  Tamás Meszerics, rapporteur. Mr President, I think the topic we are going to discuss at this early hour on the last day of our part session this week is very important. First of all, allow me to thank everybody who has contributed to the work, especially the shadow rapporteurs, who have been very helpful, very flexible and very professional in working out a text which I believe can command a fairly large consensus in the House.

This was not very easy to achieve. It was very important that the shadows put their work and their commitment into the whole topic. Although I am listed as the author, I have to thank all my colleagues in my Group and especially my advisers, who helped considerably in putting together a text which has a chance of passing, and which I hope will pass on the vote today.

We are not getting any closer to the 2020 anti-poverty target. We are actually, by all important measurements, further away from the 2020 anti-poverty targets than when they were originally formulated. This is only partly due to the financial crisis of 2008 – after all, we are in the ninth year after the crisis – so we have a basic structural problem.

The report is not on that, but one of the key elements in this attempt to reduce poverty in the European Union is related to basic resources, household costs and household expenditure. I believe that, fundamentally, energy and water are essential resources which are necessary for the survival of any household in the European Union. They are essential especially because we are more and more dependent, individually and in groups, on energy. At the same time, energy prices have been continually rising in the last almost half a decade, which makes the problem more serious than we would have thought at the time when the anti-poverty target was put together.

At the time when this was formulated there was a widespread consensus that poverty is a complex global phenomenon which requires complex global treatment. So some of my colleagues, with an honest conviction, thought that selecting a particular type of poverty from the complex web of poverty might be a mistake. I would like to defend the view that energy poverty, or fuel poverty, is one of the most important elements in this, because it usually requires an upfront investment. Simple direct income support is not going to help those who are in this trap, because it requires an upfront investment.

That is why what we are asking for primarily is to have a complex policy set which simultaneously attacks all the three elements of energy poverty, one of them being insufficient income, another being energy efficiency – basically the quality of the housing stock in much of Europe. Eastern Europe is significantly different in this respect to Western Europe. In Eastern Europe we do not have a meaningful social housing system, and that contributes to, and exacerbates, the problem.

Finally, I would like to mention that we believe that a winter disconnection moratorium on heating is a must. Nobody should die in Europe because of not having heating available.

  Marianne Thyssen, Member of the Commission. Mr President, I would like to start by thanking the rapporteur, Mr Meszerics, for this very comprehensive report, which confirms once again that poverty is a complex phenomenon with several causes, such as the increasing household costs in Europe.

I share your concerns about the rise in the number of people at risk of poverty or social exclusion in the European Union. Between 2008 and 2013 the prolonged crisis exacerbated the existing social challenges: poverty, exclusion and inequality. As a result, instead of progressing, we have drifted further away from the Europe 2020 target for reducing poverty. However, there are now some signs of stabilisation, and with concerted efforts we can still make real progress.

I take note of your recommendation to invest fully in the fight against poverty and social exclusion – social inclusion is, of course, what we want. The Commission has put social fairness at the core of our agenda, and work has already started to deliver on this commitment. I am convinced that it is only by ensuring that social considerations are better integrated in all of the European policy areas that we can truly achieve the social Europe that we want. I am glad that your report supports our commitment to ensuring a social triple A for the Union. The European pillar of social rights lies at the core of our efforts to achieve that social triple A. The Commission launched a wide-ranging consultation on 8 March. We are counting on you and on Parliament to contribute to this discussion on the social values and rights that should underpin the social model in the 21st century.

The draft European pillar of social rights puts a strong focus on fighting poverty and social exclusion. It sets out principles to ensure access to adequate social protection, including minimum income, social housing and activating and enabling benefits and services. It emphasises the work-life balance and family-friendly policies such as childcare and long—term care. Greater prominence is also being given to social considerations in and during the whole European Semester process.

We acknowledge the rapporteur’s recommendation to carry out impact assessments of national minimum income schemes and we would like to stress that over the years the Commission has provided policy guidance to the Member States. I would like to mention here the 2008 recommendation on active inclusion, the 2013 Social Investment Package and the various country—specific recommendations addressed to several Member States within the European Semester process. Furthermore, the Commission is providing support to Greece to help it phase in a guaranteed minimum income scheme. In 2015 the Commission finalised a pilot project aimed at developing a methodology for comparable reference budgets across the Member States. A second phase of this project will be launched later this year. Furthermore, the Commission has been funding the development of the European Minimum Income Network.

I am glad that the report highlights the importance of skills. I would like to stress that one of the most profound challenges we are facing, and one of our key goals, is to make sure that people in Europe have skills for jobs – skills for jobs which will improve their life chances. This will be at the core of the proposal that I will be presenting on a New Skills Agenda for Europe.

I also take note of your call to hold a summit on poverty reduction. Over the last 15 years, the Commission has been helping to organise the European meetings of people experiencing poverty. These annual gatherings aim to step up the participation of people experiencing poverty in policy—making processes at local, national and EU level. I can confirm that they facilitate exchanges and mutual learning, stimulate joint projects and aim to assess different approaches to combating poverty in the light of experience on the ground. They feed directly into the Annual Convention for Inclusive Growth to ensure that the voices of people experiencing poverty are heard. They have also been tackling homelessness, which you rightly mention in your report as an extreme form of social exclusion. We are currently finalising an EU—wide study on housing evictions. Another study on cost—efficient housing policies will be ready by June this year. We have launched a joint project with the OECD to build a housing database entry and we are working together with the Mutual Information System on Social Protection (MISSOC) and Eurostat to further improve housing data. A social experimentation peer review of Housing First was hosted in March this year by Belgium.

Finally, we take note of your recommendation to submit a communication on energy poverty. As announced in the communication setting out a new deal for energy consumers, the Commission is exploring how to improve European Union-wide data collection and monitoring of energy poverty. Furthermore, with the review of the Energy Efficiency Directive and the Energy Performance of Buildings Directive, the Commission intends to focus on customer protection, following up the analysis of the Member States’ implementation of their national action plans for the protection of vulnerable energy consumers.

In conclusion, I would like to stress once more that it is the Commission’s firm intention to steer the Union more firmly towards social fairness. This means that no one should be left behind. This is a social, political and economic imperative. I therefore express our strong commitment to using all means at the Union’s disposal to fight poverty and social exclusion. I am very grateful that this report is stimulating the debate and helping us to stay on the right path.

  Julie Ward, rapporteur for the opinion of the Committee on Women’s Rights and Gender Equality. Mr President, I would also like to thank my colleagues for our work together on this report, which cuts across many issues and needs a holistic approach. It is quite clear that we need fresh political ambition to eradicate poverty across Europe, and we must be absolutely clear that there is no way of alleviating poverty unless we also tackle gender inequality. The financial crisis and subsequent austerity measures have had a disproportionate adverse effect on women – far more than men – causing a feminisation of poverty. This report sets out how the European Union must work to address the concerns of vulnerable women, especially single mothers and caregivers and women suffering from multiple discriminations, who are so often left behind because of government policy.

The report is another step in the EU’s history of advancing women’s rights and gender equality and is particularly important in the light of austerity. We need a European definition of energy poverty and we need it to include a gender perspective, reflective of the fact that female-headed households are more likely to be energy poor. These are some of the many concrete targeted policies that we propose, which also include investing in research into the causes of female homelessness.

To conclude, the Commission and national governments must include a strong gender pillar in all of their social policy, demonstrating that the EU acts for its constituents and for social justice.

  Claude Rolin, au nom du groupe PPE. Monsieur le Président, Madame la Commissaire, je tiens tout d'abord à remercier le rapporteur pour son travail et pour sa recherche permanente du consensus.

La lutte contre la pauvreté sous toutes ses formes mérite que nous dépassions les clivages partisans. Elle doit être une priorité pour des raisons éthiques et humaines, mais aussi parce que la pauvreté entraîne un véritable gâchis économique.

Les outils principaux de cette lutte sont le développement de l'emploi et la garantie d'un revenu permettant de vivre décemment. Les objectifs d'Europe 2020 sont loin d'être atteints. Si l'Union européenne veut mériter son triple A social, il lui faut absolument inverser cette tendance. Il nous faut être conscients du fait que les ménages pauvres sont particulièrement impactés par différents types de coût. C'est le cas pour l'énergie et le logement, mais aussi l'alimentation, l'eau, les soins de santé ou les services publics. Nous avons besoin de politiques cohérentes qui intègrent tous les facteurs de pauvreté.

