24. Una nuova strategia forestale dell'UE (breve presentazione)

  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die kurze Darstellung des Berichts von Elisabeth Köstinger über „Eine neue EU-Waldstrategie: für Wälder und den forstbasierten Sektor“ (COM(2013)0659 - 2014/2223(INI)) (A8-0126/2015).

  Elisabeth Köstinger, Berichterstatterin. Herr Präsident! Geschätzter Herr Kommissar! Unsere Wälder und die Forstwirtschaft liefern sehr gute Antworten für ein zusätzliches Wirtschaftsstandbein und sind gleichzeitig beste Garanten für Lebensqualität, für Nachhaltigkeit, für Arbeitsplätze und Wertschöpfung. Mit über 3,5 Millionen Arbeitsplätzen steht der Forstsektor europaweit an dritter Stelle bei der Beschäftigung, direkt hinter der Metall- und der Lebensmittelindustrie. Über 452 000 forstbasierte Betriebe tragen mit 7 % zum EU-Wirtschaftswachstum bei. Dabei werden europaweit nur 60 % des jährlichen Nachwuchses eingeschlagen. Holz ist also eine wichtige und vor allem europäische Ressource mit großer wirtschaftlicher Bedeutung für den ländlichen Raum und darüber hinaus.

Durch die sorgfältige Pflege und nachhaltige Bewirtschaftung durch die europäischen Forstbetriebe und durch über 16 Millionen Waldbesitzer ist gewährleistet, dass die Wälder ihren ökologischen, ökonomischen und sozialen Funktionen gerecht werden. Über 50 % der europäischen Wälder sind in Privatbesitz. Von diesen Zahlen geleitet habe ich meinen Bericht erarbeitet. Ziel ist es, die Wälder und den forstbasierten Sektor in ihrer gesellschaftlichen, wirtschaftlichen und vor allem auch ihrer ökologischen Rolle weiter zu stärken, den Rohstoff Holz als wichtige Ressource für Europa in den Vordergrund zu stellen und vor allem auch nachhaltig zu nutzen.

Die Kernpunkte des Berichtes umfassen beispielsweise eine bessere Koordinierung auf europäischer Ebene. Energie-, Umwelt-, Klima- und Wirtschaftspolitik haben großen Einfluss auf die Bewirtschaftung der Wälder. Die Wälder müssen in den verschiedenen europäischen Strategien besser positioniert werden – unter Wahrung der Rechte der Mitgliedstaaten. Weiters ist eine sehr wichtige Forderung meinerseits, keine neuen bürokratischen Hürden für Waldbesitzer und Forstwirte aufzustellen. Das Parlament spricht sich daher ausdrücklich für eine klare Trennung von Waldbewirtschaftungsplänen und Bewirtschaftungsplänen für Natura 2000 aus. Eine reine Abwälzung dieser öffentlichen Pflichten auf die Waldbesitzer trägt dieses Parlament nicht mit.

Wichtig ist auch, dass es keine gesetzlichen Verpflichtungen zur Kaskadennutzung, sondern eine echte Ressourceneffizienz für ein nachhaltiges Nutzen von Holz gibt und dies auch gefordert wird. Weiters von Bedeutung sind Kriterien für eine nachhaltige Waldbewirtschaftung, die auch ein Qualitätssiegel sein müssen und ständig auch auf den gesamten Sektor abzielen und abgestellt werden. Hier ist es wichtig, dass es keinen one size fits all-Kriterienkatalog gibt, sondern dass vor allem ein starker Fokus auf Regionalität gelegt wird, unter Berücksichtigung natürlich auch der Forest Europe-Kriterien, nachhaltiger Kriterien als Basis für nachhaltige Zertifizierungssysteme.

Von besonderer Bedeutung für die nachhaltige Waldbewirtschaftung als Wirtschaftsfaktor und Arbeitsplatzgarant sind auch die sogenannten grünen Arbeitsplätze, die die Forstwirtschaft mit ihrem Rohstoff Holz liefert und die vor allem durch nachhaltige Waldbewirtschaftung einen besonders wichtigen Beitrag für umweltorientierte Produktion und auch die Bildung und Aus- und Weiterbildung in diesem Bereich leisten.

