  Rosa D'Amato (EFDD). Signor Presidente, onorevoli colleghi, questa mozione era nata come un appello democratico al rispetto del principio di precauzione, non applicato in realtà dalla proposta della Commissione.

Era anche nato a difesa dell'interesse pubblico che deve essere prevalente, al quale ci appelliamo per la pubblicazione di quegli studi che la Monsanto, ricordiamolo, l'EFSA ha dichiarato fondamentali nella formulazione del suo parere negativo sulla cancerogenicità del glifosato. Abbiamo chiesto la loro pubblicazione e cosa abbiamo ottenuto? Una physical reading room che non sappiamo neppure come funzionerà.

Quello che vogliamo, invece, è molto chiaro: gli studi devono essere totalmente pubblici. Non lo dico io, ma lo dice l'articolo 10 del regolamento sulla commercializzazione dei prodotti fitosanitari. Il Commissario Andriukaitis ha ancora delle responsabilità, in questo processo non può e non deve andare avanti da solo. Abbiamo votato una mozione di risoluzione assolutamente assurda, non possiamo assolutamente permettere il rinnovo dell'autorizzazione al glifosato per altri 7 anni, è assolutamente incosciente da parte nostra e vostra averlo votato e aver permesso di non rispettare la salute di tutti i cittadini.

Señor Presidente, se ha intentado confundir el debate sobre el glifosato pintando a los críticos como enemigos de la ciencia y el progreso, pero es la Comisión la que ignora intencionadamente la opinión de los expertos, como el Centro Internacional de Investigaciones sobre el Cáncer, que ha clasificado el glifosato como probablemente carcinógeno. En base al principio de precaución y al texto del propio Reglamento, la Comisión no puede proceder a una autorización automática, no puede ponerse del lado de la multinacional Monsanto y su modelo de producción agrícola, en el que no cuentan los riesgos para la salud.

Lamento la tibieza de este Parlamento. Más aún cuando varios Estados se han opuesto a una autorización injustificada y excepcional. Nosotros mismos, desde Izquierda Unida, hemos sustituido en muchos ayuntamientos el glifosato por métodos menos contaminantes, demostrando que existen soluciones alternativas. No nos vale cualquier argumento para banalizar el uso de agrotóxicos. No, desde luego, con nuestro voto.

  Vicky Ford (ECR). Mr President, the East of England is the bread basket of Britain, and I have received hundreds of emails from my local farmers about glyphosate, the weed killer many gardeners know as Roundup. It is the only product available to control weeds such as black grass. It is vital to no-till regimes that enhance soil quality and it is crucial for maintaining crop yields of wheat, barley and rape. The environmental impact of losing glyphosate would be enormous, as would be the effect on food production. We need farmers to produce the food for our growing population and they tell us that glyphosate is not a luxury, it is essential.

European expert scientists have concluded that the product is not carcinogenic to humans, but people are concerned and it is right that research should continue. Despite all this, Socialist MEPs were trying to demand an immediate ban now. I disagree. We should let our farmers and our scientists do their work, and this vote gives them time to come to a more rounded conclusion.

  Mireille D'Ornano (ENF). Monsieur le Président, en parallèle à cette objection, j'avais moi-même aussi proposé, au nom du groupe ENF, une objection au renouvellement de l'autorisation du glyphosate, initiative qui n'a pas été suivie par les autres groupes, qui ont préféré présenter un texte ensemble.

Cependant, nous avons vu aujourd'hui que de grandes divisions existent à l'intérieur des formations politiques. Je maintiens donc que la Commission européenne a outrepassé ses pouvoirs en proposant de renouveler l'autorisation du glyphosate et ce, pour plusieurs raisons.

Le contexte scientifique et l'étude du Centre international de recherche sur le cancer nous incitent à la prudence face à un produit probablement cancérigène et présent partout.

Cette prudence devrait être au cœur de la réflexion de la Commission, comme le Médiateur européen le lui avait rappelé.

Enfin, il n'est pas acceptable de repousser à une date inconnue la publication de la liste des coformulants qui accentuent la toxicité du produit. La formulation commerciale et les coformulants sont bien au centre de toutes les inquiétudes.

La tournure des votes d'aujourd'hui est cependant telle que l'esprit du texte et tout le sens de l'objection sont dévoyés.

  Estefanía Torres Martínez (GUE/NGL). Señor Presidente, hemos votado en contra dado que las enmiendas aprobadas no reflejan el resultado de los debates que hemos tenido en la comisión. Es una irresponsabilidad que se pida la renovación del glifosato por siete años. Desde Podemos apelamos a las autoridades competentes a aplicar el principio de precaución. El informe de la Organización Mundial de la Salud determinó que el glifosato es probablemente cancerígeno para los seres humanos; sin embargo, tenemos razones de sobra para pensar que la Autoridad Europea de Seguridad Alimentaria tiene otro tipo de intereses detrás porque llegó a conclusiones contrarias a las de la Organización Mundial de la Salud. No podemos permitir que se comercialice en Europa una sustancia con estas características, que se utiliza como fertilizante para nuestros campos y que acaba en los alimentos y que, además, pone en peligro el trabajo de los agricultores y los ganaderos. No podemos jugar con la salud de nuestro pueblo.

  Peter Jahr (PPE). Herr Präsident! Wenn man sich in der Politik auf ein Verfahren einigt, dann sollte man dieses Verfahren auch bis zum Schluss respektieren und auch die Ergebnisse akzeptieren. Und so haben wir die wissenschaftlich fachliche Bewertung von Pflanzenschutzmitteln dem Amt für Risikobewertung überlassen, unserer europäischen EFSA. Die EFSA hat das der deutschen Behörde übertragen, und die ist dann zu eindeutigen Ergebnissen gekommen. Unser Beschluss heute im Europäischen Parlament wird dieser fachlichen, wissenschaftlichen Bewertung gerecht.

Wir haben drei Dinge beschlossen. Wir haben gesagt: Wir wollen weiterhin wissenschaftliche Begleitung für die nächsten sieben Jahre. Wir wollen zweitens den ordnungsgemäßen fachlichen Einsatz nochmal genauer definieren. Und drittens wollen wir auch die so genannten kooperativen Stoffe – also die Beistoffe – nochmal genauer kontrollieren hinsichtlich ihrer Wirkungsweise.

Es war ein guter Kompromiss, und es war auch eine richtige, angemessene Entscheidung auf Grundlage einer fachlich-wissenschaftlich begründeten Analyse.

  Frédérique Ries (ALDE). Monsieur le Président, je choisis définitivement de voir le verre à moitié plein, ce midi. C'est un bon moment pour la protection de la santé des Européens: en disant non au renouvellement de l'autorisation du glyphosate pour quinze ans proposé par la Commission, et en votant en revanche la résolution dont je suis l'un des auteurs, notre Parlement vient de montrer qu'il est du côté des citoyens, qu'il est du côté de l'innovation et qu'il est du côté de pratiques agricoles moins intensives.

C'est le rôle, c'est notre rôle, le rôle des politiques de faire des choix, surtout quand la science ne permet pas de conclure et quand les avis des experts qui sont chargés de nous éclairer divergent.

En conclusion, et même si le Parlement a simplement ici – malheureusement – une puissance d'évocation, notre message est clair: nous disons non à cette option maximaliste de la Commission, à ce chèque en blanc donné pour quinze ans et à l'interdiction d'un seul coformulant sur cinq cents.

L'autorisation de sept ans votée ce midi est beaucoup trop large à mon sens, mais c'est le signal qui importe ici, et il est clair que la Commission doit refaire ses devoirs et nous proposer un nouveau texte, proposer un nouveau texte aux États membres qui seront, eux, chargés de prendre la décision.

  Jiří Pospíšil (PPE). Já jsem také hlasoval proti návrhu Komise prodloužit aplikaci této látky glyfosátu o dalších 15 let.

Jsem přesvědčen, že ve chvíli, kdy jsou zde jasné vědecké důkazy, které vytvářejí pochybnosti o tom, že tato látka je pro zdraví přijatelná, tak odpovědní politici nemohou jen tak prodloužit užívání této látky o dalších 15 let. Jsou zde jasné závěry Mezinárodní agentury pro výzkum rakoviny, která ve svých materiálech z března roku 2015 jasně řekla, že glyfosáty mají patřit a patří do kategorie pravděpodobných karcinogenů pro člověka.

Toto je důvod, proč si myslím, že zkrátka 15ti leté prodloužení je hazardem, hazardem se zdravím našich občanů. Proto si myslím, že je dobré, že Komisi tato lhůta neprošla, že Parlament vyslovil své stanovisko.

  Nicola Caputo (S&D). Signor Presidente, onorevoli colleghi, fino a quando sussisteranno timori sul carattere cancerogeno di perturbatore endocrinologo del glifosato, la Commissione non dovrebbe rinnovare alcuna autorizzazione.

Il principio di precauzione deve sempre prevalere in questi casi, perché l'obiettivo primario dell'Unione europea è la tutela della salute dei cittadini. Il fatto che abbiamo dovuto fare ricorso ad un'obiezione parlamentare dimostra che qualcosa non ha funzionato nel processo decisionale. Il glifosato è classificato come probabilmente cancerogeno dall'Organizzazione mondiale della sanità. L'Agenzia francese per l'ambiente, il cibo e la salute (ANSES) ha recentemente espresso il proprio parere sottolineando che alcune miscele di glifosato con altre sostanze possono presentare importanti rischi per la salute, sia per i cittadini che per chi opera nel settore agricolo.

La Francia ha, di fatto, deciso di vietare diserbanti che combinano glifosato e tallow amina (ammina di sego) a causa dell'incertezza sui possibili rischi per la salute. Nonostante tutto questo, le intenzioni della Commissione sarebbero quelle di allungare la licenza. Si tratta di una posizione assurda, quando è in gioco la salute dei cittadini. La Commissione deve piuttosto presentare una revisione indipendente dalla classificazione del glifosato basata su tutti i dati scientifici disponibili relativi alla cancerogenicità così come i suoi possibili impatti sul sistema ormonale umano.

  Eleonora Evi (EFDD). Signor Presidente, onorevoli colleghi, il Parlamento europeo aveva l'occasione di esprimere una posizione politica forte e chiara contro il rinnovo dell'autorizzazione del glifosato, erbicida definito probabile cancerogeno dallo IARC.

Siamo ben consapevoli che la Commissione europea, in quanto organo esecutivo, ha piena facoltà di decidere di adottare atti e provvedimenti in maniera autonoma. Nonostante questo era importante che quest'Aula si esprimesse ed è un grande peccato. Il Movimento 5 Stelle era tra i più forti sostenitori della mozione per l'obiezione di questo atto e, alla luce degli emendamenti presentati e del risultato ottenuto alla fine, siamo stati costretti a votare contro. Di fatto, abbiamo trasformato una mozione di obiezione in una mozione a sostegno di un rinnovo per altri sette anni, semplicemente, la salute dei cittadini e dell'ambiente non può essere barattata, ma deve venire prima di opportunità commerciali delle aziende.

  Seán Kelly (PPE). Mr President, I think we came to a sensible compromise: to ban outright glyphosate at this particular time would not be wise based on improbable evidence. To say that something is probably carcinogenic sounds terrible, and that is why we took the action we took to limit it to seven years. Having said that, Stuart Agnew spoke last night, and he mentioned here on Monday night that other aspects which are regarded as carcinogenic by the WHO are sitting in front of a log fire, cutting human hair, etc. So giving us the space to look at it, to ensure that the product is absolutely safe for humans in the food chain, is ultimately a wise decision. I think that it will allow the farmers to continue with their work, otherwise they would have to stop and grow no arable crops possibly. That would be very disruptive. We have come to a sensible compromise. Let us all work together and ensure that we know exactly what is happening and assure our citizens that everything in their food is absolutely safe.

  Andrejs Mamikins (S&D). Priekšsēdētāja kungs! Viena no galvenajām problēmām ir tā, ka glifosāts savā darbībā ir lielā mērā neselektīvs un tādējādi iznīcina ne tikai nevēlamas zāles, bet arī visus augus, kā arī aļģes, baktērijas, sēnītes, un tas visai negatīvi ietekmē bioloģisko daudzveidību un ekosistēmu tajās teritorijās, kurās tas tiek pielietots. Es piekrītu, kolēģi, ka Komisijas īstenošanas regulas projekts joprojām pieņemamā apjomā nenodrošina cilvēku un dzīvnieku veselību, kā arī centienus aizsargāt pašu vidi.

Es atbalstu arī nepieciešamību pēc iespējas drīzāk izstrādāt glifosātu klasifikācijas neatkarīgu pārskatu, pirmkārt, attiecībā uz tā kancerogenitāti un ietekmi uz endokrīno sistēmu. Ņemot vērā visu sacīto, es viennozīmīgi nobalsoju pret glifosātu pielietošanas atjaunošanu, kā arī pievienojos aicinājumam Komisijai publicēt datus, balstoties uz kuriem, jau kārtējo reizi ir ierosināta glifosātu pielietošanas apstiprinājuma atjaunošana.   Marc Tarabella (S&D). Monsieur le Président, sur quoi avons-nous voté? C'est une objection que le Parlement a voulu formuler par rapport au renouvellement souhaité par la Commission européenne de cette substance dangereuse qu'est le glyphosate et ce, pour quinze ans.

C'était irresponsable, et nous avons bien fait d'émettre cette objection. Retenons l'aspect positif de ce que nous avons fait et du message que nous avons adressé aujourd'hui, qui est de dire qu'il n'est pas question de renouveler comme cela, sans analyse complémentaire et pour quinze ans, une autorisation portant sur un produit dangereux. Il s'agit d'interdire aussi les coformulants, qui augmentent la dangerosité de ce produit.

Mais je regrette cependant l'adoption de l'amendement 11 demandé par le groupe PPE, visant à obtenir malgré tout un renouvellement pour une durée limitée à sept ans. C'est comme si nous étions en train de traverser une rivière et que nous nous arrêtions au milieu. Cela n'a pas de sens! Cela dénature et affaiblit le message qu'on aurait dû donner aujourd'hui.

Voilà pourquoi, au final, les socialistes belges se sont abstenus sur cette résolution, qu'ils estiment évidemment pertinente, tout en regrettant, malheureusement, que le message perde de sa force du fait de l'autorisation octroyée pour sept années.

  Stanislav Polčák (PPE). Já se přiznám, že k této věci se můj názor vyvíjel, ještě pokud se tato námitka projednávala na minulém plénu, tak jsem si dovolil kritizovat pana komisaře za určitou laxnost v této věci, právě pokud jde o opatřování vědeckých poznatků. Bylo mi vysvětleno rovněž zástupci zemědělců, že glyfosát je sice pravděpodobně rakovinotvornou látkou, nicméně je stejně tak pravděpodobně rakovinotvornou látkou jako např. výfukové plyny z aut a ty také hned nezakážeme, aby jezdily.

Já jsem se tedy ve výsledku připojil k návrhu kompromisu, který tedy byl předložen zde v této sněmovně a byl tedy i schválen, a změnil jsem i svůj názor, který jsem měl minule a který jsem měl možnost prezentovat na plénu poté, kdy jsem byl seznámen s konkrétními poznatky, které prezentovali právě např. zemědělci.

Považuji za důležité, aby ta lhůta byla využita i pro další vědecké sledování nejen té látky samotné, ale i těch asi 500 derivátů, které se ještě kolem ní pohybují.

  Isabella Adinolfi (EFDD), per iscritto. ‒ Il glifosato è un diserbante sistemico per lo più impiegato nel settore agricolo, nel campo della silvicoltura e del giardinaggio. Si tratta di un erbicida non selettivo che provoca la morte della vegetazione erbacea e che, secondo alcuni studi pubblicati dall'Agenzia internazionale per la ricerca sul cancro, risulta probabilmente cancerogeno per l'uomo. I dati, confermati da prove acquisite in relazione agli uomini, agli animali ed in base a dati meccanicistici, sono tutt'ora contestati dal parere fornito dall'EFSA. L'Autorità europea per la sicurezza alimentare, infatti, smentisce la cancerogenicità del glifosato, rifiutandosi al contempo di pubblicare gli studi in suo possesso. Per queste ragioni ho espresso voto negativo al testo risultante, che di fatto rinnova l'uso del glifosato per altri sette anni.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ Este informe contiene aspectos positivos como que es crítico con los procedimientos de autorización, el impacto del glifosato en la fauna y flora y los residuos detectados. A mayores recomienda no utilizar el glifosato para usos no profesionales, no emplearlo en jardines, parques públicos o campos de juego o en aquellos casos en los que sistemas de gestión de plagas son suficientes.

Aun así he votado en contra porque en lugar de recomendar la prohibición absoluta de todos los productos que contengan glifosato, propone una renovación de su uso por siete años más.

  Louis Aliot (ENF), par écrit. ‒ J'ai voté contre ce texte sur l'objection au renouvellement de l'autorisation glyphosate car je considère que la valeur de cette objection n'est que symbolique.

En effet, le texte, tel qu'il a été voté au final, préconise une autorisation du glyphosate pour sept ans et suggère très peu de dispositions de restriction alors que ce produit a été maintes fois identifié comme très dangereux, tant pour les consommateurs que les agriculteurs.

Je me suis donc prononcé contre ce texte qui, en outre, ne tient pas compte du principe de précaution et n'oblige nullement la Commission à donner suite aux demandes du Parlement en la matière.

  Martina Anderson, Lynn Boylan and Liadh Ní Riada (GUE/NGL), in writing. – I voted against this resolution on the EU approval process for the chemical glyphosate. I do not believe that any such process calling itself a scientific safety assessment can be based on unpublished, industry-sponsored and non-peer-reviewed data.

Given that IARC, the well-respected cancer expert group of the World Health Organisation, using publicly available, peer-reviewed and independent data based on its strict policy on conflicts of interest, found that glyphosate was ‘probably carcinogenic’ raises serious concerns that the European Food Safety Authority (EFSA) found contradictory results (‘unlikely’ to cause cancer) just months later.

EFSA claims that the reason for its differing conclusion is because it included data the WHO did not include, but this data was excluded from the WHO assessment precisely because it did not meet its standards on independent and peer-reviewed data.

Scientific assessment should not be based on secret industry data and any approval process of glyphosate should be halted until EFSA releases the data it used to come to its conclusion. Not to do so risks further undermining confidence in the EU approval process as a whole.

  Eric Andrieu (S&D), par écrit. ‒ Je regrette que le Parlement européen n’ait pas suivi notre commission environnement, santé publique et sécurité alimentaire, qui avait demandé l’interdiction du glyphosate. La Droite européenne a, quant à elle, réussi son pari: empoisonner pour 7 ans de plus les citoyens européens. Déclaré "cancérigène probable" par l'Organisation mondiale de la santé (OMS) en mars 2015, le glyphosate reste l'herbicide le plus vendu au monde.

Plusieurs pays européens comme le Danemark, les Pays-Bas et la Suède ont décidé de l'interdire ou d'en limiter l'utilisation à cause de ses effets possibles, allant de malformations chez les nouveau-nés à l'autisme, en passant par des problèmes rénaux. "Il est de notre responsabilité d’appliquer le principe de précaution et de retirer du marché les molécules dangereuses qui menacent la santé de millions de citoyens européens, à commencer par celles des agriculteurs eux-mêmes", souligne le député européen.

L'urgence à très court terme est d'aider les producteurs utilisant le glyphosate en leur proposant des solutions alternatives. Cela passe par un accompagnement qui repose à la fois sur l'utilisation des produits les moins dangereux mais surtout sur le développement des bio-contrôles et un changement progressif des modèles de production.

  Νίκος Ανδρουλάκης (S&D), γραπτώς. ‒ Υπερψήφισα την ένσταση σύμφωνα με το άρθρο 106 για την ανανέωση της έγκρισης για τη δραστική ουσία γλυφοσάτ, γιατί η ένσταση είναι αντίθετη με το σχέδιο μέτρου, με την αιτιολογία ότι το σχέδιο εκτελεστικής πράξης αποτυγχάνει να εξασφαλίσει ένα υψηλό επίπεδο προστασίας της υγείας των ανθρώπων και των ζώων και του περιβάλλοντος, και αποτυγχάνει να εφαρμόσει την αρχή της προφύλαξης. Επομένως, είναι συμβατό με το στόχο και το περιεχόμενο της βασικής πράξης, και υπερβαίνει τις εκτελεστικές αρμοδιότητες που προβλέπονται στον κανονισμό (ΕΚ) αριθμό 1107/2009.

Υπάρχουν αντιφατικές απόψεις σχετικά με το γλυφοσάτ, με το Διεθνές Κέντρο Έρευνας για τον Καρκίνο (IARC) να ταξινομεί το γλυφοσάτ ως πιθανώς καρκινογόνα ουσία για τον άνθρωπο μετά την αξιολόγηση από ένα μεγάλο σώμα των επιστημόνων, και την Ευρωπαϊκή Αρχή Ασφάλειας Τροφίμων (EFSΑ), ενώ βασίζονται στην απόφασή σε αναδημοσιευμένες μελέτες που εκπονήθηκαν από τη βιομηχανία.

  Pascal Arimont (PPE), schriftlich. ‒ Solange weiterhin ernsthafte Bedenken über die krebserregenden Auswirkungen von Glyphosat bestehen, müssen weitere wissenschaftliche Studien durchgeführt werden. Alles andere widerspräche dem in der EU geltenden Vorsorgeprinzip. Daher habe ich einen entsprechenden Änderungsantrag unterstützt. Die Zulassung des Herbizids lediglich um sieben anstatt um fünfzehn Jahre zu verlängern und die Zulassung auf den professionellen Bereich zu beschränken, ist in meinen Augen keinesfalls ausreichend. Offenbar bestand mehrheitlich Zweifel an dem korrekten Einsatz des Herbizids, ansonsten hätte man keine Einschränkung der Zulassung für den professionellen Einsatz gefordert. Wenn die Gesundheit aber gefährdet wird, dann sowohl im heimischen Gartenbau als auch in der Landwirtschaft. Aus diesem Grunde halte ich die aktuelle Position des Parlaments für inkonsequent. Darüber hinaus ist es unerlässlich, dass Kommission und Mitgliedstaaten Forschung und Innovationen in Bezug auf kosteneffiziente Lösungen im Bereich der Erzeugnisse zur Schädlingsbekämpfung finanzieren. Nur so erreichen wir in Zukunft ein hohes Niveau des Schutzes der menschlichen und tierischen Gesundheit und der Umwelt.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Les députés du Front national avaient déposé une objection à l’autorisation du renouvellement du glyphosate par la Commission européenne, substance active considérée comme cancérigène par l’OMS et fortement présente dans l’alimentation. Le glyphosate est à la base d’un herbicide répandu en France et largement utilisé.

J'ai maintenu ma position en m’opposant au nouveau texte de l’objection proposé à Strasbourg.

Les députés Front national saluent la restriction de l’utilisation de ce produit aux seuls professionnels, comme le sont les agriculteurs. Il n’en demeure pas moins que la durée de renouvellement finalement décidée de 7 ans n’incite pas les industries chimiques à chercher des solutions de substitution, alors que la santé de nos agriculteurs et des consommateurs est en jeu!

J'aurais aimé voter pour une interdiction immédiate de cette substance, mais la crise qui frappe notre agriculture est suffisamment grave pour ne pas accabler plus encore les exploitants français.

Toutefois, le texte d’origine a été profondément modifié, ce qui nous a poussés à nous opposer à cette objection, dont le sens original a été dévoyé.

  Jonathan Arnott (EFDD), in writing. ‒ This was an incredibly difficult decision to take, and I found many constituents writing to me on both sides of the argument. I had to balance the public health concerns with the risks to farmers and crops if glyphosate does not continue to be used.

