  Frans Timmermans, First Vice-President of the Commission. Madam President, in the past six months unprecedented numbers of people have arrived at the EU’s borders. The push factors driving the flows are unlikely to be reversed in the foreseeable future. Tens of thousands of people are still fleeing war in Syria and Europe will remain attractive to those who are looking for a better life.

As Europeans, we cannot and will not turn our backs on our moral and international legal obligation to provide protection for those who need it. But nor can we continue to have uncontrolled irregular flows of migrants passing swiftly north through one border after another, in fundamental contradiction with the principles of the Common European Asylum System and the Schengen rules.

The crisis has exposed serious deficiencies at parts of the external borders. This, and the ‘wave-through’ policy adopted by some countries, has led several Member States to resort to reintroducing temporary internal border controls, putting into question the Schengen area of free movement and its huge benefits for our economy and our citizens. We estimate the cost of ‘non-Schengen’ to be in the range of EUR 5-18 billion a year. So we need to get our systems into order to be prepared to deal effectively with the challenge of people on the move. That means more managed and legal means of entry for those in need of protection, and quick and effective identification and return of those who have no right to be in the EU.

In line with the objectives we presented on 10 February, and which were endorsed by the European Council, last week the Commission put forward a roadmap to bring the Schengen area back to normality by the end of this year. I am glad that this roadmap was fully endorsed by the Heads of State and Governments yesterday. In our roadmap, we identify three key priorities: first, Greece needs to address the serious deficiencies in its border management, with the assistance of the Commission, EU agencies and other Member States. In the meantime, we must also quickly agree on the European Border and Coast Guard to restore confidence in the effectiveness of the management of our external borders. I count on this House to play its part here.

Second, the ‘wave-through’ approach has to stop now and consequentially we need to urgently step up help for Greece in dealing with those present on its territory. We are working closely with the Greek authorities and international organisations to increase the reception capacity. We have also proposed a new EU humanitarian support instrument in order to be able to help better and quicker and, finally, getting the relocation decisions really working will also help alleviate the pressure in Greece. In this regard, I welcome the fact that we have been able to accelerate the pace of relocations over the last days.

Third, we need to apply the Schengen rules to ensure the future of Schengen. The roadmap makes clear that the Commission is ready, if needed, to propose a coordinated European approach for temporary internal border controls in May. Such controls would be targeted at the parts of the border where they are necessary and would be limited in time, with the aim of phasing them out by December.

Let me make clear that the aim is not to sanction any Member State. It is about a concerted approach in which we can work in an orderly way whilst the underlying problems are resolved. In this crisis everything is linked to everything, and we need to work on all tracks in parallel. First of all, we need to see the numbers of arrivals into Greece come down. For this reason, it is essential that we continue to work with Turkey to fully implement the Joint Action Plan, to break the business model of the smugglers, end the tragic loss of life and make clear that the only viable way to come to Europe is through legal channels. In this regard, the European Commission stands ready to support the further work in the coming days on the basis of the principles identified by the Heads of State or Government in its statement last night. As agreed by leaders, this work will respect European and international law.

In parallel, we need to see Greece return to the Dublin system, in line with the recommendation we made on 10 February. For the longer run, we need to take a fresh look at Dublin in order to make sure that we build a sustainable European Asylum system. Last but not least, I have talked about the need to ensure safe alternative routes for those in need of protection. This is particularly important in order to ensure the protection of vulnerable persons, including women and children. This was also highlighted in this morning’s debate on women refugees, and I really want to thank Parliament for raising this important issue especially on 8 March, International Women’s Day.

What is essential is that we keep working on all these fronts and stick to the agreed plans. This is what Member States have committed to in successive European Council meetings. Now they need to deliver. We have a plan, and we need to show that slowly but surely this plan is starting to show results.

  Monika Hohlmeier, im Namen der PPE-Fraktion. Frau Präsidentin, Herr Vizepräsident der Kommission, liebe Kolleginnen und Kollegen! Zunächst einmal vielen herzlichen Dank für den Überblick. Es ist in der Tat so, dass wir mit kleinen Schritten vorankommen, aber leider sind die Schritte halt doch immer noch zu klein, um angesichts der Größenordnung des Problems tatsächlich voranzukommen. Die Registrierungsdaten werden in Griechenland zwar mittlerweile in Prozentzahlen angegeben, es hat sich mittlerweile sichtlich gesteigert. Aber worauf die Prozentzahlen tatsächlich beruhen, ist nach wie vor nicht klar, denn die tatsächlichen Zahlen sind nach wie vor nicht hundertprozentig klar, weil man gar nicht weiß, wie viele Menschen – Sie haben es selbst zum Ausdruck gebracht – tatsächlich konkret über die Grenzen kommen.

Ich bin auch froh darüber, dass wir beim EU-Türkei-Gipfel jetzt wieder einen Schritt weiter gekommen sind in der Zusammenarbeit mit der Türkei. Ich hoffe, dass bis Mitte des Monats hier entsprechende Schritte zu erwarten sind und danke auch dafür, dass der sogenannten Durchwinkepolitik von Seiten der Kommission eine klare Absage erteilt wird. Aus diesem Grund halte ich es aber auch für notwendig, dass wir das Thema Menschenhandel mit einem noch deutlich intensiveren Ansatz angehen.

Ich sehe, dass sowohl Europol als auch Frontex nach wie vor nicht ausreichend mit eigenem Personal bestückt sind, dass wir nach wie vor immer noch keine volle Besetzung von Frontex, auch nicht von EASO haben, weil die Mitgliedstaaten entsprechend nicht die notwendigen Experten zuliefern, was ich eigentlich für blamabel halte. Denn normalerweise sollte die EU sich gegenseitig zuarbeiten und nicht sich gegenseitig aufhalten.

Ich möchte auf ein besonderes Problem aufmerksam machen und um Ihre Hilfe bitten: 2014 wurden 4 000 Kinder, die sexuell schwerst missbraucht wurden, identifiziert. Im Jahre 2015 sind es 8 000 Kinder, im Jahr 2016 – nur im Januar – sind es mehr Kinder als im gesamten Jahr 2015. Das heißt, die unerkannten Flüchtlingskinder sind sichtlich bei den Verbrechern angekommen. Ich wünsche mir, dass wir europäisch eine geschlossenere und bessere Antwort geben und entsprechend Personal dafür zur Verfügung stellen, um diese Kinder besser zu schützen.

  Birgit Sippel, im Namen der S&D-Fraktion. Frau Präsidentin! Worüber reden wir? Die Kommission will Dublin erneut auf Griechenland anwenden – ein System, das noch nie funktioniert hat und das alle Verantwortung für Flüchtlinge allein Staaten mit einer Außengrenze zuschreibt.

Wenn die Balkanroute geschlossen wird oder wenn sie geschlossen bleibt, dann wird die Lage in Griechenland endgültig zu einer humanitären Katastrophe –von Rücküberstellungen nach Dublin kann da keine Rede sein. Die anderen Mitgliedstaaten müssen endlich Verantwortung übernehmen.

Stattdessen soll jetzt die Türkei unsere Probleme übernehmen und lösen. Aber ist die Türkei wirklich ein sicherer Staat, ein zuverlässiger Partner? Der Friedensprozess mit den Kurden wurde beendet, Anwälte und Journalisten können nicht frei arbeiten, Medien werden okkupiert, und nach China ist die Türkei das Land mit den meisten inhaftierten Journalisten. Ja, wir loben die Türkei für die Aufnahme von fast drei Millionen Flüchtlingen und erklären zugleich, dass wir als Kontinent mit 500 Millionen Einwohnern mit einer solchen Zahl überfordert seien – das ist peinlich!

Europa verliert seinen Wert nicht nur als Ort relativen Wohlstandes, sondern als Ort von Freiheit, Demokratie und Achtung der Grund- und Menschenrechte. Das trifft die Flüchtlinge, und das ist zugleich ein fatales Signal für unsere eigenen Bürgerinnen und Bürger.

Kommission und Rat müssen endlich politische Führung übernehmen und die Verteilung innerhalb der EU vorantreiben. Ja, die Bekämpfung von Fluchtursachen und Schleusern, einschließlich der Sicherung besserer Lebensbedingungen für Flüchtlinge in Drittstaaten, bleibt wichtig, aber nur bei Wahrnehmung eigener Verantwortung haben wir eine starke Verhandlungsposition und sind unsererseits ein zuverlässiger und glaubwürdiger Partner.

  Ivan Jakovčić (ALDE), pitanje koje je podizanjem plave kartice postavio. Gospođo predsjednice, hvala lijepo što ste prihvatili moju plavu kartu. Spomenuli ste zapadnobalkansku rutu i rekli ste da se ona ne smije zatvoriti. Ja sam mišljenja, kao i vi, da zapadnobalkanska ruta mora biti otvorena. Međutim, slažete li se sa mnom da mi moramo znati tko prolazi tom zapadno-balkanskom rutom? I sigurno je da Grčka ne može uspostaviti dublinsku uredbu jer je dublinska uredba odavno propala, ali mi moramo znati, uvjeren sam u to, tko nam dolazi u Europu. Slažete li se sa mnom?

  Birgit Sippel (S&D), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Ich stimme Ihnen zu, dass die Registrierung aller ankommenden Flüchtlinge da, wo sie ankommen, sichergestellt werden muss. Frau Hohlmeier hat gerade schon darauf hingewiesen, dass das aber nicht allein zum Beispiel Griechenland überlassen werden kann, sondern dass wir da auch die Unterstützung, personelle Unterstützung, aller Mitgliedstaaten brauchen. Wenn das gesichert ist, sind wir sicher gemeinsam einen Schritt weiter.

  Timothy Kirkhope, on behalf of the ECR Group. Madam President, today we are here, surely, to speak about implementation of rules. It is not an exciting subject, but rules are what will save us in the end. And if we do not play by the rules then why are we here in the first place?

Rules and implementation do not always allow for flashy announcements, claims of big victories or headlines about vital breakthroughs, but they do matter. It was, therefore, disappointing following yesterday’s summit with Turkey to hear that once again, for the second time in 12 months during this crisis, our rule book has been torn up and thrown in the bin.

We must first make the rules we have in place work, or at least give them a chance to work and to make them work better, rather than always producing new policies based on desperation. I am supportive of a lot of the proposals the Commission has come forward with, building upon and enhancing the mechanisms we already have in place. And they will help us protect the external borders, help make returns more efficient and offer solidarity and assistance through EASO and Frontex. Vice-President Timmermans has offered us assurances today in all those respects. But nowhere in the current established rules does it say that we should take actions in contradiction to our own asylum laws, hand over huge sums of money with no proper guarantees in return and abandon the Copenhagen criteria in exchange for nothing more than a promise.

Silver-bullet solutions do not exist, relocation does not yet work and I fear any deal we make with Turkey and its current proposed form without a proper legal framework and a system of incremental payments, targets and benchmarks will create nothing more than another failure, at a time when we really need success. I fear that George Bernard Shaw was too right when he said ‘we learn from history that we learn nothing from history’.

  Bill Etheridge (EFDD), blue-card question. Thank you for accepting this blue—card question. Would you not agree with me that the situation with immigration is the biggest single factor where the EU is totally out of touch with its constituents and one of the biggest reasons why there is such a backlash against this organisation? Would you also agree with me that the very fact that the desperate measure which the EU takes to try to deal with this crisis, which is to go cap-in-hand and grovel to Turkey to deal with this situation, just illustrates the weakness of this organisation?

Thank you very much for those very interesting questions, which I will have to reflect on for a while, but in the meantime perhaps I could just say to you that if you had listened to what I just said in my speech, you would realise the way forward is a positive way forward, with the UK fully participating in putting more sense into the decisions of the European Union. If we were to leave the European Union – and I know this gentleman would like us to – we would no longer be an influence for good, doing what we can with the experience of people like myself, former immigration ministers and others to help Europe to solve a crisis which frankly needs to be solved.

  Cecilia Wikström, on behalf of the ALDE Group. Madam President, during the last few months this continent has been faced with an unprecedented number of refugees fleeing from conflicts and oppression. The response from national leaders has frankly been quite pathetic. We have seen calls for systematic mass refoulement of refugees at our borders, in obvious contravention of international humanitarian laws and the Treaties and laws of the Union. We have seen the reintroduction of internal border controls despite calculations from the Bertelsmann Institute indicating that only the financial cost of the collapse of Schengen could be as high as EUR 1.4 trillion over a 10-year period. We have seen Member States engaging in a race to the bottom with regard to the reception standards for refugees, hoping that this would push them elsewhere.

But what we have not witnessed, however, is European leadership and a willingness to move towards the only solution that can in the long-term return sovereignty and control of the situation to the peoples of Europe. In other words, joint action with the Community method to ensure a fair, reasonable division of the responsibilities for the people fleeing.

What we need is for us to manage our borders together, to share the responsibility for receiving refugees together, to find ways to repatriate those that do not meet the criteria for international protection, and that we do this together under dignified conditions.

