  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Anfrage zur mündlichen Beantwortung an die Kommission über die Beseitigung der Gewalt gegen Frauen in der EU von Iratxe García Pérez im Namen des Ausschusses für die Rechte der Frau und die Gleichstellung der Geschlechter (O-000126/2015 - B8-1105/2015) (2015/2855(RSP)).

  Iratxe García Pérez, Autora. Señor Presidente, señora Comisaria, más de nueve millones de mujeres han sido víctimas de la violencia de género en Europa. Es difícil decir esta cifra sin sentir vergüenza; es difícil decir esta cifra sin entender que detrás de los números hay vidas truncadas, vidas de mujeres que han sido asesinadas por el machismo, por el machismo que mata, por aquellos que piensan que las mujeres son de su propiedad, por aquellos que entienden que la sociedad no es igualitaria. Y ante esta cifra, ante esta realidad, hoy, 25 de noviembre, tenemos la responsabilidad, tenemos la obligación de alzar la voz, de evitar el silencio, de comprometernos, de trabajar para acabar con la mayor lacra social que tiene en estos momentos el mundo y que tiene en estos momentos Europa.

Tenemos que asumir responsabilidades. Es el momento de dejar los anuncios, es el momento de dejar las palabras y es el momento de actuar, porque las mujeres no pueden esperar más, porque día tras día vemos en los medios de comunicación, en los telediarios, como hay mujeres que, por el mero hecho de ser mujeres, son asesinadas, se truncan sus vidas y se truncan las vidas de sus hijos y de sus hijas.

Necesitamos vivir en una sociedad más igualitaria. Necesitamos asumir compromisos: es nuestra obligación, es nuestra responsabilidad. Y, por eso, lanzamos hoy una serie de preguntas a la Comisión Europea. No es la primera vez que nos trae este debate al Pleno del Parlamento y esperamos, con el debate de hoy, tener los compromisos de la Comisión Europea para todo el trabajo que hay que hacer de aquí en adelante.

Queremos saber cuándo va a presentar la Comisión Europea la estrategia de igualdad entre hombres y mujeres. Ya este Parlamento se pronunció respecto a cuál tenía que ser el contenido de esa estrategia, y para nosotros es fundamental que una gran parte de la política dirigida a la igualdad entre hombres y mujeres tenga como prioridad la lucha contra la violencia de género.

Pero, además, queremos conocer otras cosas. Las instituciones europeas ya han dado algunos pasos en esta materia. La orden de protección de las víctimas fue un elemento esencial. Hace menos de un año se ha cumplido el plazo que tenían los Estados miembros para hacer la transposición. Queremos saber cuándo pretende la Comisión Europea darnos a conocer la evaluación de cómo ha funcionado la puesta en marcha de esta orden de protección europea.

Pero también entendemos que es fundamental, que es imprescindible que se puedan emprender actuaciones legislativas. No es la primera vez, señora Jourová, que escucha esta reclamación del Parlamento Europeo. Solo con medidas de apoyo a las organizaciones, con programas de concienciación no vamos a resolver esta situación. Es necesario legislar porque la legislación supone un compromiso, la legislación supone un obligado cumplimiento ―de la legislación― por parte de los Estados miembros para luchar contra la violencia de género.

Hemos escuchado en muchas ocasiones decir que no hay nivel competencial en Europa para luchar contra la violencia de género, pero no nos resignamos y creemos que las cosas se pueden cambiar, porque ―ya lo he dicho en más ocasiones en estos debates― si hemos conseguido dar a Europa competencias en materia de lucha contra la crisis económica, también podremos buscar las competencias que debe tener Europa para luchar contra la violencia de género, para luchar por una sociedad más justa y más igualitaria.

Por lo tanto, busquemos, pongámonos todos a una ―el Consejo, la Comisión, el Parlamento― a buscar esa capacidad legislativa, porque no podemos seguir esperando, no podemos seguir haciendo anuncios que se quedan simplemente en eso, en compromisos, y que luego no se traducen en realidades.

Estamos hablando de la vida de las mujeres, de la vida de la mitad de la población de Europa. Se merecen nuestro respeto, se merecen que seamos conscientes de que está en nuestras manos la posibilidad de hacer mucho más de lo que se está haciendo hasta estos momentos.

Esta es una cuestión que nos debería involucrar a todos y a todas, a todas las instituciones, en todos los niveles. Es necesario ya aunar todos los esfuerzos porque las mujeres lo merecen; porque el recuerdo de todas aquellas que han sido asesinadas por los terroristas machistas merece nuestro trabajo; porque estamos hablando del futuro de nuestra generación, pero también del de nuestras hijas; porque es nuestra responsabilidad y es nuestra obligación.

