  Julie Girling, rapporteur. Madam President, Europe needs to take action to clean up its air. That is the key message of the review of the NEC Directive that will be voting on in a couple of hours. We need to set ambitious targets on key pollutants taking us forward to 2030 and beyond.

The reason why is obvious, but let me spell it out: air pollution is the number one environmental cause of death in the EU. Over 400 000 of our citizens die prematurely each year and millions more suffer debilitating illness, medication and hospitalisation. This has an enormous human and economic cost: tens of billions of euros in days lost at work, and even more spent on health care bills. Air pollution also hits the natural environment through eutrophication and acid deposition.

So, in December 2013, the Commission published its clean air package, which includes the NEC Directive. The central plank of the proposal is the setting of emissions reductions targets in all Member States for 2030, for six pollutants. This proposal was accompanied by a 352-page impact assessment. This file has had a difficult passage through the process. Parliament agreed to commission an additional impact assessment of our own, which was finally published in October 2014, after the European elections. At the same time, the Commission’s Work Programme suggested that they were considering withdrawing the whole proposal, and a lot of time and effort went into ensuring that this did not happen. I still feel strongly, as your rapporteur, that this is a key issue that is best tackled at EU level. Air pollution does not stop at Member State borders. I passionately believe that better regulation and good air quality are not mutually exclusive, and this is why I fought so hard to keep this proposal alive. This is a very important point for me because, having invested so much time and political capital into making sure the proposal stayed on the table, it really is imperative that we vote responsibly today, finding a consensus that garners broad support on all the key issues. That means not supporting the Environment Committee’s position on lower ceilings across all pollutants, and supporting amendments on ammonia. There will be very many people here who will say that this is not ambitious enough, that we need to push further, but I would like them to take another look at the facts.

The proposal I am supporting delivers a 52% improvement in health outcomes. It rejects the Commission’s proposed flexibility for shipping, has added mandatory targets for 2025 on all pollutants, offers vastly improved access to justice for citizens affected by poor air quality, as well as improvements on national air pollution control programs and reporting. This will help all levels of government in Member States, including the regional and sub-regional authorities that have engaged so vigorously in the lobbying process.

Frankly, this is the first time that I have ever experienced this so starkly with regional authorities: a real bottom-up demand for action. My report pushes the Commission to ensure that the RDE legislation is agreed as soon as possible. We all agree that NOx must be dealt with urgently. The public are demanding action in this area following the recent revelations from the car industry.

What about agriculture? Across Europe farmers are concerned about demands to decrease output of ammonia. If they are going to achieve this, they will need help, both technically and financially. That is why I have proposed an amendment asking for a review of ammonia targets by 2022 in line with scientific evidence and a new article on access to funding, calling on the Commission to support farmers through its mid-term review of CAP greening. So, to those of you who are thinking of voting for even tougher targets, let me just say: think very carefully. We do not currently have a position from Council on this file. We do know that many Member States, including some of the biggest, have not yet presented their positions. They are waiting for this plenary vote to see where Parliament will go, so let us not signal intransigence. Let us not choose political grandstanding. Let us not play to the gallery. The EP should be ambitious, but also pragmatic. Let us strike the right balance and get this dossier moving quickly towards trialogue.

I do not want to be responsible for any more delay – let us give our citizens a rapid route to improved air quality. It is what they demand, and it is what they deserve.

Finally, can I just say a big thank you to all the shadow rapporteurs, thank you for your help, and a special mention for Kateřina Konečná from the GUE/NGL Group who cannot be with us today as she delivered her baby boy a few days ago. I am sure we all wish to send her our congratulations.

  Karmenu Vella, Member of the Commission. Madam President, even though air pollution in the European Union has significantly decreased over the recent decades, we still have a very long way to go. As Julie Girling has already pointed out, more than 400 000 people die prematurely every year because of poor air quality, not to mention the increasing number of chronic respiratory diseases.

The severe air pollution episodes in north-west Europe in the spring once again demonstrated that pure air is as much an environmental as a health concern. We breathe polluted air even if we cannot often see or smell it. The situation is unacceptable. However, it is avoidable. This is why I am so keen for us to make progress in the negotiations on the Directive on the reduction of national emissions of certain atmospheric pollutants.

This proposal is a key part of the Commission’s clean air policy package and an important deliverable for the 7th Environment Action Programme. Every month that passes we are delaying the implementation of policies that could save lives, that could reduce respiratory problems and that could reduce the cost of health care and absenteeism from work. That is why I very much hope that we – meaning Parliament, the Council and the Commission – can come to a viable agreement during a possible first reading.

I will take this opportunity to thank and congratulate the rapporteur, Julie Girling, and her colleagues from the Environment Committee for their commitment and for their hard work on the proposal. I would also like to acknowledge the opinions of the Committee on Industry, Research and Energy and Committee on Agriculture and Rural Development.

To maintain their chances of first reading agreement, it will be very important that the positions of the co-legislators do not diverge too much. The Commission proposal is a well-balanced package and represents a major reduction in health impacts of 52% by the year 2030. These figures are supported by a solid and a substantial impact assessment, by scientific evidence and by cost-benefit analysis. To give the best prospects of early resolution I would ask Parliament, as I have already asked the Council in June, to support the level of ambition in the Commission’s proposal. To achieve this, efforts are needed from all sectors.

The cost of current legislation falls almost entirely on industry, transport and households. Only 2% of these large costs fall on agriculture. To move forward, sectors that have so far contributed little will need to do more. Agricultural emissions make the largest relative contribution to PM2.5 in Europe through ammonia emissions. For instance, the major air pollution problem in Paris in the spring of 2014 was predominantly caused by agricultural pollution.

It is important to counter some claims being made on the impact of agriculture. There is no need to change to structure of the agriculture sector. No action is needed from small farms, and there is no need to push for intensification or to reduce animal numbers. We focus on applying good practice and existing technology in large industrial farms, while providing support for implementation under the rural development programme.

With regards to methane, where some Members have concerns, this is increasingly driving background concentration of ground-level ozone in the EU, and has a strong climate impact. The proposed reductions will help us argue for similar reductions across the hemisphere.

To conclude, the Commission proposal represents a balanced and a cost-effective distribution of effort. The implementation costs are far outweighed by the benefits to society, including reduced healthcare costs, increased productivity and opportunities for new jobs in a developing green economy. Together we can deliver a major improvement to the health of the European Union citizen. So I would like to invite Members to support the proposal before them.

Naszym celem są: czyste, wolne od trucizn powietrze, innowacje ekologiczne, ochrona kapitału naturalnego, nowe, proekologiczne technologie. Rozszerzanie ograniczeń o nietrujące gazy cieplarniane to nieporozumienie. Limitowanie emisji metanu zakłóci funkcjonowanie sektora rolnego. Ograniczenia winny dotyczyć jedynie trujących emisji, np. amoniaku, ale wyłącznie na terenach o zwartej zabudowie. Trucizny emitowane do atmosfery działają lokalnie i ich uśrednianie przez włączanie terytoriów zamorskich, tj. tzw. elastyczność w naliczaniu, to ewidentny przekręt.

Istotne jest aktualizowanie limitów emisji tlenków azotu na rynku używanych samochodów z silnikiem Diesla, zwłaszcza w krajach Europy Środkowo-Wschodniej.

W projekcie pominięto emisje niezwykle zatruwające lokalną atmosferę, tj. „niską emisję”, a także groźne dla zdrowia nanocząsteczki. Pominięto także taką gazową truciznę jak siarkowodór.

  Jan Huitema, Rapporteur voor advies van de Commissie landbouw en plattelandsontwikkeling. De Europese luchtkwaliteit wordt beïnvloed door de methaanemissies in derde landen. Daarom heeft de Europese Commissie ervoor gekozen methaan op te nemen in de NEC- richtlijn om te laten zien aan de rest van de wereld dat de EU een duidelijke methaandoelstelling heeft.

