  Andrus Ansip, Vice-President of the Commission. Mr President, thank you for this opportunity to present the Digital Single Market strategy to you today. It is the fruit of six months of constructive work within the Commission and with all of you in the European Parliament.

During this time I had many contacts with various parliamentary committees. They expressed their support for building a Digital Single Market for Europe. We all recognise its importance and the benefits that it will bring for people and business, for creating economic growth and employment.

Our strategy has a clear timetable, with 16 ambitious initiatives based around three interlinked policy pillars: better access for consumers and businesses to digital goods and services across Europe; and high—quality infrastructure that works smoothly across Europe. We also need to create the right and fair conditions in the underlying environment, preparing for the future to maximise the growth potential of the digital economy. I will highlight a few initiatives under each pillar.

An urgent first task is to secure and guarantee free movement of goods and services in a unified digital space and to improve online access generally. The Digital Single Market aims to boost cross-border e-commerce by encouraging SMEs to sell across borders.

One of our first initiatives will be to bring rules for online purchases more into line across the European Union. People could save EUR 11.7 billion per year if they could choose from a full range of EU goods and services when they shop online.

The Digital Single Market is also about modernising today’s copyright system. We want to improve people’s access to cultural content online while opening new opportunities for creators and the content industry. This will also promote cultural diversity.

We will present legislative proposals before the end of 2015 to reduce the differences between national copyright regimes and allow for wider online access to works across the European Union. Then, under its second pillar, the strategy will look to improve conditions for digital networks and services to underpin the Digital Single Market.

The Commission will propose an ambitious reform of EU telecoms rules. This will include more effective spectrum coordination. It will also tackle regulatory differences around EU national markets and create better incentives for investments in high-speed broadband. The Commission will also conduct a comprehensive analysis of the role of online platforms. It will focus on transparency, liability and equal conditions for competition.

Lastly, we will build a solid foundation for long-term growth. Europe needs to take full advantage of the digital economy where data is becoming all-important and where people have the skills needed to fill new jobs. They must also have trust and confidence when they go online. Common standards and interoperability are essential to make the best of fast-growing sectors such as cloud computing, and the Internet of Things. We also need them in the context of promoting e—government services around Europe and a more inclusive e-society. Together, these initiatives form a realistic roadmap for us to work together over the next four and a half years. They will prepare Europe for a bright digital future. They will help people and companies to get the best from the online world.

I want Europeans to have better protection when buying online, lower cost for deliveries, more choice and better access to content, goods and services from other EU countries. With the Digital Single Market strategy, the Commission is looking at opportunities that our citizens could enjoy to help us create a vibrant, creative digital economy and society in Europe.

For businesses, the Commission will focus on bringing opportunities for them to create new innovative products for a single market of 500 million people, not 28 splintered national markets. European companies and industries must be at the forefront of the digital revolution using the Digital Single Market to scale up, not to move out. We need equal conditions for all to compete openly and fairly in this digital market. Every company, large or small, plays by the same rules: no discrimination, no favouritism.

I do not have enough time now to go into the details of each initiative that we are planning. However, one thing I do want to say is that they must be taken together as a coordinated and balanced package. If we only succeed in putting half of them into effect, then we will not end up with a true Digital Single Market.

  Françoise Grossetête, au nom du groupe PPE. Monsieur le Président, merci à notre vice-président pour la présentation de cette stratégie pour le marché unique du numérique, tant attendue bien évidemment.

Nous devons être conscients que nous vivons une nouvelle révolution industrielle d'une ampleur considérable parce que tout sera numérique. En effet, le numérique va irriguer toute l'économie, l'industrie, le commerce, l'éducation, la santé, mais aussi l'aménagement du territoire ou la manière de vivre ensemble. Il faut donc y accorder une grande importance, et cela sans perdre de temps.

Le développement du marché unique du numérique va en effet créer de la croissance pour tous nos pays et également participer à la réduction des inégalités entre les citoyens, à condition qu'un accès le plus large possible à l'internet soit disponible, partout où l'on se trouve en Europe.

Ce secteur évolue vite, personne ne nous attendra. Soit l'Europe prend le train en marche, soit nous serons condamnés à devenir une simple colonie du numérique, et cela n'est souhaitable ni pour nos entreprises, qui veulent pouvoir investir dans la confiance, ni pour nos concitoyens, qui attendent aussi de l'Europe une meilleure protection de leurs données et une vraie cybersécurité.

J'aimerais soulever trois points.

Tout d'abord, le numérique, c'est de la création. L'Europe doit être créatrice de numérique et pas seulement consommatrice, c'est-à-dire – vous l'avez dit, Monsieur le Vice-président – qu'elle doit soutenir les marchés d'auteurs et garantir les droits d'auteur. Il faut donc anticiper de manière intelligente les innovations à venir.

Ensuite, la formation. Il faut accroître les compétences numériques des étudiants et des salariés tout en soutenant l'entreprenariat digital et les jeunes pousses. Il est essentiel que cette stratégie prenne en compte ce qui a déjà été fait sur cette question de la formation, qui faisait partie des sept objectifs de l'agenda numérique européen.

Enfin, les réseaux. Le constat est fait par vous, la Commission européenne: il faut créer ce cadre favorable à l'investissement privé dans les réseaux. Cela est indispensable parce que nous devons avoir le plus d'ambition possible pour ce marché unique du numérique.

  Marju Lauristin, on behalf of the S&D Group. Mr President, firstly, on behalf of the Socialists and Democrats I would like to congratulate Vice—President Ansip and his team for the work done, but it is only the beginning.

It is not all about the digital single market; it is the digital society in Europe that we are talking about today. The Socialists and Democrats support strongly this development because it is a way for growth. It is a way for new jobs, for quality jobs. The impact of the digital single market on the labour market is at the core of our interest and our concern, because we know very well that there are huge opportunities, but also huge risks. It is not only about consumption, it is about the digitalisation of the traditional industries and creating new services, which means there is also a need for creation of new skills.

We know that there is a shortage of skilled labour in this area. At the same time, there are a lot of people who will lose their jobs and will need retraining. So we hope that the Commission will bring us not only the legislation needed for new services and new technologies, but also ways to invest in education, in retraining and in the development of human resources.

When we look at the digital scoreboard, then huge inequalities between regions are there; between different social groups, in terms of access as well as skills. So the Socialists and Democrats are very much concerned to ensure that these inequalities do not grow, but will be covered in our new developments. We call on the Commission to make new efforts for new legislation, as well as for new research in this area. All of these impacts – the social impact and the impact on the labour market – need deep assessment so that we will be conscious and will not have unexpected negative risks. We hope that we will go all together; we saw last night and see today that the Parliament is unanimous in supporting the development. We have to be optimistic and enthusiastic, but we also have to be knowledgeable and conscious of all the risks it brings.

  Vicky Ford, on behalf of the ECR Group. Mr President, unlocking the benefits of the Digital Economy is key to driving competitiveness, jobs and growth. The single market is meant to make it easy to trade across 28 countries, and it must be fit for purpose in the digital age. The Commission strategy is good in parts, but needs more work in others. We need to focus on practical solutions to break down barriers to trade, to remove unnecessary red tape and to encourage investment. We must make it easier, not harder, for innovation to flourish, and be mindful that the digital market is a global market. Building a fortress around Europe will not work.

We should listen to what users are asking for. Businesses want it to be easy to set up and sell on line to 500 million consumers with lower costs and simple secure systems so that they get paid. Consumers want to be able to trust that their purchases will arrive and that faulty goods can be returned, replaced or refunded. Platforms in the shared economy are growing because businesses and consumers want to use them, and people do want to be able to shop wherever they are and take their films, books and music with them when they travel. But enabling portability must not create a back door for piracy. Creators do need to know that their work, their copyright, has value and can be enforced. Security is key, especially for parents who want to know that their children are safe online.

Researchers want to unlock the benefits of big data – huge benefits for medicine, for the environment, for the economy – but individuals also want to know that their data is safe. Then there is the call for more modern manufacturing and more modern infrastructure. In all of this, investors in enterprises want legal clarity and the certainty of a level playing field. The digital economy must be fair, transparent and open. In Europe, sometimes our grand plans do stall, and many times small steps reach a destination faster. Top-down legislation, heavy-handed bans and centralised controls – we know how these can put a handbrake on innovation and investment. So let us make sure our actions are targeted and be wary of unintended consequences.

Mrs Ford, you mentioned the strategy of the Commission, but do you not think that the Commission could do more for the implementation of the digital single market? The strategy, in my opinion, is weak on maximising the growth potential of digital.

  Vicky Ford (ECR), blue-card answer. The strategy is good in parts, and we must unlock the benefits, but as in all areas of European legislation, it is pointless just passing laws in this House if they do not work on the ground and if they cannot be enforced back in the Member States. We need to focus on unlocking growth, and that means also removing unnecessary legislation where we do not need it. So let us be targeted in our actions.

  Dita Charanzová, on behalf of the ALDE Group. Mr President, the Digital Single Market strategy is a good text, it is an ambitious text, but it could have been even better. It seems that it is already a compromise text in some parts and has been weakened a little bit since your previous statements, Commissioner. The action plan includes far more reviews and initiatives than new legislative proposals and new ideas, such as making privacy by design into EU law, or finally introducing a single EU telecoms operator.

It should do even more to create a level playing field for all European businesses, especially SMEs, which are limited by the Amazons and eBays of the world and have to pay a lot to sell beyond our national borders. That said, the ALDE Group welcomes it and also welcomes the action plan. It does include many items that are vital to us – removing geo—blocking, reforming the parcel delivery system in Europe and supporting 24-hour e—government. But we call on the Commission to deliver on everything in the action plan and to do so quickly. Speed is of the essence. Any delays will only give time for the Member States to come up with excuses to block this strategy. Any delays will only push us further behind the US and others. Any delays will only further harm our attempts to build trust among businesses and consumers in the Digital Single Market. My Group has a slogan: ‘Think digital by default’. I am glad that the Commission has now started to do just that. The strategy is a good opening act, but let it not be the final one.

  Dennis de Jong, namens de GUE/NGL-Fractie. Er komen nog veel gelegenheden om met de commissaris te spreken over de individuele voorstellen en dat zullen wij graag doen. Vanuit mijn fractie zullen wij vooral letten op de consumentenbelangen en de belangen van het mkb.

Vandaag in dit plenaire debat wil ik u algemenere overwegingen meegeven. Dan kijk ik terug naar de eerste keer dat ik zelf op internet zat. Dat was een heel nieuwe wereld, dat was een open wereld en een vrijhaven. Ik kon contact leggen met mensen, elders in de wereld. Ik kon ook zelf een website maken. Ik kon zelf creatief zijn op internet.

Nu zijn wij twintig jaar verder. Als ik kijk wat er nu gebeurt, dan zien wij overheden aan de ene kant, inlichtingendiensten die veel van ons willen weten en die dat internet niet zo vrij meer willen hebben. Wij zien ook grote bedrijven. Wij kennen de Commissie die Google te lijf gaat. Maar wij hebben ook bedrijven als Amazon, Facebook. Het wordt steeds meer het internet van de multinationals.