The difficulty lies in assessing the two questions: To what extent is glyphosate dangerous? At what level does it become toxic? My understanding of the situation, having reviewed the evidence as best I can, is that glyphosate could be a carcinogen but that the levels encountered are so low as to present little danger. Indeed, I note that glyphosate residues are pretty much even undetectable in food and water.

On the whole, I did not see sufficient evidence to convince me that a ban would be necessary.

  Jean Arthuis (ALDE), par écrit. ‒ Du fait des inquiétudes qui subsistent sur le caractère cancérigène et de perturbateur endocrinien du glyphosate, j'ai voté pour l'abaissement de la durée d'utilisation à 7 ans, au lieu des 15 proposés initialement, et uniquement à des fins professionnelles. Ce délai doit permettre à l'exécutif de lancer une étude indépendante sur la toxicité globale et la classification du glyphosate et de clarifier la dangerosité de la substance.

Néanmoins, l'Union européenne doit cesser de légiférer molécule chimique par molécule chimique et serait plus efficace en agissant de façon globale sur les substances nocives par un unique règlement. Cette méthode aurait pour bénéfice d’accroître la compréhension des normes et l'adaptation des utilisateurs de ces substances.

Enfin, il faut s'assurer que l'application de ces normes soit la même sur tout le sol européen et qu'elle n'encourage pas un dumping technologique entre les pays membres de l'UE.

Glifosatas – neselektyvus herbicidas, sunaikinantis visus žolynus. Iki šiol nėra išsklaidyti nuogąstavimai dėl šios cheminės medžiagos žalingo poveikio žmonių sveikatai, galinčio sukelti net vėžį. Parlamentas prašo Komisijos atsiimti savo įgyvendinimo reglamento projektą ir ragina Komisiją nepratęsti glifosato patvirtinimo galiojimo. Vietoj neriboto leidimo prekiauti glifosatu dar 15 metų atnaujinimo Europos Komisija turi pasitelkti nepriklausomą šio chemikalo poveikio vertinimą ir paviešinti Europos maisto saugos tarnybos duomenis, naudotus glifosato įvertinimui. Būtina užtikrinti, kad, remiantis glifosato kancerogeniškumo moksliniais įrodymais, būtų peržiūrėta glifosato klasifikacija.

  Zoltán Balczó (NI), írásban. ‒ A Környezetvédelmi, Közegészségügyi és Élelmiszer-biztonsági Bizottság – amelynek magam is tagja vagyok – kifogást nyújtott be a glifozát hatóanyagú növényvédő szerek forgalomba hozataláról szóló bizottsági végrehajtási rendelettervezettel szemben. Ebben a rendeletben az Európai Bizottság a maximális 15 évre kívánja meghosszabbítani ezeknek a szereknek az engedélyezését.

A Nemzetközi Rákkutatási Ügynökség 2015 márciusában a glifozátot az emberre valószínűleg rákkeltő hatást gyakorló anyagként sorolta be. Ezenkívül a glifozát az endokrin rendszert károsító tulajdonságokkal is rendelkezik. Ugyanakkor az Európai Élelmiszerbiztonsági Hatóság értékelése szerint a glifozát valószínűleg nem jelent karcinogén veszélyt az emberekre nézve.

Ebben a tisztázatlan, de aggodalomra okot adó helyzetben az elővigyázatosság elvét követve, a szakbizottság állásfoglalási indítványában felkérte a Bizottságot, hogy vonja vissza végrehajtási rendelete tervezetét és nyújtson be új javaslatot. A parlament plenáris ülése a beterjesztést számos ponton módosította, és az engedély megadását – egyéb feltételek teljesítését előírva – 7 év időtartamra határozta meg. Ez az időtartam megítélésem szerint megengedhetetlenül hosszú. Ennek ellenére a zárószavazásnál támogattam a módosított indítványt, mert az el nem fogadás eredményeként a Bizottság eredeti, feltételek nélküli, 15 évre vonatkozó döntése maradt volna érvényben.

  Gerard Batten (EFDD), in writing. ‒ There have been suggestions that the popular herbicide glyphosate could be carcinogenic – although it has been in widespread use for decades with no evidence of harm, and a number of studies find that used properly it represents no threat to human health. Banning glyphosate would substantially increase farmers’ costs, and could result in the use of other herbicides which may even be less safe than glyphosate. It would also require more cultivation and use of tractors, resulting in increased emissions. And after all that, we should still be importing cheaper foreign food products that had been grown with the benefit of glyphosate. UKIP does not support a ban given the very limited evidence of harm, but would support further research. We also believe that this decision should be made for the UK in the British parliament, not imposed from Brussels.

  Nicolas Bay (ENF), par écrit. ‒ Au nom du principe de précaution à l'égard d'un produit que le Centre international de recherche sur le cancer a décrit comme cancérigène, j'apporte mon soutien à l'objection déposée au renouvellement de l'agrément de la substance active glyphosate. Les arguments présentés par le monde scientifique – comme la fondation allemande Heinrich Böll qui a établi cette année une forte exposition des groupes les plus vulnérables au glyphosate – montre que la Commission, en autorisant cette substance antibiotique alors que la lutte contre l'usage massif des antibiotiques est un sujet récurrent dans la réglementation européenne, a dépassé ses domaines de compétence, ce qui légitime cette objection.

  Beatriz Becerra Basterrechea (ALDE), por escrito. ‒ He votado a favor de esta Resolución, que garantiza una mayor precaución con respecto a la salud y el medioambiente mediante la utilización de criterios científicos.

La Autoridad Europea de Seguridad Alimentaria (EFSA) evalúa en base a criterios científicos rigurosos la aprobación del glifosato. Sin embargo, existen conclusiones dispares entre los análisis de esta y el estudio del Centro Internacional de Investigaciones sobre el Cáncer (CIIC). La EFSA estimó que algunos de los estudios que el CIIC no había valorado revestían una importancia fundamental para la evaluación final. De acuerdo con esta agencia y con el Bundesinstitut für Risikobewertung (BfR), es «improbable» el riesgo para la salud. Ambos concluyeron que el glifosato cumple las normas requeridas para la aprobación de su uso y no plantea ningún riesgo para la salud humana, animal ni para el medio ambiente.

Por lo tanto, no hay que dejarse llevar por sensacionalismos ni descartar su prohibición. Debemos ser responsables con el medio ambiente y también con los agricultores. Por todo ello mi posición es la de rebajar la prórroga de 15 años —como proponía la Comisión Europea— a 5 años para su futura revisión, la aclaración por parte de la comunidad científica y el uso profesional del glifosato.

  Bendt Bendtsen (PPE), skriftlig. ‒ Jeg har i dag stemt for, at tilladelsen til brug af glyphosat forlænges, men jeg støtter en mere begrænset periode end den, Kommissionen lægger op til - 7 år frem for 15 år. Jeg håber, at medlemslandene og Kommissionen tager Parlamentets synspunkter i betragtning, når de tager stilling til forlængelsen til maj.

Jeg er klar over, at venstrefløjen har agiteret kraftigt for et fuldt forbud mod glyphosat, men jeg mener, at vi har fundet et kompromis, der tilgodeser både landbruget og sundheden, og er baseret på det videnskabelige grundlag, vi har tilgængeligt nu.

Jeg er tilfreds med, at vi samtidig opfordrer til klare restriktioner for brug af glyphosat - både for private og professionelle. Jeg synes særligt, at brugen af glyphosat ved nedvisning bør begrænses - altså sprøjtning lige inden høst, hvor der er stor risiko for at influere fødekæden. Vi skal sikre, at stoffet bruges korrekt, og at der tages højde for sundhed og sikkerhed.

Det er vigtigt at slå fast, som vi har gjort det i dag, at tilladelsen kan og bør trækkes tilbage, hvis vi får nye oplysninger om sundhedsrisici. Jeg forventer, at Kommissionen løbende vurderer videnskabelige data og tilbagekalder godkendelsen, hvis der er grundlag for det.

  Brando Benifei (S&D), per iscritto. ‒ Il glifosato è un particolare tipo di erbicida non selettivo che è in grado di causare la morte di tutta la vegetazione erbacea sulla quale viene posto. Gli studi scientifici hanno dimostrato una sua azione anche su altri tipi di organismi come alghe, funghi e batteri sui quali agisce, come nelle piante, andando ad interferire sulla via dello shikimato. Si tratta di un tipo di azione che, nel caso dei batteri, causa cambiamenti nella risposta agli antibiotici. Secondo l'Agenzia internazionale per la ricerca sul cancro il glifosato risulterebbe essere una sostanza probabilmente cancerogena per l'uomo benché su questo, le conclusioni dell'EFSA, basate su studi non resi pubblici, siano di parere opposto. L'esistenza di una serie di dubbi in merito al potenziale cancerogeno del glifosato si lega anche alle preoccupazioni sulla sua interferenza endocrina e sulle conseguenze che esso sembrerebbe generare sulle vie metaboliche dei vertebrati, in particolare relativamente ai danni epatorenali riscontrati da diversi studi. Ritenendo per tutti questi motivi che il regolamento di esecuzione della Commissione non garantisca standard elevati per la protezione della salute e dell'ambiente, ho deciso di votare a favore dell'obiezione presentata oggi in Parlamento.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Hemos votado en contra dado que las enmiendas aprobadas no reflejan el resultado de los debates que hemos tenido en la Comisión. Es una irresponsabilidad que se pida la renovación del glifosato por siete años. Apelamos a las autoridades competentes a aplicar el principio de precaución ante el informe de la Organización Mundial de la Salud (OMS), que determinó que el glifosato es «probablemente cancerígeno para los seres humanos». Sin embargo, hay razones de sobra para pensar que la EFSA (Agencia Europea de Seguridad Alimentaria), cuyo estudio llegó a conclusiones contrarias al de la OMS, no es del todo independiente y, por lo tanto, debemos poner en cuestión sus recomendaciones. No podemos permitir que se comercialice en Europa una sustancia con estas características, que se utiliza como herbicida para nuestros campos, y acaba en los alimentos que ingerimos.

  Joëlle Bergeron (EFDD), par écrit. ‒ Beaucoup de nos collègues, avant de voter cette résolution, ne savaient sans doute pas, avant que le sujet ne fût mis à l'ordre du jour, que le glyphosate est un herbicide non sélectif absorbé par les feuilles et ayant une action généralisée, autrefois produit sous brevet, ce brevet, nous a-t-on expliqué, étant tombé dans le domaine public en 2000.

Mais là n'était pas la question. Dans le débat qui a eu lieu dans notre hémicycle sur la question s'il fallait oui ou non faire renouveler par la Commission l'approbation de la substance, deux logiques se sont affrontées, dont l'une est guidée par le principe de précaution et préconise la non-approbation, tandis que l'autre estime que les études scientifiques effectuées sur la nocivité du produit suffisent à en autoriser la diffusion. N'étant pas moi-même spécialiste de la question, je me suis pour ma part rangée du côté du principe de précaution et j'ai voté contre l'approbation, quitte à revoir ma position si de nouvelles études concluantes devraient démontrer que cette prudence n'était finalement pas nécessaire.

  Dominique Bilde (ENF), par écrit. ‒ Je me suis opposée à ce texte qui, si originellement faisait objection au renouvellement d'agrément pour le glyphosate, a, au final, conduit à son autorisation pour une durée de 7 ans, et ne suggère que quelques dispositions de restrictions. Il n'a pas retenu par exemple, l'interdiction de l'utilisation du glyphosate dans les parcs et jardins publics.

Je rappelle que le Centre international de recherche sur le cancer avait auparavant décrit le glyphosate comme produit "probablement cancérigène", prudence que ne partage pourtant pas l'agence européenne de sécurité des aliments. Les risques liés au glyphosate sont pourtant établis, notamment dans ses formulations commerciales. Vu les divergences de vues sur ce sujet entre le CIRC et l'EFSA sur le sujet, le doute persiste et appelle au respect du principe de précaution.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šios rezoliucijos, kurioje Europos Parlamentas pateikia poziciją, kad Komisijos įgyvendinimo reglamento projektas dėl veikliosios medžiagos glifosato pratęsimo neužtikrina aukšto lygio žmonių ir gyvūnų sveikatos bei aplinkos apsaugos. Europos Parlamentas prašo Komisijos atsiimti savo įgyvendinimo reglamento projektą ir pateikti komitetui naują projektą. Be to, Parlamentas ragina Komisiją nepratęsti glifosato patvirtinimo galiojimo ir nustatyti aiškų koformuliantų, kurių neleidžiama įtraukti į augalų apsaugos produktų sudėtį, sąrašo parengimo terminą. Taip pat jis ragina Komisiją skubiai užtikrinti, kad, remiantis glifosato kancerogeniškumo moksliniais įrodymais, būtų peržiūrėta glifosato klasifikacija, taip pat, remiantis endokrininę sistemą ardančių cheminių medžiagų moksliniais horizontaliaisiais kriterijais, peržiūrėtos galimos endokrininę sistemą ardančios savybės. Šalia to, Komisija ir EFSA, atsižvelgdamos į viršesnį visuomenės interesą atskleisti informaciją, turi nedelsiant paskelbti visus mokslinius įrodymus, kuriais buvo remtasi teigiamai klasifikuojant glifosatą ir teikiant pasiūlymą dėl patvirtinimo galiojimo pratęsimo. Be to, Komisija turėtų įgalioti savo Maisto ir veterinarijos tarnybą išbandyti ir stebėti glifosato likučius ES pagamintuose maisto produktuose ir gėrimuose bei importuotoje produkcijoje.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem ustrezno dopolnjeno resolucijo Evropskega parlamenta o osnutku izvedbe uredbe Komisije o podaljšanju odobritve aktivne snovi glifosat.

Tudi sam kot sadjar že 25 let uporabljam glifosat kot enega od herbicidov, ki je v sadjarstvu in vinogradništvu najpogosteje uporabljen. Tistim, ki uporabljamo te pripravke, nam je v velikem interesu, da pridemo do prave resnice o njegovih stranskih učinkih. Tako smo v poročilu preventivno prepolovili dobo odobritve iz predlaganih 15 na 7 let.

Hkrati smo predlagali Komisiji, da temeljito preveri učinke na zdravje in v kolikor se izkaže, da nekatere raziskave, ki namigujejo na kancerogenost, imajo strokovno podlago, tudi takoj ukrepa in pripravek umakne s trga.

Glede na to, da se omenjeni herbicid uporablja že zadnjih 40 let, ugotavljanje znanstvenih dejstev o posledicah uporabe ne bi smela biti težava.

Ker trenutno herbicid nima pravega nadomestka na trgu, bi takojšnja prepoved uporabe precej prizadela evropsko kmetijstvo, hkrati pa ne bi vplivala na države izven EU, npr. ZDA, ki je daleč največja potrošnica glifosata, predvsem pri pridelavi gensko spremenjenih organizmov.

Verjamem v zrelost Evropske komisije, da se bo stvari posvetila in preverila vsa dejstva in navedbe, ki danes krožijo naokoli ter po potrebi ustrezno ukrepala.

  Biljana Borzan (S&D), napisan. ‒ Kontroverze oko produljenja dozvole za glifosat su daleko nadišle doseg spomenute odluke Komisije, no to se moglo izbjeći da produljenje nije predloženo na maksimalnih 15 godina. Komisija uporno podcjenjuje brzinu kojom se javno mišljenje razvija i zato su sukobi oko implementacijskih i delegiranih akata u zadnje vrijeme sve učestaliji.

Vjerojatnost da su glifosati kancerogeni se ne smije tek tako umanjivati i odbacivati i zato smatram da je 7 godina predugo razdoblje. Ipak, bolji je takav prigovor nego nikakav prigovor. Potrebno je što prije izvršiti nepristrana ispitivanja i nepobitno ustvrditi stvarno stanje.

  Renata Briano (S&D), per iscritto. ‒ Ho detto no all'uso del glifosato in agricoltura sostanza utilizzata per produrre la quasi totalità dei pesticidi. Ho, infatti, respinto la proposta della Commissione europea di rinnovare l'autorizzazione all'uso del glifosato per i prossimi quindici anni, in base al principio di precauzione, dato che non sono disponibili dati certi sui potenziali effetti cancerogeni. Con i colleghi italiani del gruppo ci siamo opposti anche agli emendamenti del Partito popolare europeo che proponevano l'autorizzazione per un più breve periodo di tempo. Il Parlamento ha espresso la propria opinione e inviato un messaggio chiaro alla Commissione europea e agli Stati membri che nelle prossime settimane saranno chiamati a discutere nuovamente e a decidere.

  Steeve Briois (ENF), par écrit. ‒ J'ai voté contre l'objection au renouvellement de l'autorisation du glyphosate car je considère que la valeur de cette objection est uniquement symbolique. En effet, le texte, tel qu'il a été voté au final, préconise une autorisation du glyphosate pour sept ans et suggère très peu de dispositions visant à restreindre ce produit sur le marché alors qu'il a été maintes fois identifié comme très dangereux tant pour les consommateurs que pour les agriculteurs.

Je me suis donc prononcé contre ce texte qui ne tient pas compte du principe de précaution et n'oblige nullement la Commission à donner suite aux demandes du Parlement.

  Daniel Buda (PPE), în scris. ‒ Am votat împotriva Obiecției în temeiul articolului 106 din Regulamentul de procedură: reînnoirea aprobării substanței active glifosat, dat fiind faptul că propunerea Comisiei avea la bază studiile EPSA din care reieșea în mod clar și neîndoielnic că această substanță nu a fost dovedită ca fiind cu potențial dăunător pentru sănătatea omului. Mai mult, există dispoziții suficient de clare care reglementează posibilitatea și chiar obligația ca o substanță să fie retrasă de pe piață atunci când se constată că ea ar putea deveni dăunătoare pentru sănătatea animalelor. De altfel, eliminarea de pe piață a acestei substanțe și combaterea buruienilor prin mijloace mecanice ar provoca perturbări climatice, ca urmare a diseminării în aer a gazelor de la mașinile agricole, ceea ce ar accentua puternic fenomenul cunoscut sub denumirea de „efect de seră”. Cu toate acestea, apreciez că cercetările trebuie să continue, în vederea identificării unor mecanisme și soluții care să permită combaterea eficientă a buruienilor și care, în același timp, să constituie o garanție pentru sănătatea omului.

  Gianluca Buonanno (ENF), per iscritto. ‒ L'EFSA ha rilevato che il glifosato (l'ingrediente principale del diserbante Roundup della Monsanto) non ha probabilità di essere cancerogeno o genotossico (dannoso per il DNA), ottenendo il plauso entusiasta dalla Monsanto medesima. Invece, l'Agenzia internazionale per la ricerca sul cancro (IARC) dell'OMS ha rilevato che il glifosato è "probabilmente" cancerogeno per l'uomo (Gruppo 2A).

La revisione della valutazione del rischio della sostanza attiva glifosato curata dall'EFSA è limitata al glifosato in sé; mentre lo IARC ha rivisto il glifosato unitamente ai suoi prodotti formulati, che sono più rilevanti nella valutazione dei rischi per la salute dell'uomo e la biodiversità. La decisione della Commissione oggetto della presente obiezione, pertanto, appare un atto unilaterale che non tiene conto dei rischi e del consenso intergovernativo.

  Soledad Cabezón Ruiz (S&D), por escrito. ‒ El glifosato es una sustancia química ampliamente utilizada en los plaguicidas, tratándose del principal herbicida utilizado en agricultura.

Existen estudios contradictorios de organismos independientes internacionales (IARC-OMS, EFSA) sobre un posible efecto carcinógeno, entre otros posibles efectos nocivos dañinos para la salud humana, y si se trata del componente base o de los coformulantes.

La Comisión Europea ha presentado su propuesta de reglamento de ejecución por la que se autoriza la renovación de la autorización por un periodo de 15 años, periodo máximo posible, que excluye el uso de la tallowamina para su uso en productos fitosanitarios que contengan glifosato entre otros coformulantes.

Sin embargo, el PE propone en su resolución (no vinculante) que sea por un periodo de 7 años, apelando al principio de precaución y al de revocar la autorización en el caso de que la investigación a llevar a cabo y/o otros hallazgos confirmen efectos nocivos serios para la salud humana, en cumplimiento de la regulación europea sobre uso de pesticidas.

Al mismo tiempo, se pide a la Comisión que se lleve a cabo un uso adecuado y profesional del pesticida en cuestión y lo limite en los espacios públicos como medida de precaución.

  Matt Carthy (GUE/NGL), in writing. ‒ I voted against this resolution on the EU approval process for the chemical glyphosate. I do not believe that any such process calling itself a scientific safety assessment can be based on unpublished, industry-sponsored and non-peer-reviewed data.

Given that IARC, the well-respected cancer expert group of the World Health Organisation, using publicly available, peer-reviewed and independent data based on its strict policy on conflicts of interest, found that glyphosate was ‘probably carcinogenic’ raises serious concerns that the European Food Safety Authority (EFSA) found contradictory results (‘unlikely’ to cause cancer) just months later.

EFSA claims that the reason for its differing conclusion is because it included data the WHO did not include, but this data was excluded from the WHO assessment precisely because it did not meet its standards on independent and peer-reviewed data.

Scientific assessment should not be based on secret industry data and any approval process of glyphosate should be halted until EFSA releases the data it used to come to its conclusion. Not to do so risks further undermining confidence in the EU approval process as a whole.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ Il glifosato è il diserbante sistemico che registra il più elevato volume di produzione a livello globale; è un erbicida non selettivo che provoca la morte di tutta la vegetazione erbacea ed è impiegato nel 76% dei casi nel settore agricolo ma anche nella silvicoltura, nel contesto urbano e nel giardinaggio. Nel marzo 2015 l'Agenzia internazionale per la ricerca sul cancro ha classificato il glifosato come "probabilmente cancerogeno per l'uomo" in base a "prove limitate" di effetti cancerogeni sull'uomo (derivanti da casi di esposizione reale ed effettiva), "prove sufficienti" di tumori negli animali da laboratorio (da studi sul glifosato "puro"), nonché "prove solide" di dati meccanicistici riguardanti la cancerogenicità (genotossicità e stress ossidativo) del glifosato "puro" e dei formulati contenenti glifosato. Ciononostante, l'Autorità europea per la sicurezza alimentare ha completato una valutazione paritetica del glifosato ed è giunta alla conclusione che è improbabile che il glifosato rappresenti una minaccia di cancro per l'uomo e si è peraltro rifiutato di rendere pubblici gli studi. Ho quindi votato contro il rinnovo dell'autorizzazione del glifosato.

  Dita Charanzová (ALDE), písemně. ‒ Hlasovala jsem proti této námitce, protože mám za to, že proces hodnocení účinné látky glyfosát je transparentní, podléhá pevným pravidlům a také kontrole ze strany ČS, nezávislých institucí a občanů. Poskytuje také dostatečné záruky, že při prokázaných negativních účincích pesticidní účinné látky bude sjednána okamžitá náprava. Usnesení EP v této věci by vytvořilo precedens, který by popřel věrohodnost dosavadních postupů založených na vědecky podložených závěrech hodnocení EFSA a na možnosti členských států posoudit rizika formulací přípravků a rozhodovat o nich na národní úrovni.