Commissioner Avramopoulos and First Vice-President Timmermans, keep up the good work within the Commission and propose now a true European solution, not least in the upcoming Dublin reforms. It is high time for the Commission and this Parliament to take the lead, together with a few courageous leaders we still can count on in Council. Why? Because Europe simply deserves it today.

  Cornelia Ernst, im Namen der GUE/NGL-Fraktion. Frau Präsidentin! Was gegenwärtig mit den Flüchtlingen passiert, kann man eigentlich nur noch als zynisch einschätzen: Weil die Mitgliedstaaten der EU nicht gewillt sind, selber Flüchtlinge aufzunehmen, soll das nun vielleicht in einem Kuhhandel geschehen – wie es momentan diskutiert wird – nach dem Prinzip: Gibst du mir einen illegalen Flüchtling aus Griechenland zurück in die Türkei, dann kriegst du einen legalen Flüchtling – was auch immer das ist – zurück nach Europa, da soll er angesiedelt werden.

Eine Rückschiebung von Flüchtlingen in die Türkei, das will ich klar feststellen, wäre übrigens völkerrechtswidrig, weil die Türkei bis heute die Genfer Flüchtlingskonvention nur mit regionalem Vorbehalt unterzeichnet hat. Die Strategie einer wirklichen Aufnahmepolitik in der EU ist gescheitert. Aus der Migrationsagenda ist eine Repressionsagenda geworden.

Wenn jetzt vielleicht noch darüber nachgedacht wird, nur noch Syrern Schutz zu gewähren, und selbst in ihrem Falle über sichere Zonen in Syrien diskutiert wird, dann ist das wirklich eine Farce, und es ist armselig. Man bindet sich außerdem an die Türkei, die selber Menschenrechte mit Füßen tritt, die ja nicht nur die Medienfreiheit kaputtschlägt, sondern auch auf das eigene Volk schießt.

Was hier passiert, ist die Aushebelung des individuellen Rechts auf Asyl. Die Genfer Flüchtlingskonvention wird über Bord geworfen, und das ist eine zivilisatorische Leistung nach dem Zeiten Weltkrieg. Wir als Linke werden das niemals hinnehmen, und ich fordere Sie auf, dagegen zu protestieren und alle Mittel, die wir als Europaparlamentarier, als Zivilgesellschaft haben, dagegen einzusetzen.

  Judith Sargentini, namens de Verts/ALE-Fractie. – Meneer Timmermans, meneer Avramopoulos, dit was de kans geweest die u had kunnen grijpen om ons uit te leggen wat u eigenlijk vindt van de voorstellen van de Raad van afgelopen avond. Maar als ik naar u luister, dan hoor ik eigenlijk een soort van "loyaal meewerken". Ik hoor u ook als een vorm van disclaimer zeggen "binnen de wet" en "binnen de internationale verdragen", maar ik hoor u toch suggereren dat we loyaal gaan meewerken met een voorstel van de Raad dat er niet op gericht is om vluchtelingen een thuis te geven en goed op te vangen, maar dat er in de eerste plaats op gericht is om de instroom van vluchtelingen in Europa te beperken.

Volgens mij zitten we dan al bij de allereerste fout in onze analyses: vluchtelingen vluchten ergens vandaan, niet per se ergens naartoe. Dat moeten wij toch gewoon inzien en daarmee moeten wij omgaan. Dat doen wij niet als we zeggen: "Hier hebt u een gebruikte vluchteling, ik wil graag een frisse vluchteling weer terug". Het is geen lege flessen inruilen voor volle flessen. Het zijn mensen die zoeken naar een veilige plek. Dus als u praat over legale toegang, dan wil ik graag weten hoe we die legale toegang organiseren. Als u praat over grenscontroles, dan moeten we toch met z'n tweeën de analyse delen dat juist omdát mensen geen legale grensovergang mogen gebruiken, ze irregulier komen. Daarom hebben we een controleprobleem. Volgens mij is het niet alleen maar de Raad die leiderschap mist, maar u nu ook en dat is jammer, want u was op de goede weg.

  Laura Ferrara, a nome del gruppo EFDD. Signora Presidente, onorevoli colleghi, ancora oggi siamo costretti a parlare di piccoli passi in avanti, purtroppo. Piccoli passi in avanti e come follow-up dell'agenda sulla migrazione.

Siamo costretti a parlare ancora di 10 000 minori non accompagnati e scomparsi sul territorio europeo, di cui si sono perse le tracce. Siamo ancora costretti a parlare della mancanza di dati certi sulle reti criminali smantellate e mi auguro che il Centro europeo contro la tratta dei migranti di Europol venga presto a riferirci sui risultati delle loro operazioni. Siamo costretti a parlare di un accordo con la Turchia per fronteggiare la crisi migratoria ma non possiamo cedere al ricatto turco: non possiamo barattare la gestione dei flussi migratori con l'adesione della Turchia all'Unione europea.

La Turchia è davvero un paese sicuro? Tutela i diritti fondamentali? No, non lo è! Non lo è ma siamo costretti a pensare che lo si sia; vogliamo convincerci che lo sia, perché c'è una mancanza di volontà, a livello europeo, di affrontare la crisi migratoria. Ci sono determinati Stati membri che si rifiutano di affrontare in maniera solidale la gestione dei flussi migratori. Allora, fin quando mancherà la volontà da parte di determinati Stati membri di collaborare, non cambierà mai nulla.

  Hilde Vautmans (ALDE), "blauwe kaart"-vraag. – Ik stel met genoegen vast dat u ook spreekt over de 10 000 vermiste kinderen. We hebben daarover met meer dan 40 ALDE-leden vorige week een schriftelijke vraag ingediend en gevraagd om dit ook hier op de agenda te plaatsen. Wat stelt uw fractie voor om die 10 000 vermiste kinderen te vinden? Ik ben gaan spreken met Europol, ik ben gaan spreken met Missing Children Europe. Wij kunnen het ons anno 2016 niet permitteren dat 10 000 kinderen verloren zijn geraakt op ons grondgebied.

  Laura Ferrara (EFDD), Risposta a una domanda "cartellino blu". Assolutamente trova il sostegno del nostro gruppo nel fare chiarezza sulla scomparsa dei minori non accompagnati. Io stessa, assieme ad altri colleghi, ho presentato delle interrogazioni alla Commissione europea per cercare di fare chiarezza e per chiedere un maggior programma di protezione per questa categoria di soggetti estremamente vulnerabile.

È inaccettabile che ancora oggi vi siano migliaia e migliaia di minori non accompagnati che scompaiono nel nulla, senza che nessuno ne reclami la protezione; per cui assolutamente ci sarà il nostro sostegno al riguardo.

  Vicky Maeijer, namens de ENF-Fractie. Als er al iets is gebleken uit deze zelf veroorzaakte asielcrisis, dan is het wel de algemene onkunde van de Europese Unie. Honderden pagina's aan voorstellen zijn er al gepresenteerd, maar er is nog geen asielzoeker minder binnengekomen.

Gisteren hebben de Europese leiders met premier Mark Rutte als huidig voorzitter van de Europese Unie voorop, de nationale belangen van de soevereine staten in de schoot van de Turkse dictator Erdogan geworpen. Turkije eist en de EU buigt. Dat is de conclusie van de beschamende vertoning van gisteren. Turkije wil 6 miljard euro, de Europese Unie buigt. Turkije wil de visumplicht opheffen, de Europese Unie buigt, Turkije wil versnelde toetreding tot de Europese Unie en de EU buigt. De Europese Unie heeft zich afhankelijk gemaakt van het onbetrouwbare Turkije en speelt daarmee een gevaarlijk spel met onze vrijheid en dit alles onder het mom van het oplossen van de asiel-tsunami. Dit waren geen onderhandelingen en dit is geen deal. Dit is een historische fout.

Deze plannen moeten dan ook direct van tafel. Ik roep mijn eigen premier Mark Rutte dan ook op om lef te tonen. Sluit de Nederlandse grenzen. Geen geld naar Turkije en asieleisers, maar naar onze eigen mensen en onze eigen veiligheid.

  Κωνσταντίνος Παπαδάκης (NI). Κυρία Πρόεδρε, τόσο ο λεγόμενος οδικός χάρτης για τη Σέγκεν όσο και η κοινή δήλωση της χθεσινής συνόδου επιβραβεύουν τον εγκλωβισμό χιλιάδων απελπισμένων προσφύγων και μεταναστών στην Ελλάδα θεωρώντας τον αφετηρία και δεδομένο. Επιβεβαιώνουν ότι τα κλειστά σύνορα και οι έλεγχοι, οι απελάσεις μέσα από τη διαλογή δεν είναι πολιτική μόνο της Αυστρίας ή των χωρών του Βίσεγκραντ αλλά ενιαία πολιτική της Ευρωπαϊκής Ένωσης για κλείσιμο της στρόφιγγας, με την υπογραφή και της ελληνικής κυβέρνησης. Κόντρα και στη Συνθήκη της Γενεύης, η Ευρωπαϊκή Ένωση όχι μόνο δεν αναγνωρίζει ως πρόσφυγες τους Αφγανούς, που είναι θύματα και αυτοί των ιμπεριαλιστικών πολέμων, αλλά τώρα ακόμα και τους Σύριους τους βγάζει οικονομικούς μετανάστες προς απέλαση στην Τουρκία.

Όσο για το Δουβλίνο, επανέρχεται ενισχυμένο μαζί με νέους περιορισμούς στη χορήγηση ασύλου, σαν αυτούς που μόλις πέρασε η Γερμανία και μεθοδεύουν και άλλα κράτη ενθαρρύνοντας τις φασιστικές ορδές· κι όλα αυτά με το ΝΑΤΟ χωροφύλακα στο Αιγαίο με πρόσχημα το προσφυγικό να νομιμοποιεί τις προκλητικές αμφισβητήσεις κυριαρχικών δικαιωμάτων της Ελλάδας από την αστική τάξη της Τουρκίας και να ρίχνει κι άλλο λάδι στη φωτιά του ιμπεριαλιστικού πολέμου που προκαλεί η προσφυγιά.

Αλληλεγγύη στους πρόσφυγες σημαίνει να μεταφερθούν άμεσα στις χώρες τελικού προορισμού τους, σημαίνει προσωρινοί χώροι ανθρώπινης αξιοπρεπούς φιλοξενίας· αλληλεγγύη σημαίνει ένταση της πάλης ενάντια στην πολιτική καταστολής της Ευρωπαϊκής Ένωσης και των κυβερνήσεων και των κρατών μελών της, ενάντια στον ιμπεριαλιστικό πόλεμο και στη μήτρα του, το καπιταλιστικό σύστημα.

  Roberta Metsola (PPE). Madam President, let me start by thanking the Commission for its consistent and clear commitment in trying to find a way forward to manage this crisis and to examine the tools we have at a European level in order to do so in the best possible way.

I will focus on Schengen. Our celebrated Schengen zone has become a cornerstone of modern-day Europe. We must do what we can to ensure that it remains so. But at the same time, we must understand that the only reason that we do not have internal borders in Europe is because our citizens were promised that our external borders would be more secure and that sharing of information would be improved. One simply cannot happen without the other. Schengen is crucial in terms of Europe’s overall security, but it is also economically and politically necessary.

We have seen that the cost of reintroducing border controls would be EUR 5-18 billion every single year. So we need to do much more to ensure our external borders are secure and that security standards remain high. In this respect, the proposal for a European Border and Coast Guard is an essential part of the picture. We need to ensure that we do this quickly while looking at all the sovereignty implications. We also need to ensure that the commitments and the EU-Turkey joint action plan are implemented and how this can be squared together with what was agreed last night.

Every Member State must follow its obligations at the external borders, and this is true also for Greece. We all appreciate the difficulties that Greece in particular is going through, and therefore it is essential that solidarity and mutual trust between Member States is the principle upon which action in this area is based.

I will conclude by saying our citizens demand action from Europe. It is no longer about finding emergency responses to emergency situations. We need to move past a piecemeal approach.

A kérdésem a következő: hogy Ön lát-e valami lehetőséget a sok-sok probléma megoldására? Például azáltal, hogy valamilyen eszközt találjunk a vonakodó vagy netán blokkoló tagországokkal szemben. Mert azért nem csak a problémák léteznek önmagukban, hanem ezt több tagország is blokkolni próbálja.

I am currently working on a report, which I hope will be adopted in plenary next month, that precisely identifies a division of this institution that can finally, after many years of discussion, particularly in other institutions, help us accept that migration and its challenges are something that have to be shared by all of the European Union and all of its 28 Member States. Any solution requires a proportional sharing of responsibility by everybody.

  Claude Moraes (S&D). Madam President, as Mr Timmermans said, I think: we have a plan. To be fair to the Commission, they have had many plans, and many with integrity. When EUR 700 million was pumped into Greece recently, it proved that something can happen, something valuable can happen with the humanitarian instrument. But clearly it is not enough and we know that many of the Members who are engaged in this crisis, who are actually doing something in this crisis, know that the Commission has had plans for more than two years.

