  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Andrzej Grzyb im Namen des Ausschusses für Umweltfragen, öffentliche Gesundheit und Lebensmittelsicherheit über den Vorschlag für eine Richtlinie des Europäischen Parlaments und des Rates zur Begrenzung der Emissionen bestimmter Schadstoffe aus mittelgroßen Feuerungsanlagen in die Luft (COM(2013)0919 - C7-0003/2014 - 2013/0442(COD)) (A8-0160/2015).

  Andrzej Grzyb, Sprawozdawca. Pani Przewodnicząca! Dyrektywa, którą będziemy jutro głosowali, ustala limity emisji pyłów – dwutlenku siarki i tlenków azotu – oraz wprowadza monitorowanie emisji tlenku węgla bez ustalania limitów emisji w obiektach spalania energetycznego o mocy od 1–50MW. Jednym słowem ta dyrektywa wpisuje się w pakiet ochrony powietrza. Tym samym też wypełnia lukę legislacyjną, którą mamy między dyrektywą o eko-dizajnie, o eko-projekcie, która ustala standardy dla obiektów spalania mniejszych niż 1MW oraz dyrektywą o emisjach przemysłowych, która dotyczy obiektów większych niż 50MW. Limity emisji zostały ustalone na ambitnym poziomie, który gwarantuje stopniową poprawę jakości powietrza, ale też zachowanie ochrony funkcjonujących obiektów spalania oraz inwestycji. Ochroną tą zostały przede wszystkim objęte niewielkie obiekty do 5MW, których operatorami są przede wszystkim małe i średnie przedsiębiorstwa czy spółki komunalne czy też stanowią istotny element między innymi wyposażenia chociażby szkół, szpitali, uniwersytetów oraz takie, które już wcześniej zostały zmodernizowane lub zbudowane w wysokim standardzie, które jednak wymagałyby istotnych dodatkowych nakładów by spełnić normy nakładane przez nową dyrektywę, chociażby te, które wykorzystują biomasę – w szczególności dotyczy to krajów skandynawskich.

Szczególną ochroną zostały objęte ciepłownie, które dostarczają energię cieplną do mieszkań w osiedlach mieszkaniowych pozwalając tym samym na utrzymanie kosztów ich eksploatacji, a również tym samym na niepodnoszenie kosztów dostawy ciepła dla odbiorców końcowych. Jest to ważne nie tylko ze względów społecznych, ale również środowiskowych, co chcę podkreślić. Pozwala bowiem promować politykę wymiany indywidualnych źródeł ogrzewania, w szczególności w domach jednorodzinnych na zbiorcze, co w szczególności jest ważne w przypadku niektórych regionów w Europie Środkowej i Wschodniej i może znacząco wpłynąć na poprawę jakości powietrza.

Chciałem podkreślić, że finalny tekst dyrektywy jest przykładem dobrego pogodzenia wyzwań, które płyną z potrzeby ochrony środowiska, rzeczywistości ekonomicznej oraz potrzeb społecznych. Ustaliliśmy ambitne cele, ale możliwe do wykonania bez nakładania nadmiernych kosztów zarówno na operatorów, jak i na odbiorców końcowych. 23 czerwca podczas nieformalnego trilogu zostało osiągnięte porozumienie pomiędzy Parlamentem, Radą i Komisją Europejską. Porozumienie to zostało również zaakceptowane przez COREPER 30 czerwca tylko przy jednym państwie głosującym przeciw oraz przegłosowane w Komisji Ochrony Środowiska 15 lipca zdecydowaną większością 59 głosów za, przy 6 głosach przeciwnych. Przyznaję jednak, że negocjacje z Radą były bardzo skomplikowane i że szczegółowym uzgodnieniom podlegały po kolei wszystkie zapisy dyrektywy. Trzeba to porozumienie traktować jako pakiet i zmiana któregokolwiek z elementów wymagałaby nowego podejścia do czytania tego projektu.

Chciałem podziękować wszystkim za wsparcie, przede wszystkim całemu zespołowi negocjacyjnemu Parlamentu Europejskiego, wszystkim kontrsprawozdawcom. Dziękuję również bardzo serdecznie za współpracę prezydencji łotewskiej i przedstawicielom Komisji Europejskiej, dzięki którym udało się wypracować wiele bardzo dobrych, satysfakcjonujących wszystkie strony rozwiązań.

  Phil Hogan, Member of the Commission. Madam President, I am pleased to participate in this debate on behalf of my colleague, Commissioner Vella, who unfortunately cannot be here this evening.

The directive to reduce pollution from medium combustion installations is a key component of the Commission’s Clean Air Policy Package presented in December 2013. It is an important deliverable for the 7th Environmental Action Programme, which would help to reduce significantly the potential risks to human health, a programme that I am very familiar with, which was adopted during the Irish Presidency in 2013.

Air pollution degrades our environment and it remains the number one environmental cause of death in the EU. It causes 400 000 premature deaths and more than 100 000 lost working days in the EU each year. The Medium Combustion Plants Directive will close an unacceptable gap in our legislation and will thus make an important contribution to reaching the future reduction targets as proposed in the amendment to the National Emission Ceilings Directive that is still on the table for the co-legislators.

On behalf of my colleague, Commissioner Vella, let me thank and congratulate the rapporteur, Mr Grzyb, and his colleagues from the Committee on the Environment, Public Health and Food Safety (ENVI) for their commitment and hard work on this proposal.

Thanks to the work of the Parliament negotiating team, it has been possible to maintain the environmental integrity of the proposed directive, whilst addressing justified cases where Member States needed flexibility for implementation. The flexibility provisions that cover district heating and the use of biomass as a fuel, which are two major issues for Parliament, will ensure that climate and air quality policies are consistent and their synergies are maximised. Parliament also made clear that certain further issues are important, such as energy efficiency and carbon monoxide emissions. The Commission will address these under the agreed review clauses.

Allow me also to point out that the Medium Combustion Plants Directive is a good example of better regulation. It has been designed to be affordable for SMEs and it provides long-term certainty for all economic operators concerned, while minimising the administrative burden for both industry and Member States.

Finally, I would like to underline that, beyond being environmentally efficient, this directive promotes advanced EU technology. It will encourage continued innovation and help EU industry gain shares of the rapidly growing global market in pollution control technology. The Commission thus fully supports the compromise, although I have to make a declaration on the use of the no-opinion clause for the adoption of implementing acts.

Signora Presidente, onorevoli colleghi, Commissario Hogan, desidero innanzitutto ringraziare il relatore Grzyb e tutti i colleghi che si sono impegnati per raggiungere questo accordo che ci consente di avere una legislazione europea e dei limiti di emissione per un settore che fino ad oggi non era regolamentato.

