5.11. Absolutórium za rok 2014: všeobecný rozpočet EÚ – Európska komisia a výkonné agentúry (A8-0140/2016 - Martina Dlabajová)

  Isabella Adinolfi (EFDD), per iscritto. ‒ La risoluzione accompagnatoria al discarico per la Commissione e le sue agenzie esecutive descrive lo stato dei fatti e dà spunti per apportare migliorie. Si segnala innanzitutto l'incapacità, di poter effettuare una stima di affidabilità e regolarità esente da errori. Da quest'anno la relazione stima anche la performance, ma anche su questo parametro, gli indicatori non sono sufficientemente rappresentativi della realtà. Per ultimo, la relazione segnala gravi mancanze nei controlli a livello degli stati membri. Per questi motivi ho votato contro il discarico.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ No he votado a favor de la descarga presupuestaria en favor de la Comisión Europea y de sus Agencias Ejecutivas porque, pese a cumplir con los requerimientos formales y procedimentales, la Comisión continúa a desarrollar una agenda contraria a los intereses de las clases trabajadoras europeas. He votado a favor de la resolución porque aprueba los aspectos formales de la gestión de la Comisión y sus diferentes agencias ejecutivas y de sus directores durante el ejercicio de 2014. La Comisión cumple todos los requisitos de auditoría financiera en la ejecución de su gasto y es por ello por lo que hemos votado a favor de la resolución. Pero no podemos aprobar la descarga financiera porque la dirección política de la Comisión durante 2014, ha sido dirigida por un proyecto neoliberal que no compartimos.

  Martina Anderson (GUE/NGL), in writing. – The report contained a correct and exhaustive analysis of the data made available to the European Parliament. It also contained requests for further information and data to be obtained from the Commission, especially considering that the Commission’s replies remain ambiguous in several aspects.

It also regrets the Commission’s delay of the review of the EU 2020 strategy, and recalls that a report is to be presented in early 2017.

We voted in favour of this report as there were fundamentally positive aspects to it.

  Νίκος Ανδρουλάκης ( S&D), γραπτώς. ‒ Υπερψήφισα την παραπάνω έκθεση σχετικά με την απαλλαγή που αφορά την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το 2014, η οποία αναφέρεται στην Ευρωπαϊκή Επιτροπή και άλλους εκτελεστικούς οργανισμούς, καθώς, σε αντίθεση με την προηγούμενη χρονιά, είναι λιγότερο αμφιλεγόμενη στο θέμα της αναφοράς κρατών μελών που δεν έχουν πετύχει τους στόχους τους και διακατέχεται από ένα πνεύμα εποικοδομητικής προσέγγισης και ανάδειξης των επιτυχιών και των αποτελεσμάτων εφαρμογής του προϋπολογισμού της Ευρωπαϊκής Ένωσης.

  Jonathan Arnott (EFDD), in writing. ‒ I voted against discharge on the grounds that I disapprove of the European Union, and consequently I disapprove of the expenditure in this area.

  Jean Arthuis (ALDE), par écrit. ‒ J'ai voté en faveur de cette résolution, fruit d'un long travail de ma collègue Martina Dlabajová, car cette décharge définira une nouvelle ère de transparence pour l'intérêt financier de l'ensemble de l'Union européenne.

Il est important, à l'heure où la confiance de l'Union européenne et la stabilité des économies européennes sont sous pression, de s'assurer de l'efficacité de la gestion des fonds européens tout en garantissant un maximum de transparence d'objectivité et d'efficacité aux projets éligibles à des financements communautaires.

  Zigmantas Balčytis (S&D), raštu. ‒ Pritariau biudžeto įvykdymo patvirtinimui Europos Komisijai ir vykdomosioms įstaigoms. 2014 m. biudžeto įvykdymo patvirtinimas padeda išsamiau aprėpti visus aspektus, įskaitant klaidas, teisėtumą, įsisavinimą, veiklos rodiklius ir rezultatus. Pritariu raginimams Komisijai ir kitiems susijusiems subjektams toliau rengti atitinkamą metodiką ir sistemą, kad veiklos rodikliais grindžiamas požiūris būtų taikomas aktyviau ir plačiau. Taip pat raginimams atitinkamoms Sąjungos institucijoms pritaikyti savo valdymo ir procedūrų sistemas, kad būtų sėkmingai įdiegti nauji elementai, kylantys iš esamų ir būsimų Sąjungos biudžeto poreikių, kad būtų galima optimaliai išnaudoti visas Sąjungos biudžeto galimybes.

  Gerard Batten (EFDD), in writing. – UKIP voted against the discharge votes for multiple reasons. Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  Nicolas Bay (ENF), par écrit. ‒ Ce rapport appelle à octroyer la décharge sur l'exécution du budget: les trois quarts des projets engagés dans le cadre du programme pluriannuel auraient atteint leurs objectifs. Reprenant les remarques relatives à la décharge 2013, le rapport regrette que sur les 65 recommandations de la Cour, seules 20 aient été suivies pleinement.

Cependant, je n'ai pas voté pour ce rapport qui n'est pas assez critique au vu des problèmes constatés: ainsi, abordant la gestion de la Commission dont les aléas ou taux d'erreurs sont soulignés, le rapport prend soin de la féliciter pour les mesures de simplification mises en place et la débureaucratisation des procédures qui auraient partiellement allégé le fardeau administratif à la charge des États membres, alors que le contraire est avéré.

  Hugues Bayet (S&D), par écrit. ‒ Suivant l'avis de la commission du contrôle budgétaire, j'ai adopté le rapport recommandant d'accorder la décharge à la Commission européenne sur l'exécution du budget général de l'Union pour le budget 2014 ainsi qu'aux directeurs de plusieurs agences.

La Cour des comptes a en effet émis une opinion favorable sur la fiabilité des comptes pour 2014 en ce qui concerne les recettes qui sont exemptes d'erreur significative. De même, les paiements sont, dans leurs aspects significatifs, légaux et réguliers, mais sont affectés d'un taux d'erreur probable de 4,4% ce qui est souligné dans le rapport où les députés demandent aux différents acteurs de prendre au plus vite des mesures correctrices.

  Brando Benifei (S&D), per iscritto. ‒ La procedura di discarico del bilancio rappresenta un momento importante nella vita istituzionale dell'Unione europea. In questa occasione il Parlamento europeo, unica istituzione eletta a suffragio universale dai cittadini, decide su raccomandazione del Consiglio se garantire o meno l'approvazione definitiva dell'esecuzione del bilancio per un determinato esercizio finanziario. Si tratta di un passaggio fondamentale che è anche l'occasione per indirizzare specifiche raccomandazioni alle istituzioni e alle agenzie che compongono la struttura comunitaria. Seguendo le indicazioni della commissione per il controllo dei bilanci (CONT), oggi ho deciso di votare a favore della relazione Dlabajová sul discarico del bilancio del 2014 per la Commissione europea e le sue sei agenzie esecutive: Agenzia esecutiva per l'istruzione, gli audiovisivi e la cultura , Agenzia esecutiva per le piccole e medie impresa, Agenzia esecutiva per i consumatori, la salute, l'agricoltura e la sicurezza alimentare, Agenzia esecutiva del Consiglio europeo della ricerca, Agenzia esecutiva per la ricerca, Agenzia esecutiva per l'innovazione e le reti. Il testo votato chiede in particolare alla Commissione di adottare, per il futuro, un approccio al bilancio maggiormente equilibrato, capace di integrare i metodi tradizionali con una maggiore attenzione sul versante delle performance e dei risultati.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Se ha votado a favor, en tanto que el proceso de aprobación de la gestión y el cierre de cuentas atiende a la realización de los objetivos pautados. No hay irregularidades relevantes, por tanto, hemos votado a favor de la aprobación del descargo y el cierre de cuentas.

  Izaskun Bilbao Barandica (ALDE), por escrito. ‒ He apoyado este informe sobre el descargo del presupuesto general de la UE. He apoyado la necesidad de una reglamentación ética fuerte para cumplir ciertos artículos de los Tratado de la UE así como que no los créditos de la PAC o cualesquiera otros créditos procedentes del presupuesto de la Unión no Deben utilizarse para financiar actividades que impliquen tortura a los animales.

  Dominique Bilde (ENF), par écrit. ‒ Ce rapport concerne la décharge 2014 sur le budget général de l’Union européenne, notamment celui de la Commission européenne et des agences exécutives. Pour la 21e année consécutive, les paiements sont entachés d'un taux d'erreur significatif en raison de l'efficacité partielle des systèmes de contrôle et de surveillance.

Les paiements semblent être affectés d’un taux d'erreur probable de 4,4 % avec les niveaux d'erreur les plus élevés concernant les dépenses effectuées au titre de la cohésion économique, sociale et territoriale (5,7 %) et de la compétitivité pour la croissance et l'emploi (5,6 %).

Le rapport fait état de nombreuses erreurs ou dysfonctionnements internes. Plusieurs amendements ont été déposés par notre groupe sur la résolution permettant d’inverser les flux migratoires, de relever les faiblesses de la PAC, de souligner la dangerosité du TTIP ou de lever les sanctions contre la Russie.

