  James Nicholson, rapporteur. Mr President, let me make very clear what is at stake here today. Rejecting the delegate deal with the Council and Commission would risk extending the shelf life of an old regulation that is no longer fit for purpose and that is slow to respond to market needs and safety concerns.

Our agri-food sector is constantly changing, constantly adapting and improving. We must always be prepared for change. We need a legislative framework in place to keep up with the technological developments of the past 20 years. For example, with regard to nanotechnology and cell tissue cultures, the new innovations must have a proper legal framework securing food safety standards. A new, single and centralised procedure for the authorisation of novel foods and more robust data protection will provide applicants with greater legal certainty, reduce the administrative burden for SMEs and therefore encourage further innovation in the agri-food sector across Europe.

It will not compromise our safety standards, which are the highest in the world, and we are rightly proud of them. On the contrary, the enhanced role for the European Food Safety Authority and increased transparency in the process can only improve these standards.

The Novel Foods Regulation has had a long and arduous history. I want us to make a breakthrough today. During the negotiations on novel foods we have managed to come much further than Parliament had done in the past. I am pleased with the substantial progress that has been made on a number of issues, and I would like to thank the shadow rapporteurs, the Commission and all who worked on this to bring it thus far.

On nanomaterials, the definition has been moved to this regulation to reflect the safety concerns of this House, and it will be updated, by means of a delegated act, to reflect scientific progress: in other words, Parliament is being given a say on how the definition is updated. The wording on the test methods for nanomaterials has been strengthened, while taking into account environmental and consumer protection.

On the environment, this regulation should take into account a high level of protection and improvement in the quality of the environment. On animal welfare, the regulation has been strengthened in terms of animal-welfare measures, urging that testing on animals should be replaced, reduced or refined.

The transparency of the process has been significantly strengthened: by obliging the Commission to publish the summary of every application and through the fact that the list of rejected applications should be publicly available. Food consisting of, isolated from, or produced from cell or tissue cultures derived from animals, plants, micro-organisms, fungi or algae is now explicitly mentioned in the scope of the regulation. The precautionary principle is explicitly mentioned in the articles as a main factor for the Commission in deciding whether to propose to authorise a novel food. A provision has also been added to align time periods with regard to data protection under the Novel Foods and Health Claims Regulations, which will act as a stimulant to innovation.

The regulation also makes it easier for traditional food from one or more third countries to be placed on the internal market. This is particularly welcome for developing countries attempting to export their traditional products. Nevertheless, and quite rightly, any food imported from these third countries must meet our high quality standards.

Let me also comment on two other issues. Cloning no longer belongs in this proposal. After the collapse of 2011, the Commission rightly separated out the cloning issue to different files. If you disagree with the Commission proposals, then the right place to have the debate is in relation to those files. Insisting on tackling the cloning issue here benefits no one, whatever side of the debate you are on: clearly the Council will not move on novel foods unless it moves on other files. But if the Council moves on other files it is no longer necessary to do anything on novel foods.

Some did want novel food to be authorised by delegated acts, but there is a confusion here. If we are a Parliament representing the people of Europe, we have to act as a Parliament: it is up to us to set the legal framework, not to implement it. We are the legislature, not the executive branch of government. The concept of Parliament deciding on authorisations for companies seems to me a very strange one.

To sum up, I want the European food sector to continue to lead rather than follow. We need legislation that can keep pace with new technologies, otherwise I greatly fear that we will be left behind.

Mr President, first let me thank the rapporteur, James Nicholson, and the shadow rapporteurs, Pilar Ayuso, Pavel Poc, Marit Paulsen, Lynn Boylan, Bart Staes and Eleonora Evi, for the compromise text on novel foods we have in front of us today. I very much appreciate their hard work and commitment which has led to a good outcome.

The right balance has been reached in ensuring that only safe foods may be placed on the market, while allowing for innovation in the agri-food sector. The current regulation on novel foods dates back to 1997. Over the last 18 years, scientific innovation in the food sector has progressed, giving rise to the creation of new types of food products. In parallel, consumption patterns among citizens have also changed. The Commission considers it necessary to adopt and improve an up-to-date legislative framework on novel foods to ensure food safety and to protect human health, while also facilitating the functioning of the internal market. This approach will ensure that innovation in the food sector can lead to the placing on the market of new scientifically—assessed safe foods.

With a view to updating the current rules, the Commission proposes to streamline the authorisation procedure, through a centralised procedure at Commission level, by granting general authorisation and by ensuring a centralised safety assessment by the European Food Safety Authority. To improve efficiency, deadlines would be established for the evaluation and authorisation procedure, thus reducing the overall time spent on approvals.

To improve transparency, the Commission would also make available on its website a summary of applications, as well as a list of applications that did not result in authorisation. This is in line with a request from this House. The safety of novel foods remains the main criterion for authorisation. The European Food Safety Authority will be systematically consulted on all questions relating to the safety of novel foods. In conclusion, innovation will be facilitated without compromising on food safety.

Over the years, third countries have criticised our current rules, claiming that some foods that are traditional in their diets are considered to be novel foods in the European Union. This agreement will help us to simplify the authorisation procedure of so-called traditional foods from third countries with a history of safe use, and facilitate their placing on the market. At the same time, safety must not be compromised. To this end, if safety concerns are raised, we will ask the opinion of the European Food Safety Authority.

The proposed new regulation on novel foods would contribute to innovation and facilitate market access on the agri-food sector by bringing clarity to the authorisation procedure. It would allow support for true innovators through its data protection provisions. Applicants who are able to present safety studies based on their own protected data would benefit from an individual authorisation for five years.

Let me finish by again expressing my satisfaction regarding the compromise that Parliament and the Council have reached on this proposal, to which the Commission can offer its full support.

  Jude Kirton-Darling, rapporteur for the opinion of the Committee on International Trade. Mr President, the EU has a proud track record of protecting consumers’ rights and making sure that the food that ends up on our plates is safe to eat, while keeping pace with innovation.

