  Dariusz Rosati, rapporteur. Madam President, the recent financial and economic crisis has demonstrated that the European Union economies are strongly interdependent and that national policies in one Member State can have important spillover effects on other Member States. We have realised that more coordination of national economic policies is needed within the EU in order to prevent imbalances, ensure convergence and exploit potential synergies.

The European Semester, introduced in 2011 within the Six—pack, is the most important instrument for national policy coordination and surveillance in the EU. Each year the Commission undertakes a detailed analysis of EU Member States’ budgetary, macroeconomic and structural reform plans and provides them with policy recommendations for the next 12 to 18 months. These country—specific recommendations (CSRs) provide guidance and advice to Member States on how to stimulate growth and jobs in conformity with the Europe 2020 Strategy, while at the same time avoiding excessive imbalances.

Each year the European Semester cycle starts with the annual growth survey published by the Commission in the late autumn, in which key policy priorities are specified for Member States and the EU a whole. It is then followed by an assessment of draft budgetary plans and country report analyses. On that basis the Commission proposes country—specific recommendations, which are then discussed with national governments and are then endorsed by the European Council and adopted formally by the Council.

Drawing on experience from the previous cycles, this year the Commission has proposed to shorten and streamline the whole process in order to give Member States more time to react and also to focus on key priorities. We welcome these changes, while underlining the fact that further action is needed to make the coordination process more efficient and less bureaucratic. This year, priorities focus on the most important growth drivers and include investment for growth and jobs, growth-friendly fiscal consolidation, structural reforms in the labour, product and services markets, and active employment policies.

We support these priorities, but we think that more effort is needed to implement them effectively, especially in the area of structural reforms that are necessary for increasing potential growth in Europe. These reforms should concentrate on removing barriers in the product and services markets and on making labour markets more flexible, while balancing this with the adequate protection of employees’ rights. Equally important is the need to radically improve access to finance, especially for small and medium—sized enterprises, and to make the legal and administrative environment more friendly for businesses and to deal effectively with excessive indebtedness in the private sector.

We share the Commission’s view that continued fiscal consolidation is needed in Member States with unsustainable debt levels and that strict compliance with EU fiscal rules under the reformed Stability and Growth Pact is absolutely crucial for sustainable recovery. However, we also recognise that countries with sufficient fiscal space have the potential to further accelerate domestic investment. We also share the Commission’s opinion that the actual implementation of CSRs by Member States leaves much to be desired. Less than 15% of all CSRs were actually fully implemented in 2014. Thus the potential positive impact of coordination is seriously diminished. In this context, we call on Member States to radically improve the implementation record through faster transposition, more active political support and, above all, strengthened national ownership.

The European Semester offers an opportunity for securing faster growth in Europe and avoiding devastating crises in the future. I call on this House to support our report.

  Nicolas Schmit, président en exercice du Conseil. Madame la Présidente, Mesdames et Messieurs les députés, Monsieur le rapporteur, je me réjouis de cette opportunité de débattre avec vous du Semestre européen. Nous venons tous de recevoir les propositions de la Commission pour un Semestre rénové. Le Conseil se penchera sur cette question dans les semaines à venir pour en tirer les conclusions, déjà, pour l'exercice 2016.

Les trois institutions partagent – et je vous ai bien écouté, Monsieur le rapporteur – l'analyse des principaux défis que l'économie européenne doit relever, à savoir le niveau élevé de l'endettement, le taux de chômage inacceptable, une compétitivité globale qui souffre tout particulièrement d'un niveau de recherche et de développement insuffisant et un écart dangereux en matière d'investissement qui pèse sur le potentiel de croissance de l'économie européenne. Nous proposons des solutions similaires, une mise en œuvre plus efficace et plus large des réformes structurelles, un assainissement budgétaire orienté vers la croissance, un meilleur accès au financement pour les petites et moyennes entreprises, des systèmes d'éducation qui répondent mieux aux besoins des marchés du travail, et surtout – et avant tout – une relance des investissements.

Depuis le premier Semestre européen de 2012, nous avons fait des progrès, et l'édition 2015 en est un bon exemple. Cette année, les recommandations par pays sont plus limitées en nombre et mieux ciblées sur les principaux problèmes macroéconomiques propres à chaque pays. De plus, tout en appelant aux réformes de longue durée, les recommandations mettent également l'accent sur les actions à court et à moyen terme. La portée des recommandations en sort renforcée. Les recommandations de 2015 sont aussi ancrées dans des analyses par pays plus solides. La présentation de ces analyses en amont des recommandations, dès le mois de février, a permis au Conseil de les examiner en profondeur, y compris par la méthode de l'examen par les pairs, la fameuse "peer review".

Le Conseil disposait aussi de plus de temps pour travailler sur les recommandations elles-mêmes. Ainsi, nous avons pu mieux aligner les propositions de la Commission sur les réalités sur le terrain. Ce calendrier moins serré a aussi permis aux États membres d'impliquer les parties prenantes et les parlements nationaux dans le processus de coordination économique au niveau national. Cela contribue à l'appropriation des recommandations et à une mise en œuvre plus efficace de celles-ci.

Le Conseil a discuté cet automne des enseignements à tirer du Semestre 2015. Et nous nous réjouissons des progrès réalisés dans l'organisation de ce Semestre. Nos débats ont aussi mis en évidence d'autres améliorations qui pourraient renforcer encore le processus. Cela concerne avant tout la transparence de la procédure des déséquilibres macroéconomiques, sur laquelle la Commission vient de présenter ses idées, ainsi que le lien entre le Semestre européen et la surveillance prévue dans le pacte de stabilité et de croissance. Nous examinerons les nouvelles propositions de la Commission sur ces volets sans tarder. Alors, vers quelle politique ce processus de coordination devra-t-il nous mener? Dans quelles domaines nous sommes-nous servis de cet outil?

Au niveau macroéconomique, je voudrais mettre l'accent sur l'investissement et l'accès au financement. À la même période l'année dernière, la Commission a présenté le plan d'investissement et les colégislateurs ont adopté la proposition sur le Fonds européen pour les investissements stratégiques en un temps record. Ensuite, en examinant les recommandations par pays de 2015, les États membres ont salué l'accent que la Commission avait mis sur des politiques budgétaires propices à la croissance, qu'il s'agisse de l'efficacité des dépenses, des investissements publics et de la stimulation des investissements privés, ou bien d'une fiscalité plus appropriée.

Cet automne, au niveau ministériel, les travaux sur le plan d'action de la Commission pour une union des marchés des capitaux ont été entamés. Le Conseil adoptera des conclusions sur cette question au mois de novembre. La présidence s'est engagée à progresser dans les travaux relatifs à la proposition sur la titrisation. Nous comptons sur la coopération du Parlement pour faire avancer ce dossier.

En ce qui concerne la politique de l'emploi et la politique sociale, en approuvant des recommandations par pays l'été dernier, le Conseil a aussi reconnu les réalités sur le terrain. Le chômage et l'inclusion sociale continuent à poser des difficultés majeures dans un certain nombre d'États membres. Pour leurs citoyens, l'amélioration des perspectives économiques en Europe ne s'est pas encore fait ressentir au niveau de l'emploi ou de la situation sociale. L'augmentation de la pauvreté reste un enjeu majeur, et notamment la pauvreté qui affecte les enfants. La stratégie 2020 rénovée, qui devra être présentée par la Commission dans les mois à venir, je pense, devra prévoir des objectifs et des actions plus efficaces dans ce domaine.

Nous devons intensifier les efforts pour réduire les niveaux de chômage encore considérablement élevés dans de nombreux États membres et améliorer le fonctionnement des marchés du travail et des systèmes de protection sociale. Des progrès dans ces domaines sont aussi essentiels pour consolider la croissance. L'enjeu politique est de taille. Les citoyens attendent de l'Europe des politiques axées sur la résolution de leurs difficultés. Les progrès en matière de lutte contre le chômage des jeunes sont encore insuffisants. Même s'il y a des progrès, il faut renforcer nos instruments, tels que la garantie pour la jeunesse, et aller au-delà. Nous avons besoin de plus de convergence économique, nous avons besoin aussi de plus de convergence sociale. Et pour faire avancer l'Europe sociale, certains thèmes, tels que la mobilité des travailleurs, feront l'objet de propositions de la Commission à la fin de cette année.

L'échange de bonnes pratiques et l'examen par les pairs, ou la définition de points de référence communs, tels que nous sommes en train d'en établir pour l'intégration des chômeurs de longue durée dans le marché du travail, sont utiles dans une telle approche.

Dans le domaine de la compétitivité, les travaux du Conseil confirment que les États membres partagent la même analyse sur les principaux défis. Concernant les recommandations par pays, le Conseil a été très content d'y retrouver le thème de l'investissement, qu'il s'agisse de l'ouverture des marchés de biens et de services, du cadre réglementaire, d'un meilleur environnement pour les entreprises ou d'une efficacité accrue des administrations publiques. Le Conseil poursuivra également son travail, qui inclut l'amélioration du fonctionnement du marché intérieur. Je considère que c'est un atout majeur dont nous ne tirons pas toujours tous les avantages.

Dans ce contexte, la numérisation du marché unique est certainement un de nos grands chantiers, sans oublier la réglementation intelligente et le soutien aux pôles d'innovation. Le renforcement de la recherche et du développement – je rappelle que nous avions pris l'engagement d'investir 3 % de PIB dans la recherche et le développement –, la promotion de l'innovation par une meilleure articulation entre les secteurs public et privé, le soutien à la création d'entreprises, tout comme l'investissement dans le capital humain sont indispensables à une économie européenne qui se renouvelle et se positionne par rapport à ses principaux concurrents.

Avant de conclure, je voudrais revenir brièvement sur la mise en œuvre des recommandations par pays. Vous mettez cette problématique en exergue en recommandant que la Commission présente un état des lieux détaillé des progrès réalisés par les États membres, ou encore qu'elle envisage l'introduction d'un mécanisme d'incitation. Je voudrais vous assurer que la mise en œuvre des recommandations reste la priorité majeure du Conseil. Nous sommes convaincus que les réformes du Semestre européen introduites au printemps dernier nous rapprochent déjà de cet objectif. Mais le plus important reste à faire, et nous examinerons les nouvelles propositions de la Commission sur un Semestre rénové dans cette optique.

  Valdis Dombrovskis, Vice-President of the Commission. Madam President, let me start by thanking the rapporteur, Mr Rosati, as well as the shadow rapporteurs and all Members involved in the work for their engagement and dedication. The Commission welcomes Parliamentʼs constructive contribution by way of its timely reports such as those of Mr Rosati and the June report by Ms Berès.

Today I have an opportunity to present to you the package of measures adopted by the Commission last week aiming to make the economic and monetary union more effective, transparent and democratic.

Our package intends to restart economic and social convergence by implementing key short- to medium-term elements of the Five Presidents’ report: revamping the European Semester, improving the toolbox of economic governance rules, improving the voice of euro area internationally, completing the financial union, and preparing for stage two on more far-reaching measures that could require a Treaty change.

Let me start with the European Semester. This is the heart of Europeʼs efforts to coordinate economic policies and deliver reforms. Nevertheless, as you rightly stated, Member States have demonstrated varying degrees of commitment to the process. The Commission has constantly been improving the EU Semester to strengthen Member States’ implementation of reforms. In 2015 we have streamlined it to sharpen its focus, better involve national stakeholders and strengthen its social dimension. We value your support in recognising our efforts.

Building on these developments, some further adjustments can bring additional benefits. Firstly we share your view that many Member States, in particular in the euro area, are faced with inter—dependent macroeconomic challenges. Therefore we intend to better integrate the euro area and national dimensions. Recommendations for the euro area will come out earlier than before, so that common challenges can be reflected in recommendations for individual euro area countries.

Second, on several occasions Parliament also called for the social dimension of the European Semester to be strengthened. The Commission has already taken steps to do so, on which we will build further. Specifically, more attention will be given to employment and social performance in the macro-economic imbalances procedure. Moreover, we intend to further improve involvement of EU and national social partners.

Social fairness will also get more attention in the context of macroeconomic adjustment programmes, and we have already put this into practice for the Greek programme, for the first time preparing the social impact assessment of the programme.

Third, you asked the Commission to support Member States’ exchange of best practices. We agree that this is a valuable tool to achieve convergence. We will launch new efforts to promote greater use of benchmarking and cross-examination across policy or thematic areas.

First, in order to focus EU structural and investment funds on supporting reforms, the Commission will enhance their links to key priorities in the CSRs. Effective reform implementation will also be supported through the progressive roll-out of technical assistance by the Commission structural reform support service.

