”, dát is wat Europa nodig heeft.

Natuurlijk zijn er ook investeringen nodig om onze economie krachtiger te maken maar dan wel op zo’n manier dat we de tekorten en de staatsschuld niet weer in snel tempo laten oplopen. Dat is een fout die we in het verleden te vaak hebben gemaakt, we hebben de goede jaren te weinig gebruikt om buffers aan te leggen die we konden gebruiken in de magere jaren die vervolgens kwamen. We het zijn het onszelf verplicht om die fout niet te herhalen en, belangrijker nog, we zijn het onze kinderen verplicht om ze niet met onhoudbare schulden op te zadelen.

En tot slot dit debat gaat ook over het vertrouwen van de Europese burgers. Dat vertrouwen staat onder druk als ze zien dat Frankrijk keer op keer toch weer een uitzondering krijgt voor het halen van de doelstellingen. Laten we vooral landen, klein of groot, gelijk behandelen.

  Marc Tarabella (S&D). Monsieur le Président, Madame la Commissaire, chers collègues, la gouvernance du marché économique est un élément essentiel à prendre en compte dans le cadre du semestre européen.

Je tiens à insister sur l'importance de la nouvelle directive sur les marchés publics adoptée en janvier 2004 et dont j'étais le rapporteur au sein de ce Parlement. Elle permettra, sans nul doute, d'améliorer la gouvernance du marché unique si les États membres en utilisent pleinement les différentes options. Je pense, en particulier, à la prise en compte des critères qualitatifs, sociaux et environnementaux, dont la définition de l'offre économiquement la plus avantageuse, qui permettra d'aller vers une croissance inclusive. Je le rappelle, la commande publique représente 19 % du produit intérieur brut de l'Union européenne.

Cette directive permet également de généraliser la voie électronique lors de la procédure de passation des marchés publics. Nous devons tout mettre en œuvre afin de favoriser l'administration en ligne et plus généralement un réel marché unique numérique, dans lequel les citoyens et les consommateurs pourront tirer pleinement parti des avantages offerts par l'économie numérique.

  Tom Vandenkendelaere (PPE). Voorzitter, het wordt tijd dat we het Europees semestertraject durven te benoemen voor wat het echt is: een kans. Geen vervelend keurslijf of testje waarvoor we ieder jaar opnieuw moeten slagen, neen, een echte kans voor de lidstaten om hun beleidsplannen te toetsen op hun duurzaamheid. De driehoeksbenadering van de Commissie in de jaarlijkse groeianalyse biedt het juiste kader. Een verstandig beleid is immers de facto een meersporenbeleid. Investeringen, structurele hervormingen en budgettaire verantwoordelijkheid zijn allemaal noodzakelijke componenten om duurzame groei en jobs te creëren.

Op grond van dit denkkader maakt de Commissie dan ook een zeer pertinente analyse van België, waarbij ze ook aandringt op schuldreductie, een ambitieuze taxshift, weg van arbeid, een dringende aanpak van de schooluitval en het vergroenen van de economie, beleidskeuzes die een duurzame welvaart moeten garanderen.

Tot slot ben ik verheugd dat de Commissie door haar vroege timing de ruimte creëert voor grondig overleg met alle actoren, ook met de sociale partners. Ik roep bij deze alle actoren op om hier actief aan deel te nemen en deze kans te grijpen.

  Othmar Karas (PPE). Herr Präsident, meine Damen und Herren! Ich kann die Euphorie meines Vorredners nicht ganz teilen, denn so kann es eigentlich nicht weitergehen. Die Europäische Union ist kein Kasperltheater! Nur 8 % der Reformempfehlungen der Kommission werden von den Mitgliedstaaten umgesetzt. Den Staats- und Regierungschefs sage ich daher: Schämen Sie sich! Hier gibt es einen Mangel an Aufrichtigkeit und einen Mangel an Ernsthaftigkeit. 43 % der Reformmaßnahmen wurden teilweise umgesetzt, 49 % haben überhaupt keinen Fortschritt. Meine Damen und Herren, gerade weil die freiwillige Budgetkoordinierung offensichtlich nicht richtig funktioniert, benötigen wir einen EU-Finanzminister, eine EU-Budgetpolitik, eine EU-Wirtschafts- und —Sozialpolitik und einen Sanktionsmechanismus gegen alle reformunwilligen Mitgliedstaaten.

  Verónica Lope Fontagné (PPE). Señor Presidente, me alegro de ver cómo el empleo continúa siendo el punto central del programa de la Comisión.

Apoyo firmemente los tres pilares en los que se centran las orientaciones para este año, ya que se sustentan entre sí. Para que el crecimiento, y sobre todo, la creación de empleo, sean el resultado final, es necesario que el impulso de las inversiones se vea acompañado de las reformas estructurales necesarias y de una responsabilidad presupuestaria a largo plazo.

Es fundamental hoy que el Parlamento exprese su voz de forma clara y contundente para que nuestros ciudadanos sepan que, a pesar de las grandes dificultades que han afrontado estos últimos años, son nuestro principal objetivo, ya que es el momento de priorizar los ámbitos sociales.

Los datos y previsiones que están saliendo a la luz en los últimos meses son claros. La recuperación empieza a consolidarse y no solo se espera que la Unión crezca y cree empleo en su conjunto en los próximos años, sino que los países con mayores problemas, como desgraciadamente es el mío, lo hagan a un ritmo incluso superior, tal y como demuestran las previsiones de invierno. De hecho, en estos momentos, uno de cada dos europeos de la zona del euro que abandona el desempleo lo hace en España.

Sin embargo, no es suficiente. No podremos sentirnos satisfechos mientras no se reduzca el desempleo de forma clara, los ciudadanos noten la recuperación, se facilite el crédito a las pymes o se mejore la movilidad laboral.