  Věra Jourová, Member of the Commission. Mr President, I would like to thank you for raising this very important and serious subject on the occasion of the International Day for the Elimination of Violence against Women. It is an important political signal that both Parliament and the Commission decided to join the UN Women’s Orange Day campaign to mark the International Day for the Elimination of Violence against Women and to light up their buildings in orange today.

Violence against women remains a challenge in every country in Europe. In 2015 women are still beaten, humiliated, raped, mutilated, stalked, harassed and forced into marriage. Violence happens in their homes at the hands of their partners or family members. It happens in the workplace or in education from colleagues, fellow students, professors or bosses. It can happen on the streets or online from strangers. We know that one in three women in the EU has experienced physical or sexual violence or both. Violence has a lifelong impact on the health and wellbeing of victims, as well as on their families. This in turn has an impact on the economy and society as a whole.

Promoting gender equality and combating violence against women go hand in hand. Women need to be empowered to leave abusive relationships and to challenge violence when they encounter it. They should not be hampered in fulfilling their potential in the workplace and in society.

I will present in December a detailed Commission plan and commitment on improving gender equality in the years to come. I am prepared to submit also to the Committee on Women’s Rights and Gender Equality (FEMM) the proposal for the Gender Strategic Document for the years 2016 to 2019. We have worked on this with all stakeholders throughout this year, and your input in the process was also very valuable. Among the priorities it will include further measures to support Member States in preventing and combating all forms of gender-based violence.

Regarding gender-based violence, the Commission is taking a determined and comprehensive approach based on legislation, awareness-raising and funding, as well as improving knowledge and data collection. I will start by focusing on legislation.

The EU adopted legislation to prevent violence against women and to protect and support its victims, including in areas such as sexual harassment, trafficking in human beings, sexual abuse and sexual exploitation of children and child pornography. Our modern victims’ rights in the Victims Directive, on which we have worked closely with you, just entered into force on 16 November this year. This will have a huge impact on some Member States, for instance those which will have to establish victim support structures, which are of key importance for gender-based violence and which do not exist in all Member States yet.

You can count on my commitment that the Commission will be guiding and monitoring the effective implementation of this piece of legislation, as well as the broader legal framework. We have to ensure that available protection measures are actually granted to persons at risk and applied in practice.

Since January 2015, victims of domestic violence have benefited from reinforced protection when travelling or moving to other EU countries. Protection orders granted in their home country can circulate across EU borders. The transposition situation is encouraging. Thanks to enforcement procedures initiated by the Commission, we now have national rules transposing the European Protection Orders Directive in 21 Member States.

I am glad to inform you also that on 9 October the Commission published a roadmap on future accession of the EU to the Council of Europe’s Istanbul Convention. The roadmap is a first concrete step towards accession to this powerful tool to combat violence against women and domestic violence. EU accession to the Convention would reflect our commitment to combating human rights violations and discrimination, both within and beyond the EU.

The Commission also supports awareness-raising and concrete grassroots actions by Member States, civil society organisations and European networks. This year, EUR 8 million was allocated to combating violence against women under the Rights, Equality and Citizenship Programme. We have also empowered advocates for change among female genital mutilation-practising communities, trained services for victims of sexual violence in universities to better respond to incidents and young victims’ needs, and supported Member States in sensitising the general public to this problem.

I am proud to inform you about last week’s decision to award a total amount of EUR 4.3 million to nine international projects combating violence against women linked to harmful practices. Within the framework of this awareness-raising work, I am also committed to putting into place focused actions on violence against women in 2017. We are currently planning future activities and would welcome your cooperation.

I would also like to say a few words about the importance of improving our knowledge about the causes of gender-based violence on a regular basis. It is essential because it allows for monitoring of the situation across the EU and also helps us to formulate and implement better policies. My services are working with Eurostat and the European Institute for Gender Equality, two key actors in this area which, I believe, can help to fill the gaps.

Finally, let me be clear that I see a need to address cyber-violence against women and girls – an emerging form of violence. We have EU legislation and policies on children’s – including girls’ – safety and protection from bullying, abuse and exploitation online. In addition, the Commission has launched a EUR 3 million call for proposals to combat sexual harassment and sexual violence against women and girls, including through new technologies and social media. Proposals are now being assessed.

Hoy es el Día Internacional de la Eliminación de la Violencia contra la Mujer y hay quien todavía puede preguntarse por qué este día. Bueno, pues porque es fundamental que la sociedad reaccione. Todos los esfuerzos son pocos por concienciar y promover acciones contundentes para poner fin a esta lacra, a la que no podemos acostumbrarnos.

La dinámica del «no veo, no oigo y no hablo» se tiene que acabar. Es necesario romper ese muro construido con el miedo y la soledad de la víctima, porque quien gana, ante ese silencio desesperado, es el agresor, que se siente fuerte para seguir maltratando, acosando y, en el peor de los casos, matando a esa mujer a la que dice amar.

