  Nicolas Schmit, président en exercice du Conseil. Monsieur le Président, chers parlementaires, à quelques jours de la cérémonie de clôture officielle de l'Année européenne pour le développement, le 9 décembre à Luxembourg, je suis particulièrement heureux d'avoir cet échange avec vous sur cet exemple d'excellente collaboration avec les institutions européennes, impliquant les États membres, la société civile, le secteur privé et tous les acteurs concernés par les questions de développement.

Dès le départ, le Conseil et les États membres de l'Union européenne se sont très directement investis dans l'Année européenne pour le développement. Tout d'abord, dans le cadre des travaux préparatoires à l'adoption de la décision du Parlement européen et du Conseil, qui a permis de lancer l'Année européenne pour le développement, sur la base d'une proposition de la Commission. Nous étions ainsi prêts, dès le 1er janvier 2015, à célébrer et à vivre cette année sous la devise "Notre monde, notre dignité, notre avenir".

Ensemble, nous avons mis en place un programme d'activités exceptionnel afin de mettre en lumière les résultats obtenus par l'Union européenne, agissant avec les États membres, en tant qu'acteur mondial et premier pourvoyeur mondial d'aide publique au développement.

Des événements phares ont eu lieu, tels que la séance inaugurale à Riga ou le débat à Bruxelles sur le programme de développement pour l'après-2015, notamment avec des jeunes, en présence du secrétaire général des Nations unies, M. Ban Ki-moon.

Un grand nombre d'États membres ont également organisé dans leur pays une inauguration officielle de l'Année européenne pour le développement, en présence des plus hautes autorités, témoignant ainsi de leur engagement en faveur de la coopération au développement et attirant les projecteurs des médias nationaux.

Mais, avant tout, les États membres ont joué un rôle clé dans la mise en œuvre de l'Année européenne pour le développement en rapprochant les activités au plus près des citoyens européens.

Nous avons travaillé main dans la main avec les autorités régionales et locales, la société civile, les acteurs de l'enseignement, de la culture et de la recherche, tous ces partenaires qui, d'une manière ou d'une autre, partagent un sentiment de responsabilité et de solidarité.

Nous avons naturellement aussi associé le secteur privé, parce que son rôle est primordial et que le développement est une responsabilité qui nous incombe à tous. Nous avons fait la part belle aux médias sociaux et aux supports numériques, qui ont permis d'atteindre un des groupes cibles prioritaires, à savoir la jeunesse. Les jeunes sont au cœur des nouveaux objectifs de développement durable à l'horizon 2030. De très nombreux jeunes s'engagent activement, mais il était indispensable de continuer à les soutenir, à les informer dans leur démarche, et de susciter l'intérêt de ceux qui se sentent encore moins concernés.

L'année 2015 aura été une année emblématique et riche en événements internationaux directement liés au développement durable: l'Exposition universelle de Milan, l'Assemblée générale des Nations unies – au cours de laquelle les objectifs de développement durable à l'horizon 2030 ont été adoptés –, la conférence sur le financement du développement à Addis-Abeba, la conférence sur le changement climatique – en ce moment même à Paris –, pour n'en citer que les plus importants. Ce sont autant d'événements qui ont servi de caisse de résonance à l'Année européenne pour le développement et ont permis à l'Union européenne de porter son message avec force et conviction.

Je n'ai pas besoin de répéter ici l'importance que revêt le développement. Les nombreux débats que nous avons eus dans cette enceinte ces derniers mois, notamment sur la migration et la crise des réfugiés, l'ont de nouveau démontré, s'il en était besoin. Le développement est souvent la clé et est, en quelque sorte, le revers de la médaille des migrations.

J'ai eu l'occasion de le dire, lorsque nous avons débattu précisément du développement durable, il y a quelques mois. La lutte contre la pauvreté et contre le désespoir qui poussent les gens à quitter leur pays dans les pires conditions doit rester une grande priorité. Cette année nous aura permis de sensibiliser l'opinion publique aux avantages de la coopération au développement, non seulement pour les bénéficiaires, mais également pour les citoyens de l'Union, et de mieux faire comprendre le concept de la cohérence des politiques au service du développement. Malgré les temps difficiles que nous traversons, les citoyens européens nous disent qu'ils sont largement favorables à la coopération au développement et qu'ils demeurent solidaires de nos partenaires les moins favorisés. Nous devons tout faire pour que cet état d'esprit reste vivant et continuer à traduire cette volonté de solidarité par des actions concrètes.

Je voudrais remercier, ici, d'abord le Parlement européen et, tout particulièrement, Mme McAvan et ses collègues de la commission du développement pour la contribution qu'ils ont apportée au succès de cette Année européenne. La semaine prochaine vous serez, Madame, avec nous, à Luxembourg, pour clôturer cette année.

Je tiens également à me féliciter, ici, de l'esprit de coopération interinstitutionnelle qui a permis de mettre en route, dans un calendrier très serré, une déclaration conjointe du Parlement, de la Commission et du Conseil, qui représente l'héritage de l'Année européenne pour le développement. Cette déclaration sera symboliquement signée à Luxembourg le 9 décembre pour, précisément, perpétuer l'esprit de cette Année et encourager les institutions européennes et les États membres à continuer leurs efforts de sensibilisation des citoyens européens au-delà du 31 décembre 2015.

  Neven Mimica, Member of the Commission. Mr President, we are approaching the end of the European Year for Development. This has been a year of partnership, innovation, networking and the sharing of experience. It has seen the European institutions come together with national governments and parliaments, and with civil society and private sector and international organisations, to promote the message that development cooperation is important for all.

The Year’s motto, ‘Our world, our dignity, our future’ has been a constant reminder that development cooperation is not just about people in developing countries. It is also about how we, as Europeans, respond to them. I wish to thank Parliament for its vital role in initiating, supporting and driving the European Year for Development.

This has taken many forms. I can see that the square outside this Chamber is being decorated with European Year For Development posters. I would like to thank, in particular, President Martin Schulz, Mrs Linda McAvan, the Chair of the Committee on Development, and Mr Charles Goerens, member of the Committee, for their strong support.