Ringrazio anche il Commissario e la Presidenza per lo spirito collaborativo che hanno dimostrato lungo tutto l'iter della proposta. La proposta, come ha ricordato il relatore, riguarda gli impianti di combustione medi, 150 000 impianti in Europa con potenza termica nominale compresa fra 1 e 50 megawatt, ed è concepita per contribuire in modo significativo alla riduzione dell'inquinamento, fissando valori limite per gli impianti esistenti e nuovi ed istituendo anche un sistema di registrazione che possa consentire il rispetto degli obblighi di riduzione delle emissioni negli Stati membri.

La finalità perseguita, ovviamente, è quella di preservare la qualità dell'aria e quindi la salute dei cittadini da possibili fattori di aumento dell'inquinamento atmosferico. Il testo rappresenta un compromesso tra le diverse posizioni, ma in generale è stato raggiunto un accordo che ha in parte modificato la proposta della Commissione, migliorando le possibilità di attuare realisticamente la direttiva, consentendole di raggiungere l'obiettivo del miglioramento della qualità atmosferica nell'Unione europea, senza però imporre oneri eccessivi alle aziende.

Tra i punti più rilevanti ricordo l'obbligo per gli Stati membri di valutare la necessità di applicare valori limite di emissione più severi nelle zone non conformi alle norme di qualità dell'aria dell'Unione e l'inserimento di una clausola di revisione che consenta di verificare nel 2020 i progressi in termini di efficienza energetica degli impianti di combustione. Questi sforzi rientrano nella cornice più ampia di preparazione per la COP21 di Parigi, per confermare l'Unione europea quale protagonista principale della lotta al cambiamento climatico, augurandoci il conseguimento di un accordo ambizioso grazie anche all'impegno di tutte le parti coinvolte.

  Massimo Paolucci, a nome del gruppo S&D. Signora Presidente, onorevoli colleghi, finalmente, dopo tante parole facciamo seguire qualche fatto.

Finalmente copriamo un clamoroso vuoto normativo, oltre 142 000 aziende con impianti di combustione tra 1 e 50 megawatt erano prive di una chiara regolamentazione. Parliamo di impianti per la produzione di energia elettrica, per il riscaldamento, per il raffreddamento, per la produzione di vapori nei processi industriali. Parliamo di anidride solforosa, di ossido di azoto, di particolato. Un passo in avanti importante per contrastare più efficacemente l'inquinamento atmosferico.

Non lo dimenticheremo mai – è stato ricordato prima dal Commissario, la principale causa di morte in Europa – una delle principali cause di eutrofizzazione di cui corre il rischio il 62% della superficie dell'Unione europea. Non è tutto quello che come gruppo dei Socialisti e democratici avremmo voluto. Sicuramente un passo in avanti, un accordo ragionevole che difende la nostra salute e quella del pianeta, senza danneggiare le imprese europee. Compiamo scelte chiare, ne ricordo qualcuna, estendiamo il campo di applicazione del monitoraggio anche al monossido di carbonio, abbiamo raggiunto un compromesso ragionevole sui valori limite di emissione sui tempi di attuazione, l'obbligo per gli Stati membri di valutare la necessità di misure più severe per le zone che sono al di sopra dei limiti previsti per la qualità dell'aria, riduzione delle deroghe e poi un compromesso sui tempi d'attuazione un po' più lunghi per gli impianti facenti parte di reti di riscaldamento alimentati da biomassa.

È per l'insieme di questi motivi che domani come gruppo dei Socialisti e democratici sosterremo con convinzione questo provvedimento.

  Jadwiga Wiśniewska, w imieniu grupy ECR. Pani Przewodnicząca! Szanowni Państwo! Dobrze, że ostateczny kształt dyrektywy o ograniczeniu emisji niektórych substancji do powietrza ze średnich obiektów spalania uwzględnia szeroki zakres obaw wyrażanych przez różne środowiska.

Moją szczególną uwagę zwracała rola instalacji ciepłowniczych, które są bardzo popularne w wielu państwach Unii Europejskiej, w tym w Polsce. W Polsce takie instalacje oparte są głównie na węglu, czyli surowcu, którego mamy pod dostatkiem. Instalacje w Polsce przeszły w ostatnich latach modernizację wymaganą przez prawo krajowe, zatem zbyt szybkie nałożenie na nie obowiązku dalszej modernizacji doprowadziłoby do drastycznego podniesienia kosztów, a w efekcie, być może, zamknięcia ich i zwiększenia stosowania indywidualnych systemów ogrzewania, co doprowadziłoby do zwiększenia emisji, bo te systemy trudniej kontrolować. Z punktu widzenia polityki środowiskowej i zdrowotnej byłoby to zatem kontrproduktywne. Możliwość wyłączenia przez państwa tego typu instalacji z konieczności zaostrzonych limitów do 2030 r. jest zatem przejawem zdrowego rozsądku.

Cieszę się także, że w ostatecznym kształcie porozumienia znalazła się moja poprawka, która stwierdza, że pomiarów emisji należy dokonywać w stabilnych warunkach przy reprezentatywnym, równomiernym obciążeniu. Skandal z fałszowaniem pomiarów emisji przez Volkswagena i to w państwie, które jest promotorem ograniczenia emisji, pokazuje jak istotne jest z jednej strony realistyczne nakładanie obowiązkowych redukcji emisji, z drugiej strony staranna kontrola spełniania tych limitów.

  Jan Huitema, namens de ALDE-Fractie. Allereerst zou ik graag de schaduwrapporteur van de ALDE-Fractie, de rapporteur en de overige schaduwrapporteurs willen bedanken voor de uitstekende samenwerking. Ik denk echt dat we samen voor dit resultaat gezorgd hebben. Met dit stuk wetgeving is de cirkel rond wat mij betreft en worden ook de emissies van middelgrote stookinstallaties gereguleerd, zoals voorheen al het geval was met de grote stookinstallaties. Het doel is de emissies van zwaveldioxide, stikstof en fijnstof terug te dringen, die een grote impact hebben op de luchtkwaliteit, maar ook op de volksgezondheid. Na een goede samenwerking tussen de Raad en het Europees Parlement ligt er nu een solide pakket op tafel dat werkbaar is en een gelijk speelveld garandeert door heel Europa.

Mijn inzet en die van onze fractie was om uitzonderingen op de emissiegrenswaarden zoveel mogelijk terug te dringen als daarvoor geen duidelijke reden was. Dat is gelukt. Toch zijn sommige uitzonderingen, ons inziens, gerechtvaardigd. Als medewetgevers vind ik dat we oog moeten hebben voor de praktijk, helemaal als de Europese Unie het gebruik van biomassa wil stimuleren. De eisen voor bijvoorbeeld biomassastookinstallaties zijn daarom aangepast. Ook hebben we de overlapping met andere regelgeving weten te voorkomen, waardoor dubbele wetgeving met bijvoorbeeld de richtlijn voor industriële emissies niet meer voorkomt.

