  Pedro Silva Pereira, relator. Senhor Presidente, Comissários, Caros Colegas, o relatório sobre financiamento do desenvolvimento pós-2015, que hoje aqui apresento e que amanhã será votado, é o resultado de um intenso e produtivo debate político neste Parlamento, que beneficiou de uma participação muito relevante das organizações não governamentais e da sociedade civil.

O largo consenso alcançado na Comissão do Desenvolvimento, e que espero ver reforçado na votação de amanhã em plenário, só foi possível graças ao esforço de compromisso de todos os grupos políticos e, por isso, as minhas primeiras palavras são para agradecer o contributo de todos os colegas, em especial dos shadow rapporteurs, e também o apoio empenhado que sempre tivemos da Presidente da Comissão DEVE, Linda McAvan.

Sabemos que, muitas vezes, o preço dos compromissos alargados é a irrelevância política. A experiência diz-nos que a procura de um mínimo denominador comum leva, frequentemente, a proclamações vazias, à simples afirmação de princípios gerais sem implicações práticas. E, no fim, estamos todos mais ou menos de acordo, vamos para casa satisfeitos porque cada um lê no texto aquilo que mais lhe convém.

Felizmente, não é esse o caso deste relatório. O meu relatório propõe, sem ambiguidades, que o Parlamento Europeu faça uma escolha, tome uma posição clara e dirija uma mensagem política forte à Comissão, ao Conselho, aos Estados-Membros sobre o papel de liderança e de responsabilidade que a União Europeia deve ter nas negociações que terão lugar na 3.ª Conferência Internacional sobre o Financiamento do Desenvolvimento, em Adis Abeba, já no próximo mês de julho.

É verdade que os novos desafios que enfrentamos são difíceis e colocam de maneira diferente a responsabilidade partilhada que já se colocava no Consenso de Monterrey, em 2002.

Mas do que se trata agora é de coisas muito concretas:

- em primeiro lugar, que a União Europeia reconfirme, com urgência, o compromisso de afetar 0,7% do Rendimento Nacional Bruto à ajuda pública ao desenvolvimento. Não pode haver mais atrasos nem desculpas porque não haverá liderança pelo exemplo em Adis Abeba sem esse compromisso;

- em segundo lugar, que a União Europeia dê credibilidade ao seu compromisso e assuma um calendário de cumprimento dessa meta financeira até 2020;

- em terceiro lugar, que 50% desta ajuda, pelo menos 0,2% do Rendimento Nacional Bruto, sejam reservados aos países menos desenvolvidos e, porque seria um erro grave minimizar a importância da ajuda pública ao desenvolvimento, é preciso fazer o que há para fazer.

Há outros temas em cima da mesa e que serão discutidos em Adis Abeba e são igualmente muito importantes: a mobilização dos recursos domésticos dos países em desenvolvimento, que exige sistemas fiscais mais justos e eficientes, mais combate à fuga e à evasão fiscais, mais cooperação fiscal internacional, incluindo através de um organismo intergovernamental para a cooperação fiscal no âmbito das Nações Unidas.

E também é muito importante que o sector privado esteja mais alinhado com os objetivos do desenvolvimento sustentável, com um quadro regulamentar que o favoreça e também com instrumentos financeiros e estruturas de incentivos que garantam esse alinhamento.

Sr. Presidente, depois do drama que vivemos e a que assistimos no Mediterrâneo, a cooperação para o desenvolvimento com os países de origem dos fluxos migratórios, dos refugiados verdadeiramente desesperados, lembra-nos também a urgência de levarmos a sério este compromisso com os objetivos do desenvolvimento, mas não haverá um compromisso sério sem instrumentos de financiamento à altura dos nossos valores e à altura das nossas responsabilidades.

  Neven Mimica, Member of the Commission. Mr President, I would like to thank the Committee on Development, its chair, Ms Linda McAvan, and the rapporteur, Mr Silva Pereira, for their dedicated work and for the openness of the consultations during the preparation of this report, which the Commission welcomes. It comes at a critical juncture in the post-2015 negotiations, and will make a valuable contribution to the ongoing debate in the Council, which is expected to adopt conclusions next week.

It is encouraging to see that the views of Parliament and the Commission are generally well aligned on the issues of financing for development. We share a vision of a global partnership to eradicate poverty, share prosperity and foster sustainable development while defending human rights, promoting gender equality and social cohesion, and reducing inequalities.

The report is very rich, covering a broad range of issues and making a number of requests to the Commission. I have taken careful note of these – including Member’s calls for increased attention to private sector investments, domestic revenue mobilisation, monitoring and transparency of the Commission’s own aid programmes and attention to the Court of Auditors’ reports on blending. This report will reinforce the European Union’s determination to call for and contribute to achieving a comprehensive global package comprising aid, investment and domestic resources, together with an enhancing framework of good policies and good governance.

I welcome the clear support that the report expresses for an ambitious recommitment by the European Union to the 0.7 % of gross national income (GNI) for official development assistance (ODA) target, and to specific ODA targets for least developed countries.

As I have said to Parliament before, the Commission will help encourage Member States to reach an agreement on an ambitious package of measures for the implementation of the sustainable development agenda, including on the ODA commitment. However, the decision on the timetable for reaching the 0.7 % target is ultimately a decision for the Member States. Therefore, when it comes to the 2020 timetable proposed in the report, we need to consider carefully the political and economic realities within our Member States.

The Commission position has been that all developed countries should commit to the 0.7 % target, with the timetable to be set during the negotiation process. I believe we share the same objective: to ensure that the global agreement on financing for development includes ambitious and credible commitments from all. While I believe it is right that we also have expectations of others, we must be ready to play our full part by presenting our clear political commitment to ODA.

I also support the emphasis in the report on aid effectiveness and the need to ensure a higher degree of coordination between different aid mechanisms and donors. Furthermore, we note the call to step up international efforts to find additional climate finance. Mobilising more finance from all sources – public and private – to tackle climate change is, of course, a priority. But, we should be cautious about artificially dividing financing for climate and other development-related activities. Some climate change interventions, for instance, will meet the ODA definition. It is therefore important that synergies across various sustainable development objectives can be maximised to ensure that available resources can deliver the maximum impact.

We particularly welcome the emphasis in the report on the mobilisation and effective use of all forms of finance, including domestic resources, private investment, blending and innovative financial sources. To implement such a far-reaching agenda, we need to consider the full range of means of implementation. Good policies, trade, innovation policies and other non-financial resources will be just as crucial. They can make a real difference.

The Commission is cautious, however, about two recommendations in the report: to establish an intergovernmental body for tax cooperation and to establish a multilateral legal framework for sovereign debt restructuring. We are in favour of further discussions and analyses on these complex issues through an inclusive and participatory dialogue. The debate, in our view, should focus more on the substance rather than on the form and format of the statutory mechanisms of a multilateral legal framework.

The Commission is particularly cautious as regards the call for a multilateral legal framework for sovereign debt restructuring. Whilst finding sustainable debt solutions is highly important, the post-2015 negotiations should avoid pre-empting or duplicating ongoing work on sovereign debt restructuring in the context of other fora, notably the IMF.

The report contains many other interesting ideas and suggestions, which we will take carefully into account in finalising the EU position ahead of the Addis and New York conferences. I look forward to the discussion here today and to continuing the dialogue with this Parliament on the post-2015 agenda.

  Charles Goerens, rapporteur pour avis de la commission des budgets. Monsieur le Président, je remercie tout d'abord M. Pereira d'avoir introduit le débat par un rapport et un exposé de talent. La grande majorité de la commission du développement se range derrière les conclusions tirées de ce rapport, et je ne peux que me féliciter de la qualité de ce qui est ressorti de nos débats.

