  La Présidente. – L'ordre du jour appelle le débat sur le rapport de Heinz K. Becker, au nom de la commission de l'emploi et des affaires sociales, sur le réseau européen des services de l'emploi, l'accès des travailleurs aux services de mobilité et la poursuite de l'intégration des marchés du travail (A8-0224/2015).

  Heinz K. Becker, Berichterstatter. Frau Präsidentin, Herr Kommissar, verehrte Vertreterin des Rats, liebe Kolleginnen und Kollegen! Mit dem EURES-Bericht zum Europäischen Netzwerk der Arbeitsmarktverwaltungen und Arbeitsmarktvermittler liegt uns eine EU-Verordnung zur Abstimmung vor, mit der uns nach elf intensiven Trilog-Verhandlungsrunden in höchst konstruktivem Geist seitens aller Fraktionen dieses Hauses und zugleich der Kommission unter luxemburgischer Präsidentschaft ein Erfolg gelungen ist, der auf längere Zeit nachhaltige Effekte auf den europäischen Arbeitsmärkten zeitigen wird.

Während viele Regionen in Europa von hoher Arbeitslosigkeit geprägt sind, bleiben anderswo zwei Millionen Stellen unbesetzt, weil die qualifizierten Arbeitskräfte vor Ort fehlen. Da kann die EURES-Internetplattform schon in der ersten Ausbaustufe einen ganz leichten Zugang zu Hunderttausenden freier Arbeitsplätze in ganz Europa sicherstellen. In der Folge werden dann noch viel mehr Stellen angeboten werden, es werden bis zu 1,4 Millionen Jobs zugänglich sein. EURES stellt damit eine massive Förderung der Mobilität der Arbeitskräfte dar, die derzeit in Europa ja nur 3 % beträgt.

Es sollen mehr Menschen in einem anderen Land arbeiten. Wir haben die Initiative der Kommission, die EURES-Verordnung durch eine neue EURES-Plattform rundum zu reformieren und mit Effizienz und Innovation zu optimieren, höchst intensiv im Parlament bearbeitet und die Prioritäten des Parlaments in fast 700 Änderungsanträge und über 40 Kompromisse gepackt, die dann im Trilog zum gemeinsamen Ergebnis verhandelt wurden. Ich danke in diesem Zusammenhang ausdrücklich der kompetenten Runde der Schattenberichterstatter und ihrer Assistenten sowie dem professionellen EMPL-Sekretariat ebenso wie unseren aktiven Beratern meiner eigenen und der anderen Fraktionen, nicht zuletzt auch der Kollegin Ulvskog als souveräner Vorsitzender.

Daher möchte ich auch auf die soft values eingehen, die nicht unwichtig sind, wenn ein Ergebnis erzielt wird. Es ist ein spirit von Kooperation entstanden, gemeinsam mit dem Verantwortlichen der Kommission und dem Team der Ratsseite. Ohne faule Kompromisse konnte schlussendlich die Qualität der neuen EURES-Verordnung verdeutlicht werden, eines starken Instruments zur Förderung der Arbeitnehmermobilität und damit auch zur Verringerung der Arbeitslosigkeit in der EU.

Wir konnten folgende Eckpunkte der Verordnung einvernehmlich verankern: Neben den öffentlichen Arbeitsmarktverwaltungen sind auch die privaten Arbeitsvermittler an Bord. Sie gemeinsam speisen die Hunderttausende und später noch mehr freie, unbesetzte Arbeitsplätze aller Mitgliedstaaten ein. Und noch nie gab es mit der leicht bedienbaren und barrierefrei ausgeführten Internetplattform von EURES so viel Unterstützung für Menschen, besonders die jungen, wenn sie ihren Arbeitsplatz in einem anderen Land Europas suchen wollen, weil es ihnen in ihrem Heimatland nicht gelingt. Und jeder Jobsuchende hat mit Leichtigkeit seine Bewerbungsunterlagen online einstellen können, und sein Lebenslauf kann von allen Arbeitskräfte suchenden Unternehmen von überall eingesehen werden. Mit EURES erhalten Jobsuchende nicht nur auf der Internetplattform Unterstützung, sondern vor allem auch persönlich, durch 850 bestgeschulte EURES-Berater in allen EU-Staaten. Der Weg jedes Jobsuchenden bis zu seiner neuen Arbeitsstelle wird vollkommen kostenlos sein.

Ganz wichtig: Es gelang uns auch, Kommission und Rat zu überzeugen, dass die aktive Rolle der Sozialpartner im Rahmen der EURES-Konstruktion nicht nur gesichert wird, sondern sogar gestärkt. Warum eigentlich? Darauf gibt es eine klare Antwort: In einem modernen europäischen Arbeitsmarkt müssen die Interessen der Arbeitnehmer und der Arbeitgeber voll garantiert sein. Und noch ein Erfolg unserer Verhandlungen: Im Rahmen der Neugestaltung wurden die bereits als erfolgreich erkannten grenzüberschreitenden Modelle, also die cross-border partnerships, ausdrücklich und umfassend verankert und ihnen der Zugang zu EaSI geschaffen.

Sie als Abgeordnete dieses Hauses können daher mit voller Überzeugung der neuen EURES-Verordnung zustimmen, auch als einer Leistung dieses Europäischen Parlaments.

Madam President, first of all I would like to thank Parliament for its support and the rapporteur, Mr Becker, and also the chair of the trilogue, for working so competently. I would also like to thank the entire negotiating team for their efforts and constructive approach.

The new EURES Regulation is part of our broader policy to help people into a job and to facilitate the exercise of the freedom of movement of workers within the European Union. EURES is much more than a mobility portal. It is essentially a human network that provides support to jobseekers and employers across Europe, and it is key to addressing high unemployment rates and skills mismatches. Of course, while discussing labour mobility, it is important to ensure that this does not become a one—way street and does not result in a brain drain in some countries, especially new Member States.

There are more than 22 million people unemployed in the European Union today, and yet there are 2 million unfilled vacancies advertised. It is clear that we can, and must, do more to help people into jobs and to help employers to find the workers they need, within the Member States but also across borders. This is precisely what the EURES Regulation is about. Therefore, the Commission welcomes the timely agreement of the co-legislators.

Already today, the pan-European job search network, with its 34 European public employment services, is working successfully. For more than 20 years EURES has helped people to find jobs in another Member State through its web portal and its network of 1 000 advisers across the Union. The new regulation builds on this work and strengthens EURES further for the future.

So what are the main improvements? More jobs will be advertised and there will be more effective automated online matching between the specific qualifications of job searchers and the skill requirements of specific vacancies, a broader network open to more members and partners and an agreed minimum package of services to jobseekers and to employers in all Member States. It is good that the EURES network will open up further to more members and partners, also including private employment services. We need to work together across silos and exploit synergies to be most effective. At the same time, those who join must be serious, reliable labour market actors and must be committed to building a responsible partnership within the network.

With the new member organisation, EURES should also become better known, since today too many job seekers and employers are simply not aware of its potential. Members may want to promote its existence within their constituencies, in particular in regions with high unemployment or high skills shortages, or in border regions where the EURES network can, for example, provide information on concrete social security or labour law questions that potential border workers are often confronted with.