Ik hoor - en daar ben ik het mee eens - dat innovatie van groot belang is voor de Europese economie. En daar hoort internet bij. Maar dan moet internet wel de plaats blijven voor creativiteit en innovatie en dat kan alleen als internet vrij en open is. Voor het optreden van de Commissie tegen Google heb ik respect. Maar zet door, pak ook de andere multinationals aan en zorg ervoor dat het internet open blijft voor kleine bedrijven, voor innovatie en voor mensen, zodat wij creatief met elkaar verder kunnen gaan.

  Michel Reimon, im Namen der Verts/ALE-Fraktion. Herr Präsident, Herr Vizepräsident! Die vorgestellte Strategie geht in vielen Bereichen in die richtige Richtung. Aber mir fehlt ein ganz wichtiger Aspekt: Präsentiert wurde ein besserer Zugang für Verbraucher zu Gütern und Dienstleistungen – kein Wort über Demokratie, kein Wort über den Zugang zu Wissen und Meinungen. Darum sollte es uns doch bei einer digitalen Strategie und beim Internet zu allererst gehen!

Das World Wide Web wurde in Europa entwickelt, und es war ein Marktplatz, wenn man so will ein Austauschplatz, für Meinungen und Wissen, und nicht nur ein kommerzieller Platz. In diese Richtung sollte es gehen.

Die Entwicklung einer freien Infrastruktur sollte uns besonders wichtig sein. Was vorgestellt wurde, zum Beispiel im Bereich Geoblocking und Copyright, geht in die falsche Richtung. Wir als Parlament müssen uns doch als Erste am meisten dafür einsetzen, dass europaweit alle Bürgerinnen und Bürger Zugang zu allen Nachrichten, zu allem Wissen und zu allen Meinungen haben können. Da müssen wir offensiver sein!

Wie ein digitaler Binnenmarkt ohne Telekommunikationsmarkt, ohne Netzneutralität stattfinden soll, weiß ich nicht. Wenn da die Verhandlungen stocken, ist das sicher kein gutes Beispiel, kein gutes Symbol für die Zukunft.

  David Borrelli, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, il nostro obiettivo nella realizzazione di un mercato unico digitale deve essere quello di consentire ai cittadini e alle imprese di beneficiarne pienamente. Le opportunità per l'Unione europea sono immense e l'abbattimento coerente delle numerose barriere ancora esistenti potrebbe rivelarsi un vero e proprio volano per l'innovazione e per gli investimenti nell'economia digitale.

Ben venga allora una strategia pluriennale inclusiva e ben vengano i tre pilastri, ma attenzione alle tempistiche di realizzazione e di attuazione dei provvedimenti delineati nel pacchetto. In questo settore, infatti, ancor più che in altri, è fondamentale che il processo legislativo sia al passo con i tempi.

E se, ad oggi, soltanto il 7% delle piccole e medie imprese europee vende al di là dei confini del proprio paese e solamente il 15% dei consumatori acquista online in un paese diverso da quello di appartenenza, è evidente che di strada da percorrere, e in fretta, ce n'è molta.

Sviluppare le potenzialità dell'e-commerce rappresenta una nuova frontiera per le imprese europee e gli effetti per i consumatori saranno tangibili: prezzi più bassi, una scelta più ampia e una maggiore qualità di beni e servizi. È necessario semplificare e rendere più chiare le transazioni tra i diversi Stati membri: troppo spesso, infatti, imprenditori e consumatori rinunciano a causa di alcune complessità.

E questo è soltanto uno degli aspetti su cui lavorare insieme per far sì che le industrie e i cittadini sfruttino appieno il potenziale dei nuovi servizi e beni digitali. Costruire un ambiente favorevole alla creazione di nuovi posti di lavoro e al rilancio dell'economia europea oggi passa anche attraverso l'abbattimento delle barriere che limitano il mercato digitale nel nostro continente.

Il prossimo passo importante è adesso il Consiglio europeo del 25 e del 26 giugno, perché tutti sappiamo che per far sì che tutto ciò accada è necessario che gli Stati membri facciano la loro parte, investendo nell'ICT e nei servizi digitali. Un esempio? L'Italia nel 2014 ha investito soltanto il 4,9% del proprio prodotto interno lordo. Si può fare e si deve fare di più.

  Mylène Troszczynski (NI). Monsieur le Président, transformer la société européenne, voilà l'arrogante conclusion de la Commission perchée très haut, loin des réalités concrètes de nos compatriotes.

Dans le texte, j'ai relevé près de cinquante fois, l'élément de langage favori de nos commissaires désignés: barrières nationales. Ne tenant leur légitimité d'aucun peuple, il leur est évidemment difficile de ne pas mépriser les nations.

J'ai relevé également l'incohérence de vos chiffres. Juste un exemple: dans la communication de la Commission, vous annoncez 415 milliards d'euros supplémentaires pour le PIB de l'Union européenne alors que dans votre bible, qui est l'étude sur le coût de la non-Europe, vous annonciez 520 milliards d'euros de gain. Cent milliards de différence entre les deux textes. Où sont-ils passés? Devenez-vous réaliste?

En conclusion, vous souhaitez transformer la société européenne en brisant les frontières nationales, qu'elles soient matérielles ou immatérielles, d'ailleurs. Voilà votre véritable ennemi: la nation. Votre chimérique projet ne trouve plus d'écho nulle part.

Même si nous reconnaissons l'importance du marché numérique et du potentiel économique qu'il représente, il ne faut jamais croire qu'il promet la lune.

  Krišjānis Kariņš (PPE). Priekšsēdētāja kungs! Komisāra kungs! No vienas puses, mums var šķist, ka Eiropas Savienības robežas lēnām izzūd. Mēs varam brīvi pārvietoties pāri robežām, arī strādāt citās dalībvalstīs. Daudzās valstīs mēs lietojam vienoto valūtu eiro. Mūsu uzņēmumi var veikt savu uzņēmējdarbību pāri robežām, sen jau nemaksājot muitas tarifus, un tamlīdzīgi. Mēs pat savus mobilos telefonus praktiski jebkur pasaulē varam lietot bez ierobežojuma.

Tomēr ir viena joma, kur mums tā šķietamā robežas izzūdamība nepastāv, un tā ir tieši digitālā joma. Kāpēc? Jo mēs tur esam pilnībā saskaldīti. Piemēram, man Latvijā ir abonements interneta televīzijai, kuru es varu skatīties jebkur Latvijā, bet tiklīdz es pārbraucu valsts robežai pāri, man vairs šis pakalpojums nav pieejams. Kāpēc? Kāpēc ir tā, ka, piemēram, pērkot biļeti uz prāmja starp Igauniju un Somiju, cena par vienu un to pašu pakalpojumu atšķiras atkarībā no tā, vai jūs ieejat no Igaunijas mājas lapas vai no Somijas mājas lapas? Tas, ko Eiropas Komisija piedāvā, ir izveidot vienoto digitālo tirgu, lai mēs pārvarētu robežas šajā saskaldītībā, jo, protams, ja mēs esam — un mēs esam — Eiropā 500 miljoni iedzīvotāju, labumu un spēku mūsu konkurētspējā varam gūt tad, ja esam tik tiešām vienoti arī šajā nozīmīgajā jomā.   Kathleen Van Brempt (S&D). De digitale economie groeit zo maar even zeven keer sneller dan onze gewone economie en zou dus echt een hefboom kunnen zijn om ervoor te zorgen dat wij kwaliteitsvolle jobs creëren en onze samenleving echt voorbereiden op die digitalisering. Helaas, en dat weten wij, is Europa op dat punt niet goed bezig. Wij hinken achterop op een aantal heel andere belangrijke spelers in de wereld.

Er is goed nieuws, maar ook wat minder goed nieuws vandaag. Het goede nieuws is dat u met een initiatief komt rond de digitale interne markt, en dat is goed en belangrijk. Dat ondersteunen wij. Uw analyse en uw probleemschets zijn juist, maar wij verwachten wel iets meer actie. Wij willen echt dat er geïnvesteerd wordt in infrastructuur die toegang biedt tot iedereen. Wij willen dat onze samenleving wordt voorbereid op die e-commerce en e-governance, maar vooral ook dat de privacy van de mensen wordt gerespecteerd en dat het dus een proces wordt waarvan elke burger in Europa kan profiteren. Daarvoor willen wij wat meer actie zien.

  Anneleen Van Bossuyt (ECR). Vorige week kregen wij eindelijk inzicht in het lang verwachte plan voor een meer digitaal Europa dat werd voorgesteld door commissaris Ansip. Vanuit de Commissie interne markt en consumentenbescherming kunnen wij vaststellen - en daarover hebben wij in onze commissie al veel getuigenissen gehoord - dat er inderdaad nog heel veel werk aan de winkel is om die interne digitale markt te creëren.

Wij zien dat er nog veel te veel drempels bestaan die het de consumenten en de producenten moeilijk of soms zelfs onmogelijk maken om te kunnen profiteren van de vele digitale kansen die er zijn. Ik denk dan bijvoorbeeld aan een Netflix-abonnement. Iemand die in België een Netflix-abonnement koopt, kan daar nog niet in alle lidstaten van profiteren, wat eigenlijk jammer is en vandaag de dag voorbijgestreefd. Wij zien ook dat er nog heel veel bedrijven heel veel administratieve en financiële lasten ondervinden, omdat zij zich ook vaak moeten houden aan de consumentenrechten van de 28 verschillende lidstaten. Die drempels moeten dan ook zo snel mogelijk weggewerkt worden.

Uw plan bevat brede doelstellingen en wil sommige van die drempels wel degelijk aanpakken, maar naar mijn mening is het plan veel te breed en mist het concrete actiepunten. Ik vrees dat wij daardoor op belangrijke punten de feiten achterna zullen hollen. Het is belangrijk om in het hele proces constant in dialoog te treden met de belanghebbenden, want zij zijn uiteindelijk degenen die het best weten waar de problemen liggen.

Als laatste punt, ik denk dat het de grootste uitdaging zal zijn om de rechten van de consument te waarborgen zonder echter de concurrentiepositie van onze bedrijven aan te tasten.

  Antanas Guoga (ALDE). Mr President, we are very fortunate to have such a bright Commissioner in a very important post in an area that is going to be the future of Europe. However, Commissioner, let us be very pro-active and not reactive. For example, Uber is a great service from America and there are now so many fighting back against it, so many states – including the big country that we are in right now – fighting this company that allows young people to work and make a fair living by working hard. That is what applications and the Digital Single Market will achieve for Europe: letting young people work and be rated by what they do. People can order their services, so let us be proactive, let us allow young people to earn a fair living – and ‘fair’ is whatever they are worth. Whatever work they do, however good they are. That is what being fair is – it is not what states tell you ʽfairʼ is, or the red tape and the bureaucracy that we propose. Let the digital single market be a revolution. Good luck to you, Commissioner. We support you. Let us all work and focus.

