  Nicolas Schmit, président en exercice du Conseil. – Monsieur le Président, Mesdames et Messieurs les députés, je n'ai pas besoin de vous rappeler une nouvelle fois la gravité de la crise à laquelle nous sommes toujours confrontés. Il est tout à fait normal que cette crise, ses difficultés, ses problèmes et aussi ses solutions, fassent l'objet de débats au sein du Parlement. Cette crise n'est pas terminée et risque de ne pas se terminer de sitôt, d'autant plus que l'hiver approche et que la situation de dizaines, voire de centaines de milliers de réfugiés se dégrade.

L'Europe, l'Union européenne et les États membres ne sont pas restés inactifs face à cette situation des plus complexes, parce qu'il n'y a pas de solution facile et rapide à ce problème. Un certain nombre de propositions ont été faites. Elles sont en train d'être mises en œuvre – peut-être trop lentement, je vous l'accorde. Mais des efforts supplémentaires à tous les niveaux restent absolument indispensables. Les chefs d'État ou de gouvernement ont pris, lors de leur réunion du 23 septembre dernier, un certain nombre d'engagements afin de faire face à ce qui est déjà aujourd'hui un défi majeur pour l'Europe.

Il faut d'abord soutenir des réfugiés qui ont besoin d'aide et qui se trouvent près de leur pays d'origine. Dans ces camps, les conditions de logement sont souvent mauvaises, voire parfois catastrophiques. Il n'y a souvent aucun enseignement scolaire pour les enfants qui sont les premières et les principales victimes de cette crise et de ces conflits. La sécurité alimentaire dans ces camps est parfois extrêmement précaire. La conséquence, vous la connaissez: c'est bien sûr le départ vers l'Europe pour ces réfugiés qui n'ont finalement pas d'autre choix.

Il est donc désormais important de respecter nos engagements et de les mettre en œuvre. Une augmentation des contributions à divers organismes humanitaires et des instruments financiers font partie de ces engagements, y compris les deux nouveaux fonds fiduciaires dont nous pouvons vous parler aujourd'hui. Les chefs d'État ou de gouvernement se sont engagés à augmenter, à hauteur de 1 milliard d'euros, le soutien de l'Union européenne aux organisations internationales et ONG soutenant les réfugiés syriens. Il s'agit notamment du Programme alimentaire mondial, du Haut-Commissariat des Nations unies pour les réfugiés ainsi que d'autres organismes. La moitié de ce montant doit provenir du budget de l'Union et l'autre moitié, de contributions bilatérales des États membres.

Le premier engagement est tenu, et ce dès le mois d'octobre. Les États membres nous ont communiqué des engagements supplémentaires importants. L'Union dépassera le milliard d'euros prévu, et des discussions bilatérales avec les organismes bénéficiaires sont déjà en cours pour traduire ces engagements en des projets concrets, tout comme la Commission est en train de le faire – je pense que Mme la commissaire nous le dira.

Concernant les nouveaux fonds d'affectation spéciale ou trust funds, il s'agit là d'outils importants qui permettent de regrouper les moyens financiers venant de nombreuses sources, à la fois du budget de l'Union, des États membres et aussi de pays tiers, ainsi que de lignes budgétaires diverses, y compris de l'aide humanitaire et de l'aide au développement.

Le fonds en réponse à la crise syrienne relève de la même logique que les contributions aux organisations humanitaires dont je viens de parler. Il faut mettre l'accent, notamment dans ce contexte, sur la résilience et la stabilisation de la situation qui – comme je vous l'ai indiqué – est extrêmement précaire.

À ce stade, l'état des contributions à ce fonds – il faut bien l'avouer – n'est pas encore satisfaisant. Nous devons maintenant augmenter notre contribution collective, étant donné le sous-financement chronique des projets de résilience financés à seulement 20 %, selon l'ONU, et ce en supplément de la contribution de 500 millions d'euros des États membres via le budget de l'Union.

Permettez-moi également de rappeler que l'Union européenne a déjà engagé plus de 4,2 milliards d'euros pour l'action humanitaire depuis le début de la crise syrienne. Le Premier ministre luxembourgeois s'est joint au président du Conseil européen ainsi qu'au président de la Commission pour rappeler à tous les États membres leur responsabilité collective à cet égard.

En Afrique, il est de notre responsabilité de créer des conditions durables pour que les personnes cherchent ailleurs une vie meilleure et puissent retrouver des perspectives d'avenir dans leur pays d'origine. Leurs familles ont besoin d'eux; leur talent, leur énergie y sont nécessaires. L'argent qu'ils doivent verser aux passeurs, aux criminels pour leur passage en Europe serait en effet mieux investi dans les économies de leur pays d'origine.

Mais soyons réalistes, cela ne va pas se faire d'un jour à l'autre! En effet, nous avons besoin d'une nouvelle approche en matière de développement axée sur la création d'activités, sur des emplois décents dans les pays africains, sur des investissements que nous ferons ou que nous soutiendrons dans ces pays, sur la formation des jeunes qui est souvent insuffisante, sur le développement de secteurs classiques qui souffrent parfois d'une concurrence, même européenne, en agriculture, au niveau de la pêche, et nous avons donc l'obligation absolue de soutenir ce que d'ailleurs nous nous sommes engagés à soutenir, à savoir le développement durable.

En ce moment même se tient, à Malte, le sommet de La Valette, où l'Union européenne, avec ses partenaires africains, vise à prendre des décisions importantes concernant une série de questions liées à la migration. Et comme je viens de le dire, qui dit migration, qui parle de migration, ne peut pas faire abstraction des enjeux au niveau du développement.

L'une des mesures au sein de cet ensemble est le fonds d'affectation spéciale d'urgence de l'Union européenne pour la stabilité et la lutte contre les causes profondes de la migration irrégulière et du phénomène des personnes déplacées en Afrique. Bien sûr qu'il y a des questions politiques, des questions de non-respect des droits de l'homme, des questions d'oppression qui sont très concrètes – d'ailleurs, quand nous regardons les pays d'où proviennent les migrants clandestins, ils viennent souvent de pays où effectivement les garanties en matière de droit de l'homme sont complètement absentes, voire tout à fait le contraire.

En ce qui concerne la contribution de l'Union européenne à ce fonds, elle sera divisée en deux parties. La première vient du Fonds européen de développement (FED) et du budget de l'Union. C'est la raison pour laquelle il a été possible de la préciser d'emblée. Il est évident que notre engagement pour un développement durable en Afrique doit couvrir le moyen et le long terme, parce que le problème que nous devons résoudre n'est pas un problème de court terme, c'est un problème qui ne peut être résolu qu'à plus long terme. La Commission a annoncé des fonds à hauteur de 1,8 milliard d'euros d'ici 2020. En plus de leur contribution substantielle par le biais du fonds, c'est-à-dire du FED, qui est un fonds intergouvernemental, une vingtaine d'États membres jusqu'à présent ont annoncé une contribution supplémentaire nationale, à ce chiffre de 1,8 milliard. La Suisse et la Norvège entendent également y contribuer. En parallèle, évidemment, les programmes bilatéraux de l'aide au développement des États membres continuent à être mis en œuvre. Le fonds fiduciaire est un élément de la réponse, mais il ne saurait se substituer à la programmation habituelle de notre assistance financière, surtout si nous visons un impact durable – ce que je crois est notre objectif à tous.

Le sommet de La Valette, qui se déroule en ce moment même, sera l'occasion de prendre des engagements supplémentaires avec nos partenaires. Je demande donc votre compréhension si je ne suis pas aujourd'hui en mesure de vous communiquer des chiffres plus précis et plus définitifs sur les contributions bilatérales des États membres au fonds d'urgence. Celles-ci dépendront, pour certains, du résultat des négociations engagées à La Valette. Mon propre pays, le Luxembourg – simplement pour vous informer –, contribuera à hauteur de 3,1 millions d'euros au fonds fiduciaire. Nous avons une contribution au titre de l'aide au développement de 1,03 % du PIB.

Je rappelle que nous avons tous pris des engagements à ce titre; nous avons pris un engagement, il y a déjà un certain temps, de 0,7 %. Il est vrai que tout le monde n'atteint pas ces 0,7 %, et la situation est telle que certains pays ont baissé leur aide au développement. Je ne critique pas et il ne m'appartient pas de le faire, mais je sais que, même dans mon propre pays, des voix se sont élevées pour demander effectivement que nous économisions un peu sur l'aide au développement puisque, finalement, cela ne fait de mal à personne. Nous devons alors savoir que, même au titre de la discipline budgétaire, au titre des contraintes budgétaires, faire ces économies représente un coût qu'on pourrait appeler un "coût différé", parce que nous voyons aujourd'hui que migration et sous-développement sont deux faces de la même médaille et que, si nous ne prenons pas à bras-le-corps les questions du sous-développement, de la misère et de l'exclusion des jeunes dans les pays en développement, la solution pour eux sera finalement la migration au prix et au risque de leur vie. Nous avons souvent discuté – je crois d'ailleurs que le président de la Commission l'a aussi dit – que ce ne seront pas des barbelés ni des murs qui les empêcheront de venir! Ce qui est en jeu aujourd'hui, c'est bien sûr un investissement dans la solidarité avec nos voisins en Afrique, mais c'est aussi un investissement dans notre propre sécurité. Je crois que c'est ça l'enjeu et c'est ça que nous devons accomplir aujourd'hui et donner ainsi un signal important lors de cette réunion de La Valette.

  Kristalina Georgieva, Vice-President of the Commission. Mr President, our world has become so wealthy that on an annual basis, we produce the incredible amount of over EUR 67 trillion. In this world of ours, unfortunately, the number of people that depend on aid to survive has been growing exponentially. Today, we have 120 million people needing help for their very survival. If they were a country, this would be the 11th largest country in the world, between Japan and Turkey. Half of the population of this country are homeless. They are displaced by conflicts or by natural disasters. Of those displaced, the largest share live in our neighbourhood. They live in Africa, North Africa and the Middle East. It is very clear that we in Europe are being tested not only to help the one million that have made it to our shores, but also to help the 59 million. That task is morally right, but it is also in our own self-interest.

If we want to have a more manageable situation in which we can be good citizens and help people, we absolutely must increase our attention and support for people where they are – in Lebanon, Jordan and Turkey, as well as in the countries of the Horn of Africa and the Sahel. That is why we in the Commission have decided that, in addition to our normal development and humanitarian work, we are going to make use of the new Trust Fund instrument, because this has the capacity to pool large sums which otherwise may be dispersed in small and not sufficiently effective programmes. It allows us to make quick decisions and finance activities, and it gives us the flexibility to adjust to changing demands. It gives us a chance to bring in more donors and, by doing so, to reduce the administrative costs and increase the effectiveness and impact.

We have taken decisions recently to create two trust funds. As we have heard, one of them is on the table of the Valletta Summit – the Emergency Trust Fund for Africa. I will start with that. It has already been discussed by High Representative/Vice-President Mogherini and Commissioner Mimica with the Committee on Foreign Affairs (AFET) and the Committee on Development (DEVE) in September. On 9 September, President Juncker framed the proposal for the creation of this trust fund with the objective of helping people, addressing the root causes of instability and irregular migration, and helping displaced populations in Africa. I am very pleased to say that, between 9 September and 20 October, work had advanced to a point where we in the Commission were able to adopt the relevant decision with the draft constitutive agreement to get the trust fund up and running. It focuses on providing economic opportunities, supporting the resilience of communities, building more security and development opportunities and providing better migration management in the Sahel, Lake Chad, Horn of Africa and North Africa.