Monsieur le Président, alors que la consolidation fiscale dans les pays de la zone euro est loin d'être terminée, les institutions européennes n'ont toujours pas compris que c'est le corset austéritaire qui empêche toute reprise durable et toute réduction parallèle du chômage.

La Commission ne compte que sur la baisse salvatrice de l'euro, qui encore hier était censée être catastrophique, et du prix du pétrole pour tenir les économies des pays européens hors de l'eau et relancer l'emploi. Mais cela risque de ne pas durer. Alors que le taux de chômage, en particulier des plus jeunes et des moins qualifiés, a explosé en France et dans les pays du Sud, les mesurettes proposées cachent mal le désemparement devant les conséquences des actes que la Commission chérit.

L'initiative pour l'emploi des jeunes et la garantie pour la jeunesse sont des cautères sur une jambe de bois, qui ne traitent pas suffisamment des questions essentielles comme la formation et la faible qualification des travailleurs. Alors que le taux de chômage en zone euro atteint 11,5 % contre seulement 7,3 % hors zone euro, l'Union européenne jette un voile pudique sur les vrais débats à mener sur la monnaie unique et sur le protectionnisme intelligent.

  Marco Valli (EFDD). Signor Presidente, onorevoli colleghi, sfrutto il mio minuto per elencare le quattro principali cause di questa crisi.

Uno, le politiche diverse spinte dagli Stati membri che portano poi al dumping fiscale, al dumping sociale. Il Consiglio è pieno di ipocrisia e si dovrebbe dare una mossa. Due, l'euro, vincolo di cambi fissi tra diciannove paesi diversi, che sta favorendo l'export tedesco: 217 miliardi di surplus, il 7 % nel 2014 e non è il primo anno. Applichiamo le regole anche con i forti e non solo con i deboli. Politiche fiscali depressive che uccidono e deprimono le economie deboli; politiche monetarie fatte dalla BCE non per sostenere le migliaia di microimprese che stanno fallendo in alcuni paesi ma per sostenere piani strategici di banche e lobby, per fare affari e spartirsi il mercato.

Bisogna vergognarsi di queste cose.

  Κώστας Χρυσόγονος ( GUE/NGL). Κύριε Πρόεδρε, είναι φανερό πως οι κανόνες δημοσιονομικής διαχείρισης που ισχύουν στην Ευρώπη είναι μη ρεαλιστικοί. Η απαίτηση της Συνθήκης του Μάαστριχτ για δημόσιο χρέος που να μην υπερβαίνει το 60% του Ακαθάριστου Εθνικού Προϊόντος δεν τηρείται σχεδόν από κανένα κράτος μέλος. Οι απαιτήσεις του Συμφώνου Δημοσιονομικής Σταθερότητας που υποτίθεται ότι συμπληρώνουν τους στόχους αυτούς επίσης δεν τηρούνται παρά μόνο από πέντε κράτη μέλη. Στην ουσία, οι ευρωπαϊκοί θεσμοί δεσμεύουν τις εθνικές κυβερνήσεις να κυνηγούν ουτοπικούς στόχους προκειμένου να επιβάλλεται η λιτότητα, όχι ως μέσο για καταπολέμηση της υπερχρέωσης, αλλά αντιθέτως ως μέσο προκειμένου να επέλθει μια βίαιη κοινωνική αναδιανομή από τους μη έχοντες προς τους έχοντες σε ευρωπαϊκό επίπεδο. Η πολιτική αυτή είναι αδιέξοδη κι αν δεν αλλάξει θα καταστρέψει, θα εκτροχιάσει την ευρωπαϊκή ενοποίηση.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, το Ευρωπαϊκό Εξάμηνο αποτελεί έναν θεσμικό τρόπο περιορισμού της εθνικής κυριαρχίας των κρατών μελών της Ένωσης. Τα κοινοβούλια των χωρών της Ένωσης στερούνται πλέον κυριαρχικών δικαιωμάτων στη διαμόρφωση των εθνικών προϋπολογισμών, καθώς το Eurogroup, ένα μη εκλεγμένο όργανο, τους έχει γίνει στενός κορσές επιβάλλοντας τη μερκελική λιτότητα. Ταυτόχρονα, η Επιτροπή και το Eurogroup εφαρμόζουν δύο μέτρα και δύο σταθμά. Έτσι, ενώ θωπεύουν τη Γαλλία και της χορηγούν εξαιρέσεις, την ίδια στιγμή συνεχίζουν την άσκηση εκβιαστικής πολιτικής απέναντι στον φτωχοποιημένο από τα μνημόνια ελληνικό λαό.

Κύριοι βουλευτές, το κυριαρχικό στοιχείο σήμερα σε σχέση με το Ευρωπαϊκό Εξάμηνο είναι το τεράστιο δημοκρατικό έλλειμμα που έχει δημιουργήσει στο όνομα του περιορισμού των δημοσιονομικών ελλειμμάτων. Έτσι, μέσα από ένα αντιδημοκρατικό θεσμικό πλαίσιο, ο παλιός πολιτικός κόσμος της Ευρώπης επιχειρεί να αλυσοδέσει τους λαούς και να τους επιβάλει την πολιτική της μερκελικής λιτότητας, της φτωχοποίησης και του κοινωνικού αποκλεισμού.

  Doru-Claudian Frunzulică (S&D). Mr President, the S&D Group has been in the frontline in the struggle for a new flexible approach to economic policies. This report clearly reflects the result of our clear position and our united stand against austerity. The report clearly welcomes the new approach, which focuses on investment and growth in Europe, as opposed to the policies led by the former Barroso Commission. I am especially satisfied by the recognition that the adjustment burden in the EU must be shared between deficit and surplus countries. It is clear that the southern countries of Europe affected by the recession cannot bear the entire cost of the reforms. This report fully expresses the principle of solidarity and balance among Member States by recommending more investment by surplus countries in deficit countries.

