  President. – The next item is the report by Mary Honeyball, on behalf of the Committee on Women’s Rights and Gender Equality, on the situation of women refugees and asylum seekers in the EU [2015/2325(INI)] (A8-0024/2016).

  Mary Honeyball, rapporteur. Madam President, I would like to greet everyone by wishing them a happy International Women’s Day.

This report on women refugees and asylum seekers is about bringing a much—needed gender perspective to the way we in the European Union deal with those seeking safety within our borders. At present, there are worrying disparities in the way different Member States handle asylum claims, particularly where those claims are related to gender. As a result, women seeking asylum in the EU are not guaranteed consistent gender—sensitive treatment. Women refugees and women seeking asylum are too often confronted with policies which fail to meet acceptable standards and where sensitive policies regarding gender are not implemented in practice.

This report recommends a new set of gender guidelines to address these shortcomings. Violence is, tragically, an everyday reality for women and girls fleeing conflict. I have heard horrifying reports of women being exploited and abused. Research shows that women and girl refugees face this kind of violence, assault, exploitation and sexual harassment at every stage of their journey, including on European soil. Women – and indeed children – who are entitled to claim asylum are being coerced into transactional sex and forced into prostitution to pay for travel documents or a place in a boat or on a lorry. Traffickers and smugglers are having a field day with these desperate people.

Women need safer alternatives, as this report sets out. Pressure on the asylum reception systems should never excuse failure to protect women from violence. Nor should women seeking asylum and women refugees experience any double standards. They should have the same rights as other victims of gender-based violence.

I very much welcome the news in the past few days that the Commission has proposed accession of the EU to the Istanbul Convention. The Istanbul Convention is the most comprehensive treaty on violence against women in the world today and requires states to interpret the Refugee Convention in a gender—sensitive manner. It also requires states to implement reception and asylum procedures which are sensitive to the needs of women and girls. The proposal will now be discussed in the Council and in this Parliament, whose consent is needed for the conclusion of the convention by the EU. Only 12 Member States have already ratified the Convention and another 13 have yet to do so.

We also need to look at the longer term issues. We often talk of refugees as presenting a burden, or bringing only costs to the countries which host them. However, with adequate investment, this need not be the case in the longer term. As I know we are all aware, refugees have much to offer our societies in the longer term, but we need to think carefully and develop integration strategies that are relevant to everyone. Women have specific integration and inclusion needs, such as childcare and language training. Many will not have been active in the labour market, so we need to look at properly matching skills and training provision with labour market shortages.

Over 30 years ago, this Parliament acknowledged the need for a gender—sensitive interpretation of the Refugee Convention in a resolution in 1984. This was even before the UNHCR adopted gender guidelines. It would therefore be a huge step backwards if we were to fail to adopt this resolution today. Women and children now make up the majority of those seeking protection in the EU. The UN estimates it is now 55%. It is vital that we have the necessary policies and procedures in place to meet their needs. We need an approach which takes account of gender at every stage of the journey undertaken by these women refugees and provide the kind of protection that they need – and should expect – from the European Union.

Madam President, I would like to thank the rapporteur, Ms Honeyball, and the shadow rapporteurs and Members who have contributed to this very important report for their excellent work. This report highlights a very important aspect of the migration crisis, ensuring the rights and needs of women and girls who are fleeing conflicts and wars.

According to the United Nations High Commissioner for Refugees, 20% of Mediterranean Sea arrivals since 1 January 2016 were women and 33% were children. The EU has international obligations to provide protection and humanitarian support to those who need it. I fully support Parliament’s general recommendation that safe and legal routes to the EU must be made available for those fleeing conflict and persecution. No legislation and policies relating to irregular migration should ever prevent access to protection inside the EU.

We need to provide credible alternatives to irregular migration and enhance our legal channels. The Commission will soon come up with proposals in this respect. We have to proactively ensure that the newly arrived will receive protection and are enabled to participate and fully integrate in our societies. The success of integration depends on its timelines. Women face much stronger barriers than other migrants, suffering from multiple disadvantages. We need to act on this. The provision of services has been tailored to the needs of women, considering in particular childcare responsibilities.

The Commission foresees presenting further steps on improving integration in April 2016. Of course, the gender dimension will play an important role in this respect. Let me underline how important the commitment and support of Member States is; they already have important instruments at their disposal: the European Social Fund as well as the Asylum Migration Integration Fund. Both should be used to better respond to women’s needs.

The Commission is working to address the challenge of protecting women from violence and the risk of exploitation and enslavement. As regards the fight against migrant smuggling, the Commission already presented an action plan last year. In this context, we will this year propose strengthening the existing legal framework.

The Commission has already set out various elements on the issue of trafficking in the European Agendas on Migration and Security and the EU Action Plan on Human Rights and Democracy for the years 2015 to 2019. I would also like to draw attention to a legal obligation on Member States to take measures to reduce demand, the importance of criminalisation, the use of services of victims and paying attention to all forms of exploitation. The Commission prioritises the fight against trafficking in human beings as a human rights issue. We raise this in dialogues with third countries.

Members call in particular on the EU to access the Istanbul Convention on preventing and combating violence against women. I am happy to inform you that last week on 4 March 2016 the Commission adopted the proposal for the EU’s accession to this Convention, which is a comprehensive instrument to tackle the widespread phenomenon of violence against women.

In conclusion, let me be clear. Europe will continue to provide protection for those who need it, including for women and girls seeking refuge in the EU. Actions of all the relevant stakeholders at European and national level should be mutually reinforcing and concerted efforts should translate into more protection and effective integration policies for women refugees.   Barbara Matera, a nome del gruppo PPE. Signora Presidente, onorevoli colleghi, ringrazio la collega Honeyball per il suo lavoro. Mi rammarico comunque che non siamo riuscite in occasione di questa Giornata internazionale delle donne ad appianare delle differenze che si sono contrapposte nel cammino e nella stesura di questa relazione.

Secondo le più recenti stime, il 38% dei richiedenti asilo in Europa sono donne. Alla luce di questo dato, quindi, ho apprezzato che, all'interno della relazione, la collega Honeyball abbia inserito tutti i riferimenti a una politica migratoria europea che sia sensibile alle esigenze di donne e bambine, rifugiate e richiedenti asilo che, dopo viaggi estenuanti, fuggendo da guerre e violenze, arrivano ai confini dell'Unione. Ho accolto inoltre con favore la richiesta di un approccio umanitario per quelle categorie più vulnerabili, come donne incinte, bambini e anziane, ma allo stesso tempo critico l'inserimento all'interno del testo di paragrafi che fanno riferimento alle procedure di asilo, al ricongiungimento familiare oppure alle costosissime richieste di consulenze legali da parte delle donne rifugiate.

Ecco, interferiamo in questo modo quindi nelle politiche migratorie nazionali dei singoli Paesi dell'Unione e, soprattutto, andiamo sconfinare nelle nostre competenze, perché noi siamo la commissione per i diritti della donna e l'uguaglianza di genere e queste tematiche vengono affrontate quotidianamente dalla commissione LIBE, che è una commissione che si concentra proprio sulla giustizia e le libertà civili.

Quindi come PPE abbiamo pensato di proporre una risoluzione alternativa, che tenda a sottolineare la necessità di un approccio umanitario alla crisi migratoria, che tenga specificatamente conto delle necessità delle donne e bambine a rischio di abusi e violenze durante questa rotta, a creare inoltre un sistema di massima cooperazione con le agenzie sul campo, come Frontex ed Europol.

Ho ritenuto, inoltre, di inserire nel testo dei riferimenti alle necessità di creare delle strutture di accoglienza che rispondano alle specificità delle donne, come ad esempio dormitori e servizi igienici separati dagli uomini.

Señora Presidenta, son diversas las crisis que en los últimos años han acechado a la Unión Europea: la crisis económica, la crisis del euro, la situación de Grecia; pero, sin duda alguna, la crisis de refugiados es la que amenaza en estos momentos con destruir el propio proyecto de la Unión Europea, con destruir el proyecto de la Europa de los valores como la solidaridad, la justicia y la igualdad.

Y, en este contexto, tenemos que ser conscientes de que, ante la realidad de cientos de miles de personas cruzando el Mediterráneo y llegando a la Unión Europea, cuando huyen del hambre, cuando huyen de la guerra, cuando huyen del miedo, hay una parte de este grupo que son todavía más vulnerables: las mujeres refugiadas. Las mujeres y las niñas. Según los últimos datos de ACNUR, ya en los últimos meses, el 55 % de los refugiados que están llegando a las costas europeas son mujeres y son niñas. Mujeres que pierden todo, pierden la dignidad; mujeres que tienen que vender su cuerpo para pagar el pasaje del sueño de Europa; mujeres que son violadas; mujeres que son víctimas de las mafias que tratan con personas.

Y, ante esa situación, no podemos resignarnos y no podemos permanecer impasibles. Tenemos la obligación de responder, porque estamos también hablando de la dignidad del propio proyecto de la Unión Europea. Tenemos que ser capaces de poner en marcha políticas de integración, de acceso a la educación, a los servicios sanitarios, a los servicios públicos, para favorecer la integración de estas personas.

Y no tengo ninguna duda de que la solución a este problema no es devolver a estas personas al otro lado del Mediterráneo. No tengo ninguna duda de que la responsabilidad de Europa tiene que ser resolver esta situación, pero también ser capaces de dar una respuesta a los cientos de miles de personas que hoy esperan ese sueño de Europa y que estamos devolviéndoselo con un proyecto que nada tiene que ver con lo que hizo nacer este proyecto de la Unión Europea.

We were at the same breakfast this morning celebrating International Women’s Day, but I did not hear from you when I raised the question that actually the Islamic values of these women coming in – I am not talking about fundamental Islam, I am talking about Islam across the Middle East – is incompatible with our Western values and your feminism – and my feminism, which I think really differs. Should we not be protecting our own women and children against the rapes and assaults that we have seen across European cities before we start trying to integrate more? Because they do not integrate. They have not integrated for 40 or 50 years.

  Iratxe García Pérez (S&D), respuesta de «tarjeta azul». Señora Atkinson, estoy totalmente en contra de esa afirmación. El islam no es incompatible con la Unión Europea. La Unión Europea es diversidad, es pluralidad, es diferencia. Y hay ciudadanos y ciudadanas europeos que profesan esa religión: el islam.

Lo que es incompatible con la Unión Europea son aquellos planteamientos radicales, aquellos planteamientos que lo que hacen es separar, aquellos planteamientos que, no solo desde el islam, sino desde otras religiones, se plantean en contra de la igualdad de derechos de las personas, de hombres y mujeres. Eso es lo que ataca el corazón de Europa: la intolerancia, la injusticia; no una religión u otra, sino los valores que están destruyendo ese principio que, desde la Unión Europea, algunos queremos seguir defendiendo.

Por lo tanto, el problema no es el islam. El problema es la intolerancia, el problema es la falta de solidaridad y el problema es no ser conscientes de que este es un proyecto de todos y de todas.

  Beatrix von Storch, im Namen der ECR-Fraktion. Frau Präsidentin! Wir besprechen hier eine Wunschliste des Frauen- und Genderausschusses für die weiblichen Asylsuchenden in der EU. In der Krise müssen wir menschlich bleiben, das ist keine Frage, auch menschlich gegenüber den Menschen bei uns. Die Entschließung fordert nun nur für Frauen sichere und legale Einreiserouten durch alle Mitgliedstaaten. Also sollen letztlich alle Migranten und Flüchtlinge einfach durchgewunken werden. Das lehne ich ab, und zwar vor folgendem Hintergrund: Der Vizepräsident der Kommission, Herr Frans Timmermans, hat neulich davon gesprochen, dass 60 % der Menschen, die zu uns kommen, keine Flüchtlinge sind. Wir müssen zwischen den Flüchtlingen und den Wirtschaftsmigranten unterscheiden, und der Frauen- und Genderausschuss will das ausdrücklich nicht. Es ist doch aber menschenverachtend, wenn wir Millionen von Menschen zu uns holen oder sie hierher locken, sie monatelang in Turnhallen einpferchen und ihre Zukunft dann von einem Sachbearbeiter mit Stempelkissen abhängig machen, um sie dann nach der Entscheidung zurückzuschicken.

Dieser Bericht ist eine Wunschliste, der die Zuständigkeit des Frauen- und Genderausschusses weit übersteigt, der die Mitgliedstaaten bevormunden will und der an der Realität vollkommen vorbei ist. Wie so viele Berichte aus diesem Ausschuss kann man den nur ablehnen.

Wir haben hier diese Debatte auch auf den Weltfrauentag gelegt, und wir sehen, wie groß das Interesse ist, wie viele Frauen hier sind: fast keine. Das Plenum ist so gut wie leer, das Interesse an diesem Tag scheint riesig zu sein.

  Angelika Mlinar, on behalf of the ALDE Group. Madam President, we finally have a report which is comprehensive and balanced. This is a great achievement and was possible only thanks to the very constructive spirit of the rapporteur, Ms Honeyball, and the majority of the shadows, with the aim of recognising and protecting vulnerable women.

Female migration is not a new phenomenon, but it is increasing, as is the vulnerability of female refugees and migrants to human trafficking, exploitation, discrimination and abuse. However, some colleagues think that the best way to celebrate 8 March is to deprive women refugees and asylum seekers of, among other things, sexual health and reproductive rights and deny them the possibility of a faster and more efficient family reunification process.