Last week the Commission also presented concrete measures to improve our toolbox of economic governance. The Commission is not proposing a legislative reform. More evidence and experience with reform governance structures are necessary before embarking on such a road. But the Commission has listened to your calls to improve transparency and to reduce the complexity of available instruments and tools, so we will take action. We will notably increase the documentation on the methodologies we use, publish more information and data backing our decisions under the Stability and Growth Pact and the macroeconomic imbalances procedure, and work to streamline the indicators for assessing compliance with the Stability and Growth Pact.

Moreover, as you have rightly stated in the report, the foundations of the recovery are fragile owing to the EU’s underlying structural weaknesses, lack of competitiveness and low investment. The capacity to compete and to adjust is essential for economies to deal with shocks and structural changes and to prosper within a monetary union. It is therefore a focus of our economic policy coordination already today; but we suggest that more be done to strengthen national ownership. We are therefore proposing that national competitiveness boards be set up in all euro area Member States. They would be independent bodies that provide expertise on competitiveness, performance and reforms. The definition of competitiveness in the Commissionʼs proposal is broad, covering both cost and non-cost competitiveness drivers. Our objective here is to strengthen and support national processes and the role of social partners – not to hamper them.

National traditions are very different. We have therefore considered it better to start with a recommendation to Member States and not move straight to legislation. But even so the European Parliament must be fully part of this debate from the start, and your views will be important to shape the debate on the competitiveness boards.

The Commission has also decided to set up an Advisory European Fiscal Board. This board will provide advice on the implementation of fiscal rules, taking into account both national and euro area developments. But let me be clear: any proposals for fiscal decisions under the Treaty remain fully with the Commission, and we are politically responsible for them to this Parliament.

We are also taking steps to complete the banking union. We need to implement what was agreed with strong support from this Parliament, and we need to finish what we have started. This includes full transposition of the BRRD Directive and implementation of the Deposit Guarantee Schemes Directive; and the agreement on bridge financing for the single resolution fund must be completed swiftly.

We plan to present a legislative proposal on first steps towards a European deposit insurance scheme by the end of the year, based on the reinsurance approach. We also plan to set out ways to reduce further risk in the banking sector and ensure a level playing field. A strong EMU must go hand in hand with a strong, single voice on the global stage. We therefore propose to gradually develop a unified representation of the euro area in the IMF. We propose that the President of the Eurogroup should ultimately represent the euro area internationally.

Finally, the Commission considers effective democratic legitimacy and accountability to be an indispensable element of the process to complete EMU. Steps have been taken towards that in the recent past, and the Commission is proposing concrete steps to move further along the lines of the Five Presidents’ report. We expect the European Parliament to take part in shaping the debates to define the economic and social priorities of the EU. This is why we propose to engage in frequent debates throughout the European Semester, for instance in the plenary debate after the publication of the AGS package and upon presentation of the Commissionʼs proposals for country-specific recommendations.

The Commission and the Parliament are in permanent contact, and I am confident we can further refine the details of our cooperation in these matters. To ensure ownership, legitimacy and accountability, we also aim to engage with a broader range of actors.

In the lead-up to this European Semester, which will start with the annual growth survey next month, we have been consulting social partners, both trade unions and business representatives, on the priorities for the year ahead. During this year, I and my fellow Members of the Commission have also travelled to many capitals and met national parliament representatives.

We want national parliaments to be more deeply involved in the adoption of national reform and stability programmes. This is essential to strengthen the ownership, and thereby implementation, of reforms.

The last package should be seen as a first stepping stone towards completing economic and monetary union, but we also need more far-reaching measures – those requiring Treaty change. We are talking here about the preparation for stage two of the Five Presidents’ report. We will need to shape consensus on those more fundamental changes, so we will launch a broad consultation gathering ideas from across Europe.

Next year we will appoint a dedicated expert group to explore legal, economic and political implementation for the long term. All this will feed into the Commissionʼs White Paper in spring 2017.

The European Parliamentʼs input will be a crucial contribution to the next stages in the process of completing EMU. I am looking forward to hearing your views on the proposed approach.

  Nils Torvalds, föredragande av yttrande från budgetutskottet. – Fru talman, kommissionär Dombrovskis och minister Schmit! Jag blir ibland orolig över det sätt på vilket Europaparlamentet arbetar. Den oron utsträcker sig också ibland till en oro över hur kommissionen arbetar.

Jag vill tacka föredraganden Dariusz Rosati för det sätt på vilket han har jobbat. När vi fick detta uppdrag var det första utkastet till uttalande egentligen ett ganska bra papper. Det var koncist, och det var ganska få frågor som jag i det sammanhanget ville förbättra. Jag var naturligtvis orolig över att de landsspecifika rekommendationernas implementeringsprocent var nästan obefintlig, dvs. vi producerar en massa papper som vi skickar ut till våra medlemsländer, och sedan bläddrar medlemsländerna i dessa papper. That’s it. Någonting mer kommer inte ut av det.

Vi borde därför egentligen ha inriktat all vår uppmärksamhet på hur vi ska förbättra denna process, men i parlamentet händer det i detta sammanhang något ganska underligt. För att använda ett uttryck som numera har blivit populärt i Finland förefaller det plötsligt som om ”Mumintrollen hade flytt dalen”, dvs. som om allt förstånd hade försvunnit också ur parlamentet. Istället för att man håller sig till ett koncist papper kommer det in en oändlig massa förslag som har ganska lite att göra med det egentliga uppdraget. Det är egentligen bara ett sätt för medlemmarna i parlamentet att på något sätt visa att de håller sig vakna och gör sitt arbete.

Vi får alltså en irrationell process som inte leder oss framåt. Inne i förslaget får vi allt mellan himmel och jord men inga förbättringar av de landsspecifika rekommendationerna. I denna irrationella process kan det också gå på det sättet att de förslag som min kollega Sven Giegold har kommit fram med, och som egentligen åtminstone till en del är alldeles förnuftiga, faller bort. Det finns också en del förslag där vi verkligen borde fundera på framtiden – hur t.ex. utbildningen för unga människor i de olika medlemsländerna fungerar. Hur kommer sådant in i våra rekommendationer?

För att sammanfatta detta kort tror jag att vi borde försöka samla våra Mumintroll så att vi skulle ha en lite enklare och bättre process också i framtiden.

  Sergio Gutiérrez Prieto, ponente de opinión de la Comisión de Empleo y Asuntos Sociales. Señora Presidenta; señor comisario, señor ministro Schmit, desde la Comisión de Empleo hemos hecho un informe propositivo para una situación que sigue siendo crítica. Crítica, porque un año más tenemos que decir que la recuperación económica sigue siendo lenta y frágil.

Tenemos que seguir hablando de que las bolsas de desempleo siguen, un año más, en una situación totalmente insoportable desde el punto de vista social y desde el punto vista económico; una situación de desempleo que también conduce a cada vez más europeos al desempleo de larga duración, que alumbra las bolsas de pobreza de hoy, pero, sobre todo, empieza a alumbrar las bolsas de pobreza futuras.

Y también el problema de la desigualdad porque, según el informe de la OCDE, todavía hoy hay más gente que acumula más riqueza a costa de más gente que acumula más situaciones de extrema dificultad.

La bolsa de hoy, la brecha entre el 10 % que más tiene con respecto al 10 % que menos tiene en la Unión Europea se ha multiplicado en algunos países hasta por siete, y eso se debe fundamentalmente a unas políticas injustas desde el punto vista fiscal, en detrimento de las políticas redistributivas desde el punto de vista social, y también, cómo no, a la falta de calidad en el empleo, a la precarización del empleo en el conjunto de la Unión Europea.

Por eso estoy yo de acuerdo con el señor Schmit en que en el Parlamento Europeo se necesitan grandes analistas, que necesitamos mayor coordinación, pero, sobre todo, necesitamos cambios, cambios profundos. Porque hablamos de desempleo juvenil, pero tenemos una Garantía Juvenil infrafinanciada; hablamos de parados de larga duración, pero solo nos acordamos de los 10 000 millones del Fondo Social Europeo; hablamos de pobreza laboral, pero la Comisión bloquea el marco europeo de salarios mínimos.

Los ciudadanos no necesitan palabras, ni análisis. Necesitan cambios, acciones y, sobre todo, soluciones, que es lo que venimos a reivindicar con el Semestre Europeo, en el informe de la Comisión de Empleo.

  Ildikó Gáll-Pelcz, A Belső Piaci és Fogyasztóvédelmi Bizottság véleményének előadója. Az IMCO bizottság raportőreként elsőként szeretném megköszönni Rosati úrnak a munkáját. Nagyszerű munkát végzett.

Összességében ez az európai szemeszter – egyetértek biztos úrral – azt gondolom, megszületésétől kezdve nagyon sokat fejlődött, nagyon sokat alakult, most már lassan elérjük a célunkat. Vannak azonban fő prioritások, amelyekre jó lenne jobban fókuszálni, ilyen például a belső piac, mint egy jelentős tartalék, és véleményem szerint a belső piaci pillérnek a megerősítése, amit ennek a jelentésnek is tükrözni kellene. Arra fókuszálunk, hogy nagyobb legyen a gazdasági növekedés, de a legnagyobb tartalékunkról a belső piac működésének tartalékairól vajmi keveset beszélünk.

Örülök azonban, hogy megemlítésre került a kkv, sőt annak a finanszírozási hiánya, ami most is még égető probléma. Örülök az FSI-nek, amikor alternatív eszközként megjelent. Szeretném, hogyha a kkv-k esetében is lenne ilyen alternatív eszköz, ami sokkal hatékonyabban tudna működni. Összességében azt tudom elmondani, hogy a kézzelfogható fejlődéshez sokkal jobb lenne, hogy ha a belső piacot határozottabban és jobban jelenítenénk meg. Ez most elmaradt, remélem a következő jelentésben jobban benne lesz.

Señora Presidenta, lo primero de todo es agradecer al señor Rosati su trabajo y la buena actitud —tengo que decir— durante todo el proceso de negociación, y su apertura de miras, a pesar de que nosotros no estamos contentos, evidentemente, con el resultado final del informe, por algunas cuestiones que voy a citar.

Lo primero, porque de todas las cuestiones que hemos introducido en la opinión que fue votada en la Comisión de Derechos de la Mujer e Igualdad de Género —y, por cierto, también quiero dar las gracias a todas las y los ponentes alternativos de la opinión en comisión—, muchas de ellas no se han incorporado al informe. Ha costado mucho que el Semestre tenga perspectiva de género. La verdad es que en los últimos informes ni tan siquiera había una opinión de la Comisión de Derechos de la Mujer e Igualdad de Género en el Semestre. Está muy bien que hayamos sido capaces de reintroducirla.

Estaría muy bien ahora que, en el próximo informe, la Comisión de Asuntos Económicos tuviera más en cuenta muchas de las cuestiones que nosotros señalamos. Porque, miren, muchas de las reformas que se impulsan a través de las REP tienen un efecto muy, muy importante en la igualdad de género. Y puedo hablar de reformas en el mercado laboral, reformas en materia de pensiones —que han sido impulsadas muchas en el marco del Semestre— que han tenido un efecto muy negativo en términos de igualdad: si hablamos, por ejemplo, de la reforma de los años cotizados y su impacto en las pensiones; si hablamos, por ejemplo, del efecto que han tenido muchas de las reformas laborales en la capacidad de conciliación laboral y familiar; y eso está poniendo en peligro años de avances en el aumento de la tasa de actividad laboral femenina y, por lo tanto, hay muchos aspectos negativos en esta cuestión.

Nosotros habíamos puesto en la opinión toda una serie de elementos: que hubiera una evaluación de género cuando se realizan las reformas; que el Instituto Europeo de la Igualdad de Género pudiera jugar un papel en el proceso de las recomendaciones... Bueno, todo un listado de propuestas que lamentablemente no han sido incluidas, pero que evidentemente son importantes, están encima de la mesa y mi Grupo va a seguir insistiendo en ellas porque son muy importantes.

Voy al marco general del informe, una vez mencionadas las cuestiones que hemos planteado desde la Comisión de Derechos de la Mujer. Yo creo que el informe blinda un modelo de políticas económicas en los últimos años en Europa que no ha funcionado, y encima todas las cosas que no se han hecho bien —y que sabemos que no se han hecho bien— nos negamos a reconocerlas. El tener una inversión demasiado baja, el haber confiado demasiado en la demanda exterior, el haber aplicado devaluaciones interiores extremas y ajustes presupuestarios extremos en algunos Estados miembros, que han empeorado las cosas; todas estas cuestiones no se reconocen como tales en el informe y tengo que decir que la visión que se da es extremadamente triunfalista.