In the Committee on International Trade (INTA) of the European Parliament, we safeguarded the precautionary principle when dealing with foodstuffs that are new to us, but have traditionally been consumed safely in other countries. We called for Parliament to retain the power to veto any decision to update the list of new foods authorised to access the EU market. Without these elements, we risk losing the careful balance that we hold dear in the EU between innovation and safety.

I urge colleagues from all political groups to pursue legislation that helps the EU to keep us and our food safe. We need a clear, transparent and secure framework for dealing with the new foodstuffs.

  Daciana Octavia Sârbu, Raportoare pentru aviz Comisia pentru agricultură și dezvoltare rurală. Domnule Președinte, în primul rând aș dori să îi felicit pe raportor și raportorii din umbră pentru eforturile depuse pentru ajungerea la un acord privind alimentele noi.

Salut simplificarea și îmbunătățirile aduse actualului text, prin autorizarea generică, scurtarea perioadei de autorizare cât și facilitarea adăugării la lista alimentelor noi a produselor considerate tradiționale în statele terțe. Dar, totodată, doresc să reiterez faptul că inovația în domeniul alimentar trebuie încurajată, însă nu în defavoarea siguranței și sănătății. De asemenea, mă bucur că acest dosar a fost tratat separat de cel privind clonarea, însă sper că, în același timp, Comisia și Consiliul vor găsi o cale pentru soluționarea cererilor Parlamentului privind reglementarea corespunzătoare a alimentelor provenite de la animale clonate. Nu-mi doresc ca acest acord privind alimentele noi să ducă la tergiversarea și chiar renunțarea la reglementarea specifică a alimentelor provenite din animale clonate.

  Pilar Ayuso, en nombre del Grupo PPE. Señor Presidente, lo primero es dar las gracias al señor Nicholson, a los ponentes alternativos y, también, a la Comisión y el Consejo, por el ejercicio de flexibilidad que hemos hecho todos para llegar a este acuerdo, después de muchas horas de trabajo.

Este Reglamento es necesario, como ha dicho el comisario, porque desde 1997 la tecnología alimentaria ha avanzado tanto que no podemos seguir, dieciocho años después, sin modificar una legislación anticuada. Ya abortamos desde este Parlamento, en 2011, un acuerdo. Y hoy todo el sector agroalimentario está pendiente de que seamos responsables y apoyemos este acuerdo, que es bueno y equilibrado. Hay que dejar muy claro que este no es un reglamento sobre clonación de animales ni sobre nanotecnología. Es una legislación que solo dicta normas para clasificar, evaluar científicamente y autorizar nuevos alimentos que cumplan estrictamente los requisitos de seguridad alimentaria. Precisamente por eso, va a ser la EFSA la encargada de evaluarlos científicamente, y todo con una transparencia absoluta.

Las enmiendas que se presentan —que, por cierto, están sacadas del acuerdo con algunos añadidos—, aparentemente solo pretenden boicotear un acuerdo que, repito, es muy bueno y equilibrado. En nombre de mi Grupo, y en el mío, por supuesto, pido a la Cámara que apoye lo acordado en los diálogos tripartitos, haciendo un gesto de responsabilidad y de apoyo a tantas pymes que están pendientes de nosotros.

  Pavel Poc, za skupinu S&D. Pane předsedo, já bych podepsal všechno, co řekl pan zpravodaj, kdybychom byli po hlasování ve Výboru pro životní prostředí. Zpravodaj i stínoví zpravodajové připravili návrh, který respektoval požadavky evropských spotřebitelů na bezpečnost potravin, řešil pochybnosti týkající se použití nanomateriálů v potravinách. Návrh, který respektoval právo spotřebitelů na informace o tom, co jedí, a proto definoval přechodné, přechodné opatření týkající se označování potravin pocházejících z klonovaných zvířat nebo jejich potomků. Takto jednoduché to prosím pěkně je, bezpečnost potravin a právo spotřebitelů na informace.

Reakce evropských spotřebitelských organizací jasně a jednoznačně říkají, že spotřebitelé obojí chtějí. A co se stalo potom? V průběhu trialogu se ztratil požadavek, aby nebyly povolovány potraviny vyrobené s použitím nanotechnologií, dokud nebudou k dispozici metody, které posoudí jejich bezpečnost, a ty metody k dispozici nejsou. A dokonce zmizel i práh pro obsah nanosložek navržených Evropskou agenturou pro bezpečnost potravin. Nevím, jestli chce Evropská komise tímto způsobem vždycky respektovat názory EFSA.

Ergo, kompromisní návrh nezaručuje bezpečnost nových potravin pro spotřebitele. V průběhu trialogu se ztratil taky návrh na označování potravin pocházejících z klonů nebo jejich potomků. Ergo, tento návrh pošlapává, podle mého názoru, právo spotřebitelů vědět, co vlastně jedí. Jistěže v žádném vyjednávání nikdo nemůže dosáhnout všeho. Jistěže je nutné dosahovat kompromisů mezi Evropskou radou, Komisí a Parlamentem, ale bezpečnost potravin a právo spotřebitelů na informace předmětem kompromisů být jednoduše nesmí. Jestliže Evropská komise a Rada chtějí dělat takové kompromisy, Evropský parlament by je dělat neměl, proto v rámci plenárního hlasování opět navrhujeme osm klíčových pozměňovacích návrhů, které řeší nedostatky kompromisu vzniklého v trialozích v oblasti použití nanomateriálů a informovanosti o původu potravin z klonovaných zvířat. Uvědomme si, prosím, že evropští spotřebitelé mají právo na bezpečné potraviny, mají právo na informace, a my jako Parlament jsme povinni jim umožnit toto právo realizovat.

