  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärungen des Europäischen Rates und der Kommission zu den Schlussfolgerungen der Tagung des Europäischen Rates (18./19. Februar 2016) (2015/3023(RSP)).

  Donald Tusk, President of the European Council. Mr President, the last European Council sitting was as difficult as any of my term. And even though we found a common solution, the real test of time is ahead of us, because of the referendum in the United Kingdom on whether or not to remain a member of the European Union. Only the British people can and will decide that. All we could do on our side was to agree a new settlement for Britain within the EU. And we did.

The 28 Heads of State or Government unanimously agreed and adopted a legally-binding and irreversible settlement for the United Kingdom in the EU. The decision concerning a new settlement is in conformity with the Treaties and cannot be annulled by the European Court of Justice. It will, however, only enter into force if the British people vote to stay. If they vote to leave, the settlement will cease to exist.

We have agreed to do all this in a way that does not compromise the European Union’s fundamental values, such as the freedom of movement and the principle of non-discrimination, and without compromising the future development of the Economic and Monetary Union. If I had any doubts about this, I would never have proposed such a settlement.

Despite many difficulties, the leaders did not walk away from the negotiating table, because we were fully aware of the stakes involved, namely keeping the UK in the EU and the future geopolitics of Europe. Here I would like to express sincere thanks to President Juncker and his whole team, with whom we worked side-by-side during the process. Let me also thank Parliament’s negotiators, who were engaged in the negotiations, and who were highly effective in obtaining their goals. It is my firm belief that we needed to involve the European Parliament fully in this process. I will always remember the crucial talks with President Schulz, with Group leader Verhofstadt, and with my distinguished colleagues Gualtieri and Brok. It is thanks to you that this agreement allowed us to take into consideration the interests of the Union as a whole. Without your help, this agreement would not have been possible. Thank you very much again.

The European Union will respect the decision of the British people. If the majority votes to leave, that is what will happen. It will change Europe forever, and it will be a change for the worse. Of course, that is my personal opinion. Prime Minister Cameron said in the House of Commons on Monday that now is not the time to split the West. I could not agree more.

This is why I did my best to prevent that.

On the other hand, if Britain decides to stay, I hope this Parliament will also ensure that the agreed settlement is transformed into the necessary legislation and will enter into force.

Let me now turn to the migration crisis. Leaders agreed that our joint action plan with Turkey remains a priority, and we must do our utmost for it to succeed. This ultimately means that the high numbers we are still witnessing have to go down, and quickly. This is also why we decided to organise a special meeting with Turkey on 7 March 2016.

The discussion among leaders focused on building consensus in the crisis. To do that, we must first avoid having a battle between plans A, B and C. It does not make any sense, as it only creates divisions within Europe without bringing us any closer to a solution. Instead, we must look for a synthesis of different approaches. There is no good alternative to a comprehensive European plan.

Secondly, a European response is not only about the decisions taken in Brussels. It is also – and even more so – about the decisions taken in the capitals. We must accept that, but at the same time we should seek to improve the coordination of those decisions. The European Union is here for all of us to cooperate. And lastly, we must respect the rules and laws that we have all adopted together. This concerns both the decisions on relocation and the need to gradually go back to a situation where all Members of the Schengen area fully apply the Schengen Borders Code. There is no doubt that we need to restore Schengen. It will cost money, take time and require a huge political effort. There will be countries that may not be able to cope with this challenge, but Europe will be there to assist them. We need to invest in Schengen, not in its collapse.

Its future will be one of the key issues to be discussed by the leaders on 7 March.

Separately, leaders confirmed the need to keep humanitarian aid flowing to Syria and the Syrian refugees in the region. We welcomed the donors’ conference in London, where two thirds of the pledges came from Europe. Leaders agreed to move quickly to disburse the EUR 3.3 billion pledged for 2016 as well as the EUR 3 billion agreed to help the refugees in Turkey. This is not only a European responsibility, therefore I will continue to build a global response to this crisis at the G7 and G20 meetings later this year.

Finally, I want to end with a plea not to allow the stormy days to derail our efforts. We cannot simply wait and see. We have entered the most dangerous time in European history. We must act with resolve. I count on your support.

  Jean-Claude Juncker, président de la Commission. Monsieur le Président, nous avons eu, avec nos amis britanniques, un débat qui fut dur et qui a pris du temps. La négociation fut difficile, mais finalement nous avons su prouver tous ensemble – les 27 autres États membres et le Royaume-Uni – que l'Europe est capable de prendre des décisions, même si la situation à laquelle elle fait face est particulièrement difficile. Je voudrais ici rendre un hommage tout particulier au président Tusk qui, assisté amicalement et efficacement par la Commission, a su conduire les débats avec élégance et doigté. Les mêmes hommages s'adressent au Président Schulz et aux sherpas du Parlement européen, sans lesquels et sans l'inspiration desquels le résultat n'aurait pas été celui obtenu.

Nous avons conclu un accord avec le Royaume-Uni: le Premier ministre britannique a obtenu le maximum de ce qu'il pouvait obtenir et les autres États membres lui ont offert le maximum de ce qu'ils pouvaient offrir, ce qui me fait dire que l'accord avec le Royaume-Uni est juste, qu'il est équilibré, qu'il respecte les grands principes de l'Union européenne et qu'en même temps, il prend en compte les soucis, les desiderata et les suggestions du Royaume-Uni. Je pense donc que le peuple britannique, qui a si souvent donné la preuve, par le passé, de son courage et de sa sagesse, dira "oui" à l'accord que nous avons trouvé avec le Royaume-Uni.

Dès que le peuple britannique aura approuvé l'accord que nous avons conclu, la Commission saisira le Parlement et le Conseil des textes législatifs afférents, notamment en ce qui concerne les aspects sociaux de l'accord. Nous y reviendrons lorsque les propositions législatives de la Commission auront été déposées.

Natürlich haben wir beim letzten Rat auch über Migration und Flüchtlingsfragen geredet. Ihnen wird nicht entgangen sein, dass der Europäische Rat nahtlos das bestätigt hat, was in der Vergangenheit vom Europäischen Rat prinzipiell beschlossen wurde. Es kommt jetzt darauf an, dass das, was beschlossen wurde, auch adäquat umgesetzt wird. Deshalb findet am 7. März ein weiterer Europäischer Rat statt, nicht nur mit den türkischen Kollegen, sondern auch eine Sitzung unter 28, um unter uns Wege zu eruieren, wie wir möglichst schnell wieder zu einer vollen Anwendung des Schengen-Protokolls kommen können.

Der Europäische Rat hat deutlich gemacht, dass nur eine europäische Herangehensweise an die Flüchtlingsproblematik zum Ziel führt. Nationale Solos hindern uns daran, dies zu tun. Die Kommission befindet sich zurzeit in einem Rechtsstreit mit Österreich. Ich möchte hier deutlich sagen, dass man in Österreich – einem Land, das ich sehr liebe – nicht denken sollte, dies wäre eine konzertierte Aktion gegen Österreich. Ich bin voller Bewunderung für die Anstrengungen, die Österreich in den vergangenen Jahren in Sachen Flüchtlinge unternommen hat. Wir versuchen jetzt, uns mit unseren österreichischen Kollegen ins Benehmen zu setzen, und ich gehe davon aus, dass uns dies auch gelingen wird.

  Manfred Weber, im Namen der PPE-Fraktion. Herren Präsidenten, liebe Kolleginnen und Kollegen! Wie ist die Lage, in der sich Europa derzeit befindet? Wir sind umgeben von Krieg – in der Ukraine, in Syrien, in Libyen. Wir haben mit Putin einen Partner an der Seite, der nationalen Imperialismus betreibt. Wir haben leider nur geringes Wachstum in der Europäischen Union, wir haben eine Generation von jungen Menschen, die Arbeitsplätze und eine Perspektive für ihr Leben sucht.

Ehrlich gesagt: Wenn man sich diese Lage anschaut, dann ist es schon schwierig zu sehen, dass in der letzten Sitzung des Europäischen Rates tatsächlich die Fragestellung im Raum stand, ob die Sonderinteressen der City of London oder ob die Kindergeldgerechtigkeit in der Europäischen Union diskutiert wird, dass das die beiden offensichtlich wichtigsten Themen waren, die diskutiert worden sind. Ich frage mich dort, ob die Prioritäten, die wir miteinander diskutieren, richtig gesetzt werden.

Es ist leider so, dass wir das diskutieren müssen, weil die Briten diese Wünsche mit eingebracht haben. Großbritannien hatte Sonderforderungen, die diskutiert werden mussten. Ich halte zunächst einmal fest, dass es gut ist, dass wir ein Ergebnis haben, dass ein Ergebnis vorliegt und dass wir dieses Ergebnis auch unterstützen können. David Cameron hat seine Punkte vorgelegt, hat gekämpft und hat ein solides Ergebnis für die britischen Bürger mit nach Hause gebracht. Wir als EVP-Fraktion unterstützen das Ergebnis im Kern, und wir stellen auch klar: Wenn die Bürger Großbritanniens sich für den Verbleib in der Europäischen Union aussprechen, wird die EVP-Fraktion auch ein fairer Partner bei der Umsetzung der Zusagen sein.

Das Dritte, was man klarstellen muss, ist: Das Ergebnis wird respektiert! Diejenigen, die jetzt in Großbritannien unterwegs sind und den Menschen erzählen, dass es bei einem Nein eventuell Nachverhandlungen gibt, noch einen besseren Deal gibt, denen muss man sagen: Der Deal liegt auf dem Tisch, die Sondervereinbarungen liegen auf dem Tisch, und jetzt liegt es an den Briten, sich zu entscheiden. Aus unserer Sicht, aus Sicht der EVP-Fraktion, wird es keine Nachverhandlungen geben.

Liebe Kolleginnen und Kollegen! Die Briten entscheiden, sie gehen jetzt in die Debatte. Da wird zunächst natürlich die Wahrheit strapaziert werden. Ich habe Nigel Farage gehört, als er gesagt hat, der Handel sei außerhalb Europas viel besser möglich für Großbritannien. Man fragt sich dann, warum dann Deutschland die größte Handelsmacht ist, obwohl es in Europa ist, warum Irland 6 % Wachstum hat, obwohl es in Europa tätig ist, warum China, Indien und die Amerikaner die Briten bitten, in der Europäischen Union zu bleiben, weil es besser ist, mit dem Handelspartner Europa zu arbeiten. Nigel Farage behauptet, dass 5 000 foreign fighters unterwegs sind. Die Zahl hat er übrigens nur, weil es Europol gibt. Das ist nämlich eine Zahl von Europol, ohne diese Institution hätte er die Zahl gar nicht. Und der Europol-Chef Wainwright sagte klar, dass es große Sicherheitslücken für Großbritannien gibt, wenn es aus der Europäischen Union aussteigt. Das erste, was leiden wird, ist die Wahrheit. Nigel Farage wird die Unwahrheit sagen, um die Menschen in die Irre zu führen.

Das Zweite ist: Wer freut sich, wenn die Briten sich wirklich dagegen entscheiden? Liebe Kolleginnen und Kollegen! Freuen werden sich Putin und die Terroristen, weil die es dann einfacher haben, ihr Geschäft zu machen, Europa zu spalten und Unsicherheit zu erzeugen.

Das Dritte: Wir können nur eine Einladung an die britischen Bürger aussprechen, es gemeinsam zu schaffen. Wir leben in einer Zeit großer Unsicherheiten. Das muss jeder sehen, der vernünftig ist. Und ein gespaltenes Europa ist definitiv schwächer, weniger in der Lage, die Herausforderungen zu beantworten. Deswegen steht die Einladung an die britischen Bürger, es auch in Zukunft gemeinsam zu schaffen.

Liebe Kolleginnen und Kollegen, noch einen Satz zur Migration: Ja, was soll man sagen? Der Kommissionspräsident hat es recht nett umschrieben, dass das bereits Beschlossene bestätigt worden ist. Es ist gut, dass es bestätigt worden ist. Aber ich würde feststellen, dass wir leider Gottes viel Egoismus – nationalen Egoismus und auch parteipolitischen Egoismus – erleben mussten, von allen Parteien, das möchte ich ausdrücklich dazusagen. Wenn man es positiv sehen würde, würde ich sagen: Das commitment ist klar, dass wir die Grenzen Europas sichern müssen, dass wir die NATO-Initiative auch in der Ägäis unterstützen. Und es ist klar geworden, dass wir Menschen, die beispielsweise jetzt in Aleppo vor den Bomben fliehen, vor den russischen Bomben, nicht an der syrisch-türkischen Grenze liegen lassen dürfen, dass wir nicht die Türkei einerseits bitten können, die Grenze nach der Türkei aufzumachen, sie aber gleichzeitig bitten, die griechische Grenze abzuriegeln. Das wäre nicht im Sinne des humanitären Ansatzes dieses Kontinents. Deswegen gehören beide Seiten zusammen: einerseits Grenzen sichern und zum anderen Hilfsbereitschaft zeigen.

Es ist genug geredet worden. Es wäre wichtig, dass jetzt gehandelt wird!

Zum Schluss darf ich vielleicht noch die Bürger an Bord holen, weil die Bertelsmann-Stiftung vor wenigen Tagen in ganz Europa eine sehr repräsentative Studie veröffentlicht hat, in der die Bürger gefragt wurden – nicht Politiker, sondern Bürger. Da wurden uns zwei Aufgaben mit auf den Weg gegeben, nämlich zum einen, dass 79 % der Europäer wollen, dass wir die Reisefreiheit auf diesem Kontinent erhalten – übrigens wollen 60 % der Briten, dass die Reisefreiheit erhalten bleibt –, und zum anderen, dass 79 % – die gleich große Zahl – der Europäer wollen, dass wir Flüchtlingen helfen und das miteinander tragen. Die Bürger Europas sind manchmal klüger als manche Politiker.

  James Carver (EFDD), blue-card question. Can I ask you to repeat what you said in the question? You said the renegotiation that has been agreed is the final renegotiation. There are some people in the United Kingdom who are giving the impression to the British electorate that there will be a referendum and, depending on the result, they will come back and there will be renegotiation. Please, for clarity, would you confirm to the people of the United Kingdom that the renegotiation has now been completed and there will be no further renegotiations after the referendum has taken place?

  Manfred Weber (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Wenn Sie eine Klarstellung dessen brauchen, was ich bereits gesagt habe, weil ich es ja bereits ausgeführt habe, mache ich das gerne. Der Vorschlag liegt auf dem Tisch, und es ist ein Angebot für beide Seiten. Denn in einem Kompromiss gehen beide Seiten aufeinander zu, das ist die Idee von einem Kompromiss. Ich glaube, so sollte man es auch sehen, dass beide Seiten sich jetzt bemüht haben. Der Vorschlag ist ein guter Vorschlag, er liegt auf dem Tisch. Er ist das Angebot, das Europa jetzt den britischen Bürgern macht. Wir hoffen, dass David Cameron und alle, die für eine gemeinsame Zukunft werben, die Menschen überzeugen können. Es wird, wenn Sie so wollen, wenn es zu einem Nein kommt, keine Nachverhandlungen geben.

  Gianni Pittella, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, voglio dirlo con chiarezza a nome del mio gruppo: il Regno Unito deve restare nell'Unione europea. Non solo per ragioni di convenienza: tutti sappiamo che un eventuale Brexit sarebbe un salto nel vuoto, con conseguenze disastrose innanzitutto per i britannici, ma l'Europa non è un matrimonio di comodo. Il Regno Unito, a nostro giudizio, deve rimanere in Unione perché è parte dell'Europa. Noi, come il Regno Unito, abbiamo una storia e una cultura comune e senza Londra, senza il Regno Unito, l'Europa non sarebbe più la stessa. Bene quindi l'accordo di venerdì, e grazie a tutti coloro i quali vi hanno concorso: al Presidente Schulz, agli sherpa, al Presidente Juncker, agli amici del Consiglio.

Con altrettanta chiarezza, però, devo aggiungere che noi non accetteremo di essere presi in ostaggio dagli equilibri interni del Partito conservatore inglese. È inaccettabile che mentre l'Europa subisce la peggiore crisi della sua storia si siano passate settimane a discutere della modalità di voto nel Consiglio, o delle interpretazioni da dare ad alcune disposizioni della Banking Union.

L'accordo di venerdì ribadisce che da un punto di vista giuridico il principio della libera circolazione dei cittadini non sarà toccato. Bene! Prendo atto, ma non mi convince un aspetto, l'aspetto del sociale. Immaginiamo due giovani, tutti e due europei, stesso lavoro. C'è il rischio che uno dei due, per il solo fatto di non essere britannico, abbia meno diritti dell'altro. Questa si chiama discriminazione, anche se spero, mi auguro, di essere smentito dalle proposte che la Commissione europea presenterà dopo il risultato del referendum.

Per noi ci sono dei principi, dei fili, che vanno toccati con prudenza e con attenzione, perché altrimenti si rischia la scossa letale, e uno di questi principi è che non c'è distinzione sul piano dei diritti tra i cittadini dell'Unione. Noi ci batteremo perché il Regno Unito resti con noi, e lo dico col massimo rispetto per i cittadini britannici, ai quali compete, solo a loro, compete la scelta. Lo dico col massimo rispetto.

Voi siete stati protagonisti nel mondo, il Regno Unito è stato attore nel mondo, per la pace e per la democrazia. Questi valori connotano il DNA del Regno Unito. Bene, quale luogo migliore per testimoniare questi valori e questi principi, se non l'Unione europea? Insieme possiamo testimoniare e vincere le sfide, nel mondo e nel tempo, delle insidie e della paura, della velocità tumultuosa della globalizzazione, della solitudine e tristezza e abbandono. Lo stare insieme è una forza straordinaria.

  Gerard Batten (EFDD), blue-card question. Mr Pittella, I need some clarification, because I was listening to what you said, and – if I got the gist correctly – you seem to be saying that there could be no discrimination in social rights. Paltry as the agreement that Mr Cameron has come back with may have been, it does say that – for a period, anyway – we can pay people child benefit at the rate in their own country and not in our country. That would be discrimination in the real sense of the word. I believe you said something like ‘we will have to see what happens when the legislation comes through Parliament’. Are you saying that this legislation could be different from the agreement, and that the agreement may be changed, or – as previous speakers have said – it will not be changed? Which is it? Are you saying that Parliament could change it if it wanted to? Will it?

  Gianni Pittella (S&D), Risposta a una domanda "cartellino blu". Lei è un parlamentare europeo e conosce quanto me, o almeno dovrebbe conoscere, le procedure, quindi io non invento nulla.

Nel momento in cui, come noi ci auguriamo, i britannici voteranno per mantenere il Regno Unito nell'Unione europea, la Commissione europea dovrà presentare al Parlamento, che è organo colegislatore, le misure di implementazione e in quel momento noi potremo esaminarle e discuterle. Nessun Parlamento al mondo, libero e autonomo nel giudizio, può anticipare un risultato su una cosa che ancora non conosce. Quando ci saranno le misure, noi le esamineremo.