Les familles qui vivent dans la pauvreté n'ont pas besoin de discours. Elles ont besoin d'actions concrètes et pratiques. Je fais le vœu que ce rapport d'initiative soit entendu par la Commission et par les États membres comme un appel à l'action.

Je conclurai, si vous me le permettez, en rappelant les paroles de feu le père Wresinski, fondateur d'ATD Quart Monde. Il nous demande de nous questionner: ce que nous faisons, ce que nous disons, ce que nous proposons permet-il la réalisation d'une Europe où les pauvres seront enfin libérés, permet-il la réalisation d'une Europe des droits de l'homme? Comme lui, nous devons considérer que la misère constitue une atteinte aux droits de l'homme.

  Miapetra Kumpula-Natri, S&D-ryhmän puolesta. Arvoisa puhemies, kenestä puhumme, kun puhumme köyhistä kotitalouksista? Köyhien osuus on kasvanut unionissa miljoonilla yli 120:een miljoonaan. Komissio on onneksi sitoutunut tavoittelemaan kolmen A:n sosiaalista Eurooppaa, ja nyt tulee luoda todellinen sosiaalinen pilari.

Haluamme, että komissio ja jäsenmaat järjestävät huippukokouksen köyhyydestä korkeimmalla mahdollisella tasolla käsittelemään sosiaalista syrjäytymistä ja mahdollisuutta ihmisarvoiseen elämään. Haluamme talous- ja sosiaalikomitean tavoin perustaa köyhyyden seurantakeskuksen, jotta voimme myös siihen puuttua.

Perustoimeentulo ja valtioiden kestävä sosiaalipolitiikka turvaisivat ihmisarvoista elämää. Yhä useampi perhe joutuu joka kuukausi laskemaan menonsa, luopumaan joko ruoasta, lääkkeistä tai lämmöstä, ja yli kymmenellä prosentilla EU:n kansalaisista on vaikeuksia lämmittää kotinsa. Siksi tuemme energiaköyhyyteen puuttumista, ja mietintökin kehottaa talvilämmityksen poiskytkemisen kieltämiseen.

Kotitaloudet voivat parantaa energiatehokkuutta, mutta köyhillä ei ole tähän varaa. Tähän tulee hakea Euroopassakin keinoja, rahoitusta myös muualta kuin Euroopan sosiaalirahastosta. Päätöslauselma meni selvästi läpi valiokunnassa. Toivon myös täältä salista tukea sille, että komissio määrittelisi energiaköyhyyden ja siihen haettaisiin mahdollisuuksia puuttua.

Muchas gracias, señora Comisaria, y, por supuesto, muchas gracias a todos los que han participado en la elaboración de este informe, en particular, al ponente, señor Meszerics, por este texto, que podría marcar un hito en la lucha contra la pobreza. Un texto que ha reunido la voluntad de muchísimos Grupos del Parlamento, sino la de todos, más allá de sus ideologías, alrededor de un problema que compartimos todos. Son inaceptables los niveles de pobreza que hay en este momento en una de las zonas más ricas del mundo, como es la Unión Europea. Es inaceptable, lo cual nos lleva a algo que se afirma en este texto: tienen que dar prioridad a la lucha contra la pobreza con respecto a muchas otras políticas porque es el fundamento mismo de la libertad y de la solidaridad y de los principios que fundan la Unión Europea que no tengamos pobres en nuestras sociedades.

El texto tiene, básicamente, dos aspectos, que ha visto muy bien la señora Comisaria. Uno es la lucha por un mundo mejor de cara al futuro. Y hablamos de soluciones estructurales, como la renta mínima de inserción, la mejora del parque de viviendas, una política de vivienda. Y todo eso está muy bien, y creo que la Comisión tiene que centrarse en ello. Pero permítanme que termine esta intervención diciendo que la pobreza es una lacra de hoy, en este momento, y los pobres están aquí hoy.

Y, por lo tanto, en el texto también encontrarán toda una serie de medidas que no son económicas, que son sociales. Pueden ser incluso ayudas fiscales; pero son también subvenciones, son ayudas, son beneficios sociales, son un mejor salario social para combatir la pobreza de hoy, aquí y ahora. Y ahí podríamos incluir también el trato diferente al sexo femenino.

Hay que tomarse esto en serio, aquí y ahora, con medidas concretas, y tienen que forzar a los Estados miembros para que sean mucho más intensos, prioritarios y urgentes en la lucha contra la pobreza con medidas concretas.

  Lynn Boylan, on behalf of the GUE/NGL Group. Mr President, I welcome this important report on combating poverty. In my home country, three-quarters of a million people are living in poverty. 13% of those are people with jobs, so we need to deal with the issue of decent living wages.

Ireland’s rising poverty is coinciding with a severe crisis in housing and homelessness, as a result of government policies. I therefore particularly welcome the report’s acknowledgment that housing is a fundamental right and its call for the expansion of the supply of quality social housing. The relationship between the social housing stock and homelessness is undeniable.

We have 6 000 homeless people in Ireland, 1 600 of whom are children. 140 000 people are on social housing lists, yet only 28 social houses were built. Family homes are being repossessed while rental tenants are pushed across the poverty threshold because of skyrocketing rents. We need to see housing as a right. I also welcome this report’s call for a moratorium on winter heating cut-offs. We also need real action on the crisis of poverty.

  Benedek Jávor, a Verts/ALE képviselőcsoport nevében. Elnök Úr! Rendkívül fontos jelentés van ma itt a Parlament asztalán. Európában különböző becslések szerint 50–120 millió között van azoknak az állampolgároknak a száma, akiket érint az energiaszegénység problémája. Az egyes tagállamokban más és más formát ölthet az energiaszegénység, éppen ezért jól célzott, jól kitalált európai intézkedésekre, és ugyanígy tagállami intézkedésekre van szükség azért, hogy felszámoljuk, vagy visszaszorítsuk az energiaszegénységet Európában.

A szociális eszközökről már sokan beszéltek, ezek kapcsán azt kell megjegyeznem, hogy ami a legfontosabb a különböző szociális transzfereknél: a megfelelő célzás, hogy a közpénzekből nyújtott segítség azokhoz jusson el, akik ténylegesen rászorulnak.

Ugyanilyen fontosak azok a védelmi eszközök, amelyeket a jelentés is tartalmaz: kilakoltatási korlátozások, és más olyan eszközök, amelyek segítik, hogy európai állampolgárok, családok ne kerüljenek lehetetlen helyzetbe. Ugyanakkor hosszú távon egyetlen koherens, fenntartható, eredményes eszközünk van az energiaszegénység visszaszorítására, ez pedig nem az, hogy közpénzekből segítünk visszaszorítani, vagy kifizetni a számlákat, hanem az, hogy csökkentjük az energiafelhasználást, és ehhez megfelelő finanszírozási formákkal segíteni kell a polgárokat, hogy energiahatékonysági és megújulós eszközökhöz hozzáférhessenek.

Já když jsem si tu zprávu o cílech snižování chudoby a zvyšování nákladů na domácnost přečetl, tak jsem si myslel, že je to jenom nějaký novodobý komunistický manifest, který vznikl na zeleno-levém okraji tohoto Parlamentu, a byl jsem proto šokován, když sama paní komisařka Thyssenová říká, že nám ta zpráva pomáhá zůstat na dobré cestě.

To si vážně myslíte, že na odstraňování chudoby nám pomůže – a cituji z té zprávy – uspořádání summitu? To si vážně myslíte, že máte členské státy vyzývat k tomu, aby více začleňovaly ženy do oborů, jako je strojírenství? To si vážně myslíte, že mají členské státy regulovat nájemné? To si vážně myslíte, že mají členské státy poskytovat tzv. minimální příjem, příspěvky na bydlení? To si vážně myslíte, že mají členské státy a EU poskytovat chudým lidem mikroúvěry, aby je ještě více zadlužily?