  Bolesław G. Piecha, w imieniu grupy ECR. Panie Przewodniczący! Jest to drugie podejście Unii Europejskiej, Parlamentu Europejskiego do kwestii nowej żywności. Poprzednie skończyło się odrzuceniem wniosku w 2011 r. W tym wniosku, który jest niewątpliwie lepszy, tak potrzebne regulacje jednak wzbudziły kontrowersje w trzech aspektach. Po pierwsze – nanotechnologia i nanomateriały. Wydaje mi się, że w sprawozdaniu pana Nicholsona ten problem został rozwiązany poprzez odpowiednie definicje. Druga sprawa – podejście do żywności z klonów, a zwłaszcza potomstwa klonów zwierząt. Tu również udało się wypracować kompromis, bo ta kwestia będzie rozwiązywana w innym wniosku ustawodawczym. Wzywam Komisję, by ten wniosek jak najszybciej przedstawiła. I trzecia sprawa – kwestia aktów delegowanych czy wykonawczych. My, Europejscy Konserwatyści i Reformatorzy, opowiadamy się za aktami wykonawczymi.

Najważniejszą cechą jest bezpieczeństwo żywności i w tym wypadku powinna obowiązywać zasada ostrożności, ale i przejrzystości stosowania procedur, i wydaje się, że ten wniosek ustawodawczy te postulaty wprowadza w życie.

  Jasenko Selimovic, för ALDE-gruppen. Herr talman! Dagens omröstning är ett resultat av arbete och förhandlingar, som har krävt mycket tid och väldigt många möten. Jag vill därför tacka James Nicholson för hans stora insats i arbetet, särskilt med tanke på att frågan om nya livsmedel framkallar så mycket rädslor och känslor.

Under arbetets gång kunde vi höra vad man skulle drabbas av om vi accepterar ny mat. Vi skulle få i oss kilovis med kött från klonade djur, vi skulle få äta levande insekter, vi skulle förgiftas av nanomaterial osv. osv. Därför känns det ganska skönt att kunna konstatera det självklara, nämligen: nej, det kommer inte att hända. Om ni trycker på JA-knappen kommer väldigt få saker att hända, väldigt få obehagliga saker. Ni kommer inte att äta klonade djur, ni kommer inte att äta livsmedel som inte är godkända och testade och inte heller kommer er tunga att falla av om ni smakar på någon ny exotisk frukt.

Jag lovar er att solen kommer att gå upp även i morgon och att vi även i morgon kommer att ha folk där ute som tycker att politiker inte kan någonting om saken – det kan jag garantera. Det som kommer att ändras är att experter i morgon kommer att avgöra enhetligt över hela EU huruvida nya livsmedel är godkända och säkra. Det kommer att avgöras med hjälp av vetenskap och inte med hjälp av känslor. Vi kommer att få ett förutsägbart EU-system som minskar tiden och proceduren för godkännande.

En sak till: Några av oss kommer till och med att prova på en ny exotisk frukt, men det är alltså inte obligatoriskt, utan det kan man avstå från.

Jag skulle vilja avsluta med att tacka alla som kommer att trycka på JA-knappen. Tack för att ni bemästrar rädslan, tack för att ni behandlar ny mat på samma sätt som nya mediciner och tack för att ni visar att ni inte är rädda. Vi i ALDE-gruppen vill gärna se oss själva som sådana människor, och därför kommer vi att stödja förslaget.

  Lynn Boylan, on behalf of the GUE/NGL Group. Mr President, I would like to thank the rapporteur for his work, and it is regrettable that I will vote against the novel foods legislation. The report that came from the Environment, Public Health and Food Safety Committee was good, but while this legislation is an improvement on the Council’s position, it still fails to address key concerns with the legislating of novel foods.

It is imperative that the precautionary principle is front and centre in nanotechnology. We already know that these particles take on different characteristics to their bulk counterparts. There may well be benefits to the technology, but we cannot simply railroad through legislation without developing a fit-for-purpose safety risk assessment. We must have longitudinal studies on the impact of this technology on the environment and human health. I also find it worrying that if EFSA requires or requests more information from industry as part of an application and they fail to provide it, this does not warrant the automatic halting of the procedure.

We are sending out a signal to industry that withholding information is OK. Surely if industries are confident in their product they would make all information available. Furthermore, giving industry the responsibility of deciding whether a food is novel is also troubling. Who will police this, and with what resources? Consumer protection must always come first, and I do not believe that this legislation does that.

  Bart Staes, namens de Verts/ALE-Fractie. Dit is een moeilijk dossier, dat al lang op onze tafels ligt. Ik was erbij in de periode 2008-2011, toen het dossier op de klippen liep in de bemiddelingsprocedure. Ik dank de schaduwrapporteurs en de rapporteur voor de samenwerking, maar als groene groep zijn wij toch niet helemaal blij met wat voor ons op tafel ligt. We hebben samen met de S&D, de GUE en de leden van de 5-Sterrenbeweging een 25-tal amendementen ingediend die hoofdzakelijk rond twee thema's draaien.

Het eerste thema betreft voedseltoepassingen inzake nanotechnologie. Wij vinden dat dit soort voedseltoepassingen als nieuwe voedingsmiddelen bestempeld moeten worden. Wij willen strenge tests vooraleer dit soort voedsel op de markt komt. Wij hebben een definitie van technisch vervaardigd nanomateriaal nodig alsook goede testmethodes.

Het tweede thema betreft vlees van gekloonde dieren. In september hebben we de voorstellen van de Commissie hieromtrent van tafel geveegd. Er is nu een juridische leegte. Wij zouden willen dat de verordening betreffende nieuwe voedingsmiddelen die juridische leegte opvult zodanig dat we de consumenten een geïnformeerde keuze kunnen laten maken over de aankopen die ze doen, en kunnen voorkomen dat ze vlees van gekloonde dieren en hun afstammelingen kunnen kopen. Daarom hebben we deze amendementen ingediend. Ik vraag de leden ter rechterzijde van dit Parlement, de 25 amendementen van de vier fracties te ondersteunen.