2015 has been a critical year for development, with the Addis Ababa Action Agenda and the 2030 Agenda on Sustainable Development adopted and, hopefully, an ambitious climate framework forthcoming. At the same time, a significant increase in refugees and migrants worldwide is a stark reminder of how important it is to address the root causes of instability and irregular migration – in other words, to give everyone the potential to live a life of dignity at home, rather than fleeing from hunger, poverty, insecurity or violations of human rights.

For me the main success of the European Year for Development was – and is – the partnership with so many development actors in Europe and beyond. I am very happy that Parliament, the Council and the Commission will together acknowledge the legacy of this year by endorsing a joint declaration at the official closing ceremony in Luxembourg.

Let us work together to maintain this spirit of partnership when discussing, promoting and communicating development cooperation beyond 31 December this year. Let us all take the legacy of the European Year for Development forward to become a common framework and a true platform for a continuous and ongoing European development dialogue in the years to come.

  Davor Ivo Stier, u ime kluba PPE. Gospodine predsjedniče, gospodine ministre, gospodine povjereniče, možda smo na početku ove godine očekivali da će se 2015. razvijati na drugi način. Možda će netko reći da je 2015. bila zapravo više godina masovnih migracija prema Europi nego što je bila Europska godina razvoja i nema dvojbe oko toga da migracije dominiraju našim raspravama i pažnjom u zadnje vrijeme, ali sve to samo potvrđuje važnost jedne učinkovite razvojne politike. To potvrđuje potrebu da se više fokusiramo na uzroke problema, a ne samo na simptome. Na uzroke siromaštva, rata, i onda naravno i masovnih migracija. A uzroke možemo naći upravo u sistematskom kršenju ljudskih prava, u endemskoj korupciji u mnogim zemljama u našem susjedstvu i u nedostatku dobre vladavine.

I zato smo upravo u ovoj godini, Europskoj godini razvoja, tražili i uspjeli promijeniti globalni okvir za razvoj i unijeti poseban jedan razvojni cilj, razvojni cilj 16, o miru, o pravdi, o borbi protiv korupcije, o učinkovitom pravosuđu, o dobrom upravljanju. To je jedan veliki uspjeh Europske unije. Evo ja koristim priliku da istaknem ovdje i ulogu gospodina povjerenika. Sada je bitna implementacija i u ovoj implementaciji nove globalne Agende 2030. moramo se upravo fokusirati na taj razvojni cilj 16 kao prioritet u našem djelovanju, a sve u skladu i s konceptom razvojne politike koja je temeljena na ljudskim pravima. Moramo, isto tako, prihvatiti u potpunosti da nema razvoja bez mira i obrnuto, odnosno da postoji jedan jasan nexus, jedna jasna poveznica između razvoja i sigurnosti.

Na kraju, želio bih isto tako čestitati kolegama iz drugih političkih grupacija, posebice čelnici našeg Odbora za razvoja i isto tako gospodinu Goerensu, koji je i konceptualno osmislio rad Parlamenta u ovoj Europskoj godini razvoja.

  Tibor Szanyi (S&D), Kékkártyás kérdés. Nagyon szépen köszönöm a lehetőséget, Elnök Úr! Képviselő Úrral nem fogok abban vitatkozni, hogy azért sok minden másképpen alakult 2015-ben, mint ahogy azt terveztük. De Ön azt mondja, hogy béke nélkül nincs fejlesztés. Szerintem ebben az esztendőben inkább az derült ki, hogy fejlesztés nélkül nincs béke. Magyarul, Európának végre, hogy mondjam, alkalma van arra, hogy a külpolitikát a fejlesztések révén tegye. Nem ért ezzel Ön egyet?

  Davor Ivo Stier (PPE), odgovor na pitanje postavljeno podizanjem plave kartice. Uvaženi kolega, ono što sam rekao je da nema mira bez razvoja i da nema razvoja bez mira. Dakle, rekao sam doista tako. Jedna stvar i druga idu zajedno. Mislim da postoji jedna poveznica između razvoja i sigurnosti, i to je ono što većina nas u Odboru za razvoj ističe. Moramo sada u implementaciji ove nove Agende vidjeti i koje mjere moramo unutar naše politike razvoja revidirati da bi makli one barijere koje onemogućuju da se možda na bolji, učinkovitiji način adresira ova poveznica između razvoja i sigurnosti.

  Linda McAvan, on behalf of the S&D Group. Mr President, I only have one minute tonight in which to speak, so just two quick messages really. The first is about action. We started the year in Riga saying we wanted action, not just warm words. Well we did act, we got agreement in Addis Ababa, and then in Paris, and we hope to get agreement at the COP 21 in Paris next week. We have also agreed a new Agenda Action Plan, but now we have to turn those commitments into real policies on the ground, and that is the second word really – legacy – which both the Commission and the Council spoke about. We have to deliver on the promises. We have spoken, Commissioner Mimica, about renewing the European Consensus on Development and maybe it is time now to bring that idea forward to create a new buy-in, by all the partners, into the next 15 years of development policy.

Finally, I would like to thank the Luxembourg Presidency for its commitment, the Latvian Presidency for its commitment, and you, Commissioner Mimica, for yours, as well as my colleagues, who throughout the year have been extremely supportive in getting the message out.

  Richard Sulík, za skupinu ECR Rozvojová pomoc Európskej únie je predovšetkým víťazstvom dobrého marketingu. Dve tretiny obyvateľov Európskej únie si myslí, že výdavky treba na rozvojovú pomoc zvýšiť, a to napriek všemožným zlyhaniam. O čo viac rozvojové projekty Európskej únie zlyhávajú, o to viac minie Európska únia na marketing. Medzičasom dáva Európska únia na svoju propagáciu viac ako Coca-Cola na celom svete.

Zároveň však viaceré členské krajiny znižujú svoj podiel na rozvojovej pomoci. Napríklad Fínsko z 0,82 % na 0,6 %, Francúzsko z 0,5 na 0,36 % atď. Je smiešne, a najmä nereálne, chcieť od krajín, ktoré sa topia v dlhoch, ako je Francúzsko, Grécko, Portugalsko, aby dávali 0,7 % svojho HDP na rozvojovú pomoc. Preto je načase prestať snívať o Európskej únii ako záchrankyni celého sveta a mieru rozvojovej pomoci zreálniť.