  Csaba Sógor (PPE). Mr President, as has already been recognised in the joint employment report, the proportion of NEETs and early school leavers is still dangerously high in the EU. Similarly, structural unemployment has been increasing and labour market matching has worsened in many Member States, resulting in millions of unfilled vacancies, especially in the IT sector.

I believe that the Prieto report adequately takes these problems into account and I hope that our calls on the Commission and Member States to set right these imbalances will be duly taken into consideration.

The solution lies in education systems that are better adapted to economic needs and that can engage students. Also, in order to improve labour market mobility across sectors, investment must be made in continuous skills development and vocational training. However, in order to secure responsible economic governance, such supportive measures should not be exempt from fiscal and consolidation rules.

  Valdis Dombrovskis, Vice—President of the Commission. Mr President, first of all I would like to thank you for this very interesting and fruitful debate here today. The Parliament has an important role in the debate on European economic policies and I have carefully taken note of the remarks and points raised today.

While we can certainly say that Europe is starting to recover from a deep economic and financial crisis and while we are expecting all 28 EU Member States to have positive economic growth this year, our concern is weak recovery and slow job creation. This is a concern which we need to address through the means of the European macroeconomic policy. While different views and opinions were expressed today during the debate, I am pleased to see that many MEPs largely share our integrated approach on economic policy based on investment, structural reforms and a growth—friendly, fiscally—responsible policy.

The Commission welcomes Parliament’s contribution to the European Semester by way of its regular and timely reports, such as those which we have been discussing today. I believe we share the same goals of promoting growth and job creation and I look forward to good cooperation with Parliament in the future as regards European macroeconomic governance.

  Zanda Kalniņa-Lukaševica, President-in-Office of the Council. Mr President and honourable Members, the debate on the European Semester is an important one and we had here today a very substantial one. The amount of work invested in this process by the Commission, the European Parliament and the Council is clear evidence of this.

Given that the debate is overrunning, I will make only a couple of very short remarks. Concerning the report by the Committee on Economic and Monetary Affairs (ECON), prepared by Mr Rosati, I am glad that it supports the three—pillar approach of the Annual Growth Survey and the streamlining of the European Semester.

As concerns the report by the Committee on the Internal Market and Consumer Protection (IMCO), the Council shares the view of the need to further deepen the single market. More than 20 years after its creation, the single market is still far from complete. More work should be invested towards achieving this goal.

In response to the remarks made by the rapporteur of the Committee on Employment and Social Affairs (EMPL), Mr Prieto, I would like to say that the Council does recognise the importance of the social dimension of the European Semester.

Only two days ago, the EPSCO Council discussed, among other things, such issues as reducing the tax wage on labour, ensuring an adequate level of social protection, and the need to strengthen efforts to fight poverty, social exclusion and inequality. The conclusions adopted by the EPSCO Council provide an important political orientation to our further work.

Let me also mention that the lessons—learned exercises that we have conducted, on the Council side, on previous European Semesters recommend further stepping—up of the involvement of political level representatives, including national parliaments, in the European Semester at the national level. I welcome the work you have done in intensifying the interparliamentary dialogue which facilitates the work of national parliaments in this regard.

The European Semester is an evolving tool. We have to keep improving its effectiveness as well as its accountability aspect, while also acknowledging that these go further and that they go together.

We look forward to continuing the debate with Parliament on how to improve this Semester and the following ones. The Presidency will put all its energy in ensuring an effective European Semester for 2015. The recommendations that will emerge this summer should reflect our common goals and the main challenges of each country. Most importantly, they should be ‘owned’ by the Member States, who will be responsible for putting them into effect.

I would like to use this opportunity to thank the rapporteurs and the shadow rapporteurs for the hard work. I believe that the discussion is not over. It shall continue at various levels, for example on 13 March the Transport Council will discuss their contribution to the Synthesis Report.

Continuous involvement by the European Parliament is very instrumental. Thank you for this debate and the fruitful exchange of views. I shall stop here so as not to delay the voting.

  Dariusz Rosati, rapporteur. Mr President, let me first express my thanks for the debate we have had in this House: I would like to express my thanks to all the colleagues who participated in the debate and especially to the shadow rapporteurs, with whom I had very fruitful cooperation throughout the whole period of preparing the report. Of course, we did not agree on everything, but I appreciated their readiness to find reasonable compromises.

Now, on the debate, I would like to refer briefly to three points. The first is the recurring theme of austerity. Many colleagues complained that austerity is creating ruin in their countries’ social models. Well, let me remind you once again that austerity measures were simply a necessary reaction, a necessary adjustment to the excessive spending in the period before the crisis. All those countries which had irresponsible budget policies had, of course, to make some cuts, and that is nothing to complain about. Those countries which were prudent in their budgetary policies have not had to resort to austerity.

The second point I would like to refer to is the social cost involved in these structural reforms. I very much share the view that there have been social costs involved with fiscal consolidation and reforms. Nevertheless, we have to remember that if wages were growing at a pace much higher than productivity before the crisis, then there is a need for those wages to come down. So we should not be surprised that, in some countries, wages and incomes have had to come down, simply in order to stay in line with productivity.

Lastly, as to the point about bureaucrats in Brussels who allegedly imposed restrictions on our countries: this is simply not true. All the Member States agreed on the fiscal rules, and the bureaucrats in Brussels are merely responsible for enforcing them.

