  Catherine Stihler (S&D), in writing. ‒ This report seeks to address the poor implementation of the European Citizens’ Initiative (ECI) and the associated logistical and practical problems. The ECI could be a great tool to get citizens more involved in the democratic process, yet it has hitherto fallen short of its promise. With only three citizens’ initiatives reaching the target for consideration by the Commission, it is clear that the ECI needs to be more user-friendly and many obstacles need to be eliminated before it can become a useful instrument.