Hay algunas propuestas que nosotros habíamos hecho y que hace muchos años que venimos reclamando: por ejemplo —y eso es una cosa sobre la que quiero insistirle a la Comisión—, el que haya indicadores sociales en el PDM es una cosa que la Comisión nos ha prometido en repetidas ocasiones, indicadores sociales y también indicadores medioambientales, indicadores de eficiencia energética. ¿Dónde está esa reforma? ¿Dónde están esos indicadores que nos han prometido tantas veces? No los hemos visto. Y, por lo tanto, otras cuestiones, por ejemplo, que tienen que ver con la democracia y el control democrático: ¿Qué pasa con las cuestiones de la poca transparencia que existe ahora mismo en el Eurogrupo? Bueno, todas estas cuestiones a nosotros nos preocupan.

Y termino con una cosa, y con esto ya acabo, que es todo lo que ustedes nos han presentado sobre la reforma. Seguramente mi colega Sven Giegold va a insistir en ello, pero es extremadamente tímido el primer paquete que nos han presentado de implementación del informe los cinco presidentes, muy tímido, y no contiene la sustancia ni lo que necesitamos para la reforma de la gobernanza de la eurozona.

How about the best economic instrument this Parliament and this Union can promote? Ditch the euro. Let currencies devalue, decouple, and actually start growth again. You also talked about democracy. I would like to know your views on the ‘coup d’état’ in Portugal, where a democratically—elected parliament was overruled by a president who decreed that the European Union and the euro zone were more important than the wishes of the Portuguese people.   Burkhard Balz, im Namen der PPE-Fraktion. Frau Präsidentin! Als EVP begrüßen wir die Stellungnahme des ECON-Ausschusses ausdrücklich, denn sie setzt aus unserer Sicht die richtigen Schwerpunkte. Sie fordert die konsequente Implementierung von Strukturreformen, insbesondere umfassende Reformen im Arbeitsmarkt, um eine Flexibilisierung zu erreichen und dabei Löhne und Wettbewerbsfähigkeit in Einklang zu bringen, bessere Ausgangsbedingungen für die Realwirtschaft, weniger bürokratische Hürden und – ganz besonders wichtig – eine stärkere Förderung von kleinen und mittelständischen Unternehmen.

Eine Betrachtung der Eurozone, wie sie die Kommission nun separat im Europäischen Semester plant, kann sicherlich hilfreich sein. Aber es muss klar sein und es muss auch klar bleiben, wo die Verantwortlichkeiten für eine nachhaltige Haushaltspolitik, für eine erfolgreiche Reformagenda und damit dann eben auch für mehr Wettbewerbsfähigkeit und Wachstum liegen, nämlich bei den einzelnen Mitgliedstaaten. Wir wissen, bei der Einhaltung der länderspezifischen Empfehlungen haben die Mitgliedstaaten ein „Mangelhaft“ in ihren Zeugnissen stehen. Hier muss die Kommission, Herr Dombrovskis, handeln, und zwar dringend. Das Europäische Semester dient der haushaltspolitischen Überwachung, und das muss auch der Fokus bleiben. Denn das Frühwarnsystem, das uns mit dem Europäischen Semester zur Verfügung steht, muss auch genutzt werden, und zwar auf Basis der einzelnen Mitgliedstaaten, nicht auf aggregierter Basis. Deswegen fordern wir die Anwendung und auch die Durchsetzung der bestehenden Regeln, und zwar gleichermaßen für große und kleine Mitgliedstaaten.

  Elisa Ferreira, em nome do Grupo S&D. Senhora Presidente, Senhor Comissário Dombrovskis, a crise mostrou que a União Económica e Monetária tem de ser completada, e rapidamente. Mas a recente comunicação da Comissão não contribui para esse objetivo, muito pelo contrário.

Em 2012, no auge da crise, sabemos que as três instituições convergiram numa visão de longo prazo: o Parlamento fez o relatório de Marianne Thyssen, sua colega agora na Comissão, havia o texto de Herman Van Rompuy, ou dos quatro presidentes mais um, e o blueprint da Comissão Europeia, e a condição para a eleição e para a confirmação de Jean-Claude Juncker foi a de que este processo fosse relançado — e foi-o através do relatório dos cinco presidentes.

Mas agora que estamos a dar os primeiros passos de concretização, é com muita surpresa e desilusão que constatamos que o primeiro teste deste compromisso não está a funcionar. E não está a funcionar porque a Comissão Europeia diz que quer ouvir o Parlamento Europeu. Mas, por exemplo, no Semestre Europeu, em que fase e como é que o Parlamento Europeu é ouvido, sendo que o próprio Semestre Europeu assenta e se constrói no six-pack e no two-pack, que foram textos legislativos em que este Parlamento foi um ativo colegislador? A Comissão Europeia refugia-se num quadro intergovernamental, que é aquilo que não funcionou, e, portanto, perde a oportunidade, por exemplo, de enquadrar o Mecanismo Europeu de Estabilização num contexto de base comunitária. E chega ao ponto de entregar a representação externa da zona euro ao presidente do Eurogrupo que, como se sabe, não presta contas a este Parlamento, nem a nenhuma instituição comunitária.

Portanto, Senhor Comissário, qual é a agenda que a Comissão Europeia está a seguir? Porque de certeza que não é uma resposta nem ao relatório de Marianne Thyssen, no passado, nem ao relatório Berès, que foi aprovado, aqui, por este plenário.

Tenho esperança de que a agenda ainda seja corrigida e de que a Comissão perceba que, para haver progresso na zona euro, é preciso que as duas instituições comunitárias — Parlamento e Comissão — trabalhem de mãos dadas, e não só com o chamado lip service, em inglês, que, na prática, não garante nenhuma prestação de contas, nem nenhum controlo democrático.

  István Ujhelyi (S&D), Kékkártyás kérdés. Azért jelentkeztem, mert nagyon-nagyon hasonlóan és meglehetősen vehemensen érzem én is azt, hogy el kell mondjuk azt, hogy elégedetlenek vagyunk. Mert látva ezt a mostani vitát, figyelve a hozzászólásokat és elolvasva mindent, ami itt az európai szemeszter kapcsán az embernek felkészítőben el kellett olvasnia, azt veszem észre, mintha Európa és az európai tagállamok nem vennék észre, hogy milyen nehéz helyzetben vagyunk. És most főleg arra gondolok, hogy például a munkanélküliség csökkentésében, az egyes tagállamok következő évi fejlesztési terveiben mintha nem akarnánk előre lépni. Kérem szépen, hogy folytassa nyugodtan, amit az előbb elkezdett mondani, mert kíváncsi vagyok, hogy Ön hogyan lökné előre a folyamatot.

I think this Parliament has been extremely active in trying to contribute to the completion of the monetary union, and we have strong suggestions, as noted recently in the Berès report and previously in Marianne Thyssen’s report, that the Commission knows this. This is not what we expect from the Commission in this first phase. This first phase is too inter-governmental and it does not solve the problems in terms of growth, combating imbalances and bringing forward true employment and true convergence.

So please, Commissioner, look at back at the text and try to correct it before it is too late; because Parliament is supporting you provided you do the right thing.

Każdego roku Komisja podejmuje szczegółową analizę planów reform budżetowych, makroekonomicznych i strukturalnych państw członkowskich i przekazuje im zalecenia na najbliższe 12, 18 miesięcy, a my w Parlamencie, również co roku, oceniamy stan prac i stopień wdrożenia przez państwa członkowskie zaleceń wydanych im przez Komisję.

Sprawozdanie na temat europejskiego semestru ma za zadanie analizę ogólnej sytuacji gospodarczej w Europie, stanu wdrażania reform i ewentualnych przyszłych inicjatyw gospodarczych Unii. Jeśli chcemy prawdziwej poprawy sytuacji gospodarczej, musimy szczerze debatować nad tymi zmianami, do których powinno dojść, i otwarcie przyznać, że niektóre z podejmowanych dotychczas kroków w Unii Europejskiej lub w poszczególnych państwach członkowskich nie przynosiły zamierzonych efektów. Powiem więcej, musimy przyznać się również do wielu błędów. Przy okazji debaty na temat europejskiego semestru brakuje mi tu opinii popartych faktami. Mamy do czynienia głównie ze starciem stanowisk politycznych, a nie z udokumentowaną analizą potrzebnych reform. W ten sposób nie osiągniemy zamierzony efektów i pozwolimy na jeszcze większe załamanie konkurencyjności Unii Europejskiej względem innych gospodarek na świecie.

  Antanas Guoga, on behalf of the ALDE Group. Mr President, I think the implementation of the existing single market legislation in the European Semester process is a priority for us. The single market is one of Europe’s greatest achievements. In the last 50 years it has generated new opportunities, created jobs and offered greater choice at lower prices for consumers. But the work is far from finished. However, it is very important for us to concentrate on the positives that have been achieved so that we can also look to a positive future.

I am also disappointed that the Commission did not publish the single market integration report as part of the Annual Growth Survey this year. We should take note of that. The Commission should ensure that Member States implement the European legislation adopted on the single market, in all its dimensions, and place stronger emphasis on the implementation of existing single market legislation. The European Semester process is a perfect tool for that. We should use it more efficiently.

is that there have been a lot of achievements with the Single Market over the last 50 years. Economic growth is not doing great – obviously we know that – and for that we need structural reforms and serious reforms for that to be achieved.

I do not think we can have just a financial stimulus from the ECB. So if we all unite and carry out further reforms that are necessary, and Member States carry out those reforms, growth rates would be significantly higher.

Senhor Presidente, quero começar por agradecer os esforços do relator Rosati relativamente ao Semestre Europeu — agradeço de forma genuína —, mas gostaria de falar das razões pelas quais não posso apoiar esse relatório, e dedico-me a uma questão de fundo, que é, no meu entender, um dos verdadeiros problemas de fundo pelos quais continuamos a enfrentar tantas dificuldades: é que, a cada relatório do Semestre Europeu, nós continuamos a tratar de crenças e não de realidade política ou sequer de razoabilidade.

A crença é a de que nós temos que tratar de forma diferente os excedentes comerciais em relação aos défices. Como disse, falo desta questão dos excedentes comerciais e dos défices, porque cada vez se carrega mais sobre os défices e cada vez se naturalizam mais os excedentes comerciais. Ora, a questão dos excedentes e dos défices não é uma questão política, é uma questão de lógica: o comércio internacional é um jogo de soma nula — para haver excedentes de um lado, tem de haver défices do outro. E, nesse sentido, continuar este caminho, de uma mão muito forte com os mais fracos, de castigo, de penalização, e uma mão muito leve com os mais fortes, é um caminho para a desagregação da União Monetária e da própria União Europeia.

Para além disso, penso que não se pode continuar a apostar na desregulação do mercado de trabalho, e queria fazer uma última observação: por favor, não peçam pareceres à Comissão das Mulheres para o Semestre Europeu, se depois não têm em consideração nenhuma das propostas em relação à desigualdade de género.

  Sven Giegold, on behalf of the Verts/ALE Group. Mr President, first of all, the European Semester is shaped among other things by its attachment to fulfilling the objectives of the Europe 2020 Strategy, and it is one of the major tools in order to make the Union achieve these objectives.

Unfortunately, this round of the European Semester’s recommendations basically do not show any serious measures to reduce poverty, and all the environment-related measures were totally taken out of the European Semester. While in previous periods there were always strong structural reforms suggested by the Commission in order to increase resource efficiency, to generate competitive new business in the green sector, this time everything is gone.

I would like to ask you, Commissioner, whether you are still attached to the 2020 objectives and to the role of the European Semester in order to achieve these objectives, and I also would like to know why you took out all the environment-related measures, which have always been there in the past.

Secondly, I think the key problem here is that, even if you do not agree with all of these measures as they are proposed, it is clear that the euro in particular, but also Europe as a whole, needs the European Semester process. We all know that the level of accomplishment of the country-specific recommendations is appallingly low.

Mr President of the Council, Mr Schmit, from my perspective you did not address the key question: what did you do in order to increase the number of recommendations, which the Council – which is voting on these recommendations – is really implementing? Where is your decisive action to make your fellow Member States, including Germany and many others, truly reforming in the sense of the European Semester?

We make a joke of the European Semester. Nobody takes it seriously any more if the Council does not manage to implement. And to the Commission: I feel your proposals on the Semester lack a clear enforcement strategy. I cannot see a tough enforcement strategy, and that is really a shortcoming.

I have one last point concerning your proposal, one which really needs its own debate, but the European Fiscal Board is an advisory body, which you could have had proposed under the ordinary legislative process. Now you create what is almost a new institution without a proper legal base and without giving Parliament and the co-legislator the right to co-decide on that. That is a lack of European democracy and a lack of commitment to European democracy from your side.