Akik jelen voltak a vitában, nyilván ugyanazon a véleményen vannak, amit megfogalmazok, hogy nagyon hasznos volt, és alkalmat adott arra, hogy a jelentésben foglalt javaslatokat megtárgyaljuk. Ugyanakkor rámutatott ez a vita arra, hogy további koordinációs erőfeszítéseket kell tenni, például kifejezetten a belső piaci integráció területén. Ezen a területen oly sok jogszabályunk van, és ezek oly szövevényesek, hogy bizony az átültetése nehézségekbe ütközik. Ez az átültetés nemcsak mennyiségi, hanem minőségi kérdés. Ezért ne ódzkodjunk azoktól a mutatóktól, amelyek alkalmasak arra, hogy a minőségi átültetésre is rámutassanak. Másrészt az ellenőrzési és irányítási kérdés. Nagyon fontos, hogy ha jogszabályokat hozunk, intézkedéseket hozunk, akkor egyenlő legyen mindenki, és ne egyenlő és egyenlőbb. Nem lehet valaki túl nagy ahhoz, hogy ne vonatkozzanak rá a szabályok. Nem lehet kettős mércét alkalmaznunk. Ami a kulcsfontosságú területeket illeti, a jelentésemben számosat soroltam fel ebből, egyre viszont szeretnék fókuszálni: ez a digitális belső piacnak a kérdése, ami, úgy gondolom, hogy az előttünk álló legfontosabb feladat ennek a kiépítése. Azonban higgyék el Képviselőtársaim, hogy a számítógépek előtt felnövő generációk nem értik, hogy miért beszélünk mi digitális belső piacról, amikor annyira széttöredezett ez a belső piac, és nem teszünk intézkedéseket annak érdekében. Államtitkár asszony, én sem értem Önöket. Nem értem az Elnökséget, hogy hogy lehet az, hogy a roaming díjaknak az eltörlését nem érzik, hogy fontos lenne ahhoz, hogy ezt a digitális belső piacot kiépítsük. Nem értem, hogy miért toljuk el 2018-ra. Arra kérem Biztos asszonyt, Elnökhelyettes urat, hogy a jelentésekben megfogalmazott ajánlásainkat vegyék figyelembe a következő jelentések kidolgozásához.

  Sergio Gutiérrez Prieto, ponente. Señor Presidente, gracias a todos por participar en este debate. Voy a recordar algunos datos de la propia Comisión Europea: la tasa anual de crecimiento en el conjunto de la Unión Europea el año pasado fue ligeramente superior al 0 %; en el año 2014, el desempleo de larga duración subió en la Unión Europea 4 puntos. El 75 % del desempleo juvenil es hoy desempleo de larga duración. Uno de cada cuatro hogares en Europa vive en riesgo de exclusión social. La pregunta es si podemos ser conformistas con estos datos. Si hay alguien que considere que con estos datos no tenemos que hacer más y más rápido para, precisamente, dar la vuelta a una realidad social que se convierte en insoportable para muchos ciudadanos y ciudadanas europeos.

Yo estoy de acuerdo con el cambio en la línea de la política económica y social que hace la Comisión Europea, pero necesitamos que sea más ambiciosa y más justa. Decimos que sí, que estamos de acuerdo con las inversiones, pero que estas deben ir a las regiones, a los sitios donde más desequilibrios macroeconómicos hay y donde mayor tasa de desempleo se produce.

Que tiene que haber responsabilidad fiscal, pero, señor Rosati, la responsabilidad fiscal —nos lo ha dicho hasta el Fondo Monetario Internacional, hasta la OCDE—, no puede ser una austeridad excesiva. Que tiene que ser compatible con el crecimiento económico y con la creación de empleo. Que la responsabilidad fiscal tiene que aplicarse utilizando los mayores márgenes de flexibilidad que establece el Pacto de Estabilidad y Crecimiento para no ahogarnos en la recesión.

Necesitamos responsabilidad fiscal pero sobre todo, recuerdo, responsabilidad social. Responsabilidad social porque las reformas estructurales no pueden convertirse en un mantra en el que entre todo. Responsabilidad social para acabar con la devaluación salarial que ha empujado a millones de trabajadores hoy a vivir por debajo del umbral de la pobreza porque su salario no les permite vivir con dignidad. El 50 % del empleo que se crea hoy, según la Comisión Europea, no es empleo que pueda sacar a estos trabajadores de la pobreza activa o de la pobreza laboral.

Por lo tanto, tenemos que cambiar. Cambiar para hacer una sociedad más justa. Cambiar para hacer compatible el crecimiento económico con el modelo social europeo que tanto defendemos.

  Zigmantas Balčytis (S&D), raštu. Pagal šių metų Europos ekonominio augimo prognozes toliau išliks didelis nedarbo lygis. Tai rodo, kad sunkiai kelią skinasi esminės struktūrinės reformos ekonominėje ir socialinėje srityse. Palaikau Komisijos pirmininko pateiktą investicijų skatinimo planą, tačiau jis neturėtų būti laikomas būtinų reformų alternatyva , o papildoma priemone, kuri leistų skirti lėšas europinę bei ekonominę ir socialinę grąžą nešantiems projektams. Būtina sparčiau kurti bendrąją energetikos rinką ir skatinti ES šalių energetinę nepriklausomybę. Labai svarbus energijos sąjungos sukūrimas. Ją sukūrus valstybės narės taptų konkurencingesnės ir atsparesnės politiniam trečiųjų šalių spaudimui.

  Guillaume Balas (S&D), par écrit. Le Parlement européen se prononce sur l'examen annuel de la croissance 2015, document d'analyse global initiant le semestre européen censé assurer la coordination des politiques économiques en Europe.

La répartition des compétences entre les différentes commissions parlementaires me laisse dubitatif. En effet, le rapport concernant l'emploi et les aspects sociaux dans le cadre de l'examen annuel de la croissance dresse une analyse lucide des conséquences désastreuses des politiques d'austérité ayant sévi dans les pays périphériques de l'Union mais aussi des mesures accélérées de consolidation budgétaire qui ont cassé la mécanique de la reprise.

Je salue l'excellent travail réalisé par le rapporteur socialiste Sergio Gutiérrez Prieto, qui a convaincu une majorité de parlementaires de soutenir un plan de lutte contre le dumping et la fraude fiscale et de demander la mise en place d'une taxe ambitieuse sur les transactions financières.