Toch ben ik van mening dat dit niet het juiste instrument is. Voor mij zijn de volgende argumenten reden genoeg om methaan uit het voorstel te stemmen. Nummer één: methaan is vooral een broeikasgas en wordt dus al gereguleerd via de klimaatdoelstellingen. Twee: de uitstoot van methaan is in Europa al met bijna een derde gereduceerd. Drie: via het voer kunnen we de uitstoot van methaan door herkauwers zoals koeien en schapen terugbrengen, maar de enige manier om methaan daadwerkelijk af te vangen is door dieren weer op stal te zetten en dat terwijl juist de maatschappij vraagt om de dieren buiten te laten. Vier: met name biologisch gehouden dieren stoten meer methaan uit omdat zij een ander rantsoen krijgen. Vijf: juist de landbouw kan een heel belangrijke rol vervullen in het terugdringen van broeikasgassen, ondanks de uitstoot van methaan. Via organische stof zorgt de landbouw er namelijk voor dat CO2 in de bodem wordt opgenomen. Dus we bereiken juist wat we willen als we de agrarische ondernemers de ruimte en flexibiliteit geven om de realistische doelstelling te halen.

  Jens Gieseke, im Namen der PPE-Fraktion. Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Als Schattenberichterstatter der EVP-Fraktion möchte ich mich herzlich bei der Berichterstatterin Julie Girling und allen Schattenberichterstattern für die gute Zusammenarbeit bedanken.

Ich denke, bei der grundsätzlichen Zielsetzung sind wir uns einig: Wir müssen die Luftqualität in Europa verbessern, um die Gesundheit unserer Bürger zu schützen. In den schwierigen, teilweise sehr technischen Verhandlungen konnten wir eine ganze Reihe Kompromisse finden, die von fast allen Fraktionen unterstützt werden. Es gibt aber einige wesentliche Punkte, bei denen aus EVP-Sicht Verbesserungsbedarf besteht. Die aus der Abstimmung im Umweltausschuss resultierende Verschärfung der ohnehin schon ambitionierten Reduktionsziele ist nicht akzeptabel.

Die Stellungnahmen des Agrarausschusses und des Industrieausschusses sind nicht ausreichend berücksichtigt worden. Beide Ausschüsse fordern die Herausnahme von Methan aus dem Anwendungsbereich der Richtlinie, da Methan auch über die Klimapolitik geregelt werden sollte. Das hat der Kollege Huitema gerade zutreffend dargestellt.

Die sehr ambitionierten Reduktionsziele für Ammoniak sind weiterhin nicht akzeptabel und werden zu erheblichen Nachteilen für die europäische Landwirtschaft führen. Wir fordern daher, dass die Kommission dies überprüft und erreichbare angemessene Ziele für einen ausgewogenen Ansatz zwischen besserer Luftqualität und dem Erhalt der Wettbewerbsfähigkeit unserer Landwirtschaft fordert.

Nicht, dass wir von einigen Kollegen missverstanden werden: Die EVP ist nicht prinzipiell gegen die Aufnahme von Quecksilber in den Geltungsbereich der Richtlinie. Aber unsere Politik sollte auf einer soliden Folgenabschätzung beruhen, und diese fordern wir auch für die Aufnahme von Quecksilber.

Ziele müssen realistisch und erreichbar sein. In diesem Sinne hoffe ich, dass wir einen ausgewogen Ansatz finden und dann zügig die Verhandlungen mit dem Rat aufnehmen können.

  Peter Jahr (PPE), Frage nach dem Verfahren der „blauen Karte“. Herr Kollege Gieseke! Ich habe noch eine Nachfrage zur Methanreduzierung. Viele Zuschriften aus dem Berufsstand haben uns erreicht. Meine Frage ist: Kann man eigentlich das eine Ziel Methanreduzierung mit dem anderen Ziel Steigerung des Tierwohls in Einklang bringen? Wie ist Ihre Auffassung dazu?

   Jens Gieseke (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Vielen Dank, Herr Kollege Jahr! Eine gute Frage. Ich glaube, es ist sehr schwierig, im Bereich Methan zu reduzieren. Es müssten Ställe mit Abluftanlagen gebaut werden. Man kann möglicherweise in die Tierbestände eingreifen und einfach den Tierbestand reduzieren. Ich glaube, das ist nicht im Sinne des Tierwohls.

  Seb Dance, on behalf of the S&D Group. Madam President, I would like to thank the rapporteur for her work on this issue, and also the shadow rapporteurs. Although we have not always agreed on everything, the spirit in which we conducted our conversations has been amicable and productive. I would like to thank the S&D secretariat, and Emily Iona in particular for all her work, as well as my fantastic, wonderful office, and Alex Keynes in particular for his superlative work on this issue.

This is an issue that has never been higher on the public agenda or in terms of public awareness. It is not 400 000 but closer to 700 000 Europeans who are dying every year from the effects of the poisonous air that we are breathing. If you think about that over a decade, that is some 7 million people. That is the population of Bulgaria. The human cost in terms of lost loved ones and the loss of human life is obvious, but the economic cost is also there. It runs into hundreds of billions of euros. Quite simply, the cost of doing nothing far outweighs the cost of getting to grips with this issue.

That is why we are here today, supporting strong, binding and – crucially – linear targets to reduce the harmful emittents; legal tools to hold governments that do not comply to account; extra powers for local authorities; additional standards on vehicle testing; and – here is the vital point – a principle that every contributing sector must play its part in reducing harmful emissions. This is a good directive and it deserves the support of the whole House.

We are an amazing, adaptive species. We have conquered diseases, we have extended our life expectancy and we have even landed on the moon. I refuse to believe that it is beyond our wit to grow our economies, travel the world and farm our land without poisoning the air. If we set ourselves this ambition, there is no limit to what we can achieve. Let us do the right thing today and combine comprehensive ambition with comprehensive action.

  Jadwiga Wiśniewska, w imieniu grupy ECR. Pani Przewodnicząca! Mam zastrzeżenia do sprawozdania. Proponowane limity są nie do przyjęcia. Najważniejsze zastrzeżenie dotyczy metanu. Przypominam, że jest on objęty pakietem klimatycznym. Dodatkowa regulacja wprowadzi zbyt duże obciążenia dla sektora rolniczego. Redukcja pogłowia bydła mięsnego, mlecznego, trzody chlewnej nie tylko w moim kraju – w Polsce, ale także w innych krajach Unii przybierze bardzo dużą skalę. Szacuje się, że w Polsce redukcja pogłowia bydła mięsnego może sięgać nawet 42%, a mlecznego – do 24%. W ostatnich latach spadek hodowli bydła w Polsce był znaczny i pogłębianie tego zjawiska będzie bardzo niekorzystne dla polskich, jak i europejskich rolników. Zatem należy wyłączyć metan z dyrektywy. Złożyłam poprawki wykreślające metan i bardzo proszę Państwa o poparcie dla moich poprawek.

  Catherine Bearder, on behalf of the ALDE Group. Madam President, this is a serious issue so let us all take a deep breath. But the air in here is not what all our citizens have to breathe on a daily basis. When we think about air pollution, we think of the short-term episodes in big cities like Paris and London. The reality, however, is much, much worse.

Air pollution across Europe kills 10 times more people than all road traffic accidents. More people die from poor air quality than from smoking. Poor air circulates around us all and is as likely in the countryside as it is in the cities. In my own country, the UK, it is estimated that 55 000 people are dying from poor air quality every year. Ninety percent of all Europeans living in cities are exposed to levels of air pollution deemed damaging to human health.

I supported a high level of ambition during the committee stage and will continue to do so today. This is based on robust evidence commissioned by this House, which showed that we can prevent more people dying prematurely. Governments must step up their efforts to comply with better air pollution measures, and the 2025 targets mean Member States can start planning now. This is not just an issue with the motor trade, but VW has highlighted to the public what is happening to the air we all breathe. So it is important that every part of our economies take action to share the load to make the air cleaner and safer in Europe by 2030. Ammonia emissions must be addressed. Delaying action on this simply causes more pollution.

This is not designed to target any one sector unfairly, and that includes agriculture. We must all play our part. We also need the quick introduction of emissions tests under real driving conditions across the whole of Europe. The Volkswagen scandal has shown that Europeans do care deeply about air quality, and we here must help them all breathe much more easily.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. Arvoisa puhemies, hyvät kollegat, kiitoksia kaikille hyvästä yhteistyöstä. Ilmanlaatu Euroopassa ei ole saavuttanut sille asetettuja tavoitteita, vaikka huonon ilmanlaadun terveyttä ja ympäristön tilaa heikentävät vaikutukset on tunnettu jo pitkään. Uusia tutkimustuloksia, jotka ennestään huolestuttavat, julkaistaan jatkuvasti. Täytyy tietysti vielä muistaa, että tämänhetkinen diesel-gate ei auta asiaa yhtään.