  Cornelia Ernst (GUE/NGL). Herr Präsident! Was wir wollen, sind natürlich faire Regeln, und zwar für den Verkehr von Waren und Dienstleistungen auf der einen Seite und für die Bürgerinnen und Bürger auf dem digitalen Binnenmarkt auf der anderen Seite. Aber die Kunst der Fuge besteht doch darin, wie die Balance ausgestaltet ist, inwieweit es sie zwischen Marktentwicklung und Bürgern gibt, deren freier Zugang gesichert ist, inwieweit Netzneutralität gesichert wird. Das ist doch die Frage!

Und da – meinen wir – müssen zwei Dinge neu angepackt werden. Das erste ist, eine Urheberrechtsreform zu schaffen, die diesen Namen auch verdient. Dazu muss der Katalog der Beschränkungen geöffnet und verbindlich gemacht werden, um den Flickenteppich der Ausnahmen und Beschränkungen in der Europäischen Union tatsächlich zu beseitigen. Nur so entsteht eine wirklich sinnvolle Harmonisierung des Urheberrechts und nicht durch follow the money. Diese Konsequenz gibt es allerdings im Papier nicht.

Und der zweite Gedanke: Geoblocking soll nur in ungerechtfertigten Fällen abgeschafft werden. Wir sagen, Geoblocking muss generell abgeschafft werden, denn es ist grundsätzlich ungerechtfertigt, weil es verhindert, dass Internetnutzer überall grenzüberschreitend Zugang zu kulturellen Inhalten bekommen.

Wir wollen hier Klarheit. Die sehen wir momentan im Papier nicht, und insofern gibt es noch eine ganze Menge nachzuarbeiten.

  Jan Philipp Albrecht (Verts/ALE). Mr President, I would like to thank the Vice—President for his proposals. I think this is a very good step forward. It is not the first step, by the way, to creating the Digital Single Market, and I would like to bring our attention to the fact that, to create the Digital Single Market, we need to pass legislative acts. That is what we need to do, and therefore the Council – which I cannot see here – is an important partner to work with to create this Digital Single Market. What I can see at the moment is that, on the Telecoms Single Market, on the Network and Information Security Directive and on the Data Protection Regulation – all three of which are fundaments for building the next step of the digital single market – the Council is not coming along with general approaches, with positions, which are negotiable for us as a Parliament.

So I think that we need to insist first of all on the adoption of these legislative acts and then proceed with further measures. I think that you have made some good points, but there needs to be clear legislation, concrete formulations, about what you mean – for example – on platform neutrality and on geo-blocking; that is not enough, please try to improve the concreteness of these proposals.

  Nathan Gill (EFDD). The EU’s arrogant disregard for small businesses is staggering, and that arrogance has a disproportionate impact on the UK.

The UK is now the EU’s second largest economy, largely because of the growth of small businesses. In the UK we have a VAT threshold for small businesses, including digital ones, so that they are not suffocated by VAT regulations. The EU’s obsession with harmonising tax has led it to force the UK to abandon VAT thresholds for some online businesses. Not content with burdening business with complicated rules, the online disclosure requirements are impossible for small businesses to comply with. The EU has now given small businesses outside the EU a competitive advantage over UK businesses. It is imperative that the UK regain that competitive edge. The UK should freely trade with the EU, but should not be a vassal state of this institution.

  Marine Le Pen (NI). Monsieur le Président, l'Union européenne a donc une grande ambition: établir un marché unique numérique. Si nous souhaitons rester des acteurs puissants du monde de demain, il ne faut pas se contenter, comme vous le faites, de donner la priorité aux consommateurs en ligne. Il faut aussi favoriser et encourager le développement de nos producteurs, tâche autrement plus délicate mais totalement négligée.

Nous savons aussi que les entreprises fraudeuses du monde numérique utiliseront les pays les plus fragiles et les moins structurés pour développer des activités frauduleuses à partir de ces pays et à destination de tous les autres pays de l'Union européenne. Le non-paiement de la TVA dans le commerce par internet est déjà un fléau. Il se fait notamment par le classement en échantillons ou par des attributions de numéros IP situés à l'étranger via des applications. Il est urgent d'agir avant que les recettes fiscales ne s'effondrent véritablement. Enfin, obliger la France à remonter la TVA sur le livre numérique de 5,5 % à 20 % est scandaleux. Cette mesure imposée au forceps par Bruxelles afin de rendre possible le marché numérique unique montre déjà le dévoiement de ce projet.

  Ivan Jakovčić (ALDE), pitanje koje je podizanjem plave kartice postavio. Poštovana gospođo Le Pen, hvala vam što ste prihvatili plavu karticu. Htio sam nešto slično pitati gospodina iz EFDD-a, jer se često govori o Ujedinjenom kraljevstvu i Francuskoj.

Spomenuli ste, u ovom slučaju, sasvim konkretno proizvođače koje treba zaštititi, a ne samo potrošače. Često govorite i protiv jedinstvenosti Europske unije i zato vas pitam da li se slažete sa mnom da je ovaj slučaj jedinstvenog digitalnog tržišta nešto što će itekako jako dobro pomoći francuskim proizvođačima vrhunskih proizvoda i na taj će način moći i mali francuski proizvođači preko digitalnog tržišta i trgovine biti svugdje prisutni i na svjetskom tržištu?

Monsieur le Président, Monsieur, vous nous avez vendu cela dans l'ensemble des domaines que l'Union européenne a touchés et, dans l'ensemble de ces domaines, c'est le chômage qui en a été la conséquence, mais aussi la désespérance, la désindustrialisation et l'effondrement de notre puissance. Regardez ce qui s'est passé.

J'ai donné l'exemple type du livre numérique: le livre numérique avait une TVA à 5,5 %, elle passe à 20 % précisément pour obéir aux injonctions de Bruxelles. Vous voyez bien que ce n'est pas une telle mesure qui va aider qui que ce soit, bien au contraire.

  Andreas Schwab (PPE). Herr Präsident, liebe Kolleginnen und Kollegen! Auch ich begrüße natürlich, dass die Kommission sich nun schlussendlich hat entscheiden können, eine horizontal abgestimmte Vorgehensweise für die Entwicklung dieses digitalen Binnenmarkts vorzulegen. Aber schon als Jean-Claude Juncker im Wahlkampf versprochen hat, dass der digitale Binnenmarkt zu seinen Schwerpunktthemen gehören sollte, war offensichtlich, dass damit natürlich viele offene Gesetzgebungsbaustellen im europäischen Binnenmarkt wieder angegangen werden müssten. Und so finden wir eine ganze Reihe von Themen in dieser digitalen Binnenmarktstrategie, bei denen wir in den letzten Jahren oder sogar Jahrzehnten schon einmal versucht haben, sie mit den Mitgliedstaaten einer einvernehmlichen Regelung entgegenzuführen.

Ich spreche gar nicht über die noch offenen Themen der Netzwerk- und Informationssicherheit, des Datenschutzes und des Telekom-Binnenmarkts, wo wir leider offenbar nicht so weit kommen, wie wir das im Parlament gerne täten. Ich spreche auch nicht über die Verbraucherrechte, die in dieser digitalen Binnenmarktstrategie wieder erwähnt werden.

Es ist so, dass diese digitale Binnenmarktstrategie offensichtlich macht, dass die horizontale Bedeutung des Binnenmarkts einfach in die Tiefe wird gehen müssen und wir damit an vielen Stellen den Widerstand der Mitgliedstaaten hervorrufen werden. Deswegen müssen wir dafür Sorge tragen, dass wir nicht nur auf der Ebene der Kommission, sondern auch im Europäischen Parlament gemeinsam über alle Ausschüsse hinweg versuchen, Mehrheiten dafür zu gewinnen, dass alle Bürgerinnen und Bürger in Europa von diesem digitalen Binnenmarkt profitieren können. Wenn uns das gelingt, kann Europa durch dieses Projekt auch enger zusammenwachsen.

Oikeastaan vain Marju Lauristin on tähän saakka kiinnittänyt huomiota, että on todellakin uhka, että osa kansalaisista syrjäytyy. Jos esimerkiksi terveyskeskukseen ilmoittautuminen tai kouluun ilmoittautuminen tapahtuu digitaalisesti, osa ihmisistä syrjäytyy tämän digivallankumouksen myötä. Mitä ajatuksia Teillä on suurimman parlamenttiryhmän edustajana tästä kasvavasta epätasa-arvosta, jota digivallankumous saattaa tuoda?

Ich glaube in der Tat, dass es unser gemeinsames Ziel sein muss, dass der digitale Binnenmarkt ein Projekt ist, von dem nicht nur wenige Unternehmen, sondern alle Bürgerinnen und Bürger profitieren können, und zwar egal in welcher Weise sie in den digitalen Binnenmarkt integriert werden möchten und integriert sein wollen.

Aber ich glaube, dass wir nicht allein an einzelnen Diensten herumdiskutieren sollten und den video-on-demand-service mit einem Fernsehsender vergleichen sollten und anderes. Wir sollten vielmehr versuchen, den Ansatz durchzusetzen, dass für alle Bürgerinnen und Bürger, alle Arbeitnehmer und alle Unternehmen die gleichen Ausgangsbedingungen herrschen. Und ich bin sehr gespannt, was für weitere Ideen wir im Ausschuss für Binnenmarkt und Verbraucherschutz diesbezüglich entwickeln werden.

  Evelyne Gebhardt (S&D). Herr Präsident, Herr Kommissar! Endlich ist die Kommission aufgewacht und kümmert sich um die digitale Revolution, die wir in der globalen Welt erleben. Und das ist auch gut so! Allerdings muss ich ehrlich sagen, dass ich etwas erstaunt war, als ich Ihren Text gelesen habe, weil da die Aussagen zum Teil doch recht nebulös sind und bei vielen Sätzen entweder dies oder das Gegenteil herausgelesen werden kann. Da bitte ich Sie wirklich, in diesen Fragen ganz schnell sehr viel konkreter zu werden.

Ich war auch darüber erstaunt, dass manche Bereiche des Binnenmarkts, der ja auch ein Schwerpunkt Ihrer Strategie ist, total ausgelassen worden sind. Da denke ich insbesondere an die Share Economy – Uber, Lyft, Airbnb und andere, in denen ja geradezu eine Revolution auch des Arbeitsmarktes einhergeht. Da wäre es wirklich ganz sinnvoll, zu wissen, was die Europäische Kommission in diesen Bereichen denn eigentlich vorhat.

  Marcus Pretzell (ECR). Herr Präsident, meine Damen und Herren! Der digitale Binnenmarkt ist eine Chance für die Verbraucher und für die kleinen und mittleren Unternehmen. Deshalb begrüße ich die Forderung, bestehende Hürden abzubauen. Ich wünsche mir jedoch nicht nur, dass nationale Hürden abgebaut werden, sondern ich wünsche mir auch ein gesundes Augenmaß bei der Aufstellung neuer Regeln auf EU-Ebene. Die KMU, und nicht die Interessen der multinationalen Konzerne, mögen im Fokus dieses digitalen Binnenmarktes, wie Kommission und etliche Parlamentarier ihn zu gestalten versuchen, stehen. Ich weiß aus der Ausschussarbeit, dass Vicky Ford und auch andere sich vorbildlich für die KMU einsetzen. Doch hier liegt noch viel Arbeit vor uns.