J’ai aussi voté pour la fin des subventions par le budget européen d’activités pratiquant la torture animale. Étant opposée globalement à la Commission et à sa mainmise sur les États membres, j’ai voté contre ce rapport.

  José Blanco López (S&D), por escrito. ‒ He votado a favor de la aprobación de la gestión 2014: Presupuesto general de la UE - Comisión y agencias ejecutivas, puesto que en su Informe Anual para el ejercicio 2014 el Tribunal de Cuentas observaba que no se había detectado ninguna insuficiencia significativa respecto de las cuestiones examinadas relativas a los recursos humanos y los contratos públicos, y que los pagos realizados no poseen errores materiales.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, kuriame Europos Parlamentas palankiai vertina Audito Rūmų rekomendacijas, kad strategija „Europa 2020“ ir daugiametė finansinė programa (DFP) turi būti geriau suderintos, aukšto lygmens politiniai tikslai turi būti transformuoti į naudingus veiklos tikslus, ir pabrėžia, kad svarbu sutelkti dėmesį į veiklos efektyvumą bei rezultatus ir pridėtinę vertę, visų pirma siekiant pagrindinių užimtumo ir socialinės srities tikslų. Parlamentas ragina Komisiją nustatyti rezultatų rodiklius ir stebėsenos sistemas, kad būtų galima palyginti rezultatus ir sutartus tikslus, turėti geresnę informaciją nustatant ateities tikslus ir padidinti ES lėšų naudojimo veiksmingumą. Be to, Parlamentas prašo, kad valstybės narės vengtų didinti taisyklių ir reikalavimų, susijusių su Europos socialinio fondo įgyvendinimu, sudėtingumą, nes dėl to užkraunama papildoma našta naudos gavėjams ir didėja klaidų rizika.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem poročilo o razrešnici za leto 2014 glede splošnega proračuna EU – Evropska komisija in izvajalske agencije.

Menim, da odhodki Evropske unije veliko prispevajo k izboljševanju ravni evropskih vrednot in so bili uporabljeni v skladu s predpisi. Parlament namreč pri podelitvi razrešnice Komisiji preverja, ali so bila sredstva porabljena zakonito in pravilno, po drugi strani pa ali so bili doseženi cilji smernic in ustrezni rezultati in ali so bila spoštovana načela dobrega finančnega gospodarja in kulture uspešnosti.

Ti cilji so bili izpolnjeni, zato tudi nisem imel nobenih zadržkov pri podpori razrešnice.

  Marie-Christine Boutonnet (ENF), par écrit. ‒ Le rapport regrette que les taux d'erreurs constatés, affectant les paiements, demeurent relativement élevés, reprenant les remarques relatives à la décharge 2013. Il est également regretté que, sur les 65 recommandations de la Cour, seules 20 aient été suivies pleinement.

Au-delà de la fraude, l'inéligibilité de certains projets ou de remboursements de coût demeure élevée, comme les infractions aux règles des marchés publics, sans oublier les déclarations fallacieuses de surfaces éligibles aux financements agricoles ou ruraux.

D’un point de vue général, ce rapport est un condensé de généralités positives à l'égard de la Commission comprenant quelques tentatives d'inscrire l'action de celle-ci dans une position de "contrôleur" des États membres. J’ai donc voté contre.

  Lynn Boylan (GUE/NGL), in writing. – I voted in favour of this report which recommended that the European Parliament grants the Commission a discharge in respect of the implementation of the general budget of the EU for the financial year 2014, and also grant a discharge to a number of other bodies.

The report contained an accurate and exhaustive analysis of the data which was made available. However, my Group requested further information and data to be released from the Commission. Some 24 amendments were submitted at Committee level, of which 22 were adopted. They related primarily to transparency issues, as well as a number of more technical points.

It was for these reasons that I voted in favour of this report.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore de discarico di bilancio 2014 del bilancio della Commissione e delle agenzie esecutive perché ritengo che le loro finanze siano state gestite in maniera oculata e compatibile con le previsioni del bilancio per l'anno in questione.

  Renata Briano (S&D), per iscritto. ‒ La procedura di discarico è uno strumento fondamentale nelle mani del Parlamento europeo per vigilare sull'esecuzione del bilancio delle diverse istituzioni e agenzie europee ed effettuare così un controllo politico approfondito sull’impiego dei fondi pubblici. Si tratta di una prassi consolidata, essenziale per garantire la trasparenza e la responsabilità democratica delle istituzioni nei confronti dei contribuenti dell'UE. Affinché tale prerogativa sia esercitata pienamente, occorre tuttavia che l'insieme delle istituzioni europee collabori in maniera aperta e costruttiva con la commissione per il controllo dei bilanci del Parlamento europeo, fornendo tutte le informazioni e i documenti necessari, rispondendo alle interrogazioni scritte e partecipando alle audizioni e alle discussioni sull’esecuzione del bilancio previste. In tal senso, se da un lato la maggior parte delle istituzioni dimostra un atteggiamento cooperativo facilitando il controllo del Parlamento sull'esecuzione del loro bilancio, alcune istituzioni non collaborano in maniera soddisfacente, violando i principi di leale cooperazione e di trasparenza sanciti dai trattati. Penso in particolare al Consiglio, il quale dal 2009 si rifiuta di sottoporsi all'esercizio di discarico, eludendo di fatto il controllo politico su oltre 3 miliardi di fondi pubblici europei spesi, alimentando così il sentimento di sfiducia nei confronti delle istituzioni europee.

  Steeve Briois (ENF), par écrit. ‒ Ce rapport octroie la décharge sur l’exécution du budget général de l’Union européenne concernant la Commission et les agences exécutives.

Il rappelle la nécessité de protéger les intérêts financiers de l’Union en accordant une plus grande place aux résultats et en optimisant le fonctionnement global via une plus grande coopération entre les États membres et les institutions. Une amélioration de la gestion et des contrôles des fonds européens est également demandée.

Ce texte renforcerait le contrôle de la Commission sur les États membres, ce qui nuirait à notre souveraineté nationale. C’est pourquoi j’ai voté contre cette décharge.

  Gianluca Buonanno (ENF), per iscritto. ‒ Al netto di osservazioni circostanziate e occasionalmente condivisibili nel loro contenuto di critica (ad es. sulla “dimensione esterna” ossia SEAE e FES), votare a favore equivarrebbe di fatto a un voto di fiducia nella Commissione. Impossibile, dal nostro punto di vista. Voto contrario.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della posizione della commissione per il controllo dei bilanci che concede il discarico per l'esecuzione del bilancio generale dell'Unione europea per l'esercizio 2014, sezione III, Commissione e Agenzie esecutive perché la Corte dei Conti ha formulato un parere positivo sull'affidabilità dei conti per il 2014, come ha fatto fin dal 2007, e ha concluso che nel 2014 le entrate erano esenti da errori rilevanti; inoltre, gli impegni su cui si basano i conti per l'esercizio chiuso al 31 dicembre 2014 sono, sotto tutti gli aspetti, rilevanti, legittimi e regolari. Appoggio pienamente la proposta di un bilancio orientato ai risultati, la qual cosa esige indicatori significativi e solidi. Tali indicatori devono essere concordati con i colegislatori, con la Commissione e attraverso ampie consultazioni con le autorità degli Stati membri e con altri soggetti interessati. È stata opportuna, dunque, l'istituzione del recente gruppo di lavoro interistituzionale sulla performance del bilancio orientato ai risultati, ma è, tuttavia, necessario che tutte le parti in causa accelerino le loro attività, garantendo nel contempo che sia concordato un insieme di indicatori di elevata qualità.

  Λευτέρης Χριστοφόρου ( PPE), γραπτώς. ‒ Λαμβάνοντας υπόψη ότι, δυνάμει του άρθρου 17 παράγραφος 1 της Συνθήκης για την Ευρωπαϊκή Ένωση, η Επιτροπή εκτελεί τον προϋπολογισμό και διαχειρίζεται τα προγράμματα και το πράττει με δική της ευθύνη, δυνάμει του άρθρου 317 της Συνθήκης για τη λειτουργία της Ευρωπαϊκής Ένωσης, σε συνεργασία με τα κράτη μέλη, σύμφωνα με την αρχή της χρηστής δημοσιονομικής διαχείρισης, στηρίζουμε την έκθεση που χορηγεί απαλλαγή στην Επιτροπή όσον αφορά την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την απαλλαγή ως προς την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014 σχετικά με την Ευρωπαϊκή Επιτροπή και τους εκτελεστικούς οργανισμούς αποτελεί μια καθιερωμένη διαδικασία συζήτησης και απόφασης για τις αποφάσεις που ελήφθησαν και τις κινήσεις που έγιναν σχετικά με τη διαχείριση του προϋπολογισμού. Καθώς δεν προέκυψαν ζητήματα ικανά να οδηγήσουν σε απόρριψη των χειρισμών που πραγματοποιήθηκαν, ψήφισα θετικά.