La mayoría de los casos de violencia contra las mujeres vienen de su pareja y, en el caso de los niños, de personas de su entorno. Es importante que las víctimas denuncien, pero para ello tienen que sentirse protegidas. Por ello, me siento orgullosa de haber sido ponente de la orden europea de protección de las víctimas, para que las órdenes de alejamiento nacionales sean reconocidas en cualquier país europeo, lo que favorece la seguridad de las mujeres que huyen de sus agresores.

Queda aún mucho camino por recorrer en legislación europea. Por eso hemos presentado esta pregunta oral, para saber qué estrategia europea está llevando a cabo la Comisión. Es necesario un mayor compromiso para erradicar esta violación de los derechos humanos, que es consecuencia de la desigualdad entre hombres y mujeres.

Se calcula que el 35 % de las mujeres y niñas sufren algún tipo de violencia física o sexual a lo largo de su vida. Y esto tiene que parar, porque yo creo firmemente que, si trabajamos en educación, también en prevención, en protección de las víctimas y, por supuesto, en un control mayor de los agresores, podemos evitar tanto dolor causado por estas violaciones, que tantas veces ni siquiera las jóvenes distinguen.

El amor no tiene que doler, ni controlar y, por supuesto, no tiene que matar. Celebro también que los menores sean incluidos en esta nueva Directiva.

  Maria Arena, au nom du groupe S&D. Monsieur le Président, Madame la Commissaire, je n'ai pas envie de rappeler les chiffres, vous en avez parlé. Effectivement, aujourd'hui, en Europe, une femme sur trois est victime de violences. Derrière ces femmes, ces chiffres, il y a des êtres humains. Ce sont nos filles, nos sœurs, vos femmes – Messieurs –, nos collègues, ce sont les personnes qui nous entourent. Une femme sur trois! C'est vrai que si nous nous retournons, cela veut dire que la personne qui est à ma droite, ou celle qui est à ma gauche, est certainement, a été ou sera victime de violences.

Faut-il parler des formes de violence? Nous connaissons ces formes de violence: elles sont physiques, psychologiques, économiques et sexuelles. Le sommet de la violence, Iratxe en a parlé, ce sont les féminicides. Sept femmes par jour meurent aujourd'hui de féminicide, ce qui signifie simplement mourir par le fait d'être femme. Ce sont les mutilations génitales, la traite des êtres humains et l'exploitation sexuelle.

Nous avons envie de dire, tout simplement, c'en est assez! C'en est assez, parce qu'il est insupportable de voir qu'aujourd'hui en Europe, nous pratiquons ce laisser-faire par rapport à ces discriminations. Madame la Commissaire, l'article 8 du traité de Lisbonne dit tout simplement que nous devons garantir l'égalité entre les hommes et les femmes en Europe. Vous êtes, à la Commission européenne, gardienne de ces traités. Nous vous demandons tout simplement de pouvoir mettre en œuvre ces traités, pas de faire des plans et des démarches. Il est parfois plus facile de défendre le droit de propriété que tout simplement de défendre le droit de vivre. Nous demandons donc que vous défendiez le droit de vivre pour tout le monde et pour les 50 % de la population en Europe.

  Beatrix von Storch, im Namen der ECR-Fraktion. Herr Präsident! Seit 2004 spricht das Parlament regelmäßig über die Gewalt gegen Frauen. Es gibt dazu das CEDAW-Programm der UNO, das Übereinkommen zur Beseitigung jeder Form von Diskriminierung der Frau. Es gibt das Daphne-Programm der EU zur Umsetzung des UNO-Programms.

Was aber ist Gewalt gegen Frauen? Sind wir nicht alle gegen Gewalt – vor allem gegen Schwächere, also auch gegen Frauen? Natürlich sind wir das. Aber die EU wäre nicht die EU, und die UNO wäre nicht die UNO, würden sie ihre Ideen nicht auch manchmal hinter Vokabeln verstecken. Worte machen Politik. Worte sind Politik. Kann man überhaupt gegen einen Beschluss sein, der Gewalt gegen Frauen verurteilt? Nein, das kann man nicht. Übrigens auch nicht Gewalt gegen Männer und Jungs.

Aber aufgepasst: Nach der UNO-Definition ist es zum Beispiel Gewalt gegen Frauen, wenn diese nicht abtreiben kann, weil es zum Beispiel verboten ist. Eine Frau, die nicht abtreiben darf, ist in der Statistik dann ein Gewaltopfer. Egal wie man zur Abtreibung steht – das ist der falsche Weg. Machen wir uns ehrlich in der Politik: Gewalt gegen Frauen lehnen wir alle ab.