Já vám řeknu, co si myslím, že by mohl tento EP a EU udělat. Dvě jednoduché věci. Za prvé, zrušit nesmyslné daně na elektřinu, plyn a uhlí, které domácnostem zdražují energie a přitom stojí tolik, že státním rozpočtům nic nepřináší. Za druhé, zrušit nesmyslné kvóty na solární elektřinu. To stojí domácnosti desítky tisíc korun ročně navíc, aby dotovaly solární energetiku a navíc, pokud zrušíme tyto nesmyslné kvóty na drahou elektřinu, tak uhelné elektrárny budou mít opět odbyt pro uhlí a uhelné doly nebudou muset propouštět zaměstnance a horníci budou mít opět své příjmy. Takže začněme tady u sebe.

  Dominique Martin, au nom du groupe ENF. Monsieur le Président, la stratégie Europe 2020 prévoit de faire sortir 20 millions de personnes de la pauvreté, et prend pour cible principale l'augmentation du coût du logement, de l'énergie et de l'éducation. C'est bien, c'est joli! Deux axes de travail sont ainsi envisagés.

Primo, favoriser l'augmentation des revenus des ménages pauvres, en encourageant l'élaboration d'une directive-cadre sur le revenu minimum, qui serait fixé au niveau national, au-dessus du seuil de pauvreté, et en renforçant les droits sociaux de façon à garantir une aide de l'État.

Deuxio, favoriser la diminution des dépenses, en assurant une meilleure affectation des différents fonds européens au profit des ménages pauvres, tels que les fonds ESI, pour lutter contre la précarité énergétique, et en encourageant le virage fiscal qui vise à taxer les industries de l'énergie pour alléger les charges sur le coût du travail.

Désolé, mais j'affirme ici que vous vous trompez et que vous rêvez.

En effet, la pauvreté ne cessera de croître, à la mesure de cette crise entretenue par vos politiques d'austérité et ultralibérales et aggravée par l'arrivée des migrants.

Les fonds européens n'ont qu'une incidence mineure sur les politiques engagées par les États membres, et l'établissement d'un salaire minimum ou le virage fiscal relèvent clairement des compétences nationales.

  Krisztina Morvai (NI). Szívből gratulálok magyar képviselőtársamnak, Meszerics Tamásnak ehhez a jelentéshez. Hát sokkoló adatokat tárt föl az Európai Unióban tapasztalható szegénységről, nyomorúságról. Olyanokat, hogy öt év alatt ugye 117 millióról 122,6 millióra nőtt a szegények száma.

Kérném szépen az Elnök Urat, hogy figyelmeztesse a társainkat, hogy ne itt beszélgessenek, nem lehet így felszólalni, hogyha itt bent kávéház-szerű beszélgetés van. Folyamatosan hangos beszéd megy mellettem, kérem, hogy állítsa le az órát, és szóljon rá az előbbi felszólalóra, hogy ez így nem megy. Tehát meg kell tisztelnünk egymást is, meg kell tisztelnünk a választóinkat azzal, hogy normális körülményeket biztosítunk egymás számára a felszólaláshoz. Köszönöm szépen!

Tehát sokkolóak ezek az adatok, kiderül, hogy nemhogy csökkenne, de növekszik a szegénység az Európai Unióban, 117 millióról 122,6 millióra, öt év alatt, jelenleg 16,7 % él szegénységben. Többek között ugye úgy fogalmaz a jelentés, hogy a leginkább érintett tagállamok lakosainak 60%-a nem tudja kellő hőmérsékletűre fűteni az otthonát. Gondolom itt például saját hazánkra, Magyarországra, illetőleg a másodosztályúnak tekintett országokra gondol.

De azért lássunk tisztán, ugye egyetért velem, hogy ezek a nyomorúságos körülmények nem valamiféle természeti csapás következményei, hanem döntések következményei. Többek között az Unió döntéseinek következményei, és az Unió lényegéből fakad ez a szegénység, nyomor, és ez a belső gyarmatosítás is. Ugyanis egy pénz és profitközpontú, globális szabadkereskedelmen alapuló neoliberális politikát és gazdaságpolitikát folytat, ahelyett, hogy egy emberközpontú politikát és gazdaságpolitikát folytatna, amelyben azt kérdezi, hogy mi a jó az embernek, és nem mindig azt, hogy mi a jó a profit, és a nagybefektetők és a multicégek szempontjából.   Javi López (S&D). Señor Presidente, los datos de pobreza son vergonzosos hoy en Europa y ver cómo han aumentado durante los últimos años es absolutamente intolerable. La pobreza no solo es una estadística, tiene un enorme impacto social; económico, porque distorsiona la demanda y la economía; un enorme impacto institucional, porque desconecta de las instituciones a muchas personas; pero tiene, incluso, impacto en la salud pública, porque mucha gente ve su esperanza de vida mermada.

Ante esto, nosotros tenemos la opción de continuar haciendo políticas macroeconómicas que han ido en dirección contraria, que han permitido que aumentara la pobreza durante estos años, o instaurar normas europeas que combatan y luchen contra la pobreza en que se encuentran uno de cada cuatro europeos; en mi país, en España, uno de cada tres. E instaurar una herramienta, un sistema de rentas mínimas europeas que proteja a los ciudadanos y que les asegure que, ante cualquier problema o dificultad, o cuando estén en desempleo, van a tener la protección del conjunto del Estado, de las administraciones públicas y de Europa para garantizarles una vida digna.

Yo creo que hay un problema macroeconómico de la política que se ha llevado a cabo durante los últimos años; que decir «ustedes cumplen estos objetivos de déficit, pero tienen que combatir la pobreza en el 2020» ha sido contraproducente. Pero luego podemos hacer cosas bien concretas. Podemos hacer cosas bien concretas desde aquí. Las rentas mínimas, la lucha contra la pobreza energética, un observatorio europeo que permita ver lo que está pasando hoy y por qué está pasando. Y este informe contiene un buen compendio de medidas concretas que podríamos impulsar hoy desde las instituciones europeas.

  Marian Harkin (ALDE). Mr President, first of all I want to thank the rapporteur for his important report. It is important because it highlights the fact that one in six Europeans are either in poverty or at risk of poverty. In Ireland the figure is 16%. But crucially, the report points to concrete measures that can be taken to try to meet the EU 2020 anti-poverty targets. We are all aware that poorer households spend a higher proportion of their income on household costs, whether accounted for by utilities or housing or energy or food, than other households do. Therefore, a minimum income that takes into account the economic and social circumstances in each Member State and is based on a life-cycle approach is, in my opinion, a safety net.

Certain practical suggestions, such as a winter heating disconnection moratorium, the possibility of extending the fund for the most deprived, and measures to reduce energy poverty, such as micro loans for investing in energy efficiency, are all important steps. Access to water and sanitation is a human right, and privatisation of these services has had a negative effect on households. Finally, I agree with the Commissioner. We need to upgrade our skills and invest in jobs and, crucially, decent work and decent jobs.

I am very happy that Ms Harkin also took up the energy poverty issue, as it is a real fact that nowadays more than 10% of European homes have a leaking roof or bad condition walls and inside humidity. The shocking news from the UK is that research shows that one person dies every seven minutes during cold snaps in winter. So energy poverty is a fact. Are you ready to support it being defined, by the Commission, in such a way that we have a common understanding of what it means?

  Κωνσταντίνα Κούνεβα ( GUE/NGL). Κύριε Πρόεδρε, γιατί στις νότιες χώρες με το άπλετο φως, χιλιάδες άνθρωποι κρυώνουν μέσα στα σπίτια τους; Η ενεργειακή φτώχια που έχει τη ρίζα στην αυξανόμενη φτώχεια εμποδίζει τα νοικοκυριά να πληρώσουν το αέριο, το πετρέλαιο ή το ρεύμα.

Στην Ελλάδα, ο κίνδυνος της φτώχιας άγγιξε το 36%. Στην Ευρωπαϊκή Ένωση, περίπου 22 εκατομμύρια νοικοκυριά υποφέρουν από το κρύο, την ώρα που πάνω από το 40% του διαθέσιμου εισοδήματός τους πηγαίνει για δάνεια και ενοίκια.

