  Valdis Dombrovskis, Vice-President of the Commission. Mr President, the Commission attaches great importance to the issues faced by SMEs, in particular access to affordable financing, which is at the core of the Capital Markets Union Action Plan and the review of the Capital Requirements Regulation. I therefore welcome that so many Members have raised this issue by way of oral questions. In particular, I would like to thank Vice-President Tajani for his involvement and contribution, and there is some time to discuss it today in plenary.

The Commission is committed to thoroughly assessing how EU financial regulations impact access to finance for SMEs and for banks and, in particular, how they impact local and regional banks. We have just closed a target consultation on the potential impact of the banking regulation on the financing of the economy, which covers the impact on SME lending as well as issues of proportionality and simplification.

The responses are currently being analysed by the services of the Commission. With the recent publication of a call for evidence, the Commission has also launched a comprehensive review of the cumulative impact and overall coherence of financial legislation, in particular to assess interactions and whether they give rise to any unintended consequences.

As regards assessing the potential benefits and strengthening alternative forms of lending, it is the Commission’s standard practice as part of the Better Regulation Agenda to conduct impact assessments in support of our proposals. This includes an analysis of the potential benefits and costs to different stakeholders, including SMEs. This was also the case for the CRR and CRD IV proposals in 2011.

Thanks to an amendment introduced by Parliament, the Capital Requirements Regulation contains a requirement for the Commission to assess the impact of own funds requirements on lending to SMEs and natural persons and to report back to you and the Council by 28 June, 2016.

We are currently carrying out that analytical work, and the issue will be debated in the conference scheduled for 14 December on the impact of CRR and CRD IV on bank financing of the economy in which Members of the European Parliament are also warmly invited to participate.

Early next year, the European Banking Authority will provide technical advice to the Commission. We will use this, as well as evidence from different sources, to deliver an objective and a reliable report to Parliament and the Council by the deadline.

Our first priority in the Capital Markets Union Action Plan is to facilitate the financing of innovative companies, start-ups and non-listed firms. We will create an appropriate framework to enable innovative forms of business financing such as crowd—funding, private placements and loan originating funds to grow, while at the same time responding to the key risks.

We will also launch a comprehensive package of measures to support venture capital and risk capital financing in the EU. We will explore ways to build a pan-European approach to better connect SMEs with a range of funding sources.

With respect to work currently conducted by the Basel Committee to review the approach to credit risk, the goal is to reduce the importance of ratings provided by external credit rating agencies in determining regulatory capital requirements. This needs to be done without affecting the conservative capital requirements. The Basel Committee’s consultation paper includes ideas on how to replace ratings with other risk indicators and contains a preliminary illustrative calibration.

In light of the predominantly negative responses received, we understand the Basel Committee is currently reviewing its approach but maintaining the original objective of reducing mechanical reliance on external ratings. The Commission is closely following this debate as an observer at Basel and generally shares the goal of reducing mechanical reliance on ratings. The Commission will take a position once the final rules have been published.

Signor Presidente, Signor Vicepresidente della Commissione, onorevoli colleghi, l'accesso al credito è il principale ostacolo per la crescita delle piccole e medie imprese, che rappresentano il 98% del tessuto imprenditoriale europeo. Io, signor Vicepresidente, la ringrazio per gli impegni confermati nel corso del suo intervento, e il Partito popolare europeo sosterrà l'azione sua e dei suoi colleghi della Commissione in tutte le azioni che intraprenderanno a sostegno delle piccole e medie imprese, soprattutto per la delicatissima questione dell'accesso al credito, perché per risolvere questa difficoltà non sono sufficienti i pur utili programmi di sostegno, come COSME, o i fondi messi a disposizione da Orizzonte 2020.

Bisogna elaborare nuove strategie che rendano l'accesso al credito sistematico e continuo, e mi pare che nel corso del suo intervento sia stato disegnato un percorso che va nella giusta direzione. È necessario sbloccare i capitali non utilizzati attraverso forme di finanziamento alternative – lei ne ha anche parlato – e classiche, rafforzando la capacità di credito delle banche, soprattutto le banche popolari e le banche cooperative.

Per questo, nell'interrogazione orale all'origine del dibattito odierno, chiedevamo alla Commissione di riferire sull'efficacia di strumenti come lo SME Supporting Factor e il Venture Capital. Se l'Unione europea avesse utilizzato i capitali di rischio, come accade negli Stati Uniti, quasi 90 miliardi di euro avrebbero potuto finanziare le imprese negli anni peggiori della crisi, tra il 2008 e il 2013. Chiediamo anche di valutare l'impatto della recente regolamentazione finanziaria sull'accesso al credito, come chiediamo una valutazione della nuova definizione di rischio di credito, che sarà contenuta nella regolamentazione in arrivo da Basilea.