It is very important to stress that the trust fund helps us to tackle the root causes of migration and to help people with immediate priority needs. It is flexible, it allows immediate and concrete actions, and it is also a very good framework for more EU visibility for doing what our people fund us to do. The specific targeted actions include creating employment, especially for young people and for women; building links between development and security; and supporting very concrete actions in terms of migration and refugee management.

We are looking forward to the outcomes of the Valletta Summit. We hope to see additional resources. Today, as we have heard from Mr Schmit, we have EUR 1.8 billion in the trust fund, plus an additional EUR 70 million committed already by Member States, and I hope that we will see additional commitments at the Valletta Summit.

I want also to flag up that in this trust fund we are proposing to allocate EUR 200 million to a specific window for Morocco, Algeria, Tunisia, Libya and Egypt. I do not need to explain why these countries are such an important target area for that kind of assistance.

The second trust fund we have created is the Regional Trust Fund in response to the Syrian crisis. It was established in December 2014 with the objective of providing a more coherent and comprehensive aid response to the Syrian crisis on a regional scale, primarily focusing on the needs of Syrians in neighbouring countries. But we are also able to use this fund to help Syrians in Syria, and to help Syrians that have already taken the route to Europe and are in some of the countries neighbouring the EU on the western route.

This fund has actually got a very appropriate name. The name is the Madad Fund. Madad means hope, and it is about sending a signal to the Syrian refugees that the world has not forgotten them, that there is hope. Many of them are on their way to Europe because they lost hope for themselves and for their children. One of the objectives of the fund is in fact to support education for Syrian children. This has been one of the biggest tragedies of this five-year war. Syria is a country that used to be very high in educational achievement, with a 97-98% literacy rate. It was a country where you would ask children what they wanted to be they would say a doctor, an engineer or a teacher. Almost two-thirds of these children are either out of school or are attending school irregularly. Having a chance to help them to get the education they deserve is also a way to help their families to stay and not to be on the move.

To date, we have received pledges from nine Member States to contribute to the fund. This is an additional EUR 2 million, and we certainly hope that there will be pledges from Member States but maybe also from third countries.

I want to thank the Member States that have already contributed, but also those that have contributed directly to UNICEF, UNHCR and the World Food Programme. It is a critical moment for us, as Europeans, to stand up and be counted and to convey to the world the confidence that Europe is a force for good.

  Reimer Böge, im Namen der PPE-Fraktion. Herr Präsident, Frau Kommissarin, Herr Minister! Ich habe Ihre Beschwörungen vernommen. Aber ich gestehe gleichzeitig: Ich bin enttäuscht. In einem stimme ich Ihnen zu, Herr Minister: Wer glaubt, mit Zäunen und Stacheldraht die Probleme zu lösen, irrt sich, er behindert nur die eigene Sichtweise.

Aber Sie können offenkundig heute nicht sagen, wer wann und wie viel zu diesen beiden Fonds beisteuern will. Damit wir uns nicht missverstehen Wir haben alle gemeinsam in einem Kraftakt vor einem Monat in einem fasttrack Verfahren dafür gesorgt, dass 2015 und 2016 durch massive Umschichtung und Prioritätenveränderung 9,2 Milliarden Euro aus dem europäischen Haushalt bereitgestellt worden sind. Aber wenn Sie sich anhören, was der Flüchtlingskommissar der Vereinten Nationen, Herr Guterres, gesagt hat – 5 000 jeden weiteren Tag bis Ende Februar, mehr als eine halbe Million Menschen –, da reichen kleine Zeichen nicht aus, wenn wir dazu beitragen wollen, dass sie in den camps in der Nähe ihrer Heimatländer bleiben.

Und auch das, was jetzt im Hinblick auf das Welternährungsprogramm, auch was da jetzt im Hinblick auf UNHCR im Oktober mehr an Mitteln geflossen ist, ist sehr bescheiden und behutsam, aber immerhin bewegt sich da etwas. Doch damit ist man noch lange nicht winterfest – noch lange nicht! Deswegen sage ich auch hier: Man hätte bei der Frage des Verteilungsmechanismus nicht Artikel 78 Absatz 3 nutzen sollen, sondern man hätte auf Artikel 79 Absatz 3 zurückgreifen sollen, auf eine gemeinsame Regelung für den vorübergehenden Schutz von Vertriebenen im Falle eines Massenzustroms. Das hat man nicht gewagt. Da sind viele Mitgliedstaaten mitverantwortlich.

Deswegen ist meine Bitte, jetzt wirklich eindringlich dafür zu sorgen, dass diese Fondslösung funktioniert. Sonst müssen wir sie wieder in Frage stellen. Und bitte, Frau Kommissarin, geben Sie in jeder Sitzung des Haushaltsausschusses einen Bericht, wer, wann und wie viel, ansonsten verlieren wir die Glaubwürdigkeit, und der Humanismus und die Solidarität in der Europäischen Union gehen bankrott.

Señora Presidenta, señora comisaria, señor ministro, creo que ya no quedan calificativos para definir la crisis de refugiados que estamos viviendo y el reto que para la Unión Europea está suponiendo: reto legal, reto social, reto humanitario y, también, reto presupuestario, y sobre esto último me voy a centrar.

Cuando la Comisión Europea presentó la Agenda Europea de Migración, incluyó los fondos necesarios ―casi 10 000 millones de euros, entre los que se encuentran esos 2 300 para los fondos fiduciarios para Siria y para África―, y, sinceramente creo que desde la Unión Europea se está haciendo un esfuerzo encomiable, a través del presupuesto, con el fin de afrontar esta crisis. Pero las necesidades y los compromisos no terminan ahí, porque esa es la parte que corresponde al presupuesto europeo, pero ¿qué pasa con la parte que corresponde a los Estados miembros?

Tanto en el Consejo informal del 23 de septiembre como en el Consejo Europeo de octubre ―y lo ha recordado el ministro Schmit―, los Estados miembros se comprometieron a contribuir, junto con el ACNUR, el Programa Mundial de Alimentos y otras agencias, por valor de 1 000 millones de euros, además de a igualar las aportaciones europeas a los fondos fiduciarios. Y, lamentablemente, a pesar de los esfuerzos de algunos Estados miembros, nos siguen faltando más de 2 000 millones de euros.

Pero todo no van a ser malas noticias, y hace poco la Comisión Europea nos informó de que los Estados miembros van a recibir del presupuesto europeo 9 400 millones de euros por diversos ajustes, pero también por ingresos extraordinarios derivados de multas y aranceles.

Ya se lo hemos hecho saber al Consejo: este Parlamento no pone en duda ni la cantidad ni la legalidad de ese reembolso pero, desde luego, nos parecería un gesto político encomiable que los 28 se comprometieran a utilizar parte de estos ingresos extraordinarios del presupuesto europeo para financiar su parte correspondiente de los fondos fiduciarios.

Hacer que nuestras acciones se correspondan con nuestros compromisos es la mayor prueba a la que nos enfrentamos y es una prueba que no nos podemos permitir el lujo de fallar. Así acaba la carta que el presidente Tusk, el primer ministro Bettel y el presidente Juncker han enviado a los 28. ¡A ver si es verdad!

  Bernd Kölmel, im Namen der ECR-Fraktion. – Frau Präsidentin! Es ist uns allen klar, dass die Mitgliedstaaten der Europäischen Union bei der Bewältigung der aktuellen Krise ihre Verantwortung wahrnehmen müssen. Dazu gehört auch, dass wir diesem Antrag zustimmen, denn gerade Syrien und der afrikanische Kontinent insgesamt benötigen genau jetzt unsere Hilfe. Deshalb sind 2,3 Milliarden Euro durchaus eine angemessene – sicher nicht ausreichende – Summe, aber immerhin. Das ist nicht nur aus haushaltspolitischer Sicht erforderlich, das ist auch eine Frage, wie man Geld effizient einsetzen kann.

Wir haben schon immer die Meinung vertreten, wir müssen unsere Mittel so nah wie möglich an den Krisenherden einsetzen, weil wir dort wesentlich effektiver sind, weil wir dort für das gleiche Geld mehr erreichen können: Das heißt, wir sollten dafür sorgen, dass sich Menschen nicht tausende Kilometer auf eine gefährliche Flucht begeben, sondern wir sollten so nah wie möglich, vor Ort, helfen. Wir reden hier – das ist das Thema – über den Haushalt. Was wir aber immer bemängeln, ist, dass wir meistens nur über den Haushalt reden. Wir reden nur über Geld. Ich vermisse nach wie vor eine klare Konzeption, die der EU auch würdig ist, damit wir uns endlich auch mal mit diesen vielen Aspekten befassen und eine tatsächliche Lösung herbeiführen. Wir werden diese Krise nicht nur mit Geld lösen können. Wir werden Geld brauchen, aber nicht nur. Wir müssen endlich wieder dahin zurückkehren, dass in der EU Recht und Gesetz gelten, aber auch einheitlich angewendet werden. Dankeschön.

  Gérard Deprez, au nom du groupe ALDE. Madame la Présidente, Monsieur le Président, Madame la Vice-présidente, je vous ai écoutés avec attention et je ne vous cache pas que je suis resté quelque peu sur ma faim. J'ai l'impression que vous sous-estimez un peu la gravité de la situation. Les derniers chiffres publiés par la Commission parlent, pour les deux années à venir, de 3 millions de réfugiés supplémentaires. Si c'est la situation devant laquelle nous nous trouvons, il faut avoir le courage de le dire! Je vous trouve donc un peu en dessous de la vérité. Mais je vous trouve un peu au-dessus de la vérité quant aux résultats que vous attendez des mesures que vous venez de prendre ou que vous allez prendre.

D'accord pour les fonds, mais voyons le fonds syrien, qui est d'un milliard– si les États membres contribuent à concurrence des 500 millions qu'ils doivent ajouter aux 500 millions de la Commission. Un milliard alors qu'il y a 2,5 millions de réfugiés dans les pays voisins et 4 à 5 millions de personnes déplacées en Syrie même. Un milliard! En Europe pour la relocalisation de 160 000 réfugiés, on va dépenser un milliard. Faites la comparaison et dites-moi si objectivement vous n'attendez pas de ce milliard des résultats excessifs.

D'une manière globale, j'ai tendance à dire que quand on regarde les instruments qui sont déjà opérationnels, comme le Fonds européen de développement ou les coopérations bilatérales, un milliard du fonds syrien et 1,8 milliard du fonds africain c'est une goutte d'eau! Je veux bien croire que cela va changer quelque chose, mais uniquement à la marge. Ce qui serait fondamental, c'est que l'Union européenne et les États membres définissent une stratégie globale et mettent en commun l'ensemble des instruments pour essayer de voir comment nous pouvons obtenir de meilleurs résultats que ceux que l'on a obtenus jusqu'à présent.

D'autant qu'il reste encore une question. À qui va-t-on distribuer ces fonds en Turquie? À Erdogan qui les réclame, ou bien à des organisations spécialisées dans l'aide aux réfugiés?

La coopération oui, mais la soumission et les courbettes non!

  Heidi Hautala, on behalf of the Verts/ALE Group. Madam President, I remember very well when Commissioner Georgieva paid her last visit to the Committee on Development before she became Vice-President responsible for budget matters, and I remember very well that you, Madam Georgieva, said that if we are not going to address the root causes of the humanitarian crisis, nobody will be able to cope with the cost and suffering of those crises. I think you were absolutely right. Of course we all should have seen the signs, which were there already.