  Guy Verhofstadt, on behalf of the ALDE Group. Mr President, violence against women is not only a women’s issue. Gender violence is also a men’s issue and, above all, a sad and a shameful reality. As has already been indicated in different interventions, at some point in their life, one in three women and girls experience physical or sexual violence from men. Most shockingly, almost half of this violence is committed by the partner of the victim, causing 2 500 deaths every year in the EU. That is seven women each day losing their lives because of sexual assault, domestic violence, relationship abuse or female genital mutilation.

Let us recognise that, for too long, men have avoided the issue of violence against women and often cast it aside as being just a women’s issue, and I think that is the problem. As long as gender violence is seen as a women’s issue, men disconnect and we – men – must break the violence. Impunity for committing violence against women should be a thing of the past and justice needs to prevail for all those women who are victims. For that to happen, I would say to the Commissioner that I think we need an EU-wide strategy to combat violence against women. Many EU countries do indeed have laws today protecting women against such violence, but there are also many others that do not have them and which could do much better.

The Istanbul Convention, initiated by the Council of Europe, in fact obliges countries to fully address violence against women in all its forms, to prevent it, to protect the victims and to prosecute the perpetrators, but so far the reality is that the Istanbul Convention has only been ratified by 12 Member States of the European Union. That is why I think we need to do something special, namely EU accession – the accession of the whole European Union – to the Istanbul Convention so as to close the loopholes in European and national legislation, to protect women far better and certainly to condemn countries with blood on their hands.

So zero tolerance in the fight against gender violence is, in fact, the only way to address it, and we – not only women, but men and women – must unite and speak out, and that means break the silence.

  Malin Björk, för GUE/NGL-gruppen. Herr talman! Våld mot kvinnor är en terror som pågår i tystnad. Det tar liv och det krymper våra livsutrymmen. Vi lever i en kultur som faktiskt accepterar att mäns våld och övergrepp på kvinnor får fortsätta. Det är en kultur som håller offentliga personer som har begått uppenbara övergrepp vad det gäller flickors och kvinnors kroppar om ryggen, eller till och med hyllar dem. Jag tänker på den före detta IMF-basen Dominique Strauss-Kahn. Jag tänker på sångaren i Noir désir, Cantat, som mördade sin flickvän. Jag tänker på Roman Polanski. Listan kan göras längre med män från alla våra länder.

Vi är här idag därför att detta parlament har krävt en EU-lagstiftning med miniminivåer för att bekämpa våld mot kvinnor, och vi tänker inte släppa den frågan. I solidaritet med Europas och världens kvinnor så kräver jag att Istanbulkonventionen nu ratificeras. Jag kräver rätt till juridisk hjälp och specialutbildad polis och socialtjänst. Jag kräver ett domstolsväsende som ger rättvisa för dem som är utsatta. Jag kräver att EU:s medlemsstater upprättar handlingsplaner för att bekämpa könsbaserat våld.

Jag kräver också att kvinnojourer – kvinnojourer som jobbar dag ut och dag in med kvinnor som utsatts för könsbaserat våld – ska få ordentligt stöd och resurser. De är en källa till kunskap och de är våra medsystrar i detta arbete. Jag vill också att flickor ska få tillgång till feministiskt självförsvar. Det är ett självklart sätt att stärka självkänsla och styrka hos unga tjejer.

Vi måste stå upp mot våldet som begränsar våra liv mot den våldets kultur och tystnadens kultur som vi har. En kultur som skuldbelägger kvinnor och friar männen. Vi måste bryta med den. Tystnaden bidrar till osynliggörande och till fortsatta övergrepp på kvinnor och flickor. Frånvaron av förslag från kommissionen är en form av osynliggörande. Tystnaden från kommissionen och rådet vad det gäller att bekämpa detta specifika våld mot kvinnor är allvarlig. Den är till och med oacceptabel.

Señor Presidente, señora Comisaria, esta mañana hemos dedicado más de tres horas a un debate prioritario sobre los atentados de París y las terribles amenazas terroristas que nos llegan, y ahora vamos a tener menos de una para hablar de la mayor causa de muertes violentas en toda Europa: la violencia contra las mujeres, que nos golpea cada día y con mucha más intensidad que cualquier amenaza terrorista.

Ya se han dicho las cifras, pero las voy a repetir porque son terriblemente monstruosas: una de cada tres mujeres europeas ha sufrido algún tipo de violencia y una de cada cuatro, alguna agresión sexual.

¿Europa lo va a reconocer de una vez por todas? Este es nuestro primer problema de seguridad. Y ¿cómo le hacemos frente? Todavía algunos Estados miembros de la Unión Europea tienen legislaciones que ocultan, protegen o disimulan esta violencia.

En esta pregunta que le presentamos, señora Comisaria, le pedimos soluciones, soluciones urgentes, porque cada día mueren mujeres asesinadas por alguien que se cree su amo y señor, hasta el punto de quitarles la vida, y, cada día, muchas mujeres deben huir y abandonar su hogar, a pesar de ser ellas las víctimas, para buscar algún refugio seguro.

