  Krisztina Morvai (NI). Kedves Képviselőtársaim! Meg se merek szólalni az izgalomtól. Annyira szorítok, hogy Martin Schulz elnök urunk vajon elérte-e a phenjani repülőgépet. Hallom, hogy Észak-Koreában van továbbképzésen demokráciából és vélemény-nyilvánítási szabadság jogából. Nagyon szaladt, nagyon sietett, szorítson, hogy még odaér és tovább fog fejlődni. De ami az állategészségügyet illeti, minden, ami az Európai Uniónak a mezőgazdasági és általános gazdasági politikája, és ami a mezőgazdaság iparosítása irányába megy, rosszat tesz az állategészségügynek. Minden, ami kis gazdaság, farmgazdálkodás, családi gazdaság, az meg jót tesz. Hiszen a gazdának közvetlen kapcsolata van az állataival, időben észreveszi, hogyha valamilyen fertőzés támadta meg, és tesz ellene, tesz a járvány ellen.

  Neena Gill (S&D). Madam President, I supported this report on animal health as it represents a progressive step forward in European law and policy-making. On a personal and political level, I am strongly in favour of reforms that promote further protection of animals. It is an issue that resonates strongly with my constituents in the West Midlands, who want greater action at European level; in particular, they want to see humane treatment of stray animals, and there should be a clear strategy for how we address this.

It is also important that we highlight the preventative action plan in this report, especially on transmissible animal diseases, which is a consideration in maintaining animal health across the board. In this respect, I welcome that the Commission is fully committed to defending animal health in the EU and to improving it with the help of Member States. All in all, it is a positive report that moves in the right direction.

  Daniel Hannan (ECR). Madam President, one of the more lamentable tendencies in our present age is to use legislation as a kind of virtue signalling, a way to show what a nice person you are rather than to look at the effects and consequences of the law. Here is a hard thing about this subject that ought to be pointed out. There is actually a contradiction between animal welfare and the prevalence of the diseases mentioned in these reports. When we had ugly, industrial, mass factory farming of the kind that was introduced fifty or forty years ago there were remarkably sterile sealed environments where animal diseases did not spread. As soon as we decided that animal welfare was important and we wanted animals outside, having organic lives and so on, they became more prone to having disease spread from one farm to another. Tension of exactly this kind, namely where you draw the line between health and welfare, is a case that ought to be decided by our elected national authorities. It is precisely these sensitive issues that we should leave to voters country by country.

  Jiří Pospíšil (PPE). Paní předsedající, já jsem podpořil toto nařízení, podporuji veškeré právní předpisy, které upravují postavení zvířat a jejich ochranu.

V tomto případě jde spíše o technické normy, které mají řešit předcházení chorobám zvířat a dále pak postupy, jak řešit situaci, kdyby nějaká nemoc přerostla v epidemii. Trošku mě mrzí, že daný text se netýká etických norem, řekněme dobrých životních podmínek zvířat. Trošku mě uklidňuje alespoň to, že součástí dokumentu je prohlášení Komise, které právě upozorňuje na dobré zacházení se zvířaty.

Do budoucna by tedy bylo dobré, abychom neupravovali pouze technické normy, jak se zvířaty zacházet v případě nemoci, ale také více řešili to, jak zlepšovat postavení zvířat jako živých tvorů, kteří cítí, kteří jaksi trpí a pro které by vyspělá civilizace měla mít jiné pochopení než pro věci, které jsou hmotného či nehmotného charakteru.

  Marlene Mizzi (S&D). Madam President, in recent years, progress on animal welfare legislation at EU level has slowed down, but today we have made significant progress with the adoption of the animal health legislation. Despite the fact that the law approved today is not a specific animal welfare law, it is a milestone in animal welfare and could become a real turning point in the way animals are treated, both in the European Union and worldwide. This legislation finally provides concrete measures governing animal health and animal welfare, requiring keepers and pet breeders to apply the principle of good animal husbandry and humane treatment to avoid pain, distress and suffering of animals. The animal welfare provisions would also apply to all animals – not just kept animals, but also strays. I fully support this law, which, in my opinion, is a starting point for a new wave of concrete European activities aimed at granting all animals a much higher level of protection.

  Andrejs Mamikins (S&D). Priekšsēdētāj! Šajā balsojumā runa ir par dzīvnieku mikrobu rezistenci un attiecīgajiem to panākšanas pasākumiem. Pirmkārt, antibiotiku pielietošanas frekvences, to samazināšanu, kā arī piesardzīgāku antimikrobiālu zāļu lietošanu.

Paralēli dalībvalstis tika aicinātas aktīvāk savākt attiecīgus datus par šādu zāļu lietošanu un šo datu nosūtīšanu Eiropas Komisijai, kas manā skatījumā ir ārkārtīgi svarīgi. Tātad tiks sekmēta daudznacionāla datu apkopošana un efektīvāka rīcība un rīcības stratēģijas izstrādāšana un ieviešana dzīvē.

Ņemot vērā to, ka no dzīvnieku veselības ir atkarīga mūsu — cilvēku — veselība, piemēram, slimībām iespējami izplatoties ar dzīvnieku starpniecību un tā tālāk. Šī ir ārkārtīgi svarīga rezolūcija. Es atbalstu to abām rokām. Neatkarīgi no diētas preferencēm mūsu dzīvnieku veselība ir arī mūsu veselība. Tāpēc es nobalsoju par. Paldies!

  Stanislav Polčák (PPE). Paní předsedající, já jsem rovněž podpořil tento návrh zprávy a toto nařízení, protože není to pouze otázkou, jestli někdo má rád zvířata nebo ne, ale pokládám za naši povinnost podpořit lepší zacházení s živými tvory. To si myslím, že je nepochybné, i když samozřejmě ve starém římském právu byla zvířata pojímána za věci. Dnes už k nim nelze takto přistupovat a je nutné je vnímat skutečně jako živé tvory, kteří trpí, cítí a jsou prostě součástí živého prostoru kolem nás.

Na druhou stranu je třeba ještě zmínit, že nejde pouze o práva zvířat, ale přeneseně také i o práva občanů. Protože práva spotřebitelů jsou součástí tohoto širšího pojímání práva zvířat. Antibiotická rezistence vůči antibiotikům podávaných plošně, to je jeden z hlavních problémů, kterým čelíme v oblasti chovu zvířat. A myslím si, že bychom se na to měli zaměřit. Ostatně odpolední debata zítra k tomu bude směřovat.

  Hannu Takkula (ALDE). – Arvoisa puhemies, haluan tässä yhteydessä lausua kiitoksen esittelijä Selimovicille ja hänen edeltäjälleen, eläkkeelle jääneelle Poulsenille, jotka ovat tehneet tämän mietinnön kanssa hyvin ansiokasta työtä.

Eläinten hyvinvointi on tärkeä aihe, josta meidän pitää huolehtia, ja tässä mietinnöstä eläinten hyvinvointi yhdistettiin oikeastaan ensimmäistä kertaa kansanterveyteen.

Tärkeänä pointtina tässä tosiaan nousi esille antibioottien käytön vähentäminen Euroopan unionin tasolla. Näin turvataan se, että antibiootit voisivat olla tehokkaasti käytettävissä myös tulevaisuudessa ihmisille. Nythän eläinten lihoihin jääneet jäämät ovat heikentäneet antibioottien vaikutusta. On erittäin tärkeää, että tässä tehdään yhteistyötä jäsenvaltioiden kesken, ja kun me elämme markkinataloudessa ja sisämarkkinoilla, on myös tärkeää, että ei vain kansallisesti, vaan myös Euroopan laajuisesti huolehditaan eläinterveydestä ja sitä kautta kansanterveydestä.

I agree with the rapporteur. We need both to prevent and control animal diseases which are transmissible to both animals and human beings, not only for animal welfare but also for public health. It is of crucial importance to set up a clear framework to identify diseases and potential threats and to clarify responsible parties in all cases for maintaining and monitoring the implementation of good animal welfare. The expected result from this would of course be to reduce the use of antibiotics in animals, and therefore improve the quality of life for animals and also the quality of our agricultural output.

  Isabella Adinolfi (EFDD), per iscritto. ‒ Garantire un elevato livello di sanità umana, animale e vegetale è uno degli obiettivi dei trattati dell'Unione europea. Le modifiche intervenute recentemente in materia hanno lo scopo di migliorare la normativa esistente, attuando un sistema comune volto a potenziare la prevenzione di malattie, oltre che ad incentivare la tutela prestata alla salute degli animali. Considerando i rilievi formulati da Consiglio e Commissione, ho espresso voto negativo all'emendamento di rigetto, permettendo così di mantenere buona parte del testo in prima lettura. Il parere del Parlamento europeo in prima lettura, infatti, rappresenta un giusto compromesso, considerando l'attenzione posta al legame tra salute e benessere degli animali e al divieto di provocare dolore, angoscia o sofferenza nei confronti degli stessi, nel corso dei controlli sanitari.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ He votado en contra de la enmienda que proponía rechazar el acuerdo alcanzado entre el Consejo y el Parlamento, apoyando así la Recomendación para la adopción del Reglamento del Parlamento Europeo y del Consejo relativo a las enfermedades transmisibles de los animales y por el que se modifican o derogan algunos actos en materia de sanidad animal («Legislación sobre sanidad animal»). Este acuerdo mejora ampliamente el texto original propuesto por la Comisión en materia de bienestar animal, control y combate de enfermedades que afectan a los animales, por lo que no he apoyado su rechazo.

  Martina Anderson, Lynn Boylan and Liadh Ní Riada (GUE/NGL), in writing. – There was only one vote here, which was a vote to reject the animal health proposal. I voted against that amendment, thereby endorsing what had been agreed.

This proposal related to an effort to create a single, comprehensive animal health law to replace the current framework of around 50 Directives, Regulations and around 400 pieces of secondary legislation. The subject matter is primarily concerned with prevention and control of animal diseases. The focus is on long-term preventive measures and laying down a more efficient and streamlined system to combat transmissible animal diseases, like foot and mouth, avian influenza and other newly emerging diseases. Furthermore a list of diseases subject to regulation is included in an annex for the protection of human and animal health. This list may be easily amended to deal with possible outbreaks.

  Eric Andrieu (S&D), par écrit. ‒ Le Parlement européen a adopté une nouvelle réglementation destinée à mieux prévenir et à stopper les épidémies de maladies animales graves comme la grippe aviaire ou la peste porcine africaine.

L'adoption de cette nouvelle législation simplifie une règlementation vieille de plus de 50 ans, et je m'en félicite, car elle constitue une victoire importante qui renforce la démocratie citoyenne en remettant les principaux acteurs au cœur du dispositif dans l'élaboration des plans d'urgence.

La multiplication des échanges, le changement climatique et la mutation d'agents infectieux accroissent aujourd'hui le risque d'émergence de maladies jusque-là inconnues comme l'influenza aviaire qui touche très durement toute la filière des palmipèdes aujourd'hui. À ce titre, je ne peux que me féliciter du renforcement de la prévention et de la biosécurité pour protéger non seulement la santé animale mais aussi celle de l'homme et de l'environnement.

Cependant, l'enveloppe disponible permettant de financer des mesures sanitaires en cas de crise reste largement insuffisante.

Il est fondamental que la Commission européenne mette en œuvre un mécanisme de dédommagement qui permette de répondre au plus vite à la violence de ces crises et à leur impact sanitaire, économique et humain. La prévention ne peut hélas pas tout régler.

  Νίκος Ανδρουλάκης (S&D), γραπτώς. ‒ Υπερψήφισα την εν λόγω έκθεση, καθώς ο νόμος αυτός εκσυγχρονίζει τον νόμο για την υγεία των ζώων, υποχρεώνοντας όλους τους κτηνοτρόφους και τους αρμόδιους φορείς να τηρούν τις αρχές της σωστής εκτροφής ζώων καθώς και να εφαρμόζουν μέτρα βιοασφάλειας για την προστασία τους. Ορίζεται επίσης ως υποχρέωση η υπεύθυνη και συνετή χρήση των κτηνιατρικών φαρμάκων και υιοθετείται σύμφωνα με τη γραμμή της απόφασης του Κοινοβουλίου και του Συμβουλίου ο κατάλογος των ασθενειών που καλύπτονται από τον νόμο.

  Pascal Arimont (PPE), schriftlich. ‒ Mit dieser Entschließung hat das Parlament einen Legislativvorschlag angenommen, der darauf ausgerichtet war, Vorschriften zur Prävention und Bekämpfung von Tierseuchen festzulegen, die auf Tiere oder Menschen übertragbar sind. Ich habe dafür gestimmt und begrüße, dass ein einziger vereinfachter, transparenter und eindeutiger Rechtsrahmen geschaffen werden soll.

  Marie-Christine Arnautu (ENF), par écrit. ‒ La création, prévue par le texte, d'une base de données sur l'utilisation d'antimicrobiens, antibiotiques et autres pourrait servir à dénoncer la concurrence inéquitable de certains pays, mais cela est tout à fait secondaire pour ce rapport.

Au prétexte de la simplification, ce règlement attribue de nouvelles prérogatives à la Commission, prérogatives contraires au principe de subsidiarité.

J'ai donc voté pour le rejet du texte.

  Jonathan Arnott (EFDD), in writing. ‒ I would like to confirm that I voted in favour of this proposal to reject the Council position. The Council wants use limit the use of antimicrobial drugs in animals. This would be a grave mistake and consequently animal welfare and health would suffer. In the UK there are strict rules governing the use of these, farmers and vets do not use antimicrobial drugs without good reason. Antimicrobial medicinal products are essential in the treatment of important infectious diseases in animals.

  Jean Arthuis (ALDE), par écrit. ‒ Le droit de l'Union est déjà bien étoffé en ce qui concerne le bien-être des animaux, qui s'applique à diverses espèces ou activités, ainsi qu'en ce qui concerne les normes environnementales à respecter. Dans un contexte économique difficile pour nos agriculteurs, je n'ai pas voté cet amendement car il ajouterait des contraintes et des difficultés à nos producteurs européens de lait et de bovins, qui peinent à vivre de leur travail.