EURES is indeed more than a pan—European job search tool. Through its network across the Union it can advise and assist in finding a job or a worker and give guidance on the many practical questions that still arise in the context of labour mobility. Whereas today the services offered vary a lot among the Member States, the regulation ensures that a minimum package of support services will be available everywhere.

The Council is expected to adopt the new regulation on 15 March. In the meantime, preparations with representatives of the Member States of the EURES network have started to ensure successful application of these rules as from the day of entry into force. Within two years we will report on the state of play to Parliament and the Council, as well as to the European Economic and Social Committee and the Committee of the Regions.

Doamnă președintă, în fiecare zi, peste 1,1 milioane de cetățeni europeni care trăiesc într-o țară a Uniunii traversează frontierele pentru a merge la muncă într-o țară vecină. În acest context, portalul Eures privind mobilitatea forței de muncă este o oportunitate unică pentru cei care își caută un loc de muncă. Parlamentul European susține o actualizare a funcționării Eures și armonizarea sa cu evoluția societății la nivel european. Consider că este nevoie ca structurile naționale și transfrontaliere să dispună de suficient personal și de resurse suficiente pentru a-și desfășura activitatea, inclusiv de programe de formare a personalului.

Totodată, această reformă trebuie să permită serviciilor publice de ocupare a forței de muncă să pună bazele unei cooperări mai strânse cu organismele educaționale și de formare, mai ales în ceea ce privește formarea continuă, inclusiv în cazul persoanelor de peste 40 de ani, pentru a permite dezvoltarea de competențe și pentru utilizarea tehnologiilor de informare și comunicare în mod inteligent.

  David Casa, on behalf of the PPE Group. Madam President, I would like to start by thanking Mr Heinz Becker for his excellent work on this dossier.

Freedom of movement is one of the four basic freedoms on which the EU is founded and creates opportunities for both workers and companies and increases employment rates. However, we are still facing endemic mass unemployment, which places upon us the responsibility to improve labour mobility within the EU, not only by creating new opportunities but also by filling vacancies effectively to develop the European labour market, as the EU 28 mobility rate currently stands at a low of 0.29%.

One method of encouraging employment and creating human capital is by not only reinforcing every EU citizen’s fundamental right of free movement but also removing possible obstacles which may obstruct intra-EU labour mobility throughout the Union. This is where EURES will aid in filling these vacancies. The EURES database will help promote mobility and make the process of obtaining jobs in other Member States much simpler. I believe that regulating and enhancing the EURES network with the European classification tool will present more opportunities to fill job vacancies across EU borders.

  Siôn Simon, on behalf of the S&D Group. Madam President, I hope it will not seem grandiose if I suggest that this quite long technical piece of legislation might be a microcosm of the European Union as a whole. In the first case, the process by which we arrived at this piece of work was collaborative, it was sensible, it was admirably led by the rapporteur, Mr Becker, and I learned a lot as a British socialist about where the centre of gravity in this Union lies. It lies in a very liberal, sensible, social place. Social partnership was easily woven throughout this piece of legislation as it could never have been in the UK. It is free to workers throughout, there was no controversy with other political partners, and cherry-picking by the private sector was as abhorrent to our PPE colleagues in this process as it was to us, which it would never have been back in the UK. I think the whole of our proceedings very often mirror this experience. It was also long, dull, dry, technical and difficult to explain to other people, but actually rather important and meaningful, and in that sense too it mirrors the work that we do as a whole in this place and in these institutions.

Finally, in what is only ever two minutes, this is an instrument which did not use to work at all, but which thanks to this legislation has been fundamentally revised and in future will, I think, work very well and will improve access to jobs and work for hundreds of millions of people across the Union in a very productive and beneficial way.

Dovoľte mi poďakovať spravodajcovi, pánovi poslancovi Beckerovi, vďaka ktorému máme dnes veľmi vyvážený návrh, ktorý má ambíciu zlepšiť služby, ktoré Eures poskytuje, a zároveň tiež dáva členským štátom priestor uchovať si nezverejnené miesta, ktoré sú napríklad súčasťou programu aktívnej politiky trhu práce.

Na úvod však musím povedať, že mojím želaním – a myslím si, že aj želaním nás mnohých – je, aby občania Európskej únie nachádzali uplatnenie najmä vo svojich členských štátoch, keďže je to často znakom toho, že situácia na pracovnom trhu funguje, že sa krajine darí, že nie sú nútení opúšťať rodiny na dlhé obdobia odchodom za prácou do zahraničia. Na druhej strane tu však vždy bude časť občanov, ktorí žijú napríklad v blízkosti hraníc, alebo jednoducho ľudia, ktorí túžia a potrebujú pre svoju prácu aj zahraničnú skúsenosť. Takáto skúsenosť pomáha, zlepšuje jazykové schopnosti, pomáha transferu zručností, ale aj osobnému rozvoju, a tak v konečnom dôsledku obohacuje nás všetkých. Je preto žiaduce, aby sme týchto pracujúcich vedeli podporiť, uľahčiť im hľadanie voľných miest a pomôcť im zorientovať sa na pracovnom trhu.

Pre mňa osobne je tiež dôležité, že sme v priebehu rokovaní našli širokú zhodu a v návrhu sa tak nezabúda ani na zásady nediskriminácie a portál EURES bude dostupný aj ľuďom so zdravotným postihnutím. Verím, že zlepšený EURES bude nástrojom veľmi konkrétnej a praktickej pomoci, tak pre uchádzačov o prácu, ako aj zamestnávateľov, a že sa nám podarí dostať ho do povedomia čo najširšej verejnosti.

  Tibor Szanyi (S&D), Kékkártyás kérdés. Tisztelt Képviselő Asszony! Én egyetértek Önnel abban, hogy nem feltétlenül az országok közötti mozgást kell csupán elősegítenünk, hanem értelmes lenne regionális szinten is elérni valamit az EURES kapcsán. Ugyanakkor beleütközünk abba a problémába, hogy nem egyszerre jelennek meg az információk mind a 24 nyelven. Tehát aki otthon van, az sok esetben hátrányban lehet egy külföldi munkavállalóhoz képest. Ön hogy gondolná ezt a problémát kezelni?

Myslím si, že aj počas našich rokovaní, ktoré sme viedli aj v rámci trialógu, ale aj v rámci diskusie medzi spravodajcom a tieňovými spravodajcami, sme sa snažili práve odstrániť všetky bariéry, ktoré by mohli zabrániť ľuďom uchádzať sa o zamestnanie v inom členskom štáte Európskej únie. Takže som presvedčená, že aj samotný portál, ale aj sprievodné služby, ktoré by mali sprevádzať týchto uchádzačov o prácu, umožnia, aby aj tí, ktorí možno neovládajú ten jazyk tej-ktorej krajiny, sa dostali k informáciám, ktoré potrebujú na to, aby si našli to pracovné miesto.

  Martina Dlabajová, za skupinu ALDE. Ráda bych poděkovala zpravodaji Heinzi Beckerovi a všem stínovým zpravodajům za opravdu výbornou spolupráci. Vyjednávání o finální podobě zprávy trvalo poměrně dlouho a i já sama jsem vznesla více než 100 pozměňovacích návrhů. Musíme tady také poděkovat lucemburskému předsednictví, které má velkou zásluhu na nalezení konečné dohody.