Er zijn ook andere mazen in de wet gedicht. Zo kan een installatie bedoeld voor noodsituaties ook echt alleen tijdens een noodsituatie gebruikt worden en niet onder normale omstandigheden opereren. We hebben de administratieve rompslomp en bureaucratie terug weten te dringen. Regels moeten eenduidig toegepast kunnen worden door een eenduidig vergunningssysteem. Tot slot is het goed dat lidstaten van elkaar willen leren. In sommige lidstaten is het bedrijfsleven al veel verder. Het is aan andere lidstaten om ook die ambitie te tonen. Voorzitter, ik ben blij met dit resultaat van de onderhandelingen. We houden ruimte voor innovaties en door heel Europa wordt werk gemaakt van luchtkwaliteit door het probleem bij de bron aan te pakken.

  Estefanía Torres Martínez, en nombre del Grupo GUE/NGL. Señora Presidenta, estamos contentos por haber logrado un consenso en torno a esta propuesta y consideramos que es importante su aplicación en toda Europa. Cuando decimos toda Europa, nos referimos también a las islas Canarias, a las Azores, a Madeira y a cualquier otro territorio europeo, porque nos negamos a creer que la lejanía de estas islas sea un impedimento para que sus ciudadanos también puedan disfrutar de un aire limpio. Preferimos prevenir que ciertas corporaciones puedan aprovechar cualquier vacío legal para seguir abusando de los derechos de la gente y de la salud de nuestro planeta. Parece que otros están más dispuestos a defender los intereses de las corporaciones que los derechos de la ciudadanía. Si no, ¿dónde estaban cuando Repsol convirtió a Canarias en la principal gasolinera de Europa?

Además, creemos que la Comisión debe velar especialmente por el cumplimiento de la normativa para evitar que sigan emitiéndose a la atmósfera ciertos contaminantes, porque es una vergüenza que suceda lo que ha sucedido con Volkswagen, ya que desde 2009 había sospechas de un posible fraude y no se ha hecho nada hasta que ha estallado el escándalo. La causa fundamental del cambio climático es la quema de combustibles fósiles, pero sabemos que quienes siguen enriqueciéndose a costa de la explotación de nuestros recursos naturales no están dispuestos a dar un giro necesario en el modelo productivo.

En dos meses se celebra la Cumbre de París. Entonces tenemos que ser determinantes en la lucha contra el cambio climático. Veremos, en ese momento, quién se pone de cada lado.

Madam President, first of all, on behalf of our shadow rapporteur, Michèle Rivasi, who unfortunately could not come tonight, I would like to thank the rapporteur for doing a very fair and good job, which has been really appreciated, on this important matter.

We have been discussing source emissions quite a lot today. We were discussing cars this afternoon and now we are doing medium combustion plans. Let us be fair to each other: it is always pretty difficult to get to legislation. Every time we discuss air quality people say that what is most important is to have policies aimed at attacking the source but, as soon as we do that with a policy, there is a lot of demand for the extension of deadlines, a lot of loopholes, all kinds of exemptions, etcetera. That has been the case here too. In that sense, it is a pity that the Council is not here because the Council was the leader in creating loopholes in this legislation. I am very happy that Parliament managed to delete a lot of these loopholes, but it was something of an exercise in damage control.

So we will support this because it is an improvement. It will address 20% of the emissions under the national emissions ceiling. But, whenever we deal with these source policies, let us be vigilant. Let us be sure that we are attacking the source because otherwise we will continue to have difficulty in reaching our air quality standards. In the end, that is in the interests of our citizens, and we have to treat all sources fairly. On this one we managed more or less, but it could have been better had the Council cooperated a bit more.

  Bill Etheridge (EFDD), blue-card question. Thank you for accepting the blue card at this late time of the night. Very briefly: you speak about attacking the source, and the source of the pollutants you speak of is industry. Without industry, there is not the finance to pay for the fine aspirations about clean air which, I am sure, we both share. Would you not accept that industry needs to be taken into account, and that we must make sure that whatever measures come forth from this place are at least industry-friendly so that industry continues to be a source of wealth as well as pollution?

  Bas Eickhout (Verts/ALE), blue-card answer. That is an easy one. I think we have been very industry-friendly on this one. At the moment we are paying billions for health care because of our polluted air: that is paid by everyone. I think you also agree with the ‘polluter pays’ principle. What we are trying to do here is to make sure that those who are polluting are the ones who pay and not have society in general paying for those who are polluting. I think that, even from your side, this is a policy you can welcome.

  Piernicola Pedicini, a nome del gruppo EFDD. Signora Presidente, onorevoli colleghi, è vero che con questa proposta di direttiva si colma un gap legislativo sugli impianti di combustione media fino ad ora mai regolamentati, ma non si può sostituire il vuoto con il niente, qui non c'è stata nessuna volontà di includere inquinanti particolarmente tossici per la salute umana, come il mercurio o le diossine, per cui adesso questa direttiva è una vera e propria direttiva incompiuta.

Le modifiche apportate dal Parlamento hanno addirittura indebolito la proposta della Commissione, ma soprattutto sono state escluse dalla legislazione le piattaforme petrolifere offshore e gli impianti alimentati da biomassa che possono così inquinare senza limiti e se parliamo di occupazione la vera competitività delle imprese risiede nella capacità di innovazione ecologica e quindi nell'utilizzo di nuove fonti di energia pulite e gratuite, e invece con la solita scusa che questo è meglio di niente stiamo pagando l'ennesimo pizzo all'industria delle centrali elettriche e alle multinazionali del petrolio.

  Zoltán Balczó (NI). Elnök Asszony, a bizottsági júliusi tárgyaláskor talán büszkén mondhattuk a következőt: az Európai Unió számos alkalommal jelezte nemzetközi fórumokon is milyen mértékben elkötelezett a légszennyező anyagok kibocsátásának csökkentése mellett, és igyekszik példamutató magatartást adni harmadik országok számára. Hát, a Volkswagen botrány kapcsán ez a büszke, dagadó kebel egy kicsit lelohadhat, de ez nem jelenti azt, hogy az a kötelességünk, hogy egy joghézagot pótoljunk, egy adott teljesítménytartományban igenis irányelvet hozzunk, ez természetesen szükséges. Főleg azért is, mert – mondok egy másik egészségügyi adatot – ez a levegőszennyezés nyolc hónappal rövidíti meg uniós polgárok élettartamát. Egyébként örülök, hogy a Biztos úr gratulált a raportőrnek, mert ez azt jelenti, hogy azokat a rendkívül komoly és fontos módosításokat, ami nélkül én nem tudnám elfogadni ezt a javaslatot, Ön támogatja.