  Κώστας Χρυσόγονος (GUE/NGL), γραπτώς. ‒ Η σημερινή ψηφοφορία ως προς την πρόταση ψηφίσματος για το σχέδιο εκτελεστικού κανονισμού της Επιτροπής σχετικά με την ανανέωση της έγκρισης της δραστικής ουσίας glyphosate σύμφωνα με τον κανονισμό του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου για τη διάθεση φυτοπροστατευτικών προϊόντων στην αγορά, καθώς και για την τροποποίηση του παραρτήματος του εκτελεστικού κανονισμού, αφορά ένα τεχνικό αλλά ιδιαιτέρως σημαντικό ζήτημα. Αποτελεί υποχρέωσή όλων μας η πολύ προσεκτική ανάλυση και απόφαση σχετικά με ζητήματα που αφορούν χημικά ή φαρμακευτικά στοιχεία. Θεωρώ πως η πρόταση αυτή δεν διαθέτει επαρκή στοιχεία υποστήριξης της ανανέωσης έγκρισης της συγκεκριμένης ουσίας. Και για αυτό το λόγο αποφάσισα να καταψηφίσω.

  Alberto Cirio (PPE), per iscritto. ‒ Si è molto discusso in questi giorni in parlamento riguardo l'utilizzo del glifosato e delle implicazioni sulla salute che questa sostanza può avere, con questo voto ho voluto chiarire la mia posizione in merito. È chiaro come il glifosato sia oggigiorno l'erbicida dall'impiego più diffuso al mondo, diffusione che l'ha reso sempre più necessario nella produzione agricola. Recenti studi hanno intentato precisare le implicazioni che questa sostanza può apportare alla salute dell'uomo in particolare l'Autorità europea per la sicurezza alimentare (EFSA) ha concluso che "è improbabile che il glifosato costituisca un pericolo di cancerogenicità per l'uomo". Il mio intento con questo voto è stato quello di ricercare un compromesso equilibrato che tenga conto dell'incertezza scientifica e del fatto che non ci siano, ad oggi, valide alternative. Ho votato quindi a favore perché sono totalmente d'accordo con la proposta di innalzare nuovi livelli di sicurezza che renderanno più severo il controllo dei residui di glifosato negli alimenti in quanto sono dell'idea che, soprattutto quando si parla di salute, la prevenzione non è mai troppa.

  Birgit Collin-Langen (PPE), schriftlich. ‒ Ich habe für den Bericht gestimmt, denn ich unterstütze den gefundenen Kompromiss als vorübergehende Lösung. Die verkürzte Verlängerung von sieben Jahren unter sehr engen Voraussetzungen kann ein gangbarer Kompromiss sein, der meinen und den mir vorgetragenen Bedenken Rechnung trägt: Die Verwendung von Glyphosat für den privaten Gebrauch darf nicht fortgeführt werden, und ich unterstütze das Verbot des Einsatzes von Glyphosat auf öffentlichen Plätzen und Parkanlagen, so wie dies derzeit in meinem Bundesland bereits praktiziert wird. Auch einige Mitgliedstaaten haben dies bereits entsprechend gesetzlich geregelt, und viele Städte und Kommunen haben in dieser Richtung schon Initiativen gestartet. An vorderster Stelle steht die Gesundheit!

I welcome the possibility for Member States to apply the precautionary principle where there is scientific uncertainty as to risks with regard to human or animal health or the environment posed by the plant products to be authorised in their territory, particularly but not only on substances which are potentially carcinogenic to humans.

A mayores recomienda no utilizar el glifosato para usos no profesionales, no emplearlo en jardines, parques públicos o campos de juego o en aquellos casos en los que sistemas de gestión de plagas son suficientes.

Aun así he votado en contra porque en lugar de recomendar la prohibición absoluta de todos los productos que contengan glifosato, propone una renovación de su uso por siete años más.

L'obiettivo primario dell'Unione europea deve continuare a essere la difesa della salute dei cittadini. L'Organizzazione mondiale della sanità ritiene il glifosato "probabilmente cancerogeno". È una indicazione che non possiamo ignorare e da cui non possiamo prescindere. Oggi abbiamo ottenuto un risultato solo in parte positivo, ma questo aspetto positivo dobbiamo rilanciarlo e far giungere chiaro il messaggio alla Commissione, ossia che non è possibile, come pure si era tentato di fare, rinnovare, senza ulteriori analisi e per quindici anni, l'autorizzazione per su un prodotto pericoloso.

  Andi Cristea (S&D), în scris. ‒ Glifosatul este un erbicid care distruge toată vegetația, indiferent de natura ei, și este folosit în agricultură în proporție de 76%. Am votat pentru clasificarea acestui erbicid drept factor de risc și agent cancerigen, acesta interacționând de foarte multe ori cu uzul casnic sau alimentația. Am votat pentru încredințarea sarcinii de testare către Oficiul Alimentar si Veterinar, pentru a monitoriza reziduurile de glifosat.

De asemenea, Comisia și EFSA ar trebui să își prezinte în regim de urgență dovezile care au stat la baza clasificării glifosatului și autorizarea de folosire a acestuia deși reprezintă un factor carcinogen, deci unul de risc major.

  Edward Czesak (ECR), na piśmie. ‒ Glifosat jest substancją aktywną stosowaną w środkach ochrony roślin i dopuszczoną do obrotu we wszystkich państwach członkowskich. Poddana jest ścisłym zasadom, które dopuszczają stosowanie, jeżeli nie wywiera ona negatywnych skutków dla zdrowia ludzkiego i środowiska. Dopuszczenie glifosatu do obrotu wygaśnie 30 czerwca 2016 r. Proponowane przedłużenie dopuszczenia do obrotu – przedmiot tego sprzeciwu – wydano zgodnie z rozporządzeniem 1107/2009. Przewiduje ono szczegółową ocenę bezpieczeństwa i wpływu na środowisko przeprowadzaną przez EFSA i Niemcy (działające jako państwo sprawozdawca). Dochodzenie zakończyło się stwierdzeniem, że glifosat nie powoduje nieakceptowalnych zagrożeń, jeżeli jest stosowany odpowiednio – wynik ten jest zbieżny z innymi ocenami.

Dodatkowo środek wykonawczy przewiduje, że substancja POE-tallowamine (mieszana z glifosatem w celu osiągnięcia pestycydu) powinna być wyłączona z produkcji środków ochrony roślin zawierających glifosat, a także że lista negatywna podobnych substancji zostanie wydana w lipcu 2016 r. Mając na uwadze fakt, iż dokument nie zapewnia wysokiego poziomu ochrony zdrowia ludzkiego i zdrowia zwierząt oraz środowiska, nie stosuje się do zasady ostrożności, a tym samym nie jest zgodny z aktem podstawowym, czyli rozporządzeniem 1107/2009, zagłosowałem przeciwko.

  Michel Dantin (PPE), par écrit. ‒ Dans cette proposition de résolution, une majorité de gauche souhaitait objecter au renouvellement de l'autorisation du glyphosate. Je considère toutefois qu'une interdiction pure et simple de ce produit largement utilisé dans l'agriculture serait irresponsable vis à vis des professionnels de ce secteur déjà en crise. De plus, sans alternative techniquement et économiquement viable, cette décision aurait un impact contre-productif en termes de sécurité sanitaire et environnementale.

Par conséquent, je me félicite de l'adoption des amendements que nous avons déposés avec mes collègues du groupe PPE, afin de préserver la compétitivité du secteur agricole tout en garantissant un haut niveau de sécurité sanitaire. Nous proposons de réduire la durée d’autorisation de 15 à 7 ans, afin de prendre en compte l’absence de consensus parmi les scientifiques, mais aussi le temps nécessaire pour les professionnels agricoles pour s’adapter à d’éventuels changements réglementaires.

Nous préconisons par ailleurs un encadrement plus strict de l’utilisation du glyphosate, en le limitant aux professionnels, en renforçant la formation des agriculteurs et en interdisant son usage avant les récoltes. Nous devons enfin pouvoir à tout moment réviser l'autorisation si de nouvelles preuves scientifiques justifient l’interdiction du produit. Au regard de ces éléments, j'ai soutenu cette résolution.

  Philippe De Backer (ALDE), in writing. – I have voted against this resolution because it undermines the trust in the European Food and Safety Authority EFSA, a key EU agency. EFSA was created in 2002 after it had become clear that there was great necessity of such an agency, as Member States individually failed to effectively prevent a number of food crises. I strongly believe in the expertise and trustworthiness of this agency and therefore do not agree to the criticism that this resolution brings towards it.

The main argument by opponents of glyphosate was its probability of being carcinogenic. After having taken knowledge of the fact that EFSA has taken into account hundreds of studies, I have again no other choice than placing my trust in EFSA. Specifically, they base their studies on the fact that there is great difference in the study results depending on whether the product is used in a concentrated or a diluted form. In addition, glyphosate is of great importance to our agricultural sector and therefore for food security in the EU. In sum, I believe that emotions should not prevail over scientific evidence in such matter, and that it is therefore not the politician’s place to question EFSA’s competences when it is clearly doing its job.

  Angélique Delahaye (PPE), par écrit. ‒ Un débat a vu le jour sur le risque de cancérogénicité du glyphosate, désherbant total, suite aux conclusions de l'Autorité Européenne de Sécurité des Aliments et du Centre International de Recherche sur le Cancer. Le glyphosate est utilisé par de nombreux agriculteurs européens, il n'existe pas d’alternative économiquement viable garantissant la santé humaine. Les préoccupations des citoyens doivent cependant être entendues.

J'ai donc proposé des amendements, au nom du Groupe PPE, limitant et encadrant l'autorisation de mise sur le marché: 7 ans au lieu de 15 (proposé par la Commission), autorisation qui devra être revue en fonction des analyses de l'Agence Européenne des Produits Chimiques pour fin 2017; système de certification pour les professionnels; limitation et/ou interdiction pour les non-professionnels; accélération du travail de la Commission et des États membres sur la liste de co-formulant à interdire; renforcement de la recherche et de l'innovation vers des alternatives au glyphosate.

Ces points essentiels ayant été adoptés par mes collègues, j'ai voté pour la résolution. Sur ce dossier il était important d'avoir une approche plus pragmatique que politique afin de proposer une solution au blocage en cours entre la Commission et les États membres.

  Andor Deli (PPE), írásban. ‒ A glifozát nevű növényvédőszer rákkeltő hatása kapcsán számos aggodalomra okot adó kutatási eredmény látott napvilágot, ezért fokozott figyelemmel kell eljárni a hatóanyag uniós engedélyének meghosszabbítása során.

Jelenleg az összes gyomirtó közül a glifozát a legnépszerűbb szer a világon, amelynek globális használata drámaian nőtt az elmúlt 40 évben. Problémát jelent, hogy ezen növényvédőszert számos tagállamban a nagyüzemi mezőgazdasági termeléstől kezdve az erdőgazdálkodáson át a hobbikertészkedésig – megfelelő szakképesítés és felhasználási korlátozás nélkül – szinte bárki alkalmazhatja.

Véleményem szerint a Néppárti Frakció által kínált kompromisszum alkalmas arra, hogy megfelelő egyensúlyt teremtsen az európai polgárok aggodalmai és a mezőgazdasági szereplők jogos érdekei között.

Az elfogadott módosító indítvány szerint az Európai Bizottságnak 15 helyett csak 7 évre, szakképesítéshez kötött, szigorú felhasználási korlátozásokkal szabadna megújítania a glifozát forgalomba hozatali engedélyét. Ezzel párhuzamosan gondoskodnia kell a glifozát toxicitásának független felülvizsgálatáról annak rákkeltő hatását, továbbá a hormonháztartást zavaró anyagokkal kapcsolatos tulajdonságait illetően. Kiemelendő, hogy az engedély bármikor visszavonható, ha időközben új bizonyítékok merülnek fel a szer biztonságosságát illetően.

Mindezen garanciák beépítése a glifozát Magyarországon már bevett gyakorlatnak számító, fenntartható használatát eredményezheti Európában is.

  Mark Demesmaeker (ECR), schriftelijk. ‒ Ik heb de resolutie waarin wordt gevraagd om verlenging van de licentie van de actieve stof glyfosaat met 7 jaar, niet gesteund. Over het hete hangijzer in dit dossier, namelijk de vraag of glyfosaat al dan niet kankerverwekkend is, bestaat momenteel immers geen wetenschappelijke consensus. Het Europees Agentschap voor Voedselveiligheid (EFSA) en het Internationaal Agentschap voor Kankeronderzoek van de Wereldgezondheidsorganisatie (IARC) komen tot verschillende conclusies. Het valt ook niet uit te sluiten dat glyfosaat hormoonverstorende eigenschappen heeft.

Daarom pleit ik voor meer onderzoek waarbij de rol van de zogeheten co-formulanten of hulpstoffen grondig wordt beoordeeld. Bij deze hulpstoffen ligt immers een belangrijke verklaring voor de wetenschappelijke onenigheid. Waar EFSA in haar analyse focust op de actieve stof glyfosaat (in overeenstemming met zijn opdracht), heeft IARC ook hulpstoffen geanalyseerd. De uitgangspunten van de risicoanalyses zijn dus verschillend. Iedereen weet dat men geen appels met peren kan vergelijken. Ook de Europese Commissie lijkt dat te beseffen: waarom zou de Commissie anders de mogelijke verlenging van de licentie voor glyfosaat koppelen aan een verbod op tallowamine als co-formulant?

Meer onderzoek en meer transparantie dringen zich op om de vele onzekerheden in dit dossier in het belang van volksgezondheid en milieu weg te nemen.

  Jean-Paul Denanot (S&D), par écrit. ‒ Plus connu sous le nom Round up, l'herbicide glyphosate devrait bientôt être interdit en Europe, à charge pour le secteur de la recherche, en lien avec le monde agricole, de trouver des produits et des méthodes de substitution respectueux de l'environnement et d'accélérer les reconversions. La Commission européenne entendait prolonger l’autorisation de 15 ans. Au final, la majorité des députés a opté pour une prolongation plus courte, ramenée à 7 ans. C’est à mon sens un demi-succès. J’encourage les acteurs du monde agricole encore utilisateurs du glyphosate à se tourner le plus rapidement possible vers d’autres substances actives non toxiques au bénéfice de leur santé et de celle de l’ensemble des citoyens.

  Gérard Deprez (ALDE), par écrit. ‒ Etant donné les inquiétudes qui subsistent sur le caractère cancérigène et de perturbateur endocrinien du glyphosate, je n’étais absolument pas d’accord de renouveler pour 15 ans son autorisation de mise sur le marché. J’étais en faveur d’une brève période de prolongation (2-5 ans) de cette autorisation, ce qui devait permettre en particulier aux agriculteurs d’avoir alors accès à des solutions alternatives. Comme le premier amendement mis au vote prévoyait une période de 7 ans et uniquement à des fins professionnelles, j’ai voté en faveur de celui-ci de crainte que l’objection soit in fine rejetée.

  Jørn Dohrmann (ECR), skriftlig. ‒ Jeg er glad for, at det lykkedes at nå frem til et kompromis, hvor Parlamentet blev enigt om at forlænge godkendelsen af glyphosat.

Stoffet skaber stor videnskabelig debat, men der er i mine øjne ikke tilstrækkeligt belæg for, at stoffet er skadeligt i en udstrækning, der kræver et forbud.

Undersøgelser af stoffet skal fortsætte, så længe der hersker tvivl, og vi har mulighed for at trække godkendelsen tilbage, hvis ny afgørende viden kommer frem. At indføre et forbud på et så usikkert grundlag, som det, der hidtil er blevet præsenteret af bl.a. IARC, ville dog være uholdbart. Glyphosat er et meget vigtigt redskab for vores trængte landbrug. Jeg er glad for, at de ikke skal have endnu et problem at bekymre sig om.

I am opposed to the renewal of the licence for the weed killer glyphosate, but Parliament voted to renew it for a further seven years. I welcome the serious concerns highlighted in the resolution, such as a ban on its use close to public playgrounds and gardens, but it did not go as far as I wanted. I have received strong lobbying in opposition to glyphosate from my constituents in Wales, and until the health and environmental concerns are dealt with, I cannot support its approval.

  Fredrick Federley (ALDE), skriftlig. ‒ Vi röstade om ett icke-bindande yttrande till kommissionen över förnyat tillstånd för glyfosat. För mig var det viktiga att speciellt lyfta fram de principiella frågeställningarna kring hur unionen ska hantera kemikalier. Jag menar att det är viktigt att hålla sig till principen att det inte är politiker som ska göra vetenskapliga bedömningar utan att det är något som ska lämnas till vetenskapen.

I Europa har vi en ordning där Efsa som vetenskaplig expert gör den vetenskapliga analysen som vi sedan baserar ett eventuellt tillstånd på. Så som regelverket ser ut i dag finns det möjlighet att återta ett tillstånd för ett ämne ifall det framkommer vetenskapliga fakta som gör att den vetenskapliga analysen kommer fram till en annan slutsats. Det är viktigt att denna möjlighet används och att Efsa gör nya analyser om nya fakta framkommer.

Vad gäller glyfosat kan jag konstatera att Efsa har gett en rekommendation till kommissionen som gör att den har kunnat föreslå ett förlängt tillstånd för glyfosat. För mig är det viktiga inte hur många år som ett tillstånd ges utan att vi har ett system där kemikalier kan få ett godkännande som baseras på en vetenskaplig analys som gjorts av experter, inte av politiker.

  José Manuel Fernandes (PPE), por escrito. ‒ Os produtos fitofarmacêuticos contendo glifosato são uma das ferramentas preferidas dos agricultores portugueses como herbicidas sistémicos, devido à sua eficácia e ao seu baixo custo. Atualmente representam 70% do volume total de vendas de herbicidas em Portugal, sendo utilizados em vinha, fruteiras, olivais e cereais. A sua utilização está enquadrada nos programas de apoio às explorações no âmbito do PDR 2020.

Por isso, concordo com as conclusões da Agência Europeia para a Segurança dos Alimentos, que dissocia o potencial carcinogénico do glifosato, associando—o a um co-formulante (taloamina), que, este sim, deve merecer, da parte das autoridades, uma especial atenção.

  João Ferreira (GUE/NGL), por escrito. ‒ Os resultados da investigação sobre a toxicidade do glifosato feita pela Autoridade Europeia para a Segurança dos Alimentos são contraditórios com a conclusão da Agência da Organização Mundial de Saúde para a Investigação do Cancro, quanto à classificação do potencial carcinogénico desta substância em humanos.

Foi identificado um elevado risco a longo prazo em quase todas as utilizações de glifosato para vertebrados terrestres não visados, incluindo mamíferos e aves. A utilização deste herbicida – não seletivo – não elimina apenas as ervas daninhas, mas todas as plantas, assim como as algas, bactérias e fungos, causando um impacto negativo significativo na biodiversidade e no ecossistema.

Apesar disso, a Comissão Europeia propõe a autorização de utilização do glifosato até 2031, ou seja, pelo período máximo possível, para qualquer utilização, sem quaisquer restrições (com exceção de um dos mais de 500 coformulantes), apenas sob reserva de informações confirmatórias relativas às propriedades perturbadoras do sistema endócrino.

A proposta da Comissão Europeia não garante, portanto, o desejável elevado nível de proteção da saúde humana e animal e do ambiente e não aplica o princípio da precaução.

Defendemos, por isso, a não renovação da aprovação do glifosato e o estabelecimento de um calendário para a criação de uma lista de coformulantes não aceites para inclusão em produtos fitofarmacêuticos.

  Monika Flašíková Beňová (S&D), písomne. ‒ Glyfosát je účinná látka široko používaná v herbicídoch. Schválenie účinnej látky glyfosátu v Európskej únii skončí 30. júna 2016. Tento návrh opatrení, s výhradou k tejto námietke, obnovuje schválenie účinnej látky glyfosátu na maximálnu povolenú dobu 15 rokov. Existujú protichodné názory ohľadom glyfosátu vo vzťahu k Medzinárodnej agentúre WHO pre výskum rakoviny, ktorá klasifikuje glyfosát ako pravdepodobne karcinogénny pre ľudí po vyhodnotení veľkej skupiny vedeckých dôkazov. Na druhej strane, Európsky úrad pre bezpečnosť potravín nepripúšťa žiadne nebezpečenstvo. Svoje tvrdenia však založil na nepublikovaných štúdiách z oblasti priemyslu. Táto námietka je proti návrhu opatrení s odôvodnením, že návrh vykonávacieho aktu nedokáže zabezpečiť vysokú úroveň ochrany zdravia ľudí aj zvierat a životného prostredia a nedokáže uplatňovať zásadu predbežnej opatrnosti. Zastávam názor, že Európska komisia by nemala obnoviť schválenie glyfosátu a mala by zabezpečiť nezávislé preskúmanie jeho klasifikácie na základe dostupných vedeckých dôkazov a štúdií.

It is scaremongering to claim that glyphosate-based products are not thoroughly checked before they can be sold to the public and that they do not undergo stringent scientific assessment.

British farmers would experience a significant loss in their arable and horticultural yields were such products to be pulled from the market, and face a significant increase in costs in controlling weed growth.

  Doru-Claudian Frunzulică (S&D), in writing. ‒ There are contradicting opinions regarding glyphosate, with a WHO International Agency for Research on Cancer (IARC) classifying glyphosate as probably carcinogenic to humans after evaluating a large body of scientific evidence, and the European Food Safety Authority (EFSA) dismissing any danger while basing its decision on unpublished studies commissioned by the industry. Moreover, there are serious doubts as regards a possible mode of action in relation to the endocrine disrupting properties of glyphosate, and in the absence of proper scientific horizontal criteria an endocrine-mediated mode of action cannot be ruled out.

The objection opposes the draft measure on the grounds that the draft implementing act fails to ensure a high level of protection of both human and animal health and the environment, fails to apply the precautionary principle, is therefore not compatible with the aim and the content of the basic instrument, and exceeds the implementing powers provided for in Regulation (EC) No 1107/2009.

I believe the Commission should not renew the approval of glyphosate and should rapidly ensure an independent review of the classification of glyphosate based on all available scientific evidence relating to carcinogenicity of glyphosate as well as possible endocrine disruptive properties.

Jelenleg az összes gyomirtó közül a glifozát a legnépszerűbb szer a világon, amelynek globális használata drámaian nőtt az elmúlt 40 évben. Problémát jelent, hogy ezen növényvédőszert számos tagállamban a nagyüzemi mezőgazdasági termeléstől kezdve az erdőgazdálkodáson át a hobbikertészkedésig – megfelelő szakképesítés és felhasználási korlátozás nélkül – szinte bárki alkalmazhatja.

Véleményem szerint a Néppárti Frakció által kínált kompromisszum alkalmas arra, hogy megfelelő egyensúlyt teremtsen az európai polgárok aggodalmai és a mezőgazdasági szereplők jogos érdekei között.

Az elfogadott módosító indítvány szerint az Európai Bizottságnak 15 helyett csak 7 évre, szakképesítéshez kötött, szigorú felhasználási korlátozásokkal szabadna megújítania a glifozát forgalomba hozatali engedélyét. Ezzel párhuzamosan gondoskodnia kell a glifozát toxicitásának független felülvizsgálatáról annak rákkeltő hatását, továbbá a hormonháztartást zavaró anyagokkal kapcsolatos tulajdonságait illetően. Kiemelendő, hogy az engedély bármikor visszavonható, ha időközben új bizonyítékok merülnek fel a szer biztonságosságát illetően.

Mindezen garanciák beépítése a glifozát Magyarországon már bevett gyakorlatnak számító, fenntartható használatát eredményezheti Európában is.

Kiemelendő, hogy az engedély bármikor visszavonható, ha időközben új bizonyítékok merülnek fel a szer biztonságosságát illetően.