Nyní máme k dispozici portál EURES, který odpovídá současným požadavkům pracovního trhu a může být efektivním nástrojem na podporu zaměstnanosti a mobility. Velkým úspěchem je především rozšíření portálu o pozice určené stážistům a učňům nebo zapojení nabídek soukromých zaměstnavatelů a soukromých personálních agentur.

Pro mnohé z nás byla možnost snít o práci v zahraničí, vybírat si práci v zahraničí, navíc z pohodlí domova, řadu let zcela nedostupná a nepředstavitelná. Dnes je volný pohyb pracovních sil jednou z největších výhod Evropské unie a přesto je stále pracovní mobilita v EU desetkrát nižší než ve Spojených státech.

Věřím, že nový EURES bude tím správným impulsem, jak nastartovat také nový přístup Evropanů k práci v zahraničí, a to zejména u mladých lidí. Jsem přesvědčena, že modernizovaný portál EURES je jednou z těch správných cest, jak odstraňovat bariéry a řešit problémy trhu práce napříč celou Evropou. Dlužíme to našim mladým lidem.

  Paloma López Bermejo, en nombre del Grupo GUE/NGL. Señora Presidenta, lo primero, agradecer su trabajo al señor Becker. Ha sido muy interesante trabajar con él. Hace más de un año que empezamos a hablar en este Parlamento de refundar la Red Europea de Servicios de Empleo. La Comisión nos propuso crear una red a medida de los servicios de empleo privados con la que promover la migración forzosa de los europeos en situación de desempleo.

Afortunadamente, lo que hemos construido entre todos ha sido algo muy distinto: una red que deberá apoyar la movilidad justa de los trabajadores, con la participación plena de los agentes sociales y un rol central para los servicios públicos de empleo. Pero sabemos que queda mucho por hacer. La movilidad no será justa si se aplican políticas neoliberales que empujan a millones de europeos a una migración forzosa, negándoles además el reconocimiento de los derechos sociales y llegando a expulsar a los trabajadores europeos residentes en otro país.

Señor Comisario, no se puede defender la movilidad y avalar al mismo tiempo, junto con los Gobiernos de la Unión Europea, el ataque del Reino Unido al derecho fundamental a la libre circulación de los trabajadores y reforzar la competencia feroz en el mercado único. Ese, desde luego, no es el camino.

Madam President, first of all I would also like to thank our rapporteur, Mr Becker, my colleagues, our shadows, and obviously the representatives of the Luxembourg Presidency. We need to thank all of them because basically, as my colleague Mr Simon has already mentioned, their constructive attitude and benevolent flexibility meant that we were able to first work out the compromises in Parliament and then come to the reasonably early reading agreement which is in front of us. Believe me, I come from a Member State called Hungary. I can value flexibility and willingness to compromise in politics.

I do not want to claim any specific merit for the Greens, but I would like to highlight two things that I think we have been slightly instrumental in putting into the legislation. We believe that EURES advisers should play an important role, providing personalised support to jobseekers, in order to ensure that they can make informed decisions when looking for, or taking up, a job abroad. We also have to modify and improve the original text to ensure that all users have equal access to the services without discrimination, and that data protection provisions are observed.

Thank you very much for your attention and for the flexibility which I mentioned before.

Madam President, many people in the UK will not have heard of EURES, but they might remember the story that hit the headlines about a website that advertises UK jobs across the entire EU. As an MEP I am regularly contacted by people who are desperate for work and desperate to support their families, but who – even after years of searching – have failed. I do not believe this is because every single unemployed Brit is lazy or unqualified, as some politicians say. So why does the British Government support a strengthened and expanded policy which allows every man and his dog to apply for jobs in the UK? It means that job centres in the UK are now legally obliged to advertise any vacancies they have to half a billion people.

Let me get one thing straight: this legislation has not been written for the benefit of the working person; it has been written for the benefit of big business. Open-door immigration is a policy which has driven down wages in the UK, and this is backed up by the GMB Union. The minimum wage has become the maximum wage, and British taxpayers are now subsidising low salaries which employers can get away with thanks to the over-supply in the labour market. The government’s support for this expansion of EURES and the obligation for all Member States to post jobs on the website was just a cynical attempt to make it look like the proportion of UK jobs advertised was smaller in comparison to other countries, but figures show that one third of the vacancies advertised on ‘Your first EURES job’ were placements in Britain. 1 178 unemployed people from across the EU took jobs or training in Britain, yet only 25 Britons under 30 found jobs.

I do not believe we should be exporting jobs to other EU Member States, and we certainly should not be paying GBP 55 million a day into an organisation that tells us we must. I hope British voters realise what this government and the EU are doing ahead of the referendum in June, when I believe we can get our country back and put British people first.

  Joëlle Mélin, au nom du groupe ENF. Monsieur le Président, le dossier de la plate-forme EURES, le réseau européen des services de l'emploi, poursuit son chemin. Ce faisant, les points négatifs apparaissent plus clairement derrière les motifs apparemment positifs de la proposition, que sont la transparence du marché du travail, le saut technologique des réseaux – avec une mise en correspondance automatique des offres et des CV – associé à de nouveaux services, ou la coordination accrue des échanges entre les États membres.

Mais, de facto, cela permet, à travers ce que vous appelez avec humour des "zones de pénurie ou d'excédent de main-d'œuvre", de faire apparaître un danger majeur caché: celui d'indiquer clairement à d'éventuels concurrents économiques les zones de force ou de faiblesse de l'Europe. Car la détention de listings ciblés catégoriels par des organismes de droit privé et public peut s'entendre au niveau des États membres, mais, au niveau européen, elle constitue une arme économique majeure en plus d'être un outil de surveillance prégnante.

C'est donc au niveau des États et dans le cadre de partenariats internationaux ciblés que les échanges pourront se faire en faveur des travailleurs choisis pour leurs compétences et qui se déplacent librement.

  Zoltán Balczó (NI). Az Európai Unióban 8 millió azoknak a munkavállalóknak a száma, akik nem a saját országukban dolgoznak és 25 millió a munkanélkülieké. Az ő álláskeresésükben is segítséget nyújthat az EURES foglalkoztatási, mobilitási portál, amelynek reformjáról most dönteni fogunk, de tegyük föl a kérdést: milyen is ezen a téren az egységes uniós piac? Tisztességes munkaerőpiacról és mobilitásról csak akkor beszélhetnénk, ha csökkennének azok a hatalmas jövedelemkülönbségek, amelyek a periféria és a centrum országai között fennállnak. Például Magyarországon egy bolti eladó havi jövedelme 350 euró, ugyanez a szomszédos Ausztriában 1200 euró, ugyanabban a bolthálózatban. A kelet-közép-európai emberek nem azért mennek nagy számban Nyugat-Európába munkát vállalni, mert öntudatos uniós állampolgárként élnek ezzel a szabadsággal, hanem a gazdasági kényszer hajtja el őket a hazájukból.

  Anne Sander (PPE). Monsieur le Président, Monsieur le commissaire, nous votons demain un nouveau règlement pour renforcer et développer le réseau européen de recherche d'emploi EURES. Nous offrons enfin à cet instrument les moyens de ses ambitions.