  Annie Schreijer-Pierik (PPE). Dank aan de rapporteur en zijn inspanningen in dit technische dossier dat daarmee echter niet minder politiek is. We spreken vandaag over de beperking van de uitstoot van bepaalde luchtverontreinigende stoffen door middel van grote verbrandingsinstallaties, gasturbines, noodaggregaten, mobiele stroomvoorzieningen op eilanden, op het platteland, in de landbouw en in werkplaatsen, zaken die heel veel mensen aangaan. In Europa hebben we in sommige gebieden enorme vooruitgang geboekt bij de verbetering van de luchtkwaliteit, maar diezelfde luchtkwaliteit voldoet in sommige delen van de EU nog steeds niet aan de norm.

Goede wetgeving, dat is goed bronbeleid inzake de luchtkwaliteit, goed voor de volksgezondheid. Daarom mogen we in dit voorstel geen onnodige achterdeuren openlaten terwijl we samen toch voor werkbaarheid en uitvoerbaarheid door belanghebbenden willen zorgen. Het is daarom belangrijk dat de Europese Commissie binnen een redelijke termijn beoordeelt of de emissiegrenswaarden moeten worden gewijzigd op basis van de nieuwe technologieën. De beste technologieën moeten worden meegewogen. Wij kunnen niet altijd hogere emissiegrenswaarden blijven toestaan indien in de toekomst de luchtzuiveringstechnologie snel verbetert en de betaalbaarheid ervan toeneemt. Dat is ook belangrijk. Die innovatie gaat snel.

Maar die ambitie ontslaat ons niet van de verplichting om te denken aan de werkbaarheid, uitvoerbaarheid, economische gevolgen en werkgelegenheid. Waar grootschalige ontslagen en de beëindiging van economische activiteiten dreigen, moet maatwerk geleverd worden, ook door ons in Europa. Onze milieuambitie, en daar sta ik duidelijk achter, mag niet omslaan in blind fanatisme, zonder onderscheid. Daarom was er ook brede steun van vele fracties in de Commissie milieubeheer voor enkele uitzonderingen op locaties waar de luchtkwaliteit reeds goed is.

  Gilles Pargneaux (S&D). Madame la Présidente, Monsieur le Commissaire, à quelques semaines de la COP 21, qui se tiendra à Paris, la limitation de nos émissions de gaz à effet de serre et la défense de la qualité de l'air sont au cœur de nos préoccupations.

Il faut le répéter, tout ce que nous pouvons faire pour lutter contre le changement climatique et améliorer l'air que nous respirons doit être fait. En Europe, une étude démontre que 348 000 décès par an sont dus à la mauvaise qualité de l'air. Le constat est clair: notre santé est clairement mise en danger par un air impur en Europe.

Aussi, je me félicite de l'adoption de ce rapport, aujourd'hui. Nous avons réussi à obtenir des limites des émissions de polluants très nocifs, comme le dioxyde d'azote, pour la santé et pour l'environnement. L'ajout par le Parlement européen du recensement des émissions de monoxyde de carbone fournira également les informations nécessaires pour obliger la Commission à légiférer le plus vite possible.

Madame la Présidente, en tant que rapporteur pour la COP 21 concernant notre Parlement, je me félicite que ce rapport soit le bon signe pour lutter efficacement contre cet air impur.

  Julie Girling (ECR). Madam President, on behalf of my delegation I would like to welcome this agreement. I know that this has been a difficult negotiation and this agreement represents a fair compromise between very different points of view. I would like to take this opportunity to congratulate the rapporteur particularly for his skilful handling and for steering this through.

I believe that it is vitally important to get an agreement and to get it in place as quickly as possible. Poor air quality is one of the most serious health issues we currently face in Europe. It is very easy to ask for perfection but sometimes perfection is the enemy of the good, so I am delighted to see ambition tempered by pragmatism, and the setting of conditions that will allow investment in new technologies and new renewables to take place.   Nils Torvalds (ALDE). Madam President, we have been discussing air quality for almost the whole day, and different aspects of it. That shows a bit of concern, and not without due reason. Just before I left for Strasbourg, I saw an interesting note back in Finland which said: ‘The cleanest air in Europe can be breathed in Finnish Lapland.’

That is, of course, no coincidence, as there is a very sparse population: less than two persons per square kilometre.

Having clear air is important, but it is not everything in life. In this case we have a fairly balanced compromise which ensures that installations in all Member States make equal efforts to combat air pollution. However, we still have a disturbing tendency to find one-size-fits-all solutions, and again Lapland is a good example. Most members of the Commission and the Council probably know that we have cold winters in Lapland. They have seen Santa Claus coming in his sledge.

  Kateřina Konečná (GUE/NGL). Paní předsedající, Evropský parlament i národní legislativy se dlouhodobě zabývají omezením emisí škodlivých látek z velkých zdrojů nad 50 MW a podařilo se dosáhnout velkých úspěchů. Dnes už jsme na hranici technických možností dalšího snižování.

Proto jsem ráda, že jsme svou pozornost obrátili na zdroje pod 50 MW, kde jistě existují velké rezervy. Domnívám se, že v požadavku na snižování emisí síry se sice zašlo možná až příliš daleko, neboť tyto limity mohou mít v některých zemích kontraproduktivní důsledek. Odstavením např. malých tepláren může dojít k rozvoji lokálního topení na uhlí, které je mnohem hůře kontrolovatelné a emise jsou tam vyšší, ale přesto návrh směrnice podpořím.

Nicméně domnívám se, že se musíme do budoucna zabývat i lokálními topeništi. U nás, v Moravskoslezském kraji, výraznou část znečištění způsobují právě lokální topeniště, a to nejen z naší oblasti, ale i z polského příhraničí. Snížení emisí se musí týkat všech, malých i velkých a také všech států Evropské unie. Buďme féroví, chovejme se k sobě férově a snižujme všichni tak, jak je dáno.

  Julia Reid (EFDD). Madam President, my party believes in the importance of improving air quality in Europe. However, we are firmly opposed to the Commission’s proposal to create new EU legislation in this field. We opposed the Eco-design Directive and the Industrial Emissions Directive, so we will categorically oppose a directive covering all medium combustion plants. We oppose a mandatory EU registration scheme to be applied to all new plants, because we do not think that this is a matter that should be regulated by unelected bureaucrats in Brussels.

Conversely, we support those exceptions to the directive that alleviate the impact of this over-prescriptive regulation. Current EU policy frameworks have failed to deliver legal certainty to investors, and few can afford to invest in this environment. Over—regulation threatens the free-market system of investment and production, and additional EU regulation will not promote the re-industrialisation of Europe. Europe needs to become competitive, create jobs and increase productivity.