E poi dobbiamo fare di più anche per liberare le piccole e medie imprese da inutili vincoli burocratici, compresi quelli per l'accesso al credito. Le pubbliche amministrazioni devono sostenere le piccole e medie imprese, soprattutto le startup e i giovani imprenditori, e devono farlo riducendo gli oneri burocratici ma anche pagando i propri debiti: quasi il 60% delle imprese in Europa dichiara di avere problemi di liquidità a causa dei ritardati pagamenti della pubblica amministrazione. Chiediamo alla Commissione europea di vigilare sull'applicazione della direttiva sul ritardo dei pagamenti. Gli Stati devono dare il buon esempio: troppo spesso non applicano questa buona normativa dell'UE.

  Patrizia Toia, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, anch'io mi rivolgo con molta aspettativa al Vicepresidente della Commissione, che è qui in veste dell'intera Commissione, esordendo con una richiesta. Noi crediamo che questa parte, che questa sera trattiamo, relativa al credito per le PMI vada assolutamente collegata a un rilancio dell'azione della Commissione, che dovrebbe intervenire a tutto campo per il sostegno di tutte le realtà del nostro mondo imprenditoriale, manifatturiero e industriale dell'Europa, cosa che vediamo un po' essersi indebolita.

Per questo, ancora a maggior ragione, dobbiamo insistere sul tema dell'accesso ai capitali, essendo questa una delle cause che hanno frenato in questi anni, o indebolito in qualche modo, la forza di tutto questo settore produttivo. Veniva prima citato quante sono le PMI percentualmente rispetto alle unità produttive: voglio ricordare le quasi 90 milioni di persone occupate che sono assorbite dalle PMI e l'apporto che danno al PIL europeo, che è del 28%. Quindi non possiamo assolutamente trascurare questo importante ambito.

E a proposito, appunto, dell'accesso ai capitali, dobbiamo avere molto chiare le cose che dobbiamo fare: bisogna che sia possibile per le piccole e medie imprese trovare capitali, trovarli nel mercato tradizionale bancario, con requisiti adeguati, con valutazione dei fattori di rischio che siano riferiti a questo tipo di realtà, alle sue caratteristiche, anche alle debolezze insite, ma anche tenendo conto della forza di queste piccole realtà, e poi anche nel mercato dei capitali innovativi. Abbiamo molta fiducia nel fatto che la Capital Market Union possa anche mettere a disposizione nuove forme di capitali, cui lei ha fatto cenno: venture capital e altre forme meno bancarie e più di realtà finanziarie.

Ma non possiamo aspettare la conclusione di queste nuove direttive. Dobbiamo assolutamente intervenire prima. Lei ha fatto una serie di proposte: sono apprezzabili, ma quello che io raccomando – due secondi ancora, Presidente – quello che raccomando è che tutto non si risolva, come spesso avviene, in un certo burocraticismo della Commissione, che fa valutazioni di impatto, studi, consultazioni ma non cambia lo stato effettivo delle cose. Chiediamo concretezza. Chiediamo che si facciano misure esattamente utili per cambiare la realtà delle cose e dunque la realtà dell'accesso al credito delle PMI.

  Amjad Bashir, on behalf of the ECR Group. Mr President, I am very pleased to discuss this topic as it is the main concern I hear from SMEs based in Yorkshire and the Humber. Though the situation has improved, the success rate of small firms applying for bank loans in the UK is around 62%, while over 80% of European SMEs receive finance from banks.

Our SMEs need access to more diverse funding tools, as our over-reliance on bank loans really is the spanner in the works. Achieving this requires sharing best practices, financial education and cultural change. Lord Hill’s CMU proposals are promising, and existing tax incentives stimulate investment in SMEs. However, they are not the only solution. We need to let our constituents know about all the options available to them. Venture capital, business angels and looking at equity rather than bank debt should all be considered. There are also other sources of funding such as peer—to—peer lending and using IP to leverage finance. These are just some of the examples of financing options that our SMEs could tap into in order to unleash their potential, encourage innovation and boost job creation. Going forward, we must hammer home this message to make sure the right tools are in place for our burgeoning small and medium—sized businesses.