Η έκθεση Meszerics σωστά λέει πως η ενεργειακή ένδεια οφείλεται στη φτώχια, στις ανισότητες και την ανεργία. Τίποτα δεν θα αλλάξει αν δεν παλέψουμε για την κοινωνική διάσταση της Ευρώπης. Δυστυχώς, το σχέδιο της Επιτροπής για έναν ευρωπαϊκό πυλώνα κοινωνικών δικαιωμάτων μας προετοιμάζει για ένα παγωμένο χειμώνα, με ακόμα μεγαλύτερη ενεργειακή φτώχεια. Ας το γνωρίσουν οι Ευρωπαίοι πολίτες αυτό.

  Davor Škrlec (Verts/ALE). Gospodine predsjedniče, čestitam kolegi Mesariću na izvrsnom izvješću i smatram kako su istaknute sve ključne činjenice povezane s rastućim problemom siromaštva u kućanstvima. Isto tako su predložene izvrsne mjere kako pristupiti rješavanju tog problema. Posebno smatram važnim problem energetskog siromaštva koji je prisutan u svim državama članicama, a naročito je istaknut u jugoistočnoj Europi.

U državama članicama često se promoviraju mjere energetske učinkovitosti koje podrazumijevaju dobru financijsku sposobnost građana, a nedostaju mjere koje su fokusirane na ranjive i socijalno ugrožene skupine potrošača. Potpuno su izostale mjere borbe protiv energetskog siromaštva i mjere poboljšanja standarda stanovanja kojima bi se omogućio veći udio korištenja domaćih obnovljivih izvora energije i smanjila nezaposlenost.

Podupirem inicijativu upućenu Komisiji za točno određivanje definicije energetskog siromaštva kako bi se što prije i lakše odredila i počela provoditi zajednička europska politika. Međutim, u državama članicama je potrebno uložiti napore u prepoznavanju lokalnih problema, ostvariti pomoć ugroženim građanima, a posebno ističem potencijale socijalnog poduzetništva i alternativnih poslovnih modela, poput zadruga i uzajamnih društava, u jačanju socijalne uključenosti i ekonomskog osnaživanja žena.

Poštovani kolega, potpuno se slažem s vama da Komisija treba pridati posebnu pažnju starijim građanima koji su socijalno ugroženi. Znamo da imamo posljedice iz prošlosti, da su njihove sadašnje mirovine premale da bi mogli sami plaćati račune za energiju, ali i ostale račune.

Dakle, jako malo novaca im ostaje za normalni život. Tako da mislim da to ne bi trebalo biti samo u nadležnosti država članica, nego da i Komisija treba nekim aktom potaknuti države članice da zapravo djeluju u tom smjeru. Hvala na Vašoj sugestiji.

  Mireille D'Ornano (ENF). Monsieur le Président, l'urgence des situations invivables pour des millions d'Européens qui sont confrontés à la précarité énergétique dans des logements insalubres ou qui ne disposent pas de ressources stables doit nous alerter. Hélas, les propositions avancées ne sont pas à la hauteur de cette urgence, qui exige que l'on s'attache aux priorités et à la misère de nos concitoyens, plutôt que d'accueillir celle du monde entier sans en avoir les moyens.

Ces propositions sont aussi mal fondées. On nous parle des minorités comme des sujets vulnérables sur le même plan que le handicap, le veuvage ou la maladie, choses cependant plus concrètes, qui ont des coûts réels.

Mais de quelles minorités parlons-nous? Aucune définition n'est donnée, au risque de dévoyer l'objectif de la politique sociale: protéger les individus contre des risques sociaux.

On semble aussi s'étonner de la pauvreté des parents isolés. La première réponse est une protection financière, mais le fait de dire, par exemple, que le travail est la seule manière de sortir de la pauvreté pour les mères seules est un raisonnement profondément antisocial. Il faut permettre aux femmes de choisir entre la vie professionnelle et la vie de famille en instaurant, par exemple, un salaire parental.

N'oublions pas, enfin, que l'éclatement de la cellule familiale est une cause de pauvreté et de détresse sociale. Arrêtons les politiques libertaires proposées par l'idéologie sociale libérale qui anéantit les solidarités naturelles.

C'est la même machine qui laisse les spéculateurs étrangers faire exploser le prix de l'immobilier et qui ouvre les portes de l'Europe à des millions de clandestins, sans que l'on ait réduit la pauvreté dans notre propre voisinage.

Attaquons-nous aux causes avant de gérer les conséquences.

  Elisabeth Morin-Chartier (PPE). Monsieur le Président, 120 millions d'Européens risquent de tomber dans la pauvreté et 19 millions d'Européens ne mangent pas à leur faim.

Le premier outil que nous avons, au niveau européen, pour aider ces gens à s'intégrer, c'est le Fonds social européen, qui permet l'intégration professionnelle.

C'est la raison pour laquelle, Madame la Commissaire, au moment de la révision des politiques pluriannuelles à mi-parcours, je compte sur votre soutien pour que la part des Fonds de cohésion réservée au profit du Fonds social européen soit augmentée et passe de 23 % à 25 %. C'est tout à fait essentiel; c'est la première aide que l'on puisse donner à tous ces gens qui risquent de tomber dans la pauvreté.

Le deuxième point consiste à sanctuariser 20 % du Fonds social européen pour aider les plus pauvres et les plus démunis.

Le troisième point veut que nous conservions le fonds d'aide aux plus démunis, parce que les chefs d'État et de gouvernement avaient tort de vouloir supprimer ces politiques européennes.

  Maria Arena (S&D). Monsieur le Président, lutter contre la pauvreté, c'est avant tout faire en sorte que les Européens ne tombent pas dans des situations de pauvreté. Il me semble donc important de parler des politiques d'égalité en matière de lutte contre la pauvreté et, plus particulièrement, des politiques de redistribution des richesses.

Nous avons, ici même, dans ce Parlement, travaillé sur la question d'une fiscalité plus juste, d'une lutte contre l'évasion fiscale, d'une lutte contre l'évitement fiscal qui permettrait d'avoir des budgets de l'État plus robustes. Des budgets de l'État plus robustes, cela permet d'avoir des politiques de sécurité sociale qui sont le meilleur rempart contre la pauvreté. Quand on a une sécurité sociale qui garantit une pension de qualité, qui garantit des soins de santé de qualité, qui garantit une éducation de qualité, nous avons la garantie que les personnes ne tombent pas dans la pauvreté.

Malheureusement, les politiques d'austérité ont choisi l'optique de la diminution des dépenses. Je pense que nous devons apprendre de nos erreurs et aller vers des politiques qui sont des politiques d'amélioration des recettes et donc d'une fiscalité plus juste.

  Yana Toom (ALDE). Mr President, I would like to highlight the importance of one of the key recommendations of the report, which concerns the winter heating disconnection moratorium.

In my native Estonia, winters are rather cold – minus 20° Celsius is quite normal for us. This year, winter was even colder than usual. However, in the city of Kohtla-Järve, the residents of several apartment buildings were left without heat due to debts due to the local utility company. Low temperatures also caused damage to central heating radiators, and water pipes froze. People in Kohtla-Järve were lucky because local authorities were able to offer them social housing.

This opportunity does not exist in practice in many Estonian municipalities. This is only one incident which has happened in Estonia this year. However, similar incidents were reported in many other European countries. The winter heating disconnection is often immoral, but it may, in many cases, also lead to human rights violations – not only the right to housing, but under some circumstances it may also violate the right to health and the right to life. Without doubt, the moratorium will help us to save people’s lives, health and property.

  Tania González Peñas (GUE/NGL). Señor Presidente, cuando 122 millones de personas, de ciudadanos europeos, viven en la pobreza, o en riesgo de pobreza y exclusión social, se pone en riesgo el proyecto europeo en sí mismo. Los objetivos de la Estrategia Europa 2020 son muy ambiciosos y están muy bien sobre el papel, pero de poco sirven si, como ocurre en la realidad, las órdenes de Europa son cada vez más recortes y cada vez más austeridad, que son la causa de que se estén disparando la pobreza y la desigualdad.

Es necesario poner freno a la espiral de pobreza que están padeciendo tantos y tantas ciudadanas europeas, garantizando, por ejemplo, que los hogares vulnerables tienen los insumos mínimos de gas, electricidad y agua, o tienen una renta garantizada suficiente para vivir, para las necesidades de sus familias; o con proyectos de economía verde que generen empleo, como el aislamiento térmico de las viviendas y, además, sean respetuosos con el medio ambiente.