  Eleonora Evi, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, nel testo finale gli elementi qualificanti che erano stati introdotti dalla commissione Ambiente sono purtroppo scomparsi, ed erano gli elementi per i quali noi, come Movimento 5 stelle, avevamo dato il nostro appoggio all'apertura del negoziato con il Consiglio. Abbiamo quindi ripresentato questi emendamenti, come è stato detto, e quindi chiaramente il nostro voto sarà in base all'esito finale della ripresentazione di questi emendamenti.

Abbiamo un fortissimo dubbio, una fortissima preoccupazione riguardante l'applicazione del principio di precauzione, che è già stato citato anche dai colleghi. In questo caso, vediamo che il principio di precauzione è stato ignorato per favorire, purtroppo, gli interessi commerciali delle grandi aziende dell'alimentare e del food. Ed è un esempio di cui purtroppo noi siamo consapevoli e che dimostra l'interpretazione che viene data a questo principio di precauzione, soprattutto per quanto riguarda i nanomateriali, per i quali l'EFTA ci dà una posizione. Quando dobbiamo seguire l'EFTA, la Commissione ci redarguisce sul caso degli OGM. In questo caso non abbiamo seguito quello che ci viene chiesto dall'EFTA e quindi l'incertezza purtroppo rimane.

  Joëlle Mélin, au nom du groupe ENF. Monsieur le Président, mes chers collègues, les projets qui nous sont soumis pour réglementer les nouveaux aliments sont diamétralement opposés. D'un côté, la position des élus, qui appellent à la prudence et à l'information du consommateur. Et de l'autre, celle du Conseil, qui semble avoir été phagocyté par l'appât du gain de certaines industries agroalimentaires et chimiques.

L'innovation technologique est un des moteurs des économies européennes. Elle doit désormais entamer une nouvelle révolution et s'accompagner de la sécurité des consommateurs. Les nanomatériaux peuvent évidemment être très utiles dans certaines industries, mais de trop lourds soupçons pèsent sur leur toxicité. Avec les nanomatériaux, nous risquons des scandales sanitaires considérables. Le French Paradox nous est envié dans le monde entier, cette alliance de la gastronomie et de la santé ne doit pas être attaquée par une course à la technologie. La sécurité des citoyens et la protection de l'environnement devraient guider toutes nos décisions.

Je propose donc d'interdire les nanoparticules dans l'alimentation ou, a minima, d'informer les consommateurs par un étiquetage adapté. De la même façon, tout ce qui concerne l'alimentation des enfants devrait faire l'objet d'une réglementation beaucoup plus stricte avec interdiction ferme des nanomatériaux.

  Diane Dodds (NI). Mr President, first let me congratulate the rapporteur in this report, my colleague Jim Nicholson. This was indeed a technically difficult and politically sensitive report and it is quite a challenge to get the balance right on this one. It is an important report, reflecting the need to find a resolution which informs and protects consumers across the EU. I believe that the compromise text goes some way to providing this, and I would encourage this House to look carefully at the text before voting later on the report.

In relation to cloning, I believe that this issue should be addressed outside the remit of the report and that ongoing discussions should be based on clear scientific evidence. Products should be clearly labelled and ensure that food safety is of paramount importance. It is also important that the text of this report is reviewed regularly to take into account scientific and technical developments within the industry. This will ensure that the regulation is fit for purpose and delivers for both consumers and processors.

  Giovanni La Via (PPE). Signora Presidente, onorevoli colleghi, da presidente della commissione Ambiente ho guidato la delegazione del Parlamento al trilogo. È stato un percorso lungo, complesso, che ha visto posizioni diverse anche all'interno della delegazione del Parlamento. Ed è ai colleghi del Parlamento che mi voglio rivolgere oggi, perché l'accordo che abbiamo raggiunto in sede di trilogo era probabilmente il miglior accordo possibile, e quando si negozia non si può essere sempre certi di portare nel testo finale quelle che sono le proprie rivendicazioni, quelle della propria parte politica, e le proprie volontà. Nel negoziato bisogna cedere qualche cosa, e lo abbiamo fatto in totale apertura, col confronto interno, e su ogni passaggio il gruppo parlamentare, i vari relatori e relatori ombra si sono confrontati sino ad arrivare all'approvazione di un testo che è quello che oggi viene chiamato al voto.

Io capisco che qualcuno voglia ritornare sulle proprie posizioni. Ognuno è libero di farlo, il percorso legislativo lo consente. Però di una cosa dobbiamo essere consapevoli: c'è bisogno di una nuova normativa sui nuovi alimenti, ed essendocene bisogno abbiamo la necessità di fare tutti gli sforzi per avere questa normativa. Oggi siamo vicini a un accordo e invito tutti i colleghi, tutti quelli che sono stati ai triloghi, ma anche tutti i colleghi che indirettamente hanno partecipato al processo, a votare questo accordo, così come è venuto. Non sarà il migliore, ma era il migliore ottenibile.

  Zbigniew Kuźmiuk (ECR). Pani Przewodnicząca! Zabierając głos w debacie dotyczącej nowej żywności chciałbym wyrazić zadowolenie, że procedura wprowadzania nowych przepisów prawnych w tym zakresie – rozpoczęta przez Komisję Europejską jeszcze w 2008 r. i kontynuowana w nowym wniosku z 2013 r. – powoli dobiega końca. Skoro z wniosku Komisji usunięto najbardziej kontrowersyjne kwestie, m.in. stosowanie nanomateriałów wykorzystywanych w żywności czy żywności uzyskiwanej ze zwierząt klonowanych, i przeniesiono je do innych norm prawnych, to pozostała do rozstrzygnięcia tylko sprawa udzielania zezwoleń na nową żywność. Grupa ECR opowiada się za rozwiązaniem, aby były one udzielane przez Komisję poprzez akty wykonawcze, a nie akty delegowane.