  Philippe De Backer, namens de ALDE-Fractie. Ik ben blij dat dit thema opnieuw op de agenda staat. Twee jaar geleden schreef ik in dit Parlement al een initiatiefverslag over dit onderwerp. Daarin stonden heel concrete aanbevelingen voor de Commissie, de lidstaten en ondernemers zelf om betere toegang te krijgen tot nieuwe vormen van financiering. We weten immers dat onze kmo's heel erg afhankelijk zijn van bankfinanciering. Zeker de kleinere hebben het moeilijk om op een andere manier aan financiering te komen. Dit is volgens mij een van de dingen die we moeten proberen te veranderen. We moeten proberen om ook bij kmo's een aandelencultuur te krijgen zodat ze sneller kunnen groeien, meer jobs kunnen creëren en economisch sterker kunnen doorwegen.

Ook mijn eigen beroepservaring speelt daarin mee. Ik heb gezien hoe bedrijven dankzij nieuwe vormen van financiering duidelijk veel sneller kunnen groeien en op de financieringsladder veel sneller omhoog kunnen komen. Het gaat erom diversiteit op de markt te creëren. We moeten kijken naar durfkapitaal en nieuwe financieringsvormen, zoals crowdfunding, maar ook private plaatsingen mogen we niet vergeten als financieringsbronnen voor onze kmo's. Het komt erop aan als Europese instanties een duidelijk en stabiel regelgevingskader te scheppen dat investeringen op lange termijn aanmoedigt.

Daarnaast moeten we er alles aan doen om fragmentering in onze Europese Unie tegen te gaan. Het voorstel van commissaris Hill rond de kapitaalmarktunie is daar een goed voorbeeld van. We moeten nationale barrières slechten, overregulering voorkomen en ervoor zorgen dat we een echte eengemaakte Europese markt krijgen. Kmo’s hebben uiteraard niet alleen financieringsmogelijkheden nodig maar ook jobs, vaardigheden, de juiste mensen, de juiste klanten en ook veel meer eigen vermogen dan in het verleden misschien het geval was. We moeten er dus alles aan doen om een ecosysteem tot stand te brengen dat op een goede manier investeerders, ondernemers en kmo's bij elkaar kan brengen. Het is de enige manier die wij op Europees vlak hebben om investeringen in kmo's, die toch de ruggengraat van onze economie zijn, te kunnen waarborgen.

  Paloma López Bermejo, en nombre del Grupo GUE/NGL. Señor Presidente, las pymes son fuente de empleo y crecimiento en Europa, pero tienen un problema en cuanto a la financiación. No comparto el diagnóstico que hace la Comisión sobre las causas de la falta de crédito y que sirve para orientar sus programas de financiación a las pymes.

Asistimos a una enorme concentración del sector bancario en unos pocos oligopolios transnacionales de carácter privado. Es un desarrollo que favorece la Comisión, como se ve en su modelo de unión bancaria o en las condiciones de los rescates financieros, por ejemplo el que se estableció para España. Pero sin una banca pública, sin una banca ligada al territorio y a la industria, lo que sucede es un desplazamiento de la actividad financiera hacia la especulación.

Pretender responder a este problema con una mayor liberalización de las finanzas, como la Unión de los Mercados de Capitales, es una falsa respuesta, porque no solo ese negocio sigue en manos de los mismos grandes grupos financieros, sino que además, refuerza su capacidad para imponer sus condiciones y transferir sus riesgos a las pymes, que son las primeras que sufren el impacto de la mayor volatilidad e incertidumbre.

Quiero finalizar añadiendo que la asfixia financiera de las pymes se debe también al estancamiento de la demanda y la falta de perspectivas de recuperación de muchos países, especialmente en la periferia europea. Insisto, hay que alejar la política económica de los intereses financieros porque, si no, seguiremos sufriendo una gran inestabilidad macroeconómica, una falta de crecimiento que dificultará el acceso al crédito de las pymes y, con ello, la creación de empleo y el tan necesario crecimiento para Europa.

  Margot Parker, on behalf of the EFDD Group. Mr President, the discussion this evening reminds me of the old adage, ‘Give a man a fish and you feed him for a day; teach a man to fish and you feed him for a lifetime’. While we discuss access to finance for SMEs, we are in fact only delaying the discussion of the real everyday problems that SMEs in the EU face. For is not the lack of money from the EU that hampers SMEs, but the ridiculous amounts of red tape and burdensome regulations that come from this Parliament. SMEs are the backbone of our economy: they represent over 99% of businesses and help provide millions of jobs and deliver crucial services to our citizens. To ensure that the long-term prosperity and growth of SMEs is not stifled, we must put SMEs at the heart of all future decisions and we must ensure that harmful, costly and bureaucratic legislation is repealed. If the Commission is serious about assisting SMEs for the future, it must prioritise addressing the foundations of the problem rather than sugarcoating the situation with taxpayers’ money.