Si me dicen de dónde sacamos dinero para todas estas cosas, les diré que el fraude y la evasión fiscal se llevan un billón de euros en Europa y en el caso de mi país, en España, suponen el 56 % del producto interior bruto. Es una vergüenza que Europa siga recortando en Estado social y pidiendo sacrificios a los ciudadanos y las ciudadanas mientras el dinero se escapa por los agujeros negros de los privilegiados.

  Karima Delli (Verts/ALE). Monsieur le Président, chers collègues, les mois passent et nos objectifs de réduction de la lutte contre la pauvreté s'éloignent toujours un peu plus. Quelle honte!

De 2008 à 2013, le nombre de personnes menacées de pauvreté ou d'exclusion dans l'Union est passé de 117 à 123 millions, malgré l'objectif de le réduire d'au moins 20 millions d'ici à 2020. La situation en matière de précarité énergétique est dramatique. On estime à plus de 50 millions le nombre d'Européens qui n'arrivent pas à payer leurs factures d'eau et d'électricité.

Pour y répondre, oui, il faut un observatoire européen de la précarité qui vienne nous éclairer sur la réalité sociale de cette souffrance invisible qu'est la pauvreté énergétique. Oui, il faut de vrais investissements financiers pour investir, notamment, dans les bâtiments anciens. Cela permettra de diminuer la facture énergétique des ménages, mais aussi de limiter les gaz à effet de serre et, cerise sur le gâteau, cela nous permettra de créer des emplois non délocalisables.

Alors, Madame la Commissaire, dans un contexte où le prix de l'énergie va exploser, votre rôle est double. Tout d'abord, vous devez inciter les États membres à définir ce qu'est la précarité énergétique, et donc à améliorer la performance des bâtiments énergivores, avec des leviers financiers à long terme. La deuxième chose, Madame la Commissaire, c'est de mettre en place des mesures qui allègent les coûts de l'énergie pour les ménages les plus vulnérables.

Mr President, in this very important and informative report there is one specific call to the Commission regarding the fund for European aid to the most deprived and the European Social Fund. The report asks for these two funds, as very important instruments, to be focused on alleviating a totally unacceptable situation.

Can you tell us, Madam Commissioner, in the context of the review of the multiannual financial framework, what you are prepared to do to see that these funds are not only maintained but to ensure a very serious increase in both the resources and the implementing measures, so that there is the beginning of a change in the situation which we are now registering of more than 5 million people being added to the ranks of those at risk in poverty and all these totally unthinkable statistics about people freezing to death and not being able to pay their bills?

  Paloma López Bermejo (GUE/NGL). Señor Presidente, en primer lugar quiero felicitar al ponente por su trabajo. Millones de europeos son pobres, personas en desempleo, trabajadores precarios, pensionistas, jóvenes y mujeres. En definitiva, la mayoría trabajadora vive con preocupación y miedo sin saber cómo llegarán a final de mes. El daño causado por sus políticas de austeridad permanente a nuestro tejido social, a nuestro modelo productivo es profundo, pero no debemos resignarnos: exijamos el derecho a una vida digna, a un trabajo con derechos; el reparto del empleo, los salarios decentes y la negociación colectiva son fundamentales para asegurar trabajo, pan y techo.

También es fundamental la creación de un sistema de rentas mínimas que complemente la protección social y garantice un ingreso individual de al menos el 60 % de la renta mediana de cada Estado, como se pide en el informe. La Comisión debe elaborar ya una directiva marco de rentas mínimas en la dirección apuntada por el Comité Económico y Social Europeo y otros actores activos en la lucha contra la pobreza. Solo con otro modelo social es posible acabar con la desigualdad y la pobreza en Europa. Hoy en España recordamos precisamente a los que lucharon por un modelo social distinto, por una república de los trabajadores. ¡Salud y República!

  Arne Gericke, im Namen der ECR-Fraktion. Herr Präsident! „Money, money, money, must be funny in a rich man’s world” – ein Lied, das Sie alle kennen – „All the things I could do if I had a little money“. Die Situation kennen vor allen Dingen viele Familien in Europa. Steigende Haushaltskosten, die Löcher in die Geldbörsen fressen. Ich muss nicht erklären, warum Familien im Besonderen davon betroffen sind. Mehr Familienmitglieder heißt höhere Haushaltskosten. Ich bin deshalb froh, dass es gelungen ist, im Zuge der Verhandlungen den Familienbegriff mehrfach in den Bericht einzubringen. Wir müssen das beim Namen nennen. Wir müssen auch sagen: Armut entsteht auch auf der Einnahmeseite. Wenn Familien heute das Geld fehlt, dann auch, weil sie zu wenig Einkommen haben. Ich fordere deshalb ein nationales Erziehungsgehalt für Mütter und Väter. Haushaltskosten sind mehr als nur Energie.

Gleichzeitig müssen wir hier im Europäischen Parlament darauf achten, die Subsidiarität anzuerkennen. Nicht alles, was wir im Sinne der Familien gerne verbessern würden, können wir hier beschließen. Trotzdem müssen wir Impulse geben. Europäische Politik – nicht nur im heutigen Bericht – betrifft Familien in Europa. Deshalb will ich eine umfassende europäische Familienstrategie.

Aber zurück zum Bericht und zum verfügbaren Wohnraum. Es ist gut, dass wir darüber reden, EU-Mittel für energetische Sanierungen von Sozialwohnungen und deren Neubau zu verwenden. Deshalb: Konzentrieren wir uns auf das, was wir Europäer verändern können, um die Kostenlast der Familien zu reduzieren!

Gospodine predsjedniče, povećanje primanja u kućanstvima koja se smatraju siromašnima jedno je od ključnih elemenata strategije EU-a do 2020., no zbog ekonomske krize svaki šesti građanin Europske unije i dalje živi u bijedi ili u opasnosti od siromaštva, a posebno ranjiva skupina su žene i djeca.

Stoga su otvaranje novih radnih mjesta i minimalni dohodak ključni instrumenti kojima građanima treba osigurati dostojanstven život, bez obzira bilo riječi o minimalnoj plaći ili minimalnoj mirovini, na čije uvođenje pozivam i tražim da ne bude niža od praga siromaštva ni u jednoj državi. U borbi protiv siromaštva može pomoći i smanjenje troškova u domaćinstvima. Smanjenju energetskog siromaštva može doprinijeti ispunjenje ciljeva energetske klimatske politike EU-a do 2020. godine i poboljšanje socijalne politike, u smislu povećanja energetske učinkovitosti kućanstava.

Nitko ne smije ostati isključen i zbog toga treba razmotriti mjeru uvođenja moratorija na isključivanje grijanja zimi najugroženijima, kako bi se osiguralo da se tijekom zime nijedno kućanstvo ne može isključiti iz energetske mreže.

  Maria Grapini (S&D). Domnule președinte, calitatea vieții trebuie să fie o preocupare primordială pentru toți cei care fac politici publice la nivel național și european. Combaterea sărăciei, a disparităților regionale, a fost în preocuparea Comisiei și a Consiliului dar, din păcate, rezultatele nu sunt cele așteptate de cetățeni. Fondurile europene dedicate combaterii sărăciei nu și-au atins scopul, atâta timp cât obiectivele stabilite pentru 2020 nu pot fi atinse.

Am solicitat președintelui Juncker ca Fondul european pentru investiții strategice să conțină și criteriul geografic, nu numai primul venit, primul servit. Tratatul UE prevede clar obiective de eliminare a disparităților regionale și coeziune socială. Fără investiții mari în zonele sărace nu vom putea realiza coeziune socială. Cetățenii, în special cei din Estul Europei, au nevoie de venituri salariale mai mari și acest lucru nu se poate realiza decât cu locuri de muncă bine plătite. Trebuie, de asemenea, să ne gândim la ajutoare sociale mari pentru persoanele cu dizabilități.

Este o greșeală să se concentreze fondurile europene doar în zonele bogate, pentru că acest lucru va crește excluziunea socială. Comisia declară că a plasat în centru echitatea socială, dar, pe lângă declarații, avem nevoie de un plan concret de măsuri. Nevoile primare nu sunt încă rezolvate. Acest lucru așteaptă cetățenii.

