  Indrek Tarand (Verts/ALE). Mr President, honourable colleagues. First of all I would like to express my gratitude for the excellent team of the European Parliament delegation led jointly by nos trois mousquetaires, Messrs Arthuis, Fernandes and Deprez. Bravo! Secondly, I would like to thank Madam Georgieva, who presented such a decent compromise. More than being just an honest broker, she attached something like almost motherly love towards the quarrelling kids of hers, the Council and the Parliament, and of course – in my opinion – Parliament behaved better.

Four points. I praise the 274 MEPs who voted for the Greens’ amendment asking for greater transparency regarding the use of a general expenditure allowance. In my country, this is public information and no harm has been done, except to those who abused the funds. Secondly, the cuts to ITER were a bit too modest for our liking. This project, in my opinion, is a total waste of taxpayers’ money, and the money should be used elsewhere. Where, I will tell you in 30 seconds.

Thirdly, although the medium-term payment challenges were recognised and the institutions have committed themselves to ensuring that the massive payment backlog seen in the recent past are indeed something that belongs to the past, it is not getting any easier, and therefore we need to make sure that we are flexible enough to fight back against whatever comes our way. Finally, taking into account the present and looming crises – refugees and migrants, including climate migrants – and the fight against terrorism, the EU security and defence policy area is still under-financed. It is common sense to take money from ITER to develop this.