  Alberto Cirio (PPE), per iscritto. ‒ Ho votato a favore di questa relazione in quanto non solo determina un controllo sui fondi perché questi siano spesi in modo legittimo e regolare ma anche perché siano raggiunti gli obiettivi politici a cui sono preposti. Penso sia basilare che le risorse dell'Unione europea siano investite in maniera tale che siano raggiunti concretamente gli scopi per i quali sono state stanziate. Il mio intento con questo voto è quello di porre le giuste basi perché tali risorse siano rispettate e sfruttate nel modo più adeguato e infatti questa relazione richiede alla Commissione una serie di impegni da rispettare per assicurare una veloce ripresa.

  Deirdre Clune (PPE), in writing. ‒ The Court of Auditors gave a clean opinion on the accounts. They also concluded that the collection of revenue was free from error. However, the estimated error rate for expenditure was 4.4% (compared with 4.5% in 2013).

The report states that Parliament should not only verify whether funds were spent legally and regularly, but also whether policy objectives were achieved and the principles of sound financial management and a performance culture respected.

  Lara Comi (PPE), per iscritto. ‒ Ho votato a favore del discarico sul bilancio generale dell'Unione Europea comprendente il discarico della Commissione e delle agenzie esecutive. Dato il parere positivo espresso dalla Corte dei conti ed in mancanza di gravi irregolarità e errori, ho ritenuto opportuno procedere all'approvazione del documento in oggetto.

  Therese Comodini Cachia (PPE), in writing. ‒ The legal framework for European Structural and Investment Funds 2014-2020 has introduced ex ante conditionalities for the effective and efficient use of Union funds and I look forward to the assessment earmarked for this year in fulfilling the ex-ante conditionalities as a precondition for funding.

Whatever the outcome it is necessary that we ensure full transparency on the financing of infrastructural projects, including publication of ex ante and ex post assessments of the economic, environmental and social sustainability of projects in the interest of taxpayers.

Finally I agree with the recommendation that the Erasmus+ programme takes on board more small scale projects, which are the core of innovative experiences in all three domains: education, youth and sport and further initiatives are helpful towards improving the quality of education, formal and informal training, and lifelong learning.

  Andrea Cozzolino (S&D), per iscritto. ‒ Come commissione REGI abbiamo inteso sottolineare, tra l'altro, il ruolo della Commissione nella semplificazione e nel miglioramento dell'assorbimento dei fondi della politica di coesione. Tra l'altro, la Commissione deve assicurare che i beneficiari ricevano informazioni coerenti sulle condizioni di finanziamento, in particolare sull'ammissibilità delle spese; deve, inoltre, contribuire alla semplificazione dell'esecuzione a livello nazionale e regionale, anche nel rispetto delle specificità istituzionali degli Stati membri, fornendo chiarimenti sull'applicazione dei regolamenti ed eliminando gli oneri amministrativi e regolamentari superflui. Nella stessa direzione, la Commissione deve assumere un atteggiamento proattivo, promuovendo lo scambio di conoscenze e di buone prassi in materia di capacità amministrativa delle autorità locali, condizioni essenziali per un uso corretto ed efficiente dei fondi, anche entrando nel merito in merito di questioni specifiche relative all'attuazione (appalti pubblici, aiuti di Stato, criteri di ammissibilità o controlli) e offrendo sostegno ai potenziali beneficiari che dispongono di scarse capacità finanziarie. La politica di coesione è uno strumento riconosciuto di sviluppo e crescita; in una fase di scarsi investimenti è interesse della Commissione mettere i beneficiari nella condizione ottimale per utilizzare al meglio le risorse disponibili, creando l'ambiente adatto a un assorbimento funzionale alla crescita e alla creazione di posti di lavoro.

  Andi Cristea (S&D), în scris. ‒ Dezechilibrele și conflictele ce au marcat recent vecinătatea europeană au un important impact asupra stabilității Uniunii și a statelor membre. Printr-o mai bună aplicare a controalelor ex-ante, precum și o evaluare amănunțită a sustenabilității sociale, de mediu și financiare a proiectelor de anvergură efectuate în țări terțe, Uniunea Europeană își poate consolida rolul de actor global. Alături de acestea, de o importanță deosebită este și înființarea unui veritabil Centru de servicii comune, împreună cu un sistem de management integrat al resurselor, cu scopul de a îmbunătăți rapiditatea desfășurării misiunilor întreprinse de Uniune și eficiența costurilor aferente acestora.

De asemenea, Comisia Europeană și agențiile executive sunt, fără îndoială, elementare în activități de politică externă precum susținerea țărilor candidate și pre-candidate, asistența pentru dezvoltare și ajutorul umanitar pentru țările în curs de dezvoltare și țările învecinate care nu fac parte din activitățile finanțate de Fondurile europene de dezvoltare.

Prin acordarea unui vot favorabil descărcării bugetare a Comisiei și a agențiilor executive salut evoluțiile pozitive din ultimii ani, dedicația DG NEAR pentru sprijinul statelor din Parteneriatul estic și încurajez Comisia să introducă în rapoartele sale mai multe informații în legătură cu activitățile politicii de vecinătate și ale programelor de ajutor.

  Edward Czesak (ECR), na piśmie. ‒ W celu wypełniania swoich zadań EBI udziela pożyczek i daje gwarancje na zasadzie non-profit mające na celu ułatwienie finansowania projektów we wszystkich sektorach gospodarki.

W 2014 r. EBI sfinansował, między innymi, 285 000 małych i średnich przedsiębiorstw, zabezpieczając 3,6 mln miejsc pracy i umów 413 projektów w Unii Europejskiej (w sumie) na koszt 69 mld EUR, jak również 92 nowe projekty poza UE za 7,98 mld EUR. W tym samym roku EFI alokował 3,3 mld EUR (z kapitału własnego i gwarancji) na rzecz mniejszych przedsiębiorstw. W ten sposób został pomyślnie zrealizowany jeden z najbardziej ambitnych planów biznesowych EBI, w sumie 80,3 mld EUR finansowania Grupy EBI .

W 2012 roku państwa członkowskie uzgodniły podniesienie kapitału EBI o 10 mld EUR. Problematyczne kwestie zawarte w raporcie dotyczą po pierwsze wezwań do wzmocnienia Unii Europejskiej. Autor postrzega UE jako „maszynę konwergencji" i wzywa do „wzmocnienia integracji europejskiej”. Ponadto, „wzmocnienie i rozwijanie sieci Europejskiego Banku Inwestycyjnego wewnątrz UE” może mieć znaczący wpływ na budżet i nie jest konieczne. Sprawozdawca wzywa także do dalszego rozwoju EFSI i wzywa EBI do zaprzestania finansowania autostrad. Mając powyższe na uwadze - wstrzymałem się w głosowaniu.

  Miriam Dalli (S&D), in writing. ‒ Given that as Socialists and Democrats we noticed considerable improvements compared to the previous year with regards to achievements and results of the EU budget implementation, I voted in favour of this discharge report. I did not agree with certain amendments which were proposed in the final plenary vote on ITER and on the Commission providing insufficient information about fines imposed on international financial institutions and hence I voted against them.

  Daniel Dalton (ECR), in writing. ‒ I voted to postpone discharge on this report today because the European Court of Auditors did not give the EU budget as a whole a positive statement of assurance. The level of error for the year 2014 was estimated to be 4.4%, which, whilst a slight improvement on 2013, is still too high. It is the job of the Parliament to verify that the EU budget was spent in accordance with the rules and in line with the principles of sound financial management, and unfortunately the Court of Auditors found that was not the case for the year 2014. We need more simplification of key areas of financial management in the EU budget and a stronger focus on tackling parts of the budget with a higher risk of problems.

La Cour des comptes a émis une opinion favorable sur la fiabilité des comptes pour 2014, comme elle le fait depuis 2007. Elle a en outre conclu que les recettes étaient exemptes d'erreur significative en 2014.

On peut néanmoins déplorer l'augmentation du taux d'erreur affectant les dépenses opérationnelles que la Commission gère directement, qui le met pour la première fois au même niveau que le taux d'erreur des dépenses au titre de la gestion partagée avec les États membres, qui est un problème récurrent. Ayant tenu compte de tous ces éléments, j'ai voté en faveur de la décharge.

Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Las subvenciones que reciben los productores de bovinos machos nunca han servido, ni hoy ni en el pasado, para financiar la fiesta de la corrida en nuestro país, sino para apoyar la actividad productiva de los ganaderos. La Delegación española del PPE está en contra de cualquier tipo de tortura animal, y ni la PAC ni ningún crédito procedente de la UE se han destinado nunca a tal efecto.

  Ангел Джамбазки (ECR), в писмена форма. ‒ Гласувах против доклада относно освобождаването от отговорност във връзка с изпълнението на общия бюджет на Европейския съюз за финансовата 2014 година, Раздел ІІІ – Комисия и изпълнителни агенции, тъй като 21-ва поредна година Европейската сметна палата не може да предостави категорична декларация за нагледно изразходване на бюджета на ЕС. Нивото на грешки в плащанията от Комисията продължава да бъде много високо – 4.4%, при положение че установеният максимум на грешки е 2%. Положителна страна на доклада е, че в него са изложени много препоръки как да се подобри изпълнението на бюджета и е отправен призив към Комисията да установи нов подход към управлението на инвестициите и разходите на ЕС, който по-добре да съгласува бюджета с дългосрочните стратегически цели на ЕС.

