  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Kommission zu dem angenommenen Beschluss über das Paket zur Kapitalmarktunion (2015/2767(RSP)).

  Jyrki Katainen, Vice-President of the Commission. Mr President, today we are discussing the Capital Markets Union (CMU), which is part of the European Investment Plan. As we have said several times before, the Investment Plan has three parts – the European Fund for Strategic Investment (EFSI), the Project Portal and the Single Market – and the Capital Markets Union is part of this third pillar, deepening and widening the internal market. I personally believe that the third pillar of the plan is the most powerful when we are talking about job creation and economic growth in Europe. That is why the Capital Markets Union represents a very important part of the plan when we are trying to get more investment to Europe.

A couple of figures to set out the scale of the challenge we have in creating a Capital Markets Union: Europe’s economy is about the same size as that of the USA but our equity market is less than half the size of theirs; in the USA, SMEs get about five times more funding from the capital markets or non-bank financing than they do here in the European Union; if our venture capital markets were as well developed as they are in the United States, companies could have raised an extra EUR 90 billion over the past five years; and, perhaps even more importantly, the differences between the EU Member States are greater than the differences between the EU and the United States. So everybody understands that there is a lot of work to be done here in Europe.

Allow me now to draw your attention to the following three important points. First, we have been listening very carefully to the feedback provided to us by stakeholders and the European Parliament. The resolution you passed earlier this summer provided useful input, as did the consultation result from over 700 responses. Personally, I have visited 27 Member States in the context of the Investment Roadshow. I received important feedback as to what to fix in the single market and, more especially, in financial services. Many features of this feedback are addressed in the Action Plan.

Second, this Action Plan is very ambitious. The plan will have a big impact, because we have adopted a holistic and inclusive approach, covering also the framework conditions as called for by the Five Presidents’ Report on EMU deepening. In addition to Commissioner Hill, who is the main contributor, other colleagues – Commissioner Jourová, Commissioner Moscovici and Commissioner Moedas – are playing important roles in the implementation of the plan.

Next year we will be making concrete legislative proposals on the tax side, via the Common Consolidated Corporate Tax Base (CCCTB), and on insolvency practices. Moreover, we are fully exploiting the synergies that exist when using the different tools at our disposal. It is therefore important to judge the measures not just in isolation but also as part of the comprehensive package.

I will give you a couple of examples. With the EFSI we are financially supporting fresh investments in critical infrastructure projects. In parallel, the amendments to Solvency II that we are putting forward under CMU, to create a well-defined infrastructure asset class with appropriately calibrated capital requirements, should draw in long-term investors such as insurance companies. Risk charges on infrastructure investment will come down by some 30%. We are also acting to re-launch a European securitisation market, both via the activities of the European Fund for Strategic Investment and now through CMU.

Last week we made a proposal for a new framework to encourage the take-up of Simple Transparent and Standardised Securitisation (STS). This will define when a securitisation counts as STS, and again it will set lower capital requirements that will apply when it meets those criteria. If we could rebuild the securitisation market to the levels it was at before the crisis that could add up to an extra EUR 100 billion of investment for the whole economy. With this in mind, I urge the Council and Parliament to take forward the proposed legislation without delay.

Honourable Members, we managed to push the EFSI Regulation through in only six months. I hope Parliament and the Council can deliver as quickly on these proposals. These proposals are, in places, even more simple than the EFSI Regulation, so let us put private money to work for new jobs.

Looking especially at SMEs, here too we are working holistically to devise measures to help SMEs get financing on capital markets. We are looking at the prospectus, which is what businesses have to publish when they want to list on a stock exchange. Unfortunately, they can be lengthy and expensive. So we will be bringing forward a proposal to modernise the Prospectus Directive so that these documents serve their initial purpose. They certainly need to provide clear information for investors, but they also need to be affordable for SMEs to produce. Meanwhile, the European Investment Advisory Hub, created under the umbrella of the EFSI, will explore how to provide advisory help to SMEs when it comes to market experience.

Third, while ambitious, the Action Plan is credible and realistic. We are not making promises we cannot keep. We are not intervening or regulating where the case is not clear-cut and where national markets are working well. In areas where, for example, progress in the past has been difficult and where we feel more groundwork is still needed, or where the private sector is developing useful initiatives, we adopt a pragmatic step-by-step approach. This is, for example, the case for covered bond markets for private placements. Personal pensions are another example. Personal pensions have the potential to inject more savings into capital markets and to channel more of that money to productive investments. Yet the EU does not have a single market for voluntary personal pensions, limiting choice and putting up prices. Next year we will start work to determine exactly what is needed to establish a European market for simple personal pensions and we will clarify whether or not EU legislation could help to underpin that market.

Finally, let me stress that we will be watchful of emerging risks to financial stability. The Commission is committed to working with the European supervisory authorities to strengthen supervisory convergence and to ensure that the rules of the game are interpreted with consistency across different jurisdictions.

To conclude, the Capital Markets Union Action Plan is a major step towards completing the single market in capital. The Commission has delivered a comprehensive package on time. It is our strong desire now to work together with the Council and with Parliament to achieve swift agreements on our proposals for the benefit of the European economy and our citizens.

  Gunnar Hökmark, on behalf of the PPE Group. Mr President, I would like to thank the Commissioner for this statement. As he touched upon EU–USA economic relations, I cannot but underline the fact that the European Union is the bigger economy – even the US Central Intelligence Agency recognises this. But, as the Commissioner has pointed out, we do not have the magnitude and the strength of the capital markets that the United States has, and that is where we need to proceed. That is why it is very good that the Commission has taken these initiatives.

However, there are some things worth thinking about. The first is the gap between the liquidity we have in European markets and the lack of investments. In that perspective, something is wrong or missing. We need to look again at the regulations, and review what has been achieved over the last years in the area of regulation. It might be that some things can be done better, and it might be that some things are not as necessary as we thought they were. That is why a review is very important.

I would also like to underline a difference between the USA and Europe, and that is that we are, for historical reasons, more dependent on banks. That is why it is important to look upon European banks as part of the broader capital market. I would also like to say that it is important to look upon the fact that we have a number of well-functioning capital markets in the Union. So an important task is to get rid of the hindrances that are making it more difficult to facilitate all the things we could do.

Finally, we have a number of well-functioning markets that could be used as a template and that we could use as an example. Let us use them as an example and not over-regulate them. Let us see to it that we regulate on the basis of using the strength of the capital markets that we have and will get in the future.

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. Ich möchte den Kollegen Hökmark fragen, wie er eigentlich die Situation der kleinen und mittleren Betriebe sieht, weil natürlich in Amerika die Betriebe in der Regel ein wesentlich höheres Eigenkapital haben und deshalb auch weit mehr dem Risiko widerstehen können, das sich durch verschiedene Marktgegebenheiten ergeben kann. In Europa sind die kleinen und mittleren Firmen sehr kreditabhängig. Gibt es hier eine Möglichkeit, auch für die europäischen Unternehmungen das Risikokapital, das Eigenkapital zu stärken?

  Gunnar Hökmark (PPE), blue-card answer. Of course we need to do that and I think an important part of that is to ensure that we can have profitable investments in the European market because that is the way to build up capital. But I would also like to underline that it is very important that banks can fulfil the whole line of financing and investment-making and market-making. Because if we are changing the structures of European banks in order to reduce their opportunities to contribute to the financing of small and medium-sized enterprises, then we are making the problems worse. I think we should use what we have, but develop it and make it better.

  Roberto Gualtieri a nome del gruppo S&D. Signor Presidente, onorevoli colleghi,

il Parlamento europeo saluta il piano di azione della Commissione e le prime concrete proposte legislative su cui ci impegniamo a lavorare con rapidità ed efficienza.

Diversificare le fonti di finanziamento, sapendo che mercati di capitali e banche devono essere complementari, sostenere l'accesso al credito e ai capitali delle piccole e medie imprese, incentivare gli investimenti di lungo termine e quelli in infrastrutture, garantire una vera integrazione dei mercati finanziari, un'allocazione più efficiente delle risorse, offrire più possibilità di scelta ai risparmiatori, aumentare la diversificazione del rischio e rafforzare la capacità di assorbimento degli shock: sono queste le ragioni che rendono strategico il progetto dell'Unione dei mercati dei capitali e ne fanno una componente centrale della strategia europea per la crescita e per l'occupazione.

Per queste ragioni il Parlamento sostiene l'azione della Commissione, come già indicato nella risoluzione che abbiamo approvato. Per noi un'Unione dei mercati dei capitali efficiente non è in contraddizione e non deve essere in contraddizione con un robusto quadro normativo che prevenga il ripetersi di un'altra crisi finanziaria e anzi crediamo che un solido sistema di regole e una forte supervisione sempre più integrata siano una condizione per il successo della Capital Markets Union.

Allo stesso tempo un'analisi dell'impatto combinato dell'attuale quadro normativo e una calibrazione dei requisiti patrimoniali che incentivi gli investimenti a lungo termine e l'economia e nell'economia reale sono un esercizio utile che la commissione ECON ha sollecitato e a cui intendiamo contribuire. Trovo positivo che il piano di azione, saggiamente, proponga un approccio pragmatico e graduale, ma al tempo stesso indichi obiettivi ambiziosi come le procedure di insolvenza, la tassazione, ma anche come il fondo dei fondi per i venture capital o la pensione personale europea.

Ci sono anche problemi e sfide di cui occorre piena consapevolezza. Perché la CMU funzioni occorre affrontare anche i fallimenti del mercato e da questo punto di vista l'EFSI è uno strumento essenziale, la diffusione delle informazioni sul credito per le piccole e medie imprese richiede degli strumenti effettivi e comuni di sostegno, l'abbattimento delle barriere interne al mercato interno è essenziale, le banche, soprattutto le banche territoriali svolgono una funzione essenziale, soprattutto per le piccole e medie imprese che non va minata, ma sostenuta.

Anche per affrontare questi problemi e queste sfide il Parlamento europeo farà quindi fino in fondo la sua parte.

  Kay Swinburne, on behalf of the ECR Group. Mr President, I would like to thank Commissioner Katainen for coming to present the Capital Markets Union (CMU) action plan today, a plan which sets out the ambition to free up capital flows across the EU, and a plan which encourages EU savers to become investors so that they can derive a sustainable income in their old age. Beyond all the detail which I am sure we will debate at length in the much needed review of the Prospectus Directive and the securitisation legislation we are expecting, are several other measures to ensure a more effective single market for financial services. I would suggest that the real measure of success of the CMU will be whether it becomes relevant to all 28 Member States, whether those countries of the EU that currently do not have an active and well-functioning capital market develop one, and whether all countries can nurture a culture of investment at both personal and institutional level to fuel investment in their businesses.

The International Monetary Fund (IMF) recognised a long time ago that functioning capital markets are a precondition for a thriving economy, and it recognises this measure in its country-specific assessments on an annual basis. Therefore, including this kind of criterion in the European Semester in a way analogous to that of the IMF, will be really important. But the CMU should not solely be about legislation, nor should it be about spending money on new institutions to achieve single supervisors. It should be about cultural change so that investors can take appropriate risk, and so that companies do not see bank loans as the only way to finance investment and growth.

Achieving diversity in retail financial products available cross-border will be important, but more time-dependent will be securing a more diverse array of funding models for our businesses to access capital, both equity and debt, via our broad capital markets. We need to ensure that while emerging companies do not always get bank financing they can access other forms of capital from our capital markets. European companies need to grow to be competitive. We need to seek best practice, wherever it may have developed, and remove all existing barriers to capital flow.

  Sylvie Goulard, im Namen der ALDE-Fraktion. Herr Präsident! Ich persönlich habe kein Problem mit einem deutschen Vorsitz. Ich schäme mich für das, was in dieser Aula vorher vor Bundeskanzlerin Merkel gesagt worden ist.