EURES n'est plus une coquille vide. Grâce à un portail web redynamisé et accessible à tous, EURES va faciliter la vie de nos travailleurs et des employeurs européens. EURES s'engage aussi en faveur des apprentis en relayant les offres d'apprentissage. Et dans les zones frontalières, je me réjouis qu'EURES encourage la création de partenariats capables d'apporter informations et support aux travailleurs frontaliers.

À présent, je dirais que la balle est dans le camp des États membres. C'est à eux d'encourager les services publics de l'emploi à améliorer le site internet et c'est à eux de promouvoir cet outil sur le terrain.

  Jutta Steinruck (S&D). Herr Präsident! EURES nutzt allen Europäerinnen und Europäern, auch den Briten. Ich bin froh, dass die Grenzpartnerschaften gestärkt wurden. Das war ja nicht immer Zielsetzung von Rat und Kommission.

In meinem EaSI-Bericht war ja da eher eine Schwächung von der Kommission geplant. Gerade aber die Beratungsarbeit der echten Grenzpartnerschaften mit den Sozialpartnern ist enorm wichtig – in der Arbeitsvermittlung, aber auch bei grenzüberschreitenden Arbeitsverhältnissen haben Arbeitnehmer und Arbeitgeber Beratungsbedarf. Wir haben so unterschiedliche Steuer- und Sozialversicherungsrichtlinien, was die Arbeit grenzüberschreitend sehr schwierig macht.

Es wurde zum Glück auch erreicht, dass nicht irgendwelche beliebigen grenzüberschreitenden Strukturen diese Arbeiten zu Profitzwecken nutzen können, gegen Entgelt dann zur Verfügung stellen können, sodass da auch nicht für solche Zwecke europäische Gelder abgerufen werden können. Das ist uns auch wichtig, dass Basisdienstleistungen weiter kostenlos zur Verfügung gestellt werden. Es ist endlich auch gelungen, dass alle Stellenanzeigen innerhalb des Netzwerkes ausgeschrieben werden, und zwar verbindlich.

Signor Presidente, onorevoli colleghi, prima di tutto vorrei ringraziare il collega Becker: lei ha dimostrato con la disponibilità di questo anno di lavoro la volontà precisa di mettere dei contenuti all'interno di un contenitore, perché EURES era un contenitore privo di contenuti e privo, soprattutto, di quella necessità di fruizione, di informazione immediata che è fondamentale per affrontare il problema della disoccupazione e il problema dell'occupazione.

Quindi io sono veramente stata contenta di poter collaborare con lei. Lei ha dimostrato che questo Parlamento, quando è necessario dare risposte concrete, può lavorare a 360 gradi e puntare ai risultati, ai contenuti e veramente a risultati efficaci. Quindi la ringrazio e avrà il nostro sostegno, domani al voto.

  Danuta Jazłowiecka (PPE). Panie Przewodniczący! Reforma sieci EURES jest pozytywnym sygnałem i daje nadzieję na usprawnienie procesu wymiany informacji pomiędzy państwami na temat zapotrzebowania rynków lokalnych oraz dostępnych ofert pracy i osób poszukujących zatrudnienia. Za szczególnie pozytywne uważam zmiany mające na celu zapewnienie bardziej spersonalizowanego doradztwa zawodowego i rekrutacyjnego, zapewnienie praktycznej pomocy przy poszukiwaniu pracy i zatrudnianiu pracowników oraz przekazywanie pracownikom i pracodawcom informacji o zabezpieczeniu społecznym, podatkach i stosownych przepisach prawnych w poszczególnych państwach członkowskich.

Ważny też jest obowiązek skutecznej promocji i popularyzacji sieci wśród pracodawców i pracobiorców, nałożony na Komisję, jak i na państwa członkowskie. Sieć EURES nigdy bowiem nie będzie skutecznie działała, jeżeli w jej funkcjonowanie nie zaangażują się w pełni publiczne i prywatne służby zatrudnienia. Miejmy nadzieję, że inicjatywy takie jak EURES choć częściowo zniwelują negatywne skutki ostatnich działań prowadzących do tworzenia nowych barier w swobodnym przepływie pracowników Unii Europejskiej.   Vilija Blinkevičiūtė (S&D). Dėkoju pranešėjui, gerb. Beckeriui, už gerą darbą, nes iš tikrųjų šiuo reglamentu mes siekiame sustiprinti EURES platformą ir paversti išties veiksminga priemone darbo jėgos judėjimu Europos Sąjungoje susidomėjusiems asmenims. Ir vienas iš svarbiausių patobulinimų – tai padidinti skaidrumą, visos Europos lygmeniu suteikiant galimybę vienoje vietoje peržiūrėti kaip galima daugiau laisvų darbo vietų pasiūlymų. Ir labai svarbu, kad į šitą tinklą taip pat siekiama įtraukti pameistrystes ir stažuotes, bet be abejo su sąlyga, kad joms turi būti taikomi įprastiniai darbo santykiai. Taigi visiems darbo ieškantiems asmenims turi būti užtikrinama galimybė gauti išsamią informaciją apie darbo sąlygas toje darbo vietoje. Džiaugiuosi, kad derybose dėl šio reglamento pavyko sustiprinti socialinių partnerių vaidmenį tinklo veikloje, kad pasiekėme, jog tiek darbuotojai, tiek darbdaviai lengviau gautų informaciją, reikalingą įdarbinimui. Taip pat labai svarbu, kad pagrindinės EURES tinklo paslaugos bus nemokamos darbo ieškančiam žmogui ir dėl to labiau jam prieinamos.

  Romana Tomc (PPE). Najprej seveda vse čestitke kolegi Beckerju za zelo dobro, za odlično opravljeno delo. Imamo pred sabo zelo dober predlog, ki ga bomo z lahkoto podprli.

Evropska mreža služb za zaposlovanje bo znatno prispevala k hitrejšemu usklajevanju ponudbe in povpraševanja po delovnih mestih v celotni Evropski uniji. Prosta delovna mesta bodo lahko javno objavljena in dostopna vsem. To je zelo dobro.

Prav tako je za iskalce zaposlitve izrednega pomena to, da se bodo v novo mrežo lahko vključile poleg javnih služb za zaposlovanje tudi zasebne agencije in nevladne organizacije. Mislim, da bomo lahko tako znižali tudi brezposelnost med najbolj ranljivimi skupinami.

Vsekakor pa tudi jaz podpiram vse kolege, ki pravijo, da je treba posebno pozornost nameniti vajeništvu in pripravništvu.

Prepričana sem, seveda, da bo EURES pozitivno vplival tudi na povečanje mobilnosti znotraj EU.

  Michaela Šojdrová (PPE). Chtěla bych především poděkovat kolegovi Beckerovi za jeho odvedenou práci na zprávě o portálu EURES.

Výsledný text, který byl podpořen velkou většinou při hlasování ve výboru EMPL, jasně dokazuje, že je to text solidní a tuto podporu si zasloužil. Jsem také ráda, že byly přijaty pozměňovací návrhy, mimo jiné i pozměňovací návrh, který jsem podávala ve smyslu žadatelů, kteří splní požadavky a kritéria pro udělení oprávnění tak, aby členský stát toto oprávnění vydal. Aby zde nebylo žádné pochyby o tom, zda oprávnění může být vydáno. Toto jasné vymezení mě tedy velmi ve zprávě těší.