Ein weiterer wichtiger Punkt ist die Forschung und Entwicklung. Dies wurde auch speziell hervorgehoben. Hier neue Produktionsmöglichkeiten und Produktideen zu unterstützen, ist unser Ziel, vor allem auch eine Weiterentwicklung im Bereich Bioökonomie, Umweltschutz und Klimawandel. Und noch einmal, ein besonders großer Fokus auf einer bürokratiearmen Umsetzung der Waldstrategie. Hier geht es wirklich darum, echte Prioritäten für Wachstum, Beschäftigung und Investitionen zu setzen. Ich bin auch der Meinung, dass wir den ständigen Forstausschuss aufwerten und sein Mandat stärken sollen, um hier auch die Mitgliedstaaten stärker einbeziehen zu können.

Ich möchte mich herzlich bedanken bei den Kollegen im Landwirtschaftsausschuss. Hier haben wir sehr gut zusammengearbeitet, aber vor allem auch die Stellungnahme des Umweltausschusses und des Industrieausschusses haben sehr viel zum Gelingen dieser Forststrategie und der Position des Europäischen Parlaments beigetragen. Aber ein ganz besonderer Dank gilt den Assistenten, die sehr umfangreich mitgearbeitet haben, und vor allem auch dem Sekretariat des Agrarausschusses. Herzlichen Dank für die Zusammenarbeit!

  Maria Noichl (S&D). Herr Präsident! Vielen Dank für das Wort. Ich möchte auch hier ein paar Worte zu der neuen Forststrategie kundtun. Es ist richtig und es ist wichtig, dass die Waldpolitik prinzipiell national geregelt wird. Es ist aber ebenso wichtig und notwendig, dass gerade bei grenzüberschreitenden Herausforderungen im Wald- und im Forstbereich europäisch gedacht und europäisch gehandelt wird. Vieles ist auf einem guten Weg – ich möchte meine Vorrednerin, Frau Köstinger, bei vielem unterstützen –: der Dreiklang aus Ökonomie, Ökologie und Sozialem, aber auch die ganz große Bedeutung der Wälder für den ländlichen Raum und für den städtischen Raum und natürlich das Bekenntnis zur nachhaltigen Bewirtschaftung der gesamten Fläche. Diese Dinge sind auf einem guten Weg.

Manches ist aber offen. Auch hier seien drei Dinge genannt: Es ist ganz wichtig, dass wir europäische Nachhaltigkeitskriterien bekommen. Es ist unverzichtbar, dass wir uns darüber Gedanken machen, dass es, obwohl kontinuierlich Wald zuwächst, auch Nutzungsgrenzen im Wald gibt. Und es ist wichtig, dass wir uns in der Zukunft für intelligente Nutzungskonzepte aussprechen. Dazu gehört auch die Kaskadennutzung. Natürlich nicht verpflichtend, aber sie gehört auch dazu.

Damit uns das gelingen wird, brauchen wir ein gutes Miteinander. Dafür plädiere ich in der nächsten Zeit.

  Ангел Джамбазки (ECR). Доклада относно новата стратегия на Европейския съюз за горите мога да оценя само положително. Напълно споделям генералната теза на доклада, че се нуждаем от системен, планиран и нов подход спрямо управлението на горския сектор. Също така държа да подчертая, че напълно подкрепям казаното, че политиката в областта на горите следва да бъде национален приоритет и не е нужно и правилно да се въвежда общностна регулация. Съгласявам се, че по някои въпроси, които косвено касаят горския сектор, се нуждаем и от общи мерки на ниво Европейски съюз – инвестиции в горския сектор, повече работни места, подкрепа за сектора, който може да даде и по-голяма добавена стойност.

Но тук е мястото да се каже, че не всичко в този сектор е на добро ниво. Ще ви дам няколко примера. С европейски пари незаконно се изсича гора при осъществяването на европейски проект в село Баня, община Разлог, област Благоевград. Това е недопустимо. Отделно от това, в Европа действа и т.нар. „дървена мафия“, която се занимава с незаконен добив на дървесина, която се изнася за държави членки или за трети страни. Не може повече да си затваряме очите за това и други подобни уродливи явления.

Що се отнася до въпросите за финансирането, нужни са много повече инвестиции, както по линия на европейските фондове, така и публични средства от държавите членки за горите.

  Ulrike Müller (ALDE). Herr Präsident! Ich möchte mich ganz herzlich bei Frau Köstinger für diesen Initiativbericht mit den 28 Kompromissen bedanken. Wir haben eine starke politische Botschaft für die Waldbesitzer und die Forstwirtschaft niedergelegt.