En revanche, le rapport de la commission des affaires économiques prend le contrepied de cette analyse, en évoquant le "succès" des programmes de la troïka en Grèce, au Portugal et en Irlande, tout en appelant les autres États à faire preuve de la même ambition dans la modernisation de leurs économies... Le bilan de la troïka est pourtant désastreux: récession économique, explosion du chômage et accroissement significatif de la dette.

  Hugues Bayet (S&D), par écrit. J'ai voté contre ce rapport car, lorsqu'on aborde l'impact de réformes structurelles, on doit à l'évidence adopter une approche sociétale. Car les politiques économiques de l'Union sont aussi des indicateurs sociaux impitoyables pour les groupes défavorisés.

Je vous cite deux exemples récents fournis par Eurostat: i) 120 millions de personnes – un Européen sur quatre – sont menacées de pauvreté ; ii) plus d'une personne handicapée sur deux – soit 40 millions d'Européens – n'a pas d'emploi, ce qui représente une différence de 26 % par rapport aux personnes sans handicap! De toute évidence, les inégalités se sont largement accentuées ces dernières années au sein de l'Union en conséquence des politiques d'austérité et il faut évidemment le rappeler dans le rapport du semestre européen lié à la coordination des politiques économiques.

Les mesures structurelles ne peuvent plus concourir à ce recul humain. Il faut aujourd'hui investir massivement dans la création d'emplois et stopper l'assainissement socialement aveugle. Sans oublier évidemment l'absolue nécessité d'une lutte déterminée contre la fraude et l'évasion fiscale, et le nécessaire glissement fiscal du travail vers le capital et non vers la consommation comme le suggère le rapport. Pour les adeptes de réformes de structures, voilà de belles priorités!

  Ivo Belet (PPE), schriftelijk. Voorzitter, het Europees Semester is opgezet om de doelstellingen van Europa 2020 tot een succes te maken. Om de basis te leggen voor een sterke en vooral duurzame groei, moeten we de ambitie hebben om het Semester niet alleen een economische, maar ook een volwaardige sociale invulling te geven. Dit kan door te investeren in werkgelegenheid en sociale bescherming en de strijd tegen sociale fraude en dumping aan te gaan. Het moet onze ambitie blijven dat iedere werknemer kwalitatief werk heeft en sociale bescherming geniet. Een sterke sociale markteconomie , gebaseerd op een volwaardige sociale dialoog, vormt mee de basis voor een doeltreffend antwoord op de crisis. Sociale investeringen en structurele hervormingen sluiten elkaar niet uit, integendeel.

It is futile to discuss the proposed aims for the European Semester in 2015, when the Commission unremittingly refuses to acknowledge the underlying structural and economic problems which the two-pack and six-pack reforms pose. Reading through the aims of the Commission for the 2015 European Semester, the focus is supposedly to avoid economic boom and bust cycles, and aimed at restoring economic growth to the EU. However there is no mention of equitable growth and poverty reduction. It shows a clear disconnect between European bureaucrats and the reality that is facing millions of struggling working families in Ireland and right across the EU.

The primary aim of the European Semester reforms seems to be just to ensure that Member States do not deviate from the economic neo-liberal ideology that it is pushing. It does not leave Member States with flexibility to implement alternative policies, which would be pro-investment, pro-growth, pro-jobs. In effect it is working to deny both Irish and other EU citizens real political choices when electing their governments and is further eroding sovereignty and reducing economic independence.

  Birgit Collin-Langen (PPE), schriftlich. Ich unterstütze die nachdrückliche Forderung des Parlaments, eine spezifische Binnenmarktsäule im Europäischen Semester festzulegen. Dadurch sollen die Realwirtschaft besser unterstützt und Wachstum sowie Beschäftigung angekurbelt werden. Zudem sollen darin der digitale Binnenmarkt, der freie Warenverkehr, Dienstleistungen, die Vergabe öffentlicher Aufträge und Konzessionen sowie der gemeinschaftliche Besitzstand im Verbraucherschutz als zentrale Bereiche mit dem größten Wachstumspotenzial hervorgehoben werden. Was die Bewertung der Integration des Binnenmarkts betrifft, wird die Entwicklung eines Gesamtindikators vorgeschlagen, mit dem sich die „Binnenmarktlücke“ und die regulatorische Leistung von Mitgliedstaaten besser messen lassen.

Europa trebuie să pună în aplicare o politică responsabilă, concentrată pe investiții și crearea de locuri de muncă de calitate, pentru a asigura o creștere durabilă și pentru a lăsa moștenire generației viitoare locuri de muncă și nu datorii. Piața forței de muncă este marcată de inegalități semnificative în ceea ce privește condițiile de muncă, iar femeile sunt cele care se confruntă cel mai mult cu riscul de a trăi în sărăcie sau excluziune socială după vârsta de 55 de ani. Pe de altă parte, antreprenoriatele și IMM-urile administrate de femei se confruntă cu mai multe probleme în ceea ce privește obținerea accesului la finanțare și, ca atare, este nevoie de soluții viabile pentru depășirea acestor obstacole. Nu trebuie să uităm faptul că reducerea sărăciei nu este numai unul dintre obiectivele Strategiei Europa 2020, ci și o responsabilitate socială pentru statele membre, iar crearea de locuri de muncă decente și sustenabile este cea mai bună soluție pentru a ieși din sărăcie.

  Damian Drăghici (S&D), în scris. În prezent, aproximativ 25,1 % din populația UE este expusă riscului de sărăcie sau excluziune socială. Cred că trebuie elaborate politici adaptate pentru sprijinirea creării de locuri de muncă de calitate pentru persoanele aflate în șomaj pe termen lung, persoanele în vârstă fără un loc de muncă și alte grupuri afectate puternic de criză, cum ar fi imigranții, comunitatea romă și persoanele cu dizabilități, multe din acestea confruntându-se cu riscul excluderii sociale. Proporția de tineri neîncadrați profesional și care nu urmează niciun program educațional sau de formare a rămas ridicată în rândul populației de etnie romă.