The division in the House clearly shows that the challenge ahead is not the refugee crisis, but is in fact a political crisis. In difficult times, gender equality and women’s rights are often neglected by organisations, decision makers and civil society and considered as a detail, a luxury, or, in fact, a complication. When in crisis mode, it is more difficult to see the gender perspective, but this does not mean that we can tolerate the fact that the EU is not protecting fundamental and human rights. Women seeking asylum need specific support, since we know that many reception centres are overcrowded and lack adequate lighting and separate spaces for single women and families with children.

I hope that this report will be perceived as a guideline for the work of the Commission and the Council in order to have a truly holistic approach, also tackling the causes of violence against women, including smuggling and trafficking, and integrating more women in peace processes in order to avoid and solve the conflicts that are at the origin of every refugee crisis.

  Malin Björk, för GUE/NGL-gruppen. Fru talman! Internationella kvinnodagen är en dag för att synliggöra den feministiska kamp som pågår årets alla dagar, och idag fokuserar vi på att stärka kvinnliga flyktingar och emigranters rättigheter. Det är helt rätt.

Jag kommer att fokusera på två saker, säkra flyktvägar och familjeåterförening, även om det finns väldigt mycket annat som är viktigt i detta betänkande.

Säkra flyktvägar är alldeles extra viktigt för kvinnor och flickor eftersom deras flyktväg gör dem extra utsatta. Säkra vägar, humanitära korridorer är därför extra viktigt. Att EU nu stänger sina gränser slår mot kvinnor och flickor extra hårt, och det är därför en oacceptabel väg som EU har valt att gå.

Familjeåterförening: De inskränkningar som har gjorts av flera länder genom tillfälliga uppehållstillstånd samt försvårad familjeåterförening är ett slag mot alla i familjen men alldeles särskilt mot kvinnor och barn som oftare blir kvar i otrygga och osäkra konfliktområden. Det är omänskligt att separera barn från sina föräldrar och föräldrar från sina barn och det måste upphöra.

Slutligen, vänstergruppen ställer sig helt bakom detta betänkande och jag är ledsen att högergruppen och rasisterna inte gör detsamma. Tydligen gäller inte solidaritet när det kommer till kvinnliga flyktingar och migranter.

Det är sorgligt att så många unga manliga migranter låg bakom de sexuella attackerna och våldtäkterna mot europeiska kvinnor i Köln och Stockholm under 2015. Det är också sorgligt att myndigheter, polis och media mörkade detta av rädsla för medborgarnas reaktion.

Om vi inte ens kan vara ärliga och säkra gatorna i EU för våra egna kvinnor, hur ska vi kunna skydda flyktingkvinnor och flickor från samma sorts sexuella överfall och våldtäkter som de just flytt från?

  Ernest Urtasun, en nombre del Grupo Verts/ALE. Señora Presidenta, ayer fue nuevamente un día vergonzoso para Europa. Mientras, en Idomeni, miles de mujeres y niños pasaban la noche bajo la lluvia, entre el barro, en unas condiciones deleznables, había una cumbre en la cual se decidió básicamente vulnerar la ley europea, vulnerar la Carta de los Derechos Fundamentales y decidir que se iban a operar expulsiones colectivas en la Unión Europea, sin atender a las peticiones de asilo individuales, como dice la ley. Me parece que es absolutamente intolerable, y estamos una vez más presenciando cómo los Gobiernos europeos están en este momento operando un auténtico quinquenio negro del proyecto de integración.

Esta semana, el Parlamento va a aprobar el informe de la diputada Honeyball, a la cual quiero agradecer su trabajo, con una serie de políticas que recomendamos para proteger a las mujeres refugiadas. Estaría bien que por una vez los Gobiernos, la Comisión Europea hicieran caso a lo que les decimos: que la única manera de parar la violencia sexual, la extorsión, la explotación, las violaciones, es con un cambio de políticas en relación con los refugiados. Porque necesitamos vías seguras. Es la única manera de luchar contra el tráfico de personas y, en concreto, de las mujeres, promover la reunificación familiar, garantizar que las mujeres tengan derecho a presentar la solicitud de asilo al margen de su cónyuge, exigir el fin de la detención de niños, de madres lactantes, garantizar apoyo psicológico para aquellas mujeres que han sido víctimas de la violencia sexual, de la violencia machista; toda una serie de recomendaciones que nos parecen esenciales, porque son los derechos más fundamentales de las mujeres los que están en juego.

Por favor, hágannos caso alguna vez en algunas de las cosas que votamos a veces aquí.

  Daniela Aiuto, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, siamo chiamati, come cittadini e istituzioni europee, ad affrontare una sfida di proporzioni epiche. L'immenso movimento di rifugiati e richiedenti asilo che bussa alle porte del Vecchio Continente e del quale le donne rappresentano, insieme con i minori, per la prima volta, la parte predominante non è un fenomeno del momento ma è un inevitabile cambiamento degli equilibri demografici del nostro pianeta, che ha tante concause.

Si fugge da conflitti armati nei paesi di origine, da persecuzioni e violenze di genere o a causa del mancato rispetto dei diritti umani, ma anche per i cambiamenti climatici che hanno inaridito le terre e per lo sfruttamento erroneo delle risorse del pianeta.

Di queste concause l'Europa non è spettatore estraneo ma è corresponsabile. Ed oggi ci si presenta il conto. Di fronte a questa crisi, che vede le donne soffrire in maniera sconvolgente, dobbiamo cercare di fare prima di tutto una cosa: restare umani. Solo attraverso una solidarietà concreta, un'accoglienza dignitosa, una presa di coscienza collettiva di tutti e 28 gli Stati membri, possiamo affrontare questo cambiamento epocale.

C'è in Europa chi pensa che la sola maniera di affrontare questa crisi sia chiudersi, chiudere i confini, sbarrare le frontiere, magari pagando alcuni Stati, come la Turchia, affinché tengano il problema un po' più distante da noi.

Noi pensiamo invece che non ci sia più tempo da perdere e che abbiamo bisogno urgente, adesso, di vie legali di accesso all'Europa, di vie più umane. Nessuna donna lascia la propria casa a meno che essa non si trasformi in un pericolo mortale per sé e per i propri figli.

It was one of the reasons I left the group. You are not making a distinction between economic migrants and those that are real refugees – again, you seem to have a big difference within your grouping. Do you make a distinction between economic migrants and refugees?

  Daniela Aiuto (EFDD), Risposta a una domanda "cartellino blu". La ringrazio per la domanda. Non c'è differenza se si scappa da una situazione che causa morte e quindi scappare da un paese in guerra è come scappare da un paese che non ti permette di sopravvivere perché non c'è possibilità, per esempio, di coltivare le terre o perché ci sono governi dittatoriali.

Quindi fare distinzioni crea soltanto confusione e divisione, che è ciò di cui l'Europa non ha bisogno.

Madame la Présidente, je reviens tout juste d'Iraq, où j'ai rendu visite, au cours d'une mission humanitaire, aux chrétiennes chassées et traquées par les islamistes. Depuis des décennies, je suis engagée en faveur des femmes et de leur dignité en Europe. C'est donc avec stupéfaction que je découvre le rapport de notre collègue. Nous pouvons y voir la meilleure illustration du socialisme libertaire et déconnecté de la réalité.

Où avez-vous entendu que des femmes demandaient l'asile en tant que victimes LGBTI? Quel sens a cette appartenance communautaire en dehors des grandes villes bourgeoises de l'Europe occidentale? En proposant d'étendre les critères d'asile à des concepts aussi flous qu'inopportuns, vous augmentez les risques d'une immigration encore plus massive. Comment prouver qu'une personne est victime d'une persécution en raison de son prétendu genre intersexe? Quels éléments probants seront exigés?

En tant que femme d'Europe, je suis attristée par l'utilisation pernicieuse que vous faites de la condition des femmes au nom de votre dictature morale.

  Constance Le Grip (PPE). Madame la Présidente, le Parlement européen a souhaité dédier cette Journée internationale de la femme à la question des femmes réfugiées et demandeuses d'asile, ainsi qu'aux nombreux enfants qui les accompagnent.

Bien évidemment, dans cet hémicycle, aucun groupe politique, aucun député – et d'ailleurs aucun être humain –, ne peut rester insensible à la détresse humaine, à la situation humanitaire poignante, qui se manifeste de plus en plus aux frontières de l'Europe et également dans un certain nombre de pays européens, s'agissant de la situation des femmes réfugiées ou demandeuses d'asile.

Néanmoins, nous avons – nous, groupe PPE – souhaité, s'agissant du rapport Honeyball, présenter une proposition de résolution de remplacement, parce que nous ne pouvions pas nous retrouver à 100 % dans les préconisations de ce rapport. Cette résolution se focalise donc sur des propositions à la fois dignes, humaines, mais également réalistes et responsables en matière d'accueil des femmes réfugiées politiques, des femmes réfugiées et demandeuses d'asile. Nous souhaitons faire des propositions concrètes et, encore une fois, réalistes et raisonnables, qui soient directement articulées autour de besoins spécifiques – la mise en place de procédures spécifiques véritablement axées sur les besoins des femmes, notamment des femmes enceintes, par exemple – et qui apportent des réponses pragmatiques et, encore une fois, raisonnables. Nous avons également souhaité afficher comme priorité absolue la lutte contre tous les trafics d'êtres humains et contre l'exploitation sexuelle, qui est souvent le fait de réseaux mafieux.

  Maria Arena (S&D). Madame la Présidente, actuellement, un tiers des demandeurs d'asile sont des femmes, 38 % des migrants en Méditerranée sont des femmes et des enfants et 55 % des migrants arrivant en Grèce sont des femmes et des enfants.

Ces chiffres témoignent des conditions déplorables qui règnent dans les pays d'origine sur le plan humain du fait des guerres et de l'instabilité, mais ils nous montrent aussi plus particulièrement que, pour les femmes, les violences sexuées sont importantes dans ces pays. Nous avons entendu, la semaine dernière, le témoignage de Nawal Soufi, qui est venue témoigner de ces situations dramatiques vécues par ces femmes aujourd'hui.

Ces chiffres nous montrent aussi qu'il importe de prendre en considération la situation particulière de ces femmes, à commencer par la dimension de genre dans le contexte de la demande du statut de réfugié, statut qui a été rédigé par des hommes pour des hommes et qui doit impérativement être revu. Nous devons aussi prendre en considération les besoins des femmes dans le parcours des migrants. La question des mutilations génitales, par exemple, doit être prise en compte beaucoup plus sérieusement. Nous devons également améliorer les conditions d'accueil, et je plaide ici pour l'accès à la santé, aux droits sexuels et reproductifs, y compris la question de l'avortement sans risque, et, enfin, pour l'inclusion et l'intégration de ces femmes, de sorte qu'elles puissent vivre ici, en Europe.

Si nous ne faisons rien, l'histoire retiendra que l'Europe s'est massivement détournée de l'essentiel de ses valeurs. Humanisme, solidarité, droits humains, c'est ce que ce rapport demande.

J'en profite pour féliciter Mary Honeyball pour le travail qu'elle a réalisé.

Doniesienia o sytuacji kobiet na uchodźstwie są rzeczywiście zatrważające i niejednokrotnie już za samą możliwość odbycia drogi do Europy płacą one własnym ciałem: zarówno podczas podróży, jak i po jej zakończeniu niestety są narażone na gwałty, przemoc i niezrozumienie. Fatalna sytuacja w wielu ośrodkach recepcyjnych sprzyja kolejnym tragediom. Taka sytuacja – niezależnie od oceny samego kryzysu migracyjnego – wymaga zdecydowanej odpowiedzi, która mogłaby poprawić los kobiet na terenie Unii Europejskiej. Niestety po raz kolejny Parlament Europejski udowadnia, że nie potrafi poprzestać na tym, co mogłoby nas wszystkie połączyć, ale każdą okazję wykorzystuje do promowania ideologii gender, do narzucania prawa do aborcji czy równouprawnienia mniejszości seksualnych. To naprawdę nie są problemy kobiet będących ...

Señora Presidenta, señora Comisaria, quiero expresar mi más sincero agradecimiento a la señora Honeyball y darle mi enhorabuena por un excelente informe, no solo preciso y completo sino, sobre todo, oportuno porque, más allá de su envergadura creciente como fenómeno multifactorial y de la vergonzante parálisis de los Gobiernos europeos para gestionarla de la única manera posible con una política de fronteras, de asilo y de reubicación común, algo muy importante ha cambiado en la crisis de refugiados.

Por un lado, la Unión Europea, colapsada por este flujo colosal, afronta, por primera vez, una crisis humanitaria dentro de su territorio a la que da carta de naturaleza la iniciativa sin precedentes de la Comisión de destinar 700 millones de ayuda humanitaria a tal fin. Y, por otro lado, ahora, el 60 % de los refugiados y migrantes que llegan son mujeres y niños ―a mediados del año pasado, el 73 % eran hombres―.

Por tanto, la dimensión de género de este masivo desplazamiento de personas supone un factor esencial que hay que tener en cuenta. Hombres y mujeres están expuestos a diversos tipos de vulnerabilidad, pero las mujeres y las niñas son víctimas particulares de la discriminación y la violencia sexual y de género.