Il nostro spirito è costruttivo, noi vogliamo in tutti i modi che il Regno Unito rimanga nell'Unione europea.

  Ashley Fox, on behalf of the ECR Group. Mr President, the deal struck last week was hard fought by all sides. Many countries had concerns and objections, but I am glad that those hurdles were overcome, aided by willpower, fuelled by packets of Haribo and sealed following a visit to the chip shop. We found an agreement that enshrines the United Kingdom’s special status as a country never joining the euro and never joining Schengen, as a country that does not wish to be part of the ratchet of the European political project, and that delivers a live—and—let—live agreement, one where the United Kingdom continues to play an active role in the European Union without facing discrimination in areas where it wishes to keep national control.

The ECR Group welcomes this deal, and now it is for the British people to pass judgement on these new terms. I will be supporting the campaign to remain in the European Union.

My reasoning is simple: Britain’s economic recovery, though good, is still fragile, and I will not put it at risk by tearing us away from the single market. I also believe that my constituents will be safer and my country more secure if we continue our cooperation with our European partners. There are good people who would disagree with me, and I respect their decision. If the British people decide to leave, then we must respect that choice and make it work. But there are also those in this Chamber who are not respectful of other people’s choices – we can hear them today jeering behind me – those who compare the EU with the Soviet Union. I think that is foolish and offensive to those who actually lived under the yoke of communism.

Because, unlike the USSR, any country is free to leave the European Union. Mr Farage, that is the will of the sovereign people. Being in the EU is a choice, and the Conservative Party will respect that choice. The voters in Britain will exercise their sovereignty and they will decide whether to remain or to leave, and in the UK we can now look forward to debating this subject for the next four months.

The EU must concentrate on the migration crisis it faces. The Dutch Prime Minister said we had six to eight weeks to save Schengen. He said that five weeks ago. In this Chamber we seem unwilling to accept that the migrant crisis was exacerbated when Chancellor Merkel said Germany would take people without limits, unilaterally defying a number of European rules. And – guess what – people are coming without limits. When some countries, like Hungary, apply the rules and defend the Schengen border, they are criticised, and when other countries break the rules, they are applauded.

We cannot begin to solve this crisis until we enforce the rules in place: to protect the external Schengen border, to focus on the basics of processing detention and returns, and to prevent asylum seekers and economic migrants moving around the EU at will. We need international action to end the conflict in Syria. We need to give priority to those refugees already in the camps in Lebanon, Jordan and Turkey, both with humanitarian aid and in offering them refuge. Is it not perverse that the EU gives priority to those who cross the Aegean, rather than those already classified as refugees by the United Nations?

Mr Tusk, I recommend that for the next EU summit, you order in copious amounts of chips from Maison Antoine and you tell the EU leaders to get cracking.

  Richard Corbett (S&D), blue-card question. I am delighted to hear Mr Fox say that he has come off the fence in favour of campaigning to remain in the European Union. We all know that his party is split from head to toe on this question. May I ask him: among the 20 British Conservative MEPs, how many will be campaigning with your party leader, your Prime Minister, to remain in the European Union, and how many will be campaigning with UKIP to get Britain to walk out, slamming the door on all our neighbouring countries?

Monsieur le Président, nous sommes ici au Parlement européen et, quand vous distribuez les cartons bleus, alors que j'avais levé le mien depuis un moment, j'estime vous devriez privilégier les discussions entre les Britanniques et d'autres représentants, plutôt que de faire un débat entre Britanniques, qui peut avoir lieu ailleurs. Il me semble que cela a plus d'intérêt, c'est pourquoi je renouvelle ma demande de poser une question à M. Fox.

  Der Präsident. – Liebe Frau Goulard! Wir haben die Regel, dass in diesem Hause die blue cards nicht nach Nationalitäten verteilt werden, sondern nach Schnelligkeit. Herr Corbett war der erste, der sich gemeldet hat. Ich habe bis dato jede blue card verteilt nach erster Meldung, ausgenommen Herr Campbell Bannerman. Der hatte sich nämlich schon gemeldet, bevor der Redner das Wort ergriffen hatte.

Natürlich stimmt das. Wie können Sie das so behaupten, Frau Kollegin?

  Guy Verhofstadt, on behalf of the ALDE Group. Mr President, further to the question by Mr Corbett and Ms Goulard, I am simply wondering, Mr Fox, why you are now speaking and not Mr Kamall. I think he is still in doubt and he does not know at the moment what he is going to do, and I think that is a better answer to Mr Corbett’s question than saying that they should ask the Members themselves.

But I have another issue, involved in the negotiations from the beginning, Mr Fox. I have always asked myself why this British deal was so necessary and so vital? I can tell you there is one thing I am sure of: that this deal is not about Europe; it is in fact a deal to reunite the Tory Party. Let us be honest about this. I may not know the result of the referendum – whether Britain will remain in the Union – but I am sure of one result: it will not reunite the Tory party. That is clear, because what I am seeing is a glorified cockfight since Mr Tusk reached this deal, with Boris Johnson challenging David Cameron. I can tell you, I have seen ambitious politicians – I myself am an ambitious politician – but Boris Johnson takes it to a whole other level. Because it is the Mayor of London acting against the interests of the citizens of London, and all for personal ambition and certainly not for a better Europe or for a better Britain. It is totally bonkers, dear colleagues, and I would say it is pathetic that this is happening.

It is even dramatic for Britain, especially, Mr Fox. We see that the pound sterling is falling rapidly, the unity of the United Kingdom is under threat and their American cousins are saying: ‘Please stop it, we will not make a trade deal with you outside the Union’. Apparently the special relationship between the US and the UK is not so special any more.

So let me give some advice to those who are now carrying out this debate in Britain. Do not think that after a ‘no’ you can come back to the negotiating table. I know that some people are thinking that, saying: ‘Ha! It’s Europe. Once you have said ‘no’ in a referendum you are invited back to the negotiation table as with Ireland, as with Denmark, like after the Constitution with France and the Netherlands’. But this is not about the same thing. That was about the Constitution – a Treaty. Here it is about in or out. It is one or the other. And if I see how the currency of Britain is endangered, how now Britain is alienated from the US and how Britain is step by step being transformed into a little England, I think they would be wise to stay in the European Union.

But, dear colleagues, pathetic as this debate is for the UK, it is also a dramatic debate and an important debate for Europe because, let us be honest, what we are discussing now is crazy. We have to unite; we should not be divided. The only ones who will gain from a divided Europe are – who? People like Vladimir Putin, people like Bashar al-Assad, like IS. And instead of discussing how to stand up to them and develop a strategy, what we are showing at the moment is division: we are weak. And yesterday this again became very clear when the Russian-American plan for a ceasefire in Syria happened and we were again not around the table for such a crucial decision.

We can continue now – and some are doing so – to complain about the deal and point out the downsides of the deal. My appeal, Mr President, President Tusk, and to everybody in this House is to do the opposite. Let us use the deal to put Europe back on track and to make Europe work again. Let us finally stop Europe à la carte and stop the standstill because of the British issue. Mr Fox, I have nothing against giving special status to Britain if next time you agree also that in the next Treaty revision we can also go ahead with our integration. In all these reforms we need to establish a more united Europe, because we need it to tackle the multiple crises we are facing today and certainly the refugee crisis.

And that is my last point: that we should also do more on the refugee crisis. Make as much effort, President Tusk, to solve the refugee crisis as we have made to find a solution for Brexit.

  Gabriele Zimmer, im Namen der GUE/NGL-Fraktion. Herr Präsident, meine Damen und Herren! Als Ergebnis eines parteiinternen Machtstreits ist die EU am vergangenen Wochenende so weit gegangen, eine wesentliche Säule, die eigentlich die Konsistenz und die Struktur der EU beinhalten soll – nämlich die soziale Säule – , abzubauen.

Herr Juncker, ich frage Sie: Was wird denn aus ihrem AAA? Was wird denn daraus? Es ist geopfert worden. Da könnten Sie jetzt eigentlich schon Ihre Sachen einpacken und könnten sagen: Das war's! Alle Versprechungen sind weg! Ich sage Ihnen auch, wir sind auf dem Weg, die EU nähert sich dem marktradikalen angelsächsischen Wirtschaftsmodell. Man könnte ja ein Denkmal in Brüssel errichten mit der Inschrift: „Hier wurde am 18. Februar 2016 der Geist von Margaret Thatcher wiederbelebt“. Danke.

Das eigentliche Drama hat sich doch ganz woanders abgespielt und es spielt sich heute noch ab. Es sind die Hunderttausende Menschen, die in den letzten zwei Monaten nach Griechenland gekommen sind. Es ist die Weigerung der Europäischen Union, tatsächlich die Verpflichtungen einzugehen, nämlich für eine Umverteilung zu sorgen. Es ist Tatsache, dass der einstimmige Beschluss des letzten Gipfels – und den haben Sie nicht kritisiert, alle beide nicht – aufgehoben worden ist, einen Tag nach dem Gipfel war nicht mehr davon die Rede. Da werden die Grenzen dicht gemacht! Es ist aber vereinbart gewesen, dass bis zum nächsten März-Gipfel die Grenzen offen bleiben, dass darüber gemeinsam verhandelt wird und dass eine gemeinsame Entscheidung getroffen wird.

Jetzt findet eine Konferenz in Wien statt unter – so muss ich sagen – Ausladung von Griechenland, dem Hauptakteur! Wie wollen Sie, wie wollen wir zu einer europäischen Lösung kommen? Da höre ich keine Kritik an dieser Praxis von Wien, auch nicht seitens der Kommission und seitens des Rates. Was wir brauchen, ist doch, dass wir endlich – und das haben Sie selbst gesagt, Herr Juncker – das, was wir beschlossen haben, einhalten. Das wäre die erste Voraussetzung, dass die entsprechenden Zahlen, die Kontingente auch übernommen werden und dass Griechenland hier geholfen wird.

Wir brauchen einen legalen Weg, der muss geschaffen werden, hier muss Griechenland konkret geholfen werden. Hier kann man nicht mehr einfach so tun, als könnte man das einigen Mitgliedstaaten überlassen. Die Mitgliedstaaten stehen hier in der Pflicht, ihrer Verantwortung nachzukommen und das ist eine menschliche Pflicht. Wir geben unsere Werte auf, wenn wir uns dem verweigern.

Das möchte ich auch noch einmal sehr konkret sagen: Sollen sich doch die Mitgliedstaaten ein Beispiel an der neuen portugiesischen Regierung nehmen, an dem Angebot von Costa an Tsipras, dass er Tausende von Migranten übernehmen wird, oder eben auch an der spanischen Provinz Valencia, die der griechischen Provinz Südägäis vorgeschlagen hat, tausend Migranten zu übernehmen. Warum können das die anderen Mitgliedstaaten nicht? Das wäre der Weg, das ist das Erfordernis, über das wir hier heute reden sollten! Nicht ein Machtspiel zwischen Johnson und Cameron, das mich in keiner Weise tangiert, das auch viele Flüchtlinge nicht tangiert, und darüber sollten wir hier reden. 24 Stunden Drama in Brüssel, ein inszeniertes Drama, das richtige Drama findet außerhalb statt und wir tun nichts! Wir reagieren nicht, wir tun so, als würde sich alles von alleine lösen.

Ich denke, hier sind wir gefordert, und ich fordere auch Sie auf, meine Damen und Herren, dass wir hier gemeinsam agieren, dass wir eine Mehrheit bilden und klar und deutlich sagen, was notwendig ist.

Ma question est simple: pourquoi Mme Zimmer souhaite-t-elle une répartition seulement au sein de l'Europe? Wir sind von unseren Wählern in dieses Parlament gewählt worden, damit wir helfen, die bestehenden Probleme zu lösen. Die Menschen kommen in die EU! Sie kommen, ob Sie es wollen, ob andere es wollen oder nicht. Sie kommen! Und da helfen eben keine geschlossenen Grenzen, und da hilft auch nicht das Dichtmachen von inneren Grenzen der EU, da hilft nur, dass wir uns der Verantwortung stellen. Und zwar wir sind gefragt!

Ich kann nicht zu irgendjemandem hingucken und sagen: Machen Sie das. Wir haben den Schlüssel in der Hand, und wir sollten endlich das gemeinsame Tor „Europäische Union“ so öffnen, dass es möglich ist, ohne Todesgefahr in die Europäische Union zu kommen, und dass damit auch das Asylrecht wieder eingehalten wird und dass wir als Europäische Union internationales Recht auch einhalten.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. Herr Präsident! Liebe Kollegen, liebe Gabi Zimmer! Natürlich ist Politik immer auch Inszenierung, aber ich hatte bei diesem letzten Gipfel nicht den Eindruck, dass wir es nur mit einer billigen Inszenierung zu tun hatten, sondern ich hatte den Eindruck, dass Donald Tusk das richtig beschrieben hat, dass es das Ende einer sehr ernsten Verhandlung gewesen ist, in der keineswegs diese Vereinbarung mit Cameron alleine im Mittelpunkt stand, sondern das Bestreben, etwas zu erreichen, das uns ermöglicht, die Europäische Union zusammenzuhalten.

Mein Eindruck von diesem Gipfel – und ich bin ja da immer nur am Rand als Beobachterin – war der eines Gipfels, auf dem viele der Mitglieder des Rates in den Abgrund geschaut haben und sich das erste Mal wirklich klar gemacht haben, was das eigentlich heißt, wenn ein großer alter Mitgliedstaat die Europäische Union verlässt. Ich hoffe – und das sage ich jetzt einmal gegen diese Hahnenkämpfe, die da überall ausgetragen werden und vor denen wir ja auch nicht gefeit sind –, dass die Auseinandersetzung in Großbritannien den Briten hilft zu erkennen, was sie an der Europäischen Union haben, und ich hoffe sogar, dass wir alle in der Europäischen Union im Zuge dieser Auseinandersetzung bis zur Abstimmung erkennen, was wir an der Europäischen Union haben, denn was über Jahrzehnte aufgebaut ist, wofür sogar Menschen gestorben sind – gerade in Osteuropa in jüngerer Zeit noch –, das lässt sich innerhalb weniger Wochen auch wieder kaputt machen. Das darf man dabei nicht vergessen, und ich kenne solche Hasardeure in der Debatte wie Herrn Farage lange genug. Ich kann ziemlich gut beurteilen, was ich da in der Debatte zu erwarten habe.

Dieser Selbstverständigungsprozess, der da jetzt in Großbritannien eröffnet worden ist, der könnte ein Prozess sein, der uns allen guttut in den Herausforderungen, die wir zu bestehen haben, die sind jetzt oft genug beschrieben worden. Die Europäische Union ist eigentlich ein Stück einsamer geworden in den großen Krisen dieser Zeit, weil die USA – das ist oft beschrieben worden, man kann es in vielen Konflikten beobachten – wollen uns nicht mehr aus jeder Schwierigkeit heraushelfen, die erwarten von uns – und das ist in der Ukraine-Krise glasklar geworden –, dass wir Europäer, wenn wir wollen, auf unsere Art gemeinsame Lösungen finden. Und wenn ich da an die neue Kreml-Strategie denke, wenn ich nach Syrien schaue, wenn ich an die Zuspitzung in der Welt denke, dann kann ich nur sagen: Mit dem Vereinigten Königreich wird die Europäische Union diese Krisen besser bestehen, auf europäische Art, aber es gilt eben auch andersherum: Das Vereinigte Königreich wird doch diese Krisen nur besser bestehen können, wenn es diese Einigkeit in der Europäischen Union gibt.

Schade, dass das Flüchtlingsthema so arm bearbeitet worden ist! Herr Juncker, Sie haben gesagt, immer dann, wenn es ganz schwer wird, dann einigt man sich. Das ist aber bei diesem Gipfel in der Flüchtlingsfrage überhaupt nicht passiert, sondern wir sehen, wie in einer Kettenreaktion – auch als Folge der Unfähigkeit in der Flüchtlingspolitik – die Grenzen in Europa hochgezogen werden, man sieht sogar jetzt auch immer mehr Entscheidungen, dass diese Grenzen militärisch geschützt werden. Das Thema ist vertagt auf den Gipfel mit der Türkei. Ich wünsche denjenigen, die eine gerechtere Flüchtlingspolitik verankern wollen, die wollen, dass die Europäische Union fair mit den Menschen in größter Not umgeht, zum Beispiel in Syrien und um Syrien herum, dass sie großes Verhandlungsgeschick haben.

Die Themen sind weiterhin die gleichen: Verteilung in der Europäischen Union, das sollte, wenn man sich diese Zahlen anschaut, immer noch machbar sein, besseres Grenzmanagement, das wird viel kosten, das ist aber wichtig und muss rechtsbasiert passieren. Die NATO kann da einmal einspringen, aber sie kann doch nicht die Außengrenzen der Europäischen Union sichern. Und die größere Hilfe für Flüchtlinge in Jordanien, in der Türkei, das muss jetzt endlich auch passieren. Ich danke für Ihre Aufmerksamkeit und Ihre Geduld, Herr Präsident!

I think you’re giving the EU a lot of credit for things that it has not done, but you mentioned the deal. In my view, in the deal we have got rid of the words ‘ever closer union’, which never had legal force, and we have got this emergency brake, although it is not clear how it is going to be applied, and it misunderstands the problem. My question to you is this: can you think of any other concrete example of anything that Cameron has actually achieved in this deal?

  Nigel Farage, on behalf of the EFDD Group. Mr President, it is already rather exciting, isn’t it? It is referendum season and the referendum is coming – on 6 April in the Netherlands – where they are going to have a referendum on the Ukrainian deal, and the opinion polls show that they are going to reject it. And, just today, Mr Orbán has announced that there is going to be a referendum in Hungary on whether they should be forced to accept mandatory quotas for migrants after the grievous errors of the EU’s common asylum policy, not to mention Mrs Merkel’s pronouncements. And overnight we get a Czech Premier telling us that there is now demand building in the Czech Republic to have a referendum on membership. Oh, and I nearly forgot, there is going to be a British referendum on 23 June on whether we remain in or leave the European Union.

This follows a 40—hour summit, where Mr Cameron, doing his modern day impression of Oliver Twist, went up to Mr Tusk and said, ‘Please sir, can I have some more concessions?’ Well, he didn’t get very much did he? We are allowed to change – ever so slightly – migrant benefits for a short period of time, and we are told that, in future, we will not be committed to ever closer union. And, on the basis of all that, we are going to have a referendum which the Prime Minister says is on a deal that is legally binding. Indeed Mr Tusk joined in with this today by saying the British deal was legally binding. To top that off, Mr Cameron has told us that he will lodge the deal – will lodge the documents – at the United Nations. But frankly, you might as well lodge an old pair of socks, because the fact of lodging a document there is completely meaningless – you could use a safety deposit box.

But is this deal legally binding, Mr Tusk? Well, the ECJ itself said in 2008 that the obligations imposed by an international agreement cannot have the effect of prejudicing the constitutional principles of the EU Treaties, which means that the ECJ rules in favour of the existing Treaties until we get a new treaty. But who’s to say there is going to be a new treaty? Any new treaty would trigger yet more referendums and would not, I think, be favoured by the big Groups in this Parliament.