Na koniec chciałbym wyrazić nadzieję, że główną zasadą, jaką będzie kierowała się Komisja Europejska przy udzielaniu zezwoleń na nową żywność, będzie zasada ostrożności. Bowiem bezpieczeństwo konsumentów powinno być priorytetem dla wszystkich unijnych instytucji.

  Anja Hazekamp (GUE/NGL). Europa maakt een potje van het voedselbeleid. Dit 'novel food'-voorstel is er vooral op gericht de voedingsindustrie zo snel en zo eenvoudig mogelijk futuristisch voedsel op de Europese markt te laten brengen. Kloonvlees, nanovoedsel, insectenburgers, allemaal zaken waar grof geld mee kan worden verdiend. Zijdelings worden nog wel pogingen ondernomen om het welzijn van dieren, de voedselveiligheid en het milieu te beschermen, maar deze maatregelen zijn tegenstrijdig, ze zijn versnipperd en worden vaak ingehaald door de realiteit. Neem bijvoorbeeld kloonvlees. De meerderheid van de Europese burgers en het Europees Parlement is tegen het kloneren van dieren. Maar terwijl er nog aan een verbod gewerkt wordt, kan met dit 'novel food'-voorstel doodleuk worden begonnen met de toelating ervan.

Zonder duidelijke visie en zonder duidelijke prioriteiten krijg je geen consistent beleid. Dan kunnen het welzijn van dieren, het milieu en de voedselveiligheid niet worden gegarandeerd en dat zijn toch belangrijke Europese waarden. We laten de euro toch niet de enige Europese gedeelde waarde zijn? Voorts ben ik van mening dat de Europese landbouwsubsidies moeten worden afgeschaft.

  José Bové (Verts/ALE). Monsieur le Président, Monsieur le Commissaire, nous sommes confrontés, en Europe, à une situation invraisemblable. Plus de quatre-vingt produits contiennent des nanoparticules sans que les consommateurs ne le sachent. Aucune indication, à part le petit logo E 171. C'est tout. C'est un problème!

Dans le même temps, la plus grande entreprise américaine de donuts, Dunkin' Donuts, vient de retirer les nanoparticules de ses produits parce qu'il existe un risque pour la santé. Est-ce que l'Europe va continuer dans cette situation, alors que l'EFSA reconnaît elle-même qu'elle n'a pas aujourd'hui des moyens d'analyse assez élaborés pour étudier les conséquences réelles des nanoparticules, dont on sait déjà qu'elles traversent la paroi des cellules et qu'elles créent un certain nombre de problèmes, notamment chez les jeunes? Et donc, nous avons un véritable problème.

Ce que je vous demande aujourd'hui, c'est que face à ce risque de santé publique et à ce risque environnemental, la Commission ait le courage d'interdire l'utilisation des nanoparticules. Je ne voudrais pas que demain, nous ayons le scandale de l'amiante et que votre nom soit lié à ce scandale sanitaire.

Madam President, the people of Britain are tired of absurd EU laws and this EU regulation on novel foods is another perfect example of the Commission obstructing the free market system economy in Europe. It is no secret that this new EU regulation on novel foods is complex, expensive and time-consuming. It is a burden for the applicants and disadvantageous to the economies of Member States, and we believe that the extremely complex EU bureaucracy is interfering in decisions that should be made in our national parliament. Why should Britain support this authorisation procedure? This proposal, which authorises the Commission to decide on the entire authorisation procedure in addition to the removal of old food categories, will compromise consumers’ confidence while causing legal uncertainty for operators. In UKIP we give absolute priority to our citizens’ health and safety and believe that Member States alone should make the initial safety assessment.

  Annie Schreijer-Pierik (PPE). Vandaag spreken we over de verordening betreffende nieuwe voedingsmiddelen. In dat verband is het belangrijk de deur open te houden voor nieuwe technologische ontwikkelingen. Die gaan we hard nodig hebben als we de wereldbevolking willen blijven voeden, zeker in de toekomst. De Europese markt is de afgelopen jaren steeds meer een eenheid geworden en ik ben dan ook blij dat de nieuwe procedure de toelating van nieuwe middelen op de markt vergemakkelijkt. Het wordt hierdoor makkelijker om nieuwe voedingsmiddelen zoals nanotechnologische producten en insecten op de markt te brengen.

Hoe willen we onze bevolking op een duurzame manier voeden als we niet nadenken over nieuwe manieren en hoe we die kunnen bereiken? Ontwikkelingen in de techniek moeten uiteraard veilig zijn, maar we mogen niet op voorhand alles uitsluiten. We moeten de ontwikkelingen die ik ken vanuit Nederland, onder andere aan de Universiteit in Twente en Brabant, juist een kans geven en zich laten bewijzen. Door alleen maar angst te hebben komen we hier gewoon nergens. Als mensen zich door angst laten leiden, nemen ze de verkeerde beslissingen. De discussie moet gebaseerd zijn op feiten en niet op emoties en daarvoor hebben we gezond verstand nodig. Ik nodig de critici graag naar Nederland uit om ter plekke te komen kijken wat de stand van zaken op het gebied van nanotechnologie is.

  Nicola Caputo (S&D). Signora Presidente, onorevoli colleghi, l'attuale regolamento sui novel food è macchinoso e rende l'approvazione e la commercializzazione di nuovi prodotti alimentari troppo lenta: basti pensare che negli ultimi tredici anni sono state concesse solo 50 autorizzazioni.

Il settore agroalimentare, invece, è un settore in continua evoluzione, che necessita di un quadro normativo aggiornato per tenere il passo con gli sviluppi tecnologici degli ultimi vent'anni, per esempio per quanto riguarda la nanotecnologia. Il testo che ci apprestiamo a votare oggi è un passo in avanti importante in questo senso, che dovrebbe favorire l'innovazione dell'industria alimentare attraverso un vero e proprio sistema di tutela dei dati ed allo stesso tempo portare alla riduzione dell'onere amministrativo ed alla semplificazione delle procedure.