Monsieur le Vice-président de la Commission, cher monsieur Katainen, nous sommes toujours contents de voir Lord Hill mais nous sommes contents que ce soit vous aujourd'hui pour une raison: vous êtes en charge de l'investissement, vous avez porté le plan Juncker, et la première difficulté que j'ai avec l'union des marchés de capitaux, c'est que le titre ne dit pas quel est l'objectif. Le titre parle d'un outil, au lieu de parler de ce que nous voulons faire ensemble et je crois qu'à un moment où les citoyens s'interrogent autant sur le sens de l'Union européenne, il serait important peut-être de leur proposer quelque chose d'un peu plus sexy que "union des marchés de capitaux".

À part ça, j'ai trois questions. Tour d'abord, est-ce qu'on peut vraiment se contenter -et j'espère que non-, de textes sur le prospectus et la titrisation? Je me souviens que le livre vert commence par les mots: nous voulons soutenir la croissance et l'emploi, ce qui est le bon objectif. Sincèrement, il faut accélérer les autres étapes, parce que si, à la fin, c'est sur ces deux sujets qu'on a un grand succès, je crois que, là aussi, on aura un peu de mal avec les citoyens.

Deuxièmement et Kay Swinburne vient de le dire, c'est un véritable changement culturel que nous essayons de mettre en œuvre. L'Europe n'a pas l'habitude d'un financement des entreprises par le marché, donc on a besoin d'attaquer la question de la fiscalité, qui est décisive pour faire bouger l'épargne des particuliers, notamment, mais aussi des institutionnels, et puis aussi toute la question de la faillite des entreprises qui peut aider certains à investir.

Dernière chose que je voulais mentionner la cohérence de ce que nous faisons. Est-ce qu'avec les réformes structurelles du secteur bancaire, nous ne sommes pas en train de porter atteinte à l'esprit de l'union des marchés de capitaux? Je crois qu'il y a là quelque chose d'important, la complémentarité devrait l'emporter sur l'opposition.

On compte sur vous, Monsieur le Commissaire, pour apporter ces informations à Lord Hill, mais aussi pour en faire votre miel, pour qu'à l'intérieur du collège, lorsqu'il y a des discussions, vous plaidiez pour l'investissement, l'investissement et l'investissement.

  Fabio De Masi, im Namen der GUE/NGL-Fraktion. Herr Präsident! Die Bank für internationalen Zahlungsausgleich sowie Alan Greenspan warnen vor neuen Finanzkrisen. Die EU-Kommission will mit der Kapitalmarktunion das Casino wieder öffnen. Banken und Versicherungen sollen in die Infrastruktur investieren. Die Rendite zahlen die Steuerzahler. Das Verbriefungsgeschäft – also das Verpacken von Schrottkrediten – soll wiederbelebt werden, statt mit amerikanischen Hypotheken nun etwa mit europäischen Autokrediten. Volkswagen lässt grüßen.

Die Investition – die Europa so bitter braucht – wird dies nicht bringen, denn es fehlt nicht an Liquidität, sondern an Nachfrage. Unternehmen investieren nur, wenn sie auch Abnehmer finden. Die gibt es aber wegen der Kürzung von Staatsausgaben, von Löhnen, von Renten in Europa nicht. Kleinbetrieben in Südeuropa, die keine Kredite bekommen, hilft die Kapitalmarktunion nicht. Die Finanzierung von Investitionen hängt in Europa an den Banken. Wir sind nicht die USA. Unsere Märkte sind regionaler, unsere Unternehmen mittelständischer. Es gibt unterschiedliche Insolvenzordnungen. Daher ist der Kapitalmarktzugang für den Mittelstand zu teuer. Und selbst in den USA hat sich seit der Krise der Bankkredit dynamischer entwickelt als das Kapitalmarktgeschäft.

Europa braucht seriöse Banken statt Zockerbuden, die too big to fail, zu groß zum Scheitern sind. Deswegen sollten wir endlich unsere Hausaufgaben im Bereich der Bankenstrukturreform machen, so wie ein öffentliches Investitionsprogramm. Dann wird in Europa auch wieder investiert.

  Sven Giegold, im Namen der Verts/ALE-Fraktion. Herr Präsident, Herr Kommissar! Zunächst möchte ich mal sagen, dass die Idee einer Kapitalmarktunion eine richtige Idee ist. Gerade innerhalb der Eurozone brauchen wir mehr grenzüberschreitende Risikopositionen, damit wir eben, wenn einzelne Länder mit Problemen konfrontiert sind, nicht auch noch an den Kapitalmärkten einseitig die Belastung haben. Deshalb ist die Idee richtig. Es ist auch richtig, wenn Sie europaweit verbraucherfreundliche Produkte schaffen wollen. Es ist auch richtig, wenn kleine Kreditgenossenschaften überall in Europa zugelassen werden. In dem Paket sind richtige Gedanken.

Allerdings wird das Paket mit zwei falschen Versprechungen verbunden. Erstens mit der falschen Versprechung, dass man dadurch einen substanziellen Beitrag leisten könnte, um die Investition in Europa wieder voranzubringen. Das ist einfach nicht richtig. Schauen Sie sich die Lage auf den Kapitalmärkten an! Die Dramatik ist groß. Selbst am langen Ende der Laufzeiten haben wir sehr niedrige Zinsen. Wir haben eine hohe Sparquote in relevanten Teilen Europas. Und wenn wir dieses Geld in die Investition bringen wollen, dann müssen wir Investitionen rentabel machen, und zwar gerade in den Zukunftssektoren. Für dieses Projekt fehlt nach wie vor eine Offensive der Kommission.

Wenn Sie den Kapitalmarkt reparieren wollen, dann brauchen wir nicht eine Kapitalmarktunion allein, sondern wir brauchen Instrumente, die dieses Kapital in nachhaltige Investitionen lenken. Da warte ich auf eine Offensive von Ihnen.

Es gibt eine zweite Schieflage in diesem Kapitel, und zwar ist das der Ton, als hätten wir zu viel Regulierung geschaffen. Dabei ist es vielmehr so, dass wir viele Regeln, die wir geschaffen haben, zu komplex und zu bürokratisch gemacht haben, während andere Teile der Finanzmärkte nach wie vor nicht ordentlich reguliert sind. Im Bereich der Schattenbanken sind die Versprechungen, dort Licht ins Dunkel zu bringen, unerfüllt.

Deshalb würde ich Sie bitten: Machen Sie weiter mit der Kapitalmarktunion, aber bleiben Sie da nicht stehen, sondern lösen Sie die Probleme, die wir in der Substanz nach wie vor am Finanzmarkt haben, damit es nicht zu einer neuen Zuspitzung einer Krise kommt.

  Jonathan Arnott (EFDD), blue-card question. A very simple question: you said that you believed that there is regulation which is far too complex. Can you give me a specific example of something which is costing taxpayers or perhaps businesses across Europe, stopping them from expanding? Can you give me one example of that and what you would do to simplify it please?

  Sven Giegold (Verts/ALE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Ich gebe Ihnen gerne ein Beispiel dafür, was ich besonders problematisch finde. Auch Kleinbanken müssen sich bei der Berechnung der Liquiditäts- und Eigenkapitalpositionen an relativ komplizierten Regeln orientieren. Das ist aber für das Geschäft einer konservativ wirtschaftenden und gut kapitalisierten Bank völlig unangemessen. Wir brauchen also für die kleineren Institutionen einfache und harte Regeln, während wir für die Großbanken komplexe und ausgearbeitete Regeln brauchen. Und diese Unterscheidung zu verankern haben wir bis heute nicht geschafft.

Beim Proportionalitätsprinzip sehe ich mit großer Sorge, dass die Europäische Zentralbank das eigene Versprechen nicht einhält. Und da muss dieses Haus auch hinterherbleiben, dass sich das ändert.

  Patrick O’Flynn, on behalf of the EFDD Group. Mr President, opening up capital markets clearly has some potential benefits. If an SME in the east of England, for instance, is able to make its case for funds to a middle-sized German investment fund, or even if a young couple can make their case to a potential mortgage provider from France, then in both cases the consumer may, in theory, get a better deal. And it is also the case that capital may, in general, end up being more efficiently allocated, improving economic outcomes. But there remain many pitfalls in the Commission’s approach.

Why, for instance the grandiose title of Capital Markets Union? There is clearly no realistic prospect of ending all geographic associations between the source of capital and where it is deployed. So to speak of a Capital Markets Union at all is to elevate federalist ideology above practical improvements.

In addition, the legal and credit risks run by companies are very different in different EU countries, and disclosing them fully is going to be costly and cumbersome. The head of the German Savings Banks Association has pointed out that corporate bonds are not really worth doing for less than EUR 10 million, while large investors are rarely interested in projects under EUR 25 million. Anecdotal evidence suggests that companies need to be turning over EUR 1 billion before the market become seriously interested, so it is hard to make a case that SMEs will benefit much from a Capital Markets Union. It is the corporates who stand to gain at the margins, and forgive me for not punching the air in wild celebration at that prospect!

Of course, any proposed financial transaction tax risks undermining even those incremental gains and certainly could harm Europe’s biggest and most successful capital market – the City of London. The dependency of the Commission’s plans on securitisation will also worry many citizens given that over-securitisation was a key factor in the great financial crash.

One does not need a political union for trade, and one does not need it to enable investment across borders. I hope the Commission will put aside grandiose schemes and instead be a more modest facilitator for agreements on investment flows between European nations.

  Bernard Monot, au nom du groupe ENF. Monsieur le Président, Monsieur le Commissaire, chers collègues, la relance de la titrisation est le premier grand chantier de l'union des marchés de capitaux.

Cette priorité, voulue unanimement par l'Union européenne, la BCE, la Banque d'Angleterre, est a priori suspecte. Faut-il rappeler que le mécanisme de la titrisation est à l'origine de la crise des subprimes? Cela sonne comme une dangereuse réouverture du grand casino, première cause de la crise financière mondiale de 2008.

Je relève, à ce stade, un grand paradoxe: l'union des marchés de capitaux se veut être un ensemble de mesures pour débancariser le financement des entreprises. Or, votre première mesure est de relancer la titrisation pour libérer les bilans des banques et améliorer également leur ratio, le tout pour permettre soi-disant de prêter plus.

Or, on retourne à la case départ. Le système bancaire touchera de juteuses commissions pour respecter à bon compte les règles de solvabilité, mais sans aucune garantie de financement de l'économie réelle.

Je crains encore un méga jeu de dupes, d'autant que le passé du commissaire Hill, ex-lobbyiste de la City, fait de lui un relais attentif des intérêts financiers et bancaires.

Mais, au-delà de ce constat, il faut se poser deux questions: la première est de savoir si les règles de titrisation STS proposées par la directive sont suffisantes pour éviter les abus du passé et la seconde est de savoir si ce label STS suffira à relancer effectivement le financement des PME locales.

Sur le premier point, je dirai que le texte montre un cadre en apparence solide: il faut des crédits homogènes, une modélisation claire des cashflows et interdire la dissémination du risque dans la chaîne des investisseurs. Deux critiques à ce stade, je regrette le niveau de 5 % du total des crédits titrisés qui doit être conservé par l'émetteur. Il est à l'évidence trop bas. Il faut assurer que cet émetteur prenne part au risque financier en fixant un seuil bien supérieur et il faut aussi l'assortir d'une limite globale afin que la majorité d'un bilan ne se retrouve pas entièrement titrisée.

Ensuite sur les sanctions, l'actualité montre que les banques privées n'ont que faire des milliards d'amendes tant qu'elles restent proportionnellement faibles au regard des dizaines de milliards d'euros de profits qu'elles engendrent et qu'elles réalisent. Les montants prévus ne seront pas dissuasifs face à la manne financière qui s'ouvre, d'autant qu'ils sont laissés en fait à la discrétion de chaque État membre. Or, il n'est pas sûr que les pays accommodants avec la finance, comme le Royaume-Uni ou encore le Luxembourg, prennent des dispositions très sévères.