«La inmigración irregular se ha acabado», decía anoche el señor Tusk, Presidente del Consejo, al finalizar la enésima cumbre. Y, sí, señor Tusk. Pero la legislación y las políticas desesperadas de freno ―que no de gestión― de la inmigración irregular no deben impedir el acceso al derecho de asilo que consagra el artículo 18 de la Carta de los Derechos Fundamentales y que complementan los instrumentos legales como la CEDAF, como la Convención de Ginebra y el Convenio de Estambul, que vamos a firmar finalmente como Unión Europea.

Φαίνεται ότι το Στρασβούργο από τις Βρυξέλλες δεν το χωρίζουν μόνο 440 χιλιόμετρα αλλά μια άβυσσος. Ενώ εμείς, στο Ευρωπαϊκό Κοινοβούλιο, συζητάμε μια έκθεση που ζητάει να προστατευτούν με ανθρωπιά οι γυναίκες πρόσφυγες, το Ευρωπαϊκό Συμβούλιο στις Βρυξέλλες λέει ότι καλώς έκλεισαν τα σύνορα η Αυστρία και οι άλλες χώρες. Και κάποιες κυβερνήσεις περνάνε ανοιχτά στον ρατσισμό, λέγοντας ότι δεν δέχονται μουσουλμάνους στο έδαφός τους. Ενώ εμείς ζητάμε ασφαλείς και νόμιμους δρόμους για πρόσφυγες και μετανάστες, το Συμβούλιο κάνει ένα απάνθρωπο παζάρι με την Τουρκία: Για κάθε γυναίκα πρόσφυγα που θα παίρνει άσυλο, μια μετανάστρια θα υποχρεώνεται να επιστρέψει στην Τουρκία. Έχει δίκιο η Ύπατη Αρμοστεία του ΟΗΕ για τους Πρόσφυγες όταν λέει ότι μια τέτοια συμφωνία ανάμεσα στην ΕΕ και την Τουρκία μπορεί να είναι παράνομη, γιατί θα παραβιάζει και το διεθνές και το ευρωπαϊκό δίκαιο.

Madam President, more than 150 years ago the black feminist Sojourner Truth, in her ‘Ain’t I a woman?’ speech, very clearly highlighted the shortcomings on some points in the struggle for women’s rights, which was excluding black women, working class women and lesbian women. Today in this debate I am actually reminded of that very important point, when we are discussing patriarchal violence and the fight against violence against women, and there are some in this Parliament who apparently do not want to recognise the fact that many hundreds of thousands of the women that we are speaking about in the European Union are actually refugees themselves. Those on the right of this Parliament actually seem to be making a distinction between European women, who deserve protection, and the others, who are not worthy of protection.

I am very happy that most of us in Parliament have understood Sojourner Truth’s point. Women’s rights are universal. They do not stop at national borders or religious or ethnic categorisations. With this report I think that we are taking a very important step, not only to protect female refugees, but also to strengthen intersectional feminism in the European Union.

  Margot Parker (EFDD). Madam President, if the UK had sensible immigration controls, such as the Australian points system, we could do more to help genuine refugees and offer protection to those suffering persecution. But because we have 300 000 net people coming to Britain every year, the government tries to look tough to respond to legitimate public concern. So they make it more difficult for the people we actually need from the Commonwealth and those we should offer protection to, in favour of unlimited numbers of unskilled workers from Europe with no criminal background checks. It is cynical. It is disgraceful.

Over one million people came to Europe in 2015. With Chancellor Merkel saying anyone can come through the Qualification Directive, the EU is encouraging vulnerable women and children to make the deadly journey through the Mediterranean. This definitely plays into the hands of traffickers and causes the loss of life. Europol has said that 10 000 migrant children are missing, with many caught up in sexual exploitation.

The EU has opened the door to millions of people from countries and cultures that treat women as second class citizens and LGBTI people even worse. Is it any wonder that we see the shocking scenes in Cologne and Sweden with women being sexually assaulted and humiliated? For the safety of our own women, and for the welfare of those seeking refuge, we must scrap these EU policies, and leave the European Union.

"State molto attenti a far piangere una donna perché Dio conta le sue lacrime. La donna è uscita dalla costola dell'uomo non dai piedi perché dovesse essere calpestata, né dalla testa per essere superiore, ma dal fianco per essere uguale, un po' più in giù del braccio per essere protetta; dal lato del cuore per essere amata."

Per me questo è il riassunto di quello che si dovrebbe pensare e fare per le donne. Meno ipocrisia e più fatti concreti; meno mimose e più cose serie e che i mussulmani imparino più in fretta di noi queste cose.

  Ildikó Gáll-Pelcz (PPE). Tisztelt Biztos Asszony! A nőnapon a nők elleni erőszak és a menekült nőknek a sokszoros kiszolgáltatottsága került reflektorfénybe. Tagadhatatlan, hogy a háború és az üldöztetés elől menekülő nők és gyermekek saját származási országukban és az Európai Unió felé vezető, rendkívül nehéz úton is nagyon-nagyon sok szenvedésnek, erőszaknak vannak kitéve. Mindannyian természetesen érzékenyek vagyunk ezeknek a nőknek és a gyerekeknek a helyzetére. Fontos teendőink is vannak, úgymint a szálláshelyek kialakítása, a tisztálkodási lehetőségeknek a megteremtése. Ezért a Néppárt önálló, alternatív állásfoglalási indítványt is megfogalmazott, amelyben ezeket rögzítette. Tette ezt azért, mert a jelentéstevő túlment azon a hatáskörén, ami neki szánva volt, és olyan kérdéseket érintett, amely nem a Nőjogi Bizottságnak a területe.

Akár a menekültügyi, akár a menedékjogi kérdésekre gondolok, a családegyesítésre, a jogi tanácsadásra. Pedig tehettük volna azt, hogy azokkal a nőkkel foglalkozunk, akik hányatottak, akik éppen várandósak vagy éppen gyermeküket szoptatók. Nagyon nagy probléma ez, hogy folyamatosan így járunk el, és ahelyett, hogy segíteni tudnánk, éppen bemutatjuk azt, hogy hogyan tudunk túllépni ezeken a hatáskörökön. Ez az akadálya a problémamegoldásnak. Én arra kérem képviselőtársaimat, hogy az általunk megfogalmazott állásfoglalási indítványt támogassák.

  Maria Noichl (S&D). Frau Präsidentin, liebe Kolleginnen, liebe Kollegen! Zu allererst einen herzlichen Dank an Frau Honeyball, die mit einem hervorragenden Bericht wirklich eine gute Grundlage gelegt hat.

Es geht um die Situation von weiblichen Flüchtlingen. Weibliche und männliche Flüchtlinge haben viele gleiche Problemstellungen: Sie haben Angst, von ihrer Gruppe getrennt zu werden, sie haben Hunger, sie haben die Kälte, sie haben Perspektivlosigkeit, die körperlichen Strapazen, die Sorge um die Zukunft. All das erleben Frauen und Männer auf der Flucht gleich.

Aber Frauen haben noch zusätzliche Realitäten durchzustehen. Häufig sind sie mit Kindern unterwegs, und häufig sind sie schwanger. Sie sind häufig auch vor Situationen aus ihren Herkunftsländern geflohen, in denen sie schon von Gewalt bedroht oder Gewalt ausgesetzt waren. Auf der Flucht geht es ihnen weiter nicht gut. Sie erleben Gewalt, teilweise von anderen Flüchtlingen. Sie erleben Gewalt aber auch von Helfern, und sie erleben Gewalt von Männern in den Ländern, die sie gerade durchqueren.

Und sie bezahlen. Sie bezahlen aber nicht nur mit Geld bei den Schleppern, sondern sie bezahlen auch mit ihrem Körper. Das ist am Internationalen Frauentag noch einmal ganz wichtig, es hier zu erwähnen. Sie bezahlen mit Geld und mit einer Vergewaltigung für eine Schwimmweste. Die kleine Tochter bezahlt auch mit Geld und mit einer Vergewaltigung für die nächste Schwimmweste.

Wir alle in diesem Haus wissen das. Wir alle wissen, dass Frauen einen sehr, sehr hohen Preis bezahlen, wenn sie auf der Flucht sind. Wir haben die besondere Verantwortung, Frauen und Kindern in dieser Situation besonders beizustehen.

  Julie Girling (ECR). Madam President, no one chooses to be a refugee and no one aspires to be an asylum-seeker. No woman sets out on a journey that could lead to what is – for me – the most poignant and appalling outcome I have seen, that is, women having to separate from their children due to illness or violence. The immense suffering of women refugees is abundantly clear. We have a duty to protect them from violence and rape and to provide health care and sustenance. However, this report goes too far in some areas, particularly finance and legal aid.

My delegation, the British Conservatives, will be supporting the EPP resolution as this recognises the competences of this committee and of Parliament. But I want to make it clear that we appreciate Mrs Honeyball’s work. We understand the sentiments, we understand the political thrust and support behind her report, and we will not vote against it.

  Cecilia Wikström (ALDE). Fru talman! Världen står i brand och människor som inte haft samma tur som vi att leva i demokratiska välmående länder flyr för sina liv.

Jag skulle vilja tacka Mary Honeyball för hennes fina arbete med detta betänkande. När vi diskuterar viktiga frågor som hur asylsökande ska fördelas mellan medlemsländer eller hur EU:s yttre gränser ska kontrolleras är det väldigt lätt hänt att människorna som möter dessa system glöms bort, men detta betänkande lyfter på ett förtjänstfullt balanserat sätt upp de utmaningar och de problem som kvinnliga flyktingar drabbas av.

Tyvärr är jag idag oroad av att de konservativa här i plenum vill förstöra betänkandet och förtiga de fruktansvärda lidanden som kvinnliga flyktingar utstår. Jag kan inte tro att ni idag på självaste kvinnodagen kommer att rösta för att osynliggöra det särskilda förtryck som drabbar kvinnliga flyktingar och förneka dem rätten till sexuell och reproduktiv hälsa, något som är nödvändigt efter det sexuella våld de har mött.

Jag tycker vi ska skicka en tydlig signal att vi gör allt vi kan...

Wir führen heute eine Heucheldebatte, wenn wir die Empfehlungen aus dem Lager der rechtsextremen Parteien, die Grenzen notfalls mit Waffengewalt zu schützen, weiterhin so kritiklos hinnehmen. Waffengewalt gegen Frauen und Kinder – das geht doch nicht! Waffengewalt gegen Frauen und Kinder – damit tragen wir die europäische Idee zu Grabe! Europa muss Solidarität mit den flüchtenden Frauen und Kindern zeigen und die Grenzen für sie öffnen beziehungsweise offen halten.

Sagen wir den rechtspopulistischen Phrasen einiger Damen und Herren in diesem Hause den Kampf an! Das schulden wir Europa, das schulden wir der Menschlichkeit. Das müssen wir unbedingt machen, um mit Europa weiterzukommen.

  Heidi Hautala (Verts/ALE). – Arvoisa puhemies, haluaisin myös liittyä niihin, jotka kiittävät Honeyballia erittäin hienosta työstä, ja pidän hyvin tekopyhänä niitä, jotka sanovat, että tässä mietinnössä jotenkin ylitetään parlamentin ja EU:n toimivaltuudet.

Meidän täytyy tunnustaa se, että kaikkien naisten oikeudet ovat universaaleja. Nyt kun olemme tarkastelleet tämän mietinnön kautta niitä erityistilanteita ja erityisuhkia, joita naisturvapaikanhakijoihin ja pakolaisiin kohdistuu, ymmärrämme myös, että meidän täytyy turvata heille sellaiset palvelut, jossa heidän erityistilanteessa ja haavoittuvuutensa otetaan huomioon. Minusta on tärkeää, että tähän mietintöön jää se toteamus, että heille kuuluvat myös nämä seksuaali- ja lisääntymisterveyspalvelut, jotka nimenomaan johtuvat siitä, että he ovat naisia, ja toivon, että parlamentti, näin kansainvälisenä naistenpäivänä, todellakin tunnustaa, että meidän täytyy suojella haavoittuvia ryhmiä, joihin pakolais- ja turvapaikanhakijanaiset erityisesti kuuluvat.

  Angelika Niebler (PPE). Frau Präsidentin, verehrte Frau Kommissarin, liebe Kolleginnen, liebe Kollegen! Es ist gut, dass wir heute, am Weltfrauentag, über die Situation der Migrantinnen diskutieren. Es ist aber genauso gut gewesen, dass wir heute Morgen über die sozioökonomische Situation der Frauen in Europa gesprochen haben. Denn vieles, was für Asylbewerberinnen und für weibliche Migranten, Flüchtlinge, zu Recht an Schutz gefordert wird, müssen wir für alle Frauen sicherstellen und fordern.

Erstens: Gewalt gegen Frauen ist ein absolutes Tabu. Sexuelle Belästigungen, Übergriffe auf Frauen, Gewaltanwendungen, Vergewaltigungen müssen strafrechtlich mit aller Härte verfolgt werden, müssen gesellschaftlich geächtet werden. Nur Opferschutz zählt, es darf keinen Täterschutz geben.