L'Union européenne va partir pour Addis-Abeba avec une bonne nouvelle et une mauvaise nouvelle. La bonne nouvelle: elle va, une fois de plus, s'engager à dépenser 0,7 %, selon un calendrier qui dépend des États membres. La mauvaise nouvelle: elle avait déjà pris cet engagement à Monterrey, dans le cadre d'une conférence identique, où le calendrier dépendait aussi des États membres. Les États membres qui ont rempli l'objectif de 0,7 % pourront se féliciter et proclamer, à Addis-Abeba, leur mission accomplie. Les autres n'ont qu'à relire les discours qu'ils ont déjà tenus à Monterrey il y a une bonne douzaine d'années.

Schématiquement, cette conférence comprend deux volets: un volet quantitatif et un volet qualitatif. La quantité, je l'ai dit, a fait l'objet de divers engagements qui n'ont pas été tenus. La qualité doit viser, bien entendu, ceux qui ont le plus besoin d'argent au titre de l'aide publique au développement. Cette qualité doit répondre à des indicateurs d'efficacité, de pertinence et aussi de durabilité pour répondre, en fait, à la méthode inventée par l'OCDE en la matière.

Ajoutons aussi qu'il faut que l'aide soit prévisible, pour permettre aux grands acteurs de l'aide publique au développement de tabler sur une prévisibilité qui les autorise à prendre des engagements à plus long terme. D'où l'invitation aux États membres et à la Commission d'agir en ce sens et de ne pas arriver les mains vides à Addis-Abeba.

Enfin, j'aimerais insister sur le principe de la différenciation: si nous voulons agir efficacement dans le domaine de l'aide publique au développement, il va falloir appliquer ce principe, que la Commission appelle de ses vœux et que nous avons soutenu, qui vise à rappeler à ceux qui génèrent, aujourd'hui, suffisamment de ressources pour subvenir à leurs propres besoins qu'ils le fassent, notamment les pays à revenus intermédiaires, afin que nous puissions concentrer notre aide sur ceux qui en ont cruellement besoin.

  Paul Rübig, im Namen der PPE-Fraktion. Herr Präsident! Ich bedanke mich auch bei Kommissar Mimica und beim Berichterstatter Pedro Silva Pereira. Wir haben gut zusammengearbeitet. Ich glaube, es ist wichtig, dass man mit den Berichterstattern und Schattenberichterstattern gute Lösungen herausarbeitet. Ich glaube, dieser Bericht bringt unsere Wünsche klar auf den Punkt. Wir alle wissen, dass sich natürlich auch der Rechnungshof angesehen hat, was seit 2002 gerade bei den Ausgaben hier alles geschehen ist. Da gibt es sicherlich Handlungs- und Verbesserungsbedarf.

Aber uns geht es darum, den Menschen in den am wenigsten entwickelten Ländern Perspektiven zu bieten. Deshalb geht es auch darum, wie wir in Zukunft die gemeinsame Entwicklungshilfe finanzieren. Das Ziel von 0,7 % ist unbestritten. Die Frage ist nur, bis wann es erreicht werden kann. Wir haben ja Staaten in Europa, die sich selbst sehr schwer tun und am Rande der Illiquidität stehen. Deshalb ist, glaube ich, eine generelle, allgemeine Lösung in kurzer Frist nicht möglich. Ich glaube, dass wir bis 2020 sehr wohl schauen sollten, dass alle Mitgliedstaaten der Europäischen Union diese 0,7 % erreichen, um die wirtschaftlichen Rahmenbedingungen in den am wenigsten entwickelten Ländern zu verbessern.

Es geht natürlich auch darum, auf der Ausgabenseite mehr Effizienz zu erreichen. Es reicht nicht, nur Geld zu geben. Geld alleine ist zu wenig – das kann man nicht essen –, sondern es geht sehr stark darum, sich neue Strukturen zu überlegen, wie man vor Ort in den verschiedenen Bereichen helfen könnte, z. B. im Bereich Gesundheit – bei Ebola haben wir gesehen, dass das sehr wirksam gestaltet wurde –, natürlich auch in den Bereichen Bildung, Energie und Wasserversorgung. Sanitäre Anlagen dienen ja dazu, dass die Gesundheit dementsprechend gestärkt wird.

  Norbert Neuser, im Namen der S&D-Fraktion. Herr Präsident, Herr Kommissar! Glückwunsch auch an meinen Kollegen Silva Pereira, der einen guten Bericht vorgelegt hat. Das Problem ist nicht der gute Bericht. Das Problem ist nicht eine große Einigkeit hier im Entwicklungsausschuss oder im Parlament. Das Problem sind unsere Mitgliedstaaten.

Ich will meinen Beitrag nur darauf konzentrieren, dass wir hier große Versäumnisse haben. Es geht um die Glaubwürdigkeit der EU, und es geht um die Glaubwürdigkeit der Mitgliedstaaten. Ich komme aus Deutschland, einem nicht gerade armen Land. Aber Deutschland versagt in dieser Frage. Deutschland hat sich bei den Zusagen kaum weiterentwickelt. Statt 0,7 % hat Deutschland bisher 0,4 % erreicht. Wir haben vier Länder in Europa, die dieses Ziel erreicht haben; das soll man auch deutlich sagen: Das sind Großbritannien, Schweden, Dänemark und Luxemburg. Und die anderen Mitgliedstaaten halten an dem hehren Ziel von 0,7 % fest. Aber man ist sich noch nicht einmal darüber einig, wie der Zeitplan aussieht. Das ist eine einzige Blamage unserer Mitgliedstaaten.

Ich will ein Zweites hinzufügen: Natürlich brauchen wir mehr Geld, natürlich brauchen wir mehr Effektivität. Aber manchmal würde es auch helfen, wenn wir als reiche Länder den armen Ländern einfach weniger wegnähmen. In dem Zusammenhang verweise ich noch einmal auf die Diskussion um die Konfliktmineralien. Ich hoffe, dass bei der Positionierung dazu die eine oder andere Fraktion ihre Position nochmal überdenkt.

  Beatriz Becerra Basterrechea, en nombre del Grupo ALDE. Señor Presidente, señor Comisario, quiero dar las gracias al señor Pereira por un informe oportuno e imprescindible sobre el reto que nos plantea Adís Abeba. Podemos erradicar la pobreza, pero hemos de despojarnos de prejuicios propios del mundo rico y de condicionantes ideológicos que lastran la excelencia operativa de esta lucha.

Cuando hablamos de financiación para el desarrollo, no hablamos solo de asegurar los fondos suficientes, solidarios y de al menos el 0,7 % del PIB para conseguir los objetivos de desarrollo sostenible. Hablamos, sobre todo, de políticas efectivas y consensuadas para hacer un uso adecuado de esos fondos provenientes de múltiples financiadores, públicos y privados, nacionales e internacionales. Hablamos de canalizar esa financiación hacia factores clave del desarrollo, como gobernanza local, infraestructuras, capital humano, comercio, tecnología de energía verde y biodiversidad.

Esther Duflo, flamante premio Princesa de Asturias de Ciencias Sociales, ha probado científicamente que una acción decidida, gradual y ambiciosa puede lograr erradicar la ultrapobreza de forma efectiva y sostenible en 2030. Los programas integrales, con intervenciones completas en varios ámbitos, pueden romper la trampa de la pobreza en torno a los ejes de la universalidad de los derechos humanos y la igualdad de género.