  Doru-Claudian Frunzulică (S&D), in writing. ‒ As rapporteur on the DEVE Committee Opinion on the 2014 General Budget, I underlined the need to achieve the collective commitment of addressing 0.7% of the Gross National Income of the Union and Member States to official development assistance, ODA. I highlighted the need to avoid that security and climate change expenditure erodes ODA and to ensure that payments appropriations are put at sufficient levels.

It is fundamental to manage the indicators efficiently, and in order to do so I believe that we cannot give too much emphasis to the quantitative results, which are easy to determine. The qualitative results on issues like human rights and democracy achievements are more difficult to quantify, but extremely important.

Finally, I supported granting the discharge of the general budget.

However I do share several of the concerns towards the Commission that are voiced in the report. I am concerned over the continuous high error rate in the funding and the improvements needed in the process of declaring performance and results. As well as concerns there have also been some important improvements, like improving management methods, a stronger focus on performance and results in the budget and a stronger linkage between the budget and EU policy strategy.

  Bruno Gollnisch (NI), par écrit. – L’impression générale que je retire de ce gros rapport de 111 pages déclinant en 606 points des remarques d’ordre à la fois techniques et politiques sur la gestion du budget européen, c’est que l’Union européenne est véritablement une usine à gaz, et qui plus est, une usine à gaz pas très efficace et pas très bien gérée.

Malgré les demandes réitérées par le Parlement, et le simple bon sens, la question de la performance et des résultats n’est pas suffisamment prise en compte. Car, quand il s’agit d’argent public, de l’argent des contribuables et des travailleurs, que ce soit au niveau local, national ou européen, les préoccupations prioritaires doivent être l’utilité des dépenses, et leur contribution effective aux objectifs affichés par les politiques qu’elles financent.

Si j’en crois le rapporteur, c’est raté. Celui-ci déplore aussi les taux d’erreur constatés. Je m’étonne, moi, qu’ils ne soient pas plus élevés quand on connaît la complexité inouïe des réglementations qui encadrent l’utilisation des fonds structurels ou agricoles, par exemple. Il a aussi tendance à beaucoup plus d’indulgence pour la gestion directe des fonds par la Commission que pour ceux gérés par les États, exonérant la première sur le dos des seconds. Pour toutes ces raisons, et bien d’autres, j’ai voté contre la décharge.

  Marian Harkin (ALDE), in writing. ‒ I voted in favour of Amendment 5 which concerns the case of the EU Commission fining eight internet financial institutions. The fine was in respect of their participating in illegal cartels in markets for financial derivatives in relation to LIBOR and EUROLIBOR benchmark interest rate fraud. So far no payments have been made and nobody who was affected by this fraud has been reimbursed. The amendment called on the Commission to deposit and publish its decision in regard to imposing these fines and to publish the discussion.

  Cătălin Sorin Ivan (S&D), în scris. ‒ Comisia Europeană este responsabilă pentru executarea bugetului Uniunii Europene. Aceasta implică statele membre, cărora Comisia le deleagă sarcini de punere în aplicare legate de o parte semnificativă a bugetului.

În fiecare an, procedura de descărcare de gestiune asigură un control ex-post democratic la nivel politic, arătându-se astfel modul în care s-a utilizat bugetul anual al UE. Procedura are ca scop verificarea corectă a punerii în aplicare în conformitate cu normele relevante, inclusiv aplicarea principiilor bunei gestiuni financiare.

Procedura de descărcare de gestiune s-a dovedit a fi un instrument puternic, care a avut un impact asupra evoluției sistemului bugetar al Uniunii Europene, contribuind în același timp la creșterea efectului de levier politic al Parlamentului.

Am votat în favoarea acestui raport al descărcării generale de gestiune al UE 2014, Comisia Europeană și agențiile executive prin care se solicită o poziție mai vigilentă cu privire la descărcarea de gestiune, solicitând Comisiei să controleze mai frecvent ariile în care au fost alocați banii și care prezintă un risc ridicat de erori, să se concentreze pe controalele ex-ante, să colaboreze mai eficient cu statele membre pentru a corecta erorile înaintea declarării cheltuielilor și de a introduce mai multă transparență și flexibilitate în ceea ce privește creditele neutilizate.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za Izvješće o razrješnici za izvršenje općeg proračuna Europske unije za financijsku godinu 2014., dio III. – Komisija i izvršne agencije zbog toga što smatram da su u konačnici glavna načela višegodišnjeg financijskog okvira ispoštovana te da pogreške koje su ustanovljene nisu u toj mjeri ozbiljne da bi se odbilo dati razrješnicu.

Svakako da je pri davanju razrješnice potrebno osigurati ispravnost financijskih tokova te optimalnu uporabu sredstava. Sukladno tome, potrebne su dugoročne projekcije novčanog toka te strategija koja je uravnotežena i usklađena sa stvarnim potrebama i s ključnim politikama EU-a. Držim da je glavni cilj proračuna biti na korist građanima te stoga podržavam ovo Izvješće.

Ihre Kontoführung im Haushaltsjahr 2014, undeklarierte Haushaltsposten, Schwachstellen im Finanzmanagement und Forderungen nach Haushaltserhöhungen lassen keinen anderen Schluss zu. Der Kritik der Entschließung kann ich jedoch zustimmen.

  Bernd Kölmel (ECR), schriftlich. ‒ In einer Situation, wo reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags zum EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA vom ganzen Europäischen Parlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Gesamthaushaltsplan der EU – Europäische Kommission und Exekutivagenturen.

  Ádám Kósa (PPE), írásban. ‒ Az Európai Számvevőszék a 2014-es pénzügyi évre vonatkozó éves jelentésének bemutatását követően a 2014. évi zárszámadási eljárás keretében az Európai Parlament Költségvetési Ellenőrző Bizottsága elvégezte az Európai Unió általános költségvetésének az Európai Bizottságra és a végrehajtó ügynökségekre vonatkozó vonatkozó pénzügyi ellenőrzését. A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A Számvevőszék kijelenti, hogy bizonyosságot szerzett a 2014-es pénzügyi évre vonatkozó éves beszámoló megbízhatóságáról, valamint arról, hogy az alapjául szolgáló ügyletek jogszerűek és szabályszerűek voltak. A jelentésről a szakbizottság az április eleji ülésén szavazott és a mentesítés megadásáról, valamint a 2014-es számlák lezárásáról döntött. A szakbizottsági szavazáson és a plenáris szavazáson is a mentesítés megadását támogattam.

  Béla Kovács (NI), írásban. – Egy dolog a költségvetés felosztása tételek szerint, amiben voltak, vannak vitáink. Más dolog a teljesítés elfogadása. Utóbbiban lényegi kivetnivaló nincs, mert az a 2014-es év tekintetében a hibahatáron belül van. Sajnálatos, hogy épp a vidékfejlesztés hozta ezen belül a legkevésbé jó eredményt. Minden újabb költségvetés vitáján ettől függetlenül természetesen fel fogom vetni, hogy mivel nem értek egyet.

  Giovanni La Via (PPE), per iscritto. ‒ Esprimo valutazione favorevole in merito al bilancio generale dell'UE, della Commissione e delle agenzie esecutive. Come da norma, il Parlamento non verifica solo se i fondi utilizzati siano stati spesi in maniera regolare e legittima, ma anche se gli obiettivi raggiunti sono stati oggetto di una corretta gestione finanziaria. In generale, sia la Commissione europea che le agenzie esecutive hanno agito e implementato le politiche dell'UE secondo le corrette regole di una sana gestione finanziaria, perseguendo l'interesse pubblico e per tali motivi abbiamo deciso di concedere il discarico per il bilancio del 2014.

La résolution est un condensé de généralités positives à l'égard de la Commission, comprenant quelques tentatives d'inscrire l'action de celle-ci dans une position de "contrôleur" des États membres. Les nombreuses erreurs de gestion et de contrôle auraient dû faire l’objet d’un rapport beaucoup plus critique.

  Gilles Lebreton (ENF), par écrit. ‒ J'ai voté contre ce rapport de décharge, car le taux d'erreurs dans l'exécution du budget 2014 de l'Union est de 4,4 %, ce qui est trop élevé.

En outre, sur les 65 recommandations de la Cour des comptes, seules 20 ont été suivies! Enfin, le rapport est servile à l'égard de la Commission de Bruxelles alors qu'il relève pourtant son manque de transparence dans l'accord sur le tabac passé avec Philip Morris.

  Philippe Loiseau (ENF), par écrit. ‒ Je me suis prononcé contre ce rapport. Il dresse le bilan de l'application des fonds européens octroyés aux États membres. Il analyse dans les grandes lignes le financement de fonds vers l'accueil de réfugiés ou celui de la politique agricole commune.