Zweitens glaube ich, dass es wichtig ist, die Schleuserkriminalität und den Menschenhandel, den Menschenschmuggel zu bekämpfen. Auch das betrifft in erster Linie natürlich Migrantinnen, aber es betrifft viele, viele Frauen. Wir haben uns hier im Hause ja auch mit Zwangsprostitution schon mehrfach auseinandergesetzt. Das ist ein Anliegen, bei dem wir alle auch auf einer Linie sind. Ich hoffe, dass wir jetzt auch mit den Ergebnissen des EU-Türkei-Gipfels einen Schritt nach vorne machen, wenn eben die illegale Zuwanderung bekämpft werden soll und legale Wege geschaffen werden sollen, mit Registrierung und mit ganz konkreten Vorschlägen, sodass man wieder in geordnete Verfahren kommt.

Ich danke für die Aufmerksamkeit und werde natürlich auch den alternativen Entschließungsantrag unserer Fraktion unterstützen.

Signora Presidente, onorevoli colleghi, a prescindere dalle idiozie ideologiche che ho sentito oggi provenire dai banchi delle destre nazionaliste, noi dobbiamo sapere che la risposta alla situazione dei rifugiati sarà il principale banco di prova per verificare se il progetto europeo è vivo o se stiamo definitivamente distruggendo i valori e i principi su cui è basata la nascita e l'evoluzione dell'Unione europea.

Tra il Mediterraneo e l'Egeo sta morendo la dignità europea. L'incapacità di gestire la crisi umanitaria dei rifugiati può rappresentare il germe della cancellazione di quel progetto basato su libertà di movimento, solidarietà, cooperazione e giustizia. Le condizioni delle donne e dei bambini, in questo contesto, risultano estremamente vulnerabili, in tutte le fasi del viaggio. Molte donne che raggiungono l'Europa sono state vittime di violenza sessuale, vittime di tratta e sfruttamento di vario genere, il che provoca traumi psicologici, vergogna e stigmatizzazione.

Per questo ritengo necessario che tutti gli Stati membri firmino e ratifichino la Convenzione di Istanbul, la quale richiede che lo status di rifugiato tenga conto delle questioni di genere e garantisca condizioni di accoglienza, servizi di sostegno e procedure di asilo sensibili alle specificità, come indicato dalla relazione Honeyball.

Oggi la classe dirigente europea deve dimostrare di essere capace di avere una visione lungimirante, di attuare politiche improntate alla solidarietà e, soprattutto, avere una politica per l'accoglienza, l'integrazione sociale ed economica nonché la difesa dei soggetti più vulnerabili, perché sia un obbligo morale e politico che devono assumere con maggiore determinazione e con maggiore forza.

  Arne Gericke (ECR). Frau Präsidentin! Wenn wir heute über die Lage weiblicher Flüchtlinge und Asylsuchender in der EU diskutieren, dann diskutieren viele Kollegen am sogenannten grünen Tisch.

Aus Deutschland kommend kann ich nur sagen: Frau Honeyball, schauen Sie bitte einmal über den Rand Ihrer eigenen Kaffeetasse, bevor Sie hauptverantwortlich Berichte des Europäischen Parlaments zur Flüchtlingskrise mit falschen Schwerpunkten verfassen.

Großbritannien hat in den letzten zwölf Monaten 166 syrische Flüchtlinge aufgenommen. Ich kritisiere das nicht, das ist okay. Aber bilden Sie sich bitte nicht ein, Hunderttausenden ehrenamtlichen Helfern in Deutschland und anderen Aufnehmerstaaten sagen zu können, wie sie mit weiblichen Flüchtlingen umzugehen haben. Deutschland hatte 2015 ganze 1,2 Millionen Flüchtlinge. Davor haben Italien und Griechenland schon alleine viel Verantwortung übernommen. Das ist ein europäisches Problem, ein globales Problem.

Ich habe gestern noch mit Ehrenamtlichen Ihren Berichtsentwurf diskutiert. Die Antwort war eindeutig: Geht ihr einmal einen Tag in eine Flüchtlingsunterkunft, packt an, helft mit und ihr werdet so einen Schwachsinn nicht mehr schreiben. Ich empfehle daher morgen den alternativen Entschließungsantrag der EVP-Fraktion.

  Jordi Sebastià (Verts/ALE). Señora Presidenta, señora Comisaria, quiero felicitar a la señora Honeyball por su valiente informe. Creo que lo que lo deja muy claro: las mujeres refugiadas son doblemente víctimas y sufren todo tipo de violencias.

La pregunta es muy clara: ¿nos van a hacer caso fuera de este Parlamento? ¿Nos va a hacer caso el Consejo Europeo? ¿Nos van a hacer caso los Estados miembros? Me temo que no, después del vergonzoso acuerdo al que han llegado con Turquía.

Lo que quieren hacer es cerrar las puertas a la gente que está sufriendo y que solo quiere sobrevivir. Quisiera aprovechar estos segundos para hacer un poquito de memoria reivindicativa. En el año 1939 —no hace tanto— la activista suiza Elisabeth Eidenbenz fundó en el pueblo catalán de Elna, en el sur de Francia, una maternidad para acoger a las mujeres que huían del terror franquista y que estaban dando a luz en los campos de refugiados de las playas de Argelès. Allí los niños morían de frío y de infecciones, y tuvieron que ser estas instalaciones las que acogieran a aquellas pobres mujeres. En esta misma maternidad se refugiaron luego mujeres que huían del horror nazi.

Nosotras éramos las refugiadas hace muy poco. ¿Dónde está la memoria histórica? ¿Dónde está la solidaridad europea?

  Anna Maria Corazza Bildt (PPE). Madam President, more and more asylum seekers coming to Europe are women and children. Women are often alone with their kids. Women and girls are at risk of trafficking, sexual exploitation and violence during the journey, but even when they are in Europe safety and privacy must be assured. Separate sanitary and sleeping facilities are essential. Access to healthcare, including reproductive health, must be granted to women in need. The detention of girls must be avoided. Safe places for children in reception facilities while their mothers are being interviewed for asylum should be provided. Women who have undergone trauma need psychological and physical support.

We have common rules on asylum and trafficking: now it is time for the Member States to implement them. Building capacity and ensuring training for police and other officials on gender-based violence is important to identify victims and increase protection and prevention. Children must be given access to education. For girls, school means empowerment and often also protection from violence, such as child marriage. Access to language training and work for refugee women is also key for equality and successful integration.

Today, on International Women’s Day, we should be able to tell women and girls who are arriving in Europe, fleeing war and violence, that they are not alone. Europe means safety for them. Let us join forces to protect them and put their dignity at the centre of our debate.

  Christine Revault D'Allonnes Bonnefoy (S&D). Madame la Présidente, en cette Journée internationale des droits des femmes, pensons à ces femmes réfugiées et demandeuses d'asile qui arrivent en Europe pour fuir la guerre et sont très vulnérables. Leur situation critique impose à l'Union européenne d'intégrer pleinement la dimension de genre dans ses politiques d'asile.

Je salue l'excellent travail de Mary Honeyball, qui a très bien présenté, dans son rapport, les mesures indispensables pour protéger les femmes et sauvegarder leurs droits tout au long de la procédure d'asile. Sous la coupe de passeurs sans pitié, de nombreuses femmes sont victimes de violences physiques et d'abus sexuels sur le chemin de l'exil. Comme les mineurs non accompagnés, elles risquent fortement de tomber entre les mains des réseaux de traite des êtres humains.

Ces constats préoccupants appellent à plus de coopération au niveau de l'Union pour lutter contre la traite et le trafic des migrants. Nous demandons aussi aux États membres de mettre immédiatement un terme à la rétention des enfants, des femmes enceintes, des victimes de viol et de violences sexuelles, ainsi que des victimes de la traite, car elle ne fait qu'aggraver leur traumatisme face aux violences qu'ils ont déjà subies.

Enfin, l'Union européenne doit accorder une attention particulière aux réfugiées et demandeuses d'asile LGBTI, qui peuvent faire l'objet de persécutions supplémentaires du fait de leur orientation sexuelle. Face aux violences intolérables que subissent ces femmes et ces jeunes filles, une approche spécifique est donc nécessaire pour assurer leur accueil et leur intégration en Europe dans des conditions dignes et humaines. C'est tout simplement regrettable que la droite européenne se soit opposée à ce texte, pourtant essentiel pour mettre en lumière une réalité trop souvent passée sous silence.

  Helga Stevens (ECR). Ondanks de goede bedoelingen slaat dit verslag de bal volledig mis. Ik ben het er volledig mee eens dat er aandacht moet zijn voor de moeilijke en vaak hachelijke situatie waarin vrouwelijke vluchtelingen zich bevinden. Zo is het bijvoorbeeld een uitstekend idee om te pleiten voor aparte slaap- en sanitaire gelegenheden voor alleenstaande vrouwen en alleenreizende moeders met kinderen in opvangcentra. Uiteraard moeten verkrachting en alle vormen van geweld op kwetsbare mensen en kinderen krachtig worden bestreden. Hierbij is preventie ook belangrijk. Het is echter de vraag of met een beleid van open grenzen en legale migratiekanalen al deze problemen als sneeuw voor de zon verdwijnen. Ook is het niet echt een oplossing om aan alle vrouwelijke vluchtelingen zomaar meer bijstand en rechten te geven, gewoon omdat men vrouw is. Wat dan met het non-discriminatiebeginsel?

Een ander probleem is dat in dit verslag geen enkel onderscheid wordt gemaakt tussen mensen die op de vlucht zijn voor oorlog, foltering of vervolging en economische migranten. Verder staat er ook dat minderjarige asielzoekers onder geen enkele voorwaarde in detentie mogen worden genomen. Dus de reeds bestaande EU-richtlijn hieromtrent moet geschrapt worden. Κυρία Πρόεδρε γιορτάζουμε σήμερα και απευθύνουμε όλοι ευχές για την Παγκόσμια Ημέρα της Γυναίκας, αλλά το ισχυρό μήνυμα που πρέπει να στείλουμε ως Ευρωκοινοβούλιο είναι ότι όσα λέμε σήμερα σε αυτή την επετειακή ημέρα οφείλουμε ως Ευρωκοινοβούλιο να τα εφαρμόσουμε και να τα καταστήσουμε πράξη. Θεωρώ αξιέπαινη την πρωτοβουλία του Ευρωπαϊκού Κοινοβουλίου αυτήν τη μέρα να τιμήσει όλως ιδιαιτέρως την πρόσφυγα γυναίκα, γιατί στο μυαλό όλων μας βρίσκονται αυτή τη στιγμή όλες εκείνες οι πρόσφυγες γυναίκες, οι οποίες στριμώχνονται στους φράχτες της ντροπής, για να μπορέσουν να σώσουν τις ζωές αυτών και τα παιδιά και των οικογενειών τους, όλων εκείνων των προσφύγων γυναικών οι οποίες ξεκινάνε το μακρύ ταξίδι της ζωής και του θανάτου, για να γλιτώσουν από την καταστροφή του πολέμου· όλων εκείνων των γυναικών που πραγματικά δίνουν τη μάχη των μαχών, για να μπορέσουν να επιβιώσουν στην προσφυγιά.

Όμως ταυτόχρονα δίπλα σε αυτές τις γυναίκες πρέπει να τιμήσουμε και την Ελληνίδα γυναίκα, που μπροστά στους φράχτες της ντροπής υψώνει τείχος ανθρωπιάς αλληλεγγύης και αξιοπρέπειας, στηρίζοντας και βοηθώντας τη γυναίκα πρόσφυγα στην Ελλάδα, στην Ειδομένη, στα νησιά, από άκρου εις άκρον. Όπως οφείλουμε σήμερα να τιμήσουμε και να υποκλιθούμε και στη γυναίκα της Κύπρου. Η γυναίκα της Κύπρου είναι η πρόσφυγας γυναίκα της Κύπρου, η μοναδική Ευρωπαία πρόσφυγας γυναίκα, η οποία εδώ και σαράντα δύο χρόνια δίνει τη μάχη για να επιστρέψει στις εστίες της, δίνει τη μάχη για να εφαρμοστούν τα ανθρώπινα δικαιώματα που της τα παραβίασε η εισβολή και η κατοχή, δίνει τη μάχη και την ελπίδα για να μπορέσει να ξαναζήσει ως άνθρωπος. Οφείλει το Ευρωπαϊκό Κοινοβούλιο να τιμήσει τη μοναδική Ευρωπαία πρόσφυγα γυναίκα, τη γυναίκα της Κύπρου, και τη μάνα που περιμένει εδώ και σαράντα δύο χρόνια για να βρει το αγνοούμενο παιδί της.

  Ruža Tomašić (ECR). Gospođo predsjednice, podaci govore da žene i djeca čine 38% od ukupnog broja tražitelja azila u 2015. Iako nas je propagandna mašinerija mjesecima uvjeravala u suprotno, brojke jasno ukazuju na to da smo primili znatno više vojno sposobnih muškaraca nego žena i djece.

Ne bih diskriminirala na temelju spola da netko ne treba braniti i oslobađati gradove i sela u Siriji i Iraku. Ako to neće činiti domaći vojno sposobni muškarci, tko će? Europljani? Amerikanci? Mi možemo pomoći, ali najveći teret mora biti na domaćim snagama.

Izvjestiteljica nažalost iz ovih brojki i turbulencija diljem Europe nije izvukla pouku pa nastavlja promovirati otvorene granice i labavu politiku azila. Također smatram da je u najmanju ruku nekorektno koristiti nesreću žena izbjeglica i azilantica za promoviranje pobačaja. Ne zalažem se za zatvorene granice, ali ni za bezrezervno otvorene granice.