  Lola Sánchez Caldentey, en nombre del Grupo GUE/NGL. Señor Presidente, yo también felicito al señor Pereira por su informe y le agradezco muchísimo el esfuerzo. Hoy la pobreza y la desigualdad, lejos de aminorar, siguen en aumento. Como señala la Organización Internacional del Trabajo, urge desarrollar un marco vinculante de garantías sociales para todos –incluyendo la renta básica–, que garanticen la dignidad y los derechos humanos. Pero, para ello, es necesaria la movilización de recursos financieros nacionales a través de una fiscalidad justa en todos los Estados. Es fundamental centrarse en la lucha contra el fraude fiscal y el tráfico ilícito de capitales, así como en el fortalecimiento de los sistemas fiscales justos, progresivos y redistributivos.

Las políticas de austeridad están condenando a mucha gente a pagar las imprudencias y la avaricia de unos pocos, que se enriquecen mientras la gran mayoría se sigue empobreciendo. La falta de un marco regulatorio basado en la responsabilidad mutua de prestamistas y prestatarios, que analice la legitimidad y la sostenibilidad de la deuda soberana de los Estados, hace que esta se haya convertido en un problema a nivel mundial y en un lastre para el desarrollo endógeno. Para ello, es imperante que la Comisión Europea y los Estados miembros colaboren con el trabajo que está empezando a desarrollarse en las Naciones Unidas para la creación de un marco de reestructuración de la deuda soberana.

Sin responsabilidad y sin coherencia a la hora de abordar la financiación al desarrollo es imposible hacer frente a la pobreza y a la desigualdad a nivel mundial. Sí se puede luchar contra ellas: solo es necesaria la voluntad política, y espero que la tengamos.

  Heidi Hautala, Verts/ALE-ryhmän puolesta. Arvoisa puhemies, tämä on todellinen kehityspolitiikan supervuosi. Meillä on Euroopan kehitysvuosi ja kaksi merkittävää kokousta. Addis Abebassa päätetään kehitysrahoituksen tulevaisuudesta ja sitten hieman myöhemmin tänä vuonna YK:ssa sovitaan uudet kestävän kehityksen globaalit tavoitteet. Me emme saa epäonnistua tässä rahoituskonferenssissa Addis Abebassa, koska kyse on todella valtavien globaalien haasteiden kohtaamisesta.

Ennen kaikkea tietysti köyhyyden torjunta: ei enää riitä, että puolitetaan köyhyys, vaan täytyy päästä siihen, että maailmassa ei absoluuttista köyhyyttä esiinny lainkaan. Meillä on uusia haasteita, jotka itse asiassa eivät ole niin uusia, mutta joiden akuutti merkitys on entistä suurempi. Tässä ajattelen esimerkiksi ilmastonmuutosta, ja siinä mielessä on muuten erittäin tärkeää, että esittelijä on loppuvaiheessa tuonut muutosehdotuksen, jossa hän korostaa sitä, että on aivan äärimmäisen tärkeää, että autetaan yhdyskuntia tulemaan kestokykyisemmiksi tällaisia kaikkia luonnonkatastrofeja, joita myös ilmastonmuutos aiheuttaa, vastaan.

Haluaisin korostaa sitä, että neuvostossa ei saisi nyt asettaa mitään lisärajoituksia ja ehtoja tälle virallisen kehitysavun toteuttamistavoitteelle, vaan 0,7 prosentin tavoitteen pitää toteutua ilman viittauksia mihinkään akuuttiin taloudelliseen tilanteeseen, koska voi vain kuvitella, miten huonossa tilanteessa kehitysmaat ovat, jos me täällä kärsimme huonoista taloussuhdanteista. Tämä 0,7 prosenttia on eräänlainen globaali vero, joka meidän pitää toteuttaa, ja sen lisäksi kaikki ne asiat, joita valiokunta korostaa, kuuluvat tähän palettiin, erityisesti verojen kerääminen kehitysmaissa, jotta ne voivat rahoittaa omia toimintojaan. Meidän pitää pystyä katsomaan myös sitä, miten löydetään uusia rahoituskeinoja. Lopuksi haluaisin sanoa, että mistään ei tule mitään, ellei kehityspolitiikka ole sopusoinnussa kaikkien muiden politiikan alojen kanssa.

  Ignazio Corrao, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, anche io volevo compiacermi con il relatore, con i relatori ombra e con le organizzazioni non governative che hanno dato una mano nello stilare questa relazione.

Stiamo parlando, appunto, del finanziamento per lo sviluppo e della Conferenza di Addis Abeba. Ed è importante che noi arriviamo a questa Conferenza con una posizione forte, decisa e chiara perché, probabilmente, non è ancora chiarissima, quando si discute dei problemi del mondo, l'importanza della cooperazione allo sviluppo.

Oggi come oggi assistiamo continuamente a tragedie legate all'immigrazione, legate appunto a mercanzia di persone e a morti continue nel Mediterraneo. Probabilmente se ci fosse stata più attenzione alla cooperazione allo sviluppo proprio nei paesi in via di sviluppo, nei paesi da cui si scappa, nei paesi di transito, queste tragedie si potrebbero affrontare in maniera diversa.

Noi sappiamo benissimo – è inutile che ci giriamo attorno – che molto spesso i nostri stessi paesi vanno in questi paesi a sfruttare le risorse, a generare guerre civili. E poi ci ritroviamo, come diceva bene il collega Neuser, a parlare di finanziamento ufficiale allo sviluppo con i paesi più ricchi d'Europa, tra i quali la Germania, che non vuole neanche mettere lo 0,7% del reddito nazionale lordo e si limita allo 0,4. Per questo almeno ci auspichiamo che con il Consiglio si possa trovare una posizione condivisa, che si renda obbligatorio questo tipo di assistenza.

Io credo poi che oltre al finanziamento ufficiale ci sia una sorta di finanziamento non convenzionale, un finanziamento alternativo che gli Stati avallano quando a chiederlo sono le multinazionali degli stessi Stati che hanno interesse ad andare a creare il loro tipo di sviluppo in questi paesi.

Da qui insomma speriamo che da questo passaggio si possa voltare pagina per un'azione incisiva da questa Conferenza.

  Olaf Stuger (NI). Ontwikkelingshulp is niet het nemen van de rijken en geven aan de armen: het is het pakken van de armen en het uitdelen aan de rijken. Het meest schrijnende voorbeeld is wel de 234 miljoen euro die de Europese Commissie heeft overgemaakt aan de heer Mugabe. De heer Mugabe die hierna, als blijk van waardering, twee olifanten liet slachten en een grote barbecue aanrichtte. Deze 234 miljoen euro is zuur verdiend belastinggeld. Geld waarvoor mensen in Nederland en in de rest van Europa hard moeten werken. Deze mensen betalen die belasting in de veronderstelling dat er zorgvuldig mee om wordt gegaan. Maar wat doet de Europese Commissie? Die geeft dit zuur verdiende geld aan een corrupte Afrikaanse dictator!

Hoe moeilijk kan het zijn om je in te leven in mensen die belasting betalen?

  Davor Ivo Stier (PPE). Mr President, the recurrent tragedies in the Mediterranean, in which thousands of people are risking their lives almost on a daily basis in order to reach the shores of Europe, clearly show an ever growing need to continue, strengthen and also refocus our development policy and to rethink the ways of financing development. Poverty, war and also the lack of freedom and bad governance is what makes desperate people undertake dangerous journeys in the search for a better life in Europe, and development cooperation is an important part of the answer to this challenge.

We all agreed at the last session in Strasbourg that development is important, but we need to remember it now when we are talking about the financial contributions. Thus I support the rapporteur and the Commission in their call to the Member States to recommit to devoting 0.7% of GNI to official development assistance: yes, taking into account national budgetary constraints, but also taking into account the fact that the EU needs to remain the leader of global development efforts.