Erst gestern debattierten wir über die unterschiedlichen Umsatzsteuersätze für Print- und Online-Produkte. Hätten wir tatsächlich die Interessen der KMU im Blick, wären wir für Vereinfachung, für weniger Bürokratie eingetreten. Wir sollten begreifen, dass die Chancen eines digitalen Binnenmarktes in Vielfalt und Abwechslung, Verschiedenartigkeit und reichhaltigem Angebot liegen. Und da sind die KMU unverzichtbar.

Der EU käme aber meines Erachtens auch die umfassende Aufgabe zu, für verlässliche Datensicherheit zu sorgen. Das können die Mitgliedstaaten offensichtlich nicht oder nicht alleine, wie aktuelle Skandale in meinem Heimatland gerade wieder offenbaren. Erst wenn diese unabdingbare Voraussetzung weitestgehend, d. h. nach aktuellem Stand der Technik, gesichert ist, bin ich bereit, über e-government als weiteren Schritt nachzudenken.

  Kaja Kallas (ALDE). Mr President, I would like to congratulate Commissioner Ansip on the digital strategy. It clearly sets out our priorities, which are: building trust, fostering innovation and taking down barriers.

Digital is everywhere. It affects every part of our society and economy. There is, however, a lot to be done to overcome the fears associated with digital life. People trust each other more than ever, by sharing their cars, by sharing their flats, but also sharing content and accessing content online. But they also need to know that their communication is secure. Therefore, I am very worried about the recent talk about creating a backdoor to the encrypted software. This will greatly undermine the trust in e—commerce, but also in the economy as a whole.

So my question is this: how does that fit into the digital market strategy? This certainly needs to be answered. Thank you Commissioner. I look forward to cooperating with you on the implementation of the strategy.

  Petr Mach (EFDD). Pane předsedající, dovolte, abych začal citátem jednoho velkého státníka: „ Když se to hýbe, zdaňte to. Když se to ještě pořád hýbe, začněte to regulovat. Když se to přestane hýbat, začněte to dotovat.“ Takhle charakterizoval přístup vlády americký prezident Ronald Reagan a mně se zdá, že je to přesně přístup Evropské unie, pokud jde o digitální trh a internet.

Internet je svobodné a dynamické prostředí a mně se zdá, že vy to teď chcete zkazit. Internet usnadňuje život milionům lidí a otevírá podnikatelské příležitosti. Je to rostoucí trh, ze kterého vychází jedna skvělá inovace za druhou. Proč to tak je? Právě proto, že vaše regulační choutky na tento trh ještě plně nedopadly. Tak to tak, prosím, nechte být.

  Barbara Kappel (NI). Herr Präsident, Herr Vizepräsident der Kommission! Die Digitalisierung der Wirtschaft ist wesentlich, um die Wettbewerbsfähigkeit Europas im internationalen Kontext zu steigern und Beschäftigung zu schaffen. Durch Digitalisierung, das heißt insbesondere durch Industrie 4.0, wird es in den nächsten zehn Jahren möglich sein, das europäische Bruttoinlandsprodukt um 1 250 Milliarden Euro zu steigern, 3,8 Millionen neue Jobs – qualifizierte Jobs – zu schaffen und sicherzustellen, dass die europäische Wirtschaft im IKT-Bereich unter den Weltmarktführern bleibt. Tatenlosigkeit, das heißt keine digitale Strategie, wird dazu führen, dass Europa zurückfällt. Das industrielle Wachstum wird um 10 % zurückgehen.

Europa hat in den letzten Jahren hier sehr stark an Tempo verloren, die Wettbewerbsfähigkeit wurde eingebüßt. Heute haben nur noch acht der Top-100 Hightech-Unternehmen ihren Konzernsitz in Europa. Das muss sich ändern. Dazu braucht Europa Maßnahmen.

Was ist zu tun? Investitionen in eine robuste Infrastruktur, das heißt Breitbandausbau als Schlüsseltechnologie für das industrielle Internet, Fokussierung auf F&E und Innovation, insbesondere Festsetzung des 5G-Standards, Investitionen in Bildung, neue Curricula für IT-Experten, Festsetzung industrieller Standards und eine europäische Cloud.

  Sabine Verheyen (PPE). Herr Präsident, liebe Kolleginnen und Kollegen! Ich begrüße die Strategie der Kommission zum digitalen Binnenmarkt ausdrücklich. Sie ist ein guter erster Aufschlag, die europäischen Regulierungen an die Realitäten der heutigen technischen Entwicklungen anzupassen. Sie muss aber in vielen Bereichen vertieft und konkretisiert werden. Der digitale Binnenmarkt ist essentiell für die wirtschaftliche Entwicklung der Europäischen Union, birgt aber ein ebenso großes Potenzial zum Erhalt und zur Verbreitung kultureller kreativer Inhalte.

Das Internet hat die Art und Weise, wie und wo wir Inhalte konsumieren, radikal verändert. Deshalb müssen die rechtlichen Voraussetzungen an die technologischen Veränderungen so angepasst werden, dass der legale Zugang zu Online-Inhalten auch grenzüberschreitend oder aus dem Ausland vereinfacht wird. Allerdings muss hier mit besonderem Augenmaß vorgegangen werden. Für einige europäische künstlerische und kreative Sektoren ist das Territorialprinzip der Kern ihrer Finanzierungsstrukturen und somit die Voraussetzung für Vielfalt in der Kreativität, für die Produktion neuer europäischer Inhalte, gerade für kleinere und mittlere Produzenten, für spezielle kulturelle Filme, die an ihren jeweiligen Markt adäquat angepasst sind. Wir müssen eine ausgewogene Position zwischen den durch das Urheberrecht geschützten Rechten und der Nachfrage der Verbraucher finden, digitale Inhalte über nationale Grenzen hinweg zu konsumieren.

Ich stimme der Kommission zu: Portabilität ist unerlässlich, aber ohne die wirtschaftlichen Rahmenbedingungen für eine professionelle Erstellung von kreativen Inhalten zu zerstören. Eine völlige Abschaffung des Territorialprinzips in jedem Bereich würde die europäische kulturelle Vielfalt massiv gefährden. Die Folge wäre eine Konzentration auf einige große Produzenten und Mainstream-Angebote, die wir sicherlich nicht wünschen. Deshalb müssen wir hier mit besonderer Sorgfalt vorgehen.

Beim Thema AVMD möchte ich die Kommission auffordern, auch das Thema Plattformregulierung stärker mit einzubeziehen sowie Regulierungen im Bereich Zugang und Auffindbarkeit zu finden. Die Vielfalt des kulturellen und audiovisuellen Angebots muss für alle europäischen Bürger zugänglich und auffindbar sein, insbesondere wenn durch Gerätehersteller, Netzbetreiber oder Inhalteanbieter schon eine Vorsortierung der angebotenen Inhalte vorgegeben wird.

Ön egy nagyon szép listát adott arról, hogy mennyi szempontot kell figyelembe venni az egységes digitális piac kialakítása során, de én hiányoltam azt, vagy legalábbis nem hallottam, hogy szólt volna az adózás kérdéséről. A határokon átnyúló természete ennek az ágazatnak eléggé erős. Kérdezem: Ön egyet tud-e érteni azzal, hogy az áfa tekintetében is egy egységes belső piac alakuljon ki?

Gerade im Bereich der kulturellen Inhalte hat es in meinen Augen absolut keinen Sinn, dass Printprodukte zum Beispiel anders besteuert werden als Online-Produkte. Hier müssen wir eine Gleichwertigkeit herstellen. Dazu brauchen wir Veränderungen in der Mehrwertsteuer-Richtlinie. Ich hoffe, dass die Kommission gerade für diesen Bereich das möglichst schnell in Angriff nimmt und umsetzt.

  Patrizia Toia (S&D). Signor Presidente, onorevoli colleghi, c'è un grave ritardo digitale in Europa rispetto allo sviluppo delle grandi economie mondiali. Bene, perciò, che s'imbocchi la strada della creazione di un mercato unico per offrire alle imprese tradizionali, alle start-up e ai cittadini quella facilità di servizi accessibili e innovativi che oggi non c'è, per creare un mercato transfrontaliero senza geoblocking ingiustificati e senza ostacoli o barriere ormai inammissibili e dannose.

Accanto all'accessibilità è importante l'innovazione dei servizi. Occorre un vero coordinamento comunitario – penso allo spettro, signor Commissario – sostenendo i produttori di ICT, puntando su interoperabilità e standardizzazione, e occorre una ricetta che sappia sfruttare, anche in termini di sviluppo e di applicazione industriale, tutte le potenzialità di crescita, cosa che non abbiamo fatto in questi anni.

Ma la strategia della Commissione va rafforzata in termini di visione: va alzata l'asticella degli obiettivi, soprattutto per prepararsi al confronto con gli Stati membri che sono ottusamente gelosi dei loro mercati interni, come stiamo amaramente constatando nel trilogo sul mercato delle telecomunicazioni, che è fermo e rischia di far mancare una base importante per questa nuova strategia.

Deklarowanym celem powstania jednolitego rynku cyfrowego jest pełne wykorzystanie potencjału przemysłu europejskiego i umożliwienie konsumentom lepszego dostępu do dóbr i usług. To bardzo ważne cele, ale Europejczycy nie są tylko wytwórcami towarów i konsumentami, a techniki cyfrowe nie dotyczą tylko obrotu towarowego, lecz także treści kulturowych, które mają związek z naszą tożsamością narodowo-indywidualną. A w dziedzinie kultury nie można po prostu przyjąć zasady konkurencyjności, efektywności – zasady, że zwycięża silniejszy, że decyduje masowa konsumpcja. W dziedzinie kultury nie możemy zrezygnować z mecenatu państwowego, z ochrony tożsamości, wspierania swoich kultur, w tym także z terytorialnego prawa autorskiego. Musimy również zdawać sobie sprawę, że rozwój internetu ma także negatywne skutki kulturowe – prowadzi np. do zubożenia językowego, utraty umiejętności czytania długich zwartych tekstów itd. To także powinniśmy brać pod uwagę w europejskiej strategii cyfrowej.

  Σωτήριος Ζαριανόπουλος ( NI). Κύριε Πρόεδρε, η στρατηγική της Επιτροπής για την ενιαία ψηφιακή αγορά δίνει ώθηση σε αυτό το πεδίο υψηλής κερδοφορίας για τους επιχειρηματικούς ομίλους με αιχμή το ηλεκτρονικό εμπόριο και την ενσωμάτωση των νέων τεχνολογιών στους βιομηχανικούς κλάδους. Η διαμάχη Επιτροπής και Google εκφράζει σφοδρούς ανταγωνισμούς ανάμεσα στα μονοπώλια για την κυριαρχία των αγορών. Από την Ευρωπαϊκή Ένωση προορίζονται για τα μεγαθήρια του κλάδου 21 δισεκατομμύρια ευρώ για υποδομές, έρευνα και καινοτομία, όλα λεηλατημένα από το λαϊκό εισόδημα.