Malgré le fait qu'un manque de transparence et de rigueur soit déploré, dans la répartition des aides européennes, le texte souligne l'action vitale de l'Union européenne. Par exemple, il se félicite du succès de la PAC, notamment avec le financement du FEAGA et FEADER, ce qui est un non-sens.

  Sander Loones (ECR), schriftelijk. ‒ De N-VA kan geen groen licht geven voor de kwijting van afzonderlijke onderdelen van de Europese begroting vooraleer de volledige boekhouding door de Europese Rekenkamer is goedgekeurd.

  Paloma López Bermejo (GUE/NGL), por escrito. ‒ No he votado a favor de la descarga presupuestaria en favor de la Comisión Europea y de sus Agencias Ejecutivas porque, pese a cumplir con los requerimientos formales y procedimentales, la Comisión continúa a desarrollar una agenda contraria a los intereses de las clases trabajadoras europeas. He votado a favor de la resolución porque aprueba los aspectos formales de la gestión de la Comisión y sus diferentes agencias ejecutivas y de sus directores durante el ejercicio de 2014. La Comisión cumple todos los requisitos de auditoría financiera en la ejecución de su gasto y es por ello por lo que hemos votado a favor de la resolución. Pero no podemos aprobar la descarga financiera porque la dirección política de la Comisión durante 2014, ha sido dirigida por un proyecto neoliberal que no compartimos.

  Bernd Lucke (ECR), schriftlich. – In einer Situation, wo reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags zum EU-Haushalt. ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA vom ganzen Europäischen Parlament, das die Entlastung zum EU-Budget erteilt. Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Gesamthaushaltsplan der EU – Europäische Kommission und Exekutivagenturen.

  Petr Mach (EFDD), písemně. ‒ Hlasoval jsem proti. Nesouhlasím s tímto plýtvavým rozpočtem, kdy jsou velké prostředky daňových poplatníků rozhazovány bez rozmyslu a na spousty zbytečných projektů a úřadů. Hlasoval jsem pouze pro dílčí věci, jako kritiku Komise za neposkytování informací nebo žádost úřadu OLAF o větší transparentnost.

  Ivana Maletić (PPE), napisan. ‒ U izvješću Revizorskog suda za financijsku godinu 2014. utvrđeno je kako nema nikakvih nepravilnosti u računovodstvenoj dokumentaciji. Temeljem izvješća Revizorskog suda podržala sam Izvješće o davanju razrješnice Komisiji za izvršenje proračuna za financijsku godinu 2014. te o davanju razrješnice izvršnim agencijama.

  Andrejs Mamikins (S&D), rakstiski. ‒ 2014. gads iezīmēja 2014.–2020. gada plānošanas perioda sākumu, kas atnesa zināmas izmaiņas Eiropas Komisijas un to izpildaģentūru darbā, ko ne mazā mērā var saistīt ar programmas “Apvārsnis 2020” īstenošanu.

Kopējo saistību lielums bija 142,69 miljardi euro, bet kopējo maksājumu — 139,03 miljardi euro. Var atzīmēt arī pārkāpumu un kļūdu labošanu, kas 2014. gada laikā sastādīja 782 miljonus euro, pirmkārt no kohēzijas (494 miljoni euro) un iekšlietu (207 miljoni euro) finanšu resursiem.

Kaut gan 2014. gadā pastāvēja joprojām nenoregulētas problēmas ar pilna mēra ieņēmumu saņemšanu no dažādiem avotiem, kā arī tērēšanas pārkāpumiem — it īpaši Eiropas Komisijas starptautiskās sadarbības un attīstības politikas segmentā — kopumā var atzīmēt, ka budžeta saistības šajā gadā tika realizētas pietiekami efektīvi.

Ce rapport sur les activités de la Commission et de ses agences souligne de nombreux points négatifs: le taux élevé d'erreurs de paiement (4,4 %); le manque d'évaluation des résultats des projets initiés ou subventionnés; le manque de communication sur les activités de la Commission et de ses agences; les cas persistants de fraude et la question des conflits d'intérêts; le manque de transparence de la Commission pour certains accords, notamment l'accord commercial avec Philip Morris.

Le rapport souligne néanmoins la diversification des financements des programmes.

Ce rapport contient donc des remarques visant à une amélioration des performances des programmes initiés et/ou subventionnés par l'Union européenne et à une transparence accrue. Pour autant, il n'en tire aucune conséquence pratique.

Pour cette raison, nous ne saurions approuver l'octroi de la décharge.

  Marisa Matias (GUE/NGL), por escrito. ‒ A quitação orçamental, apesar de ser um processo na sua maioria administrativo, permite a revisão de situações e procedimentos que não estejam de acordo com os princípios da UE. Este relatório chama a atenção para o facto de que o orçamento da Comissão não deve ser utilizado para o financiamento direto ou indireto de touradas ou qualquer outra forma de tortura de animais. Votei a favor.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Ce rapport propose de donner quitus pour l’exécution du budget 2014 de la Commission européenne et agences exécutives.

Je m’étais opposé au cadre général de ce budget lors de son vote en 2013. Les points sur lesquels j’avais alors alerté se sont tous vérifiés, et les engagements intenables pris alors par les institutions européennes n’ont pas été tenus.

L'année 2014 devait en particulier être l’année de la résorption finale de tous les impayés de l’Union européenne, dont certains s’accumulent depuis 9 ans. Une tâche impossible avec un budget en baisse de 6 % (moins 10 000 000 000), même en consacrant plus de la moitié des crédits de paiements de l’année 2014 à payer des engagements pris les années précédentes.

Résultat : les impayés sont toujours là (estimés à 2 000 000 000 fin 2016) et les besoins budgétaires d’avenir ne sont pas couverts. Je confirme mon opposition à ce cadre budgétaire d’austérité en votant contre cette décharge.

  Joëlle Mélin (ENF), par écrit. ‒ Le rapport n'est pas suffisamment critique au regard de l'actualité. La PAC, par exemple, est louée, le manque de transparence de la Commission est seulement évoqué. Quand il s'agit de rappeler aux États leurs obligations pour les objectifs, le rapport n'y manque pas. En somme, beaucoup de complaisance envers la Commission jalonne le texte.

En conséquence j'ai voté contre.

  Nuno Melo (PPE), por escrito. ‒ Todas as instituições europeias que dependem do orçamento da União Europeia têm que ser fiscalizadas, de forma rigorosa, pelo Tribunal de Contas e por todas as entidades com essa função. É necessário aferir se os fundos comunitários estão a ser bem utilizados, se essas instituições estão a cumprir com os objetivos delineados e se não existe desperdício de recursos. De um modo geral, salvo raras exceções, a avaliar pelas fiscalizações conhecidas, podemos afirmar que as instituições em causa estão a utilizar de forma correta os fundos disponibilizados e a cumprir com os objetivos propostos.

Votei favoravelmente.

  Louis Michel (ALDE), par écrit. – J'accueille favorablement la décision concernant la décharge sur l'exécution du budget général de l'Union.

Néanmoins, des changements sont nécessaires. Pour la 21e année consécutive, les paiements relatifs aux dépenses et au fonctionnement de la Commission sont entachés d'un pourcentage d'erreurs significatif au niveau de la gestion partagée avec les États membres (4,6 % contre 4,9 % en 2013) en raison, notamment, de défaillances dans le système de surveillance de la Commission.

Ce taux d'erreur, qui demeure très élevé, survient surtout dans les domaines de la compétitivité et de la croissance ainsi que dans la cohésion économique et sociale. Il faut renforcer le mécanisme de contrôle et inviter la Commission à prendre des mesures pour éliminer ce taux d'erreur. Il faut également disposer de bases de données précises et fiables concernant les contributions des États membres au budget de l'Union.

Le RNB restant la source de recette la plus importante, aucun taux d'erreur ne doit demeurer. Troisièmement, la crise migratoire doit faire l'objet d'audits et de rapports spéciaux pour pouvoir chiffrer et contrôler le budget qui va y être affecté. Enfin, je déplore que plusieurs États membres n'aient pas donné suite à des cas de fraudes significatifs découverts par l'OLAF portant atteinte aux intérêts de l'Union.

A Költségvetési Ellenőrző Bizottság jelentésében azt javasolja, hogy a Parlament a fölsorolt szerveknek az Európai Unió 2014-es pénzügyi évre szóló általános költségvetésének végrehajtására vonatkozóan a mentesítést adja meg. Ennek megfelelően szavaztam.

La décharge budgétaire, qui peut être accordée, ajournée ou refusée par le Parlement européen, constitue le contrôle final du budget annuel. Le processus de décharge représente le volet politique du contrôle de l’exécution budgétaire. Il prend appui sur les rapports de la Cour des comptes et sur les précisions apportées par les organismes concernés. La décision de décharge peut s’accompagner de recommandations pour améliorer certains aspects de l’exécution budgétaire.