  Adam Szejnfeld (PPE). Kobiety i dzieci uciekające przed brutalną przemocą przeżywają horror i traumę. Ale także mamy do czynienia z wielkim paradoksem, bowiem często to, przed czym uciekają, spotyka je potem w trakcie ucieczki – ba, nawet już na terytorium Unii Europejskiej. Dlatego ja rozumiem postulaty, które są zawarte w sprawozdaniu, choć nie ze wszystkimi należy się zgadzać. Natomiast należy sobie zadać pytanie, dlaczego tak się dzieje, dlaczego mamy do czynienia z tym paradoksem. Mianowicie dlatego, że często w Europie, często w państwach członkowskich, religię, historię, tradycję, zasady i prawo pochodzenia tych osób stawia się ponad prawem europejskim, a przynajmniej obok prawa europejskiego. Toleruje się ten stan rzeczy, a to goście muszą zastosować się do praw i zasad gospodarzy, a nie odwrotnie. Dlatego jednym z elementów naszego działania powinno być bezwzględne stosowanie prawa europejskiego, norm demokracji i zasad społeczeństwa obywatelskiego wobec tych, których gościmy na naszym kontynencie. Należy także doprowadzić do tego, by wszystkie państwa członkowskie podpisały konwencję stambulską, a więc konwencję Rady Europy.

  Tomáš Zdechovský (PPE). Paní předsedající, děkuji za výbornou výslovnost mého jména.

Vážená paní komisařko, pod pojmem uprchlík si většina z nás představí muže ve věku dvacet až třicet pět let, který přichází do Evropy a riskuje svůj život, aby dosáhl svého vysněného cíle žít v blahobytu, který evropská společnost těmto lidem může poskytnout.

Málokdo si ale uvědomuje, že na těch hranicích mezi Makedonií a Řeckem stojí v současné době polovina, minimálně polovina žen a dětí, které jsou právě diskriminovány určitým způsobem v tom, jak jsou přijímány určitými úřady a jak jsou neustále atakovány ze strany mužů. A právě tyto ženy se vydávají na cestu čím dál více. A musíme na to reagovat.

Nicméně tato zpráva, která má výborný úmysl, a je škoda, že Evropský parlament se na ní neshodne, se bohužel stala obětí dalšího politického boje. Tato zpráva byla zneužita k tomu, aby do ní byla implementována řada věcí, které vůbec nemají s postavením žen a současnou situací v Evropské unii nic společného. A to si myslím, že musíme razantně odmítnout. A proto podporuji stanovisko Evropské lidové strany, která dává alternativní rezoluci.

Madam President, due to the fact that we have run out of time and I gave all the important and essential information in my opening remarks, I would like to limit myself to thanking Members for their comments and the discussion, and to assure this House again of the preparedness of the Commission to do its best to take all efficient measures to make the life of vulnerable people coming to the EU with the wave of refugees easier, and to reflect this in all its legislation and all its steps which will follow, be it the Istanbul Convention, be it asylum procedures or other steps.

  Mary Honeyball, rapporteur. Madam President, in our European Union we are relatively well off and relatively prosperous. Those refugees who feel that they have to leave their countries, their homes and often their loved ones to escape war and suffering are not in the privileged position that we are, and no one leaves home unless they really have to. We know, and we have heard during this debate, that women refugees have very special requirements which many of the speakers have pointed out. I would urge you all, therefore, to vote against the EPP resolution, which significantly waters down what my resolution says about women refugees and their special needs.

The EPP resolution waters down family reunification, which is an essential human right, aid for pregnant women, support for those women who have suffered violence, and childcare facilities, amongst other things. As has been said, women’s rights are universal rights. The European Union has a long history of supporting women, and we must continue that. So please, therefore, support our report in the vote today.

  Rosa Estaràs Ferragut (PPE), por escrito. «Ayúdanos a restaurar nuestra dignidad». Esta frase corta y directa fue escrita en un pequeño cartel por una refugiada en uno de los miles de centros de acogida que hay en Europa. La dignidad está vinculada a la libertad y el respeto. Las mujeres y niñas refugiadas constituyen alrededor de la mitad de los refugiados que hay en el mundo. Se enfrentan a amenazas durante el viaje de huida y a riesgos que tampoco acaban cuando llegan al lugar que esperaban seguro. La mujeres refugiadas, especialmente con discapacidad, el colectivo LGTBI, y las mujeres mayores, son vulnerables en todas las fases del viaje, en los países de origen, de tránsito y de destino. Invisibles debido a su doble condición de mujer y refugiada. La política de asilo debe ser sensible a esto para proteger la dignidad sobre la que se asienta la construcción europea.

  María Teresa Giménez Barbat (ALDE), por escrito. Destacar la situación de vulnerabilidad en la que se encuentran las mujeres y los niños en la actual crisis migratoria no es una acción de política de igualdad de género; más allá de eso, significa tomar conciencia de una realidad objetiva que tiene consecuencias importantes en relación a la gestión de los flujos migratorios por la Unión Europea. Este informe pone de relieve el importante cambio que se ha producido en la demografía del problema de la migración, donde cada vez son más las mujeres que huyen de la persecución en sus países de origen (en enero de 2016 el porcentaje pasó del 38 % registrado el año anterior al 55 % según datos de ACNUR).Pero los peligros no sólo se encuentran allí. Una vez iniciado el viaje hacia un lugar seguro las situaciones de riesgo continúan y su vulnerabilidad se acentúa, tanto en el trayecto como a su llegada a los centros de recepción. Por eso, la UE debe proteger a las mujeres, incluyendo medidas que tengan en cuenta su situación en los procedimientos comunitarios sobre migración y, sobre todo, creando rutas legales y seguras de entrada a la UE para protegerlas de las redes de explotación y de traficantes de personas.

  Péter Niedermüller (S&D), írásban. A világon a menekültek közel fele, Európában több mint egyharmada nő. A nők különösen nehéz helyzetben vannak, amikor menekülniük kell. Kiszolgáltatottak az embercsempészek kénye-kedvének, és gyakran a hatósági önkénynek is, miközben az esetek jó részében őket terheli a gyermekekről való gondoskodás felelőssége is. Éppen ezért kiemelt védelemre és támogatásra szorulnak. Üdvözlöm, hogy a menekült nők helyzetéről szóló jelentés széles körben foglalkozik a menekült nők helyzetével, és javaslatot tesz speciális problémáik megoldására. Ezek közül különösen fontosnak tartom azt, hogy a nők kapjanak kiemelt védelmet a menekülttáborokban, befogadó állomásokon. Legyenek számukra biztonságos helyek, ne szenvedjenek hátrányt az élelmezésnél és az ivóvízhez való hozzáférésben.

Szintén nagyon lényeges, hogy a menekült nők számára folyamatosan hozzáférhető legyen az orvosi segítség, és a traumák feldolgozásához szükséges lelki támogatás. Az is kulcsfontosságú, hogy a menekült nők széles körű tájékoztatást kapjanak jogaikról, teendőikről, lehetőségeikről az egész menekültügyi eljárás során, természetesen anyanyelvükön. Szülőhelyüktől távol, gyakran családjuktól is elszakítva csak így van esélyük arra, hogy ne legyenek teljesen kiszolgáltatottak. Azt sem felejthetjük el, hogy gondoskodnunk kell arról, hogy minden egyes menekült lány megfelelő oktatásban részesüljön, és az integráció folyamán is lehetőséget kapjanak a nők is arra, hogy képzést és oktatást kapjanak. Egyes képviselőtáraim ellenzik a javaslatot; mint mondják, kivitelezése túl drága, és túlságosan beleszól a tagállamok feladataiba. Én nem így látom. Szerintem a nők, köztük a menekültek számára egyenlő lehetőségeket biztosítani alapvető erkölcsi kötelezettségünk, ami elől nem térhetünk ki.

Arvoisa puhemies, hyvät kollegat, tänä vuonna Euroopan parlamentti on nostanut aiheellisesti kansainvälisen naistenpäivän teemaksi naisten aseman turvapaikanhakijoiden ja pakolaisten joukossa. Mediassa on puhuttu paljon naisten vähäisestä osuudesta pakolaisten kokonaismäärässä, mutta UNHCR:n viimeaikaisten tietojen mukaan naisten osuus on kasvanut viime vuoden lopulta lähtien. Itse asiassa tämän vuoden tammikuun jälkeen turvapaikanhakijoista yli puolet on ollut naisia ja lapsia. Lukumäärä sinänsä ei ole tärkeintä, mutta kun naisten osuus pakolaisista kasvaa, lisääntyy myös tarve naiset paremmin huomioon ottavalle turvapaikkapolitiikalle. Naisilla on erityisiä tarpeita, varsinkin terveyspalvelujen ja turvallisuuden suhteen. Voimme helpottaa naisturvapaikanhakijoiden oloja melko yksinkertaisilla keinoilla, kuten tarjoamalla heille lukolliset majoitustilat ja kouluttamalla haastattelijoita tunnistamaan naisten osaamisalueet, minkä kautta he pääsisivät nopeammin mukaan työelämään ja muuhun yhteiskunnalliseen toimintaan. Lisäksi tulee edistää maahanmuuttajanaisten verkostoitumista sekä keskenään että kantaväestön naisten kanssa. Turvapaikanhakijanaiset tarvitsevat myös omat, matalan kynnyksen terveyspalvelut, mukaan lukien seksuaaliterveyttä koskeva neuvonta, sekä turvaverkoston mahdollisia kriisitilanteita varten.

Je désire, pour ma part, insister sur quatre points qui me semblent primordiaux dans ce contexte: premièrement, la mise place d'un système d'information à destination des femmes en matière de procédure d'asile, en particulier sur les droits dont elles disposent en la matière, comme par exemple la possibilité de demander qu'une enquêtrice et une interprète puissent mener un entretien individuel sans la présence d'une tierce personne; deuxièmement, l'octroi aux migrantes d'un statut juridique indépendant de leur conjoint, ainsi que des procédures de regroupement familial qui leur confèrent des droits individuels; troisièmement, la mise sur pied d'un programme pour répondre aux besoins liés à la santé des réfugiées tant à court terme qu'à long terme, notamment en matière de conseil psychosocial ou d'accès à l'avortement; quatrièmement, le respect de la directive 2011/36 sur la prévention de la traite des êtres humains, ainsi qu'une meilleure collaboration policière et judiciaire afin de lutter au mieux contre la traite et le trafic des migrants

Az Európát fojtogató menekültválság kapcsán sok tagállami kormány sajnos csak azt bizonyította tetteivel, hogy a tragikus emberi sorsokat nem látja a statisztikai számok mögött. Van olyan kormány, amely súlyos közpénzmilliókat fordít arra, hogy gyűlöletet szítson, félelmet keltsen a nálunk menedéket keresőkkel szemben. A krízis egy dolgot mindenképpen megtanított az európaiaknak, hogy – ha még oly nehéz is – embernek kell lenni az embertelenségben. A világ menekültjeinek körülbelül fele nő vagy kislány. Az otthonuk, kormányuk és gyakran családjuk által nyújtott védelemtől megfosztott nők és lányok fokozottan kiszolgáltatottak a különböző veszélyeknek.

A menekülés viszontagságai mellett gyakran szembesülnek a hivatalnokok zaklatásával vagy közönyével, gyakran irányul ellenük szexuális zaklatás, és ez gyakran még abban a környezetben is igaz, ahol elvileg biztonságos körülmények között menedéket találtak. A közös európai menekültügyi rendszer létrehozása ellenére az egyes tagállamok törvényei, politikái és gyakorlatai továbbra is jelentős mértékben különböznek, és szembetűnő a hiányosság az Unióban menedéket kérő nőknek biztosított védelem tekintetében. Ezért tartom fontosnak az ezzel kapcsolatos európai lépést.

  Der Präsident. – Meine sehr verehrten Damen und Herren! Bevor ich die Sitzung weiterführe, möchte ich Ihnen sagen, dass wir alle mit tiefer Betroffenheit vom Tod der honduranischen Menschenrechtsaktivistin Berta Cáceres erfahren haben. Frau Cáceres war ein leuchtendes Vorbild für die vielen, die mit großem Mut an vorderster Front dafür gekämpft haben, dass das Land und die Rechte der indigenen Bevölkerung von Honduras respektiert werden. Frau Cáceres war vielen Kolleginnen und Kollegen hier im Hause persönlich bekannt und hat mit vielen über Jahre hinweg eng zusammengearbeitet. Das Europäische Parlament verurteilt deshalb diesen Vorfall auf das schärfste und ermutigt die Regierung von Honduras, alles in ihrer Macht Stehende zu tun, um den oder die Täter einer gerechten Strafe zuzuführen. Darüber hinaus werden wir uns weiterhin engagiert für den Schutz von Menschenrechtsaktivisten wie Frau Cáceres auf der ganzen Welt einsetzen.

Ich hoffe inständig, dass dieses tragische Ereignis andere Aktivistinnen und Aktivisten nicht entmutigt, sondern in ihrem Kampf für die Menschenrechte bestärkt, für den vor allen Dingen in Honduras so viele Menschen ihr Leben geopfert haben. Wir – und ich glaube, all diejenigen, die Frau Cáceres gekannt haben – werden sie in ehrender Erinnerung behalten.