  Marijana Petir (PPE). Gospođo predsjednice, gospodine povjereniče, onečišćenje zraka znatno utječe na okoliš i zdravlje. Prema podacima koje je prezentirao program Čisti zrak za Europu iz 2013., godišnja prerana smrtnost zbog onečišćenja zraka u 2010. dosegla je brojku od 400 000 ljudi.

Ukupni vanjski troškovi utjecaja onečišćenja zraka na zdravlje variraju od 330 do 940 milijardi eura. Izravna gospodarska šteta uključuje 15 milijardi eura od izgubljenih radnih dana, 4 milijarde eura troškova na zdravstvenu skrb, 3 milijarde eura gubitka od prinosa usjeva i 1 milijardu eura štete na zgradama.

Posljednje izvješće Europske agencije za okoliš o kakvoći zraka Europske unije pokazuje kako se prosječna kakvoća zraka u Europskoj uniji popravlja od 2003. do danas. Međutim, problem onečišćenja u središnjoj Europi te pojedinim drugim dijelovima Europe i dalje je izražen.

Moram ovdje reći kako Hrvatska već više od desetljeća ima svoje nacionalnim zakonodavstvom propisane uvjete za mala i srednja ložišta o čemu svjedoči i izuzetna opća kvaliteta zraka koja se mjeri na postajama naše državne mreže. Nažalost, Hrvatska trpi štetu zbog prekograničnih onečišćenja zraka iz susjedne Bosne i Hercegovine zbog rada rafinerije u Bosanskom Brodu, ali imamo i problem s uvozom onečišćenja iz drugih susjednih zemalja.

Pozdravljam ovaj prijedlog direktive kojim se popunjava zakonodavna praznina i kojom je postignut kompromis nužan za njezino donošenje. Nužno je da se za 150 000 srednjih uređaja za izgaranje uvedu minimalni zahtjevi u pogledu emisija onečišćujućih tvari u zrak, a da se pri tom administrativno opterećenje zadrži na najnižoj mogućoj razini.

Senhora Presidente, Senhor Comissário, o relatório em apreciação ganhou particular importância pela aproximação da Cimeira do Clima e também pelo debate sobre o problema das emissões em geral, que foi colocado pela crise recente associada às emissões dos veículos automóveis.

Temos que continuar, com firmeza, a ser líderes na abordagem do controlo das emissões na fonte, que, por um lado, beneficia a qualidade do ar e, por outro lado, coloca desafios tecnológicos que a Europa deve aproveitar para reforçar a sua posição na economia verde e na economia sustentável. Garantir a qualidade e a sustentabilidade ambiental não pode ser visto como um problema. É uma oportunidade de liderança social e de liderança tecnológica.

A estratégia para a qualidade do ar deve ser também fortemente articulada com a União para a Energia. Potenciam-se mutuamente. Estamos perante um momento de grande atenção da opinião pública mundial e temos que ser credíveis. Credíveis perante nós próprios e credíveis perante o mundo.

Saliento, também as características desta diretiva em termos de simplificação do processo de registo, monitorização e quanto às possibilidades de faseamento na sua aplicação.

  Evžen Tošenovský (ECR). Paní předsedající, jak ukazují jednotlivá měření v příhraničních územích členských států, některé oblasti trpí značným znečištěním ovzduší. Znečištění z jedné země tak dopadá na území druhého státu, přičemž v jednotlivých zemích mnohdy platí různé výjimky právě v malých zdrojích. Snaha o vyřešení tohoto problému způsobovaného menšími zdroji je určitě důležitá. Je samozřejmě komplikované racionálně ovlivnit právě menší zdroje. Omezení emisí z velkého počtu těchto zdrojů na velké ploše je ale zároveň skutečný problém.

Abychom dosáhli skutečného výsledku v omezení znečištění ovzduší, je zapotřebí přistupovat k této problematice komplexně, aby se nejednalo pouze o administrativně vyžadovanou regulaci, ale aby jednotlivé kroky provázely i motivační nástroje včetně nezbytné osvěty. Je zapotřebí tak stimulovat zájem o modernizaci těchto zdrojů, a to ať se jedná o podporu inovací nebo například výzkumu moderních energetických zdrojů splňujících požadované zpřísněné limity.

  Younous Omarjee (GUE/NGL). Madame la Présidente, Monsieur le Commissaire, je me félicite, bien sûr, de cette proposition mais un point suscite mon incompréhension la plus totale. C'est l'exclusion des régions ultrapériphériques du bénéfice de cette très bonne directive. Sans doute le lobby de l'énergie est-il passé par là. Mais, en tant qu'élu des régions ultrapériphériques, je refuse cette exclusion qui vise à priver les ultramarins de bénéfices en matière de qualité de l'air et de ces mesures très positives pour la santé.

Est-ce à dire que ces mesures ne valent que pour les continents? Je ne le crois pas. Je pense qu'il eût été possible de procéder autrement, en laissant du temps, en tenant compte des caractéristiques particulières de ces régions. Mais, voyez-vous, l'article 349 est aujourd'hui détourné à des fins régressives. C'est cela que je n'accepte pas.

Aussi, j'invite mes collègues demain à voter en faveur des amendements séparés que j'ai proposés.

  Bill Etheridge (EFDD). Madam President, so here we are: a new directive to combat air pollution. We all want clean air. I am from an area of the West Midlands of England called the Black Country and the reason it was called that was because during more industrial times the air was black with smog and many people in my area died from air pollution, so I understand entirely the requirement for cleaner air. Over the years, that has no longer been an issue because deindustrialisation unfortunately means we have less production, but also the British Government has taken measures to clean the air.

I do not believe that, as the UK, we need to be subject to an EU regulation and more rules on this kind of thing. I believe we can handle this ourselves. But I do believe that whoever handles this must be extremely cautious and careful that they do not take measures which make life even harder than it is now for industry, manufacturing and output. Our economies cannot take more self-inflicted punishment, so I urge caution and I state that the UK can do this on its own.

  Elżbieta Katarzyna Łukacijewska (PPE). Pani Przewodnicząca! Nie ulega wątpliwości, iż polityka klimatyczna, energetyczna będące jednym z kluczowych zagadnień Unii Europejskiej, w dobie ostatnich kryzysów i wydarzeń w Europie z jednej strony nabiera znaczenia szczególnego, a z drugiej stanowi dla Unii Europejskiej i państw członkowskich nie lada wyzwanie, zwłaszcza gdy uświadomimy sobie, że emisja zanieczyszczeń powietrza przyczynia się do prawie 400 tysięcy przedwczesnych zgonów w Unii Europejskiej, a koszty przeznaczone na ochronę zdrowia związaną z emisją szkodliwych związków wahają się w przedziale pomiędzy 300–900 miliardów euro.