The problem is the Council; the problem is the incoherent, often aggressive, reaction to established plans on a number of fields. So we now have two pillars to this solution: we have a set of plans from the Commission, dealing with what is most difficult from Dublin, from revising our agencies to do things that they were never expected to do so that we now have a Border Agency, we have a revamping of our Asylum Support Office – major revisions within months which we will all have to do our work on in this Chamber.

Then we have the plan on Turkey and in the few seconds that I have, I just want to caution that we do not breach international law when we deal with the Turkey plan, that we stick to our principles and international law in all that we do. But let us just remember that we do not have the luxury in this House of not doing our work in this Parliament where some of the major issues that the Commission will be dealing with were set out earlier, because we do not have the luxury to leave people to die or to leave people to be injured or to leave young unaccompanied children to go missing in the interior of Europe.

Krytykujesz Radę Europejską, ale przecież dziesięć miesięcy temu to właśnie nasze rządy zaproponowały jedyny logiczny mechanizm, który mógł zatrzymać ten dramat i pozwolić rozwiązywać go punktowo. Mówię o walce z nielegalnym przemytem ludzi. Czy ta walka nie jest koniecznym mechanizmem, który pozwoli wreszcie się skupić na pomocy tym, którym można pomóc, bez nabrzmiewania tego problemu, który naprawdę z każdym dniem staje się coraz bardziej nierozwiązywalny?

  Claude Moraes (S&D), blue-card answer. Thank you for the question. The issue concerning the Council is not to blame the Council on generalities, and we should not deal in generalities. It is the extremes in the Council and that some countries can try and mop up the responsibilities of other countries, and that is not acceptable in a European Union that wants an organised and compassionate response. It is just unacceptable that some countries can try and do everything and some countries can sit and watch as other countries do something. The Commission has plans; those plans would have matured over two years, and we would now be in a position of activity. But we are not, because some Members of the Council have been aggressive and done nothing.

  Helga Stevens (ECR). In het verleden hebben de Europese leiders en regeringen onvoldoende aandacht besteed aan het Europese grenzenbeleid. Hierdoor zijn we afhankelijk geworden van Turkije. We kunnen zelfs onze eigen grenzen niet meer alleen controleren. De Europese Unie is chanteerbaar geworden. De Turken maken daar nu natuurlijk volop misbruik van. De EU heeft al te lang de lakse Merkel-lijn gevolgd en zit daarom vandaag in slechte papieren.

De structurele oplossing is voor de NVA duidelijk: wat vandaag gebeurt, is bijzonder pijnlijk voor de Europese Unie. Dit is niet voor herhaling vatbaar. We moeten er alles aan doen om ervoor te zorgen dat de EU haar eigen boontjes terug volledig zelf kan doppen en niet afhankelijk blijft van landen als Turkije. Dus moeten we de routes naar West-Europa sluiten, moeten we volop focussen op opvang in de eigen regio en een sterk push-backbeleid invoeren. Ook moeten we strenge limieten invoeren en dus strikte quota stellen aan de instroom.

  Angelika Mlinar (ALDE). Madam President, I would like to hear an honest debate. In the communication we are still discussing the implementation of the measures foreseen in the relocation decisions. It did not work. We cannot ask a country like Greece to build hotspots and make them operational if refugees are not redistributed. 536 persons out of the foreseen 66 400; this is next to nothing.

I am convinced of two things. Firstly, we should stop trying to outsource EU problems and instead tackle the refugee crisis by delivering a genuine European approach. Secondly, we need concrete measures on how to establish solidarity and share responsibilities, starting now.

The Commission proposal to fully restore the functioning of Schengen has been endorsed by the heads of state and government, but my fear is that this is just a vague engagement and the deadline is too far off. We need a holistic approach, not only on paper. Schengen could be saved by defining common border management but also legal and safe ways of working. I am looking forward to a blue card proposal that will allow a concrete discussion on legal economic migration.

  Malin Björk (GUE/NGL). Fru talman! Schengen kan och bör bara återupprättas genom att se till att EU-länder delar på ansvaret för att ta emot flyktingar. Men istället för att lägga allt krut på delat ansvar för mottagning och få ihop en tillräcklig stor koalition för att genomdriva detta så fullföljer kommissionen bara en dagordning som går ut på att stoppa människor på flykt från att nå Europa.

Ni kastar ur er förhastade och dåliga förslag om ett nytt super-Frontex. Ni accepterar bilaterala ageranden, ni vill fullfölja oacceptabla uppgörelser med den auktoritära regimen i Turkiet för att hålla kvar flyktingar och ni vill skicka Nato-styrkor till Egeiska havet. UNHCR dömde ut er Turkietplan tidigare i plenum.

Kollegor, det här är inte en framkomlig väg, det är inte framtidens väg. Framtidens väg för Europa, vad gäller hantering av flyktingsituationen, kan bara bygga på att vi tar ett gemensamt ansvar, men det verkar som om kommissionen har gett upp. Är det så? Om så är fallet då är vi dömda. Instängda i ett Europa som inte längre står upp för mänskliga rättigheter och asylrätten.

  Ska Keller (Verts/ALE). Madam President, the Commissioners in their communication of 10 February 2016 outline what their interpretation is of a safe third country. As I read that communication it says that pretty much all the safeguards and provisions that we have managed to put into EU law can be interpreted in a way that basically covers everyone. I am not sure that that is very smart and sensible. Why did we put the safeguards in? In order to have them, in order to have very clear provisions. And we are passing all these laws right now in order to stick to them and not later on say that it was basically irrelevant what we put there.

So my question to the Commission is this: do you actually really think that Turkey – a country that is sending the military against its own people, a country that is sending refugees back to Syria, where we even hear reports that people have been killed, Syrian refugees have been shot at by border guards or other Turkish police – do you think that this country can be qualified as a safe third country, as provided for under the EU Procedures Directive? That would be very interesting to hear.

  Kristina Winberg (EFDD). Fru talman! Stora brister vid våra yttre gränser, säger Timmermans. Ja, jag kan inte annat än hålla med. Man pratar ju här om en ny kustbevakning. Jag trodde att Frontex med sitt tredubblade budgettillskott skulle bevaka våra gränser, våra yttre gränser framförallt. Men med facit i hand så vet vi att Frontex största uppdrag är search and rescue, så nu undrar jag vad den här nya kustbevakningen ska göra som skiljer sig från Frontex?

Man pratar också om att vi måste omfördela flyktingarna mellan medlemsstaterna. Ja, förra året så lyckades man ju t.o.m. att omfördela 400 stycken. Man pratade om att man skulle omfördela 160 000. Vad händer nu detta året? Ska vi multiplicera 160 000 gånger två och omfördela 320 000 eller hur tänker ni där? Och när kvoten är full, vad gör man då? Sverige har ju t.o.m. bett om att få omfördela tillbaka 25 000 från Sverige till andra medlemsstater. Avramopoulos, när ska detta ske?

  Steeve Briois (ENF). Madame la Présidente, chers collègues, 700 millions d'euros, c'est la somme que souhaite dilapider la Commission dans ce que j'appelle "le tonneau des Danaïdes" que constituent les politiques d'accueil des migrants. Alors, au regard de ce chiffre, permettez-moi d'avoir une pensée particulière pour les habitants de Calais et de Grande-Synthe, qui subissent les conséquences directes de cette politique désastreuse de submersion migratoire, de même que pour ces familles qui ne peuvent plus vivre en sécurité, pour les commerçants qui mettent la clé sous la porte et, surtout, pour ces femmes qui ont été victimes, comme à Cologne, de multiples agressions sexuelles de la part de migrants n'ayant aucun respect pour les lois du pays d'accueil.

C'est pourquoi, plutôt que de financer et de prendre en charge des dépenses liées à l'invasion migratoire, cet argent – notre argent – doit servir à démanteler des camps sauvages et à financer l'expulsion immédiate des migrants clandestins, mais aussi à aider la Hongrie, la Bulgarie et la Grèce à sécuriser leurs frontières et à tarir le flux de migrants.

  Bruno Gollnisch (NI). Madame la Présidente, le moins que l'on puisse dire est que l'agenda européen en matière de migration, présenté il y a vingt mois, est inefficace et inopérant. C'est un échec complet. Comment pourrait-il d'ailleurs en être autrement quand l'essentiel de cet agenda repose, en fait, sur la plus ou moins bonne volonté du gouvernement d'un pays tiers, en l'occurrence la Turquie, avec lequel l'Union européenne entretient des relations ambiguës, voire schizophrènes.

Ce gouvernement en joue d'ailleurs. Il a bien compris la faiblesse de cette Europe, coincée dans ses dogmes d'éradication des frontières intérieures et son désir d'accueillir des centaines de milliers d'immigrés, malgré l'hostilité des peuples européens. Cela ouvre la voie à des marchandages de plus en plus exigeants. Vous venez de remettre une arme nucléaire entre les mains de M. Erdogan en lui confiant la garde d'une frontière extérieure de l'Union, et donc la capacité d'ouvrir ou de fermer les robinets d'une immigration massive.

Le système "un pour un" soutenu par Mme Merkel, qui consiste à promettre d'accepter en Europe un réfugié légal pour tout immigré clandestin intercepté ou réadmis en Turquie est non seulement sordide, mais voué à l'échec. D'une part, le problème de la destination finale de ces réfugiés légaux n'est pas résolu, la majorité des États membres refusant de participer à votre système de quotas de réinstallation. De plus, je gage que les candidats à l'immigration illégale et surtout les trafiquants ont déjà imaginé comment en tirer profit. Albert Einstein disait qu'on ne change pas un système avec les mêmes idées que celles qui l'ont créé. Je crois qu'il avait raison.

Уважаеми колега, не смятате ли, че това споразумение е една недопустима колаборация в полза на Турция и че всъщност европейските бюрократи в Брюксел се съгласяват да изплатят един рекет, един откуп на г-н Ердоган, и че всъщност Европейският съюз признава, че не може да опазва сам своите граници и дава на Турция това оръжие в нейните ръце?   Elmar Brok (PPE). Frau Präsidentin, Herr Vizepräsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Ich möchte der Kommission danken, dass sie bei ihren Vorschlägen der letzten Woche, aber auch in den letzten Monaten die Nerven bewahrt hat in einer außergewöhnlichen Situation, bei einem Druck, auf den niemand vorbereitet war, einem Jahrhundertereignis, dieser Völkerwanderung, und dass sie dafür Sorge tragen möchte, dass die innere Freiheit Europas – die Reisefreiheit, der Wegfall von Grenzkontrollen in Europa – beibehalten und Schengen gerettet wird, dass sie dafür einen klaren Fahrplan hat, der durchgehalten werden muss, der auch sicherstellt, dass eine Quelle unseres Wohlstands und unserer sozialen Sicherungssysteme – der Binnenmarkt – unbeschädigt aus dieser Krise herauskommt.

Ich bin auch der Auffassung, dass es wichtig ist, dass die innere Ordnung wieder hergestellt wird und die Ziele der Erfüllung der Genfer Konvention und der inneren Ordnung innerhalb Europas wieder in Einklang gebracht werden, was gegenwärtig nicht gelingt, und dass diese beiden Ziele wieder miteinander verbunden werden. Deswegen ist es richtig , dass eine Forderung, die wir aus dem Parlament schon lange erhoben haben, jetzt verwirklicht wird, nämlich eine europäische Grenzkontrolle und Küstenwache, damit wir hier unseren Möglichkeiten gerecht werden. Wir müssen ja sehen, dass wir Deutsche beispielsweise in über fünfzehn, zwanzig Jahren Schengen und Dublin uns einen schlanken Fuß gemacht haben und gesagt haben, Malta, Italien und Griechenland machen das, und wir konnten unseren Grenzschutz abschaffen. Das muss man auch mit unserem Geld, mit unserem Personal unterstützen, dass gemeinsame Grenzkontrollen, also als europäische Einrichtung, durchgeführt werden, um auf diese Art und Weise voranzukommen. Und wir müssen sehen, dass dies auch im Sinne eines ordnungsgemäßen Verfahrens für die Flüchtlinge ist, und dies muss auch mit der Türkei gemacht werden. Es ist auch wichtig, dass wir gleichzeitig auch die Hilfe für diese Flüchtlinge und für diese Länder haben, damit die Menschen dort, wo sie sind, vernünftige Lebensbedingungen haben. All dies in ein Konzept zu bringen, ist, so glaube ich, auch der gute Weg des Europäischen Rates vom letzten Montag.

  Josef Weidenholzer (S&D). Frau Präsidentin! Die gegenwärtige Krise ist auch deshalb entstanden, weil unsere Instrumente auf europäischer Ebene nicht funktioniert haben, weil wir keine europäische Migrationspolitik hatten und weil Dublin nie funktioniert hat.

Es ist positiv, dass es jetzt ein umfassendes Paket an legislativen Maßnahmen gibt, die wir diskutieren sollen. Ich bin überzeugt, dass das Europäische Parlament die Kommission dabei unterstützen wird, diese Dinge konstruktiv und kritisch und auch zügig zu diskutieren. Es wird aber dauern, und das Problem ist, dass wir jetzt handeln müssen.