  Heidi Hautala (Verts/ALE), blue-card question. I would just like to ask my colleague if he is aware that it is friends from his party in the Finnish Government who were celebrating this deep cut in the development budget by 42%. I wonder if he agrees with his colleagues from Finland that this was the right move, as I did not quite get the point.

  Richard Sulík (ECR), odpoveď na otázku položenú zdvihnutím modrej karty Áno, samozrejme, že s tým súhlasím. Fínsko je krajina, ktorá sa nachádza v recesii, ktorá musí bojovať so svojimi problémami, ktorá musí robiť svoje reformy a hlavne nevyrábať deficity. Európska únia je zadlžená po uši a buď teda začneme poriadne hospodáriť a potom sa môžeme hrať na záchrancov a zachraňovať iné krajiny, ale pokiaľ robíme dlhy a stále viac dlhov a stúpa stále viac celkový dlh, tak prestaňme sa hrať na hrdinov a zachraňovať všetky krajiny naokolo.

  Charles Goerens, au nom du groupe ALDE. Monsieur le Président, on peut dire, au terme de onze mois de campagne de sensibilisation à grande échelle, que l'Année européenne pour le développement a été une réussite.

Il y a lieu de saluer la coopération qui s'est instaurée entre les acteurs que sont les responsables politiques, les représentants des ONG, les représentants territoriaux, et ceux du secteur privé notamment. Les grands défis qui se sont manifestés en 2015 ont mis en évidence l'indispensable contribution du développement à la résolution de nos problèmes. Signalons, à ce propos, la crise des réfugiés. Les dernières semaines montrent à quel point il était essentiel de placer le principe du respect de la dignité au centre de la campagne 2015. Certains, dont notamment la Commission européenne et quelques États membres, ont agi conformément à ce principe. D'autres, bien qu'ayant appuyé l'idée de l'Année européenne pour le développement, ont plutôt eu tendance à promouvoir le principe de l'indifférence.

Aucun seuil, aucun plafond, aucune considération basée sur l'exploitation de la différence ne peuvent porter atteinte à la dignité. Aussi l'Année européenne pour le développement nous rappelle-t-elle que les problèmes actuels d'illégalité, de mauvaise gouvernance, de menace à la paix intérieure dans les pays en développement sont le résultat de ce que nous avons fait au cours des 15-20 dernières années. Ces problèmes sont le résultat de notre action, mais aussi de notre inaction. Ce que nous omettons ou refusons de faire aujourd'hui ne manquera pas d'influer sur la situation dans le monde les vingt prochaines années. Soyons déterminés, résolus, intransigeants dès lors que notre promesse est engagée.

Cette promesse, il va falloir la décliner au niveau des principes, mais aussi des moyens que nous entendons mobiliser pour la mise en œuvre. Il n'est pas question de mettre fin à la grande campagne de sensibilisation de 2015; aussi la devise "Notre monde, notre dignité, notre avenir" a-t-elle vocation à être pérennisée tant il est important de la préserver dans la voie tracée en 2015.

Agissons donc, sans relâche, en conformité avec les objectifs, les principes et la devise de l'Année européenne pour le développement. La déclaration commune du Parlement, du Conseil et de la Commission va clairement dans ce sens et il y a lieu de s'en réjouir.

  Lola Sánchez Caldentey, en nombre del Grupo GUE/NGL. Señor Presidente, señor Comisario, yo no me atrevería a hacer un balance ni positivo ni negativo del Año Europeo del Desarrollo, aún es pronto. Es cierto que 2015 está siendo un año muy importante. Desde julio tenemos un nuevo marco de financiación para el desarrollo; desde septiembre tenemos una nueva agenda normativa marcada por los Objetivos de Desarrollo Sostenible de las Naciones Unidas; y en los próximos días, en París, espero que también se adopte un plan ambicioso contra el cambio climático.

Sin embargo, no podemos ponernos medallas, porque lo complicado empieza ahora. Tenemos todo el trabajo por hacer. De nosotros dependerá que las buenas intenciones de este 2015 no se queden en papel mojado, sino que se transformen en acciones realmente efectivas. Así lo deseamos.

La nueva Agenda de Desarrollo Sostenible para 2030 tiene un carácter universal, lo que implica que nosotros compartimos la responsabilidad de hacerla realidad. Parte de nuestra labor pasa por garantizar de manera eficaz el principio de coherencia de las políticas para el desarrollo; solo así alcanzaremos nuestras metas.

Tenemos que dejar de dar con una mano lo que quitamos con la otra, como ocurre, por ejemplo, con nuestra política comercial, que no puede seguir empobreciendo a la gente del Sur y minando los objetivos de la política de desarrollo.

Solo si en el año 2030 hemos cumplido con todos los objetivos propuestos este año, el éxito del año 2015 como Año Europeo del Desarrollo será una realidad, como el año del cambio.

  Maria Heubuch, im Namen der Verts/ALE-Fraktion. Herr Präsident! Das Thema öffentlich auf die Agenda zu setzen, war sicherlich sehr wichtig. Ich habe selbst in Deutschland an vielen Veranstaltungen teilgenommen, und dort wurde heftig diskutiert über Handel, über Migration, über Ernährungssouveränität und was alles getan wird oder auch nicht getan wird. Und es ist auch gut, aufzuzeigen, was wir hier alles unternommen haben. Aber wir können uns darauf nicht ausruhen!

Jetzt müssen diesen Worten auch konkrete Taten folgen, Taten, die die Würde des Menschen wahren und die Zukunft unserer Kinder sicherstellen. Hier sind vor allem nationale Regierungen gefragt, aber auch jeder Bürger und jede Bürgerin. In Bezug auf die Flüchtlingsdebatte heißt das, dass auch die Würde der Flüchtlinge gewahrt werden muss. Wir müssen sie in unseren Ländern willkommen heißen und wir müssen bereit sein, Lösungen zu finden, um diese Herausforderung gemeinsam zu bewältigen. Und in Bezug auf die SDGs heißt es, dass wir auch bei uns selbst anfangen müssen, unseren Konsum, unseren Abfall zu reduzieren, Energie zu sparen, klimafreundlicher zu leben, und dazu brauchen wir keinen Haushaltstitel. Unsere Welt, unsere Würde, unsere Zukunft – das heißt, auch über den eigenen Tellerrand zu schauen und im echten Interesse aller zu handeln, und das Stichwort dazu ist Politikkohärenz.