  Francesc Gambús (PPE), por escrito. ‒ He votado a favor de la Resolución puesto que hemos podido enmendar el texto original con el objetivo de dar un plazo de adaptación tanto a los agricultores como a los productores, salvaguardando también la salud pública. La propuesta planteada, que suponía la supresión del uso de los productos con glifosato, hubiera supuesto una gran inseguridad para los agricultores, pero también para los usuarios, así como un gran coste para un sector ya de por sí gravemente dañado, tal como debatimos ayer en el Pleno. Creo que la solución planteada se orienta a la sustitución del uso de dicha sustancia a medio plazo, garantizando así el principio de precaución y garantizando que la sustitución se pueda hacer de forma progresiva desde los sectores profesionales que la utilizan.

  Jens Gieseke (PPE), schriftlich. ‒ Durch einige Kampagnen wurden in den vergangenen Wochen irreführende Informationen verbreitet. Hierzu zählen die behaupteten Gesundheitsgefahren von Spuren von Glyphosat in deutschem Bier. Dieser Vorwurf wurde vom Bundesinstitut für Risikobewertung (BfR) umgehend widerlegt: Die in den Bieren gefundenen Rückstände lagen 1000-fach unter den von den Behörden festgesetzten Rückstandshöchstwerten. Auf Grundlage der Berechnungen des BfR müsste ein Erwachsener täglich etwa 1000 Liter Bier trinken, um den gesundheitsrelevanten Grenzwert zu überschreiten. Vorher wäre natürlich bereits die Menge des aufzunehmenden Alkohols oder Wassers tödlich.

Sowohl das BfR als auch die Europäische Behörde für Lebensmittelsicherheit stufen Glyphosat unter Beachtung entsprechender Grenzwerte als unbedenklich ein. Ein Verbot von Glyphosat wäre vor diesem Hintergrund unverhältnismäßig.

Als EVP setzen wir uns für eine fundierte Gesetzgebung auf Grundlage von Fakten, wissenschaftlichen Studien und Folgenabschätzungen ein. Im Parlament haben wir uns mit einem Kompromiss gegen ein unverhältnismäßiges Verbot starkgemacht. Die Zulassung für das Pflanzenschutzmittel, das für die Landwirtschaft erhebliche Bedeutung hat, soll um sieben Jahre (statt ursprünglich 15) verlängert werden.

  Julie Girling (ECR), in writing. ‒ As a firm proponent of evidence-based policy-making in the regulation of agricultural technologies, the UK delegation welcomes Parliament’s decision to reject calls to ban glyphosate. The authorisation of active substances is based on the scientific evaluation of a rapporteur Member State and EFSA. This process views glyphosate to be safe, when used appropriately, and concludes that glyphosate is not carcinogenic. Ignoring this advice would set a dangerous precedent and undermine the EU’s entire risk assessment system.

However, the UK delegation still considers the basis for this objection resolution remains fundamentally flawed. It is incorrect to argue that the Commission’s implementing measure fails to ensure a high level of protection and is incompatible with Regulation 1107/2009. All active substances authorised for use undergo a comprehensive assessment to ensure they pose no unacceptable risk. Moreover, the resolution misuses the precautionary principle, dismisses the existing regulatory framework for the sustainable use of pesticides and attempts to forge a link between glyphosate and potential endocrine disrupting properties despite both EFSA and the USEPA concluding that there is no evidence of such effect.

For these reasons the UK Delegation cannot support the resolution.

  Sylvie Goddyn (ENF), par écrit. ‒ L'objection au renouvellement du glyphosate n'est malheureusement que symbolique: la Commission n'est aucunement obligée de donner suite aux demandes du Parlement.

Face aux dangers que représente cet herbicide, j'ai soutenu tous les amendements visant à restreindre le plus possible son utilisation : interdiction d'utilisation aux non-professionnels, restriction des usages agricoles, interdiction de certains usages agricoles ou encore interdiction pour une utilisation agricole quand d'autres méthodes suffisent. En 2015, j'avais moi-même déposé une objection à des OGM tolérants au glyphosate notamment pour les risques que présente ce produit.

Si l'interdiction de ce produit serait une grande décision de santé publique, elle devrait indiscutablement s'accompagner de l'interdiction d'importation des produits traités au glyphosate.

Le texte tel que voté par le parlement préconise finalement une autorisation pour une durée de 7 ans, et ne suggère que quelques dispositions de restrictions. Il n'a pas retenu par exemple, l'interdiction de l'utilisation du glyphosate dans les parcs et jardins publics.

Avec cette durée de sept ans, le texte laisse courir de nombreux risques aux consommateurs et aux agriculteurs et ne tient pas compte du nécessaire principe de précaution. J'ai donc voté contre ce texte.

  Tania González Peñas (GUE/NGL), por escrito. ‒ Hemos votado en contra dado que las enmiendas aprobadas no reflejan el resultado de los debates que hemos tenido en la Comisión. Es una irresponsabilidad que se pida la renovación del glifosato por siete años. Apelamos a las autoridades competentes a aplicar el principio de precaución ante el informe de la Organización Mundial de la Salud (OMS), que determinó que el glifosato es «probablemente cancerígeno para los seres humanos». Sin embargo, hay razones de sobra para pensar que la EFSA (Agencia Europea de Seguridad Alimentaria), cuyo estudio llegó a conclusiones contrarias al de la OMS, no es del todo independiente y, por lo tanto, debemos poner en cuestión sus recomendaciones. No podemos permitir que se comercialice en Europa una sustancia con estas características, que se utiliza como herbicida para nuestros campos, y acaba en los alimentos que ingerimos.

  Nathalie Griesbeck (ALDE), par écrit. ‒ Le glyphosate est une substance controversée qui est probablement cancérigène pour l'homme. Les risques sanitaires liés à l’utilisation de cet herbicide proviennent du fait que les résidus de glyphosate sont présents dans l’environnement et dans de nombreux produits de consommation quotidienne et qu'ils ne sont pas métabolisés par l’homme. Au nom de la protection de la santé des consommateurs, je m’oppose avec force au renouvellement de l’autorisation de commercialisation du glyphosate.

La résolution initiale a été modifiée par un amendement demandant la mise en place d'une période de transition de 7 ans, contre lequel j'ai voté. J'ai néanmoins voté en faveur de cette résolution car il était pour moi important que le Parlement objecte et demande à la Commission de revoir sa proposition initiale.

  Françoise Grossetête (PPE), par écrit. ‒ J'ai voté en faveur de ce texte car il vise à encadrer plus strictement la mise sur le marché du glyphosate, un produit utilisé dans de nombreux herbicides dont le fameux "Round-up" de Monsanto. Étant donné les controverses qui subsistent autour du glyphosate, nous avons demandé à la Commission de ne renouveler son autorisation que pour une période de sept ans, au lieu des quinze initialement proposés, et seulement à des fins professionnelles.

En l'absence aujourd'hui d'alternatives viables, une interdiction pure et simple du produit aurait eu un impact dévastateur pour les agriculteurs pour lesquels il est très utile. C'est pourquoi le texte souligne également l'urgence de financer la recherche afin de trouver rapidement des substances alternatives viables, efficaces et sûres.

  Sylvie Guillaume (S&D), par écrit. – Présent dans 750 désherbants et détecté chez 44% des citoyens, le glyphosate est partout alors qu’il a été classé comme "probablement cancérogène" par l’OMS. C’est pourtant dans ce contexte que la Commission européenne s’est prononcée en faveur d’un renouvellement de l’autorisation du glyphosate pour les quinze prochaines années.

Nous sommes une nouvelle fois devant un dossier géré de façon totalement opaque par la Commission: impossible de connaitre la composition du comité d’experts ni même d’avoir accès aux documents de travail alors que la EFSA fait preuve d'une absence d’indépendance flagrante. Cette posture est inacceptable alors que c’est la santé des Européens qui est en jeu.

C’est pourquoi avec mon groupe nous avons déposé une résolution d’objection à l’acte d’exécution de la Commission. Lors de la séance plénière, des amendements ont changé le sens de résolution et j’ai voté contre l’autorisation pour 7 ans car une interdiction immédiate est nécessaire. 7 ans, même pour mettre en place une transition, c’est beaucoup trop long. En revanche, j’ai voté pour la résolution finale parce que son objet principal est de lancer un message à la Commission européenne et aux États membres, pour défendre des solutions alternatives respectueuses de la santé publique.

Därför invänder vi mot att kommissionen förnyar tillståndet för glyfosat 15 år framöver. För att resolutionen inte skulle fällas tvingades vi i omröstningen till vissa kompromisser.

Πληθώρα ανεξάρτητων ερευνών αποκαλύπτουν σειρά ανησυχητικών ευρημάτων όσον αφορά την υγεία και το περιβάλλον. Η θέση μας ήταν υπέρ της μη ανανέωσης της έγκρισης του φυτοφαρμάκου και ότι θα έπρεπε να προχωρήσουμε ακόμα ένα βήμα παραπέρα ζητώντας την απόσυρση του. Δυστυχώς, η θέση μας δεν υιοθετήθηκε και για αυτό καταψηφίσαμε την έκθεση.

EFSA has declared it is unlikely to pose a carcinogenic hazard. IARC categorises it as probably carcinogenic – in the same category as red meat, lead compounds, frying emissions and biomass fuel. Properly used by trained operators the chemical can be safely used and assist conservation agriculture which seeks to be more climate and environmentally friendly.

I also support continued research into alternative and effective herbicides and pesticides.

  Brice Hortefeux (PPE), par écrit. ‒ J’ai choisi d’approuver la résolution du Parlement européen relative à l’objection sur le glyphosate qui me paraît suffisamment prudente compte tenu des études scientifiques divergentes sur la nocivité de ce produit de désherbage et de l’inexistence d’alternative économiquement viable et sans danger pour la santé humaine.

Je n’ignore pas les préoccupations des citoyens et c’est pourquoi, ma collègue Angélique Delahaye, elle-même agricultrice, a proposé de nombreuses solutions comme la limitation voire l’interdiction de la vente aux non professionnels, la formation des professionnels, la limitation de l’utilisation avant récolte, la prolongation de l’autorisation limitée à 7 ans et le renforcement de la recherche pour trouver d’autres alternatives.

Ceux qui prônent une interdiction immédiate doivent bien comprendre la folie d’une telle décision. Les agriculteurs qui sont déjà écrasés par la crise agricole ne se remettraient pas de l’interdiction de ce produit essentiel à leur activité.

L’interdiction du glyphosate, c’est une pelletée de terre dans la tombe des agriculteurs. Si nous voulions tuer l’agriculture française déjà bien accablée, nous ne pourrions pas mieux nous y prendre.

Il est vrai qu’il nous restera toujours les produits importés dont nous ne connaissons pas la composition pour nous nourrir!

  Richard Howitt (S&D), in writing. ‒ With 1.4 million farmed hectares across the East of England and GBP 998 million worth of income stemming from farming in my region in 2014, I understand the importance of listening to the views of our farmers. I received many letters emphasising the assistance provided to farmers by products containing glyphosate and I am grateful for them. I also received many representations from constituents raising concerns about its safety – and those of other chemical products – particularly as many people come into contact with them.

That is why I voted for this report which will urge the Commission to undertake further work to establish the level of any harm to health and the environment that is caused.

My vote is not a vote against glyphosate itself and I do not want to ban farmers from using a popular herbicide without a substitute being available. The outcome does not ban the product, but simply denies a 15 year approval for its continued use at this stage. I think the responsible thing to do is seek approval for a shorter time span, undertake further scientific investigation, and vote for more robust safety assessments of any chemical which can potentially cause cancer.

The actual decision will be taken by representatives of the 28 EU Member States in the European Commission’s Standing Committee on Plants, Animals, Food and Feed.

I recognise that the science is not entirely settled on glyphosate. Therefore, it would not be right to ignore concerns and write a blank cheque for glyphosate through a standard 15-year re-authorisation with no conditions. In particular, the European Chemicals Agency is launching a review of glyphosate, which should report by the end of 2017. I felt it appropriate to support amendments calling for a compromise approach: a re-authorisation for 5-7 years.

Following a complex series of votes, with more than 50 conflicting amendments having been tabled, MEPs have chosen not to endorse the position taken by our Environment Committee, which had called for an outright ban. Instead, our majority opinion was to suggest a seven-year approval, with some conditions attached. I think that position is reasonable in the circumstances, and voted in favour of it.

  Anneli Jäätteenmäki (ALDE), kirjallinen. ‒ Äänestin glyfosaatin käytön jatkamisen puolesta. Haluan kuitenkin, että jatkossa sitä voivat käyttää vain ammattilaiset ja nykyistä rajoitetummin. Mielestäni olisi kohtuutonta kieltää glyfosaatin käyttöä maanviljelystä, mikäli tarjolla ei ole parempia vaihtoehtoja.

Seitsemän vuoden jatkoaika käytölle on hyvä kompromissi. Haittoja pitää tutkia kattavasti ja korvaavia ympäristöystävällisempiä aineita tulee kehittää mahdollisimman nopeasti.

Olen myös valmis tarkastelemaan glyfosaatin käyttöä uudelleen, mikäli uutta tieteellistä näyttöä sen haittavaikutuksista saadaan.

Huomautan myös, että esimerkiksi Suomessa glyfosaatin käyttö leipäviljan kuivatukseen on jo kielletty.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam protiv Rezolucije Europskog parlamenta o nacrtu provedbene uredbe Komisije o produljenju odobrenja aktivne tvari glifosata u skladu s Uredbom Parlamenta i Vijeća o stavljanju na tržište sredstava za zaštitu bilja i o izmjeni Priloga Provedbenoj uredbi (EU) br. 540/2011 jer se u tekstu rezolucije ne vidi nedvosmisleno i precizno da je uporaba glifosata vrlo opasna za ljudsko zdravlje i zdravlje životinja. Kako mnoge studije pokazuju da upotreba glifosata vrlo vjerojatno doprinosi razvoju raka na ljudskom organizmu, glasao sam protiv ove rezolucije.

  Jean-François Jalkh (ENF), par écrit. ‒ La Commission européenne a proposé de reporter à une date ultérieure indéterminée la publication de la liste des adjuvants interdits. Dans le même temps, la Commission parvient à être dans la précipitation et à rester évasive dans ses intentions réglementaires. Ce paradoxe est aussi contraire au principe de précaution au regard de la santé des consommateurs et des agriculteurs. La transparence demeure un élément essentiel dans la réglementation et pour l’encadrement des pratiques agricoles et de l’utilisation des produits phytosanitaires. Les élus FN ont quant à eux demandé le financement de solutions alternatives pour l'agriculture. D’où mon vote favorable à ce texte.

  Diane James (EFDD), in writing. – There have been suggestions that the popular herbicide glyphosate could be carcinogenic – although it has been in widespread use for decades with no evidence of harm, and a number of studies find that used properly it represents no threat to human health. Banning glyphosate would substantially increase farmers’ costs, and could result in the use of other herbicides which may even be less safe than glyphosate. It would also require more cultivation and use of tractors, resulting in increased emissions. And after all that, we should still be importing cheaper foreign food products that had been grown with the benefit of glyphosate. UKIP does not support a ban given the very limited evidence of harm, but would support further research. We also believe that this decision should be made for the UK in the British parliament, not imposed from Brussels.

  Marc Joulaud (PPE), par écrit. ‒ J'ai voté en faveur du rapport de mes collègues Pavel Poc, Kateřina Konečná, Bas Eickhout, Piernicola Pedicini, Mark Demesmaeker, Sirpa Pietikäinen, Frédérique Ries concernant l’objection en vertu de l'article 106 du renouvellement de l'agrément de la substance active glyphosate. De nombreux agriculteurs en Europe ont recours au glyphosate comme agent chimique de base pour le désherbage.

Hélas, à l’heure actuelle, aucune alternative économiquement viable et inoffensive pour la santé humaine ne peut être proposée aux agriculteurs. Ainsi, l'utilisation de ce produit doit être encadrée: il s’agit de limiter une utilisation renouvelée de ce produit, de limiter voire de proscrire sa vente aux particuliers, de former les professionnels et de limiter l'utilisation de cette substance avant récolte. Simultanément, il est impératif de mettre au point une liste de co-formulant à proscrire et renforcer la recherche ainsi que l'innovation dans ce secteur afin de trouver des alternatives viables.

Cette résolution a été adoptée à une large majorité, ce dont je me félicite.

  Philippe Juvin (PPE), par écrit. ‒ J'ai voté en faveur de la résolution finale portant sur un renouvellement de l'autorisation du glyphosate. Le rapport de l'agence indépendante européenne de sécurité des aliments (EFSA) avait conclu que cette substance ne présentait pas de risque cancérigène pour l'homme. Le prolongement de cette autorisation n'empêchera pas l'imposition de règles strictes sur le contrôle de ces substances. De plus, une suppression du Glyphosate serait un coup dur pour les agriculteurs qui l'utilisent car il n'y a pas d'alternative pour le moment.

Le délai de 7 ans permettra ainsi de trouver une voie de sortie permettant de prendre en compte les enjeux de l'agriculture mais aussi la défense des citoyens et de l'environnement.

Oprócz wykorzystywania w ogrodnictwie czy leśnictwie środek ten stosuje się przede wszystkim do ochrony upraw w rolnictwie, a od czasu jego wejścia na rynek w 1974 r. produkcja glifosatu wzrosła niemal 260-krotnie. Myślę, że świadczy to o jego skuteczności i bezpieczeństwie dla zdrowia ludzi, zwierząt oraz roślin.

Zgodnie z ustaleniami z 2002 r. Komisja Europejska w drodze rozporządzenia wykonawczego zaproponowała odnowienie zezwolenia na wprowadzanie glifosatu do obrotu.

Uważam, że nie należy usuwać z rynku jednego z najpopularniejszych i najskuteczniejszych składników wykorzystywanych do produkcji środków ochrony roślin bez naukowo uzasadnionych argumentów i rzetelnych dowodów świadczących o jego szkodliwości dla ludzi i środowiska. Nie stwarzajmy dodatkowych utrudnień naszym rolnikom, którzy i tak w ostatnich latach znajdują się w ciężkiej sytuacji. Jednocześnie pamiętajmy, że jeśli zabronimy stosowania substancji zbadanych i sprawdzonych, wzrośnie ryzyko wykorzystania produktów zastępczych, znacznie bardziej szkodliwych, a przy tym rozprowadzanych nielegalnie. A to byłaby już bardzo niemądra decyzja.

  Krišjānis Kariņš (PPE), rakstiski. – Eiropas Parlamenta plenārsesijā Strasbūrā es balsoju par iebildumu izteikšanu saskaņā ar Reglamenta 106. pantu attiecībā uz aktīvās vielas “glifosāta” apstiprinājuma atjaunošanu. Eiropas Komisijas priekšlikums paredzēja atjaunot aktīvās vielas glifosāta atļauju uz nākamajiem 15 gadiem. Eiropas Parlamenta rezolūcija un iebildums uzsver glifosāta iespējamo bīstamību un iespējamās negatīvas sekas cilvēku veselībai, līdz ar to iebilstot pret šādas vielas lietošanas atļaušanu uz tik ilgu laika periodu. Eiropas Parlamenta rezolūcija paredz, ka šo vielu atļauj lietot uz nākamajiem 7 gadiem, bet, ja ar jauniem pētījumiem atklāj un var uzskatāmi pierādīt, ka attiecīgā viela vairs neatbilst apstiprināšanas kritērijiem, Komisija var atsaukt aktīvās vielas apstiprinājumu.

Turklāt dalībvalstis var pašas nacionālā līmenī izlemt, vai tās vēlas šo vielu atļaut vai tomēr aizliegt. Rezolūcija arī uzsvēr, ka kaitīgā viela būtu izmantojama tikai profesionālā līmenī, un aicina Komisiju ieteikt dalībvalstīm ierobežot vai aizliegt glifosāta pārdošanu neprofesionāliem lietotājiem. Apsverot man zināmo informāciju, es uzskatu, ka veselības apsvērumu dēļ ir pareizi neatļaut glifosāta atjaunošanu uz 15 gadiem, atļaujot to uz daudz īsāku laika periodu un ar daudz stingrākiem noteikumiem attiecība uz tā lietošanu.

  Tunne Kelam (PPE), in writing. ‒ I voted in favour of this report. My group proposed a compromise to counter the proposal on glyphosates presented by the Commission.

Renewal of the use of glyphosate cannot be allowed without applying the strictest conditions, and it should not be extended to 15 years. I support cutting the time to 7 years – a temporary limited renewal, under strict conditions and with a clear indication that the Commission should withdraw their approval if it no longer satisfies the criteria.

Although the concentrations of glyphosate remain below legal thresholds, it still poses a possible risk to human and animal health and to environment. Therefore the decision by the Commission to renew the approval of glyphosate in the proposed form is unacceptable.

I also welcome the call to prohibit or at least limit the use of glyphosate in private sector and on public ground and to take more co-formulants off the market.

  Kateřina Konečná (GUE/NGL), písemně. ‒ Ve středu 13. 4. se hlasovalo o naší námitce proti obnovení schválení herbicidu glyfosát pro použití v EU. Na začátek musím říci, že jsem velmi zklamaná celkovým výsledkem hlasování. Nutnost hlasovat proti Vámi předloženému textu není nikdy příjemnou zkušeností. Naše námitka byla pokřivena pravicovými frakcemi, které navrhly pozměňovací návrhy tak, aby oslabily úplný zákaz glyfosátu v EU. A bohužel se jim je podařilo přijmout. Nakonec totiž uspěl pozměňovací návrh vyzývající Komisi, aby bez dalšího hodnocení obnovila autorizaci glyfosátu na dalších 7 let. Tímto se z původního textu, který měl říci ne používání glyfosátu v EU, stal bianco šek pro Komisi v duchu: pokud použití povolíte na 7 let, je nám úplně jedno na základě čeho tak činíte. Malou útěchou může být snad jen to, že návrh vyzývá Komisi, aby používání této látky povolila jen odborníkům. Glyfosát je karcinogenní jak pro zvířata, tak pravděpodobně pro lidi a jeho povolení by dle mého názoru nemělo být jakkoliv nadále prodlužováno. Jedná se odporný hazard se zdravím evropských občanů. Také je to zcela proti vůli více jak 2/3 občanů Evropské unie. Vzhledem k tomu, že se z přijatého znění úplně vytratil jeho původní smysl, byla jsem nucena hlasovat proti tomuto návrhu.

  Ádám Kósa (PPE), írásban. ‒ A glifozát nevű növényvédőszer rákkeltő hatása kapcsán számos aggodalomra okot adó kutatási eredmény látott napvilágot, ezért fokozott figyelemmel kell eljárni a hatóanyag uniós engedélyének meghosszabbítása során.

Jelenleg az összes gyomirtó közül a glifozát a legnépszerűbb szer a világon, amelynek globális használata drámaian nőtt az elmúlt 40 évben. Problémát jelent, hogy ezen növényvédőszert számos tagállamban a nagyüzemi mezőgazdasági termeléstől kezdve az erdőgazdálkodáson át a hobbikertészkedésig – megfelelő szakképesítés és felhasználási korlátozás nélkül – szinte bárki alkalmazhatja.

Véleményem szerint a Néppárti Frakció által kínált kompromisszum alkalmas arra, hogy megfelelő egyensúlyt teremtsen az európai polgárok aggodalmai és a mezőgazdasági szereplők jogos érdekei között.

Az elfogadott módosító indítvány szerint az Európai Bizottságnak 15 helyett csak 7 évre, szakképesítéshez kötött, szigorú felhasználási korlátozásokkal szabadna megújítania a glifozát forgalomba hozatali engedélyét. Ezzel párhuzamosan gondoskodnia kell a glifozát toxicitásának független felülvizsgálatáról annak rákkeltő hatását, továbbá a hormonháztartást zavaró anyagokkal kapcsolatos tulajdonságait illetően. Kiemelendő, hogy az engedély bármikor visszavonható, ha időközben új bizonyítékok merülnek fel a szer biztonságosságát illetően.