Κύριε Πρόεδρε, κυρία Thyssen, μιλούμε για περιορισμό της ενεργειακής φτώχειας, την ώρα που στην Ελλάδα, πάνω από 100.000 νοικοκυριά δεν έχουν ηλεκτρικό ρεύμα μια και έχουν φτωχοποιηθεί απ' το μνημόνιο. Με τις αποφάσεις της τρόικας, που συμμετέχει και η Επιτροπή, αυξήθηκε o ειδικός φόρος κατανάλωσης του πετρελαίου θέρμανσης και χιλιάδες Έλληνες παγώνουν κάθε χειμώνα.

Η τρόικα, κυρία Thyssen, αυτές τις ημέρες πιέζει για αύξηση του ΦΠΑ στο 24% για το ηλεκτρικό ρεύμα και το φυσικό αέριο. Τι έχετε να πείτε για όλα αυτά; Στην Ελλάδα, η φτώχεια θερίζει το λαό μας. Πάνω από το 40% του πληθυσμού, λόγω του μνημονίου, ζει κάτω απ' τα όρια της φτώχειας. Κι όμως, η τρόικα απαιτεί και νέες μειώσεις των συντάξεων. Πώς θα ζήσουν εκατομμύρια συνταξιούχων που παίρνουν κάτω από 800 ευρώ; Όσο για το ελάχιστο εγγυημένο εισόδημα, εφαρμόζεται στην Ελλάδα, σε ελάχιστους ανθρώπους, όταν τρία εκατομμύρια Έλληνες ζουν κάτω απ' τα όρια της φτώχειας, όταν οι άνεργοι έχουν φτάσει το ενάμισι εκατομμύριο.

Και όλα αυτά τα απαιτεί η τρόικα στην οποία τρόικα, κυρία Thyssen, συμμετέχει και η Επιτροπή. Πρέπει επιτέλους να σταματήσει η διγλωσσία.

  António Marinho e Pinto (ALDE). Senhor Presidente, Senhor Comissário, a pobreza exige das autoridades, e sobretudo dos dirigentes políticos europeus, a coragem de mudar o ângulo pelo qual tem sido encarada. Ela exige uma mudança de paradigma.

Com efeito, a pobreza não é apenas um problema económico. Ela é, sobretudo, uma violação qualificada dos direitos humanos. Ela fere as suas vítimas no âmago fundamental, no âmago original dos seus direitos: ou seja, a dignidade de pessoas humanas.

Por isso, a primeira mudança que se impõe hoje na própria União Europeia é que não faça distinção entre aqueles refugiados que fogem da guerra e da violência política e os que fogem da miséria e da pobreza e das doenças, das epidemias de doenças mortais. Todos eles nos impõem o dever fundamental de solidariedade.

Sr. Presidente, caros Colegas, Sra. Comissária, é na pobreza e na miséria que nascem as formas extremas de violência.

Κύριε Πρόεδρε, συζητούμε σήμερα για τη μείωση της φτώχειας στην Ευρωπαϊκή Ένωση, αλλά η πραγματικότητα είναι ότι η φτώχεια αυξάνεται διαρκώς, λόγω της οικονομικής κρίσης και των πολιτικών λιτότητας που ακολουθούνται. Το χειρότερο, όμως, είναι ότι υφίστανται χαώδεις διαφορές μεταξύ των κρατών μελών στα ποσοστά πληθυσμού τα οποία διαβιούν κάτω από το όριο της φτώχειας.

Τα χάσματα αυτά διευρύνονται με την πάροδο του χρόνου, καθώς στην παραδοσιακή οικονομική υστέρηση των κρατών της Ανατολικής Ευρώπης έρχεται να προστεθεί η ολοένα χειρότερη φτωχοποίηση του μεσογειακού Νότου και μεγάλης μερίδας του πληθυσμού, σε χώρες όπως η Ιρλανδία. Αντί για σύγκλιση, έχουμε απόκλιση, τόσο μεταξύ των κρατών μελών, όσο και στο εσωτερικό των ευρωπαϊκών κοινωνιών. Και αυτό απειλεί να εκτροχιάσει τη διαδικασία της ευρωπαϊκής ενοποίησης.

Χρειαζόμαστε αύξηση του προϋπολογισμού της Ένωσης, ώστε να χρηματοδοτηθεί από αυτόν πανευρωπαϊκό πρόγραμμα ελάχιστου εγγυημένου εισοδήματος, μέσω της επιβολής πανευρωπαϊκού φόρου στις χρηματιστηριακές συναλλαγές και στα εμβάσματα προς τους λεγόμενους φορολογικούς παραδείσους.

Kolegos, Tamás Meszerics parengtas pranešimas – tai puikus pavyzdys, kai Europos Parlamentas imasi svarstyti problemos, kuri tiesiogiai liečia milijonus skurstančių mūsų piliečių. Noriu pasidžiaugti, kad Lietuvos teisės aktai draudžia atjungti šildymą, kaip ir šaltą vandenį gyventojams. Mūsų šalyje veikia ir pašalpų sistema, pagal kurią kompensuojamos išlaidos už šildymą. Taip ypač svarbu turint omenyje, kad apie dešimt procentų savo pajamų lietuviai moka už šildymą. Svarbu ir tai, kad pranešimu raginama Europai nustatyti minimalias pajamas. Be abejonės – tą reikia padaryti kaip įmanoma greičiau, susiejant pajamas kainų indeksu. Nežinau, kodėl iki šiol to nebuvo padaryta. Gal dėl to, kad tai leistų lengvai įsitikinti, kad daug Europos piliečių skursta, nes jų pajamos yra neįtikėtinai mažos. Europos Sąjunga daug investuoja į skurdo mažinimą kitose šalyse, manau jau seniai laikas investicijas nukreipti į pačią Europą.

  Marianne Thyssen, Member of the Commission. Mr President, thank you for what has been a very rich discussion. It has demonstrated our strong commitment, our joint commitment, to the fight against poverty and to making the Europe 2020 social goals a reality on the ground. The discussion has also highlighted the enormous toll that the crisis has had on our societies.

There are some signs of stabilisation, and if we mobilise our energy we can still make real progress. Now more than ever we need to join forces and focus on the delivery of the strategy in a holistic way. Let me repeat that this Commission has set itself a clear ambition: a Europe worthy of a social triple A. This implies that social considerations have to be properly taken up across all policy domains. It implies that the welfare of people in Europe and the improvement of their everyday lives have to be at the heart of policy-making, and this is what we have set out to do. The focus of the Energy Union on addressing energy poverty is a concrete way of delivering on this commitment.

It is clear that if we are to reach our ambitious social goals we cannot afford ‘business as usual’ thinking. We need a forward-looking approach investing in the skills that people and businesses need. We also need our social protection systems to be fair and adequate and to perform well – for men and women alike. The European pillar of social rights reflects this approach. Adequate and sustainable social protection is one of the three major headings of this pillar. Minimum-income schemes and access to housing, as part of the social protection system, have been included among the twenty policy domains, as have gender equality and work-life balance.

President Juncker and I share the ambition of promoting and enriching the debate on these matters in your constituencies. Thank you very much, and let us continue to cooperate.

  Tamás Meszerics, rapporteur. Mr President, I would like to assure the Commissioner that as long as the House passes this report, she can count on my cooperation with her at any time on any elements of the question.

This was indeed a rich and thoughtful debate. I regularly learn a lot in this House, and this was one of those occasions. I would like to thank everyone who contributed. There is only one element that I would like to raise from the report, which has not been directly addressed so far, which is that on the energy poverty side we have a clear technical problem: we do not have a common definition. I would very much like the House to understand that, without having a common definition with which we can compare the situation across the board, we are not going to be able to tackle the problem seriously. It is the necessary beginning of the long, hard work that is needed on this.

I would say to my colleague from the EFDD, who may already have left, that he might have been less surprised by the tone and the elements of this report had he been consulting his Group’s own shadow rapporteur, who did not find elements of the text to be part of a Communist manifesto. I would also say to my colleague, Mrs Morvai, that we agree that austerity measures do contribute to poverty, but such austerity measures are introduced and actually practised at Member State level. It is Member State governments which are responsible for the austerity measures most of the time. Therefore, much of the increase in poverty is also the responsibility of the Member States’ governments.