Signor Presidente, onorevoli colleghi, io non riesco ad avere un giudizio così positivo come ho sentito da alcuni colleghi sull'Anno europeo dello sviluppo perché se è vero che, da un certo punto di vista, abbiamo utilizzato le risorse per fare pubblicità, per parlare di sviluppo, è anche vero che di sviluppo si è parlato per altri motivi, per la crisi, per la crisi dei rifugiati, per l'incremento appunto dei flussi migratori verso l'Europa, e allora, alcuni si sono cominciate a chiedere: forse per riuscire a risolvere dei problemi così grandi bisogna guardare alle politiche di sviluppo fuori dall'Europa? Io credo che però, da un altro punto di vista, non siamo riusciti durante quest'anno con i fatti a mostrare che lo sviluppo è importante, perché non c'è stata nessuna significativa crescita dei programmi e dei risultati. Speriamo che dalle discussioni che ci sono state quest'anno e dagli impegni presi anche a settembre, ci possano essere dei risultati positivi in futuro, però questo non credo che sia il momento di tirare le somme e parlare di risultati, ma semplicemente di auspicarci che qualcosa cambi, perché come diceva bene la collega Sánchez, noi viviamo in un'istituzione in cui la mano destra non sa che cosa fa la mano sinistra, ovvero la mano sinistra forse è quella più forte, che è la politica commerciale, che è totalmente contraria ai principi allo sviluppo e della cooperazione.

  Olaf Stuger, namens de ENF-Fractie. Niet alleen in het afgelopen Jaar voor ontwikkeling maar in haar hele bestaan geeft de EU al heel veel geld aan ontwikkelingshulp. Maar er wordt nooit stilgestaan bij het effect daarvan. Maar welk effect kun je ook verwachten als je geld geeft aan dictators van Zimbabwe, Soedan, Sierra Leone en Mozambique? De laatste overboeking van 236 miljoen naar de heer Mugabe werd door hem gevierd met een barbecue waarop twee olifanten eindigden. Ik moet u zeggen, wel in kleine stukjes. De heer Museveni kocht van EU-geld een privévliegtuig voor zichzelf en 6 gevechtsvliegtuigen voor zijn persoonlijk leger. En Ali Bongo van Gabon heeft zichzelf getrakteerd op een mooi appartement van ruim 100 miljoen euro in Parijs.

Maar het meest verwoestende effect, Voorzitter, is nog wel dat de afhankelijkheidsrelatie tussen de overheid en de burgers wordt doorgesneden. Een overheid heeft belastinggeld nodig om te kunnen bestaan en burgers zijn alleen bereid om aan een rechtvaardige overheid belasting te betalen. Op deze wijze ontstaat het evenwicht tussen een rechtvaardig bestuur en belastingethiek. Maar als een corrupte overheid zomaar ontwikkelingsgeld krijgt van buiten, kan zij zonder steun van haar belastingbetalers toch regeren en overleven en hoeft zij zich niets gelegen te laten liggen aan de wensen van het volk. Ontwikkelingshulp werkt dus corrupte overheden in de hand. Vandaag sluiten we dus niet het Jaar voor ontwikkeling af, maar het jaar van de stilstand en de corruptie.

  Cristian Dan Preda (PPE). Domnule președinte, în urmă cu un an și jumătate, în aprilie 2014, votam chiar aici, la Bruxelles, regulamentul care instituia Anul European pentru Dezvoltare și iată că, în acest moment, suntem în situația de a discuta despre aplicarea acestui regulament și ce poate urma după Anul European pentru Dezvoltare. Aceasta înseamnă că mai bine de un an am avut posibilitatea să îi sensibilizăm pe cetățenii europeni în legătură cu cele 12 teme prioritare. Am avut posibilitatea să explicăm în ce fel sunt cheltuiți banii contribuabililor, în ce fel fondurile pentru dezvoltare pot să schimbe viața cetățenilor din unele din cele mai sărace țări din lume. Iar – așa cum e și cazul României – pentru mai multe state membre noi, care nu au o tradiție foarte articulată a cooperării pentru dezvoltare, acest An European a fost o foarte bună ocazie de a-i conecta pe cetățeni la Agenda de dezvoltare europeană. Ca raportor permanent privind coerența politicilor în favoarea dezvoltării, salut faptul că acest concept a fost în mod explicit una dintre prioritățile Anului European. Nevoia ca Uniunea să aibă o abordare justă și coerentă față de țările în curs de dezvoltare trebuie explicată, cred eu, dincolo de cercul restrâns al inițiaților. Anul European pentru Dezvoltare este o investiție în viitorul politicilor noastre de dezvoltare, nu doar un simplu exercițiu de comunicare, pentru că punerea în aplicare a Agendei 2030 necesită eforturi comune, implicarea unui număr foarte mare de actori cu capacități diverse. Or, fără cetățeni europeni care să se simtă actori ai dezvoltării durabile, fără o veritabilă apropriere a Agendei 2030, nu vom putea avansa.

  Enrique Guerrero Salom (S&D). Señor Presidente, cerramos un año en el que ha habido un poquito más de coherencia, bastante diálogo interinstitucional y cooperación con los actores sociales. Un año en el que el Parlamento ha tenido posiciones consistentes de cara a las cumbres internacionales. Pero en diciembre tenemos más problemas que en enero; tenemos más crisis, de desarrollo, crisis humanitarias, conflictos que requieren una respuesta todavía más ambiciosa que al comenzar el año.

No seríamos generosos con lo que hemos hecho este año si no aprovecháramos el impulso para responder a estos retos con determinación y el primero de estos retos es cumplir nuestro compromiso de dedicar el 0,7 % de nuestra riqueza a apoyar a aquellos que a duras penas alcanzan el 0,7 % de nuestro bienestar. Ese es el futuro al que debemos dedicar el legado de este año.