Ich war heute vor einer Woche in Idomeni. Ich kriege diese Bilder nicht aus dem Kopf. Es war entsetzlich, was ich gesehen habe. Die Menschen sind verzweifelt, viele haben kein Dach über dem Kopf, besonders Frauen und Kinder leiden.

In dieser Woche hat sich die Situation noch verschlechtert: Heftige Regenfälle haben dem Gelände zugesetzt. Heute hat mich wiederum ein Hilferuf aus Idomeni erreicht: Mittlerweile sind es 15 000 Menschen, die Lage ist chaotisch, sie kann jederzeit explodieren.

Herr Kommissar Avramopoulos, ich habe Sie schon im September darauf hingewiesen, ich habe Ihnen Briefe geschrieben – und es ist in dieser Hinsicht viel zu wenig geschehen. Gäbe es die lokale Bevölkerung nicht, wäre die Lage schon längst explodiert. Jetzt haben wir endlich eine Ratsverordnung, mit der wir einen rechtlichen Rahmen haben.

Ich ersuche Sie dringend, zu handeln, weil wir keine Zeit verlieren können. Handeln ist angesagt, so wie es die portugiesische Regierung gemacht hat, die ihre Quote verdoppeln will. Seit gestern werden Flüchtlinge aus Griechenland nach Portugal gebracht. Das ist die richtige Antwort auf diese schwierige Krise.

  Elmar Brok (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. (Der Redner spricht ohne Mikrofon.) …Sie hat es in den Gesprächen mit Herrn Davutoğlu gemacht, und sie hat diese Ereignisse unzählige Male mit Herrn Erdoğan besprochen.

Frau Merkel ist immer angegriffen worden, dass sie zu harsch mit der Türkei ins Gericht geht, weil sie die Menschenrechtsverletzungen, die Verletzung von Religions- und Meinungsfreiheit angeprangert hat. Ich glaube, Frau Merkel ist in dieser Frage der Kritik an der Türkei ein Champion, und sie hat deutlich gemacht, dass es jetzt gut wäre, die Kapitel – ich glaube, es sind die Nummern – 22, 23 zu eröffnen, damit wir mit der Türkei über Medienfreiheit, Meinungsfreiheit und Religionsfreiheit diskutieren können – Bedingungen für die Mitgliedschaft, die die Türkei bei Weitem nicht erfüllt und durch die Maßnahmen, die sie ergriffen hat, weiter davon weg ist denn je. Und dies ist auch die Position von Frau Merkel.

  Jussi Halla-aho (ECR). Madam President, the European Union has not been very successful in dealing with the migration catastrophe. The failed relocation mechanism is just one example of the Union trying to impose something that neither the Member States nor the migrants are interested in.

The most urgent thing is to stop asylum shopping. People come to Greece and Italy because from there they have been able to travel unhindered to a handful of northern European welfare states. That flow has now slowed down a bit, not because of what the EU is doing, but thanks to the Member States that have re-established internal border controls. The Schengen system should be suspended until the situation is under control, otherwise we risk losing it piece by piece. The asylum rules should be adjusted in such a way that it is not possible to apply for asylum in one Member State if you arrive from another.

  Nathalie Griesbeck (ALDE). Madame la Présidente, vous êtes un petit peu comme des Sisyphes. La Commission a en effet pris la mesure de l'ampleur de la crise et, après trois paquets d'actions, après des évaluations, après des sommets qui se sont succédés, la mise en œuvre aujourd'hui reste brinquebalante, voire désespérante, puisque les États, chaque soir, défont ce que vous avez monté le matin.

Cela fait quatre ans que nous demandons ici, au Parlement, la protection des frontières externes pour préserver Schengen, des voies légales de migration et la solidarité entre les États. Plus le temps passe, plus les États semblent incapables de prendre leurs responsabilités, mis à part l'Allemagne et la Grèce. Ils se dérobent, ils s'enlisent dans une double paralysie mortifère sur deux plans: tout d'abord, parce que des milliers de gens meurent chaque jour et que des millions de familles sont démolies par les guerres et, deuxièmement, parce que nous assistons, en quelque sorte, les bras ballants, au naufrage des valeurs qui ont présidé à la construction de l'Europe. Alors de Sisyphe, Messieurs, transformez-vous en Prométhée et mettez les États au pied du mur.

Κυρία Πρόεδρε, η χθεσινή σύνοδος κορυφής κατέδειξε για μια ακόμη φορά ότι υπάρχουν στην Ευρωπαϊκή Ένωση ορισμένα κράτη μέλη που δεν θέλουν να συμμετάσχουν στις κοινές ευθύνες και δεν επιδεικνύουν αλληλεγγύη απέναντι στα κράτη μέλη που αντιμετωπίζουν ένα μείζον πανευρωπαϊκό πρόβλημα όπως είναι το προσφυγικό-μεταναστευτικό. Πρέπει να αντιληφθούμε ότι οι μονομερείς ενέργειες και οι εγωιστικές εθνικές πολιτικές όχι μόνο δεν αποδίδουν αλλά μακροπρόθεσμα θα έχουν καταστροφικά αποτελέσματα για όλους.

Σημειώνω πάντως με ικανοποίηση τη δέσμευση της συνόδου για επαναπροώθηση στην Τουρκία όσων εισέρχονται αυθαίρετα στο ελληνικό έδαφος και για κατανομή ίσου αριθμού Σύριων προσφύγων σε όλα τα κράτη μέλη. Επίσης καλωσορίζω την υπόσχεση για άμεση οικονομική και οργανωτική βοήθεια προς την Ελλάδα, ώστε να αντιμετωπιστούν οι ανάγκες των εγκλωβισμένων προσφύγων, καθώς και για υλοποίηση του προγράμματος μετεγκατάστασής τους από την Ελλάδα στα άλλα κράτη μέλη. Τα λόγια όμως πρέπει να γίνουν έργα άμεσα.

  Bodil Valero (Verts/ALE). Fru talman! Jag är väldigt orolig över framtiden för EU och Schengensystemet. Jag är rädd att det kommer att kollapsa helt och hållet, eftersom det ena landet efter det andra antar s.k. egna gränskontroller eller tillfälliga gränskontroller. Bl.a. har mitt eget land Sverige gjort det. Jag ser det som min uppgift att också arbeta för att de här gränskontrollerna ska bli så kortvariga som möjligt, men det kommer inte att ske någon förändring om inte alla medlemsländer tar ett ansvar. Så länge inte alla medlemsländer gör det kommer olika länder att införa tillfälliga kontroller, och jag tycker att det är oerhört tragiskt.

En annan fråga som också är på dagordningen är ju att skicka tillbaka dem som inte har skyddsskäl. Jag har ingenting emot det i sig, men det är också så att det finns ett antal, hundratals eller kanske tusentals, personer som har levt i Europa redan i flera år och som har fått avslagsbeslut, men det har varit omöjligt att skicka tillbaka dem. Nu sker en extra intensiv jakt för att verkligen få tillbaka dessa personer till Gaza, till Afghanistan och till många andra länder som är oerhört problematiska. Jag skulle vilja veta vad kommissionärerna tycker om det.

  Michał Marusik (ENF). Proszę Państwa! Każdy z nas czasami jest pacjentem, a niektórzy są lekarzami i dokładnie wiemy, że w trosce o zdrowie zwalczać trzeba przyczyny choroby, a nie skutki. A my tutaj od wielu, wielu miesięcy staramy się zwalczać skutki, a zamykamy oczy na przyczyny choroby. Postępując nadal w ten sposób, doprowadzimy do nieuchronnego upadku Unii Europejskiej, do zlikwidowania w ogóle tego projektu. Jeżeli nam zależy na projekcie Schengen i na projekcie Unii Europejskiej, to musimy określić, co jest Europą, a co Europą już nie jest, i zamknąć granice. I zacząć się bronić przed napływem, przed tą ogromną infekcją, którą jesteśmy właśnie zainfekowani, i nie pielęgnować choroby. Choroba nie jest od tego, żeby ją pielęgnować w naszym organizmie, bo ta choroba nas zniszczy. Dbajmy o zdrowie. Turcja potrafi nas jeszcze wykorzystać i jeszcze kupę miliardów z nas pozyskać dla realizacji jakiejś własnej polityki, a my nie umiemy się ochronić i zewnętrznych granic zamknąć. Potrzebujemy po prostu więcej radykalizmu.

  Mariya Gabriel (PPE). Madame la Présidente, Monsieur le Commissaire, merci d'abord pour ce bilan sur la mise en œuvre de l'agenda européen en matière de migration. Je salue la mobilisation de l'équipe du président Juncker depuis le début de son mandat. Néanmoins, nous savons que beaucoup reste à faire, à l'intérieur comme à l'extérieur.

J'aimerais d'abord soulever deux questions. Premièrement, sur la mise en place des hotspots. Nous savons que les onze hotspots ne sont pas opérationnels. Quels sont les principaux obstacles qui empêchent d'avancer plus rapidement? Si les blocages sont politiques, faut-il donner encore plus de temps pour que les décisions nationales soient prises? Remettre à demain ce qu'on doit faire aujourd'hui, c'est faire de ce qui est important aujourd'hui une urgence demain.

Deuxièmement, en mai 2015, la Commission avait annoncé la mise en place d'un centre-pilote au Niger. Depuis, nous avons très peu de nouvelles quant à la mise en place du centre, qui est pourtant un élément concret de la dimension extérieure de notre politique migratoire. Nous devons utiliser ce projet comme un moyen de travailler avec les États tiers, notamment en Afrique.

J'ai en outre deux remarques sur la dimension extérieure de notre politique migratoire. Je m'y attarde parce que je considère que, si nous agissons davantage sur les causes à l'extérieur, nous n'aurons pas à nous occuper des conséquences à l'intérieur. D'abord, les accords de réadmission: quel calendrier, quel pays? Ensuite, le Liban et la Jordanie: nous devons continuer à apporter notre soutien à ces deux pays, qui sont des éléments clés pour la gestion durable de la question migratoire. Aujourd'hui plus que jamais, il est nécessaire que les promesses financières se transforment en projets concrets, et nous devons rester à leur écoute.

  Maria João Rodrigues (S&D). Madam President, we appreciate the Commission’s efforts, but the Greek solution and the Turkish solution will show their limits quite soon. So we really need stronger European solutions to regain control of the situation: in order to safeguard Schengen, to respond to refugees according to European values.

We also need a real European border, not a kind of wired wall, but rather a new concept of a border system which should be advanced infrastructure, with the proper information and logistic capacity and providing useful services. A border control, managing the refugee flow and also assisting the refugees with human standards. We believe this should be organised, promoted and financed as a strategic public investment, which should be there to prepare Europe for the 21st century and to reorganise its relationship with the neighbourhood in more positive terms.

  Beatrix von Storch (ECR). Frau Präsidentin, meine Damen und Herren! Ich möchte einen zentralen Punkt der bisherigen europäischen Migrationsagenda ansprechen: den Umverteilungsmechanismus. Es kommen Millionen Menschen nach Europa: Der deutsche Entwicklungshilfeminister Müller hat Anfang des Jahres gesagt, acht bis zehn Millionen kommen aus dem Nahen Osten und sind schon unterwegs. Und vom afrikanischen Kontinent kommen noch sehr viel mehr Millionen. Das ist das eigentliche Problem. Und die EU redet seit Monaten von der Verteilung von 160 000 Menschen aus Italien und Griechenland. 873 davon sind schon verteilt, und seit gestern heißt es, diese Verteilung soll jetzt bedeutend beschleunigt werden. Vielleicht schafft man es dann in nur noch 15 Jahren.

Aber was löst die Umverteilung von 160 000 Menschen, die da sind mit Blick auf das Problem, dass zehn, zwanzig oder noch mehr Millionen Menschen zu uns kommen? Was hat das eine mit dem anderen überhaupt zu tun? Wir können diesen Menschen nicht allen bei uns helfen; wir müssen vor Ort helfen, und zwar sofort.

  Marina Albiol Guzmán (GUE/NGL). Señora Presidenta, las políticas migratorias de la Unión Europea han ido evolucionando según le convenía a nuestra economía o, más bien, a la economía de algunos, y siempre al margen de los derechos humanos.

Empezaron por separar a los migrantes en dos grupos: legales e ilegales. A los ilegales les pusieron vallas, los encerraron en los CIE, les quitaron la sanidad, los expulsaron, incluso saltándose la ley con las devoluciones en caliente. Después, con las guerras, en Irak, Siria o Afganistán, han utilizado de una manera asquerosa a las personas refugiadas, para separar refugiados de migrantes.

Les pusieron el apellido de «económicos». En pocas palabras, los refugiados podían tener algún derecho, pero los migrantes, ninguno. Todos fuera de la Unión Europea. Ahora ya ni eso: también los refugiados están siendo gaseados en las fronteras o desalojados del campamento de Calais, sin ningún respeto a su dignidad.