I must say this time that I am happy to have the Luxembourg Presidency on board. Luxembourg is a small but very consistent donor and development partner, and you should not be shy about the reductions in the development aid budgets in other EU Member States. I regret very much that my country, Finland, is reducing its development aid by 42%. This is not a reduction; it is a collapse. Under these conditions, even Commission President Juncker said that it is abnormal for Member States to cut their development aid budgets.

We nevertheless have the trust funds and we have to make the best of them, but I do have a few questions. When we are dealing with emergencies and very urgent situations, how are we going to stick to the principles of aid effectiveness? How are we going to respect country ownership? How are we going to stick to our human rights-based approach to aid? How are we going to avoid fragmentation of aid, which is a plague – however much we try to avoid it?

This money is mostly not new money, and we have to understand that it is going to be at the cost of some ongoing activities. How are we going to ensure that there will be complementarity of these trust funds with other funds, and so on?

  Ignazio Corrao, a nome del gruppo EFDD. Signora Presidente, onorevoli colleghi, sia il Presidente della Commissione Juncker che l'Alto rappresentante Mogherini, ma anche la Commissaria Georgieva, più volte hanno sottolineato l'importanza di affrontare le migrazioni nelle loro cause profonde, richiamando anche all'impegno gli Stati membri.

In realtà la mia sensazione è, per citare Fabrizio De André, che l'Unione europea si costerna, s'impegna, s'indigna, e poi getta la spugna con gran dignità, o forse senza dignità alcuna quando facciamo riferimento all'assistenza ufficiale allo sviluppo, che è stata citata dal Consiglio e che in realtà non viene rispettata. Sono impegni, sono parole a cui non seguono i fatti.

Ora, parlando di questo fondo fiduciario, sappiamo che questi sono fondi che vengono distratti, che vengono spostati dai fondi per lo sviluppo e quindi si rischia di avere un effetto metadone con un tossicodipendente, perché rischiamo di non curare proprio niente, mentre sappiamo benissimo che se vogliamo affrontare seriamente quelle che sono le radici, quelli che sono i problemi che portano alle grandi migrazioni dobbiamo intervenire alla radice con programmi seri aiutando le piccole e medie imprese, aiutando l'istruzione e la sanità.

  Nicolas Bay, au nom du groupe ENF. Madame la Présidente, Madame la Commissaire, chers collègues, nous avons appris ce matin que l'armée syrienne est enfin parvenue à briser le siège qu'elle subissait depuis plus de deux ans maintenant autour de l'aéroport de Kweires, un aéroport militaire stratégique aux abords d'Alep, ville martyre de ce conflit qui n'en finit plus. Je veux saluer cette victoire clé dans la lutte contre l'État islamique, et je fais le vœu qu'il s'agisse là du début de la fin pour cette organisation terroriste islamiste.

Depuis le déclenchement du conflit syrien, les chancelleries européennes ont singulièrement manqué de pragmatisme. Elles n'ont fait que jeter de l'huile sur le feu en fermant leurs ambassades, puis en soutenant des factions rebelles qui n'avaient de modérées que le nom. En mars dernier, avec ma collègue Marie-Christine Arnautu, j'ai justement déposé une proposition de résolution appelant à la reprise des relations diplomatiques avec la Syrie, préalable à toute résolution de ce conflit. Pour une fois, je dois reconnaître à l'Union européenne une certaine lucidité, car le chef de la délégation de l'Union européenne auprès de la Syrie n'a, quant à lui, jamais rompu le dialogue avec les autorités syriennes. D'ailleurs, M. Anis Nacrour continue de se rendre plusieurs fois par mois à Damas.

Concernant l'aide à fournir au peuple syrien, je regrette que la Commission mise sur des organisations comme Médecins sans frontières, qui n'interviennent que dans les zones tenues par les rebelles. Nous devrions plutôt aider les organisations qui travaillent dans toute la Syrie et accomplissent leur véritable mission humanitaire sans prendre parti. Je pense à la Croix-Rouge ainsi qu'aux agences de l'ONU qui, dépassées par l'ampleur du drame, manquent aujourd'hui de financements. Je vous invite aussi à soutenir des ONG qui ont fait leurs preuves comme l'Œuvre d'Orient et SOS chrétiens d'Orient, dont les jeunes bénévoles, aussi dynamiques qu'efficaces, travaillent au plus près des populations en Syrie, bien sûr, mais aussi en Iraq, au Liban et en Jordanie. Ces organisations connues et reconnues accomplissent un travail remarquable grâce au dialogue qu'elles ont su établir avec les autorités locales. Inspirez-vous donc de leur pragmatisme!

  Zoltán Balczó (NI). Elnök Asszony, a migránsválság megoldására a legfontosabb feladat a forrás megszüntetése lenne. Ehhez az arab tavasz által sújtott országokban kellene nemzetközi együttműködéssel békét és stabilitást teremteni. A mostani döntés, az afrikai sürgősségi alap létrehozása egy pozitív lépés, amiben sikerül elérni, hogy a menekültek származási országuk közelében maradhassanak. Azonban egyidejűleg meg kell oldani a schengeni határ védelmét Görögországban. Amennyiben ez nem működik, akkor az illegális határátlépés megakadályozására marad a kerítés, amit mi, magyarok így nevezünk, osztrák barátaink pedig azt mondják, hogy „kapuszárnyak”. Az Unió a migrációt mindeddig csak kezelni próbálta. Ideje megállítani a népvándorlást, és megvédeni Európa identitását, kultúráját.

  José Manuel Fernandes (PPE). Senhora Presidente, os Estados-Membros vão receber agora, no fim do ano, 9 mil e 400 milhões de euros do orçamento da União Europeia. Receitas que não estavam previstas, receitas suplementares, extraordinárias. Desses 9 mil e 400 milhões de euros, 2 mil e 300 milhões são de receitas de multas e também de direitos aduaneiros. Um montante precisamente igual àquele que o Conselho deve, os Estados-Membros devem, colocar para estes dois fundos fiduciários para a Síria e para África. Isto significa que, sem nenhum esforço financeiro adicional, sem se ir buscar nenhum esforço aos orçamentos nacionais, os Estados-Membros podem utilizar 2 mil e 300 milhões de euros para assumirem os compromissos que têm em relação a estes dois fundos.

Esta crise de refugiados, que é uma obrigação, esta crise de refugiados, onde os problemas devem ser resolvidos na origem, é algo que nós temos de assumir, todas as instituições devem participar e estes dois fundos vão dar esperança, vão dar garantias de um futuro melhor. Vão contribuir para a educação das pessoas na sua origem, vão prevenir. É sempre melhor prevenir do que remediar e espero que os montantes adicionais que o orçamento da União Europeia vai dar aos orçamentos nacionais sejam utilizados para ajudar a resolver este problema.

  David Coburn (EFDD), blue-card question. May I just ask the gentleman a question and see if he agrees with me? At the moment, Great Britain has put more money into camps on the Syrian-Turkish border than anybody else. Would it not be better if these countries handed the money over themselves, or set up their own camps in Syria, rather than the European Union taking the money, which it will no doubt waste in the usual way it does? At the moment, the European Union has not been properly audited for the best part of 20 years. Let us leave it to the national governments to do it and keep the European Union’s sticky fingers out of it.

  José Manuel Fernandes (PPE), Resposta segundo o procedimento "cartão azul". Senhor Presidente, o Reino Unido, tal como os outros Estados-Membros, vai receber verbas adicionais. Fica na sua disponibilidade, fica na sua vontade, utilizarem estas verbas para este objetivo.

O que eu procurei referir é que nenhum contribuinte de nenhum país, com estes 2 mil e 300 milhões de euros de receitas adicionais de multas e de receitas aduaneiras, nenhum contribuinte nacional seria penalizado com este objetivo e com esta forma de atuar.

É também por demais evidente que estes fundos devem ser bem utilizados, devem ser bem geridos. Os objetivos devem ser atingidos, devem ser acompanhados. A seriedade, a eficiência são inquestionáveis na gestão destes fundos. É evidente que nem sempre tal é conseguido em qualquer Estado-Membro, em qualquer organização.

  Jens Geier (S&D). Frau Präsidentin, sehr geehrter Herr Minister Schmit, sehr geehrte Frau Vizepräsidentin Georgieva! Stellen wir uns einen Moment lang einen Patienten auf der Liege eines Psychiaters vor, der ungefähr Folgendes sagt: „Herr Doktor, ich bin der Regierungschef eines Mitgliedslandes der Europäischen Union. Wenn ich in Brüssel bin und sitze mit den Kolleginnen und Kollegen im Europäischen Rat, dann fasse ich Beschlüsse, in denen ich mich selbst als Regierungschef auffordere, zum Beispiel Zahlungen in die Trustfonds der EU zu leisten, um die Ursachen für die Flüchtlingskrise wirksam bekämpfen zu können. Und wenn ich dann wieder in meinem Büro in meiner Hauptstadt und Regierungschef bin, dann sage ich mir: Ach, das ist ja nur eine allgemeine Absichtserklärung und auch gar nicht rechtlich bindend. Diese Aufforderung an mich selbst, die ignoriere ich mal.“ Was würde ein Psychiater tun? Medikamente verschreiben? Sicher würde er eine Therapie empfehlen.

Was diese kleine Anekdote beschreibt, ist aber leider zurzeit europäische Realität! Tagungen des Europäischen Rats empfehlen richtigerweise, Trustfonds einzurichten, um die Ursachen der Flüchtlingskrise zu bekämpfen, und die Mitgliedstaaten reagieren gar nicht oder mit eher geringfügigen Beträgen, die aber ausreichen, um sich ein Stimmrecht bei der Mittelvergabe zu sichern. Und dies in einer Situation, in der den Mitgliedstaaten ein warmer Geldregen aus der EU ins Haus steht: Die Europäische Kommission hat soeben den Änderungshaushalt 8 in 2015 vorgelegt, der die Mitgliedstaaten um immerhin 9 Milliarden Euro entlastet. Das Geld ist also da. Und es ist mehr als 100 Mal mehr als die 82 Millionen Euro, die der Rat im Haushaltsentwurf der EU für 2016 zurückhalten will, um bei der Bekämpfung der Fluchtursachen im nächsten Jahr „auf unerwartete Entwicklungen reagieren zu können“.

Ich kann nur an den Rat appellieren: Nutzen Sie jetzt die politischen Instrumente und machen Sie sie stark. Denn je schneller die Trustfonds wirksam Fluchtursachen bekämpfen, je weniger unerwartete Entwicklungen wird es geben!

  Stanisław Ożóg (ECR). Pani Przewodnicząca! Panie i Panowie! Komisja Europejska utworzyła fundusze powiernicze mające na celu wsparcie budowy stabilności i przyczynianie się do lepszego praktycznie zarządzania migracjami.

Z definicji fundusz powierniczy jest mechanizmem stosowanym w dziedzinie współpracy rozwojowej w celu połączenia znacznych zasobów pochodzących od różnych darczyńców. Unia Europejska przeznaczyła znaczne środki na uruchomienie tych funduszy, ale oczekuje, że państwa członkowskie uzupełnią to wsparcie. Jak dotąd niewiele państw przekazało konkretną pomoc. Pytanie: Jakie kroki podejmie Komisja Europejska, ażeby ta sytuacja się zmieniła?