Consider că o promovarea oportunităților de ocupare a forței de muncă pentru cetățenii de etnie romă din statele membre, prin competențe și calificări care să combată discriminarea, precum și promovarea creării de locuri de muncă prin activități independente și de antreprenoriat pot duce la o integrare mai ușoară pe piața muncii, la reducerea sărăciei și la o protecție socială adecvată. Statele membre trebuie să garanteze accesul pe piața muncii pentru membrii cei mai vulnerabili ai societății.

It begs the question – what planet do those people live on? Seven years into this crisis and far from ʽhaving come throughʼ, we have lurched from one emergency to another, with the Commission/Council/various Eurogroups/ECB all combining to come up with one ʽfixʼ after another, many of those fixes then making matters worse, not better.

We are still in crisis: the Juncker Plan and the QE programme the latest sure-fire ʽfixesʼ concocted by the institutions.

When will you learn? What will it take for you to see that the medicine again being prescribed for us all in this Semester is what is actually killing the patient? It is now as plain as day – austerity and all the neoliberal policies imposed on struggling countries is not working!

Please understand, you are dealing with real people, real poverty, real pain; in persevering with these policies you deal out more real poverty, more real pain.

This is madness, pure and simple.

Coordonarea politicilor economice la nivelul UE trebuie să ducă la diminuarea disparităților regionale, la crearea de locuri de muncă în zonele cu șomaj ridicat și la creșterea veniturilor pe cap de locuitor în țările cu venituri reduse. Nu putem vorbi de o uniune economică și monetară atâta timp cât există diferențe majore între statele membre. Consider că planul de investiții al domnului Juncker este necesar, însă modul de aplicare anunțat mă îngrijorează. Fără a ține cont de situația concretă din teren, fără a avea o repartizare geografică a fondurilor, se vor crea probleme sociale care vor avea un efect de bumerang asupra Europei. Crearea unui fond de investiții fără a avea un mecanism concret de susținere a IMM-urilor - acestea fiind doar amintite în toate documentele - va duce la o concentrare a capitalului în marile companii. Nu s-a făcut nimic concret pentru a apăra piața UE de concurența neloială. Închei prin a spune că, pe lângă strategii, este nevoie să avem măsuri concrete. Sunt țări care au cetățeni ce trăiesc la limita sărăciei. Comisia are datoria să aplice programul de investiții în așa fel încât să diminueze efectele crizei economice și pentru a crește nivelul de trai al tuturor cetățenilor Europei.

Ho condiviso pienamente l'impianto della relazione Gutierrez-Prieto sugli aspetti occupazionali e sociali nell'analisi della crescita 2015, nell'ambito del semestre europeo. Concordo con il relatore nel porre l'accento sul fatto che la situazione economico-sociale dell'UE continua a essere desolante, e ciò a causa di 1) tassi di crescita negativi, tali da mettere in serio dubbio il conseguimento degli obiettivi della Strategia UE 2020, particolarmente nei paesi dell'Eurozona; 2) l'elevata percentuale di popolazione europea a rischio di povertà, di livelli di sottoccupazione e di precarietà insostenibili; 3) dell'aggravio degli squilibri socio-economici che hanno accresciuto il divario tra centro e periferia dell'Europa, a tal punto da compromettere il raggiungimento della convergenza delle regioni meno sviluppate, e con essa l'obiettivo fondamentale della coesione socio-economica e territoriale.

È necessario, pertanto, che il Consiglio e la Commissione focalizzino l'attenzione sull'importanza delle riforme del mercato del lavoro, per espandere il potenziale di crescita, il capitale umano e accrescere la produttività, attraverso misure a sostegno della creazione di posti di lavoro di qualità, particolarmente per i gruppi più colpiti dalla crisi, la promozione di investimenti di lungo termine, l'inserimento di un pilastro di genere nel quadro della strategia Europa 2020, la creazione di una piattaforma europea per il lavoro sommerso.

  Vladimír Maňka (S&D), písomne Som rád, že poslanci vo Výbore pre rozpočet podporili deväť mojich pozmeňujúcich návrhov, ktoré sú súčasťou celého uznesenia, o ktorom budeme dnes hlasovať v pléne Európskeho parlamentu. Medzi nimi aj pozmeňujúci návrh, ktorý principiálne mení spôsob financovania európskeho rozpočtu. Existujúci systém vlastných zdrojov je zložitý, nespravodlivý a pre občanov nepochopiteľný. Fiškálnu situáciu členských štátov možno zmierniť prostredníctvom nového systému vlastných zdrojov, ktorým sa znížia súčasné príspevky štátov založené na základe hrubého národného dôchodku. Týmto členským štátom tak ušetríme finančné prostriedky a umožníme vynaložiť konsolidačné úsilie bez toho, aby ohrozili financovanie EÚ. Preto ako Výbor pre rozpočet dávame veľký význam skupine na vysokej úrovni pre vlastné zdroje a podporujeme diskusiu o novom systéme vlastných zdrojov, ktorá by mala viesť k skutočnej reforme financovania EÚ a zároveň nezvýšiť daňové zaťaženie občanov. Verím, že Európsky parlament, Komisia a Rada podniknú primerané kroky, ktoré nadviažu na konečnú správu uvedenej skupiny s cieľom urýchliť vytvorenie a naštartovanie novej éry skutočných zdrojov.