Sehr geehrter Herr Flüchtlingskommissar der Vereinten Nationen, lieber Herr Grandi, liebe Kolleginnen und Kollegen! Heute, am 8. März, begeht das Europäische Parlament, wie in jedem Jahr, hier im Plenum den Internationalen Frauentag. Aber in diesem Jahr ist vieles anders. Wir befinden uns inmitten der größten Flüchtlings- und Migrationskrise seit Ende des Zweiten Weltkriegs.

Es ist deshalb selbstverständlich und ich glaube auch logisch, dass wir an diesem 8. März 2016 unsere besondere Aufmerksamkeit den Frauen widmen, die von dieser Krise betroffen sind. Denn seit diesem Februar übersteigt die Zahl der Frauen und Kinder, die nach Europa kommen, die Zahl der männlichen Flüchtlinge. Und wir wissen alle: Frauen sind besonders gefährdet und auf einer Flucht wie der, die viele angetreten haben, vielfältigen Gefährdungen ausgesetzt. Wir erleben das jeden Tag und bekommen jeden Tag dramatische Berichte darüber – über die Diskriminierung, die Erniedrigung, die Verletzung ihrer Würde und den Entzug von grundlegenden Menschenrechten. Und die Bedingungen verschlechtern sich weiter, da Tausende in überfüllten Lagern festsitzen und nicht wissen, wo und ob sie die Möglichkeit bekommen werden, ihr Leben neu zu beginnen.

Deshalb, liebe Kolleginnen und Kollegen, kämpft das Europäische Parlament geschlossen gegen jede Form von Gewalt gegen Frauen, sei es in ihren Heimatländern, während der Flucht, aber eben auch an den Zielorten. Wir sind es den Menschen schuldig, die so hart für die Rechte von Frauen auf diesem Kontinent gekämpft haben, den vielen mutigen Frauen, die über Jahrzehnte hinweg für Frauenrechte gekämpft haben, so wie zum Beispiel die erste Präsidentin dieses Hauses, Frau Simone Veil, um nur einen Namen aus unseren eigenen Reihen zu nennen. Mir ist bewusst, dass das Vermächtnis dieser Frauen nicht unumkehrbar ist. Im Gegenteil: Nichts ist für immer garantiert. Und deshalb müssen die Rechte, die erstritten wurden, auch jeden Tag neu verteidigt werden.

Ich freue mich deshalb, dass zu unserer außerordentlichen Sitzung der Hohe Kommissar der Vereinten Nationen für Flüchtlinge, Filippo Grandi, zu uns gekommen ist. Herr Hoher Kommissar der Vereinten Nationen, lieber Herr Grandi, Sie haben das Wort.

  Filippo Grandi, UNHCR. Mr President, thank you for welcoming me here. It is an honour for me to be with you today to mark International Women’s Day and to speak about it from the perspective of the United Nations’ refugee organisation.

Last month I was on the Greek island of Lesbos where I saw the Hellenic Coast Guard bring in a boat it had just rescued at sea. The boat was carrying 200 people. Most were women with children, some of them very small, many elderly and a few sick people. As they were disembarking, I spoke with several of them and they told me stories of the conflicts they fled from in Syria or Afghanistan, the dangers of their journey and worries about what the future would bring. They were just one of many examples of today’s global displacement crisis.

Over 60 million people worldwide have been forced to flee. On average, 42 500 are forced to flee their homes every day. Half of them are women. Even though the vast majority of these uprooted people, 86%, are in other continents, Europe is now also seeing record numbers of refugees and migrants arriving on its shores. As you know very well, in 2015 a million people arrived in Europe, crossing the Mediterranean in unseaworthy dinghies and flimsy boats. We have all seen the images of the piles of discarded life jackets on the Greek beaches of those who survived the perilous journey. More than 3 700 people did not make it: a tragic testimony of our collective failure to properly address their plight.

This year, to date, 138 000 refugees and migrants have arrived in southern Europe. In public opinion the image is often that of young single men arriving in Europe to look for work. Today, on International Women’s Day, I wish to report instead that nearly two-thirds are women and children, up from last year’s 41%.

Take for example Fatima, who fled the war in Syria. She was found in a state of shock in the port of the Greek island of Samos. She was severely traumatised and injured. She had suffered violence at the hands of the man she had been travelling with. She was taken to a hospital for treatment and there she revealed that her husband had entrusted her and their young daughter to a man she did not know to get her to a safe country in Europe. During this journey the man confiscated all their travel documents, mobile phone and money. He abused Fatima and denied her direct contact with her husband.

Fatima is just one of thousands of women and girls who are making the journey on their own, fleeing violence and persecution only to face a similar ordeal on their way to Europe, a place where they had hoped and expected to find sanctuary. Many desperate people worldwide view Europe as a safe and prosperous place that stands up for human rights and welcomes refugees. Most, for lack of better, safer alternatives choose the services of smugglers at their great risk.

Let me also be clear on an important fact that is often overlooked. The majority of the people arriving in Europe, 88%, come from the world’s top 10 refugee producing countries, chief among them Syria, Afghanistan and Iraq, but also Eritrea and Somalia. This has been, and essentially remains, a refugee movement. The number of women and children among them is increasing rapidly, as I have said, and many travel without male relatives. We also see a large number of pregnant women, or women with babies and small children, among the arrivals. A recent UNHCR study found that 20% of the Syrians arriving in Greece were families headed by women, without husband or father. Just as Fatima, these women and children are exposed to abuse and sexual violence at the hands of unscrupulous smugglers or are at great risk when they travel along insecure routes, having to stay in places that lack basic security, such as parks, bus or train stations or at the road side.

In Greece we have seen a rapid build-up of stranded refugees and migrants, currently over 35 000, who as a result of border closures in the Western Balkans have been denied access into the former Yugoslav Republic of Macedonia. This has had a direct impact on women and girls, who are suffering disproportionately and are at great risk of sexual exploitation and trafficking.

We at UNHCR, with our partners, support local authorities in all affected areas to improve reception conditions and to provide assistance to people in need. We have taken measures to reduce risks and help women along the way. Many reception areas and transit points now have separate facilities for women and children. Together with Unicef and the International Committee of the Red Cross, we have set up 20 child and family support hubs. These hubs, also known as ‘Blue Dots’, provide a safe place for women and children, where they can find all available services and information about their options in a single location. The hubs aim to help vulnerable women and children on the move and mitigate the risks of trauma, violence, exploitation and trafficking.

However, we need more than a humanitarian response. On other continents, countries with far fewer means than Europe have been responding to much larger movements of people forced to leave their homes and continue to do so. In this very Chamber, exhortations to states around the world to treat refugees according to principles and in an organised manner have resonated many times. Such exhortations now apply to Europe. This emergency does not have to be a crisis. It can be managed.

As you know, yesterday the European Union Heads of State or Government met with Turkey on the onward movement of refugees and migrants to Europe. We were not party to these conversations and understand that discussions on the details are still ongoing.

But as a first reaction, I am deeply concerned about any arrangement that would involve the blanket return of anyone from one country to another without spelling out the refugee protection safeguards under international law.

An asylum seeker should only be returned to a third state if the responsibility for assessing the particular asylum application in substance is assumed by the third country, the asylum seeker will be protected from refoulement, and if the individual will be able to seek and, if recognised, enjoy asylum in accordance with accepted international standards, and have full and effective access to education, work, healthcare and, as necessary, social assistance.

These safeguards would need to be set out legally and would need to govern any mechanism under which responsibility would be transferred for assessing an asylum claim. Pre-departure screening would also need to be in place to identify heightened risk categories that may not be appropriate for return, even if the above conditions are met.

Turkey is already hosting nearly three million refugees and it is important for the international community to share this responsibility more widely. We welcome, of course, any initiative that promotes regular pathways of admission for refugees in significant numbers from all neighbouring countries in the region – not just Turkey and not just Syrian refugees – to third countries. We hope that this will happen and that it will also apply to other countries in the region that also host a considerable number of refugees, such as Lebanon and Jordan.

In fact, UNHCR has been calling on states to increase the different legal routes for the admission of Syrian refugees so that they do not have to resort to people smugglers and to dangerous journeys. These pathways include resettlement, humanitarian admission, private sponsorship and refugee—friendly family reunion, as well as student scholarships and labour mobility schemes.

A key opportunity to advance these solutions for Syrian refugees will be on 30 March, in Geneva, when UNHCR will convene a high-level meeting on global responsibility sharing through pathways for admission of Syrian refugees. States will be invited to pledge concrete commitments. We hope that up to 10% of the Syrian refugee population in the region, which currently stands at 4.7 million, can benefit from these pathways.

I still believe that to properly address the flow of refugees and migrants in Europe we need a coordinated European response, based on solidarity, political leadership and the sharing of responsibilities to stabilise the situation and manage the movement of people more effectively. Last Friday, we presented a set of practical proposals to the European Union and its Member States that would help achieve that. These proposals remain valid.

They focus on improving registration and referral processes, including the relocation schemes within Europe. It remains imperative that relocation works and that the necessary places are made available. With the support of the Commission, for which we are grateful, we also need to boost the emergency response capacity in Greece. UNHCR is on the ground with its partner, working closely in support of the Greek authorities.

Finally and looking forward, we must build on the lessons we have learned. It is crucial to strengthen compliance with and uphold the standards of the Common European Asylum System, even in times of emergency. It is of paramount importance to prevent further suffering and loss of life and to strengthen protection safeguards for people at risk, in particular women and unaccompanied children. This includes improving search and rescue operations, developing coordinated systems to protect and help unaccompanied children, and establishing measures to prevent and respond to sexual and gender-based violence.

We need a new approach to develop an effective European asylum system, not only to manage the current refugee and migrant movement, but also for the future. We have to ensure that Member States located at the external borders of the European Union will not continue to bear the disproportionate burden in addressing immediate reception needs. The solidarity that is so essential today for Greece and Italy may well be required for other states in the future.

Next week, the conflict in Syria will enter its sixth year. More than 4.7 million people, as I have said, have sought asylum in the region and 6.5 million people are internally displaced. Inside Syria, it is estimated that 13.5 million people are in need of humanitarian assistance, including 4.5 million in hard—to—reach areas. With the cessation of hostilities now holding for 10 days, the United Nations organisations, including UNHCR, have been able to deliver some much-needed humanitarian aid to people who have suffered years of war and deprivation.

Meanwhile, in the neighbouring countries, despite the generosity of host governments and communities, Syrian refugees are facing increasingly difficult living conditions after five years in exile. A recent study we conducted with the World Bank found that in Jordan and Lebanon, 90% of the Syrian refugees are living under the national poverty line, as they have little access to legal work and many, by now, have depleted any resources they had brought with them.

At last month’s London Conference, the international community pledged EUR 10 billion for activities that are meant to help the refugees and the host communities in improving education and livelihood opportunities. States must now honour the pledges made at the conference. This is very urgent in stabilising the refugees in the region and we need to take advantage of the window of opportunity given to us by the cessation of hostilities in Syria.

But Syria is not the only country in the region beset by violence. In 2015, the escalation of violence in Iraq resulted in waves of new displacement. During the last two years alone, nearly 3.3 million people have been displaced across the country. Sixteen percent of the people arriving in Europe today are from Iraq.

And after more than three decades, Afghans remain one of the largest refugee populations in the world, with some 2.6 million registered refugees. The vast majority of them live in Pakistan and Iran. An upsurge in violence in the second half of 2015 caused significant levels of displacement inside the country and across the border, including many unaccompanied children who try to reach Europe. Today, in Afghanistan, 31 out of 34 provinces are affected by conflict, with more than one million people registered as internally displaced, an increase of 78% compared to last year. Twenty-five percent of the people arriving in Europe are Afghans and many have urgent protection needs.

Elsewhere in the world, conflict continues to disrupt lives and uproot people. Our refugee programmes in Africa remain severely underfunded, while the number of wars and displaced people increases rapidly: northern Nigeria, the Central African Republic, South Sudan and Burundi, just to name a few. The Horn of Africa remains the theatre of multiple displacement situations, especially Somali refugees. In many of the protracted displacement situations in Africa, however, we can hardly give the refugees more, and even sometimes we give them less than the bare minimum to survive. In many countries they are not allowed to work legally, so they remain dependent on very scarce aid.

In South-East Asia, in the Bay of Bengal, more than 33 000 refugees and migrants, mostly Rohingya and Bangladesh nationals took to smugglers boats last year. Many died, the majority not from drowning as we see in the Mediterranean Sea, but from abuse at the hands of people smugglers, abandonment and disease.

We also have a very specific refugee crisis in Central America, where thousands of Salvadorians, Hondurans and Guatemalans are fleeing deadly transnational gang violence. Again, International Women’s Day is an opportunity to remember that most of them are women and children. They use the traditional migration routes, going north to find safety and a future, but many are indeed refugees fleeing violence, extortion and persecution.

In a world riddled with conflict, mass population movement is a reality. Building fences and walls to keep people out is not a solution. It will only increase the suffering of the people who have already suffered the unimaginable.

And women everywhere are among the most exposed. In the face of massive displacement and arrivals, very often the first reaction of politicians is to resort to scaremongering. Manipulation of public opinion and inciting hate against those who are different are unacceptable. A real response can only be based on solidarity and human rights, on responsibility sharing and respect for international law.