Mindezen garanciák beépítése a glifozát Magyarországon már bevett gyakorlatnak számító, fenntartható használatát eredményezheti Európában is.

Der Wirkstoff Glyphosat gehört zu den am besten kontrollierten Wirkstoffen, die in der Europäischen Union verwendet werden.

Ich habe mich bei der Abstimmung enthalten, weil die Entscheidung über die Neuzulassung nur auf Basis aktueller wissenschaftlicher Evaluierung fallen soll.

Das europäische Zulassungsverfahren stellt sicher, dass jeder Wirkstoff unter ständiger Aufsicht kontrolliert wird. Damit ist sicher: Bei Vorliegen neuer wissenschaftlicher Fakten werden Pflanzenschutzmittel nicht mehr zugelassen. Sie werden nur verwendet, solange sie den hohen Standards der Europäischen Union entsprechen.

  Constance Le Grip (PPE), par écrit. ‒ Comme une majorité de mes collègues, j’ai voté l’objection relative au renouvellement de l’autorisation de mise sur le marché de la substance glyphosate, ce désherbant total particulièrement utilisé dans l'agriculture, en raison des multiples réserves et doutes émis dans cette objection quant à l’éventuelle nature cancérogène de ce produit.

Nous avons finalement voté pour un renouvellement de l’autorisation de mise sur le marché du glyphosate pour 7 ans seulement au lieu des 15 ans proposés par la Commission européenne et pour la limitation de l'usage du glyphosate aux seuls professionnels.

Nous avons par conséquent soutenu la demande adressée par la Commission européenne aux fabricants de glyphosate afin qu'ils publient les éléments techniques supplémentaires de nature à déterminer avec précision si cette substance peut ou non s’avérer cancérogène pour l'homme.

  Patrick Le Hyaric (GUE/NGL), par écrit. ‒ Ce vote valide la ré-autorisation des pesticides au glyphosate malgré leurs dangers prouvés sur la santé.

L'autorisation prolongée pour 7 ans de ce pesticide résume parfaitement les doutes existants sur l'impartialité de l'EFSA, l'organisme européen chargé d'analyser les risques sanitaires des produits mis sur le marché. Alors que l'OMS estime ce pesticide, produit par la firme Monsanto, cancérigène et qu'il existe des doutes sérieux sur son rôle comme perturbateur endocrinien (c'est à dire qu'il influe sur la composition hormonales de notre organisme), l'EFSA prolonge son autorisation!

La décision du Parlement est ubuesque puisque tout en reconnaissant ces risques, il valide la ré-autorisation en la limitant à 7 années au lieu des 15 proposées par la Commission, et uniquement aux professionnels. De plus la restriction de l'utilisation de ce pesticide par de nombreuses interdictions (interdit dans les aires de jeu, parcs publics, avant les récoltes), sonne comme autant d'aveux, dont on ne tire aucune conséquence.

Comment faire la différence entre professionnels et particuliers? Comment s'assurer que l'utilisation de ce pesticide respecte toutes ces restrictions?

Le Parlement aurait été bien mieux inspiré de refuser cette autorisation comme je l'ai fait et comme le prônait sa commission environnement.

  Marine Le Pen (ENF), par écrit. ‒ J’ai voté contre la résolution sur la substance active glyphosate. Le Centre international de recherche sur le cancer avait décrit le glyphosate comme produit "probablement cancérigène", prudence que ne partage pas l’EFSA, l’agence européenne de sécurité des aliments. Les risques du glyphosate sont établis notamment dans ses formulations commerciales dont la toxicité est augmentée par la présence de co-formulants. Le glyphosate est par ailleurs considéré comme un antibiotique, et un brevet est même déposé pour une telle utilisation.

Or, la lutte contre l’antibio-résistance et contre l’usage massif des antibiotiques est un sujet récurrent dans la réglementation européenne. Les amendements 32, 35 et 20 étaient importants. Ils proposaient de ne pas approuver l’autorisation pour les utilisations non professionnelles, et de ne pas approuver l’utilisation du produit juste avant les récoltes. L’amendement 20 s’appuyait sur le principe de précaution. Comme juste l’amendement 32 a été adopté, j’ai voté contre le texte.

  Gilles Lebreton (ENF), par écrit. ‒ J’ai voté contre cette résolution car elle accepte trop facilement l’utilisation du glyphosate juste avant les récoltes. Or c’est un produit toxique qui est ensuite présent dans les aliments.

L’amendement du groupe ENL, qui visait à rappeler l’existence de conflits d’intérêts au sein des organismes qui produisent des études sur le sujet, a hélas été rejeté.

Svým hlasem proti námitce vznesené Výborem pro životní prostředí jsem de facto podpořil rozhodnutí Evropské komise prodloužit povolení pro používání chemické látky glyfosátu. Chemická látka glyfosát je používaná běžně v zahrádkářství a zemědělství na ochranu před škůdci. Látka nemá prokazatelný nezpochybnitelný negativní vliv na lidské zdraví a jsem pro to, aby se dál mohla používat a její vliv na zdraví lidí mohl být dále zkoumán.

  Louis-Joseph Manscour (S&D), par écrit. ‒ L'herbicide glyphosate est utilisé depuis plus de 30 ans. Commercialisé sous le nom de Round up, il a été déclaré "cancérigène probable" par l'Organisation mondiale de la santé en mars 2015. Il s'agit pourtant de l'herbicide le plus vendu au monde.

Présent dans plus de 750 désherbants, ce produit dangereux a récemment été détecté chez 44% des citoyens européens n'ayant jamais été en contact direct avec l'herbicide. Nous consommons donc quotidiennement cet herbicide, sans le savoir et surtout sans le vouloir.

À notre plus grande surprise, l'Autorité européenne de sécurité des aliments (EFSA) a jugé "improbable" le risque cancérigène du glyphosate et la Commission européenne a récemment recommandé, le renouvellement de l'autorisation de mise sur le marché du glyphosate pour 15 ans, soit jusqu'en 2031.

Cette résolution, appelait initialement à la Commission européenne de ne pas renouveler l'autorisation de mise sur le marché du glyphosate. Hélas, un amendement déposé par la droite européenne a été approuvé par une courte majorité, et demande un renouvellement pour 7 ans de l’autorisation de mise sur le marché de ce produit. Dans un souci de santé publique je vote contre cette résolution.

  Νότης Μαριάς (ECR), γραπτώς. ‒ Καταψηφίζω την πρόταση ψηφίσματος σχετικά με το σχέδιο εκτελεστικού κανονισμού της Επιτροπής για την ανανέωση της έγκρισης της δραστικής ουσίας glyphosate σύμφωνα με τον κανονισμό (ΕΚ) αριθ. 1107/2009 του Ευρωπαϊκού Κοινοβουλίου και του Συμβουλίου σχετικά με τη διάθεση φυτοπροστατευτικών προϊόντων στην αγορά και για την τροποποίηση του παραρτήματος του εκτελεστικού κανονισμού (ΕΕ) αριθ. 540/2011 (D044281-01 – 2016/2624(RSP), διότι η εν λόγω πρόταση ψηφίσματος, όπως διαμορφώθηκε τελικά από την Ολομέλεια του Ε.Κ. με την έγκριση συγκεκριμένων τροπολογιών, επιτρέπει την χρήση της ουσίας glyphosate για 7 χρόνια γεγονός που είναι ιδιαίτερα επικίνδυνο για τη δημόσια υγεία εκατομμυρίων ανθρώπων.

Le Front National préconise la prudence concernant le glyphosate, largement utilisé dans l'agriculture.

Ce produit a fait l'objet de mises en garde émanant de l'Agence Européenne de Sécurité des Aliments ("EFSA"). Il serait en effet cancérigène, et, du fait de sa nature antibiotique, favoriserait l'antibio-résistance.

Le groupe Europe des Nations et des Libertés considère que la Commission a outrepassé ses pouvoirs en renouvelant cette autorisation, qui plus est au mépris du principe de précaution.

Toutefois, il importe de ne pas précipiter une interdiction et de mettre en œuvre tous les moyens pour que les agriculteurs utilisateurs du glyphosate puissent trouver une solution alternative.

Quando falamos de glifosato, falamos de um químico que já foi classificado pela OMS como potencialmente cancerígeno. No entanto, ao contrário de outros químicos com igual classificação pela OMS, o glifosato é impossível de evitar.

Todos os dias somos expostos ao glifosato, sem escolha e sem proteção, nos solos, nas águas, na comida e até em artigos de higiene produzidos com base em algodão.

Com a decisão agora aprovada, a maioria deste Parlamento sacrifica os direitos de todos cidadãos à saúde e à qualidade de vida, preterindo mais uma vez os interesses ambientais e sociais em relação aos económicos.

Creemos que debe realizarse, además, una evaluación independiente así como la publicación de la evidencia científica que llevó a la Agencia Europea de Seguridad Alimentaria a emitir su dictamen favorable sobre la autorización, ante la inquietud que existe sobre los efectos de este producto.

  Emmanuel Maurel (S&D), par écrit. ‒ Déclaré « cancérigène probable » par l'Organisation mondiale de la santé (OMS) en mars 2015, le glyphosate reste l'herbicide le plus vendu au monde. Présent dans plus de 750 désherbants, ce produit dangereux a récemment été détecté chez 44% des citoyens européens n'ayant jamais été en contact direct avec l'herbicide: c’est simple, une bonne partie de notre chaîne alimentaire est contaminée.

Malgré cela, l'Autorité européenne de sécurité des aliments (EFSA) a jugé "improbable" le risque cancérigène du glyphosate. Mais les études utilisées par celle-ci sont "au mieux" sponsorisées par l'industrie agrochimique, au pire rédigées par cette dernière. Face à ce risque, il est de notre responsabilité d’appliquer le principe de précaution et de retirer du marché les molécules dangereuses. Aussi, l'urgence à très court terme est d'aider les producteurs utilisant le glyphosate en leur proposant des solutions alternatives. Cela passe par un accompagnement qui repose à la fois sur l'utilisation des produits les moins dangereux mais surtout sur le développement des bio-contrôles et un changement progressif des modèles de production.

J’ai donc voté contre le texte adressée à la Commission visant à réintroduire le glyphosate sur le marché pour 7 ans.

  Mairead McGuinness (PPE), in writing. ‒ I support a limited – 7 year not 15 as proposed by the Commission – extension of the approval of glyphosate, a widely used herbicide.

EFSA has declared it is unlikely to pose a carcinogenic hazard. IARC categorises it as probably carcinogenic – in the same category as red meat, lead compounds, frying emissions and biomass fuel. Properly used by trained operators the chemical can be safely used and assist conservation agriculture which seeks to be more climate and environmentally friendly.

I also support continued research into alternative and effective herbicides and pesticides.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Le glyphosate est un herbicide systémique et non sélectif qui détruit tous les végétaux. Il est aujourd'hui l'herbicide dont le volume de production est le plus élevé au monde, son utilisation a été multipliée par 260 dans les 40 dernières années passant de 3 200 tonnes en 1974 à 825 000 tonnes en 2014. De part cette utilisation massive "la présence de glyphosate et/ou de ses résidus a été constatée dans l'eau, le sol, les denrées alimentaires, les produits non comestibles et le corps humain (notamment dans les urines et le lait maternel)". En mars 2015, le Centre international de recherche sur le cancer (CIRC) a classé le glyphosate parmi les substances "probablement cancérogènes pour l'homme" (groupe 2A).

Mais en novembre 2015, l'Autorité européenne de sécurité des aliments (EFSA) déclaré u contraire qu'il est improbable que cette substance constitue une menace cancérogène pour l'homme. Étrangement l'EFSA a toujours refusé de rendre ces études publiques, au motif que leur publication serait préjudiciable à des intérêts commerciaux. La résolution demandait la publication de ces études et le non renouvellement de l'autorisation du glyphosate. Malheureusement les intrigues de la droite ont permis de faire passer un amendement autorisant le glyphosate pour encore 7ans. Dans ces conditions je vote contre.

  Joëlle Mélin (ENF), par écrit. ‒ Selon le Centre de recherche international sur le cancer, le produit est "probablement cancérigène". La Commission est restée très évasive sur ses intentions règlementaires sur le sujet alors que la lutte contre l'antibio-résistance est pourtant un point très récurrent dans la règlementation européenne. Nous sommes favorables au financement de solutions alternatives pour l'agriculture. Il n'en existe pas pour l'instant.

Aussi je crois qu'il ne faut pas rester trop radicaux dans notre position. Par ailleurs le texte de base a été détourné de son sens original. En définitive si je suis favorable à ce que le glyphosate soit interdit pour les particuliers, je crois qu'en attendant des solutions nécessaires il serait malvenu d'en priver des agriculteurs en situation difficile.

En conséquence j'ai voté contre l'objection au glyphosate.

  Nuno Melo (PPE), por escrito. ‒ Votei a favor da resolução sobre o projeto de regulamento de execução da Comissão que renova a aprovação da substância ativa glifosato, em conformidade com o Regulamento (CE) n° 1107/2009 do Parlamento Europeu e do Conselho, relativo à colocação dos produtos fitofármacos no mercado.

A Agência Europeia para a Segurança Alimentar (EFSA) é o organismo competente da União Europeia, responsável pelos pareceres científicos independentes sobre a segurança alimentar e os riscos possíveis na cadeia alimentar.

A EFSA confirmou que o glifosato não apresenta propriedades carcinogénicas ou mutagénicas e não tem efeito tóxico sobre a fertilidade, a reprodução ou o desenvolvimento embrionário.

Assim sendo, e tendo em conta que glifosato representa uma ferramenta muito importante para a produtividade e a competitividade da agricultura portuguesa, é muito importante a renovação da licença de comercialização do glifosato no espaço comunitário por mais 7 anos.

  Roberta Metsola (PPE), in writing. ‒ I joined a majority in the European Parliament by voting in favour of a compromise on the controversial plant protection product glyphosate, dismissing the initial European Commission proposal calling for a renewal of another 15 years without substantial conditions. A much shorter period was needed.

While a temporary limited renewal was justified, above all, I voted for much stricter conditions that will prohibit or at least limit the use of glyphosate in the private sector and on public grounds.

  Louis Michel (ALDE), schriftelijk. – De vergunning voor de onkruidbestrijder glyfosaat in Europa loopt eind juni af. Daarop heeft de Commissie een voorstel geformuleerd om na 1 juli een nieuwe vergunning van 15 jaar voor glyfosaat toe te staan. De mogelijk nadelige gevolgen van het gebruik van glyfosaat zijn al vele jaren onderwerp van verhitte discussies tussen de voor- en tegenstanders van deze onkruidverdelger. Tegenstanders beweren dat blootstelling aan glyfosaat kankerverwekkend zou zijn. Voorstanders baseren zich op studies die geen schadelijke effecten aantonen. De Commissie heeft zich in haar voorstel gebaseerd op de bevindingen van EFSA die uitgaan van talloze wetenschappelijke rapporten waarin wordt aangegeven dat het onwaarschijnlijk is dat glyfosaat schadelijk voor de gezondheid zou zijn. In een niet-bindend advies aan de Commissie heeft een meerderheid in het Europees Parlement gevraagd de vergunningstermijn voor glyfosaat te beperken tot 7 jaar. Persoonlijk ben ik het oorspronkelijk voorstel van de Commissie genegen, omdat de voorgestelde termijn ruimte biedt om op een duurzame en economisch verantwoorde manier te blijven innoveren in gewasbescherming.

  Miroslav Mikolášik (PPE), písomne. – Glyfosát je látka, ktorá je známa najmä ako účinný prostriedok proti burine. Podľa nariadenia č. 1107/2009 sa účinná látka môže schváliť len vtedy, ak nie je alebo nemá byť klasifikovaná ako karcinogén kategórie 1A alebo 1B. V marci 2015 Medzinárodná agentúra pre výskum rakoviny (IARC) označila glyfosát za „pravdepodobne karcinogénny pre ľudí“ a zaradila ho do skupiny 2A. Európsky úrad pre bezpečnosť potravín (EFSA) dospel k záveru, že glyfosát pravdepodobne nepredstavuje karcinogénne nebezpečenstvo pre ľudí a dôkazy nepodporujú klasifikáciu so zreteľom na jeho karcinogénny potenciál podľa nariadenia (ES) č. 1272/2008. Tu je namieste pripomenúť, že kritériá, ktoré používa IARC pre skupinu 2A, sú porovnateľné s kritériami pre kategóriu 1B, preto glyfosát naďalej predstavuje hrozbu. Známe sú aj obavy, že glyfosát okrem vlastnosti rakovinotvornosti narúša endokrinný systém. Rozhodnutie o schválení či neschválení glyfosátu je veľmi dôležité, pretože v prípade jeho zaradenia medzi schválené látky bude obyvateľstvo v kontakte s ním priamo a často, a to najmä v tesnej blízkosti obydlí, kvôli postrekom, pretože glyfosát sa bežne používal pri postrekoch s úmyslom vyničenia rôznych druhov bylín. Ochrana zdravia ľudí, zvierat a životného prostredia stojí na prvom mieste a rozhodnutia, ktoré ju môžu akýmkoľvek spôsobom ovplyvniť, je potrebné zvažovať opatrne a zodpovedne.

  Csaba Molnár (S&D), írásban. ‒ A glifozát nem szelektív gyomirtó, globális használata az elmúlt 40 évben 260-szorosára nőtt. A Nemzetközi Rákkutatási Ügynökség (IARC) 2015 márciusában a glifozátot az „emberre valószínűleg rákkeltő hatást gyakorló” anyagként sorolta be, az Európai Élelmiszerbiztonsági Hatóság (EFSA) 2015 novemberében véglegesített értékelése szerint viszont „a glifozát valószínűleg nem jelent karcinogén veszélyt az emberekre nézve”.

A Bizottság a glifozát hatóanyagnak a növényvédő szerek forgalomba hozataláról szóló 1107/2009/EK európai parlamenti és tanácsi rendelet szerinti jóváhagyása meghosszabbítására, továbbá az 540/2011/EU végrehajtási rendelet mellékletének módosítására irányuló végrehajtási rendelet-tervezete (a továbbiakban: végrehajtási rendelettervezet) a glifozát 2031. június 30-ig történő jóváhagyását javasolja.

A Környezetvédelmi, Közegészségügyi és Élelmiszer-biztonsági Bizottság azt javasolja, hogy a Parlament mondja ki: a végrehajtási rendelettervezet nem biztosítja az emberi és állati egészség, valamint a környezet magas szintű védelmét, és túllépi az 1107/2009/EK rendeletben foglalt végrehajtási hatásköröket. Kérje fel ezért a Bizottságot, hogy vonja vissza végrehajtási rendelete tervezetét és nyújtson be új tervezetet, amely nem újítja meg a glifozát jóváhagyását. Hívja föl továbbá a Bizottságot és az EFSA-t, hogy haladéktalanul hozzák nyilvánosságra a glifozát pozitív besorolásának és javasolt újbóli jóváhagyásának alapjául szolgáló tudományos bizonyítékokat. Az állásfoglalás-tervezetet megszavaztam.

  Bernard Monot (ENF), par écrit. ‒ Cette objection au renouvellement de l'agrément du glyphosate demandait à l'origine l'arrêt de son utilisation sur le territoire européen.

Le glyphosate est un désherbant total produit exclusivement par Monsanto sous la marque Roundup et tombé dans le domaine public en 2000.

Il est considérée comme "probablement cancérigène" par le Centre National de Recherche sur le Cancer, et ses effets toxiques sont augmentés par la présence de co-formulants dans les formulations commerciales qui en contiennent.

Par ailleurs, l'objection se basait sur le fait que le glyphosate est considéré comme un antibiotique et que l'Union européenne luttait contre l'usage massif des antibiotiques dans le cadre de la lutte contre l'antibio-résistance.

Cette objection soulevait aussi le point que la Commission avait dépassé son domaine de compétence et qu'elle devait respecter le principe de précaution, recommandation formulée aussi par le médiateur européen.

Tout ceci est contraire au principe de précaution au regard de la santé des consommateurs et des agriculteurs, et la transparence doit rester un élément essentiel pour l'utilisation des produits phytosanitaires.

Nous soutenions le texte initial de l'objection.

Cependant, les amendements adoptés en plénière ayant inversé le sens de la demande de l'objection, nous votons contre le texte final.

  Sophie Montel (ENF), par écrit. – Alors que le centre international de recherche sur le cancer de l’ONU, (composé d’experts parmi les plus renommés du monde, et dont l’indépendance est garantie), avait rendu un avis défavorable au sujet du glyphosate (considéré comme probablement cancérigène), l’EFSA (agence européenne dont l’impartialité est toute relative et dont l’avis ne repose que sur les études réalisées par les industriels) a décidé quant à elle, d’accorder le bénéfice du doute à la substance incriminée.

Les études scientifiques montrent pourtant que le glyphosate, qui entre dans la composition du Roundup de Monsanto, conduit à un surcroit de cancers rares chez les rats mâles exposés, éliminant par là même le biais aléatoire.

Les méta-études menées concluent toutes, quant à elle, à la dangerosité de la molécule.

Considérant que ce rapport vise à ne pas renouveler l’autorisation du glyphosate et soucieuse du principe de précaution, j’ai décidé de voter pour ce texte.

  Nadine Morano (PPE), par écrit. ‒ J'ai voté en faveur de cette objection au renouvellement par la Commission de l'approbation de la substance active glyphosate. Le glyphosate est un pesticide désherbant très utilisé en agriculture, dont il n'existe à l'heure actuelle pas de substitut économiquement viable et qui garantisse la santé humaine. Les recherches sur l'impact éventuel du glyphosate sur notre doivent se poursuivre. C'est pourquoi la résolution que nous avons votée, équilibrée par des amendements déposés par les députés de mon groupe politique PPE, demande à la Commission de renouveler l'autorisation du glyphosate pour 7 ans au lieu de 15, tout en soulignant qu'il est possible à tout moment de "retirer l'approbation d'une substance active pendant la période durant laquelle elle est autorisée si elle ne remplit plus les critères d'approbation".

  Alessia Maria Mosca (S&D), per iscritto. ‒ Considerata la notevole incertezza riguardo alla salubrità del glifosato, valutata la discrepanza dei giudizi espressi dall'Autorità europea per la sicurezza alimentare e dall'agenzia dell'Organizzazione mondiale della sanità preposta alla ricerca alla ricerca sui melanomi e rubricata la reticenza dell'Autorità europea per la sicurezza alimentare a rendere noti gli studi a fondamento del suo parere, accolgo con favore l'auspicio affinché la Commissione europea non proceda al rinnovo, per un massimo di quindici anni, della commercializzazione di questa sostanza finché non sarà esclusa una sua eventuale dannosità alla salute umana. L'uso massiccio di questo tipo di diserbante nelle produzioni agricole e nei parchi delle nostre città porrebbe, nel caso di una verificata nocività, una seria minaccia alla salute dei cittadini europei. Prese, poi, in considerazione le misure limitative e precauzionali adottate da alcuni Stati membri e l'opposizione di alcuni di questi, in sede di Consiglio dell'Unione europea, ritengo di fondamentale importanza che la Commissione europea rimandi la decisione sull'estensione dell'autorizzazione alla commercializzazione del glifosato e che, nel frattempo, conduca studi più approfonditi sugli effetti della sostanza su ambiente e salute. Al fine di garantire la massima credibilità istituzionale auspico, infine, che l'EFSI rifugga da ogni ulteriore riserva sulla pubblicazione dei suoi studi.