  Evelyn Regner (S&D), schriftlich. Die konservativ-neoliberale Wirtschaftspolitik, deren rigider Sparkurs auf Kosten der Bürgerinnen und Bürger gefahren wurde, ist gescheitert. Es kann keine effektive Sozialpolitik geben, wenn ihr die Wirtschaftspolitik grundlegend widerspricht. Deswegen ist eine Neuausrichtung der EU-Wirtschaftspolitik – und damit auch der „economic governance“ – unter stärkerer Einbindung des sozialen Dialogs für positive Entwicklungen im Sozial- und Wirtschaftsbereich zwingend notwendig. Die zunehmende Investitionslücke wird momentan auf 230-370 Milliarden Euro geschätzt. Umso wichtiger ist es, dass wir Präsident Junckers Investitionsplan aktiv unterstützen, vor allem Mitgliedstaaten mit Bilanzüberschüssen müssen mehr Initiative durch Investitionstätigkeit zeigen. Öffentliche Investitionen, insbesondere in Bereichen wie Daseinsvorsorge oder sozialem Wohnbau, sind hier ausschlaggebend und sollten daher aus der Defizitberechnung ausgenommen werden. Gerade in der Beschäftigungspolitik stehen wir vor großen Herausforderungen, die sich durch die Krise drastisch verschärft haben: Im Jahr 2014 waren 50 % aller neu geschaffenen Arbeitsplätze befristete Verträge – Sozialdumping und zunehmende prekäre Beschäftigungsmodelle sind lediglich zwei der Problematiken, mit denen sich die Arbeitnehmerinnen und Arbeitnehmer heutzutage konfrontiert sehen. Unsere Aufgabe in der Europäischen Union besteht darin, den EU-Bürgerinnen und —Bürgern aus der Krise zu helfen und sie durch eine progressive Wirtschaftspolitik zu entlasten. Den makrosozialen Indikatoren muss endlich dieselbe Wichtigkeit zugeschrieben werden wie den makroökonomischen Kriterien, um die soziale Krise zu mindern.

  Tibor Szanyi (S&D), írásban. Nagy örömmel vettem tudomásul, hogy a három jelentés számos olyan kérdéssel foglalkozik, melyek valóban befolyásolják Európa jövőjét. Magam is hiszem, hogy a belső piac kiterjesztése az az eszköz, amely valóban szolgálja az európai polgárok érdekét. Többször elmondtam már, de most is megerősítem, hogy a digitális belső piac erősítése és a megfelelő színvonalú és jól működő oktatás támogatása alapvető ahhoz, hogy az Unió versenyképességét megtarthassa. Mindazonáltal most egy másik kérdésre, a strukturális reformok kérdésére szeretnék fókuszálni. Manapság a legjobb szándékú strukturális reform is szitokszóként hat, hiszen számos alkalommal igencsak elhibázott volt azok megvalósítása. Strukturális reformokat csak szociálisan kiegyensúlyozott formában, az állampolgárok egyidejű védelmével szabad megvalósítani. Ugyanitt kell aláhúzni, hogy megítélésem szerint a tagállamoknak nem csak jól fizető, de fenntartható és minden tekintetben színvonalas munkahelyeket kell létrehozni. Meg kell akadályozni a munkavállalók kizsákmányolására és a gazdasági válságból fakadó, eddigieknél is rosszabb munkavállalói alkupozícióra alapozó gyakorlatokat.

Végül pedig ismét szeretném felhívni arra a figyelmet, hogy az adókikerülés, adócsalás és a jóerkölcsbe is ütköző feltételes adómegállapítások körén túl az Európai Uniónak és tagállamoknak a túladóztatás ellen is küzdeniük kell. Elfogadhatatlan, hogy van olyan tagállam Európában, mely az alapvető élelmiszerek körét is 27%-os ÁFÁ-val terheli, nem beszélve a további rárakódó terhekről.

  Claudia Tapardel (S&D), in writing. Seven years after the beginning of the financial crisis, Europeʼs economic recovery is still fragile. With high unemployment rates of nearly 25 million people across the EU, with 75 % of long-term unemployed persons under 35 years old, reinforcement of the employment and social aspects of the European Semester and Annual Growth Survey is fundamental to our economic recovery and social well-being of our citizens.

The current report calls on the EU to shift its policies in the areas of employment and social policy towards growth-led policies which focus on the creation of quality jobs in Europe in sustainable industries. The report also highlights numerous key points in this area, which include among other: reshaping policies to ensure the delivery of the Europe 2020 targets, stepping up the fight against inequality, and introducing a minimum income scheme throughout the EU. The report also refers to the need to take radical measures to combat youth unemployment. In this context, I welcome the request to ensure an adequate budget for the Youth Guarantee in the Multiannual Financial Framework review.

Improving the employment and social conditions of our citizens will allow us to deliver them a fairer and more inclusive socioeconomic reality, thus I welcome the adoption of the report.

  Ulrike Trebesius (ECR), schriftlich. Der Jahreswachstumsbericht 2015 analysiert die wirtschaftliche Situation klarer als bisherige Stellungnahmen der Kommission. Benannt werden Schwächen der Finanzmärkte, Überschuldung oder strukturelle Defizite. Die Kommission fordert geradezu verzweifelt den Willen zu Veränderungen auf nationalstaatlicher Ebene und die Übernahme von Verantwortung. Leider folgt ein Lob der Kommission für die aktuelle Bilanzausweitung der EZB durch den Kauf gewaltiger Mengen teils zweifelhafter Wertpapiere. Der aktuelle Wachstumsbericht der OECD stellt einen deutlichen Rückgang des Reformwillens in der EU fest. Demnach haben viele Regierungen nach dem Höhepunkt der Krise eine hohe Reformwilligkeit gezeigt, die dann, infolge der Entlastung durch die EZB, deutlich nachgelassen hat. Die EZB erreicht neben der Enteignung der Sparer vor allem eine Drosselung der Reformgeschwindigkeit und des Reformwillens in Europa und verschiebt Probleme in die Zukunft! Die Hoffnung der Kommission, dass die Mitgliedstaaten parallel zur EZB-Aktivität grundlegende Probleme angehen, ist deshalb höchst zweifelhaft. Auch das Juncker-Paket dürfte Probleme kurzfristig überdecken und den Reformunwillen stärken. Inzwischen wird auf europäischer Ebene vielfach hilflos und resigniert hingenommen, dass eine „verlorene Generation“ entstanden ist, und immer noch wird vielfach eine klare Ursachenanalyse verweigert. So werden nicht nur die Fundamente der Eurozone und der Europäischen Union, sondern sogar die Fundamente der Gesellschaften beschädigt.