I also share the rapporteur’s views that we need a truly global partnership and that all developed countries as well as emerging and middle-income economies should take their fair share of the burden in the fight against poverty.

Furthermore, we need a completely new approach to financing development. We need to go beyond Official Development Assistance (ODA) and work on mobilising all types of finance: public and private, international and domestic. In all these efforts ahead of the 13th National Conference in Addis Ababa, we need to be aware of the fact that finance alone will not be sufficient. Policies are of fundamental importance in achieving sustainable development goals. We need policies that will ensure that financial resources are used effectively and in areas that will bring further mobilisation of resources and sustainable development. We need to invest in enablers of development and yes, most of all, we need to invest in good governance.

If we get back, for example, to the issue of migration we will see that this is the key question – the question of governance. Many migrants are not even extremely poor, but they are all extremely desperate. They are ready to give thousands of euros to traffickers because there is not good governance. Therefore, our development policy needs to focus on this, and the Conference in Addis Ababa could be an important opportunity to make a significant step in that direction.

Ich möchte den Kollegen Stier fragen, was er davon hält, dass man auch Familienbetriebe in den Entwicklungsländern unterstützen sollte, weil ja sie letztlich den Wohlstand erarbeiten. Es geht ja nicht nur darum, dass man Geld ausgibt, sondern es muss Hilfe zur Selbsthilfe geben. Und nur wenn Wohlstand erarbeitet wird, kann ein Staat auch die notwendigen Steuermittel einnehmen. Glauben Sie, dass es möglich ist, auch mit einer besseren Finanzverwaltung in den ärmsten der armen Ländern gerechte Situationen herzustellen?

  Elly Schlein (S&D). Signor Presidente, onorevoli colleghi, mi congratulo anch'io con il relatore e con chi ha lavorato alla relazione.

Il 2015, anno europeo dello sviluppo, potrebbe segnare una svolta. A settembre all'ONU dovremmo concordare i nuovi obiettivi per lo sviluppo sostenibile, validi per tutti. La nuova agenda deve essere ambiziosa, ma per fare in modo che questi obiettivi vengano realizzati davvero, portando anche a termine il lavoro incompiuto degli Obiettivi di sviluppo del millennio, dobbiamo disporre delle risorse necessarie a tal fine.

La relazione del collega Silva Pereira lo dice chiaramente: il successo dell'agenda post 2015 dipenderà anche dal livello di ambizione che sarà dimostrato in occasione della Conferenza di Addis Abeba. E se rivendichiamo il primato europeo come primi donatori dobbiamo impegnarci ancora e per davvero a destinare lo 0,7% del reddito nazionale lordo all'aiuto pubblico allo sviluppo, presentando calendari per tappe per il raggiungimento dell'obiettivo che non deve essere condizionato da altri donatori.

Altrettanto importante, è bene evidenziato nella relazione, è la mobilitazione delle risorse nazionali, la più importante fonte di finanziamento per i paesi in via di sviluppo; dobbiamo rafforzare la cooperazione internazionale in ambito fiscale e gli aiuti in tal senso: questo è indispensabile non solo per raggiungere nuovi obiettivi ma anche per permettere di superare nel lungo periodo la dipendenza dagli aiuti esteri.

Legato a questo c'è poi il tema globale dell'elusione e dell'evasione fiscale, che causano perdite ingenti ai paesi in via di sviluppo, tali da rischiare di vanificare gli aiuti. Ecco, il contrasto a queste pratiche deve essere una priorità dell'Unione europea.

Ho sentito quanto dice il Commissario, e sicuramente ne parleremo ancora, ma io trovo importante che si parli finalmente di un organo realmente intergovernativo dove i paesi in via di sviluppo possano partecipare in condizioni di parità a riscrivere le regole fiscali globali.

  João Ferreira (GUE/NGL). Senhor Presidente, as relações de interdependência assimétrica, típicas do capitalismo global, são geradoras de um desenvolvimento desigual à escala global. A fratura Norte-Sul é, provavelmente, a mais óbvia e viva expressão dessa desigualdade, não a única. Com a desigualdade económica, vem a dependência e a subordinação políticas.

São diversos os instrumentos que promovem este ciclo de empobrecimento, dependência e subordinação crescentes. É o caso da dívida externa, várias vezes paga e, não obstante, sempre crescente. Não haverá política de cooperação para o desenvolvimento séria nem eficaz sem abordar esta questão, nem sem o imprescindível cancelamento desta dívida e dos mecanismos que a sustentam.

Não se trata de solidariedade, trata-se sim de uma questão de elementar justiça.

Em nome da dívida, as intervenções do FMI e do Banco Mundial debilitam, profundamente, as já frágeis economias dos países em desenvolvimento e promovem a drenagem de recursos endógenos para os ditos doadores, recursos que chegam a ultrapassar os montantes da ajuda pública ao desenvolvimento, assim acentuando a desigualdade.

A ajuda pública ao desenvolvimento é crucial e deve aumentar, de acordo até com compromissos internacionais assumidos mas não cumpridos, mas ela não é suficiente por si só e não pode servir de biombo para esconder os efeitos desastrosos de políticas sectoriais, assentes no protecionismo dos ricos, na liberalização do comércio, na desregulação do sistema financeiro, nos paraísos fiscais, nem tão pouco para exportar e impor modelos de organização económica e política que, tantas vezes, desrespeitam a soberania, as necessidades e as legítimas opções dos países em desenvolvimento.

  Nathan Gill (EFDD). Mr President, I would like to make two points. One is on setting targets and the second is on aid-giving itself. This institution believes that nations setting targets of 0.7% of GNI and an EU foreign aid budget of EUR 960 billion can only have positive outcomes.

As is always the case, just throwing money at problems seldom solves the problem. The reality is that the culture of targets has caused an environment of deceit. In the UK, the Conservative Government is very proud of the fact that we achieved the target of 0.7% of GNI last year. The British Department for Foreign Aid and Development forced civil servants to go on a GBP 1 billion spending spree at the end of 2013 just to hit that target. We have food banks, a GBP 30 billion black hole in our NHS, potholes everywhere, a failing education system, underfunded police with bobbies being taken off the beat everywhere, thousands of policemen being taken away from service, and reduced bin collection – now fortnightly and, in some places, monthly. Libraries are closing, post offices are closing and street lights are being switched off. We can use that GBP 11.4 billion much better in the UK than giving it, in many cases, to dictators and people who squander it.

My second point is that there is no guarantee that the aid that we give to some of the poor countries has had any lasting effect whatsoever. Some of the countries are still as poor as they were 20 years ago. I ask this institution to remove the barriers it has placed on these countries; remove the common fisheries policies from their shores and allow them to sell their goods at a rate that suits them. Increase the trade, decrease the aid and you will see that poorer countries will start to flourish.

Mr Gill, as you know, most of the official development assistance goes in some years to countries from Asia and Africa that are members of the Commonwealth. Do you know that the UK plays a very important role within that organisation? Do you intend to decrease the role of your country, considering the support given to Commonwealth states, given what you said this evening? Do you not think that the UK should have to maintain its role as a leader of the Commonwealth, supporting all those countries which are members of the Commonwealth?

  Nathan Gill (EFDD), blue-card answer. In a word: yes. We need to reduce the foreign aid that we are giving, regardless of whether it is to the Commonwealth or not. I come from a country which has suffered very badly from the economic problems started in 2008. We have not recovered from it. Why is it that we are taxing widows and old people in my country in order to give foreign aid, in many cases in very ill-thought-out situations?