Επεκτείνονται εκμεταλλευτικές μορφές ελαστικής απασχόλησης και τηλεργασίας με χιλιάδες απολύσεις. Οι ελεγχόμενες από μεγαθήρια ηλεκτρονικές μορφές εμπορίου θα μονοπωλήσουν παραπέρα την αγορά, θα εξαφανίσουν τους μικρούς. Η φοροαποφυγή θα ενταθεί, ενώ θα ενταθεί επίσης και η παρακολούθηση όλων των πλευρών της ζωής από τις τεράστιες βάσεις δεδομένων.

Μόνος τρόπος να απολαύσει ο λαός τα τεχνολογικά επιτεύγματα είναι να απαλλαγεί από τα δεσμά Ευρωπαϊκής Ένωσης και μονοπωλίων, θεμελιώνοντας τη δική του εξουσία και οικονομία.

  Lara Comi (PPE). Signor Presidente, onorevoli colleghi, caro Commissario, mi compiaccio con la Commissione Juncker, che sta dando così tanto rilievo al mercato unico digitale, che è un obiettivo fondamentale e di grande importanza per la crescita e l'occupazione in Europa.

La comunicazione adottata pochi giorni fa mostra una strategia potenzialmente molto incisiva. Condivido molto le azioni che intendono migliorare la concorrenza e quelle che vanno nella direzione di una fiscalità comune, che è quella che ci siamo posti molte volte anche nella commissione per il mercato interno.

Questo piano è ambizioso e creerà una società moderna e avrà senz'altro delle ricadute positive non solo sul piano del migliore accesso ai beni e ai servizi digitali nei vari settori, tra i quali la sanità, il trasporto o l'energia, ma anche sul piano della creazione dei nuovi posti di lavoro di cui abbiamo tanto bisogno e su cui ci stiamo veramente focalizzando come Unione europea.

Vede, il mio auspicio è che la Commissione, il Parlamento e il Consiglio sappiano fare un vero lavoro di squadra con grande senso di responsabilità. Gli interessi coinvolti sono molteplici e questo è anche un rischio che noi abbiamo, perché dobbiamo essere veramente un'Europa e non dimostrare che gli interessi dei singoli paesi hanno il sopravvento rispetto a una collegialità, altrimenti tutto quello che abbiamo fatto in questi anni non sarà servito assolutamente a nulla.

Signor Presidente, onorevoli colleghi, la proposta sul mercato unico digitale della Commissione è molto importante ma, a mio giudizio, è eccessivamente sbilanciata a favore del consumo piuttosto che della cittadinanza digitale, del rafforzamento della produzione e dei contenuti culturali e creativi e quindi della diversità culturale e delle sfide educative.

La precondizione per un mercato unico digitale per l'industria culturale e creativa è che l'adeguamento di alcuni aspetti del copyright proceda di pari passo con la revisione della direttiva sull'e-commerce per definire ruoli, responsabilità, regime fiscale per gli over the top, distinguendo tra loro quelli che sono in realtà competitor e non meri intermediari, insieme alla revisione della direttiva sui servizi di media audiovisivi e dell'enforcement, per salvaguardare la biodiversità culturale europea, che è anche competitività.

Apprezzo comunque che il Commissario Oettinger – e spero che anche il Vicepresidente Ansip sia d'accordo – in questi giorni a Cannes abbia aperto un dialogo molto più attento con gli operatori del settore, coinvolgendo la commissione per la cultura del Parlamento e dicendo proprio che sono compatibili la portabilità individuale giustamente richiamata, il copyright e la territorialità.

Sul fronte educativo chiediamo che anche attraverso il piano degli investimenti in corso si investa nella banda ultralarga per connettere le scuole, per il recupero del digital divide e per le competenze dei docenti.

  Sajjad Karim (ECR). Mr President, the Commissioner has very correctly identified some of the core issues that we must address: better access across the European Union and high—quality infrastructure. Certainly in my constituency in the north-west of England, in Cumbria, we are seeing the benefits of broadband connectivity provided through the European Union. There is so much else that has been put forward here that must be delivered, but from a citizens’ viewpoint, this is a crucial test for the European Union.

However, we are already behind. As far as our citizens are concerned, so many of them are already frustrated. When they pass through actual borders they do it seamlessly, but every time they do so we reinforce a virtual border for them in real terms. When the law is an ass, people will find a way around it. That is what we must do: ensure that they do not have to do that. Recent telecoms experience dictates to us that time is indeed of the essence. So many of our new start-ups are crying out for their vision to be fulfilled through the Digital Single Market. Please allow us to deliver that for them and do not allow it to be constrained by the short-sightedness and small-mindedness that some of the contributors demonstrated in this debate today.

  Jerzy Buzek (PPE). Panie Przewodniczący! Panie Przewodniczący Ansip! Wspólny rynek cyfrowy to na pewno jest świetny krok w kierunku przyszłej unii cyfrowej, bo tak sobie wyobrażamy, że jeszcze w tej kadencji moglibyśmy zaproponować unię cyfrową. Z punktu widzenia komisji ITRE, którą kieruję, najważniejsze są właściwie 3-4 rzeczy w komunikacie Komisji.

Po pierwsze, wdrożenie internetu rzeczy i obliczeń w chmurze będzie kluczowe dla konkurencyjności przemysłu. Standaryzacja czy interoperacyjność da nam rzeczywiście gospodarkę skali i pozwoli Europie wygrać walkę konkurencyjną w skali świata. I wreszcie – bardzo ważne – platformy online. Najpierw dobrze zrozumieć ich działanie, ich sens, a potem regulować i tworzyć specjalne ramy dla takich działań. I tu się zgadzam w pełni z Komisją, ale, Panie Wiceprzewodniczący, my mamy jeszcze kłopot z rynkiem telekomunikacyjnym. Pakiet nie jest jeszcze ani wdrożony, ani nie zakończyliśmy negocjacji i to jest podstawa naszego wspólnego rynku cyfrowego i zarówno zatrzymanie opłat roamingowych, jak i sprawa spectrum. Ja apeluję do wszystkich Koleżanek i Kolegów, do państw członkowskich, żeby wreszcie podjąć w tej sprawie decyzję. Bo jak możemy mówić o wspólnym rynku cyfrowym, jeśli pakiet telekomunikacyjny nie jest zakończony. I również apeluję do wszystkich Koleżanek i Kolegów z różnych komisji – mamy 10-11 komisji wdrożonych we wspólny rynek cyfrowy – musimy szybko i sprawnie odpowiedzieć na komunikat Komisji.

  Jutta Steinruck (S&D). Herr Präsident! Der digitale Binnenmarkt bringt Chancen mit sich, aber auch neue Herausforderungen. Es wird sich ein digitaler Arbeitsmarkt entwickeln, der Arbeitszeiten, Arbeitsformen und die Arbeitsweise verändert. Auch da muss die Kommission ihre Hausaufgaben machen: Wir brauchen frühzeitig Antworten und auch Regeln. Da geht es nicht nur um Qualifizierung, sondern es geht um neue Beschäftigungsformen, um eine neue Form von sozialer Absicherung, um neue Wege für Arbeitnehmerschutz und die Durchsetzung von Arbeitnehmerinteressen.

Und die Herausforderung sehen wir heute schon. Heute arbeiten bei Amazon Menschen – Arbeitnehmerinnen und Arbeitnehmer, Beschäftigte, Selbständige – aus der ganzen Welt. Sie schließen Arbeitsverträge ab, die Minuten dauern. Die Menschen sind in der ganzen Welt verteilt, und es gibt keine Möglichkeit, da gemeinsame Interessen durchzusetzen.

Und da darf es auch keine Blaupause geben, um die Menschen, die schließlich auch in diesem Binnenmarkt kaufen sollen, und deren Rechte am Schluss einfach zur Seite zu schieben. Wir brauchen nicht nur Deregulierung, wir brauchen da auch neue Regeln.

  Evžen Tošenovský (ECR). Pane předsedající, pane místopředsedo Komise, jednotný digitální trh má bezesporu obrovský potenciál pro podporu hospodářského růstu Evropské unie a vytváření nových pracovních míst. Na tom se asi všichni shodneme. Je potřeba ocenit úsilí, které mu věnujete.

V předložené strategii vidím pozitivní kroky, na jiných by bylo dobré určitě ještě zapracovat. Celkově si myslím, že bychom pro podniky a občany na jednotném digitálním trhu mohli udělat ještě více. Ve strategii správně kladete důraz na odstranění bariér a svazující regulace. Ale naše zkušenost říká, že bychom měli zůstat opatrní. Samozřejmě bude záležet na konkrétních návrzích, které později předložíte. Chtěl bych podtrhnout základní problém, na který opakovaně narážíme a který se týká nedostatečné broadbandové infrastruktury, která je rozhodující pro další rozvoj.

  Angelika Niebler (PPE). Herr Präsident, Herr Vizepräsident, verehrte Kolleginnen und Kollegen! Ich begrüße ausdrücklich die Mitteilung der Kommission, in der sie die Strategie für einen digitalen Binnenmarkt in Europa vorgestellt hat. Die Kommission hat sich ja quasi ein eigenes Arbeitsprogramm gegeben, mit dem sie jetzt hier auch weitere Initiativen entwickeln wird.

Was konkret angedacht ist, wird jetzt in den nächsten Wochen und Monaten erst erarbeitet werden. Ich will nur sagen: Ich bin in freudiger Erwartungshaltung, was denn da jetzt im Einzelnen an konkreten Vorschlägen kommt. Diese werden wir dann sicher auch im Parlament intensiv diskutieren.

Ich finde es begrüßenswert, dass Sie sehr viele für die Verbraucher wichtige Themen angesprochen haben – ob es ein einheitliches Kaufrecht ist, ob das der Datenschutz ist, Sie wollen Geoblocking beseitigen, Sie wollen die Versandkosten innerhalb Europas senken. All das sind für die Verbraucher sehr wichtige Initiativen.

Herr Kommissar, Herr Vizepräsident, ich bitte Sie, eine weitere Sache mit uns gemeinsam hier zu beraten und durchzuverhandeln: die Abschaffung der Roaminggebühren in der Europäischen Union. Das ist jetzt nicht konkret Thema dieses Pakets. Aber nachdem die Verhandlungen im Rahmen des Trilogs laufen, können wir jede Unterstützung gegenüber den Mitgliedstaaten gebrauchen. Ich bitte auch Sie: Machen Sie alles, um uns zu unterstützen, damit wir bald ein roamingfreies Europa bekommen!

Letzter Punkt, den ich noch ansprechen möchte: Ich finde, dass das Thema Industrie 4.0 in Ihrer Mitteilung zu kurz kommt. Ich wäre Ihnen dankbar, wenn Sie im Anschluss dazu noch zwei, drei Sätze sagen könnten. Wir haben 26 Millionen Arbeitslose in der Europäischen Union. Was an Arbeitsplätzen geschaffen wird, auch mit Blick auf unsere traditionellen Industrien, die auch den Weg in die Digitalisierung schaffen müssen, finde ich begrüßenswert.