  Markus Pieper (PPE). Herr Präsident! Warum heute nochmal diese Debatte zur Finanzierung für KMU? Ich danke zunächst Antonio Tajani, der dieses Thema in den SME-circle der EVP Fraktion gebracht hat, bis hin zur Aussprache heute hier im Europäischen Parlament.

Innovativere Instrumente wurden erwähnt: COSME, Horizon, venture capital. Hier macht Europa wirklich viel für die KMU. Ja, und wir haben auch die Kapitalmarktunion vor der Brust. Aber hier ist wirklich nicht alles Gold, was glänzt. Erleichterungen für Verbriefungen – okay, Erleichterungen für Börsengänge sind gut. Das alles ist aber erst ab gewissen Umsatzgrenzen dann auch wirklich ertragreich, ab hundert Millionen. Darunter sind Unternehmen an diesen neuen Instrumenten leider kaum interessiert. Es zählt nach wie vor die klassische Kreditfinanzierung.

Aber was macht die EZB, was macht die Kommission mit dem großen Rest eben der Mittelständler, die auf diese Kreditfinanzierung angewiesen sind? Herr Kommissar, für Kredite ab 25 000 Euro soll es 150 neue Datensätze geben. AnaCredit ist ein Alptraum für jeden Mittelständler, für jede Volksbank, für jede Sparkasse. Und auch die Überprüfung der Kreditsicherheiten, das Hinterfragen von Immobilien als Sicherheit und das Misstrauen gegenüber KMU-Krediten – also das, was jetzt bei der Überprüfung der Basel-3-Kriterien so läuft –, das ist kein Fortschritt. All diese Dinge wären wirklich ein Rückschritt für die Mittelstandsfinanzierung.

Ich bitte deshalb wirklich, dass wir bei diesen Dingen sehr sorgfältig vorgehen. Herr Kommissar, sägen wir bitte nicht an den stärksten Ästen, auf denen wir sitzen! Das sind die Mittelständler, das ist die Kreditfinanzierung, das sind die kleinen Banken und Sparkassen.

  Dawid Bohdan Jackiewicz (ECR). 99% firm w Unii Europejskiej to przedsiębiorstwa z sektora MŚP. Odgrywają kluczową rolę w całej gospodarce unijnej, tworzą ponad 90 milionów miejsc pracy. Dlatego właśnie musimy stwarzać dogodne warunki do ich funkcjonowania i rozwoju, szczególnie gdy chodzi o możliwość pozyskiwania przez nie kapitału na działalność bieżącą i inwestycje. Komisja Europejska musi zintensyfikować prace w tym zakresie. Trzeba pomóc małym i średnim przedsiębiorstwom w większym stopniu uniezależnić się od konieczności zadłużania bankowego. Trzeba stwarzać warunki do lepszego dostępu do środków finansowych w postaci dotacji i pożyczek czy też gwarancji kredytowych. Należy wspomagać MŚP w staraniach o lepszy dostęp do rynków całego świata i szukać sposobów na zmniejszenie ryzyka działalności gospodarczej. Konieczne jest uproszczenie procedur dostępu do instrumentów finansowych, wprowadzenie jasnych i zrozumiałych kryteriów kwalifikowalności. Kontrole wykorzystywania środków mają służyć eliminowaniu pomyłek, a nie eliminowaniu podmiotów gospodarczych z rynku. Potrzebna jest kompleksowa wizja wspierania przedsiębiorczości, bo bez niej unijną gospodarkę prędzej czy później czekają kolejne problemy.

  Krišjānis Kariņš (PPE). Priekšsēdētāja kungs, komisāra kungs! Latviešu valodā mums ir tāds teiciens — ar diegiem nav aršanas. Ja mēs domājam par uzņēmējdarbību, visi no mums, kas ir bijuši uzņēmēji, zina, ka bez finansējuma nevar attīstīt uzņēmējdarbību.

Eiropas Savienībā mazie un vidējie uzņēmēji nodarbina vairāk kā 90 % no visiem strādājošajiem. Faktiski MVU ir mūsu ekonomikas mugurkauls. Ja mēs gribam, lai mūsu ekonomika attīstās, mums ir nepieciešams, lai tieši mazie un vidējie uzņēmēji spēj attīstīties. Kur ir grūtība? Grūtība ir tā, ka attiecībā uz 75 % no sava finansējuma mazie un vidējie uzņēmumi ir atkarīgi no banku kredītiem. Bet bankas tagad, īpaši pēc krīzes, šo naudu negrib dot, un tie kredīti kļūst arvien dārgāki.