Seconde question: quel impact sur le financement effectif de l'économie réelle? Alléger le bilan des banques... donc que ce label de titrisation STS comporte des mécanismes contraignant les banques à prêter en contrepartie. Du donnant donnant. Par exemple, en les obligeant à reprendre leurs créances à due concurrence de ce qui n'est pas prêté aux entreprises et aux particuliers, dans un délai raisonnable.

Le projet de directive n'en prévoit hélas pas, mais, au-delà de la titrisation, la vraie question est de savoir si l'environnement économique est tel que les banques auront envie de financer des projets pour créer de la valeur et des emplois. Pour cela, il faut de la confiance, de la stabilité et avoir des marchés de capitaux hypervolatiles comme ils sont, un chômage de masse, une situation géopolitique à haut risque, un surendettement des États. L'environnement découlant du modèle économique ultralibéral de l'Union européenne est toujours aussi négatif.

Le groupe ENF restera très attentif à l'évolution de ce marché.

Στην Ελλάδα των τριών μνημονίων, ΠΑΣΟΚ, Νέας Δημοκρατίας και ΣΥΡΙΖΑ, την ανακεφαλαιοποίηση των τραπεζών, για να σταθούν στην ενιαία κεφαλαιαγορά που συζητείται, πληρώνει ο λαός με βάρβαρα, δίχως τέλος, μέτρα για μισθούς, συντάξεις, φόρους, κοινωνικές δαπάνες, ιδιωτικοποιήσεις. Κυβερνήσεις και Ένωση εκβιάζουν στυγνά με πτώχευση και τους επόμενους μήνες με την απειλή του κουρέματος των καταθέσεων του bail in. Όταν καπιταλιστική ανάκαμψη σημαίνει κατήφορο δίχως τέλος για το λαό, ο μόνος δρόμος που του μένει, είναι η σύγκρουση με αυτό τον δρόμο, την Ευρωπαϊκή Ένωση και τα κόμματα της.

  Werner Langen (PPE). Herr Präsident! Vielen Dank, meine Herren Vizepräsidenten! Die Idee einer Kapitalmarktunion ist grundsätzlich zu befürworten. Allerdings, glaube ich, dass in einigen der Vorschläge, die im Aktionsprogramm enthalten sind, erhebliche Risiken stecken. Wenn ich etwa daran denke, dass Verbriefungen wieder erleichtert werden sollen, die ja mit eine der Hauptursachen für die Finanzmarktkrise waren. Da müssen wir also sehr vorsichtig sein. Es ist auch richtig, dass sich im Rahmen der Finanzmarktkrise viele Banken auf ihre Heimatmärkte zurückgezogen haben und damit Finanzierungsinstrumente nicht mehr zur Verfügung stehen, die vorher da waren.

Ich halte es auch für richtig, eine Auswirkungsstudie der bisherigen Regulierungen zu erstellen. Wenn das allerdings den Zweck hat, Überregulierungen oder Deregulierungen durch die Hintertür einzuführen, dann werden wir dagegen sein. Und was die Finanzierung von kleinen und mittleren Unternehmen angeht, da ist der stabilste Faktor eine regionale Bankenstruktur, denn in den Ländern, in denen wir die haben, haben die kleinen und mittleren Unternehmen wenig Probleme.

Der Versuch der Europäischen Zentralbank, durch billiges Geld Investitionen mit zinslosen Krediten zu fördern, das hat alles nichts geholfen in Südeuropa. Es ist ein Irrweg. Und deshalb glaube ich, dass man diesen Irrweg nicht fortsetzen muss. Und eigentlich wäre in bestimmten Fragen eine stärkere Europäisierung notwendig. Dazu gehört das Insolvenzrecht, Schattenbanken – das ist bereits genannt worden –, das Gesellschaftsrecht, das Steuerrecht. Dazu hat Herr Hill keine Vorschläge unterbreitet, weil das natürlich ein Schritt zu viel Europäisierung wäre, die er der Londoner City kaum verkaufen kann.

Also grundsätzliche Unterstützung, aber gewisse Vorbehalte. Ich glaube, dass wir am Ende die Vorschläge der Kommission intensiv prüfen werden und die Kommission – wenn sie zu weit geht – dort Federn lassen muss.

   Paul Tang (S&D). De vraag is natuurlijk: werkt de financiële sector in het belang van de klant? Dat was de afgelopen jaren natuurlijk niet het geval. Winstbejag en eigenbelang stonden voorop. Regelgevers, wetgevers en toezichthouders stuurden niet bij. Joris Luyendijk, columnist bij The Guardian, vergeleek de financiële sector met een vol vliegtuig en een lege cockpit. Er werd niet gestuurd en zeker niet in het belang van de klant.

De Socialisten en Democraten zien de kapitaalmarktenunie als een kans. Daarover geen misverstand. U hebt ook mijn collega Roberto Gualtieri kunnen horen. Het is een kans. En het is zeker mogelijk tot meer diversiteit te komen waar we zien dat de Europese sector erg gericht is op banken, terwijl de kapitaalmarkten beter ontwikkeld kunnen worden. Ik denk dat de vergelijking tussen de VS en de EU mank gaat. We zijn een landschap dat gedomineerd wordt door banken, maar er is zeker meer diversiteit mogelijk.

Het actieplan rond de kapitaalmarktenunie is een kans. Het is ook een kans om de slepende problemen in Europa aan te pakken. Daarom is het goed dat commissaris Katainen hier zit, want het is zeker in het Europees belang dat er meer mogelijkheden komen voor investeringen, dat geld wordt omgezet in investeringen. We willen dat er een gezamenlijke opdracht is en dat betekent ook dat investeerders en mkb'ers elkaar weer vinden. Dat betekent ook dat het papierwerk voor het mkb minder wordt. Dat zijn kansen maar de bewijslast ligt wel bij de Commissie, want dat het belang van de klant centraal staat, is niet vanzelfsprekend geweest en zal het ook niet zijn. De Commissie moet aantonen dat de voorstellen werken in dienst van de reële economie, in dienst van de gewone mensen en die kleine bedrijven. Zij moet laten zien dat zij bijdraagt aan de reële economie en die niet schaadt.

Bij die bewijslast van de Commissie horen ook hele duidelijke keuzes. De Commissie moet aantonen dat securitisatie werkt en een standpunt innemen tegen synthetische securitisatie. De rommelhypotheken in de Verenigde Staten hebben aangetoond dat financiële producten zonder onderliggende waarde geen bijdrage leveren aan de reële economie maar grote risico's opleveren. Ook moet de Commissie stelling nemen tegen de ongunstige belastingregimes die vreemd vermogen bevoordelen en eigen vermogen benadelen, want het gaat er ook om dat bedrijven voldoende buffer hebben en opbouwen en de belasting is daar niet op ingericht.

Tot slot moet de Commissie ook kiezen voor de afronding van de bankenunie. Dat blijft in Europa heel belangrijk. De dodelijke omhelzing tussen overheden en banken moet doorbroken worden. Daarbij hoort aan de ene kant dus een eerlijke evaluatie van het staatspapier en aan de andere kant een Europees garantiestelsel. Tot slot, Voorzitter, moet de Commissie kiezen voor dienstbaarheid, want dat moet het centrale woord zijn in de kapitaalmarktenunie. Financiële instellingen moeten de reële economie weer dienen en het belang van de klant vooropzetten. De Commissie moet daarom mede hierop toezien, en laat Juncker en zijn team bewijzen dat dit het juiste team is om dit op orde te krijgen.

  Stanisław Ożóg (ECR). Panie Przewodniczący! Pobudzenie inwestycji i finansowania poprzez dążenie do utworzenia prawdziwego rynku wewnętrznego, rynków kapitałowych w Unii Europejskiej jest bardzo dobrym pomysłem i nie tylko dla zreformowania, ale wręcz ulepszenia gospodarki Unii. Do tej pory finansowanie odbywało się głównie z kredytów bankowych. Natomiast chodziłoby o to, żeby pobudzić rynek detaliczny i finansowanie z innych źródeł niż bankowe. Szczególnie ważne jest to ze względu na możliwość finansowania sektora MŚP. Zachowanie odpowiedniej ostrożności przy poszanowaniu europejskich rynków lokalnych, utworzenie jednolitego rynku kapitałowego może być prawdziwą szansą dla europejskiej gospodarki.

Moje największe obawy budzi jednak chęć poszerzenia, jak gdyby przy okazji, unii walutowej. Myślę, że w obecnej sytuacji gospodarczej warto by było poważnie jednak przeanalizować skutki, jakie może spowodować przyjmowanie waluty euro przez kolejne państwa, które tak naprawdę nie są gotowe, żeby podążać za innymi gospodarkami europejskimi.

  Cora van Nieuwenhuizen (ALDE). Ik ben supporter van een voetbalvereniging die als motto heeft: "Geen woorden maar daden". Ik ben blij dat dit voorstel voor de kapitaalmarktenunie een actieplan betreft. Ik hoop dus ook echt dat u er werk van zult maken om die acties zo snel mogelijk concreet te maken. We moeten daarbij goed voor ogen houden waar we het voor doen, namelijk om een alternatief te bieden aan bedrijven voor hun financiering, zodat zij niet alleen afhankelijk zijn van banken.

We moeten daarbij goed kijken hoe dat in de praktijk dan werkt. We moeten zorgen dat we niet doorslaan in nieuwe regelgeving en we moeten zorgen dat we ook bestaande regelgeving en alles wat er aan level-2 maatregelen nog in de pijplijn zit, tegen het licht durven houden en kijken of ze hiertoe bijdragen. Als ik dan één voorbeeldje mag noemen: de securitisatie waarover hier gesproken wordt. Als het dan zo zou zijn dat een pensioenfonds of een andere investeerder 57 criteria moet toetsen voordat hij de securitisatie mag toepassen, dan denk ik dat er weinig animo voor zou zijn en dan spannen we het paard achter de wagen. Dat moeten we zeker niet doen, want iedere stap in de goede richting is er één.

  Miguel Urbán Crespo (GUE/NGL). Señor Presidente, esta Comisión tiene al frente de la cartera de Energía a un representante de la industria petrolera y al frente de la cartera de Finanzas a un antiguo lobista de la City londinense.

Viendo su propuesta sobre los mercados de capitales, decir «antiguo lobista» es mucho decir. Desde que asumió la cartera, señor Hill, ha seguido haciendo lo que hacía hasta ahora, solo que desde un lugar mucho más privilegiado: avanzar en la agenda de los grandes poderes financieros, la desregularización financiera y la titularización que desencadenaron la crisis económica actual.

No podemos apostar una vez más por una economía de casino en la que la banca siempre gane. Usted, señor Hill, habla de atender los intereses de los ciudadanos y de las pequeñas empresas; sin embargo, en sus consultas, no ha escuchado prácticamente a nadie más que a sus colegas banqueros. Si estos quieren legislar, que se presenten a las elecciones; no lo hagan ustedes por ellos ni, sobre todo, por sus intereses.

  Molly Scott Cato (Verts/ALE). Mr President, the Commission package on the Capital Markets Union makes clear that securitisation is back on the agenda as a strategy for increasing investment in Europe – and, for those of us who are not yet ready to forgive and forget the financial crisis of 2008, this sets alarm bells ringing.

Securitisation is a typical example of the mystification and misleading language in which finance markets abound. Rather than offering security, it has historically been used as a technique for concealing risk. It is also likely to serve the inner circle of financiers and to divert investment from the businesses that make up the real economy. With securitisation, market traders created a dangerous game of ‘pass the parcel’ where nobody could be sure whose parcel contained the toxic assets. This gave value to worthless assets, but at great risk to the financial system. This is securitisation: an attempt to pretend that hiding risk is really reducing risk, when it is nothing of the sort.

As Greens, we will insist that safe securitisation means the loans on which it is based are sound, that it does not involve the tranching of assets with varying levels of risk, and that we do not allow the return of credit default swaps. Securitisation was central to the irresponsible and high-risk trading that led to the financial crisis. If we are to prevent such a crisis, with all its devastating consequences, from happening again we must not allow securitisation on the old model to infect our financial markets.