Eikö nyt, hyvät kollegat, ole aika tehdä konkreettisia päästövähennyspäätöksiä. Eurooppalaisten ihmisten terveys ja meidän ympäristömme tarvitsevat nyt apuamme. Asetetaan sitovat päästövähennystavoitteet vuodelle 2025. Otetaan mukaan tavanomaisten rikkidioksidin ja typen oksidien lisäksi ammoniakki, metaani ja elohopea. Mutta myös pienhiukkaset, jotka lisääntyneiden tutkimustulosten perusteella ovat haitallisempia kuin joskus ennen ajateltiin. EU-kansalaiset ansaitsevat nykyistä parempaa. Tehdään se ihmisten vuoksi.

  Bas Eickhout, on behalf of the Verts/ALE Group. Madam President, first of all I would like to thank the rapporteur, Julie Girling, for the very good cooperation we enjoyed. We might disagree on some issues in relation to air quality policies, but Ms Girling was a fair negotiator and a fair rapporteur, and we were able to reach a good position in the Committee on Environment, Public Health and Food Safety. That is the position we will defend here in the plenary vote.

What the Environment Committee has produced is balanced, ambitious and pragmatic, and that is very important. We are here to fight to keep up that stance in order to open negotiations with the Member States.

I would like to mention two issues. The first is the higher ambition level. We have a European Parliament impact assessment available showing that, with the same cost effectiveness, we can reduce our emissions more, and deliver more on public health. That finding has been reached with an impact assessment. People are always complaining that we just come up with numbers and put them where we like: well, this has been done on the basis of research. I think that is a very good thing, and we support the higher ambition level based on research.

On the second point, agriculture, it is fascinating to hear that everyone is talking about air quality and the fact that we need source policies and that all sectors need to contribute, so for the first time we are addressing agriculture – and immediately there is a major lobby out there to get rid of any action in relation to agriculture. I have a major problem with that: every sector needs to contribute, and certainly also agriculture.

We are looking forward to the negotiations after this vote.

Signora Presidente, onorevoli colleghi, ringrazio i colleghi della commissione Ambiente per le modifiche migliorative applicate al testo, considerato che stiamo decidendo se nei prossimi anni decine e decine di migliaia di cittadini europei devono vivere oppure morire. Una formalità, insomma. Eppure, come al solito arrivano in plenaria una miriade di emendamenti finalizzati ad annacquare la posizione della commissione Ambiente, perché i governi chiedono obiettivi irrealistici e irraggiungibili. Guardate che la mancanza di volontà di affrontare con decisione il problema della qualità dell'aria e quindi i cambiamenti climatici indebolirà anche un possibile accordo ambizioso della prossima conferenza sul clima di Parigi.

L'Unione europea deve decidere se vuole continuare a favorire gli affari di pochi, oppure se vuole tutelare la salute di centinaia di milioni di cittadini. L'Unione europea deve decidere se vuole avere delle norme comunitarie peggiori di quelle cinesi, oppure no. Questa non è una lotta tra affaristi e ambientalisti, tra industriali e agricoltori. Questa è una questione di civiltà che riguarda lo stato del pianeta che lasceremo ai nostri figli.

  Mireille D'Ornano, au nom du groupe ENF. Madame la Présidente, l'amélioration de la qualité de l'air est certes un objectif très ambitieux. Il existe d'ailleurs des outils efficaces pour réduire l'émission de certains polluants atmosphériques, et c'est tout le sens de cette directive. Aussi je remercie la rapporteure, Julie Girling, pour son travail et son esprit de conciliation. Le cadre d'évaluation de la mise en œuvre est construit sur les États membres mêmes, et non uniquement sur l'ensemble du territoire de l'Union, et de manière homogène. J'insiste donc pour que cette flexibilité soit maintenue.

Néanmoins, les objectifs de réduction de la pollution ne doivent pas écraser nos intérêts économiques. L'inclusion du méthane dans ce texte me paraît, à ce titre, très contestable. C'est la raison pour laquelle notre groupe a déposé des amendements contre l'alourdissement de cette réglementation avec le méthane, qui pèsera sur notre secteur agricole et ajoutera un boulet au pied de nos agriculteurs. Cette question du méthane devrait être traitée à part. De manière générale, je pense que nous devrions nous méfier des textes qui couvrent trop de domaines.

  Peter Liese (PPE). Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Natürlich haben wir ein Riesenproblem mit der Luftqualität. Und wenn uns wissenschaftliche Studien sagen, dass über 400 000 Menschen jährlich vorzeitig sterben, weil unsere Luft nicht sauber ist, dann müssen wir etwas tun. Deswegen waren wir ja gemeinsam stolz, dass wir es geschafft haben, diesen Vorschlag am Leben zu halten. Vor einem Jahr war die Kommission mehrheitlich entschlossen, ihn zurückzuziehen, und wir haben es geschafft, dass er auf dem Tisch bleibt. Ich glaube, daran sollten wir zurückdenken, wenn wir heute Mittag abstimmen. Denn wir als EVP sehen die Gefahr, dass wir durch die Verschärfung, die die Mehrheit im Umweltausschuss eingebracht hat, wieder in eine Situation kommen, wo wir am Ende gar nichts erreichen, wo die Kräfte, die die Regelung nicht wollen, Oberhand gewinnen, weil sie sagen, das Parlament übertreibt. Und ich denke, an einigen Stellen geht das Parlament sogar zu weit. Wenn ich mir den Vorschlag für Ammoniak anschaue: 2025 für mein Land, das ich am besten kenne, Deutschland, 46 % Reduktion. Umweltexperten, die wirklich sehr grün sind, sagen, 33 % könne man realistischer Weise erreichen. Also, da schießt der Ausschuss übers Ziel hinaus.

Deswegen bitte ich die Kolleginnen und Kollegen, sich im Wesentlichen am Kommissionsvorschlag zu orientieren. Das ist auch die rote Linie für die EVP. Wenn da Verschärfungen hineineinkommen, können wir leider nicht mehr mitmachen, aus vielen Gründen. Wir sind bereit, bei Quecksilber etwas zu machen, aber nur, wenn eine Folgenabschätzung erfolgt ist. Ich hoffe, dass wir gleich eine große Mehrheit für einen Text bekommen, der nahe am Kommissionsvorschlag ist und der die unrealistischen Forderungen des Umweltausschusses zurückweist.   Matthias Groote (S&D). Vielen Dank, Frau Präsidentin! Luftverschmutzung ist ein Riesenproblem. Ich erinnere uns nur noch daran, dass vor ein paar Tagen alle in Sachen Abgasskandal gesagt haben: Es müssen stärkere Vorschriften her, es muss an der Stelle etwas getan werden. Jetzt, bevor wir mit dem Rat überhaupt in die Verhandlungen einsteigen, sind einige hier im Parlament schon auf dem Bremspedal. Das, muss man sagen, verwundert mich doch sehr.

Alle erkennen an, dass wir 400 000 vorzeitige Sterbefälle in der Europäischen Union haben. Der Unterschied zwischen der Kommission und dem Europäischen Parlament, das sind 43 000 Sterbefälle, mit dem, was der Umweltausschuss besprochen und dann auch beschlossen hat. Darum sollten wir dieses Niveau halten und dafür in den Verhandlungen kämpfen.

Sicherlich müssen wir kompromissbereit sein. Das ist, glaube ich, hier jede Fraktion. Aber wir sollten nicht schon vorher in Sack und Asche gehen und sämtliche Ambitionsniveaus über Bord schmeißen.

Was das Thema Quecksilber angeht, ist meine herzliche Bitte, dass wir heute einen vernünftigen Beschluss fassen. Die Kommission hat zehn Jahre Zeit. Die Zeit hat sich die Kommission ja auch bei den real driving emissions genommen. Insofern habe ich dann doch große Hoffnung, dass dann auch in zehn Jahren umgesetzt werden kann, dass wir zu Quecksilber ganz klare Regeln bekommen, wie schon bei den Industrieemissionen. Aber es muss auch Kontrolle geben: Was nutzen uns denn die schönsten Beschlüsse auf dem Papier, wenn am Ende des Tages keine Kontrollen stattfinden und dass alles nur ein Papiertiger ist? Darum eine herzliche Bitte: Quecksilber mit aufnehmen!