It is immoral of any government to tax people to give aid. My nation already gives GBP 9 billion a year through charity donations to charities like Oxfam and so forth, which is already 0.7% of our GDI. We do not need to tax people in order to do that.

Mr Gill, I believe that the UK has been a really delightful example in that it does not separate global problems from solving problems at home, and I believe that, at the end of the day, we all should agree that there is no security at home unless there is security worldwide. The UK, I think, has been exemplary also in looking for results and measuring those results. I do not personally always agree with their approach of value for money – how many vaccinations, how many school books have been delivered – but they are really looking at those results. So do you not agree that the UK has quite a good administration to govern development policy?

I think we are improving, without a doubt, because there have been some extremely bad circumstances and situations where aid has hit all the headlines for all the wrong reasons. But the reality is that we have a GBP 96 billion deficit, we have a GBP 1.5 trillion national debt. We cannot borrow money to give in aid. When we sort our house out, when we get our own house in order, then we will be in a situation to help other people more strongly. But until we get our house in order, I do not believe that putting my grandchildren into debt is a wise move in this situation.

  Franz Obermayr (NI). Herr Präsident! Investitionen in die Entwicklung wären gute Investitionen in Frieden und Stabilität, aber leider gehen die Finanzierungen oft ins Leere. Wir brauchen daher mehr Verantwortungsbewusstsein, nicht nur den notleidenden Ländern zuliebe, sondern auch aus Respekt vor unseren Steuerzahlern. Nach einem Zeitungsbericht ist im Jahr 2013 mindestens eine Milliarde Euro spurlos verschwunden, und der damalige Ratspräsident van Rompuy sprach schlicht davon, das Ausmaß dieser Korruption übersehen zu haben.

Die Mitgliedstaaten werden daher aufgefordert, nun die Entwicklungshilfe aufzustocken. Doch wie das Beispiel des Kongos zeigt, fehlt die Nachvollziehbarkeit. Es wird daher gefordert, diese Nachvollziehbarkeit auch zu überprüfen. Viel Geld fließt leider direkt in die Budgets der Entwicklungsländer. Hier ist kaum nachzuvollziehen, was mit dem Geld tatsächlich geschieht. Daher braucht es Transparenz, Klarheit und Kontrolle über diese Mittel und Geldströme, bevor wir grundsätzlich an eine Aufstockung denken.

  Bogdan Brunon Wenta (PPE). Panie Przewodniczący! Bieżący rok będzie rokiem decydującym, w którym przestaną obowiązywać milenijne cele rozwoju, leżące u podstaw współpracy na rzecz rozwoju przez ostatnie 15 lat. Zostaną one zastąpione nowymi celami. Oczekuje się, że podczas konferencji w Addis Abebie w lipcu tego roku zostaną przedyskutowane kwestie dotyczące kontynuacji oficjalnej pomocy rozwojowej na poziomie 0,7% jako kluczowego wkładu w zapewnienie ambitnych rezultatów negocjacji dotyczących okresu działań po 2015 r.

Przyszłe cele zrównoważonego rozwoju mają umożliwić wyeliminowanie ubóstwa do 2030 r. Aby było to możliwe, muszą one uwzględniać wielobiegunowy charakter świata, zmieniającą się geografię ubóstwa, skutki globalnych wyzwań, takich jak zmiana klimatu i nowe zagrożenia dla bezpieczeństwa, epidemie chorób czy konflikty zbrojne, oraz transformację finansowania rozwoju. Unia Europejska w ostatnich latach utrzymała miejsce czołowego światowego darczyńcy w zakresie oficjalnej pomocy rozwojowej pomimo trudnej sytuacji gospodarczej. Niemniej jednak daleko nam jeszcze do osiągnięcia naszych ambitnych celów. Dlatego jestem głęboko przekonany, że poszukiwanie innowacyjnych źródeł finansowania pomocy rozwojowej jest bardzo ważną i istotną kwestią. Jednym z pomysłów na owe innowacyjne źródła finansowania może być tzw. mikroskopijny wkład solidarnościowy. Niektóre firmy planują, aby z pozyskiwanych od reklamodawców kwot pewien procent przeznaczać już na pomoc rozwojową. Tego typu inicjatywy mają szansę na relatywnie szybkie zebranie potrzebnych środków, co jest niezwykle ważne, jeżeli chcemy kontynuować nasze osiągnięcia w zakresie pomocy zdrowotnej, dostępu do edukacji, higieny, wody pitnej, walki z niedożywieniem czy ochrony środowiska naturalnego. Señor Presidente, señor Mimica, los compromisos sin voluntad política real para cumplirlos y la voluntad política sin medios económicos son palabras vacías que muchas veces son más negativas que el propio silencio. Creo que Adís Abeba es el lugar para asumir compromisos, para expresar una clara voluntad política de cumplirlos y para poner los medios que nos permitan seguir adelante.

Aprovechando la presencia en nuestra Cámara de la Vicepresidenta encargada del Presupuesto y antigua Comisaria de Asuntos Humanitarios, tengo que decir que en Sendai, en la Conferencia sobre la Reducción del Riesgo de Desastres, se ha aprobado un gran marco que sirve para todo el mundo, pero se han pospuesto los medios económicos para la reunión de Adís Abeba. Y creo que en Adís Abeba hay que asumir el compromiso de aportar dinero para la acción humanitaria en lo que se refiere a la reducción de riesgos naturales. Quiero señalar que la Comisión cumple. ¡Que cumplan los Estados y cumplan todos aquellos que tienen que poner los medios para acabar con que en este mundo haya unas pocas islas de gran bienestar en medio de un océano de inmensa pobreza!

  Lidia Senra Rodríguez (GUE/NGL). Señor Presidente, en primer lugar, lamento el tinte egoísta que está tomando este debate por momentos. Creo que la Unión Europea no está dando nada, absolutamente nada, a los países empobrecidos. Únicamente estamos dando una limosna para seguir manteniendo el saqueo de África, para seguir robando sus recursos.

Por eso, me gustaría decir que estoy totalmente de acuerdo con la necesidad de mantener y asumir la financiación para el desarrollo, pero que en este informe no se tocan aspectos importantes, como son, por ejemplo, si se quiere combatir la pobreza, que no hay ni una sola línea sobre cómo erradicar el hambre, ni una sola línea para apoyar al campesinado local, ni una sola línea para acabar con el acaparamiento de tierras, ni una sola línea, en definitiva, para poner fin a este saqueo. Tampoco hay ni una sola línea sobre la responsabilidad de la Unión Europea en los conflictos que hay en estos Estados.

Quiero decir, finalmente, también, que, cuando se habla del sector privado, me gustaría que se especificase de qué estamos hablando: si pretendemos financiar con estos fondos la deslocalización de las empresas europeas o si vamos a apoyar a las pequeñas empresas locales.

Κύριε Πρόεδρε, ως εκπρόσωποι των λαών της Ευρώπης, έχουμε υποχρέωση να θέτουμε στο κέντρο κάθε αναπτυξιακής δραστηριότητας την αξιοπρέπεια των πολιτών, το τέλος της φτώχειας και τη μεταμόρφωση της ζωής των πολιτών. Η προς συζήτηση έκθεση μιλάει για αναπτυξιακή χρηματοδότηση υπέρ των φτωχών, ευαίσθητη ως προς το φύλο και ασφαλής για το κλίμα. Μιλάει για βιώσιμη ανάπτυξη, για δημόσια αγαθά και σημαντικές δεσμεύσεις: συμφωνώ απόλυτα ως προς το περιεχόμενο, αλλά διαφωνώ ως προς το ποιους απευθύνεται αυτή η βοήθεια.