  Petras Auštrevičius (ALDE), in writing. ‒ I believe that a common healthcare approach will be much more effective than two separate policies for animal welfare and human health. These two fields are closely interconnected – as can be seen from diseases such as mad cow disease, bird flu and swine fever. Moreover, antibiotic resistance is a serious problem at present. Resistance to existing antibiotics has increased by 67% per generation, but no new types of antibiotics are being produced. Measures, such as this piece of legislation, must be taken to prevent such important medication from losing its effectiveness. Additionally, I am pleased with the simplification of EU animal welfare policy introduced by this legislation. Furthermore, this legislation will benefit animals: a matter close to my heart. Inadequate care will no longer be covered up by the use of copious amounts of antibiotics.

  Zigmantas Balčytis (S&D), raštu. ‒ Pritariau šiam pasiūlymui, kurio tikslas- naujos gyvūnų sveikatos taisyklės, sustiprinsiančios kovą su užkrečiamomis gyvūnų ligomis, pavyzdžiui, paukščių gripu ar Afrikiniu kiaulių maru. Gyvūnų sveikatos taisyklės apjungia ir atnaujina beveik 40 iki šiol galiojančių šios sritis teisės aktų ir pirmą kartą istorijoje nustato gyvūnų ir visuomenės sveikatos tarpusavio priklausomybę. Nustatyta privaloma asmenų, kurie verčiasi gyvūnų prekyba, registracija, aiškesnis atsakomybės tarp ūkininkų, prekybininkų bei veterinarų pasiskirstymas bei didesnis dėmesys prevencijai. Tuo pačiu patikslintas ūkininkų, prekybininkų, veterinarų ir gyvūnų savininkų kovos su ligų plitimu vaidmuo. Pritariu, kad Europos Komisijai būtų suteikiama teisė nedelsiant reaguoti į gyvūnų ligų protrūkius, kurie gali turėti didelį poveikį visuomenės sveikatai ar žemės ūkio produkcijai. Taip pat svarbu numatyti privalomą asmenų, kurie verčiasi gyvūnų prekyba, registraciją, o taip pat sukurti šunų, kačių ir kitų augintinių nacionalines duomenų bazes.

  Nicolas Bay (ENF), par écrit. ‒ Sous prétexte de simplification, le règlement en question accorde de nouvelles prérogatives à la Commission. Le seul élément qui me paraisse positif, en l'occurrence sur l'utilisation plus précautionneuse des antibiotiques pour animaux, ne suffit pas à rendre ce texte acceptable.

Voilà pourquoi j'ai voté pour l'amendement unique de rejet de la position du Conseil, lequel donne une nouvelle fois son feu vert à la Commission.

  Hugues Bayet (S&D), par écrit. ‒ J'ai soutenu cette résolution qui approuve la proposition de règlement visant notamment à renforcer la prévention des maladies animales transmissibles et à diminuer l'administration d'antibiotiques aux animaux. Sans préjudice des exigences de ce règlement, les États membres sont par ailleurs invités à s'engager à recueillir des données pertinentes, comparables et suffisamment détaillées sur l'administration effective de médicaments antimicrobiens aux animaux et à transmettre ces données à la Commission, le but étant de parvenir à une administration plus prudente de médicaments antimicrobiens aux animaux et ainsi de contribuer à la réduction du risque de résistance aux antimicrobiens. Le texte inclus également des dispositions relatives au bien-être des animaux. Ainsi, toutes les mesures de contrôle des maladies devront prendre en compte le bien-être animal et éviter d'infliger toute douleur, détresse ou souffrance aux animaux ciblés.

  Brando Benifei (S&D), per iscritto. ‒ La relazione Selimovic, presentata oggi in Parlamento, ha illustrato le nuove misure relative al contrasto delle malattie animali trasmissibili. Quello della sanità animale è un tema cruciale che coinvolge un settore, l'allevamento, da 156 miliardi di euro l'anno. Il testo della relazione, che ho sostenuto con il mio voto, modifica e abroga alcuni atti legislativi collegando la salute e il benessere degli animali alla salute dell'uomo. La nuova legislazione europea riguarderà gli animali tenuti in cattività, gli animali selvatici affetti da malattie trasmissibili nonché i trenta milioni di lavoratori quotidianamente a contatto con gli animali. Gli operatori del settore e i possessori di animali dovranno attenersi alle regole stabilite per il buon allevamento, rispettando al contempo le misure di biosicurezza previste per la protezione degli animali. Con le nuove norme si promuove un uso responsabile e prudente delle medicine veterinarie, in particolare degli antibiotici, per aiutare a combattere la crescente resistenza antimicrobica. Lo snellimento della legislazione si collega alla necessità di assicurare che le procedure per il controllo delle malattie non causino dolore, stress e sofferenza negli animali sottoposti a trattamenti sanitari.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He apoyado este informe y he votado en contra de la enmienda del Grupo EFDD. Me parece un buen acuerdo al que ha llegado el ponente Selimovic de mi grupo parlamentario. En él se aprueban nuevas normas para frenar las enfermedades animales transmisibles como la gripe aviar y la fiebre porcina africana, transmisibles entre animales y potencialmente también a humanos. Las nuevas reglas, además, ponen el foco en la prevención y clarifican las responsabilidades de agricultores, intermediarios comerciales, profesionales, incluidos los veterinarios, y propietarios de animales. Los ganaderos, propietarios de animales e intermediarios estarán obligados a aplicar los principios de buenas prácticas de cría y administración prudente de medicamentos.

  Dominique Bilde (ENF), par écrit. ‒ L'actualité récente nous démontre que le bien-être animal n'est pas si bien respecté, notamment au vu des pratiques de certains abattoirs en France. Il faut évidemment prendre des mesures pour la santé animale, mais il y a un risque aussi pour la santé humaine, car le stress, les maltraitances ou les méthodes d'abattages peuvent favoriser le développement de maladies. Mais ce règlement, sous prétexte de simplification, accorde en réalité de nouvelles prérogatives à la Commission européenne. Il n'est d'ailleurs pas conforme au principe de subsidiarité selon le parlement autrichien. La constitution d'une base de données européenne sur l'utilisation des antimicrobiens, antibiotiques, etc., est le seul élément positif, puisqu'il permettra de dénoncer le dumping de certains pays membres.

J'ai néanmoins voté pour ce texte permettant le rejet de la position du Conseil afin de ne pas donner plus de pouvoir à la Commission.

  Mara Bizzotto (ENF), per iscritto. ‒ Non condivido le norme applicative troppo liberiste in tema di benessere animale, che creano soprattutto per gli agricoltori situazioni di caos normativo e sono fonte di ulteriori oneri amministrativi. Ritengo comunque che sia necessario sfruttare ogni occasione utile a livello comunitario e non per modificarne gli aspetti più onerosi: per questo motivo mi sono espressa con un'astensione nella votazione su questa proposta di reiezione della posizione del Consiglio.

  José Blanco López (S&D), por escrito. ‒ He votado a favor del nuevo Reglamento sobre sanidad animal ya que establece las reglas para la prevención y el control de las enfermedades animales y las zoonosis. Esta normativa se aplica a todo tipo de especies animales, tanto domésticas como silvestres, y a sus productos, así como a medios de transporte y equipos que pueden ser vehículos potenciales de transmisión de enfermedades.

Entre los aspectos más importantes de esta normativa destacan la creación de un sistema de categorización y priorización de las enfermedades y las actuaciones sanitarias que deben aplicarse a cada una de ellas, el refuerzo del papel de cada uno de los actores de la sanidad animal estableciendo las responsabilidades de cada uno (veterinarios, profesionales de animales, propietarios de mascotas y autoridades competentes), la normalización de los requisitos para la importación y exportación de animales, productos animales y subproductos, la exigencia de que todos los agentes participarán en los sistemas de notificación y vigilancia y en los programas de control y erradicación, según les corresponda, y la introducción de mecanismos para que las explotaciones, las zonas o los países puedan ir declarándose libres de enfermedades de manera progresiva facilitando así el comercio seguro de animales y productos.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šios rekomendacijos, siekiant priimti Europos Parlamento ir Tarybos reglamentą dėl užkrečiamųjų gyvūnų ligų. Komisijos komunikate Europos Parlamentui ir Tarybai „Kovos su atsparumo antimikrobinėms medžiagoms keliamomis grėsmėmis veiksmų planas“ pabrėžiama Reglamento dėl užkrečiamųjų gyvūnų ligų (gyvūnų sveikatos teisės akto) prevencinė svarba ir vėliau tikėtinai mažesnis antibiotikų naudojimas gydant gyvūnus. Be šio reglamento reikalavimų, valstybės narės raginamos įsipareigoti rinkti aktualius, palyginamus ir pakankamai išsamius duomenis apie antimikrobinių vaistų naudojimą gydant gyvūnus ir siųsti šiuos duomenis Komisijai, kad būtų užtikrintas apdairesnis antimikrobinių vaistų naudojimas gydant gyvūnus ir taip būtų prisidedama prie atsparumo antimikrobinėms medžiagoms rizikos mažinimo. Šiame reglamente nustatomos gyvūnų ligų, kuriomis gali užsikrėsti gyvūnai arba žmonės, prevencijos ir kontrolės taisyklės, tačiau nėra nuostatų, kuriomis konkrečiai būtų reglamentuojama gyvūnų gerovė, nors gyvūnų sveikata ir gerovė yra susiję. Sąjunga turi gerai išvystytą gyvūnų gerovės acquis, apimančią įvairias gyvūnų rūšis (broilerius, dedekles vištas, kiaules ir veršelius) ir veiklą (auginimo, skerdimo, transporto, mokslinių tyrimų ir kita). Šie gyvūnų gerovės teisės aktai bus būtinai taikomi ir toliau. Komisija yra tvirtai pasiryžusi visokeriopai atsižvelgti į gyvūnų gerovę pagal Sutarties 13 straipsnį ir laikydamasi jame nustatytų ribų, taip pat visiškai įgyvendinti ir plėtoti šios srities teisės aktus.

  Franc Bogovič (PPE), pisno. ‒ Kot sem dejal že na prejšnjem mini zasedanju Evropskega parlamenta v Bruslju, me zelo veseli, da je prišlo do glasovanja o t.i. zakonu o zdravju živali. Predlagana uredba namreč združuje 40 različnih predpisov v en predpis, ki povezuje zdravje živali z zdravjem ljudi, ureja bolj odgovorno uporabo antibiotikov v veterinarski medicini ter krepi boj proti nalezljivim boleznim.

Po novem bodo kmetje oz. lastniki živali imeli več odgovornosti pri reji živali in uporabi veterinarskih živil, glede katerih jih bodo morali veterinarji ustrezneje ozaveščati.

Veseli me tudi, da bo Komisija lahko neposredno, a ob posvetovanju z ostalimi deležniki, sprejela nujne ukrepe za preprečevanje širitve nalezljivih bolezni, s čemer se bo zmanjšala možnost večje gospodarske škode v kmetijstvu.

Poleg tega se s predlogom uredbe vzpostavlja tudi register poklicnih vzrediteljev in trgovcev s hišnimi ljubljenčki, kar pozdravljam. Prepričan sem, da bo to imelo pozitivne učinke pri preprečevanju nezakonite trgovine s temi živalmi, kar je ponekod zelo donosen mafijski posel. Državam članicam se daje tudi možnost vzpostavitve registrov hišnih živali, kar bi nelegalno trgovino še omejilo. V kolikor se bodo države tega posluževale, apeliram na uporabo zdrave pameti, saj lahko v nasprotnem primeru pride le še do večje zbirokratiziranosti sistema.

  Simona Bonafè (S&D), per iscritto. ‒ La risoluzione votata oggi rappresenta un importante passo avanti lungo il cammino verso un unico testo legislativo per la disciplina della salute degli animali all'interno dell'Unione europea, basato sul principio, sempre valido, che "prevenire è meglio che curare". Accolgo con favore, a tal proposito, il fatto che il testo approvato oggi metta in luce in particolar modo il nesso che vi è fra salute umana e animale, evidenziando il ruolo della prevenzione in relazione alle malattie animali trasmissibili, ponendo altresì l'accento su un uso responsabile degli antibiotici in ambito zootecnico e in particolare all'interno degli allevamenti. Proteggere la salute degli animali è dunque un nostro dovere ma anche una necessità, di cui può beneficiare il benessere di tutti. Condivido pienamente, infine, l'importanza di assicurare la messa in atto di cure e trattamenti che limitino il più possibile il dolore e le sofferenze anche per gli animali.

  Biljana Borzan (S&D), napisan. ‒ Ljudsko i životinjsko zdravlje su radi naših prehrambenih navika i intenzivnih metoda uzgoja sve povezaniji i zato se problem antibiotika mora rješavati pristupom „Jednog zdravlja”. Zvona za uzbunu već odavno zvone i buduće generacije će se možda jednog dana pitati zašto smo radi profita upropastili jedno od najvećih medicinskih dostignuća u povijesti. EU ima ovim zakonom izvanrednu priliku dati svoj doprinos globalnim naporima u očuvanju učinkovitosti antibiotika.