  Evelyn Regner (S&D). Herr Präsident, sehr geehrter Herr Vizepräsident! Wirtschaftlich am erfolgreichsten sind jene Länder, in denen es gelingt, kreative Wirtschaft mit einem entsprechenden Sozialmodell zu kombinieren. Kreativität – und damit auch der digitale europäische Binnenmarkt – braucht eine gewisse soziale Sicherheit, um sich entfalten zu können.

Der Mitteilung der Kommission vom 6. Mai allerdings entnehme ich kein Wort darüber, was jetzt den sozialen Dialog betrifft, und dementsprechend sollten Sie ein größeres Augenmerk darauf richten. Nämlich, was bedeutet dies jetzt für die Beschäftigten, welche Auswirkungen sind hier zu erwarten? Ist nicht auch die Gefahr sehr groß, dass prekäre Arbeitsverhältnisse entstehen oder dass qualitativ hochwertige in wesentlich schlechtere, atypische umgewandelt werden?

Ich denke, der digitale europäische Binnenmarkt hat wunderbare Möglichkeiten, denen wir uns stellen sollten. Und die Kommission sollte ebenfalls darauf achten – und nicht glauben, dass es automatisch passiert –, was das für die Beschäftigten bedeutet, und das in diese ganze Strategie mit einbeziehen.

Po pierwsze, temat wspólnego rynku cyfrowego jest dzisiaj – wydaje mi się – wiodącym tematem i w Komisji Europejskiej, i w Parlamencie Europejskim, i w Radzie. Jak się mówiło, że Jacques Delors – wspaniały szef Komisji Europejskiej – miał motor napędzający działalność, którym było tworzenie wspólnego europejskiego rynku, tak Komisja Junckera wprowadziła temat wspólnego rynku cyfrowego i niech to będzie motorem mocniejszego scalania Unii i bardziej dynamicznych działań. Niech to też będzie mocnym przesłaniem dla Europejczyków. Jest to temat niezwykle polityczny. Tematu wspólnego rynku i wspólnego rynku cyfrowego nie można dzielić w XXI wieku. Mamy jeden wspólny rynek europejski – czy to w formie cyfrowej, czy to w formie fizycznej. Dlatego dołączam się do wszystkich, którzy mówią: wspomożemy komisarza, proszę wzmacniać nas w walce z Radą, żeby nareszcie załatwić takie tematy, które stały się już symbolem Unii Europejskiej, jak to nieszczęsne zniesienie roamingu. Obejmijmy prowadzenie w sharing economies, bo inaczej będziemy mieć 28 różnych legislacji, które potem z wielkim trudem będziemy usiłowali scalić.

Ostatni temat: zgadzam się z moim koleżeństwem z lewej strony: wyłączenie cyfrowe (digital exclusion) to jest wielkie wyzwanie. Wszyscy muszą być włączeni w funkcjonowanie również w cyfrze, bo inaczej nasza ekonomia i nasza mocniejsza polityczna integracja nie posunie się do przodu.

  Clare Moody (S&D). Mr President, the Digital Single Market only means something if people have access to the internet, and there are two very distinct examples of people’s experiences in my constituency. A six-year EU-funded project is just coming to an end in Cornwall. This has meant that the county has had an incredible experience wth the roll-out of superfast broadband. For example, 40% of fibre-to-the-premises (FTTP) connections in the UK are in this single county; 2 000 jobs have been created or safeguarded; 83% of SMEs say time and money has been saved as a consequence; and 58% of SMEs say they are growing as a result of this project. In the neighbouring county, they have had a very different experience as a consequence of not having that combined funding that Cornwall has received. Please look at these experiences and the difference effective EU funding can make for consumers, businesses and schools across the EU.

It is estimated that a properly functioning Digital Single Market could create 3.8 million jobs and bring EUR 415 billion into the European economy. Obviously, we all welcome that and want it to happen, and certainly these proposals are a step in the right direction and can be implemented as soon as possible.

One area I would like to focus on, though, is education. The fact that there are so many high-tech jobs lying idle in Europe at the minute because of unqualified personnel is an indictment of the educational system, especially at the third-level and in universities, who like to see themselves as leaders. Certainly I welcome the fact that they are stepping up to the plate now, but from now on they need to be ahead of the curve, not behind it, if we are to create a Digital Single Market.

I particularly welcome movements such as CoderDojo, a voluntary group which is helping to create the programmers and the coders of the future. Education – from kindergarten to third-level – is vital for the creation of the market.

Finally, I welcome the points made about copyright, broadband and roaming. As Ms Grossetête said, the future is going to be digital, so let us get with the digital game.

  Henna Virkkunen (PPE). Arvoisa puhemies, digitaalisten sisämarkkinoiden luominen on yksi Euroopan merkittävämpiä kasvusysäyksiä.

Meillä on 500 miljoonan asukkaan alue, mutta se on tosiasiassa jakautunut 28 erilliseen alueeseen. Sen osoittaa se, että vain 15 prosenttia eurooppalaisista ostaa toisesta unionimaasta sähköisiä palveluita ja vain seitsemän prosenttia yrityksistä myy palvelujaan tällä hetkellä yli rajojen. Tämä ei ole sen enempää kuluttajien kuin yritystenkään etu.

Komission toimintalinja digitaalisten sisämarkkinoiden luomiseksi on hyvä. Siinä on nostettu esille aivan oikeat asiat, joista haluan erityisesti kiirehtiä nyt muutamaa.

Toinen on eilen täällä keskustelussa ollut arvonlisävero. On erittäin tärkeää, että sähköisiä palveluita kohdellaan vähintään samanarvoisesti, mutta mieluummin ne asetetaan jopa etusijalle perinteisiin palveluihin nähden.

Toinen kysymys on tekijänoikeudet. Tässä kannustan komissiota rohkeaan ja moderniin uudistukseen. Meillä on vielä paljon vanhakantaisia jäänteitä tekijänoikeuksista, muun muassa vanhat laitemaksut eli kasettimaksut, jotka eivät tällä hetkellä vastaa enää tämän päivän internet-aikaa.

  Ева Паунова (PPE). Всички тук отлично знаем основните правила на играта – когато обещаем нещо, трябва да го изпълним. Когато декларираме, че интересът на гражданите е ясен, трябва да го спазваме.

Големият брой теми, включени в стратегията, размиват нейния фокус, и създават предпоставки тя да се провали или да не бъде напълно осъществена.

Не трябва да допускаме да се озовем в подобна ситуация като с таксите за роуминг – въпрос, който ако не намери бързо разрешение, би могъл да доведе до фалстарт на цялата стратегия.

Да не оправдаем очакванията на гражданите означава да рискуваме не само собствения си интегритет, но и шанса на Европейския съюз да стане глобална дигитална сила.

Гражданите и бизнесът са тези, които продават и купуват онлайн от различни държави членки. Те са ползвателите на оптимизирани публични електронни услуги и на новите модели на образование.

За да има доверие, са ни необходими бързи, адекватни и прозрачни решения за работещо авторско право, за споделената икономика и за гео-блокирането.

Единният цифров пазар е машина с много и различни части – механизъм, който няма как да работи на пълни обороти, ако всяка негова част не е в изправност и в синхрон с останалите. Затова Европейската комисия, Европейският парламент и правителствата на страните членки трябва с общи усилия да направят така, че този механизъм да работи ефикасно и безотказно.

  Anna Maria Corazza Bildt (PPE). Mr President, it is time for Europe to grab the opportunity of the digital revolution to create jobs without spending taxpayers’ money. The Digital Single Market strategy is really welcome and now we look forward very soon to a concrete proposal that must aim at boosting an open, free and global internet. It is about creating a level playing field for our companies. It is not about creating digital sovereignty or a European cloud. We must compete with simple, modern and clear rules, providing legal certainty and protecting integrity, not by raising walls to keep out the rest of the world. Europe can never work to segment the internet. People in Europe should be able to enjoy digital products regardless of where they are physically. Why can you take a telephone across borders, but not the mobile services that you bought on it?

Fifteen years ago I started an e-commerce company and I have suffered the fragmentation that thousands of other companies are also suffering in Europe. It is time to create a single market for parcel delivery, to remove the difference in VAT regimes, and to harmonise further the different rules on consumer rights.

Señor Presidente, la competitividad presente y futura de la Unión tiene mucho que ver con la consecución de un mercado único digital, pero, no obstante, quiero expresar que la propiedad intelectual no es un problema. Constituye la estructura jurídica sobre la que se asienta un sector que aporta más del 4 % del producto interior bruto, creador de empleo y que alberga líderes mundiales en la industria cultural y editorial.

Europa perdió pie en la industria de los aparatos electrónicos. No podemos perder pie en la industria de contenidos. No solo estaría en riesgo la industria: estaría en juego nuestra propia identidad cultural.

Construyamos, pues, una unión digital sobre cimientos sólidos que garantice el acceso igualitario, la inclusión de todos los ciudadanos y el desarrollo de industrias culturales, creativas e innovadoras.

  Ruža Tomašić (ECR) – Gospodine predsjedniče, podržavam uklanjanje prepreka koje nas dijele od uspostave jedinstvenog digitalnog tržišta i digitalizacije europskog gospodarstva kako bi ono globalno bilo što konkurentnije i rezistentnije na izazove koje donosi budućnost. Morat ćemo biti hrabri i odlučni, jer će uklanjanje tih prepreka zadirati u prihode velikih telekomunikacijskih operatera, ali i država.

Cijenu prilagodbe digitalnoj eri u kojoj živimo, ne smije plaćati samo privatni sektor već bi i države članice morale stimulirati taj proces smanjenjem poreza na digitalne usluge.

Visoka razina digitalizacije Europe promijenit će strukturu, a time i buduće potrebe našeg tržišta rada, pa i s te strane treba očekivati otpore.

Zato smatram da nam treba sveobuhvatna strategija razvoja kako bismo imali rješenja i za one građane kojima digitalizacija u ovome trenutku ne donosi korist.

Señor Presidente, querido Vicepresidente, le felicito por su coraje, porque en este asunto del mercado único digital —como ocurre en otros sectores— vamos a topar, de nuevo, con la mirada estrecha del Consejo y su obsesión por las fronteras. Y basta recordar el vergonzoso veto a la supresión del roaming. Decimos que no hay fronteras, pero pregunten a las empresas que aspiran a operar a nivel europeo en el mercado ferroviario o reflexionemos sobre los efectos del retraso en la construcción del cielo único.

Defendemos algo muy simple: un marco legal estable, igualdad de oportunidades, neutralidad de las redes y apoyo a la innovación. Así se crean oportunidades para la creatividad, la imaginación y la capacidad y, también, para muchos de los jóvenes que hoy buscan un empleo y no lo encuentran en la antigua economía. Ahí hay oportunidades para que nuestra diversidad —también la que produce en lenguas no oficiales— se abra al mundo y para llevar a cabo la revolución digital, que impulsará también una gobernanza europea más democrática.

  Andrus Ansip, Vice-President of the Commission. Mr President, first of all, I would like to thank you cordially for this very fruitful debate. I got a clear message from this debate: we need change and that change is digital.