Mir ist es besonders wichtig, dass die Eigentums- und Besitzrechte der 16 Millionen Privatwaldbesitzer gestärkt werden und auch gewahrt bleiben. Es darf zu keinen verpflichtenden Waldbewirtschaftungsplänen und zu keiner Kaskadennutzung kommen, und wir lehnen Eingriffe über das Ordnungsrecht mit Natura 2000 und FFH strikt ab. Ausdrücklich begrüßen wir die Forschung.

Forstwirtschaft ist der beste Garant für Lebensqualität, Nachhaltigkeit, Arbeitsplatzsicherung und für die Wertschöpfung vor allem in den ländlichen Räumen. Waldumbau und Klimawandel funktionieren auf freiwilligen Maßnahmen. Ich fordere die Kommission jetzt auf, diesen Initiativbericht mit in die Forststrategie einfließen zu lassen.

  Miapetra Kumpula-Natri (S&D). Arvoisa puhemies, toivottavasti se, että näin myöhään illalla keskustelemme näin tärkeästä asiasta kuin metsästrategia, ei kuvaa asian vähäpätöisyyttä. Kävelin eilen Brysselin lähellä sinisessä kukkien metsässä. Tulen maasta, Suomesta, jossa on pelkästään suojeltuja metsiä enemmän kuin Belgian pinta-ala.

On ilon asia, että metsäresurssit Euroopassa kasvavat eivätkä vähene. Me puhumme uusiutuvasta resurssista aikana, jolloin Euroopassa ollaan kiinnostuneita luonnonvaroista ja siitä, mitä teemme fossiilisten käytettävien polttoaineiden jälkeen ja mitä teemme ilmastonmuutoksen haasteissa. Metsät, uusiutuvat energiat ja biotalous ovat ratkaisu.

Vaikka jäsenvaltioilla on suurin vastuu asioiden toteuttamisesta, myös komissiolla on toimeenpano-ohjelma suunnitteilla. Toivon koherenttia lähestymistapaa, jossa komissio näkee mahdollisuudet tutkimuksen ja kehityksen kautta biotalouteen, ja myös sen kaiken, mitä jo tehdään: kolme miljoonaa työpaikkaa, kestävää rakentamismahdollisuutta ja osaamista puualan jalostamiseen. Toivon tässä asiassa komission avoimuutta myös parlamenttiin päin, koska täällä kiinnostusta on paljon.

  Anthea McIntyre (ECR). Mr President, I would like to thank Ms Köstinger very much for her report. I believe that much sustainable forest management is currently being constrained by well—meaning but overly prescriptive and bureaucratic environmental legislation, and that includes things like the EU Timber Regulation. So I welcome the report’s emphasis on the upcoming review of that regulation and a call for a new regulation that reduces unnecessary costs and reporting requirements for Europe’s foresters.

I do understand the need to apply the regulation to third country imports, but a blanket approach in the EU is not necessary. Targeted activity is what is needed, and to work with those problem countries to look at how to strengthen their internal governance procedures so that the vast majority of woodland owners across the EU are not burdened with unnecessary cost and pointless bureaucracy.

  Paul Brannen (S&D). Mr President, I would just like to take this opportunity to say something about the importance of forestry and the importance of trees, the importance of wood. There are three main reasons for this importance: first, tackling climate change; second, creating jobs; and third, improving health.

On the first of these, tackling climate change, we already sequestrate – absorb – 10% of our carbon emissions at the EU level through our forest cover. If we could increase that forest cover, and I believe we can – in the Republic of Ireland they are going to go from 10% cover to 18% cover by 2050 – we will sequestrate more carbon and play a better role in tackling climate change.

Secondly, we can create a large number of new jobs in this area – in my own constituency of the North-East there is big job potential. And, thirdly, we can improve people’s health by getting them out exercising in forests. So tackling climate change, creating jobs and improving health all show why man’s best friend is not the dog: man’s best friend is the tree.

  Phil Hogan, Member of the Commission. Mr President, even though it is at a late hour, it is a pleasure to be with you tonight to discuss this important issue. I am pleased to represent the Commission in areas where other colleagues are associated with the implementation of our new EU Forest Strategy – in particular Commissioner Vella, Commissioner Bieńkowska and Commissioner Arias Cañete, to mention but a few. In this sense, all of us would like to thank Parliament for its interest and engagement with the EU Forest Strategy, and in particular the rapporteur Elisabeth Köstinger and the shadow rapporteurs for their work on this very important own-initiative report.