Tale preoccupazione deriva non solo da aspetti di sanità pubblica e di sicurezza alimentare, ma anche dai costi economici derivanti dall'insorgenza di malattie animali. Data la natura trasmissibile di molte malattie degli animali, un approccio comune, piuttosto che una serie di azioni individuali, produrrà benefici complessivi. Il valore dell'approccio armonizzato dell'UE è ampiamente riconosciuto sia perché ha contribuito a ridurre gli oneri amministrativi per chi opera del settore, sia perché ha svolto un ruolo fondamentale nella realizzazione del mercato unico, agevolando gli scambi intra-UE di animali e di prodotti di origine animale, attraverso l'istituzione di condizioni di sanità animale armonizzate, e ha favorito il successo della PAC. È compito delle istituzioni dell'UE assicurare un livello elevato di sanità pubblica e di sicurezza degli alimenti riducendo al minino l'incidenza di rischi biologici e chimici per l'uomo, promuovendo la sanità animale mediante la prevenzione/riduzione dell'incidenza delle malattie degli animali. Il Parlamento deve quindi promuovere la normativa in materia di sanità animale che riprende la strategia in materia di salute animale del 2007 e che stabilisce i principi generali di buona sanità animale nella legislazione dell'Unione europea. A tal fine è essenziale applicare norme omogenee e favorire la cooperazione fra i paesi membri.

  Steeve Briois (ENF), par écrit. ‒ Sous prétexte de simplification, ce nouveau règlement soutenu par le Conseil risque encore une fois d'étendre le champ des compétences de la Commission européenne et ainsi de violer le principe de subsidiarité consacré par le traité sur l'Union européenne.

Les éléments positifs relatifs à la constitution d'une base de données européenne sur l'utilisation des antimicrobiens et antibiotiques ne suffisent pas à compenser les risques de dépossession des États membres en matière de législation relative à la santé animale. C'est pourquoi j'ai voté pour l'amendement de rejet de la position du Conseil.

Nonostante la nostra contrarietà alle norme applicative del benessere animale (ancora oggi richiamate dagli agricoltori come esempio negativo di "caos normativo" e fonte di oneri amministrativi), è innegabile quanto sia stretto il legame tra la salute e il benessere degli animali, la qualità dei prodotti agricoli e, di conseguenza, la salute dell'uomo.

Pur rifiutando una posizione troppo "liberista" sul tema ricordiamo quanto sia tuttavia necessario sfruttare ogni occasione utile, a livello comunitario e a livello nazionale, per modificarne gli aspetti più onerosi e di scarsa fattibilità applicativa.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore del regolamento in questione per prevenire e contrastare le epidemie di malattie animali come ad esempio l'influenza aviaria o la peste suina africana. L'adozione di questo regolamento sulla salute degli animali rappresenta un grande passo in avanti. Esso rende possibili tre cose. Innanzitutto, collega la salute e il benessere degli animali alla salute dell'uomo. Questo legame diretto, insieme a una maggiore attenzione sull'utilizzo responsabile degli antibiotici, aiuterà a combattere la crescente resistenza antimicrobica. In secondo luogo, la normativa consente alle autorità e ai produttori di concentrarsi maggiormente sulla prevenzione e sul controllo delle malattie animali trasmissibili. In terzo luogo, in virtù del principio di semplificazione, vengono accorpati in un unico atto circa 40 atti legali. Questa nuova normativa europea sulle malattie trasmissibili dovrebbe aiutare i professionisti del settore a restare al passo con il progresso scientifico e garantire alle organizzazioni degli agricoltori e dei veterinari e ai movimenti per il benessere degli animali il coinvolgimento nella stesura di piani di emergenza.

  Nessa Childers (S&D), in writing. ‒ This new law, which was passed in the European Parliament today, is a timely development. All farmers and other animal owners and traders will be obliged to apply the principles of good animal husbandry. Responsible and prudent use of veterinary medicines is also an obligation under this Animal Health Law.

In particular, this law helps us to minimise the risk of animal diseases spreading across different European countries by imposing movement restrictions, culls and farming restrictions where there have been outbreaks of diseases. Preventive measures are indeed what we need in a system where there are too many different laws and high quantities of meat import and export within the EU.

This is an instance of EU legislation helping to minimise administrative burdens by consolidating different pieces of legislation. In this case, no less than 36 different laws were merged into one.

  Caterina Chinnici (S&D), per iscritto. ‒ Con oggi si conclude l'iter legislativo che ha portato all'approvazione in seconda lettura del regolamento sulle malattie animali trasmissibili, che si inserisce nella cornice normativa più ampia in materia di salute animale. Per troppi anni la medicina veterinaria ha fatto un eccessivo ricorso all'uso di antimicrobici a soli fini preventivi piuttosto che terapeutici per anticipare la diffusione di malattie e infezioni negli allevamenti. Tale uso prolungato non solo non ha messo al riparo da epidemie ma ha avuto l'effetto secondario di sviluppare una forte resistenza antimicrobica negli animali e indirettamente anche negli uomini. Con il regolamento approvato correrà l'obbligo per gli Stati membri di raccogliere dati pertinenti, comparabili e sufficientemente dettagliati sull'uso effettivo dei medicinali antimicrobici negli animali e di trasmettere tali dati alla Commissione al fine di monitorare e favorire un uso più prudente dei medicinali in questione per ridurre il rischio di resistenza antimicrobica. Ho votato a favore della risoluzione perché interviene a regolamentare un settore importante per la salute.

  Alberto Cirio (PPE), per iscritto. ‒ Ho votato a favore di questa relazione perché rappresenta una proposta concreta a una problematica in continua evoluzione. Infatti, di fronte a malattie sempre nuove tale relazione si propone in primo luogo di schedare le infermità in maniera chiara e precisa, d'accordo con l'opinione di esperti EFSA. In secondo luogo, la proposta mira a stabilire misure di prevenzione nazionale premurandosi da una parte di occuparsi di sicurezza animale stabilendo obblighi per la tutela degli animali, dall'altra di aumentare le misure di controllo delle infermità ad esempio limitando la circolazione degli animali stessi. Per queste ragioni ho votato contro il rigetto di tale proposta. Ritengo infatti sia una nostra responsabilità, come deputati, prendere parte a un dialogo costruttivo nell'intento di migliorarci e non di rigettare a priori proposte efficaci, come questa, negando la possibilità al Parlamento di rispondere su tematiche di sempre maggiore importanza.

  Deirdre Clune (PPE), in writing. ‒ Measures must be taken to avoid and halt outbreaks of animal disease, including diseases such as avian flu and foot and mouth disease. Animal and human health must be linked directly, to ensure the responsible use of antibiotics. This will enable us to fight against antimicrobial resistance.

The report will allow authorities and producers to direct their attention to the prevention and control of transmissible animal diseases. Farmers, traders and animal professionals will now have clarified responsibilities with regard to husbandry and use of medicines. The Commission is now enabled to take measures aimed at tackling emerging diseases with significant impact on public health and agricultural production. The European Food Safety Authority will have to be consulted now when potentially dangerous diseases are added to the EU’s list. To avoid outbreaks of disease caused by strays or illegally traded animals, all pet keepers and sellers must now register themselves. The Commission is also empowered to ask Member States to create national databases of cats, dogs and other household animals.

  Carlos Coelho (PPE), por escrito. ‒ A saúde animal representa um motivo de preocupação para todos os cidadãos europeus seja pela sua relevância na saúde pública, na segurança dos alimentos e na segurança do abastecimento alimentar ligados à saúde animal, seja pelos custos económicos decorrentes de surtos de doenças animais e pelo valor do bem-estar animal.

Apoio o Relatório Selimovic que vem aprovar a posição do Conselho em primeira leitura sobre o Regulamento relativo às doenças animais transmissíveis, estabelecendo novas regras sobre a prevenção e o controlo de doenças animais que podem ser transmitidas a outros animais ou aos seres humanos, como a gripe aviária e a peste suína.

O Regulamento vem substituir cerca de quarenta atos legislativos, colocando maior ênfase nas medidas preventivas, na vigilância das doenças e na investigação e prevendo uma maior cooperação entre os profissionais que trabalham com animais, os detentores de animais de companhia, as autoridades e os médicos veterinários.

  Lara Comi (PPE), per iscritto. ‒ Il presente progetto di risoluzione approva la dichiarazione comune del Parlamento europeo, della Commissione e del Consiglio riguardo la resistenza antimicrobica e l'uso dei medicinali veterinari. Ho deciso di votare contro il rigetto del testo perché esso sottolinea il ruolo della prevenzione nel regolamento sulle malattie animali trasmissibili ("normativa in materia di sanità animale") e la conseguente riduzione dell'uso di antibiotici nel trattamento degli animali. Oltre a rispettare i requisiti di tale regolamento, gli Stati membri sono altresì tenuti ad impegnarsi nella raccolta di dati pertinenti, comparabili e sufficientemente dettagliati sull'uso effettivo dei medicinali antimicrobici negli animali e a trasmettere tali dati alla Commissione in modo da permettere un loro uso più prudente e contribuire in tal modo a ridurre il rischio di resistenza antimicrobica. Dal canto suo, la Commissione s'impegna a pubblicare periodicamente una relazione relativa all'uso dei medicinali antimicrobici nel trattamento degli animali nell'UE in base ai dati ottenuti dagli Stati membri.

  Andrea Cozzolino (S&D), per iscritto. ‒ Si tratta di una iniziativa importante, che va sostenuta, perché è necessaria una nuova spinta propulsiva alle norme in materia di sanità animale. Si tratta di norme fondamentali e determinanti nella prevenzione e nella lotta alle malattie trasmissibili e per affrontare i rischi in materia di salute e sicurezza degli alimenti e dei mangimi. È importante monitorare i percorsi di controllo e le responsabilità dei diversi attori – veterinari, allevatori e agricoltori – che svolgono un ruolo fondamentale nella tutela della salute degli animali, garantendo efficacia nei diversi livelli di vigilanza. Tra l'altro, sarà fondamentale che gli Stati membri si dotino di piani d'emergenza per la gestione di determinate malattie, introducano regole specifiche per le vaccinazioni e conseguenti misure di controllo da adottare in caso di focolai, sospetti o confermati, di eventi patogeni. Nel caso in cui si verificassero emergenze sanitarie per epidemie è indispensabile, come introdotto dal regolamento, la previsione di procedure da applicare sia a livello nazionale che sovranazionale. In conclusione, la risoluzione va a colmare uno spazio legislativo di grande importanza nel monitoraggio e nell'emergenza degli eventi patologici, sicuramente accrescendo il livello di sicurezza di cittadini e consumatori, oltre che il benessere degli animali stessi.

  Andi Cristea (S&D), în scris. ‒ Am votat în plenul Parlamentului European măsurile de prevenire și de combatere a epidemiilor de boli animale, cum ar fi gripa aviară sau pesta porcină africană, măsuri agreate informal cu miniștrii UE în iunie 2015. Propunerea legislativă a UE privind bolile transmisibile între animale și potențial transmisibile către om subliniază prevenția și îi ajută pe profesioniștii din domeniu să țină pasul cu progresul științific.

Această lege contribuie la realizarea a trei lucruri importante. Mai întâi, face o legătură între binele și sănătatea animalelor și le conectează la sănătatea umană. Această legătură directă împreună cu accentuarea unei utilizări responsabile a antibioticelor ne vor ajuta să luptăm cu rezistența tot mai crescută la antimicrobiene. În al doilea rând, ajută autoritățile și producătorii să se concentreze mai mult pe prevenția și controlul bolilor animale transmisibile. În al treilea rând, combină într-un singur act legislativ aproximativ 40 de documente legale.

I voted in favour of this report, which merges and updates old legislation and would therefore be the first-ever EU legislation that would establish and introduce a link between these three important health factors. I believe that this report outlines a clear framework and clarifies the responsibilities of the relevant stakeholders. Through this report, we are ensuring that, via implementation of the measures listed, the spreading of diseases will be prevented, and are thus safeguarding public health and also agricultural production. This legislation promotes further accountability of professional pet keepers and sellers on the transmission of animal diseases from strays or illegally traded pets. I believe that this legislation is an important safeguard and provides a guideline for each Member State.

  Daniel Dalton (ECR), in writing. ‒ Whilst I understand that the new regulation is a major step towards simplifying animal health legislation and the resulting framework fulfils much of the UK Government’s negotiating aims, with the Commission taking a risk-based approach with a strong focus on outcomes, regulatory simplicity and flexibility in the management of disease, I cannot however, support this regulation as the final text contains an unsatisfactory separation of tertiary powers between Delegated and Implementing Acts, particularly for ‘listed diseases’.

  Michel Dantin (PPE), par écrit. ‒ Le présent rapport vise à établir un cadre unique de dispositions préventives et de lutte contre les maladies animales transmissibles aux animaux et à l'homme et instaure une stratégie harmonisée en matière de santé animale. Alors que l'acquis communautaire est à l'heure actuelle composée de 50 directives et règlements de base, ainsi que de quelque 400 textes de droit dérivé, ce texte est donc d'une importance cruciale en termes de simplification mais également dans un contexte sanitaire difficile en France (fièvre catarrhale ovine et grippe aviaire) et en Europe (fière porcine). Le rapport, en plus d'établir un cadre unique de dispositions, insiste sur la responsabilité des acteurs et les connaissances de bases des risques sanitaires, la notification et la surveillance des risques sanitaires en vue de lutter contre les maladies, l'obligation pour les États membres d'élaborer des plans d'intervention pour faire face à certaines et de procéder à des exercices de simulation, l'enregistrement, l'agrément, la traçabilité et les mouvements des animaux terrestres, aquatiques ou d'autres types et des normes et exigences applicables à l'exportation et aux pays tiers expédiant des animaux et des produits d'origine animale en vue d'empêcher l'introduction de maladies animales dans l'Union. J'ai voté en faveur de ce texte.

Cette législation prévoit de prendre des mesures uniformes pour la prévention et la lutte contre les maladies animales transmissibles. Ce texte établit un cadre réglementaire unique, précis et transparent qui permet de ménager le bien-être animal et la sécurité alimentaire, tout en tenant compte de l'apparition de nouvelles maladies ou crises alimentaires.