Time is very limited, but I will try to respond to as many questions as possible. I would like to start with Marju Lauristin. Yes, I agree. Some people will lose their jobs, but digital is creating many more jobs than it is destroying. But we have to help those people who lose their jobs to find new ones. We have to pay much more attention to the lifelong learning process.

The cost of non-Europe in a digital sense is huge. According to the latest analyses prepared by the European Parliament, the cost of non-Europe in this sense is EUR 415 billion. I am afraid that if we do not act immediately, this cost of non—Europe will even increase in the future.

The Commission is planning to make all its proposals during this year and next. We do not want to leave those proposals to the end of our mandate. There is a sense of urgency in the Commission too. I would also like to ask you to speed up those processes.

Data protection reform, the Network and Information Security (NIS) Directive, and the Telecoms Single Market package are essential building blocks for a Digital Single Market. A date for the end of roaming is something our people are really expecting to get from those negotiations. I would like to ask you to push for an end to roaming in the European Union. I would like to state that very clearly.

The European Commission is also asking for end dates for roaming in the European Union.

I would like to respond to Kaja Kallas’s question. I have also followed the discussions in the Estonian press and I would like to state very clearly that in the Commission we never had – and we do not have – any kind of plans to create backdoors for identification systems. There is no basis for that kind of rumour. Trust is a must and we do not want to destroy the people’s trust by creating backdoor identification systems. If there are any backdoors, sooner or later somebody will misuse them anyway.

There were many questions about copyright, the principle of territoriality and the abolishing of geo-blocking. We have to allow our people to have cross—border access to digital content and the portability of the content. We have to allow cross-border access to digital content, to movies, music, e—books etc. We have to allow the portability of digital content to our people.

When we talk about copyright reform, we do not want to change, with this Digital Single Market strategy, the release window system, such as six months for movies in cinemas. It is up to the industry to say for how long a period of time they would like to keep those movies in cinemas. If six months, then six months, if 16, then 16, if 60 months, then once again it is up to the industry and not up to the Commission to say for how long a period of time the producers would like to keep their movies in cinemas. It is a question about entrepreneurial freedom as I understand it.

Regarding DVDs, once again it is up to the industry to say for how long a period they would like to keep those movies on DVD. But when it comes to video on demand, I would like to ask for cross-border access to the content and for portability of the content.

Today, everybody knows that piracy is free; you do not have to pay. I am sorry to say that many people are using those possibilities. According to public opinion polls as many as 68% of film viewers in Europe use so-called free downloads; 20% of internet users in the European Union are using VPNs. So we have to tackle piracy, but first we have to provide legal access to digital content for our people.

Thank you very much once again for this very fruitful debate. The Digital Single Market is not the finishing line. The Digital Single Market strategy is not the finishing line. They are just starting points. I look forward to having fruitful cooperation with all of you over the next four and a half years.

  Biljana Borzan (S&D), napisan. Strategija naglašava geo-blocking ili diskriminaciju prema mjestu prebivališta na koju sam upozoravala u nekoliko navrata. Čak 24 % kućanstava EU-a ima onemogućen pristup nekim internetskim sadržajima. Smatram da je tu riječ o direktnoj diskriminaciji određenih potrošača. U Hrvatskoj putem interneta kupuje oko 25 % potrošača što je za 20-ak posto manje od europskog prosjeka, i to možemo objasniti kao jednu od posljedica diskriminacije na digitalnom tržištu.

La presentazione da parte della Commissione della nuova strategia europea per un mercato unico digitale rappresenta senza dubbio un primo importante segnale per favorire una crescita intelligente in Europa, utilizzando le opportunità offerte dalle nuove tecnologie, ma ad essa dovranno seguire iniziative molto ambiziose a livello legislativo.

Noi riteniamo che la rivoluzione digitale possa segnare una svolta per la qualità della vita dei cittadini europei ed allo stesso tempo rappresenti un'opportunità per rendere più competitiva la nostra economia. In primo luogo credo sia essenziale favorire l'innovazione digitale nelle nostre imprese tradizionali, in particolare quelle manifatturiere; inoltre abbiamo il dovere di creare un ambiente favorevole alle start-up europee evitando che queste possano trovare uno spazio di sviluppo solo oltreoceano. Infine, dobbiamo promuovere una forte digitalizzazione nelle P.A. tale da offrire a cittadini ed imprese servizi più efficienti e meno costosi. Tutto ciò sarà possibile solo se accompagneremo questi obiettivi con un forte investimento sul capitale umano e nelle infrastrutture.

Chciałabym pogratulować komisarzowi Andrusowi Ansipowi wykonanych prac inicjujących stworzenie regulacji dla przyszłego jednolitego rynku cyfrowego w Europie. Rozwój rynku cyfrowego niesie za sobą ogromne możliwości rozwoju, mierzonego także nowymi miejscami pracy. Wiąże się to z ogromnymi szansami, ale też i z wieloma wyzwaniami.

Digitalizacja tradycyjnych gałęzi przemysłu i tworzenie nowych usług oznacza również potrzebę wypracowania nowych umiejętności. Szybko rozwijający się internet rzeczy i platformy online wymagają specjalistycznej wiedzy, a przy obecnym niedoborze wykwalifikowanej siły roboczej w tym obszarze, należy pilnie stworzyć odpowiednie zaplecze dla tego typu edukacji. Dla młodzieży, która wybierze tego typu zawody, jak i dla osób, które straciły pracę i są zmuszone do przekwalifikowania się. Mam nadzieję, że Komisja nakreśli taki plan inwestowania w edukację i rozwój zasobów ludzkich wraz z analizą jego oddziaływania na społeczeństwo i wpływem na rynek pracy.

Zastanawiam się jednak, na ile będziemy wiarygodni dla społeczeństwa, po tym jak przed rokiem z hukiem ogłosiliśmy, że do końca 2015 r. nastąpi koniec z opłatami roamingowymi, tymczasem kwestia ta utknęła w Radzie, a Parlament nie może się doprosić konkretnej odpowiedzi.

  Tunne Kelam (PPE), in writing. Digital performance in the EU varies greatly, the best performers rank almost twice as high as at the lower end. The digital single market strategy and the accompanying legislation have to reduce existing barriers to a minimum. This cannot happen unless Member States commit themselves to preferential investment in digital solutions – e-government, e-health, e-commerce, digital signatures. A supportive and customer-friendly legal and structural framework is needed at EU level as well as at national level both for citizens and businesses.

To provide for cross-border e—European solutions, the Commission has to come forward with ambitious legislative proposals. Only 7 % of SMEs sell cross-border. Lack of trust among sellers and buyers is based on prejudices, high delivery prices and complicated tax systems. Providing a minimum commonality in rules would change the picture. Online content – music, newspapers, books – must be made available for customers. Ironically it is practically impossible to purchase any audiovisual products online from another EU Member State. Europeanising copyright and ending geo-blocking must happen.

I call on the Commission and the Member States to tear down these protective walls and enable a genuine e-Europe! Every EU citizen should have the option to be paperless in doing business, sign documents online, use e-prescriptions valid everywhere and buy goods online regardless of location. This is what the EU is supposed to be!

  Krystyna Łybacka (S&D), na piśmie. Dziękuję Komisji za przedstawienie strategii w sprawie jednolitego rynku cyfrowego. To ważny krok w kierunku wykorzystania potencjału technologii cyfrowych oraz stworzenia nowych możliwości dla Europejczyków w różnych dziedzinach takich jak: zatrudnienie, innowacje czy polityka konsumencka. W procesie tworzenia jednolitego rynku cyfrowego należy zapewnić, iż będzie on służył wszystkim obywatelom Unii włączając osoby starsze, niepełnosprawne, w trudnej sytuacji materialnej czy niedoreprezentowane na rynku pracy. Tylko taki rynek pozwoli na stworzenie społeczeństwa opartego na wiedzy, które rozwija się w sposób równomierny, z korzyściami dla wszystkich obywateli. Obecne priorytety socjalne i społeczne muszą znaleźć odzwierciedlenie w cyfrowym świecie. Musimy zapewnić także ochronę konsumenta i swobodę działalności gospodarczej w erze cyfrowej.

Te wyzwania potrzebują jasnego i spersonalizowanego planu działania oraz szkoleń dla różnych grup społecznych, które będą wychodziły na przeciw ich oczekiwaniom, potrzebom oraz dadzą im nowe możliwości rozwoju w dobie cyfrowej. Plan musi obejmować zapewnienie dostępu do internetu dla każdego Europejczyka, zagwarantowanie mu ochrony online poprzez podniesienie poziomu bezpieczeństwa nowych technologii i komunikacji elektronicznej oraz stworzenie przyjaznego mu środowiska usług cyfrowych, opartego na konkurencyjnych i sprawiedliwych zasadach. Ważne jest również zapewnienie spójności działań podejmowanych w ramach strategii jednolitego rynku cyfrowego, strategii „UE 2020” oraz planu Junckera. Te kluczowe unijne projekty powinny być spójne i komplementarne.

  Victor Negrescu (S&D), în scris. Agenda Digitală trebuie să fie o prioritate pentru Uniunea Europeană. Doar prin investiții în inovație și în noile tehnologii Europa poate rămâne un lider la nivelul economiei mondiale. Din păcate, astăzi, birocrația și reglementările naționale împiedică dezvoltarea unor companii de top la nivel european și exprimarea potențialului real al antreprenorilor digitali europeni.

Uniunea Europeană are resursele umane și ideile inovatoare care pot genera progres tehnologic la nivel mondial, dar, pentru a face acest lucru, trebuie să faciliteze punerea în legătură a antreprenorilor și a persoanelor creative cu resursele financiare capabile să permită implementarea ideilor lor. Îmi place să cred că într-un astfel de context țara mea, România, poate deveni un actor central la nivel european și un lider regional în materie de noi tehnologii. Pentru a face acest lucru, UE trebuie să intensifice conștientizarea importanței noilor tehnologii, să dezvolte programe de investiții adaptate domeniului digital, să creeze o piață digitală fără restricții, dar și să faciliteze formarea și educarea populației, indiferent de generație sau regiune, în ceea ce privește dezvoltarea acestor competențe fie la nivel uzual, fie la nivel profesional.

Pentru o adevărată revoluție digitală la nivel european avem nevoie să combatem inegalitățile de acces și de competențe pentru ca întreaga populație și economia europeană să înțeleagă avantajele aduse de noile evoluții tehnologice.

  Момчил Неков (S&D), в писмена форма. Секторът на информационните технологии и комуникации (ИТК) се разраства изключително бързо и създава 120 хиляди нови работни места на година. В същото време, в Европа има недостиг на ИТК специалисти. Смятам, че първото препятствие пред осъществяването на европейски цифров единен пазар е нуждата от съчетаване на уменията с реалните нужди на пазара на труда.

За да се възползват гражданите изцяло от възможностите на взаимосвързаните електронни услуги, е необходимо да се стимулира развитието на цифрови умения, което значително увеличава шансовете на младите за намиране на работа. Статистиките показват, че 40 % от работната сила на ЕС не притежава адекватни цифрови умения, а 14 % изобщо не притежават такива.