We are glad that the EU Forest Strategy was also discussed in the Committee on Environment, Public Health and Food Safety and in the Committee on Industry, Research and Energy.

Let me start by saying that, while we do not have a common forest policy, the EU has a long history of contributing through its policies to implementing sustainable forest management and to Member States’ decisions on forests in line with the principle of subsidiarity. We have common values, objectives and common concerns regarding European forests and their future. Moreover forests, covering 40% of the EU land area, are an essential element in our environment, our economy and our society.

Several EU policies have an impact on forests, including rural development, climate change, industry, environment, bio-energy and the broader bio-economy. Through these policies the EU also makes a very important contribution to the implementation of sustainable forest management and Member States’ decisions related to forestry and the entire forest-based sector, as well as forest protection.

From a political perspective too, I would like to underline that the new forest strategy is very much in line with the political guidelines of the Juncker Commission. For example, the strategy addresses the issue of growth and jobs, not only in forestry but across the forest-based sector. We should not forget that the EU forest-based industries represent about 7 % of EU manufacturing GDP and almost 3.5 million jobs, in particular in rural areas.

Obviously this varies from Member State to Member State, given the large diversity of forests in the EU. For a country like Finland, let me just recall that when we include pulp and paper, roughly one quarter of its total exports come from the forest sector – but the services and the economic and social environment benefits that they provide to citizens are common to all Member States. Therefore the forest strategy aims to ensure that such an important natural resource for our economy and society will continue to deliver its economic benefits in spite of new challenges such as climate change and related threats.

But this is not all. The strategy also relates to climate change as it contributes largely to both climate mitigation and climate adaptation. It relates to biodiversity, as forests host a significant part of EU biodiversity and half of Natura 2000 zones are forests and other wooded land. It relates to energy: forest biomass continues to be the most important source of renewable energy and currently accounts for around half of the EU’s total renewable energy consumption. It also relates to other broader areas such as the race for innovation and skills, or the contribution towards sustainable bio-economy.

As I said, forests are very different in the EU from Finland to Malta, from Portugal to Romania, so it is clear that the principles of subsidiarity, proportionality and better regulation will be at the core of the implementation of the forest strategy.

When you look at the strategy itself, the basic aim is to establish a framework for forest-based actions and support for sustainable forest management, based on the coordination of the different forest policies in Member States and of EU policies and initiatives relative to forestry and related forest-based sector activities. The strategy provides a holistic approach to forest management, it covers the economic, social and environmental benefits of forests. It takes an integrated approach covering internal and external forest policy issues and addresses the whole forest value chain, considering the important contribution that the sector can make to growth and jobs in the EU and, as I said, particularly in rural areas.

Therefore, in accordance with the Council conclusions on the forest strategy, the Commission, in cooperation with the Member States and stakeholders, is developing a multiannual implementation plan of the EU forest strategy, which will contain the specific actions to be carried out by the Commission and the Member States, with clearly defined outputs and a timetable for implementation. Stakeholders will also be fully involved in this implementation.

This will also increase the synergy between the work done by different Commission services for the implementation of the strategy, and it would facilitate stocktaking. So the timing of the initiative is very good and the Commission will carefully consider this Parliament report in the preparation of the multiannual implementation plan of the EU Forest Strategy.

Știm cu toții că importanța, atât din punct de vedere economic, cât și social și de mediu a pădurilor în context internațional, european, regional și național este în general bine cunoscută și legitimizată, în parte, în programele de cooperare și finanțare relevante. De aceea, consider necesară aplicarea unui cadru legal la nivel european și național suficient de dezvoltat și eligibil, astfel încât să se creeze un echilibru cu privire la schemele de sprijin.

Cred că Uniunea Europeană trebuie să acționeze pentru sprijinirea, coordonarea și suplimentarea acțiunilor statelor membre în ceea ce privește politica forestieră în jurul obiectivului de a asigura dezvoltarea durabilă a sectorului forestier și pentru creșterea nivelului de calitate a vieții cetățenilor europeni, prin consolidarea tuturor bunurilor și serviciilor pe care pădurile le furnizează în domeniul economic, social, cultural și de mediu.