Signor Presidente, onorevoli colleghi, quello che vorrei evidenziare su questa relazione è ancora la totale mancanza di coinvolgimento democratico nei processi decisionali del semestre europeo e quello appunto su cui spinge questa Commissione. Abbiamo visto come la democrazia si stia dimostrando avversa al semestre, alle riforme, alle liberalizzazioni, all'austerità, a investimenti privati. Sta reagendo violentemente, la democrazia, e voi continuate a imporre, come avete fatto in Italia nel 2011, come avete fatto in Grecia, come avete fatto poco fa in Portogallo, queste stesse politiche fallimentari.

Noi abbiamo ovviamente dimostrato il nostro dissenso democratico, perché abbiamo avuto questo mandato dai cittadini, che ci hanno dato il voto per cercare di portare questo cambiamento. Ma non avverrà mai. Perché? Perché purtroppo l'austerità è legata all'euro. Abbiamo visto come non si possa pensare a un'altra Europa, diversa e senza austerità, rimanendo nell'euro, e Tsipras e il suo fallimento sono proprio l'esempio che dovrebbe dimostrarlo a tutti. E anche perché in quest'Europa si parla solo tedesco. Vediamo come vengono applicate le procedure per i paesi deboli, mentre invece per la Germania, che ha un surplus commerciale da 7 anni eccessivo più del 6%, Commissario, non viene sanzionata e non si applica nessuna regola per fare rispettare alla Germania i suoi obblighi morali nei confronti di quello che è un mercato interno che sta distruggendo.

Quindi fate qualcosa per questo, ma noi ormai non ci crediamo perché seguite una linea completamente diversa dal buon senso.

We have heard all the previous speakers waffle on about instruments here and economics there, and so on, but do you agree with me that they are blind and ignorant to the solution staring them in the face, in that the euro has to go? It does not matter what you all are talking about: you are blind to the fact that the euro is causing the misery that is angering your constituents. So would you agree with me that, before anyone else speaks, the first thing they say to solve the economic problems in this Union is that the euro must go?

Abbiamo visto delle elezioni nell'eurozona, in Portogallo, dove il presidente si è imposto dicendo che per garantire la stabilità dei mercati finanziari non poteva appunto permettere un governo contro l'austerità che mettesse un minimo in discussione il progetto di questa Europa. Mentre invece abbiamo visto che la Polonia, un paese che non ha l'euro, comunque può permettersi di avere una forza politica anche un po' avversa a queste politiche folli e scellerate dell'eurozona. Quindi chi ha la sovranità monetaria ha anche la possibilità democratica di decidere il proprio futuro. Chi non ce l'ha rimane schiavo di questo sistema dell'eurozona.

  Bernard Monot, au nom du groupe ENF. Monsieur le Président, Monsieur le Commissaire, selon l'ENF, le constat est hélas accablant pour évoquer le Semestre européen 2015. En dépit des rapports et des cycles de coordination successifs, les indicateurs macroéconomiques sont toujours dans le rouge. La divergence des taux de croissance, d'emprunt, de chômage et d'inflation dans les dix-neuf économies de la zone euro est bien la preuve que jamais l'euro n'a été, ex post, la zone monétaire optimale que les élites ultralibérales promettaient aux citoyens depuis le début.

Dès lors, dans une fuite en avant éperdue pour échapper aux tristes réalités de cette politique destructrice de richesses et d'emplois, les dirigeants européens déboussolés poussent l'expérience jusqu'au fédéralisme économique. Pour parachever l'Union économique et monétaire, le rapport des cinq présidents propose ainsi des recommandations par pays plus contraignantes ou, pire encore, une représentation unique de la zone euro. Comme si avoir, demain, M. Dombrovskis ou M. Moscovici comme ministre européen allait changer quoi que ce soit au déclin économique structurel de nos pays de la zone euro. Les mêmes causes donneront les mêmes effets: l'austérité qui tue la demande intérieure, le libre-échange, l'hyperlaxisme de la BCE, le laisser-faire des États face aux multinationales et aux banques, les privatisations, la dérégulation du marché du travail, l'immigration massive mèneront les Européens à la misère sociale.

Votre politique est celle de l'impasse, il est temps d'en sortir, sinon, ne vous étonnez pas de la montée de l'euroscepticisme des peuples.

  Zoltán Balczó (NI). Az Unió intézményei azt állítják magukról, hogy közel akarnak kerülni a lakossághoz. Akkor miért használnak olyan kifejezést, hogy európai szemeszter. Mit mond ez egy átlagembernek? Nevezzék nevén a dolgot. A tagállami költségvetés központi jóváhagyásáról van szó. Jómagam a magyar Parlament tagjaként, az EU-ügyek bizottsága tagjaként az úgynevezett konvergenciaprogramról akkor értesültem, amikor már a kormány kiküldte Brüsszelbe. Amikor pedig a szemeszter végén visszakapjuk, azok gyakorlatilag a költségvetés fő számai. Ez a rendszer megfosztja a szuverén országok parlamentjét a költségvetési jogtól. A raportőr pedig csodálkozik, hogy az országspecifikus ajánlásokat nem teljesítik. Azért, mert ezek valójában nem specifikusak. Az Unió minden országra ugyanazt a gazdaságpolitikát akarja ráhúzni, nem a valós, az országok számára fontos gazdaságpolitikának ad lehetőséget. Vissza kell adni a parlamentek költségvetési jogát.

  Pablo Zalba Bidegain (PPE). Señor Presidente; comisario, ministros, Señorías, como todos saben, la coordinación de las políticas económicas y presupuestarias dentro de la Unión Europea son las claves del Semestre Europeo. Es, por tanto, nuestra responsabilidad contribuir a garantizar la convergencia y la estabilidad de la Unión Europea; contribuir a garantizar unas finanzas públicas saneadas; fomentar el crecimiento económico; prevenir los desequilibrios macroeconómicos excesivos y aplicar la estrategia Europa 2020. Pero, insisto, la primera prioridad, sin lugar a dudas, es impulsar el crecimiento y la creación de empleo. Y para ello tenemos que ser todos conscientes de que la fórmula más inmediata, sin lugar a dudas, son las reformas estructurales.

España es un ejemplo de ello. Ha sido uno de los países más ambiciosos al respecto y es el país que más crece del conjunto de la eurozona —crece el doble que el resto de países— y, además, es el que más empleo genera. Pero no olvidemos tampoco que no tendremos una recuperación económica consolidada y duradera en el tiempo hasta que no creemos una verdadera y genuina unión económica.

  Alfred Sant (S&D). Mr President, at the end of the Semester cycle one still wonders whether our approach is as effective as the claim originally made for it. True, deficits have been curtailed in a majority of Member States and, arguably, national debt levels are going down – but would that not have happened anyway, given normal economic and financial pressures? Not so, we are told.

Our procedures were designed to forestall financial Armageddon among Member States. In this they have succeeded by ensuring that rule-based methods compatible with free markets apply to all national players. However, these methods have not led to economic growth at the desired level. Such growth, as there has been, remains fragile.

Despite the quantitative easing programme run by the European Central Bank, its President Mario Draghi stated again that he is prepared to do anything to keep the system on track. Saying that once was necessary; having to say it twice becomes less effective. So perhaps we need to evaluate critically the Semester cycle of surveillance. Member States must now satisfy rules that in practice impose more constraints than exist on states in the USA under a federal system, which is not the case for the EU.

Other rules such as those for the banking union, necessary though they are, have also introduced down the line new costs and delays in the circulation and mobilisation of funds. One—size—fits—all criteria for pension issues seem to be proliferating. Meanwhile, social considerations which were a backbone of European macroeconomic policies are frequently side-lined. Beyond critically evaluating the Semester procedures, perhaps we also need to change perspectives. We need to get over the fixation that the priority should remain that of not letting 2008 happen again.

  Sander Loones (ECR). Ik heb het oorspronkelijke verslag van de rapporteur er eens bijgenomen en daar staan een aantal zeer goede zaken in. We moeten het Europees semester stroomlijnen, begrotingen op orde zetten, de arbeidsmarkt flexibeler maken en structureel hervormen. Veel van die goede punten staan nog in dit verslag, maar ze zijn verwaterd. Daarmee lijdt dit verslag wat aan dezelfde kwaal als het Europees semester zelf. Dit rapport mist focus, het gaat over van alles en nog wat. Precies dat is wat het Europees semester zou moeten doen: focussen op de versterking van de Europese economieën en op het geven van voldoende beleidsruimte aan de lidstaten om een aangepast economisch beleid te voeren.

Schmit απέχει πολύ από την πραγματικότητα, που δείχνει αύξηση της ανεργίας, αύξηση της φτώχειας, αύξηση των κοινωνικών ανισοτήτων, μείωση των επενδύσεων και αναιμική και σαθρή ανάκαμψη της οικονομίας, και αυτό οφείλεται στην αποτυχία μιας δογματικά μονομερούς λιτότητας, που θα έφερνε, δήθεν, επενδύσεις και έφερε αποεπένδυση, και σε μία στρεβλή ελλειμματική αρχιτεκτονική της ευρωζώνης, που αρνείστε να τη δείτε για να διορθώσετε αυτά τα ελλείμματα.

Σας ερωτώ: Πού λογοδοτεί το Εurogroup; Το Εurogroup είναι το αφεντικό της ευρωζώνης, η Επιτροπή είναι ο κομπάρσος και το Ευρωκοινοβούλιο βρίσκεται στο περιθώριο. Κύριε Dombrovskis, στις 16 Σεπτεμβρίου ήσασταν μαζί με τον κ. Moscovici στην Οικονομική Επιτροπή του Ευρωκοινοβουλίου και είπε ο κ. Pierre Moscovici ότι είναι θερμός οπαδός της κοινοτικής μεθόδου και ότι δεν πιστεύει στη διακυβερνητική μέθοδο, και στις 21 Οκτωβρίου παρουσιάσατε προτάσεις, αγνοώντας το Ευρωκοινοβούλιο, για το πώς θα προχωρήσει η πρόταση των πέντε προέδρων.

Αν θέλουμε να προχωρήσει η ευρωζώνη υπέρ των πολιτών, τότε θα πρέπει να εγκαταλείψετε τη διακυβερνητική μέθοδο και να λογοδοτούν οι πάντες και το Εurogroup στο Ευρωκοινοβούλιο.

  Peter van Dalen (ECR), "blauwe kaart"-vraag. De Griekse collega is terecht kritisch over de eurozone en wat er nu in de eurozone gebeurt. Maar ik hoor hem geen oplossingen aandragen. Waarom overweegt u niet uit de eurozone te stappen? Vervolgens onderhandelt u over een flinke schuldafschrijving en tegelijk zorgt u ervoor dat u wel van de Europese fondsen kunt blijven genieten. Op die manier kunt u een herstart maken buiten de eurozone, waarvan ik zeker weet dat dat voor uw land echt het beste is. Waarom bepleit u dat niet?

  Jean Lambert (Verts/ALE). Mr President, I wanted to start by just making the point that austerity is not a philosophy or a practice restricted to the eurozone. Those living in the UK should well understand that it is a matter of political choice. I wanted to say that Parliament has long stressed the need for the economic and social dimension of the Semester to carry equal weight, and of course I agree totally with my colleague Sven Giegold on the environmental dimension there. We need to care about our natural capital as well.

But the social dimension is about more than employment. We are risking coming back as if somehow employment is the be—all and end—all. It is important, of course, and we should recognise that labour market flexibility, for example, does not mean that all power passes to the employer. Employers are expected to flexible as well as workers. We need to recognise that shifting work patterns must not mean that people lose their social rights, and that trickle-down, as mentioned by one or two other speakers, is a very poor form of social irrigation. We know that, if you really want things to grow, you water from the roots up and you look after the people first.

When we are talking about the Social Impact Assessment linked to the Semester, I think it really is time that we saw it operating so that we are looking at the widest impact of the potential policies that are actually being pursued, and so that we are not actually destroying what we claim to be protecting.

  Patrick O'Flynn (EFDD). Mr President, the Semester report is a very curious detective story. For the most part the evidence of the abominations that have been visited on the peoples of Europe is expertly sifted by Mr Rosati. He notes, for instance, the destructive influence of an overvalued currency on exports, production, employment, wages and much else. At last I think the euro is being prosecuted as the villain of the piece. The report calls on the Commission to explore innovative ways of lessening the need for a painful internal devaluation. Hurray, I think, this must be code for letting the southern periphery leave the euro. The next paragraph notes that a currency union in a currency area that is far from optimal necessarily leaves some of its members trapped with a currency that is overvalued. Yes, I now think, Hercule Poirot, I love you! But then comes the crushing baffling disappointment. Mr Rosati lets the villain of the piece off the hook. In fact he makes the villain chief of police. He says all EU Member States should be engaged in each stage of completing economic and monetary union. To quote a famous British voice: ʻNo, no, noʼ. The report notes a persistently high unemployment rate across most Member States. This will indeed persist, notwithstanding some short-term cyclical improvements, so long as you all persist with the euro. Case closed, Your Honour!