I druga sprawa. Niektóre z państw członkowskich, w tym Polska, przeznaczą znaczne środki na inne programy, takie jak na przykład Światowy Program Żywnościowy. Pytanie kolejne do przedstawicieli Komisji: Na ile spójne są nowe fundusze powiernicze z już istniejącymi funduszami i programami?

  Marie-Christine Vergiat (GUE/NGL). Madame la Présidente, le fonds pour la Syrie cible les enfants et les jeunes. Je me félicite qu'il soit axé sur l'éducation, la subsistance et la sécurité alimentaire. Mais pour l'Afrique, il s'agit de lutter contre les causes profondes des migrations, c'est-à-dire notamment de mettre en œuvre le processus de Khartoum en partenariat, y compris, avec les pires régimes du monde, notamment le Soudan qui bombarde toujours sa population – 3 millions de déplacés – et l'Érythrée, prison à ciel ouvert où l'Union européenne veut implanter des panneaux solaires.

Ces gouvernements sont la cause même de l'instabilité. Ils participent eux-mêmes au trafic des êtres humains, comme l'a montré un rapport de l'ONU. Ce 1,8 milliard d'euros sera essentiellement pris sur le FED. Les gouvernements africains semblent l'avoir compris et commencent à dire qu'ils ne veulent pas jouer les gendarmes de l'Union européenne. Cynisme, fantasme? L'Union européenne continue à tourner le dos à son devoir d'humanité, refusant de voir que 90 % des migrations africaines sont intra-africaines.

  Bodil Valero (Verts/ALE). Fru talman! Varje liv som går förlorat på vägen till Europa är ett liv för mycket och det oberoende av vilken orsaken är till att man flyr, om man flyr kriget i Syrien eller om man flyr fattigdomen i Afrika. Precis som minister Schmit sa så kommer inte de här taggtrådsstängslen att stoppa vare sig flyktingarna eller de övriga migranterna.

Kanske kan man komma in men sedan bli tillbakaskickad, för vi vill ju skicka tillbaka de övriga migranterna enligt vad som sägs hela tiden här, så kommer de ändå att komma tillbaka igen. Om vi inte arbetar med grundorsakerna till varför människor måste ge sig av på flykt. Det är där som jag tror att vi måste lägga in det stora arbetet.

Det som jag är lite rädd för när jag läser rådsbeslutet av den 20 oktober är att det blir för mycket fokus på det som är migrationsrelaterat och att stoppa gränser med mera, och för lite fokus på det som är det långsiktiga arbetet för en bättre utveckling i hemländerna. Jag är rädd att vi tar fokus från det långsiktiga, förutom pengar som vi också tar från det långsiktiga biståndsarbetet, och lägger det mer på gränskontroller och annat. Jag hoppas att det inte är så.

Men så har vi ett annat problem också och det är budgeten, precis som flera har tagit upp; att många länder minskar sina bidrag. Det är också så att flyktingmottagning i Europa också räknas som bistånd och där också stora summor.

  Nathan Gill (EFDD). Madam President, the idea of dealing with the problems of mass migration at source – or as close to source as possible – is one that we welcome. In fact, we have been calling on world governments to provide a global solution within the countries of origin or neighbouring states for some time.

But, whilst European political establishments seek to use yet another crisis to demand yet more money from hard—pressed British taxpayers, we say no. There is more than enough money within the EU budget as is. If we stopped wasting this money on non-essential projects and actually channelled these hard-earned funds to lifesaving projects, we might see the public regaining faith in foreign aid. The spending of GBP 500 million on more than 100 publications and 1 000 videos, as well as cartoons, colouring books and other educational material is an example of wasteful spending and arrogance. Instead of promoting our supposed values through propaganda, the EU would be well advised to lead through example by immediately ceasing to spend this money in this way and redirecting it towards measures aimed at solving the refugee crisis.

  Barbara Kappel (ENF). Frau Präsidentin, Frau Kommissarin, Herr Minister! Am Montag fand ein neuerliches Sondertreffen der europäischen Innenminister statt mit dem Ziel, die Mitgliedstaaten der Europäischen Union für die Flüchtlingskrise zu sensibilisieren. Das ist ungenügend und nicht ausreichend angesichts der größten Krise, vor der die Europäische Union betroffen ist. Ebenso ungenügend sind die Maßnahmen der Kommission, die nicht dazu beitragen, die Krise nachhaltig zu bewältigen.

Es gibt keinen echten Schutz der EU-Außengrenzen. Die Grenzschutzagentur Frontex hat zu wenig Mittel und ein zu eng gefasstes Mandat. Das Umsiedlungsprogramm der Europäischen Union mit 160 000 Übersiedelungen ist wenig wirksam: 3500 Plätze sind bis jetzt in den Ländern angeboten worden. Auch für die heute besprochenen Fonds – deren Dotierung ich ausdrücklich begrüße – ist noch nicht klar, wie viel, wann und was gegeben wird. Das ist ein unhaltbarer Zustand: Die Stabilisierung der Krisenherde erfolgt viel zu spät, wir sind seit einem Jahr darauf hingewiesen vom UNHCR, vom Welternährungsprogramm, dass dringend Geld fehlt. Während wir jetzt sprechen, warten an der Grenze meines Heimatlandes Österreich tausende Leute auf die Einreise. Über 400 000 Leute sind seit August eingeschleust worden. Das ist ein unhaltbarer Zustand für die Bürger, aber auch für die EU.

  Γεώργιος Επιτήδειος ( NI). Κυρία Πρόεδρε, στα πλαίσια της αντιμετωπίσεως του προβλήματος που προέκυψε λόγω της κρίσεως στη Συρία αλλά και των αιτίων μεταναστεύσεως και μετακινήσεων στην Αφρική, τα κράτη της Ευρωπαϊκής Ενώσεως θα υποχρεωθούν να καταβάλουν περισσότερα από πεντακόσια εκατομμύρια ευρώ. Πλανόμαστε όμως πλάνη οικτρά εάν νομίζουμε ότι με τα χρήματα αυτά θα επιλύσουμε το πρόβλημα. Οι μετανάστες και οι πρόσφυγες θα εξακολουθήσουν να έρχονται κατά κύματα στην Ευρώπη, η ανάγκη χρηματοδότησής τους θα εξακολουθήσει να υπάρχει και οι λαοί της Ευρώπης και ιδιαίτερα ο πολύπαθος ελληνικός λαός θα εξακολουθήσουν να υποφέρουν από τα εξοντωτικά μέτρα λιτότητας που επιβάλλονται για να χρηματοδοτούνται οι παράνομοι μετανάστες.

Για να αντιμετωπίσουμε μερικώς το πρόβλημα θα πρέπει να προσπαθήσουμε να προσβάλουμε τα αίτια τα οποία το προκάλεσαν Θα πρέπει να σταματήσουν κατ' αρχάς οι πόλεμοι που διεξάγονται στις χώρες αυτές. Επίσης, τα χρήματα θα πρέπει να δίνονται στις χώρες προελεύσεως των μεταναστών, ούτως ώστε να αναπτυχθούν οικονομικά αυτές και να μην επιτρέπουν οι κυβερνήσεις τους τη μετανάστευση προς την Ευρώπη.

Τα κέντρα Ελέγχου και Ταυτοποιήσεως (Hot Spots) θα πρέπει να γίνονται στις χώρες προελεύσεως και όχι στις χώρες εισόδου και τέλος θα πρέπει να υποχρεωθεί η Τουρκία να παύσει να στέλνει κατά χιλιάδες πρόσφυγες προς την Ελλάδα και την Ευρώπη.

  Davor Ivo Stier (PPE). Gospođo predsjednice, Europski parlament od početka zagovara sveobuhvatni pristup glede izbjegličke krize i migrantskog vala i u tom smo kontekstu pozdravili uspostavu posebnog fonda za Afriku, po uzoru na već postojeći fond za Siriju. Ako očekujemo učinkovite razgovore i dogovore na summitu u La Valetti, uključujući i učinkovitije načine za readmisiju migranata koji nemaju pravo na azil.

Onda je također jasno da s naše strane moramo pokazati odgovornost i ozbiljnost prilikom financiranja fonda za Afriku. To znači da se sada očekuje sudjelovanje država članica, nakon što je Europska komisija alocirala 1,8 milijardi eura ili bolje rečeno realocirala ta sredstva, uglavnom iz neiskorištenih sredstava Europskog fonda za razvoj. Osim poziva državama članicama za financiranje fonda, smatram da je važno ovdje spomenuti pitanje učinkovitosti europske politike razvojne suradnje.

Od Europske komisije se očekuju što preciznije informacije i mjerljive podatke o ciljevima fonda o očekivanim učincima. Međutim, otvoriti pitanje učinkovitosti ne smije postati alibi da države članice ne učine ono što je ispravno i potrebno, a to je financirati fondove za Afriku i Siriju.

  Isabelle Thomas (S&D). – Madame la Présidente, nous sommes face à une situation exceptionnelle – je crois que nous n'avons pas fini de reprendre cette formule du président de la Commission –, face à une responsabilité morale et historique qui nous oblige à trouver des solutions à la hauteur de la situation. Parmi elles, la Commission a choisi de créer le "fonds Madad" pour répondre à la crise humanitaire syrienne et le Parlement la soutient.

Pourtant ces fonds fiduciaires nous posent deux problèmes. Le premier concerne les promesses financières non tenues des États membres. Le second tient au fait que les plafonds de la rubrique 4 du budget sont trop bas et qu'il n'y a plus d'argent pour l'action extérieure. Ceci oblige la Commission à créer des instruments hors du budget de l'Union, privant ainsi ses dépenses d'un véritable contrôle démocratique.

Le budget de l'Union et donc l'action de l'Union étouffent car corsetés dans un cadre financier pluriannuel trop étroit et inadapté. Or, non seulement cette crise va perdurer, mais nous continuerons à faire face à d'autres crises.

Si nous voulons être de nouveau crédibles, il est urgent d'affronter la réalité budgétaire et d'engager la révision du cadre financier pluriannuel.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, το έχουμε πει κι άλλη φορά στην αίθουσα αυτή η Ελλάδα δεν αντέχει άλλους πρόσφυγες και παράνομους μετανάστες. Τα νησιά του Αιγαίου έχουν πλημμυρίσει από τους χιλιάδες δύστυχους πρόσφυγες της Συρίας. Και η Ευρωπαϊκή Ένωση τι κάνει τελικά; Δίνει ψίχουλα για την αντιμετώπιση της προσφυγικής κρίσης στη φτωχοποιημένη από τα μνημόνια Ελλάδα. Ταυτόχρονα η Ευρωπαϊκή Ένωση θωπεύει την Τουρκία αντί να την απειλήσει με λήψη μέτρων, αν δεν σταματήσει τα εμπορικά κυκλώματα που δρουν ανεξέλεγκτα, μεταφέροντας χιλιάδες πρόσφυγες και παράνομους μετανάστες στο Αιγαίο.