  Isabella De Monte (S&D), per iscritto. ‒ Questa normativa renderà possibile due cose: collegare la salute e il benessere degli animali con la salute dell'uomo e consentire alle autorità e ai produttori di concentrarsi maggiormente sulla prevenzione e sul controllo delle malattie animali trasmissibili. Tale legame, insieme ad una maggiore attenzione all'utilizzo responsabile degli antibiotici, aiuterà a combattere la crescente resistenza antimicrobica. Inoltre, tutte le misure di controllo delle malattie dovranno avere come obiettivo il benessere degli animali ed evitare a quelli selezionati per i controlli, compresi i randagi, qualsiasi tipo di dolore, angoscia o sofferenza.   Marielle de Sarnez (ALDE), par écrit. ‒ Ces dernières décennies, les crises sanitaires se sont multipliées: maladie de la vache folle, grippe aviaire, grippe porcine. Il convient donc d'améliorer sans cesse la situation sanitaire des animaux d'élevage dans l'Union européenne afin de prévenir la survenance de nouvelles crises aux conséquences graves, en termes de santé publique, mais également pour les éleveurs.

La législation sur la santé animale est un volet essentiel de la réponse. Elle assurera une mise à jour des règles zoosanitaires au niveau européen et contraindra tous les éleveurs, commerçants et propriétaires d'animaux à appliquer les principes de bonnes pratiques d'élevage et à utiliser de manière prudente les médicaments vétérinaires afin d'éviter la propagation des maladies animales infectieuses.

  Angélique Delahaye (PPE), par écrit. ‒ Le rapport Selimovic vise à établir un cadre unique de dispositions préventives et de lutte contre les maladies animales transmissibles aux animaux et à l'homme, tout en instaurant une stratégie harmonisée en matière de santé animale dans l'ensemble de l'Union.

Ce texte a une importance cruciale dans un contexte sanitaire difficile en France (fièvre catarrhale ovine et grippe aviaire) et en Europe (fièvre porcine), c'est pourquoi j'ai voté pour ce rapport.

À travers ce texte, nous insistons sur l'obligation pour les États membres d'élaborer des plans d'intervention pour faire face à certaines maladies (vaccinations et mesures de lutte en cas de foyers) et de procéder à des exercices de simulation, ainsi que sur l'importance de normes et exigences applicables à l'exportation et aux pays tiers expédiant des animaux et des produits d'origine animale en vue d'empêcher l'introduction de maladies animales dans l'Union européenne. Enfin, nous avons veillé au bien-être animal en mentionnant les bonnes pratiques dans le cadre de la lutte contre les maladies.

Ce dernier, au motif d'une plus grande simplification, souhaitait accorder davantage de pouvoir à la Commission. Certes, la constitution d'une base de données européenne sur l'utilisation des antimicrobiens et antibiotiques, entre autres, aurait pu aider à dénoncer le dumping de certains États membres, mais il s'agissait d'un élément secondaire face à la nécessité de défendre le principe de subsidiarité, dont le Parlement autrichien a affirmé qu'il n'était pas respecté par ce règlement.

  Norbert Erdős (PPE), írásban. ‒ A szavazás során az Európai Néppárt irányvonalának megfelelően jártam el az állategészségügyi rendelettervezet kapcsán megszületett politikai megállapodás támogatása érdekében. Az új rendelet 50 hatályos uniós jogszabály tartalmát egyesíti. Megalkotásának értelme az egyszerűsítés és az állat-egészségügyi hatósági eljárások átláthatóságának a növelése. Fontos, hogy az Európai Unióban nyilvántartott állatbetegségek listája átlátható és tudományos alapon meghozott döntések alapján alakul ki. A tagállamoknak ezen felül lehetőségük lesz az állatbetegség-mentes övezeteik fokozott védelmére. Továbbá az állatszállítások tilalmán túlmutató karanténintézkedéseket is bevezethetnek indokolt esetben.

  José Manuel Fernandes (PPE), por escrito. ‒ Cerca de 70% das doenças infeciosas são comuns aos animais e aos seres humanos. O novo Regulamento da UE sobre a saúde animal coloca maior ênfase nas medidas preventivas, na vigilância das doenças e na investigação e prevê uma maior cooperação entre os profissionais que trabalham com animais, os detentores de animais de companhia, as autoridades e os médicos veterinários.

As novas regras clarificam as responsabilidades dos operadores e dos profissionais que trabalham com animais, como agricultores, dos detentores de animais de companhia e dos médicos veterinários para prevenir a introdução, o desenvolvimento e a propagação de doenças. Por exemplo, os agricultores, as pessoas que vendem animais e os detentores de animais serão responsáveis pela aplicação de boas práticas de criação de animais e por uma utilização prudente e responsável dos medicamentos veterinários. Votei favoravelmente.

Este texto final, em apreciação, é melhor do que o inicialmente apresentado pela Comissão. É acompanhado de um anexo onde constam três declarações. Uma conjunta sobre a criação de um plano de ação contra a ameaça crescente da resistência antimicrobiana. Outra relativa à apresentação regular de relatórios sobre a utilização de medicamentos antimicrobianos em animais. E outra ainda relativa ao bem-estar animal, registando que este regulamento que estabelece as regras de prevenção e controlo de doenças dos animais transmissíveis a animais e humanos não contém disposições que regulem especificamente o bem-estar animal.

Naturalmente que fica por fazer a crítica ao produtivismo da atual Política Agrícola Comum e aos modelos de produção capitalista, que levam a uma maior incidência e prevalência de doenças infecciosas nos animais, a par da consequente defesa de outras políticas agrícolas.

Subsistem ainda um conjunto de dúvidas relativamente à produção aquática de onde provém grande parte do pescado que chega à mesa do consumidor. Falta, designadamente, clarificar o que a comissão entende por “profissionais de saúde das espécies aquáticas” e que garantia estes oferecem aos consumidores.

  Doru-Claudian Frunzulică (S&D), in writing. ‒ I strongly support this law, which will finally streamline the law on animal health, obliging all operators and animal keepers to adhere to the principle of good animal husbandry, as well as taking biosecurity measures to protect their animals. Responsible and prudent use of veterinary medicines is also an obligation: Member States are called upon to commit themselves to collecting relevant data on the actual use of antimicrobial medicinal products in animals and to send such data to the Commission in order to ensure more prudent use of antimicrobial medicinal products in animals, thereby helping to reduce the risk of antimicrobial resistance. The list of diseases covered by the law will be adopted in line with the Parliament and Council decision, and taking account of expert advice.

All operators and animal keepers will be required to apply the principle of good animal husbandry under this law, as well as humane treatment to avoid pain, distress and suffering when disease control measures are taken.

Finalmente si crea un collegamento tra le autorità e i produttori affinché ci si concentri maggiormente sulla prevenzione e sul controllo delle malattie come l'influenza aviaria o la peste suina. Le norme concordate in modo informale col Consiglio dell'UE nel giugno 2015 razionalizzano la materia e permettono di fondere 40 atti giuridici in un unico atto di base. Il regolamento mette l'accento sull'uso responsabile degli antibiotici anche in considerazione della crescente resistenza antimicrobica registrata anche in ambito animale. Un passo in avanti dunque per la lotta alle malattie animali trasmissibili.

  Enrico Gasbarra (S&D), per iscritto. – Sostengo con favore questa relazione che promuove la salute degli animali, impegnandosi a tutelare con maggior attenzione anche quella dell'uomo. In particolare, condivido pienamente il senso di responsabilità che non può mancare a chi vive o lavora con gli animali: responsabilità che deve essere tradotta nel prendersene cura, ma anche in azioni di prevenzione ed intervento mirato e prudente in caso di malattia dei capi.

Accolgo pertanto l'invito della relazione affinché allevatori, proprietari e commercianti di animali, monitorino con maggiore accortezza la salute dei loro animali e intervengano repentinamente in caso di patologie, soprattutto li dove esistesse l'eventualità di contagio umano, con cure specifiche e un uso ragionevole della terapia antibiotica.

Un voto a favore dell'adozione di misure di biosicurezza per i nostri animali e per la nostra salute.

  Elena Gentile (S&D), per iscritto. ‒ Ho votato a favore della raccomandazione relativa alla posizione del Consiglio in prima lettura in vista dell'adozione del regolamento del Parlamento europeo e del Consiglio relativo alle malattie animali trasmissibili e che modifica e abroga taluni atti in materia di sanità animale, in quanto ritengo che l'accordo raggiunto tra il Parlamento e il Consiglio offra oggi una buona normativa in materia di salute animale.

È una normativa importante per milioni di cittadini UE che lavorano a contatto con gli animali e che riguarda sia gli animali selvaggi che da compagnia, tenuto conto delle conseguenze per l'uomo delle malattie animali trasmissibili cui abbiamo assistito negli ultimi anni.

Sono favorevole al richiamo del principio del buon allevamento animale, dell'uso di trattamenti umani e della salute animale, perché è doveroso evitare dolore e sofferenze non necessari nella cura degli animali e nell'applicazione di misure sanitarie. Plaudo, inoltre, anche al richiamo all'uso prudente e responsabile dei medicinali veterinari e agli obblighi di trasparenza in materia di antibiotici, perché il tema della resistenza antimicrobica è di estrema importanza per la lotta alle malattie animali. Infine, è molto positiva l'istituzione e il relativo l'aggiornamento di una lista di malattie redatta con la collaborazione dell'EFSA.

  Τάκης Χατζηγεωργίου (GUE/NGL), γραπτώς. ‒ Παρά τις πολλές βελτιώσεις, υπάρχουν κάποια προβληματικά σημεία που σχετίζονται με την ορθή εφαρμογή ορισμένων ασαφών και νομικών όρων, όπως «ανθρώπινη μεταχείριση» των ζώων. Ένα ακόμη προβληματικό σημείο είναι το γεγονός ότι τα αδέσποτα κατοικίδια ζώα θεωρούνται «άγρια ζώα». Η έννοια αυτή μπορεί να χρησιμεύσει για να μειώσει τη νομική προστασία των αδέσποτων ζώων. Οι σκύλοι και οι γάτες πρέπει πάντα να θεωρούνται κατοικίδια ζώα, αδέσποτα ή όχι, ακόμα και αν δεν είναι πλέον υπό τον άμεσο έλεγχο του ανθρώπου. Τέλος, ένα από τα μεγαλύτερα προβλήματα ήταν ο πολύ μεγάλος αριθμός των προτεινόμενων εκτελεστικών και κατ’ εξουσιοδότηση πράξεων, η οποία κατέστησε δύσκολο να προβλεφθεί το πώς θα μπορούσε να λειτουργήσει ο νόμος στην πράξη. Γι’ αυτό τον λόγο καταψηφίσαμε την έκθεση.

Nonetheless I am in favour of this regulation that lays down rules for the prevention and control of animal diseases which are transmissible to animals or to humans. This EU Animal Health law provides a new framework to simplify the current system by clarifying the division of responsibilities between animal keepers, traders, veterinarians, and national authorities. It also puts in place better notification and surveillance tools to fight animal diseases. Operators will also benefit from more proportionate rules easing animal movements where lower risks permit, so it is also worth remembering that transmissible diseases in animals can have a significant effect on the economy, food safety and in certain circumstances human health. Transmissible diseases know no borders and so we need EU legislation to deal with this issue.

Insbesondere im häuslichen Bereich sind viele Verstöße zu verzeichnen. Eine für die Gesellschaft so bedeutende Problematik bedarf unbedingt einer Mitbestimmung durch das Europäische Parlament. Deshalb habe ich heute gegen den Standpunkt des Rates gestimmt, die Empfehlung ohne Abstimmung zu billigen.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasovao sam za nacrt zakonodavne rezolucije Europskog parlamenta o stajalištu Vijeća u prvom čitanju radi donošenja uredbe Parlamenta i Vijeća o prenosivim bolestima životinja te o izmjeni i stavljanju izvan snage određenih akata u području zdravlja životinja jer smatram da je potrebno uzeti u obzir nove bolesti koje se razvijaju na globalnoj razini, nove načine trgovanja, te obujam trgovine životinjama i proizvodima životinjskog podrijetla. Držim da nove ekonomske, zdravstvene i socijalne prilike zahtijevaju i popratno prilagođavanje, te zakonodavno usklađivanje u području zdravlja životinja. Pri tome, potrebno je dodati također znanstveni i tehnološki razvoj, te institucionalne promjene unutar same Unije. Podržavam stoga uravnotežen i učinkovit zakon koji izravno povezuje dobrobit životinja i ljudsko zdravlje. Međutim, s druge strane, nužna je posebna pažnja kada je riječ o veterinarskim lijekovima i antimikrobnoj rezistenciji.

Le parlement autrichien a d'ailleurs souligné qu'il n'est pas conforme au principe de subsidiarité. Le principal élément positif est la constitution d'une base de données européenne sur l'utilisation des antimicrobiens, antibiotiques et autres, qui peut constituer un atout pour dénoncer le dumping de certain pays membres.

Le vote portant sur un amendement de rejet, il est logique de voter pour, ce qui permet de rejeter la position du Conseil, qui souhaite donner encore plus de pouvoir à la Commission. J'ai donc voté en faveur du rejet de cet amendement.

La proposition législative de la Commission suggère de mettre en œuvre de nouvelles dispositions pour la prévention et la lutte contre les maladies animales transmissibles aux animaux ou aux humains. Ainsi, un cadre unique, simplifié et transparent va être établi par la présente proposition pour atteindre une meilleure efficacité. It is important to underline that the Union has a well-developed acquis regarding animal welfare, which covers different species or activities. However, the actual legislation is considered insufficient due to the lack of an overall strategy. The proposal’s aim is to upgrade this legislation and to provide a common system in order to prevent and tackle transmissible animal diseases in a coordinated way. Despite this improvement, the new framework contains several unclear aspects that treat different animal categories under the same notion. It is a matter of concern that this could serve to decrease the legal protection of some categories. Therefore, I decided to vote against.