  Kathleen Van Brempt (S&D), schriftelijk. Met betrekking tot het Europees semester, is één ding zeer duidelijk: de behoefte aan een sociale en bindende component. Immers, om de doelstellingen rond armoedereductie, bestrijding van ongelijkheid en werkloosheid te halen die geformuleerd werden in de Europa 2020 strategie, moeten lidstaten gestimuleerd worden om een tandje bij te steken. Het Europees semester met zijn exclusieve focus op bindende macro-economische indicatoren doet dit momenteel niet. Lidstaten die goed scoren op macro-economisch gebied maar tegelijk een hoge (kinder-) armoede of ongelijkheid hebben, worden aanzien als 'goede' leerlingen terwijl lidstaten die een slechter macro-economisch rapport kunnen voorleggen maar wel inspanningen doen en resultaten boeken op gebied van kinderarmoede, werkgelegenheid voor doelgroepen, ongelijkheid, deelname van vrouwen aan de arbeidsmarkt, enz. slecht scoren in het Europees semester.

Het klopt dat sinds 2014 een sociaal scorebord wordt opgenomen maar de vrijblijvendheid ervan, onder andere door het feit dat er geen bindende aanbevelingen geformuleerd worden, maakt dat dit instrument lidstaten niet stimuleert hier werk van te maken. Mijn pleidooi is dus eenvoudig en duidelijk: zet de sociale indicatoren op hetzelfde niveau als de macro-economische. Dit is een belangrijke stap naar de realisatie van een sociale Unie, die door de burgers zo gevraagd wordt.

  Josef Weidenholzer (S&D), schriftlich. Der europäische Binnenmarkt ist die größte wirtschaftspolitische Leistung der Union. Er bietet Firmen einen „Heimatmarkt“ mit 500 Millionen Verbraucherinnen und Verbrauchern und gibt diesen Verbraucherinnen und Verbrauchern einheitliche Rechte und länderübergreifenden Schutz. Der funktionierende Binnenmarkt ist wichtige Säule des Europäischen Semesters und Garant für Wachstum und Wettbewerbsfähigkeit. Durch die Krise haben wir im Binnenmarkt Verwerfungen und Wettbewerbsverzerrungen erlebt, und es ist zu begrüßen, dass alle großen Fraktionen erkannt haben, dass wir den Binnenmarkt nicht sich selbst überlassen dürfen. Auch der Markt braucht Schranken, Regelungen und Regulierung. Ich unterstütze die Forderung dieses Berichtes, im Rahmen des Europäischen Semesters einen jährlichen „Binnenmarkt-Governance“-Zyklus einzuführen. Auch der Binnenmarkt muss sich an die Gegebenheiten des digitalen Zeitalters anpassen, um so das wirtschaftliche und innovative Potential des Digitalen Binnenmarktes voll auszuschöpfen. Außerdem müssen wir dafür Sorge tragen, dass die Sozial-, Umwelt- und Verbraucherschutzstandards des Binnenmarktes nicht durch Handels- oder Investitionsabkommen unterwandert werden können.

  Tomáš Zdechovský (PPE), písemnĕ. Koordinace hospodářských politik má podle mého názoru pro ekonomický růst EU zásadní význam, proto bych chtěl tímto vyzvat členské státy k užší spolupráci, a budu rád, když tato spolupráce bude probíhat intenzivně i mezi Evropským parlamentem a vnitrostátními parlamenty. Chtěl bych také apelovat, aby byl novým Parlamentem proveden přezkum VFR, a tím mu byla dána nová politická legitimita. V souvislosti s rozpočtem EU bych chtěl zmínit 2 problémy, se kterými se dlouhodobě potýkáme. Jedním z nich je nedodržování zásady správnosti rozpočtu, která tak jako pro všechny národní rozpočty platí i pro rozpočet EU. Jestliže my jako EU chceme být příkladem, musíme tuto zásadu dodržovat. Není možné, aby námi přijaté závazky nebyly kryty dostatečnými prostředky. A druhá otázka, která trápí celou EU, jsou daňové úniky. Tím, že se nám tento problém nedaří dlouhodobě řešit, přichází naše rozpočty o významné zdroje. Zde bych chtěl vyjádřit svou velikou důvěru v nově ustavený zvláštní výbor Evropského parlamentu k řešení problému neférových daňových praktik. Věřím, že jeho práce bude velmi přínosná.

  Carlos Zorrinho (S&D), por escrito. A União Europeia e as suas instituições têm vindo a adotar medidas e procedimentos que se consideram tributárias de uma leitura inteligente do Tratado Orçamental. A eficácia dessas medidas tem como principal medida de avaliação o seu impacto no Semestre Europeu, ou seja, nas linhas orientadoras para a política orçamental dos Estados-Membros, com especial incidência na preparação dos orçamentos nacionais para 2016. Neste contexto, além de uma leitura inteligente do Tratado Orçamental, é determinante uma leitura inteligente daquilo que se tem designado por reformas estruturais associadas ao processo orçamental. A União Europeia tem falhado na ligação sinérgica entre as reformas financeiras e as reformas económicas. É prioritário completar a arquitetura da União Económica e Financeira e alargar o espectro das designadas reformas estruturais. Não basta reformar o mercado de trabalho e reduzir o perímetro da intervenção das políticas públicas para garantir consolidação orçamental, redução da dívida e crescimento da economia e do emprego. É preciso fazer reformas profundas nos sistemas de justiça, saúde, educação e especialização económica, não através de cortes financeiros, mas através de escolhas estratégicas e alocação eficiente dos recursos necessários para que o contexto favoreça o crescimento e o emprego.