  Hans-Olaf Henkel (ECR). Frau Präsidentin, meine Damen und Herren! Dieses Haus begeht immer wieder den gleichen Fehler: Es verpflichtet sich zu Zielen, die dann nicht erreicht werden, weil sie nicht erreicht werden können. Die S&D-Fraktion hat schon beim Bericht Pargneaux dafür gesorgt, dass die vereinbarten Ziele für Energieeffizienz plötzlich von 27 % auf 40 % erhöht wurden. Heute reden wir über den Bericht Girling. Und was passiert? Grüne und Sozis haben einige Grenzwerte wieder einmal auf völlig unrealistische Werte angehoben. Sie nehmen bewusst in Kauf, dass es keine Einigung gibt, meine Damen und Herren, und bei Emissionen braucht man eine Einigung. Das gilt übrigens auch für das Treffen jetzt in Paris. Das Parlament gefährdet den Gesetzgebungsvorgang – darauf möchte ich hinweisen.

Im Übrigen, meine Damen und Herren, jetzt kommt mein ceterum censeo, bin ich der Meinung, dass der Einheits-Euro in Europa zu Zwist und Zwietracht führt und deshalb abgeschafft werden muss.

  Estefanía Torres Martínez (GUE/NGL). Señora Presidenta, debemos ser tajantes contra las emisiones de gases de efecto invernadero. Además, si la Unión Europea quiere ser creíble en la cumbre de París, tiene que regular cuanto antes las emisiones de metano, que causan enfermedades respiratorias y cardiovasculares y dañan de manera importante los campos de cultivo en los países del Mediterráneo. Lo que está en peligro es la salud del planeta, de las personas y, también, no lo olviden, el pan de muchos agricultores y pescadores.

No es suficiente que se apruebe este informe, tampoco. Debe vigilarse su cumplimiento. Por tanto, exijo a la Comisión Europea que cumpla sus funciones, no como hizo con el caso Volkswagen. Porque, además, tampoco va a servir de nada que Gobiernos como el del PP vengan aquí, a Bruselas, a decirle que pase olímpicamente de los compromisos adquiridos para que los diésel puedan contaminar un 43 % más.

Así que, por tanto, vamos a dejar de darnos palmaditas en la espalda. Seamos exigentes con la rendición de cuentas y que paguen responsabilidades, sea quien sea y caiga quien caiga. Lo que está en futuro es la salud de nuestro planeta, que es el único hogar que tenemos.

  Roger Helmer (EFDD). Madam President, I would like to congratulate Ms Girling for the hard work that she has done on this report. We, in my party, share her concern about SOx and NOx and particulates, because unlike CO2 they are indeed genuine pollutants that damage human health. However, unlike Ms Girling, we take the view that these decisions and these targets should be taken and set by democratically elected parliaments at the national level, and not by unrepresentative, unaccountable bureaucratic institutions in foreign countries.

In December we have the UN Climate Conference in Paris. Even the IPCC has recognised the importance of inviting proposals from independent countries rather than imposing them top down. This EU plan has different targets for different pollutants in different countries. What more evidence do we need that this should be done at the national level and should not be done at the European level? We in my country know that we shall not have the right to make those decisions until Britain leaves the European Union.

Maar als de Europese Commissie zich met cijfers gaat bemoeien, en in dit geval met de controle op en de normering van emissies, dan breekt bij mij het klamme angstzweet uit. Want het is juist deze Commissie die aantoonbaar al twintig jaar rommelt en sjoemelt met cijfers. Immers, hoe serieus kun je een instelling nemen die in de afgelopen twintig jaar nog niet eenmaal goedkeuring van haar uitgaven heeft gekregen van haar eigen Rekenkamer?

Het is hetzelfde alsof we Robert Mugabe zouden vragen om de olifantenstand in Afrika te controleren. Volstrekt kansloos. En ook dit voorstel is kansloos.

  Andrzej Grzyb (PPE). Będziemy za chwilę głosować projekt tej ważnej dyrektywy o ochronie powietrza – dyrektywy, która ma ustalić górne pułapy emisji niektórych zanieczyszczeń dla państw członkowskich. To jeden z naszych celów, priorytetów, ale tak jak zawsze ambicje, które chcemy przyjąć w nowych regulacjach, powinny być możliwe do spełnienia przez gospodarki. Nie powinny być nadmiernymi obciążeniami, w szczególności jeżeli chodzi o koszty. Sam byłem sprawozdawcą przyjętej niedawno dyrektywy z tego samego pakietu czystego powietrza, która dotyczyła średnich ośrodków spalania energetycznego. W pracach nad tamtą dyrektywą udało się wyważyć ambitne cele środowiskowe i możliwości gospodarcze. Najbardziej kontrowersyjne zapisy w proponowanej dyrektywie dotyczą ograniczeń w emisjach metanu. Redukcje te przeprowadzone w nieprzemyślany sposób mogą zagrozić produkcji rolnej. Mówiła o tym również poseł Wiśniewska i poseł Gieseke. Metan jest bowiem wydalany do atmosfery w produkcji zwierzęcej. To może uderzyć akurat w sektor produkcji zwierzęcej nie tylko w Polsce, ale w wielu krajach członkowskich. Emisję metanu są też objęte legislacją dotyczącą klimatu. Moja grupa polityczna złożyła tutaj poprawki. Chciałem również zwrócić uwagę na jeden aspekt: dyrektywa ogranicza emisję tlenków azotu i pyłów, a ważnym źródłem obydwu zanieczyszczeń jest transport, głównie samochody, w tym również samochody z silnikami Diesla, o których mówiliśmy na poprzedniej sesji. Zatem musimy mieć tutaj realną ocenę rzeczywistości, proponowanych rozwiązań, aby one mogły być spełnione i przez państwa członkowskie, i możliwe do spełnienia przez gospodarkę.

  Gilles Pargneaux (S&D). Madame la Présidente, Monsieur le Commissaire, malgré ce que j'entends, ce que nous entendons de la droite extrême et de l'extrême droite de notre hémicycle, oui, il y a urgence, ce sont sept millions d'êtres humains qui meurent par an à cause de la pollution de l'air, ce sont 600 000 êtres humains en Europe qui meurent chaque année à cause de la pollution de l'air. Par conséquent, cette révision est non seulement la bienvenue pour des raisons sanitaires mais aussi pour des raisons climatiques. Elle est, je crois, la bienvenue à quelques semaines de la COP 21 que nous organisons à Paris.

Mettre des limites à nos émissions polluantes, tout comme réduire nos émissions de CO2 sont les jalons de cette nouvelle société que nous voulons construire. Changer notre société, changer la façon dont nous organisons notre agriculture, la façon dont nous réutilisons nos déchets pour organiser une économie circulaire: voilà comment nous obtiendrons la société bas carbone que nous voulons.

  Peter van Dalen (ECR). Schone lucht is letterlijk van levensbelang. Luchtvervuiling is echt een gevaarlijke sluipmoordenaar en we weten dat in Europa jaarlijks duizenden mensen vroegtijdig sterven door fijnstof. Het is dus belangrijk dat we strengere normen vaststellen, vooral voor fijnstof.

Tegelijkertijd mogen we niet in de valkuil vallen van onnodige regelzucht. Stoffen als methaan worden al geregeld in het klimaatpakket en dubbele regelgeving vind ik onwenselijk. Laten we vooral bestaande regels handhaven. Dat is echt cruciaal. Tegelijk moeten we nog puzzelen over waar de grenzen moeten liggen en ons afvragen of die echt haalbaar zijn. Het mag niet zo zijn dat Nederlandse koeien straks niet meer in de wei kunnen staan, omdat Europa een ondoordachte regel heeft ingevoerd. Koeien moeten in de wei kunnen staan en vers gras kunnen eten in plaats van dat ze binnen op stal staan en geïmporteerde soja staan te kauwen. Schone lucht moet, maar geen onnodige regelzucht.