  Victor Negrescu (S&D), in writing. ‒ Ultimately responsible for the execution of the European Union’s budget is the European Commission. The decision on whether to grant discharge for the execution of the EU budget is made by the European Parliament. The discharge procedure ensures ex-post democratic oversight at political level of how the EU’s annual budget has been used. Its aim is to verify that the implementation was in accordance with relevant rules and principles of sound financial management. The report underlines that the EU funding must be efficient in advancing EU goals, projects should be aligned with EU policies and better synergy should be achieved between all available resources in the fields, such as neighbourhood policy, external aid, and tackling the youth unemployment.

I have voted for this report on European Commission and Executive Agencies discharge that calls for a more vigilant position on the discharge, asking the Commission to control more frequently areas and recipients with high risk of errors, focus on ex-ante controls, collaborate with the Member States to correct errors before declaring expenditure and introduce more transparency and flexibility in spending so that unused appropriations could be used for new priorities.

  Luděk Niedermayer (PPE), písemně. ‒ Jsem rád, že se české delegaci v PPE podařilo přesvědčit frakci, aby nepodpořila bod kritizující působení českého úředníka v kabinetu komisařky Creţu a požadující, aby mu byla odňata odpovědnost za Českou republiku. Zejména díky neutrálnímu hlasovacímu doporučení naší frakce byl tento bod ze zprávy vypuštěn a nahrazen obecnější a systémově laděnou formulací, podle níž by zaměstnanci státních orgánů zaměstnaní v soukromé kanceláři evropského komisaře pokud možno v rámci svých funkcí neměli být pověřeni vztahy s vlastními členskými státy, pokud nebude řádně prověřen a vyloučen jakýkoli možný střet zájmů s legitimními zájmy Komise. Tato formulace je podle mého názoru v pořádku, a proto jsem zprávu nakonec podpořil.

  Liadh Ní Riada (GUE/NGL), in writing. – I voted in favour of this report which recommended that the European Parliament grants the Commission a discharge in respect of the implementation of the general budget of the EU for the financial year 2014, and also grant a discharge to a number of other bodies.

The report contained an accurate and exhaustive analysis of the data which was made available. However, my Group requested further information and data to be released from the Commission. Some 24 amendments were submitted at Committee level, of which 22 were adopted. They related primarily to transparency issues, as well as a number of more technical points.

It was for these reasons that I voted in favour of this report.

  Marijana Petir (PPE), napisan. ‒ Nalaz Revizorskog suda pokazuje kako je godišnji proračun za Uniju za 2014. godinu u svim značajnim aspektima pravno utemeljen. Kao što je to navedeno u izvješću smatram potrebnim da Komisija prije preispitivanja višegodišnjeg financijskog okvira na sredini razdoblja Parlamentu pošalje prijedloge o tome kako premostiti novonastale i potencijalne izazove koji iziskuju proračunsku potporu Parlamenta.

Izražavam žaljenje zbog toga što je ukupna stopa pogrešaka ostala na gotovo istoj razini kao i prethodne godine te što su u izvršavanju plaćanja ponovno zabilježene pogreške. Prema godišnjem izvješću Revizorskog suda za 2014. područja pod podijeljenim upravljanjem, kao i svi ostali operativni rashodi (kojima uglavnom izravno upravlja Komisija) imaju procijenjenu stopu pogrešaka od 4,6 %. Također se ne smije zaboraviti i da su provedene znatne korektivne mjere.

Izražavam također i zabrinutost zato što neke preporuke i zahtjevi iz razrješnice Komisiji za 2013. još nisu provedene te se nadam da će u daljem radu Komisije doći do napretka i na tom području. Zbog navedenog podržala sam Razrješnicu za izvršenje općeg proračuna Europske unije za financijsku 2014. godinu, dio III. – Komisija i izvršne agencije.

  Florian Philippot (ENF), par écrit. ‒ Le rapport constate de nombreux problèmes plus ou moins graves et les impute toujours aux États membres, exonérant la Commission de ses responsabilités et la plaçant en grand contrôleur de tout.

Il s’agit d’une vision béatifique des institutions européennes qui ne prend pas du tout la mesure réelle des dysfonctionnements, du manque de transparence ou des atteintes à l’exercice serein de la démocratie. Je vote donc contre ce texte.

  Tonino Picula (S&D), napisan. ‒ Zadovoljan sam činjenicom da je Komisija uspjela ispuniti većinu ciljeva u skladu s ključnim pokazateljima uspješnosti. S obzirom na izvješće Europskog revizorskog suda i s obzirom na izvješće Odbora za proračunski nadzor kao član Odbora za vanjske poslove slažem se s mišljenjem Odbora i podržavam izvješće u vezi s postignućem Komisije i izvršnih agencija, ali i u vezi sa stvarima na kojima treba dodatno poraditi - prvenstveno po pitanju smanjenja postotka materijalnih pogrešaka u poslovanju Komisije i izvršnih agencija.

Podržavam sve preporuke dane od strane Europskog revizorskog suda u godišnjim izvješćima i pozivam Komisiju da ekspeditivno postupi u skladu s preporukama od prijašnjih godina koje još nisu u potpunosti implementirane u rad Komisije i izvršnih agencija.

Za kraj bih volio ponoviti svoje mišljenje kako se nadam da će politika Komisije osim pitanja tržišta i monetarne politike ubuduće više uključivati i socijalnu politiku te politiku zapošljavanja kao odgovor na trenutačne i buduće izazove.

  Miroslav Poche (S&D), písemně. ‒ Hlasoval jsem pro udělení rozpočtového absolutoria Evropské komisi. Oceňuji dlouhodobou spolupráci i aktivní přístup Komise k řešení problematických okruhů v rámci procesu přípravy procedury discharge. Specificky jsem rád, že dnes plénum přehlasovalo původní návrhy vzešlé ze strany politické skupiny PPE a poškozující konkrétní osobu pracující pro kabinet komisaře, v tomto případě jednoho českého zaměnstance. Odsuzuji blamáž, která v této věci proběhla v rámci hlasování ve výboru CONT. Věřím, že právě Výbor pro rozpočtovou kontrolu má být příkladem dodržování právních i etických zásad a neměl by podléhat tlaku jakýchkoliv individuálních zájmů.

  Franck Proust (PPE), par écrit. ‒ J'ai voté en faveur de la décharge relative à l'exécution du budget de la Commission européenne et de ses agences exécutives pour l'exercice de 2014.

Je m'insurge contre l'amendement qui tenait à s'opposer à l'utilisation du budget européen et de la PAC pour la tauromachie. Je tiens à rappeler que l'Union européenne ne finance pas la tauromachie. Elle n'a d'ailleurs aucune légitimité pour légiférer sur ce sujet. Chaque État est libre d'autoriser et de protéger ses traditions régionales. C'est le cas en France, puisque c'est de la subsidiarité.

  Julia Reid (EFDD), in writing. ‒ UKIP voted against the discharge votes for multiple reasons. Primarily we are against the EU spending taxpayers’ money therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedures is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  Dominique Riquet (ALDE), par écrit. ‒ Plusieurs raisons m’ont amené à voter en faveur de cette procédure de décharge pour l’année 2014 quant à l’activité de la Commission et de ses agences exécutives.

Tout d’abord, et c'est une préoccupation permanente de notre groupe, le rapport exprime une recommandation forte pour améliorer l’efficience du budget général de l’Union européenne et ce, en adoptant une approche davantage basée sur la performance et les résultats dans les projets financés. L'idée est également de faciliter la compréhension et la lisibilité du budget par les citoyens européens.

Nous avons également attiré l’attention de la Commission sur un taux d’erreur dans les dépenses encore trop élevé (4,6 %) dans la gestion partagée (avec les États membres) et directe (par la Commission) par rapport au taux de 2 % recommandé par la Cour des comptes européenne. En ce sens, nous invitons la Commission à exercer un contrôle renforcé dans la gestion des dépenses européennes (80 % étant gérées par les États membres) et dans le soutien de projets en meilleure adéquation avec les objectifs de l’Union européenne.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ He votado a favor de la Aprobación de la gestión 2014: Presupuesto general de la UE - Comisión y agencias ejecutivas, puesto que en su Informe Anual para el ejercicio 2014 el Tribunal de Cuentas observaba que no se había detectado ninguna insuficiencia significativa respecto de las cuestiones examinadas relativas a los recursos humanos y los contratos públicos, y que los pagos realizados no poseen errores materiales.

  Claude Rolin (PPE), par écrit. ‒ En adoptant ce rapport, le Parlement européen a décidé de donner décharge à la Commission sur l'exécution du budget général de l'Union pour 2014. En ce qui concerne les dépenses opérationnelles, le niveau d'erreur estimatif pour les dépenses au titre de la gestion partagée avec les États membres est de 4,6 % (contre 4,9 % en 2013), ce qui demeure un niveau très élevé.

Nous nous sommes aussi inquiétés de ce que le niveau d'erreur estimatif ait bondi à 4,6 % (contre 3,7 % en 2013). Le Parlement a aussi fait part de son inquiétude face aux données fournies par Eurodad sur le blanchiment de capitaux, selon lesquelles le Luxembourg et l'Allemagne se classent aux premiers rangs en ce qui concerne ce risque (car les États membres doivent ratifier intégralement la directive anti-blanchiment de l'Union!).