  Philippe Loiseau (ENF), par écrit. ‒ Le règlement porté au vote par le Parlement et le Conseil concerne les maladies animales transmissibles. Il propose, en particulier, l'abrogation de certaines pratiques dans le domaine de la santé alimentaire, ce qui octroie de nouvelles prérogatives à la Commission européenne. Bien qu'étant favorable à la constitution d'une base de données européenne sur l'utilisation d'antibiotiques et autres antimicrobiens, proposée dans le texte, j'ai voté pour l'amendement de rejet et donc contre ce texte. Il m'est, en effet, impossible d'accepter une nouvelle ingérence de l'Union européenne dans la politique des États membres.

  Antonio López-Istúriz White (PPE), por escrito. ‒ La Comisión de Agricultura y Desarrollo Rural aprobó por unanimidad esta propuesta de Reglamento, en la cual se establecen normas para la prevención y el control de las enfermedades de los animales que son transmisibles a otros animales o a los seres humanos. Esta propuesta no contiene disposiciones que regulen específicamente el bienestar animal, aunque la salud y el bienestar de los animales están vinculados. La Unión dispone de un acervo bien desarrollado en relación con el bienestar de los animales que cubre diferentes especies (pollos de engorde, gallinas ponedoras, cerdos o terneros) o actividades (la cría, el transporte, el sacrificio, la investigación, etc.). Esta legislación sobre bienestar animal debe seguir aplicándose necesariamente.

En esta propuesta se invita a los Estados miembros a que se comprometan a recoger datos pertinentes, comparables y suficientemente detallados sobre el uso real de medicamentos antimicrobianos en los animales y a enviar estos datos a la Comisión para que se pueda garantizar un uso más prudente de los medicamentos antimicrobianos en los animales, contribuyendo de este modo a reducir los riesgos vinculados a las resistencias antimicrobianas.

Por estas razones voto a favor de este proyecto de Resolución legislativa.

  Petr Mach (EFDD), písemně. ‒ Jsem autorem zamítacího návrhu, jinak by text prošel bez hlasování. Hlasoval jsem pro zamítnutí. Odmítám zmocnění Komise k získání práva rozhodovat o identifikaci zvířat namísto členských států. Taková pravidla nemohou vznikat bez řádné kontroly národních parlamentů a občanů. Evropská unie není instituce, která má o těchto záležitostech za národní parlamenty rozhodovat.

Ce règlement sur la santé animal, sous couvert de simplifier les choses, propose en fait de donner plus de pouvoirs à la Commission européenne, à tel point que des parlements nationaux ont souligné que ce texte ne correspond pas au principe de subsidiarité.

L'unique vote portait sur un amendement de rejet, un amendement qui permettait de s'opposer à ce règlement, que j'ai donc soutenu.

  Jiří Maštálka (GUE/NGL), písemně. ‒ Dnes jsme hlasovali o návrhu nařízení o přenosných nákazách zvířat. Tento text zdůrazňuje preventivní úlohu nařízení o přenosných nákazách zvířat a soustředí se na následné očekávané snížení používání antibiotik u zvířat. Členské státy se vyzývají, aby se zavázaly k tomu, že budou shromažďovat podrobné údaje o skutečném používání antimikrobiálních léčivých přípravků u zvířat a budou tyto údaje zasílat Komisi. Dále nařízení o nákazách stanoví pravidla pro prevenci a kontrolu nákaz zvířat, které se mohou přenášet na zvířata nebo na člověka, a neobsahuje ustanovení, která by specificky upravovala dobré životní podmínky zvířat, ačkoliv zdraví zvířat a dobré životní podmínky zvířat jsou propojené. V souladu s pozicí ČR jsem návrh podpořil.

Estamos ante un gran avance, en el que vinculamos la salud animal y la humana de forma clara, y que va a suponer importantes mejoras a la hora de prevenir y controlar situaciones que siguen produciendo un gran daño social y económico.

  Κώστας Μαυρίδης (S&D), γραπτώς. ‒ Προληπτικός ο ρόλος του νέου κανονισμού που αφορά την αντιμετώπιση μεταδοτικών νόσων, όπως η γρίπη των πτηνών και η αφρικανική πανώλη των χοίρων. Αυτό λόγω του αυξημένου κινδύνου μετάδοσης των αναφερθεισών και άλλων ασθενειών όπως και της παράλληλης ανάγκης για μείωση της χρήσης αντιβιοτικών σε ζώα έτσι ώστε να μειωθεί ο κίνδυνος μικροβιακής αντοχής.

Με βάση τον κανονισμό, τα κράτη μέλη θα υποχρεώνονται να παρέχουν ανά τακτά χρονικά διαστήματα εκθέσεις με πλήρη στοιχεία για τη συχνότητα της χρήσης των φαρμάκων αυτών αποκτώντας έτσι καλύτερη γνώση σε πανευρωπαϊκό επίπεδο.

Υπερψηφίζω την υιοθέτηση του συγκεκριμένου κανονισμού έτσι ώστε να τεθεί το νομικό πλαίσιο και οι κανόνες που θα ρυθμίζουν τον έλεγχο και την πρόληψη μετάδοσης των νόσων των ζώων σύμφωνα με τα πορίσματα των σύγχρονων επιστημονικών μελετών. Σίγουρα ο κανονισμός θα πρέπει να συνάδει και με την νομοθεσία της ΕΕ που αφορά στην καλή μεταχείριση και διαβίωση των ζώων.

Τέλος, με την υιοθέτηση του συγκεκριμένου κανονισμού θα τεθούν τα εχέγγυα για πιο συνετή χρήση φαρμάκων και περαιτέρω βελτίωση της κτηνοτροφίας με ξεκάθαρη την ευθύνη των ατόμων που ασχολούνται με τον τομέα αυτό σε περίπτωση μη συμμόρφωσής τους με τις αρχές της καλής κτηνοτροφίας και της υπεύθυνης χρήσης αντιβιοτικών στα ζώα.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ La santé animale est une préoccupation de l'Union européenne du fait de ses liens avec la santé publique et la sécurité alimentaire, mais aussi des coûts économiques que peuvent générer les maladies animales. La proposition de la Commission vise à simplifier les règles en vigueur dans le domaine de la surveillance et de la lutte contre les maladies pour en accroître l'efficacité. Plein de bonnes intentions, ce rapport est accompagné de déclarations pompeuses sur le bien-être animal alors même que la Commission publie régulièrement des "recommandations sur les pratiques d'élevage" niant absolument ce principe. Je note tout de même une attention particulière portée aux problèmes de la résistance aux antimicrobiens et une recommandation quant à la "diminution de l'administration d'antibiotiques aux animaux", qui démontrent une certaine lucidité vis-à-vis de l'action des groupes pharmaceutiques. Je vote pour ce texte très balbutiant.

  Joëlle Mélin (ENF), par écrit. ‒ Je note que la création, prévue par le texte, d'une base de données sur l'utilisation d'antimicrobiens, d'antibiotiques et autres pourrait servir à dénoncer la concurrence à tout prix de certains pays. Mais en considérant le texte dans son ensemble, cela est tout à fait secondaire.

De fait, en développant l'argumentaire de la simplification, ce règlement ne se veut pas sans contrepartie pour la Commission européenne. Celle-ci se voit attribuer de nouvelles prérogatives, qui ne sont pas conformes au principe de subsidiarité, selon le Parlement autrichien.

En conséquence j'ai voté pour l'amendement de rejet du texte.

  Nuno Melo (PPE), por escrito. ‒ Votei favoravelmente a Recomendação para segunda leitura referente à posição do Conselho em primeira leitura tendo em vista a adoção do regulamento do Parlamento Europeu e do Conselho relativo às doenças animais transmissíveis e que altera e revoga determinados atos no domínio da saúde animal ("Lei da Saúde Animal").

São fundamentais as novas regras sobre prevenção e controlo de doenças animais que podem ser transmitidas a outros animais ou a seres humanos. A gripe aviária é um caso que nos demonstra essa perigosidade.

Daí que nunca tenha sido tão importante a vigilância das doenças animais. Serão necessárias maiores medidas preventivas, mais investigação e uma maior cooperação entre os profissionais que trabalham com animais, principalmente as autoridades e os médicos veterinários.

Pela primeira vez a legislação europeia reconhece uma ligação entre a saúde animal, o bem-estar animal e a saúde pública.

  Louis Michel (ALDE), par écrit. – Certaines maladies animales transmissibles constituent un sérieux problème de santé animale qui peut être également dangereux pour les humains. Prévenir les épidémies de maladies telles que la peste porcine ou la grippe aviaire doit donc constituer une priorité à la fois pour la communauté scientifique et pour les législateurs. Je salue à cet égard, la position prise par le Parlement sur la proposition de règlement sur les maladies animales transmissibles. Je me réjouis tout particulièrement du lien qui a été clairement établi entre la santé animale et le bien-être des animaux. Le respect de bonnes pratiques d'élevage et des normes européennes en matière de bien-être animal est un corollaire essentiel à la santé des animaux et, donc, à la santé humaine. L'utilisation prudente et encadrée des antibiotiques sur les animaux participe également d'une politique responsable à l'égard de la santé animale et, partant, de la santé publique. Je salue enfin, le travail de simplification et de cohérence législative qui trouve aujourd'hui un aboutissement dans l'adoption de cette législation. Celle-ci comporte en effet le mérite de fusionner près de 40 actes législatifs en un seul.

  Miroslav Mikolášik (PPE), písomne Prvé pravidlá regulujúce oblasť zdravia zvierat v európskom priestore boli zakotvené už v 60. rokoch minulého storočia. Nástup nových problémov a chorôb preto prirodzene vyžaduje aktualizovanú právnu úpravu schopnú čeliť súčasným výzvam. Je žiaduce, aby EÚ disponovala komplexným systémom na prevenciu, zisťovanie a kontrolu chorôb zvierat, rovnako ako spoločnou stratégiou riešenia bezpečnostných rizík súvisiacich so zdravím, potravinami a krmivami. Aktuálna právna úprava obsiahnutá v približne 50 smerniciach a nariadeniach je zložitá a vyžaduje zjednodušenie v podobe vytvorenia jedného právneho predpisu zakotvujúceho zrozumiteľné pravidlá regulujúce problematiku zdravia zvierat. Je taktiež potrebné, aby sa stanovili jednotné pravidlá pre veterinárov a poľnohospodárov, ktorí zohrávajú dôležitú úlohu v oblasti zdravia zvierat, ako aj spresnenie povinností týkajúcich sa oznamovania a dohľadu, zavedenie osobitných pravidiel pre očkovanie a kontrolné opatrenie, dovoz a vývoz zvierat, či účinné nakladanie so zdrojmi. Je dôležité, aby Únia bola jednotná aj v tejto oblasti a aby členské krajiny dodržiavali rovnaké postupy v prípade núdze, keď je nutné reagovať rýchlo a koherentne. S návrhom v tomto znení teda súhlasím.

  Csaba Molnár (S&D), írásban. ‒ A Bizottság 2013 májusában európai parlamenti és tanácsi rendelet megalkotására tett javaslatot a ragályos állatbetegségekre, valamint egyes állat-egészségügyi jogi aktusok módosítására és hatályon kívül helyezésére vonatkozóan. A Parlament 2014 áprilisában első olvasatban módosításokkal elfogadta a Bizottság javaslatát. Az osztrák Szövetségi Tanács jelezte, hogy (a Mezőgazdasági és Vidékfejlesztési Bizottság jelentésében indokoltnak nevezett) álláspontja szerint a jogalkotási aktus tervezete nem egyeztethető össze a szubszidiaritás elvével. 2014 szeptemberében a Parlament első olvasatbeli döntésével kapcsolatban intézményközi egyeztetés kezdődött. A Tanács 2015 decemberében tette közzé első olvasatbeli álláspontját.

A Mezőgazdasági és Vidékfejlesztési Bizottság jelentésében azt javasolja, hogy a Parlament második olvasatban értsen egyet a Tanács első olvasatban elfogadott álláspontjával, és állapítsa meg, hogy a rendeletet a Tanács álláspontjának megfelelően fogadták el. A javaslatot megszavaztam.

  Cláudia Monteiro de Aguiar (PPE), por escrito. ‒ A presente proposta versa sobre a legislação europeia no domínio da saúde animal, que vem substituir cerca de quarenta atos legislativos europeus, alguns dos quais datam já de 1964.

Voto favoravelmente o presente relatório pois defendo a criação de um quadro jurídico único simplificado, transparente e claro, que possibilite uma distribuição clara e equilibrada de missões e responsabilidades entre as autoridades competentes, as instituições da União Europeia, o setor agrícola, os proprietários dos animais, entre outros, em matéria de vigilância, prevenção e controlo de diferentes doenças animais.

O bem-estar animal é da maior importância, inclusivamente para a saúde pública, visto que aproximadamente 70% das doenças infeciosas são comuns aos animais e aos seres humanos. Subscrevo a importância do estabelecimento de regras de prevenção e controlo de doenças animais que podem ser transmitidas aos animais ou aos seres humanos.

  Claude Moraes (S&D), in writing. ‒ I voted in favour of the report as it represents a major achievement of European law and policy—making with regards to animals. The new Animal Health Law represents a positive contribution of the EU to the health and welfare of animals, the key concern of Labour supporters. Importantly, the new law will introduce robust measures to tackle transmissible animal diseases which endanger animal welfare and pose health risks to humans. The new law also contains a set of provisions that will be useful for dealing with stray animals in a humane manner. In sum, the new Animal Health Law is a great example of the EU actually delivering on a matter of direct importance to the EU citizens.

Néanmoins, je tiens à faire part de mon soutien au rapport Selimovic sur la santé animale. Malgré la tentative du groupe EFDD de faire tomber le texte, le Parlement a adopté, à une très large majorité, un texte améliorant les règles de sécurité pour la santé animale. La nouvelle législation permettra en outre de prévenir les risques de transmission aux hommes.