But of course, we have an emergency brake. That has been judged to be a great success but, crucially, that happened through secondary legislation that can be voted on by this Parliament. So what happens? We have a referendum. We follow Mr Cameron, we vote to remain and then we come back to this Parliament. Is this Parliament going to support British exceptionalism? I think we have heard voices today that make it perfectly clear that this will not happen. So the deal, Mr Tusk – and Mr Cameron if you are listening – is not legally binding in any way at all.

I have to say that the British public will decide which is our safest option. Is it safe to stay within an organisation whose own police boss tells us there are 3 000 to 5 000 terrorists who have now come into our continent through the migrant crisis, or is it safest to take back control of our own borders and our own democracy? After much consideration, I have decided to opt to vote for us to leave.

  David Casa (PPE), blue-card question. We all know that Mr Farage has been working for Britain to leave since I joined this Parliament 11 years ago. He tried local elections in the United Kingdom, but he did not have any success. Then he went for the general elections in the United Kingdom – hardly a success there; on the contrary, he secured a bigger majority for David Cameron and the Conservative Party. If, in the referendum – which he always wanted – the majority of the British people say ‘yes’ to staying in the European Union, will he call it a day and retire from politics, or would he want another chance to stay here, enjoying the company of us Europeans?

  Nigel Farage (EFDD), blue-card answer. Well Mr Casa, I do not know who has been briefing you on UKIP’s electoral history. You perhaps have not got a very good memory, but in 2014, with 28% of the vote, UKIP won the European elections, topping the poll across the United Kingdom: the first time since 1906 that a party that was not Labour or the Conservatives had won a national election. So I hope that brings you up to speed.

As for the referendum, I believe it is a once-in-a-lifetime opportunity. I am certain that, if we vote to remain, we are unlikely ever to get another opportunity, and we will sink deeper inside this political union. But I think there is every chance now that the momentum is on our side of the argument. So yes, we are going to vote to leave and, within a short period of time, all the British MEPs will be gone. How about that?

  Marine Le Pen, au nom du groupe ENF. Monsieur le Président, attention avec les analyses sur les résultats des mouvements politiques dans leur pays respectif. En France, je crois que les socialistes sont descendus aux dernières élections à 22 % et personne n'a démissionné.

Mesdames et Messieurs les députés, dans quatre mois, les Britanniques voteront lors d'un référendum qui décidera si leur pays doit rester ou non dans l'Union européenne. Ce choix d'un scrutin populaire pour trancher un enjeu si important est absolument légitime et démontre une belle vitalité de la démocratie britannique, contrairement à la situation en France. D'ailleurs, les médias n'ont pas tous la même position unanimement proeuropéenne. Il y aura donc de vrais débats démocratiques, un fourmillement d'idées, d'analyses, de prises de position. On y voit la liberté de pensée en action, la liberté d'opinion et le respect de toutes les opinions – l'essence de la démocratie, en somme.

Cette réflexion sur le Brexit sera, pour les Britanniques, l'opportunité de faire un bilan d'étape de l'appartenance aux institutions européennes décidée en 1970. Si le bilan n'est pas convaincant, ils prendront un autre chemin, le chemin de la liberté, le chemin de la souveraineté. Ils retrouveront ainsi les moyens de résoudre les problèmes de leur temps. La déclaration des droits de l'homme et du citoyen de 1793 exprime dans son article 28 un principe clair et juste: "Une génération ne peut assujettir à ses lois les générations futures". Une génération de Britanniques avait choisi d'inscrire l'histoire récente du Royaume—Uni dans l'Union européenne. Cette génération ne peut aujourd'hui imposer les institutions européennes, sans débat ni vote, aux générations actuelles. Ce référendum est dans la logique même de la démocratie: il est donc parfaitement légitime.

L'Union européenne nous impose ses innombrables lois à l'ombre des traités signés par nos gouvernements successifs, mais ces décisions sont prises par des personnes non élues, le plus souvent sans véritable débat démocratique et sans aucun débat médiatique. Par ces décisions iniques et à rebours des intérêts de ses administrés, l'Union européenne se comporte comme une tyrannie en exercice, arrivée de manière légale au pouvoir, mais qui en fait un usage injuste et dangereux. Et l'organisation du simulacre d'accord mis en scène ne changera pas cette cruelle réalité, pas plus que les menaces ou les chantages qui se multiplient du côté du système, ou encore les sondages sûrement réalisés par M. Soros que brandit M. Weber, qui préfère manifestement les sondages au référendum, semble-t-il. Vous ne pouvez pas refuser d'être jugés par les peuples, et accessoirement sanctionnés par eux, car c'est là précisément l'essence même de la démocratie. J'espère que la sanction pour vous sera brutale, car la récompense pour le peuple britannique sera la liberté.

  Diane Dodds (NI). Mr President, as we in the United Kingdom look towards our very own Independence Day on 23 June 2016, we do so knowing that, despite the best efforts of our Prime Minister to deliver change, the EU is neither willing nor able to do so. The new settlement promised to us in 2013 by David Cameron has been ditched, our sovereignty will continue to be eroded and our security will continue to be at risk. We will continue to send billions more to the EU than we get back, and the fundamental flaws of membership will remain. But even if we look at the mediocre tweaks being hailed by those advocating staying in, they bring with them no guarantees. There will be no guarantee of treaty change. This Parliament can unravel the deal, as can the ECJ.

What we have before us is a charade, an attempt to deceive the British people with a pig-in-a-poke deal. My message to my constituents is this: don’t buy it. Believe in our United Kingdom because, in the words of that wonderful Belfast-born author, ‘There are far, far better things ahead than any we leave behind’.

Because it did create a space to negotiate for those who were in disagreement, to put it mildly, and therefore, do you not see the value of the European Union in peace work generally, but in particular in Northern Ireland? And while we cannot interfere in the UK referendum, as a neighbour of yours on the island of Ireland, we do have to have a say and our voices need to be heard. I hope you will accept that.

It is indeed a very relevant one and I have always acknowledged the role that this place, this Parliament and these institutions have played in making sure that there were peace funds available to Northern Ireland. However, Open Europe, for example, has estimated that in terms of Structural Funds, for every pound sterling that Northern Ireland gets back, it costs us GBP 1.58.

In terms of good relationships with our neighbours in the Irish Republic, of course I welcome the fact that today we have much better relationships than we have ever had before, and I hope and know that this will continue. And can I make a plea to you, Ms McGuinness, to your Taoiseach and to any future UK Prime Minister, that what we need in Northern Ireland is a genuine and honest debate, and not the scaremongering tactics that we have so far seen from those who threaten us with all kinds of things in Northern Ireland if we do not toe the European line?

  Herbert Reul (PPE). Herr Präsident, Herr Präsident der Kommission, Herr Ratspräsident! Bei der letzten Debatte über die Lage in Europa und über den Rat habe ich auch zu denen gehört, die kräftig kritisiert haben, dass im Rat nur noch Egoisten sitzen, die sich streiten und die eigenen Interessen in den Mittelpunkt stellen. Deshalb finde ich es jetzt auch angemessen zu sagen: Dieser letzte Gipfel war ein Gipfel, der bewiesen hat, dass es auch anders geht. Ich bin sehr zufrieden und sehr glücklich, dass der Rat beim letzten Gipfel endlich wieder Entscheidungen getroffen hat, gezeigt hat, dass man auch schwierigste Fragen lösen kann. Deshalb: Danke an Präsident Tusk und an alle, die daran mitgearbeitet haben. Das ist endlich der Beweis: Europa ist arbeitsfähig, handlungsfähig, auch in schwierigsten Fragen.

Wenn das dazu dient – wie Frau Harms sehr richtig gesagt hat –, dass sich nicht nur in Großbritannien die Bevölkerung darüber klar wird, wie bedeutsam und wie wichtig dieses europäische Projekt ist und wie wertvoll es vielleicht auch sein kann, sondern wenn es auch dazu dient, dass wir uns auch im Rat und im Parlament vergewissern, wie bedeutsam und wichtig uns dieses Projekt Europa ist und dass wir uns dafür einsetzen müssen und vielleicht an der einen oder anderen Stelle auch mal einen schwierigen Kompromiss treffen können, dann war die Sache extrem wertvoll, dann ist die Sache eine extrem wertvolle neue Chance für Europa.

Ich hoffe und wünsche mir, dass insbesondere das Thema der Flüchtlinge gelöst wird. Herr Fox, ich schätze Sie, aber dieses Problem der Flüchtlinge in Europa ist nicht das Problem der Einladung von einer Kanzlerin. Das ist barer Unsinn. Sondern das ist ein Riesenproblem mit einer großen Dimension. Das löst man eben nur gemeinsam und nicht, wenn einer alleine meint, sein Spielchen zu machen.

Die Entscheidung am letzten Wochenende kann ein Anfang dafür sein, solche großen Projekte zu lösen. Und ich sage Ihnen: Wenn wir das nicht machen, werden wir alle ein Desaster erleben!

  Glenis Willmott (S&D). Mr President, we could use this debate to discuss the details of the deal struck last Friday, but that would be to miss the point. The deal was done, and now the clock is ticking. While the summit has finally given the British Prime Minister what he needed – to speak out loud and clear in favour of our EU membership – it is not Friday’s deal that is on the ballot paper for the UK referendum.

The question facing the British people is far more significant than anything that can be agreed over a very late breakfast in Brussels. It is about the very future of Britain as an outward—looking global player. It is about the future of Europe at a time when we need international cooperation to face the challenges of an uncertain world. For too long, politicians in Britain have shied away from the big arguments about Europe. We have allowed debate to be dominated by those on the other side of the Chamber and by those who are willing to stoke fear and divide communities to drive forward their ideological agenda, and by those who go heavy on the rhetoric and bluster but are in short supply of actual answers when asked about their alternatives to Britain holding its head high as an active and leading member of the EU.

Colleagues, it is time we called out those who claim to speak for Britain but who, in truth, represent only a fraction of the British people. It is time we called out those who claim to be making a patriotic case but argue for a course of action that would diminish our country’s standing in the world. It is time we called out those who claim to care about working people but are pushing for the choice that means less job security and fewer working rights. That is why Labour is already out there, going from door to door, street to street, making the case not just for Britain to remain a member of the EU but for it to be once again a leading player in Europe. Thanks to campaigning by Labour and the trade unions, we have been able to block early efforts by the Tories to weaken workers’ rights as part of their negotiations. Those rights to paid holiday, equal pay and a safe place to work will feature front and centre of our campaign to remain.

We will be making a positive case about Britain’s place in the world and about the fact that, on everything from the environment to the economy, Britain is stronger when working together with its European partners. There is still much we can do to make Europe work better for our constituents. Nobody should be under any illusion: after the referendum is won, after the legislation agreed at this summit is passed, our job of reforming Europe is not done. But for Britain to have an influence on this process, we must have a seat at the table. So, for Britain and for Europe, we will fight with every breath to win.

Mr President, I always like to cite my favourite television programme – Yes Prime Minister – in particular the episode where Sir Humphrey says: ‘Minister, Britain has had the same foreign policy objective for at least the last 500 years: to create a disunited Europe. In that cause, we have fought with the Dutch against the Spanish, with the Germans against French, with the French and Italians against the Germans, and with the French against the Germans and the Italians. Divide and rule, you see. Why should we change now, when it’s worked so well?’ Well, as a Dutch Liberal and as a European, I would say this: let us prove Sir Humphrey wrong on 23 June.

Dear British friends, we want you in; we need you in, and not because of some vague deal but because only with a strong united Europe can we respond to the challenges of the 21st century: refugees, terrorism, climate change and the energy crisis. Only together can we make the lives of our citizens better by seizing the fantastic opportunities of the internet era and the global economy.   Martina Anderson (GUE/NGL). Mr President, pushing workers beyond the poverty line because of their nationality is not the way to keep Britain in the EU. Vague promises of competitiveness and semantic victories on an ever closer union will not satisfy the thirst of the Eurosceptics. You could hear it here today.

Without doubt the EU is far from perfect. It is too distant from citizens, it lumbers on with a staggering democratic deficit and drains power from where it should reside, which is, without doubt, national parliaments. But the EU does offer fundamental protections in the fields of workers’, consumers’ and human rights. It presents opportunities for progressive forces to unite. It has supported the Irish peace process and projects aimed at reducing the impact of the border through INTERREG and peace funding, with examples like at the footbridge uniting Pettigo in County Donegal and Tullyhommon in Fermanagh.

Much-needed structural and agricultural funds have made a huge and positive impact on the North of Ireland, and there are thousands of constituents with no faith in a British Government replacing those funds post-Brexit. For these reasons, Sinn Féin will campaign vigorously against a Brexit. Ireland’s place is in Europe – north and south.

Mr President, this is a time of intense political debate in Wales, because prior to the EU referendum in June we have elections in May for the new Welsh Government and Assembly. We are talking about how to build a strong and sustainable economy and thriving communities, and for me the messages go hand—in—hand. My party, Plaid Cymru – the Party of Wales – believes that Wales’s natural home is in Europe, and we will be campaigning to ensure that our successful relationship and partnership flourishes in future. Wales benefits from EU membership economically, socially and culturally. We want a stronger voice for Wales in Europe and we will continue to work for that, but this referendum is about the bigger picture. It is about the kind of nation we want Wales to be, and for the kind of Europe that we want for the future: one where we, here in Wales, like other countries, can contribute to building a fairer and a better society.

Our message is a positive one. We believe it is in the interests of all our people – our rural and urban areas, our workers and companies, and most of all our young people – for us to remain in the European Union. We have to remember that this is a choice we are making not just for ourselves but for future generations as well.

  Marcel de Graaff (ENF). Opiniepeilingen laten zien dat een meerderheid van de Britse bevolking wil dat het Verenigd Koninkrijk uit de Europese Unie stapt. De Europese Unie laat zien dat ze niets op heeft met de wil van het Britse volk en de democratie. Alles is in het werk gesteld om een Brexit te voorkomen, met een flutakkoord tot gevolg! Het Verenigd Koninkrijk krijgt geen millimeter soevereiniteit terug. Cameron laat zien dat hij, net als Rutte, uiteindelijk gewoon aan de leiband van de Europese Commissie loopt.

Het Britse volk verdient beter, de volken van Europa verdienen beter: een vertrek uit de EU, om weer baas te zijn in eigen land. Het referendum in Groot-Brittannië is daarvoor een historische kans. Ook in Nederland wil 53 procent een Nexit-referendum. Mijn oproep is dan ook om dit vandaag nog uit te schrijven. Op naar een Europa van samenwerkende soevereine staten, op naar meer vrijheid en meer welvaart.

  Udo Voigt (NI). Herr Präsident! Wir haben heute einiges darüber gehört, was alles nicht funktioniert und nicht umgesetzt worden ist. Unter anderem sind die Gelder und die Milliarden-Versprechungen – die Geldgeschenke für die Türkei – auch noch nicht zusammengekommen. Wie kann man hier eigentlich annehmen, dass – egal, wie viele Milliarden Sie der Türkei geben – diese Türkei etwas an den Verhältnissen ändern würde?

Die Türkei hat doch ein Interesse daran, das Nachbarland Griechenland zu destabilisieren und nicht etwa zu stabilisieren. Ich frage mich also: Wenn das der letzte Strohhalm der EU sein soll, dann kann die EU sowieso bald einpacken. Es wird viel über den Brexit und die katastrophalen Folgen geredet. Ich denke, er hat keine katastrophalen Folgen für Europas Zukunft. Wenn England geht, ist wieder Hoffnung in Europa, dann werden wir kein Europa der Integration fremder Völkerrassen und Kulturen haben, dann haben wir die Chance auf ein Europa der Vaterländer souveräner freier Völker.

  Françoise Grossetête (PPE). Monsieur le Président, permettez-moi de paraphraser un ancien président français, dont les mots n'ont jamais sonné aussi juste, en avertissant: "Notre maison brûle et nous regardons ailleurs".

Nous ne partageons pas les mêmes priorités: 48 heures de discussions et aucune avancée substantielle sur la crise migratoire, alors que des milliers de désespérés affluent sur notre continent. Tout cela paraît indécent, car pendant ce temps nos dirigeants, afin empêcher le Brexit, parvenaient à s'entendre, miraculeusement, pour sauver la carrière politique de David Cameron, ouvrir la boîte de Pandore de l'Europe à la carte et court-circuiter tous ceux qui veulent poursuivre le projet européen.

Comment convaincre nos concitoyens que l'Europe peut faire face aux flux migratoires, peut les protéger contre le dumping chinois, peut lutter contre Daech et faire jeu égal avec les États-Unis, alors qu'elle abdique devant ses propres membres: la Grèce hier, le Royaume-Uni aujourd'hui. Un seul État membre peut-il prendre en otage les 27 autres? Les seules victimes sont la solidarité et le projet européen. L'instabilité politique, économique, sociale et environnementale dans le monde exige de nous tous d'être unis. Nous voulons le Royaume-Uni dans l'Union européenne. La balle est dans le camp des Britanniques, qui doivent savoir qu'il n'y aura pas d'autres négociations.

On ne peut pas se jouer de l'Europe. Il est temps, surtout, que les États membres soient plus pompiers que pyromanes.

Cependant, nous venons d'apprendre que la Bourse de Francfort vient de décider de passer un accord avec celle de Londres. Cela n'est-il pas la preuve que le Brexit n'effraye nullement les milieux d'affaires et que le Royaume—Uni va pouvoir reprendre sa liberté sans que cela lui porte en quoi que ce soit préjudice?

C'est pour cette raison qu'il est indispensable qu'il y ait 500 millions de citoyens européens ensemble dans le cadre de la mondialisation et que nous avons besoin du Royaume-Uni. Mais lorsqu'on voit l'effondrement de la Bourse de Londres, je pense que vous n'avez pas tout à fait raison.

  Enrique Guerrero Salom (S&D). Señor Presidente, no sabemos qué es lo que va a suceder dentro de cuatro meses en el Reino Unido —y ojalá que la decisión sea permanecer en la Unión—, pero sí sabemos lo que ocurre día a día en las ciudades, en las calles de la Unión Europea. A fuerza de sucesivas crisis de refugiados, de seguridad, del Brexit, hemos olvidado que vivimos en una crisis permanente, desde hace unos años, de crecimiento, de empleo, de derechos sociales y de salarios bajos. La OCDE ha publicado sus perspectivas la semana pasada: la zona del euro crece el 1,4 %, Alemania, el 1,3 %, Francia, el 1,2 %, Italia, el 1 %; y eso significa que no somos capaces de responder a la crisis que está en el origen de las otras crisis que están, en estos momentos, destruyendo la Unión Europea.

¿Por qué sucede eso en un entorno de políticas monetarias excepcionales, en un entorno de tipo de cambio favorable, en un entorno de bajo precio de las materias primas? Porque no hay una política fiscal expansiva, que es lo que necesita en estos momentos la Unión Europea. Y por eso, la OCDE pide políticas fiscales más ambiciosas, pide más inversión en el corto plazo y en el fundamento del largo plazo. Y quien dice esto no es una conspiración de keynesianos que han tomado la OCDE ni un conjunto de socialistas. Es el sentido común y la evidencia de lo que ha pasado en los últimos años. Por eso, piden que el plan Juncker se aplique con mayor determinación y, por eso, piden que el Banco Europeo de Inversiones asuma mayores riesgos.