  Gerolf Annemans (ENF). Collega's, u moet ophouden met al deze onzin. Ik begrijp natuurlijk wel dat u in uw filosofie – in die haast religieuze wereld van uw muntunie – langzaam maar zeker, semester na semester, voetje voor voetje moet opschuiven in de richting van een onmogelijke eenheidseconomie, ter meerdere eer en glorie van uw religie, ad majorem dei gloriam. Anders lukt het niet. Waarna u vaststelt dat uw systeem nog altijd niet stabiel is en overgaat tot verdere stroomlijning van de lidstatelijke en culturele verschillen die ooit in een ver verleden de rijkdom en de kracht van het Europese continent waren maar die nu, zoals het in een religieus systeem hoort, tot zonde zijn verklaard die nationalisme en populisme worden genoemd en opzij worden gezet. Houd alstublieft op met al die onzin. U bent alchemisten die ervoor zorgen dat de boel zal ontploffen. Alleen een Europese samenwerking van vrije, sterke lidstaten kan nog een oplossing bieden.

Κύριε Πρόεδρε, η συζητούμενη έκθεση αποδεικνύει ότι το ευρωπαϊκό εξάμηνο είναι ισχυρό αντιλαϊκό εργαλείο για την επιβολή της στρατηγικής της Ευρωπαϊκής Ένωσης προς όφελος των μονοπωλίων, που με σκληρότητα επιτίθεται σε βάρος του λαού. Στα πλαίσια αυτά ο ελληνικός λαός αντιμετωπίζει τη βάρβαρη επίθεση και με το τρίτο αριστερό μνημόνιο της κυβέρνησης ΣΥΡΙΖΑ-ΑΝΕΛ. Προωθούνται διαρθρωτικές μεταρρυθμίσεις, εποπτεία και δημοσιονομική πειθαρχία στο πλαίσιο της πορείας εμβάθυνσης της ΟΝΕ που επιτάσσουν: ελαστικές σχέσεις εργασίας με διαφάνεια, διευκολύνοντας τις μαζικές απολύσεις· δραματική μείωση μισθών στο επίπεδο του ελάχιστου εισοδήματος· διατήρηση των φοροαπαλλαγών των επιχειρηματικών ομίλων, φορτώνοντας τον λαό με νέα βάρη· κατεδάφιση του κοινωνικο-ασφαλιστικού συστήματος, κάνοντάς το πιο φιλικό στην εργοδοσία, τσακίζοντας τις συντάξεις και το δικαίωμα σε δωρεάν υγεία και πρόνοια. Σε περίπτωση δε μη επίτευξης αυτών των στόχων τα δημοσιονομικά συμβούλια θα μειώνουν αυτόματα μισθούς και κοινωνικές δαπάνες.

Αυτή η αντιλαϊκή επίθεση, για να αντιμετωπιστεί, απαιτεί καλά οργανωμένους αγώνες για την ικανοποίηση των λαϊκών αναγκών, πάλη ενάντια στο κεφάλαιο και την εξουσία του.

  Theodor Dumitru Stolojan (PPE). Domnule Președinte, într-adevăr, semestrul european a devenit un instrument eficient pentru coordonarea politicilor economice ale statelor membre și aș dori, aici, să subliniez că vicepreședintele Comisiei Europene, domnul Dombrovskis, a sesizat un punct slab în acest proces, și anume rolul parlamentelor naționale.

Dânsul a promis că va merge în statele membre pentru a discuta aceste probleme cu parlamentele naționale. De ce? Pentru că în unele state membre parlamentele naționale nu sunt implicate încă din primăvară în semestrul european. Guvernele prezintă propuneri de programe de reformă națională, precum și propuneri de programe de convergență sau stabilitate, după caz, direct la Comisia Europeană fără ca parlamentele naționale să aibă habar de ceea ce se propune în aceste programe. În consecință, parlamentele naționale apar în proces abia în toamnă, când guvernele se prezintă cu proiectele de bugete pentru adoptare și atunci sigur că reacția este de regulă negativă: „ni se impun niște măsuri de undeva de la Comisia Europeană și așa mai departe”.

De aceea, salut inițiativa domnului Dombrovskis de a avea mai multă comunicare cu parlamentele naționale.

  Maria João Rodrigues (S&D). Mr President, I will focus my comments on the recent package presented by the Commission to streamline the European Semester and to complete Economic and Monetary Union.

The Commission announced the purpose – which I very much support – of promoting upward convergence, but I am afraid that the solutions which are being proposed will not be enough to deliver these goals. If you really want to deliver upward convergence, you need first of all to change the targets, starting with competitiveness. It is very important to focus improvement in competitiveness on factors for the future, meaning innovation, education, energy and public administration, rather than just controlling labour costs. Then you also need to change the social targets because it is important to take into account not only unemployment rates, but also social inequalities, because they are increasing in Europe. Then you need to change the priorities in the country—specific recommendations. Yes, we need reforms; but the reforms which should be prioritised concern education, innovation and public administration.

Above all, we need much more investment and, finally, we need to raise demand, particularly asking surplus countries to spend more. So this means quite a change in the priorities the Commission is recommending. We also need to increase financial support with a real fiscal capacity. Without that it is difficult to have real upward convergence.

Κύριε Dombrovskis, πριν λίγες ημέρες επισκεφθήκατε την Αθήνα για να ελέγξετε την εφαρμογή του τρίτου μνημονίου, ενός μνημονίου που επιβάλλει φορολογικό ρεσάλτο στις τσέπες και τις περιουσίες των φτωχοποιημένων ελλήνων πολιτών, που μειώνει μισθούς και συντάξεις, που διαλύει το ασφαλιστικό και τον πρωτογενή τομέα, φορολογώντας άγρια τους αγρότες, που οδηγεί τη χώρα στην ύφεση, αυξάνει την ανεργία, κλείνει μικρομεσαίες επιχειρήσεις και δρομολογεί το ξεπούλημα της δημόσιας περιουσίας. Ταυτόχρονα, κύριε Dombrovskis, δημιουργήσατε μεγάλη ανησυχία με τις δηλώσεις σας περί δήθεν bail-in αν δεν γίνει ανακεφαλαιοποίηση των τραπεζών μέχρι το τέλος του '15, ανακεφαλαιοποίηση που όπως δηλώσατε μπορεί να γίνει μόνο μετά την ολοκλήρωση της πρώτης αξιολόγησης, δηλαδή μετά την επιβολή των μνημονιακών μέτρων που θα μετατρέψουν την Ελλάδα σε κοινωνικό νεκροταφείο.

Κύριε Dombrovskis, τα μνημόνια που εφαρμόστηκαν στην Ελλάδα απέτυχαν και γέννησαν τη χώρα με στρατιές ανέργων· κι όλα αυτά παρότι η Ελλάδα, στο ίδιο διάστημα, έλαβε διακόσια σαράντα δισεκατομμύρια ευρώ ως δάνεια. Πού πήγαν λοιπόν τα λεφτά, κύριε Dombrovskis;

  Matt Carthy (GUE/NGL). Mr President, the European Semester has become a by—term for an economic platform that has undermined sovereignty, undermined democracy, and has absolutely eroded public confidence in the European Institutions. But, above all, it is a failed economic platform.

It is interesting to hear today some MEPs crying crocodile tears over the fact that Parliament has been denied legislative powers in the European Semester when this House has conspired to deny the democratic rights of citizens to determine the economic direction of their countries.

The European Semester is simply reinforcing a set of policies that have entrenched the democratic deficit and disillusioned citizens even further. It is a set of policies that have created unequal societies and has failed to address the underlying problems of boom and bust economics that have beset countries like Ireland.

The European Semester and the document that we are discussing today are a failed economic policy. We need to accept what our citizens already accept: that it is time for a new direction for European economics and European politics.

  David Coburn (EFDD). Mr President, most people in this place talk about one of three things: themselves, their own amendments or how wonderful the EU is, or indeed all three at once. I am not going to do any of them. I am going to talk about someone else’s amendments. The Greens – lovely people, a little confused, hearts in the right place, all that – but most of their policies are not on the same planet as the one they want to save.

How, for example, is the EU meant to meet their amendment to ‘monitor progress towards decoupling economic development from the use of natural resources’? Well, however, we can agree on the amendment which says ‘we deplore the Eurogroup’s absence of democratic legitimacy and accountability when it assumes executive powers’. The Eurogroup should not meet behind closed doors, nor keep the minutes private, but the kind-hearted Greens are probably the only people in this place who would believe the EU is going to change this.

Madankollu rridu nżidu l-momentum tal-isforzi tagħna sabiex insaħħu il-proċess tal-pussess nazzjonali tas-CSRs billi nżidu l-involviment tal-imsieħba soċjali u nazzjonali matul il-proċess kollu, eżatt kif irrimarkat tajjeb dan l-aħħar il-Kummissjoni.

Għalkemm hemm sinjali ta' titjib fil-problema tal-qgħad fost iż-żgħażagħ, din xorta għadha problema kbira ħafna, u rridu naraw in-numri tagħhom jonqsu. Tajjeb li noħolqu studji, tajjeb li nitkellmu dwar din il-problema, però issa ejja nibdew ngħaddu għall-fatti ħalli naraw iktar żgħażagħ jidħlu fid-dinja tax-xogħol.

Naqbel perfettament ma' dak li qalet Jean Lambert illi l-problema tax-xogħol mhix biss l-unika problema li nħabbtu magħha ċittadini Ewropej, imma għandek problema wkoll soċjali illi ġabet magħha il-kriżi ekonomika, u anki din irridu nibdew nindirizzawha b'aktar serjetà.

U allura nemmen li għandna bżonn il-pajjiżi membri jikkommettu ruħhom serjament biex jaffrontaw dawn il-problemi olistikament u jimplimentaw politika dwar ix-xogħol li tkun effettiva u li tolqot kemm lil dawk li qed ifittxu x-xogħol, kif ukoll lil dawk li qegħdin jimpjegaw.

  Pervenche Berès (S&D). Monsieur le Président, Monsieur le Président du Conseil, je vous invite à regarder attentivement ce paquet que la Commission vient de mettre sur la table, car il ne correspond pas, me semble-t-il, aux objectifs de la présidence luxembourgeoise.

Monsieur le Commissaire, j'ai l'impression que vous ignorez une lettre qui a été adressée par le président de cette institution au président de votre institution et qui dit:

‘On behalf of the Conference of Presidents I would therefore like to formally ask you as President of the European Commission to reconsider the package in light of the point raised here’.

Je n'ai pas le temps de revenir sur les points qui ont été évoqués par le président du Parlement dans cette lettre, mais j'attire quand même votre attention dessus.

Je vous remercie d'avoir cité le rapport Berès, mais vous semblez en ignorer l'essence. Car l'essence du rapport Berès, c'est de montrer que les traités permettent de faire beaucoup de choses. Or, on a l'impression que la feuille de route que vous venez de nous proposer, c'est votre réponse à cette question: que peut-on faire sans révision des traités?

Si l'on ne peut faire que ce que vous nous avez proposé, l'euro est bien mal en point. Car que dites-vous de la nécessité de redéfinir la priorité en matière d'investissement pour la zone euro ou en matière de convergence réelle, ce qui suppose une harmonisation fiscale et sociale? Que dites-vous de cette fameuse dimension sociale dont le président de la Commission nous a dit qu'elle serait le triple A de sa mandature? Et puis, je m'inquiète parce que, parfois, en vous écoutant et en lisant vos propos, j'ai l'impression qu'en réalité, vous répondez à une feuille de route de votre famille politique, sur le plan politique et sur le plan institutionnel. Ce n'est pas acceptable pour ma famille politique, dont le soutien est pourtant indispensable à l'exercice du pouvoir par votre Commission.