  Kazimierz Michał Ujazdowski (ECR). Panie Przewodniczący! Jestem wielkim zwolennikiem pomocy rozwojowej, tej powinności Europy, o której pisał niegdyś Jan Paweł II – solidarności w skali globalnej. Ale ponieważ jestem wielkim zwolennikiem pomocy rozwojowej, to namawiam do trzeźwości, żebyśmy nie rozmawiali o tym w kategoriach kampanii reklamowej. Potrzebne nam jest nie samozadowolenie, tylko realna ewaluacja skutków, które przynoszą środki europejskie.

Odpowiedź na pytanie, czy dobrze uzgadniamy wydatki europejskie z wydatkami państw członkowskich, wreszcie odpowiedź na pytanie, czy nasze środki są dobrze uzupełniane przez innych wielkich aktorów polityki międzynarodowej, przez Stany Zjednoczone i Chiny. To wymaga kultury rzetelności, a nie kultury samozadowolenia. Do tego też namawiam, no i tej wielkiej odpowiedzi na współczesne wyzwanie, na wyzwanie migracji i uchodźców. Jestem przekonany, że polityka rozwojowa musi się zmienić, tak aby na to wyzwanie odpowiedzieć skutecznie.

  Martina Anderson (GUE/NGL). Mr President, the EU is the biggest aid donor in the world, but how much actually goes towards development? How much money has gone instead towards military spending and wars? Whilst the European Year for Development sought to address the eradication of poverty and hunger, EU countries are indeed contributing to poverty and hunger by fighting wars, either directly or by proxy, across the Middle East and Africa.

Westminster is voting tonight on whether to drop more bombs in Syria. That is neither the answer nor the solution. That will cause more deaths, more refugees and more suffering. Pope Francis said last week that such a war will leave ruins, thousands of children without education, so many innocent victims and lots of money in the pockets of arms dealers. We need development goals which end extreme wealth and which recognise that poverty is not a naturally occurring germ, and that poverty has a cause.

  Heidi Hautala (Verts/ALE). Mr President, as the European Year for Development is now drawing to a close, and ambitious negotiation for a climate agreement is still going on, I would like to draw attention to the fact that we need to invest more in adaptation to climate change in the poorest countries of the world, such as the Sahel countries of Africa. These countries are the most vulnerable, and their populations will be totally unprotected as climate change progresses. I believe that many of the market forces are active on the side of mitigation of climate change, but there is much less attention to adaptation. This is a big task for our development efforts.

  Olaf Stuger (ENF), "blauwe kaart"-vraag. Ik zou graag aan mijn collega willen vragen - het is natuurlijk een truc die hier vaak toegepast wordt, namelijk om alles aan elkaar te koppelen. We hebben het over vluchtelingen en daar halen we het klimaat bij want die mensen komen hier naartoe omdat het klimaat verslechtert. We moeten meer ontwikkelingshulp geven, want het klimaat verslechtert en we moeten meer ontwikkelingshulp geven, want de vluchtelingen komen hier, één grote brij zodat niemand het meer snapt. Maar als we het over klimaatveranderingen hebben: ik kom uit Nederland, het land dat het kwetsbaarst is want het ligt bijna geheel een heel stuk onder de zeespiegel. Dus wellicht is dit een kans - en daarop zou ik graag uw antwoord willen hebben - dat Nederland eindelijk eens een keer geld terugkrijgt van al die miljarden die het in dit circus heeft gepompt.

I believe that the Netherlands is in a position to help the really poor countries of the world to adapt to climate change because it also masters certain technology. What is expected of us in the climate change negotiations now is that the rich countries make available the technical innovations that they have developed. Notably, I would say, know—how in controlling floods, but also investment in renewable energy and energy efficiency, are things that the Netherlands can very well transmit to the poorest countries.

  Nathan Gill (EFDD). Mr President, this year, 2015, has been the European Year of Development. I am sure that those people watching this on YouTube, and the three people in the gallery, are well aware of that. Well, actually, let’s get realistic. As I predicted last year, this patting ourselves on the back, and a blatant propaganda campaign, has gone completely ignored by the public at home. The EUR 17 million wasted on this could have, and should have, been used to save lives, and not on advertising how compassionate and how wonderful we are, with taxpayers’ money. There will be no legacy of the European Year of Development.

  Arne Lietz (S&D). Herr Präsident! Das Europäische Jahr war aus meiner Perspektive durchaus ein erfolgreiches Jahr, weil es gezeigt hat, wie wichtig politische Kohärenz im Sinne der Entwicklungspolitik ist. Das ist deutlich geworden in den zwölf Themenmonaten, die das genau herausgearbeitet haben. Ich habe auch im Deutschen Bundestag angeregt, dass es einen regelmäßigen Kohärenzbericht gibt – mittlerweile gibt es eine Studie des Wissenschaftlichen Dienstes. Dieses Jahr hat positive und negative Zeiten gehabt. Wir haben bei der Finanzierungskonferenz in Addis Abeba leider nicht erreicht, dass 0,7 % des Bruttonationaleinkommens der Mitgliedstaaten und der Europäischen Union für die Entwicklungszusammenarbeit ausgegeben und versprochen wurde.

Gleichzeitig – und da widerspreche ich meinem Kollegen – haben wir eine gute Kampagne gehabt, die gleichzeitig gezeigt hat, dass beispielsweise eine Textil—Allianz verstärkt auf den Weg gebracht wird, auch durch die neue Ratspräsidentschaft. Gleichzeitig möchte ich ganz klar sagen, dass das ein Auftakt war für die Nachhaltigkeitsziele 2030, die wir den nächsten Jahren jetzt angehen werden – die Kohärenz wird verstärkt. Ich danke dem Kommissar und den Vertretern der Ratspräsidentschaft für die erfolgreiche Arbeit, die sie gemeinsam mit dem Parlament und der Kommission geleistet haben. Herzlichen Dank!