  Marco Zanni (EFDD). Signor Presidente, onorevoli colleghi, le intenzioni alla base della Capital Markets Union sono sicuramente buone, almeno nelle parole, poiché la realtà dei fatti è purtroppo assai diversa, come differente è l'obiettivo finale di questa proposta.

Il suo fine ultimo infatti è una nuova deregolamentazione finanziaria, sulla scorta delle decisioni scellerate prese in questo ambito negli ultimi vent'anni. Non mi stupisce che a spingere per questa proposta ci sia proprio Lord Hill, espressione della lobby finanziaria della City di Londra. I continui riferimenti al modello statunitense da prendere come esempio sono assolutamente inappropriati e fuorvianti, poiché sappiamo bene quanta differenza ci sia tra il tessuto imprenditoriale delle PMI europee rispetto alle loro omologhe americane.

Non è poi portando i piccoli risparmiatori ad investire nei prodotti finanziari che si risolvono i problemi, se mai andiamo a crearne di nuovi, come già accaduto nel 2008. Su un punto però siamo d'accordo, ovvero sul fatto che ci sia una grave problematicità di accesso al credito, soprattutto per le PMI.

Per noi la soluzione è solamente una, ovvero che le banche tornino a svolgere il loro ruolo tradizionale di raccolta depositi ed erogazione credito e questo è fattibile unicamente attraverso una separazione bancaria sul modello del Glass-Steagall americano. Solamente in questa maniera possiamo distinguere chi vuol fare liberamente attività di speculazione da chi invece deve avere un compito ben più importante, cioè finanziare l'economia reale.

  Barbara Kappel (ENF). Herr Präsident, Herr Kommissar! Der vorliegende Aktionsplan zur Schaffung einer Kapitalmarktunion umfasst eine Reihe von Maßnahmen, deren wichtigste und vordringlichste aus meiner Sicht die Verbreiterung von Finanzierungsmöglichkeiten und der leichtere Zugang zu Finanzierung für Klein- und Mittelbetriebe ist. Klein- und Mittelbetrieben kommt in Europa eine ganz besondere Bedeutung zu. Sie beschäftigen nicht nur EU-weit zwei Drittel aller Arbeitnehmer, sie erwirtschaften auch knapp 60 % der Wertschöpfung. Und KMU finanzieren sich zu 75 % mit Bankkrediten. Wir alle wissen, wie schwierig das im Moment ist. Das Wort Kreditklemme ist in allen Medien nachzulesen. Klein- und Mittelbetriebe haben schwierigen Zugang zu Kapital, aber auch Start-ups haben das. Alternative Finanzierungsformen wie zum Beispiel Crowd Funding sind deshalb von besonderer Bedeutung.

Neben diesen KMU und neben den Alternativen brauchen auch schnell expandierende Unternehmen mit hohem Wachstumspotenzial attraktive Bedingungen für Kapital. Hier ist das Finanzierungssystem in Europa nicht leistungsfähig genug. Der Markt für Eigenkapitalfinanzierung und die Aufnahme von Krediten außerhalb des Banksystems ist bei uns unterentwickelt. Gerade bei der Wachstumsfinanzierung kommt dem Risiko- und Beteiligungskapital besondere Bedeutung zu. Europäische Risikokapitalfonds sind jedoch im Vergleich zu den US-Konkurrenten relativ klein. Der durchschnittliche europäische Risikokapitalfonds ist mit einer Kapitalausstattung von 60 Millionen Euro nur halb so groß wie ein US-Fonds, und rund 90 % der mit Risikokapital unterlegten Investitionen in Europa entfallen auf acht Mitgliedstaaten. Das zeigt, dass Risikokapitalmärkte offenbar in den meisten Mitgliedstaaten unterentwickelt sind. Wäre der Venture-Capital-Markt in Europa genauso groß wie in den USA, dann hätten vor allem Start-ups und die erwähnten Wachstumsunternehmen während der Krisenjahre 2008 bis 2013 bis zu 90 Milliarden Euro mehr an Finanzierungsvolumen zur Verfügung gehabt – der Kommissar hat das heute schon angeführt. Und im Vergleich zu US-Unternehmen bekommen europäische KMU fünfmal weniger Kapitalmarktfinanzierung und sind auf Bankkredite angewiesen.

Die schlechte Innovationsfähigkeit verhindert Wachstum und Beschäftigung und verhindert neue Geschäftsmodelle. Deshalb braucht Europa diversifizierte Kapitalmärkte, ein stabiles Finanzierungssystem. Nur so können Wachstum und Stellen geschaffen und Investitionen forciert werden.

Elnök Úr, a jelen lévő európai uniós Biztos Úrhoz szeretnék fordulni, mégpedig egy írásos beadvánnyal szeretném kiegészíteni mindazt, ami itt ma a bankokkal kapcsolatban elhangzott. Ez az írásos beadvány nem más, mint a magyar devizahitelesek, kicsit közismertebb nevükön svájcifrank-hitelesek petíciója, amelyet több, mint fél évvel ezelőtt nyújtottak be az Európai Parlament Petíciós Bizottságának. Az ott lévő szívtelen bürokraták mind a mai napig nem foglalkoztak vele. Kérdezem Biztos Urat, mit tud Ön az úgynevezett svájci bank- vagy devizahitelekről? Tisztában van-e azzal, hogy az ún. forintosítás nem hozott megoldást a több százezer érintett magyar család számára? Tisztában van-e azzal, hogy a végrehajtások elkezdődtek? Százezres nagyságrendben veszíthetik el magyar emberek az otthonaikat a bankok bűncselekményei miatt. Kérdezem az Európai Unió Bizottságának jelen lévő képviselőjét, mit tesz ezzel kapcsolatosan az Európai Unió, milyen jogérvényesítést várhatnak a magyar ...

Señor Presidente, querido vicepresidente, señorías, nadie duda de que las pymes son el principal impulsor del crecimiento y, lo que es más importante, de la creación de empleo en la Unión Europea. Nadie duda tampoco de que las pequeñas y medianas empresas han tenido graves problemas de financiación, especialmente, y durante la crisis, en algunos países como el mío, España. Por tanto, es evidente que algo tenemos que hacer para que en el futuro no se produzcan de nuevo estos problemas.

Ha dicho mi colega Gunnar Hökmark que existe liquidez. Todavía existen problemas de financiación. Por lo tanto, es evidente que tenemos que buscar soluciones para este problema, porque sin financiación las pymes no podrán contratar nuevas personas; sin financiación las pymes no podrán impulsar nuevos proyectos, y, por lo tanto, estaremos lastrando el crecimiento y la creación de empleo. Por tanto, doy la bienvenida, vicepresidente, a la iniciativa de la Unión de Mercados de Capitales. No nos tenemos que conformar solo con dar la bienvenida a esta hoja de ruta, sino que tenemos que implementarla lo antes posible. Y un primer paso fundamental, sin duda alguna, sería el de impulsar la titulización. Titulizaciones, obviamente, de calidad, porque no podemos repetir los problemas del pasado, pero sí que tenemos que resolver los problemas del pasado y los problemas del futuro, que —insisto— son la falta de financiación.

Por tanto, queridos colegas, pongámonos a trabajar ya. Necesitamos que los ciudadanos europeos vean los resultados garantizando siempre la mejora de la financiación de las pequeñas y medianas empresas, porque con ello conseguiremos impulsar el crecimiento y la creación de empleo.

  Anneliese Dodds (S&D). Mr President, there is much within the Commission’s proposal which I believe is to be welcomed. It should be easier for investors to spend money on infrastructure, something my own Group has long championed. Measures to make it easier for businesses to provide information about themselves and for investors to access that information are also positive, and it does make sense to try and simplify the process for issuing shares.

But, as many others have said, there are areas where caution is necessary. First, the vast majority of SMEs will continue to be best served by the banking system to provide financing, even with the Capital Markets Union (CMU), so I was encouraged to see the comment from Commissioner Hill, when he spoke to the Brookings Institution, that CMU is not and must not be explained as solely a set of measures that will benefit SMEs. However, in order to truly and sustainably boost growth, far more attention must be paid by the Commission firstly to those EU-funded mechanisms intended to support SMEs becoming investment-ready and, secondly, to the ability and, above all, the willingness of the banking system to finance SMEs.

Second, when it comes to the Commission’s proposals on securitisation, safety, transparency and simplicity are all relative terms, given the carnage caused to our European finance markets by contagion from security-fuelled financial problems in the US. The Commission must err on the side of caution here.

Third, given that Member States’ attempts to level the tax playing field for debt and equity have sometimes provided new mechanisms for tax avoidance, I will be scrutinising this proposal very carefully.

Above all, the Commission should be very wary of those who are using their action plan as an opportunity to push deregulation. Some are desperate to return to what they see as the glory days of the 1990s and early 2000s. Those people have short memories and very little sense of responsibility.

  Beatrix von Storch (ECR). Herr Präsident, meine Damen und Herren! Ich begrüße den hier gemachten Vorschlag über die Kapitalmarktunion, um die Unternehmen wieder mit mehr Eigenkapital auszustatten. Aber wir müssen darüber reden, warum die Finanzierung über Fremdkapital so begünstigt wird. Erstens müssen die Kosten für das Eigenkapital ebenso wie die Kosten für das Fremdkapital absetzbar sein. Zweitens muss die Kreditsubventionierung über die Förderbanken beendet werden. Drittens, ganz wichtig, muss die Nullgewichtung von Staatsanleihen gestoppt werden. Staatsanleihen sind Hochrisikoanleihen, auf jeden Fall einige davon, das wissen wir spätestens heute. Viertens müssen wir dringend über das ungedeckte Kreditgeldsystem reden, denn das führt ja zu dem Niedrigzinsumfeld, das die Krisen mit verursacht. Wegen all dieser Kreditsubventionen werden mehr Schulden gemacht als wahre Ersparnisse da sind.

Wenn wir die Wirtschaft wirklich wieder auf gesunde Beine stellen wollen, dann brauchen wir größere Reformen als nur die Kapitalmarktunion.

  Philippe De Backer (ALDE). Mr President, we obviously welcome the package and the roadmap that the Commissioner is presenting here today, but let us make a true union. We are not imposing a single model for the financing of companies or for the possibilities of investors. We are creating diversity. I think it is really important to mention this here. It is also important to mention that this package will require courage on the part of all the European institutions together to challenge the status quo and to take bold steps forward.

Look at how we are financing our economy today: we have a lot of savings, but they are not being channelled into the real economy; we have the potential of fast-growing companies, but they cannot find the risk capital that they need to grow fast like their American colleagues. And there is an elephant in the room: it is the national barriers – the double taxation of investment funds, insolvency law and also the regulators who slap on additional regulation and who are creating additional barriers to investment and capital flows in Europe.

Therefore, Commissioner, we want to see ambition from your side; we want to see implementation from your side. And then, I think, you will have a lot of support, including from this Parliament, for financing companies and creating growth and jobs in Europe.

A pénzügyminiszterek múltkori döntése szerint ez továbbra is egy titkos, sejtelmes terület marad. Ön mit gondol, hogy a tőkepiacokat nem borítják-e meg ezek az őrületesen nagy mozgó tőkehányadok, amelyek transzferek útján mozognak Európában?

  Philippe De Backer (ALDE), blue-card answer. I think it is one of the cornerstones of our European Union and our internal market that there is a free flow of capital, and capital searches for the most productive investment. By removing barriers, all countries will benefit because they will attract a lot more investors including from foreign countries – and especially the smaller companies. The fast-growing companies are the ones which will benefit the most. And of course, multinational companies are also active across our internal market, but this Capital Markets Union is there in order to help them to create a level playing field.