  Renaud Muselier (PPE), par écrit. ‒ La résolution sur le glyphosate a été en grande partie modifiée pour devenir conforme tant aux attentes des citoyens qu'aux besoins de notre secteur agricole. De nombreux agriculteurs et viticulteurs ont aujourd'hui recours au glyphosate, notamment comme substance de désherbage. Or l'absence d'alternative économiquement viable et sans danger sur la santé humaine nous impose d'être force de proposition pour parvenir à un encadrement plus sûr de l'usage du glyphosate. Il est important de rappeler que la procédure d'homologation des substances prévue par le Parlement a été respectée, et qu'à ce titre l'autorisation d'utilisation du glyphosate est encadrée et surveillée. Si d'avenir de nouvelles informations apportaient une nouvelle lumière sur l'usage du glyphosate et ses conséquences, la Commission européenne pourra, revenir sur son autorisation.

Je tiens à saluer l'excellent travail de ma collègue Angélique Delahaye qui a notamment permis une réduction de l'autorisation d'utilisation du glyphosate à un maximum de sept ans, ainsi qu'un meilleur encadrement de l'usage de la substance en incitant la Commission et les États membres à fournir une liste de co-formulants à interdire.

Bien que sans conséquence juridique du fait de sa nature d'acte d'exécution, la présente résolution s'inscrit dans la recherche de plus de sécurité dans l'usage du glyphosate. J'ai donc voté en sa faveur.

  József Nagy (PPE), írásban. ‒ Úgy vélem, egy ilyen helyzetben fontos szakmai érvek mentén dönteni, a politika és az érzelmek befolyását kizárva. A glifozát anyag hosszú ideje nagyon elterjedt a mezőgazdaságban, helyettesítése és alternatívái kérdésesek. Számomra elsőrendű a polgárok biztonsága és egészsége, ezért támogatom azokat a kezdeményezéseket, melyek ezen anyag mélyebbre ható kutatását és ellenőrzését sürgetik.

Azt gondolom viszont, hogy a jelenleg rendelkezésünkre álló eredmények nem eléggé egyértelműek ahhoz, hogy szakmailag elfogadható lenne az anyag betiltása, nem beszélve ennek lehetséges vetületeiről a gazdák számára. A több mint 40 éve piacon levő glifozát tiltása komoly nehézséget jelenthet a mezőgazdasági ágazat számára, különösen a kisvállalkozókat és családi vállalkozásokat érintené. Szavazatommal ezért nem tudtam támogatni az anyag betiltását, ám aktívan figyelem az új kutatások eredményeit, és kész leszek közbelépni egy esetleges, releváns eredményekkel alátámasztott veszély esetén.

  Norica Nicolai (ALDE), în scris. ‒ Am votat pentru această rezoluție deoarece aceasta cere Comisiei Europene și Autorității Europene pentru Siguranța Alimentară să facă publice toate informațiile pe care le au cu privire la substanța activă glifosat. Posibilitatea ca această substanță, utilizată pe scară largă în agricultură, silvicultură și grădinărit, să fie cancerigenă este una îngrijorătoare.

În acest sens, susțin clarificarea și publicarea acestor informații de interes public, testarea prezenței acestei substanțe în alimente și prezentarea rezultatelor cu privire la implicațiile pentru sănătatea umană.

Um dem Vorsorgeprinzip umfassend Rechnung zu tragen, sollte Glyphosat aus der Nahrungskette gebannt werden. Eine Gesundheitsgefährdung durch dieses Pflanzenvernichtungsmittel kann nicht ganz ausgeschlossen werden.

  Younous Omarjee (GUE/NGL), par écrit. – J'ai voté contre la résolution du Parlement qui valide le renouvellement de l'autorisation de mise sur le marché du glyphosate, substance active présente dans les herbicides (tels que le RoundUp) dangereuse pour l'environnement et la santé humaine.

Cette résolution du Parlement européen est choquante puisqu'elle ignore radicalement l'avis de la communauté scientifique et du Centre international de recherche sur le cancer (CIRC), qui a évalué en mars 2015 la substance et l'a classée parmi les substances "probablement cancérogènes pour l'homme".

Le principe de précaution, inscrit dans les traités européens, devrait nous obliger à la prudence quant à l'utilisation de telles substances, et je regrette que le Parlement européen vienne appuyer par ce vote la position des lobbys industriels, qui tirent profit de sa commercialisation au détriment de la santé des agriculteurs et des citoyens européens.

  Maite Pagazaurtundúa Ruiz (ALDE), por escrito. ‒ El glifosato es un herbicida que comercializan varias compañías agroquímicas y que es utilizado en campos, jardines y áreas industriales. Como se ha discutido en muchas ocasiones, los informes publicados por la Autoridad Europea de Seguridad Alimentaria (EFSA) y la Agencia Internacional para la Investigación sobre el Cáncer (IARC), dependiente de la OMS, son contrapuestos, alertando esta última agencia del posible efecto cancerígeno del glifosato.

Cabe recordar además que diversos estudios científicos muestran evidencias de que el glifosato puede actuar como un disruptor endocrino y que la Comisión Europea no ha cumplido todavía con sus obligaciones en materia de regulación de estas sustancias.

Ante la falta de unidad en los criterios científicos considero que lo más oportuno es apelar al principio de precaución y por ello he decidido no apoyar la renovación del glifosato.

  Rolandas Paksas (EFDD), raštu. – Veikliosios medžiagos glifosato naudojimo galiojimo terminas neturėtų būti pratęstas.

Visų pirma, nėra pateikta moksliniais tyrimais pagrįstų įrodymų, kad ši medžiaga nekelia jokio nepriimtino pavojaus žmonių sveikatai, gyvūnų sveikatai arba aplinkai.

Pažymėtina, kad glifosatas yra pagrindinė veiklioji medžiaga, naudojama daugelyje komercinių herbicidų. Todėl labai svarbu tinkamai ištirti jo galimą neigiamą poveikį augalams, gyvūnams ir žmonėms.

Atkreiptinas dėmesys į tai, kad vis didesnį nerimą kelia glifosato kiekio didėjimas gyvūnų ir žmonių maisto grandinėje bei pačiuose organizmuose. Atsižvelgiant į tai, valstybės narės turėtų apriboti arba uždrausti glifosato pardavimą neprofesionaliems naudotojams.

Manau, kad Komisija turėtų atsiimti savo įgyvendinimo reglamento projektą ir pateikti komitetui naują projektą.

  Κωνσταντίνος Παπαδάκης (NI), γραπτώς. ‒ Το ΚΚΕ καταψήφισε το ψήφισμα σχετικά με την ανανέωση της άδειας του γκλάιφοζεϊτ (glyphosate), ζιζανιοκτόνου δραστικής ουσίας, που χρησιμοποιείται ευρύτατα στη γεωργία, σε καλλιέργειες κ.α. και παράγεται και διακινείται κυρίως από το μονοπώλιο της «Μοσάντο».

Ο Παγκόσμιος Οργανισμός Υγείας κατέταξε πρόσφατα το γκλάιφοζεϊτ στην κατηγορία των «πιθανά καρκινογόνων ουσιών για τον άνθρωπο». Παρ’ όλα αυτά η Επιτροπή αποφάσισε τη συνέχιση της αδειοδότησής του, ενώ το Ευρωκοινοβούλιο, με την υπερψήφιση των τροπολογιών του Λαϊκού Κόμματος και του ψηφίσματος, την ενέκρινε για επτά ακόμη χρόνια. Δεδομένου ότι η γνώμη του Ευρωκοινοβουλίου δεν είναι δεσμευτική, ανοίγει ο δρόμος για την ανανέωση της άδειάς του για 15 χρόνια, όπως προβλέπει ο σχετικός εκτελεστικός κανονισμός της Επιτροπής.

Πρέπει να σημειωθεί ότι στο εμπόριο κυκλοφορούν και άλλα ζιζανιοκτόνα και φυτοφάρμακα με ανάλογες ή χειρότερες επιπτώσεις. Η όλη συζήτηση που ανακινούν η ΕΕ και τα μονοπώλια εντάσσεται στο σφοδρό ανταγωνισμό ανάμεσα σε επιχειρηματικούς ομίλους. Αποδεικνύεται ότι δεν διστάζουν να θυσιάσουν ακόμη και την υγεία των εργαζομένων για τα κέρδη των επιχειρηματικών ομίλων. Αυτήν την οικονομία και εξουσία οι λαοί να βάλουν στο στόχαστρο για να μπορέσουν, με κοινωνικοποίηση των μονοπωλίων και αποδέσμευση από την ΕΕ, να παράγουν οι ίδιοι και να απολαμβάνουν φτηνά, υγιεινά προϊόντα με προστασία του περιβάλλοντος.

  Margot Parker (EFDD), in writing. ‒ There have been suggestions that the popular herbicide glyphosate could be carcinogenic – although it has been in widespread use for decades with no evidence of harm, and a number of studies find that used properly it represents no threat to human health. Banning glyphosate would substantially increase farmers’ costs, and could result in the use of other herbicides which may even be less safe than glyphosate. It would also require more cultivation and use of tractors, resulting in increased emissions. And after all that, we should still be importing cheaper foreign food products that had been grown with the benefit of glyphosate. UKIP does not support a ban given the very limited evidence of harm, but would support further research.   Aldo Patriciello (PPE), per iscritto. ‒ In merito al progetto di regolamento di esecuzione della Commissione che rinnova l'approvazione del glifosato, ho espresso un voto positivo in quanto da alcuni dati è emerso che tale sostanza, pur avendo registrato negli ultimi anni un incremento del suo impiego, potrebbe rappresentare un pericolo per la salute delle persone che vivono in prossimità dei luoghi in cui il glifosato è utilizzato. Inoltre, ad oggi non è possibile affermare con certezza che i residui di glifosato non costituiscano un pericolo per la salute umana, oltre che degli animali e dell'ambiente.   Alojz Peterle (PPE), pisno. ‒ Resolucije, ki predlaga podaljšanje dovoljenja za uporabo glisofata za nadaljnjih 7 let nisem podprl, ker je zame zdravje na prvem mestu. Od kar sem prebolel raka, je moje vodilo "Najprej zdravje".

Raziskava Mednarodne agencije za raziskave raka je ugotovila zadostno povezanost glifosata z rakom, obstajajo tudi druge študije, ki ga povezujejo s škodljivimi posledicami za človekov hormonski in živčni sistem, in to mi zadostuje.

Sicer sem podprl amandmaje, ki vsebujejo več omejitev glede načinov in mest uporabe, večji nadzor nad prodajo produktov ter boljše spremljanje vplivov na zdravje in okolje ter za več izobraževanja za uporabnike, ter so bili tudi izglasovani.

Pričakujem, da jih bo Evropska komisija upoštevala pri pripravi dopolnjenega predloga za ponovno odobritev glifosata.

  Marijana Petir (PPE), napisan. ‒ Glasovala sam protiv odluke da se odobri produženje roka uporabe glifosata na sedam godina jer smatram da se ne radi o razumnom i optimalnom rješenju. U odnosu na prijedlog Komisije to je pomak, no ne dovoljan jer nisu uzeta u obzir istraživanja koja dovode glifosat u vezu s povećanim oboljenjima od B-staničnog limfoma kod poljoprivrednika, kao niti činjenica da je Međunarodna agencija za istraživanje raka uvrstila glifosat u kategoriju tvari koje su vjerojatno kancerogene. EFSA nije uvrstila glifosat u potencijalno kancerogene tvari, a i proizvođači herbicida negiraju njegovu kancerogenost.

S obzirom na tako oprečne stavove, ali i činjenicu da se glifosat koristi u poljoprivredi koja je teško pogođena krizom i da poljoprivrednici strahuju zbog njegove zabrane, otvorila se potreba provođenja ciljanih istraživanja.

Prema mišljenju stručnjaka istraživanje utjecaja glifosata na zdravlje, a u okviru prepoznatog rizika, može se provesti unutar godine dana, dok je za istraživanje i razvoj novog proizvoda potrebno nekoliko godina. Produženje roka uporabe glifosata trebalo je slijediti taj okvir i moj je stav bio da ga treba ograničiti na razdoblje od jedne do tri godine nakon čega bi se po provođenju tog ciljanog istraživanja donijela konačna odluka o njegovoj uporabi ili zabrani.

  Florian Philippot (ENF), par écrit. ‒ Le Centre international de recherche sur le cancer avait décrit le glyphosate comme produit "probablement cancérigène", prudence que ne partage pas l’EFSA, l’agence européenne de sécurité des aliments. Les risques du glyphosate sont établis notamment dans ses formulations commerciales dont la toxicité est augmentée par la présence de co-formulants. Le glyphosate est par ailleurs considéré comme un antibiotique et un brevet est même déposé pour une telle utilisation.

Or, la lutte contre l’antibio-résistance et contre l’usage massif des antibiotiques est un sujet récurrent dans la réglementation européenne. La Commission européenne a proposé de reporter à une date ultérieure indéterminée la publication de la liste des adjuvants interdits. Dans le même temps, elle parvient à être dans la précipitation et à rester évasive dans ses intentions réglementaires. Ce paradoxe est aussi contraire au principe de précaution au regard de la santé des consommateurs et des agriculteurs.

La transparence demeure un élément essentiel dans la réglementation et pour l’encadrement des pratiques agricoles et de l’utilisation des produits phytosanitaires. Je demande plutôt le financement de solutions alternatives pour l'agriculture. Malheureusement, les amendements que je soutenais n'ont pas été retenus par les autres députés. Je vote donc finalement contre ce texte.

  Tonino Picula (S&D), napisan. ‒ Glifosat je neselektivan herbicid koji djeluje na način da utječe na takozvani šikimatni put, put koji je također prisutan u algama, bakterijama i gljivama. Stanovništvo je izloženo prvenstveno ako živi u blizini prskanih područja, preko uporabe u kućanstvu i preko hrane. Ne smije se podcijeniti učinak glifosata na ljudsko zdravlje. Brojne države članice već su poduzele mjere predostrožnosti u cilju zaštite javnog zdravlja i okoliša.

Budući da bi u slučaju odobrenja aktivne tvari trebalo na razini Unije postaviti jasne i pravno obvezujuće uvjete njezine uporabe u cilju postizanja jednake razine zaštite u svim državama članicama, pozivam Komisiju da svojem Uredu za hranu i veterinarstvo da mandat za ispitivanje i nadziranje ostataka glifosata u hrani i piću proizvedenima u Uniji, ali i u uvezenim proizvodima.

  João Pimenta Lopes (GUE/NGL), por escrito. ‒ Os resultados da investigação sobre a toxicidade do glifosato, quanto à classificação do potencial carcinogénico desta substância em humanos, da Autoridade Europeia para a Segurança dos Alimentos são contraditórios com a conclusão da Agência da Organização Mundial de Saúde para a Investigação do Cancro.

Há provas quanto ao elevado risco a longo prazo, qualquer que seja a sua utilização, para vertebrados terrestres não visados, incluindo mamíferos e aves. A utilização deste herbicida não seletivo promove a eliminação indiscriminada de plantas, assim como algas, bactérias e fungos, a que corresponde um significativo impacto negativo na biodiversidade e no ecossistema.

Não obstante, a Comissão Europeia propõe a autorização de utilização do glifosato até 2031, o período máximo possível para qualquer utilização, sem quaisquer restrições (com exceção de um dos mais de 500 coformulantes), apenas sob reserva de informações confirmatórias relativas às propriedades perturbadoras do sistema endócrino.

A proposta da Comissão Europeia não só não garante, como atenta ao desejável elevado nível de proteção da saúde humana e animal e do ambiente, e opta pela não aplicação do princípio da precaução.

Defendemos, por isso, a não renovação da aprovação do glifosato e o estabelecimento de um calendário para a criação de uma lista de coformulantes não aceites para inclusão em produtos fitofarmacêuticos.

  Andrej Plenković (PPE), napisan. ‒ Podržavam izvješće kolega Pavela Poca, Kateřine Konečne, Basa Eickhouta, Piernicole Pedicinija, Marka Demesmaekera, Sirpe Pietikäinen i Frédérique Ries o nacrtu provedbene uredbe Komisije o produljenju odobrenja aktivne tvari glifosata. Budući da je u ožujku 2015. Međunarodna agencija za istraživanje raka (IARC) glifosat klasificirala kao tvar koja „vjerojatno uzrokuje rak kod ljudi”, a 76 % uporabe glifosata otpada na poljoprivredu, držim da je opravdano pozvati Komisiju da ne produlji odobrenje glifosata.

Nadalje, uporabom herbicida glifosata ne ubija se samo neželjeni korov, već i sve bilje te alge, bakterije i gljive, čime se riskira bioraznolikost i ekosustav. Produljenje odobrenja aktivnih tvari vrijedi za razdoblje od najviše 15 godina. Slijedom navedenog, potrebno je preispitati sve dostupne znanstvene dokaze koji upućuju na povezanost između karcinoma i glifosata.

Odbijanjem objavljivanja svih znanstvenih studija o uporabi glifosata dovodimo u pitanje zdravlje ljudi, životinja i okoliša. I građani Republike Hrvatske su svjedoci sveprisutnog obolijevanja od malignih bolesti, pa iako bi objavljivanje studija potencijalno naštetilo komercijalnim interesima proizvođača, naša je dužnost zaštiti ih.

  Miroslav Poche (S&D), písemně. – V Evropě už měsíce probíhá ostrý spor týkající se glyfosátu. Tento herbicid se používá nejen k hubení plevelů, ale také například k dosoušení řepky, kukuřice, slunečnice, obilovin a dalších zemědělských plodin před sklizní. Výzkumy z roku 2013 ukázaly, že glyfosát má v moči až 60 % obyvatel České republiky. Musíme tedy brát vědecké studie, které ukazují, že tato látka je pravděpodobně karcinogenní, velmi vážně. Námitka, kterou Evropský parlament tento týden schválil, bude mít za dopad, že se přípravky obsahující glyfosát přestanou používat v blízkosti veřejných hřišť a parků nebo na zahradách a zahrádkách. Povolení pro jeho používání pak bude nutné obnovovat každých sedm let oproti původním patnácti letům, které navrhovala Komise. I tak ale rozhodně nelze výsledek považovat za masivní úspěch, protože změny nejsou dostatečné. Byl bych samozřejmě rád, kdyby byly látky jako glyfosát, u kterých vyvstává více než oprávněná obava o zdraví občanů Evropské unie, prostě staženy z trhu. Především díky pozměňovacím návrhům skupiny PPE se nepodařilo prosadit některé původní návrhy, a mohu pouze spekulovat o tom, zdali za změkčením původního textu ze strany PPE nestálo přesvědčování ze strany agrotechnického gigantu Monsanto, jehož vlajkový produkt Roundup tento nejrozšířenější pesticid obsahuje. Jako sociální demokraté ale nesmíme opustit bitevní pole, pokud se jedná o zdraví našich obyvatel.

  Franck Proust (PPE), par écrit. ‒ La question du renouvellement de l'agrément de la substance active glyphosate a fait l'objet de nombreux débats. D'une part, des inquiétudes légitimes ont permis d'appréhender le caractère cancérigène et de perturbateur endocrinien du glyphosate. D'autre part, force est de constater que de nombreux agriculteurs européens ont recours au glyphosate, herbicide couramment utilisé dans les grandes cultures, la viticulture ou l'arboriculture. Aujourd'hui, il n'existe aucune alternative économiquement viable et sans danger pour la santé humaine à proposer aux agriculteurs.

Pour ces raisons, j'ai appelé la Commission européenne à renouveler son autorisation sur le marché pour une période de sept ans uniquement, au lieu des quinze ans initialement proposés, et cela seulement à des fins professionnelles. Aussi, une étude indépendante et la publication des preuves scientifiques utilisées par l'Autorité européenne de sécurité des aliments (EFSA) pour évaluer le glyphosate devra être réalisée.

  Carolina Punset (ALDE), por escrito. – La no renovación de la prórroga del uso del herbicida glifosato, obedece al criterio de prudencia, cuando se tienen evidencias de que esta sustancia es un posible agente carcinógeno en humanos y pruebas convincentes de ser agente carcinógeno en animales, según el Centro Internacional de Investigaciones sobre el Cáncer, dependiente de la OMS (IARC siglas en inglés). Además existen evidencias demostradas del daño causado en polinizadores y el hecho de que la ESFA (Autoridad Europea de Salud Alimentaria) no se haya podido descartar los efectos como disruptor endocrino de esta sustancia, son motivos más que suficientes para aplicar la precaución y no renovar por más tiempo su uso. El 39,5 % de los eurodiputados (262) siguieron este criterio en la votación de Estrasburgo el pasado 13 de abril contra 387 y 15 abstenciones.

  Robert Rochefort (ALDE), par écrit. ‒ J'ai soutenu la résolution s'opposant à la proposition de la Commission d'un renouvellement de 15 ans de l’autorisation du glyphosate et lui demandant de déposer un nouveau texte, basé sur une période d’autorisation beaucoup plus courte.

Il y a des incertitudes réelles face à ce produit, notamment ses effets sur la santé humaine, animale et sur l'environnement. Nos opinions publiques sont inquiètes. Les États membres ont des avis divergents. Les scientifiques aussi. Dans le doute face au caractère cancérigène ou non de cette substance, il était indispensable que la Commission revoie sa copie. Elle ne peut pas faire comme si de rien n'était et proposer une nouvelle autorisation du glyphosate de 15 ans!

J'aurais préféré une période plus courte, de 2 ans voire 5 ans maximum. Mais j'ai soutenu la position du Parlement d'abord parce que 7 ans c'est déjà mieux que 15 et que nous excluons les usages non professionnels; ensuite, parce que nous serons vigilants et qu'un retrait d'approbation reste possible en cours de période et enfin, parce qu'il faut donner à nos systèmes agricoles une période de transition pour mettre en place des produits et méthodes de substitution.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ El glifosato es una sustancia química activa ampliamente utilizada en una serie de productos plaguicidas y su uso en Europa está sujeto a una reglamentación estricta. El Reglamento 1141/2010 establece el procedimiento de renovación de las sustancias activas pertenecientes al grupo II, contempladas en la Directiva 91/414/CEE. En dicha lista se incluye la sustancia activa glifosato.

En marzo el año 2015 la Agencia Internacional de la Organización Mundial de la Salud para la Investigación contra el Cáncer (IARC) concluyó que el glifosato era «probablemente cancerígeno para el ser humano», mientras que la evaluación de riesgos oficial de la UE, llevada a cabo por la EFSA, llegaba a la conclusión contraria, refiriéndose a tres estudios cuyos resultados la industria no ha hecho públicos para el libre escrutinio científico. También existen dudas en cuanto a su acción como disruptor endocrino.

Ante este contexto y dado el estado actual de la técnica, no es conveniente renovar la aprobación del glifosato durante el período máximo posible de quince años y, por tanto, he votado en favor de una renovación por el periodo mínimo, en coherencia con el principio de precaución.

  Claude Rolin (PPE), par écrit. ‒ La proposition de la Commission européenne de renouveler pour 15 ans l'approbation d'utilisation du glyphosate (substance contenue notamment dans le Round up), n'était pas acceptable en raison de craintes liées à son emploi dans la composition de produits agricoles et ménagers.

La commission du Parlement européen chargée de l'environnement et de la santé publique s'en était saisie et une partie de la communauté scientifique avait mis en lumière des risques probables pour la santé lors de l'utilisation de produits - très répandus - contenant du glyphosate. Aujourd'hui, lors du vote en session plénière à Strasbourg, cette objection n'a pas été retenue et je le regrette: une majorité des députés a soutenu un accord de renouvellement pour 7 ans tandis que je m'y suis personnellement opposé.