Όλοι θα συμφωνήσετε - γιατί όλοι βιώνουμε την οικονομική κρίση, άλλος λιγότερο και άλλος περισσότερο - ότι το να μιλάμε για επίσημη αναπτυξιακή βοήθεια και στόχους βιώσιμης ανάπτυξης για αναπτυσσόμενες χώρες είναι σχήμα οξύμωρο, σε μια Ευρώπη φτώχειας, εξαθλίωσης και ανεργίας. Είναι πολύ δύσκολο να εξηγήσω στους πολίτες της Ελλάδας του μνημονίου γιατί να διατεθούν κοινωνικοί πόροι σε τρίτες χώρες και όχι για την καταπολέμηση των ανισοτήτων εντός της Ευρωπαϊκής Ένωσης.

  Adam Szejnfeld (PPE). Panie Przewodniczący! Rozwój leży oczywiście w interesie nie tylko biednych, ale także bogatych. Świat bowiem stał się jedną wielką wioską. Finansowanie jednak rozwoju by było skuteczne, musi być efektywne, a nie osiągnie się efektywności w finansowaniu rozwoju bez stosowania określonych priorytetów.

Gdy czytam sprawozdanie dotyczące finansowania rozwoju, to jednak trudno tam wychwycić priorytety: tam się mówi o wszystkim. To jest właściwie strategia rozwoju, którą można by przypisać każdemu państwu i każdej organizacji, a trzeba jednak postawić na bardzo wyraźne cele i bardzo wyraźne priorytety. Zaliczyłbym do nich m.in. na przykład edukację, ponieważ inwestycja w kapitał ludzki jest chyba fundamentem w ogóle sukcesu, jeżeli chodzi o rozwój krajów, które mamy na myśli.

Po drugie, rozwój przedsiębiorczości, zwłaszcza mikroprzedsiębiorstw i małych firm w tego rodzaju państwach. Realizacja programów, które by można określić „praca dla siebie i praca dla innych” to jest coś, w co warto zainwestować.

No i po trzecie, społeczeństwo obywatelskie oraz wolne media. O wolnych mediach prawie w ogóle nie czytam w tym sprawozdaniu, a bez społeczeństwa obywatelskiego, bez wolnych mediów nie ma efektywnej kontroli, jest marnotrawstwo i korupcja.

  Doru-Claudian Frunzulică (S&D). Mr President, if we truly want to ensure that 2015 is the Year of Development, we must have a successful strategy and the powerful means that will enable us to accomplish the Millennium Development Goals that we are negotiating this year. This is why the EU and its Member States must recommit without delay to the 0.7 % of GNI target for official development assistance (ODA) with 50 % of ODA and at least 0.2 % of GNI reserved for the least developed countries, and to present, taking into account budgetary constraints, multiannual budget timetables for the scale—up to these levels by 2020.

Indeed, the problem stays with the Member States of the European Union. I support the view adopted in the report when it states that domestic resource mobilisation is more predictable and sustainable than foreign assistance and must be a key source of financing. Public aid alone is not sufficient to cover all investment needs in developing countries. The EU must set up a regulatory framework, together with developing countries, that stipulates more responsible, transparent and countable investment, contributing to the development of a socially conscious private sector in developing countries.

  Arne Lietz (S&D). Herr Präsident! Im Vorfeld der Finanzierungskonferenz in Addis Abeba und ein Jahr vor der Revidierung des EU-Haushalts 2014-2020 möchte ich mich vor allem auf zwei Aspekte konzentrieren. Der erste ist, dass aus jedem Mitgliedstaat insgesamt 0,7 % des Bruttonationaleinkommens in die Entwicklungszusammenarbeit fließen sollte. Dazu haben sich die EU-Mitgliedstaaten im Jahr 2000 erneut verpflichtet. Dieses Ziel haben aber nur vier Mitgliedstaaten erreicht, auch Deutschland ist leider nicht mit dabei.

Der zweite ist die politische Kohärenz im Sinne der Entwicklungspolitik, damit das Geld gezielt verwendet wird und nicht versickert sowie weitere Potenziale genutzt werden. Alle Politikbereiche der Europäischen Union, wie z. B. Handels-, Umwelt-, Landwirtschafts-, Bildungs- und Finanzpolitik, müssen noch stärker miteinander verzahnt werden. Die Ziele der EU, Armut in den Entwicklungsländern zu reduzieren, Frauen und Mädchen in diesen Ländern zu stärken und die Bildungssituation zu verbessern, können nur durch politische Kohärenz erreicht werden. Flüchtlingsströme, in denen die Menschen ihr Leben aufs Spiel setzen, können dadurch reduziert werden.

  João Ferreira (GUE/NGL), Pergunta segundo o procedimento "cartão azul". Senhor Presidente, o Sr. Arne Lietz falou na coerência das políticas. É uma questão muito importante. No século XIX, o dominicano Lacordaire, numa máxima que se tornaria célebre, dizia: «entre o fraco e o forte, entre o rico e o pobre, é a liberdade que oprime e é a lei que liberta». Pergunto-lhe se isto transposto para os nossos dias não aconselharia a reverter as políticas de liberalização do comércio e desregulação do comércio internacional que tão prejudiciais são a estes países, mas que o seu grupo tem defendido.

  Arne Lietz (S&D), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Ich möchte bei der Frage der Kohärenz auf ein Beispiel eingehen. Wir haben gerade auch als europäische Sozialdemokraten dafür gekämpft, dass die Fischereirechte, dass das Fischen in anderen Meeren gerechter verläuft beziehungsweise auf Quoten reduziert wird. Das ist ein zentraler Punkt, ein Beispiel, wo Politikkohärenz eben nicht nur darauf aufgeteilt werden kann und muss, Geld zu geben, sondern auch darauf, fair zu handeln und gemeinsam am Handel teilzunehmen. In dem Bereich müssen wir beispielsweise die Quoten sehr viel stärker kontrollieren und neue Kontrollmechanismen einsetzen, um dieses Ziel tatsächlich auch zu erreichen.

  Patrizia Toia (S&D). Signor Presidente, onorevoli colleghi, la comunità internazionale ad Addis Abeba dovrà presentarsi con le carte in regola, altrimenti non sarà credibile nella politica internazionale per la pace e lo sviluppo.

È un problema vitale per il mondo sviluppato quello di trovare una strada per uno sviluppo più equo per arrestare i flussi migratori, per lottare contro la povertà e la fame. Dunque insistiamo, ben conoscendo le perplessità dei governi, perché ogni paesi rispetti gli impegni di 10 anni fa, quelli di raggiungere lo 0,7 per i paesi meno sviluppati.

Accanto alle risorse pubbliche occorre una mobilitazione corretta e utile delle risorse degli investimenti privati perché si creino nei paesi meno sviluppati realtà produttive, si sostenga la micro-imprenditorialità locale (quanto fanno e possono fare le cooperative di donne in Africa!) e si trovino tutte le risorse in loco per crescere in modo sostenibile.

Va sostenuto anche il ritorno dei migranti nei propri paesi con iniziative produttive, sfruttando le competenze acquisite qui, e va guardato bene cosa succede delle rimesse perché sia questo un tema non di sfruttamento e di riduzione delle risorse che possono tornare a un uso produttivo in questi paesi.

Vorrei parlare della corruzione, ma non c'è più tempo: è comunque un tema da mettere al centro, anche questo, del nostro aiuto allo sviluppo.