Πρέπει, λοιπόν, πρώτον τα hot spots να δημιουργηθούν στην Τουρκία και σε άλλες τρίτες χώρες εκτός Ευρωπαϊκής Ένωσης. Δεύτερον, να καταργηθεί το Δουβλίνο ΙΙΙ και να εφαρμοστεί η ρήτρα κατανομής προσφύγων και παράνομων μεταναστών σε επίπεδο Ευρωπαϊκής Ένωσης, ανάλογα με το ΑΕΠ, τον πληθυσμό και την έκταση κάθε χώρας.   Steven Woolfe (EFDD). Madam President, this year 1.3 million migrants – both asylum seekers and migrants – came to Europe. Next year, there will be an estimated 3 million. The EU solution is to provide a trust fund of a couple of billion euros to try and solve the African problem as they see it – an African problem that was caused by supporting regime change in Libya and Syria; an African problem that is caused by tariffs that compete harshly against African businesses; and an African problem that supports those governments that terrorise their own people.

The EU is no friend of Africa. The EU is no friend of its African people. The EU is no friend of its continent’s potential for being an economic power, as the EU’s proto—colonial policies are indeed driving down the ability of that continent to survive. This damages Africa’s ability to feed its own nations through issues such as 7.5% tariffs on roasted coffee to protect the coffee-roasting industry of Germany. As the Nigerian authoress, Chimamanda Adichie, once said: Africans do not need limp gifts of fish. They need sturdy fishing rods and fair access to the pond to survive.

  Mariya Gabriel (PPE). Madame la Présidente, Monsieur Schmit, Madame la Commissaire, chers collègues, la mise en place du fonds fiduciaire pour l'Afrique reste relativement novatrice, mais il faudrait se rappeler à chaque fois qu'il y a eu 11 fonds européen de développement qui l'ont précédé. Ces programmations n'ont pas réussi à anticiper et empêcher la crise que nous connaissons aujourd'hui. Donc n'arrêtons pas de nous poser la question pourquoi? J'insisterai sur trois aspects fondamentaux: oui au financement intelligent, oui à l'anticipation et oui au résultat.

Premièrement, la nécessité d'un financement suffisant mais surtout réfléchi et intelligent. La prudence doit être de mise. Faisons de ce fonds un véritable fonds multi-bailleurs avec la participation de nos donateurs publics et privés et réfléchissons ensemble aux moyens de donner à ce fonds, une véritable envergure globale.

Deuxièmement: l'anticipation. Ces fonds doivent nous permettre de renforcer les capacités de ces pays, au-delà de l'urgence, afin d'anticiper au mieux les prochaines crises. À cet égard, quelle est la plus-value de ces fonds par rapport aux anciens fonds de développement? Comment la cohérence des objectifs est-elle assurée?

Troisièmement: les résultats. Si nous devons accroître l'efficacité de l'aide, il est peut-être temps de dire qu'une des possibilités serait de limiter nos priorités pour mieux les cibler. Il est nécessaire de renforcer les obligations mutuelles des donateurs et des pays partenaires à l'égard des résultats obtenus en définissant des indicateurs de performance et en s'y référant systématiquement. Mettons enfin en pratique le principe de donner plus pour recevoir plus.

Enfin, les efforts des États membres pour participer au fonds doivent être renforcés et les engagements doivent être tenus, mais on ne peut pas demander à nos partenaires africains à La Valette, de faire plus si nos actions ne reflètent pas nos paroles dans le cadre des outils que nous créons nous-mêmes. Il est temps de redoubler d'efforts, tout en tirant les leçons du passé, la migration ne peut plus rester une zone d'ombre de la coopération entre l'Union et l'Afrique.

  David Coburn (EFDD), blue-card question. Do you not agree with me that the European Union is absolutely, flagrantly, useless with money? We have had 20 years of the accounts not being submitted properly or signed off. Surely it is the worst possible agency in the world to distribute funds to Africa or to any of these camps on the Syrian—Turkish border. Would it not be better if the nation states of Europe – for example, Great Britain or France – gave the money directly or set up these camps themselves? What is the point of giving it to the European Union? Let us cut out the middleman; let us give it directly to those camps. Do you agree with me?

  Mariya Gabriel (PPE), réponse "carton bleu". – Madame la Présidente, je vous remercie pour la question. J'ai deux éléments de réponse.

Premièrement, je pense que nous n'avons pas compris la grande leçon de cette crise. Si justement, bien des années auparavant, nous avions agi ensemble en tant qu'Union, cette crise n'aurait pas eu la dimension à laquelle nous sommes confrontés aujourd'hui. Donc, clairement, non, je ne suis pas d'accord avec l'approche qui est choisie.

Deuxièmement, il suffit juste de regarder les chiffres qui montrent à quel point certains indicateurs se sont améliorés grâce au financement de l'Union européenne. Nous avons moins de pauvreté, moins d'enfants mal-nourris, les femmes sont mieux prises en charge dans les soins de santé. Pour cette raison, il faudrait continuer. Oui, ce n'est pas facile, mais il faut continuer parce que, en quelques d'années, nous obtenons des résultats. Que nous le voulions ou non, l'Union fait la force et a plus de poids qu'un seul État.

  Enrique Guerrero Salom (S&D). Señora Presidenta, no puedo sino compartir la intención en los objetivos que han llevado a crear estos fondos.

Cada vez tenemos más crisis que duran más tiempo, cada vez tenemos más necesidades, más desplazados, pero no tenemos una mayor financiación acorde a estas necesidades. Esa financiación cada vez es menos previsible y, por tanto, no somos capaces de atender a la gente que lo necesita.

Por ello, bienvenidos sean estos fondos si pueden aportar más coordinación, si pueden aportar más previsión en la financiación y si pueden aportar más eficacia en la gestión. Pero no podemos engañarnos ni engañar a los otros: la mayor parte de estos fondos proceden de otros fondos que ya estaban previstos para acciones equivalentes.

Por otra parte, la Comisión ha respondido; pero, si vemos la lista de las contribuciones de los Estados miembros ―no diré cuáles―, en muchos casos no se corresponden en absoluto con los valores de la Unión Europea, que abogan por atender a la gente que lo necesita. Por tanto, tenemos que conseguir que estos fondos sean adicionales y que no sean simplemente sustitutivos de otros esfuerzos.

Si somos honestos al predicar que tenemos que atender a la gente que huye del hambre y de la guerra, tenemos que ser responsables poniendo los medios para que nuestra prédica se convierta en realidad.

  Ulrike Trebesius (ECR). Frau Präsidentin! Selbstverständlich ist das Hilfsprogramm für Syrien zu begrüßen. Hoffentlich lässt sich damit die Lebensmittelversorgung der Flüchtlingslager in der Region sicherstellen.

Mehrere Länder der EU haben in den letzten Jahren ihre Zuwendungen an das UNHCR gekürzt, obwohl es deutliche Warnungen vor einer Flüchtlingskrise gab. Unsere deutsche Bundesregierung und auch die EU haben das Problem ignoriert. Nun versucht man, die Türkei für die Sicherung der EU-Außengrenzen zu gewinnen, und stellt da großzügig Gelder zur Verfügung. Jahrelang hat die Türkei Rückschritte gemacht bei der Demokratisierung, bei der Pressefreiheit, bei den Menschenrechten, et cetera. Jetzt hat Herr Juncker der Türkei sogar die Wiederaufnahme der Beitrittsverhandlungen in Aussicht gestellt. Was ist los mit Herrn Juncker? Spricht er nicht mit Donald Tusk? Herr Tusk hat neulich vor dem Europäischen Parlament in Straßburg richtigerweise den Schutz der europäischen Außengrenzen angemahnt.

Europa muss seine Probleme selbst in den Griff bekommen. Traditionelle Aufgaben jedes Staates wie der Grenzschutz dürfen nicht der aktuellen Merkel’schen Hippie-Kultur geopfert werden oder an autokratische Regime wie die Türkei ausgegliedert werden.

  Λευτέρης Χριστοφόρου ( PPE). Κυρία Πρόεδρε, πιστεύω ότι κανένας δεν αμφισβητεί και δεν διαφωνεί ότι πρέπει να υπάρξει στήριξη και αλληλεγγύη στο προσφυγικό ζήτημα. Κανένας σε αυτή την αίθουσα, πιστεύω, δεν αισθάνεται ότι δεν πρέπει να σταθούμε αλληλέγγυοι και θεωρώ ότι η Ευρωπαϊκή Ένωση, τα κράτη μέλη, οι ίδιοι οι Ευρωπαίοι πολίτες είναι οι μοναδικοί που στάθηκαν αλληλέγγυοι για το προσφυγικό ζήτημα. Και το προσφυγικό ζήτημα θεωρώ ότι δεν είναι μόνο θέμα της Ευρωπαϊκής Ένωσης. Είναι διεθνές ζήτημα. Δεν μπορεί μόνο η Ευρωπαϊκή Ένωση να επιδεικνύει ευαισθησία και αλληλεγγύη και όλες οι άλλες χώρες να αδιαφορούν. Δεν μπορεί αυτή τη στιγμή η Ευρωπαϊκή Ένωση να καταβάλει κάθε δυνατή προσπάθεια για να εξεύρει πόρους προκειμένου να στηρίξει το προσφυγικό και να μη δημιουργείται ένα Διεθνές Ταμείο Στήριξης για το προσφυγικό.

Είναι διεθνές θέμα το προσφυγικό που αφορά και τον Οργανισμό Ηνωμένων Εθνών και όλες τις χώρες. Δεν είναι δυνατόν αυτή που μιλάμε οι αραβικές χώρες να είναι γνωστές για τα τεράστια επενδυτικά τους ταμεία και να μη διαθέτουν ούτε ένα ευρώ, ούτε ένα πετροδολάριο για να στηρίξουν και αυτές την προσφυγή κρίση. Θεωρώ, λοιπόν, ότι αδικείται η Ευρωπαϊκή Ένωση όταν πολλοί αναφέρουν ότι δεν έπραξε όσα έπρεπε να πράξει. Θα μπορούσε και καλύτερα. Όμως, η μόνη που προέβη σε ενέργειες για το προσφυγικό είναι η ίδια η Ευρωπαϊκή Ένωση. Θεωρώ απαράδεκτο, και δεν το λέω ούτε από προκατάληψη ούτε για κανένα άλλο λόγο, χώρες όπως η Τουρκία αντί να πράξει το αυτονόητο για το προσφυγικό, όπως το πράττουν άλλες χώρες μεσογειακές αλλά και ευρωπαϊκές χώρες, να προσπαθεί να το εκμεταλλευτεί. Βάζει μπροστά τους πρόσφυγες για να κερδίσει ανταλλάγματα. Για να μην υπενθυμίσω τον ύποπτο και καταστροφικό ρόλο που διαδραμάτισε για την αστάθεια στην περιοχή και τη δημιουργία του προσφυγικού προβλήματος.

Είμαστε Ένωση αλληλεγγύης, και γι’ αυτό το λόγο στηρίζουμε την Ευρωπαϊκή Ένωση. Έχετε απόλυτο δίκιο ότι είναι ο Οργανισμός Ηνωμένων Εθνών που πρέπει να πάρει πρωτοβουλίες αλλά και άλλες χώρες, οι οποίες σιωπούν αυτή τη στιγμή και δεν είναι στο επίκεντρο των συζητήσεων, όφειλαν να συνεισφέρουν τουλάχιστον οικονομικά. Δεν μπορούν μεγάλες δυνάμεις από την αμερικανική ήπειρο, από τις αραβικές χώρες, από τη Ρωσία και άλλες χώρες να μην συνεισφέρουν και να περιμένουν τα πάντα από την Ευρωπαϊκή Ένωση, από την Ευρωπαϊκή Επιτροπή, από το Ευρωπαϊκό Κοινοβούλιο.