D'ailleurs, à mes yeux, en accordant ce "demi-blanc-seing" à la Commission, le Parlement européen envoie un mauvais signal. Il revient à présent à la Commission, puis aux États de tenir compte des réticences exprimées et je continuerai à plaider pour une reformulation de la proposition tenant compte de la dangerosité potentielle de cette substance, tout en permettant une transition soutenable pour les exploitants agricoles et des produits alternatifs économiquement et écologiquement responsables.

  Bronis Ropė (Verts/ALE), raštu. ‒ Balsavau už šį pranešimą, kuriuo siekiama gerokai sugriežtinti glifosato naudojimą Europos Sąjungoje. Pritariu parlamento narių išreikštai nuomonei, kad valstybės narės visų pirma turi apriboti arba uždrausti glifosato pardavimą neprofesionaliems naudotojams, uždrausti jo vartojimą prieš derliaus nuėmimą, taip pat neleisti jo purkšti šalia parkų, žaidimo aikštelių.

Svarbu, kad pranešime pažymima, jog reikia rengti mokymus, kurių metu būtų pristatoma, kaip reikia saugesniais būdais naudoti glifosatą. Mokymų metu galėtų būti pateikiamos ir alternatyvios priemonės.

Norėčiau tikėti, kad Europos Komisija atkreips dėmesį į Parlamento poziciją ir nepratęs leidimo naudoti glifosatą visam 15 metų laikotarpiui. Šis terminas privalo būti gerokai trumpesnis ir naudojamas alternatyvų paieškoms, tyrimams ir švietimui.

  Fernando Ruas (PPE), por escrito. ‒ Votei favoravelmente esta resolução do Parlamento Europeu que aprova a renovação da licença para a utilização do glifosato, exclusivamente para usos profissionais por mais 7 anos, em vez dos 15 anos inicialmente previstos.

Fi-lo com base no estudo da Autoridade Europeia de Segurança Alimentar (EFSA) que afirma ser “improvável o glifosato ter um risco carcinogénico para os humanos”.

Contudo e dadas as dúvidas levantadas por outros estudos, apoio veementemente a solicitação efetuada pelo Parlamento Europeu através desta resolução à Comissão Europeia para que sejam tornados públicas, desde já, todas as provas científicas que levaram a esta classificação positiva do glifosato por parte da EFSA.

  Massimiliano Salini (PPE), per iscritto. ‒ Il PPE, assieme a una larga maggioranza del Parlamento, ha raggiunto un importante compromesso fra le istanze della produzione agricola e quelle della tutela della salute e dell'ambiente. Con questo voto è stato chiesto alla Commissione di presentare un nuovo progetto per il rinnovo dell'autorizzazione all'uso del glifosato, che tenga conto di alcune modifiche fondamentali. Il PPE non ha opposto un ideologico rifiuto a questa autorizzazione, al contrario si è distinto bocciando quegli emendamenti che proponevano un divieto assoluto all'impiego di questa sostanza per l'uso agricolo e per i professionisti, votando a favore di un'autorizzazione ridotta da 15 a 7 anni, revocabile e monitorata. Poiché la tutela della salute e dell'ambiente non può essere trascurata, il Parlamento ha invitato la Commissione a una revisione della classificazione del glifosato, basata su studi scientifici indipendenti, chiedendo, inoltre, la completa divulgazione dei dati scientifici utilizzati nella valutazione. Votando questa relazione su un punto di difficile accordo fra gli Stati membri, il Parlamento fa sentire la sua forza e il suo peso rappresentativo, indicando una linea politica all'azione della Commissione e offrendo al Consiglio europeo una posizione alla quale poter fare riferimento.

  Lola Sánchez Caldentey (GUE/NGL), por escrito. ‒ Hemos votado en contra dado que las enmiendas aprobadas no reflejan el resultado de los debates que hemos tenido en la Comisión. Es una irresponsabilidad que se pida la renovación del glifosato por siete años. Apelamos a las autoridades competentes a aplicar el principio de precaución ante el informe de la Organización Mundial de la Salud (OMS), que determinó que el glifosato es «probablemente cancerígeno para los seres humanos». Sin embargo, hay razones de sobra para pensar que la EFSA (Agencia Europea de Seguridad Alimentaria), cuyo estudio llegó a conclusiones contrarias al de la OMS, no es del todo independiente y, por lo tanto, debemos poner en cuestión sus recomendaciones. No podemos permitir que se comercialice en Europa una sustancia con estas características, que se utiliza como herbicida para nuestros campos, y acaba en los alimentos que ingerimos.

This shows that further investigation is necessary before the substance is authorised for another 15 years. It is not unusual that scientific bodies disagree, but such a profound difference between agencies of this stature cannot be ignored by the Commission. It is appropriate to conduct a thorough review of glyphosate and its classification, and also to consider whether EU level authorisation of the active substance and then separate, national authorisation for herbicide and pesticide products is really the best way to ensure the highest standards of health and safety.

EU:s livsmedelssäkerhetsmyndighet Efsa har kommit fram till den säkerställda slutsatsen att det är osannolikt att glyfosat, det verksamma ämnet i växtskyddsmedel som används i många EU-länder, skulle innebära en cancerrisk. Godkännandet av glyfosat förlängs nu på sju år, och skulle omvärderas för den händelse att Efsa skulle komma fram till andra vetenskapligt baserade slutsatser.

A mayores recomienda no utilizar el glifosato para usos no profesionales, no emplearlo en jardines, parques públicos o campos de juego o en aquellos casos en los que sistemas de gestión de plagas son suficientes.

Aun así he votado en contra porque en lugar de recomendar la prohibición absoluta de todos los productos que contengan glifosato, propone una renovación de su uso por siete años más.

  Ricardo Serrão Santos (S&D), por escrito. ‒ Votei a favor da continuação da autorização do uso do glifosato. A prova científica relativa a efeitos carcinogénicos e enquanto disruptor endócrino não é consistente. O glifosato tem a chancela da European Food Safety Autorithy. Parecem-me, sim, consistentes os argumentos de organizações agrícolas e de conservação de habitats e da biodiversidade, em particular no que diz respeito aos países do sul da Europa, mais expostos às espécies invasoras.

A proibição da utilização deste produto implicaria prejuízos graves para a nossa agricultura e para o sucesso de ações de conservação no âmbito da Diretiva Aves e da Diretiva Habitats. Como qualquer produto, o manuseamento está condicionado por regras que servem para assegurar que não existem riscos para a população e o ambiente.

Princípio da precaução, por princípio da precaução, prefiro aplicá-lo em favor da conservação das espécies e dos habitats onde o glifosato tem dado provas de ser uma arma única e utilíssima, que tem passado os testes de impacto negativo conduzidos na base de programas de monitorização, que acredito serem rigorosos.

Temo que, para além do impacto negativo na agricultura, a proibição do uso do glifosato deitaria a perder anos de boas práticas de conservação e de restauração de habitats.

  Czesław Adam Siekierski (PPE), na piśmie. ‒ Glifosat jest jednym z najczęściej wykorzystywanych przez europejskich rolników, leśników i sadowników środków chwastobójczych, dla którego trudno obecnie znaleźć alternatywę.

Z drugiej strony podnoszą się głosy o możliwym rakotwórczym działaniu tej substancji, na co jednak brak jednoznacznych dowodów.

Dlatego dobrze się stało, że dzisiejsza rezolucja Parlamentu dzięki wysiłkom naszej grupy, czyli Grupy Europejskiej Partii Ludowej, zyskała bardziej wyważony charakter niż w początkowej wersji. Z jednej strony wezwaliśmy bowiem do odnowienia zatwierdzenia glifosatu na 7 lat, a nie na 15, jak zaproponowała Komisja Europejska, lecz pod warunkiem, że będzie on stosowany tylko do profesjonalnego użytku, oraz przy równoczesnym wniosku do stosownych organów o ponowne zbadanie tej sprawy.

Miejmy nadzieję, że ostateczna decyzja w sprawie zatwierdzenia glifosatu należycie uwzględni wspomniany przeze mnie fakt, że ewentualne wycofanie tej substancji czynnej z rynku spowoduje poważne zakłócenia w europejskim rolnictwie, co może zagrozić konkurencyjności naszej produkcji w stosunku do krajów trzecich, które nie planują takich działań.

The Labour Party in the European Parliament holds the position that Genetically Modified Organisms – GMOs – must be approached with caution and assessed from the point of view of their impacts on human health and the environment. This position has informed a number of recent plenary votes when I and other Labour Party MEPs opposed the authorisation of other strains of GMOs; this is, inter alia, because of their links with glyphosate..

Although not binding, I hope that the vote today will send a message to the Commission and have them either reconsider their position, or disclose the scientific evidence that has been the basis for the positive classification of this chemical, a matter which I have brought up with them in a recent parliamentary question.

  Branislav Škripek (ECR), písomne. ‒ Systematický herbicíd glyfosát sa v súčasnosti celosvetovo vyrába v najväčšom objeme zo všetkých herbicídov. Pritom bolo preukázané, že niektoré baktérie, ktoré sú súčasťou komerčných glyfosátových prípravkov, spôsobili zmenu rezistencie voči antibiotikám, pričom zostatky glyfosátu boli zaznamenané vo vode, v pôde, potravinách či dokonca aj v materskom mlieku. Z tohto dôvodu som hlasoval za prijatie uznesenia, ktoré odmieta predĺženie autorizácie pre glyfosát na ďalších 15 rokov a súčasne vyzýva Európsku komisiu, aby neautorizovala žiadne neprofesionálne použitie glyfosátu.

  Monika Smolková (S&D), písomne. ‒ Herbicid glyfosát sa v súčasnosti celosvetovo vyrába v najväčšom objeme zo všetkých herbicídov a jeho používanie sa v celosvetovom meradle za posledných 40 rokov dramaticky zvýšilo koeficientom 260 z 3200 ton v roku 1974 na 825 tisíc ton v roku 2014. Glyfosát je neselektívny herbicíd, ktorý zabíja všetky byliny, a až 76 % na celom svete sa používa v poľnohospodárstve, ale tiež sa používa v lesníctve, v mestách a záhradách. Aj z tohto dôvodu glyfosát a jeho rezíduá boli zaznamenané vo vode, pôde, potravinách, nápojoch a tovare, ktorý nie je určený na konzumáciu, ale aj v ľudskom tele. Aj z týchto dôvodov sme uznesením vyzvali Komisiu, aby predložila nový návrh na predĺženie povolenia pre glyfosát s cieľom lepšie zohľadniť udržateľné používanie herbicídov, ktoré ho obsahujú. Zároveň sme požiadali o urýchlené iniciovanie preskúmania celkovej toxicity a klasifikácie problematického herbicídu na základe všetkých dostupných vedeckých dôkazov o jeho karcinogenite a možných vlastnostiach narúšajúcich endokrinný systém. Tiež sme vyzvali Komisiu, aby obnovila povolenie na predaj výrobkov obsahujúcich glyfosát iba na sedem rokov, a aj to výlučne na profesionálne použitie.

  Michaela Šojdrová (PPE), písemně. ‒ Podpořila jsem usnesení Evropského parlamentu o glyfosátu v podobě, do jaké jej pozměnily návrhy mé frakce PPE. Víme, že v minulém roce byla nezávadnost glyfosátu používaného zejména pro herbicidy zkoumána jak Mezinárodní agenturou pro výzkum rakoviny, tak Evropským úřadem pro bezpečnost potravin. Tyto instituce došly k rozdílným výsledkům, a proto je třeba se touto věcí, i s ohledem na princip předběžné opatrnosti, zabývat. Je třeba si také uvědomit, že Evropský úřad pro bezpečnost potravin, který v glyfosátu nebezpečí pro zdraví člověka neshledal, své závěry podroboval veřejné diskuzi, a to za přispění odborníků ze zemí EU. Vzhledem k výše zmíněným okolnostem a také s ohledem na stanovisko českého ministerstva zemědělství považuji za správné přijaté kompromisní řešení, tzn. nezakázat glyfosát úplně, ale pro zachování předběžné opatrnosti mít více pod kontrolou jeho užívání. Evropský parlament navrhuje omezit možnost užívání glyfosátu pouze pro odborníky, kterým by k tomu měly být zajištěny potřebné informace, a také aby bylo používání glyfosátu bezprostředně před sklizněmi podrobeno přísným omezením. Rovněž jsem hlasovala pro zkrácení doby, o kterou by měla být možnost užívat glyfosát prodloužena, a to na 7 let.

  Igor Šoltes (Verts/ALE), pisno. ‒ Javnost razpravlja o nasprotujočih znanstvenih vidikih različnih ocen glede rakotvornosti glifosata in o dejstvu, da glifosat povzroča endokrine motnje.

Za mednarodno agencijo za raziskave raka (IARC) je glifosat snov, ki je "verjetno rakotvorna za ljudi". Po svetu se med vsemi herbicidi trenutno največ proizvaja prav sistemski herbicid glifosat. Njegova uporaba se je v zadnjih 40. letih drastično povečala (za 260-krat). 76 % glifosata po svetu se uporablja v kmetijstvu, poleg tega tudi v gozdarstvu ter v urbani in vrtnarski rabi.

Evropska komisija je predlagala, da se obnovi odobritev glifosata za novih 15 let. Predlog resolucije, ki ga je sprejel odbor ENVI, pa poziva Komisijo, naj ponovno preuči svoj predlog.

Glifosat bi lahko resno poškodoval naše zdravje, obenem pa lahko ogroža tudi živali in rastline, zato je pomembno, da ne pride do zasebne, neutemeljene uporabe glifosata in da se ga ne uporablja v javnih parkih, igriščih, vrtovih oziroma v njihovi bližini. V primeru že obstoječih alternativ za zatiranje plevelov, bi morala biti uporaba glifosata strogo prepovedana.

V predlogu resolucije ni prišlo do popolne zavrnitve uporabe glifosata, zato sem se pri glasovanju vzdržal.

  Davor Ivo Stier (PPE), napisan. ‒ Trenutno se u svijetu od svih herbicida najviše proizvodi sistemični herbicid glifosat čija je uporaba drastično porasla posljednjih 40 godina. Glifosat je neselektivan herbicid, što znači da uništava sve bilje te su njegovi ostaci pronađeni u vodi, tlu, hrani i piću, kao i u ljudskom tijelu.

Također, neupitan je utjecaj glifosata na okoliš kao i na zdravlje ljudi i životinja. Europski parlament smatra da se nacrtom provedbene uredbe Komisije ne primjenjuje načelo predostrožnosti i ne pruža visoka razina zaštite zdravlja ljudi i životinja te zaštite okoliša. S obzirom na navedene nedostatke, Europski parlament traži od Komisije da povuče svoj nacrt provedbene uredbe i odboru podnese novi.

  Dubravka Šuica (PPE), napisan. ‒ Glifosat, koji je na tržište stigao 1974. godine, najrašireniji je herbicid u svijetu koji može dospjeti u naš organizam preko hrane koju konzumiramo, s čime nije upoznat velik broj ljudi. Britanska agencija za sigurnost hrane procijenila je da je trećina kruha kontaminirana tragovima glisofata.

Isto tako, Amerikanci tvrde da je 90 % soje koju oni proizvode kontaminirano glifosatom, a Nijemci pak kažu da je svaka druga piva kontaminirana spomenutim herbicidom. Njemačko istraživanje u 18 europskih zemalja pokazalo je da prisutnost toksičnog herbicida na bazi glifosata u urinu ima 44 % Europljana. Prisutnost tragova glifosata u našim tijelima zabrinjavajuća je jer se ovaj herbicid povezuje s brojnim zdravstvenim problemima, od metaboličkih problema, bolesti jetre i bubrega, pa sve do raka.

Svjetska zdravstvena organizacija smatra da je glifosat “vjerojatno kancerogen za ljude”, dok Europska agencija za sigurnost hrane smatra da nije vjerojatno da je glifosat kancerogen za ljude. Prihvatila sam amandman kojim se produžuje uporaba glifosata na najviše sedam godina, pa sam takav prigovor podržala.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za resolucijo o osnutku izvedbene uredbe Komisije o podaljšanju odobritve aktivne snovi glifosat v skladu z Uredbo Evropskega parlamenta in Sveta o dajanju fitofarmacevtskih sredstev v promet ter o spremembi Priloge k izvedbeni uredbi.

Komisija mora umakniti osnutek izvedbene uredbe ter predložiti nov osnutek, prav tako ne sme podaljšati odobritve glifosata in mora določiti jasen rok, v katerem bo pripravila seznam dodatkov, ki niso odobreni za vključitev v fitofarmacevtska sredstva.

To potrebujemo zaradi resnih pomislekov, da je herbicid glifosat, ki se sicer široko uporablja v kmetijstvu, rakotvoren ter povzroča endokrine motnje.

  Kay Swinburne (ECR), in writing. ‒ As a firm proponent of evidence-based policy-making in the regulation of agricultural technologies, I welcome Parliament’s decision to reject calls to ban glyphosate. The authorisations of active substances are based on the scientific evaluation of a rapporteur Member State and EFSA. This process views glyphosate to be safe, when used appropriately, and concludes that glyphosate is not carcinogenic. Ignoring this advice would set a dangerous precedent and undermine the EU’s entire risk assessment system.

However, I still consider that the basis for this objection resolution remains fundamentally flawed. It is incorrect to argue that the Commission’s implementing measure fails to ensure a high level of protection and is incompatible with Regulation 1107/2009. All active substances authorised for use undergo a comprehensive assessment to ensure they pose no unacceptable risk. Moreover, the resolution misuses the precautionary principle, dismisses the existing regulatory framework for the sustainable use of pesticides and attempts to forge a link between glyphosate and potential endocrine disrupting properties, despite both EFSA and the USEPA concluding that there is no evidence of such effect.

For these reasons I cannot support the resolution.

  József Szájer (PPE), írásban. ‒ A glifozát nevű növényvédőszer rákkeltő hatása kapcsán számos aggodalomra okot adó kutatási eredmény látott napvilágot, ezért fokozott figyelemmel kell eljárni a hatóanyag uniós engedélyének meghosszabbítása során.

Jelenleg az összes gyomirtó közül a glifozát a legnépszerűbb szer a világon, amelynek globális használata drámaian nőtt az elmúlt 40 évben. Problémát jelent, hogy ezen növényvédőszert számos tagállamban a nagyüzemi mezőgazdasági termeléstől kezdve az erdőgazdálkodáson át a hobbikertészkedésig - megfelelő szakképesítés és felhasználási korlátozás nélkül - szinte bárki alkalmazhatja.

Véleményem szerint a Néppárti Frakció által kínált kompromisszum alkalmas arra, hogy megfelelő egyensúlyt teremtsen az európai polgárok aggodalmai és a mezőgazdasági szereplők jogos érdekei között.

Az elfogadott módosító indítvány szerint az Európai Bizottságnak 15 helyett csak 7 évre, szakképesítéshez kötött, szigorú felhasználási korlátozásokkal szabadna megújítania a glifozát forgalomba hozatali engedélyét. Ezzel párhuzamosan gondoskodnia kell a glifozát toxicitásának független felülvizsgálatáról annak rákkeltő hatását, továbbá a hormonháztartást zavaró anyagokkal kapcsolatos tulajdonságait illetően. Kiemelendő, hogy az engedély bármikor visszavonható, ha időközben új bizonyítékok merülnek fel a szer biztonságosságát illetően.

Mindezen garanciák beépítése a glifozát Magyarországon már bevett gyakorlatnak számító, fenntartható használatát eredményezheti Európában is.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam az állásfoglalást, mely egy több hatóanyagot érintő európai bizottsági előterjesztéssel foglalkozik. Ennek egyik eleme a glifozát, melynek használata igen komoly vitákat vált ki. Az állásfoglalási indítvány kéri a Bizottságot, hogy vizsgálja felül a vonatkozó rendelet tervezetét, és helyette nyújtson be újat. Az indoklás szerint – az IARC és EFSA ellentmondásos eredményei, illetve az ECHA további vizsgálata miatt – jelen pillanatban nem bizonyított a glifozát hatása az emberi és állati szervezetekre.

Támogatom, hogy ne hosszabbítsuk meg újabb 15 évvel a glifozát engedélyét idén júliustól. Fontosnak tartom az állat- és a közegészségügy érdekében, hogy az ellentmondásos véleményeket előbb tisztázzuk. Hozzáteszem, hogy ez az elméleti megközelítésbeli különbség már a TTIP tárgyalások során is több ponton felmerült: az USA-ban addig mindent lehet forgalmazni, amíg tudományosan nem bizonyítható, hogy a termék káros; az EU ezzel szemben már a gyanú felmerülése esetén is tesz lépéseket.

Véleményem szerint nincs az az ipari érdek, ami felülírhatná az egészség iránti elkötelezettségünket. A szermaradványok mértéke már így is jelentősen megnövekedett, miközben a glifozát elleni rezisztencia is jelentősen emelkedett a gyomnövények körében. Ezért alternatív megoldásokat kell találni, innovációt ösztönözni. Az Európai Unió több mint 100 millió eurót költött alternatív módszerek kutatására 2007–2013 között, és ennek támogatása ebben a pénzügyi ciklusban is folytatódik.

  Adam Szejnfeld (PPE), na piśmie. ‒ W ostatnich miesiącach Europę obiegły doniesienia dotyczące kontrowersyjnej substancji chemicznej o nazwie glifosat, która jest powszechnie stosowana jako składnik środków ochrony roślin. Z ostatnich badań wynika, iż substancja ta ma stanowić realne zagrożenie dla zdrowia i zwiększać ryzyko wystąpienia nowotworów wśród ludzi i zwierząt. Mimo to Komisja Europejska zaproponowała odnowienie zatwierdzenia tej substancji na kolejne 15 lat.

W wielu krajach stosowanie glifosatu jest nadal możliwe, w innych natomiast substancja ta jest całkowicie zakazana. W sytuacji istnienia jednolitego rynku i niczym nieograniczonej wymiany dóbr ważne jest, by Unia miała jednolite stanowisko w tej sprawie, dlatego też słuszna jest odpowiedź Parlamentu Europejskiego wzywająca Komisję Europejską do ponownego rozpatrzenia bądź wycofania decyzji w kwestii odnowienia zatwierdzenia tej substancji.

Celem Unii powinno być zapewnienie wysokiego poziomu ochrony zdrowia ludzi i zwierząt oraz środowiska, a także poprawa funkcjonowania rynku wewnętrznego, dlatego też zdecydowałem się zagłosować za rezolucją Parlamentu nawołującą do podjęcia natychmiastowych działań przez Komisję, by cele te zostały spełnione.

  Hannu Takkula (ALDE), kirjallinen. ‒ Äänestin päätöslauselmaesitystä vastaan eli glyfosaatin käytön jatkamisen puolesta komission ehdotuksen mukaisesti, koska glyfosaatin käyttö on EFSA:n mukaan edelleen turvallista ja luotan tähän viranomaiseen. On myös selvää, että EFSA:n tutkimukset eivät voi olla täysin julkisia, sillä se vastaanottaa myös markkinoiden kannalta sensitiivistä tietoa suoraan yrityksiltä. Sen sijaan kaiken tieteellisen tutkimuksen pitää olla läpinäkyvää. Huomautan myös, että EU:n tuontiviljassa käytetään glyfosaattia ja siksi sen kielto asettaisi EU:n erikoiseen asemaan maailmanmarkkinoilla. Toisaalta nopeasta siirtymisestä vaihtoehtoisiin aineisiin ei ole tehty pitäviä vaikutusarviota ruokaturvallisuuden ja terveysvaikutusten näkökulmasta. Glyfosaatin käyttö mahdollistaa suorakylvön, mikä ehkäisee ilmastonmuutosta ja alentaa myös tuotantokustannuksia huomioiden, että viljelijät ovat jo nyt tukalassa tilanteessa. Sen sijaan glyfosaatin käyttöä ei-ammatillisessa toiminnassa on syytä tutkia ja tarkastella kriittisesti.