Ezen szerek körültekintőbb alkalmazása hozzájárul az antimikrobiális rezisztencia kockázatának csökkentéséhez. A jelentés (az antimikrobiális szerek állatoknál történő alkalmazásáról az EU-ban) elősegíti a tagállamok közötti együttműködést, valamint az állatra és emberre átvihető állatbetegségek megelőzését és leküzdését.

  Rolandas Paksas (EFDD), raštu. ‒ Pritariu pateiktam reglamento projektui. Naujosios gyvūnų sveikatos taisyklės užtikrins gyvūnų sveikatą ir gerovę, visuomenės sveikatos apsaugą, aplinkosaugą bei nustatys gyvūnų ir visuomenės sveikatos tarpusavio priklausomybę.

Pažymėtina, kad užkrečiamųjų ligų atsiradimas ir plitimas turi neigiamą ne tik ekonominį, bet ir socialinį poveikį. Atsižvelgiant į tai, būtina visoje ES siekti galimos užkrečiamųjų ligų rizikos sumažinimą iki minimumo. Todėl reikia nustatyti efektyvias šių ligų kontrolės priemones ir prevencijos sistemas bei taikyti aukštus gyvūnų ir visuomenės sveikatos standartus.

Tačiau naujasis reguliavimas neturi sukurti papildomos biurokratinės naštos, o priešingai turi skatinti konkurencingumą. ES turi būti taikomas konsoliduotas bendros Sąjungos gyvūnų sveikatos politikos teisinis pagrindas, kuriuo remiantis būtų nustatyta viena supaprastinta ir lanksti gyvūnų sveikatą reglamentuojanti sistema.

  Marijana Petir (PPE), napisan. ‒ Pozdravljam donošenje ove Uredbe koja predstavlja značajan korak u provođenju Akcijskog plana protiv povećane prijetnje od antimikrobne otpornosti. Uredba donosi mjere prikupljanja relevantnih, usporedivih i dovoljno detaljnih podatka o uporabi antimikrobnih medicinskih proizvoda u životinja u državama članicama. Te mjere usmjerene na razboritu uporabu antimikrobnih sredstava omogućuju ovim aktom naglašenu vezu između dobrobiti životinja i javnoga zdravlja.

Mjere prevencije povećavaju kvalitetu života životinja u uzgoju, smanjuju potrebu za uporabom tih sredstava, a njihova manja primjena omogućuje dulje vremensko razdoblje sigurne primjene antimikrobnih sredstava do pojave rezistentnih sojeva bakterija. Na taj način ljudi su također manje izloženi posljedicama antimikrobne rezistencije jer su manje izloženi reziduama antibiotika u hrani, ali i postojanosti zalihe antibiotika u humanoj medicini. Upravo u tome je javno zdravstveni interes ove Uredbe usmjerene na kvalitetu života i ljudi, i životinja. Utjecaj nije zanemariv niti za globalno prepoznatu sigurnost i visoku kvalitetu europskih prehrambenih proizvoda što rezultira komparativnom prednošću europske poljoprivrede na trećim tržištima.

Globalement, ce règlement, sous prétexte de simplification, accorde de nouvelles prérogatives à la Commission européenne. Le parlement autrichien a d'ailleurs souligné qu'il n'est pas conforme au principe de subsidiarité. Le principal élément positif est la constitution d'une base de données européenne sur l'utilisation des antimicrobiens, antibiotiques etc., qui peut constituer un atout pour dénoncer le dumping de certain pays membres. Cet élément demeurant néanmoins secondaire, je m'oppose à ce texte. Le vote porte sur un amendement unique de rejet, pour lequel je vote donc.

  Pina Picierno (S&D), per iscritto. ‒ Il provvedimento approvato oggi migliora la legislazione europea sulla salute degli animali, obbligando gli allevatori e ogni altro operatore del settore a conformarsi al principio del buon allevamento animale e a tutte le misure di biosicurezza per la protezione degli animali e della salute umana. Diverrà ancora più stringente l'obbligo all'uso prudente e responsabile dei medicinali veterinari, in particolare degli antibiotici, e sarà adottata una lista delle malattie interessate dalla legge, secondo l'orientamento espresso da Parlamento e Consiglio, in conformità a pareri espressi da esperti. Sappiamo, infatti, che il fenomeno della resistenza agli antibiotici è un problema sempre più preoccupante, che pone seri rischi per la salute delle persone e degli stessi animali. È necessaria una strategia di prevenzione delle malattie animali che prescinda dall'uso massiccio di antibiotici. Grazie all'impegno profuso dal nostro gruppo, è stata riconosciuta anche l'importanza del benessere degli animali, con la prescrizione di trattamenti sanitari che evitino dolore, stress e sofferenze. È ormai ben documentato da studi scientifici, infatti, il nesso esistente tra benessere e salute degli animali. Sono misure importanti anche quelle previste per gli animali da compagnia, con l'obbligo di registrazione per allevatori e commercianti e la creazione di database per gli animali.

  Tonino Picula (S&D), napisan. ‒ Zakon o zdravlju životinja utječe na sve životinje u EU-u, kako domaće tako i divlje, koje mogu biti pogođene zaraznim bolestima. Osim što utječe na životinje, ovaj Zakon utječe i na između 20 i 30 milijuna ljudi u EU-u koji su uključeni u rad s životinjama. Stoga je vrlo bitno primijeniti ovaj Zakon kojim će se pojednostaviti zdravstvena zaštita životinja i kojim se obvezuje sve subjekte koji su uključeni u rad s životinjama da primjenjuju načelo dobra i one sigurnosne mjere kojima se štiti njihovo zdravlje. Sukladno tome, odgovorno i razborito korištenje veterinarskih lijekova i antibiotika u životinja mora biti nužno i obavezno. Iz tog razloga, podržavam ovaj Zakon kojim se uspostavlja jasan i transparentan način provođenja mjera za suzbijanje bolesti kako bi se u konačnici osiguralo da se bol, jad i patnja izbjegnu kada se provode mjere kontrole bolesti.

  João Pimenta Lopes (GUE/NGL), por escrito. ‒ A resolução trata o processo de simplificação e de atualização da legislação da UE no que toca à saúde animal, que se arrasta desde 2013.

No anexo ao texto final constam três declarações referentes i) à criação de um plano de ação contra a ameaça crescente da resistência antimicrobiana e a consequente redução esperada no uso de antibióticos em animais; ii) à apresentação regular de relatórios sobre a utilização de medicamentos antimicrobianos em animais da União; iii) ao bem-estar animal.

Esta última regista que este regulamento não contém disposições que regulem especificamente o bem-estar animal, que não poderá ser dissociado da saúde animal.

A resolução poderia e deveria ter ido mais além, fazendo a crítica e recusando o produtivismo da atual PAC, e os modelos de produção capitalista que levam a uma maior incidência e prevalência de doenças infecciosas nos animais, e defendendo uma outra política agrícola.

Subsistem ainda dúvidas relativamente à produção aquática de onde provém uma parte cada vez maior do pescado que chega à mesa do consumidor, designadamente quanto à clarificação da categoria de “profissionais de saúde das espécies aquáticas” e que garantia estes poderão oferecer aos consumidores.

  Pavel Poc (S&D), písemně. ‒ Hlasoval jsem proti pozměňovacímu návrhu, jenž byl předložen skupinou Evropa svobody a přímé demokracie. Jeho odsouhlasení by totiž znamenalo, že i nadále budeme ignorovat neutěšenou situaci panující v oblasti chovu zvířat a používání léčivých prostředků. Dlouhodobě upozorňuji na problém antimikrobiální rezistence. Jsem proto rád, že se legislativa věnuje potřebnému snížení používání antibiotik u zvířat. Je nutné, aby členské státy shromažďovaly relevantní údaje o používání antimikrobiálních léčivých přípravků a tím snižovaly možnost vytvoření rezistence jak u zvířat, tak i u lidí. Patrně netřeba připomínat, že Evropská unie ročně vykazuje až 25 tisíc lidských obětí, kteří podlehnou bakteriím rezistentním antibiotikům. Pokud nedojde k obratu situace, může v průběhu dalších 35 let celosvětově dojít ke ztrátě až 300 milionů životů.

  Tomasz Piotr Poręba (ECR), na piśmie. ‒ Europejskie prawo zdrowia zwierząt zastąpi około 40 rozmaitych europejskich aktów prawnych w tej dziedzinie. Prawo unijne dotyczące chorób przenoszonych pomiędzy zwierzętami lub potencjalnie również na ludzi połączy i uaktualni rozproszone wcześniejsze przepisy, aby umożliwić zapobieganie nowym wybuchom epidemii lub hamowanie ich, a także podążanie za rozwojem naukowym. Przepisy te będą pierwszym w historii połączeniem kwestii dobrostanu zwierząt i zdrowia publicznego w prawie UE, a także ważnym narzędziem walki z opornością na środki przeciwdrobnoustrojowe u ludzi, zwierząt i w środowisku. Wszyscy rolnicy i właściciele zwierząt oraz osoby handlujące nimi będą zobowiązane przestrzegać zasad hodowli zwierząt, a także rozważnie i odpowiedzialnie stosować środki weterynaryjne. Aby rozwiązać problem zwierząt bezpańskich roznoszących choroby wprowadzono przepisy wymagające rejestracji wszystkich właścicieli i sprzedawców zwierząt, które uprawniają Komisję do zwracania się do państw członkowskich UE o stworzenie komputerowej bazy danych psów i innych zwierząt domowych, jeżeli zaistnieje taka potrzeba. Niniejszym poparłem sprawozdanie.

  Frédérique Ries (ALDE), par écrit. ‒ Le règlement voté ce midi va permettre de mieux prévenir et contrôler les épidémies de maladies animales dans l'Union. Avec 13,7 millions d'élevages sur le territoire, il était important d'apporter une réponse européenne forte à ces menaces qui ne connaissent pas les frontières.

Les épidémies animales causent chaque année des centaines de milliers d'euros de pertes aux producteurs et posent un risque de santé publique sérieux en cas de transmission à l'homme. Ce texte simplifie la législation européenne en se substituant à une quarantaine d'actes législatifs, met la priorité sur les mesures de prévention, clarifie les responsabilités des acteurs de la santé animale et combat la surmédicamentation des bêtes, responsable de résistances des bactéries aux antibiotiques.

Par ce vote, les députés ont accordé un soutien clair à la modernisation des règles qui régissent la santé animale, assurent la sécurité des consommateurs et garantissent la qualité des denrées alimentaires produites en Europe.

  Liliana Rodrigues (S&D), por escrito. ‒ O Parlamento Europeu aprovou novas regras sobre a prevenção e o controlo de doenças animais que podem ser transmitidas a outros animais ou aos seres humanos, como a gripe, a febre aftosa ou a peste suína.

É colocado um maior ênfase nas medidas preventivas, na vigilância das doenças e na investigação, prevendo uma maior e melhor colaboração entre os profissionais que trabalham com animais, os detentores de animais de companhia, as autoridades e os médicos veterinários.

É fundamental que se concretize esta adesão aos princípios da boa criação, assim como às medidas de biossegurança para proteção dos animais e dos seres humanos.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ He votado a favor del nuevo Reglamento sobre sanidad animal ya que establece las reglas para la prevención y el control de las enfermedades animales y las zoonosis. Esta normativa se aplica a todo tipo de especies animales, tanto domésticas como silvestres, y a sus productos, así como a medios de transporte y equipos que pueden ser potenciales vehículos de transmisión de enfermedades.

Entre los aspectos más importantes de esta normativa destacan: la creación de un sistema de categorización y priorización de las enfermedades y las actuaciones sanitarias que deben aplicarse a cada una de ellas, el refuerzo del papel de cada uno de los actores de la sanidad animal estableciendo las responsabilidades de cada uno (veterinarios, profesionales de animales, propietarios de mascotas y autoridades competentes), la normalización de los requisitos para la importación y exportación de animales, productos animales y subproductos, la participación de todos los agentes en los sistemas de notificación, vigilancia, y en los programas de control y erradicación, según les corresponda, y la introducción de mecanismos para que las explotaciones, las zonas o los países puedan ir declarándose libres de enfermedades de manera progresiva, facilitando así el comercio seguro de animales y productos.

  Claude Rolin (PPE), par écrit. ‒ Nous avons approuvé, hier, le texte sur les maladies animales transmissibles. Les mesures adoptées, conclues de manière informelle entre le Parlement européen et le Conseil des ministres de l'Union en juin 2015, visent à prévenir et à stopper les épidémies de maladies animales comme la grippe aviaire ou la peste porcine africaine. Ce projet législatif de l'Union sur les maladies transmissibles chez les animaux, et aussi potentiellement aux humains, se concentre sur la prévention et devrait aider les professionnels à suivre le rythme du progrès scientifique. Le règlement sera prochainement publié au Journal officiel de l'Union, entrera en vigueur 20 jours après sa publication et sera ensuite applicable pendant cinq ans.

  Tokia Saïfi (PPE), par écrit. ‒ J'ai voté en faveur de ce texte qui vise à établir un cadre unique de dispositions préventives et de lutte contre les maladies animales transmissibles aux animaux et à l'homme et instaure une stratégie harmonisée en matière de santé animale dans l'ensemble de l'Union.

Le texte insiste sur la responsabilité des acteurs et les connaissances de base des risques sanitaires; il demande la mise en place de l'obligation pour les États membres d'élaborer des plans d'intervention pour faire face à certaines maladies. Il souligne également l'importance de mettre en place des normes et des exigences applicables à l'exportation et aux pays tiers expédiant des animaux et des produits d'origine animale afin d'empêcher l'introduction de maladies animales dans l'Union.

Il est important que l'Union européenne puisse anticiper et répondre au plus vite à toute menace sanitaire.