Today we celebrate the many achievements we have made on the road to gender equality and the participation of women in social, economic and political life since International Women’s Day was first observed in 1975. It is also a moment to think about the long way ahead to reach full parity. But it is equally a day on which to reflect on the fact that discrimination and exclusion, because of ethnicity, religion and gender, are among the main root causes of conflict and persecution and, ultimately, of forced displacement.

In 27 countries, for example, women still do not have the same rights as men to confer their nationality on their children. Many of the women arriving in Europe come from these countries, including Syria and Iraq. That means that if the fathers are missing or there is no proof of paternal descent, their children will not have a nationality and are at risk of becoming stateless. This may affect access to healthcare and education, and affect their ability to return home when conditions allow.

As we have said and heard countless times in the past 25 years, there are no humanitarian solutions to the political problems that are the root causes of massive forced displacement. There are no humanitarian solutions to the intractable wars, the upsurge in violence and the oppression and lack of governance in many parts of the world. We need political leadership and action, both to resolve the conflicts that cause displacement and to make sure that people like Fatima and her little daughter can find the protection and safety they need without having to resort to criminal networks and smugglers who abuse and exploit them.

These are not abstract concepts about which to make abstract statements. They are real, brutal facts which only courageous political leadership and considerate, forward-looking decisions based on international cooperation, respect for human rights, solidarity between states and a renewed sense of humanity can counter and redress.

Europe is facing a moment of truth. This is the time to reaffirm the values upon which it was built.

  Dimitris Avramopoulos, Member of the Commission. Mr President, let me start by thanking the High Commissioner for the wake-up call regarding the situation of women migrants today. The sheer number of people arriving on Greek shores and travelling through the Western Balkans, and the numbers we read daily in the press, risk making us forget that these are individuals and human beings, many of them vulnerable and in need of protection: many women travelling alone despite the dangers they are facing, many mothers risking their own and their children’s lives. Let me assure you that the European Commission does not forget, and does not forsake its humanitarian duties. Yes, we have to take control of the flows, make them more manageable and lower them. Yes, we need to better manage our external borders, for the European Union, for the Member States and for their citizens, but also for the people arriving. Yes, we need to stop – also with the help of Europol – the business of smugglers that send people in their thousands every day to a possible death.

Instead of dangerous routes, it is our responsibility to create more legal pathways for people in need of protection to be able to come to Europe directly, legally and safely. That is why I continue to call on Member States not only to deliver on the resettlement commitments they made in July last year and for the Turkey humanitarian admission scheme, but also to commit to more, and soon.

All irregular migrants who have arrived through Turkey will be returned to Turkey in accordance with European and international law. For the people who are already here, we need to improve the situation. That is why we have proposed a humanitarian assistance scheme to be used within the EU. It is why we urgently need to proceed to large-scale relocations, and why we need to further develop reception capacities. And in all of these things, the UNHCR is our steady and quintessential partner, and I look forward to continuing to work closely together with Filippo Grandi, a person who has come to lead the UNHCR in the midst of the refugee crisis, and also a veteran on these issues: he is a man with commitment to the cause of refugees, and I count very much on his invaluable help.

Let me therefore once again welcome the close cooperation that we have established with the UNHCR and express my strong appreciation of the work done by the UNHCR in the current crisis.

UNHCR support is highly valued inside and outside Europe. The European Commission and the UNHCR work closely together to help Italy and, especially, Greece in accommodating and relocating migrants, but also in resettling them from the outside. Together with the UNHCR we need now to ensure a quick implementation of the voluntary humanitarian scheme from Turkey and to implement projects that will further improve the situation of Syrians in Turkey.

As you know, our actions are not limited to the borders of Europe. The fact that over 60 million people are refugees or internally displaced persons across the globe reminds us that we should not lose sight of the fact that migration is not a European issue only; it is a global challenge. Everyone in the international community should take their share of the responsibility. All developed countries across the world should respond to the call of the United Nations for resettlement from the affected regions. The pledging conference organised by the UNHCR for 30 March will be the next opportunity. And we need to reflect together on how to positively address the phenomenon which characterises our era, our world: people’s mobility, a phenomenon which is expected to increase for many different reasons, to take different forms and to be directed on different routes.

We cannot ignore people’s mobility. We can neither deny it, nor stop it. We need to prepare ways to respond to it without destabilising our societies, but rather by turning it into a two-way opportunity for the hosting countries and the migrants. We believe, therefore, that it is Europe’s duty and in its interest to support key partners managing the migratory flows and addressing the roots causes of the displacements.

Dealing with the global migration crisis requires, therefore, solid partnerships, enhanced cooperation and coordination with third countries and with regional and international organisations. In other words, it needs a global strategy. In a multifaceted and complex refugee crisis like the one of today, there cannot be a one-size-fits-all approach, and it cannot be the responsibility of just one country or one stakeholder. We all need each other, and we need to work together. That is why the relationship and collaboration between the European Union and the UNHCR is of utmost importance. A lot of work awaits us in the coming days and months, and we are all ready and committed to do it.

Nacer mujer debería ser igual que nacer hombre, pero no lo es: eso es un hecho. En muchos países del mundo, las mujeres tienen menos derechos y menos libertad: eso es un hecho. En Europa, las mujeres tienen los mismos derechos y las mismas libertades en la ley, pero no en la realidad: eso también es un hecho.

Yo mismo, si fuera mujer, habría tenido infinitamente más difícil poder venir hoy aquí, en el Día Internacional de la Mujer, a defender la igualdad de las mujeres. Eso también es un hecho.

Hay muchas personas que encuentran discutible la utilidad de que haya un día internacional de la mujer, pero es indiscutible que hay millones de razones, millones de hechos que justifican este Día Internacional de la Mujer.

Hay millones de niñas que no van a la escuela porque son niñas; hay millones de mujeres que cobran menos por el mismo trabajo porque son mujeres. Hay millones de ancianas que jamás se jubilarán porque son abuelas.

Hay millones de mujeres maltratadas, golpeadas, heridas, mutiladas, humilladas porque son mujeres, y muchas de ellas, incluso, son además pobres.

En Europa ―aquí, en Europa― 3 500 mujeres mueren todos los años asesinadas por sus parejas, asesinadas por hombres: ocho, cada día; ocho, hoy. Una de cada tres mujeres mayor de quince años, ha sufrido alguna vez acoso sexual a lo largo de su vida. Tenemos mejores intenciones que los talibanes, desde luego, pero no tenemos nada de qué presumir.

Hoy el Alto Comisionado de las Naciones Unidas nos pide que miremos a los ojos de las mujeres refugiadas, las más vulnerables, las que huyen no solo del machismo: también de la guerra.

Las que huyen siempre con sus hijos ―porque qué raro es que sea un hombre el que se lleve a los niños cuando tiene que huir―; las que por el sistema y por las mafias se ven abocadas a la explotación sexual. Las que tienen causas propias para huir, como la mutilación genital o la violación utilizada como arma de guerra.

En el último año, en el Mediterráneo, huyendo de Siria, el 55 % de las personas que se ahogaron fueron mujeres y niños. Ante un drama humanitario como el que estamos viviendo, las soluciones que escuchamos cada vez son más inhumanas. Poner barreras para que la inhumana huida de las mujeres con niños se vea dificultada nos deshumaniza a nosotros, no a ellas.

Una sociedad incapaz de sentir piedad por una madre que suplica asilo con su bebé en una caja de cartón es una sociedad sin corazón, es una sociedad inhumana. No es, desde luego, la nuestra.

Ser mujer, nacer mujer es una bendición. Conseguir que los derechos y libertades de las mujeres sean, de hecho, iguales a los derechos y las libertades de los hombres es una tarea, es un reto no solo para hoy, sino para toda nuestra vida, si de verdad queremos llamarnos con dignidad «europeos».

  Sylvie Guillaume, au nom du groupe S&D. Monsieur le Président, tout le monde comprend désormais, du moins je l'espère, que dans le contexte de crise humanitaire actuel, les femmes réfugiées, qui sont de plus en plus nombreuses, constituent un groupe particulièrement vulnérable. À l'occasion de la Journée internationale des droits des femmes et par votre présence, Monsieur le Haut-Commissaire des Nations unies pour les réfugiés, nous mettons en lumière les conditions d'existence, et parfois de survie, de ces femmes.

Je donnerai, de mon côté, la parole à l'une d'entre elles, Reem, une jeune Syrienne. Je la cite: "Je n'ai jamais pu dormir dans les camps, j'avais trop peur que quelqu'un me touche. Les tentes étaient toutes mixtes et j'ai été témoin de violences. Les femmes ne peuvent pas vraiment se plaindre et ne veulent pas causer de problèmes susceptibles de perturber leur voyage." Ce témoignage recueilli par Amnesty International n'est pas celui d'une femme se trouvant en Syrie, en Irak ou je ne sais où encore, en proie à une violence endémique. Cela se passe ici, en Europe, alors que ces femmes fuient l'horreur de la guerre dans leur pays d'origine, elles continuent de vivre la peur des agressions à toutes les étapes de leur périple.

Ce que nous rappelle le témoignage bouleversant de Reem, c'est que les politiques migratoires ont, jusqu'ici, accordé trop peu d'importance à la question du genre. La révision du paquet "Asile" a permis de redresser un peu la barre, mais la mise en œuvre sur le terrain reste encore bien trop faible. Comme le préconise le rapport de ma collègue Mary Honeyball, cette attention particulière aux femmes migrantes doit être accordée à toutes les étapes de leur parcours. Cela veut dire depuis la procédure d'asile proprement dite, en passant par les conditions d'accueil et jusqu'aux mesures d'intégration. Cela veut dire aussi que le personnel d'accueil doit être formé. Cela passe par la mise en place d'installations sanitaires et de dortoirs non mixtes et l'accès à des soins de santé adaptés.

Ce que nous rappelle également avec force le témoignage de Reem, c'est qu'il est urgent d'agir ensemble. L'Union européenne et ses États membres ne peuvent plus continuer à multiplier les sommets européens sans prendre de décisions sur des actions efficaces et collectives pour lutter contre la crise humanitaire et morale, dans laquelle l'Union européenne est plongée actuellement. Des pistes existent pourtant: créer et renforcer l'ouverture de voies légales et sûres pour rejoindre l'Europe – j'y vois là le meilleur moyen de lutter contre les passeurs, qui continuent, eux, de s'enrichir; nous doter d'un mécanisme effectif de solidarité intra-européenne pour un partage équitable des responsabilités – il faut que les relocalisations depuis la Grèce ou l'Italie, qui ont lieu pour l'instant au compte-gouttes (600 personnes, je crois) soient mises en œuvre avec une volonté politique. Nous attendons également avec impatience la proposition de la Commission sur une révision du règlement Dublin et nous souhaitons que cette révision change drastiquement les fondements; garantir une application pleine et cohérente du régime d'asile européen commun dans toute l'Union, pour que demander l'asile en Europe ne continue pas à s'apparenter à une loterie ou à du shopping; enfin, renforcer la coopération avec les pays tiers de transit et d'origine, selon des termes clairement définis et équilibrés, incluant en particulier le respect des obligations en matière de droits de l'homme. Au lendemain du sommet UE-Turquie, cet équilibre est particulièrement crucial.

  Timothy Kirkhope, on behalf of the ECR Group. Mr President, as the UK Minister responsible for resettlement during the Bosnian crisis, I saw first-hand just what war does to a country, to its people and to their hopes for the future, and I am proud to be from a Europe that does not turn its back on the rest of the world. But the sad truth is that when some European leaders opened their doors last year to everyone seeking a better life, it merely pushed the most desperate, the most vulnerable and the most in need to the back of an already very long queue. To truly help those people most in need, I have long believed the solution is direct resettlement from conflict regions. It reduces pull factors, it presents the tragic loss of life at sea, it reduces the demand for human trafficking, and it helps stabilise our external borders.

If the EU is to continue offering a Europe of opportunity, sanctuary and community cohesion, then the EU must realise that resettlement and controlled immigration flows must be the solution. High Commissioner, as rapporteur for the Permanent Relocation Mechanism, I would like to try to link that proposal with an ambitious UNHCR-led resettlement programme with the EU. Relocation in its current form is simply not working. Let us be truthful with each other: some Member States feel as though the system was forced on them, and migrants only want to go to certain Member States. It is not a recipe for a long-term successful system. Member States will not support relocation in a meaningful way until the external borders are secure, the flow of migrants has stabilised and we start to have a sense of the numbers we ultimately need to relocate.

Keeping Europe’s borders open with no clear plan or end in sight will only exacerbate the situation. We talk about safe legal routes to Europe. Resettlement achieves that. It helps ensure safe passage, especially for women and children to whom you have referred eloquently today, taking them out of the hands of evil human traffickers. Too many female refugees are facing exploitation. Too many unaccompanied minors are tragically unaccounted for today. Europe could offer more Syrians, more women and more children refuge if we could get control of this crisis. To put in place a fair and controlled immigration system does not mean you lack compassion, but simply ensures that you can give genuine refugees the safety, the stability and the opportunities they truly deserve.