Cuando vamos al asunto de la inmigración, de todo lo que se habla es de contener, pero no hay suficientes compromisos para aplicar lo que ya se ha aprobado. El Presidente Juncker ha dicho que el Consejo ha confirmado lo ya aprobado. Lo he entendido como una ironía. Espero que en marzo realmente se empiece a aplicar.

  Janice Atkinson (ENF), blue-card question. Mr Guerrero, as a Socialist, do you actually buy into what David Cameron has put on the table? So we have a two-speed Europe, but your citizens across the eastern European states – Poland, Romania and others – that come to our countries to work, are treated as second-class citizens. Because if Cameron gets a change to the Treaties – and let us bear in mind that he has to get a change to the Treaties – then your citizens cannot come to my country and claim in-work benefits. Now, I do not believe in second-class citizens. I believe, if you are going to buy into the EU, that you should be buying into it wholesale, not having an option to opt out. Is your Socialist Group going to accept this two-speed and second-class Europe?

  Pavel Telička (ALDE). Mr President, I come from a country which was outside the integration process for 40 years – not because of our own will, but because things turned out like that after the Second World War. While it is up to the Brits to judge, I can tell you that it makes a hell of a difference whether you are inside the European Union or outside – with all its imperfections, weaknesses, difficulties and disagreements. But it is for our British colleagues to judge. I can only say that we want the UK in; we need the UK in, and that is why I am ready to accept an agreement which I find problematic on a number of provisions – I am ready to pay that price, I am ready to sacrifice. On a second and related point: this cannot be the end. This has to be the start of reforms that the European Union badly needs in a number of areas. Some of them are on the agenda today, and some of them are yet to come. My final remark is on migration: President Tusk, if you look at the European Council conclusions (and I know you have put a lot of effort into it), this is not what will deliver. March has to be the month when we deliver in concrete ways and when the first fruits really come, so that citizens will understand and believe that we are on the right track.

  Luke Ming Flanagan (GUE/NGL). Mr President, millions of people of Irish descent will vote in the Brexit referendum. I suggest they listen to what I have to say here and judge the way they vote depending on how I get answered. Mr Juncker, who could not even be bothered to stay in the Chamber: at the last plenary I asked: would you work with us towards lifting the unjust, unfair 31 billion promissory note burden that had been placed on our shoulders? I quoted the fact that the banking inquiry in Ireland had pointed the finger directly at the ECB and had found that successive Irish governments had in fact been bullied into accepting debt that could have been avoided. You did not even reply. Since then, the Supreme Court in Ireland has been hearing an appeal by a Member of Parliament into the constitutionality of those notes. In its defence, the state argued that the moment the notes were issued, they were not just a promise of billions to what even then was an insolvent and non-systemic bank; they were in fact capital, capital that was raised from the ELA fund. This was a blatant violation of its rules, as the fund was only to be used for solvent institutions – and yet it was sanctioned by the ECB. Why? Because it feared contagion.

Mr Juncker, wherever you are, 31 billion more than the entire combined tax take of Ireland in 2010 was put into this. Would Britain put up with it? Would Luxembourg put up with it? Would France put up with it? To the Irish living in Britain: why aren’t these questions being answered? So far my conclusion is: because they don’t bloody well care in here. Unless it changes, vote to leave, Irish people in Britain.

Regarding your application of voting to the Irish citizens who reside in the rest of the United Kingdom, including in my country, England: I find it extraordinary really that you should be saying that. I do not see how that is possibly going to help you or your cause in terms of the Irish Republic and its debt overhang in the banking system.

Are you advocating that your country leaves the European Union and rejoins the United Kingdom and the Sterling zone? Is that the logic of what you are saying? What do you say to the fact that, if there is a vote to leave, there will be a customs border between Northern Ireland – which is part of United Kingdom – and the Republic, which will impede trade and put more burdens economically on the Republic? How do you account for that? How is that going to help prosperity and jobs in the south – in the Republic – if there is a customs border which will actually stop the flow between Northern Ireland, which will still be in the United Kingdom and therefore outside of the European Union, and your country, which will still be in the European Union and in the customs union?

  Luke Ming Flanagan (GUE/NGL), blue-card answer. It is ironic, given that I said the Irish people were not being listened to, that you did not actually listen to what I said as an Irish MEP. What I said was that, unless we get decent answers on this – because we were robbed: EUR 500 million on three occasions this year has been borrowed and burned because of this – what I am saying is that, if the Irish people do not get listened to here, they should take that into account, the ones that live in Britain – some of them who had to leave during this crisis, some of them in their 20s – a quarter of a million people from Ireland had to leave. What I said was that, if we do not get an answer, what else can you conclude but that the European Union does not listen? Well of course, unless it is bringing in right-wing policies like impoverishing poor people even further.

  Molly Scott Cato (Verts/ALE). Mr President, Greens want Britain to remain part of the EU because we believe that we need to work together on shared solutions to the collective challenges that we face. Climate change, the pollution of our oceans, terrorism and the refugee crisis show no respect for borders and require collaborative and cooperative solutions. So far, the debate about whether our future lies in Europe or not has been dominated by middle-aged men in suits – but this was the boring part, like the trailers and the adverts that you have to sit through before you get to the film you came to watch. The main feature is starting now, and we all get a starring role and everybody gets an equal say. Personally, I share the concerns of those who believe that European politics have sometimes run ahead of what people in the UK and other parts of Europe as a whole are comfortable with. But I still believe that the European story should be celebrated: a story of different peoples and cultures working together for the common good. We all know that the EU is not perfect, but we need to stay in it to transform it. The referendum campaign is a chance to have a conversation about how another Europe is possible. Let us talk about how corporate influence can be curtailed and the institutions of the EU made more democratic and accountable to the citizens of Europe. It is a unique opportunity to re-establish a Europe by the people and for the people.

  Harald Vilimsky (ENF). Herr Präsident! Sehr geehrte Damen und Herren! Ich darf zunächst meiner Freude Ausdruck verleihen. Denn am 23. Juni findet in Großbritannien ein großer demokratischer Akt statt, bei dem die Menschen selbst über ihre eigenen Belange demokratisch entscheiden können. Auch in den Niederlanden – entnehme ich den Medien heute – gibt es eine demokratische Mehrheit für ein Referendum über den weiteren Verbleib in der Europäischen Union.

Auch in meinem Land, in Österreich, gibt es eine sehr starke Unzufriedenheit mit der Europäischen Union, und ich frage vor diesem Hintergrund: Wieso soll es nicht möglich sein, dass auf jenem Kontinent, wo die Demokratie geboren wurde – ob das jetzt in Island oder in Griechenland war, darüber sollen sich die Polithistoriker entsprechend streiten – , dass auf unserem Kontinent die Demokratie wieder Einzug hält? Nichts ist besser als Demokratie. In jedem Staat, in jedem System hat einer immer Recht, und das ist die Bevölkerung selbst. Das sind nicht Sie, das sind nicht wir und meine politischen Freunde, das ist der Souverän, die jeweilige Bevölkerung. Europa kommt nur dann einen Schritt nach vorne, wenn es auch wieder gelingt, die Menschen in die demokratische Entscheidungsfindung miteinzubeziehen und sie nicht außen vor zu lassen.

  Janusz Korwin-Mikke (NI). Pan Donald Tusk powiedział, że zależy mu na swobodnym przepływie ludzi w Europie; zapomniał, że Zjednoczone Królestwo nie jest w Schengen i jakoś z tym żyjemy. Co do uchodźców, Anglia udzielała schronienia nawet Karlowi Maksowi, ale nie płaciła mu zasiłków.

Potrzebujemy Schengen, potrzebujemy Europejskiego Obszaru Gospodarczego, ale nie potrzebujemy bandy polityków i biurokratów decydujących o homoseksualistach w Kirgistanie i gorylach w Kongo. Gdyby Brytyjczycy usłyszeli tę dyskusję, 90% głosowałoby za Brexitem.

Dlatego też liczę, że Zjednoczone Królestwo wystąpi z Unii Europejskiej, wróci do Europejskiego Stowarzyszenia Wolnego Handlu, a w ślad za nim pójdą Czechy, Polska, Słowacja, Węgry i inne miłujące wolność kraje. A poza tym sądzę, że Unia Europejska musi zostać zniszczona.

  Esteban González Pons (PPE). Señor Presidente, el acuerdo con el Reino Unido no es el que queríamos, pero era el único posible. Hemos cedido todos para no perder todos, pero no nos engañemos, no es una buena noticia, representa un paso atrás. La generación que vivió las dos guerras mundiales y sus consecuencias está desapareciendo: cada vez hay menos europeos que recuerdan las causas de la Segunda Guerra Mundial y sus consecuencias. Y eso es peligroso.

Construimos una Europa para evitar nuevos enfrentamientos nacionales y estamos empezando a aplaudir a los líderes que utilizan los enfrentamientos nacionales para ganar popularidad.

Europa no se construyó y hubo una guerra. Hubo una guerra y se construyó Europa. No la deconstruyamos, no volvamos a caer en los errores del pasado, en el nacionalismo y en el populismo. Hemos hablado mucho de los riesgos exteriores, pero los verdaderos riesgos para la Unión Europea están en el interior, como en 1939: son el viejo nacionalismo y el viejo populismo.

La Unión Europea es la única vacuna de la que disponemos, repito. No la debilitemos.

Europa necesita al Reino Unido. Pero entiéndanme bien, Inglaterra, Gales, Escocia, Irlanda del Norte, juntos o por separado, necesitan mucho más a la Unión Europea, porque fuera de la Unión Europea hace mucho frío.

Y déjenme que diga una cosa para terminar: se celebrará el referéndum. Los británicos decidirán si siguen o si no, pero yo les digo una cosa, y debemos repetirla todos: «Europa, hagan lo que hagan los británicos, seguirá». Como esta tarde, que estamos hablando del Reino Unido sin ingleses en la sala. Es una buena metáfora.

  Roberto Gualtieri (S&D). Mr President, the settlement that has been negotiated and unanimously agreed by all 28 Member States is, I think, a fair and balanced deal. All the institutions should be proud that the EU has been able to deliver in a timely manner.

The settlement recognises that the UK can continue to benefit from the single market without being bound to the principle of ever closer union and to further political integration, while this principle remains fully valid for the others. The settlement guarantees against the pound suffering discrimination and, at the same time, is fully in line with the Treaties and with the need to preserve a level playing field across the single market and within the single rule book.

Furthermore, the settlement recognises, at the same time, the need for further euro area integration. For these reasons, if British citizens decide to stay, we will examine the Commission proposal with the highest respect. We will respect the agreement and we will not prevent or delay its implementation. Legally speaking, of course, Parliament can only formally speak in an appropriate procedure on the basis of the Commission proposal but, politically speaking, I think that this debate clearly shows that the settlement commands a broad majority in this House. So we will be fair. We will keep our word. Now it is time for British citizens to safeguard their prosperity and their future.

  Catherine Bearder (ALDE). Mr President, I would like to thank the EU leaders for their tolerance for yet more British demands. They recognise the importance of a deal for Mr Cameron, but mostly for his own party. Now the battle begins: the referendum is under way, but it is not yet safely won. We have been fed lies and scare stories over 20 years from a largely foreign-owned media and comical characters such as Mr Farage.

The stakes could not be higher. People I speak to want to know their future will be prosperous, stable and secure. Staying in Europe is the best way to guarantee that. Businesses know that access to the world’s largest single market far outweighs any free trade deals, but the work of the EU is so much more – it is migration, climate change, terrorists – all these. We must work together on these issues. Those calling for EU exit are like lemmings running to the cliff’s edge, but they cannot tell us what is on the other side. That is not patriotic; it is idiotic. Let us remain in, together, with a Britain to be proud of to hand on to our future generations.

  Judith Sargentini (Verts/ALE). We kunnen top na top over de vluchtelingencrisis organiseren. Met Turkije, zonder Turkije. Met Griekenland, zonder Griekenland. Met Oostenrijk, met de Balkan en nog een keertje zonder Griekenland. Maar we zullen de asielcrisis, de vluchtelingencrisis niet onder controle krijgen als we weigeren te praten over het feit dat er afgelopen jaar een miljoen mensen naar hier zijn gekomen en dat we dat het komende jaar weer kunnen verwachten.

Als we praten over het sluiten van grenzen, de buitengrenzen en de binnengrenzen, dan zijn we aan het wegkijken. Dat is wat de ministers van Justitie en Binnenlandse Zaken morgen weer gaan doen als ze de mogelijkheid gaan bespreken om weer een nieuw artikel in het Verdrag van Schengen te gebruiken om de grenscontroles nog wat langer op te leggen. Mijnheer Tusk, leiderschap is erkennen dat wij vluchtelingen een plek moeten geven en dit probleem niet afschuiven op Griekenland of Turkije.

Για εσάς το προσφυγικό πρόβλημα οφείλεται στις συνόδους κορυφής στις οποίες αναφερθήκατε, ή στο γεγονός ότι δεν υπάρχει βούληση όλα τα κράτη μέλη να συμφωνήσουν με τις αποφάσεις της μετεγκατάστασης, αλλά και η Ευρωπαϊκή Ένωση να ασκήσει μια πιο πιεστική πολιτική στην Τουρκία ώστε να τηρήσει όσα έχει υπογράψει για επανεισδοχή των οικονομικών μεταναστών;

  Judith Sargentini (Verts/ALE), "blauwe kaart"-antwoord. Ik sta erop dat we het hier hebben over een vluchtelingencrisis en niet over een migrantencrisis. De mensen die in Europa aankomen, krijgen vrijwel allemaal een asielstatus. Verder denk ik dat u gelijk hebt dat er een probleem is met politieke wil en lidstaten die hun deel niet dragen.

Maar de suggestie dat wij Turkije nog wat harder kunnen aanpakken, is onzin. Want laten we eerlijk wezen, die 3 miljard euro is nog niet overgemaakt. Eigenlijk willen we helemaal geen nieuwe hoofdstukken openen voor Turkije. Want we willen eigenlijk helemaal niet dat het land lid wordt. We willen eigenlijk helemaal geen visumvrij reizen aanbieden en we willen dat de Turken die tweeënhalf miljoen vluchtelingen ginder houden. Wij hebben geen onderhandelingspositie, mevrouw.

Signor Presidente, onorevoli colleghi, questo dibattito non mi ha convinto sul fatto che ci sia qualcosa di male che i cittadini britannici possano decidere se stare o uscire dall'Europa e tutti questi vantaggi non mi pare che si vedano. Il Consiglio non ha deciso niente di significativo per l'immigrazione, ha regalato tre miliardi alla Turchia senza imporre dei vincoli, dei controlli.

Ma c'è una questione che io voglio porre all'attenzione del qui presente Presidente Tusk e anche di lei, Signor Presidente, e soprattutto della Commissione. C'è un cittadino europeo che è stato ucciso dopo essere stato torturato barbaramente: è un italiano, un giovane di ventotto anni, Giulio Regeni. E l'Europa, che si occupa di diritti umani da tutte le parti, non osa far sentire la sua voce. È una vergogna!

Noi vogliamo sapere dall'Egitto come sono andate le cose, quando diranno la verità richiesta più volte, anche specialmente, ovviamente, dal governo italiano. La voce dell'Europa e dell'alto commissario Mogherini è assente. È una vergogna!

  Λάμπρος Φουντούλης ( NI). Κύριε Πρόεδρε, το πρόσφατο Ευρωπαϊκό Συμβούλιο απέδειξε πως το οικοδόμημα της Ευρωπαϊκής Ένωσης δεν έχει κανένα μέλλον με την παρούσα μορφή. Κάποια στιγμή, σύντομα, οι εξελίξεις θα τρέξουν πολύ γρηγορότερα από όσο μπορεί να αντιδράσει ο δυσλειτουργικός αυτός οργανισμός.

Η Βρετανία απαιτεί ειδικό καθεστώς, εάν και εφόσον παραμείνει στην Ένωση, διότι με αυτό τον τρόπο διασφαλίζει τα συμφέροντα των πολιτών της και την εθνική της κυριαρχία. Όμως, και άλλες χώρες θα έπρεπε να δικαιούνται να επιτύχουν το ίδιο. Βεβαίως τα κράτη μέλη, αλλά και η ίδια η Ένωση, εύκολα υπέκυψαν μπροστά στις απαιτήσεις του Ηνωμένου Βασιλείου, αλλά λίγο καιρό πριν στραγγάλισαν την Ελλάδα εξαναγκάζοντας τον λαό της σε φτωχοποίηση. Αυτό όμως δεν είναι ούτε ισότιμη μεταχείριση, ούτε ευρωπαϊκή αλληλεγγύη, ούτε κανένα άλλο από τα ψέματα πάνω στα οποία έχει οικοδομηθεί αυτή η Ένωση.

Σχετικά με τα υπόλοιπα συμπεράσματα του Συμβουλίου, όσο και αν σας ικανοποιεί η έλευση του ΝΑΤΟ στο Αιγαίο, να γνωρίζετε πως ο ελληνικός λαός θεωρεί την κίνηση αυτή ως προδοσία, τόσο εκ μέρους της κυβέρνησης όσο και εκ μέρους των δήθεν συμμάχων μας, οι οποίοι χαϊδεύουν την Τουρκία, ένα κράτος χορηγό των τρομοκρατών που δεν έχει καμία θέση στην Ευρώπη.

Κάντε όσα σχέδια θέλετε για συνδιαχείριση του Αιγαίου, για τη μετατροπή της Ελλάδας σε αποθήκη λαθρομεταναστών, οι Έλληνες πολύ σύντομα θα δώσουν την πρέπουσα απάντηση στα σχέδιά σας.

  Elmar Brok (PPE). Herr Präsident, Herr Präsident des Europäischen Rates, Herr Kommissar! Ich möchte Herrn Präsident Tusk und Herrn Juncker danken für die gute Kooperation, die sie dem Europäischen Parlament während des Gipfels angeboten und verwirklicht haben. Ich glaube, wir haben die europäische Seele und die Interessen Europas nicht verkauft bei den Verhandlungen, und Großbritannien hat das bekommen, was es für ein erfolgreiches Referendum benötigt. Wir haben uns auch verpflichtet, dass wir zwar die Regeln der Unabhängigkeit der Gesetzgebung einhalten, aber dass wir uns politisch dazu verpflichten, das Projekt auch gemeinsam konstruktiv zu Ende zu tragen.

Ich glaube, dass das wichtig ist und dass die Atmosphäre der Verhandlungen das deutlich gemacht hat. Ich bin der Auffassung, dass dieser Deal auch rechtlich haltbar ist, und wir werden das auch in der Gesetzgebung danach sehen müssen, dass wir eine Gesetzgebung betreiben, die rechtlich haltbar ist.