Pero la verdad, es que todos, todas, refugiadas, migrantes, son víctimas de sus políticas crueles y criminales.

  Ernest Maragall (Verts/ALE). Señora Presidenta, señor Vicepresidente, señor Comisario, su criterio de partida parece ser reducir, contener, evitar. El siguiente, negar, devolver, repatriar. El tercero, pactar con el diablo, aceptar todas las imposiciones, pagar el precio que convenga con tal de no afrontar directamente la cuestión.

Es lo que ayer hicimos con el acuerdo Unión Europea-Turquía. Actuamos todavía en el marco establecido por la Comisión de Dublín, pero el oasis europeo y el tratamiento individualizado de solicitudes de asilo han pasado a la historia. Y le seguimos diciendo a Grecia, la misma Grecia a la que hemos empujado al borde del abismo económico y social, que no cumple con sus obligaciones, que debe actuar como contenedor general o como inmenso centro penitenciario, para evitar que otros países europeos tengan que asumir sus responsabilidades.

Cerramos la puerta de los Balcanes y no somos capaces de impedir el «sálvese quien pueda» de casi todos los Estados miembros. Mientras, hombres, mujeres y niños malviven en Idomeni o mueren cerca de Lesbos. Estamos negándonos a nosotros mismos. Estamos devolviendo Europa al infierno de los intereses nacionales. ¿Hemos olvidado nuestra propia historia? La respuesta no es castigar a Grecia, la respuesta es cambiar de criterio.

Then Mr Tusk got on the plane, after agreeing a roadmap, minutes later the newspaper Zaman was shut down and the riot police moved in. On Sunday, Mrs Merkel was trying to appease. The same weekend saw the Alternative für Deutschland see election success.

Elections are an indication of how the people feel. She is not listening to her people. Have you asked the European peoples whether they are prepared to accept visa liberalisation for 75 million Turks? I thought not. Has David Cameron asked the British people whether they accept an extra GBP 500 million bill on top of the 12 billion we already pay in foreign aid, and an extra billion to the EU in the coming year? I thought not too.

So what have you gained from haggling at the Turkish bizarre? Cheap tat at price you should not have paid. We all know that feeling of being taken for a fool, and that is why the British will Brexit.

  Agustín Díaz de Mera García Consuegra (PPE). Señora Presidenta, enfatizo la importancia de las cifras, de las llegadas. Afrontamos una crisis humanitaria enorme y una crisis también de gestión. Hay que poner fin en la Unión a medidas unilaterales, cupos y cierre de fronteras. Yo quiero Balcanes abiertos, como Filippo Grandi. Solo juntos y solidarios podremos hacer frente a esta dura situación.

Tenemos que restablecer y proteger Schengen con más control de las fronteras exteriores. Apoyo las medidas urgentes de la Comisión y el mecanismo de ayuda humanitaria, también urgente, para Grecia y la urgencia en el envío de las cantidades comprometidas, en combinación con las procedentes de los otros dos Fondos.

Turquía, comprometida cuestión. Pero Turquía, sí, ahora y ¿para qué? Para mejorar las condiciones humanitarias de los refugiados en su territorio y también en Siria. Y Turquía también para frenar los flujos que no precisan protección internacional.

No tenemos demasiadas alternativas. Nosotros tenemos que cumplir los compromisos internos y los externos: reubicación, reasentamiento, hotspots y Fondos, cumplir con los Fondos. Y la clave del arco internacional: cumplir con la Resolución 2268 sobre el cese de hostilidades; que se recuperen las conversaciones de Ginebra y que funcionen los dos grupos de trabajo, fundamentalmente el humanitario, donde somos muy importantes y muy creíbles.

  Илияна Йотова (S&D). Уважаеми господа Комисари, ще продължаваме да ви подкрепяме и занапред за разрешаване на кризата, но признавам си, предишният дебат за Сирия и сега, не ми дават много надежда. Успешната политика на Европейския съюз е конструкция върху два основни стълба – лидерската роля в разрешаването на конфликтите и управлението на бежанската криза. Напоследък политиката ни се съсредоточи само върху втория стълб.

Имаме ли днес холистична политика за миграцията? Отговорът е не. Нещо повече, последните предложения на Комисията регионализират проблема за справяне с бежанските потоци. Сега във вашите предложения на дневен ред е Гърция, а след това? Новата извънредна ситуация. Едновременно с това се проявяват двойни стандарти. Всички ваши предложения са за опазване на Шенген. Днес Шенген е магическата дума, а какво ще стане с другите държави от външната граница? Съдбата им е буферна зона и огромен бежански лагер. Уверявам ви, от това Европа няма да стане по-сигурна.

  Kazimierz Michał Ujazdowski (ECR). Pani Przewodnicząca! Koleżanki i koledzy! To jest powrót realizmu – nie egoizmu, tylko realizmu. W zeszłym roku licytowano się, mówiono o polityce otwartych drzwi, gotowi byliśmy przyjąć każdego. To był błąd nieodpowiedzialności. Ten zwrot ku realizmowi całkowicie popieram. Trzeba ochronić granice zewnętrzne Unii Europejskiej, trzeba pomóc, ale jednocześnie wymagać od Grecji polityki odpowiedzialnej. Trzeba wreszcie zadbać o to, żeby umowa z Turcją była rzeczywiście wykonywana. Wreszcie trzeba pomagać humanitarnie przede wszystkim uchodźcom, chrześcijanom i wyznawcom innych religii, którzy doznają cierpień z powodu wojny na Bliskim Wschodzie. Nie wracajmy do mechanizmu relokacji jako mechanizmu arbitralnego. Jest on ryzykowny i w moim przekonaniu niezgodny także z regułami prawa międzynarodowego, bo nie można lokować ludzi niezgodnie z ich wolą tam, gdzie nie życzą sobie jeździć. Realizm nie jest egoizmem. Tylko bezpieczna Europa będzie w stanie pomagać innym.

  Σοφία Σακοράφα (GUE/NGL). Κυρία Πρόεδρε, όποιος θέλει να κατανοήσει την κατρακύλα της Ενωμένης Ευρώπης και των ηγετών της αρκεί να διαβάσει τα συμπεράσματα της χθεσινής Συνόδου Κορυφής. Η Ενωμένη Ευρώπη των αρχών και των αξιών στη σκληρή διαπραγμάτευσή της με την Τουρκία, το κράτος που παραβιάζει τα ευρωπαϊκά σύνορα, κατέχει με στρατό ευρωπαϊκό έδαφος, παραβιάζει θεμελιώδη δικαιώματα και ελευθερίες, βομβαρδίζει εντός και εκτός συνόρων της Κούρδους πολίτες και o πρόεδρός της εκβιάζει με την απελπισία χιλιάδων προσφύγων, πέτυχε την απαλλαγή της βίζας, το άνοιγμα ενταξιακών κεφαλαίων, την εκταμίευση τριών δισεκατομμυρίων και επιπρόσθετης χρηματοδότησης και… το κορυφαίο, που είναι ντροπή ακόμα και να γράφεται: την ανταλλαγή έναν προς έναν πρόσφυγα!

Παράλληλα, έχει ήδη πετύχει να κλείνουν σύνορα κατά το δοκούν, να μετατραπεί η Ελλάδα σε καταυλισμό δυστυχισμένων και να εξαργυρώσει το αμόλυντο της ησυχίας της με κατά κεφαλήν ποσά για κάθε πρόσφυγα, καταργώντας στην πράξη το άσυλο και παραβιάζοντας διεθνείς συνθήκες. Και επαίρονται ομού γερμανική, αυστριακή και ελληνική ηγεσία. Δυστυχώς, κύριοι συνάδελφοι, οι εξελίξεις θα είναι ραγδαίες και τραγικές.

  Laurenţiu Rebega (ENF). Comisia Europeană a declarat în nenumărate rânduri faptul că imigrația a fost plasată în centrul priorităților sale, însă aceasta s-a concentrat îndeosebi pe principiul solidarității prevăzut la articolul 80 din Tratatul privind funcționarea Uniunii, oferind propuneri cu adevărat concrete doar în acest sens. Acest lucru creează un dezechilibru al planului de acțiune european și așează pe plan secund securitatea cetățenilor și a spațiului european. E imperios ca atenția Comisiei să se concentreze pe instituirea unei politici de migrație, pe dezvoltarea unei politici comune robuste, pe revizuirea Regulamentului Dublin și a „cărții albastre”. Acestea trebuie să fie prioritățile de maximă importanță. Ele sunt enumerate la fiecare reuniune a liderilor europeni, dar continuă să existe doar la nivel utopic.

Trebuie să acționăm! S-au făcut prea puține demersuri în acest sens, iar efectele acestei tergiversări le-am resimțit puternic cu toții, însă, paradoxal, această letargie, lipsa unei viziuni de ansamblu, alături de o lipsă concretă de acțiune, continuă să fie o realitate apăsătoare pentru întreaga Europă.

Prvič, zagotovilo, da se končno zameji migrantski val, ki je pljuskal po tako imenovani balkanski poti naprej, in drugič, da se kmalu ponovno vzpostavi stoprocenten šengenski režim. Cena za ta dogovor je visoka, še posebej če Turčija ne bo verodostojni partner.

Če bo tudi naslednji redni vrh prinesel dogovor o konkretnih zavezah držav članic, se bodo stvari postopoma normalizirale. Do takrat pa se bodo nekatere evropske države še naprej soočale z izjemnim stanjem, ki so jih povzročili nezakoniti migranti.

Včeraj Turčiji nismo zagotovili le precej dodatnega denarja in druge pomoči, ampak smo ji nemočno odprli vrata pri njenem vključevanju v Evropsko unijo, čeprav to nima ničesar opraviti z emigrantsko krizo.

Turška politika je začutila stisko Evropske unije in jo izsiljevala. Begunsko krizo izkorišča za izboljšanje svojega pogajalskega položaja. To ni verodostojno in tako se partner ne obnaša. To bremeni ta dogovor in njegovo verodostojnost in iskrenost in postavlja pod vprašaj naše prihodnje sodelovanje med Evropsko unijo in Turčijo.

Ko me je novinar danes vprašal: „Kaj pa človekove pravice in svoboščine beguncev, vas v tej zgodbi ne zanimajo?“, sem odgovoril, da me in da se lahko ščitijo le v urejenih okoljih, ki se vzpostavljajo šele sedaj, po včerajšnjem vrhu.

  Elly Schlein (S&D). Signora Presidente, onorevoli colleghi, su questa crisi migratoria ci giochiamo il futuro dell'Unione europea. Sulla nostra capacità di rispondere noi saremo giudicati dalle prossime generazioni. E invece si continua a parlare e fare vertici senza mai arrivare ad una vera soluzione europea comune. Nel 2015, di nuovo, 6 Stati membri su 28 hanno affrontato da soli l'80% delle richieste d'asilo arrivate in Europa. Se ognuno facesse la propria parte questi numeri sarebbero gestibili. La Grecia non può e non deve essere lasciata sola, così come l'Italia e gli altri paesi che stanno facendo i maggiori sforzi.

Esternalizzare le frontiere non è una soluzione e i nostri governi non sarebbero ricattabili dalla Turchia se già avessero trovato soluzioni comuni, basate sulla solidarietà e sull'approccio olistico. Oggi però parliamo di implementazione dell'agenda europea sull'immigrazione: ebbene, come è possibile che i ricollocamenti siano stati solo qualche centinaio, rispetto ai 160 000 promessi? È un ritardo inaccettabile! Qualche settimana fa sono stata a Lampedusa, dove le persone restano bloccate sull'isola anche settimane, senza nemmeno delle scarpe i piedi. Stanno lì a pagare l'incapacità dei governi europei di implementare le decisioni del Consiglio, in cui loro stessi siedono.

Finché non sarà data una prospettiva chiara sul futuro di queste persone, l'intero sistema di hot spot non potrà funzionare, perché hanno paura di rimanere impigliate nell'ipocrisia di Dublino. Serve una riforma ambiziosa e coraggiosa di Dublino, con un meccanismo di redistribuzione permanente e un rafforzamento delle ASO: dalla Commissione ci aspettiamo questo e solo su questo siamo disposti a lavorare, non certo su ritocchi cosmetici!

