14. Vienu minūti ilgas uzstāšanās par politiski svarīgiem jautājumiem

  Președinte. – Următorul punct pe ordinea de zi sunt intervenții de un minut privind chestiuni politice importante (articolul 163 din Regulamentul de procedură).

  Ivan Štefanec (PPE). – Malé a stredné podniky tvoria chrbtovú kosť európskej ekonomiky. Predstavujú 99 % všetkých európskych podnikov a zamestnávajú až 75 miliónov pracovníkov. Pre malé podnikanie je potrebné zjednodušiť prístup firiem k financiám, znížiť administratívnu záťaž a podporovať ľudí v zakladaní podnikov.

Jedným z ideálnych nástrojov, ktoré môžu motivovať ľudí k podnikaniu, je prijatie smernice o jednoosobových spoločnostiach s ručením obmedzeným, ktorá umožňuje založiť firmu v Únii prostredníctvom online registrácie s minimálnym kapitálom 1 euro. Napriek tomu že, v Európskej únii pôsobí až 21 miliónov malých a stredných podnikov, stále existujú rozdiely v právnej úprave.

Je kľúčové, aby sme odstraňovali administratívne prekážky, využívali nové digitálne technológie a využili celý potenciál nášho spoločného trhu. Tento návrh na výrazné zjednodušenie začatia podnikania už prešiel vo Výbore pre vnútorný trh a verím, že každému, komu záleží na znížení administratívy, zjednodušení života a využívaní nových technológií, tak aj v tomto Parlamente...(rečníka prerušil predsedajúci)...podporí túto dôležitú iniciatívu.

  Inmaculada Rodríguez-Piñero Fernández (S&D). – Señor Presidente, 222 trabajadores —la totalidad de la plantilla— han perdido su empleo en Sagunto como consecuencia del cierre de la multinacional Bosal después de treinta años de actividad. La planta ha dejado de ser prioritaria para el grupo al que pertenece, que ha decidido su liquidación sin acreditar pérdidas. Un cierre que no está motivado, por tanto, por razones económicas y que se ampara en una legislación laboral española muy permisiva y muy injusta.

Una multinacional solvente y rentable que se ha negado a negociar con los sindicatos un plan de viabilidad y continuidad de la planta. Una compañía que ha descapitalizado la planta para no tener que hacer frente a las deudas contraídas con sus trabajadores. Una compañía que recibió ayudas públicas para instalarse en Sagunto, una localidad fuertemente castigada por la pérdida de industrialización y por la reconversión industrial de los años 80.

Por todo ello, le pido a la Comisión que ponga en marcha el Fondo Europeo de Adaptación a la Globalización y que ayude a que las comarcas que están sufriendo fuertemente la deslocalización y la desindustrialización puedan salir adelante.

  Ангел Джамбазки (ECR). – Г-н Председател, моят град София е изправен пред изключително голям проблем и това е заливащата го вълна от нелегални икономически имигранти. Всички тези хора са икономически имигранти, защото според международните норми и договори бежанците трябва да бъдат приютени в най-близката сигурна страна, а според международното законодателство такава е Турция.

Икономическите имигранти превземат центъра на София и трайно променят облика на този град. Основна причина това да се случи е наличието на лагер за нелегални имигранти в самия център на столицата на България. Тези приемни центрове създават множество проблеми на живущите в близост.

Мигрантите, които получават бежански статут и напускат центровете, не могат да се впишат в обществото и създават затворени религиозни и етнически анклави в самия център на града. Засега това са няколко улици в близост до най-големия столичен пазар и столичния център. Но с всеки изминал ден този анклав се разширява и превзема все по-голяма част от центъра на града. Същото е и в другите два квартала, където има такива подобни центрове.

София вече не прилича на европейска столица и този процес трябва да спре. Българските власти незабавно трябва да предприемат мерки за изнасянето на бежанските лагери в близост до границата с Турция, откъдето всекидневно минават нелегално икономически имигранти.

  Nedzhmi Ali (ALDE). – Mr President, recently all of us became witnesses to unfortunate events in Europe: a mass inflow of refugees from the Middle East and Africa, thousands of dead people and bitter divisions among the EU Member States over the migrants crisis.