Pour ma part, j'ai aussi soutenu un amendement qui invite la Commission à veiller à ce que les fonds de l'Union ne soient pas mis à disposition pour soutenir directement ou indirectement les combats de taureaux et un autre amendement réclamant, lui, une transparence complète en ce qui concerne l'indemnité des frais généraux perçue par les députés européens afin que les citoyens européens puissent être informés.

  Bronis Ropė (Verts/ALE), raštu. ‒ Balsavau dėl šio pranešimo. Manau, labai svarbu atkreipti dėmesį į tai, kad vykdant mokėjimus buvo padaryta klaidų, kurių tikėtinas lygis yra 4,4 proc. Jis beveik nepakito lyginant su 2013 metais ir yra gerokai didesnis nei užsibrėžtas tikslas – 2 proc. Vis dėlto negalima stovėti vietoje, todėl Europos Parlamentas ir pritarė Europos Sąjungos 2014 finansinių metų bendrojo biudžeto sąskaitų uždarymui.

  Fernando Ruas (PPE), por escrito. ‒ O Tribunal de Contas emitiu um parecer sobre as contas onde concluiu que a cobrança de receitas estava isenta de erros.

No entanto, no que diz respeito às despesas, a taxa de erro estimada foi de 4,4% (em comparação com 4,5% em 2013).

O presente relatório defende ainda a necessidade de o Parlamento Europeu não só verificar se os fundos foram gastos de forma legal e regular, bem como aferir se os objetivos políticos foram alcançados e os princípios da boa gestão financeira respeitados.

O relatório sublinha também a necessidade de a Comissão assumir os seus compromissos, dos quais se destacam: a conciliação dos programas financeiros e políticos; o assegurar da correlação mais estreita entre os objetivos da UE para 2020, os acordos de parceria e os programas operacionais ou ainda a publicação da contribuição das direções-gerais com as recomendações específicas por país aprovadas no âmbito do Semestre Europeu nos seus respectivos relatórios anuais de atividade.

Por concordar com o teor desta Resolução, que vai ao encontro do Relatório do Tribunal de Contas e efetua um conjunto de recomendações (das quais já sublinhei algumas nos parágrafos anteriores), votei-o favoravelmente.

  Maria Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ No he votado a favor de la descarga presupuestaria en favor de la Comisión Europea y de sus Agencias Ejecutivas porque, pese a cumplir con los requerimientos formales y procedimentales, la Comisión continúa desarrollando una agenda contraria a los intereses de las clases trabajadoras europeas. He votado a favor de la resolución porque aprueba los aspectos formales de la gestión de la Comisión y sus diferentes agencias ejecutivas y de sus directores durante el ejercicio de 2014. La Comisión cumple todos los requisitos de auditoría financiera en la ejecución de su gasto y es por ello por lo que hemos votado a favor de la resolución. Pero no podemos aprobar la descarga financiera porque la dirección política de la Comisión durante 2014, ha sido dirigida por un proyecto neoliberal que no compartimos.

  Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovu razrješnicu, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ Rozhodla som sa podporiť správu o plnení rozpočtu Komisie a jej výkonných agentúr za rok 2014, keďže sa v texte stanoviska vyváženým spôsobom poukazuje na úspechy aj výzvy využívania prostriedkov EÚ. Udeľovanie absolutória za jednotlivé rozpočtové roky predstavuje nástroj, ktorý umožňuje komplexnejšie chápanie efektov a dávok rozpočtu. Identifikujú sa tak všetky aspekty rozpočtu vrátane chýb, zákonnosti využívania prostriedkov, miery absorpcie fondov, výkonnosť a merateľné výsledky. Preto je dôležité, aby Komisia a relevantní aktéri pokračovali vo vypracovávaní vhodnej metodiky pre analýzu výkonnosti rozpočtu EÚ. Rovnako je nevyhnutné, aby prebiehali pravidelné kontroly, ktoré prispievajú k zlepšeniu rozpočtového riadenia. Na druhej strane, Komisia musí naďalej pracovať na zjednodušeniach, keďže súčasná komplexná podoba rozpočtového riadenia kladie mnoho prekážok efektívnemu hospodáreniu. Prejavuje sa to aj na využívaní kohéznej podpory, kde je chybovosť viditeľne vyššia najmä v oblasti regionálnej a mestskej politiky. Táto skutočnosť je spôsobená najmä komplikovanosťou pravidiel, ale aj nedostatočnou prvostupňovou kontrolou na národnej úrovni. Napriek tomu zostala celková chybovosť rozpočtu na úrovni 4,4 percenta. Absolutórium schvaľujem, ale domnievam sa, že by sa Komisia mala vyrovnať s námietkami uvedenými v správe tak, aby to viedlo k účelnejšiemu využívaniu európskeho rozpočtu.

  Igor Šoltes (Verts/ALE), pisno. ‒ V okviru vsakoletnega proračunskega postopka, ki ob številnih pogajanjih in usklajevanjih lahko traja tudi do sedem mesecev, tri temeljne institucije EU sprejmejo evropski proračun za prihodnje leto.

Za njegovo izvajanje so nato zadolžene Evropska komisija in druge institucije. Evropski parlament kot neposredno izvoljena institucija, ki zastopa davkoplačevalce EU, izvaja demokratični nadzor ter skrbi, da Komisija in druge institucije ustrezno ravnajo z evropskimi sredstvi.

Parlament v svojem letnem postopku razrešnice sklene, ali bo podelil razrešnico in dokončno odobril način, na katerega se je v posameznem letu izvrševal proračun. Parlament pred odločitvijo preuči priporočila Odbora za proračunski nadzor in pri tem upošteva tudi letno poročilo Računskega sodišča ter odgovore Komisije na poslanska vprašanja.

Poročilo poročevalke Martine Dlabajove navaja utemeljene razloge v prid podelitvi razrešnice Evropski komisiji in izvajalskih agencijam, zato sem ga pri glasovanju podprl.

  Joachim Starbatty (ECR), schriftlich. ‒ In einer Situation, wo reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags zum EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA vom ganzen Europäischen Parlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Gesamthaushaltsplan der EU – Europäische Kommission und Exekutivagenturen.

Evropska komisija izvršuje proračun in upravlja programe. Računsko sodišče ugotavlja, da so bili računovodski izkazi za proračunsko leto 2014 zanesljivi in da so z njimi povezane transakcije zakonite in pravilne. Zato sem podprla podelitev razrešnice izvajalskim agencijam glede izvrševanja proračuna za proračunsko leto 2014.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam az EP határozatát az EU általános költségvetése 2014. évi végrehajtására vonatkozó mentesítésről az Európai Bizottság, valamint közvetlen végrehajtó ügynökségei tekintetében. A jelentés megállapításainak mérlegelésénél figyelembe vettem, hogy 2014. év az új Bizottság és a parlamenti választások okán költségvetési szempontból is különleges, lényegében elhúzódó év volt. Kiemelten fontosnak tartom a határozat általános fejezeti részében megfogalmazott észrevételeket a még inkább prudens és transzparens költségvetés érdekében, amelyek megítélésem szerint jól hasznosíthatóak lehetnek már a MFF félidős felülvizsgálata kapcsán is.

  Claudia Tapardel (S&D), in writing. ‒ I support the decision on discharge in respect of the implementation of the general budget of the European Union for the financial year 2014, Section III – Commission and Executive Agencies. Sound financial management principles represent the key requirement for the Union budgetary management. Therefore high standards of budgetary discipline are needed. The current simplification approach has an important role to play in sound management and its efficiency and I welcome the efforts in this respect.

Further improvements are sought in terms of budgetary management and shared management practices in order to reach increased compatibility between Union and Member States’ policies. The Commission and the other relevant actors should continue to develop an appropriate methodology and framework to pursue the performance approach further, while a regular follow-up process would be highly beneficial.

  Ruža Tomašić (ECR), napisan. ‒ Glasovala sam protiv Izvješća o razrješnici za izvršenje općeg proračuna Europske unije za financijsku godinu 2014., dio III. - Komisija i izvršne agencije, zbog velikog porasta stope značajnih pogrešaka koje je Europski revizorski sud iznio u svojem godišnjem izvješću za financijsku 2014. godinu. Smatram da Komisija mora hitno poduzeti odgovarajuće mjere u skladu s preporukama iz proteklih godina koje još uvijek nisu u potpunosti provedene.

Izražavam zabrinutost zbog činjenice da je od 178 transakcija koje je Sud provjerio u području politike zapošljavanja i socijalnih pitanja, u njih 62 (34,8 %) pronađena pogreška, od čega se 12 pogrešaka odnosilo na mjerljive pogreške iznad 20 % . Komisija mora provesti korektivne mjere i primijeniti stroge postupke kako bi se smanjio rizik od nepravilnosti u tom području politike te se moraju poduzeti mjere u vezi neprihvatljivih rashoda koje je utvrdio Sud.