  Νεοκλής Συλικιώτης (GUE/NGL). Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση απέτυχε να διαχειριστεί την προσφυγική κρίση και συνεχίζει να λαμβάνει λανθασμένες αποφάσεις που παραβιάζουν το ευρωπαϊκό και διεθνές δίκαιο αλλά και τα ανθρώπινα δικαιώματα των προσφύγων. Πόσοι ακόμη πρόσφυγες πρέπει να πεθάνουν αβοήθητοι, για να πάψουν οι ξενοφοβικές ρατσιστικές προσεγγίσεις ορισμένων ευρωπαίων ηγετών όπως των χωρών του Βίσεγκραντ, οι οποίοι κλείνουν τα σύνορα, χτίζουν φράχτες και εγκλωβίζουν έτσι τους πρόσφυγες σε απάνθρωπες συνθήκες στην Ελλάδα. Κατάντησε το Συμβούλιο να συζητά τις απαράδεκτες αξιώσεις και τους εκβιασμούς της Τουρκίας, για να αποφύγουν τα κράτη μέλη τις ευθύνες τους, κι ας έχει η Ευρωπαϊκή Ένωση ευθύνη για τους πολέμους που κατάστρεψαν τις χώρες των προσφύγων. Το κλείσιμο του βαλκανικού διαδρόμου, το ΝΑΤΟ στο Αιγαίο, που καταπατά τα κυριαρχικά δικαιώματα των κρατών, και τα κατασταλτικά μέτρα της FRΟΝΤΕX σκοτώνουν την αλληλεγγύη και τις αξίες της Ένωσης.

Σταματήστε τη βαρβαρότητα! Πρέπει να δημιουργηθούν άμεσα νόμιμες και ασφαλείς οδοί καθώς και ένα δεσμευτικό δίκαιο σύστημα μετεγκατάστασης των προσφύγων. Η προσφυγική κρίση πρέπει να αντιμετωπιστεί με ενίσχυση της αλληλεγγύης που επιδεικνύει ο ελληνικός λαός.

  Gianluca Buonanno (ENF). Signora Presidente, onorevoli colleghi, sentendo la discussione di oggi, vi voglio dire la mia esperienza da sindaco di una città italiana. Sono arrivati dei profughi o clandestini, come volete chiamarli, anche da me e non ce n'è uno che scappa dalla guerra. Arrivano da paesi dove non c'è la guerra. Questo per dire che ci sono tante situazioni.

Però, io volevo fare una proposta, visto che ci sono due esponenti molto importanti che decidono le sorti dell'Europa. Ogni paese d'Europa ha combattuto, con i suoi padri, con i suoi nonni e i suoi bisnonni, per la propria libertà. Qui noi vediamo tanta gente, soprattutto tanti uomini, che scappano dalla guerra cosiddetta e vengono in Europa.

Allora a fronte di aiutare le donne ed i bambini – ci mancherebbe altro perché mi sembra veramente giusto – perché non addestriamo velocemente questi uomini e non li riportiamo ai loro paesi di origine, così possono combattere per la loro terra e dare davvero una mano a ricondurre le cose al proprio posto? Cioè: addestriamoli e rimandiamoli nel loro paese a combattere per il loro territorio e la loro libertà.

  Ελισσάβετ Βόζεμπεργκ-Βρυωνίδη (PPE). Κυρία Πρόεδρε, στη χθεσινή σύνοδο κορυφής επί 15 ώρες αναζητήθηκε το αυτονόητο, ενώ οι οριστικές αποφάσεις αναβλήθηκαν για τις 18 του μηνός. Αν όμως επί 10 μέρες, που απομένουν, 2.500 περίπου πρόσφυγες και μετανάστες συνεχίσουν να έρχονται καθημερινά στα ελληνικά νησιά, πώς θα αντιμετωπιστεί το ήδη τεράστιο αυτό ευρωπαϊκό –τονίζω– πρόβλημα με πρόσθετους 25.000, 30.000 ανθρώπους;

Η Ευρωπαϊκή Ένωση έχει υποχρέωση και καθήκον να λάβει σοβαρές αποφάσεις για τα κράτη μέλη που δεν εφαρμόζουν τις αποφάσεις της για μετεγκατάσταση προσφύγων στα εδάφη τους, να υλοποιήσει, σε συνεργασία με την Τουρκία, επανεγκατάσταση προσφύγων από τα τουρκικά εδάφη απευθείας αναλογικά στις χώρες της Ευρωπαϊκής Ένωσης, να σκληρύνει τη στάση της απέναντι στις χώρες που αυθαίρετα κλείνουν τα σύνορά τους και να υποχρεώσει την Τουρκία να δεχθεί τους παράτυπους μετανάστες που φιλοξενούνται στην Ελλάδα, τηρώντας επιτέλους υπογραφές της, παλιότερες και πρόσφατες, περί επανεισδοχής.

Αν, συνάδελφοι, ματαιωθεί οριστικά στην πράξη η οφειλόμενη αλληλεγγύη των χωρών της Ευρωπαϊκής Ένωσης και αν η Τουρκία, ως στρατηγικός εταίρος, εξακολουθήσει να προκαλεί συνεχώς με νέες απαιτήσεις, εκμεταλλευόμενη χιλιάδες απελπισμένους ανθρώπους, η Ευρώπη των αξιών και του ανθρωπισμού θα έχει οριστικά αποτύχει.

Azért mondom ezt Önöknek, mert ma, a Nemzetközi Nőnapon nem a korlátolt politikusokról kell beszélni, akik hagyják magukat foglyul ejteni a populista és szélsőjobboldali politikától, és azt hiszik, ha lezárják a határokat, akkor egyben a problémát is megoldották. Nem, ma azokról a nőkről, asszonyokról és gyerekekről kell beszélni, akik ottragadtak a lezárt határok mögött, akik sem vissza-, sem továbbmenni nem tudnak. Ma azokra az anyákra kell gondolnunk, akik életük talán legnehezebb döntését hozták meg akkor, amikor úgy döntöttek, elhagyják az otthonukat, és így próbálják megmenteni gyerekeik és saját életüket.

Az anyákra, akik gyakran több ezer kilométeren keresztül viszik magukkal kisgyerekeiket, gondoskodnak róluk, életben tartják őket. S abban reménykednek, hogy előbb-utóbb megtalálják azt az országot, ahol jó, emberi körülmények között nevelhetik föl őket. Az, ami ma Európa lezárt határain történik, szégyen és gyalázat! Lábbal tiprása mindannak, amit egykor európai humanizmusnak neveztünk. Nekünk nem a menekültektől kell megvédeni Európát, hanem azoktól a politikusoktól, akiknek mindennél fontosabb saját politikai karrierjük, saját hatalmuk, és ezért mindennel és mindenkivel hajlandók összefogni. Nekünk itt, az Európai Parlamentben, ki kell végre mondani: nem lehet az Európai Unió tagja az az ország, amely nem vállal részt a közös európai bevándorlás- és menekültügyi politikából.

  Νικόλαος Χουντής (GUE/NGL). Κυρία Πρόεδρε, κύριε αντιπρόεδρε, με αυτά που μας είπατε και με τα χθεσινά συμπεράσματα της συνόδου κορυφής αποδεικνύετε ότι η προσφυγική πολιτική της ηγεσίας της Ευρωπαϊκής Ένωσης είναι ένα παζάρι με την Τουρκία. Η Τουρκία αξιοποιεί την προσφυγική κρίση για να αναβαθμίσει τον ρόλο της, παραβιάζει το διεθνές δίκαιο, αμφισβητεί εθνικά κυριαρχικά δικαιώματα. Από αυτά που αποφασίστηκαν χθες απομονώνω τη συμφωνία «έναν σού στέλνουμε, έναν παίρνεις», λες κι ανταλλάσσουμε εμπορεύματα, που είναι ό,τι πιο χυδαίο και ό,τι πιο διεστραμμένο έχει σκεφθεί ο ανθρώπινος νους.

Κατά τ’ άλλα, κύριε αντιπρόεδρε, παζαρεύετε αυτή την περίοδο με την Ελλάδα το χαλάρωμα της συζήτησης όσον αφορά τις δεσμεύσεις ή και την ελάφρυνση του χρέους, προκειμένου η χώρα να μεταβληθεί σε ένα απέραντο hot spot. Kαταστρέψατε τη χώρα με τρία μνημόνια και τώρα προσπαθείτε να την αποτελειώσετε με την προσφυγική κρίση. Εντάξει, θα υπάρξει ανθρωπιστική βοήθεια. Αυτές οι συμφωνίες αποτελούν έγκλημα σε βάρος των προσφύγων, ιδιαίτερα αυτών που είναι σήμερα στην Ελλάδα, και σε βάρος της χώρας. Δυστυχώς, αυτές τις συμφωνίες τις υπογράφει και η σημερινή κυβέρνηση Τσίπρα.

  Kinga Gál (PPE). Elnök Asszony! Biztos Urak! Kedves Kollégák! Az a tény, hogy immár fél éve az Unió a szavakon túl, tettekben nem tudott úrrá lenni a helyzeten a külső határain, destabilizálja egész Európát. De destabilizálja komoly következményekkel a Nyugat-Balkánt. Ezért véget kell vetni annak, hogy ellenérzés nélkül lehessen a balkáni útvonalon vándorolni, és minden intézkedésnek ideje van, amelyik a határokon helyreállítaná a rendet. Az erősödő menekültválságról beszél itt mindenki, noha jól tudjuk: az érkezőknek töredéke – noha nő a száma, de töredéke – a menekültstátuszra valóban jogosult. A szolidaritásnak és konkrét segítségnek az ő esetükben sok formája lehet. De a többség nem menekült a nemzetközi jog értelmében.

A nagyobb, illegális bevándorló tömeg a jobb élet reményében kezd, küzd és kerül az embercsempészek csapdájába, kockáztatja saját és gyermeke életét – miközben egyetlen tagállam sem kötelezhető befogadásukra. Az tehát a józan elvárás a polgáraink részéről, hogy az Unió bizonyítsa be: úrrá tud lenni a határain uralkodó állapotokon, meg tudja védeni a külső határait. Ezért minden világos üzenetre és leginkább tettre égető szükség van, és már nincs vesztegetni való idő.

  Kashetu Kyenge (S&D). Signora Presidente, onorevoli colleghi, signor Commissario, sulla crisi dei rifugiati molte proposte sono già state presentate, alcune delle quali già adottati dal Parlamento e dal Consiglio. Altre sono in corso di preparazione e confido sul suo senso di responsabilità per portare avanti un sistema di modifica del regolamento di Dublino, che superi il vincolo insostenibile che lega il richiedente asilo al paese di primo approdo. Una vera risposta al fenomeno migratorio può basarsi solo sul principio di solidarietà, sul rispetto dei diritti dell'uomo e dei principi sanciti dal diritto internazionale.

Tuttavia la risposta umanitaria è solo una parte di quella strategia, basata su un approccio globale che il Parlamento chiede insistentemente da tanti mesi. Senza una visione lungimirante da parte dell'Europa, ci troveremo vittime di un fallimento politico senza precedenti.

Concludo con le parole pronunciate questa mattina dall'Alto Commissario per i rifugiati "è il momento di riaffermare i valori su cui si è costruita l'Europa".

  Agnieszka Kozłowska-Rajewicz (PPE). Szanowni Państwo! Panie Komisarzu! Na początek chciałabym odnotować apel, jaki przewodniczący Rady Europejskiej Donald Tusk skierował kilka dni temu do imigrantów ekonomicznych: do not come to Europe. Ten apel to przełom w polityce Unii Europejskiej wobec rosnącej fali migracyjnej, która prawdopodobnie w tym roku przekroczy dwa miliony. Ostatnie dwa lata pokazują, że nie ma możliwości kontynuowania polityki ratowania świata przez przesiedlanie go do Europy. Nie jesteśmy w stanie udźwignąć takiej polityki ani finansowo, ani społecznie. Rozwiązanie kryzysu imigracyjnego tkwi w polityce zagranicznej, w działaniach na rzecz stabilizowania sytuacji w Afryce i na Bliskim Wschodzie – tak aby uchodźcy mieli dokąd wracać – i w finansowym wsparciu pozaeuropejskich krajów, które przyjmują i ratują uchodźców z krajów objętych wojną.

Wczorajsze uzgodnienia szczytu z Turcją niosą nadzieję, że to przesunięcie akcentów z polityki wewnętrznej na politykę zagraniczną będzie kontynuowane. Jednocześnie rysują obraz realnych kosztów, jakie poniesiemy za wyhamowanie napływu nielegalnych imigrantów. Kosztów nie tylko ekonomicznych, bo bezwizowy ruch z Turcją, to jest bardzo wysoka cena za załatwienie tylko części problemu. Przecież Europa nadal będzie przyjmować uchodźców, choć w sposób legalny i kontrolowany. I to odzyskanie kontroli jest niezwykle ważne. Bardzo ważne z perspektywy bezpieczeństwa, ale też ważne z perspektywy skuteczności pomocy uchodźcom, bo żeby skutecznie pomagać, to musimy mieć realne, wiarygodne dane. Musimy wszystko zaplanować, zorganizować. Ta kontrola jest też potrzebna, żeby zrobić listę zadań i policzyć koszty oraz określić możliwości Unii Europejskiej, tak żeby ta szalupa ratunkowa, jaką jest Unia Europejska, nie stała się za ciężka.