No podemos esperar. Necesitamos una presión fuerte contra aquellos Gobiernos que no hacen lo que deben, porque son cómplices de los asesinos, y nos urge una directiva europea contra la violencia machista. Necesitamos la implicación máxima de las instituciones europeas.

Señora Jourová, la veo resignada. Se queja usted de los problemas de competencias, pero ―ya lo ha dicho nuestra colega Maria Arena― todos los Tratados de la Unión Europea dicen que somos los garantes de la igualdad, y qué mayor atentado contra la igualdad que esta violencia machista, que esta violencia contra las mujeres. Nos tiene a su lado, tiene al Parlamento a su lado, pero actúe rápido, por favor.

Signor Presidente, onorevoli colleghi, oggi in questa giornata carica di simbolismo prendiamo atto, con profondo dispiacere, che anche negli Stati dove la convenzione di Istanbul è stata ratificata, oppure negli Stati, come l'Italia, dove esistono leggi contro la violenza sulle donne, continuano a persistere delle problematiche sia nell'applicazione delle leggi che per quanto riguarda l'applicazione di una giusta pena, che risulta essere troppo spesso poco severa nei confronti di coloro che si macchiano di tali reati.

Esistono leggi che non garantiscono le vittime. Sappiamo tutte che, grazie ai ricorsi e alle riduzioni di pena, i colpevoli non la scontano completamente e sovente si arriva solo a un acutizzarsi della rabbia dell'aguzzino nei confronti della vittima, anche considerando i lunghissimi tempi che intercorrono tra la denuncia dello stalking e la decisione di un giudice.

Dobbiamo dunque agire, oggi, su tre campi: quello della prevenzione, quello della protezione e quello della punizione. In parallelo con tutte le misure preventive, dobbiamo chiedere un inasprimento delle pene e soprattutto la certezza che vengano scontate per evitare che tra sconti e abbuoni concessi, il colpevole ritorni con facilità a una vita felice e regolare, a differenza delle donne vittime di violenza, che porteranno i segni fisici e morali per tutta la vita.

  Janice Atkinson, on behalf of the ENF Group. Mr President, has it occurred to this place to put its own House in order before lecturing others in how they should behave? I have been subjected to verbal abuse and near physical violence in the Brussels and Strasbourg Parliament.

Firstly, in one of the meetings I attended as an MEP, one of my fellow British MEPs called me ‘a stupid fucking woman’. He was overheard by a number of other MEPs and also members of staff. Is that acceptable? Secondly, an MEP from the Green Left called a female colleague ‘trash’ in another debate a few weeks ago. Is that acceptable? Thirdly, I have been stalked by a misogynistic journalist who works for an EU media outlet. He arrived to interview me drunk, holding a glass of wine at 10 o’clock in the morning. His second attempt was to doorstep me on leaving the plenary here. He is a big guy in terms of girth, and actually height. He had clearly been drinking again; he had a large camera precariously held on his shoulder and yet he pursued me at pace along the corridor outside here into a glass partition. If he had slipped, he could have crushed me. I am told he has a hatred of women, particularly those who are successful, and my politics. Is this acceptable?

Yes, it seems that abusing women from the centre-right is OK. If a man from this side of the House turned to one of your women and called her the things that we have to put up with in this place, there would be outrage, there would be sanctions imposed, a statement by the President. Do I have any support in here? Silence. That tells me everything I need to know.

  Diane Dodds (NI). Mr President, in today’s society, violence against women is taking ever more unacceptable forms. We have only to look at the impact of human trafficking and the impact that this has on the lives of millions of women who are being sold into a life of sexual exploitation and abuse. While I accept Mr Verhofstadt’s point that this type of violence is not only directed towards women, on this, the International Day for the Elimination of Violence against Women, I am bolstered by the strides made in my own constituency of Northern Ireland with the introduction of the Human Trafficking and Exploitation Bill. It is a great example of regional legislation which tackles this evil in society, and should act as a precedent for other Member States.

I want to take this opportunity to also highlight the work of Women’s Aid in Northern Ireland, a voluntary organisation addressing domestic and sexual abuse by providing refuge accommodation to women and their children who have suffered mental, physical or sexual abuse within the home. This organisation has helped to rebuild lives through a range of programmes and support services.

  Věra Jourová, Member of the Commission. Mr President, ladies and gentlemen, thank you very much for this discussion. Yes, we all have to do more; not only the European Commission, we must act at all levels.

You mentioned that the Commission is the guardian of the Treaties and especially Article 8, which is the equality article. I am very much concerned about equality and I want to bring about effective actions using effective instruments.

You call for new legislation. I said clearly that we are going to accede to the Istanbul Convention. As regards a possible new directive on combating violence against women, I myself do not think that a new directive is something that will solve the problem quickly. Just look at the process of preparing European legislation. I am not criticising it, but even if we find a legal basis for this, it would take several years to bring it into force in the Member States and to allow it to do its work.