Niemniej, nawiązując do dzisiejszej dyskusji na temat Volkswagena, ktoś kto myśli odpowiedzialnie, musi sobie zadać pytanie co takiego zrobiliśmy przemysłowi europejskiemu, że przemysł ucieka się do oszustw czy nie stawiamy zbyt wysokich wymogów ograniczenia emisji czy to jest incydent jednorazowy jak w przypadku Volkswagena. Cieszę się, że w przypadku tej dyrektywy zastosowano takie podejście zdroworozsądkowe i gratuluję sprawozdawcy Andrzejowi Grzybowi dobrze wykonanej pracy i tego właśnie, że uwzględnia te wszystkie obawy wszystkich zainteresowanych stron, bo bardzo ważne jest proszę Państwa, abyśmy podejmowanym przez organy Unii Europejskiej działaniom towarzyszył rozsądek, wyważenie i rozwaga w podejmowanych decyzjach.

Wierzę, że wypracowany kompromis dotyczący ograniczenia emisji niektórych zanieczyszczeń, w tym emisji dwutlenku siarki, tlenku azotu oraz cząstek stałych z jednej strony pozwoli chronić to, co najcenniejsze: zdrowe, życie ludzkie oraz środowisko naturalne, a z drugiej strony nie będzie stwarzać nadmiernych obciążeń administracyjnych i finansowych dla małych i średnich przedsiębiorstw działających w tym sektorze, co mogłoby spowodować wzrost kosztów energii cieplnej dla indywidualnych odbiorców gospodarstw domowych.

Ich freue mich, dass heute eine Diskussion – mit wenigen Ausnahmen – so geführt wird, wie sie vielleicht für die Europäerinnen und Europäer verständlich ist. Nämlich, indem wir über die Ziele sprechen, die wir erreichen wollen. Es geht uns bei dieser Maßnahme darum, in Europa für saubere Luft zu sorgen, zu verhindern, dass 400 000 Menschen in Europa pro Jahr vorzeitig an durch Luftverschmutzung verursachten Atemwegserkrankungen sterben – an Krebs sterben. Wir diskutieren heute darüber, wie bedeutend es ist, dass wir diese damit verbundenen Kosten – die irgendwo zwischen 330 und 900 Milliarden Euro pro Jahr liegen – verhindern können. Das ist der richtige Zugang: Wir sagen, warum wir es tun.

Wir haben endlich einmal gezeigt, dass es nicht darum geht, Unternehmen zu schikanieren, dass es nicht darum geht, nur Maßnahmen zu setzen. Wir haben ja erklärt, was das Ziel ist. Ich glaube, dass dieser Kompromiss ein vertretbarer Kompromiss ist, weil er die berechtigten Anliegen, die Gesundheitsanliegen der Europäerinnen und Europäer vertritt, aber auf der anderen Seite auch Maßnahmen vorsieht, sodass die Industrie, sodass die Wirtschaft mit diesem Kompromiss leben kann.

Ich glaube, wir sollten diesem Kompromiss unsere Zustimmung geben.

  Dawid Bohdan Jackiewicz (ECR). Pani Przewodnicząca! Sprawozdanie pana posła Andrzeja Grzyba dotyczy bardzo ważnej materii. Brak regulacji odnoszących się do średnich obiektów energetycznego spalania powoduje poważną lukę prawną oraz niespójność regulacyjną w tej branży. Oczywiście powinniśmy dążyć do ograniczania emisji szkodliwych substancji do atmosfery, ale pamiętajmy przy tym, że zbyt daleko idące regulacje dotyczące emisji zanieczyszczeń pogrążają gospodarkę unijną w niekonkurencyjności i narażają państwa Unii na poważne straty finansowe. Bowiem w tym samym czasie, gdy Unia sama na siebie nakłada dławiące gospodarkę regulacje, inni wielcy emitenci zanieczyszczeń tacy jak USA, Chiny czy Japonia pozostają głusi na apel o wprowadzenie u siebie podobnych norm. W konsekwencji oznacza to dla europejskich przedsiębiorstw coraz trudniejsze warunki funkcjonowania i konkurencji, a dla obywateli Unii Europejskiej często utratę tysięcy miejsc pracy. Dlatego powinniśmy w sposób szczególnie uważny pochylać się nad tego typu rozwiązaniami również dlatego, aby nowe regulacje nie były tylko kolejnymi kosztownymi, ale i nieefektywnymi przepisami.

Madam President, although I disagree with a number of exemptions in this report, I do welcome this piece of legislation, which will see emission limits for medium combustion plants covered by law for the first time. It is right that the regulatory gap between small and large combustion plants is finally filled.

Air pollution is a major, yet preventable, killer in Europe, and in my home country, Ireland, 1 300 premature deaths are attributed to bad air quality. It is estimated that the cost to the health service amounts to a staggering EUR 3 billion every year. These immense costs to citizens’ health, national budgets and, of course, to the environment should be taken very seriously indeed, and we cannot continue to kick the can down the road on air quality. Added to Ireland’s continual breach of nitrogen oxide limits, it shows that much more must be done if we are serious about tackling air pollution.

  Csaba Sógor (PPE). Madam President, despite the strong progress in tackling air pollutants such as sulphur dioxide, nitrogen oxides and dust in the European Union, air quality still falls short in many areas of the norms set by the EU, the UN, and the World Health Organisation. As a consequence, harmful air pollutants continue to cause serious problems to our health, our quality of life and our environment. The damage is also financially costly: the impact of air pollution on health alone amounts to hundreds of billions of euros each year in the European Union. That is why I am glad that, with the adoption of this piece of legislation, we can fill the gap left between the Eco-design Directive and the Industrial Emissions Directive, while avoiding double regulation.

However, considering that about 75% of medium combustion plants are run by SMEs, it is also important not to impose a too high administrative and financial burden on such companies. Therefore I think that the gradual adoption of rules – depending on the size of the plants – strikes a good balance between affordability and environmental protection.

Last but not least, I also welcome the flexible compliance deadlines for existing district heating systems, biomass plants and plants that are part of small, isolated systems.

  Miapetra Kumpula-Natri (S&D). Arvoisa puhemies, tärkeä aihe näin myöhään illalla. Eurooppalaisen ilmanlaadun parantamiseen on akuutti tarve, sillä se ei ole parantunut kymmeneen vuoteen. Vuosittain hengitysongelmia ja ennenaikaisia kuolemia on aivan liian paljon. Kaupungeissa asuvat ihmiset eivät voi valita ilmaa mitä hengittävät. Lopputulos osoittaa olevansa hyvä kompromissi ja osoitus siitä, että yhteisten sääntöjen tekeminen erilaisillekin alueille on mahdollista.