  Pedro Silva Pereira (S&D). Senhor Presidente, caros Colegas, Senhor Comissário, este Ano Europeu para o Desenvolvimento não mudou o mundo, é verdade! Nem seria de esperar que o fizesse! Mas valeu a pena! Ajudou a sensibilizar a opinião pública, fomentou o debate e, sobretudo, impulsionou projetos, parcerias e decisões que vão na direção certa, incluindo em importantes conferências internacionais como a de Adis Abeba e a de Nova Iorque. Mas nada do que fizemos é uma garantia de sucesso. É na implementação dos compromissos que se vai julgar o futuro das políticas de desenvolvimento. E quando vemos sinais de falta de vontade política e até de recuo na ajuda pública ao desenvolvimento, estamos com mais do que razões para preocupação e, sobretudo, para uma atitude de vigilância. É a essa vigilância que hoje devemos apelar também por parte da Comissão Europeia e de todos aqueles que tomam lugar neste Parlamento Europeu.

  Csaba Sógor (PPE). Az idei európai év kapcsán mindannyian egyetértünk a fejlesztési politika jelentőségével, különösen az utóbbi hónapok migrációs jelensége, valamint a jelenleg is zajló párizsi klímakonferencia fényében.

Az európai polgárok jól felfogott érdeke, hogy a világ szegényebb régióiban is felgyorsuljon a gazdasági fejlődés és növekedjen az életszínvonal. Azt gondolom ugyanakkor, hogy egy ország fejlődése elképzelhetetlen olyan körülmények között, ha több százezer aktív korú személy a végleges elvándorlás mellett dönt. A migráció éppen ezen országok számára jár a legtöbb negatív következménnyel, hiszen a masszív kivándorlás miatt a fejlődés csak lassabb ütemű és bizonytalan lehet.

Ezért kell mindent megtennünk azért, hogy a konfliktuszónákban stabilizáljuk a helyzetet, hiszen a jelenleg kivándorolni kényszerülő fiatal és jól képzett lakosság képviselhetné azt a reményt, hogy a fejlesztési politika célországai egyszer nem szorulnak rá a támogatásunkra. Köszönöm szépen!

  Νότης Μαριάς ( ECR). Κύριε πρόεδρε, το 2015 έχει θεωρηθεί ως έτος υλοποίησης των αναπτυξιακών στόχων της Ευρωπαϊκής Ένωσης. Ανάμεσα στους κύριους στόχους του Ευρωπαϊκού Έτους Ανάπτυξης, συγκαταλέγονται και η καταπολέμηση των διακρίσεων και της παραβίασης των ανθρώπινων δικαιωμάτων, η εμπέδωση του κράτους δικαίου και οικοδόμηση δίκαιων και χωρίς αποκλεισμούς θεσμών. Ωστόσο, η Ευρωπαϊκή Ένωση φαίνεται να μην προωθεί την ανάπτυξη όσο θα έπρεπε στα κράτη μέλη της. Έτσι, για το 2015-16, προβλέπονται 18,8 δισεκατομμύρια ευρώ σε αναλήψεις υποχρεώσεων, προκειμένου να αυξηθεί η ανταγωνιστικότητα για να έχουμε απασχόληση και ανάπτυξη. Το ποσό αυτό δεν είναι επαρκές και θα πρέπει να αυξηθεί, κυρίως για τις χώρες του ευρωπαϊκού Νότου που έχουν φτωχοποιηθεί από τη μερκελική λιτότητα.

Όσο το χρέος ορισμένων κρατών μελών της Ένωσης παραμένει στα τωρινά επίπεδα, είναι αδύνατον να επιτευχθούν οι στόχοι του Ευρωπαϊκού Έτους Ανάπτυξης. Μόνο με τη διαγραφή του χρέους των χωρών αυτών και ιδίως με τη διαγραφή του επονείδιστου χρέους στην Ελλάδα, θα μπορέσουμε να έχουμε ανάπτυξη και θα καταστεί δυνατόν να χτυπηθεί η φτώχεια και να τονωθεί η απασχόληση και η ευημερία.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, upravo sve ono što se dešava u svijetu, sve ono što se dešavalo 2015. godine pokazuje sav smisao Europske godine razvoja. Sve ono što je učinjeno i od strane Europske unije, zemalja članica i svih onih koji imaju dobre namjere u pomoći zemljama koje su najsiromašnije na svijetu, odakle dolaze imigranti, odakle dolazi kriza, pokazuje potrebu da solidarnost na djelu nema alternativu.

Zato, snažno podržavam Europsku godinu razvoja kao što također podržavam sve one namjere koje idu za tim da spriječimo buduće migrante, a to su klimatski migranti, migranti zbog promjene klime. Mislim da je to ono s čime ćemo se morati nositi narednih godina i sigurno je da će to biti jedan novi, vrlo veliki izazov za Europsku uniju.

Κύριε Πρόεδρε, συζητούμε σήμερα για την αναπτυξιακή βοήθεια που έδωσε η Ευρωπαϊκή Ένωση στον λεγόμενο Τρίτο Κόσμο το 2015, στο πλαίσιο της οποίας υποτίθεται πως η θεματική έμφαση για τον μήνα Δεκέμβριο θα ήταν στη 'σύνδεση ανάπτυξης και προστασίας των ανθρώπινων δικαιωμάτων'. Όλα αυτά όμως ηχούν ειρωνικά όταν, πριν από τρεις μόλις μέρες, το Ευρωπαϊκό Συμβούλιο επιβράβευσε οικονομικά και πολιτικά το ημι-αυταρχικό καθεστώς Εrdoğan στην Τουρκία, ξεχνώντας τις συστηματικές παραβιάσεις ανθρώπινων δικαιωμάτων.

Η ανεξιχνίαστη μαζική δολοφονία εκατοντάδων ειρηνικών διαδηλωτών στην Άγκυρα, πριν μερικές εβδομάδες, η δολοφονία του προέδρου του δικηγορικού συλλόγου του Ντιγιάρμπακιρ, πριν μερικές μέρες, οι συλλήψεις δημοσιογράφων για αποκαλύψεις σχετικά με την υπόθαλψη των εγκληματιών του ισλαμικού κράτους από το καθεστώς Εrdoğan, όλα ξεχάστηκαν για την εξυπηρέτηση πρόσκαιρων σκοπιμοτήτων. Το τουρκικό καθεστώς εμπορεύεται το προσφυγικό δράμα και η Ευρωπαϊκή Ένωση ακολουθεί πολιτική κατευνασμού, εξευτελίζοντας τον δικό της κώδικα αξιών.