In this regard I would like to draw your attention to the responsibilities of Frontex, and those respectively of the Commission and the Council. In facing the emergency situation in the European Union, how the agency fulfils its mission to promote, coordinate and develop European border management in line with EU fundamental rights is of the utmost importance.

I would like to call for the urgent implementation of an effective strategy and for the preparation of a new strategy, well before 2017, in relation to the announcement by Frontex during the hearing this year. In this context, the following must be answered: how, in the most efficient and effective way, can the agency fulfil its task according to the new strategy developed on the basis of a changed reality in the regions.

These issues are becoming more and more important nowadays in view of the worsening security environment and the problems of migrants coming to the EU. There is an urgent need for a common European position and a long-term approach. Frontex needs to improve strategy, have a flexible reaction and produce real results in the implementation of the EU’s executive-branch responsibilities.

  Σοφία Σακοράφα (GUE/NGL). – Κύριε Πρόεδρε, έχω τονίσει, πολλές φορές στο παρελθόν, τις ευθύνες της Ένωσης στη δημιουργία και συντήρηση αυτής της χωρίς προηγούμενο ανθρωπιστικής κρίσης όσον αφορά το προσφυγικό. Όμως, παρά τις εκατόμβες νεκρών η Ευρώπη, στην πραγματικότητα, αρνείται να την αντιμετωπίσει.

Από την αρχή του χρόνου, Ελλάδα και Ιταλία έχουν δεχτεί περισσότερους από πεντακόσιες χιλιάδες πρόσφυγες και μέχρι το τέλος του 2016, η Ύπατη Αρμοστεία του ΟΗΕ προβλέπει να ξεπεράσουν το ενάμισι εκατομμύριο. Κι εμείς, σήμερα, μιλάμε για μετεγκατάσταση μόλις 160.000 στην Ευρώπη, σε μια Ευρώπη διχασμένη, με κράτη μέλη να υψώνουν τείχη και να θέλουν να προσφύγουν στα δικαστήρια.

Εν τω μεταξύ, δεν πήραμε κανένα μέτρο για ασφαλή πρόσβαση των προσφύγων και μετράμε καθημερινά θύματα στη Μεσόγειο. Κύριοι συνάδελφοι, ο χειμώνας ήρθε και απαιτεί ριζικά και άμεσα μέτρα, αλλιώς θα μετράμε θύματα και στην ξηρά.

Το στοίχημα της αντιμετώπισης της ανθρωπιστικής κρίσης οφείλουμε να το κερδίσουμε. Δεν υπάρχει πλέον το δίλημμα του «ποια Ευρώπη θέλουμε». Η προσφυγική κρίση μας δοκιμάζει όλους. Αν αποτύχουμε, δεν θα υπάρχει Ευρώπη.

  Josep-Maria Terricabras (Verts/ALE). – Señor Presidente, deseo recordar a la Cámara que hace ocho días se celebraron elecciones al Parlamento de Cataluña. Con el 77,46 % de participación, el independentismo ha obtenido 72 escaños de 135, es decir, cuatro por encima de la mayoría absoluta, y ha recibido un 47,8 % de los sufragios.

Un resultado así debe abrir las puertas para que los catalanes puedan expresar, con todas las garantías, su voluntad de convertirse en un Estado independiente en Europa. Por ejemplo, en Quebec, por dos veces, y en Escocia, en una ocasión, se celebraron referéndums después de que los partidos independentistas hubieran obtenido menos votos parlamentarios que los obtenidos hace una semana por el independentismo catalán.

Deseo que el Parlamento Europeo siga atentamente los acontecimientos y que algún día apoye, como ha hecho en otros casos, el imponente clamor democrático que se está viviendo en Cataluña.

  Eleonora Evi (EFDD). – Signor Presidente, onorevoli colleghi, quello che lo scorso sabato doveva essere un picnic pacifico per protestare contro la TAV, il treno ad alta velocità, ha visto momenti di violenza inaccettabile nei confronti dei cittadini da parte delle forze dell'ordine italiane, eventi che sono stati riportati dai media in modo distorto e falsificato.