  Henna Virkkunen (PPE). Arvoisa puhemies, kaiken tämän keskustelun keskellä on hyvä muistaa, että Euroopan ilmanlaatu on viimeisten vuosikymmenien aikana parantunut merkittävästi. Mutta silti meillä on olemassa suuria ongelmia: monissa kaupungeissa ilmanlaatu on pahoin saastunut ja ihmiset kärsivät pienhiukkaspäästöistä. Se on siis merkittävä ongelma Euroopassa.

Me voimme tehdä paljon sekä energian, liikenteen, maatalouden ja kaupunkisuunnittelun saralla. Tämä on sekä kaupunkien että jäsenvaltioiden vastuulla, mutta tiedämme, että tarvitaan myös eurooppalaisia ja kansainvälisiä toimia, koska ilmansaasteet eivät tunne rajoja. Niiden toimenpiteiden, joita tehdään, täytyy kuitenkin olla mahdollisimman vaikuttavia ja kustannustehokkaita.

Tässä esityksessä on neljä epäkohtaa, jotka haluan nostaa esiin ja joista monet on täällä jo mainittu. Yksi näistä on metaani. Vaarana on, että syntyy päällekkäistä säätelyä, byrokratiaa, koska metaania kohdellaan myös kasvihuonepäästönä. Sen johdosta päällekkäistä säätelyä tulisi välttää. Toinen epäkohta liittyy ammoniakkiin. Sen osalta säädökset ovat aivan liian korkeat ja tältä osin epärealistiset.

Kolmantena nostan esiin elohopean, jonka parlamentti on tähän lisännyt. Elohopea on varmasti ongelma ilmansaasteiden ja ilmanlaadun kannalta, mutta ei ole hyvää lainsäädäntöä lisätä tähän esitykseen elohopeaa ilman kunnollista vaikutustenarviointia. Meidän täytyy toimia mahdollisimman tehokkaasti ja vaikuttavasti. Lisäksi nostan esiin vielä parlamentin lisäyksen sitovasta tavoitteesta 2025. Realistista olisi pitää 2025 tällaisena tarkastelujaksona ja tähdätä vuoteen 2030.

  Richard Sulík (ECR) Na jednej strane Európska komisia bojuje proti amoniaku, proti metánu, jemným, tuhým časticiam a na druhej strane podporuje poľnohospodárstvo, ktoré práve tieto emisie produkuje, sumou 60 miliárd Eur ročne. Európska komisia bojuje proti niečomu, čo zároveň podporuje. To je výborný príklad nekoncepčnosti a nesystémovosti Európskej komisie. Navyše Európska únia sa opäť raz snaží zachrániť celý svet. Chce byť globálnym lídrom v environmentálnych cieľoch, chce zachraňovať všetkých migrantov, ktorí idú okolo, roky už zachraňuje Grécko, zároveň chce, aby ekonomika rástla a dlhy klesali. Toto je nezlučiteľné. Toto môžu chcieť len euroromantici odtrhnutí od reality. Áno, chráňme životné prostredie, ale Európska únia nemusí byť na prvom mieste, kým má také množstvo iných problémov.

  Karl-Heinz Florenz (PPE). Frau Präsidentin! Ja, lieber Kollege, wär ja ganz nett gewesen, wenn Sie mal ein paar Beiträge geleistet hätten, wie wir denn die Luftqualität in Europa regulieren können.

Genau das hat die Kommission gemacht. Das hat die Kollegin Girling sehr ordentlich gemacht und ich glaube, zwischen beiden Vorschlägen liegt der vernünftige Weg, den wir in Europa gehen müssen.

Man soll die Gesundheitspolitik nicht immer so abwertig behandeln. Viele Menschen leiden darunter. In meinem Land, lieber Herr Kollege von der ECR, werden jeden Tag zusätzlich 8 000 Autos zugelassen – zusätzlich! Dass wir uns da über die Luft unterhalten müssen, dürfte doch wohl ziemlich klar sein, ohne dass man sich gleich als Weltretter aufspielt. Ich glaube, es ist ganz normale realistische Politik, indem man sich bewegen muss.

Die Industrie wird in vielen anderen Bereichen schon stark engagiert. Ich glaube, in diesem Falle müssen wir zu dem Grundsatz kommen: wir brauchen mehr Schultern. Zu diesen mehr Schultern gehört auch die Landwirtschaft, die wir nicht vollkommen herauslassen sollten, sondern sie muss eine machbare Regelung bekommen, die die landwirtschaftlichen Betriebe tragen können. Dafür würde ich mich gerne einsetzen. Das muss auch über Strukturfonds gehen.

95 % des Ammoniaks kommen nun mal aus der Landwirtschaft. Ich bin selbst Landwirt und weiß, dass das keine angenehme Aufgabe ist. Aber daran arbeiten müssen wir: fair und realistisch. Dazu würde ich mich gerne bereiterklären und würde den Hauptkorridor zwischen Kommission und Frau Girling gerne mittragen.

  Jytte Guteland (S&D). Fru talman! Detta är som många har poängterat såväl en klimatreform som en hälsoreform. Kolleger, låt oss inte glömma att det just är en hälsoreform. Varje år – vilket många har poängerat – dör hundratusentals personer i förtid inom EU, och i Sverige dör femtusen personer i förtid på grund av luftföroreningar. Vi lägger stora miljardbelopp inom hälso- och sjukvården för att försöka rädda liv när det ibland då är för sent. Det är alltså viktigt att vi arbetar preventivt för att rädda liv i framtiden.

Detta är också en klimatreform – även det har många nämnt. Metan är faktiskt en av de farligaste växthusgaserna. Om vi menar allvar med att vi vill vara en union som tar ansvar för klimatpolitiken, då måste vi också reglera metan på ett vettigt sätt. Här har vi nu chansen att göra det – låt oss inte tappa den.

  Annie Schreijer-Pierik (PPE). Dit voorstel raakt onze productieve sectoren als industrie, transport en landbouw in het hart. De opname van methaan in het voorstel vormt een ernstige beperking om broeikasgassen te verminderen. Er is sprake van overregulering en hiermee dreigt het einde van vele boerengezinsbedrijven in Europa.

Sinds 1990 is de ammoniakuitstoot in Europa met 30 % afgenomen en in Nederland zelfs met 66 %. Dat is vooral het gevolg van zware inspanningen van boerengezinsbedrijven, die zwaar geleden hebben onder de milieumaatregelen. Het kan niet zo zijn dat de nullijn van 2005 zonder enig onderscheid gehanteerd gaat worden. Bij de toekomstige luchtkwaliteit moeten de inspanningen van de lidstaten worden erkend. Dat is noodzakelijk voor een gelijk Europees speelveld. Schone lucht mag iets kosten maar laat niet steeds dezelfde sectoren betalen.

Een van de oplossingen moet bestaan uit mestbewerking en -verwerking en de benutting van fosfaat als waardevolle toekomstige schaarse grondstof. Mestverwerking weghalen uit de afvalstoffenwet en onderbrengen bij de meststoffenwet, dat zal de doorslag geven voor schoon water en dito bodem en lucht en zo krijgt de boer een eerlijke kans.

Ik vraag de commissaris dan ook hiermee aan de slag te gaan. Ik ben daar als bestuurder in politiek en landbouw al twintig jaar mee aan de gang. Zo weten de boeren waar ze aan toe zijn en kunnen ze gaan investeren. En dat is een heel belangrijk punt bij de schone lucht in dit debat.