  Bill Etheridge (EFDD). Mr President, in the UK development aid is a very controversial issue: it is ring-fenced. So while there are sweeping cuts to defence, education, law and order, and health, foreign aid is ring-fenced. And then the British people, I am sure, will be, as one of our former monarchs would say, ‘not amused’ to find out that not only is our taxpayers’ money from the UK Government being sent out to a rather peculiar bunch of dictators across the world, but then we have taxpayers’ money that has gone to the EU which is then being further sent out, and to compound this insult, we find that we are actually having yet more of our taxpayers’ money spent on telling us what a good thing it is. This is the ultimate bad deal for Britain. It is absolutely appalling.

Signor Presidente, onorevoli colleghi, io, oltre a essere europarlamentare, sono sindaco di una cittadina del nord Italia e vedendo i bilanci della Comunità europea e vedendo come vengono spesi i soldi, veramente mi viene l'ulcera ogni volta. C'è da prendere l'Alka-Seltzer continuamente, perché la rabbia che mi viene a vedere come si buttano via i soldi quando ci sono tante realtà, sia in Italia che in Europa, dove si cerca di essere ben presenti sulla spesa, per aiutare i cittadini, per aiutare le imprese, per aiutare veramente chi ne ha bisogno, è un insulto il fatto di essere, diciamo così, economicamente corretti. E pensare che si regalano i soldi, come si diceva prima, alla Turchia, ad esempio: 10 miliardi di euro e adesso gliene diamo altri; quando vediamo come funziona la Turchia, è un insulto, così come diamo soldi in tutto il mondo e dimentichiamo invece la nostra gente, l'Europa, gli europei, quelli che pagano le tasse che ci permettono di avere i soldi, quindi…

  Neven Mimica, Member of the Commission. Mr President, at the beginning of the year we knew that 2015 was going to be a crucial year for mapping out the future of development cooperation at international level. The adoption of the new sustainable development goals provides us with a new context for our work in the next 15 years.

The world is increasingly complex and fast-moving. New crises and new challenges emerged this year, only to remind us how important it is to make development work for migration and migration work for development. Our communication on development issues needs to be up to the mark and inclusive, engaging all partners and the wider public – particularly young men and women – in support of sustainable development beyond this year.

Let us build on the work we have done together in this European Year for Development to make sure that the voice of the vulnerable continues to be heard.

  Nicolas Schmit, président en exercice du Conseil. Monsieur le Président, Mesdames et Messieurs les députés, je tiens encore une fois à remercier le Parlement européen de sa contribution à la réussite de l'Année européenne pour le développement. Celle-ci est, en effet, sur le point de s'achever, mais nos efforts pour éradiquer la pauvreté et créer un monde plus juste et plus pacifique doivent se poursuivre, voire s'intensifier. Ils doivent surtout se traduire concrètement à travers notre coopération au développement et les engagements qui ont été pris à cet égard. Ces engagements doivent être respectés.

Près de 1,3 milliard de personnes vivent encore dans une pauvreté extrême. Et même si des centaines de millions de personnes sont sorties de la pauvreté, il faut aussi constater que les inégalités au sein même des pays se sont souvent creusées dans un grand nombre de régions du monde.

Désormais, la survie de notre planète est en jeu et beaucoup de pays en développement sont particulièrement touchés par les effets du changement climatique. Tout doit donc être entrepris, maintenant à Paris, pour relever ce défi climatique, car c'est tout le sens aussi du développement durable. De même qu'il n'y a pas de paix sans développement – et cela a été répété à plusieurs reprises –, il n'y a pas de sécurité dans un monde où les inégalités en termes de développement restent aussi considérables. Il faut donc que cet engagement en faveur du développement ne prenne pas fin avec cette Année. Ce travail de sensibilisation, d'explication et de persuasion doit être poursuivi activement.

  Therese Comodini Cachia (PPE), in writing. The European Year for Development 2015 was a key opportunity to raise awareness on the importance of development policy across Europe. In this year the Millennium Development Goals are to be reviewed and new targets to be set up. This policy is of utmost importance as it can help us address major challenges like terrorism and migration and poverty. Conflicts within countries and the lack of opportunities for people are common root causes of these challenges and they must be addressed without delay. People who are still living in poverty deprived of healthcare, education and living standards, in conflict-affected and fragile states, are the most hit, and development policy is the only way to ensure effective and innovative cooperation. We need the highest level of coordination in order to achieve coherence with all affected policy areas like environment, international trade, human rights, agriculture, and to ensure consistency in development activities.

  Lidia Joanna Geringer de Oedenberg (S&D), na piśmie. Europejski Rok Rozwoju odgrywa szczególną rolę dla komunikacji i aktywnego zaangażowania obywateli europejskich i organizacji społeczeństwa obywatelskiego w pomoc rozwojową i dialog polityczny. Według oficjalnych danych ok. 20 mln obywateli UE osobiście angażuje się w organizacjach pozarządowych na rzecz rozwoju, ok. 130 mln osób przekazuje datki organizacjom pomagającym krajom rozwijającym się, 72 % europejskiego społeczeństwa popiera ideę pomocy krajom o niskim poziomie rozwoju. To dobry wynik, wskazujący także, iż coraz więcej ludzi rozumie, że rozwój zaczyna się we własnym kraju poprzez wzajemną pomoc, sprawiedliwy handel czy udział w procesach politycznych.

Kluczem do sukcesu poprzednich tematycznych „lat europejskich” była ścisła współpraca między instytucjami UE a społeczeństwem obywatelskim, zarówno na szczeblu krajowym, jak i unijnym. Wielopoziomowe działania odgrywają kluczową rolę w kształtowaniu procesów politycznych, zatem powinny być absolutnym priorytetem oraz otrzymać wystarczające finansowanie. Większość oficjalnej pomocy rozwojowej (60%) pochodzi z państw członkowskich UE, wspomaganych nieco budżetem unijnym. Należy dążyć do ustanowienia szerokiego i obejmującego wszystkie zainteresowane strony sojuszu organizacji społeczeństwa obywatelskiego, który podobnie jak w zeszłych latach powinien odgrywać wiodącą rolę w planowaniu i wdrażaniu Europejskiego Roku Rozwoju.