So I am talking about other instruments. I am declaring here that there is a problem with the legal basis for legislation, because violence against women is a criminal wrongdoing. So it is up to the Member States to use their competences in criminal law. We can, and we must do what we can. We will do it through accession to the Istanbul Convention, which gives us the competences to act also in the legislative sphere.

What I see as the more efficient instrument is to invest the available funding into efficient awareness-raising, into campaigning, into support for grassroots organisations and civil society and into the training of experts and professionals in order to further help the victims of violence.

As regards other actors who the Commission is prepared to support, we must first of all talk about the Member States that we are supporting, but at the same time who we are pushing to enforce legislation which must improve the situation. We must speak openly about society as such, because violence against women in many Member States is happening with silent acceptance within society as if it is something normal. In some Member States this is even silently accepted by the media. So we should look in this direction and together try to improve the situation.

Local communities must not be blind and deaf. They must understand that something is happening around them.

Let us speak about the victims themselves. Ladies and gentlemen, I have the recent statistics and the research saying that only 15% of violence against women has been reported to the relevant authorities. Yes, the victims remain silent, and that is also because they do not have enough trust in the authorities that they will act to help them. This is what the Victims Directive is about: that victims should not fear reporting violence and that they could expect efficient support from the relevant authorities.

And finally – and Mr Verhofstadt mentioned this – we should consider men themselves. Yes, they must also do something to improve the situation. I was in Sweden recently where they have very good programmes specifically focused on men, who have an essential role to play in combating violence against women because, without their understanding that the situation must improve, we cannot change anything.

This is a complex issue. This requires a list of many measures done by many different actors on many levels. So let us do it. I am committed to going into more detail about the Commission’s concrete plans when discussing the gender strategy in mid-December at the Committee on Women’s Rights and Gender Equality.

  Филиз Хюсменова (ALDE), в писмена форма. Международният ден за премахване на насилието над жените е повод отново да привлечем вниманието на ЕК към този проблем. В отделните държави членки съществуват национални или организирани от неправителствени организации „горещи телефонни линии” за жени, юноши и деца, преживели насилие. Всяка от организациите се опитва със своя опит и средства да подпомага нуждаещите се. Това раздробяване и некоординиране на усилията не може да доведе до единна политика, точна статистика и ефективни мерки за преодоляване на проблемите на жените.

Намирам, че по програмата „Права, равенство и гражданство“ би могло да се финансира създаването на обща европейска платформа за бърз и лесен достъп до нея от всички жени, претърпели насилие. За целта би следвало да има както орган на ниво ЕС, така и органи в държавите членки, които в единство да провеждат обща политика на превенция и подпомагане на борбата срещу насилието над жени.

  Karol Karski (ECR), na piśmie. Wszelka przemoc wobec kobiet jest niezaprzeczalnym złem, z którym bez wątpliwości trzeba walczyć oraz któremu należy przeciwdziałać. To jest kwestia, która nas wszystkich łączy. Co nas dzieli, to wybór instrumentów. Każde państwo członkowskie ma prawa zakazujące przemocy i przewidujące kary za stosowanie przemocy. Uważam, że nowe instrumenty, takie jak Konwencja Stambulska czy postulowana dyrektywa UE ws. walki z przemocą wobec kobiet nic nie wniosą do faktycznego przeciwdziałania zjawisku przemocy. Służą natomiast głównie do walki ideologicznej z tradycyjnie rozumianą rodziną, z wartościami, na których opiera się nasza cywilizacja, służy do promocji ideologii gender.

Jeżeli dziś zjawisko przemocy wobec kobiet wciąż trawi nasze społeczeństwa, to dlatego, że żadne prawo nigdy zupełnie nie wyeliminuje przestępczości. Ale możemy podjąć działania zmniejszające skalę tego zjawiska, które często wzrasta w patologicznych środowiskach charakteryzujących się bezrobociem, alkoholizmem i innymi problemami społecznymi. Poprawiając warunki życia tych społeczności, zmniejszymy skalę zjawiska przemocy, w tym wobec kobiet. To jest najlepszy sposób, w jaki możemy pomóc kobietom.