Io ero presente con una delegazione composta da alcuni miei colleghi del Movimento 5 Stelle, del gruppo GUE e del gruppo dei Verdi in Val Susa per due giorni per ascoltare le ragioni del no e sostenerle contro questa grande opera inutile e imposta che è la TAV. Inutile, perché dietro il falso mito del progresso e dell'innovazione vuole sostenere un progetto che non ha alcuna sostenibilità in termini di costi/benefici, in termini ambientali, in termini sociali e in termini di mobilità. Inoltre chiediamo trasparenza per quelli che sono i finanziamenti che vengono erogati per queste opere.

  Barbara Kappel (ENF). – Herr Präsident! Digitale Technologien leiten einen Paradigmenwechsel in der globalen Wirtschaft ein und haben einen maßgeblichen Einfluss auf die Wettbewerbsfähigkeit Europas. Alle Wirtschaftszweige sind von der Digitalisierung betroffen. Laut Kommissionsschätzungen bringt ein funktionsfähiger digitaler Binnenmarkt ein zusätzliches BIP-Wachstum von 415 Milliarden Euro. Dreiviertel davon stammen aus traditionellen Industriezweigen und nicht von IKT-Herstellern. Ich sage dazu nur: Stichwort Industrie 4,0.

Wir sprechen über den absoluten Wachstumsmarkt. Allein der Big-Data-Sektor wächst um 40 % pro Jahr. Das ist sieben Mal schneller als der IT-Markt, der auch ein schnell wachsender Markt ist. Was ist zu tun, um Europa auf die Überholspur zu bringen? Die digitale Infrastruktur ist auszubauen. Wir brauchen hier 34 Milliarden Euro bis 2020, um die Breitbandnetze auszubauen. Es sind innovative Standards für die Interoperabilität zu setzen, die technologieneutral zu sein haben. Wir brauchen neue Ausbildungs-Curricula. Ebenso ist ein regulatorischer Rahmen für Datenschutz und Datensicherheit zu setzen. 22 % der Europäer vertrauen nicht dem Betreiber von Suchmaschinen, sozialen Netzen und E-Mail-Diensten.

Europa muss seine digitale Souveränität wiedergewinnen und im Wettbewerb zu den USA aufholen.

  Diane Dodds (NI). – Mr President, currently talks are ongoing to resolve serious problems with devolved government in Northern Ireland. This is no contrived crisis, but has come about as a result of a murder on the streets of Belfast. The Chief Constable of the Police Service of Northern Ireland has linked that murder to the Provisional IRA – a paramilitary organisation linked to one of the parties in Northern Ireland and, indeed, a party whose representatives sit in this Parliament, namely Sinn Féin.

Such an event cannot be swept under the carpet. It cannot simply be ‘business as usual’ in Northern Ireland. We want to see progress made in the talks towards ending all paramilitary activity in Northern Ireland. These groups should never have existed and we must see their grip on communities finally ended.

This murder took place at a time of great financial uncertainty facing Northern Ireland. That financial uncertainty, too, is caused by the failure of Republicans and Nationalists to live up to their agreements.

  Seán Kelly (PPE). – Mr President, I rise tonight to ask the Commission to ensure that there is fair competition, particularly for indigenous companies that are trying to expand across Europe and avail of the single market.

For instance, a company from my own country, Supermac’s, was founded by Pat McDonagh a number of years ago and now has 100 outlets in Ireland, employing about 3 000 people, but when it tried to expand abroad it came up against the multinational giant McDonald’s, which is challenging firstly its right to use the name ‘Mac’. There are millions of Macs around the world, so surely McDonald’s should not have the sole right to that brand. Secondly, the same McDonald’s is under investigation at European level for tax avoidance – allegedly EUR 3.7 billion – and this is being used to keep competition at bay.

It is very important that we establish fair competition and a level playing field for all businesses, and that all businesses pay their fair share of tax.

  Viorica Dăncilă (S&D). – Domnule președinte, vorbim mult în această perioadă despre solidaritate și este normal să fie așa. România este solidară cu partenerii săi europeni și este normal ca această atitudine să fie dublată de solidaritatea în drepturi. Așa ar fi corect și conform cu valorile și principiile Uniunii Europene în care cu toții credem. Solidaritate înseamnă drepturi și obligații respectate și asumate în aceeași măsură de către toate statele membre.