Tātad, ko mēs varētu darīt, lai palīdzētu saviem mazajiem uzņēmumiem? Manuprāt, jādara divas galvenās lietas. Pirmkārt, ir jāuzlabo pieejamība tieši banku kredītiem. Bet, otrkārt un ļoti svarīgi, mums ir jāpalīdz maziem un vidējiem uzņēmumiem atrast nebanku finansējumu, caur tādiem ieguldījumu mehānismiem viņu pamatkapitālā, izmantojot riska kapitālu un kapitāla tirgus mehānismus. Tāpēc es ļoti atbalstu Komisijas iniciatīvu veidot šo kapitāla tirgus savienību.

  Zdzisław Krasnodębski (ECR). Z rozmów z przedsiębiorcami, którzy prowadzą małe i średnie firmy, wynika, że w Europie Środkowo-Wschodniej największym problemem jest zabezpieczenie płynności tych firm (a jest ich wiele), które nie mogą na czas uzyskać należności od swoich klientów. Brak jest też instrumentów finansowania kryzysowego – na przykład gwarancyjnych i pożyczkowych – dla przedsiębiorców niewypłacalnych, ale posiadających zdolność naprawy i restrukturyzacji. Zadaniem Unii powinno być więc stworzenie odpowiednich instrumentów oraz zachęcanie państw członkowskich i sektora bankowego do szukania sposobów rozwiązania tego problemu. Warto zauważyć, że brak dogodnego finansowania ogranicza ekspansję przedsiębiorstw naszego regionu w ramach wspólnego rynku i sprawia, że wprowadzanie nowych standardów na poziomie europejskim staje się każdorazowo zagrożeniem dla ich istnienia. Stwarza to różnice w warunkach konkurowania na wspólnym rynku, które są dyskryminujące dla przedsiębiorstw z naszego regionu.

  Paul Rübig (PPE). Herr Präsident! Bei den KMU geht es immer darum, dass man im Kern mehr einnimmt, als was man verkauft.

Es ist nicht immer leicht, weil die Konsumenten oft schwierig sind, sehr wählerisch sind, und deshalb geht es darum, dass ein KMU nicht immer die gleichen Erträge erwirtschaften kann. Deshalb geht es auch darum, dass auch die öffentliche Hand mit den KMU das Risiko teilt.

Wenn man auf der einen Seite Steuern einnimmt für die Gewinne und für die Löhne, dann muss man auch bereit sein, in dieses Risiko zu investieren, das kleine und mittlere Betriebe tragen müssen. Letztlich entstehen 60 % der Liquiditätsprobleme durch verspätete Zahlungen. Hier möchte ich den Kommissar Dombrovskis insbesondere bitten, dass wir auch die Europäische Union und den Haushalt der Europäischen Union einmal analysieren, wie hier auch in Forschungsprogrammen und in vielen anderen Bereichen verspätete Zahlungen geleistet werden.

Ich möchte nicht wissen, wie viele KMU schon in Konkurs gegangen sind, weil die bürokratischen Vorschriften und die Verwaltungsabläufe derartig kompliziert sind, dass die kleinen und mittleren Betriebe nicht zu ihrer Liquidität kommen und deshalb darauf verzichten.

Ich möchte auch darauf hinweisen, dass das Joint Research Center jetzt eine Studie über tax incentivs gemacht hat, die dazu führen sollen, dass es mehr Beteiligungskapital von Privatpersonen auch in den Betrieben gibt. Ich glaube, das wäre eine hervorragende Verzahnung von öffentlicher Hand und Privaten für die Schaffung neuer Jobs.

  Bendt Bendtsen (PPE). Hr. formand! Finansiering af store virksomheder er ofte ikke det store problem. De har mulighederne for at gå på aktiemarkedet, de har mulighederne for at udstede erhvervsobligationer, men når vi taler om små og mellemstore virksomheder, ved vi godt, at det er vigtigt, at de har adgang til markeder. Vi ved også godt, at det er vigtigt, at vi bekæmper administrative byrder, også her i huset, men det vigtigste er faktisk at få skaffet finansiering, og oven i den finansielle krise og bankkriserne ved vi jo, at bankmarkedet er frosset ned for mange af vores små og mellemstore virksomheder. Det har vi også arbejdet med her i Parlamentet. Vi har arbejdet både med Cosme og Horisont 2020, men jeg er nødt til at sige, at de midler, der er afsat på disse områder, jo kun er et dryp i spanden. Der er behov for finansiering af en helt anden størrelsesorden. Det, jeg prøver at sige med dette her, er, at offentlige penge ikke er nok! Vi har behov for, at de private penge bliver låst op og kommer i arbejde. Der er ingen tvivl om, at kapitalmarkedsdirektivet og også Junckers investeringsplan er et godt skridt i den rigtige retning, hvor vi får gearet 21 milliarder euro til 315. Men der er altså behov for, at vi får lukket op for vores pensionskasser i Europa. De sidder inde med gigantiske midler, der skal ud at arbejde, og vi er nødt til at se på nogle securities, så vi kan få de her penge i arbejde.