  Rina Ronja Kari (GUE/NGL). Hr. formand! Man kan godt få følelsen af, at finanskrisen nærmest allerede er blevet glemt. Et falsk kapitalmarked, som Kommissionen foreslår det, vil betyde en genoplivning af de værste tricks inden for spekulationer, og samtidigt vil det give fornyet liv til de uregulerede skyggebanker, som var hovedårsagen til finanskrisen i 2008. Selvfølgelig skal vi gøre det nemmere for SMV'er at skaffe finansiering, det kan vi allesammen være enige om, men den manglende finansiering skyldes altså først og fremmest EU's økonomiske nedskæringspolitik, som har skabt så utrolig meget fattigdom, og som har kvalt al vækst og efterspørgsel. Hvis Kommissionen reelt ønsker at hjælpe SMV'erne, så drop nedskæringsdoktrinen. En kapitalmarkedsunion vil kun være til glæde for investeringsbankerne og spekulanter, der tjener penge på andre folks ulykke. Samfundet har brug for investeringer og skrap kontrol med finansverden. Vi har ikke brug for flere finanskriser.

  Othmar Karas (PPE). Herr Präsident, meine Damen und Herren! Die Kapitalmarktunion ist richtig und wichtig, weil sie den Binnenmarkt stärkt. Die Kapitalmarktunion ist eine notwendige Ergänzung zum gewachsenen europäischen Kreditmarkt. Mehr Finanzierungsmöglichkeiten heißt mehr Potenzial für Wachstum, Beschäftigung und Investitionen. Wir wollen nicht die Finanzierungsmöglichkeiten für Unternehmen amerikanisieren, sondern wir wollen, dass der europäische Kapitalmarkt unter Einbeziehung der Banken funktioniert. Die Kernaufgabe eines europäischen Kapitalmarktes ist es, die Realwirtschaft zu finanzieren, KMU aus einer möglichen Kreditklemme zu befreien, Unternehmertum zu fördern und Investitionen anzuregen.

Daher ist es ganz wichtig, dass wir definieren, was wir unter Kapitalmarktunion verstehen, weil es ansonsten zu viele gibt, die sich scheinbar oder tatsächlich fürchten. Ich möchte nur zwei Zahlen nennen: Kleine und mittelständische Unternehmen erhalten in den USA eine fünfmal höhere Finanzierung über den Kapitalmarkt als in Europa. Zum Zweiten: Wenn der Markt für venture capital in der Europäischen Union gleich stark ausgebaut wäre wie in den Vereinigten Staaten von Amerika, wären bei uns in Europa in den letzten fünf Jahren zusätzlich 90 Milliarden Euro für Investitionen zur Verfügung gestellt worden. Ich glaube, dieses Geld sollten wir uns nicht entgehen lassen. Anstrengung ist gefragt!

  Jonás Fernández (S&D). Señor Presidente, bienvenido comisario. La verdad es que mi grupo y yo mismo celebramos la presentación de ese plan de acción para sacar adelante un mercado único de capitales en la Unión Europea. Creo que es una propuesta ambiciosa pero debería serlo más y deberíamos intentar ponerlo en planta muy rápidamente.

En cualquier caso, yo tenía tres comentarios sobre la iniciativa. El primero de ellos se basa en la diferencia dentro de la Unión entre aquellos países que están en la zona del euro y los que no están en la zona del euro. Dentro de esa Unión de los Mercados de Capitales, estamos debatiendo sobre la necesidad de tener una ley de insolvencias para toda la Unión y estamos debatiendo también qué podemos hacer para desincentivar la deuda de las pymes y de las pequeñas empresas para lograr que haya más capital en las empresas. Pero es verdad que este debate está directamente relacionado con la discusión sobre la creación de un pilar fiscal en la zona del euro y, por lo tanto, ese juego entre la zona del euro y el resto de la Unión debería estar más presente en el proyecto.

El segundo comentario es que es cierto que necesitamos homologar la regulación de los mercados financieros en la Unión Europea. Necesitamos estandarizar los productos: las titulizaciones, el conjunto de bienes y de servicios del mercado de capitales. Pero es verdad que esa estandarización no puede llevar aparejada una regulación laxa o hiperlaxa que de alguna manera nos haga retroceder a los problemas que vivimos en el caos financiero de 2007 y 2008 cuando el sector bancario estaba mal regulado.

Y este asunto me lleva al tercer comentario, y es que, si hacemos una regulación para el mercado de capitales demasiado laxa, probablemente podamos sufrir una cierta desintermediación de la actividad financiera de los bancos —que actualmente están regulados— a actividades no reguladas o poco reguladas y, por lo tanto, en vez de incrementar el tamaño, en vez de incrementar la tarta de capital en circulación en Europa, podríamos estar desplazando inversión de un sitio a otro y aumentando los riesgos.

Y un último comentario, me parece muy bien esta iniciativa, pero necesitamos mejorar también la Unión para los hogares, para los consumidores, por ejemplo, por lo que respecta a las tarjetas de crédito, las cuentas corrientes, las comisiones. En este tema, la Unión sigue sin tener un mercado común, y necesitamos abordarlo también.

  Peter van Dalen (ECR). De doelstellingen van de kapitaalmarktenunie zijn sympathiek. Meer investeringen zijn goed voor het midden- en kleinbedrijf en dat is de motor van onze economie. En ook het Europese financiële systeem stabieler maken, prima, doen. Ik heb echter bij twee middelen die de Commissie wil inzetten grote vraagtekens. Ten eerste wil de commissaris naar private Europese pensioenen. Dat is een route die ik niet wil. Als het over pensioenen gaat, Voorzitter, dan zijn de lidstaten wat mij betreft aan zet. Ten tweede wordt securitisaties nieuw leven ingeblazen. Dat verbaast mij zeer. Dat waren nota bene de financiële producten die zo'n beetje de grootste financiële crisis hebben veroorzaakt na de grote depressie. Dus die route opgaan lijkt mij erg onverstandig. We moeten een sterke economie hebben, geen rommeleconomie. Tenslotte, Voorzitter, de beste middelen om investeringen te bevorderen zijn coherente wetgeving, goede rechtsbescherming en -handhaving en minder bureaucratie. Op die punten steun ik de Commissie.

  Michael Theurer (ALDE). Herr Präsident, Herr Vizepräsident der Kommission, liebe Kolleginnen und Kollegen! Die Kapitalmarktunion möchte die Barrieren, die zwischen den Mitgliedstaaten immer noch bestehen – vor allen Dingen was die Privatkredite angeht –, beseitigen. Das ist auch richtig, denn die Kreditklemme im Mittelstand gibt es tatsächlich. Wir glauben, dass im Zuge der Kapitalmarktunion auch die bürokratischen Belastungen – insbesondere für kleine und mittlere Banken – nochmal überprüft werden sollten und was wir eben auch brauchen, ist eine andere Kultur in Europa.

Wir brauchen mehr Privatkapital. Wir brauchen mehr Risikobereitschaft. Venture capital ist in Europa geringer ausgeprägt als in den USA. Das liegt zum Teil an der Regulierung, klar. Aber es liegt auch an der mangelnden Risiko- und Anlagebereitschaft unserer Bürgerinnen und Bürger. Das ist eigentlich tragisch, dass an den Börsen in den vergangenen Jahren Kursgewinne erzielt wurden, aber dass hier überwiegend angelsächsische Investoren tätig waren, während unsere Bürgerinnen und Bürger über geringe Zinsen klagen.

Also wir hoffen, dass diese Punkte jetzt mit der Kapitalmarktunion aktiv angepasst und verbessert werden.

  Brian Hayes (PPE). Mr President, I very much welcome the position that has been outlined by the Commission and I welcome Commissioner Katainen to the House this evening. I also welcome the roadmap that has been established.

There are clear timelines in the roadmap for the Commission and for Parliament, and we need to stick to those timelines, because I think the Capital Markets Union (CMU) is a crucial project in terms of the mandate of this Parliament and indeed of this Commission.

Of course Europe will still depend on its banks for funding to businesses big and small, but over a period of time we need to provoke more non-bank lending, and the way you do that is to have a harmonised approach across the European Union in order to encourage more funds to invest, especially in the equity markets.

Since the crisis, we face a huge investment gap. In my own country, private investment is down 20%. That is not going to be filled by the banks. It certainly is not going to be filled by governments, who are already stretched for cash. So we need to find new ways to make sure that that funding gap is bridged. Half of all disposable assets in Europe are held in cash. If we can make sure that some of that saving can be used for productive purposes, people will go back to work and we can ensure that the economic cycle is put in place and is helped.

We already have an awful lot of expertise within the European Union, as Gunnar Hökmark said. In my own country, in Dublin, we have a very significant securitisation market and the potential of that is crucially important in terms of encouraging a much wider Capital Markets Union.

This is not just about SMEs. Of course SMEs are crucial, but it is also about establishing a financial escalator whereby businesses can grow quickly in Europe. We are losing out to the United States of America, especially when it comes to venture capital. Too many of our businesses are being lost as a consequence of failure to get necessary funding, in terms of making sure that investment pays off. There is great opportunity in this proposal. We need to work on it and we need to keep the timelines clear.

  Jeppe Kofod (S&D). Mr President, I would like to thank the Commissioner for his presentation today. In light of the financial crisis in Europe, we need at least two things. We need growth and jobs by increasing investment and access to capital, but we also need to ensure financial stability in Europe. The Capital Markets Union can help provide both if it is correctly handled. The financial crisis which continues to affect Europe has its roots, as we all have to remember, in bad, irresponsible financial products and greed in the financial sector. In many countries it has also led to a real estate bubble, and that is something we have to bear in mind.

The answer, in terms of preventing future crises also must be found in identifying responsible financial products and in ensuring the systemic surveillance of the whole financial system. I want you to focus on covered bonds: they are secure; they are a cheap and transparent tool for financing loans, for consumers and SMEs and for long-term investments. So I agree with the Commission that is absolutely necessary to initiate a consultation on the issue of covered bonds, and I welcome the process that is now on the way.

But I truly fear that the Commission will lack focus and commitment. I therefore ask you, Commissioner: how will the Commission make sure that covered bonds are maintained as a valid choice for financing? Will the Commission ensure that covered bonds are addressed independently when different types of loans are rated for risks? And will the Commission work with this Parliament to ensure that safe and affordable covered bonds are safeguarded with the Capital Markets Union and made available to all Europeans?

The consultation must not be a dead end: it has to lead to something important. Commissioner, do you agree that we need real legislation to ensure that the market offers consumers the cheapest and most transparent loans, and that this market could also, of course, include covered bonds? I need to hear what you will do with the covered bonds discussion.

  Richard Sulík (ECR). Únia kapitálových trhov je správna vec, najmä ak ide o odstránenie prekážok brániacich investíciám. Jednotný spoločný trh je vždy lepší, koniec koncov voľný pohyb kapitálu je jeden zo základných pilierov Európskej únie. Problém je, že Komisia sa vo svojom návrhu nesnaží len odstrániť prekážky. Komisia vstupuje aj do procesov, do ktorých by sa rozhodne miešať nemala. Procesov, ktoré by mala nechať na trh. Komisia sa snaží riadiť trh prostredníctvom nových regulácií, pričom problémom nie je málo regulácií, ale veľa, jedno ako dobre boli mienené. Ak chce Komisia naozaj pomôcť súkromným investíciám, tak nech okamžite zruší Junckerov investičný 315-miliardový balíček. Práve tieto investície s podporou verejných zdrojov budú vytláčať tie skutočné, tie súkromné, o ktoré máme záujem. To by však Komisia musela pochopiť, že naozaj tu nie je na reguláciu všetkého.

  Theodor Dumitru Stolojan (PPE). Domnule președinte, doresc să mulțumesc Comisiei Europene pentru că a pus acest plan de acțiune pe masa Parlamentului European, un plan de acțiune solid, cuprinzător, un plan de acțiune pentru a crea o piață unică a capitalului.