  Sven Schulze (PPE), schriftlich. ‒ Ich habe für den Bericht zur Tiergesundheit gestimmt, weil ich die Prävention und Bekämpfung von Tierseuchen, die auf Tiere oder Menschen übertragbar sind, für bedeutsam erachte. Der Vorschlag, der Teil eines Paketes ist, das auch drei andere Vorschläge zur Modernisierung des gemeinschaftlichen Besitzstandes in den Bereichen Pflanzengesundheit, pflanzliches Vermehrungsgut und amtliche Kontrollen umfasst, wird sowohl von mir als auch von der EVP-Fraktion unterstützt.

Bei den Kompromissverhandlungen über die zentrale Zielsetzung konnte eine politische Einigung erzielt werden, indem das Verhandlungsteam die zahlreichen Änderungsanträge mithilfe entsprechender Kompromissänderungsanträge zu Kernfragen, wie beispielsweise „Listen von Seuchen“, „Grundkenntnisse über Tiergesundheit“ und „Zuständigkeit der Mitgliedstaaten“ verringerte.

Este acuerdo mejora ampliamente el texto original propuesto por la Comisión en materia de bienestar animal, control y combate de enfermedades que afectan a los animales, por lo que no he apoyado su rechazo.

  Remo Sernagiotto (ECR), per iscritto. ‒ Il nuovo regolamento sulla salute animale, che accorpa e aggiorna quasi 40 atti delle precedenti normative, stabilisce per la prima volta una chiara connessione tra la salute degli animali e la salute pubblica. La nuova normativa pone l'accento sulla prevenzione e sul controllo delle malattie trasmissibili tra animali e potenzialmente anche all'uomo, come, ad esempio, l'influenza aviaria e la peste suina africana. Vengono inoltre delineate le responsabilità non solo di agricoltori, commercianti e professionisti del mondo degli animali, ma anche di veterinari e di proprietari di animali domestici, che saranno tenuti a utilizzare in modo più prudente i medicinali veterinari così da combattere la crescente resistenza antimicrobica. Augurandomi che tali misure possano agire efficacemente per la tutela e la protezione della salute pubblica e animale, ho deciso di votare a favore dell'approvazione dell'accordo in seconda lettura.

  Ricardo Serrão Santos (S&D), por escrito. ‒ A estratégia para a saúde animal deve contribuir para a prevenção e o controlo das doenças em animais, com especial atenção para a resistência antimicrobiana. Trata-se de uma questão de saúde pública, dada a frequência das mesmas doenças em animais e humanos e a hipotética transmissão da resistência antimicrobiana entre animais e humanos, corroborada recentemente por um estudo efetuado na China.

A forma de abordar este tema na prática deve ter em conta as especificidades da produção em diferentes regiões da Europa, sobretudo no que diz respeito a condições climatéricas que propiciam a ocorrência e a transmissão de doenças. Por outro lado, as condições impostas aos produtores europeus em matéria de saúde animal devem ser tidas em conta no âmbito das negociações comerciais com países terceiros.

  Czesław Adam Siekierski (PPE), na piśmie. ‒ Kwestią bezsporną jest, że obecna legislacja unijna w obszarze zdrowia zwierząt ma swoje sukcesy w postaci znaczącego ograniczenia chorób zwierzęcych i dobrej reakcji na pojawiające się kryzysy. Jednakże jej głównym mankamentem jest istnienie ponad 50 rozproszonych aktów prawnych oraz kilkuset przepisów wykonawczych. Brak horyzontalnego podejścia oraz skomplikowane i często sprzeczne ze sobą przepisy w znaczącym stopniu utrudniają życie nie tylko administracji państw członkowskich, lecz przede wszystkim hodowcom, lekarzom weterynarii czy handlowcom. Dlatego cieszy fakt, że nowe rozporządzenie tworzy ujednolicone ramy prawne w tym zakresie, co dobrze wpisuje się w nasze działania na rzecz uproszczenia WPR.

Kolejnym długo oczekiwanym posunięciem jest położenie większego nacisku na zapobiegnie chorobom wśród zwierząt, w myśl motta: lepiej zapobiegać niż leczyć. Ma temu służyć m.in. zwiększenie odpowiedzialności osób zajmujących się zwierzętami, lepszy monitoring i certyfikowanie. Bieżące ramy prawne są bowiem ukierunkowane głównie na walkę z epidemiami niż zapobieganie im.

Warto również podkreślić duży nacisk na kwestie rosnącej odporności na antybiotyki, zwiększenie bezpieczeństwa biologicznego w gospodarstwach oraz potrzebę podnoszenie kwalifikacji osób zajmujących się zwierzętami. Są to jedne z głównych postulatów, które Parlament przedstawiał w toku prac, i cieszy fakt, że zostały one uwzględnione w końcowym tekście rozporządzenia.

  Siôn Simon (S&D), in writing. ‒ I supported this report because, in the view I share with my socialist colleagues, it represents a great achievement of policy-making and of EU law in regards to animals. The new Animal Health Law represents a positive contribution of the EU to the welfare and health of animals. This is something about which many of my constituents in the West Midlands have contacted me.

For me, it was important that this new law should introduce robust measures to tackle diseases which are transmissible between animals of the same species and across species, and diseases which endanger and pose serious health risks to humans. The new law also contains a set of provisions that will be useful for dealing with stray animals in a humane manner.

Overall, this new Animal Health Law represents a great example of how the EU can actually deliver on something about which many citizens across Europe are worried.

  Branislav Škripek (ECR), písomne ‒ Stotožňujem sa s prijatým nariadením zavádzajúcim nové opatrenia na predchádzanie zvieracím chorobám a zastavenie ich šírenia, napríklad vtáčej chrípky, ktoré sú prenosné na iné zvieratá a často aj na ľudí. Pri hlasovaní o pozícii Rady sme sa v Európskom parlamente už nevyjadrovali k samotnému textu legislatívneho nariadenia, pretože Rada EÚ ho odsúhlasila už v decembri 2015, ale iba k pozmeňujúcemu návrhu, ktorým by sa zrušil celý vynegociovaný návrh nariadenia. Preto som hlasoval proti tomuto zrušeniu. Hlasovanie zo strany EP však umožnilo publikovanie nariadenia v Úradnom vestníku EÚ.

  Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovaj prijedlog Uredbe budući da se usredotočuje na prevenciju bolesti koje mogu imati smrtonosne posljedice za životinje i ljude u državama članicama Unije, a i šire. Životinjske bolesti poput ptičje ili svinjske gripe, prijetnja su ekonomiji, sigurnosti hrane i javnom zdravstvu te je stoga potrebno uspostaviti sveobuhvatnu zaštitu za životinje i ljude.

Predložena Uredba uvodi temeljitu kategorizaciju bolesti, pojašnjava definicije odgovornosti za životinje i njihovo stanje te stavlja prioritet na bio-sigurnost, odnosno na cijepljenje umjesto odstrela te odvajanje bolesnih životinja od ostatka životinja kao i novih životinja od starih.

Kako bi se pratila provedba Uredbe, države članice trebale bi sakupljati važne, usporedive i dovoljno detaljne podatke o upotrebi antimikrobnih proizvoda kod životinja te dostavljati te podatke Komisiji kako bi se osigurala sigurna upotreba tih proizvoda i smanjio rizik od slučajeva antimikrobne otpornosti. Izvješća koja će Komisija objavljivati na temelju tih podataka pomoći će u daljnjem razvoju preventivnih mjera protiv životinjskih bolesti u državama članicama EU-a.

  Monika Smolková (S&D), písomne ‒ Aj keď EÚ má veľmi dobré rozvinutý súbor právnych predpisov v oblasti dobrých životných podmienok zvierat, v poslednom období sa v tejto oblasti objavujú nové fenomény, medzi ktoré nepochybne patria aj nové choroby. Keďže choroby v produkčných systémoch hospodárskych zvierat zapríčiňujú ekonomické straty vo vzťahu k morbidite, mortalite, nákladom na liečivá, extra práci, zníženej produkcii u vyliečených zvierat a zdravotnej bezpečnosti živočíšnych produktov na všetkých úrovniach politík, považujem za správne, že navrhovaným nariadením sa stanovujú konkrétne pravidlá prevencie a kontroly chorôb zvierat, ktoré sa môžu prenášať na zvieratá alebo na ľudí. Verím, že nariadením sa výraznejšie skvalitnia predpisy v oblasti životných podmienok zvierat a ich zavedením do života sa zlepší najmä prevencia a kontrola chorôb, kvalitnejšie veterinárne ošetrenia, kvalitnejšie výživa, ale aj koordinovanejšie riešenie bezpečnostných rizík. Očakávam, že navrhované nariadenie taktiež prispeje k zníženiu miery používania antibiotík u zvierat, a tým aj k zníženiu antimikrobiálnej rezistencie.

  Igor Šoltes (Verts/ALE), pisno. ‒ Prenosljive živalske bolezni, kot na primer aviarna influenca, imajo lahko velik negativni učinek na varnost hrane in na javno zdravje ter lahko negativno vplivajo na gospodarstvo. Ker se take bolezni lahko razširijo čez nacionalne meje, so potrebni koordinirani ukrepi na ravni EU.

Leta 2013 je Evropska komisija predstavila zakonodajni predlog o zdravju živali z uvedbo enotnega in poenostavljenega regulatornega okvira na področju obvladovanja različnih živalskih bolezni. Z novim zakonom bodo jasno določene odgovornosti in dejavnosti vseh udeležencev pri zdravju živali.

Preprečevanje bolezni in kontrolni ukrepi bodo v ospredju; pri tem se bo upoštevalo tudi antimikrobsko odpornost. Namerava se uvesti seznam prednostnih živalskih bolezni, vključno z boleznimi, ki se prenašajo na človeka, in njihovo razvrščanje.

Ugotavlja se, da je zdravje živali povezano s standardi za dobrobit živali, zato je treba preprečiti bolečine in trpljenje med kontrolami.

Po pogajanjih v okviru trialoga je Svet sprejel stališče v prvi obravnavi v zvezi z uredbo o prenosljivih boleznih živali in o spremembi ter razveljavitvi določenih aktov na področju zdravja živali. Zaradi opisanega želim, da se postopek nadaljuje v drugi obravnavi, zato sem na plenarnem zasedanju glasoval proti amandmaju o zavrnitvi stališča Evropskega sveta in s tem podprl priporočilo za drugo obravnavo.

  Bart Staes (Verts/ALE), schriftelijk. ‒ Het aanvankelijk sterke verslag na eerste lezing verloor wat pluimen na de onderhandelingen met de Commissie en de Raad, maar blijft verdedigbaar. Zo is het groene voorstel voor een verplichte identificatiechip voor honden vanaf 2018 niet langer opgenomen. Daar staat tegenover dat professionele kwekers en verkopers van huisdieren zich zonder uitzondering wel moeten registreren.

Andere zaken zijn bij andere wetgeving ondergebracht. Zo zijn inspecties op de identificatie van boerderijdieren ondergebracht bij de verordening officiële controles en wordt de doelstelling om antibioticagebruik te verminderen gekoppeld aan de wetgeving rond diergeneeskundige geneesmiddelen.

Ik stemde voor het voorstel, omdat het sterke verband tussen de gezondheid van dieren en de aanwezigheid van hoge normen voor dierenwelzijn nog steeds in het voorstel zit. Ook het feit dat er oog moet zijn voor antimicrobiële resistentie bij het opleggen van maatregelen voor ziektepreventie en controlemaatregelen blijft een sterke verwijzing.

De “hoofdlijst” met ziektes die onder deze wetgeving vallen, zal via een gedelegeerde handeling worden opgesteld (en niet met uitvoeringsmaatregelen, zoals de Commissie wilde) en er is een engagement om biodiversiteit en waardevol genetisch materiaal in stand te houden. Tot slot moeten maatregelen voor ziektecontrole zoveel mogelijk gericht zijn op het vermijden van pijn, ellende en lijden.

  Davor Ivo Stier (PPE), napisan. ‒ Ovom se Uredbom utvrđuju pravila sprečavanja i nadziranja bolesti životinja koje su prenosive na životinje ili ljude, ali ona ne sadržava odredbe kojima se posebno uređuje dobrobit životinja, iako su zdravlje i dobrobit životinja povezani. Unija ima dobro razvijenu pravnu stečevinu u pogledu dobrobiti životinja kojom su obuhvaćene različite vrste (tovni pilići, kokoši nesilice, svinje, telad) ili aktivnosti (uzgoj, prijevoz, klanje, istraživanje itd.). To će se zakonodavstvo o dobrobiti životinja nužno i dalje primjenjivati. Komisija se u potpunosti zalaže za posvećivanje pune pozornosti dobrobiti životinja u skladu s člankom 13. Ugovora i unutar njime utvrđenih ograničenja, uključujući potpunu provedbu i primjereni razvoj tog zakonodavstva, te sam stoga glasovao protiv odbijanja stajališta Vijeća u prvom čitanju.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem proti predlogu spremembe. S tem je bil sporazum o prenosljivih boleznih živali in o spremembi ter razveljavitvi določenih aktov na področju zdravja živali, ki je bil sklenjen med Evropskim parlamentom in Svetom dokončno potrjen.

Nova uredba povzema 50 dosedanjih odločb na področju zdravja živali ter posodablja in poenostavlja obstoječi pravni okvir. Odbor za kmetijstvo je uspel najti kompromis med številnimi predlogi sprememb ter tako pripraviti uravnoteženo poročilo.

Poleg učinkovitega poročanja in sodelovanja med vsemi državami članicami, potrebujemo tudi učinkovitejše sodelovanje med Evropsko unijo in tretjimi državami.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal nem támogattam, hogy ezt az állategészségüggyel kapcsolatos jelentést elutasítsuk, mivel jónak tartom, hogy az állat- és közegészségügy egy közös szegmensével, az átadható betegségekkel végre egy jelentésen belül foglalkozunk. Az állattenyésztési vonatkozás miatt, ebben az esetben egy igen fontos élelmezésügyről is szó van, emellett a kedvtelésből tartott állatokról sem feledkezhetünk meg. A tervezet az állatjólétet és az illegális kereskedelmet is célozza mindkét esetben és egyúttal mintegy 40 jogi aktust egyesít, így az egyszerűsítés felé is mutat. A megközelítés erős hangsúlyt fektet a megelőzésre és segítséget nyújt ahhoz, hogy a szakemberek lépést tudjanak tartani a tudományos fejlődéssel.