Senhora Presidente, ouvi aqui, por várias vezes, os colegas que referiram esta questão importante da poluição atmosférica e dos vários níveis de qualidade de ar que, obviamente, afetam a saúde humana e o ambiente. E julgo que estamos todos de acordo em encontrar uma resposta clara, abrangente e célere aos vários níveis institucionais, mas permitam-me deixar aqui uma nota referente à presente proposta da Comissão. Julgo que ela fica um pouco aquém daquilo que era esperado, sobretudo no que diz respeito aos regimes de exceção para as regiões ultraperiféricas. É por este facto que julgo que é importante relembrar o artigo 349.° do Tratado de Lisboa que diferencia as regiões ultraperiféricas de outras regiões da União. Diferencia-as pela condição distinta social e economicamente, diferencia-as pela pequena dimensão, diferencia-as pela insularidade. E as regiões ultraperiféricas devem e têm de ser salvaguardadas através das medidas específicas nas políticas comuns da União. Contudo, saúdo a presente proposta porque …

  Ricardo Serrão Santos (S&D). Senhor Presidente, Senhor Comissário, estamos perante um texto legislativo que abraça um dos maiores desafios dos nossos dias. Este desafio traduz-se em transformar o paradigma de arranque da era da industrialização, que atingiu uma dimensão que não zela pelo mundo como o conhecemos hoje. Este desafio significa reavaliar as nossas noções de progresso e crescimento económico e integrar critérios como a urgência de preservar os nossos recursos que não são infinitos. Esta legislação constitui um incentivo à inovação tecnológica e deve ser implementada em harmonia e coordenação com outras políticas no domínio da investigação e do desenvolvimento, da proteção da biodiversidade e das alterações climáticas. Tal deverá fazer-se na perspetiva de uma volição paralela a todos estes níveis ou, de contrário, comprometeremos a transição para uma economia hipocarbónica, a resiliência dos nossos recursos e a qualidade de vida das futuras gerações.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, η ρύπανση της ατμόσφαιρας αποτελεί σημαντικό πρόβλημα με διαστάσεις που άπτονται του τομέα της υγείας, του περιβάλλοντος, της κοινωνίας και της οικονομίας. Η ατμοσφαιρική ρύπανση προκαλείται πέραν των άλλων και από τα πετρελαιοκίνητα οχήματα. Μετά το σκάνδαλο της Φολκσβάγκεν, η Ευρωπαϊκή Ένωση και τα κράτη μέλη πρέπει να προχωρήσουν στη λήψη μέτρων κατά των πετρελαιοκινητήρων, μια και η πλειοψηφία των ερευνών συνδέουν τη ρύπανση από τους πετρελαιοκινητήρες με πρόωρους θανάτους.

Μετά λοιπόν το «ντίζελγκεϊτ», το οποίο βεβαίως αποκαλύφθηκε από τις Ηνωμένες Πολιτείες στο πλαίσιο της ανταγωνιστικής προσπάθειάς τους να κοντύνουν την οικονομική και πολιτική επιρροή της Γερμανίας, το τοπίο στην Ευρωπαϊκή Ένωση είναι εντελώς διαφορετικό και επιτάσσει τη λήψη αποφασιστικών μέτρων για τους ελέγχους εκπομπών οξειδίων του αζώτου. Είναι λοιπόν σαφές ότι η ευρωπαϊκή βιομηχανία πετρελαιοκινητήρων και οχημάτων πρέπει να τεθεί υπό το μικροσκόπιο της Επιτροπής και των κρατών μελών, γιατί αυτό που προέχει είναι η δημόσια υγεία, η προστασία του περιβάλλοντος και όχι τα υπερκέρδη της Φολκσβάγκεν, ....

  Hilde Vautmans (ALDE). Uiteraard willen we allemaal langer leven. Uiteraard willen we allemaal schonere lucht en een schone omgeving. Maar dit voorstel, waarin methaan is opgenomen, is daarvoor niet het juiste instrument. Zoals collega Huitema heeft aangegeven: dit is al geregeld in het klimaatpakket en er is geen manier om de methaanuitstoot door de veeteelt te verminderen, tenzij door de afbouw van de veestapel of door alle koeien weer op stal te zetten. Dat is voor mij als boerendochter niet de juiste weg. We moeten opletten dat we niet overdrijven met de regelgeving. Laten we alsjeblieft nog mogen leven en mogen ondernemen.

  Davor Škrlec (Verts/ALE). Gospođo predsjednice, zdravlje, utjecaj i okoliš i sociodruštveni utjecaj trebaju biti glavni kriteriji za evaluaciju implementacije i uspjeha ove Direktive. Činjenica koju ne smijemo zanemariti je kako zdravstveni troškovi u Europskoj uniji zbog zagađenja iznose nekoliko stotina milijardi eura godišnje.

Države članice često u svojim izračunima zaboravljaju spomenuti činjenicu i indirektne troškove koji nastaju zbog zagađenja zraka. Sitne čestice predstavljaju veliki problem jer su većinom uzrokovane emisijama iz transporta i energetike, a procjena je kako su sitne čestice koncentracije ozona odgovorne za preveliki broj desetaka tisuća preranih smrti u Europskoj uniji.

Države članice imaju dovoljno alata koje mogu koristiti u smanjenju emisija koje im osiguravaju europski fondovi i podržavam prijedlog da Komisija uspostavi Fond za čisti zrak koji treba osigurati da su postupci financiranja jednostavni, transparentni i dostupni različitim razinama upravljanja, a sve za svrhu koju mogu iskoristiti za poboljšanje kvalitete zraka.

  Franc Bogovič (PPE). Varovanje zdravja, varovanje okolja sta dve stvari, ki imata v Evropi zelo velik poudarek, zato mislim, da Evropa v teh primerih lahko in je zgled tudi ostalim deželam po svetu.

Koraki so bili že narejeni v preteklosti, pri naslednjih korakih, sledim temu, kar je tudi stališče Evropske ljudske stranke, da moramo biti v teh korakih zmerni in hkrati upoštevati tako na eni strani pričakovanja in zagotovo potrebe po varovanju okolja, na drugi strani pa dati tudi tistim, ki se ukvarjajo tako z industrijo kakor tudi s kmetovanjem, priložnost, da prilagodijo svoje tehnike tem novim zahtevam.

Neupravičene in pa previsoko postavljene zahteve bi bile kontraproduktivne, kajti takšne ali ne bi bile sprejete ali pa ne bi bile spoštovane. Zato moramo biti v tem primeru precizni in delovati tako v skladu z zahtevami po boljšem zdravem okolju, kakor tudi po okolju.

  Nicola Caputo (S&D). Signora Presidente, onorevoli colleghi, una migliore qualità dell'aria deve essere un obiettivo prioritario per le istituzioni europee e gli Stati membri. Oggi abbiamo la possibilità di fare la nostra parte, votando un testo in grado di ridurre in maniera significativa l'inquinamento atmosferico, di migliorare la qualità dell'aria e di salvare vite umane. E ho parlato di salvare la vita delle persone, perché l'inquinamento in Europa provoca centinaia di migliaia di morti, incidendo negativamente sul PIL degli Stati membri, con costi altissimi collegati alla salute.

Dopo lo scandalo Volkswagen, con il voto di oggi il Parlamento europeo ha la possibilità di mostrare la sua volontà di fissare traguardi ambiziosi a livello ambientale e la sua sensibilità verso la salute dei cittadini. Ma il Parlamento da solo non può cambiare le cose. Ogni settore deve dare il suo contributo, compreso quello agricolo, che però non deve essere colpito in maniera sproporzionata. Ecco perché ritengo che il solo metano enterico, per intenderci quello proveniente dall'allevamento attraverso i processi digestivi dei ruminanti, dovrebbe essere escluso dal campo di applicazione della direttiva con uno sforzo condiviso da parte di tutti, sia a livello di salute pubblica che a livello economico. Un'aria più pulita può determinare maggiori benefici.

  Ulrike Müller (ALDE). Frau Präsidentin, geschätzte Kollegen! Die Abstimmung heute entscheidet über den Fortbestand der nachhaltigen Land- und Forstwirtschaft mit Tierhaltung in der Europäischen Union. Land- und Forstwirtschaft mit dem vor- und nachgelagerten Sektor ist einer der wichtigsten Wirtschaftsfaktoren in Europa. Hier werden hochwertigste Nahrungsmittel und Lebensmittel produziert, und es werden jede Menge Arbeitsplätze gesichert. Dies alles mit überzogenen Reduzierungsmaßnahmen bei Ammoniak und Methan zu gefährden, ist nicht sinnvoll.

Natürlich sind wir für erreichbare Ziele mit wissenschaftlicher Begleitung, und Sie können versichert sein, den Landwirten steht nichts mehr als die Zukunft des Planeten im Vordergrund. Aber, geschätzte Kollegen, diese Abstimmung wird zur Schlüsselabstimmung für die Landwirtschaft. Da wird Tierwohl contra Umweltschutz stehen und mit falschen Zielvorgaben werden die landwirtschaftlichen Familienbetriebe mit Tierhaltung zu den großen Verlierern gehören. Ich bitte Sie, dies bei Ihrer Abstimmung zu berücksichtigen.