  Othmar Karas (PPE). Herr Präsident, Herr Vizepräsident, meine Damen und Herren! Wir haben richtiger Weise angeschnitten, dass vieles für kleine und mittelständische Unternehmen, inklusive des neuen Europäischen Fonds für strategische Investitionen, geschaffen wurde. Aber ich begrüße ausdrücklich, dass Sie eine Evaluierung aller bestehenden Bankenregulierungen mit ihren Auswirkungen auf die Finanzierung von kleinen und mittelständischen Unternehmen angekündigt haben. In diese Evaluierung gehören auch die nationalen und regionalen Gesetzgebungsmaßnahmen mit einbezogen. In diese Evaluierung gehört die Überprüfung der Zahlungsverzugsrichtlinie und auch die Umsetzung des small business act mit einbezogen.

Ein zweiter Punkt ist – Herr Kommissar, Sie haben es angeschnitten – das Basel-Komitee. Sie haben darauf hingewiesen, dass die Kommission Beobachter ist. Ich fordere Sie auf, nicht nur Beobachter zu sein, sondern sich zum Sprecher und Koordinator der Mitgliedstaaten der Europäischen Union im Basel-Komitee zu machen. Denn gleichzeitig müssen wir auch aufpassen, dass ESMA und EBA nicht viele Maßnahmen, die wir für die KMU geschaffen haben, nachher über technische Standards wieder erschweren.

Der nächste Schritt ist die Kapitalmarktunion, sind die Unterstützungen für Startups, sind die Verbriefungen, ist die Erweiterung des Zugangs der KMU zu Finanzmitteln neben den Krediten. Aber das wichtigste Kapital ist die Reduzierung der bürokratischen Hemmnisse und Hürden.

  Patricija Šulin (PPE). Po mnenju komisarke Elżbiete Bieńkowske dostop do financiranja ni najbolj pereč problem za mala in srednja podjetja. Vsaj tako je odgovorila na moje poslansko vprašanje. Toda podjetniki v Sloveniji in podatki o tem pravijo drugače.

Citiram poročilo Evropske komisije o poslovanju malih in srednjih podjetij v letih 2013 in 2014: "Dostop do financ je še zmeraj glavna ovira za mala in srednja podjetja in to kljub številnim aktivnostim in pobudam za izboljšave."

Bančni krediti, denimo, za številne podjetnike niso relevantni zaradi previsokih obresti, kaže anketa Evropske komisije o dostopu do financ. Tako meni 22% slovenskih podjetnikov, medtem ko je povprečje Evropske unije 11%, na Finskem in Švedskem pa tako meni le 1% podjetnikov.

To kaže na to, da imamo velike razlike med državami članicami in premalo učinkovite programe. Da bi to spremenili, je treba bolje upoštevati finančne in institucionalne značilnosti v državah članicah. Namesto standardiziranih potrebujemo prilagojene rešitve oziroma, v jeziku mode, namesto pret-à-porter potrebujemo sur-mesure ukrepe.

  Stanislav Polčák (PPE). Pane předsedající, já také vítám nástroje, které zde představil pan komisař, které mají zvýšit přístup podniků k financování. Ale myslím si, že velmi podstatnou otázku zde zmínil i můj kolega poslanec Rübig, který upozornil na důležitost i těch vedlejších okolností znesnadňujících přístup nebo růst MSP na evropském trhu nebo globálním trhu. Je to druhotná platební neschopnost. To skutečně je velmi zásadní téma pro ohrožování fungování podniků. Podniky potom velmi snadno spadají do insolvencí, to jsou myslím reálné problémy, se kterými se malé a střední podniky potýkají. A rovněž bych chtěl upozornit, že i různé evropské podpůrné programy namísto toho, aby redukovaly administrativu, tak ji ještě znásobují. Já uvedu konkrétní příklad Programu rozvoje venkova, který má sloužit podnikatelům v zemědělství, kde metodika programu obsahuje 780 stran. Jeden zemědělec mi řekl: „Než to číst, tak to radši budu podnikat při starém.“ To je asi taky důvod k zamyšlení.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, κατά τη διάρκεια της μνημονιακής πενταετίας έχουν κλείσει στην Ελλάδα 230.000 μικρομεσαίες επιχειρήσεις στέλνοντας στην ανεργία εφτακόσιες χιλιάδες άτομα. Ενώ λοιπόν τις προηγούμενες δεκαετίες οι μικρομεσαίες επιχειρήσεις δημιούργησαν χιλιάδες θέσεις εργασίας, άρχισαν ως κλάδος να συρρικνώνονται λόγω των μνημονίων, της δημοσιονομικής προσαρμογής και της λιτότητας, που μείωσαν τη ζήτηση και την κατανάλωση.