  Cecilia Wikström, on behalf of the ALDE Group. Mr President, I would like to thank Mr Grandi for his statements. Mr Grandi, you have taken up the post as High Commissioner at a time when unprecedented numbers of refugees have been approaching our shores. Within the space of two generations the refugee crisis has followed a financial crisis, and we can see how it is continuing to challenge the perception of our commitment to providing international protection to those entitled it. In Europe we tend to forget that we are living ever longer and, despite all our troubles, are still the richest continent on the planet. The very core of the global asylum system is currently being questioned by people who would prefer that the right of asylum was not an imperative right of an oppressed individual, but rather a kindness to be extended or withheld by the 28 Member States individually. I fear that in a world where states could choose whether to help refugees or not a lot of people in need would be left without protection, with irreversible tragic consequences, a cynical approach whereby the rich West dumps the challenges involved in receiving refugees onto developing third countries in order to sit back and hide behind walls, maybe sending a cheque every now and then so as to pretend to care.

That is not an EU to which I wish to contribute and, as the spokesperson on migration for the Liberal and Democrat Group and the rapporteur for this House on the upcoming revision of the Dublin Regulation, I can only give you, High Commissioner, a clear message that Liberals and Democrats in Europe will always stand up for the right to asylum. Whereas some people in this Chamber will claim that the choice is an either/or, that is to say, either you support the UNHCR or you support the fundamental individual right of asylum, we will stand firmly by you and explain that you need both for the system to work. And, by the way, the UNHCR should be getting a lot more support, not least financially, from the EU. We are living in challenging times, but let us realise that this continent has never been in better shape to manage these challenges. You can count on my support and the support of my Group for your invaluable work and I look forward to cooperating with you in the days to come in the same way as I cooperated with your predecessor.

  Malin Björk, för GUE/NGL-gruppen. Herr talman! FN, och UNHCR i synnerhet, är en central aktör för att upprätthålla respekten för internationell asylrätt. Därför är det extra viktigt att ni är här hos oss idag. Jag tycker att det är olyckligt att ni inte har varit inbjuden att ta ett större ansvar när det gäller hur EU utformar sina svar på flyktingsituationen och era ord idag gör mig ännu mer övertygad om den oron.

Ni ger oss också det större perspektivet att ja, det pågår en global flyktingkris men vi har inte en flyktingkris här i Europa. Ni lyfter kloka saker, viktiga saker, som att vi måste stärka kvinnliga flyktingars rättigheter och säkerhet. Vi har debatterat detta i morse och vi kommer att rösta på ett mycket bra betänkande senare.

Ni lyfter att EU måste ta emot fler och att vi måste göra det på ett sätt som fördelar ansvaret mellan våra länder. Ni lyfter att de stängda gränsernas politik inte är rätt väg. Vi måste skapa lagliga vägar. Vi håller med er. Vi måste hjälpa ensamkommande barn bättre och våra mottagningssystem måste bli bättre. Jag var i Calais igår, och den situation som jag bevittnade där, den är inte förenlig med mänskliga rättigheter. Vi ber er komma på besök i Calais och se och bevittna situationen och utvärdera förhållandena där. Ni lyfter att vi måste bekämpa rasism och islamofobi i Europa. Vi håller med er. Sist men inte minst, vi kan inte låta Grekland bli ett flyktingläger. Vi måste ta gemensamt ansvar.

Herr Grandi, det sättet på vilket EU nu försöker göra upp med Turkiet för att hålla flyktingarna borta bär inte ett spår av era förslag, inte ett spår. Att låta flyktingarna vända tillbaks med samma båt som de kom i är helt enkelt inte i linje med internationell asylrätt. Tack för att ni uppmärksammar detta. Det är med mycket stor oro vi ser att EU inte står upp rakryggad för asylrätten. Vi behöver ert stöd och er press på EU i detta läge.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. Herr Präsident, sehr geehrter Herr Hochkommissar, sehr geehrte Kolleginnen und Kollegen! Der Applaus am Ende Ihrer Rede hat Ihnen gezeigt, dass wir sehr froh darüber sind, dass Sie ausgerechnet heute hierhergekommen sind und uns als Europäisches Parlament nochmal daran erinnert haben, in welcher Not sich Frauen und Kinder in dieser Flüchtlingskrise, der globalen Flüchtlingskrise, befinden. Ich finde, dass es sehr gut ist, dass Sie uns nochmal wachgerüttelt haben mit diesen einzelnen Beispielen, aber auch mit diesen großen Zahlen, die zeigen, dass wir es eben mit einem globalen Problem zu tun haben.

Wir als Mitglieder des Europäischen Parlaments – zumindest mehrheitlich immer noch – sind in letzter Zeit erschrocken darüber, dass es in der Europäischen Union so schwierig geworden ist, die Genfer Flüchtlingskonvention und die Idee des politischen Asyls zu verwirklichen. Wir in der Europäischen Union sind erschüttert darüber, dass – obwohl diese Union aus Staaten besteht, die alle aus Kriegen, aus Katastrophen, aus Verheerungen des letzten Jahrhunderts neu hervorgegangen sind – das Erinnern an das, was die eigene Nation mitgemacht hat, nicht mehr stark genug ist, um dieser globalen Krise angemessen zu begegnen. Ich finde, auch deshalb ist Ihre Rede eine Rede, die uns alle aufrütteln sollte.

Wenn man sich anschaut, was gestern mit der Türkei und der Europäischen Union diskutiert wurde, dann wird ja deutlich, dass da zurzeit in ganz kleinem Karo verhandelt wird, und dieses Muster „Ein Syrer rein, ein Syrer raus“ sollte etwas sein, was uns auch nochmal aufrüttelt, gerade vor dem Hintergrund der Rede, die Sie hier gehalten haben. Denn so sehr wir verstehen, dass man eine Ordnung durch Resettlement erreichen will, so sehr verstört uns dieser sozusagen kleine Ansatz im Umgang mit diesen großen Problemen. Und tatsächlich glaube ich, dass Sie uns deutlich gemacht haben, dass die Europäer insgesamt die Dimension der Katastrophe noch nicht begriffen haben und deshalb auch insgesamt eher noch versuchen, sich vor der Katastrophe zu schützen, und deshalb wahrscheinlich dazu beitragen werden, dass die Krisen und die Katastrophen in unserer Nachbarschaft und auf der Welt sich verschärfen werden.

Gal pagaliau suprasime, kad Europos valstybių priedermė yra padėti karo pabėgėliams, o ne atverti savo miestus visiems migrantams. Europos visuomenė šiandien valgo savo politikų lengvabūdiškumo sunokintus vaisius. Ir ateityje jie bus tik kartesni, jeigu mes vėl įklimpsime diskusijose ar svarstymuose. Ir diskutuoti dėl akivaizdžių dalykų iš tikrųjų nėra ko. Taip, pagalba ir humanitarinė parama karo pabėgėliams ir asmenims, iš savo tėvynės bėgantiems dėl politinio persekiojimo, ir griežtas „ne“ į Europą plūstantiems geresnio gyvenimo ieškotojams. Jūs gi, komisare, neprivalote apgyvendinti ir turbūt nepriimtumėte savo namuose svečių, kurių jūs nekvietėte. Kodėl kitaip elgtis turėtų Europos valstybių piliečiai? Tad nustokime diskutuoti ir pradėkime veikti apsaugant Europą nuo migrantų, o ne ieškant jiems prieglobsčio, saugant išorines Europos Sąjungos sienas, o ne už milijardus perkant Turkijos prielankumą, užtikrinant Bendrijos valstybių piliečių saugumą. Ir ne pabėgėlių iškaišiojimas po atskiras valstybes yra svarbiausias Jungtinių Tautų ir Europos Sąjungos reikalas. Šiandien reikia šalinti karų ir konfliktų priežastis. Taip, reikia padėti pastangų nuo gaisro nukentėjusiems, bet be tos pagalbos reikia realių pastangų neleisti gaisrui įsiliepsnoti ir jam plisti. Ir, žinote, dabar siurrealistiškai atrodo – metus kitus žiūrime, kaip dega ištisi kaimai vienoje ar kitoje valstybėje, kai jie sudega, tada ieškome būdų ir sąlygų padėti neva padegėliams, nors tarp jų gerokai daugiau tokių, kurie nei gaisro, nei dūmų kvapo nejuto.

Qualcuno pensa di portare in Europa la Turchia, il cui Premier diceva che porre donne e uomini sullo stesso piano è contro natura e il cui Vicepremier, due anni fa, diceva che le donne non devono ridere e provocare in pubblico? E qualcuno in questo palazzo, usando le donne pensa di portare in Europa gente di questo genere? Mi fate pena! Mi fate pena! Gente che dice che le donne non possono ridere e provocare in pubblico. Ma di che cosa stiamo parlando? La Turchia, finché non rispetterà i diritti civili, non è e non sarà mai parte dell'Europa civile, dal mio punto di vista.

I 3 miliardi, dateli agli europei disoccupati, non al regime turco che li usa per chiudere giornali e riaprirli quando gli fa comodo. Altro che i diritti delle donne e dei rifugiati!

Veniamo all'Italia. I numeri, Alto Commissario, dicono che l'anno scorso, su 80 000 profughi che hanno presentato domanda di asilo politico in Italia – lo dico a questo palazzo – solo il 5% è stato accolto come rifugiato politico. 5%. I due terzi delle domande sono state respinte. Visto che lei parla di donne, le segnalo che in Italia, nel gennaio 2016, sono pervenute 7 000 domande di asilo politico, di cui le donne rappresentavano meno del 10% – il resto, tutti uomini adulti e robusti – e i siriani, meno di 30%. Di donne siriane non se ne vedono a meno che qualcuno non voglia finanziare un'invasione islamica, incontrollata, di questo paese, di questo continente.

Da ultimo una domanda: quanto costa lei Commissario? Quanto costa l'UNHCR? Quanto costano funzionari e dipendenti? Quanti dei 7 miliardi di budget arrivano veramente ai rifugiati e quanti non finiscono a mantenere gente che dorme in albergo o in ufficio?

La solidarietà vera si fa sul campo, non pagando gente che dorme nei 5 stelle. Un abbraccio alle donne italiane ed europee, precarie e disoccupate, affamate e in difficoltà.

  Λάμπρος Φουντούλης (NI). Κύριε Grandi, είστε ο Ύπατος Αρμοστής του ΟΗΕ για τους Πρόσφυγες. Δυστυχώς, όπως δείχνει η πραγματικότητα μάλλον δεν τα πάτε και πάρα πολύ καλά στο έργο σας. Βεβαίως δεν είναι αποκλειστικά δική σας υπαιτιότητα αλλά μάλλον και άλλων συναδέλφων σας στον ΟΗΕ, εκείνων των συναδέλφων σας που δεν αντέδρασαν στις ιμπεριαλιστικές και νεοαποικιακές πολιτικές των ισχυρών κρατών της Δύσης, που έχουν εισβάλει ή βομβαρδίσει σχεδόν τον μισό πλανήτη. Πού ήταν ο ΟΗΕ, όταν οι δυτικοί διέλυαν το Αφγανιστάν, τη Συρία, το Ιράκ, τη Λιβύη, την Ουκρανία, τη μισή σχεδόν Αφρική και άλλες πολλές ακόμα χώρες; Πού ήταν ο ΟΗΕ, όταν οι μεγάλες πολυεθνικές εταιρείες, όχι μόνο οι δυτικές φυσικά, εκμεταλλεύονταν την εργασία εκατομμυρίων ανθρώπων στις λιγότερο αναπτυγμένες χώρες, για να μπορούν να βγάζουν υπερκέρδη και να εξυπηρετούν το τέρας του υπερκαταναλωτισμού; όταν κράτη που τα θεωρούμε και προνομιακούς μας συνομιλητές, όπως είδαμε στη χθεσινή σύνοδο, γίνονται χορηγοί και υποστηρικτές των Τούρκων, που προστατεύουν την τρομοκρατία, τους διακινητές και τους συγχρόνους δουλέμπορους;

Οφείλετε να δράσετε άμεσα. Οφείλετε να λάβετε μέτρα, ώστε να σταματήσει η φωτιά του πολέμου που κατακαίει τη Συρία και άλλες χώρες και οι μετανάστες να παραμείνουν στις πατρίδες τους, για να βοηθήσουν στην ανάπτυξή τους. Οφείλουμε όλοι μαζί να διατηρήσουμε τις ξεχωριστές ταυτότητες όλων μας, τόσο τις δικές μας όσο και των χωρών προέλευσης, για να μη δημιουργηθεί μία πολυπολιτισμική σούπα, έρμαιο στα χέρια των πολυεθνικών. Όσον αφορά την πατρίδα μου, η κατάσταση κάθε μέρα που περνάει γίνεται όλο και περισσότερο απελπιστική. Πέρα από τις ευθύνες και τις ιδεοληψίες των κυβερνώντων, που έχουν μπερδέψει τον ανθρωπισμό με τη νομιμότητα και την ασυδοσία, ποια είναι η αντίδραση του ΟΗΕ; Τι έχετε κάνει ώστε να μη μετατραπεί η ήδη σκληρά δοκιμαζόμενη από την οικονομική κρίση Ελλάδα σε ένα απέραντο καταυλισμό; Χορτάσαμε από λόγια και αναβολές! Δεν χρειαζόμαστε άλλα· χρειαζόμαστε λύσεις και τις θέλουμε τώρα! Δυστυχώς, στην πράξη αποδεικνύεται ότι δεν μπορείτε ή δεν θέλετε να μας τις προσφέρετε.