  Louis Aliot (NI). Monsieur le Président, ce catalogue de principes élémentaires et de bons sentiments est destiné à redonner à une partie de l'humanité de l'espoir et pour beaucoup de la dignité. Mais cette résolution est, en l'état actuel de la géopolitique mondiale et de la financiarisation de l'économie, parfaitement inapplicable et en grande partie utopique. Qui contrôle l'utilisation de ces fonds? Comment ne pas voir que bon nombre de dictatures se portent plutôt bien avec le consentement et la complicité de nos démocraties ou, pire, des grandes sociétés industrielles commerciales ou pétrolières qui contrôlent ces marchés et quelquefois ces régimes? Aucune autocritique sur notre propre modèle, sur nos actions, sur nos fautes politiques en matière de politique étrangère.

Ne pas parler aujourd'hui d'immigration et de régulation des flux ou de corruption partagée entre le Nord et le Sud aggrave les déséquilibres, multiplie les désastres humains et, au final, ne règle rien.

Il faut arrêter de faire preuve de ce néocolonialisme d'essence humanitaire et trop souvent marchand pour sortir de cette hypocrisie mondiale dans les plus brefs délais.

  Csaba Sógor (PPE). Mr President, while the Millennium Development Goals were mostly about poverty eradication, the new goals are a lot wider in ambition, seeking to alleviate poverty, to achieve equitable and sustained economic growth, to protect the environment and to promote peaceful and inclusive societies where human rights everywhere are respected.

Compared to the last period’s eight goals, we are currently faced with proposals for 17 goals and almost 200 targets. We should be careful not to divert this process into a bureaucratic nightmare but to reach an agreement on development policy that is comprehensive and clear, can be easily monitored and is also in line with other international framework agreements such as the one on climate change.

In order to reach a strong agreement and financing partnership it is absolutely imperative that the EU and its Member States, the largest donor of aid, continue to assume their responsibility in negotiations and make renewed commitments in the case of both high- and medium-income countries.

  Michela Giuffrida (S&D). Signor Presidente, onorevoli colleghi, l'Europa si è posta un obiettivo molto ambizioso: l'eliminazione della povertà come compito principale della sua politica di cooperazione allo sviluppo.

Le cifre ci dicono che non può essere un obiettivo che resta sulla carta. Nell'anno europeo dello sviluppo gli sforzi devono concentrarsi a sostegno di quel miliardo e mezzo di persone che ancora oggi è in condizioni di povertà estrema. L'impegno però dev'essere preciso: i paesi più solidi devono adempiere al loro impegno di stanziare lo 0,7 per cento del reddito nazionale lordo a titolo di aiuto pubblico allo sviluppo. Il Forum internazionale di Addis Abeba nel prossimo luglio è l'occasione per sottoscrivere questi impegni.

I paesi europei sono i maggiori donatori di aiuti allo sviluppo ed è giusto che guidino il processo di finanziamento a favore di questi paesi. È chiaro che i fondi – senza una effettiva ed efficace strategia di investimento in istruzione, agricoltura, formazione – rischiano di finire nel circuito della corruzione e dei traffici illeciti, rischiano di andare a beneficio delle oligarchie che costringono proprio questi paesi alla povertà.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, δεν μπορεί να υπάρξει ανάπτυξη των κρατών όσο τα κράτη βαρύνονται με δυσβάσταχτα χρέη. Για τον λόγο αυτό πρέπει να εφαρμοστεί άμεσα το ψήφισμα της Γενικής Συνέλευσης του ΟΗΕ, του Σεπτεμβρίου 2014, για την αναδιάρθρωση του κρατικού χρέους, ώστε να πάψουν οι τοκογλύφοι δανειστές και το ΔΝΤ να αντιμετωπίζουν τα κυρίαρχα κράτη ως επιχειρήσεις. Γι’ αυτό πρέπει να γίνει διαγραφή των κρατικών χρεών του αναπτυσσόμενου κόσμου. Στο πλαίσιο της Ευρωζώνης, τα κράτη που μπήκαν σε μνημόνιο οφείλουν να αξιοποιήσουν τον κανονισμό 472/2013 της Ευρωπαϊκής Ένωσης και να προχωρήσουν σε λογιστικό έλεγχο του χρέους και στη συνέχεια σε διαγραφή του επονείδιστου χρέους.

Η πατρίδα μου η Ελλάδα, τα τελευταία πέντε χρόνια, ενώ πήρε από το ΔΝΤ και τη Ευρωπαϊκή Ένωση 214 δισεκατομμύρια ευρώ υπό μορφή δανείων, έχει πάνω από ενάμισι εκατομμύριο ανέργους και χιλιάδες φτωχούς. Που πήγαν τα λεφτά; Δεν επέστρεψαν στις τσέπες των δανειστών; Μα αυτό έγινε ακριβώς. Και αυτό, λοιπόν, το κερδοσκοπικό γαϊτανάκι πρέπει να σταματήσει. Και αυτό θα γίνει όταν η Ελλάδα προχωρήσει στη διαγραφή του επονείδιστου χρέους.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, odgovor na globalno siromaštvo i gospodine povjereniče, kako ste vi to isto utvrdili, globalno partnerstvo. Globalno partnerstvo s civilnim sektorom i globalno partnerstvo s privatnim sektorom. Mislim da je vaš koncept dobro postavljen i naravno koncept Europske unije, kao lidera u solidarnosti i u onome što znači globalno iskorjenjivanje siromaštva.

Želim ovdje vrlo jasno reći da očekujem da upravo vi i Komisija Europske unije u cijelosti povedete borbu protiv siromaštva koje je još uvijek globalno, koje je još uvijek ogromno, koje je još uvijek veliko i da s partnerima, s onima koji su naši bogati partneri, s kojima zajednički na neki način dijelimo dobru sudbinu ove naše planete, da upravo s tim partnerima, bogatim partnerima, zajednički iskorijenimo siromaštvo.

Καλωσορίζω την έμφαση με την οποία η εισήγηση της σημερινής συζήτησης για την ανάπτυξη σε κράτη εκτός της Ένωσης ζητά βιώσιμες λύσεις για τα προβλήματα του δημόσιου χρέους. Υπογραμμίζω την αναφορά της εισήγησης στην ανάγκη ενός σταθερού νομικού πλαισίου για την αναδιάρθρωση δημόσιων χρεών, όπου χρειάζεται, με στόχο την ελάφρυνση του χρέους και την αποφυγή μη βιώσιμης υπερχρέωσης των κρατών.

Το πρόβλημα όμως δεν υφίσταται μόνο για χώρες του τρίτου κόσμου, αλλά και μέσα στην ίδια την Ευρωζώνη όπου πλειάδα κρατών έχει σωρεύσει χρέος άνω του 120% του ΑΕΠ τους, δηλαδή διπλάσιο και πλέον από το επιτρεπόμενο κατά τη Συνθήκη του Μάαστριχτ όριο. Δεν μπορούμε να συνεχίσουμε να εθελοτυφλούμε απέναντι στο τεράστιο αυτό πρόβλημα που βρίσκεται μέσα στο σπίτι μας και απειλεί τα θεμέλια της Ένωσης και να συζητούμε μόνο για τον τρίτο κόσμο. Αφήστε κατά μέρος τις ιδεοληψίες της λιτότητας και δώστε ανάσα στις κοινωνίες με αναδιάρθρωση του χρέους των υπερχρεωμένων.

  Igor Šoltes (Verts/ALE). 1,5 milijarde ljudi še vedno živi v revščini, ker se spopadajo s pomanjkanjem zdravstvenih, izobraževalnih in pa tudi življenjskih standardov in po navadi ravno te države vsak nov virus, ki je ustvarjen naravno ali pa v laboratorijih, najbolj prizadene.