Cred că aderarea României la spațiul Schengen va spori securitatea acestui spațiu. Suntem un stat membru UE responsabil. De altfel, România deja acționează ca stat Schengen de facto, dacă ne uităm la modelul în care țara noastră își securizează granițele. Fac apel la liderii politici europeni să țină cont de eforturile și rezultatele autorităților române și să renunțe la obiecțiile politice care au oprit până acum intrarea României în Schengen.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, ο ελληνικός λαός βιώνει, για άλλη μια φορά, την αντικοινωνική επίθεση των τοκογλύφων δανειστών και της τρόικας που επέβαλαν το τρίτο μνημόνιο. Ένα μνημόνιο που μειώνει τους μισθούς και τις συντάξεις, διαλύει το ασφαλιστικό σύστημα, κάνει φορολογικό ρεσάλτο στην ιδιωτική περιουσία της μεσαίας τάξης, αυξάνει τους φόρους σε βάρος των αγροτών και προετοιμάζει τη λεηλασία της δημόσιας περιουσίας.

Απ' τη δική μας πλευρά, έχουμε καταδείξει τη συνεπή και αταλάντευτη αντιμνημονιακή μας δράση, στο Ευρωπαϊκό Κοινοβούλιο και στην Ελλάδα, και θα συνεχίσουμε αταλάντευτα τον αγώνα μας, ενάντια στην τρόικα και στην ελληνική μνημονιακή πεντάδα των κομμάτων ΣΥΡΙΖΑ, ΑΝΕΛ, Νέας Δημοκρατίας, ΠΑΣΟΚ, Ποτάμι, που ψήφισαν το μνημόνιο ΙΙΙ.

Οι αντιμνημονιακοί πολίτες τους οποίους εκπροσωπώ, εδώ, στο Ευρωπαϊκό Κοινοβούλιο, δηλώνουμε ότι θα δώσουμε όπως πάντα το παρών στους νέους κοινωνικούς αγώνες. Καλούμε, λοιπόν, τους χιλιάδες συνεπείς αγωνιστές του αντιμνημονιακού, πατριωτικού, δημοκρατικού τόξου, να συμπορευτούν μαζί μας και να πυκνώσουν τις τάξεις του πολιτικού μας κινήματος των αντιμνημονιακών πολιτών. Ο αγώνας συνεχίζεται.

  Marian Harkin (ALDE). – Mr President, today the OECD released the 2015 Final Report on Base Erosion and Profit Shifting (BEPS). I broadly welcome what is in this report, and in this context I am pleased to see that Ireland will be one of the first EU countries to introduce new rules on country-by-country reporting. However, I wish to highlight something called the ‘principal purposes test’ which is in Action 6 of BEPS.

This test means that if one Member State believes that the principal purposes of various transactions of a particular company were to obtain tax treaty benefits, then they could deny those benefits. Therefore, you could have a situation between Member States – this is in terms of tax treaties – where, for example, Germany could have different arrangements with companies in the UK than they might have in Ireland.

My question is: how does this sit with freedom of establishment, which is one of the basic freedoms in the Treaty? Has the Commission looked at the possibility that these rules could violate the Treaties? What we need are common standards against treaty shopping, not arbitrary case-by-case decisions by Member States.

  Lidia Senra Rodríguez (GUE/NGL). – Señor Presidente, el centro hospitalario Álvaro Cunqueiro de Vigo, recién abierto, es un claro ejemplo del caos y la precarización que conlleva la privatización de la sanidad en mi país, en Galicia. Con la apertura de este hospital, el Gobierno gallego cerró total o parcialmente tres hospitales, lo que supone que, por ejemplo, el número de camas sea el mismo o que las urgencias hospitalarias estén totalmente colapsadas.

Los servicios no sanitarios se han privatizado totalmente y también parte de las funciones de celadores y celadoras, por ejemplo, lo que significa una pérdida de calidad muy grande en los servicios y, también, la pérdida de muchos puestos de trabajo. Se obliga, igualmente, a todos los usuarios y usuarias, y a parte del personal, a pagar por aparcar cuando llegan a este hospital.

Quiero hacer un llamamiento a la Comisión para que ponga fin a las políticas de austeridad, que deje de poner en peligro la salud y la vida de las personas, porque la austeridad mata.