Vítám také to, že tato politika na trhu práce zůstává plně v pravomoci členských států, je tedy respektována subsidiarita a samozřejmě je potřeba usilovat o co nejnižší byrokratickou zátěž a dobrou implementaci. Proto vítám prohlášení pana komisaře, který slíbil, že bude sledovat implementaci a podá o tomto zprávu. Děkuji všem za dobrou práci.

  Olga Sehnalová (S&D). Usnadnění mobility pracovníků v Evropské unii je jistě možné vnímat jako pozitivní krok, kterým se mohou efektivně a pružně vyrovnávat nerovnosti na pracovním trhu.

Má však i svou odvrácenou stranu. Při existenci obrovských rozdílů v úrovni mezd mezi jednotlivými zeměmi dochází bohužel k odlivu kvalifikovaných pracovníků z chudších evropských zemí do těch bohatších. To způsobuje obrovské problémy v některých odvětvích. Uvedu např. zdravotnictví, kde v zemích, odkud se odchází za lepšími podmínkami, je akutní nedostatek zdravotníků a tím je přímo ohrožena dostupnost zdravotní péče.

Veřejné vysoké školy zde poskytnou vzdělání, jejich absolventi však záhy odcházejí ze země pryč. Je pro tyto země řešením dovážet zdravotníky z ještě chudších částí světa? Je tohle udržitelný model evropského trhu práce? Domnívám se, že ne. To však není problém sítě EURES.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, περισσεύει η υποκρισία και η διγλωσσία στην Ευρωπαϊκή Ένωση. Την ώρα που συζητούμε για το πρόγραμμα EURES, που στόχο έχει να συμβάλει στην κινητικότητα των εργαζομένων εντός της Ευρωπαϊκής Ένωσης και να βοηθήσει τους πολίτες των κρατών μελών να αναζητήσουν εργασία σε άλλο κράτος της Ένωσης, την ίδια στιγμή με αφορμή τη ρύθμιση για το BREXIT, οι αρχηγοί κρατών και κυβερνήσεων της Ένωσης αποφάσισαν τον δραστικό περιορισμό των δικαιωμάτων όλων των διακινούμενων εργαζομένων.

Δικαιωμάτων που πηγάζουν από τις εργασιακές τους σχέσεις και αφορούν φοροαπαλλαγές, επιδόματα στέγασης, γάμου, τέκνων και λοιπά. Αυτό σημαίνει διακρίσεις σε βάρος των διακινούμενων πολιτών της Ένωσης έναντι των πολιτών των κρατών υποδοχής.

Έτσι με υπογραφή Τσίπρα, πάνω από τετρακόσιες χιλιάδες Έλληνες, νέοι οι επιστήμονες και λοιποί εργαζόμενοι που μετανάστευσαν για δουλειά στη Βρετανία, τη Γερμανία, τη Γαλλία και σε άλλες χώρες της Ένωσης, θα υποστούν ένα νέο κοινωνικό ρατσισμό. Έφυγαν από την Ελλάδα λόγω τρόικας και μνημονίου και τώρα η Μέρκελ και οι μερκελιστές, με τη συναίνεση της συγκυβέρνησης ΣΥΡΙΖΑ/ΑΝΕΛ, τους επιβάλουν ένα νέο μνημόνιο που τους μειώνει τους μισθούς και τους καθιστά πολίτες δεύτερης κατηγορίας.

  Ivan Jakovčić (ALDE) – Poštovani predsjedniče, treba nam veća mobilnost unutra Europske unije, svega 3 % Europljana radi u nekoj drugoj državi Europske unije.

Imamo 2 milijuna radnih mjesta koja se mogu popuniti, a imamo ogromnu nezaposlenost u nizu zemalja čalnica. Zato snažno podržavam platformu EURES: uvjeren sam da upravo na taj način, na način novih tehnologija, možemo vrlo kvalitetno riješiti naše probleme u mnogim zemljama i omogućiti mnogim građanima da dođu do svojih radnih mjesta.

Danas imamo situaciju da Europska unija, s jedne strane, treba posao, s druge strane, ljudi traže posao. Javni zavodi za zapošljavanje, privatne agencije kroz ovaj spoj zaista mogu omogućiti bolju sreću mnogim pojedincima i mnogim obiteljima.

  Stanislav Polčák (PPE). Já bych chtěl rovněž vyzdvihnout, že v současné době přeshraniční formu práce uplatňuje 1,1 milionů občanů EU. Také, že 7 milionů občanů EU je zaměstnáno v jiných členských státech EU. To je, myslím, že velmi podstatné.

Myslím, že to ukazuje právě hodnoty, které jsou potřebné v této době zmiňovat, a to je tedy svoboda usazování se a svoboda práce, kterou zaručují ty základní čtyři svobody EU. Plyne z toho i řada podnětných kritérií, které lze ocenit, a to je tedy růst HDP. Na druhou stranu je skutečně pravdou i to, co říkala kolegyně Sehnalová, a to je odliv kvalifikovaných sil. I s tím se musí vypořádávat členské státy, které s touto hodnotou EU do jisté míry musí potom bojovat ve svých právních řádech.

Pro mě je podstatné, že EURES byl reformován a reformován způsobem, který ještě dále uplatňuje větší zapojení kvalifikované pracovní síly na pracovním trhu.

  Valdis Dombrovskis, Vice-President of the Commission. Mr President, a strengthened and better—known EURES network with a broader scope, a wider range of support services and a modern IT platform that allows for better, automated matching of profiles will be a powerful instrument. It will make it easier for job seekers to expand their job search in other Member States and it will give employers access to a wider pool of talent. It will facilitate, on the ground, the exercising of free movement by workers.

The strength of any network always depends first and foremost on its members. This is no different in the case of EURES. The Commission is committed to continuing to support the network, to helping it develop and to making best use of the tools that the new regulation puts at its disposal. I hope that we can count on Parliament’s continued support in our doing so.

  Heinz K. Becker, Berichterstatter. Herr Präsident! Ich darf noch einmal auf jene Aspekte eingehen, die sich in den Wortmeldungen vielleicht als deutlich erwiesen haben.

Insbesondere möchte ich festhalten, dass die EURES-Verordnung ausdrücklich an zwei unterschiedlichen Punkten die aktuelle Diskussion aufgegriffen hat. Erstens wird die Freizügigkeit für Arbeitnehmer in Europa betont, bestätigt und gefordert, auch im EURES-Bericht. Das Zweite ist: Es wird gefordert, dass jede Diskriminierung – und das steht an erster Stelle – nach Staatsbürgerschaft und allen anderen Kriterien ebenfalls nicht zulässig ist.

Ich glaube, unter den Beiträgen unserer Kollegen war es sehr wichtig zu lernen, dass auch für Behinderte ein wesentlicher Beitrag enthalten ist und dass auch die Traineeships und Praktika einen starken Stellenwert bekommen haben. Wir haben darauf extra geachtet.

Lassen Sie mich abschließend zwei Bitten aussprechen, es sind keine Forderungen, aber wir werden sie sehr ausdrücklich wiederholen: Die eine Bitte geht an den Rat, die Mitgliedstaaten der EU zu motivieren, nicht bis zum letzten Moment der Zweijahresfrist zu warten, bis EURES implementiert wird. Die Bürger jedes Landes verdienen, von ihrer Regierung mit EURES perfekt vertraut gemacht zu werden.