  Dario Tamburrano (EFDD), per iscritto. ‒ Ho votato no a questa risoluzione, che giudico vergognosamente ipocrita. Gran parte delle premesse in realtà sono pienamente condivisibili: sottolineano che il diserbante glifosato è una sostanza chimica pervasiva (è presente nella catena alimentare e nei nostri corpi), che è stato dichiarato "probabilmente cancerogeno per l'uomo" dallo IARC ma che è stato ritenuto sicuro dall'EFSA che si basa su informazioni contenute in studi che non vengono resi pubblici perché i produttori di glifosato ritengono che questo danneggerebbe i loro interessi commerciali. Siffatte premesse e il principio di precauzione, anch'esso più volte richiamato dalla risoluzione, hanno una sola possibile conseguenza logica: la richiesta alla Commissione europea di non rinnovare l'autorizzazione all'impiego del glifosato. Invece la risoluzione, ad onta della logica, chiede esplicitamente che l'autorizzazione venga rinnovata. È semplicemente scandaloso. Di qui il mio no. Auspico comunque che la Commissione europea concretizzi due richieste minori contenute nella risoluzione: la revisione indipendente di tutta la letteratura scientifica sulla tossicità del glifosato (che significa: revisione della valutazione effettuata dall'EFSA) e la pubblicazione degli studi segreti utilizzati dall'EFSA per dichiarare sicuro il glifosato.

  Claudiu Ciprian Tănăsescu (S&D), în scris. ‒ Am susținut această obiecție deoarece dovezile existente cu privire la efectele utilizării glifosatului sunt contradictorii. Avem, pe de-o parte, studii care dovedesc faptul că această substanță este carcinogenă, iar pe de altă parte, decizia EFSA care înlătură orice acuzație negativă cu privire la modul de acțiune a glifosatului.

Avem nevoie de dovezi științifice, de studii independente care să clasifice această substanță și care să clarifice impactul utilizării sale asupra sănătății umane. Dată fiind această situație neclară, dar și în așteptarea unei analize concludente, Comisia trebuie să reînnoiască autorizația pentru glifosat pentru o perioadă limitată de 7 ani, în loc de 15, cum era prevăzut inițial.

  Claudia Tapardel (S&D), in writing. ‒ Glyphosate is an active substance widely used in herbicides. The approval of the active substance glyphosate in the EU expires on 30 June 2016. The draft measure subject to this objection renews the approval of the active substance glyphosate for the maximum permissible period of 15 years. The WHO International Agency for Research on Cancer (IARC) classifies glyphosate as probably carcinogenic to humans after evaluating a large body of scientific evidence. Moreover, there are serious doubts as regards possible mode of action in relation to the endocrine disrupting properties of glyphosate. The objection also fails to ensure a high level of protection of both human and animal health and the environment, fails to apply the precautionary principle, and is therefore not compatible with the aim and the content of the basic instrument. Based on this, I do not support the renewal of the approval of glyphosate. I believe the Commission should rapidly ensure an independent review of the classification of glyphosate based on all available scientific evidence relating to carcinogenicity of glyphosate as well as possible endocrine disruptive properties.

  Pavel Telička (ALDE), in writing. ‒ I do not consider an EU-wide ban on glyphosate necessary as I believe the regular evaluation process is transparent, follows standard rules and is subject to scrutiny by member states, independent institutions as well as the people, and that it has sufficient safe checks.

I therefore voted against the European Parliament resolution. I believe that questioning EFSA science based evaluation put the credibility of the existing procedures into question.

  Isabelle Thomas (S&D), par écrit. ‒ Le rapport du Centre international de recherche sur le cancer (CIRC), l’agence de l’Organisation mondiale de la santé (OMS), estime que le glyphosate est un "cancérigène probable pour l’homme et pour l’animal". Ainsi, outre un problème environnemental, le renouvellement de cette substance est également un véritable problème de santé publique.

Alors que les États Unis ont pris la décision d'interdire ce perturbateur endocrinien, appliquant le principe de précaution, il est incompréhensible que l'Union Européenne ne fasse pas de même.

Le 22 mars, la commission environnement du Parlement Européen adoptait une résolution pour empêcher la Commission Européenne de renouveler l'autorisation d'utilisation et de vente du désherbant.

Cette objection à la Commission Européenne, soumise au vote de la plénière, a été votée mais sous la pression des lobbies, les groupes de droite ont choisi de réintroduire une autorisation pour 7 ans, moins que les 15 ans prévus par la Commission, mais trop au regard des victimes de ce poison.

  Ruža Tomašić (ECR), napisan. ‒ Stručnjaci već godinama upozoravaju na štetnost glifosata, najraširenijeg herbicida na svijetu čija je upotreba jako porasla u posljednjih 40 godina. Glifosat je najviše korištena poljoprivredna kemikalija koja se koristi u gotovo svim herbicidima. S obzirom da su glifosat i njegovi ostaci pronađeni u vodi, tlu, hrani i piću te nejestivim proizvodima i ljudskom tijelu, smatram da je potrebno obratiti veću pozornost na njegovo djelovanje na zdravlje čovjeka.

Svjetska zdravstvena organizacija tvrdi da glifosat vjerojatno ima kancerogen potencijal i kvalificirala ga je kao tvar koja uzrokuje rak kod ljudi, dok Europska agencija za sigurnost hrane tvrdi da glifosat ne predstavlja opasnost za ljude zbog kancerogenih potencijala. Iako dvije navedene organizacije imaju suprotne stavove, držim da treba postojati visoka razina zaštite, kako zdravlja ljudi i životinja tako i okoliša, te sam glasovala da se ne produlji odobrenje glifosata.

  Romana Tomc (PPE), pisno. ‒ Ugovor v skladu s členom 106 Poslovnika: podaljšanje odobritve aktivne snovi glifosat sem podprla, kot tudi velika večina Evropskega parlamenta, ki je danes izglasoval kompromis o spornem varstvu rastlin v zvezi z glifosatom.

Poslanci smo zavrnili prvotni predlog Evropske komisije, ki zahteva obnovo v časovnem razmiku nadaljnjih 15 let brez bistvenih pogojev. Poleg tega Evropski poslanci želimo prepovedati ali vsaj omejiti uporabo glifosata v zasebnem sektorju in na področju javne uporabe kot tudi vse dodatke v formulaciji z POE-Tallowaminom, ki jih namerava Komisija prepovedati in umakniti s trga.

In my constituencies I have several agriculture producers who experienced negatives aspects of using various pesticides in nature and their effects on bees for example.

In my voting list I applied a line in favour of the precautionary principle and at least halt the re-authorisation procedure until there is further clarity given the disagreements between major groups of respected scientists (IARC v. EFSA) considering also cumulative and combinatory effects as well as unpublished studies.

  Mihai Ţurcanu (PPE), în scris. ‒ Glifosatul este unul dintre cele mai vândute pesticide ierbicide din întreaga lume. Această substanță se află pe piață din 1974, iar la momentul actual ocupă 25% din piața mondială de pesticide. În 2014, 825 de milioane de tone de glifosat au fost folosite la nivel global, dintre care 90% în agricultură. Acesta este folosit, de asemenea, pentru a controla creșterea plantelor erbacee necultivate în grădini sau în zonele necultivate.

Într-un studiu realizat de Agenția Internațională pentru Cercetare în domeniul Cancerului (IARC), aceasta a clasificat glifosatul ca fiind „probabil cancerigen pentru oameni”, în ciuda faptului că alte evaluări realizate de institute suprastatale și agenții de reglementare naționale au concluzionat că glifosatul nu este cancerigen. Mai mult, până acum, nu se cunoaște ce a stat la baza evaluării IARC, având în vedere că monografia efectuată de aceștia nu a fost publicată.

Propunerea de rezoluție a Parlamentului European face referire în special la principiul de precauție și la nevoia de a asigura un nivel ridicat de protecție a sănătății și a mediului. Mai mult, aceasta propune o prelungire a autorizației pe o perioadă de maxim 7 ani, timpul necesar efectuării studiilor. Prin urmare, am votat în favoarea Obiecției privind reînnoirea aprobării.

Az összes gyomirtó közül a szisztémás glifozát gyomirtó rendelkezik a legnagyobb globális termelési mennyiséggel; globális használata drámaian – 260-szorosára – nőtt az elmúlt 40 évben.   Miguel Urbán Crespo (GUE/NGL), por escrito. ‒ Hemos votado en contra dado que las enmiendas aprobadas no reflejan el resultado de los debates que hemos tenido en la Comisión. Es una irresponsabilidad que se pida la renovación del glifosato por siete años. Apelamos a las autoridades competentes a aplicar el principio de precaución ante el informe de la Organización Mundial de la Salud (OMS), que determinó que el glifosato es «probablemente cancerígeno para los seres humanos». Sin embargo, hay razones de sobra para pensar que la EFSA (Agencia Europea de Seguridad Alimentaria), cuyo estudio llegó a conclusiones contrarias al de la OMS, no es del todo independiente y, por lo tanto, debemos poner en cuestión sus recomendaciones. No podemos permitir que se comercialice en Europa una sustancia con estas características, que se utiliza como herbicida para nuestros campos, y acaba en los alimentos que ingerimos.

  Ernest Urtasun (Verts/ALE), in writing. ‒ I voted against this resolution where the European Parliament is setting out its position on a proposal by the Commission to reapprove the controversial toxic substance glyphosate for use in Europe. The resolution was approved. I would have preferred if MEPs had followed the recommendation of Parliament’s Environment Committee in clearly calling for an outright rejection of the re-approval of glyphosate.

But we had some positive results, since the European Parliament highlighted serious concerns with the proposal, notably calling for significantly restricting the uses for which glyphosate could be approved.

  Inese Vaidere (PPE), rakstiski. – Pasaules Veselības organizācijas pētījums liecina, ka glifosāts, iespējams, var izraisīt saslimšanu ar vēzi. Skaitļi ir dramatiski. Pēdējos 40 gados šīs lauksaimniecības ķimikālijas izmantošana pasaulē ir pieaugusi 260 reizes. Glifosāts ir viens no Eiropā visvairāk lietotajiem nezāļu iznīcināšanas līdzekļiem jeb herbicīdiem. Visplašāk pazīstamais ir raundaps.

Lauksaimnieki arvien plašāk lieto raundapu, lai atvieglotu tīrumu sagatavošanu nākamajai sezonai, iznīcinātu nezāles vai paātrinātu graudu žūšanu. Augos pēc to novākšanas paliek raundapa pēdas. Ikdienā, ēdot miltu izstrādājamus, auzu pārslas, maizi, cepumus un citus produktus, mēs uzņemam raundapu. Pirms pāris gadiem kāds pētījums parādīja, ka glifosāta līmenis Latvijas iedzīvotāju urīnā ir viens no augstākajiem Eiropā. Vienlaikus pieaug bažas par glifosāta ietekmi uz hormonālo sistēmu un reproduktīvo sistēmu, kā arī par tā ietekmi uz grūtniecību.

Glifosāts un tā atliekvielas ir konstatētas arī ūdenī, augsnē, pārtikā un dzērienos, kā arī nepārtikas produktos. Tas kaitē videi un dabai, samazinot lauksaimniecības zemju bioloģisko daudzveidību un iznīcinot putnu un kukaiņu barības avotus.

Ņemot vērā to, ka glifosāts iznīcina ne tikai nevēlamās nezāles, bet arī augus, piesārņo vidi, kurā mēs dzīvojam, un nopietni apdraud cilvēku veselību, es balsoju pret licences pagarināšanu glifosātam. Uzskatu, ka nav pieļaujama tādu augu aizsardzības līdzekļu lietošana, ko par iespējami kancerogēnu atzinusi pasaules vadošā aģentūra veselības jomā.

  Ivo Vajgl (ALDE), in writing. ‒ I voted against the objection pursuant to Rule 106 concerning the renewal of the approval of the active substance glyphosate. There has been a quite controversial debate surrounding this objection. The mandatory renewal assessment on glyphosate was carried out by Germany (Bundesinstitut für Risikobewertung ‘BfR’), which, on the basis of around 900 scientific publications, came to the conclusion that the available data does not give evidence for harmful effects in humans, animals or the environment. EFSA peer-reviewed this assessment with all other Member States and largely subscribed to their conclusions. However, the International Agency for Research on Cancer (IARC) published their own assessment in an IARC monograph in July 2015. Their evaluation, on the other hand, assesses the risk of glyphosate as being probably carcinogenic for humans. In conclusion, until there is no unanimous assessment on the harmfulness of glyphosate to humans, I believe that it is wise to stick to the findings of the German BfR, based on a vast amount of scientific evidence. The related legal provisions do mention that if new reliable evidence is found on the possible carcinogenicity of glyphosate, this assessment can be reverted and that is why in the meantime I decided to vote against the objection.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ Gracias a la enmienda presentada por parte del Partido Popular Europeo para buscar un compromiso para que la prórroga sea de siete años en lugar de quince, el Parlamento Europeo ha podido llegar a un acuerdo ante un asunto vital para los agricultores europeos.   Marco Valli (EFDD), per iscritto. – Ho votato contro questa risoluzione che grazie a un emendamento inserito all'ultimo minuto dal gruppo PPE è stata trasformata in un invito a rinnovare l'autorizzazione all'utilizzo del glifosato per altri 7 anni, sebbene il testo originario presentato al voto contenesse un'obiezione incondizionata al rinnovo della concessione, per la quale il Movimento si è fortemente battuto. Il glifosato è l'erbicida attualmente più utilizzato al mondo, ma è stato classificato come "probabilmente cancerogeno per l'uomo" dall'Agenzia internazionale per la ricerca sul cancro (IARC), sulla base di studi sicuramente più attendibili di quelli condotti dall'Agenzia europea per la sicurezza alimentare che, utilizzando dati forniti dalle stesse aziende produttrici di glifosato, è giunta guarda caso alla conclusione opposta che la sostanza sarebbe "probabilmente non cancerogena". Dati che peraltro non sono stati pubblicati per "non ledere gli interessi commerciali" di tali grandi aziende. La legislazione europea e il principio di precauzione consentono all'UE di bloccare l'uso di una sostanza potenzialmente pericolosa per la salute umana e l'ambiente, anche in presenza del minimo dubbio scientifico. Tuttavia, per non intaccare gli interessi commerciali delle multinazionali e delle lobby, la maggioranza del Parlamento ha preferito accettare un rischio così grave per l'uomo e l'ambiente. Questo purtroppo è quanto conta la salute dei cittadini e l'ambiente in Europa.

  Hilde Vautmans (ALDE), schriftelijk. ‒ Ik stemde tegen het bezwaar over de verlenging van de goedkeuring van de werkzame stof glyfosaat. Terwijl velen hebben gewezen op de mogelijke kankerverwekkende risico's voor zoogdieren, en dus ook voor de mens, stelde de Europese Autoriteit voor Voedselveiligheid in 2015 dat het onwaarschijnlijk is dat glyfosaat een carcinogeen gevaar voor ons vormt. De huidige verlenging met 7 jaar bevat de ontbindende voorwaarde dat wanneer alsnog zou blijken dat deze stof wel carcinogene effecten heeft, men deze beslissing ongedaan kan maken.

  Marie-Christine Vergiat (GUE/NGL), par écrit. ‒ La Commission européenne avait pour projet de renouveler pour 15 ans l'autorisation du glyphosate, substance active de l’herbicide le plus vendu au monde, le RoundUp, commercialisé par Monsanto.

Le glyphosate: substance jugée, par l’Organisation mondiale de la santé, "probablement cancérogène" et "probablement perturbateur endocrinien".

La Commission "environnement et santé publique" du Parlement européen s'est prononcée catégoriquement contre le renouvellement de cette autorisation. Le texte qui nous a été présenté aurait dû donc supporter ce non-renouvellement.

Pourtant, si c'est bien une motion de rejet de cette proposition qui nous a été présenté, il est quelque peu curieux de s'apercevoir qu'il s'agit de rejeter le renouvellement de 15 ans pour... un renouvellement de 7 ans, au prétexte que, dans des conditions plus qu'obscures, l'Autorité européenne de sécurité des aliments, aurait donné un avis favorable à ce renouvellement.

Soucieuse de la santé des citoyens européens, j'ai voté contre ce texte sans hésitation.

Le Parlement européen avait une occasion de s'opposer à une proposition de la Commission, il a refusé de le faire avec un vote un peu étonnant 374 pour, 225 contre et 102 abstentions dont une grande majorité de verts européens.

  Miguel Viegas (GUE/NGL), por escrito. ‒ Foi identificado um elevado risco a longo prazo em quase todas as utilizações de glifosato para vertebrados terrestres não visados, incluindo mamíferos e aves. A utilização deste herbicida – não seletivo – não elimina apenas as ervas daninhas mas todas as plantas, assim como algas, bactérias e fungos, causando um impacto negativo significativo na biodiversidade e no ecossistema.

Apesar disso, a Comissão Europeia propõe a autorização de utilização do glifosato até 2031, ou seja, pelo período máximo possível, para qualquer utilização, sem quaisquer restrições (com exceção de um dos mais de 500 coformulantes), apenas sob reserva de informações confirmatórias relativas às propriedades perturbadoras do sistema endócrino.

A proposta da Comissão Europeia não garante, portanto, o desejável elevado nível de proteção da saúde humana e animal e do ambiente e não aplica o princípio da precaução.

Defendemos, por isso, a não renovação da aprovação do glifosato e o estabelecimento de um calendário para a criação de uma lista de coformulantes não aceites para inclusão em produtos fitofarmacêuticos.

  Harald Vilimsky (ENF), schriftlich. ‒ Glyphosat ist eine Hauptkomponente einiger Breitbandherbizide und wird trotz gesundheitlicher Bedenken seit den 1970er-Jahren weltweit zur Unkrautbekämpfung eingesetzt. Laut WHO wird Glyphosat als „wahrscheinlich krebserregend“ eingestuft, die EU-Kommission stuft das Herbizid als unbedenklich ein.

Solange nicht klar ist, welche Auswirkungen es sowohl auf die Gesundheit des Menschen als auch auf die Umwelt hat, muss ein weiterer Verkauf unverzüglich unterbunden werden. Mehrere Mitgliedsstaaten der Europäischen Union wie Frankreich, die Niederlande oder Italien sprechen sich bereits gegen die Verwendung des umstrittenen Pflanzenschutzmittels aus. Glyphosat muss daher einer ordentlichen, unabhängigen wissenschaftlichen Untersuchung und Einstufung unterzogen werden. Sollte sich der Verdacht bestätigen, dass Glyphosat krebserregend ist, muss der Verkauf unbedingt gestoppt werden.

  Udo Voigt (NI), schriftlich. ‒ Ich habe dem Vorschlag zugestimmt, da ich der Meinung bin, dass durch die neu gewonnenen Erkenntnisse über Glyphosat dringend Änderungen im Umgang mit dieser Chemikalie notwendig sind, um der Tier- und Pflanzenwelt nachhaltige Schäden zu ersparen.

Profitgier und Gewinnsucht einzelner Konzerne dürfen nicht über der Gesundheit des Menschen stehen!

Ebenso darf es bei diesen neuen Erkenntnissen kein einfaches „Weiter so“ im Umgang mit dem krebserregenden Stoff geben!

Wir haben als Politiker eine Verantwortung gegenüber unseren Völkern und den Menschen unserer Heimat.

  Jana Žitňanská (ECR), písomne. ‒ Námietku parlamentného výboru ENVI, ktorá smeruje proti predĺženiu povolenia na používanie glyfosátu, som podporila. Toto predĺženie povolenia bolo Európskou komisiu navrhnuté na základe nových štúdií, podľa ktorých glyfosát nemá karcinogénne účinky. Výbor ENVI však tieto závery nepovažuje za dostatočne preskúmateľné najmä z dôvodu, že niektoré kľúčové štúdie nie sú zverejnené. Naviac, táto látka, ktorá sa vzhľadom na svoje široké použitie ako herbicídu v členských štátoch dostáva do tesného kontaktu s občanmi, bola dlho odborníkmi považovaná za látku s pravdepodobnými karcinogénnymi účinkami. Práve preto podporujem názor, že pokiaľ pravdepodobné karcinogénne účinky neboli dostatočne, transparentne a vedecky vyvrátené, sme povinní použiť zásadu predbežnej opatrnosti a neriskovať zdravie obyvateľov Európskej únie.

  Carlos Zorrinho (S&D), por escrito. ‒ Votei favoravelmente a resolução relativa à objeção de renovar a aprovação da substância ativa do glifosato tendo em conta que passou a incluir uma alteração que refere que a aprovação do glifosato se prolongue por 7 anos, e não 15 como inicialmente previsto, sendo que a Comissão pode retirar a aprovação de uma substância ativa durante o período da respectiva autorização se esta já não satisfizer os critérios para a sua aprovação. A alteração prevê ainda a exclusão da taloamina, um co-formulante que evidenciou um potencial genotóxico e que não poderá ser usado em produtos fitofarmancêuticos, e propõe ainda que se envidem esforços com vista a acelerar os trabalhos para o estabelecimento e consolidação do Anexo III ao Regulamento (EU) nº 1107/2009 relativo aos co-formulantes proibidos.

  Marco Zullo (EFDD), per iscritto. – Ho votato contro la risoluzione con cui il Parlamento invita la Commissione europea a rinnovare per altri 7 anni l’autorizzazione dell'uso in agricoltura del glifosato, principio attivo di un erbicida prodotto dalla multinazionale Monsanto. L'intenzione della Commissione era di rinnovare l'autorizzazione all'utilizzo del glifosato per ben 15 anni e la mozione del Parlamento in origine era stata pensata per chiedere di applicare il principio di precauzione e di negarne completamente il rinnovo. Invece, il testo finale della risoluzione così com'è uscito avrebbe consentito alla Commissione europea di arrivare in sede di comitato (dove realmente si decide assieme agli Stati membri la sorte del glifosato) proponendo 7 anni, forte del sostegno del Parlamento. Un concessione scandalosa che noi del Movimento 5 Stelle non potevamo che respingere con forza. In quanto sostanza probabilmente cancerogena, il glifosato rappresenta un pericolo concreto per l’uomo. Di recente, la fondazione Heinrich Böll ha pubblicato uno studio dai risultati sconvolgenti che dimostra come residui di glifosato siano stati registrati nelle urine del 99,6% delle oltre 2 000 persone monitorate. I valori più significativi sono stati riscontrati in bambini e adolescenti. Il mio non poteva che essere un secco no all'uso del glifosato.

  Milan Zver (PPE), pisno. ‒ Glasoval sem za resolucijo o osnutku izvedbene uredbe Komisije o podaljšanju odobritve aktivne snovi glifosat za 7 namesto 15 let, kot je predlagala Komisija.

EPP/ELS se je zavzel tudi za mnoge druge varovalke, da bi čim bolj omejili morebitne škodljive učinke tega herbicida.

Zavzel sem se za večji nadzor nad vplivom glifosata na zdravje, bolj trajnostno uporabo, omejitev le na profesionalno rabo, večji nadzor nad prodajo glifosata v državah članicah ter več izobraževanja za uporabnike.

Nenadna ukinitev glifosata bi močno prizadela evropsko sadjarstvo in vinogradništvo, pri tem, da je evropsko kmetijstvo že tako obremenjeno zaradi krize na področju mlekarstva in prašičereje.