Mimo niewątpliwych postępów w dziedzinie równouprawnienia kobiet i mężczyzn, przemoc ze względu na płeć, czyli najbardziej radykalna forma dyskryminacji, towarzyszy każdego dnia milionom kobiet w Europie i na świecie. Przemoc wobec kobiet ma charakter uniwersalny i dotyczy wszystkich krajów członkowskich, dlatego też Unia Europejska jako całość powinna wypracować wspólną strategię nakierowaną na jej przeciwdziałanie. Konwencja Rady Europy o zapobieganiu i zwalczaniu przemocy wobec kobiet uznana za złoty standard polityki antyprzemocowej to jedno z najskuteczniejszych narzędzi prawnych w walce z przemocą motywowaną płcią. Konwencja mówi jasno, że nic, w tym elementy religii czy kultury, nie może usprawiedliwiać przemocy, a prewencję słusznie opiera na wiązaniu polityki antyprzemocowej z polityką równości płci. Konwencja Stambulska gwarantuje również wprowadzenie konkretnych, skutecznych środków w walce z przemocą, jak np.: 24-godzinna infolinia i schroniska dla ofiar przemocy czy procedury przesłuchań chroniące przed wtórną wiktymizacją. O popularności Konwencji świadczy to, że już 25 krajów UE ją podpisało, z czego dwanaście ratyfikowało. Aby wesprzeć i przyspieszyć te procesy, należy zrobić wszystko, by UE przystąpiła do Konwencji jako strona. Dlatego też dzisiaj, w Międzynarodowy Dzień Walki z Przemocą Wobec Kobiet, apeluję do Komisji i Rady Europejskiej o jak najszybszą realizację nakreślonego już planu przystąpienia Unii Europejskiej do Konwencji Stambulskiej.

  Κώστας Μαυρίδης ( S&D), γραπτώς. Η βία κατά των γυναικών αποτελεί ένα διαχρονικό κοινωνικό πρόβλημα που απασχολεί όλα ανεξαίρετα τα κράτη-μέλη της Ευρωπαϊκής Ένωσης. Έχοντας καταφέρει να καθιερώσουμε την προστασία βασικών ανθρωπίνων δικαιωμάτων μέσα από τον Χάρτη των Θεμελιωδών Δικαιωμάτων της Ε.Ε, όπως είναι το δικαίωμα στην ανθρώπινη αξιοπρέπεια (άρθρο 2) και το δικαίωμα μη διακριτικής μεταχείρισης λόγω φύλου (άρθρο 21), είναι καιρός να ασχοληθούμε με τη αποτελεσματική εφαρμογή μέτρων σε εθνικό και πανευρωπαϊκό επίπεδο για την πραγματική μείωση του φαινομένου αυτού που μαστίζει την σημερινή κοινωνία.

Η πανευρωπαϊκή έρευνα του Οργανισμού Θεμελιωδών Δικαιωμάτων της Ευρωπαϊκής Ένωσης (FRA) που πραγματοποιήθηκε το 2014 επεσήμανε ότι μεγάλο ποσοστό γυναικών που έχουν υποστεί σωματική αλλά και σεξουαλική βία δεν καταφεύγουν στην Αστυνομία ή σε άλλες οργανώσεις υποστήριξης θυμάτων. Το γεγονός αυτό οδηγεί στην ασάφεια και έλλειψη των απαραίτητων δεδομένων ώστε να αναγνωριστεί η πραγματική έκταση αυτών των εγκλημάτων βίας εντός του Ευρωπαϊκού εδάφους.

Θα ήθελα να τονίσω ότι παρ' όλες τις νομικές προσπάθειες που έχουν γίνει μέχρι σήμερα με παράδειγμα την κοινοτική οδηγία 29/2012 και την Σύμβαση της Κωνσταντινούπολης, υπάρχουν πολλά ακόμα που πρέπει να γίνουν έτσι ώστε να μειωθεί αισθητά η βία κατά των γυναικών, η οποία επηρεάζει όχι μόνο τα θύματα αλλά και τον κοινωνικό τους περίγυρο.

Oggi ci si veste con un colore preciso, ci si appunta sulla giacca una spilletta bianca, si leggono i dati drammatici sulle donne vittime di violenza. È giustissimo che sia stata istituita una giornata per ricordare le donne che ci sono passate, ma non basta per far sì che nessuna donna ci passi più. Quando parliamo di soluzioni, solitamente ci concentriamo sul momento in cui la situazione è già degenerata: dobbiamo fare in modo che le donne trovino il coraggio e l'ascolto per denunciare i loro assalitori, creare strutture di accoglienza e supporto. Quando abbiamo ragionato sulle cause, abbiamo parlato di cultura machista, di come educare gli uomini al rispetto delle proprie mogli, sorelle, amiche, figlie. Io stessa spesso ho scritto e parlato di tutto questo. Lo considero ancora valido e importante. Tuttavia ho imparato che per cambiare le cose non possiamo aspettare che siano gli altri a cambiare. Dobbiamo essere noi. Cominciando da un punto fondamentale: la violenza sulle donne si combatte con l'occupazione femminile. È solo attraverso il lavoro che possiamo diventare padrone di noi stesse, autonome, sicure.