De asemenea, apreciez că o eventuală reformă a politicilor Uniunii Europene cu privire la păduri nu trebuie să se reducă doar la provocările aduse de schimbările climatice, ci trebuie și să ia în considerare toate aspectele legate de contribuția pădurilor la dezvoltarea durabilă la nivel regional, european și internațional.

  Norbert Erdős (PPE), írásban. Először is szeretném megköszönni a jelentéstevőnek, hogy kiváló javaslatokkal állt elő az uniós erdőstratégia fő irányainak a meghatározásához. Ezek az irányok egyeznek a magyar elképzelésekkel és érdekekkel. Külön öröm számomra, hogy a jelentés első helyen mondja ki, hogy az erdőgazdálkodás közösségi szintre emelésére irányuló minden kísérlet elfogadhatatlan az Európai Parlament számára. A magyar erdészeknek is a legfőbb kérése, hogy tartsuk tiszteletben az ágazat helyi és regionális jellegét és a tagállamok hatásköri illetékességét. Teljes mértékben egyetértek avval is, hogy az EU-nak támogatnia kell a nemzeti politikákat az aktív, többfunkciós, fenntartható erdőgazdálkodás elérése érdekében, beleértve a különböző erdőtípusokra vonatkozó gazdálkodást, valamint a határokon átnyúló kihívásokkal – mint például az erdőtüzekkel, az éghajlat változásaival és a természeti katasztrófákkal – szembeni együttműködés megerősítését. Az erdők és az erdőgazdálkodók kiemelt szerepet töltenek be a vidék életében, nélkülük a vidék fejlesztése elképzelhetetlen. Az erdőgazdálkodást ezért megfelelően támogatni kell a 2014–2020-as időszakra szóló KAP keretében megvalósuló vidékfejlesztési programokon belül. A magyar vidékfejlesztési program megfelelő módon támogatja az erdeinket. Végül a közreműködésemnek is köszönhető, hogy a jelentés egy külön fejezetben foglalkozik a fa, mint fenntartható nyersanyag előtérbe helyezésével. Támogatom a fa erőforrás-hatékony felhasználását, és a fafelhasználás kapcsán nem szabad jogilag kötelező prioritási sorrendet felállítani.

  Beata Gosiewska (ECR), na piśmie. Polskie leśnictwo to wzór dla koncepcji zrównoważonego rozwoju – modelu, na który Unia Europejska powołuje się w prawie każdym dokumencie. O tym, że tak jest, świadczy przyznana Polskim Lasom Państwowym w roku 2013 nagroda UNESCO. Nowa unijna strategia leśna na rzecz lasów i sektora leśno-drzewnego nie może pomijać interesów lasów państwowych. Dlatego nie popieram sprawozdania pani poseł Köstinger. Ponadto przedstawione w sprawozdaniu założenia do strategii nie uwzględniają odpowiednich celów. Pragnę przypomnieć, że dwutlenek węgla jest gazem życia, a gospodarowanie tym gazem to podstawa inżynierii ekologicznej dla regeneracji gleb rolnych i leśnych, kształtowania pożądanej bioróżnorodności oraz produkcji odnawialnego źródła energii, jaką jest biomasa. Niestety w kompromisach nie wzięła ona pod uwagę ważnych dla lasów państwowych poprawek, które złożyłam wraz z moimi kolegami z polskiej delegacji w grupie ECR. Dlatego będę głosować przeciwko tej rezolucji.

  Ricardo Serrão Santos (S&D), por escrito. Cerca de 40% da superfície terrestre da União Europeia está coberta por floresta. A evolução do contexto das alterações climáticas potencia novos riscos, como a maior ocorrência de incêndios e pragas e doenças, que exigem a maior atenção das políticas públicas. Só assim será possível preservar o papel multifuncional das florestas e promover a sua gestão sustentável. É bem-vindo este debate e a reflexão sobre esta estratégia florestal para promover uma abordagem no sentido destes objetivos. Esta abordagem deve ter subjacente a noção de que o valor das florestas está para além do seu valor apenas comercial, diretamente ligado aos produtos lenhosos. O valor da floresta contabiliza também as suas diversas funções, como a proteção do solo e dos recursos hídricos, o sequestro de carbono e a proteção da paisagem e da biodiversidade e ainda o valor de atividades ligadas à caça, ao pastoreio e ao recreio. E é este valor que importa preservar e potenciar.