Tuttavia nel semplificare le attuali procedure di autorizzazione dei novel food occorre anche garantire un elevato livello di tutela della salute umana e degli interessi dei consumatori mediante una sistematica valutazione dei rischi centralizzata ed effettuata dall'EFTA ed un'applicazione rigida del principio di precauzione. Servono quindi requisiti specifici supplementari in materia di etichettatura per salvaguardare i consumatori.

Gospođo predsjedavajuća, najprije se želim zahvaliti izvjestitelju i svima onima koji su sudjelovali u trijalogu, Vijeću, Komisiji i Odboru za zaštitu okoliša i sigurnost hrane. U svakom slučaju, nakon 18 godina bila su potrebna nova pravila i to je svakome jasno. Tehnologija je napredovala. Danas jednostavno moramo uvesti nova pravila.

Naravno da ima nekih dvojbi, međutim dvojbe nećemo nikad otkloniti, ali zato smo uključili znanost. I zato se zalažem da Agencija za sigurnost hrane bude maksimalno uključena. Po meni je puno bolje da je centralizirana za dobivanje autorizacije iz razloga što bi svaka zemlja vjerojatno imala svoja pravila. Cijelo vrijeme težimo da 28 zakonodavstava nekako ujedinimo, da imamo ista pravila i da imamo zajedničko tržište i ja se zalažem da ovu prvu točku. Također, pojednostavljenje dobivanja evaluacije, ali isto tako i ubrzanje. Spominje se jedan mjesec od trenutka kad se preda zahtjev za autorizaciju i smatram da je to dobar prijedlog.

Isto tako, definicija nanomaterijala unesena je u ovaj prijedlog, ali isto tako podložna je dodatnim amandmanima. Kako bude znanost napredovala, tako treba dodatno obrazlagati o čemu se radi. Ja jednostavno, i obzirom da sam članica ENVI Odbora gdje smo jednoglasno podržali ovaj prijedlog, želim podržati ovaj prijedlog u nadi da ćemo i tradicionalnim tržištima, odnosno tradicionalnim proizvodima omogućiti da dođu na naše europsko tržište.

  Christel Schaldemose (S&D). Fru Formand! Larver, insekter, svampe og alger. Det er alt sammen noget, vi i fremtiden skal spise meget mere af i Europa af hensyn til Jordens ressourcer. Nye fødevarer bliver de kaldt. Forbrugerne har krav på, at fødevarer, der sælges på EU's indre marked, er sikre og mærket tydeligt, også selvom de er nye. Det er alt sammen tanken bag det nye forslag, vi stemmer om i dag. Vi stemmer også om en forenklet godkendelsesprocedure, så for eksempel insekter kan blive godkendt som ny kilde til protein. Alt sammen rigtig godt. Problemet er, at vi også opererer med nye teknologier i forhold til vores fødevarer. Her er vi desværre ikke nået helt i mål. Reglerne for for eksempel nanoteknologi bliver ikke i tilstrækkelig høj grad taget ordentlig med i denne lovgivning. Det er lidt ærgerligt, vi ikke gør arbejdet helt færdig, når vi nu er i gang. Fødevaresikkerhed har førsteprioritet for os socialdemokrater.

  Elisabeth Köstinger (PPE). Frau Präsidentin, geschätzter Kommissar! Lebensmittelsicherheit hat oberste Priorität. Wenn neuartige Lebensmittel auf den Markt kommen, müssen wir wirklich zu 100 % sicher sein können, dass sie keinesfalls ein Risiko darstellen. Mit strengeren Kriterien und umfassenden Sicherheitsprüfungen schaffen wir hierbei ein hohes Maß an Schutz für Konsumentinnen und Konsumenten. Ein nationaler Flickenteppich – das möchte ich wirklich auch noch einmal herausstreichen – bei Zulassungen hat auch zukünftig keinen Sinn, weil wir in einem Binnenmarkt leben und hier für Österreicher eben auch der gleiche Schutz gelten muss wie für Bürgerinnen und Bürger in Bulgarien und den anderen Ländern der Europäischen Union.

Gleichzeitig brauchen wir aber auch Rechtssicherheit, vor allem für innovative heimische Betriebe. Besonders wichtig ist die Regelung für den Bereich der Prozessinnovationen. Wenn es darum geht, Energie einzusparen und Umweltschutzziele zu erreichen, oder wenn es um effizienten und sorgsamen Umgang mit unseren Rohstoffen geht, dann gilt es eben auch, die gesamten Prozesse weiterzudenken. Innovationen in der Lebensmittelproduktion werden zukünftig auch helfen, die Lebensmittelversorgung sicherzustellen. Wir müssen das eben auch immer im Kontext der wachsenden Weltbevölkerung sehen.

  Biljana Borzan (S&D). Gospođo predsjedavajuća, regulativa o novoj hrani je važan zakon kojim bi se trebalo urediti proces odobrenja i kontrole nove hrane na tržištu Europske unije. Njome bi se trebala podići razina sigurnosti potrošača i urediti funkcioniranje unutarnjeg tržišta. Ukratko, ako naši građani žele jesti skakavce ili egzotične bobice, ti proizvodi moraju biti zdravstveno ispravni i sigurni, ali i odobreni po ujednačenoj proceduri.

Može se reći da su ti ciljevi ispunjeni, no u konačni dokument nisu ušli propisi o mesu kloniranih životinja i definicije nano-hrane kojima bi se zatvorile potencijalne pravne rupe. To se još može ispraviti poslijepodne na glasanju, no ostaje vidjeti kako će se postaviti većina u Parlamentu. Imamo priliku donijeti dobar zakon koji će ići na korist našim građanima i poduzetnicima, i zato bi bilo šteta propustiti ovu priliku.

  Krzysztof Hetman (PPE). Pani Przewodnicząca! Na wstępie chciałbym zaznaczyć, iż z satysfakcją przyjąłem wznowienie debaty nad nową żywnością. Innowacyjność na rynku spożywczym może być źródłem wzrostu i nowych miejsc pracy. Cele te doskonale wpisują się w założenia strategii „Europa 2020”. Należy jednak przy tym pamiętać, iż działania w tym zakresie niosą za sobą nie tylko szanse, ale i wyzwania.

