  Afzal Khan (S&D), in writing. ‒ Human rights are part of the European Union's ethical and legal basis and for the Labour Party MEPs this is a major political commitment on foreign policy. I therefore very much welcome the report. It is an important evaluation instrument that Parliament uses and it calls inter alia for binding, enforceable and non-negotiable human rights clauses to be included in the EU's international agreements, common standards for the reception of refugees to be guaranteed, and a human-rights-based crisis-prevention element to be developed and included in the forthcoming revised European Security Strategy.