Das zweite Ersuchen geht an die Kommission, auch den Rat zu ermuntern, gezielte Kommunikationsarbeit für EURES zu entwickeln. EURES gab es schon, EURES war aber nicht so gut bekannt, es muss jetzt bekannt gemacht werden! Diese Bitte darf ich machen und freue mich, dass prominente Vertreter der Kommission aus der Verhandlung hier vertreten sind. Auf einen gemeinsamen Erfolg.

  Andrea Bocskor (PPE), írásban. A munkahely Unión belüli szabad megválasztása az Európai Unió négy alapszabadságának egyike. Naponta mintegy 1,1 millió uniós állampolgár lépi át az országhatárt, mert a szomszédos országban dolgozik. Ezenfelül 2013-ban mintegy 7 millió európai polgár élt és dolgozott más tagállamban. Az Európa egyes régióiban tapasztalható magas munkanélküliség ahhoz a felismeréshez vezetett, hogy meg kell erősíteni a munkaerő Unión belüli mobilitását. Ez hozzájárul majd egy magas foglalkoztatottsági szinttel rendelkező európai munkaerőpiac kifejlődéséhez, mivel az Unión belüli munkavállalói mobilitás 0,29%-os rátája a munkaerőpiac méretéhez és az EU aktív népességéhez képest viszonylag alacsony. E rendelet célja, hogy az EURES hálózatot hatékony eszközzé alakítsa az álláskeresők/munkáltatók számára azáltal, hogy létrehozza az állásajánlatok és álláskeresői profilok legnagyobb adatbázisát. Támogatom, hogy fel kell venni az egész Európára kiterjedő hálózatba a gyakorlati képzési és a szakmai gyakorlati helyeket is. Javaslom bevezetni a tanulószerződéses gyakorlati képzések és szakmai gyakorlatok területén fennálló, Unión belüli mobilitással kapcsolatos általános információk megfelelő cseréjét, amelyet a tagállamok rendes oktatási rendszere által kiadott diplomákhoz hasonlóan el kell ismerni. A reformnak lehetővé kell tennie, hogy az állami foglalkoztatási szolgáltatások lefektessék az oktatási és szakképzési intézményekkel való szorosabb együttműködés alapjait, különösen a továbbképzés terén, kiterjesztve ezt a 40 év felettiekre is, lehetővé téve az információs és kommunikációs technológiák kihasználását.

  Nicola Caputo (S&D), per iscritto. L'economia europea ha necessità di rafforzare costantemente i fondamenti della sua economia, come quello del lavoro, messo negli ultimi anni a dura prova, tanto che, lungi dal rappresentare un asset di crescita, mostra un fianco vulnerabile alle crisi economiche. Una delle precondizioni affinché torni a svilupparsi risiede nel grado di effettività attribuibile alla libertà nella circolazione dei lavoratori stessi che, duole constatare, allo stato è ancora basso. Con interrogazione del febbraio 2015 denunciavo la scarsa conoscenza della piattaforma EURES da parte dei lavoratori, dei datori di lavoro e degli stessi Stati membri, al punto che questa criticità, unita alla mancanza di buone prassi di scambi di informazioni sulle carenze ed eccedenze di lavoro, mina quello che andrebbe definito come "il servizio europeo all'impiego" che considero un dovere delle Istituzioni europee. Alla mia richiesta di maggiore accuratezza dei modelli previsionali e di maggiore interoperabilità dei dati tra i portali nazionali, con risposta del giugno 2015 la Commissione ha affermato che è necessaria la collaborazione dei sistemi nazionali. In effetti, vincere le barriere normative e gli ostacoli giuridici è la sfida più grande, al fine di rendere effettiva e reale la libertà di circolazione dei lavoratori.

Az immár több mint két évtizedes múlttal rendelkező EURES hálózat és foglalkoztatási mobilitási portál jelentősége a válság fényében még tovább nőtt, hiszen az Unión belüli mobilitás új foglalkoztatási lehetőségek előtt nyitja meg az utat, és ezáltal elősegítheti a munkanélküliség csökkentését. Az Unió egyes területein tapasztalható tömeges munkanélküliség problémájára a munkavállalók mobilitása megoldást jelenthet. Az EURES támogatja a munkavállalókat és munkáltatókat a személyek szabad áramlásának elve által nyújtott lehetőségek kihasználásában. Az EURES és a tagállamokban működő állami foglalkoztatási szolgálatok küldetésüknek tekintik a munkaerőpiaci kereslet és kínálat egyensúlyához való hozzájárulást, és biztosítják a munkáltatók, munkavállalók és az állásközvetítő cégek számára a helyi, országos és európai munkaerőpiachoz való egyszerű hozzáférést. A jelentés több pontot is említ, melyek az EURES hatékonyságának növelését célozzák, miközben hangsúlyozza, hogy a foglalkoztatási politikák tagállami hatáskörbe tartoznak. Az előterjesztésben említett javaslatok többsége (például, hogy az EURES terjedjen ki a gyakornoki lehetőségekre is, minden álláskeresőnek kapjon teljes körű információt a foglalkoztatási feltételekről azon országban, ahol a szóban forgó állás található, az EURES platform legyen a lehető leginkább felhasználóbarát) értékes gondolatokat fogalmaz meg, melyek hatékonyan járulhatnak hozzá a munkanélküliség csökkentéséhez az Unióban.

  Krzysztof Hetman (PPE), na piśmie. Cieszę się, że w procesie rozmów trójstronnych udało się uzyskać międzyinstytucjonalne porozumienie w sprawie instrumentu EURES. Jestem zdania, że nowa dyrektywa, w której ponownie ustanawia się ten instrument – o ile zostanie sprawnie wdrożona w państwach członkowskich – pozwoli na nadanie nowej dynamiki współpracy międzyregionalnej w dziedzinie rekrutacji pracowników. Unia Europejska od kilku lat boryka się nie tylko z problemem bezrobocia, ale także, z drugiej strony, z problemem nieobsadzonych wakatów w niektórych obszarach gospodarki.

Europejska Sieć Służb Zatrudnienia w nowej, wzmocnionej formie posiada potencjał, aby ułatwić rekrutację pracowników z różnych państw członkowskich. Sieć będzie tworzona zarówno przez publiczne służby zatrudnienia, jak i partnerów społecznych, których będą obowiązywać te same minimalne kryteria. Uważam, że to dobra podstawa do współpracy. Ponadto cieszy mnie, iż wyodrębniono i sprecyzowano kwestie mobilności pracowników w rejonach transgranicznych. W istocie jest to grupa pracowników, która boryka się z nieco innymi problemami, przez co wymaga szczególnej uwagi, a nierzadko odrębnych rozwiązań. Stworzenie osobnych partnerstw transgranicznych w ramach EURES uważam wobec tego za dobre rozwiązanie.