  Μιλτιάδης Κύρκος (S&D). Κυρία Πρόεδρε, σε αυτό το Κοινοβούλιο πάντα αναζητούσαμε τους νόμιμους και ασφαλείς τρόπους εισροής των προσφύγων στην Ευρώπη. Αυτή τη στιγμή, στη χθεσινή ανακοίνωση βλέπουμε ένα ψήγμα από αυτό το δρόμο, που είναι ο μηχανισμός της επανεγκατάστασης από την Τουρκία κατευθείαν στην Ευρώπη. Αν αυτό συνδυαστεί με τη μετεγκατάσταση όσων προσφύγων είναι στην Ελλάδα σε ευρωπαϊκές χώρες και με την απόλυτη επιστροφή όσων είναι οικονομικοί μετανάστες στην Τουρκία και από κει στις χώρες τους, μπορούμε να πούμε ότι βλέπουμε να προσεγγίζουμε μία λύση του προβλήματος.

Ποιο είναι όμως το κόστος που πληρώνουμε γι’ αυτό; Το κόστος δυστυχώς είναι η έκπτωση που κάνουμε στις αξίες μας, η έκπτωση στις αρχές μας, κυρίως αυτές που αφορούν τα ανθρώπινα δικαιώματα. Αυτό είναι το αντίτιμο που πληρώνουμε, γιατί δεν προχωράμε στην ευρωπαϊκή ενοποίηση, δεν προχωράμε στην πολιτική ενοποίηση, δίπλα στην οικονομική. Αυτό είναι το κόστος που μας βάζει να πληρώσουμε η Επιτροπή, η οποία μας είπε ο κ. Juncker πως είναι Επιτροπή τελευταίας ευκαιρίας. Zητάμε από τους Eπιτρόπους να κάνουν το καθήκον τους.

  Nadine Morano (PPE). Madame la Présidente, chers collègues, l'Union européenne n'est certes pas responsable de la tragédie migratoire que nous sommes en train de vivre en Europe, mais, par sa politique incohérente et par les messages qu'elle a envoyés, elle a largement contribué à l'immigration illégale sur son territoire. Force est de constater qu'à force d'étendre la politique de quotas, nous avons incité les migrants à venir sur notre territoire. La réalité, c'est qu'en France, le gouvernement a choisi de vider cette incroyable et indécente jungle de Calais pour répartir les migrants dans les villages de France, dans des centres de répit. Dans l'espace Schengen, il n'y a pas de frontières, et ces centres de répit ne sont pas non plus des prisons. Près de 25 % des migrants qui ont été répartis dans ces villages sont partis sans laisser d'adresse. En Allemagne aussi, près de 160 000 personnes ne sont pas identifiables géographiquement.

Nombre de ces personnes sont arrivées dans notre pays, sur notre territoire et dans l'Union européenne pour avoir un destin. Eh bien, nous leur avons menti! C'est ça la réalité et l'incohérence de la politique de l'Union européenne aujourd'hui.

Il faut instaurer une politique de fermeté et le faire savoir en mettant également en place une politique de retour que nous n'avons pas, parce qu'aujourd'hui, la politique migratoire est totalement dévoyée. Je crois que nous devons vraiment en tenir compte dans cet hémicycle.

  Tomáš Zdechovský (PPE). Paní předsedající, před začátkem zimy si většina z nás myslela, že migrační vlna vzhledem k počasí povolí, a snad se i naivně domnívala, že postupně ustane. To se však nestalo a Evropa čelí ještě větší katastrofě než před rokem touto dobou. Je čas si uvědomit, že máme víc problémů, než jsme si mysleli.

Jak jsem se mohl na vlastní oči přesvědčit, Řecko nezvládá příliv uprchlíků a situace především na makedonsko-řecké hranici je dlouhodobě naprosto neúnosná. Pokud zde nedojde k rychlé změně, tak ani do budoucna nebude Řecko schopné chránit náš společný schengenský prostor. To by už žádný program nepomohl.

Pojďme tedy raději mluvit o konkrétních opatřeních a o tom, jak budeme fungovat. Spolupráce s balkánskými státy, partnerství s Tureckem, zřízení společné evropské hraniční a pobřežní stráže jsou jen některé instrumenty, které nás ale nemůžou ve své podstatě zachránit.

Signora Presidente, onorevoli colleghi, per l'ennesima volta ci ritroviamo all'interno di quest'Aula, a confrontarci sul tema dell'immigrazione e a discutere sulle varie emergenze che si presentano dinnanzi. Io mi auguro però, che una volta per tutte, a questi fiumi di parole che puntualmente vengono spesi, corrispondano dei fatti concreti. Il più importante dei quali è certamente la modifica di Dublino III, che rappresenta la vera anomalia del sistema dell'accoglienza europea. Solo così, infatti, si può aiutare concretamente, oggi la Grecia, ieri l'Italia, domani Malta o la Spagna.

La Commissione europea si era impegnata a presentare entro il 31 marzo di quest'anno una modifica di Dublino III. Mi auguro che questa scadenza venga effettivamente rispettata e soprattutto mi auguro che successivamente gli Stati nazionali all'interno del Consiglio siano conseguenziali, a differenza di quello che è accaduto nel recente passato.

  Anna Maria Corazza Bildt (PPE). Madam President, the closed border and quota policy just dumps the problem on other Member States. There are no unilateral solutions and Member States have to work together. We have to move from uncontrolled influx to orderly reception and better control at the EU external border, to register people in a human way, and restore Schengen. Work for harmonising databases between Turkey and the EU is crucial, and I support the EU-Turkey action plan and the new monitoring facility for Greece. Funds for refugees in Turkey, Lebanon and Jordan have to be disbursed fast, including to the UN and NGOs.

I do support NATO cooperation to combat traffickers in the Mediterranean. Resettlement is the safe highway to Europe. All Member States should increase their quotas and speed up procedures with the UNHCR. Relocation, repatriation and the revision of Dublin also must be accelerated. Stigmatising refugees is part of the problem, putting people against people. It is time for EU leaders to change the narrative. Refugees are neither a burden nor a danger. They are human beings, women and children in search and need of protection.

  Andrej Plenković (PPE). Gospođo predsjednice, poštovani potpredsjedniče Komisije, g. Timmermans, zahvaljujem na pregledu provedbe europske agende za migracije tijekom koje je u zadnjih praktički desetak mjeseci u EU ušlo oko 800 000 ljudi, a od toga 120 000 ove godine. Naš je ključni zadatak da pokušamo od nekontroliranog, nelegalnog priljeva ljudi koji bježe od ugroze vlastitog života da organiziramo taj prihvat na solidaran, human i pravan način.

Zato pozdravljam vašu inicijativu da dođe do revizije Dublinske uredbe, da se zaštiti schengenska stečevina i da se maksimalno učini u naporu dijaloga s Turskom kao što je bilo jučer da ona spriječi krijumčare da ilegalno prevoze ljude preko Egejskog mora i dovode do tragedija, a da se istodobno pomogne Grčkoj te osobito ovoj katastrofalnoj situaciji na makedonsko-grčkoj granici koja kasnije ima posljedice na čitavoj tzv. istočno mediteranskoj i balkanskoj ruti.

  Henna Virkkunen (PPE). Arvoisa puhemies, olen erittäin huolestunut Schengenin tilanteesta. Eilen Turkin kanssa tehdyt linjaukset ovat tärkeitä ja merkittäviä, mutta on epärealistista ajatella, että Turkki ratkaisisi Euroopan pakolaiskriisiin.

Meidän on itse saatava Euroopan ulkorajat nyt kuntoon. Jäsenmaiden on toteutettava ne päätökset, jotka jo aiemmin on tehty hotspotien perustamisesta, maahantulijoiden tunnistamisesta, rekisteröinnistä ja maahantulijoiden tasaisemmasta jakamisesta eri jäsenmaihin.

On tehty kymmenittäin päätöksiä ja suosituksia, mutta toimeenpano jäsenmaiden tasolla ontuu pahasti. Se on aiheuttanut sen, että jäsenmaat eivät voi luottaa toisiinsa ja on jouduttu käynnistämään tilapäiset rajatarkastukset Schengen-alueen sisällä. Jopa kahdeksan maata on näihin turvautunut. On selvää että toimenpiteet, joita komissio viime perjantaina ehdotti omassa ohjelmassaan, on toteutettava, jotta Schengen-alue ja ihmisten vapaa liikkuvuus Euroopassa voidaan jatkossa turvata. Se on tärkeää meille sekä poliittisesti että taloudellisesti, mutta se voi toteutua vain, jos ulkorajat pitävät.

  Ana Gomes (S&D). Madam President, my country is showing that ‘European solidarity’ are not empty words, but the way to face this, the worst refugee crisis since World War II. It is an existential crisis for the EU as the UN High Commissioner for Refugees put it, here today. Portugal received this week 64 refugees by chartered plane from Greece, assisting EASO to relocate human beings undergoing inhuman treatment at the closed borders of FYROM, after Austria and other neighbours ganged up to violate the Schengen system, international law, EU Council decisions and sheer decency. More refugees are expected later this week, thanks to the proactive response of the government of Portugal.

But, what about other EU governments? Why are the European Commission and the European Council so prone to punishing Portugal and Greece for failing to meet deficit decimals and not acting against Hungary, Austria and other Members who gang up to bomb European solidarity and torture women and children who asked for protection in Europe? Could it be for the same reason that the European Council allowed itself to be blackmailed yesterday by President Erdoğan’s Turkey?

  Илхан Кючюк (ALDE). Уважаеми господа Комисари, Европейският съюз се намира в критична ситуация, а голяма част от държавите членки продължават да абдикират от задължението за споделена отговорност. От няколко месеца повтаряме, че трябва да реагираме спешно. За съжаление, не започваме да прилагаме така направените споразумения и в резултат разделението става все по-голямо. Решението на Комисията да отдели 700 млн. евро, за да се отговори на нарастващите хуманитарни нужди в Европа по време на тази бежанска криза, ще е от ключово значение за Гърция и особено за страните от западните Балкани. Реализирането на план за действие с Турция също ще изиграе своята роля.

Необходимо е незабавно да се създаде европейска гранична и брегова охрана, от която България и Румъния трябва да са неизменна част. В противен случай ще се превърнат в буферната зона на Европейския съюз. Наред с усилията ни да възстановим мира в Близкия изток, трябва да вървим и към незабавната замяна на Дъблинския регламент и успешно да имплементираме една нова, единна европейска процедура за предоставяне на убежище.

Senhora Presidente, Senhor Vice-Presidente, as declarações do Presidente do Conselho, na semana passada, na Grécia, as conclusões da cimeira de ontem e mesmo as suas declarações aqui, hoje, sobre a Agenda Europeia para as Migrações são bem reveladoras do caráter desumano e criminoso das políticas da União Europeia neste domínio.

Os mesmos que promoveram a desestabilização, o caos e o subdesenvolvimento nos locais de origem do fluxo migratório vêm agora dizer às vítimas: «esqueçam, não venham para a Europa, se o fizerem serão expulsos, sem apelo nem agravo».

Esta agenda viola convenções internacionais, desrespeita o direito de proteção internacional de asilo e acentua o caráter repressivo e seletivo da política de imigração da União Europeia, agora até já apoiada pela máquina de guerra da NATO.

Perseguir, criminalizar e expulsar quem procura uma vida melhor na Europa, salvo se, tratando-se de força de trabalho qualificada, puder aproveitar ao grande capital europeu.

Este é também, e talvez antes de mais, um sinal da profunda crise em que a União Europeia se encontra mergulhada – uma crise que revela a sua verdadeira face, deitando por terra falsos princípios e proclamações.

  Igor Šoltes (Verts/ALE). Gospod komisar, našteli ste nekaj ukrepov za izvrševanje načrta za... v tem primeru in kot zadnjega našteli kot ukrep premestitev... dogovor o premestitvi beguncev. Mislim, da bi to moral biti prvi dogovor med državami članicami kot predpogoj pred vsemi ostalimi ukrepi, tudi pred zaprtjem ali pa omejevanjem vstopa v mejo.

Namesto našega dogovora in torej solidarnosti med državami članicami smo našli podizvajalca, to je Turčijo. Ki smo ji seveda pripravljeni plačati veliko, na koncu šest milijard, in poleg tega seveda pa še ogromno odpustkov, kar se tiče kršenja človekovih pravic, svobode medijev in ostalega.

In pravzaprav iz zgodovine vemo, da je Turčija trgovec z zelo mnogimi talenti pri trgovanju. Zato seveda to ne more biti dolgoročna rešitev. In odgovor na to, kako rešiti ta vprašanja, moramo najti med sabo in znotraj držav članic.

  Marek Jurek (ECR). Jest to już druga debata dzisiaj na temat imigracji – rano słuchaliśmy komisarza Filippo Grandiego, komisarza Narodów Zjednoczonych. Ale ani komisarz Grandi, ani wiceprzewodniczący Timmermans nie powiedzieli dzisiaj najważniejszego – faktu, którego nie powinniśmy ukrywać przed naszymi społeczeństwami – że dynamika wzrostu nielegalnej imigracji do Europy, to jest 1000%. Na początku tego roku napłynęło dziesięciokrotnie więcej nielegalnych imigrantów niż w analogicznym okresie ubiegłego roku. Tak naprawdę ci ludzie są narażani dlatego, że my bez przerwy na tej sali słyszymy jakieś deklaracje o otwarciu legalnych dróg imigracji. Roztacza się przed nimi złudzenie, że zanim rozwiążemy problemy tych ludzi, którym dziś możemy pomóc, jesteśmy w stanie rzeczywiście zachęcić wszystkich do przyjazdu do Europy. To jest całkowicie nieodpowiedzialne wobec tych ludzi. I ważne żeby ci, którzy składają takie deklaracje, uświadomili sobie ich konsekwencje.