  Vilija Blinkevičiūtė (S&D), raštu. Šiame pranešime siekiama susieti socialinę politiką ir energetikos politiką Europos lygmens diskusijose. Komisijos komunikatas yra pirmasis žingsnis Europos socialinių teisių ramsčio link, siekiant stiprinti Europos socialinį aspektą laikantis integruoto požiūrio, modernizuojant galiojančius teisės aktus ir svarstant naujas priemones, kad laikui bėgant būtų remiamas didesnis jų suderinamumas. Daugiau socialinių ES įsipareigojimų – ilgalaikis nerealizuotas politinis pažadas, todėl sukurdama minimalių pajamų sistemą ir toliau gerindama socialines ir darbo teises ir kovos su diskriminacija teisės aktus, ES gali siekti pereiti į kitą integracijos lygmenį. Skurstančių namų ūkių pajamų didinimas yra vienas iš svarbiausių sėkmingos strategijos „Europa 2020“ ir kovos su skurdu aspektų dėl dviejų toliau pateiktų priežasčių. Nuo krizės pradžios nelygybė ES vis didėja ir vis dar vienas iš šešių ES piliečių gyvena skurde arba susiduria su tikimybe jį patirti. Antrasis kovos su skurdu, ypač dideliu skurdu, ramstis – veiksmingas namų ūkių išlaidų mažinimas, tinkamiau nukreipiant įvairių fondų lėšas labiausiai pažeidžiamiems namų ūkiams ir šalinant veiksmingo išteklių įsisavinimo kliūtis. Tinkamiau paskirstant ES fondų lėšų energijos nepriteklių patiriantiems namų ūkiams taip pat būtų priartėta prie šių tikslų įgyvendinimo. Iniciatyvoje pateikiama Europos šildymo žiemą atjungimo moratoriumo sąvoka – tokiu būdu būtų apsaugoti energijos nepriteklių jau patiriantys namų ūkiai arba namų ūkiai, kuriems gali būti nutrauktas paslaugų teikimas dėl delspinigių už komunalines paslaugas.

În condițiile actualei crize economice și financiare, există, la nivelul Uniunii Europene, numeroase familii care se confruntă cu dificultăți în a găsi o locuință decentă sau a păstra locuința în care trăiesc. Este important ca dreptul fundamental al tuturor cetățenilor europeni de a avea acces la o locuință decentă ca precondiție a demnității umane să fie respectat. Ca atare, consider că trebuie să existe o cooperare cât mai strânsă între Comisie și statele membre pentru ca cetățenii europeni să poată închiria locuințe la prețuri abordabile, mai ales în cazul persoanelor cu venituri mici.

Sistemul de locuințe sociale destinate acestor persoane trebuie să permită existența unui număr suficient de locuințe cu prețuri abordabile, fiind esențială o protecție socială adecvată pentru a atinge obiectivul privind reducerea excluziunii sociale, participarea în societate și o mai mare egalitate de șanse.

Pe de altă parte, Europa are nevoie de politici locative și comunitare pe termen lung adecvate referitoare la existența unui sistem de locuințe de calitate, corelate cu politici rezonabile privind închirierile atunci când sunt necesare măsuri sociale urgente.

  Enrico Gasbarra (S&D), per iscritto. Si attesta oggi dolorosamente invece un dato di crescita del numero di cittadini che versano in condizioni economicamente e socialmente sempre più precarie, complici indubbiamente la dilagante crisi economica che ha investito gran parte dell'Europa e le politiche di austerità che hanno inasprito molte condizioni già particolarmente difficili.

Credo fermamente che, per far fronte ad un'urgenza simile, sia necessario attivare più canali, sviluppando nuove dinamiche e nuovi impegni che facciano leva su investimenti più larghi, solidi ed integrati tra le diverse azioni specifiche, prevedendo anche misure alternative e combinate a supporto della creazione di un nuovo pilastro europeo del diritto sociale. Intendo per esempio riferirmi all'incremento di sostegni mirati per persone che vivono in condizioni di povertà, misure di reddito minimo garantito, assistenza sanitaria e politiche abitative adeguate per le categorie più a rischio, proroga della durata del Fondo europeo di aiuti per gli indigenti, e supporto agli obiettivi sociali nella politica energetica, assicurando non solo interventi di tutela ambientale attraverso il ricorso a fonti rinnovabili, ma anche un ulteriore impegno alla prevenzione della povertà grazie all'impegno per l'introduzione di una possibile moratoria europea sulla sospensione del riscaldamento in inverno per le famiglie in particolare difficoltà economica.

  Филиз Хюсменова (ALDE), в писмена форма. Уважаеми г-н Председател, Уважаеми колеги, в контекста на икономическата ситуация в ЕС става все по-трудно да говорим за преборване на бедността. През последните години разходите за най-необходимите стоки и услуги поскъпнаха рязко. За държави като България, в които жизненият стандарт е много по-нисък от средния за ЕС, това доведе не просто до увеличаване на разходите на семействата, а до невъзможност за ползване на основни комунални услуги като отопление, транспорт, здравни грижи. Особено чувствително бяха засегнати трайно безработните и възрастните хора. Към тях трябва да добавим и високите нива на младежка безработица.

За да постигнем целите на стратегия "Европа 2020" за намаляване броя на хората, засегнати от бедност и социално изключване, са ни необходими смели мерки, но и дела на практика. Нужно е държавите членки по-ефективно да използват европейските структурни и инвестиционни фондове за справяне с енергийната бедност, разширяване на Фонда за подпомагане на най-нуждаещите се и разработване на активни политики за заетост. Не на последно място, необходимо е развиване на умения от 21-ви век сред младите хора, обучения в предприемачество и подобряване на информираността за стартиране и финансиране на собствени инициативи, както и намаляване на административната тежест за тях, защото само чрез силна и функционираща икономика можем да постигнем целта за борба с бедността.

Az Európai Parlament a szegénység elleni küzdelem miatt a magas rezsiköltségeket okolja és megállapítja, hogy csak néhány tagállamban javultak a szegénységgel kapcsolatos mutatók. Magyarország – köszönhetően a rezsicsökkentés sikerének – ezek között az országok között van, ezért örvendetes, hogy a jelentés – módosító indítványom nyomán – szorgalmazza az uniós országok közt már bevált gyakorlatok cseréjét.

Módosító indítványomat elfogadva a jelentés azt is kéri, hogy a Bizottság biztosítson nagyobb rugalmasságot a tagállamoknak az európai strukturális és beruházási alapok felhasználása terén, hogy azok az uniós forrásokat célzottabban tudják az energiaszegénység csökkentésére vagy a lakáskörülmények javítására fordítani. Ki kell emelnem, hogy – összhangban a jelentéssel, amely sürgeti, hogy a tagállamok támogassák a megújuló energiaforrásokkal vagy energiahatékonysággal kapcsolatos beruházásokat – Magyarországon folytatódik az Otthon melege program, amellyel a Nemzeti Fejlesztési Minisztérium 5 milliárd forint keretösszeggel induló, vissza nem térítendő támogatást biztosít családi házak energetikai korszerűsítésére és felújítására.

Fontosnak tartom felhívni a figyelmet, hogy a rezsicsökkentéssel párhuzamosan fogyasztást ösztönző eszközökre is szükség van, melyek révén növelhetőek a tartós fogyasztási cikkekre költhető források vagy a belföldi turizmusra szánt kiadások. Az is fontos, hogy a Bizottság objektív adatok alapján dolgozzon, amelyhez elengedhetetlen a jelenlegi, részben önbevalláson alapuló felmérések helyett a tényleges vagyoni helyzet (lakástulajdon, tartozások) figyelembevétele.

  Csaba Molnár (S&D), írásban. Az energiaszegénység problémáját, aminek a jelentés dicséretesen nagy teret szentel, érdemes más irányból, az alapjogok felől is megközelíteni. A jogkiterjesztés folyamata ugyanis nem állhat meg, a gazdasági-technológiai fejlődés, a társadalom modernizálódása időről időre kikényszeríti az alapvető jogok átgondolását, kiegészítését. Az aktív és passzív választójog például még Európában is csak a XX. század második felében vált általánosan elismert alapjoggá.