Ilmanlaatu on tietyillä Euroopan alueilla selkeästi muita heikompaa. Minulle oli pettymys, ettemme voineet saada velvoitetta saasteisimmille alueille toimia radikaalimmin ilmanlaadun parantamiseksi. Toisaalta olen tyytyväinen lopulliseen kompromissiin, jossa puhtaan ilman alueelle ja niille, jotka käyttävät uusiutuvia biopolttoaineita tai ovat kaukolämpölaitoksia, sallitaan pidempiä siirtymäaikoja. Nyt hyöty ja kustannukset ovat paremmin tasapainossa.

Kiitos neuvottelijoille myös kylmien talviolosuhteiden huomioimisesta. On tärkeää, että ei jouduta tilanteeseen, jossa vähän ilmanlaatuun vaikuttavia varavoimalaitoksia jouduttaisiin ajamaan alas nopealla aikataululla.

Lopuksi vielä puhtaaseen teknologiaan. Voimme yhteisillä markkinoilla auttaa, kun edistämme näitä asioita.

  Damiano Zoffoli (S&D). Signora Presidente, onorevoli colleghi, voglio esprimere il mio convinto sostegno a questo provvedimento, un provvedimento molto rilevante.

Innanzitutto si colma, come già detto, una lacuna legislativa, in quanto gli impianti di medie combustioni fino a 50 megawatt non sono regolamentati a livello europeo nonostante questi impianti rappresentino l'80% del totale, siano utilizzati per numerosissime applicazioni e producano circa un terzo delle emissioni di anidride solforosa, ossidi di azoto e particelle inquinanti.

L'inquinamento dell'aria ha un forte impatto sulla salute dei cittadini e sui costi dei sistemi sanitari nazionali. Il testo finale rappresenta, anche grazie al lavoro svolto dal relatore – che ringrazio, dal nostro relatore ombra Massimo Paolucci e dal ministro dell'Ambiente Galletti durante il semestre di Presidenza italiana – un buon risultato. Una proposta coraggiosa che, applicata con le necessarie gradualità sia agli impianti nuovi sia a quelli esistenti, si propone di contribuire in modo significativo alla riduzione dell'inquinamento, senza tuttavia imporre oneri eccessivi alle nostre imprese.

Senhora Presidente, esta legislação é bem-vinda e ilustra positivamente o esforço de identificar e desenvolver sinergias entre a qualidade do mar e do ar, o impacto das substâncias poluentes sobre a vida humana, o ambiente e a necessidade de mitigar as alterações climáticas globais. As propostas que votaremos obrigarão a adequar a tecnologia existente, com os limites de emissões propostos pela Comissão e utilizando metas relativas. É também fundamental a exceção que se concede às regiões ultraperiféricas nesta matéria. Por esta via, reconhece-se o impacto da insularidade no que diz respeito a aspetos logísticos e técnicos de resposta energética nestas regiões, que se caracterizam por uma ocupação populacional dispersa e relativamente reduzida. Os Açores, a região de onde provenho, são exemplo de um saldo amplamente positivo em termos de preservação do ambiente, graças a um compromisso contínuo na defesa do seu património natural, paisagístico e cultural. Este é um percurso que continuaremos a percorrer com realismo.

Κυρία Πρόεδρε, κύριοι συνάδελφοι, δράττομαι της ευκαιρίας να σας ενημερώσω για το τεράστιο πρόβλημα που αντιμετωπίζει τους τελευταίους δύο χειμώνες η πατρίδα μου, η Ελλάδα, λόγω της αιθαλομίχλης που έχει εμφανιστεί στις ελληνικές πόλεις και ειδικά στην Αθήνα και τη Θεσσαλονίκη. Η εμφάνιση της αιθαλομίχλης οφείλεται αποκλειστικά στο μνημόνιο που επέβαλε την αύξηση των φόρων του πετρελαίου θέρμανσης, αλλά και του ηλεκτρικού ρεύματος και οδήγησε έτσι χιλιάδες συμπολίτες μου στην αναζήτηση μεθόδων θέρμανσης του προ-προηγούμενου αιώνα, όπως αυτοσχέδια μαγκάλια και καύση κάθε είδους ακατάλληλης καύσιμης ύλης.

Οι μέθοδοι αυτές είναι άκρως επικίνδυνες, για τους ίδιους τους πολίτες και για τη δημόσια υγεία. Για τους λόγους αυτούς, καλώ την ελληνική κυβέρνηση να αποφασίσει, άμεσα, την επιβολή μηδενικού ΦΠΑ και να μειώσει στο ελάχιστο τον φόρο κατανάλωσης στο ηλεκτρικό ρεύμα και στο πετρέλαιο θέρμανσης, διαφορετικά, ο ελληνικός λαός θα παγώσει και αυτό το χειμώνα και θα βρεθούμε και φέτος αντιμέτωποι με την υγειονομική βόμβα της αιθαλομίχλης, με ευθύνη αποκλειστικά της τρόικας και της συγκυβέρνησης ΣΥΡΙΖΑ-ΑΝΕΛ.

  Bronis Ropė (Verts/ALE). Pritariu šiam pranešimui, kuris nustato griežtas oro taršos, ypač kietųjų dalelių, išmetimo mažinimo prievoles. Manau, teisinga, kad biomasės katilinėms paliktos išimtys iki 30–tų metų. Kaip jums žinoma, tokiose šalyse kaip Lietuva, dėl aiškių geopolitinių priežasčių, itin sparčiai vyksta perėjimas prie šilumos tiekimo naudojant atsinaujinančius išteklius. Daugelis savivaldybių įrengusios palyginti naujas katilines, kurios, po direktyvos priėmimo, neatitiks ribinių išmetimo normų. Kviečiu Komisiją kartu su prievole sudaryti galimybę įmonėms, gaminančioms iš atsinaujinančių šaltinių energiją, atitikti naujus reikalavimus. Jei reikėtų tai daryti vien savo lėšomis, nebūtų tai teisinga ir nebūtų paskata biomasės plėtrai energetikoje, kuri ne tik mažina klimato kaitą, bet ir kuria darbo vietas bei mokesčius ir formuoja energetinę nepriklausomybę.

  Phil Hogan, Member of the Commission. Madam President, several of you have stressed in your statements that the Medium Combustion Plants Directive will improve our citizens’ health, that and the final adoption of this directive will be an important step forward for our air quality policy and that hopefully it will soon be followed by others. Many of you have mentioned that the increased use of biomass as a fuel, if not accompanied by adequate pollution abatement, leads to a significant degradation of air quality, and the Medium Combustion Plants Directive will enable the environmentally-sound use of biomass as a fuel. It gives the necessary time for upgrading recent biomass plants that do not adequately reduce emissions of particulate matter.