Jestem zdania, że szczególnie istotne jest usprawnienie procedury wydawania zezwoleń na wprowadzenie na rynek nowej żywności oraz zapewnienie spójności tych przepisów z pozostałymi obszarami unijnej polityki. Warto podkreślić także znaczenie rzetelnych informacji dostarczanych przez państwa członkowskie oraz podmioty działające na rynku spożywczym. Pamiętajmy, że stawką w tej grze jest zdrowie konsumentów. Należy zatem dołożyć wszelkich starań, aby żywność, którą wprowadzamy na rynek, była całkowicie bezpieczna i spełniała kryteria określone w unijnych regulacjach.

  Clara Eugenia Aguilera García (S&D). Señora Presidenta, quería, en primer lugar, felicitar al señor Nicholson, el ponente, y a los ponentes alternativos por un gran trabajo realizado. La legislación actual es del año 1997, como se ha mencionado, casi diecinueve años. Sin duda se han producido cambios tecnológicos que hay que tener en cuenta y adaptar, por tanto, nuestra normativa para reforzar a nuestros sectores alimentarios. Rechazar, Señorías, este acuerdo pone en peligro el establecimiento de un marco jurídico adecuado para nuestros sectores agrarios en Europa.

Es un Reglamento este, como ya han dicho anteriormente otros colegas, muy demandado. Hoy estamos aquí en la etapa final, tras un comienzo muy controvertido en el año 2011, y hasta ahora; y quiero mostrar mi apoyo explícito a estos compromisos recogidos en el acuerdo. Confío en los sistemas de garantía europeos y creo que no se debe poner en riesgo la aprobación de este más que razonable acuerdo.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, όπως υποστήριξα και στην προηγούμενη συζήτηση, είμαι κάθετα αντίθετος στην οποιαδήποτε χρήση γενετικά μεταλλαγμένων οργανισμών. Για τον λόγο αυτό υποστηρίζω την πλήρη απαγόρευση των γενετικά μεταλλαγμένων τροφίμων, των κλωνοποιημένων ζώων, των μεταλλαγμένων ζωοτροφών αλλά και των πρωτεϊνών από γενετικά τροποποιημένες πηγές. Στηρίζω λοιπόν την ετικετοποίηση παντού, προκειμένου οι καταναλωτές να έχουν γνώση του τι τρώνε. Αυτές οι αρχές ισχύουν και για τα νέα τρόφιμα, που δεν μπορούν να αποτελέσουν την Κερκόπορτα για να μπουν στη ζωή μας τα μεταλλαγμένα. Η αρχή της προφύλαξης πρέπει να εφαρμόζεται αυστηρά και για τα νέα τρόφιμα και για τα νανοϋλικά και για τα νανοσωματίδια και τα έντομα.

Πρέπει επίσης να σταθούμε αντίθετοι προς την TTIP, γιατί ανοίγει τον δρόμο στα μεταλλαγμένα, καθώς οι Ηνωμένες Πολιτείες δεν έχουν υπογράψει τις σημαντικότερες διεθνείς συμβάσεις για την απαγόρευση των μεταλλαγμένων. Eπομένως, ναι στην επιστημονική καινοτομία, στα νέα τρόφιμα, υπό τον όρο της διασφάλισης της υγείας των καταναλωτών καθώς και της πλήρους απαγόρευσης των μεταλλαγμένων. Και αυτά δεν τα εγγυάται ο παρών κανονισμός.

Gospođo predsjednice, ključno pitanje ove rasprave nije da li će netko uživati u insektima, u algama, da li će jesti proizvode proizvedene nanotehnologijom, nego da li će ti proizvodi biti sigurni i drugo, još važnije, da li će potrošači znati što jedu? Ja osobno nisam za to da jedemo meso od kloniranih životinja. Vrlo sam skeptičan prema GMO hrani i svemu onome što ima veze s GMO-om i kloniranjem životinja, ali nisam protiv istraživanja, kao što ni u ovom slučaju nisam protiv istraživanja, ali jesam za to, i to mora biti naša obveza, da mi potrošačima kažemo na što će naići kad kupe neki proizvod. Koji je to proizvod? Što taj proizvod ima u sebi? Što sadrži proizvod i koje reakcije mogu biti za organizam kada se koristi takav proizvod? Tu je ključ ove rasprave.

  Davor Škrlec (Verts/ALE). Gospođo predsjednice, slažem se kako je ključno modernizirati postojeću uredbu o novoj hrani na način da oslikava tehnološke i znanstvene napretke s ciljem adekvatnije zaštite zdravlja građana. No ovaj prijedlog uredbe sadrži nekoliko pozitivnih promjena među kojima bih posebno istaknuo centralizirani postupak autorizacije kojim će se smanjiti administrativna opterećenja i nepotrebni dodatni troškovi.

Međutim, kako je primarni cilj revidiranja ove Uredbe jamčenje sigurnosti hrane, zbog načela predostrožnosti ne mogu podržati njezino donošenje. Uključivanje hrane koja se sastoji od proizvedenih nanomaterijala je neprihvatljivo jer trenutna saznanja o istima ne dozvoljavaju procijeniti rizik za ljudsko zdravlje te ne postoji jasna definicija na europskoj razini.

Zaključno, kako bismo očuvali zdravlje građana Europske unije, trebamo snažnije podržavati tradicionalnu proizvodnju hrane, ali na održiv način, a ne svjesno dozvoljavati konzumiranje proizvoda upitne kvalitete s rizikom za potrošače.

  Tibor Szanyi (S&D). Honfitársamnak is igazán nagyon szépen köszönöm a lehetőséget. Elnök Asszony! Ennek a vitának az összegzése azt hiszem, hogy nagyjából az, hogy a Parlament szeretné támogatni ezt az egész kezdeményezést, bár én azért úgy érzem, hogy nagyon sokunkban rengeteg fenntartás van. Ezek közül szeretnék néhányat említeni.