Резултатите от индекса за навлизането на цифровите технологии в икономиката и обществото (DESI) също са алармиращи. В България например само 1,3 % от българите на възраст от 20 до 29 г. са дипломирани по точни науки, технологии, инженерство и математика. Само 54 % от тях използват редовно интернет и разполагат с фиксирана широколентова връзка. Преодоляването на тези предизвикателства е крайъгълният камък за изграждането на цифров единен пазар.

  Olga Sehnalová (S&D), písemnĕ. Ambicí představené strategie je připravit Evropu na očekávanou digitální budoucnost. Pokud jde o vytvoření jednotného digitálního trhu, vítám navrhovaná opatření. Elektronické nakupování musí být založeno na srozumitelných a závazných pravidlech, která usnadní spotřebitelům možnost výběru služeb a zboží. Pro zvýšení důvěry v přeshraniční obchod je nezbytné zjednodušit a zlevnit doručování, ale také usnadnit možnost reklamací a zajistit vymahatelnost práva. Je nejvyšší čas skoncovat s přetrvávající diskriminací na základě národnosti, a to nejen v případě tzv. geo-blockingu, ale obecně v přístupu ke zboží i službám. Dlouhodobě na to Komisi upozorňuji. Digitalizace společnosti ale není zdaleka jen o vnitřním trhu. Slyšíme o statisících nových pracovních míst. Víme ale, kolik jich zanikne? Jak se změní postavení pracovníků? Jak zabránit vyloučení či diskriminaci těch, pro které je digitální prostředí příliš složité? V těchto pro sociální demokraty důležitých otázkách strategie příliš odpovědí nepřináší.

Podržavam jedinstveno digitalno tržište jer postavlja temelje za kontinuirani razvoj sektora koji je već znatno unaprijedio kvalitetu života europskih građana, no čiji potencijal nije u potpunosti iskorišten. Zajednički europski pristup jamac je ostvarenju tog cilja. S obzirom na to da se tehnologija koristi u svim segmentima života, od privatnog do poslovnog korištenja, ključno je kreirati tržište koje će omogućiti slobodu kretanja robe, osoba, usluga i kapitala, i gdje pojedinci i tvrtke mogu jednostavno pristupiti i izvršiti online aktivnosti u uvjetima poštenog natjecanja. Pri tome, nužno je ostvariti visoku razinu zaštite osobnih podataka. Također, smatram da je bitno da Europa postane svjetski lider u digitalnoj ekonomiji, a taj cilj će postići stvaranjem Jedinstvenog digitalnog tržišta koje će omogućiti razvoj europskih tvrtki na globalnoj razini. Podržavam donesena 3 stupa odluke u kojima se navodi potreba za uklanjanjem ključnih razlika između online i offline svijetova kako bi se razbila prepreka na putu do prekogranične online aktivnosti. Osim toga, potrebne su velike brzine, sigurne i pouzdane infrastrukture i usluge sadržaja, podržane od pravih regulatornih uvjeta za inovacije, ulaganje te pošteno tržišno natjecanje. Također, zahtjeva se ulaganja u ICT infrastrukturu i tehnologiju, istraživanja i inovacije kako bi se poboljšala industrijska konkurentnost, kao i bolje javne usluge, uključenost i vještine.

Le marché unique européen doit être une réelle opportunité pour les consommateurs d'avoir accès à des biens et services qui ne sont parfois pas directement disponibles dans leur pays de résidence ou qui y sont plus coûteux qu'à l'étranger. C'est aussi une aubaine pour les petites, moyennes et grandes entreprises qui peuvent ainsi étoffer leur clientèle. Pour autant, celles-ci doivent respecter les règles européennes.

On peut par exemple s'interroger sur la situation de Disneyland Paris qui pratique une discrimination notoire pour les consommateurs européens. L'entreprise vous fait payer 32 % de plus si vous avez le tort d'être allemand et presque 40 % de plus si vous êtes italien. Il reste beaucoup d'entraves à ce marché numérique, je compte sur la Commission pour prendre des mesures efficaces, il en va de sa crédibilité dans ce secteur où nous sommes à la traîne. Un premier pas est une enquête sur les pratiques illégales et antieuropéennes d'Eurodisney.

Integrált stratégiára és világos, egyértelmű jogi szabályozásra van szükség ahhoz, hogy a világunkat formáló digitális forradalom biztosítani tudja alapvető értékeinket, és a fejlődés hozta változások minden európai polgár számára hasznosuljanak. Az MSZP politikusaként – egyúttal az European Internet Foundation politikai vezetésének tagjaként is – aktívan támogatom az Európai Bizottság egységes digitális piacra vonatkozó javaslatát. Ahhoz azonban, hogy a szociáldemokraták elképzelésének megfelelően egy olyan digitális környezet jöjjön létre, amely a szükséges garanciák mellett lehetővé teszi a határokon átívelő együttműködéseket, és egyszerre biztosítja a fogyasztók és a polgárok jogait, nem pusztán egy egységes digitális piacra, de egy digitális unióra van szükség. Európának aktív szerepet kell játszania a digitális forradalomban, Magyarország érdeke is az, hogy részese legyen a digitális uniónak. A digitális forradalom következtében teret hódító progresszív újítások jelentős változásokat hoznak szinte mindegyik szektor működésében, például az európai gazdaságot jelentős mértékben tápláló turizmusban is. Az Európai Parlament Közlekedési és Idegenforgalmi Bizottságának alelnökeként éppen ezért kiemelten fontosnak tartom a digitális unió létrehozásáról szóló vitát.

Não negamos o progresso, muito menos as enormes potencialidades da revolução digital na sua capacidade para melhorar, de forma significativa, o dia-a-dia das populações, bem como dos agentes económicos. Duvidamos é da capacidade da sociedade capitalista de fazer reverter os benefícios dos avanços tecnológicos para os povos e para os trabalhadores. Os avanços da economia digital abrem a porta a um conjunto vasto de novas atividades na área dos serviços. Mas implicam também a destruição de muitos postos de trabalho, que se vão tornando obsoletos com a emergência destas novas tecnologias. Só uma economia planificada ao serviço dos povos e dos trabalhadores será capaz de impor lógicas de partilha, que permita que todos beneficiem por igual destes avanços. Com este modelo, serão, mais uma vez, as grandes empresas a acumular os lucros gigantescos gerados por estas novas tecnologias, beneficiando para tal do ambiental legislativo propício à exploração, fornecido, de forma servil, pelos atuais governos e pelas atuais instituições da União Europeia.

Wspólny rynek cyfrowy, internet to przede wszystkim gigantyczny biznes, i to wcale nie bezosobowy, należący do konkretnych osób i konkretnych grup biznesowych. Europa zdecydowanie nie nadąża z regulacjami prawnymi za nowymi technologiami. To mnie mało dziwi. Niepokoi natomiast to, co było przedmiotem także wczorajszej debaty. Wszyscy jesteśmy np. zgodni, iż VAT na e-booki powinien być w stawce preferowanej. Jako minister kultury przez wiele lat domagałem się zmiany kwalifikacji czytelnictwa na nowych nośnikach (także prasy) wraz z kolegami ministrami z wielu państw UE. Efekt: wciąż jesteśmy w tym samym punkcie. Jak mamy sobie poradzić z blokadami do treści, budowanych na przecież zlikwidowanych, a jednak istniejących granicach w Europie, skoro proste kwestie zabierają tyle lat pracy? Żółwie tempo tworzenia jednolitego rynku cyfrowego nie nastraja optymistycznie. Wiem, że efektem obecnej pracy mają być regulacje kończące się prawie kilkunastoma nowymi aktami prawnymi. Nie twórzmy sytuacji oczekiwań omnipotentnych. Załatwiajmy sprawę po sprawie: przesył paczek, odbiór sygnałów telewizyjnych bez względu na miejsce ich odbioru, zakończmy sprawę usług roamingowych, powalczmy z wykluczeniami obywateli w dostępie do określonych usług internetowych, ale po kolei. Pamiętajmy jednocześnie o bezpieczeństwie w cyberprzestrzeni i o tym, że ten biznes ma właścicieli. Powinni być widocznymi partnerami, beneficjentami, ale także powinni być gwarantami jakości.

  Carlos Zorrinho (S&D), por escrito. Criar o Mercado Digital Único (MDU) não é uma escolha entre um sim e um não. A União Digital vai desenvolver-se mais ou menos plana e perfeita. O fundamental é definir como.

Será criada sob a pressão da realidade, dando vantagem aos concorrentes das empresas europeias, ou seremos capazes de criar contextos favoráveis em antecipação, para que a União possa liderar nichos de mercado como os serviços de saúde, a eficiência energética, os conteúdos culturais, a mobilidade inteligente ou outros que são críticos para a competitividade da nossa economia e para a sustentabilidade do nosso Estado social? Esta é a pergunta-chave a que a Comissão e os governos só têm uma forma de responder, agindo com uma visão humanista e não com uma abordagem tecnocrática.

A União Digital precisa de leis e de infraestruturas, mas isso de nada servirá se não garantirmos o acesso. Na criação da União Digital não haverá uma segunda oportunidade para causar uma dinâmica vencedora. É preciso visão e ambição. Um programa europeu de capacitação de cidadãos e pequenas empresas para o Mercado Único Digital é a forma de tocar a todos e a todos mobilizar para o desafio.

Madame la Présidente, je voudrais me référer à l'article 11, paragraphe 2, de notre règlement qui prévoit que le comportement des députés est inspiré par le respect mutuel, repose sur les valeurs et principes définis dans les textes fondamentaux de l'Union européenne et préserve la dignité du Parlement.

Or, quand un eurodéputé s'en prend verbalement puis physiquement à des journalistes en les rouant de coups, comme l'a fait M. Gollnisch il y a deux semaines à l'égard de reporters du Petit Journal de Canal+, il enfreint la dignité du Parlement et porte atteinte à notre dignité.

J'espère, Madame la Présidente, qu'au sein du Bureau de ce Parlement, nous aurons l'occasion de réagir car ce fait ne peut être passé au bleu, fût-il marine.

  Bruno Gollnisch (NI). Madame la Présidente, je me réfère également à l'article 11 cité par mon collègue. Je crois que mon collègue a commis – mais il a quelques excuses – une diffamation à mon égard car je n'ai roué de coups rigoureusement personne.

Voilà ce qui s'est passé: je suis – et nous sommes – souvent l'objet de prétendus journalistes qui trahissent un peu les règles de leur profession et qui, par exemple, surprennent des correspondances privées en photographiant au téléobjectif les lettres ou les missives personnelles que nous pouvons écrire dans l'hémicycle et qui, comme lors de la manifestation à laquelle fait allusion notre collègue, cherchent à espionner nos conversations privées au moyen de micros-perches.

Je souhaite dire que, depuis 33 ans, je réponds courtoisement aux questions – y compris les plus indiscrètes et souvent les plus hostiles – que me posent tous les journalistes. Je réponds à leurs questions face à leurs micros. Mais les micros espions, c'est vrai, je les crochète avec mon parapluie et je les casse! À bon entendeur, salut!