Auf dieser Grundlage können wir auch das erfüllen, was David Cameron am Schluss der Verhandlungen gesagt hat: Auch Großbritannien hat in dieser sich verändernden Welt keine Chance mehr auf irgendeinen Einfluss, wenn es nicht gemeinsam mit Europa ist – im Kampf gegen Terror und vieles mehr. Wenn wir in diesen Tagen sehen, dass die Amerikaner und die Russen ohne uns einen Deal machen, dann sollte uns das endgültig wach machen, dass die Nationalstaaten nicht mehr in unsere Interessen allein schauen können. Das schaffen wir gemeinsam, oder wir werden es alle nicht mehr schaffen. Deswegen ist dies ein Weg, die Souveränität für unsere Völker zurückzugewinnen – über Europa. Ich hoffe, dass dieser Deal die Erkenntnis auch bei der britischen Bevölkerung, die zu entscheiden hat, verstärken wird.

  Elmar Brok (PPE), blue-card answer. The Treaty of Lisbon clearly says that 26 countries have obligations and commitments to the euro. Nineteen have fulfilled them, seven are on their way to doing so – and we have made this differentiation that they have to do that – and only two countries have opt-outs and opt-ins. We have kept the stability of the development of the euro; it is agreed that the eurozone can be deepened, and it is agreed that everyone here has the same right and a level playing field. But it was also agreed that these seven countries will have all the advantages of future member countries of the eurozone. We have also said that there is no multi-currency union; the euro is the currency of the European Union. That is the result, and it is accepted.

  Maria João Rodrigues (S&D). Mr President, you spoke about investing in Schengen, and I think this is a very good idea, because the current fragmentation of the Schengen area requires very urgent action and we need to build up a real European border. But what is a real European border? I think it should not be a wire wall, just building a kind of fortress Europe. A real European border with a 21st-century concept should rather be an infrastructure able to organise and develop the relationship between Europe and its neighbouring partners in such a way that a real European border should be an advanced infrastructure with logistics and intelligence and able to provide basic safety for European citizens, also to manage flows and provide assistance to refugees with decent standards. So I believe this is a big investment for the future, and I think this kind of investment should be decided quite soon.

  Janice Atkinson (ENF). Mr President, first of all I would like to welcome some constituents who are here from the South-East of England. I hope you have enjoyed the debate. Well that was a successful negotiation. David Cameron got precisely 1% of what he asked for, and only if there is Treaty change. I represented the ENF in the Conference of Presidents last week along with Mr Brok, but our arrogant Prime Minister decided he only wanted to meet half the MEPs and the EU leaders represented there, despite us actually representing hundreds of MEPs.

That meeting told me what the British people need to know. There will be no Treaty change; there will be no taking back control of our borders. There will be no restriction on the free movement of people; the so-called in-work benefits brake can be challenged by the EU courts; and the only vote on the deal by the MEPs in this Chamber is only indicative and not legally binding. So, Mr Brok, the Prime Minister’s deal is not worth the paper it is written on, and that was told to him by his Justice Secretary, Michael Gove, today. The EU courts and the EU politicians can rip it up straight after the referendum, and the only way to get real change is to vote leave.

  Michaela Šojdrová (PPE). Já vítám dohodu Evropské unie s Velkou Británií jako vyjádření společné vůle 28 zemí dále spolupracovat, a to za podmínek, které jsou přijatelné jak pro Velkou Británii, tak pro zbývajících 27 členských států a mají smysl.

Samozřejmě si musíme být vědomi toho, že z dohody vyplývá také nutnost dojednat změny legislativy a ty budou projednávány zde v Evropském parlamentu. Myslím, že tou hranicí jsou společné hodnoty a smlouvy, které nebudou změněny, a tato podmínka byla dodržena.

Já si vážím politiků, kteří jsou schopni vzdorovat populismu, a jsem ráda, že jsou zde také poslanci z Velké Británie, kteří se přihlásili ke kampani v boji za setrvání Británie v EU, jako to prohlásil pan poslanec Fox z ECR. Na rozdíl od něj zde zaznívá silný populismus, např. od pana Farage, který dezinterpretoval vyjádření českého premiéra, který upozornil na možnou vlnu dezintegračního dopadu, který může mít britské referendum, ale samozřejmě česká vláda neplánuje takovéto referendum. Nicméně, samozřejmě, že zde je toto riziko v případě, že by referendum nedopadlo pozitivně.

Osobně oceňuji velkou aktivitu předsedy Donalda Tuska a chci, aby se zasadil se stejnou aktivitou, se stejnou energií o řešení migrační krize.

  Josef Weidenholzer (S&D). Herr Präsident! Es ist gut, dass wir eine Entscheidungsgrundlage für das Referendum in Großbritannien haben, und es ist Sache des britischen Volkes, die richtige Entscheidung zu treffen, und da bin ich überzeugt, dass es sie treffen wird.

Leider sind andere wichtige Entscheidungen vertagt worden: Das ist die Flüchtlingsfrage, die uns momentan wirklich sehr stark beschäftigt, und es ist schade, dass das erst beim Gipfel am 5. März entschieden werden kann. Das ist die letzte Chance, die wir haben, und wir brauchen endlich eine Unterstützung der Kapazitäten in den Herkunftsländern, mehr Geldstrukturen, wirkliches Geld, mehr Sicherheit an den Grenzen. Die können wir nicht herstellen, indem wir einen exzessiven Ausbau der Binnengrenzen vornehmen, sondern wir brauchen die Unterstützung Griechenlands – nicht nur der Sicherheitsstandards wegen –, sondern wir brauchen auch die Menschenrechte in diesem Zusammenhang, und schließlich und endlich müssen wir endlich diese viel beschworene europäische Lösung zustande bringen.

Eine Umfrage der Bertelsmann-Stiftung hat uns gezeigt, dass die Bürger das erwarten. Es ist Zeit für Europa und nicht für nationale Alleingänge.

  Othmar Karas (PPE). Meine Herren Präsidenten, meine Damen und Herren! Beide Themen – die Flüchtlingsfrage und die Frage des Referendums im Vereinigten Königreich – haben etwas gemeinsam, nämlich dass es zu viele Politiker gibt, die einen Mangel an Ernsthaftigkeit an den Tag legen, einen Mangel an Aufrichtigkeit, die mit den Sorgen und Ängsten der Menschen spielen, statt sich mit der Lösung zu profilieren.

Beide Themen haben gemeinsam, dass es Menschen aus unseren politischen Lagern gibt, die innenpolitische, innerparteiliche Probleme und Konflikte, nationale Egoismen, persönliche Profilierungsversuche auf Kosten der europäischen Solidarität und des europäischen Projekts ausleben. Ich fordere Sie alle auf: Beenden Sie dieses Spiel! Es ist zu ernst, in der Flüchtlingsfrage wie in der Frage des Vereinigten Königreichs! Es geht um die Einigung Europas, es geht um diese Gemeinschaft. Es geht nicht um eine Renationalisierung und um das Ausleben eigener Egoismen und Profilierungsversuche.

Es muss sehr deutlich gesagt werden: Es ist inakzeptabel, dass der Rechtsbruch des einen mit dem Rechtsbruch des anderen gerechtfertigt wird. Es ist inakzeptabel, dass die Zäune des einen mit den Zäunen des anderen gerechtfertigt werden. Das europäische und das internationale Recht, unsere Werte und Beschlüsse sind ausreichend, um in diese Probleme eine Bewegung der Lösung und mehr Glaubwürdigkeit statt Chaos hineinzubringen.

Bet nieko nėra geriau, kada iš karto tam ir esame pasiruošę. Ar Jums neatrodo, kad Europos Komisija turėtų pradėti ruošti tam tikrą priemonių planą, su kuo susidurs Jungtinė Karalystė, jeigu jie iš tikrųjų išstos iš Europos Sąjungos. Mes turime kalbėti apie būtinybę ateityje London City įkurti, kaip kažkada įkūrėme reitingų agentūras pas save Europos Sąjungoje, turime pradėti kalbėti apie prekybinių sutarčių pasikeitimus, apie tai, kad, jeigu jie naudosis mūsų infrastruktūra, tai kaip Norvegija turės mokėti tam tikrus įnašus į mūsų biudžetą. Apie viską reikia pasakyti Jungtinės Karalystės žmonėms, su kuo jie susidurs, jeigu jie priims tokį sprendimą. Ką Jūs manot?

Mit Blick auf die Verhandlungen der letzten Tage bedanke ich mich vor allem auch – das kommt viel zu wenig zum Ausdruck – bei den Kollegen Brok, Gualtieri, Verhofstadt aus diesem Parlament, die mitgeholfen haben, dass es zu einer Einigung gekommen ist. Denn damit wurde garantiert, dass gemeinsam mit der Kommission das gemeinsame europäische Ganze nicht auf dem Altar nationaler Interessen geopfert wurde. Und daher gehe ich davon aus, dass die Bürgerinnen und Bürger – Manfred Weber hat sie zitiert – die Gemeinschaft stärken wollen und nicht herausgehen. Wenn das Vereinigte Königreich Nein sagt, gibt es ohnehin einen Prozess. Es wird ja nicht über das Abkommen abgestimmt, sondern über Nein oder Ja. Generell möchte ich aber sagen, dass jedes Referendum, das von Regierungen eingeleitet wird, eine Flucht aus der Verantwortung ist und eine Schwächung der parlamentarischen Demokratie.

Monsieur le Président, cher collègue Karas, je dois vous avouer que je me fais violence pour considérer que l'accord convenu, cette fin de semaine, entre nos chefs d'État et de gouvernement et M. Cameron est un succès, car ce théâtre donne une terrible image d'une impuissance politique, comme si l'Europe était affectée par un manque de leadership, un manque de vision, un manque de volonté, et cette image-là n'est pas propice à l'adhésion du peuple britannique à un projet européen. Chers collèges, je dois vous dire que je ne suis pas satisfait par cet accord, parce qu'il ouvre la porte à toutes les revendications et à toutes les négociations. Pendant quatre mois, nous ne pourrons prendre aucune décision parce que le référendum n'aura pas eu lieu.

  Othmar Karas (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Wieder haben beide Themen gemeinsam: Es gibt Beschlüsse, und das Problem ist, dass es einen Mangel an Ernsthaftigkeit in dem Umgang mit den Beschlüssen gibt. Das liegt an den Personen, die diese Beschlüsse fassen. Sie müssen sich selbst ernst nehmen. Denn wer sich selbst nicht ernst nimmt, wird nicht ernst genommen. Das gilt in der Flüchtlingsfrage genauso wie bei der Vereinbarung mit dem Vereinigten Königreich, wobei ich sage: Nicht die Vereinbarung steht zur Debatte, sondern das Ja oder das Nein zur Europäischen Union.

Ich verlange von den Politikern, dass sie mehr Ernsthaftigkeit, auch bei der Umsetzung ihrer Beschlüsse, an den Tag legen. Wir haben die Probleme in den Mitgliedstaaten, weil es einen Mangel an Aufrichtigkeit gegenüber den Beschlüssen gibt und weil das eine gegen das andere ausgespielt wird. Steht zu dem, was ihr gesagt und versprochen habt! Dann ginge es uns allen besser.

  Péter Niedermüller (S&D). Mindenkinek az az érdeke, hogy az Egyesült Királyság az Európai Unió része maradjon. Mégis, a megállapodás szövegét olvasva nem kevés keserűség marad az emberben. Elsősorban a szociális juttatások megkurtítása miatt, ami egyértelműen diszkriminatív. Keserű a szánk íze, mert tudjuk, a kelet-európai munkavállalókkal szembeni gyalázatos kampányt Farage úr és szélsőjobboldali elvbarátai indították el. Keserű a szánk íze, mert tudjuk, hogy a lengyelek, magyarok és a többiek nem a szociális juttatások miatt mennek dolgozni az Egyesült Királyságba, hanem azért, mert otthon nincsen munkájuk. Semmiféle szociális juttatás nem tudja kárpótolni ezeket az embereket azért, hogy esténként nem simogathatják meg gyerekeik fejét. Keserű a szánk íze, mert ismét azokkal fizettetjük meg egy konfliktus árát, akik a legrászorultabbak. A szociális juttatások megkurtítása ugyanis elsősorban a dolgozó szegényeket érinti. Ma azonban, úgy látszik, ilyen Európában élünk. Ha konfliktusok bukkannak fel, a legelső megoldás, ami az eszünkbe jut, hogy faragjunk le valamennyit a szociális kiadásokból. Most sem történt másképpen. Máris vannak tagállamok, amelyek mérlegelik, nem kellene-e nekik is ezt a példát követni. Én olyan Európáért harcolok, amit nem a szociális juttatások eltörlése tart össze.

  Dubravka Šuica (PPE). Gospodine predsjedniče, izgradili smo Europsku uniju da bismo spriječili sukobe, da bismo živjeli u miru i da ne bismo nasjedali populizmima. Oni koji su stvarali ovu Uniju bili su dovoljno hrabri napraviti i šengensku zonu i eurozonu te ujediniti Europu. Na nama je da to očuvamo.

Maloprije je dobro rekao naš predsjednik Weber da pri ratu u Libiji, Ukrajini, Siriji mi postavljamo kao prioritet ovo britansko pitanje. Nažalost, bavimo se time kao prioritetom, ali s pravom postavljamo pitanje je li to pravi prioritet u krizi u kojoj živimo u Europi, s brojem nezaposlenih koje imamo u Europskoj uniji. Međutim, moramo se time baviti i spremni smo na to.

G. Juncker je nedavno rekao: „Ili ćemo biti hrabri, ili će se sve srušiti.” Ja smatram da trebamo biti hrabri i da se EU ne smije srušiti te vjerujem u britanski narod koji će donijeti odluku u lipnju ove godine. Vjerujem da će biti dovoljno razboriti i da će odgovor biti pozitivan, da će ostati u Europskoj uniji, jer to je jedino rješenje i za Uniju i za Veliku Britaniju.

Međutim, rekli ste g. Tusk i zahvaljujem Vam, da se nalazimo u jednom od najopasnijih faza od nastanka Europske unije. Ja bih rekla da je to točno, ali nalazimo se i u jednoj, groznoj humanitarnoj migrantskoj krizi, možda najgoroj nakon 2. svjetskog rata i zato s optimizmom gledam na 7. ožujka kad budete imali samit s Turskom te očekujem rezultate i, konačno, implementaciju kako ne bismo više imali iste rasprave.

  Ivan Jakovčić (ALDE), pitanje podizanjem plave kartice. Gospođo Šuica, pažljivo sam Vas slušao i poznavajući Vas znam da ste za to da Britanija ostane u Europskoj uniji, kao što sam i ja za to.

Međutim, o tome nećemo odlučiti ni Vi, ni ja, ni ovaj Parlament, nego britanski narod. Pa ako britanski narod odluči da ne želi biti unutar Europske unije, slažete li se sa mnom da je to onda definitivni izlazak Ujedinjenog Kraljevstva iz Europske unije i da nikakvih pregovora više ne smije biti, jer jednom mora doći kraj ovoj situaciji.

Dakle, u tom slučaju, i Ujedinjeno Kraljevstvo morat će ponovno pregovarati o eventualnom ulasku u Europsku uniju.

  Dubravka Šuica (PPE), odgovor na pitanje postavljeno podizanjem plave kartice. Gospodine Jakovčiću, slažem se s Vama da je ovo konačni deal koji je postignut, jer ne možemo reći da je ovo uspjeh. Ovo su bili ustupci koje je Europsko vijeće postiglo većinom odnosno konsenzusom i smatram da ne bi trebalo dati nove pregovore, odnosno, ukoliko žele ponovo ući. Ovo je i konačni stav našeg kluba.

  Sylvie Guillaume (S&D). Monsieur le Président, qu'il soit question de Brexit ou de migrants, finalement la question sous-jacente est souvent la même: l'Union est-elle capable de rester unie dans la diversité, ou plutôt ici dans l'adversité?

Sur la partie "migration" de ce Conseil, nous sommes frappés par l'absence d'avancées. Qu'est-ce qui a été décidé? Absolument rien! Ce qui a été fait ce soir-là, c'est d'entériner ce qui était supposé être déjà en place, même si l'efficacité sur le terrain n'est pas toujours au rendez-vous. Les centres d'accueil et d'enregistrement voient enfin le jour, mais les relocalisations depuis l'Italie et la Grèce se font au compte-goutte. Pire encore, la recherche de solutions communes est entravée par des décisions unilatérales, un peu partout en Europe: l'établissement de quotas de demandeurs d'asile pour les uns, le rétablissement des contrôles aux frontières intérieures pour les autres. L'Europe de la coopération semble faire face à une Europe de l'isolement.

Cet isolement est d'abord celui de la Grèce, car les défaillances en cascade, le long de la route des Balkans occidentaux, ont déjà produit leurs effets. Le HCR parle de chaos aux points de passage des frontières. La Commission et la présidence du Conseil évoquent elles aussi une possible crise humanitaire.

La question est donc la suivante: pourquoi multiplier les sommets européens quand il manque des décisions majeures? Il est dangereux d'utiliser les questions migratoires comme un instrument de communication politique. Ce Conseil n'a malheureusement pas échappé à la règle.

  Donald Tusk, President of the European Council. Mr President, thank you for your understanding. I will make just two remarks.

The two issues we are discussing today – the UK settlement and migration – are strictly interconnected. I have absolutely no doubt that how we challenge the migration crisis will be of key significance for the referendum campaign.

All those who want to keep the unity of the European Union – the unity of the whole of the West – and who feel that we have found ourselves in an epic moment should fight for a common plan with the fullest determination possible. What I mean by a common plan is an effective implementation of our decisions, full respect of the Schengen code and common action with Turkey. If this emerging unity of action on the migration crisis is violated by anyone, they may in fact contribute to the UK leaving the EU.

As I have already said, the UK settlement will enter into force only if the British people vote to stay. If they vote to leave, the settlement will cease to exist. No one should have any illusions in this case: it was not one of many rounds of negotiations on the UK settlement in the EU; it was the first round and the last. There will be no more.

Κύριε πρόεδρε, δύσκολα κανείς μπορεί να διαφωνήσει με τις τοποθετήσεις του κυρίου Juncker και του κυρίου Tusk για δίκαιη συμφωνία με τα ευρωπαϊκά κράτη και το Ηνωμένο Βασίλειο. Αν βγει όχι από το δημοψήφισμα, δεν υπάρχει άλλη διαπραγμάτευση. Το Ηνωμένο Βασίλειο, η Μεγάλη Βρετανία όπως την ονομάζαμε για πολύ καιρό, η ομιλία του Winston Churchill το 1947 στη Ζυρίχη, που πρώτος μίλησε για τις Ηνωμένες Πολιτείες της Ευρώπης, η θέληση των λαών της Σκωτίας, της Ουαλίας, της Βόρειας Ιρλανδίας γεννούν ένα ερώτημα: αυτό το δημοψήφισμα θέτει σε κίνδυνο το Ηνωμένο Βασίλειο, τη Μεγάλη Βρετανία, να γίνει η μικρή Αγγλία, περιθωριοποιημένη στην Ευρώπη και στον κόσμο;

Μεταναστευτικό: επενδύουμε στην ενίσχυση της Σέγκεν, επενδύουμε στην προστασία των ευρωπαϊκών συνόρων και όχι στο κλείσιμο των ευρωπαϊκών συνόρων. Η Τουρκία είναι μέρος του προβλήματος, αλλά και μέρος της λύσης. Εξισώνει το μεταναστευτικό με την ενταξιακή της πορεία, αφήνει ανεξέλεγκτους τους παράνομους διακινητές, δέχεται χωρίς βίζα όλους τους πολίτες των χωρών της βόρειας Αφρικής, δεν εφαρμόζει το Πρωτόκολλο επανεισδοχής, δεν δέχεται πίσω κανέναν από τους παράνομους πρόσφυγες.