Il 2015 è stato un atto fondamentale per le relazioni esterne dell'Unione e averlo dedicato al tema della cooperazione e dello sviluppo globale ha mandato un messaggio chiaro di unità. Quest'aula l'ha detto più volte che ci vuole più unione in questa Europa. E se sul fronte della politica estera l'Unione appare troppo spesso divisa, in tema di cooperazione è sicuramente unita. L'Unione europea è il più grande donatore al mondo e fornisce oltre la metà dell'aiuto pubblico allo sviluppo a livello globale. È stato giusto aprire i riflettori su questo, informare, coinvolgere i cittadini. Ora però serve un doveroso bilancio. Certo i risultati della cooperazione internazionale non sono sempre quantificabili, sappiamo però che purtroppo ancora oggi al mondo ci conta 1 miliardo di persone che vivono in una condizione di povertà estrema. L'Agenda 2030 è ambiziosa: porre fine alla povertà e alla fame nel mondo, non può più essere solo un sogno.

Dobiegający końca Europejski Rok na rzecz Rozwoju stawiał sobie za jeden z priorytetowych celów pogłębienie świadomości obywateli UE w zakresie pomocy rozwojowej: czym ona jest? Czemu służy? Jak dysponuje publicznymi środkami? Pragnęliśmy, aby do jak największej grupy odbiorców dotarł przekaz, że pomoc rozwojowa służy nam wszystkim, zwiększa poczucie współodpowiedzialności i uczy nas solidarności w wymiarze globalnym. Jego swoistą kulminacją był specjalny szczyt w sprawie zrównoważonego rozwoju, wytyczający cele rozwojowe dla świata do roku 2030. Szczególnie cieszą mnie cele związane z redukcją ubóstwa oraz odnową światowego partnerstwa na rzecz rozwoju, w ramach którego zacieśnimy jeszcze bardziej międzynarodową współpracę w tym zakresie. Z satysfakcją chciałem docenić również inicjatywy mojego kraju, obejmujące cały wachlarz wydarzeń kulturalnych, a w szczególności te, które zostały skierowane do ludzi młodych, jak na przykład konkursy fotograficzne czy VI Międzynarodowy Festiwal Filmów Dokumentalnym HumanDOC, który połączył prezentację kina na najwyższym światowym poziomie z edukacją globalną i promowaniem idei pomocy krajom rozwijającym się. Wyrażam nadzieję, że spuścizna ERR będzie wartościowym wkładem w realizację nowych zrównoważonych celów rozwojowych, a jego motto "Nasz świat, nasza godność, nasza przyszłość" zostanie zapamiętane na dłużej przez obywateli, jako symbol naszej zbiorowej europejskiej współodpowiedzialności i solidarności w mijającym roku.

  Ilhan Kyuchyuk (ALDE), in writing. The EU has called 2015 European Year for Development and once again proved to be a pillar in world development policy. We are the biggest donor of official assistance and development policy is an important area of our foreign policy. The primary objective of EU development cooperation is to reduce and eradicate poverty which has multiple and interlinked economic, political, and security causes. Not only that, our aim is to promote human rights and to spread democracy, good governance and the rule of law. Unfortunately, the ongoing conflicts and humanitarian crises in neighbouring regions proved that development policy cannot achieve these objectives as a stand-alone policy, but must be integrated into a broader approach which combines foreign and security policy, trade and any other external action policy instruments. The EU need a comprehensive and coherent strategy for its development aid in order to meet the United Nations’ post 2015 development goals. Goals which are very, very difficult like goal number 16 – LIVE IN PEACE. It is not only a moral obligation, it is our duty to work for a stable, prosperous and more equitable world.

Este de salutat faptul că Fondul european de dezvoltare, prin care se acordă fonduri pentru dezvoltarea cooperării cu țările din afara Uniunii Europene, aflate în curs de dezvoltare, reprezintă cea mai importantă contribuție financiară din rândul economiilor cel mai puțin dezvoltate. Este regretabil că unele state membre nu își îndeplinesc angajamentele asumate în ceea ce privește mărimea ajutorului oficial pentru dezvoltare, de 0,7% din produsul național brut. În același timp, pentru a crește eficiența Fondului european de dezvoltare, este nevoie de o coordonare mai bună și operativă a tuturor fondurilor, având aceeași destinație: dezvoltarea cooperării cu țările cel mai puțin dezvoltate. To również okres, w którym mają zostać ustalone Cele na rzecz Zrównoważonego Rozwoju, czyli priorytety na kolejne lata. Jednym z celów Europejskiego Roku na Rzecz Rozwoju była kampania informacyjna obywateli UE, w jaki sposób pomoc rozwojowa przyczynia się do wprowadzania zmian w krajach, które takiej pomocy potrzebują. Miał to być również dowód szczególnego zaangażowania Unii Europejskiej, jako największego na świecie donatora pomocy rozwojowej, w walce z ubóstwem, zmianami klimatu i ochronę zasobów naturalnych Ziemi. W promowanie Roku zaangażowały się nie tylko instytucje unijne, ale także i kraje członkowskie. W całej Europie organizowane były kampanie informacyjne, konferencje, imprezy, debaty. Dzięki mediom cyfrowym i społecznościowym przesłanie trafiało też do ludzi młodych. Należy pamiętać, iż pomoc rozwojowa służy budowie bezpieczniejszego i zamożniejszego świata. Przez ostatnich 10 lat dzięki funduszom unijnym 14 mln dzieci poszło do szkoły, ponad 70 mln osób uzyskało dostęp do czystej wody pitnej, a 7.5 mln porodów zostało odebranych przez wykwalifikowany personel medyczny, co uratowało życie matek i dzieci. Europejski Rok na Rzecz Rozwoju w mojej opinii spełnił swoje cele i okazał się sukcesem.