Επιπλέον, τόσο στην Ελλάδα όσο και στην υπόλοιπη Ευρώπη η πρόσβαση των μικρομεσαίων επιχειρήσεων στην τραπεζική πίστη επιδεινώνεται, ενώ παρατηρούνται μεγάλες αποκλίσεις σχετικά με τον τραπεζικό δανεισμό ανάμεσα σε μεγάλες και μικρές επιχειρήσεις. Η Ευρωπαϊκή Ένωση δυστυχώς δεν διαθέτει επαρκείς πόρους για τη χρηματοδότηση των μικρομεσαίων επιχειρήσεων, για την ενίσχυση και στήριξη των εξαγωγών τους και για την πρόσβαση σε πιστώσεις μέσω των συνεταιριστικών τραπεζών.

Τέλος, για την Ελλάδα, για να ανακάμψουν οι μικρομεσαίες επιχειρήσεις, πρέπει η πατρίδα μας να απαλλαγεί από τη μέγγενη των μνημονίων και της τρόικας.

  Barbara Kappel (ENF). Herr Präsident, Herr Vizepräsident der Kommission! Der Zugang von KMU zu Finanzmitteln ist ein wesentlicher Treiber für Wachstum Beschäftigung in Europa. 99 % der Unternehmen Europas sind KMU. Diese Unternehmen schaffen 50 % der gewerblichen Wertschöpfung und 80 % der neuen Arbeitsplätze in Europa. KMU sind also das Rückgrat der europäischen Wirtschaft.

Die Europäische Union hilft hier mit Initiativen, tritt aber auch als Ko-Investor auf. Es sind die Mittel der Strukturfonds, die wesentlich KMU helfen, es ist das COSME-Programm, es ist das KMU-Instrument Horizont 2020 und es sind insbesondere die Aktivitäten der Europäischen Investitionsbank, die im letzten Jahr über 20 Milliarden Euro an Darlehen in Klein- und Mittelbetriebe weitergegeben hat.

Ich begrüße hier in diesem Zusammenhang die heute angekündigte Initiative der Kommission, nämlich, die Finanzgesetzgebung für KMU zu evaluieren. Das ist sicherlich notwendig. Man soll immer auf dem neuesten Stand sein, und auch diese Evaluierung ist wichtig. Auch die Konferenz am 14. Dezember wird wichtig sein, aber die Evaluierung ist wesentlich.

80 % der Finanzierungen im KMU-Bereich kommen von Banken. Das ist wichtig, es muss jedoch erweitert werden. Europa braucht alternative Finanzierungsformen, KMU brauchen alternative Finanzierungsformen, insbesondere Risiko- und Beteiligungskapital ist notwendig für startups und für Wachstumsunternehmen, ebenso ein Abbau der bürokratischen Hemmnisse.

  Valdis Dombrovskis, Vice-President of the Commission. Mr President, let me first respond to some of the concerns expressed during this evening’s debate. First, capital markets union (CMU) should not be seen as in competition or contradiction with a strong banking system. Banks have strong local relationships and knowledge about micro, small and medium—sized enterprises. Bank lending will remain the principal source of external finance for SMEs.

The measures provided for in the Capital Markets Union Action Plan will not interfere with, or detract from, local banking networks. On the contrary, CMU provides for measures that will strengthen the banking system. It seeks to make it easier for banks to refinance their traditional lending business by selling securities and bonds to the capital markets. The larger and more efficient funding market for banks will help them, including the local relationship banks, to focus on their core business, notably lending to micro-businesses and SMEs.

There are, however, Member States where bank loans are difficult to obtain. There are also companies – start—ups with limited physical collateral or firms in an expansion phase – whose needs may not always be catered for by the banks. CMU proposes a way to help firms in these situations to raise funding through other channels. CMU will complement, rather than compete with, bank finance by adding to the diversity of funding sources.