  Patrick O’Flynn (EFDD), blue-card question. I am very grateful, as I know the lady is not keen on blue cards. For once, she has made the points about the European level of governance and I suppose I made similar points earlier, but she should be looking at her own national government because her political party, with the French President’s party, has ruined the economy of France. It has chased all the wealth creators away – some of them have come to Britain and to London, and we are grateful for that. Surely the key to improving the French economy would be a much lower tax economic outlook than the one her disastrous Socialist President has imposed.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, zamolio sam Vas da dobijem riječ jednostavno zbog toga što sam stalno u ovoj dvorani i različiti predsjednici različito vode ovu sjednicu. Ovaj gospodin je maloprije govorio, imao je svoj speaking time. Sada postavlja pitanja. Već je tri puta postavljao blue card, postavljaju jedni drugima. Neki predsjednici koji predsjedavaju ne dozvoljavaju takvu praksu pa ja molim da kao predsjedništvo utvrdite praksu, a ne da iz kluba postavljaju jedni drugima pitanja samo zato da bi se međusobno promovirali. Ili čovjek koji je sad govorio postavlja blue card ovoj gospođi. Pa to nema nikakvog smisla. Mi ćemo biti ovdje do sutra ujutro.

  Peter van Dalen (ECR). In bijna alle Europese lidstaten worstelt de Europese Unie met haar imago. Het lukt niet om de burgers enthousiast te maken voor Europa. Helaas trekken nog te weinig fracties in dit huis daar echte conclusies uit. Dat zien we ook voor een deel in het verslag-Rosati. Aan de ene kant doet rapporteur Rosati goede suggesties, bijvoorbeeld om de nationale parlementen beter bij het hele proces te betrekken. Aan de andere kant pleit hij ook voor meer Europa, bijvoorbeeld wanneer verwezen wordt naar het vijfpresidentenplan of een nieuw stelsel van eigen middelen in de Europese Unie. Die kant moeten we niet op.

Afspraken van het stabiliteits- en groeipact worden al jaren straffeloos geschonden, bijvoorbeeld door Frankrijk. Ook bij de voor volgend jaar ingediende begrotingen lopen de tekorten op. Dat moet niet langer zo. We moeten doen wat is afgesproken. Alleen dan winnen we het vertrouwen van de burgers terug, niet door maar steeds meer en meer Europa te bepleiten.

  Paul Tang (S&D), "blauwe kaart"-vraag. Het betoog van de heer Van Dalen komt eigenlijk neer op “regels zijn regels”. Laten we wel zijn, mijnheer Van Dalen, u moet toch ook erkennen dat dat beleid niet gewerkt heeft, niet in economische zin maar ook niet in politieke zin. Sinds wanneer heeft het uitgangspunt van “regels zijn regels” enthousiasme gebracht? Hoe moet dat het enthousiasme voor de Europese Unie aanwakkeren? Ik ben benieuwd hoeveel handen u daarvoor op elkaar krijgt.

Maar wat niet gedaan wordt, is de dingen die we met elkaar hebben afgesproken, nu eens eindelijk nakomen. Dat gebeurt niet. Al jaren worden de normen van het stabiliteits- en groeipact gewoon overschreden. De Commissie grijpt niet in. Dag in dag uit worden die maatregelen gewoon geschonden. Dat moeten we veranderen. Dat is de kern van mijn pleidooi. We moeten nakomen wat we afspreken voordat we gaan roepen: meer Europa moet, dat lost het allemaal wel op.

  Miguel Viegas (GUE/NGL). Senhor Presidente, o Semestre Europeu operacionaliza a governação económica e representa, por isso, a verdadeira arma de submissão dos Estados nacionais ao credo neoliberal. Não só não resolve nada, como agrava os problemas económicos e sociais.

Em Portugal, a consolidação orçamental gerou mais desemprego, mais pobreza, mais desigualdades sociais e uma dívida pública nunca vista na história da nossa democracia. Mas também a Europa, com 25 milhões de desempregados e 120 milhões de pobres, não avança, apesar dos milhares de milhões de euros do BCE injetados no sistema financeiro.

O Fundo Europeu de Investimentos Estratégicos, o documento dos cinco presidentes ou ainda a intenção de alinhar o calendário do Semestre Europeu são apenas manobras dilatórias, destinadas a evitar o confronto com a realidade. A governação económica promove um enquadramento macroeconómico incompatível com qualquer política de relançamento. Repare-se no exemplo finlandês, outrora um modelo de virtudes no que toca à disciplina orçamental, mas que não escapou à recessão e acabou também por furar os limites do défice. Até quando continuarão as instituições europeias cegas à realidade?

  Andreas Schwab (PPE). Herr Präsident, Herr Vizepräsident der Europäischen Kommission, liebe Kolleginnen und Kollegen! Ich glaube, dass die heutige Debatte über das Europäische Semester tatsächlich wesentlich davon bestimmt wird, dass wir vor wenigen Wochen auf der Grundlage des Berichts der fünf Präsidenten neue Vorschläge bekommen haben, die auch die Europäische Kommission mit in ihre Strategie einbezogen hat.

Zum Zweiten hat die Europäische Kommission heute die Binnenmarktstrategie vorgestellt. Ich möchte das vorwegnehmen, weil ich glaube, es hilft uns in diesem Plenum überhaupt nicht weiter, wenn jeder von uns glaubt, er wisse alles besser und die anderen seien an den Problemen schuld. Wir werden in der Eurozone, in Europa, am Ende nur dann wirtschaftlich wieder in die Wachstumsphase kommen, wenn wir versuchen, gemeinsam die notwendigen Schritte zu erreichen. Eines ist doch offensichtlich: Bei allen makroökonomischen Themen, die es in diesem Raum gibt und über die auch Streit besteht, ist ein wichtiges Element, das in jedem Falle für gemeinsames Wachstum sorgen kann, eine bessere Umsetzung der gemeinsamen Binnenmarktregeln.

Deswegen finde ich es wichtig, dass wir die Idee, die Michel Barnier in der letzten Kommission eingebracht hat, die sogenannte single market governance-Strategie, stärker in den Fokus nehmen. Denn wenn wir im Rahmen des Europäischen Semesters als europäische Parlamentarier mit den Vertretern der nationalen Parlamente ins Gespräch kommen wollen, dann werden wir das vernünftiger Weise nicht schaffen, wenn wir nur über makroökonomische Themen sprechen, sondern die nationalen Parlamentarier – da bin ich mit Frau Rodrigues von der S&D-Fraktion ganz einverstanden – werden da nur mitmachen, wenn sie mitbeteiligt sind. Dazu dient die Binnenmarktstrategie. Ich glaube, dass wir da gemeinsam mit den nationalen Parlamentariern vorankommen können.

Ich wollte ihn fragen, wie er die Wirkung von Anreizen für Beschäftigung und für kleine und mittlere Betriebe, gerade auch für Unternehmungsgründungen, sieht, und ob man das eventuell in diesem Europäischen Semester verankern könnte?

  Andreas Schwab (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Herr Präsident! Der Kollege Rübig weist auf die wichtige Frage hin, was kleine und mittlere Unternehmen im europäischen Binnenmarkt erreichen können.

Wenn wir einheitliche Regeln haben, die in allen Mitgliedsstaaten der Europäischen Union in gleicher Weise angewendet und umgesetzt werden, so ist dies das beste Wachstumskonzept für kleine und mittlere Unternehmen in Europa – und zwar in ganz Europa. Vor allem auch für die Länder, in denen die Arbeitslosigkeit momentan besonders hoch ist.

Es ist unser gemeinsames Ziel in der EVP-Fraktion, aktiv daran zu arbeiten, dass die Arbeitslosigkeit, insbesondere bei den jungen Leuten – der Kollege David Casa hat drauf hingewiesen – zurückgeht. Deswegen müssen wir kleine und mittlere Unternehmen, die Wachstumsmotoren sein können, besonders stärken. Da hat der Kollege vollkommen Recht.

  Paul Tang (S&D). Economisch bestuur, het klinkt voor velen nog wat stoffig, maar het gaat over democratie. Het bestuur mag nooit bestaan uit bureaucratische regeltjes. Dat is de dood in de pot voor de politiek. Dat neemt niet weg dat de politiek en ook dit Europees Parlement keuzes niet mogen schuwen. Want ja, we willen beleid dat helpt de economie te stabiliseren en tegelijkertijd willen we beleid dat de overheidsschuld houdbaar maakt. We willen dat landen zelf verantwoordelijkheid nemen voor bezuinigingen, hervormingen en investeringen. Maar we willen ook dat landen niet aan hun lot worden overgelaten. Hoe combineren we dat? Dat is lastig, zeker als één van de elementen niet wordt erkend.

Bij het uitbreken van de eurocrisis was eigen verantwoordelijkheid niet mogelijk. Landen en banken zouden elkaar omver hebben getrokken en dus werden schulden niet afgeschreven, ten koste van Griekenland en ten faveure van private schuldeisers. Schulden hadden kunnen worden afgeschreven, maar dat gebeurde niet. Zo'n situatie mag niet meer voorkomen. We moeten ons ook afvragen wat we kunnen leren uit de Verenigde Staten, waar een staat als Californië of een stad als Detroit in financiële problemen kunnen komen zonder dat de vraag rijst of die staat of die stad uit de dollarzone zou moeten.

Regeltjes mogen niet de indruk wekken dat schuld en tekort door Brussel beperkt en beheerst worden. Brussel is juist niet geloofwaardig. Democratie en economisch bestuur vraagt om duidelijke keuzes.

  Peter van Dalen (ECR), "blauwe kaart"-vraag. Ik moet hier zeker een blauwe kaart gebruiken, want de heer Tang zegt hier wel iets heel opzienbarends. Hij houdt een pleidooi voor schuldafschrijving. Daar ben ik het volledig mee eens. Het zou hem echter sieren als hij dit ook eens zou vertellen aan zijn minister van Financiën, de heer Dijsselbloem, want in de onderhandelingen met Griekenland was er één man die totaal niet wilde praten over schuldafschrijving en dat was zijn partijgenoot de heer Dijsselbloem. Ik vind dit dus een goed betoog van de heer Tang. Laat hij dit ook even doorsturen aan zijn partijgenoot, alstublieft.

  Paul Tang (S&D), "blauwe kaart"-antwoord. Ik heb natuurlijk het Europees Parlement niet nodig om partijgenoot Dijsselbloem te spreken. Maar ik zal het op verzoek van de heer van Dalen wel doen. Zijn boodschap is zeker aangekomen. Er waren ten principale geen redenen om tegen schuldafschrijving te zijn, maar er waren ook de politieke omstandigheden. In landen als Duitsland, Spanje en Portugal waren regeringen aan de macht die daar uiteraard zeer tegen zijn en Jeroen Dijsselbloem is voorzitter van de hele eurogroep. Overigens kan ik daaraan toevoegen dat u in 2010, toen u nog lid was van het nationale parlement, natuurlijk ook gepleit hebt voor afschrijvingen. Dat was toen niet te realiseren, omdat we in een situatie waren beland dat een land banken omver zou trekken. Dat is een situatie die we voortaan moeten voorkomen.

  Miguel Urbán Crespo (GUE/NGL). Señor Presidente, Señorías, celebramos la preocupación mostrada por la insuficiente recuperación económica y la permanencia de graves niveles de desigualdad y pobreza en Europa, pero creemos que es urgente una mayor y mejor inversión ecológica sostenible para cambiar el modelo productivo y combatir el desempleo y los bajos salarios.

El modelo neoliberal de Europa del proyecto de los cinco presidentes pretende recentralizar los recursos públicos en Bruselas para garantizar el negocio de las grandes compañías, que es todo lo contrario a lo que habría que hacer, porque las necesidades sociales se siguen desatendiendo permanentemente.

Esta semana hemos podido comprobar cómo la Comisión está dispuesta a flexibilizar el Pacto de Estabilidad para premiar, eso sí, a los países que demuestren su sumisión a las políticas de austeridad y su disposición a actuar como guardianes de las fronteras de la Europa-fortaleza.

Nosotros apostamos por otra Europa, que democratice la economía y que se base en la soberanía popular de los europeos, y no en la imposición y el chantaje económico.

Señor Presidente, el problema, lo que yo estoy viendo —y yo creo que, por desgracia, mi país es un buen ejemplo de ello— es que lo que se está haciendo ahora mismo es repartir justamente el trabajo a la baja, trabajo sin derechos. Estamos viendo cómo por primera vez en mi país hay trabajadores que son working poors, trabajadores pobres. Antes, cuando tenías un trabajo tenías derechos, tenías la capacidad de poder vivir; ahora, todo lo contrario. El empleo que se está creando en mi país es que donde antes había un empleo —donde se cobraban 1 200 euros— ahora hay dos empleos que cobran 500 euros, y con eso, desde luego, no se puede vivir. Evidentemente, estoy a favor de los derechos en el plano laboral, pero es fundamental repartir el trabajo pero también repartir la riqueza y la remuneración que conlleva eso mismo.

  Othmar Karas (PPE). Herr Präsident, meine Damen und Herren! Die Budgetpolitik ist immer ein in Zahlen gegossenes Arbeitsprogramm.