  Arne Gericke (ECR). Frau Präsidentin, Herr Kommissar! Kühe produzieren Methan – klingt komisch, ist aber so, ganz natürlich und schwer vermeidbar. Es sei denn, Sie schlachten die Kuh oder aber Sie holen die Tiere von der Weide, packen sie in einen engen Stall, bauen eine Filteranlage drüber und gut ist es. Eigentlich witzig, dass es ausgerechnet Umweltschützer und Grüne sind, die unseren Landwirten, den bäuerlichen Familienbetrieben, einen solchen Unsinn verordnen wollen.

Machen wir uns nicht lächerlich! Nehmen wir Methan aus dem Anwendungsbereich der Richtlinie heraus, stoppen wir diesen europäischen Luftangriff auf die Weidekuh! Gemeinsam mit meinen polnischen Fraktionskollegen habe ich acht Änderungsanträge eingebracht, die Methan ausnehmen und die Grenzwerte für Ammoniak realistisch gestalten. Lasst die Kühe auf der Weide und nehmt die Hände vom Methanverbot! Bitte unterstützen Sie die Änderungsanträge, stellen Sie sich an die Seite unserer bäuerlichen Landwirtschaft und zeigen Sie sich auch als Tierfreund! Ich will nicht, dass wir mit solchen Entscheidungen heute Tierschutzbemühungen der letzten zwanzig Jahre über den Haufen werfen und die Kühe zurück in die Ställe pressen.

  Karmenu Vella, Member of the Commission. Madam President, I would like also to thank the honourable Members for their valid comments and for their valid arguments. We keep reminding each other that we need to be more realistic and that we need to look more at reality, and I could not agree more. That is exactly what we should be doing and the biggest reality is that we have almost half a million European citizens dying every year from poor air quality, plus a bigger number with chronic respiratory diseases. The reality is that we need to stop this.

As several of you have stressed in your statements, our citizens increasingly demand action to address the health impacts of air pollution. Efforts are needed from all sectors, including agri-industry. It is important to keep the level of ambition for ammonia in line with the overall objective and to retain methane in the proposal. This will not have any negative effect on animal welfare and will not require keeping them inside, as some of Members have tried to suggest.

On the overall ambition, I share the rapporteur’s concern that if the position of this House is too far from that of the Council, this will jeopardise the chances of agreement. I would therefore encourage your support for a plenary position close to the original proposal of the Commission for all pollutants. It was also encouraging to note that we all agree on the objectives and it would be a big pity not to agree on how we can achieve these same objectives.

A number of Members referred to the supplementary impact assessment done by the European Parliament’s own services. While this shows that with the climate and energy package we can deliver greater air pollution reduction for broadly the same cost, it also shows that we can deliver the same reduction at a lower cost. Given that the assessment does not fully reflect the latest state of play, I feel the latter message should carry more weight. With regard to a number of other proposed amendments, many improve the original proposal. However, I would make two last comments.

On the interim targets for 2025, it is important to ensure steady progress towards the 2030 reductions. But if the interim targets become binding, this could in some cases lead to disproportionate costs. Hence I would support a solution based around the original Commission proposal. With regard to reduction commitments for mercury, as emissions from all major sources are regulated under the Industrial Emissions Directive, reduction commitments under the NEC directive would not further reduce emissions. Furthermore exposure of EU citizens to mercury is largely due to emissions from third countries. The Commission is preparing the ratification of the Minamata Convention on Mercury which is expected to curb those emissions and thereby reduce exposure of EU citizens to this toxic substance.

As I said earlier on, every month that passes delays the implementation of policies that could alleviate the problems with bad air quality. I call on your support today to pave the way for a viable agreement between the co-legislators during the first reading.

Let me conclude by making some final remarks. First, this is not just about a better environment, it is about avoiding and reducing further deaths as a result of our non-action. Polluted air kills; non-action does the same. EU citizens deserve, expect and have a right to action. We all acknowledge that we have a serious, lethal problem, so let us all come together towards a much-needed responsible solution.

Finally, let me assure everyone here that we are not after less agriculture, we are not after less economic growth, what we are after is better and healthier agriculture, what we are after is better economic growth that will contribute to better living and not to premature deaths.

  Julie Girling, rapporteur. Madam President, I want to just make the point that what we agree on in this directive is far more significant than what we disagree on. But that does not mean that those areas of disagreement are not significant. They are.

So I would like to ask those in this Chamber who are considering voting for targets which, we have heard, many of us believe are unattainable and will lead to considerable delays in coming to an agreement with the Commission, to please think again before they vote today. There is no disagreement on health impacts. Nobody can lecture me on health impacts. I understand them completely. That is what we want to get to, but we want to get to it quickly. We do not want any more delay. Please do not be responsible for delay.

  Pilar Ayuso (PPE), por escrito. Esta propuesta es un paso más para reducir las emisiones contaminantes y evitar su difusión transfronteriza. Como en toda propuesta, hay que buscar una óptima relación coste-beneficio y procurar el mejor resultado posible. Es coherente la exclusión de las zonas ultraperiféricas y las salvaguardias que contiene el texto para las explotaciones ganaderas en cuanto al amoníaco de los purines y el metano. No podemos ni debemos permitirnos el lujo de menoscabar nuestra agricultura. Deben quedar fuera el metano y el mercurio hasta que tengamos una evaluación de impacto. Es necesario procurar que los métodos de ensayo de los vehículos sean homologables a las condiciones de conducción real, porque los coches son el mayor contaminante urbano. Tampoco son necesarios objetivos para 2025, ya que la propuesta ya los contempla para 2020 y 2030.

Nous avons besoin de normes ambitieuses en matière de lutte contre la pollution de l’air, dont la mauvaise qualité cause plus de 48 000 décès prématurés par an en France. Cette directive est donc un instrument législatif crucial pour le contrôle du respect des objectifs de qualité de l’air au niveau européen.

Mais je tiens à rappeler l'importance d'une législation réaliste. Je vous invite donc, mes chers collègues, à voter pour l'exclusion du méthane et de l'ammoniac de cette directive, dont les limites d'émissions irréalistes pénaliseraient injustement le secteur agricole, en premier lieu les petites exploitations. J'attire votre attention sur notre amendement visant à exclure le méthane entérique, issu du rejet des animaux, puisque nous ne disposons pas à l'heure actuelle de moyen technique ou technologique efficace pour réduire ces émissions naturelles. Nous devons nous interroger sur le modèle agricole que nous souhaitons: des animaux parqués à l’intérieur en vue de réduire les émissions entériques ou des animaux élevés en plein air ? On ne peut plaider d’un côté en faveur du bien-être animal dans le secteur agricole et imposer d’un autre côté des contraintes déraisonnables à nos éleveurs!

  Jørn Dohrmann (ECR), skriftlig. Luftforurening er et problem i Europa, som skal tages seriøst. Det bekymrer mig dog, hvordan vi kommer problemet til livs. Landbrugssektoren bliver gevaldigt udfordret af denne luftpakke. Jeg driver selv landbrug, og derfor ved jeg også, hvordan det danske landbrug konstant bliver presset af ny lovgivning. Det sker på trods af, at den danske landbrugssektor har været umådelig dygtig til at gøre sit for at skåne miljøet. Alligevel bliver sektoren straffet. Der sker en skævvridning af konkurrencen, hvis det danske landbrug forpligtes til nogle overambitiøse mål for ammoniakreduktion, når de eksempelvis i Tyskland, der ligger lige ved siden af, ikke har samme forpligtelser. Det betyder, at luften stadig forurenes i Danmark, samtidig med at vi må kæmpe med ulige konkurrenceforhold. Det er ikke rimeligt. Alle må slæbe i flok. Det nytter ikke noget, at et lille land som Danmark skal tage det tunge slæb. Hverken miljø- eller konkurrencemæssigt. Samtidig truer metanreduktionsmål også landbruget med dobbeltregulering, da sådanne mål allerede findes og på ny skal genforhandles inden for rammerne af klimapolitikken. Det er ligeledes en skævvridning, som for mig at se skader mere, end den gavner. Vi kan ikke ofre hårdtarbejdende menneskers liv og forretninger til fordel for symbolpolitik.