A violência contra as mulheres é um tema que não só deve permanecer na agenda da União Europeia como deve merecer uma intensificação dos instrumentos que suportam as políticas que visam combater este flagelo. A dimensão do problema ficou bem patente num inquérito levado a cabo pela Agência Europeia para os Direitos Fundamentais, em 2014, que inquiriu 42 000 mulheres de 28 Estados-Membros. Os resultados do inquérito são reveladores: cerca de 13 milhões de mulheres foram alvo de violência física nos doze meses antecedentes, sendo que 3,7 milhões foram alvo de violência sexual. É, por conseguinte, indubitável a urgência que este assunto merece. A violência contra as mulheres configura um ataque a um dos mais elementares direitos da pessoa humana, trata-se de ataque aos direitos fundamentais, à liberdade individual. Uma União Europeia que acredita no desenvolvimento pleno da personalidade das cidadãs e dos cidadãos não pode deixar de intervir para que este tipo de atitude possa a prazo fazer parte do passado.

Etwa 12 % der Mädchen haben eine Form des sexuellen Missbrauchs oder Übergriffe durch einen Erwachsenen vor dem 15. Lebensjahr erlebt, und eine von 20 Frauen ist seit ihrem 15. Lebensjahr vergewaltigt worden. Gewalt gegen Frauen ist immer noch ein großes Problem mit einer hohen Dunkelziffer, da viele Frauen sich nicht trauen, Anzeige zu erstatten. Auch gesellschaftlich wird die Gewalt gegen Frauen oft immer noch toleriert. Wir brauchen endlich eine europaweite Strategie, um Gewalt gegen Frauen erfolgreich zu bekämpfen.

En cette journée internationale de lutte contre la violence envers les femmes, les résultats de la dernière étude européenne sont consternants: 33 % des femmes européennes, 36 % des femmes belges et 47 % des Françaises ont été victimes de violence physique ou sexuelle. La convention internationale d'Istanbul, qui permettrait de rendre efficace la lutte contre la violence envers les femmes et de disposer d'une législation cohérente, n'a été ratifiée que par 8 des 28 États membres.

L'inaction de certains États fait de ceux-ci des complices. 33 % des femmes de + de 15 ans sont victimes de violence physique ou sexuelle en Europe, 45 %, même, si l'on prend aussi en compte la violence psychologique. Avec 36 % en Belgique ou 44 % en France, ces pays sont-ils plus propices à la violence masculine? "Pas nécessairement! En effet, ces chiffres sont basés sur le nombre de femmes qui finissent par se confier sur les horreurs qu'elles ont vécues. Les pays qui ont donc les chiffres les plus élevés sont souvent ceux où les victimes osent le plus en parler et passer outre la loi du silence", explique l'eurodéputée PS.

  Ελισσάβετ Βοζεμπεργκ-Βρυωνιδη ( PPE), γραπτώς. Τα ευρήματα της πρόσφατης και πιο ολοκληρωμένης έως σήμερα πανευρωπαϊκής έρευνας σχετικά με τη βία κατά των γυναικών, που πραγματοποίησε ο Ευρωπαϊκός Οργανισμός για τα Θεμελιώδη Δικαιώματα, αποδεικνύουν ότι αυτή η επαίσχυντη μορφή παραβίασης των θεμελιωδών δικαιωμάτων των γυναικών εξακολουθεί να έχει ποικίλες μορφές και τεράστια έκταση σε όλες τις χώρες της αναπτυγμένης Ευρώπης. Ταυτόχρονα, αποτελεί ένα σε μεγάλο βαθμό ανεπαρκώς καταγγελλόμενο έγκλημα. Τούτο σημαίνει ότι έχουμε ακόμα μακρύ δρόμο σε πολιτικό και νομοθετικό επίπεδο, για να αναδειχθεί το μείζον αυτό πρόβλημα στην πραγματική του διάσταση.

Η προσχώρηση της ΕΕ στη σύμβαση της Κωνσταντινούπολης για την πρόληψη και την καταπολέμηση της βίας κατά των γυναικών και της ενδοοικογενειακής βίας, το πληρέστερο μέχρι στιγμής νομικό κείμενο διεθνούς δικαίου, κρίνεται απαραίτητη. Η Ευρώπη οφείλει να συμπεριλάβει σε όλες τις νέες πολιτικές και στρατηγικές της για την ισότητα των φύλων - στους τομείς της απασχόλησης, της εκπαίδευσης, της υγείας και των νέων τεχνολογιών - το ζήτημα της καταπολέμησης της έμφυλης βίας.

Έχουμε υποχρέωση ως Ευρωπαϊκό Κοινοβούλιο να βρούμε περισσότερους τρόπους να ενθαρρύνουμε τις γυναίκες, θύματα βίας, να μιλήσουν και να οδηγήσουν τους δράστες στη δικαιοσύνη, ειδικά στις χώρες του Ευρωπαϊκού Νότου, όπου τα περιστατικά μη καταγγελίας περιστατικών βίας είναι ιδιαίτερα υψηλά.