Όλοι μαζί με ευθύνη και σοβαρότητα θα πρέπει να βρούμε λύσεις. Είμαι βέβαιος ότι η Ευρώπη και θέλει και μπορεί και είναι σε θέση να το επιτύχει.

  Kashetu Kyenge (S&D). Signor Presidente, onorevoli colleghi, abbiamo assistito all'ennesimo Consiglio europeo che si conclude con un nulla di fatto e con il rituale aggiornamento al prossimo mese sull'immigrazione, banco di prova della crisi dell'Unione.

Ma crediamo davvero che per far fronte alla crisi migratoria l'obiettivo dell'Unione europea debba essere il contenimento dei flussi, la protezione delle frontiere esterne e la riduzione della migrazione irregolare? È questo il tanto decantato approccio globale del Consiglio europeo? E che cosa ne è di una politica di lungo respiro, volta a gestire il fenomeno migratorio, a garantire vie di accesso legale sicure, a creare canali di immigrazione legale, nonché ad integrare i migranti nel tessuto politico, economico e sociale del nostro paese?

Il progetto di relazione del Parlamento europeo sul fenomeno migratorio fornisce delle risposte concrete a questi interrogativi. Ecco, per noi è questo l'approccio globale al fenomeno migratorio, con più solidarietà ed equa ripartizione delle responsabilità.

Signor Presidente, in assenza di una visione lungimirante da parte dell'Europa ci troveremo vittime di un fallimento politico senza precedenti, nonché privati della principale conquista dell'Unione europea: la libera circolazione delle persone.

  Gunnar Hökmark (PPE). Madam President, I think it is striking that, in the discussions we have had this afternoon, very few of the points put forward by the ‘antis’ are discussing the problems we are facing.

This is not only about the European Union and how we would like the European Union to develop. This is about Europe and its stability, security and prosperity and its challenges – Putin, Russia and Ukraine and provocations against a number of European Member States. Of course, we know that a lot of those who are ‘anti’ would be happy to give in to Putin: they have voted that way here. We have the need for economic recovery and prosperity, but of course a lot of those on that side do not want open markets. But if we look upon the problems regarding stability – Putin, the fall of states in the Middle East and Northern Africa, the refugee crisis and climate policies – I do not think anyone can see how we can solve these problems or deal with these problems without being unified. Those who would like to see fragmentation would only honour the hopes of the Putins, the Le Pens and the extremists in the Middle East and in Europe. We must defeat them, and the United Kingdom must understand how important the United Kingdom is in Europe.

Dziękuję za to, co mówił pan na temat zagrożenia, jakie Rosja stanowi dla Europy, szczególnie dla tej części, w której nasze kraje się znajdują. Ale czy nie widzi pan, że tak naprawdę to nie ludzie, którzy chcą dyskutować o Unii Europejskiej, jej stanie i kryzysie, są winni egoizmom, ale rządy i wielkie grupy interesu, które tolerują takie przedsięwzięcia jak Nord Stream 2, które godzą w interes pana kraju i mojego kraju? Dlatego nie obwiniajmy narodów i opinii publicznych, zajmijmy się razem mobilizowaniem rządów, żeby zrezygnowały (...).

They want peace and they see the threats. They want us to have a responsible energy policy, climate policy and environmental policy, and it is up to us to ensure that we can deal with that and show the way. It is interesting that no one in this Chamber has said this afternoon that we can solve these problems better by going alone, because when you are alone you are alone in a world that needs unity.

  Elena Valenciano (S&D). Señora Presidenta, hemos dedicado mucho tiempo a tratar de evitar la salida del Reino Unido de la Unión Europea, y yo creo que hemos hecho bien, que hacemos bien en intentar evitar el Brexit. Pero me sorprende el poco tiempo y las pocas energías que hemos dedicado a tratar de evitar lo que yo llamaría el Eurexit, es decir, la salida de los Gobiernos de la Unión Europea de la defensa de los valores y los principios que nos animan. Es la crisis de los refugiados. La crisis de los refugiados representa la verdadera crisis de lo que es Europa en este momento, de lo que Europa ha pretendido hacer y de lo que está consiguiendo. Una crisis que pone en cuestión todo aquello por lo que hemos luchado y que hemos defendido. Así que, mientras hemos trabajado para evitar el Brexit, hemos olvidado evitar el Eurexit, la desaparición de los principios de solidaridad y justicia que la Unión Europea ha representado hasta ahora. Ya no más.

  Paulo Rangel (PPE). Senhora Presidente, devo dizer que o resultado deste Conselho no que concerne à questão do Reino Unido e do acordo conseguido é francamente satisfatório. Julgo que consegue manter os valores principais da União Europeia e, de algum modo, ir ao encontro daquelas que eram as perplexidades que eram postas pelo Governo do Reino Unido e pela população do Reino Unido e, portanto, temos um encontro de posições, que é equilibrado, que é balanceado e que é aceitável.

O que me parece decisivo nesta questão é que a União Europeia – que não deve, naturalmente, interferir de maneira nenhuma na vontade soberana do povo britânico, que decidirá com toda a liberdade se quer manter-se ou sair da União Europeia – torne muito clara a posição de que, se a opção for pela saída, isso tem consequências – e consequências irreversíveis.

É fundamental que os eleitores britânicos e que, no fundo, todos os cidadãos europeus compreendam que há vantagens e desvantagens – há, no fundo, coisas boas e coisas más – em estar dentro da União Europeia, há deveres e há direitos. E é, portanto, fundamental, do meu ponto de vista, que fique claro que não há uma segunda negociação e, mais do que isso, quais são as consequências da saída de um Estado da União Europeia. Isto é fundamental. Com isto, julgo que as decisões do povo britânico, como as de outros povos da Europa, se as quiserem fazer, serão livres e soberanas.

  Mairead McGuinness (PPE). Madam President, the Council meeting discussed migration, and yet most of our debate here is talking about the UK referendum. So I want to begin by addressing this migration question, because it is linked to what is happening in terms of the UK and the potential outcome of that vote.

I think that the European Union has been found wanting. If you look at the neighbouring countries like Turkey, Lebanon and Jordan, who have taken a great deal of people and to whom promises have been made in terms of funding from the European Union, but who have yet to receive that money, I think that issue needs much more attention and much deeper focus, because citizens’ concerns on that issue are feeding into negativity around the European Union.

On the UK issue, I have already spoken in raising a question. We must not interfere, but we do – and have space, I think, to – give our opinions as a near neighbour in terms of a border with the United Kingdom. I am an Irish Member and we have Northern Ireland on our borders. We will have an interest in the outcome, and clearly our interest is maintaining the UK in the European Union.

  Nicola Caputo (S&D). Signor Presidente, onorevoli colleghi, in risposta alla crisi migratoria il Consiglio europeo ha accolto con favore la decisione della NATO di fornire assistenza nelle attività di ricognizione, controllo e sorveglianza degli attraversamenti illegali nel mar Egeo. Frontex deve cooperare direttamente e strettamente con la NATO. La piena attuazione del piano d'azione Unione europea – Turchia è infatti una priorità strategica mondiale al fine di contenere i flussi migratori.

Dobbiamo ridurre in modo sostenibile il numero di ingressi illegali nell'Unione europea dalla Turchia per mezzo di ulteriori e decisivi sforzi in grado di garantire l'efficace attuazione del piano d'azione. Si rendono pertanto necessari ulteriori sforzi al fine di garantire questa efficacia, e il vertice del 7 marzo sarà decisivo.

Sulla Brexit penso che un'eventuale uscita dall'Unione europea potrebbe risultare fatale per la stabilità dell'Unione europea, ma anche per la stessa economia del Regno Unito. E anche se l'accordo raggiunto non è quello che auspicavamo, è positivo dunque quanto deciso dal Consiglio europeo. Dobbiamo fare tutti gli sforzi possibili per mantenere la Gran Bretagna in Europa, per cambiare l'Europa. Più Europa, per salvare l'Europa.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, οι Τούρκοι δουλέμποροι συνεχίζουν να στέλνουν χιλιάδες πρόσφυγες στην Ελλάδα, τα Σκόπια συνεπικουρούμενα από την Αυστρία, κλείνουν τα σύνορα με αποτέλεσμα η Ελλάδα να κινδυνεύει να μετατραπεί σε ένα απέραντο προσφυγικό Νταχάου, ενώ η Γαλλία, η Γερμανία, η Δανία, η Αυστρία, η Σουηδία και σήμερα το Βέλγιο έχουν αναστείλει τη Σέγκεν.

Η υποκρισία γύρω από τη μετεγκατάσταση συνεχίζεται, αφού από τις εξήντα έξι χιλιάδες τετρακόσιους πρόσφυγες, που δεσμεύτηκε η Ευρωπαϊκή Ένωση να πάρει από την Ελλάδα, δεν έχουν μετεγκατασταθεί ούτε τετρακόσιοι. Η Ελλάδα όσο παραμένει στη Σένγκεν αποτελεί μαγνήτη για τους χιλιάδες πρόσφυγες, μια και τους χορηγεί ταξιδιωτικά έγγραφα τύπου Σένγκεν, που τους επιτρέπουν να ταξιδεύουν στη Γερμανία.

Γι αυτό διακινδυνεύουν οι πρόσφυγες να πνιγούν στο Αιγαίο αντί να πάνε από την Βουλγαρία προς τη Γερμανία.

Μόνη λύση η Ελλάδα να αποχωρήσει από τη Σένγκεν, να κλείσει τα σύνορά της και να αναθέσει τη φύλαξη των θαλασσίων συνόρων της στο ελληνικό πολεμικό ναυτικό και στο Λιμενικό Σώμα. Επιπλέον η Ελλάδα να αξιοποιήσει τη ρήτρα παρέκκλισης του άρθρου 72 της Συνθήκης και να σταματήσει να εφαρμόζει το Δουβλίνο 3 για λόγους δημοσίας τάξεως και εσωτερικής ασφάλειας.

  Izaskun Bilbao Barandica (ALDE). Señora Presidenta, mi partido lleva apostando desde los años treinta por el proyecto europeo. Por eso tenemos hoy que expresar nuestra preocupación por el contenido de un acuerdo que ralentiza la consolidación de la Europa federal, que debilita el concepto de ciudadanía europea y que insiste en una forma opaca de hacer y negociar. Afortunadamente, el Parlamento conserva cierta capacidad de mejora de un documento que comenzó a escribirse más para resolver los problemas internos del señor Cameron en Gran Bretaña, que los de Europa y los europeos.

Una vez más, Bruselas se ha utilizado en un debate nacional como chivo expiatorio de problemas que se generan en suelo propio. Y desde esa convicción europeísta, compartida por otras naciones europeas sin Estado, advierto, además, que quizá sea más correcto hablar de Englandexit que de Brexit, porque hay reinos británicos que advierten de que lucharán por seguir siendo parte de nuestra Unión si las cosas se tuercen.

Así que se va a abrir otro debate sobre el derecho a decidir de las naciones sin Estado que queremos sumar en Europa, y creo que pronto vamos a coincidir en que sumar con el europeísmo de escoceses, galeses, vascos, catalanes o flamencos es una cuestión de democracia y de derechos fundamentales y plenamente europea.

  Tania González Peñas (GUE/NGL). Señora Presidenta, Señorías, nos hemos despertado este fin de semana con un acuerdo con el Reino Unido que dice mucho de la Europa que estamos construyendo. Aquella Europa de las dos velocidades de la que se hablaba al principio de la crisis ya es una realidad. El margen de actuación que se les niega a los países del sur se les otorga a otros bajo amenazas, con un trato desigual que es contrario al principio de equidad que da base a este proyecto común que es Europa. Las condiciones aceptadas por el Consejo avanzan en el agravamiento de la desigualdad, y ya no solamente de la renta, sino del estatuto de ciudadanía.

En el Reino Unido residen ahora mismo ciento ochenta mil ciudadanos españoles que pasarán a ser ciudadanos europeos de segunda y que son personas que trabajan y contribuyen al sostenimiento del Estado. No podemos sino denunciar el carácter arbitrario de este acuerdo, que va en contra de los artículos 45 y 46 del Tratado de la Unión Europea. Este acuerdo es un agravio diferencial para los países que reciben las imposiciones de austeridad sin ninguna posibilidad de negociar.

A tagállamok tudomásul veszik, hogy az Egyesült Királyság nem elkötelezett az Európai Unióval való fokozottabb politikai integrálódás mellett. Be fogják építeni a szerződésekbe, azok következő módosításakor, hogy egyértelmű legyen, az Európa népei közötti minél szorosabb egységre vonatkozó hivatkozások az Egyesül Királyságra nem vonatkoznak. Ez nagyon lényeges kitétel, és nem csak szimbolikus jelentősége van. A későbbi jogalkotáskor mindazok a jogszabályok, amelyek a szorosabb integráció irányába mutatnak, az Egyesült Királyságra nem érvényesek. Ez azonban fölveti a diszkrimináció kérdését, ami európai érték. Meg kell adni a szerződésekben ugyanezt a lehetőséget a többi olyan ország számára is, amely a lazább együttműködésben érdekelt. Bízom benne, hogy a magyar kormány minél hamarabb él ezzel a lehetőséggel.

Madam President, it is evident that far from being the far-sighted reform of the working of the EU that it was intended to be, or a diplomatic victory, the agreement reached at the European Council last weekend on the avoidance of Brexit is rather a deal to satisfy – and, I would add, exaggerate – the concerns of a single Member State. Of course the concessions that proportionately affect the new Member States were worth making, and both the European Union and Britain are better off with the latter in the Union than outside. It is not European nation states by themselves that are able to address the economic, financial and security challenges of the globalised world, but a stronger, more united and more efficient Union. However, we should be extremely cautious that this settlement does not open the back door for special requests from other countries for their short-term or long-term existing or perceived problems.

Señora Presidenta, las conclusiones del Consejo nos enfrentan a un hecho consumado, a una de esas ocasiones en las que se pone de manifiesto que un mal acuerdo puede ser mejor que un desacuerdo que suponga la salida del Reino Unido. Pero en este debate no estamos para enjuiciar la irresponsabilidad del Primer Ministro Cameron, porque para eso está la Cámara de los Comunes, para eso está su propio partido dividido —el Partido Conservador británico— y, desde luego, en última instancia, el pueblo británico en el referéndum del 23 de junio.

Pero sí estamos aquí para asegurar que la Comisión respeta el Derecho europeo, en el procedimiento de adopción de decisiones, en la implementación de esas conclusiones, si llega a tener lugar. Y, por supuesto, para asegurar que estas no violan el principio fundamental de libre circulación de personas —que está consagrado en el Derecho europeo— y que no convierten en inmigrantes a los propios ciudadanos europeos en el Reino Unido, menores en derechos que el resto de los ciudadanos. Y, sobre todo, para asegurar que se cumplan las conclusiones del propio Consejo en lo relativo a la crisis de los refugiados, todavía clamorosamente violadas por el incumplimiento de esas cifras de un realojamiento que nunca llega a tener lugar.

Gospodine predsjedniče, iz izjava koje su uslijedile nakon sastanka dalo se iščitati kako su obje strane u pregovorima između Velike Britanije i Europske unije zadovoljne dogovorenim. No, prema reakcijama većeg dijela britanske javnosti može se zaključiti kako je nezadovoljnih ipak jako puno, što znači da čak i ako Velika Britanija ostane dio europske obitelji, ne smijemo odustati od daljnjih reformi ove zajednice.

Federalni model kojem streme neki europski lideri i mnogi članovi ovoga doma zastario je i kao takav je potpuno neprilagođen modernim vremenima u kojima postoji potreba za sve većom decentralizacijom političke moći – i na europskom, ali i na nacionalnom tlu.

Nemojte se zavaravati, ostanak Velike Britanije u Europskoj uniji neće ušutkati milijune Britanaca koji ozbiljno kritiziraju trenutačno stanje ove zajednice, kao što ni izlazak neće ušutkati sve nas ostale koji tražimo i očekujemo ozbiljne reforme.

  Νικόλαος Χουντής ( GUE/NGL). Κυρία Πρόεδρε, το ότι η πολιτική της Επιτροπής ήταν και είναι υποκριτική στο προσφυγικό το ξέραμε. Τώρα, με την τελευταία απόφαση, με τις δικές σας δηλώσεις, θέλετε να μας πείτε ότι είσαστε αδύναμοι ή και ανίκανοι να εφαρμόσετε μια ευρωπαϊκή λύση για το προσφυγικό.

Πού είναι οι πανίσχυροι, άτεγκτοι θεσμοί της Ευρωπαϊκής Ένωσης, που επέβαλαν μνημόνια, που επέβαλαν εκβιαστικά πολιτικές λιτότητας; Τώρα φταίνε άλλοι, ή τώρα εσείς δεν μπορείτε να το κάνετε.

Οι δικές σας ευθύνες: στην Ελλάδα το Γενάρη ήρθαν εξήντα οχτώ χιλιάδες πρόσφυγες, έχουν εγκλωβιστεί στα σύνορα έξι χιλιάδες και προβλέπεται με αυτή την πολιτική να εγκλωβιστούν ένα εκατομμύριο άνθρωποι.

Και εσείς τι κάνετε προκλητικά; Θέλετε να επαναφέρετε σε λειτουργία τον κανονισμό του Δουβλίνου. Τί άλλο κάνατε; Εμπλέξατε, δυστυχώς με τη σύμφωνη γνώμη και της ελληνικής κυβέρνησης, το ΝΑΤΟ στρατιωτικοποιώντας το Αιγαίο, οξύνοντας το προσφυγικό πρόβλημα εκ των πραγμάτων και βάζοντας την Ευρώπη και τη χώρα μου σε γεωπολιτικές ανακατατάξεις.

Πείτε καθαρά λοιπόν ότι με αυτά που κάνετε θέλετε να φορτώσετε όλο το βάρος στην Ελλάδα...