Örülök, hogy az antibiotikumok kérdésköre is szerepel a jelentésben, hiszen az antibiotikum-rezisztencia kérdését kiemelten kell kezelnünk. Az állat- és közegészségügy összekapcsolásával mérsékelni tudjuk az antibiotikumok használatát és csökkenteni tudjuk az antibiotikum-rezisztencia növekedését. Úgy gondolom, hogy további csökkentést lehetne elérni az alternatív, nem-antibiotikum alapú gyógyszerekkel. A jelentésben megfogalmazott célok egy európai szintű, hatékony, egységes védelemi rendszer felé mutatnak, mivel a hatóságokat és a gyártókat is arra ösztönzi, hogy nagyobb hangsúlyt fektessenek a megelőzésre és az ellenőrzésre. Véleményem szerint a magyarországi közegészségügyi szolgálat rendszerének decentralizálása akadályt jelenthet ebben a hatékony fellépésben.

  Dario Tamburrano (EFDD), per iscritto. ‒ Ho votato a favore di questo regolamento che fra l'altro prevede l'obbligo di evitare agli animali dolore, angoscia e sofferenza nello svolgimento delle misure di controllo della malattia: gli animali d'allevamento sono esseri senzienti e non macchine per produrre carne, latte e uova. Approvo anche il fatto che questo regolamento lega a livello UE il benessere animale e la salute pubblica. Spero che si facciano ulteriori rapidi passi normativi in questa direzione: gli allevamenti intensivi, dove gli animali sono ammassati gli uni sugli altri e vivono in condizioni totalmente innaturali, costituiscono l'equivalente di bombe batteriologiche pronte a scoppiare e a colpire in modo potenzialmente grave la salute pubblica. È giusto cercare di tenere sotto controllo queste potenziali bombe con misure di tipo sanitario, ma l'unico vero efficace presidio consiste nell'introduzione di standard di benessere animale in grado di cancellare il sovraffollamento degli allevamenti (che rende facile e dilagante un eventuale contagio) e di eliminare le condizioni innaturali di vita, che indeboliscono il sistema immunitario degli animali. Sono infine a favore di altri due principi contenuti nel regolamento: la necessità di cautelarsi contro la resistenza agli antibiotici e l'impegno alla conservazione della biodiversità e delle preziose risorse genetiche.

  Claudia Tapardel (S&D), în scris. – Uniunea Europeană a devenit în ultimele decenii un spaţiu dominat de grija faţă de bunăstarea animalelor, fie ele de companie fie sălbatice. În acord cu acest principiu, instituţiile europene au căutat să adapteze în ultimii ani legislaţia existentă la cerinţele în domeniu. Un aspect esenţial în acest sens este asigurarea sănătăţii animalelor, mai ales prin prevenirea bolilor transmisibile. Adoptarea unei „legi a sănătăţii animalelor” a devenit o necesitate, în special dacă ne gândim la animalele sălbatice care pot fi complet vulnerabile la boli de tip nou. În acelaşi timp, administrarea de antibiotice animalelor bolnave poate slăbi imunitatea acestora. De asemenea, incidenţa bolilor la nivelul animalelor poate afecta şi personalul uman care lucrează, într-un fel sau altul, cu acestea şi care se ridică la 20-30 de milioane de oameni. Un alt aspect al legislaţiei se referă la tratamentul la care sunt supuse animalele, care trebuie să evite suferinţa acestora, dar şi înmulţirea lor controlată şi protejarea raselor de elită. În privinţa animalelor de companie, înregistrarea crescătorilor specializaţi într-o bază de date la nivel european ar putea evita răspândirea anumitor maladii. Întrucât este vorba de un document important în acest domeniu, susţin adoptarea sa în forma actuală.

  Ruža Tomašić (ECR), napisan. ‒ Glasovala sam protiv prijedloga da se odbije stav Vijeća i prijedlog kojim se novim zakonom spajaju i ažuriraju različiti dijelovi europskog zakonodavstva u području zdravlja životinja.

Naime, mnoge države članice imaju obvezne sustave identifikacije i registracije kućnih ljubimaca, no držim da postoje razlike među vrstama pohranjenih podataka, registracije i razinama upravljanja na kojima se ti podaci pohranjuju. Vjerujem da bi se ispravnim uvjetima identifikacije i registracije pasa i mačaka smanjio opseg krivotvorenja dokumenata i nezakonitog trgovanja.

Također, smatram da se zbog niske stope cijepljenja životinja povećava rizik od antimikrobne rezistencije među kućnim ljubimcima, što predstavlja dodatan čimbenik rizika za razvoj i prijenos antimikrobne rezistencije kod ljudi.

Isto tako, podržavam uspostavu računalne baze podataka za pse i mačke kako bi se osigurale učinkovite mjere za kontrolu bolesti te omogućilo lakše prenošenje životinja među članicama Europske unije, stoga ne podržavam odbacivanje ovog prijedloga.

  Mihai Ţurcanu (PPE), în scris. ‒ Propunerea legislativă a Uniunii Europene privind bolile transmisibile ale animalelor conține o serie de măsuri de prevenire și de combatere a epidemiilor de boli animale, cum ar fi gripa aviară sau pesta porcină africană. Faptul că peste 60 % din bolile umane provin de la animale face ca această propunere să fie de o importanță majoră. Această propunere subliniază necesitatea unei utilizări responsabile a antibioticelor pentru a lupta împotriva rezistenței antimicrobiale tot mai crescute la animale. În acest sens, veterinarii vor fi obligați să atragă atenția asupra interacțiunii dintre sănătatea și binele animalelor și rezistența antimicrobială. Prin urmare, Comisia Europeană va monitoriza utilizarea antibioticelor în statele membre și are posibilitatea de a lua urgent măsuri de combatere în cazul unor epidemii care ar putea afecta grav sănătatea umană și producția agricolă. În astfel de cazuri, organizațiile de fermieri și asociațiile de veterinari vor fi implicate în constituirea planurilor de urgență.

În plus, crescătorii și comercianții de animale de companie au obligația de a se înregistra într-o bază de date, pentru a evita situația în care animale fără adăpost sau comercializate ilegal transmit boli animale. Având în vedere aceste motive, am votat în favoarea propunerii privind bolile transmisibile ale animalelor.

The report also contains a set of provisions that lay out methods for dealing with stray animals in a humane manner. There has been widespread demand from citizens for higher standards and codification in the area of animal treatment. I am therefore happy to see this report being brought forward to address these concerns. This shows the EU responding properly to the concerns of its citizens. In sum, the new Animal Health Law is a great example of the EU delivering on a matter of direct importance to the EU citizens through the improvement and codification of animal welfare standards.

  Miguel Viegas (GUE/NGL), por escrito. ‒ Podemos louvar o princípio de arrumar legislação, substituindo 50 diretivas e regulamentos e mais de 400 outros atos legislativos, usando uma perspetiva holística que junta saúde humana e animal num único conceito de saúde pública e procura igualmente integrar a questão do bem-estar animal como um elemento base no estado sanitário das nossas espécies domésticas.

Contudo, tal propósito é naturalmente arriscado, uma vez que transporta de forma subjacente a ideia segundo a qual é possível e desejável atribuir mais poderes às instituições europeias na gestão sanitária e no controlo e erradicação das principais zoonoses. Nada mais falso. Uma boa gestão sanitária implica proximidade e conhecimento do terreno. Afastar os centros de decisão dos países e das regiões pode representar um erro trágico para a saúde animal e, consequentemente, para a saúde pública.

O que a UE poderia e deveria fazer é mudar radicalmente a PAC, uma vez que esta gera a produção intensiva, a emergência de novas doenças e o uso intensivo de medicamentos. Isto, sim, seria um grande passo para melhorar a saúde animal, diminuindo o impacto das zoonoses.

Das europäische Tiergesundheitsgesetz soll 40 verschiedene Rechtsvorschriften der Mitgliedstaaten in diesem Bereich ersetzen. Die EU-weite Regelung soll die erste Verbindung zwischen Tierschutz und öffentlicher Gesundheit im EU-Recht schaffen und wirkt verpflichtend auf alle Landwirte, Tierbesitzer und Händler. Ich setze mich gegen den wachsenden Einfluss der EU auf nationale Anliegen der Mitgliedstaaten ein Dieser Bericht ist eindeutig ein Beispiel für eine Verletzung des Subsidiaritätsprinzips. Aus diesem Grund habe ich diesen Bericht abgelehnt.

Esto indica que es necesario controlar la salud animal, para salvaguardar a su vez el bienestar de las personas.

Para ello creo que, tal y como indica la Comisión de Medio ambiente, es necesario acabar con todos los factores de riesgo de enfermedades y ser fieles al lema «más vale prevenir que curar». Por tanto, opino que es necesario estudiar las enfermedades desde su origen y utilizar sucesos pasados como base para un aprendizaje, antes de llevar a cabo sacrificios en masa.

Así pues, apoyo este informe por los beneficios que plantea para la salud y bienestar de los ciudadanos europeos y los animales de la UE.

Souhlasím s tím, že je nutné, aby se členské státy zavázaly ke shromažďování relevantních, podrobných a srovnatelných dat o reálném používání antimikrobiálních léčivých přípravků u zvířat. Považuji za nutné, aby tyto přípravky byly používány u zvířat jen ve skutečně nutných případech a tím bylo zabráněno případné možné antimikrobilání rezistenci. Vítám také závazek Komise ke zveřejňování pravidelných zpráv v této oblasti.

  Jana Žitňanská (ECR), písomne ‒ Nová úprava týkajúca sa oblasti zdravia zvierat má nahradiť približne 40 rôznych predpisov, a teda nielenže bude znamenať väčšiu prehľadnosť legislatívy, ale aj aktualizuje mnohé, už v súčasnosti zastarané predpisy a dá ich do súladu s najnovšími vedeckými poznatkami. Základom novej právnej úpravy sú záväzné pravidlá pre vlastníkov zvierat, ako aj obchodníkov, ktoré sú založené na princípe blaha zvierat, ale aj vo veľmi dôležitom prepojení zdravia zvierat s verejným zdravím. Toto sa týka prioritne dvoch oblastí. Nielenže množstvo chorôb je prenosných zo zvierat na ľudí, ale nepremyslené a nezodpovedné používanie antibiotík u zvierat významne prispieva k nárastu antimikrobiálnej odolnosti. Právna úprava preto nabáda k zodpovednému použitiu veterinárnych liekov, ako aj zavádza registráciu profesionálnych držiteľov a obchodníkov pre efektívnejšiu kontrolu nákazlivých chorôb. Hoci sme na plenárnom zasadnutí nehlasovali o prijatí tejto novej úpravy ako celku, hlasovali sme o pozmeňovacom návrhu politickej frakcie, ktorá žiadala jej zamietnutie. Keďže si však myslím, že aktualizácia a nahradenie neprehľadnej legislatívy je správnym krokom, hlasovala som proti návrhu politickej skupiny na zamietnutie tejto legislatívy.

  Carlos Zorrinho (S&D), por escrito. ‒ Votei favoravelmente o relatório Selimovic por considerar que esta proposta vem melhorar a lei sobre a saúde animal, obrigando os operadores e detentores de animais a respeitar o princípio do bem-estar animal na criação de animais, bem como a adoptar medidas de biossegurança para proteger os seus animais.

Outra obrigação prende-se com o uso responsável e prudente de medicamentos veterinários, nomeadamente para impedir o aumento da resistência antimicrobiana.

Finalmente, na senda do bem-estar animal, a dor e o sofrimento devem ser evitados aquando da realização de medidas de controlo de doenças.

  Marco Zullo (EFDD), per iscritto. – La relazione sulla salute degli animali collega la salute degli animali, vista anche in un'ottica di salvaguardia del loro benessere, con la salute dell'uomo. Al fine di combattere la crescente resistenza antimicrobica in campo veterinario si è scelto di inquadrare la questione tenendo conto di questo legame diretto uomo-animale e di porre al centro dell'azione una maggiore attenzione all'utilizzo responsabile degli antibiotici.

La relazione prevede inoltre che siano le autorità nazionali e i produttori a concentrarsi maggiormente sulla prevenzione e sul controllo delle malattie trasmissibili dagli animali. In questo senso, tutte le misure di controllo delle malattie dovranno tener conto del benessere degli animali ed evitare a tutti gli animali sottoposti a tali misure, compresi quelli in cattività come i randagi, qualsiasi tipo di dolore, angoscia o sofferenza.

Vengono qui previste anche le responsabilità cui saranno assoggettati tutti gli operatori e i professionisti del mondo degli animali, che saranno tenuti a fare un uso più prudente dei medicinali destinati agli animali.

Avrei voluto che la relazione fosse più ambiziosa e incisiva in tema di benessere animale, ma giudico positivamente gli elementi introdotti e per questo ho dato voto favorevole al documento.

  Milan Zver (PPE), pisno. ‒ Dobro zdravje živali bistveno prispeva k trajnosti našega kmetijstva in ribištva.

Zagotoviti moramo, da imajo kmetje dostop do pravilnih orodij za preprečevanje in zdravljenje bolezni pri živalih. Namen zakonodajnega predloga, ki sem ga podprl, je določiti pravila za preprečevanje in nadzor bolezni živali, ki se lahko prenašajo na živali ali ljudi.

Cilj predloga je tako vzpostaviti enoten, poenostavljen, pregleden in jasen regulativni okvir, ob upoštevanju novih izzivov, kot so morebiten pojav novih bolezni, ponovitev epidemij ali sprememb v pogojih trgovanja.