  Γεώργιος Επιτήδειος (NI). Κυρία Πρόεδρε, θα ήθελα να ρωτήσω τον κ. Timmermans: Πιστεύετε πραγματικά ότι η Ευρωπαϊκή Ένωση επιθυμεί να επιλύσει το προσφυγικό πρόβλημα; Είπατε προηγουμένως και κατηγορήσατε την Ελλάδα ότι δεν είναι σε θέση να προστατεύσει τα σύνορά της. Ρωτήστε, σας παρακαλώ, τον κ. Αβραμόπουλο, ο οποίος κάθεται δίπλα σας και μέχρι πρότινος ήτανε υπουργός Άμυνας της χώρας, να σας πει εάν οι ελληνικές ένοπλες δυνάμεις δεν είχαν πραγματικά αυτή τη δυνατότητα ή μήπως ουδέποτε η ελληνική κυβέρνηση τους ανέθεσε αυτή την αποστολή, υπακούοντας σε έξωθεν εντολές, μόνο και μόνο για να φτάσουμε σε αυτό το απαράδεκτο σημείο.

Μιλάτε για ακτοφυλακή και συνοριοφυλακή, τη στιγμή που η Τουρκία δεν δέχεται να παραλάβει όσους παρανόμως και λαθραίως στέλνει στην Ελλάδα. Γιατί επιμένετε να εφαρμόζει η Ελλάδα την αποτυχημένη Συνθήκη του Δουβλίνο, για να μετατραπεί η όμορφη αυτή χώρα και ο εξαθλιωμένος από τα μνημόνια λαός της σε ένα απέραντο και απαράδεκτο και άθλιο στρατόπεδο συγκεντρώσεως δυστυχισμένων ψυχών; Και τέλος, γιατί αυτή η εμμονή με την Τουρκία, η οποία συνεχώς μάς εκβιάζει, απειλεί και απαιτεί συνεχώς και περισσότερες παροχές; Κατά την αίσθησή μου το να αναθέσουμε στην Τουρκία να προστατεύσει τα σύνορα της Ευρώπης είναι σαν να βάζουμε ένα βιαστή να κοιμηθεί με μια γυμνή γυναίκα, για να τον βοηθήσουμε να απαλλαγεί από το πρόβλημά του. Αν από ιατρικής απόψεως αυτό το πείραμα μπορεί να επιτύχει δεν ξέρω· από πολιτικής απόψεως όμως σίγουρα όχι.

  Barbara Matera (PPE). Signora Presidente, onorevoli colleghi, ringrazio il Commissario per la presentazione di oggi delle nuove proposte legislative, per le quali assicuro fin da ora il impegno ad affrontare la crisi migratoria.

Dobbiamo fare una chiara distinzione tra rifugiati, meritevoli di protezione internazionale e migranti economici, che non possiamo più ospitare. Anche il Presidente Tusk la scorsa settimana ha lanciato un appello affinché i migranti economici non intraprendano più il viaggio, perché comunque non potranno essere ospitati e neanche accolti.

Dobbiamo portare avanti un lavoro diplomatico per la soluzione delle diverse crisi, soprattutto quella siriana e libica. Non dobbiamo sottovalutare le informazioni dei nostri servizi di intelligence, secondo i quali ci potrebbero essere terroristi tra i migranti che utilizzano la rotta balcanica e mediterranea.

Bisogna quindi sfruttare al massimo le agenzie specializzate di cui disponiamo, in primis Europol ed Eurojust, spingendo per un vero e proprio scambio di informazioni con e tra gli Stati membri per arginare il fenomeno.

Señora Presidenta, señor Comisario, expreso la desolación de millones de europeos ante decisiones contradictorias con otras decisiones anteriormente adoptadas, todas en el corto plazo, carentes de visión y de estrategia, pero, sobre todo, incumplidas. Y expreso desolación ante la clamorosa ausencia de voluntad política y, más aún, de solidaridad, porque ni el problema son las cuotas, ni la solución es subarrendar o subcontratar a Turquía la gestión de los refugiados y de los migrantes, para que nos los quite de la vista, y menos ofrecerle promesas de imposible cumplimiento en un momento de fatiga de ampliación.

Por eso, señor Comisario, diga usted con claridad al Consejo que es grotesco que se prometa a Turquía lo que los Estados miembros ni quieren, ni pueden dar, y que los problemas de derechos humanos no se resuelven sin una máxima exigencia de la Comisión a los Estados miembros en materia de derechos humanos.

  Dimitris Avramopoulos, Member of the Commission. Madam President, in general I would say that we all agree in this room, with only some exceptions, as far as the basic lines we follow in order to address this unprecedented situation.

Yesterday’s summit was a necessary step, although not yet conclusive since next week’s summit is even more important. Everybody has now had their responsibilities put before them and everybody will be held accountable. What should prevail, as is our common understanding in this room, is tangible solidarity on all aspects of the issues discussed by the leaders yesterday. Solidarity is the basis, the main pillar of the Commission’s proposals.

The refugee crisis is a catalyst for the destiny of the European Union and I remind you here of the myth of Sisyphus, which you all know. Now put Europe in the place of Sisyphus. Yes, Europe is carrying a heavy rock on its shoulders, but it is absolutely necessary that all Member States help the EU to carry the rock to the top of the hill, and do not allow the myth to be confirmed and see the rock rolling down again. It is our duty not to let Europe backtrack. The tendency easily to adopt a populist and simplistic rhetoric is seen in the election results in various Member States. In this way, only extremism, nationalism and xenophobia gain ground. This is detrimental to the ideal and values of Europe.

Let me repeat this: we will not change our strategy and we call on everybody to uphold it. We need large-scale relocations, effective return of those who have no right to stay and, of course, secure common external borders. For this all Member States share responsibility.

As Member States share the responsibility together with the Commission to safeguard Schengen, and I hope that, even if some politicians do not realise the symbolic and political value of Schengen and their duty, they will nevertheless consider the economic cost of non-Schengen. I will not repeat by views and commitments as regards Schengen; you all know them.

The migratory pressure is of such scale that no Member State could face it alone and we all know this. We need immediate support for the ongoing Frontex operations and also a swift agreement on the European borders and coastguard proposal, so that none can sit and wait until things get better on their own. They will not if we do not all engage. This is why I also welcome the engagement of our partners: of the UNHCR, as I stressed this morning, and of NATO, which will help us finally stop the activities of smugglers.

I remind you, we have declared a war against smugglers, with key third countries, like Turkey. Yes, we need Turkey to face this global crisis. I know that there are second thoughts, maybe some doubts, but we should never forget that Turkey is a key player in the area and a partner of Europe in our efforts. But we will not act against our own rules and this will be clarified during the coming days that will lead us to the European Council.

Return can only happen in full accordance with the European Union’s and international laws. We also need to complete our strategy. Resettlement is our immediate priority. As I had said already in my hearing, we need to build legal ways for those who need to come to Europe. Very soon, as promised, we will reveal our plans on the Dublin reform. I share your views. We need a fair burden-sharing system, including on legal migration.

In a world of mobility we cannot have an EU without a proper economic migration policy, taking into account global developments, and then cooperation with third countries and, of course, coordination with the economic sector.

Last, but very important, a more coordinated policy on integration is what will complete this picture.

I would like to say to the Members of this Parliament that your interventions were very useful to me and I thank you for that and, as I always do, I am taking them very seriously into consideration in view of the upcoming developments. It was in this very House that our policy was born. It is in this very House that our policy will be defended in the name of European values, in the name of European democracy.

Criza migrației din Mediterana a adus în centrul atenției nevoile imediate, dar, în același timp, a scos în evidență și multe dintre limitările structurale ale politicii UE privind migrația și ale instrumentelor aflate la dispoziția sa. Combaterea cu hotărâre a migrației neregulamentare, a persoanelor care introduc ilegal migranți și a traficanților de migranți, precum și securizarea frontierelor externe ale Europei trebuie combinate cu o politică comună durabilă în materie de azil, precum și cu o politică europeană solidă privind migrația legală. În mod clar, pentru aceasta este nevoie de mai multă coerență între diversele sectoare, cum ar fi cooperarea pentru dezvoltare, comerțul, ocuparea forței de muncă, afacerile externe și afacerile interne.

UE trebuie să continue să ofere protecție persoanelor în dificultate. Migranții care au fost acceptați în mod legal în statele membre nu ar trebui să se confrunte cu reticență și obstacole – aceștia ar trebui să beneficieze de cât mai multă asistență pentru a se integra în noile lor comunități. Totodată, UE trebuie să continue să consolideze cooperarea cu partenerii săi globali, să se ocupe de cauzele profunde și să promoveze modalitățile de migrație legală care stimulează creșterea și dezvoltarea în țările de origine și de destinație.

Ich bin in mehrfacher Hinsicht von den Ergebnissen des EU-Türkei-Gipfels enttäuscht: Es ist enttäuschend, dass wieder keine endgültige, nachhaltige Regelung in der Flüchtlingsfrage zustande gekommen ist. Es ist enttäuschend, dass Europa wieder nicht seine Stärke, sondern seine Schwäche ausgespielt hat. Und es ist enttäuschend, dass vom Schicksal der Flüchtlinge so wenig die Rede war und dafür sehr viel von „Ende des Durchwinkens“.

Ich muss leider feststellen, dass es wieder keine Entscheidung darüber gegeben hat, wie Asylwerber auf legale Weise nach Europa kommen können. Seit Monaten wird nun schon darüber gesprochen, dass in Griechenland sogenannte Hotspots eingerichtet werden sollen, in denen Flüchtlinge registriert und dann auf Europa verteilt werden sollen. Nicht nur sind diese Einrichtungen im Sand stecken geblieben; wenn man jetzt verhindern will, dass Flüchtlinge überhaupt nach Griechenland kommen, werden diese Registrierzonen ad absurdum geführt – oder sollten jedenfalls mit größerem Nachdruck in der Türkei errichtet werden.

Und was die Türkei betrifft, so muss dort – angesichts der jüngsten Vorfälle – mit Nachdruck die Einhaltung der Rechtsstaatlichkeit und der Pressefreiheit gefordert werden. Vor allem dann, wenn die EU-Beitrittsverhandlungen weitergeführt werden sollen.

  Момчил Неков (S&D), в писмена форма. Изпълнението на европейската програма за миграцията действително показва напредък, но в крайна сметка резултатите са скромни. Заставам зад убеждението, че споразумението с Турция ще позволи на Европейския съюз да изпълни хуманитарните си задължения.

От друга страна обаче, съм твърдо против смесването на два коренно различни въпроса – решаването на бежанската криза и преговорите с Турция за членство в ЕС и падането на визите.

Ефективното сътрудничество с нашите съседи е само част от решението. Държавите членки трябва да следват обща политика, а не да противодействат на бежанската криза чрез отцепнически действия като произволното затваряне на граници. В противен случай Гърция ще се превърне в огромен бежански лагер.

Тази обща политика следва да включва и държавите извън Шенгенското пространство. Недопустимо е България, Румъния и Хърватия да останат извън обхвата на новата агенция за охрана на границите. По този начин съвсем се изпразва от съдържание идеалът за солидарна и единна Европа, на който толкова държим и така ревностно браним!

  Christine Revault D'Allonnes Bonnefoy (S&D), par écrit. L'Union européenne et ses États membres ont lamentablement échoué à répondre au défi de l'accueil des réfugiés. Ils sont même prêts à tirer un trait sur leurs obligations internationales en refoulant des demandeurs d'asile vers la Turquie. Le sommet d'hier a ainsi enterré tout espoir d'une Europe solidaire, humaine et responsable. Une aide humanitaire est requise d'urgence en Grèce, mais cette dernière ne doit pas être transformée en un gigantesque camp de réfugiés.

Nous attendions des prises de position fortes sur la mise en œuvre des décisions de relocalisation sur lesquelles les États membres se sont déjà mis d'accord, sur la sauvegarde de l'espace Schengen à travers un plan précis pour la suppression des contrôles aux frontières intérieures ou encore sur le développement de voies sûres et légales pour les réfugiés et les demandeurs d'asile vers l'Europe. Nous prônions également une refonte complète du règlement de Dublin pour le remplacer par un système européen d'asile harmonisé, basé sur la solidarité et le partage des responsabilités entre tous les États membres. Rien de tout cela n'a été obtenu: ce sommet, au bilan déplorable, s'est soldé par un marchandage indigne, marquant la victoire des égoïsmes nationaux sur l'intérêt général européen.