Aș dori să atrag atenția asupra faptului că succesul acestui plan de acțiune depinde de reclădirea încrederii între cei care economisesc și cei care investesc, între cei care intermediază financiar pe piețele de capital, dar această încredere, după cum știți, a fost serios zdruncinată de criza financiară. Iar când vorbim de încredere în piața capitalului, vorbim de transparență și integritate. Și când vorbim de transparență și integritate, vorbim de calitatea informației financiare existente pe piața unică a capitalului.

Mă bucur că planul de acțiune menționează un amănunt esențial, și anume că pentru întreprinderile mici și mijlocii nu există de fapt un sistem unic de raportare financiară. Aș dori ca această problemă să fie trecută distinct în anexa la planul de acțiune, anexă care cuprinde lista acțiunilor și termene de îndeplinire. De ce solicit acest lucru? Pentru că de ani de zile discutăm de necesitatea acestui sistem de standarde de raportare financiară pentru întreprinderile mici și mijlocii, fără să avem un rezultat până acum.

  Alfred Sant (S&D). Mr President, we need to develop a better way of mobilising cash for investment on a national and European basis. The USA does this much better than Europe. It is claimed that opening up new ways of mobilising capital on a European scale will bring us closer to the American levels of getting cash to enterprises. But in parallel with this, capital markets need to be promoted on a national basis. Barriers, regulatory and cultural, need to be removed.

Many SMEs and many start-ups would prefer to experiment and innovate with investment and expansion at home before they step outside their borders. If they make a success there, a move towards other European markets will be seen as achievable and attainable. Indeed, the cultural factors that define entrepreneurship cannot be ignored. It is necessary to define exactly what makes capital markets in the USA so much more dynamic.

However, it would be unwise to implement a Capital Markets Union (CMU) simply by transposing the US model to Europe. The proposals made by the Commission do not go in this direction. Debt to finance investment is much more prevalent in Europe than elsewhere. Clearly we need to encourage a shift towards equity as contrasted to debt-based instruments in financing even small-scale projects. Again, that is best done by starting from a national level. I would in fact urge that, in this context, special attention is paid to promoting the financial organisation of equities to fund non-speculative investments by services and SMEs in peripheral, isolated and island regions of the Union.

The Commission is doing the right thing by emphasising the digital sector. Here, a new generation of European innovators and entrepreneurs is emerging. They might be more willing to attempt new ways of meeting financial risks and challenges than their predecessors.

In all this, the proposed step-by-step approach is praiseworthy. Too many new procedures and regulations to follow would, in the end, only increase barriers to entry and increase costs. Let us create and promote a common CMU, but let us use a light touch; one that makes a proper distinction between the need for regulation and over-regulation.

  Joachim Starbatty (ECR). Herr Präsident! Die Kapitalmarktunion soll auch die Währungsunion absichern. Union heißt, gemeinsamen Regeln folgen und füreinander einstehen. Insofern ist sie auch eine Art Haftungsgemeinschaft.

Kommissionspräsident Juncker fordert ein gemeinsames Einlagensicherungssystem. Da werden Systeme mit hohen und solche mit niedrigen Rücklagen in einen Topf geworfen. Dagegen wehren sich in Deutschland besonders Sparkassen und Volksbanken. Die Rücklagen speisen sich aus den Einlagen von Sparern. Eine Vergemeinschaftung nationaler Sicherungssysteme ist daher eine kalte Enteignung der deutschen Sparer. Die deutsche Bundesregierung hat deshalb eine Vergemeinschaftung bisher abgelehnt – aber wie lange noch? Wer eine falsch konzipierte Währungsunion zusammenhalten will, kann sich letztlich der immanenten Logik der Vergemeinschaftung nicht entziehen. Irgendwann wird die Bundeskanzlerin einknicken.

Daher sage ich mit Hans-Olaf Henkel: Ceterum censeo – im Übrigen bin ich der Meinung, der Euro spaltet Europa und sät Zwietracht. Der Euro muss abgeschafft werden.

  Γεώργιος Κύρτσος (PPE). Κύριε Πρόεδρε, είναι φανερό ότι η δημιουργία ένωσης κεφαλαιαγορών θα βοηθήσει πολύ την πραγματική οικονομία, θα έχουμε μικρότερο κόστος χρήματος, περισσότερες επενδύσεις, μεγαλύτερη ανάπτυξη και περισσότερες θέσεις απασχόλησης. Πρόκειται, όμως, για ένα μεσοπρόθεσμο σχέδιο και υπάρχουν πολλές δυσκολίες και δισταγμοί που πρέπει να ξεπεραστούν, για να φτάσουμε στο στόχο. Δυστυχώς, τα μεγάλα σχέδια μπορεί να ακυρωθούν από σχετικά μικρής κλίμακας αποτυχίες. Αναφέρω, χαρακτηριστικά, ότι τα διάφορα funds αντιμετώπισαν μεγάλα προβλήματα στην Ευρώπη, κατά τη διάρκεια του δεύτερου τριμήνου, εξαιτίας του κινδύνου του grexit. Οι επενδυτές έγιναν πιο διστακτικοί και έτσι περιορίστηκε η τοποθέτηση κεφαλαίων.

Πιστεύω, λοιπόν, ότι είναι σημαντική επένδυση στη δημιουργία της ένωσης κεφαλαιαγορών, η άμεση αντιμετώπιση των προβλημάτων του ελληνικού τραπεζικού συστήματος το οποίο αδυνατεί να χρηματοδοτήσει την πραγματική οικονομία. Επιπλέον, πρέπει να σταθεροποιήσουμε την ελληνική κεφαλαιαγορά η οποία έχει μπει σε φάση συρρίκνωσης. Αυτά τα ζητήματα, κατά την άποψή μου, δεν μπορούν να αντιμετωπιστούν αποτελεσματικά από την ελληνική κυβέρνηση η οποία επιχειρεί μια δύσκολη στροφή, από τη ριζοσπαστική αριστερά, σε μια πιο ρεαλιστική αντιμετώπιση της κατάστασης, αλλά πρέπει να αντιμετωπιστούν από τους ευρωπαϊκούς θεσμούς που συμμετέχουν στη διαχείριση της διαρκούς ελληνικής κρίσης.

Η κατάσταση στην Ελλάδα, σε ό,τι αφορά την κεφαλαιαγορά και το τραπεζικό σύστημα είναι μία συστημική αστάθεια που πρέπει να αντιμετωπιστεί εδώ και τώρα.

  Arne Gericke (ECR). Herr Präsident, sehr geehrter Herr Kommissar Katainen! Die Kapitalmarktunion erschließt das Kapital europaweit. Dem stimme ich grundsätzlich zu. Aber ich will nicht, dass Häuslebauer und Familien, Mittelstand und Handwerk oder auch kleine Banken viel zu schnell in den Schuldenstand getrieben werden. Schaffen wir eine Kapitalmarktkultur! Fördern wir den ehrbaren Kaufmann und echte Werte in der Wirtschaft.

Ich weiß, gerade junge Familien, die ein Haus bauen, benötigen Geld. Früher – Angela Merkel war noch nicht Kanzlerin – gab es in Deutschland Baukindergeld und Eigenheimzulage. Eine echte, betrugsfreie Familienförderung. Heute kommen Familien europaweit meist um einen Kredit nicht herum. Sie brauchen ihn, und umso mehr brauchen sie eine Kapitalmarktunion, die sich an den Interessen der Menschen orientiert, nicht an den Ideen der Investmentbanker. Es kann nicht sein, dass wir Banken mit billigem Geld zu 0,05 % Leitzins versorgen. Es kann nicht sein, dass Banker keinen Cent Transaktionssteuer bezahlen und wir gleichzeitig jungen Familien einen Dispozins von 8 % bis 12 % abverlangen. Das ist unverschämt. Das muss Thema einer Kapitalmarktunion sein.

  Danuta Maria Hübner (PPE). Mr President, I would like to join with colleagues in welcoming the launch of this long-awaited action plan, in particular the prospect of the variety of tools that this programme might bring about. I would like to raise three points in this context.

First of all, the launch of the call for evidence on the EU regulatory framework for financial services. I think it is an extremely good approach to look for feedback from the stakeholders not only on the cumulative impact of the financial services legislation and the possible gaps but also on how individual pieces of legislation interact. However, I believe that this impact assessment must be continuous and not a one-off exercise, because the Capital Markets Union (CMU) is a long-term project and its architecture will only be fully in place in 2019. Also, many new issues may arise in Level 2 legislation.

The second point is related to the fact that the capital markets are transnational and global and therefore, even more so than in the case of banking regulation, particular attention should be paid to European legislation being consistent with the international and global framework and context. Regulation must be suited to a global business and, while reflecting the European specificities where necessary, it should also be compatible with regulation in other jurisdictions.

The third point concerns the fact that I understand that the CMU should be focused on end-savers and companies whose deposits currently do not find their way to the markets, but it should also encourage investors to commit funding to capital markets. This implies that investors must be protected throughout the process of constructively investing funds. In this context I find that an important element is the regime for Central Counterparty Clearing House (CCP) recovery and resolution, and I look forward to seeing this proposal prepared by the Commission soon.

  Eva Paunova (PPE). Mr President, Commissioner, according to Steve Jobs success is about connecting the dots. I hope that you forgive me by starting off with a quote from an American and not a European entrepreneur, but actually this quote comes from a place where SMEs get about five times more funding from the capital markets than European companies do.

The success of the European economy really does depend on connecting the dots between the individual markets and on unleashing the free movement of capital. This is how I personally see the Capital Markets Union (CMU), as the tool that connects the dots between the capital markets of 28 individual states. I would also like to emphasise three points, out of the six proposed immediate actions, that are particularly important in my view.

The first is connecting the CMU with the Juncker plan. I am happy to see that support for the Juncker plan is priority number one. Only through the combination of both for Europe can we unlock and diversify financing quickly and as soon as possible.

My second point is about connecting achievements and aspirations or, to put it differently, what we have done so far and what we aim at in the future. The call for evidence on the impact of existing reforms is, I believe, also a very important step. It will definitely create an overall regulatory environment that strikes the right balance between managing risk and supporting growth.

My last point is connecting and analysing success stories. The Commission has proposed gathering best practices in non-bank SME funding, an exercise that I personally have been endorsing for a long time. That is why I would be curious to receive more information on the process and the timeline of the proposed research: it would be very much appreciated.

  Markus Pieper (PPE). Kapitalmarktunion heißt, Finanzierung für Unternehmen zu erleichtern. Vereinfachte Prospektvorgaben für Börsengänge, neue Impulse durch verbriefte Kredite und solvency, neue Ideen zum venture capital – das wird seine positiven Effekte haben. Aber Verbriefung, Börsengänge, Risikokapital, das ist nur eine Seite der Medaille einer solide finanzierten Wirtschaft. Viel hängt an der Finanzierung über den klassischen Kreditmarkt, gerade für den Mittelstand. Tun wir an dieser Stelle wirklich genug? In Griechenland werden 67 % aller Bankkredite abgelehnt, und bevor es hier keine nachhaltigen Reformen gibt, wird sich das auch nicht ändern. Eine Kapitalmarktunion ohne Reformen wird verpuffen.

Was ist mit Mittelstandskrediten in Italien, Österreich oder Deutschland? Geradezu tödlich wirken jetzt Vorstöße, die Risikogewichtung für KMU-Kredite bei den Baseler Kriterien zu erhöhen. Kontraproduktiv auch das, was die EZB unter dem schönen Namen Anna-Kredit versteht – Anna heißt meine Tochter, aber was da jetzt vorkommt, ist nicht so schön. Mit jedem Kredit über 25 000 Euro sollen die Kreditinstitute 150 neue Datensätze liefern. Das ist das Gegenteil von Bürokratieabbau.

Und jetzt die europäische Einlagensicherung: Warum denn auch für Institute, die schon Absicherungssysteme im Bankenverbund haben? Die Beruhigungspille für Deutschland, Haftungsverbünde nur mit Eurostaaten, wo die Einlagensicherung nachgewiesen ist. Wissen Sie, wie viel Vertrauen wir in diese nachgewiesenen Einlagensicherungssysteme haben und leider auch in die entsprechenden Überprüfungen der Kommission? Hören wir bitte auf mit Vorschlägen, die der Finanzierungskultur kleiner Kredithäuser den Boden entziehen und damit die Finanzierungsgrundlage des Mittelstandes schwächen.