  Ernest Maragall (Verts/ALE). – Señor Presidente, el miércoles no podré hacerlo (el orador pronuncia esta frase en catalán), formulo, pues, ahora la reflexión que hubiera querido hacerle en vivo y en directo al rey Felipe VI. Mi respeto a su figura y a su persona. Su reinado deriva de una Constitución que se proclamó democráticamente y que yo mismo voté. Pero también quiero expresarle mi profunda decepción —mejor, indignación— por la reiterada negación que las instituciones del Estado hacen de mis derechos democráticos como ciudadano, como catalán, como español y como europeo.

Ahora se esgrime la constitución de 1978, la misma que garantiza la continuidad dinástica, para negarnos el derecho a decidir nuestro futuro. Cataluña —ya lo saben ustedes— es una vieja nación europea que se dispone a ser nuevo Estado, igualmente europeo. Miren los resultados del 27 de septiembre. Mi decepción y la de tantos otros se ha convertido en determinación colectiva y pronto lo hará en forma de decisión democrática inapelable, bajo la atenta mirada y la verificación debida desde esta Cámara y desde el conjunto de las instituciones europeas. Eso espero.

Le pido al rey de España, pues, que respete y ampare ese mi derecho y la decisión que libremente tome la sociedad catalana en su conjunto.

  Tiziana Beghin (EFDD). – Signor Presidente, onorevoli colleghi, da ormai due mesi i cittadini di Sanremo, in Liguria, sono in presidio contro la discarica chiamata Lotto 6.

Si chiama Lotto 6 perché di discariche in quella zona ce ne sono già cinque e tutte, complice la pessima gestione, stanno distruggendo il territorio e l'esistenza di chi ha la sfortuna di viverci vicino. In vent'anni una madre del luogo ha dovuto affrontare sette casi di cancro nella sua famiglia ed infatti non è una coincidenza che l'opposizione più tenace provenga proprio dalle mamme.

Signor Presidente, Le sembra normale che per ospitare rifiuti per soli tre anni sia necessario far esplodere un'intera collina? Le sembra normale violare la direttiva sulla biodiversità, quella sulla contaminazione del suolo e delle acque senza considerare quella sulle discariche che l'Italia ha già violato più volte? Per questo voglio denunciare qui, davanti a Lei, questa ennesima speculazione perché proprio oggi è stata concessa l'autorizzazione per l'uso degli esplosivi per la costruzione del sito. I cittadini sono in presidio continuo da due mesi, giorno e notte e non si sono stancati e non si stancheranno mai perché è una lotta per la sopravvivenza, ne va della loro vita. Mi rivolgo alle istituzioni e ai sindaci: abbiate il coraggio di guardare i cittadini negli occhi e di dare loro una risposta, ora.

  Gerolf Annemans (ENF). – Voorzitter, collega's, straks zullen wij hier de koning van Spanje ontvangen, amper enkele dagen nadat de Catalanen vrij ondubbelzinnig voor hun onafhankelijkheid hebben gestemd. Het is op dit ogenblik niet duidelijk of en hoe de Spaanse koning zal spreken over Catalonië maar men kan er geredelijk van uitgaan dat dat niet veel meer dan de barse een onwillige Madrileense toon zal zijn waarmee de Spaanse autoriteiten de Catalaanse autonomie tot hiertoe hebben bejegend. Collega's, ik kom uit Vlaanderen dat zelf meer dan anderhalve eeuw door Spaanse koningen werd bestuurd. Ik wil de Europese Unie oproepen om niet de verkeerde kant te blijven kiezen en om langzaam te leren beseffen, maar liever nog zo snel mogelijk, dat er voor de Europese samenwerking in de 21e eeuw geen andere mogelijkheid is dan de autonomie te erkennen van vreedzaam onafhankelijk geworden onderdelen van de huidige lidstaten.

  Andrea Bocskor (PPE). – Tisztelt Elnök Úr, Képviselőtársak! Az utóbbi hónapokban Európa politikai- és közéletének figyelmét a migrációs válság uralta, az ukrajnai helyzet háttérbe szorult. Október 25-én helyhatósági választásokra kerül sor Ukrajnában, melyhez nagy reményeket fűzött a kárpátaljai magyarság. Az európai orientációt és demokratikus reformokat hangoztató Ukrajna azonban ismét akadályokat gördít az ország területén élő nemzeti kisebbségek, azon belül a magyarság képviselete elé. Felháborodásomat és tiltakozásomat szeretném kifejezni az ukrán központi választási bizottság diszkriminatív és jogsértő döntése ellen, mely úgy alakította ki mozaikszerűen a választási körzeteket Kárpátalján, Ukrajna legnyugatibb megyéjében, ahol a lakosság 12%-át magyarok alkotják, hogy megakadályozza magyar képviselők bejutását a megyei tanácsba.