By promoting more diverse funding channels and reducing Europe’s dependency on banks, CMU should increase the resilience of the financial system. Nevertheless, we also need to be alert to financial stability risks that may emerge as a result of efforts to further develop Europe’s capital markets. Recent measures, such as the European Market Infrastructure Regulation (EMIR), the Alternative Investment Funds Managers Directive (AIFMD), the Markets in Financial Instruments Directive (MiFID) and the Securities Financing Transactions Regulation, will make capital markets more transparent, well-regulated and robust. The European Securities and Markets Authority (ESMA) will play an important role in ensuring consistent implementation and application of these laws.

As markets develop, it will be important to ensure that any risks associated with the deepening of capital-market-based financing are monitored and mitigated. Work is underway, within the EU and internationally, to improve understanding and monitoring of systemic risks. The Commission will examine the need for changes to the macroprudential framework in the context of the forthcoming review of the European Systemic Risk Board (ESRB) and, if it appears necessary, will allow for effective intervention to contain and mitigate risks arising from market—based finance.

Let me conclude today by saying that it is my pleasure to continue discussions with you on ongoing issues in relation to SMEs’ access to finance, which are important for all of us. Improving access to finance for SMEs is one of the mainstays of the implementation of the Commission’s strategy for growth and jobs. The issues are relatively complex but, through our shared determination, I believe we are moving in the right direction.

  Matt Carthy (GUE/NGL), in writing. The Commission’s statement on access to finance for SMEs was sorely lacking in fairness, vision and ambition. There was no real attempt to assist Small and Medium sized Enterprises (SMEs) in any meaningful way. Small and Medium sized Enterprises (SMEs) are the life blood of the Irish economy. SMEs are one of the main employers and are at the heart of communities across Europe. Therefore, what is required are policies that will enable SMEs to grow, create local employment and as a result circulate money into our economy. Europe can not only provide practical financial assistance to companies, but it can also enable Member States to capitalise on the positive aspects which membership of the European Union brings. It is quite clear that Europe does provide opportunities to open up lucrative export markets for our SME sector. Huge opportunities exist in Europe to support our SME sector. However, these businesses need support, encouragement and investment to allow them to continue to grow. This will only happen with the necessary commitment, ambition and political will. Unfortunately, none of these qualities were present in the Commission’s Statement.

  Pablo Zalba Bidegain (PPE), por escrito. Ya se ven los primeros logros del mayor rigor en la gestión económica y presupuestaria de la UE, y la economía europea empieza a remontar poco a poco. Según las previsiones de la Comisión Europea, el producto interior bruto (PIB) crecerá un 1,8 % en 2015 —frente al 1,1 % que había previsto el año pasado— y un 2,1 % en 2016 —mientras que la previsión que se había hecho el año pasado era del 1,7 %—.

Europa, no obstante, puede aspirar a más: aún podemos sacarle mucho más provecho a nuestro potencial. Lo importante es generar un clima de inversión positivo para nuestras empresas y, en general, mejorar la predisposición al espíritu empresarial en toda la UE. Las pequeñas y medianas empresas son la columna vertebral de nuestra economía y son las que están creando empleo en la Unión Europea; es esencial continuar apoyando a las pymes para garantizar la salida de la crisis.

  Marco Valli (EFDD), per iscritto. Dall'inizio della crisi la Commissione ha lanciato diverse iniziative per facilitare il credito alle PMI. Tra questi il PMI Supporting Factor nell'ambito della regolamentazione dei requisiti di capitali che consente alle banche di usufruire di un fattore di sconto per il capitale da accantonare per i finanziamenti alle PMI e il Passaporto UE per aumentare la fiducia nelle PMI europee. Di recente, la Commissione ha dichiarato di voler attivare misure a supporto delle PMI all'interno della Capital Markets Union. Tuttavia, queste iniziative sembrano sconnesse tra loro e pare inoltre che non abbiano sortito gli effetti sperati date le persistenti difficoltà delle PMI europee di accedere al credito.

Sarebbe, dunque, opportuno che la Commissione avviasse una valutazione d'impatto complessiva della regolamentazione finanziaria UE per valutarne l'impatto sulle PMI europee. Sarebbe anche opportuno che la Commissione valutasse i benefici raggiunti con gli strumenti finora utilizzati e che cercasse nuove forme di finanziamento alternative al classico canale bancario - come il peer to peer lending e il crowdfunding. Data la funzione cruciale delle PMI nell'economia europea e il ruolo cruciale che dovranno giocare nella ripresa economica, è necessario stabilire un quadro più coordinato, efficace e razionale che aumenti davvero le possibilità di finanziamento e diminuisca al contempo gli oneri amministrativi.