  Κωνσταντίνος Παπαδάκης ( NI). Κυρία Πρόεδρε, ξεκαθαρίζουμε ότι είναι η εφαρμογή των επικίνδυνων αποφάσεων του Συμβουλίου και όχι η παραβίασή τους που έχει οδηγήσει στο μαζικό εγκλωβισμό χιλιάδων απελπισμένων προσφύγων στην Ελλάδα. Το Συμβούλιο ενέκρινε τις συστάσεις της 12ης Φλεβάρη που εφαρμόζοντας τη Σένγκεν προβλέπουν συνοριακούς ελέγχους, δίνοντας πράσινο φως για όλα: κλειστά σύνορα, φράχτες, πλαφόν προσφύγων, ξεδιάλεγμα όσων έχουν τις προδιαγραφές φτηνού εργατικού δυναμικού για τα μονοπώλια, με κατάσχεση των όποιων υπαρχόντων τους και απελάσεις των υπολοίπων.

Αυτή είναι η καπιταλιστική βαρβαρότητα που φέρνει τον ιμπεριαλιστικό πόλεμο, την αιτία της προσφυγιάς. Και από πάνω, με τη συμφωνία και της ελληνικής κυβέρνησης, ο "λύκος" ΝΑΤΟ στο Αιγαίο να αμφισβητεί τα κυριαρχικά δικαιώματα της Ελλάδας, ενθαρρύνοντας την προκλητικότητα της Τουρκίας.

Αυτοί είναι η Ευρωπαϊκή Ένωση και το ΝΑΤΟ. Στα δεσμά τους οι λαοί βρίσκονται σε διαρκή κίνδυνο. Συνεπώς, απαιτείται διαρκής λαϊκή πάλη κατά των ιμπεριαλιστικών πολέμων, στήριξη των ξεριζωμένων σε αντιπαράθεση με τις ρατσιστικές φασιστικές δυνάμεις και διεκδίκηση μέτρων για απευθείας μεταφορά των προσφύγων στα κράτη τελικού προορισμού τους.

Τί θα γίνει με την υποχρεωτική μετεγκατάσταση στο προσφυγικό; Είναι έτοιμη η Κομισιόν να ενεργοποιήσει μηχανισμό κυρώσεων, δηλαδή περικοπή κονδυλίων από τις αγροτικές επιδοτήσεις και τα Διαρθρωτικά Ταμεία για τα κράτη μέλη που αρνούνται να πάρουν πρόσφυγες στο έδαφός τους, ή δημιουργούν εμπόδια, όπως είναι το δημοψήφισμα στην Ουγγαρία;

Τί θα γίνει με τη φρούρηση των συνόρων; Μπορεί το ΝΑΤΟ να αναλάβει δράση με βάση τα συμφωνηθέντα, ξεπερνώντας τις εκτός διεθνούς νομιμότητας αντιρρήσεις που εγείρει η Τουρκία;

Ένα πρέπει να είναι το μήνυμά μας: δεν χωρούν παλινδρομήσεις από τα αρχικώς συμφωνηθέντα στο ΝΑΤΟ, ούτε κωλυσιεργίες από τα κράτη μέλη.

  Paul Brannen (S&D). Madam President, I am sure I am not alone in being worried about the position that the Democratic Unionist Party have taken in Northern Ireland. They are apparently opposed to the United Kingdom staying in the European Union, but – as their name suggests – they are a Unionist party. However, if the United Kingdom leaves, this will trigger a further referendum in Scotland and, if Scotland leaves the United Kingdom, there will be no Union. There will be no Union Jack. There can be no Union Jack without the flag of St Andrew.

So I would ask the Democratic Unionist Party to reconsider their position. How can they be a Unionist party and be working to destroy the Union? Please change your position.

Bei den Catch-the-eye-Verfahren ist es so, dass wir versuchen, so viele wie möglich dranzunehmen, aber auch ein gewisses Verhältnis zwischen größeren und kleineren Fraktionen haben. Ich habe von den größeren Fraktionen jeweils drei Sprecherinnen bzw. Sprecher drangenommen, von den kleineren zwei, auch von denen, die keiner Fraktion angehören – also Ihren Kollegen –, auch aus Ungarn, jemanden aus Ihrer Partei, und jemand anderen von den Fraktionslosen. Das, denke ich, ist in diesem Rahmen verständlich. Sie waren die dritte, die sich von den Fraktionslosen für Catch-the-eye zu Wort gemeldet hat. Ich habe zwei andere drangenommen.   Valdis Dombrovskis, Vice-President of the Commission. Madam President, on the subject of the UK negotiations, Heads of State and Governments agreed on a deal last week to accommodate the concerns of Prime Minister Cameron, and the decision is now in the hands of the British people. As President Juncker said, should the outcome of the referendum be positive, the Commission would immediately put legislative proposals on the table to the European Parliament and the Council to implement the deal.

On the refugee crisis, the Commission is working day and night to handle the crisis and the flow of refugees. We believe that the solution can only be a European solution. Member States need to cooperate among themselves and implement agreements already reached so we can see the first positive signs with the better management of our external borders, hotspots, relocations and return policy, and the Commission is working to present further measures and bring further improvements to the situation in the very short term. Concerted action with our external partners is also of utmost importance, and the meeting with Turkey and EU leaders on 7 March will be key in this regard. We need to provide a coordinated response to the refugee crisis.

Estamos a favor de la permanencia de Reino Unido en la Unión, pero estaremos vigilantes para que dicho acuerdo respete el Derecho europeo y no viole el principio fundamental de la libre circulación de personas. Nos preocupan también las continuadas crisis de la Unión. A fuerza de sucesivas crisis de refugiados, de seguridad, del Brexit, hemos olvidado que vivimos en una crisis permanente, desde hace unos años, de crecimiento, de empleo, de derechos sociales y de salarios bajos. La OCDE ha publicado sus débiles perspectivas de crecimiento. ¿Por qué sucede eso en un entorno de políticas monetarias excepcionales, en un entorno de tipo de cambio favorable, en un entorno de bajo precio de las materias primas? Porque no hay una política fiscal expansiva. Por eso, la OCDE, no una conspiración de keynesianos ni un conjunto de socialistas, pide políticas fiscales más ambiciosas, mayor inversión en el corto plazo y en el fundamento del largo plazo. El sentido común y la evidencia exigen que el plan Juncker se aplique con mayor determinación y asumiendo mayores riesgos. No concluyo sin referirme el asunto de la inmigración: la solución pasa por aplicar los compromisos acordados y asegurar el respeto de los valores europeos.

  Dominique Bilde (ENF), par écrit. Ce Conseil européen n’a été qu’une énième réunion d’européistes qui tentent par tous les moyens de sauver ce qui peut l’être de l’UE. Aucunes solutions n’a été trouvée concernant les problèmes en Syrie ou en Lybie si ce n’est que des déclarations de bonnes intentions.

La crise des migrants perdurera et s’amplifiera même puisque les dirigeants européens refusent de voir la réalité en face et la nécessité de stopper toute immigration dans l’UE, sortir de Schengen et pouvoir enfin permettre aux États de contrôler leurs frontières nationales. Les conclusions se félicitent enfin de l’accord trouvé concernant le Royaume-Uni et son appartenance à l’UE. Espérons que les citoyens britanniques choisiront la voie du "Brexit" et ne se laisseront pas abuser encore par les belles promesses et les négociations d’arrières boutiques européennes.

Ils ont la possibilité de faire souffler le vent du changement et leur vote pourrait ouvrir la voie à la libération de nombreux peuples européens du diktat Bruxellois. Il faut en finir avec cette UE technocratique qui nous impose ses traités et ses lois, décidées par des personnes non élues, sans débat démocratique et dont les conséquences sont plus que terribles pour les citoyens.

  Carlos Coelho (PPE), por escrito. Esta foi mais uma cimeira em que ficou patente a falta de ação coordenada europeia, diagnosticando-se, pela enésima vez, que os problemas persistem e que urge agir. Partilho evidentemente as preocupações, mas reitero que tudo isto se deve à falta de ação dos Estados-Membros, incluindo dos países da linha da frente.

Todos insistem em não perceber que medidas avulsas e unilaterais, que alimentam egoísmos nacionais, tornam cada vez mais difícil uma solidariedade europeia de facto. Aliás, a falta de solidariedade ficou também patente no compromisso alcançado com o Reino Unido. Sem prejuízo de reconhecer a importância do Reino Unido enquanto membro da União, não é bom princípio aprofundarmos regimes de excepção, que fragilizam os pilares fundamentais da União.

A União Europeia é um projeto inacabado e com problemas que temos de resolver. No entanto, devemos fazê-lo em conjunto, e não apenas para que um Estado-Membro possa dizer que os problemas persistem, mas já não o afetam. Para lá do impacto das soluções concretas – ou da falta delas – que resultaram deste Conselho, é a cultura de compromisso e de confiança entre Estados, pilar do projeto europeu, que sai mais afetada.

  Viorica Dăncilă (S&D), în scris. Investițiile în oameni, începând cu primele cicluri școlare, pot și trebuie să contribuie la reducerea inegalităților și consolidarea incluziunii sociale de la o vârstă fragedă. Consider că este benefic pentru UE să existe forme de cooperare între guverne, companii, inclusiv întreprinderi sociale, instituții de învățământ, servicii individualizate, societatea civilă și partenerii sociali pentru a adapta sistemele de educație și de formare ale statelor membre în vederea satisfacerii nevoilor pieței muncii. Educația poate și trebuie să ofere instrumentele cele mai adecvate pentru cetățeni pentru accesul pe piața muncii pentru toți în Europa, motiv pentru care Europa are nevoie de o strategie mai amplă de investiții, care să acopere întregul ciclu de educație și formare, care să cuprindă toate domeniile de învățare pe tot parcursul vieții, formare și învățare formală și non-formală la locul de muncă.

Pe de altă parte, este nevoie de extinderea formelor de formare a forței de muncă, inclusiv oportunități pentru adulți și de formare profesională, cu accent pe formarea persoanelor care s-au retras pentru o perioadă din activitatea profesională pentru creșterea copiilor, cu scopul de a alinia mai bine sistemele de educație la nevoile pieței muncii.

  Nicola Danti (S&D), per iscritto. Le conclusioni del Consiglio europeo del 18 e 19 febbraio precisano le condizioni dell'accordo tra l'Unione europea e il Regno Unito. Un'intesa raggiunta dopo lunghi negoziati che ha il merito di chiarire lo "status speciale" del Regno Unito e che costituisce la base di partenza per allontanare l'ipotesi di una sua uscita, in vista del referendum del prossimo 23 giugno. Sono fiducioso che questa intesa, per quanto preveda alcune concessioni dolorose, quali l'estensione del congelamento temporaneo dei sussidi di disoccupazione ai migranti che provengono da altri paesi dell’Unione, possa costituire il punto di partenza per un rilancio deciso del processo di integrazione dell'Unione, sulla base di differenti velocità e prospettive. Mai come oggi l'Unione avrebbe bisogno di una nuova e più efficace governance che consenta l'adozione di decisioni condivise e rapide. Penso che serva un'Unione più solidale e se necessario ancora più "stretta" se si vuole uscire da un'impasse politica e identitaria che ogni giorno allontana i cittadini dalle istituzioni europee. Mi auguro che questo accordo sia utile per migliorare la partecipazione al processo decisionale europeo di uno dei suoi membri più importanti: il Regno Unito.

  Laura Ferrara (EFDD), per iscritto. La risposta dell'UE alla crisi migratoria per il contenimento dei flussi, per la protezione delle frontiere esterne e per la salvaguardia dell'integrità dello spazio Schengen si è rivelata fallimentare. L'enorme e ingestibile ondata migratoria di persone in fuga dalle guerre continua a rimanere un problema dei paesi di prima linea, e soprattutto di Grecia e Italia. Tutta l'Unione europea e le sue dichiarazioni di intenti hanno inciso scarsamente a livello internazionale sulle vere cause del problema migratorio. È dal suo ingresso nel Parlamento europeo che il M5S insiste su alcune proposte basate non sicuramente sull'interesse e sull'egoismo di pochi, ma sul buon senso e sull'interesse di tutti, tra cui lo stop alla vendita di armi, l'isolamento politico e finanziario delle organizzazioni terroristiche, la modifica del regolamento di Dublino, il meccanismo di ricollocazione obbligatorio e permanente, le vie legali di accesso, i rimpatri per coloro che non hanno diritto a rimanere in Europa nel pieno rispetto dei diritti fondamentali. Sarebbe ora, invece, di subire passivamente le conseguenze negative di un fenomeno che persiste da anni, che emerga ciò che ancora manca: una chiara volontà politica unitaria e univoca, da parte degli Stati Membri, di cambiare realmente le cose.

As conclusões do Conselho Europeu são bem demonstrativas da dimensão da crise, do grau de desagregação, da ausência de valores e de falta de legitimidade que marcam o processo de integração capitalista europeu. As negociações em torno do chamado «Brexit» e a “«solução» encontrada demonstram que, face ao agravamento da crise e às contradições entre potências que nesse quadro se desenvolvem, os dirigentes da UE não têm outra resposta que não, por um lado, tentar «acomodar» num enleado burocrático os elementos de desagregação da UE e, por outro lado, aprofundar o carácter reacionário das suas políticas. As decisões agora anunciadas desmentem as tão propaladas e endeusadas «liberdades» da UE. A «liberdade de movimentos e circulação» é afinal, como sempre afirmámos, a liberdade do grande capital desenvolver a sua ação predadora e exploradora. Quando se trata de ir ao encontro dos interesses do grande capital financeiro, de dirimir contradições entre potências e salvar os seus mecanismos supranacionais de domínio político e económico, os tratados e a legislação da UE são passíveis de ser alterados e até subvertidos. Esta «flexibilidade» demonstrada agora no caso «Brexit» contrasta com a inaceitável rigidez e imobilidade face à gravíssima crise social e com as pressões e chantagens que continuam a ser dirigidas contra países como Portugal.

  Iratxe García Pérez (S&D), por escrito. El último Consejo Europeo centró su atención en la negociación del acuerdo para evitar la salida del Reino Unido. Creo que hemos acertado a la hora de invertir tiempo y esfuerzo para tratar de impedir el Brexit. Sin embargo, resulta inaceptable la falta de un compromiso similar para evitar que la crisis de los refugiados agrave la tragedia humanitaria de millones de seres humanos y conduzca a la destrucción de Schengen. ¿Cuántas cumbres de Jefes de Estado y de Gobierno se necesitan para que los Estados Miembros ejecuten a nivel nacional los compromisos adquiridos en el ámbito europeo? La Unión debe basarse en el principio de solidaridad cuando se trata no solo de beneficios financieros sino también de responsabilidades políticas. En este sentido, las decisiones acordadas y votadas en el Consejo de Ministros de la Unión no deben convertirse en un «menú a la carta» donde se escoge solo aquello que beneficia y se ignora el resto. Como consecuencia, hago un llamamiento a los ministros nacionales para que implementen urgentemente las propuestas adoptadas en el ámbito de las instituciones europeas. La violación de los compromisos solo traerá más muerte y la destrucción de los principios y valores que decimos defender.

  Lidia Joanna Geringer de Oedenberg (S&D), na piśmie. W dniach 18 i 19 lutego 2016 r. Rada Europejska przyjęła program strategiczny, w którym wskazała długofalowe priorytety działań i prac UE. Głównymi tematami były status Wielkiej Brytanii w UE oraz kryzys migracyjno-uchodźczy. Po wielogodzinnych negocjacjach unijni przywódcy wypracowali porozumienie, które wzmacnia szczególny status Wielkiej Brytanii w UE. Decyzja podjęta przez 28 przywódców państw jest prawnie wiążąca i nieodwołalna, jak podkreślał David Cameron. Zgodnie z nowymi ustaleniami Wielka Brytania będzie na stałe wyłączona z procesu postępującej integracji UE, a imigranci z innych krajów członkowskich będą objęci restrykcjami w dostępie do systemu opieki socjalnej. Ponadto Zjednoczone Królestwo nigdy nie przystąpi do strefy euro i pozostanie poza układem z Schengen. W kontekście kryzysu migracyjnego Rada Europejska podjęła decyzję o ochronie zewnętrznych granic UE, ograniczeniu nielegalnej migracji oraz zagwarantowaniu integralności strefy Schengen. Pozytywnie odebrana została również przyjęta przez NATO decyzja o udzieleniu pomocy w prowadzeniu rozpoznania, monitorowaniu i kontrolowaniu nielegalnego przekraczania granicy na Morzu Egejskim. Niemniej jednak pełna i szybka realizacja planu działania UE–Turcja nadal ma priorytetowe znaczenie dla powstrzymania przepływów migracyjnych i zwalczania siatek handlarzy i przemytników.

  Bruno Gollnisch (NI), par écrit. Les Britanniques ont la chance inouïe d’être consultés par référendum sur l’appartenance de leur pays à l’Union européenne. M. Cameron a lui aussi bien de la chance d’avoir trouvé auprès de ses homologues européens et de la Commission des gens prêts à l’aider à tenter de juguler l’euroscepticisme de l’aile droite de son parti et de l’UKIP.

Mais qu’a réellement obtenu M. Cameron? Bien peu de choses, sauf la réaffirmation des exceptions dont bénéficie déjà le Royaume-Uni sur la politique migratoire ou la monnaie unique et que personne, d’ailleurs, ne songeait à remettre en cause. Et de vagues promesses de quelques changements législatifs, qui dépendront, finalement, du bon vouloir du Parlement européen. Il va se présenter devant les électeurs fort d’un mensonge, celui de sa prétendue victoire sur la bureaucratie bruxelloise, et j’espère de tout mon cœur que ceux-ci ne seront pas dupes.

Je ne me permettrais pas de m’immiscer dans la campagne du référendum britannique, mais je crois qu’un vote en faveur du Brexit serait une formidable opportunité de changer radicalement cette Europe bureaucratique et déconnectée dont les peuples européens ne veulent plus, et qui a démontré face à toutes les crises, financière, de la dette, migratoire, agricole… son impuissance, son inefficacité, voire sa capacité de nuisance.

A tanácsi következtetésekben foglalt, úgynevezett „Nagy-Britanniával kötött új megállapodás” egyik fontos eleme a brit jóléti rendszerekhez való hozzáférés jelentős szűkítése a kelet-európai munkavállalók számára annak ellenére, hogy minden elérhető vizsgálat és felmérés azt támasztja alá, hogy az érintettek, akik fiatalabbak és nagyobb arányban dolgoznak a brit átlagnál, lényegesen többel járulnak hozzá befizetéseik révén a brit jóléti rendszerekhez, mint amennyit kivesznek belőle. Szó sincs tehát jóléti élősködésről, valójában nettó befizetői a rendszernek. Szerintem elfogadhatatlan, hogy a legkisebb ellenállás irányába haladva a magyar munkavállalók érdekeinek sérelmével fizetik ki a briteket a bennmaradásért – akkor is, ha a magyar kormány asszisztált ehhez.

De van más baj is. Az európai döntéshozók többsége, benne a jelek szerint az EP-képviselők jelentős részével is, úgy gondolja, hogy a különleges bánásmód és a kivételek iránti brit igény elfogadása az ár, amit most meg kell fizetnünk az EU egyben tartásáért. Sokkal valószínűbb, hogy ez éppen a dezintegráció, az Unió széthullása felé tett nagy lépés. Mi ennek az üzenete? A tagállamok bátran zsarolhatnak, megkapják majd, amit kértek, hisz az EU-nak nincs sem ereje, sem kedve ellenállni. És a tagállamok értik is.