Some of you mentioned and sought clarification as to how this particular directive would be imposed on the medium combustion plants. The rapporteur and the shadow rapporteurs, and the legislation generally, avoid as far as possible, or minimise, the burden for SMEs as part of a key objective, and the proposal was designed with exactly this objective in mind. The emission limits ensure the most favourable cost-benefit ratio, and mitigation measures have been incorporated to help SMEs, such as the phased implementation for existing plants, exemptions for plants operating a limited number of hours, and reduced monitoring requirements for small plants.

To my friend Mr Omarjee, let me say that the situation in La Réunion, or indeed in the outermost regions, is not being ignored. The legislation does contain proposals which are applicable in the outermost regions, but Member States must take appropriate action to address the air quality situation in those regions while taking account of their specific circumstances. You cannot have the same criteria in those particular areas and islands in the same way as you would have on the mainland, and I know that you would accept that as a legitimate point of view.

On behalf of my colleague Commissioner Vella, I want to thank all of the people who contributed to this debate and again to congratulate the rapporteur and the shadow rapporteurs, and all the people who have been involved in this particular legislation, for the compromise which has been reached and which has met with almost universal agreement.

The Commission underlines that it is contrary to the letter and to the spirit of Regulation 182/2011 (OJ L 55 of 28.2.2011, p. 13) to invoke Article 5 § 4, subparagraph 2, point b) in a systematic manner. Recourse to this provision must respond to a specific need to depart from the rule of principle which is that the Commission may adopt a draft implementing act when no opinion is delivered. Given that it is an exception to the general rule established by Article 5 § 4 recourse to subparagraph 2, point b), cannot be simply seen as a "discretionary power" of the Legislator, but must be interpreted in a restrictive manner and thus must be justified.

Dziękuję również Panu Komisarzowi za, w szczególności to podkreślenie, że jest to wynik pracy całego zespołu negocjacyjnego i że jest to dobry kompromis, który uwzględnia zarówno ważne cele środowiskowe, które przyczynią się do zmiany i sposobu kształtowania tego środowiska i przyczynią się również do zmniejszenia ilości zachorowań wywoływanych między innymi przez zanieczyszczenie powietrza, ale jest to również i pewien kompromis mający na względzie ważne interesy ekonomiczne zarówno wymienionych tutaj firm małych i średnich, ale też poszczególnych państw, które mają mniejsze czy większe problemy akurat ze średnimi obiektami spalania.

Chcę też podziękować Panu Przewodniczącemu La Vii, który był w trakcie całego procesu negocjacji w ramach trilogu i który też podkreślił, że państwa członkowskie mogą wprowadzać ostrzejsze normy niż w dyrektywie na podstawie badań w strefach, które nie spełniają norm jakości powietrza z uwzględnieniem najlepszych dostępnych technologii. Czyli nie jest tak, że państwa członkowskie nie mają możliwości kształtowania w tej materii swojej polityki. Mogą wykorzystywać również swoje prerogatywy, co jest też istotne tam, gdzie jest konieczna interwencja, gdzie w szczególności to zanieczyszczenie powietrza jest wyższe. Również to wprowadzenie wyjątków – ono było rozsądne, bowiem uwzględnialiśmy jakie są możliwości rozstrzygnięć. I na przykład w sprawach tam, gdzie mamy do czynienia między innymi z odnawialnymi źródłami energii, gdzie wykorzystuje się biomasę, ta biomasa daje jednak efekt w postaci zwiększonej zawartości pyłów. No to stwierdziliśmy, że jaki będzie efekt środowiskowy i ekonomiczny, jeżeli jest tak, że postawienie nowej instalacji czy wprowadzenie instalacji odpylającej przekraczałoby koszt całej obecnie istniejącej, to lepiej jednak byłoby tutaj wykorzystać tą instalację do pewnego okresu czy do śmierci technicznej, a w konsekwencji również pozwolić na to, żeby w przyszłości wybudować nową instalację.

Chciałbym bardzo serdecznie podziękować za wszystkie głosy, Pani Przewodnicząca, które dziękują za tą dobrą współpracę i za efekty, które mamy w postaci tego projektu dyrektywy, i równocześnie jeszcze raz dziękuję za wszystkie przejawy wsparcia w trakcie prac nad tym projektem.

  Claudiu Ciprian Tănăsescu (S&D), in writing. As we know air pollution causes lung diseases and cancer, as well as heart diseases and strokes. According to the WHO and the European Commission ambient air pollution is responsible for 400 000 premature deaths in Europe in 2010 and 2012, with lung cancer being the leading cause of respiratory death. Air pollution has damaging impacts on the environment, impacting the quality of the water and soil, causing animal and plant life loss. It damages also the materials and buildings, having also a strong impact on the climate itself. We can admit that in Europe we have a clearer air than 2 decades ago, but we still have to work to improve the quality of the air we breathe. It is our role to ask for compliance with existing air quality rules in the Member States and require maintaining tough emission limit values. We have to support the compromise package and therefor contribute to a thorough EU climate policy.

  Valdemar Tomaševski (ECR), raštu. Pone Pirmininke, Europos nario A. Grzyb pranešimas dėl tam tikrų teršalų, išmetamų į orą, kiekio apribojimo Europos Sąjungoje pradėjo labai svarbią temą tokioms šalims kaip Lietuva, kurioje oras vis dar yra gana geros kokybės. Todėl šalis gali būti vis dar patraukli turistams ir joje galima ruošti taip vadinamą sveiką maistą. Pranešėjas gerai pastebi, jog oro užterštumas – tai tarpvalstybinė problema, kuri į daugelį valstybių narių atkeliauja iš kaimyninių šalių. Būtent todėl teršalų, išmetamų į orą, kiekio apribojimas yra labai svarbus šiaurės rytų Europos šalims, esančioms kontinento žaliais plaučiais. Kaip matoma iš Europos Komisijos duomenų, šiandien aplinkos apsaugos įstatymuose turime rimtą spragą. Dėl to yra būtini Europos Sąjungos veiksmai, linkstantys prie vieningų veiksmų dėl kenksmingų teršalų. Pranešimas dėl direktyvos yra svarbus dėl kelių priežasčių. Visų pirma, įvestos teisinės nuostatos ateityje sumažins išlaidas sveikatos apsaugai, susijusiai su ligomis dėl oro užterštumo. Antra, teisinės nuostatos žymiai paveiks aplinkos apsaugą, o tai bus ypač svarbu ūkininkystei, nes manoma, kad sumažės derliaus nuostoliai. Trečia, įvestos teisinės nuostatos prisidės prie turizmo ir gamtos patrauklumo išlaikymo tokiose šalyse kaip mano, t. y. Lietuvoje, ir, kas svarbu, leis šioms šalims plėstis ateityje labai svarbioje ekonomikos srityje, t. y. ekologinio ūkininkavimo, o tai yra alternatyva didelio masto žemės ūkio produkcijai.