  Romana Tomc (PPE), pisno. ‒ Poročilo o razrešnici glede izvrševanja splošnega proračuna Evropske unije za proračunsko leto 2014, oddelek III – Komisija in izvajalske agencije sem podprla.

Parlament pri podelitvi razrešnice Komisiji po eni strani preverja, ali so bila sredstva porabljena zakonito in pravilno, po drugi strani pa ali so bili doseženi cilji politik in ustrezni rezultati in ali so bila spoštovana načela dobrega finančnega vodenja.

Pri podelitvi razrešnice Komisiji za leto 2014 je bil poudarek na sprejetju izboljšanega, na uspešnosti temelječega in k rezultatom usmerjenega pristopa, ki bo prispeval k ravnotežju med tradicionalnim načinom in uvedbo novih elementov v skladu s sedanjimi in prihodnjimi potrebami za finance EU.

  Yana Toom (ALDE), in writing. ‒ I supported the resolution in spite of certain problems highlighted in the opinion which I drafted as a rapporteur for CULT. First, the Youth section of Erasmus+: There are many concerns related to access to funding, compared to the previous Youth in Action programme. I also regret the de facto suspension of Erasmus+ youth funding in Greece, as highlighted in the 2015 report of the European Youth Forum.

Second, considerable delays in final payments by the EACEA are not acceptable because it directly affects the beneficiaries’ rights. Union institutions shall continue their work to reduce the payment backlog.

Third, the European Schools have not still addressed the issues raised by the Court of Auditors and they need to implement a rotation system for sensitive posts and to address other weaknesses in their work.

Fourth, there is a mismatch between the seven-year programming of the multiannual financial framework and the 10-year programming of the political and strategic priorities of the Union.

Fifth, the Europe for Citizens programme is a unique tool to promote European values and solidarity, very valuable considering the increased popularity of radical right and Eurosceptic parties. Budget cuts for this programme are not welcomed.

  Ernest Urtasun (Verts/ALE), in writing. ‒ Our group pushed for a very critical and constructive approach on the discharge reports and therefore my vote was positive. The financial year 2014 is the first year of the new Multiannual Financial Framework (MFF 2014-2020), thus this first discharge aims at verifying whether the new EU budget has been properly and efficiently used and spent, whether the simplification of the legal bases reduced the error rate and whether the new EU budget is more efficient and effective than the previous one.

  Viktor Uspaskich (ALDE), raštu. – Palankiai vertinu naujovišką Audito Rūmų 2014 m. metinės ataskaitos pobūdį, t. y. tai, kad vertinant Sąjungos biudžeto intervencijų taikymą ir orientaciją pagal strategijos „Europa 2020“ prioritetus buvo pritaikytas rezultatais ir veiklos rodikliais grindžiamas požiūris.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ El informe establece que el Parlamento no solamente debe verificar si los fondos han sido gastados de un modo legal y regular, sino que también debe establecer si los objetivos políticos han sido alcanzados y si los principios de la gestión financiera se han cumplido. Del mismo modo el informe destaca puntos importantes como la necesidad de reforzar los vínculos entre los objetivos Europa 2020, los acuerdos de partenariado y los programas operacionales, así como otra serie de compromisos en los ámbitos de la agricultura, el asilo y las migraciones o la OLAF. Hablamos de un asunto que ha contado con un amplio respaldo en la comisión de control presupuestario. Por todo ello creo conveniente votar a su favor.

  Marco Valli (EFDD), per iscritto. ‒ Ho deciso di votare contro la concessione del discarico alla Commissione in primo luogo perché, per il ventunesimo anno consecutivo, la Corte dei conti ha sentenziato che i pagamenti sono colpiti da errori in misura rilevante a causa dell'efficacia soltanto parziale dei sistemi di vigilanza e controllo e il loro tasso di errore più probabile si sia attestato al 4,4%. Permangono debolezze nelle procedure di assegnazione dei fondi, in particolare per quanto riguarda le procedure di appalto. Inoltre, la responsabilità per l'utilizzo del bilancio dell'Unione incombe in larga misura agli Stati membri e il 76% della spesa rientra nella gestione concorrente: la Commissione non è ancora riuscita a trovare un efficace sistema di controllo che impedisca abusi e sprechi, nonostante gli ultimi anni si sia fatto sempre più ricorso alla sospensione della spesa in caso di frode. Il 2014 è stato inoltre il primo anno in cui si sarebbe dovuto valutare il bilancio anche in termini di risultati: tuttavia la Commissione non è riuscita a valutare quali siano i reali risultati delle sue politiche (co)finanziate dal bilancio dell'Unione. In pratica, l'Unione continua a spendere, incurante dei risultati, non attuando un sistema di controllo veramente efficace sulla destinazione dei suoi fondi.

  Miguel Viegas (GUE/NGL), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais para o exercício de 2014, afirmou ter obtido garantias razoáveis de que as contas anuais do Gabinete são fiáveis e de que as operações subjacentes são legais e regulares.

Neste sentido, e não obstante as nossas reservas face ao caráter centralizador e federalista de grande parte destes organismos, não apresentamos nenhuma oposição de princípios a esta quitação.

  Harald Vilimsky (ENF), schriftlich. ‒ Zum einen wird in dem Entlastungsbericht die Aufhebung der Mittelbindung nicht verwendeter Mittel und zum anderen mehr Transparenz, vor allem bezüglich des Abgasskandals, gefordert. Außerdem sollen sich zukünftig Generaldirektoren nicht an OLAF-Untersuchungen beteiligen. Stattdessen sollen Mitarbeiter dafür herangezogen werden.

  Beatrix von Storch (EFDD), schriftlich. ‒ Den Bericht des Europäischen Parlaments über die Entlastung für die Ausführung des Gesamthaushaltsplans der Europäischen Union für das Haushaltsjahr 2014 habe ich abgelehnt. Nichtsdestotrotz halte ich Teile des Berichtes für richtig, wie zum Beispiel die Feststellung, dass die Auswirkungen des russischen Importembargos für Agrarerzeugnisse, das Mitte 2014 verhängt wurde, ein großes Problem darstellen. Für diesen Absatz habe ich gestimmt, da ich die Sanktionen gegen Russland ablehne. Allerdings ist dieser Absatz bei weitem nicht genug, um mein finales Abstimmungsverhalten zu ändern. Erhöhte Ausgaben der EU und ihrer Institutionen lehne ich ab.

  Jan Zahradil (ECR), písemně. ‒ Pochybení ve zprávě Účetního dvora nám neumožňuje schválit udělení absolutoria za plnění souhrnného rozpočtu EU. Bohužel je tu stále vysoké množství nevhodně vynaložených finančních prostředků a ačkoliv některé jednotlivé instituce zlepšily své hospodaření, jako celek to stále není dostačující a já nejsem stále spokojen s tím, jak EU nakládá s penězi daňových poplatníků. V době, kdy se šetří a vlády doma škrtají, je nepřijatelné, aby EU rozpočet zvyšovala. Navyšování rozpočtu EU nemá opodstatnění ani v čase úsporných opatření, ani jindy.

  Marco Zanni (EFDD), per iscritto. ‒ La risoluzione accompagnatoria al discarico per la Commissione e per le sue agenzie esecutive offre una serie d'indicazioni sia sulla situazione del 2014 sia per migliorare lo stato attuale. La Corte ha stabilito, sulla base delle sue verifiche, che il tasso di errore più probabile si collocava al 4,4% dei pagamenti: per la ventunesima volta la Corte dei conti non è stata in grado di esprimere una dichiarazione di affidabilità positiva sulle legittimità e la regolarità dei pagamenti. La relazione s'incentra non solo sul tasso di errore, ma anche sulla performance, come richiesto dal nuovo QFP. Tuttavia continuano a mancare indicatori che possano fornire una corretta valutazione dell'efficacia della spesa dei fondi europei. Gli errori rilevati sono per la maggior parte imputabili a controlli deboli a livello di Stati membri: ma il 2014 segna l'aumento significativo del tasso di errore nelle spese operative gestite direttamente dalla Commissione, che hanno raggiunto lo stesso livello del tasso di errore riscontrato per le spese nell'ambito della gestione concorrente con gli Stati membri. La relazione presenta un buon apparato critico, tuttavia alcuni riferimenti rendono difficile sostenerla e per questo motivo ho votato negativamente e chiedo il rinvio del discarico per la Commissione.

  Tomáš Zdechovský (PPE), in writing. – I voted in favour of granting the discharge to the European Commission although I have many reservations about the budget spending which is not always directed at achieving added value. However, I believe in constructive criticism and I think the presented report offers a key set of recommendations that will pave the path to successful and effective spending in the years to come. Specifically, concerning §387, where the original text names and shames a concrete personnel member of the Commissioner’s Cabinet, I voted in favour of amendment number 57, which encourages the Commission to avoid any potential conflicts of interests in the Cabinets, but which at the same time does not point a finger to one specific employee, but rather sets a general rule, which is based on constructive criticism and which will address all similar types of situations.