A britekkel kötött alku hatalmas szög az integráció koporsójában. A megállapodás nem a megoldás, hanem a probléma része.

  Marian-Jean Marinescu (PPE), în scris. Granițele externe trebuie securizate și apărate. Statele membre trebuie să îndeplinească cerințele codului Schengen. Cine întâmpină probleme trebuie sprijinit, cu voie sau fără voie, de către entitățile europene: Frontex, de exemplu și, sper, foarte curând, Corpul european de pază a frontierelor. Spațiul Schengen trebuie apărat cu orice preț. Evitarea pierderilor de vieți omenești și reducerea fluxului de refugiați nu se pot realiza fără stoparea conflictelor în țările de origine și oprirea persoanelor în zonele de plecare. Turcia și statele din nordul Africii au nevoie de sprijin. Sumele decise trebuie să aducă rezultate concrete. Procedura de relocare a celor 160 000 de refugiați este foarte dificil de aplicat deoarece se bazează pe principiul de opțiune a refugiatului în ceea ce privește statul membru gazdă. Agenda europeană privind migrația nu va avea rezultatele scontate, atâta timp cât procedura nu va prevedea măsurile adecvate prin care statele membre care au preluat inițial refugiați să rețină refugiații în responsabilitatea lor. Revizuirea sistemului de acordare a dreptului de azil trebuie să se realizeze astfel încât aplicabilitatea în teritoriu să fie posibilă și imediată.

Die vom Europäischen Rat in schwierigen Verhandlungen erreichten Beschlüsse zu Anliegen Großbritanniens ebnen den Weg dafür, dass das dortige Referendum am 23. Juni zugunsten Europas ausgehen kann. Die vereinbarten Kompromisse waren nicht einfach. Sie sind gleichwohl vertretbar. Denn ein Verbleib des Vereinigten Königreichs in der EU ist von außerordentlicher Bedeutung. Erfreulich ist, dass der Verhandlungsprozess in Brüssel vom erkennbaren Willen der Einigung geprägt war. Die Schlussfolgerungen des Europäischen Rats tragen dem Reformanliegen Großbritanniens Rechnung, so etwa mit den Neuregelungen für das Vereinigte Königreich innerhalb der EU sowie besonderen Bestimmungen zur Bankenunion und der weiteren Integration des Euro-Währungsgebiets. Mit der Neuregelung des Kindergeldes zum Schutz der Sozialsysteme, Vereinbarungen zur Steigerung der Wettbewerbsfähigkeit, der Stärkung der Rolle der nationalen Parlamente und des Grundsatzes der Subsidiarität wurden dabei Ergebnisse erzielt, von denen Europa in Zukunft profitieren dürfte. Nun ist es an den Abstimmungsberechtigten im Vereinigten Königreich zu entscheiden, ob das Land Teil der Europäischen Union bleibt. Wir alle können dazu beitragen, indem wir in den kommenden Monaten vermeiden, Europa schlecht zu reden. Denn wesentlich mitentscheidend für das Votum wird auch das Bild von Europa sein, das sich der britischen Öffentlichkeit in den kommenden Monaten beim Blick über den Ärmelkanal bietet.

  Csaba Molnár (S&D), írásban. A nemzeti szuverenitás a 19. század eszménye, amely a 21. században elavult koncepció. Az Unió több mint fél évszázados fejlődési pályája egy föderális államalakulat felé tart, amelynek megakasztása, uniós hatáskörök nemzeti szintre való visszautalása káros Európának és benne Magyarországnak is. Ha nem akarunk középszerűségbe süllyedni, Európa számára az egyetlen út az előre, a mélyebb politikai és gazdasági integráció felé. Külön az Unió egyetlen tagállama sem veheti fel a versenyt Kínával, vagy az USA-val. Ne felejtsük el, hogy Németország, Európa legnagyobb tagállama csupán az ötödik legnagyobb kínai tartománynak felel meg népesség alapján. Hiszem azt, hogy az Európai Unió nem csupán egy gazdasági közösség, hanem érték- és sorsközösség is. Ezért elutasítom az olyan kezdeményezéseket, amely az európai integrációt egy kereskedelmi szövetséggé silányítaná. A tisztességesen dolgozó, a tagállami és uniós szabályozást betartó munkavállalót nem érheti megkülönböztetés a szociális juttatások tekintetében. Továbbra is meggyőződésem, hogy a tízmilliós Magyarország érdekérvényesítő képességét nem a nemzetállamok erősítése, hanem éppen ellenkezőleg az 500 milliós föderális Európa kialakítása, az Európai Egyesült Államok létrehozása növeli.

  Urmas Paet (ALDE), kirjalikult. Ühendkuningriik on muu ELiga üks kõige lõdvemini seotud riik. Ta ei ole Schengeni süsteemis ega eurotsoonis, kuid terrorismi- ja majandusmured ei ole temastki mööda läinud. Värsked Ülemkogus vormistatud Ühendkuningriigi ja muu ELi kokkulepped annavad peaminister Cameronile põhjenduse referendumil ELi jäämist lõpuks ka avalikult toetada, kuid ELi-Ühendkuningriigi kokkuleppe mõju Briti avalikule arvamusele on pigem siiski piiratud. Olulisemaks saavad USA sõnaselge toetus Ühendkuningriigi jäämisele ELi ja samuti üleüldine ebakindlus tuleviku ees. Sest ei saagi ju olla vastuseid, kuidas Ühendkuningriik saaks väljaspool ELi toime tulla julgeolekumuredega, majanduskasvu võimalustega ja paljude muude oluliste asjadega. Lisaks võib EList lahkumise toetajate pealejäämise korral ähvardada lagunemine Ühendkuningriiki ennast, kui Šotimaa teeb sel juhul kiiresti uue iseseisvusreferendumi ning selles Ühendkuningriigi osas on ELi kuulumise toetajad ülekaalus.

As decisões do Conselho clarificam, de forma explícita e despudorada, a essência da política de migração da UE - a expulsão de refugiados e migrantes e o encerramento das fronteiras externas. Para um problema humanitário, avançam uma visão e solução militarista e militarizada. É inaceitável a intervenção da NATO em estreita colaboração com o FRONTEX, a criação da chamada Guarda Costeira Europeia e a exigência de que a Turquia tome mais medidas para impedir a travessia e conter o fluxo migratório. Decisões que são profundamente contrárias ao Direito Internacional, que protege e confere direitos aos refugiados e requerentes de asilo, e faz antever uma criminosa ação marítima da qual poderão resultar milhares de vítimas. É esta a política de «solidariedade» que a UE tem para responder à chamada crise migratória, um drama humanitário de centenas de milhar de pessoas que fogem da fome, da miséria, da perseguição, da guerra. Uma tormenta que resulta diretamente da ação intervencionista da UE, em articulação com os EUA e a NATO, com as suas políticas de ingerência e agressão militar em diversos conflitos no Médio Oriente e Norte de África. Criminosas políticas neocoloniais que visam a desestabilização do mundo árabe e o controlo geoestratégico e económico daquelas regiões.

Vinerea trecută a fost o zi tristă pentru Europa, pentru construcția europeană, pentru cei care și-au dedicat viața pentru crearea Uniunii și au crezut într-o Europă puternică. Vineri, șefii de state și de guverne au decis să cedeze în fata șantajului britanic, au acceptat mai multă suveranitate și mai puțină Europă. Deși Consiliul spune că acordul semnat este obligatoriu din punct de vedere juridic, există multe necunoscute în ecuație. Un acord semnat de șefii de stat și de guvern nu poate fi obligatoriu și nu se poate aplica decât prin modificare de tratate sau prin legislație secundară. Mi-e teamă că s-a creat un precedent periculos. Nu voi accepta niciodată ca un muncitor din țara mea care lucrează în Marea Britanie să fie tratat ca un cetățean de mâna a doua. Mă voi implica atunci când propunerile Comisiei vor ajunge pe masa Parlamentului, pentru a garanta că drepturile fundamentale vor fi respectate. Cred că această Europă cu două viteze pe care continuăm să o promovăm nu este Europa la care au visat Robert Schuman și Jaques Delors, iar dacă unii au uitat scopul principal pentru care Uniunea a fost creată, merită să le amintim că pacea este mai scumpă decât orice și că uniți suntem mai puternici.

  Algirdas Saudargas (PPE), raštu. Jungtinės Karalystės pasitraukimas iš ES būtų ne tik nenaudingas nei vienai pusei, bet ir grėsmingas įvykis šiandien visą Bendriją krečiančių krizių kontekste. Todėl džiaugiuosi, kad praėjusią savaitę Europos Vadovų Taryboje pasiektas kompromisinis susitarimas. ES šalių lyderiai parodė, kad bendras grėsmių supratimas egzistuoja ir į jį reaguojant nebijoma kompromisų. Ši Europos vienybė ir gebėjimas susikalbėti šiandien reikalingas kaip niekad, nes ES kaip globalus veikėjas neša atsakomybę ne tik už savo narių, bet ir viso pasaulio raidą. Tačiau turim užsitikrinti, kad šis susitarimas netaps pagrindu vystyti dviejų greičių Europą. Jungtinės Karalystės narystė užtikrina subalansuotą „stabdžių ir atsvarų“ sistemą ES viduje, kai kalba pasisuka apie nuo pat Europos integracijos pradžios gilias diskusijas keliantį klausimą – kokia kryptimi, gilinimo ar plėtros, turi judėti ES. Londonas besąlyginio integracijos gilinimo entuziastus sugrąžina į realybę, keldamas pamatinius klausimus. Taip pat Britanija atlieka ir transatlantinio bendradarbiavimo tilto vaidmenį – tai ypač svarbu šiandieninėje, sugrėsmintoje tarptautinėje aplinkoje. Noriu atkreipti dėmesį, kad pasiektas ir abi puses iš principo tenkinantis susitarimas įpareigoja Jungtinės Karalystės vadovus įtikinti euroskeptiškai nusitekusius visuomenės sluoksnius, jog alternatyva atsiskirti nuo ES atneš pavojingą nežinomybę ne tik Bendrijai, bet ir pačiai Britanijai.

En la Declaración del Consejo Europeo sobre la competitividad subrayan la importancia de un sistema multilateral de comercio sólido y basado en el respeto de las normas y la necesidad de celebrar acuerdos bilaterales ambiciosos de comercio e inversión con terceros países, en un espíritu de reprocidad y beneficio mutuo. Hablan también de comercio para todos, de que Europa debe impulsar su competitividad internacional y de que el comercio debe beneficiar a todos sin excepción, consumidores, trabajadores y operadores económicos. Esta última consideración es totalmente hipócrita. Ustedes saben que ser competitivos pasa por liberalizar las políticas. En la agricultura ya lo han hecho y ya vemos cómo el propio comisario Hogan acaba de reconocer la grave crisis de muchos sectores en el último Consejo de Agricultura. En esta misma línea de desregulación para impulsar la competitividad están ustedes intentando constituir la Autoridad de la Competitividad para intervenir en el mundo laboral y acomodar los salarios a las exigencias de las empresas para regularizar las actuales estrategias de dumping social que ya hoy practican muchas empresas, entre ellas las grandes cadenas textiles. A pocos meses de la COP 21, parecen haberse olvidado del impacto que estas propuestas tendrán sobre el cambio climático.

  Ivan Štefanec (PPE), písomne. Už od jej vstupu je Veľká Británia významným členom EÚ. Ďalšie zotrvanie tejto krajiny v EÚ bude prínosom nielen pre EÚ, ale aj pre samotnú Veľkú Britániu. Nakoľko je hospodársky úzko prepojená s EÚ, verím, že zachovanie možnosti formovať európsku legislatívu a iné výhody členstva prevážia nad protiargumentmi. Aby EÚ aj naďalej zostala jednotná a silná. V súvislosti s migračnou krízou je dôležité, aby členské štáty EÚ zabezpečili funkčnosť schengenského priestoru, ale zároveň aby všetky kroky boli v súlade s medzinárodnými záväzkami v oblasti utečeneckého práva. Stabilita Sýrie aj Lýbie zostáva bezpečnostným záujmom EÚ.

  Theodor Dumitru Stolojan (PPE), în scris. Pe ansamblul Uniunii Europene, acordul negociat cu Marea Britanie poate fi un acord bun, care să dea o șansă acesteia de a rămâne un stat membru al Uniunii Europene. Pentru România și alte state membre mai puțin dezvoltate economic, acest acord conține unele prevederi profund nedrepte. Este greu de acceptat ca, în Uniunea Europeană, un cetățean român care va pleca să lucreze în Regatul Unit să nu beneficieze de aceleași drepturi financiare pentru copiii rămași în România, la fel ca și un cetățean britanic. În cazul cetățenilor români care deja lucrează în Regatul Unit, această decizie nedreaptă se va aplica mai târziu. De aceea, voi vota pentru acordul cu Marea Britanie, dar nu și pentru modificarea Regulamentului (CE) nr 883/2004, care să permită Marii Britanii să îi trateze pe cetățenii români care lucrează în Regatul Unit ca cetățeni de rangul doi în materie de drepturi financiare ale copiilor, indiferent unde se află aceștia.

A Bizottság és az EIT elnöke beszámolóiból kiérezhető megkönnyebbülést a brit kérdésről szóló döntések kapcsán megértem, de a megelégedettségben, pláne az örömben nem osztozom. Ez a kikényszerített döntéscsomag az egész európai építkezést fontos területeken fékezheti, leállíthatja, több eddigi eredményt lerombolhat. Ráadásul mindez az EU-párti politikai és civil erőket demotiválja, az (Orbán-féle) destruktívak pedig vérszemet kapnak; ez a hatás akkor is érvényesülhet, ha a brit népszavazás esetleges – nem kívánt – negatív eredménye miatt a kivételek mégsem lépnének életbe. A briteknek az „egyre szorosabb” Unióból való kimaradását biztosító kivételekkel szemben hiányzik mindennek a közösségi döntéshozatalban és befolyásban való megjelenítése. A kiadott közlemény még jelzésszerűen sem utal arra, hogy a politikai unió elmélyítésében legfontosabb területeken – így az eurócsoporton és Schengenen túl például az EKSZ-ben, valamint a szociális és munkaügyekben – miként érvényesül majd a szavazati, funkciókba való kinevezési, költségvetési és egyéb arányokban, kvótákban a britek különállása. Ennek elmaradása ugyanis súlyosan sértené a többi tagállam érdekeit és az EU működésének alapelveit is. Szocialistaként különösen fájlalom, hogy egy jobboldali brit kormány – nagyrészt saját maga generálta – belpolitikai gondjait más országok munkavállalóinak kárára próbáljuk megoldani, a szociális igazságosság, a szolidaritás és más európai alapértékek zárójelbe tételével.

  Adam Szejnfeld (PPE), na piśmie. Podczas ostatniego szczytu unijni liderzy porozumieli się w sprawie ustępstw wobec Wielkiej Brytanii, które mają zapobiec wyjściu tego kraju ze Wspólnoty. Komentując tę sytuację, europejskie media najwięcej uwagi poświęcały kwestii ograniczania pomocy socjalnej dla Europejczyków przebywających w Wielkiej Brytanii, ale też w innych państwach członkowskich. Trzeba stwierdzić, iż niewątpliwie jest to ważna, ale jednak nie kluczowa dla przyszłości Unii sprawa. Poważniejszym problemem jest ryzyko powstania Unii „trzech prędkości”. Powstaje bowiem ryzyko podziału Wspólnoty na państwa: 1) strefy euro, 2) Wielką Brytanię oraz 3) pozostałe państwa członkowskie. Wobec tych trzech „stref” będą obowiązywały m.in. inne zasady integracji oraz inne prawa i obowiązki członkowskie. Grozi to osłabieniem, a być może i rozpadem Unii. Ryzyko takie może być wzmacniane w przyszłości także i tym, że pozostałe państwa członkowskie, zwłaszcza te, w których dużą popularnością cieszą się partie eurosceptyczne, mogą wysuwać teraz własne żądania, podobne do podniesionych przez Wielką Brytanię. Dlatego obawiam się, że ostatnimi decyzjami Unia Europejska się osłabiła, a nie wzmocniła, zagrażając swojej dobrej przyszłości.

  Miguel Viegas (GUE/NGL), por escrito. As decisões do Conselho Europeu último representam mais uma prova real da profunda crise em que a UE se encontra. Quer as decisões sobre os refugiados, quer as decisões face às exigências do Reino Unido demonstram o esgotamento político a que se chegou e a consequente ausência de soluções à altura dos problemas existentes. Perante o drama dos refugiados que fogem da guerra provocada e alimentada pelas potências ocidentais e pela União Europeia, a resposta continua a primar pelas medidas repressivas, tratando os refugiados como criminosos de delito comum. As manifestações de regozijo, perante a participação da NATO nas operações de patrulhamento da costa turca, dizem tudo sobre o ponto a que chegámos. Quanto às cedências ao Reino Unido, é mais um precedente que demonstra que, nesta Europa, não há igualdade entre Estados Soberanos. Há países ricos que pretendem proteger o seu setor financeiro a quem tudo é cedido, ao mesmo tempo que se cai de forma impiedosa sobre países menos ricos para a tolerância zero.

Arvoisa puhemies, Ison-Britannian kanssa neuvoteltu sopimus on tasapainoinen kokonaisuus ja se tarjoaa ratkaisuja niihin kysymyksiin, jotka Iso-Britannia on kokenut ongelmallisiksi. Toisaalta EU:n tulevaisuuden ja yhtenäisyyden kannalta on tärkeää, että EU-erolla uhkailemalla ei voi saada mitä tahansa erivapauksia. Kansallisia vaatimuksia ja äänestäjille annettuja lupauksia olisi kyllä kaikilla muillakin jäsenvaltioilla. Oikeudenmukaisuuden nimissä onkin tärkeää, että myös muille jäsenvaltioille annetaan samat mahdollisuudet uusiin joustoihin, jotka Isolle-Britannialle luvattiin. Ison-Britannian on myös hyväksyttävä se, ettei nyt neuvoteltua sopimusta enää avata uudelleen − oli Ison-Britannian kansanäänestyksen tulos mikä tahansa. Euroopalle on tärkeää, että Iso-Britannia jatkaa EU:n jäsenenä. Iso-Britannia on sekä taloudellisesti, turvallisuuspoliittisesti että henkisesti tärkeä Euroopan unionille. Onhan se yksi unionin suurimmista, vakaimmista ja vauraimmista jäsenmaista ja lisäksi tärkeä linkki Euroopan ja Yhdysvaltojen välillä. Uskon, että myös Iso-Britannia hyötyy jäsenyydestä ja haluaa olla jatkossakin itse tekemässä päätöksiä, jotka siihen joka tapauksessa vaikuttavat. Myös esimerkiksi akuutti maahanmuuttokriisi on asia, joka ratkaistaan parhaiten yhdessä. EU siis tarvitsee Isoa-Britanniaa ja Iso-Britannia EU:ta.