Γι’ αυτό κάνω έκκληση και πρόταση προς την κυρία Πρόεδρο, να απευθυνθούμε και σε άλλους οργανισμούς προκειμένου να αντιμετωπίσουν με ευαισθησία το προσφυγικό, και αν δεν το αντιμετωπίσουν να μείνουν αυτοί εκτεθειμένοι και να μην είναι η Ευρωπαϊκή Ένωση εκτεθειμένη για ένα ζήτημα για το οποίο έκανε τα πάντα.

  Richard Howitt (S&D). Madam President, I was proud to be at the Valletta Summit earlier today and pleased to welcome the launch of the new EU trust fund for Africa there. I am very happy to be involved in this debate tonight, back in Brussels, to welcome the trust fund for Syria.

I would like to thank the budget authorities for their cooperation on this, and I am pleased that Parliament boosted the amount in our own vote on 14 October. Today, at the EU summit and in this Parliament, I make clear, on behalf of the Socialist and Democrat Group, that genuine new money must be pledged. This trust fund cannot be a cover simply for reassigning existing funds. If it is an instrument which will genuinely attract additional international donations, then it will be welcome.

To British Eurosceptics, who have simply tried to use this – and every debate – to criticise Europe, it is true that the initial Member State contributions have come from Italy and Germany and not my own country, Great Britain, but there are many of us in Britain who do believe that coordinated help amongst international donors can improve aid for those who receive it. That should be our objective.

Let us remember that, while thousands of refugees have come to Europe, there are millions in the states neighbouring Syria. There is a shocking humanitarian shortfall. But it is right that we plan beyond immediate humanitarian relief, that we help refugees to gain livelihoods to integrate in their new societies, to assist host communities to receive them and to maintain cohesion in countries which are themselves fragile. The refugee crisis has been beset by short—term thinking. This trust fund is about planning for the long term, creating a better future...

  Othmar Karas (PPE). Frau Präsidentin, Frau Kommissarin, meine Damen und Herren! Menschen, für die das Risiko der Flucht geringer ist als die Hoffnung auf Frieden und ein besseres Leben daheim, machten sich auf den Weg. Beide Treuhandfonds sind ein Strohhalm der Hoffnung für diese Menschen.

Daher meine ich, dass die Mitgliedstaaten mit dieser Hoffnung und mit ihren Zusagen nachlässig und fahrlässig umgehen. 2,3 Milliarden versprechen und 120 Millionen einzahlen ist beschämend und spricht für sich. Daher fordere ich: Stopp mit der Rückzahlung der 9,4 Milliarden! Aus diesem Geld müssen die offenen Beträge beglichen werden und notwendige Investitionen in Wachstum und Beschäftigung, in Grenzsicherung und Ursachenbekämpfung für die Flucht bezahlt werden. Nur so kommen wir weiter, wenn die Mitgliedstaaten anscheinend nicht wissen, was sie tun.

Κυρία Πρόεδρε, κυρία Αντιπρόεδρε της Ευρωπαϊκής Επιτροπής, κυρία Georgieva, οι Έλληνες που υποδέχονται τους πρόσφυγες στη Λέσβο και στην Κω και βλέπουν παιδιά να πνίγονται ρωτάνε, ταυτόχρονα, τι κάνει Ευρωπαϊκή Ένωση για όλο αυτό. Η απάντηση είναι ότι Ευρωπαϊκή Ένωση κάνει πολλά, αλλά συμβαίνει στη ζωή να είμαστε υπεύθυνοι όχι μόνο γι’ αυτά που κάνουμε, αλλά και γι’ αυτά που δεν κάνουμε.

Και πράγματι εδώ η χρηματοδότηση των καταπιστευμάτων, των ταμείων για τη Συρία και την Αφρική, καθυστερεί δραματικά. Και το ερώτημα είναι: ο χρόνος της εθελοντικής συνεισφοράς των κρατών μελών είναι δεσμευτικός; Αρκούν αυτά τα χρήματα; Όχι, είναι η απάντηση. Πότε θα καταβληθούν; Κανένας μέχρι τώρα δεν έχει απαντήσει. Πώς θα αυξηθεί αυτή χρηματοδότηση; Θα ληφθεί υπόψη ότι δίνονται 9,4 δισεκατομμύρια ευρώ πρόσθετοι πόροι στα κράτη μέλη ώστε να χρηματοδοτηθούν και τέτοιου είδους δράσεις; Και τρίτο, και πιο σοβαρό, πώς παρακολουθούμε ως Ευρωπαϊκή Ένωση την εφαρμογή των συμφωνιών με τρίτες χώρες οι οποίες χρηματοδοτούνται από δικούς μας πόρους; Ξεκινώντας από την Τουρκία που παίρνει τρία δισεκατομμύρια ευρώ με βάση προενταξιακή βοήθεια. Πώς το κάνουμε αυτό; Πρέπει να δράσουμε, να δράσουμε τώρα, διότι σε διαφορετική περίπτωση ο ευρωσκεπτικισμός θα ανθίζει πάνω στην απελπισία που φέρνουν οι πρόσφυγες στο έδαφός μας.

  Siegfried Mureşan (PPE). Madam President, the budget of the European Union is part of the solution to overcoming the refugee crisis. We have shown this with the fast adoption of draft amending budget 7 earlier this year – but draft amending budgets are not the best way to tackle such crises and unexpected developments. What we need to do is to properly define political priorities when we prepare the budget for next year and to properly finance them. Otherwise, the EU will again be in a position in which it is unprepared and unable to respond to a crisis, as we were throughout the summer. This also needs to be made clear to the Member States throughout the negotiations which we are now having on next year’s budget.

Commissioner, Minister, we count on you making and passing this message to Member States, along the lines of what my colleague, Mr Karas, also described earlier. These two funds are, of course, important, because only by improving the situation on the ground in the countries of origin will we ever managed to exit and to terminate this permanent crisis management in which we find ourselves on the refugee crisis.

  Stanislav Polčák (PPE). Paní předsedající, já k tomuto tématu chci poznamenat, že nepochybně Evropa prostě musí pomáhat. A myslím si dokonce, že Evropa se nesmí bát zasahovat. Vytvoření dvou svěřeneckých fondů pro Sýrii a země severní Afriky přichází skutečně pozdě. Musíme si uvědomit, že ti lidé již pět let prožívají občanskou válku. A jestli si někdo myslí, že tito lidé se nechají opravdu zabít nebo budou v podmínkách tábora, které jsou naprosto nedůstojné, které neposkytují žádnou budoucnost jejich dětem, tak je jasné, že nebudou.

Já – a určitě žádný z mých kolegů – bych v takovýchto podmínkách nežil, zvedl by se a šel. A proto je důležité, aby Evropa pomáhala. Já samozřejmě vítám vytváření těchto dvou svěřeneckých fondů, jenom si však musím povzdechnout, že prostě přišly pozdě.

  Doru-Claudian Frunzulică (S&D). Madam President, I warmly support the launch of the first ever EU Regional Trust Fund in Response to the Syrian Crisis and the Emergency Trust Fund for stability in addressing the root causes of irregular migration and displaced persons in Africa. Member States are expected to match EU funding for the Madad Fund (EUR 5 million) and the Trust Fund for Africa (EUR 1.8 billion) with voluntary contributions. At the same time, given the fact that some African countries with autocratic leaderships might not use this money properly, we have to keep an eye on the expenditure of this money, which could disappear very quickly through corruption. We know that this has happened before. These countries have to respect some conditions and these must not become again a way to blackmail the European Union.

Ladies and gentlemen, it is important that Member States are politically committed to ensuring sufficient funding for these funds in their ongoing negotiations on the 2016 EU budget.

  Ruža Tomašić (ECR). Gospođo predsjednice, uzajamni fondovi za Siriju i Afriku su vjerujem utemeljeni na plemenitosti i dobrim namjerama, ali nažalost neće doprinijeti boljem upravljanju krizom u navedenim područjima. Riječ je o mjeri koja je izraz nemoći Europske unije da na djelotvorniji način doprinese konačnom rješavanju krize u Siriji i Africi.

Bojim se da su ovakve mjere prema trećim zemljama kontraproduktivne, dok Europa sama ne zna što želi. Nakon prvotnog poziva izbjeglicama i migrantima da dođu u Europu, a koji je evidentno bio protivan željama većine naših građana, danas unutar ove Zajednice niču bodljikave žice i zidovi među susjedima, partnerima i prijateljima. Koja je točno europska politika prema migrantima? A da se možda mi prvo dogovorimo?

Bez jasne poruke migrantima da Europa može i želi primiti samo one životno ugrožene ratnim razaranjima, prije svega žene i djecu, ovi će fondovi, bojim se, predstavljati obično rasipanje novca poreznih obveznika.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, svijet se dramatično mijenja pred našim očima. Odnosi u svjetskoj zajednici su praktički svaki dan drugačiji. Ovo što danas raspravljamo doživljavam kao jednu vatrogasnu mjeru koja kasni, ali je naravno ipak dobrodošla.

Međutim, htio bih pozvati Komisiju da lansira jednu potpuno novu inicijativu, jednu dugoročnu, stratešku i novu inicijativu, u kojoj slažem se treba uključiti i Ujedinjene narode, treba uključiti sve one naše partnere koji jako dobro žive u trgovini i u poslovanju s Europskom unijom, s našim gospodarstvom, našim zemljama članicama.

Ima jako puno zemalja u svijetu koje vrlo malo pomažu u rješavanju ovog problema s kojim se upravo Europa najviše suočava. Zato, mislim da je vrlo važno da Europska komisija pokrene novu globalnu svjetsku inicijativu, jer ovo je samo vatrogasno rješavanje situacije u Siriji i nekim afričkim zemljama.

  Miguel Viegas (GUE/NGL). Senhor Presidente, sem deixar de ignorar os problemas humanitários subjacentes e que merecem resposta, não podemos deixar de condenar esta União Europeia que destrói com uma mão e vem agora tentar remediar o mal que criou com pequenas migalhas.

A União Europeia é cúmplice de toda esta barbárie. É cúmplice pela destruição de países soberanos como a Líbia, o Iraque ou a Síria. Tem as suas mãos manchadas de sangue pela morte de milhares de inocentes, bem como pela vaga de refugiados que continuam a fugir da guerra, enfrentando, agora, o cinismo das instituições europeias.

Não há valores que justifiquem estes crimes e a História há de condenar os líderes que atrelaram a União Europeia e os seus países a esta chacina.

  Indrek Tarand (Verts/ALE). Madam President, if migration is a problem, we should perhaps look at history. Homo sapiens emerged from Kenya and consequently conquered the whole of our planet. So this is not a big issue. I think Mrs Georgieva is doing the best she can do in order to facilitate a solution to the current problem. But we are not going to solve the problem by pouring more money into boiling hotspots. We have to think Europe, including in terms of defence and security. That is why I would like to stress, once more, that we need a common security, defence and foreign policy.

  Kristalina Georgieva, Vice-President of the Commission. Madam President, two general points. Firstly, this is a global crisis and it requires a global response. We in the European Union are 20% of the world economy but 50% or more of development and humanitarian aid. We are doing our part, and it is important that everybody who has the means to contribute should do so. More wealth means more responsibility, and I share the comments that have been made that we need to call for mobilisation so we can help people and help people help themselves.