Ezek a döntések sértik a nemzetközi és európai kötelezettségvállalásokat, az ukrán alkotmányt és a törvényeket. Illetve a decentralizációs reformnak sem felel meg. Ezért úgy vélem, hogy az Európai Uniónak fokozottan oda kell figyelnie, hogy a választások az európai normák szerint, tisztán zajlódjanak le.

  Claudia Tapardel (S&D). – Domnule președinte, stimați colegi, pentru mulți poate părea greu de crezut că aproape un sfert din cetățenii europeni trăiesc la limita sărăciei. Dintre aceștia, aproximativ 55 de milioane nu au posibilitatea să se hrănească zilnic cu o masă normală.

Europa se transformă într-un tărâm al paradoxurilor. Între 90 și 120 de milioane de tone de alimente sunt distruse în fiecare an. Risipa devine o obișnuință, în timp ce studiile arată că unul din trei copii este fie supraponderal, fie obez. Investim în sănătate, în studii, în prevenție, în timp ce aproape 10 % din cetățenii UE nu au posibilitatea să se hrănească în mod corespunzător.

Am propus alocarea unei jumătăți de milion de euro pentru dezvoltarea acelor practici care să limiteze risipa de alimente. De aceea cred că este de datoria tuturor statelor membre și a Comisiei Europene să lucreze împreună pentru a crește aria de redistribuire a alimentelor. Europa se confruntă cu noi provocări astăzi. Numărul de refugiați este în continuă creștere și acum este momentul să ne gândim la tot ceea ce putem face pentru a limita risipa și a folosi resursele pentru familiile sărace.

Mesajul meu este următorul: opriți risipa de alimente, informați-vă cetățenii, veniți cu soluții pentru a redistribui resursele alimentare care, altfel, sunt distruse.

  Anna Elżbieta Fotyga (ECR). – Panie Przewodniczący! Władimir Putin zadeklarował współdziałanie z Zachodem w rozwiązaniu konfliktu syryjskiego. Nie jest sprawą jasną, do jakiego stopnia tę deklarację realizuje. Jedno jest pewne, że sama obietnica ułatwiła mu powrót na międzynarodowe salony dyplomatyczne.

Tradycyjnie prezydent Rosji, prezentując marchewkę Zachodowi, dla mojego regionu, a zwłaszcza dla mojego kraju, miał kijek. Tym kijkiem było rozszerzenie sankcji na przetwórstwo rybne, dalszych sankcji na przetwórstwo rybne i firmy polskie. Ta sprawa ma swój aspekt poważny: Federalna Służba Nadzoru Weterynaryjnego i Fitosanitarnego działała w imieniu instytucji suwerennych państw wchodzących w skład Unii Euroazjatyckiej. Ma też aspekt komiczny: w pośpiechu nałożono sankcje na polską firmę w moim okręgu wyborczym, która od ponad dwóch lat w ogóle nie eksportowała towarów do Rosji.

  Jozo Radoš (ALDE). – Gospodine predsjedniče, integracija šest zemalja zapadnog Balkana u Europsku uniju je zajednički interes. Bolja prometna i energetska povezanost tih zemalja doprinijet će ne samo gospodarskom rastu nego i njihovom boljem međusobnom razumijevanju. Uključenje tih zemalja u veliku europsku prometnu TEN-T mrežu povezat će te zemlje s Europom, ali će i povezati zemlje članice međusobno. Zadržavanje visoke razine potpore građana tih zemalja uključenju njihovih zemalja u Europsku uniju svakako je vrlo važna dodana vrijednost na putu tih zemalja prema konačnom cilju, a to je članstvo u Europskoj uniji.

Stoga pozivam Europsku komisiju da dalje razvija plan povezanosti koji je razvijen u suradnji s tim zemljama, a posebice da predano radi na ostvarenju deset prioritetnih projekata koji su razvijeni u okviru toga plana.