Zur Kapitalmarktunion gehört zunächst Vertrauen. Dazu gehören nationale Schuldengrenzen, dazu gehören Reformen, Verlässlichkeit und weniger Bürokratie. Nur auf dieser Basis dürfen wir weitermachen. Wer aber bei Unsicherheit und Verschuldung Haftungsverbünde einführt, zerstört die Finanzierungskultur dort, wo es noch funktioniert, und das ist zum Schaden für alle.

  Sirpa Pietikäinen (PPE). Madam President, quite rightly the Capital Markets Union initiative is one of the key initiatives of the Commission at the moment. We all know that we are a very capital-poor region compared with some other regions and very dependent on our innovation and growth and on bank lending. And if we want to grow, and if we want to put our efforts into innovation, we need a common Capital Market Union and much better efforts on raising private assets for investment. There are four points that I would like to raise in this context.

Firstly, this is an issue about European fund structure, starting from venture capital to private investors, where we would need better initiatives at European level on the funds and incentives for creating those, plus linking public investments in the longer term, like the European Fund for Strategic Investment and national funds, in terms of fund structure. This is essential because quite often our upper limit of funds is below the lowest level for, for example, major Asian or Chinese investors.

The second point that should be further developed from this Capital Markets Union paper is investor protection. If we are not more open – more of a level playing field – on investor protection in Europe, it is difficult to see how we can reach more private equity, especially from private individuals in this field. What that means is understanding and transparency – for example, through information leaflets for whatever type of investors in relation to stranded assets such as the ‘carbon bubble’. Then, last but not least, I would like to raise the need to create a kind of highway for our SMEs and small start-ups, to start raising private capital, with regulation requirements that increase gradually and lead to smooth transition to our exchanges, as nowadays the exchange step is too high for quite a number of our companies. So this is an issue that needs to be thought through more carefully.

  Markus Ferber (PPE). Frau Präsidentin, Herr Vizepräsident, liebe Kolleginnen, liebe Kollegen! Natürlich ist diese Kommission vor einem Jahr angetreten mit der Botschaft, dass eines der Kernelemente für diese fünf Jahre die Integration der Kapitalmärkte ist. Wenn ich mir jetzt den Aktionsplan der Kommission anschaue, dann ist von diesem großen Versprechen, das wir im Juli 2014 hier von Jean-Claude Juncker gehört haben, nicht viel übrig geblieben. Ich will das in aller Deutlichkeit sagen: Die Vorschläge sind sehr unambitioniert, sie betreffen nur einen kleinen Bereich von Themen, die im Rahmen einer Kapitalmarktunion adressiert gehören. Auf der anderen Seite werden wichtige Aspekte überhaupt nicht angesprochen. Um nur mal das Thema Crowd Funding anzusprechen: Da soll irgendwann im nächsten Jahr vielleicht mal was kommen. Wie wird hier Verbraucherschutz garantiert, wie werden hier einheitliche Standards geschaffen? Das ist schon ein Thema, das wir adressieren sollten.

Zum Zweiten wird uns hier verkündet, dass das das große Instrument wäre, damit der Mittelstand Zugang zum Kapitalmarkt bekommt. Wir müssen uns darüber einig sein, dass nicht jeder Bäcker um die Ecke morgen eine Aktiengesellschaft wird – und das muss er auch nicht. Aber wir sollten da schon ehrlich zueinander sein. Der Zugang zum Kapitalmarkt ist eine Option, aber es ist nicht die alleinige. Wir müssen doch vielmehr jetzt die Zeit nutzen, die Strukturen zu stabilisieren, Risiken zu reduzieren und nicht Risiken zu vergemeinschaften. Deswegen sage ich in aller Deutlichkeit: Alle Überlegungen, die jetzt über den Aktionsplan hinausgehen, was ich auch in dem Fünf-Präsidenten-Bericht gelesen habe, machen mir große Sorgen, weil es hier nicht darum geht, Risiken abzubauen und damit Stabilität in die Finanzmärkte zu bringen, sondern es geht plötzlich darum, die Risiken zu vergemeinschaften, zu anonymisieren, auf die europäische Ebene zu heben, ohne dass die dafür überhaupt garantieren kann, und damit die Fehler zu perpetuieren. Das kann natürlich keine Unterstützung finden. Und darum hoffe ich, dass an dieser Stelle nachgebessert wird.

  Andreas Schwab (PPE), Frage nach dem Verfahren der „blauen Karte“. Herr Kollege Ferber! Ich bitte Sie in Ihrer Intervention an einer Stelle um eine Präzisierung. Richtig ist, dass die Kapitalmarktunion in ihrem Umfang ja deutlich geringer ausgefallen ist als erwartet. Aber ein Punkt, der mir doch Sorge bereitet, ist die Tatsache, dass die Europäische Kommission, Herr Juncker, bereits Vorschläge für eine weitere Integration in Bereichen macht, in denen die bestehenden, vom Europäischen Parlament und dem Rat beschlossenen gesetzlichen Grundlagen noch nicht einmal in allen Mitgliedstaaten umgesetzt sind. Deswegen meine Frage an den Kollegen Ferber: Was können wir tun, damit die Europäische Kommission sicherstellt, dass die Gesetze, die wir beschlossen haben, zuerst umgesetzt werden, bevor im gleichen Bereich neue erlassen werden?

  Markus Ferber (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Der Kollege Schwab ist ja ein erfahrener Abgeordneter der weiß, welche Instrumente das Parlament hat. Aber ich möchte nur daran erinnern, dass wir im Wirtschafts- und Währungsausschuss bei der Anhörung des Finanzmarkt-Kommissars, Lord Hill, uns ja mit der Frage der Einlagensicherung beschäftigt haben. Da war die klare Aussage des zuständigen Kommissars: Es gibt eine geltende Richtlinie, die sieht eine Bestandsanalyse im Jahr 2019 vor, und das ist dann die Grundlage für weitere Entscheidungen.

Ich gehe davon aus, dass Kommissar Hill auch zu dem steht, was er im Rahmen der Anhörung vor dem Europäischen Parlament zugesagt hat. Ansonsten werden wir den ganzen Instrumentenkasten, der dem Europäischen Parlament zur Verfügung steht, auspacken, um der Kommission hier beizubringen, was sie zu tun und was sie nicht zu tun hat.

  Stanislav Polčák (PPE). Paní předsedající, já bych chtěl za prvé vyjádřit své jisté zklamání nad tím, jak skutečně dopadl plán Evropské komise na integrace kapitálových trhů. Myslím si, že se to zatím nedaří. Přístup evropských podniků k úvěrům, k umožnění financování, k vyššímu růstu a rozvoji si myslím, že je zatím jen na papíře, a to usnadnění podmínek financování podniků skutečně zaostává za našimi očekáváními.

Já bych si dovolil Evropskou komisi vyzvat, aby v tomto svém úsilí přidala, aby ta administrativa a obtížnost pro umožnění růstu evropských podniků byla co nejvíce odstraňována, abychom si vzali příklad z toho, jak funguje financování dobrých projektů, dobrých podniků u našich partnerů v USA. V tomto smyslu chci říct, že Evropská komise bude mít moji podporu a určitě nejen moji.

Signora Presidente, onorevoli colleghi, ovviamente va salutato con favore questo progetto lungamente atteso che ha come compito principale quello di ridurre la dipendenza dell'economia dal sistema bancario, migliorare quindi la capacità di finanziamento delle imprese e sostenere l'obiettivo fondamentale, ovvero far ripartire l'economia e creare posti lavoro.

Vorrei però ribadire la necessità di focalizzare l'attenzione sul sostegno alle piccole e medie imprese che sono l'ossatura del nostro sistema economico, ma che troppo spesso rimangono piccole proprio per la mancanza del necessario sostegno finanziario sia attraverso il capitale di debito sia attraverso il capitale di rischio. Sono proprio le piccole e medie imprese che soffrono maggiormente dell'accesso al credito, a volte dell'alto costo del credito, e spesso delle disparità di condizioni nei mercati nazionali.

Auspico quindi che la CMU riesca finalmente a creare parità di condizioni per le imprese europee al proprio interno e anche nei confronti degli altri sistemi economici e finanziari più avanzati.

  Νότης Μαριάς (ECR). Κύριε Katainen, υποστηρίξατε ότι με την ένωση κεφαλαιαγορών θα τονωθούν οι επενδύσεις. Εγώ θα ήθελα να σας πω ότι δεν πρόκειται να γίνουν επενδύσεις στην Ευρωπαϊκή Ένωση, όσο δεν λύνεται το ζήτημα του χρέους. Ένα χρέος το οποίο έχει χτυπήσει όλες τις οικονομίες, όχι μόνο τις οικονομίες του Νότου, όχι μόνο την Ιταλία, αλλά ακόμη και τη Γαλλία. Πλέον και η Γαλλία έχει πρόβλημα με το χρέος και απ' ό,τι ακούσατε προηγουμένως, ο κύριος Hollande κάτι πήγε να ψελλίσει για τη ρύθμιση του ελληνικού χρέους το οποίο θα φτάσει στο 206% του ΑΕΠ το 2016, αλλά η κυρία Merkel που κρατάει το τιμόνι της «γερμανικής Ευρώπης» ήταν σιωπηρά παγερή και με νόημα.

Επίσης, επενδύσεις δεν πρόκειται να γίνουν, όσο συνεχίζεται η «μερκελική» λιτότητα, όσο έχουμε υποκατανάλωση, όσο έχουμε φτώχεια και απ' ό,τι είδατε, ξανά η κυρία Merkel, παρά τις διαμαρτυρίες των ίδιων των ευρωβουλευτών, παραμένει σταθερή στην πολιτική της λιτότητας. Επιλύστε πρώτα τα θέματα αυτά και μετά θα έχετε επενδύσεις στην Ευρώπη.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, tržište unije kapitala sigurno je nešto što u kombinaciji s planovima koje je g. Juncker izložio u ime Komisije može značajno doprinijeti atmosferi dobrog ulaganja. Naravno da nam trebaju, pogotovo za mala i srednja poduzeća te start-upove, nova i inovativna tržišta kapitala, način na koji će kapital biti dostupan i gdje će naši mladi i mali poduzetnici imati priliku lakše doći do novca.

Ali ovdje bih, g. Katainen, htio naglasiti nešto drugo. Htio bih naglasiti potrebu da i općine i gradovi, dakle jedinice lokalne samouprave, mogu doći jednostavnije do povoljnijih i kvalitetnijih sredstava nego što mogu preko bankarskih kredita. Općine, gradovi i regije u Europi mogu sudjelovati u preobrazbi našeg gospodarstva i stvoriti investicije i zato vas pozivam da dobro razmislite kako i njih uključiti u ovu uniju tržišta kapitala.

  Κώστας Χρυσόγονος (GUE/NGL). Κυρία Πρόεδρε, συζητούμε, σήμερα, για την υποτιθέμενη ένωση των κεφαλαιαγορών, αλλά η πραγματικότητα είναι διαφορετική. Οι αγορές αυτές είναι κατακερματισμένες, με τέτοιο τρόπο, ώστε το κόστος του χρήματος να είναι πολύ υψηλό έως απαγορευτικό, σε εκείνες ακριβώς τις οικονομίες, σε εκείνα ακριβώς τα κράτη μέλη της Ένωσης, που έχουν πληγεί χειρότερα από την οικονομική κρίση, όπως η Ελλάδα. Το αποτέλεσμα είναι να απομακρύνονται οι προοπτικές, τόσο της ανάκαμψης των οικονομιών αυτών, όσο και της μείωσης των δραματικά υψηλών επιπέδων της ανεργίας.