A munkahely Unión belüli szabad megválasztását az Európai Unió négy alapszabadságához tartozó szabad mozgáshoz való jog szerves részeként tekintem, amely az uniós polgárság egyik jelentős eleme, amelyet egyébként a mostani migránsválság végveszélybe sodort. Ma az EU-ban 23 millió munkanélküli van, és minden ötödik fiatalnak nincs állása. Az ellenkező híresztelések ellenére az Unión belüli uniós munkavállalói mobilitás a munkaerőpiac méretéhez és az EU aktív népességéhez képest, de még a nagyobb versenytársakéhoz (USA, Japán) képest is alacsony – az EU 27 mobilitási rátája csupán 0,29%. A rendelet célja, hogy az EURES-hálózatot hatékony eszközzé alakítsa az álláskeresők és a munkáltatók számára, tiszteletben tartva a tagállamok kompetenciáit a munkaerőpiaci szabályozás tekintetében, amely továbbra is nemzeti hatáskörben maradt. Az álláspontom az, hogy nem még több nem uniós és kifejezetten képzetlen bevándorlóval, hanem az uniós polgárok szabad munkavállalásának erősítésével kell a foglalkoztatási gondokat csökkenteni. Ennek keretében úgy gondolom, hogy az üres álláshelyek betöltése tekintetében a tagállamoknak és a Bizottságnak ügyelniük kell arra, hogy ezek betöltése során az uniós tagállamok állampolgárai elsőbbséget élvezzenek, hogy megvalósuljon az uniós preferencia elve is.

  Ilhan Kyuchyuk (ALDE), in writing. The free movement of workers is a fundamental principle of the Treaty enshrined in Article 45 of the Treaty on the Functioning of the European Union. In order to help workers to effectively exercise that right – to look for a job and to work in another EU country, enjoying the same treatment as the country´s nationals in terms of access to employment, working conditions and social benefits – we need to reinvigorate and adjust EURES. This cooperation network for labour mobility clearly showed some shortcomings such as limited support services and information exchange, as well as not sufficient cooperation and lack of transparency in labour markets. In this regard, I find essential the incorporation into the network of effective public and private employment services. It is important to widen to scope of information which is available on the portal, ensuring that all jobseekers can obtain comprehensive information about the existing vacancies and all related employment conditions. On the other hand the portal should facilitate the automated matching of job vacancies and CVs, which will allow employers to quickly find and recruit workers who have the right skills and qualifications. Reinvigorating EURES will be highly beneficial for the reduction of the unemployment rates and will contribute to a more integrated Union labour market.

  Verónica Lope Fontagné (PPE), por escrito. Pese a que la libre circulación de trabajadores es un derecho reflejado en los Tratados de la UE y a que hay Estados miembros con unas tasas de desempleo muy elevadas y otros con un gran número de vacantes, la movilidad laboral es muy baja dentro de la UE. Apenas un 3 % de la población activa es económicamente activa en otro Estado miembro y menos del 25 % de los trabajadores que quisieran desplazarse a trabajar a otro país lo hace. Este Reglamento, además de garantizar la igualdad de condiciones para las personas con discapacidad, permitirá resolver los principales problemas existentes, facilitando la libre circulación de trabajadores. Tenemos que promocionar el mercado laboral europeo y las posibilidades que ofrece, como esos dos millones de puestos de trabajo vacantes en la UE, ya que el proceso de integración de la UE requiere una mayor circulación de trabajadores entre Estados miembro. Si conseguimos que la red EURES funcione como un verdadero portal de búsqueda de empleo a nivel europeo, garantizando la igualdad de trato a trabajadores y empleadores con independencia del lugar de la Unión donde se encuentren, estaremos más cerca de lograrlo.

  Krystyna Łybacka (S&D), na piśmie. Wielokrotnie zwracałam się i apelowałam o stworzenie europejskiego banku informacji odnośnie do staży i praktyk. Dlatego gorąco popieram włączenie ofert przyuczania do zawodu i praktyk zawodowych do sieci EURES. W tym kontekście podkreślam konieczność zapewnienia kompleksowej informacji dla poszukujących pracy lub stażu o zasadach i warunkach zatrudnienia oraz świadczeniach związanych z potencjalną pracą. Aby EURES stanowił użyteczne i efektywne narzędzie do poszukiwania pracy czy stażu, musi być dostępny dla jak największej grupy odbiorców. Dlatego trzeba zadbać o to, aby był on przyjazny dla użytkownika i odpowiednio promowany w mediach.

Ważny jest również monitoring funkcjonowania tego narzędzia, tak aby na bieżąco można było korygować ewentualne jego niedociągnięcia. Proponuję także wdrażanie nowych inicjatyw mających na celu stworzenie z portalu EURES kompleksowego punktu informacyjnego dotyczącego zatrudnienia i rozwijania kompetencji zawodowych. Na portalu EURES powinny być dostępne informacje m.in. o kursach językowych, warunkach uznawania kwalifikacji akademickich i zawodowych czy możliwościach zakwaterowania w danym kraju.

Au nom de la sacro-sainte "libre circulation", l'UE veut mettre en place un réseau de coopération structuré permettant un accès de tous les citoyens à toutes les offres d'emploi. La proposition du Parlement évoque, en vrac, le renforcement de la coopération entre les Services Publics à l'Emploi (SPE), l’intégration des organismes non publics, une amélioration d’EURES, la création d’un bureau de coordination européen…

Des problèmes évidents émergent: au niveau logistique (la mise en relation des offres et des demandes à un niveau européen pose des problèmes évidents, surtout en temps de crise), au niveau financier (la mise en relation des offres et des demandes va coûter cher) et surtout au niveau humain car EURES, ce "pôle emploi européen", favorise le chantage à la mobilité, selon lequel un chômeur ne voudrait pas travailler s'il n'est pas prêt à saisir une offre en Europe, où qu'elle soit.

Plutôt que d’institutionnaliser la précarisation de l'emploi et le déracinement, il faudrait soutenir les PME-PMI qui représentent 90% des emplois en Europe, et mettre en place dans les États membres les conditions nécessaires à la création d’emplois. Un individu, n’en déplaise à la Commission, préfèrera toujours travailler près de chez soi!

  Андрей Новаков (PPE), в писмена форма. Ако мерим икономиките си в проценти растеж на БВП, то заетостта особено сред младите е въпрос на конкретни хора и тяхното бъдеще, а не на числа и графики. А конкретните млади хора ценят единствено конкретни мерки и резултати и затова предлагам две конкретни стъпки.

Първо: публично-частни служби по заетостта. В някои държави има сайтове и услуги за заетост, които се справят по-добре от публичните служби по заетост. Около 80% от финансирането на службите по заетостта е публично. Заетостта се събужда най-ефективно с частни инвестиции. Бизнесът наема младите ни хора и компаниите трябва да имат по-силен глас и участие в управлението на службите по заетост.

Второ: Еразъм за млади предприемачи е новата заетост за младите. Но трябва да променим две неща: глобален Еразъм в САЩ, Китай, Япония и другаде – младите европейци да се учат от най-добрите предприемачи, след което да стартират бизнес и да наемат още млади хора; бюджет, отговарящ на търсенето. Средствата на програмата до 2020 г. са едва €55.3. 90% от участвалите предприемачи са на възраст под 40 г., а над 1/3 от тях стартират свой бизнес след участие.

С оглед на горните две предложения знам, че няма закон, регламент, директива или институция, които да служат като извинение и оправдание.