  Dariusz Rosati (PPE). – Mr President, on 30 September 2015 the Russian Federation started bombing Syria, claiming that the attacks are directed against Islamic State. However, according to independent media, the aerial campaign ordered by President Putin has mainly targeted the rebel groups opposing the regime of President Bashar al—Assad.

This Russian intervention not being coordinated with the NATO-led coalition of Western and Arab states adds new dimensions to Syria’s now four-year-long civil war and to the refugee crisis faced by the EU. Not only do the airstrikes not improve the situation in Syria but they make it even worse, causing numerous civilian casualties and increasing the number of Syrian refugees seeking protection in Europe. Importantly, Russia openly refuses support for any refugees from the Middle East.

All this demonstrates that President Putin is not interested in finding a political solution to the Syrian crisis. I therefore strongly urge all EU Member States and EU authorities to put pressure on Russia to stop this unilateral intervention and to engage in constructive cooperation with the international community to solve the Syrian crisis.

  Sergio Gutiérrez Prieto (S&D). – Señor Presidente, señora Comisaria, Elcogas es una central térmica en Puertollano (Castilla-La Mancha) que da empleo a más de mil quinientas personas. Una central de carbón limpia, pionera en toda Europa en la captura de emisiones de CO2, una central que —en palabras del señor Comisario, señor Cañete— es totalmente compatible con el objetivo de una Unión energética baja en carbono y sostenible.

Elcogas es empleo, es innovación, es sostenibilidad, pero, sobre todo, es víctima. Víctima de una política energética torpe por parte del Gobierno de España, que es capaz de tirar miles de millones de euros en inversiones sostenibles y cientos de miles de empleos, precisamente por diseñar una política energética basada en vendettas políticas. El proyecto de Elcogas convence a la Comisión, convence al Vicepresidente Šefčovič, convence al señor Cañete, y por eso, porque les convence, les pido su intermediación. Necesitamos su ayuda para evitar un cierre. Dentro de veinticinco días Elcogas cerrará. Y para impedirlo, solo necesitan una decisión política, una pequeña ayuda presupuestaria, un decreto para mantener abiertas sus puertas, para evitar la pesadilla.

Señores Comisarios, ayúdennos a poder evitarla.

  Tomáš Zdechovský (PPE). – Pane předsedající, minulý týden jsem se vrátil z kontrolní mise v Řecku, která kontrolovala sedm prioritních projektů, jež byly financovány z dotací Evropské unie. Jedním z těchto projektů byl nedokončený digitální katastr. Řecko je poslední členskou zemí Evropské unie, která nemá digitální katastr nemovitostí. Využívá stále papírového registru, to znamená, že nejsou zcela identifikovány a popsány individuální pozemky, jejich pozice a hranice. Právní bezpečnost tak není zajištěna, seznam není zcela kompletní a existující majitelé pozemků nejsou identifikováni, a navíc to znamená i nemožnost využití strategie životního prostředí, užití přírodních zdrojů a především zdárné zdanění majetku.

Považuji toto za neuvěřitelnou nezodpovědnost a jednu z obrovských slabin řeckého systému, která má dopad na životy obyčejných Řeků, ale i ostatních evropských zemí, jež Řecko dotují skrze záchranné programy. Řecká vláda by měla tento projekt vzít jako absolutní prioritu a Komise by měla místo poskytování dalších peněz přispět instrukcemi k úspěšné implementaci.

  Момчил Неков (S&D). – На 17 септември кметът на Дуисбург, г-н Сьорен Линк, направи дискриминационни коментари по адрес на гражданите на държави от Източна Европа, в които каза, цитирам: „Склонен съм по-скоро да приютя двойно повече сирийски бежанци, но за сметка на това да се отърва от няколко източноевропейци“. Въпреки реакциите, които предизвика, коментарите му продължиха в същия дух, като този път бяха насочени към гражданите на моята страна България.

Намирам подобни изказвания за крайно неуместни, ненужно провокативни и насаждащи разделение сред гражданите на Съюза. Това става в момент, в който Европейският съюз е изправен пред бежанска и хуманитарна криза. От нас се очаква да сме единни, за да се преборим с предизвикателствата, които е твърде вероятно да променят общото ни бъдеще.