Απέναντι σε αυτές τις προκλήσεις, το σχέδιο της Ευρωπαϊκής Επιτροπής προτείνει κάποιες επιμέρους βελτιώσεις, χωρίς να αντιμετωπίζει τη ρίζα του προβλήματος. Σημείο αφετηρίας πρέπει να είναι ένα αληθινά ευρωπαϊκό σύστημα εγγύησης καταθέσεων ώστε να αποκατασταθεί η εμπιστοσύνη που έχει κλονιστεί με αποφάσεις οργάνων της ίδιας της Ένωσης, όπως το κούρεμα καταθέσεων στις κυπριακές τράπεζες. Είναι παράλογο να αντιμετωπίζονται οι καταθέτες ως επενδυτές και να απειλούνται με τα περιβόητα bail in.

  Seán Kelly (PPE). Madam President, I am actually very pleased with this development and I think there is great credit due to Commission Vice-President Katainen who has worked very hard since he took over his brief, and no doubt European businesses will experience the positive effect of that in due course.

My colleague Brian Hayes spoke about this very clearly a few moments ago and I think it must be seen in the context of what has been done over the last four or five years in Parliament here with the previous Commissioner Barnier. This is in some respects, if not the final part of the jigsaw, certainly one of the final parts, and it will benefit particularly SMEs and start-ups, which often find it difficult to get finance. We have been dependent on banks for too long, and obviously there is far more venture capital in the USA than here: that is something we need to address.

All those points are mentioned in this proposal and I think it is going to be well received and will have great benefits for our economy and help us, into the future, to grow jobs and have a better quality of life. So thanks to Commissioner and thanks to everybody.

  Doru-Claudian Frunzulică (S&D). Madam President, I am last but not least, I hope.

Even though free movement of capital was one of the principles on which the EU was built, its capital markets infrastructure is characterised by fragmentation, caused mainly by factors with their origin in national laws, such as insolvency, tax and security laws. As its purpose is to overcome these obstacles, I believe the Capital Markets Union (CMU) has real potential in terms of jobs, growth and financial resilience. Stronger capital markets will unlock more investment from the EU and the rest of the world, and better connect financing to investment projects across the Union.

I support the proposed innovative forms of business financing and the harmonisation of accounting standards for small and medium-sized enterprises. European small and medium-sized enterprises’ equal access to finance and thus to capital markets should be one of the leading principles of CMU. Although I welcome the initiatives of the CMU package, several of them could create additional risks for the economy by deregulating the financial sector if they undermine investor protection.

  Jyrki Katainen, Vice-President of the Commission. Madam President, honourable Members, let me first thank Members for this excellent debate. I must say that I was positively surprised by the widespread support that the Capital Markets Union (CMU) initiative has received from the various parts of this House. I also recognise and acknowledge that we have to look at the proposals very carefully in order not to create new risks which may destabilise the financial sector in Europe. But I am also quite confident that we have learned a lot from the previous financial crisis, not only here in Europe but also in the USA and elsewhere.

For instance, when it comes to securitisation, there were good points made to the effect that we have to be cautious. But I must say that we have been working very closely on this issue with the European Central Bank, with the European banking authorities and with the other central banks in Europe, so I am quite confident that we have managed to find a good balance between making it possible to take more risk while at the same time keeping a close eye on the stability side of things. So the basic idea of securitisation is, as many Members said, is to offer new sources of financing for SMEs and diversify the financial sector in Europe.

Banks will play a central role in the CMU in the future. They will remain the main source of funding for small firms and entrepreneurs needing working capital or low-level funding. We are also exploring the possibility for all Member States to authorise credit unions which operate outside the EU framework on capital requirements for banks, in order to alleviate the regulatory burden on small banks.

I would like to thank Kay Swinburne for her comment when she said that now we are dealing with the issues which are supposed to change the mind-set in Europe: let the people become the investor. In some of our Member States we have a political culture in which the capital market is seen as the exclusive domain of those who own a lot of capital. But there are other Member States in which the culture is more pragmatic, believing that the capital market is part of the market economy, and that we need a well-functioning capital market in order to finance the real economy with real private and public investment, and thus create new jobs. I was very happy to hear this pragmatic approach so strongly represented in this House today.

Ms Hübner raised the issue of impact assessment. This is another example of the very pragmatic approach we have. Looking back, we have created around 40 new regulations for the financial sector in the last few years. It is only human and understandable that there may be some unintended side-effects which do not serve anybody’s interest, and therefore it makes sense to collect evidence from the market and from different stakeholders and look to see if there is something which we did not intend when we created new regulations – and if that is the case, we have to change those things. This is not a general policy to deregulate, not at all, but we just want to make sure that our regulations function as we wanted them to function.

The SME side is very strong in our action plan. For instance, the proposals for a pan-European venture capital fund of funds and multi-country funds, and also our aim to revise the European Venture Capital Funds (EuVECA) and Social Entrepreneurship Funds (EuSEF) legislation are very important, because if you compare the average size of venture capital funds in Europe with those in the USA there is a big difference, and this is an unfortunate thing because it tells us directly that the venture capital market is not as well-functioning and developed in Europe as it is in the United States. The average size of a European venture capital fund is 60 million whereas the American peer is 280 million. This basically shows the difference and is the reason why – apart from what we are doing with the European Fund for Strategic Investment (EFSI), i.e. raising the amount of money which is channelled through the EIF to SMEs and start-ups – we want to look at this regulatory side in order to encourage venture capital funds to grow in Europe.

Focus will also be put on long-term infrastructure investment, and there one of the first proposals is to adjust Solvency II calibrations for insurance investment in infrastructure and long-term investment funds. This, again, can be one of the quick wins which will release a large amount of capital for productive, concrete infrastructure projects that are desperately needed in Europe.

Madam President, many colleagues mentioned something about the level of ambition. I would like to measure our joint level of ambition by how quickly we deliver. As I mentioned before, we managed to decide on the EFSI Regulation in only six months. Now we are dealing with the Solvency II framework proposal and the securitisation proposal, why should we spend more time with these proposals? I know that it does not depend only on this House but also on the political will of the European Council. So I hope that we can put these proposals as high up on our priority list as we put the EFSI a few months ago. Because these proposals create new opportunities, they create new markets, they will release a big amount of capital which already exists there in the market for productive investment. This is the cheapest way to stimulate the economy and that is why I hope that people like Mr Gualtieri, for example, who is Chair of the Committee on Economic and Monetary Affairs, will bring all their political weight to bear to deal with these important issues. I know that you understand the value of these proposals and I got the picture that many of our colleagues share our view.

I am rising under Rule 11(2) as interpreted in Annex XV of the Rules of Procedure, which is quite clear that the signs that are placed on desks are allowed, and indeed my colleague Mr Batten has a letter from Mr Schulz which confirms this.

Earlier, after Mr Hollande left the Chamber, one of the MEPs from across the other side came across here, took signs from the Five Star Movement and from my party, UKIP, took them off the desks and threw them angrily on the floor. I would just ask whether it would be possible for you to look at the video of that, and – even if I understand it may not be something that requires a sanction – at the very least that an apology be requested and that the rules be respected in the future.

  Mara Bizzotto (ENF), per iscritto. Nel 2008 il sistema finanziario mondiale è crollato come un fragile castello di carta, generando una crisi economica e sociale senza precedenti. I risparmiatori che avevano affidato il lavoro di una vita ai mercati finanziari si sono ritrovati per le mani solo carta straccia.

L'atroce scoperta che con la complicità dell'Europa e delle lobby finanziarie alcuni bilanci nazionali sono stati truccati ha confermato la totale mancanza di trasparenza dei mercati europei. La liquidità è scomparsa, la domanda crollata, le imprese, anche più solide, sono fallite mentre quelle miracolosamente sopravvissute hanno delocalizzato. Davanti a questo scenario cosa fa l'Europa? Adotta la ricetta tedesca, incolpando gli Stati membri e punendoli a colpi di austerità; difende e impone l'euro, rinunciando a risolvere la crisi in modo naturale attraverso la flessibilità dei cambi. Abolisce la sovranità fiscale imponendo il MES. Oggi, discute di una nuova liberalizzazione dei mercati finanziari per spostare i risparmi dei cittadini nelle tasche di quelle stesse lobby per cui il Commissario europeo Hill ha lavorato.

La crisi causata dall'espansione incontrollata della finanza e le cure a base di austerity hanno ridotto i nostri cittadini alla fame. Basta con questa Europa dove coloro che decidono non sono stati eletti e gli eletti non hanno voce in capitolo.

  Isabella De Monte (S&D), per iscritto. L'Unione dei mercati dei capitali rappresenta una positiva opportunità per l'intera Unione europea, e si tratta soprattutto di una sfida per il panorama economico e finanziario italiano. Si tratta di un progetto ambizioso, uno dei più importanti portati avanti sinora dal Commissario Hill.

Questo testo rappresenta un naturale complemento del piano europeo di investimenti presentato dalla Commissione; infatti entrambi cercano di rilanciare la crescita europea a partire da un migliore mercato degli investimenti per incentivare quelle imprese che maggiormente innovano e che hanno un ciclo produttivo virtuoso. Pertanto, questo testo si inserisce nel quadro di una maggiore integrazione finanziaria e allo stesso tempo tende a rafforzare la concorrenza nell'Unione. Si cerca di uniformare il mercato dei capitali, in modo che i paesi in cui oggi il sistema bancario risulta essere fortemente bloccato, possano beneficiare attraverso un modello più dinamico e capillare della ripresa. In questa dimensione, però, è importante ricordare che il lavoro compiuto sino ad oggi da parte dei legislatori in materia di maggiore tutela dei depositanti e di riduzione del rischio all'interno del mondo finanziario non deve essere ridimensionato.

La decisión de liberalizar todavía más los flujos financieros es otro ejemplo del retorno al "business as usual" de la Comisión tras la emergencia de la crisis económica. Y con ello, la UE siembra la semilla de una nueva recesión, al alimentar las burbujas y la especulación frente al desarrollo de la economía real. Si la bancarización de la economía europea es mayor que en la economía americana eso se debe, precisamente, a que la UE ha mantenido hasta el momento una cierta armonía entre el desarrollo de las finanzas y de su economía productiva -armonía que se rompe con la nueva propuesta. Es falaz afirmar que la escasez de crédito puede suplirse con la emergencia de nuevos fondos, pues éstos son sólo un vehículo para el ahorro pre-existente y no hacen sino aumentar la complejidad y opacidad de las transacciones financieras. Por el contrario, debe reformarse el sector bancario, fortaleciendo sus pilares público e industrial y evitando su concentración excesiva, a la vez que se aumentan el gasto público y los salarios para disminuir la volatilidad económica y sacar a Europa de la recesión.

  Alessia Maria Mosca (S&D), per iscritto. La recente crisi iniziata nel 2008 ha reso necessarie una serie di regolazioni più stringenti che tutelassero i cittadini e i risparmiatori. Tale crisi ha messo in luce, tuttavia, anche come la speciale conformazione del mercato del credito europeo soffra di un forte sbilanciamento a favore delle banche tradizionali, che erogano la maggior parte del credito in circolazione. Quando queste sono entrate in una crisi di liquidità, da una parte, e sono state soggette a una regolazione più stringente, dall'altra, a soffrirne è stata prima di tutto l'economia reale e, nello specifico, le piccole e medie imprese e i singoli cittadini.

Ora che la ripresa comincia a mostrare segni tangibili, la Commissione ha ritenuto necessario sostenerla con un maggiore flusso di liquidità nel sistema, il che significa prima di tutto diversificare le tipologie di credito, ridimensionando il ruolo delle banche, ma soprattutto abbattere i confini nazionali, dando luogo a un reale mercato unico dei capitali. Una decisione che non possiamo non accogliere con positività, nella misura in cui il tessuto produttivo, i giovani e le famiglie potranno davvero beneficiarne. Aspettiamo, tuttavia, rassicurazioni riguardo ad alcuni nodi fondamentali di questo progetto, prima di tutto il conseguente aumento del rischio di contagio.