  Claudia Tapardel (S&D), în scris. Există o diferență fundamentală între principiul de bază al libertății de a lucra oriunde în UE și realitatea în care funcționează acest principiu. Uniunea Europeană este din ce în ce mai fragmentată, o uniune amenințată atât din interior, cât și din exterior de factori care determină din start piedici consistente în calea mobilității veritabile. Cifrele ne arată că, dintr-un număr de 4 milioane de accesări lunare, portalul principal privind mobilitatea forței de muncă, EURES, generează cca. 50 000 de angajări pe an. Trebuie să recunoaștem că principalul flux de mobilitate a forței de muncă în UE este dinspre est spre vest. Din 2005 și până azi, numărul europenilor care muncesc în altă țară decât cea de origine a crescut cu 60 %, în principal pe fondul extinderii UE.

Susțin renovarea portalului EURES, susțin eficientizarea mobilității, dar vreau să atrag atenția asupra nevoii clare de a ne raporta realist la fenomenul migrației interne în UE. Cea mai mare parte a migranților nu folosesc canale oficiale pentru a ajunge și a munci în altă țară, poate nu au acces la internet, poate nici nu au auzit de EURES. Aceste persoane au nevoie cel mai mult de susținerea și protecția UE.

  Marc Tarabella (S&D), par écrit. Il faut améliorer l'accès des travailleurs aux services de soutien à la mobilité de la main d'oeuvre au sein de l'Union européenne et relancer le réseau européen des services de l'emploi (EURES).

Plusieurs carences selon moi: vivier incomplet d'offres d'emploi et de curriculums vitae sur le portail EURES; accès inégal au service au sein de l'Union européenne; capacité limitée du portail à rapprocher les offres d'emploi des curriculums vitae déposés; disponibilité insuffisante des services de soutien; manque d'échanges d'informations entre États membres concernant les pénuries et les excédents de main d'oeuvre.

Le renforcement d'EURES permettrait de mettre en oeuvre plus facilement les instruments que la Commission met en place en faveur de l'emploi, à l'instar du Mécanisme de garantie pour la jeunesse. Il ne paraît donc pas opportun de soulever une réserve au titre du principe de subsidiarité.

Išvados parengtos remiantis dideliu kai kurių Europos regionų nedarbu rodo, kad reikėtų stiprinti darbo jėgos judumą ES tam, kad padidintume darbuotojų įdarbinimo galimybes ir suteiktume darbdaviams pagalbą geriau ir greičiau užpildant laisvas darbo vietas. Todėl valstybės narės turėtų įsteigti nacionalinius koordinavimo centrus, kurie teiktų bendrą paramą ir pagalbą visoms jų teritorijoje veikiančioms organizacijoms palaikančioms bendradarbiavimą su atitinkamomis organizacijomis kitose valstybėse narėse, ypač kaimyninėse. Tokiems koordinavimo centrams visų pirma turėtų būti pavesta nagrinėti su laisvomis darbo vietomis susijusius skundus bei problemas ir tikrinti su savanorišku ir sąžiningu darbo jėgos judumu Sąjungoje susijusius atitikties aspektus. Nepamirškime, kad didėjant darbo rinkų tarpusavio priklausomybei būtinas glaudesnis užimtumo tarnybų bendradarbiavimas,ypač pasienio regionuose, tam, kad visiems darbuotojams pagal savanoriško ir sąžiningo darbo jėgos judumo Sąjungoje principus būtų užtikrinta laisvo judėjimo galimybė. Tai be abejo turėtų būti vykdoma visoje Sąjungoje ir pagal Sutartis, be jokios diskriminacijos. Reikėtų nustatyti bendrus valstybių narių ir Komisijos bendradarbiavimo pagrindus . Tai turėtų remtis visų darbo pasiūlymų iš visos ES sujungimu ir galimybe teikti paraiškas dėl darbo per tarpininkavimą darbuotojams ir darbdaviams. Reikia taip pat apibrėžti bendrą požiūrį į keitimąsį informacija ir į individualizuotų konsultavimo paslaugų teikimą, būtiną tokiam bendradarbiavimui palengvinti.

A Parlament asztalán lévő rendeletjavaslat célja, hogy javítsa a munkavállalók hozzáférését az EU-n belüli munkavállalói mobilitást támogató szolgáltatásokhoz, ezáltal pedig elősegítse a méltányos mobilitást, és biztosítsa a foglalkoztatási lehetőségekhez való jobb hozzáférést az egész Unióban. Ennek fő eszköze az európai foglalkoztatási szolgálatok – körülbelül 900 tanácsadóból álló – hálózata (EURES). Egyértelmű azonban, hogy ez az eszköz jelenlegi formájában nem képes ösztönözni a további méltányos mobilitási mintákat, különösen az uniós munkaerő létszáma és a jelenlegi gazdasági helyzet kihívásainak jellege miatt. Erre a javaslat választ ad, ugyanakkor mindenképpen fel kell hívni a figyelmet arra, hogy a munkavállalói mobilitás ösztönzése mellett azoknak is támogatást kell biztosítanunk, akik gazdasági kényszerből hagyták el szülőhazájukat és végeznek – olykor a képzettségükhöz képest alulfizetett és méltánytalan – munkát. Ha van arra uniós forrás, hogy elősegítsük az európai polgárok mobilitását, úgy arra is kell találni megoldást, hogy azokat segítsük, akik szülőföldjükön szeretnének újra boldogulni.

  Jarosław Wałęsa (PPE), na piśmie. Prawo do swobodnego przepływu pracowników pojawiło się już w Traktacie Rzymskim z 1957 r. Jest również zagwarantowane w art. 39 ujednoliconej wersji Traktatu ustanawiającego Wspólnotę Europejską. Szacuje się, że ponad 7 milionów obywateli europejskich mieszkało i pracowało w 2013 r. w innym państwie członkowskim, z czego 78% to osoby aktywne zawodowo, a 68% z nich posiadało zatrudnienie. Jednakże z powodu kryzysu finansowego przepływ siły roboczej wewnątrz Unii zmalał w ostatnim czasie o jedną trzecią. Ponadto odnotowuje się trend związany z brakiem wykwalifikowanego personelu. Aby przeciwdziałać dalszym skutkom rozwijającego się trendu, w dniu 2 grudnia 2015 r. Komitet Stałych Przedstawicieli zatwierdził porozumienie osiągnięte z Parlamentem Europejskim w sprawie ponownego ustanowienia i reorganizacji europejskiej sieci służb zatrudnienia (EURES).

Celem samym w sobie jest uczynienie z sieci EURES skutecznego narzędzia dla osób poszukujących pracy lub pracodawców. Dodatkowo pokonywanie barier w mobilności zwiększy dostęp zatrudnienia w całej UE, co ułatwi tworzenie nowych miejsc pracy. Co więcej, wspomniana sieć zatrudnienia przyczyni się do zwalczania bezrobocia, pomagając w lepszym dopasowaniu podaży i popytu na rynku pracy. EURES ma również odegrać ważną rolę w dostarczaniu konkretnych informacji i usług pracodawcom i pracownikom transgranicznym w europejskich regionach przygranicznych. Jestem zdania, że idea ujednoliconego rynku bez większych granic państwowych opiera się na wysokim poziomie wzajemnego zaufania oraz na równoważności systemów regulacyjnych.