Európa gazdag. Európa nagyon sok erőforrást áldoz kutatásra, fejlesztésre, keresi a jövőt. Ezzel együtt ne felejtsük el, hogy ha a hagyományos élelmiszerek szintjén gondolkodunk, Európának 1/5-e ugyanakkor éhezik. Én nem vagyok abban biztos, hogy akár a Parlamentnek, akár más európai intézményeknek ennyi energiát kell fordítaniuk olyan ügyekre, amelyek valójában csak egy nagyon szűk rétegnek az érdekeit szolgálják Európa-szerte. Én azt gondolom, hogy legalább ennyit érdemes lenne foglalkozni azokkal az éhezőkkel, nem utolsó sorban gyermekekkel, akik Európának talán inkább a keleti felén vannak.

  Vytenis Povilas Andriukaitis, Member of the Commission. Madam President, you have heard my explanations setting out the Commission’s views on this proposed new regulation on novel food. I have also listened to the views of this House with great interest. I was a little bit surprised to hear comments from some Members on the issues of cloning. I think that two issues are now clearly distinct. The Commission has proposed separate legislation on the specific issue of cloning and Members commented on it last September. This legislation is only about novel foods and does not affect cloning at all. The right of information for consumers, as was mentioned, already exists in the Regulation on food information to consumers. The new nanotechnology definition will be based on science. There will be an obligation to label the presence of nanotechnologies. Therefore, only safe nanotechnologies will be allowed. The EFSA opinion will be labelled in all cases.

It is important to reach an agreement on these new rules in order to contribute to innovation in the agri-food sector without compromising on food safety. I believe that the text in front of us fully achieves these goals and I therefore fully support it.

  James Nicholson, rapporteur. Madam President, can I add my thanks to all those who took part in this debate. It has been very useful and I would again like to thank all the shadow rapporteurs. This was a particularly delicate file to try to move forward and it was not easy at times. We had tremendous difficulties and it was tough, but during that tough time we acted in a very professional way and I pay tribute to them. Can I also pay a special tribute to Mr La Via, the Chair of the Committee, for his sterling work and his role in finding a way forward.

It is time to move forward. We simply cannot risk extending the shelf life of an existing out-of-date regulation, so it is time, in my opinion, to move forward. I know there are many concerns about cloning but that is the responsibility of others; that is the responsibility of another file. Quite clearly, on nanomaterials, the definition has been moved to reflect safety concerns of Parliament and will be updated to reflect a scientific process through a delegated act. That is the reality.

Can I say that I appreciate the concern on labelling but in the regulation, in the relevant article, it is clear. The words used are that it should be ‘appropriately labelled for the final consumer’. What more safety do we want in labelling for the final consumer?

So I think we have brought forward a good report with tremendous difficulty, highly technical, something that Europe needs and requires. To those who say it is over-regulation, I am afraid on this occasion this is good regulation that will allow the industry, the small industry, to move forward. I would say to UKIP, as a parting stance, that as the small and medium-sized enterprises in the UK need this probably more than any other part of Europe, I hope they may change their mind or whatever they may want to do.

  Laurenţiu Rebega (ENF), în scris. Consider că este absolut necesară o legislație transparentă și clară în ceea ce privește alimentele noi. Libera circulație a unor produse alimentare noi care sunt sigure din punct de vedere al sănătății consumatorilor reprezintă un aspect esențial al progresului pieței europene. Nu sunt împotriva alimentelor noi care au capacitatea de a asigura un nivel ridicat de protecție a sănătății populației, mai ales în rândul copiilor, dar țin să precizez necesitatea punerii în aplicare a unei legislații UE referitoare la aceste alimentele care trebuie, în opinia mea, să respecte reguli mai stricte decât alimentele clasice sau tradiționale. Consider binevenită legislația UE în ceea ce privește alimentele noi sau alimentele produse prin utilizarea de noi tehnologii și procese de producție. UE are obligația morală și juridică de a stabili reguli clare de informare prin care producătorii alimentelor să informeze cât mai temeinic consumatorii cu privire la tehnologiile folosite și proveniența materiilor prime folosite pentru obținerea acestor alimente noi.

Pono Nicholsono ataskaita iškelia svarbų klausimą dėl teisinio reguliavimo taip vadinamojo naujo maisto – maisto ir kitų produktų, kurie pirmą kartą pateikiami rinkai. Europos Tarybos reglamento peržiūra šiuo atveju yra ypač protingas žingsnis ir be abejonių būtinas aukšto sveikatos apsaugos ir vartotojų interesų lygio išlaikymui. Pastarųjų metų mokslinis – technologinis progresas parodė, kad dabartinės maisto ingredientų sąvokos yra pasenusios. Būtent todėl svarbu, kad naujos nuostatos visų pirma atsižvelgtų į produktų saugumo aspektus, kad įvedant juos į rinką jokios naujos maisto priemonės neturėtų kenksmingo poveikio vartotojui. Reiktų taip pat nepamiršti informacijos, ar maisto molekulinė struktūra yra ar nėra kokiu nors būdu modifikuota. Tokiu būdu išvengsime neaiškumų dėl GMO produktų, kurie mano įsitikinimu privalo būti eliminuoti iš Europos maisto rinkos. Jokiu atveju nauji įstatymai ir naujos sąvokos negali tapti priemonėmis, skirtomis jų legalizavimui. Dar vienas dalykas, apie kurį turime atsiminti – nauji įstatymai negali būti įvesti be išankstinių konsultacijų su vietiniais gamintojais, ekspertais ir kitais šioje srityje veikiančiais subjektais, kad galima būtų išvengti veiksmų, kurie kokiu nors būdu pakenktų Europos ūkininkų intersams, nes esame ypač įsipareigoję juos apsaugoti.