  Norbert Erdős (PPE), írásban. Tisztelt Képviselőtársak! A levegőminőségi irányelv módosításáról szóló parlamenti állásponttervezet számos tekintetben aggályos. Egyrészt a javasolt metánkibocsátási határértékek pusztító hatással lennének a magyar állattenyésztésre. A magyar kormány mindent megtesz azért, hogy a hazai szarvasmarha- és sertésállomány növelését ösztönözze, amelynek eredményeként szerencsére mindkét állatállomány létszáma növekedésnek indult. A javasolt határérték – amely szakértői számítások szerint a jelenlegi kibocsátásból 30%-os csökkentést követelne meg! – derékba törné a magyar agrárkormányzat egyik legfontosabb céljának, az állatállomány növelésének a célkitűzését. A metánkibocsátás csökkentése egyébként már szabályozva van, az üvegházhatású gázok csökkentésére vonatkozó közösségi kötelezettségvállalás vonatkozik rá. Az ammóniakibocsátási határértékeknél is komoly problémák vannak. A 2030-as és 2020-as határértékek már életszerűtlenek, de a javasolt 2025-ös köztes határérték pedig egyenesen felháborító. Magyarország számára ez majdnem 40%-os csökkentést írna elő! Továbbá itt felesleges jogszabályalkotásra is sor kerülne, hiszen a trágyázási módszereket már a Kölcsönös Megfeleltetés rendszerében szereplő előírások és más környezetvédelmi szabályok – különösen a Nitrát Irányelv már szabályozzák. Ez bonyolítaná a gazdálkodók helyzetét és végrehajthatatlan előírásokat eredményezne. Ezért követelem, hogy a metánkibocsátás-csökkentési határértékeket töröljék a tervezetből, az ammóniakibocsátási határértékeket pedig csökkentsék ésszerű mértékre, különben nem fogom tudni támogatni a javaslatot.

  Beata Gosiewska (ECR), na piśmie. Nikt z nas nie ma wątpliwości, że powinniśmy podejmować działania w celu ochrony środowiska. Ale wynegocjowane porozumienie i postawione przez nas w nim cele nie mogą być oderwane od rzeczywistości. Nie możemy zapominać o tym, że hodowcy bydła zmagają się z jednym z najpoważniejszych kryzysów w ciągu ostatnich lat. Jako posłanka z Polski nie poprę rozwiązań, które są szkodliwe dla naszych hodowców. Apeluję do wszystkich kolegów o poparcie poprawek złożonych przez polską delegację Europejskich Konserwatystów i Reformatorów, które usuwają zobowiązanie dotyczące metanu. Pragnę podkreślić, że kwestie dotyczące emisji tego związku są już objęte przepisami klimatycznymi i nie ma potrzeby ich dublowania. Uważam również, że narzucone zobowiązania redukcyjne są zbyt ambitne i kosztowne. Przypominam, że Polska jest w kręgu państw, które wypełniają swoje pułapy emisyjne, a w latach 2011–13 wielkość emisji była niższa od limitu wynikającego z traktatu o przystąpieniu Polski do UE. W projekcie zmian do dyrektywy konieczna jest większa elastyczność, tak aby każde państwo miało możliwość określenia swojej ścieżki do poziomów wskazanych na rok 2030.

Tegnap egyetértettünk abban, hogy sürgősen ki kell vizsgálni az autók kibocsátásmanipulációjának ügyét és haladéktalanul be kell vezetni a valós vezetési feltételekre épülő járműtesztet. Azt üzentük az európai állampolgároknak, hogy többé nem lehet az egészségüket és a környezetüket megóvni hivatott szabályokat büntetlenül áthágni. Ma tehát az egyetlen logikus következő lépés a légszennyező anyagok kibocsátását korlátozó jogszabály módosítása, a Környezetvédelmi Bizottság jelentése alapján.

Amennyiben ezt tesszük, Európa-szerte évente több mint több mint 74 000 embert menthetünk meg az idő előtti haláltól a legújabb szakértői számítások szerint (http://www.eeb.org/?LinkServID=9168DFDD-5056-B741-DBA5B64C92B81F9D&showMeta=0&aa). A légszennyezés által okozott betegségeknek jelentős gazdasági költségei vannak az egészségügyi szektorban, valamint a kieső munkaidő miatt. Ennek megelőzése érdekében kötelező érvényű célkitűzéseket kell elfogadni Európában 2020-ra, 2025-re, valamint 2030-ra is. Az ammóniára, a metánra és a higanyra is kötelező határértékek szükségesek a direktívában.

A hét elején, Budapest központjában levegőminőségi méréseket végeztem a Levegő Munkacsoporttal közösen. Az eredmények alátámasztották, hogy a légszennyezés haladéktalan csökkentésére van szükség: a normál városi szint tizennégyszeresére nőtt a szennyező anyagok mennyisége, amikor dízelautó haladt el mellettünk.

A Környezetvédelmi Bizottság hatásvizsgálata („Interactions between EU air quality policy and climate and energy policy” (Oct 2014) –

  Barbara Kappel (ENF), schriftlich. Der Vorschlag des Europäischen Parlaments, neue nationale Emissionshöchstmengen für die wichtigsten Luftschadstoffe festzulegen, ist grundsätzlich zu begrüßen. Es sei jedoch darauf hingewiesen, dass in Hinblick auf die Emissionen eine bessere Rechtssetzung und auf lokaler Ebene eine bessere Überwachung durch optimierte Messverfahren dringend erforderlich ist. Ebenso müssen saisonale Schwankungen, wie etwa Heizperioden, stärker bei der Regelung berücksichtigt werden. Emissionen machen auch vor Staatsgrenzen nicht halt, weshalb überseeische Länder und der See-und Luftverkehr auch in die Pflicht genommen werden müssen. Einzelne Staaten sollten zudem nicht die Möglichkeit einer Flexibilitätsregelung bei der Bilanzierung ihrer Emissionen haben, da die meisten der Mitgliedstaaten gewisse Zielwerte, allen voran für NOX-Emissionen, im vorgegebenen Zeitraum nicht erreichen werden. Für den Wirtschaftsstandort Europa ergeben sich daraus Schwierigkeiten, da gewisse Grenzwerte in der Realität nicht so erreicht werden können wie es die Kommission vorsieht. Den Ländern, die diese Grenzwerte verpassen, drohen zudem Vertragsverletzungsverfahren – was, wie es aussieht, den meisten Mitgliedstaaten blühen wird.

Met onze stemming over het Commissievoorstel voor de aanscherping van de nationale uitstootplafonds voor vervuilende stoffen doen we de lucht boven Europa een flink stuk opklaren. Dat is ook nodig. Luchtverontreiniging ligt aan de basis van minstens 400 000 vroegtijdige overlijdens in de Unie als gevolg van luchtwegeninfecties, hartaanvallen en kankers. Vooral inwoners van steden zijn het slachtoffer.

Toch kunnen we met deze uitslag moeilijk helemaal tevreden zijn. De striktere doelstellingen die de sociaaldemocraten hadden voorgesteld, haalden het in de definitieve stemming niet. Als onze voorstellen, die in de Commissie milieubeheer nog een nipte meerderheid behaalden, ook in de plenaire vergadering zouden zijn goedgekeurd, dan konden we in Europa elk jaar meer dan 42 000 vroegtijdige overlijdens extra voorkomen.

Gelukkig slaagden de conservatieven er niet in om de uitstootbeperkingen voor ammoniak en methaan weg te stemmen. Deze door de intensieve veeteelt uitgestoten polluenten zorgen voor heel wat fijn stof en ozonvervuiling. Om die vervuiling aan te pakken moet ook de landbouwsector zijn duit in het zakje doen. Blij zijn we ook met de bindende emissieplafonds voor 2025, de extra mogelijkheden voor lokale besturen om luchtverontreiniging aan te pakken, een grotere inspraak voor burgers en vlottere toegang tot de rechtbank als overheden onvoldoende maatregelen nemen.