Das Europäische Semester gibt der Kommission die Möglichkeit, öffentlich den Finger in die Wunden zu legen, die der Widerspruch zwischen Zielen und Taten schafft. Das Europäische Semester ersetzt aber nicht die Weiterentwicklung der Währungsunion zur Fiskal-, Wirtschafts- und Sozialunion. Es ersetzt nicht die Schaffung eines europäischen Finanzministers, ersetzt nicht die Umsetzung des Präsidentenpapiers über die Zukunft der europäischen Budgetpolitik, Wirtschafts- und Sozialunion. Und es ersetzt nicht die Umsetzung aller Beschlüsse, die wir in diesem Haus, im Rat und in der Kommission gesetzt haben. Ich habe das Gefühl, es fehlt auch immer zu sehr an Ernsthaftigkeit.

Auf der Homepage von Sven Giegold können wir lesen, dass bisher von 528 länderspezifischen Empfehlungen nur sieben vollständig umgesetzt wurden. Noch immer werden Strukturen der Vergangenheit aus machtpolitischen und parteipolitischen Gründen gegen die Zukunft verteidigt und damit Schulden der Schulden wegen gemacht, und es wird der Ausverkauf der Zukunft betrieben. Noch immer fehlt es am politischen Willen zu vieler, das Beschlossene umzusetzen.

Noch immer werden Barrieren im Binnenmarkt verteidigt. Ich verlange daher eine Umsetzungsstrategie, eine Durchsetzungsstrategie und einen Bericht über jeden Mitgliedsstaat, was mit den länderspezifischen Empfehlungen gemacht wird.

  Evelyn Regner (S&D). Herr Präsident! Jedes Jahr, wenn es um das Europäische Semester geht, haben wir hier eine sehr ähnliche, fast gleichlautende, Diskussion. Wir Sozialdemokratinnen, wir Sozialdemokraten wollen, dass die Richtung geändert wird, radikal geändert wird: weg von einer einseitigen Kürzungspolitik, hin zu einer ausgeglichenen Wirtschafts- und Finanzpolitik. Flexibilität ja, aber keine einseitige, die mehr oder weniger immer nur zu Lasten der Arbeitnehmer und Arbeitnehmerinnen geht. Noch mehr sogenannte Nullstunden-Verträge – mein Kollege hat dies ja erwähnt – oder andere prekäre Beschäftigungsformen lösen das Problem nicht, sie führen zu steigender Armut statt zu Arbeit und dazu, dass die Menschen sich von Europa abwenden.

Es ist nun gut, dass die Beschäftigungsindikatoren im Rahmen des makroökonomischen Ungleichgewichtsverfahrens berücksichtigt werden, aber es fehlen soziale Indikatoren, zum Beispiel zur Bekämpfung von Armut und sozialer Ausgrenzung. Kurzum: Wir brauchen einen sofortigen Richtungswechsel. Sozial- und Beschäftigungspolitik muss genauso verbindlich sein wie Finanz- und Wirtschaftspolitik.

  Tom Vandenkendelaere (PPE). Ik denk dat we vooreerst collega Rosati moeten bedanken voor zijn weer uitmuntende werk. Een verstandig beleid is per definitie een meersporenbeleid. Daarom juich ik de strategie van de Commissie toe om bij de landenspecifieke aanbevelingen in te zetten op investeringen, op structurele hervormingen, op budgettaire verantwoordelijkheid en op het verbeteren van het werkgelegenheidsbeleid. Maar een correcte analyse maken is niet voldoende. Je moet ze natuurlijk ook nog verkocht krijgen en daar loopt het vaak fout vandaag. Maar ook hier, denk ik, ligt de sleutel tot succes in een benadering op meerdere sporen.

Enerzijds moet de Commissie op het aangewezen tijdstip de regels durven afdwingen en daarbij ook macro-economische onevenwichtigheden strenger opvolgen. Anderzijds moet volop ingezet worden op het vooraf streven naar veel meer verantwoordelijkheid voor deze aanbevelingen. Ik ben dus heel tevreden met de aanbeveling van de Commissie om in alle eurozonelanden raden van concurrentievermogen op te richten. Dergelijke onafhankelijke expertenorganen kunnen door hun expertise en natuurlijk gezag ook een sleutelrol gaan spelen in het creëren van maatschappelijk draagvlak voor noodzakelijke hervormingen. Ook het nauwer betrekken van nationale parlementen in de verschillende fases van het proces is volgens mij een absolute must. Tot slot zal ook de upgrade van bepaalde sociale indicatoren, zoals jeugdwerkloosheid en activiteitsgraad, volgens mij bijdragen tot een grotere betrokkenheid bij het semesterproces.

Signor Presidente, onorevoli colleghi, io penso che questa relazione rifletta positivamente la correzione dell'indirizzo della politica fiscale dell'eurozona che è perseguita dalla Commissione Juncker attraverso un vero consolidamento fiscale amico della crescita e quindi attraverso misure che sappiano bilanciare la riduzione effettiva del deficit e del debito col miglior utilizzo della flessibilità prevista dalle regole. Quindi noi naturalmente incoraggiamo la Commissione a essere coerente con questo indirizzo, chiaramente espresso nella nostra relazione e anche nelle opinioni che esprimeranno sulle leggi di stabilità degli Stati membri.

Poi c'è un secondo elemento, che è quello del miglioramento della nostra governance, che è assolutamente necessario e che va di pari passo e deve andare di pari passo con una correzione dell'indirizzo della politica economica. Qui il pacchetto presentato contiene delle misure senza dubbio importanti e positive, come una raccomandazione sulla fiscal stand complessiva dell'eurozona.

Allo stesso tempo, io penso che ci siano dei limiti di ambizione, perché credo che occorra riconoscere chiaramente che esistono misure più ambiziose che si possono realizzare anche a trattati costanti per rafforzare il coordinamento della politica economica degli Stati membri e costruire un embrione di capacità fiscale.

In secondo luogo, credo occorra rafforzare la dimensione parlamentare del semestre europeo. Qui sicuramente ci sono dei limiti, delle lacune, nel pacchetto della Commissione. Il Parlamento è pronto a dialogare e a battersi anche per un rafforzamento del suo ruolo, che è essenziale per costruire una governance efficace dell'eurozona, perché senza una piena legittimità democratica l'euro non avrà un governo efficace.

  Verónica Lope Fontagné (PPE). Señor Presidente, el paso del tiempo nos ha demostrado que las políticas aplicadas en la Unión Europea han sido las correctas. El déficit está relativamente controlado y las previsiones apuntan a un crecimiento superior al 2 %. Por ello, hay que continuar con las reformas estructurales, manteniendo una responsabilidad presupuestaria pero compatible con la creación de empleo, como está siendo el caso español.

Sin embargo, tenemos varios retos. El primero es reducir el elevado nivel de deuda, lo que generará un efecto positivo en las inversiones, tan necesarias para nuestras pymes, y el segundo es la creación de empleo. Las altas tasas de desempleo lastran la recuperación y, a este respecto, he escuchado con satisfacción las intervenciones del ministro Schmit y del comisario Dombrovskis, que han enfatizado la dimensión social del Semestre. Espero que sea una realidad, porque tenemos que centrarnos en los grupos más afectados, como las mujeres, los jóvenes y, de forma más específica, los parados de larga duración, tema que debatiremos a continuación.

Hay que recalcar también la importancia de la flexiseguridad, pero con una mayor atención a la seguridad, ya que los trabajadores necesitan una mayor seguridad laboral.

Y para concluir, quisiera recalcar que el objetivo ulterior sea la Estrategia 2020: su revisión, así como las recomendaciones específicas por país, tendrán que orientarse mejor a las realidades regionales y locales y a sus especificidades concretas. En una región como la mía, Aragón, que es diez veces superior a Bélgica en tamaño y con una población muy inferior, es fundamental tenerlo en cuenta, ya que si no, provocará unos resultados distintos a los deseados.

Mr President, I too welcome Parliament’s report, and I would also like to talk about the European Semester in broader terms and to reflect on how we could further integrate the process of economic policy coordination, because the economies of EU Member States are so interdependent. The country-specific recommendations (CSRs) are, of course, an important tool. However, we complain that they are not respected by Member States and that Member States are not ambitious enough.

I believe we need to ask ourselves why this is happening. It is not only the content of the CSRs, but also the design of the process. The question is, how shall we design a better economic policy coordination process? We should eliminate the perception that it is a top-down process from the level of the EU. I believe we should have two stages of the European Semester. A first round of recommendations which sets out the reasons why the country-level recommendations need to be fulfilled in the second stage, and in addition we need more parliamentary control and involvement in this process. Secondly, in order to have more concrete solutions, we need a comprehensive evaluation of the European Semester and the CSRs in order to understand their relevance to Member States and to adjust the process. Member States also need incentives for action. The question is, how can we make Member States own the process more? I think a more in-depth evaluation that looks at improving the behaviour of the Member States and the process is much needed.

  Alojz Peterle (PPE). Že od samega začetka sem podprl idejo semestra, ker potrebujemo evropske instrumente, ki bodo prispevali k večji učinkovitosti Evropske zveze in še posebej njenega gospodarstva.

Vemo, da zveza kot taka ne more delovati trajno, če ni gospodarske, monetarne in fiskalne usklajenosti med njenimi članicami. Zaskrbljen sem zaradi pomanjkljivega izvajanja priporočil. Okvir nima smisla, če mu ne sledi odgovorno in dosledno izpolnjevanje priporočil.

Vesel sem, da se je Komisija osredotočila na gospodarski vidik in postavila prioritete glede gospodarske rasti, kot so povečanje naložb, izvajanje strukturnih reform, fiskalne odgovornosti in izboljšanje politik zposlovanja.

V kontekstu te debate znova opozarjam na priložnost, ki jo okvir delovanja evropskega semestra ponuja za druge problematike, od katerih je tudi odvisna učinkovitost gospodarstva. Že dolgo predlagam, da se znotraj obstoječega semestra vzpostavi tudi semester za zdravje, ki bi ustvarjal pozitivne vzvode vladam za reforme zdravstvenih sistemov, ki so nujne za več zdravja v naših družbah.

Trajnost zdravstvenih sistemov je pod velikim vprašajem. Če se tega vprašanja ne lotimo urgentno, z dodano vrednostjo, ki jo lahko nudi Evropska zveza, bodo učinki na javne finance zelo hitro pred nami.

  Krišjānis Kariņš (PPE). Priekšsēdētāja kungs, komisāra kungs! Reizēm ir svarīgi sev atgādināt zināmo, lai var atrast problēmām risinājumu. Kas ir zināms? Eiropas Savienība nav valsts. Mums nav ne centrālās valdības, ne nopietns budžets, kas mums palīdzētu pārvarēt jebkuru krīzi. Tā vietā mēs esam 28 neatkarīgas valstis, kas sadarbojas viena ar otru, un mums ir 28 dažādi nacionālo valstu budžeti.

Taču tas arī ir fakts, ka mēs visi esam saistīti viens ar otru. Tas nozīmē — ja vienā dalībvalstī ir krīze, tā neizbēgami ietekmē citas, iespējams, pat visas Eiropas Savienības dalībvalstis. Tāpēc mums ir svarīgi vienoties par tām lietām, kas padara mūsu sadarbību stiprāku un noturīgāku pret jebkurām krīzēm nākotnē.

Pirmkārt, mums ir svarīgi turpināt tā saucamo Eiropas pusgadu, kurā mēs koordinējam nacionālo valstu budžetu pieņemšanas procedūru. Taču ar to vien nepietiek! Mums ir jāiet tālāk, gan stiprinot mūsu banku savienību, gan stiprinot mūsu ekonomikas uzraudzību. Tāpēc es atbalstu Komisijas iniciatīvu stiprināt mūsu ekonomikas savienību. Mums nav jāpārtop par valsti, bet mums ir jāapzinās, ka mēs esam cieši saistīti viens ar otru. Tikai tā varēsim izvairīties no nākotnes krīzēm. Paldies!

Gospodine predsjedniče, pozdravljam potpredsjednika Europske Komisije gospodina Dombrovskisa i želim mu čestitati na njegovim nastojanjima da ubrza proceduru Europskog semestra i isto tako na promjenama koje je uveo vezano uz razmjenu najboljih praksi i znanja među državama članicama s ciljem da ubrza implementaciju reformi u cijeloj Europi. Čestitam kolegi Rosatiju na izvrsnom izvješću te važnim porukama za sve države članice, ali i sve nas.