My second general observation is that, in the same way that the financial and economic crisis has pointed out to us that we have work to do in terms of building the institutions and capabilities to deal collectively with this crisis, the refugee crisis is also exposing some of the deficiencies of the European Union in terms of collective action. I hope that we will see proposals ranging from border control, common defence and security, to rethinking Dublin but, most importantly, more coordinated and coherent medium- to long-term engagement with the countries that need our assistance to continue to build their own capacity to cope with their development challenges. It goes without saying that the best way to deal with the humanitarian crisis is not to have it in the first place. In other words, we have to invest more in conflict prevention, conflict resolution and disaster risk reduction – in things that help fewer people to be affected in the future by what, inevitably, climate change is going to cause – more disasters – and what, unfortunately, violent extremism is producing – more conflicts and more severe dramas. This goes without saying. I do not think that the European Union has been perfect, but yes, we are more engaged and we are contributing more than many others around us.

I would like to make some specific comments. It has been pointed out, and rightly so, that we have to reach out to other key development partners, and we are doing so. I myself was in the United States last week to meet with the World Bank, the IMF and the US authorities. The US is our most important partner and the most aligned in terms of how we approach this kind of crisis, and we need to expand beyond an immediate urgent response to creating fiscal capacity for countries to have a buffer against crises, to get the development community more aligned in how we deal with fragility. I am very pleased to see the IMF building a much stronger capacity to address fragility in the world, and rightly so.

There has been a very clear call that this money should not be a fragmented little island, and that is my fault, as I should have started by saying we are placing this 2.3 billion in the context of what is now 10 billion from the Commission to address the refugee crisis inside and also outside. The specificity of these trust funds is that they are a new way for us to better organise and deploy our resources in a more agile manner, but it does not diminish accountability, and we are of course going to have the reporting to, and engagement with, the European Parliament. I hope this will be more substantive, because it would be a well thought-out, longer-term programme.

There was a question on whether this money is only revamping what already exists in our budget. The answer is that a big chunk of it is fresh money. We have taken a billion from the EDF reserve. This is money that is now added specifically to deal with this crisis. We have also found and relocated funds from lower-priority activities to what we believe is right now our top priority, and I think this is right to be done.

We have been criticised, and unfortunately those who made this criticism were here to speak but not to listen – if you ask a question it is a good thing to actually wait for the answer. We have a very good track record in the European Union in development programmes, and in particular in humanitarian aid. The UK Government has ranked us – my former service that is, and I am very proud for the people there – as a top performer for a good reason, because we have eyes and ears on the ground and we are very connected to what the priorities are. We have been deploying our resources to aid people in Syria. The point was made that we only help the neighbourhood but not inside Syria. That is not correct. Half of our humanitarian aid goes inside Syria and about half of that goes to rebel-controlled areas. No, we are not going to disclose with whom we work there, because that would put people at risk – but we have a very strong presence there. We are one of the very few funders that have never given up on the most affected parts of Syria where bombs fall and people are living in tragic circumstances.

The point was made a couple of times that we are wasteful and that our accounts have not been signed off for 20 years in a row. Wrong. Our accounts have been signed off for eight years in a row; the last signing came yesterday. We should not mix up errors, which are undesirable but are what they are, with waste or fraud, which they are not. Errors such as people incorrectly filing documents on how money is being used are errors, not fraud. I think we have to be clear that yes, we are facing an enormous challenge.

This is hugely important for Europe’s own standing, and we will face this much more effectively working together. I hope we will see that these trust funds – which are, by the way, a new platform for action – will gain more traction and that we will see more contributions from our Member States and, I would also say, from others. There have been some encouraging signals, for example from the US, that they may now join us in the Syria Trust Fund; whether directly or through parallel financing remains to be seen.

Finally, I want to thank Parliament very much for engaging in this topic, for its call for more joined-up action and for Member States to join us. I will finish with special thanks to Luxembourg, and to Minister Schmit. If only all were like you!

  Nicolas Schmit, président en exercice du Conseil. Madame la Présidente, je n'ai pas grand-chose à ajouter à ce que Madame la Vice-présidente vient de dire. Je crois que nous sommes dans l'urgence absolue et qu'il faut maintenant effectivement mobiliser les ressources dont nous avons besoin. Il est vrai que certains États membres n'ont peut-être pas encore suffisamment réagi et que tous les engagements n'ont pas encore été respectés. Je transmettrai le message fort du Parlement pour que les engagements soient absolument respectés et tenus.

Il faut également dire ouvertement qu'il n'y a pas deux entités absolument distinctes: il n'y a pas d'un côté l'Union avec son budget et de l'autre les États membres. Ce que nous faisons, nous le faisons en tant qu'Union européenne. Alors que certaines contributions proviennent du budget de l'Union, et donc des États membres, et que d'autres ressources proviennent des États membres, il faut les mettre ensemble. Je crois à ce que vous venez dire maintenant au sujet du trust fund, qu'il faut ouvrir aussi.

Je crois que vous avez mis le doigt sur un point crucial, tout comme d'autres parmi vous: cette question concerne au premier rang l'Europe, parce qu'elle a lieu dans son voisinage, et nous frappe puisque les personnes viennent en Europe. Mais en réalité, cette question ne concerne pas uniquement l'Europe, c'est une crise internationale. Il est donc tout à fait évident que si nous voulons agir, il faut également engager toute la communauté internationale et notamment un certain nombre d'États qui ont tout intérêt à ce que nous maîtrisions correctement cette crise.

Le deuxième point c'est bien sûr le plus long terme. Je crois que c'est toute la question du développement. Il s'agit, peut-être, de repenser aussi un peu nos politiques en matière de développement parce que nous ne pouvons pas conclure à une franche réussite. Il faut regarder où va l'argent? Avec quelle efficacité le dépensons-nous? Comment pouvons-nous engager les pays en question – dans la mesure où nous pouvons les engager puisque, comme cela a été soulevé, nous sommes parfois dans des situations où il n'y a pas d'État, il y a pas un début d'état de droit, etc.? Un problème majeur se pose donc également, puisque lorsque nous parlons de l'Érythrée, par exemple, nous savons très bien qu'il y a un régime quelque part qui fait fuir les gens, les jeunes parce que finalement, ils sont obligés de passer leur vie dans une armée qu'ils rejettent. Je crois donc qu'il y a là un point difficile à résoudre et, bien sûr, une action doit être menée à long terme.

Je conclus de ce débat extrêmement riche qu'il faut donner un message clair, que la seule solution pour maîtriser ces problèmes, c'est une solution de solidarité, il y en a pas d'autres. Ce n'est pas en misant sur les uns ou les autres, en menant une action séparée de l'action globale que nous arriverons à des résultats. C'est cette conclusion que je tire des interventions de votre Parlement.

La financiación con cargo al presupuesto de la UE para ambos fondos asciende a 500 millones de euros para el Fondo Madad y 1800 millones de euros para el Fondo fiduciario para África. Si bien los Estados miembros se han comprometido a hacer aportaciones voluntarias para alcanzar la cantidad equivalente a la financiación de la UE, hasta la fecha dicha contribución solo asciende a 78,2 millones de euros.   Andrea Bocskor (PPE), írásban. Véleményem szerint a menekült és migrációs válság megoldásának kulcsa, hogy a felmerülő problémákat keletkezési helyükön vagy ahhoz minél közelebb kezeljük. Ez irányba mutat, hogy az Európai Unió az elmúlt hetekben összesen 5,6 milliárd euró pénzügyi támogatást ígért humanitárius célokra, továbbá az Afrika és a Szíria alapba, aminek a felét (2,8 milliárd eurót) az EU költségvetése állja, másik felét az EU28-ak felajánlásaiból töltenék fel. A 2015. október 30-i állapot szerint még 2,23 milliárd euró hiányzott a 2,8 milliárd eurós EU28 tagállami hozzájárulásból, amelyre az állam- és kormányfők egy csúcstalálkozó keretében tettek ígéretet. A pénz mellett az emberi és a technikai segítség is jócskán elmarad a szükséges szinttől.

Az általános pénzszűke miatt az uniós büdzséből érkező felajánlás teljesítése sem tűnik egyszerű dolognak, egy friss bizottsági kimutatásból azonban feketén-fehéren kiderül, hogy a tagállamok 50 százalékos hozzájárulásával még aggasztóbb a helyzet. Ezért rendkívül fontosnak tartom, hogy a tagállamok gyorsítsák meg hozzájárulásaik befizetését az alapba, mert minden egyes nap késlekedés újabb migráns csoportokat ösztönöz útra kelésre.

  Miriam Dalli (S&D), in writing. The Valletta Summit taking place today is essentially a stepping stone towards a better-managed and more effective international migratory policy. Immediate effective measures are not enough to adequately deal with this phenomenon. We need long-term solutions to encourage economic growth and the creation of more job opportunities for regions in Africa and the Middle East which are currently facing a mass exodus of people. The creation of two new trust funds is such an essential step for all. Europe is ready to invest in these regions, but in turn we must ensure that we have adequate safeguards in place to make sure that the people who need these funds are the ones who are benefiting from them. I call for these funds to be manned by reputable international organisations to ensure that projects are completed and create jobs for people in the region.

A probléma mérete és jellemzői közös európai megoldást kívánnak, hogy a migráció kiváltó okaival szemben globális akcióval léphessünk fel. Az Európai Unió az elmúlt hetekben összesen 5,6 milliárd euró pénzügyi támogatást ígért humanitárius célokra, továbbá az Afrika és a Szíria alapba, aminek a felét (2,8 milliárd eurót) az EU költségvetése állja, másik felét az EU28-ak felajánlásaiból töltenék fel. Magyarország összhangban azzal az elkötelezettségével, hogy a legsérülékenyebb közösségeknek a lakóhelyükön nyújtson segítséget, egyéb elköteleződései mellett 3,4 millió eurós segélyösszeget ajánlott fel a közösségi alapokba hozzájárulásként. Ez az összeg a régiónk hasonló teljesítőképességgel rendelkező országainak hozzájárulásához hasonló mértékű.

Támogatjuk hazánk erőfeszítéseit, hogy Európa határait meg kell védeni és a bevándorlási hullámot erősítő konfliktusokat a helyszínükön, azaz ott kell kezelni, ahol keletkeztek. Csak világszintű és uniós összefogással léphetünk fel eredményesen a migrációt kiváltó okok megszüntetésében.

  Ангел Джамбазки (ECR), в писмена форма. Като цяло подкрепям идеята финансово да се подпомагат проекти в сферата на развитието, предназначени за страни, обгърнати от конфликти, бедност и нищета. Подобряването на жизнения стандарт в тези държави може би ще възпре вълната икономически имигранти, прииждащи към Европа. Това се надява да постигне Европейската комисия с новите доверителни фондове, предназначени за Сирия и Африка.

Проблемът е, че вече десетилетия наред Европейският съюз подпомага развиващите се страни, но резултатът е постоянно увеличаващ се брой нелегални имигранти. Това по-скоро означава, че с наливането на още повече пари, проблемите няма да бъдат разрешени, най-вече що се отнася до Сирия. Преди да бъдат предназначени каквито и да е финансови средства, трябва да се разреши веднъж завинаги проблемът с Ислямска държава и да се установи мир в страната.

Относно самите доверителните фондове, смятам, че те трябва да са целенасочени към установяване на сътрудничество със страните на произход и транзит, което да гарантира ефективно прилагане на договорите за реадмисия, изграждане на капацитета на тези държави, за да могат да сътрудничат в борбата срещу трафикантите на имигранти и, не на последно място, трябва да се подпомагат бежанските лагери. Ситуацията в тях постоянно се влошава и именно това кара хората да бягат оттам към Европейския съюз.