Meggyőződésem, hogy elérkezett az ideje az energiához, az ivóvízhez és az internethez való hozzáférés alapjogként történő elismerésének. Finnország, Észtország, Görögország, Spanyolország, Franciaország, Belgium ezek egyikét vagy másikát már elismerte alapjognak. Mindez nem a pénzügyi lehetőségek, sokkal inkább a jogkiterjesztés politikai szándékának függvénye; az egy főre jutó GDP tekintetében a világ élvonalába nem tartozó India, Kongó, Bolívia vagy Mexikó is elindult ebbe az irányba. Pártom, a Demokratikus Koalíció fölvette programjába a minimális mennyiségű energia és ivóvíz, valamint a minimális sávszélességű internet-hozzáférés térítésmentes biztosítását a magyarországi háztartások részére. Dél-Afrika napi 25 liter vizet biztosít minden háztartásnak ingyen, Belgiumban pedig 1997 óta törvény biztosítja mindenkinek a minimális víz-, áram- és földgázszolgáltatás ingyenességét.

A közeljövőben javaslatot kívánok tenni, hogy az Európai Unió is ismerje el alapjognak az energiához, az ivóvízhez és az internethez történő hozzáférést, és hívja föl a tagállamokat e közszolgáltatások minimumának térítésmentes biztosítására.

  Pirkko Ruohonen-Lerner (ECR), kirjallinen. Lämmityskulut eivät ole se asia, joka pyörii päällimmäisenä hyvin toimeen tulevan kansalaisen mielessä. Köyhässä kotitaloudessa asiat ovat toisin. Jokin aika sitten Suomen suurin sähkönsiirtoyhtiö Caruna ilmoitti nostavansa hintoja liki kolmanneksella. Se on työttömälle tai toimeentulotuen kanssa kamppailevalle yksinhuoltajalle erittäin iso korotus. Se maksetaan nipistämällä jostain muusta. Ehkä ruuasta? Ehkä vaatteista?

Nyt käsillä olevasta Meszericsin mietinnöstä löytyy paljon hyviä ajatuksia. Se sisältää kuitenkin vähän ratkaisuja, joilla voidaan pitkällä aikavälillä kitkeä köyhyyttä. Se, että valtio puuttuu lämmöntoimittajan ja asiakkaan väliseen suhteeseen tai että EU:n rahastoilla tuetaan kotitalousmenojen laskua, ei ole pitkän aikavälin ratkaisu köyhyyteen. Tarvitaan kokonaisvaltaisempaa näkemystä siitä, miten köyhyyden perimmäisiin syihin – kuten huonosti toimiviin työmarkkinoihin ja heikkoon kysyntään – päästään käsiksi.

Stratégia 2020 má jeden z piatich merateľných cieľov aj znižovanie chudoby, preto sa nemôžeme tváriť, že sa nás to netýka, pretože práve energetická chudoba sa stáva čoraz rozšírenejším problémom v Európe. Podľa štatistík postihuje až 100 miliónov Európanov, čo je každý piaty občan, preto sme uznesením EP vyzvali Komisiu a členské štáty na podpísanie memoranda a prijatie koncepcie európskeho memoranda, aby sa zamedzilo odpájaniu od vykurovania v zimnom období na ochranu domácností, ktoré už sú bez energie alebo ktorým hrozí odpojenie od služieb z dôvodu nedoplatkov za energie. Ďalej na to, aby zabezpečili účelnejšie, cielenejšie a dôkladnejšie monitorovanie využívania štrukturálnych fondov s cieľom bojovať proti energetickej chudobe, ako je napr. zatepľovanie budov, efektívnejšie využívanie energie v bytoch. Súčasne sme vyzvali Komisiu a členské štáty, aby samit venovali téme znižovania chudoby a extrémnej chudoby, a sociálneho vylúčenia a prístupu k dôstojnej životnej úrovne. Jednotlivé členské štáty musia na celoštátnej, ale aj na regionálnych úrovniach prijať komplexnejšie programy, ako aj za pomoci využívania európskych štrukturálnych fondov znížiť chudobu a podporovať predovšetkým najzraniteľnejšie skupiny obyvateľstva: deti, starých ľudí, ženy a osamelé matky.

  Jutta Steinruck (S&D), schriftlich. In vielen Mitgliedstaaten wurden die Systeme für soziale Sicherheit und Sozialschutz durch Haushaltskürzungen stark untergraben. Finanziell schwache Gruppen wie Arbeitslose, Studenten, Alleinerziehende, Familien mit Niedrigeinkommen, Verwitwete oder dauerhaft erkrankte Menschen leiden dabei besonders unter hohen Lebenshaltungskosten. Es braucht deshalb eine effizientere und gezieltere Nutzung der europäischen Struktur- und Investitionsfonds (ESIF), um effektiv gegen Energiearmut vorgehen zu können. Die Sozialdemokraten haben in ihren Änderungsanträgen darauf hingewiesen, dass das Europäische Parlament bereits in seiner Entschließung vom 20. November 2012 mit dem Titel „Auf dem Weg zu einer echten Wirtschafts- und Währungsunion“ einen Sozialpakt für Europa als fünfte Säule der WWU gefordert hat, um unter anderem angemessene existenzsichernde Löhne mit einem Mindesteinkommen zu fördern. Die Sozialdemokraten fordern darüber hinaus einen „Social Progress Index“, mit dem in Bezug auf soziale Ungleichheit verbindliche Ziele in die Strategie Europa 2020 und den Jahreswachstumsbericht (JWB) aufgenommen werden.

  Romana Tomc (PPE), pisno. Ko govorimo o energijski revščini se moramo zavedati, da je slednja tesno povezana s splošno revščino.

Menim, da naš cilj, ki je zastavljen v Strategiji Evropa 2020, postaja vse bolj nedosegljiv. To pomeni, da se moramo ponovno zavezati k že določenim ciljem in poskušati zmanjšati število gospodinjstev, ki jih prizadene energijska revščina. Spodbujati in nadzorovati moramo namensko uporabljanje evropskih strukturnih in investicijskih skladov v državah članicah in zagotoviti vzpostavitev močnejših povezav med trgom in trajnostnimi energetskimi naložbami. Prav tako menim, da bi morali povečati naložbe v raziskave obnovljivih virov energije.

Še posebej bi izpostavila revščino med ženskami. V EU je 12 milijonov več revnih žensk kot revnih moških, zaradi katerih tudi otroci bolj tvegajo revščino in socialno izključenost, zlasti v enostarševskih družinah.

Zato pozdravljam predlog odbora FEMM o vključitvi stebra za obravnavo enakosti spolov v Evropski semester. Menim, da bi določal bolj ambiciozno ukrepanje za reševanje energijske revščine, zaradi katere so nesorazmerno prizadete samske ženske, enostarševska gospodinjstva in gospodinjstva, ki jih vodijo ženske.

  Beatrix von Storch (EFDD), schriftlich. Wir reden heute über die Verwirklichung des Ziels der Armutsbekämpfung in Anbetracht der steigenden Haushaltskosten. Ich sag nur: Allen ginge es besser, wenn sich weniger Politiker Gedanken um die Armutsbekämpfung machen würden. Wodurch kommen denn steigende Haushaltskosten zustande? Der Strom ist durch die Energiewende unbezahlbar, die Mehrwertsteuersätze kennen nur eine Richtung: nach oben. Und die Zahl der unnötigen Staatsleistungen nimmt zu – ich denke da nur an die GEZ, also die Kosten für unverlangt produziertes Staatsfernsehen. All das müssen Haushalte bezahlen, weil sich Politiker darüber Gedanken gemacht haben, was der Staat noch leisten könnte. Nun darüber nachzudenken, warum die Kosten der Haushalte steigen, ist schlechtestenfalls heuchlerisch, bestenfalls blind gegenüber dem eigenen Tun. Lassen wir die Menschen selber entscheiden, schnallen wir den Gürtel des Staats enger – und das so schnell wie möglich. Sparen wir bei den Beamten ein, fahren wir die Ausgaben zurück. Dann können wir die Steuern und Abgaben senken, dann werden lebensnotwendige Güter günstiger, dann haben die Menschen mehr von ihren Arbeitseinkommen. Arbeit muss sich lohnen – doch Deutschland hat die weltweit dritthöchsten Steuern und Abgaben aufs Einkommen. Das müssen wir korrigieren, damit die Menschen wieder in der Lage sind, ihr Leben zu führen, wie sie es wünschen.