Докога ще се делим на източни и западни европейци? Популизмът в тази или друга посока е пътят към разрушаване на всичко градено досега. Категорично не приемам изказването на г-н Линк и призовавам своите колеги и другите европейски политици да се въздържат от подобни изказвания, които внасят все-повече напрежение в и без това напрегнатата обстановка.

Призовавам всички към конструктивен диалог в търсене на общи решения.

  Miroslav Mikolášik (PPE). – Svetová federácia pre plánované rodičovstvo IPPF, ktorá sa okrem iného venuje aj poskytovaniu potratových služieb, bola prichytená pri tom, ako systematicky, nehorázne obchoduje s časťami ľudského tela i s celistvými mŕtvymi plodmi.

Zistili sme, že táto organizácia je dlhodobo platená Európskou komisiou nemalými čiastkami. V posledných rokoch to boli milióny eur, čo sú peniaze daňových poplatníkov. Už 20. júla som sa písomne opýtal Európskej komisie, či vie, že takúto organizáciu platí, či vie, že IPPF je organizácia, ktorá porušuje takýmto bezprecedentným konaním konkrétne európske právo a všetky morálne štandardy, a či Komisia odsúdi takúto prax a ukončí financovanie.

Už prešli tri mesiace a Komisia neodpovedá. Dočkám sa ja i celá verejnosť odpovede? Dokedy bude váhať? Kedy Komisia ukončí konečne spoluprácu s takouto nehumánnou organizáciou?

  Paul Brannen (S&D). – Mr President, last Friday the SSI steel works at Redcar in my constituency entered into receivership and 1 700 direct jobs, plus as many as 6 000 jobs in the supply chain in the local economy, are now under threat. The UK Conservative Government has refused to consider giving state aid, arguing that it would be against the Commission’s state rules for steel. However, as the Italian Government has shown at the ILVA steel plant in Taranto, Sicily, this is simply not the case.

Labour MEPs believe the time has come for the European Union to come together to deal with the global challenge of Chinese steel dumping, and the time has come for the European Union to update the rules on state aid for a now-globalised world. At the planned summit on UK steel, Government, industry and all stakeholders must come together and find a sustainable, viable future for this vital sector, rather than issuing meaningless platitudes. A plan is currently on the table to save part of the steel works, and I believe the receivers need to prioritise that, thereby securing the maximum number of jobs on Teesside.

  Romana Tomc (PPE). – Danes bi rada spregovorila o štipendijah. Brezposelnost mladih ni samo tehnični problem, ki vpliva na slabše ekonomsko stanje v neki državi, ampak ima velike vplive tudi s sociološkega vidika. Mladi, ki so brezposelni, postajajo socialno izključeni.

Imamo dober projekt, s katerim lahko to preprečimo. Imamo projekt Jamstvo za mlade in neuspeha pri tem projektu si ne moremo privoščiti. Ampak sodelovanje, medresorsko sodelovanje je ključnega pomena, analize pa kažejo, da šolski sistem, ministrstva za zaposlovanje in gospodarstvo delujejo vsak po svoje.

Štipendije so odličen inštrument, s katerim država lahko uravnava bodočo ponudbo in povpraševanje na trgu dela, zato bi morala štipendijski politiki nameniti država veliko pozornost. Ne gre le za razdeljevanje denarja, ampak za premišljeno strategijo.

Jamstvo za mlade ponuja veliko sredstev tudi za štipendije. Zato pozivam vse odgovorne inštitucije, da jih razdelimo tako, da bomo skupaj dosegli zastavljene cilje.

  Tibor Szanyi (S&D). – Mr President, last year an EU fund of EUR 100 million was diverted to a strange Hungarian cooperative called ESZOSZ that undertook an employment project for low-skilled people for a five-year period in one of the poorest regions of Hungary. The people who took part in that programme received their salaries only in the very first months, if at all, and then this mysterious cooperative disappeared into the dust. Two thousand eight hundred people and their families are now facing serious difficulties and are left without any income and even any hope.

The Hungarian Government, which has played a decisive role in the escalation of the situation – with the official labour services taking an active part in the recruitment – has done absolutely nothing to help these vulnerable people. At the same time, as a consequence of anti-European propaganda by the Government, public opinion now tends to blame the European Union. Of course, there is also a strong suspicion of misuse of European funds. Therefore, here again, I urge the involvement of the Commission and the European Anti-Fraud Office, OLAF.