  Kinga Gál (PPE), in writing. The PPE has always advocated a holistic approach to migration. The crisis remains serious and the solution to end it is complex by nature. Together with managing the migratory flows and protecting our external borders, we must tackle the root causes of migration. The number of Africans trying to reach Europe over the Mediterranean is just the tip of an iceberg compared to the number of displaced people in Africa. According to the UN refugee agency UNHCR, crises in countries like Somalia, Congo, Nigeria, South Sudan and the Central African Republic have forced 15 million people out of their homes.

Therefore I welcome the initiative of creating the two trust funds which through humanitarian and development aid should bring back stability, support resilience in Syria and Africa, and help refugees return to their homes. Setting up these trust funds is a positive action, and we must make sure that the money will be used in the most efficient way. The support to refugees must be given as close as possible to the country of origin and special attention must be given to children, who are the main victims, deprived of a safe environment, schooling and often even food.

  Michela Giuffrida (S&D), per iscritto. Da quando è scoppiata la crisi in Siria, ormai 5 anni fa, i profughi sono circa 12,2 milioni. Ma la Siria non è l'unico paese da cui scappano milioni di persone e la guerra non è l'unica ragione di migrazione. I due fondi fiduciari per la Siria e per l'Africa dovranno affrontare molte sfide: la povertà estrema, la debolezza istituzionale, la carenza di infrastrutture, lo stress ambientale.

È una responsabilità di tutti aiutare quelle società che non sono in grado di sostenere i propri cittadini. Perché per fermare l'esodo non serve costruire nuovi muri e barriere: bisogna investire in programmi che creino opportunità di lavoro. Bisogna investire in formazione e in micro e piccole imprese. È fondamentale che gli Stati membri apportino il loro contributo, ma ancora più importante è una corretta gestione di questi fondi fiduciari, perché il denaro non venga ancora una volta disperso in inefficienze e corruzione.

  Benedek Jávor (Verts/ALE), írásban. A Szíria és Afrika számára létrehozandó alapok finanszírozásának koncepciójával az Európai Unió újabb lépést tesz egy közösségi megoldás felé. Az eddigi, közösségi és tagállami szolidaritásra építő kezdeményezésekből Magyarország rendre igyekezett kihúzni magát, helyette a kormány körbekerítette az országot, és olyan menekültpolitikát alakított ki, amely a menedékkérelmek szisztematikus elutasítását az emberi alapjogokat számos ponton elvető gyorsított eljárásokat és gyakorlatilag az EU-s alapértékek teljes semmibevételét veszi alapul. Az Európai Bizottság legutóbb levélben fejezte ki aggályait és kérdéseit a magyar jogalkotással és az uniós alapértékek aláásásával kapcsolatosan, ám a kormány azóta csupán annyit tett, hogy egy parlamenti határozattal elutasította a közös megoldásként alkalmazandó kvótarendszer javaslatát.

Aggasztó, hogy míg a kormány a saját sikereként kommunikálja az uniós pénzek – egyébként gyakran kétségbeejtően korrupt módon történő – felhasználását, addig a menekültválság kezelésében populista szólamokkal gyalázza az Uniót. A szintén uniós alapértéknek számító együttműködésnek eddig nem sok jelét mutatta a magyar kormány. Annak ellenére, hogy a kormányfő már több alkalommal is említette, hogy a pénzügyi hozzájárulás ötletét nem tartja ördögtől valónak – Törökország esetében maga tett javaslatot erre –, az eddigiek alapján csak félve lehet bízni abban, hogy a mostani kezdeményezést nem söpri le elvből az asztalról.

A szíriai válság kezelésére összpontosító és az afrikai stabilitást szolgáló vagyonkezelői alapok olyan eszközök, amelyekkel az Európai Unió konkrétan és hatásosan felléphet a migrációs válság, illetve az észak-afrikai tragikus állapotok rendezésében. Ezek az alapok olyan létfontosságú programok megvalósítását teszik lehetővé, amelyek az érintett országokban való jobb életkörülmények kialakításának támogatásával képesek lehetnek maradásra bírni az ott élőket. A tagállamoknak meg kell érteniük, hogy a szíriai és afrikai stabilitást szolgáló alapokba való befektetéssel a bevándorló krízis kiváltó okainak megszüntetéséhez járulnak hozzá.

Nem elég a populista politikai beszéd arról, hogy milyen humanitárius kötelességünk kit és mikor befogadni, illetve, hogy meg kell védenünk a bevándorlók tömegeitől a mindennapjainkat. Konkrét lépések kellenek, s ehhez ez a két alap nyújtja a kézzelfogható megoldást. Életeket menthetünk így meg a veszélyes útnak indulástól, s konfliktusokat előzhetünk meg saját határainkon belül. Éppen ezért sürgetem a tagállamokat, hogy mélyen nyúljanak a zsebükbe, s mihamarabb tegyék költségvetésileg működőképessé ezen alapokat. Életet nyer, ki időt nyer... az időhúzással tehát csak magunk alatt vágjuk a fát.

  Андрей Новаков (PPE), в писмена форма. Европейският бюджет е инвестиционен двигател за ЕС, но и инструмент за подпомагане на трети страни. И в двата случая е необходима ориентация към изпълнение, ясни приоритети и измерими резултати. Доверителните фондове за Сирия и Африка са един от инструментите за подкрепа на трети страни. Двата фонда вече разполагат с 2,3 млрд. евро от бюджета. Европейската комисия очаква държавите членки да внесат еквивалентна сума във фондовете. Тези инструменти идват със своите недостатъци, например доброволния принцип на вноските, както и липсата на времева рамка за транзакциите. Недостатъчната яснота около очакваните резултати също е сериозен проблем.

България одобри 100 хил. евро, които предстои да бъдат преведени във фонд „Сирия“, но е необходима ясна визия за инвестирането на тези средства с цел постигане на желания резултат. За финансирането на двата фонда е необходимо да се използва гъвкавостта на бюджета на ЕС, а не свеж ресурс. Чрез проекта на коригиращ бюджет № 8/2015 се освобождава ресурс, който следва да бъде върнат на държавите членки, съгласно Решението за собствени ресурси и на Регламент 1150/2000 за изпълнението му. Държавите членки следва да решат размера на приноса си към двата фонда на базата на спечелено доверие, както и на ясна представа за приоритетите и очакваните резултати.

ELi rändekriisi lahendamiseks peab tegutsema järjepidevalt, seda nii riikides, kust ränne alguse saab, kui ka Euroopas, kus tegeleme juba tagajärgedega, kuid kus talv aina läheneb, tuues aina enam ka uusi probleeme. ELi rändekriisi ohjamiseks mõeldud tegevuste rahastamisse on panustanud juba mitmed riigid ning on oluline, et ka kõik teised riigid oma rahalisi lubadusi reaalselt täidaksid. Hea meel on tõdeda, et Eesti panustab ELi Aafrika Usaldusrahastusse 150 000 eurot. Süüria kriisile vastamiseks loodud MADAD fondi panustab Eesti samuti 150 000 eurot.

  Andrej Plenković (PPE), napisan. Migracijska kriza se pretvara u strukturni, dugotrajni i složeni problem u kojem se manifestira politička nestabilnost i nesigurnost u Europi. Kreiranjem uzajamnih fondova za Siriju i Afriku želi se riješiti uzrok destabilizacije i osigurati veća koordinacija te integriraniji pristup prevladavanju migrantske krize.

Podaci pokazuju da samo jedna od deset izbjeglica imigrira u Europu, dok ostatak odlazi u Afriku stoga je logičan fokus na afričkim zemljama pogođenim migracijama. Pozivaju se države članice na solidarnost i osiguravanje financijskih sredstava. U kontekstu gospodarske i financijske krize u Europi, potrebno je našim građanima istaknuti važnost fondova kreiranih u svrhu rješavanja temeljnog uzroka migracijske krize.

Važno je također da Europska komisija dovrši potrebne procedure koje su preduvjeti za osiguravanje financijskih sredstava za dva uzajamna fonda za Siriju i Afriku, a u kontekstu konferencije u Valleti koja će se održati ovog tjedna, gdje bi se trebali konkretizirati sljedeći koraci. Financijska sredstva nisu jedina potrebna pomoć, ali su preduvjet za holistički pristup svim aspektima stabilnosti u duhu solidarnosti i podijeljene odgovornosti.

  Csaba Sógor (PPE), írásban. Az Európai Uniónak természetesen be kell tartania a szavát, és hozzá kell járulnia a szíriai és afrikai válság kezelésére szolgáló alapokhoz a beígért összegekkel. Ezzel párhuzamosan arról is beszélni kell, hogy az adott államok ezeket az összegeket valóban az elvándorlást kiváltó okok megszüntetésére fordítsák, valóban érezhető változás következzen be az illető térségekben. Fontos, hogy a források támogassák a gazdaság fejlődését, hozzájáruljanak a helyi lakosságnak nyújtott alapvető ellátáshoz, az élelmezésbiztonság javításához, valamint a jobb kormányzáshoz és a fokozott biztonsághoz. A tagállamok vonakodása érthető, hiszen a migrációs válság költségei egyelőre beláthatatlanok, ilyen körülmények között pedig a felajánlott fejlesztési segélyek hasznosulása kulcsfontosságú lehet.

Másrészt az is egyértelmű, hogy bármekkora is legyen ezen alapok forrásainak hatása, az érintett afrikai államok életszínvonala nem fog közelíteni a nyugat-európai országok életszínvonalához, ezért a bevándorlás lecsökkentéséhez az uniós határok megvédésére van szükség.

Természetesen méltányolandó szempont, hogy itt a jóváhagyott költségvetési kereten kívüli források bevonásáról van szó, amelyet a tagállamok a Fejlesztési Alap és más közösségi költségvetési fejezetek terhére tett egyéb erőfeszítéseiken felül ajánlanak fel e térségek támogatására. Ugyanakkor elsődleges szempontnak tartom, hogy a háború által sújtott Szíriából menekülők, valamint a tartós migrációs nyomásnak kitett egyes afrikai országokból Európába érkezők az Európai Unió számára jelenleg a legsúlyosabb politikai és gazdaság kihívást jelentik, amelynek elsődleges megoldását a kibocsátó országokban kell keresni.

Úgy vélem, ez európai érdek is, s ez a két alap érdemben hozzájárulhat a szükséges feltételek megteremtéséhez. Abban bízom, hogy a súlyos helyzet és az EP támogatása is arra ösztönzi az egyes tagállamokat, hogy mielőbb feltöltsék a két alapot, miközben ennek kapcsán ismét csak sajnálatomnak tudok hangot adni amiatt, hogy saját országom kormánya oly kevéssé együttműködő a menekültválság közös uniós kezelésében.

  Tomáš Zdechovský (PPE), písemně. Tyto oba fondy považuji za velice důležité, především jako pomoc při řešení migrační krize. Jejich částky samozřejmě nejsou malé, ale jejich směřování je pro EU zásadní. Jestliže se nám podaří pomocí těchto peněz přispět ke stabilizaci obou regionů, budou tyto finance dle mého názoru použity daleko efektivněji než na některé vnitřní politiky EU. Členské státy by proto měly urychleně poskytnout odpovídají prostředky na financování aktivit spadajících pod tyto fondy. Jejich přínos bude v budoucnu jistě několikanásobně cennější.