Uradna razvojna pomoč je torej ključni inštrument za financiranje razvoja, žal pa malo držav do konca spoštuje svoje zaveze glede zagotavljanja pomoči iz naslova bruto nacionalnega dohodka.

Predvsem je treba seveda iskati možnosti tudi pri sodelovanju z zasebnimi viri, tako imenovanimi blending fundi, pri tem pa seveda je treba upoštevati, da ta sredstva dosežejo svoj cilj in da torej niso samo enkratni, kratkoročni učinek, ampak da gre za dolgoročne učinke, ki pa seveda morajo biti pri teh projektih tudi ustrezno nadzorovani, zato je potrebno ustrezno načrtovanje in izbor projektov in pa ocenjevanje izvedenih projektov, sicer gre lahko denar v napačne roke.

  Neven Mimica, Member of the Commission. Mr President, I would like to thank the Parliament for this rich and engaging discussion. I commend and congratulate the rapporteur and the shadow rapporteurs once again for this excellent report. A number of important points have been raised here today, and I have taken good note of them.

Today’s discussion, along with the report, is a very welcome and useful contribution to our ongoing discussion with the Member States in order to finalise a compelling EU position ahead of this year’s conferences.

As confirmed by the Commission in our February communication, the Commission is of the opinion that the European Union should maintain its collective commitment to achieving the 0.7% of GNI target for ODA and should also commit to the 0.15-0.20% of GNI as the ODA target for the least developed countries.

I believe the ODA commitment matters. It is important for our own development credibility, as well as for the success of the international conferences in Addis Ababa, New York and Paris this year.

At the same time, we must recognise that ODA alone will not be nearly enough to finance such a far-reaching, broad new global development agenda. Therefore we must envisage a new, more strategic and functional additional role for ODA by using it in a more catalytic manner to engage and leverage other financial and non-financial means of implementation that would suffice to cover such a demanding new SDG agenda.

I think that, above all, today’s debate has underlined that both the Commission and Parliament share a firm desire to ensure that the European Union plays a leading role in supporting the adoption and implementation of a truly transformative post-2015 agenda, by raising the global level of ambition. It is in this way that we should be able to claim that the European Union is not only the biggest player in global development cooperation, but also the best – the most effective – player.

I will continue to work with fellow Commissioners, the European Parliament and Member States to ensure that the European Union is well positioned to do so.

Senhor Presidente, eu quero agradecer as palavras de apoio ao meu relatório dos colegas que participaram neste debate e quero também saudar a posição construtiva da Comissão Europeia e a comunicação que apresentou e reconhecer o empenho pessoal do Comissário Mimica. Nós sabemos bem que a resistência a compromissos financeiros concretos vem do Conselho e dos Estados-Membros, não vem tanto da Comissão.

Mas há no relatório uma mensagem política clara. Na posição da União Europeia para a Conferência sobre financiamento do desenvolvimento nota—se, até aqui, uma certa falta de compromisso quanto às metas financeiras. E é essa falta de compromisso quanto às metas financeiras e ao seu calendário que esperamos seja corrigida, se possível já na próxima reunião do Conselho.

A posição política que o Parlamento vai votar é nesse sentido e nós esperamos que a Comissão e o Conselho a possam tomar em conta.

Depois, queria sublinhar que nós podemos exigir mais dos outros, dos países emergentes, dos outros parceiros internacionais, dos países em desenvolvimento, mas também podemos e devemos exigir mais de nós próprios, porque os desafios interpelam os nossos valores e porque estamos aquém dos compromissos que assumimos, designadamente com os 0,7% de apoio ao desenvolvimento.

E sem ambição na Conferência de Adis Abeba, sem um financiamento adequado, os objetivos de desenvolvimento sustentável, por muito bonitos que sejam, não sairão do papel.

É esse o desafio que temos diante de nós, estarmos à altura das nossas responsabilidades e estarmos à altura dos nossos valores.

  Ádám Kósa (PPE), írásban. A fejlődő országokban arányaiban nagyobb számban élnek fogyatékkal élő személyek, akik nagyon gyakran extrém szegénységben élnek és nem biztosítottak alapvető emberi jogaik sem. A Fejlesztés Európai Éve egyedülálló lehetőség arra, hogy tegyünk érdekükben. De a szegénység és egyenlőtlenség megszüntetését csak mindenki számára elegendő és megfelelő források mozgósítása és a marginalizált csoportok – például a gyermekek, a nők, az idősek vagy a fogyatékossággal élők – jobb megcélzása révén lehet megvalósítani.

A fejlődő országokból származó illegális tőkekiáramlás 1 000 milliárd USA-dollárra tehető, ami a hivatalos fejlesztési támogatás tízszeresének felel. Ezért az adóigazgatás, a pénzügyi irányítás és az államháztartás irányítása területének megerősítése révén erősíteni szükséges a fejlődő országok adóbeszedési képességét. A statisztikák, adatok és információk minőségének javításához nemzetközi összefogásra van szükség, ideértve a jövedelem, nem, életkor, faji és etnikai hovatartozás, migrációs jogállás, fogyatékosság, földrajzi hely és egyéb, a nemzeti összefüggésben lényeges jellemzők szerint részletezett adatokat is. Csak így biztosítható a segélyezés és finanszírozás átlátható és hatékony végrehajtása, különösen az ENSZ korrupció elleni egyezménye rendelkezéseinek aláírásával és tényleges végrehajtásával.

È facile, per le coscienze collettive, non accettare l'idea che 1 miliardo e mezzo di persone vivano in estrema povertà, con privazioni di ogni tipo sul piano della salute, dell'istruzione e del tenore di vita. È più difficile, però, porre gradualmente fine a tale situazione, con interventi strutturati che, a livello mondiale, utilizzino le risorse sufficienti. Il prossimo luglio, la terza conferenza internazionale sul finanziamento dello sviluppo di Addis Abeba ha l'ambizioso compito di stabilire il livello di intervento nella prossima agenda sul tema.

Sono d'accordo con la relazione che accoglie favorevolmente il progetto preliminare del documento finale della terza conferenza. Sono consapevole che le giuste condizioni per l'eliminazione di povertà e disuguaglianza possono essere conseguite soprattutto con un approccio universale, olistico e integrato, affidato anche al controllo e monitoraggio, da parte della Commissione, del finanziamento dei programmi e dei progetti di aiuto su salute, istruzione, energia, forniture idriche e infrastrutture. Ogni azione passa infatti per la predisposizione di un corretto quadro economico, che sappia contrastare la corruzione, evitare la cattiva gestione ed affermare, in sintesi, una adeguata leadership politica in seno a questi processi.

  Cătălin Sorin Ivan (S&D), în scris. Uniunea Europeană este un actor important al dezvoltării internaționale, reprezentând aproape 60% din ajutorul oficial pentru dezvoltare la nivel mondial. Sunt multe aspecte care pot fi îmbunătățite. Trebuie să încurajăm lupta împotriva evaziunii fiscale. De asemenea, există posibilitatea apariției unor riscuri foarte mari care pot conduce la o bulă a datoriilor în țările care au venituri limitate.

Este nevoie de o mai mare finanțare în domeniul științei, cercetării, dezvoltării și tehnologiei. Trebuie să nu uităm de microîntreprinderi și de întreprinderile mici și mijlocii, deoarece acestea joacă un rol fundamental pentru crearea de locuri de muncă și creșterea favorabilă a incluziunii. Este nevoie de programe și proiecte de ajutor, prin care să se poată lua măsuri adecvate în caz de dovezi de corupție și proastă gestionare a fondurilor în țările în curs de dezvoltare.