Imamo zajedničku odgovornost za stvaranje inovativne Europe koja raste po znatno većim stopama od dosadašnjih, koja zadržava i privlači talente, prednjači u inovacijama, tehnologijama i kreativnosti. Ne može Europski semestar, odnosno Europska komisija odraditi posao na terenu, odnosno u državama članicama. Europski semestar je strateški mehanizam povezivanja ekonomskih politika i poticanja država članica na promjene, a na nama, tj. na državama članica je da promjene implementiramo i budemo zajedno uspješni.

  Doru-Claudian Frunzulică (S&D). Mr President, I would like to welcome Mr Rosati’s own—initiative report. Taking into account the latest budgetary measures adopted, it has been necessary to introduce them in the objectives of the Annual Growth Survey. Although the economic recovery is slowly gaining ground and we face tremendous challenges – and I refer here to migration – the fundamentals of the recovery are delicate due to European Union structural weaknesses and regional economic discrepancies.

Therefore, I am glad that the report includes several elements of a new economic policy direction that strengthens the synergy of Member States’ national policies – more investment and less austerity, recognition of the real consequence of front—loaded austerity measures, and surplus countries to make more effort in pushing demand. I also consider the removal of further fiscal consolidation, and of criticism of rigid labour laws and trade unions, to be an improvement in the report.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, koordinacija 28 ekonomskih i socijalnih politika sigurno nije zahvalan posao i nije jednostavan posao. Međutim, objektivno alternative nema. Zato i Europski semestar doživljavam kao pravi mehanizam koji, ako ništa drugo, omogućava da vidimo koje su razlike među nama i na koji način možemo postići bolji razvoj.

Ono što želim ovom prigodom naglasiti je svakako neophodnost koju ste spominjali gospodine povjereniče, a to je pristup financijskim sredstvima srednjih i malih poduzeća. Ne možemo cijelu ekonomiju graditi samo na malim i srednjim poduzećima, naravno da nam trebaju i velika poduzeća. Međutim, želim naglasiti upravo vitalnost, važnost i fleksibilnost srednjih i malih poduzeća. Zato vas pozivam da upravo u ovoj želji da pokrenemo europsko gospodarstvo, pogotovo u onim zemljama koje još uvijek ne mogu naći izlaz iz krize, usmjerimo svoje napore na financiranje srednjih i malih poduzeća.

  Barbara Kappel (ENF). Herr Präsident, Herr Vizepräsident der Kommission Dombrovskis! Die Kommission rechnet in ihrer Wirtschaftsprognose vom Frühjahr 2015 mit einem Wachstum von 2,1 Prozent für die Europäische Union und von 1,9 Prozent für die Eurozone.

Das Wirtschaftswachstum ist ein zentraler Treiber, auf den sich die vier wesentlichen Prioritäten der länderspezifischen Empfehlungen 2015 konzentrieren. Es sind dies die Förderung von Investitionen, die Umsetzung von Strukturreformen, das Schaffen von Beschäftigung und eine verantwortungsvolle Fiskalpolitik – sprich: eine wachstumsorientierte Haushaltskonsolidierung.

Die Mitgliedsstaaten halten sich aber kaum daran. Wir haben heute schon gehört, knapp 11 Prozent der country-specific recommendations werden umgesetzt, obwohl die Daten, die den country-specific recommendations zugrunde liegen, aus den Mitgliedsländern kommen, nämlich über den Rat in den Jahreswachstumsbericht eingeleitet werden. Deshalb ist es sinnvoll, dass sich der Berichterstatter jetzt im Bericht fokussiert und sagt, es muss eine stärkere Konzentration auf die Kernprioritäten erfolgen und es muss eine frühere Veröffentlichung der länderspezifischen Empfehlungen kommen.

Gemeinsam mit dem Vorstoß, die nationalen Parlamente stärker einzubeziehen, denn die müssen dann auch die Umsetzung machen, wird es vielleicht gelingen, eine bessere Umsetzung auf nationaler Ebene zu erzielen.

  Seán Kelly (PPE). Mr President, I was here in the last mandate when we were making efforts to grapple with the unprecedented recession which we have had, particularly in my own country. Month after month, Commissioner Barnier in particular has been putting forward proposals. Many criticised him, but I think now they are seen to be pretty effective and sensible, and now we are concluding with the banking union, etc. But the European Semester is a very important aspect of it, because it means that there will be outside guidance rather than supervision of the broad targets in budgets. With elections coming up, there is always a tendency for parties – be they in government or out of government – to try to buy the electorate, and this is not good in the long-term. Aspects like this Semester are good in the overall term, and also the exchange of best practices, something that has been mentioned, is obviously good for the Member States and creates a sense of the Union as well.

  Sofia Ribeiro (PPE). Senhor Presidente, o Semestre Europeu é fundamental para que a União Europeia se torne uma economia inteligente, sustentável e inclusiva. Tendo definido metas muito claras a alcançar até 2020 com vista ao emprego, à produtividade e à coesão social, podemos congratular-nos com os sinais de crescimento na União e com a redução da taxa de desemprego e de desemprego jovem.

No entanto, não nos podemos esquecer que estas taxas ainda são alarmantes em muitos Estados-Membros e muitas regiões, como é o caso desemprego na minha região, os Açores, em que é superior a 30%. Concordo que o Semestre Europeu deva focar-se no âmbito daquilo que é a sua ação: a coordenação das políticas económicas da União Europeia. Mas não podemos deixar que estas orientações não promovam o equilíbrio entre uma economia de mercado e a economia social, devendo visar essencialmente a capacitação dos jovens europeus para fazer face às exigências do mercado de trabalho, o número de pessoas em risco de pobreza e exclusão social, a dificuldade das empresas no acesso a financiamento e na eliminação de barreiras à sua atividade.

Senhor Comissário, Senhor Ministro, esta é uma Europa das regiões e, como tal, não devemos ignorar que muitas delas necessitam de mais investimento para melhorar o seu potencial de crescimento e garantir a sua sustentabilidade, e isto não pode ser esquecido no Semestre Europeu.

  Valdis Dombrovskis, Vice-President of the Commission. Mr President, first of all I would like to thank Members for this fruitful debate. Parliament has an important role to play in the debating of European economic policies and the future of EMU, so I have carefully taken note of Members’ remarks and the points raised today. While different views and opinions were expressed during the debate, I note that there is also certain support for a new Commission approach to the revamped European Semester, and there are certain elements which still need to be fine—tuned to find the right way forward.

On some of the issues which have been raised during this debate: firstly, environmental measures or environmental policy-related measures in the European Semester bring us to the next debate on the Europe 2020 Strategy. But I would emphasise that we are streamlining the European Semester, we are trying to focus on key social economic challenges in the Member States and we are applying the ʻtell only onceʼ principle, so we are not doubling some of the advice that we are giving to the Member States in the context of other EU policies.

The low CSR implementation is a cause of concern. It is something we need to address, but we believe the best way to address this is through improved membership in the Member States so that Member States, stakeholders, national parliaments, governments and social partners are better involved in decision-making and are better informed about the economic challenges both at the euro area level and the EU level, and how it goes in a national context.

Then on some of the questions of surplus versus deficit countries which were raised here, I must note that excessive current account surpluses are indeed also considered as a macroeconomic imbalance by the European Commission, as outlined in our macroeconomic imbalance procedures. That is why countries like Germany, for example, are also in macroeconomic imbalance due to a large and sustained current account surplus. We recommend strengthening investment and strengthening and stimulating the demand side of the economy. Indeed the demand side of the economy is part of our economic strategy, so what we need to focus on is how to strengthen the economic recovery in Europe, and of course the demand side is one of the answers.

Some questions were raised on the ambition of this current Commission proposal and reference was made to some specific instruments, for example fiscal capacity. It must be noted that some of those elements were, for example, in the Five Presidents’ Report where there is a reference to euro area stabilisation. This extends a similar concept since this used to be referred to in some earlier documents as fiscal capacity, and this is foreseen for Stage 2 of the Five Presidents’ Report. I have been outlining also the Commissionʼs preparation of that Stage 2 of the Five Presidents’ Report so this is going to be part of that work. Indeed the Commission is open to looking at ways of how to ensure stronger involvement of the European Parliament in the European Semester and macroeconomic policy decision-making, and indeed I sense also from today’s debate that there is some further work and consideration needed.

   Nicolas Schmit, président en exercice du Conseil. - Monsieur le Président, Mesdames et Messieurs les députés, je vous remercie d'abord pour cet échange, qui a été parfois critique, mais globalement toujours constructif.

Comme l'indique votre projet de résolution, nous partageons les mêmes priorités et, surtout – et je crois que c'est capital –, nous partageons la même volonté d'action, parce qu'en effet, les résultats économiques et surtout la situation de l'emploi ne sont pas satisfaisants. Le Semestre européen doit être placé dans une perspective plus large, celle des travaux pour compléter l'Union économique et monétaire. Il s'agit d'un outil essentiel dans une gouvernance renforcée. La présidence luxembourgeoise a d'ailleurs abordé les propositions des cinq présidents dans plusieurs réunions ministérielles cet automne et nous venons de faire rapport au Conseil européen d'octobre.

La Commission a fait des propositions il y a quelques jours, lesquelles figureront également à l'ordre du jour de l'un ou l'autre Conseil. Je peux déjà vous annoncer que lors du Conseil EPSCO du 7 décembre, nous allons notamment discuter du volet social contenu dans les propositions de la Commission. Car cette dimension sociale doit être approfondie, elle doit permettre de mettre en place un espace inclusif avec des performances élevées en matière sociale et d'emploi pour l'ensemble des citoyens. C'est une grande priorité de cette Commission qui, j'ai noté, trouve beaucoup de soutien au sein du Parlement. Elle exige des mesures concrètes pour promouvoir la convergence vers le haut et là, je dirais que les meilleurs indicateurs, les meilleurs seuils de référence n'y suffiront pas seuls. Il faut effectivement des politiques, il faut des réformes, et il faut aussi des moyens, des ressources, des investissements au niveau du capital humain, certes, et au niveau de l'innovation, de la recherche, de l'éducation. Voilà où se situe l'avenir de l'économie européenne.

Je suis également d'accord – je crois que la personne qui en a parlé n'est plus là – que les investissements au niveau de l'économie verte en relation avec le changement climatique, en relation aussi avec la promotion des énergies renouvelables et de la transition énergétique peuvent non seulement créer des emplois – les fameux emplois verts – mais aussi réorienter la croissance en Europe.

Le Conseil devra poursuivre les discussions sur l'approfondissement de l'UEM et nous devrons être plus ambitieux, plus proches des réalités et des véritables problèmes. Je rejoins ce qui a été dit aussi par l'un ou l'autre, à savoir que la zone euro n'est pas simplement l'addition des États membres. La zone euro doit agir plus globalement – c'est ce que nous appelons, ce que l'un ou l'autre a appelé les fiscal stances de la zone euro.

En tout cas, je vous remercie encore une fois pour le débat de ce soir, qui montre que nous avons besoin d'un échange démocratique large à la fois au Parlement européen, mais aussi au sein des parlements nationaux. D'ailleurs, cette nécessité d'échange démocratique est également relevée et soulignée dans les récentes propositions de la Commission.

  Dariusz Rosati, rapporteur. Thank you Mr President, Minister Schmit, Commissioner Dombrovskis, dear colleagues.

I would like first of all to thank all the participants who took part in this debate and all the colleagues who have expressed their views. We have not agreed on everything, of course – that would have been impossible in this House – but at least I have seen involvement and indeed a genuine willingness to discuss important matters.

This debate has also shown that the issue is politically very sensitive and, indeed, this has been reflected in the process of our work on this report because we have been confronted with different expectations, different opinions, on such elementary things like: What is the actual economic situation of the Union? What measures need to be taken in order to put the EU economies on a sustainable growth path? What are the reasons for the current slowdown? And so on and so forth.

So we have been unable to agree on everything but, as I said, I tried very much to come up with a compromise – of course at the cost of some clarity and perhaps insufficient focus on all important matters, but still I thought that having a broad majority in favour of this report would be important.

I would like to express my thanks to all the shadow rapporteurs who have participated in this difficult negotiation process. As I said, we have not agreed on everything, but at least they have shown consistently their willingness to cooperate, willingness to discuss, and I would like to express my appreciation.

Now one problem with this kind of report comes with the application of Rule 54 which obliges the rapporteur to include the opinions presented by other parliamentary committees. Sometimes those opinions are longer than the report itself, so of course this always comes at the cost of conciseness. Some of the voices we have heard are saying that the report possibly lacks sufficient focus. If so, it is probably due to this.

I am flagging up this issue to our distinguished colleagues because I think that we should probably have a look into this part of our Rules of Procedure. I would like to ask all Members to support the report in tomorrow’s vote.
