5.57. Entlastung 2014: Gemeinsames Unternehmen Clean Sky (A8-0094/2016 - Marian-Jean Marinescu)

  Isabella Adinolfi (EFDD), per iscritto. ‒ Il programma di ricerca Clean Sky (integrato nell'obiettivo Single European Sky) mira a sviluppare nuove tecnologie per diminuire l'impatto ambientale del traffico aereo europeo. L'impresa comune ha sviluppato un sistema di controllo interno efficiente ed ha raccolto le indicazioni della Commissione per il monitoraggio dei risultati della ricerca. Tuttavia ho deciso di votare negativamente al discarico poiché persistono carenze nella gestione di appalti e contratti.

  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ CLEAN SKY es una empresa dedica a la mejora de la eficiencia ambiental de la industria autonómica. Considerando que es un partenariado público privado, no he podido votar a favor de concederle el visto bueno a la ejecución de su presupuesto. Por contra, la resolución del Parlamento la he votado a favor.

  Νίκος Ανδρουλάκης ( S&D), γραπτώς. ‒ Υπερψήφισα την έκθεση σχετικά με την απαλλαγή όσον αφορά την εκτέλεση του προϋπολογισμού της Κοινής Επιχείρησης Clean Sky για το οικονομικό έτος 2014, διότι στο πλαίσιο των κοινών επιχειρήσεων η βιομηχανία συνδέεται με την έρευνα στην κατεύθυνση της υποστήριξης νέων τεχνολογιών. Επιπρόσθετα, η συγκεκριμένη έκθεση συμπεριλαμβάνει διάφορες ενέργειες για την εισαγωγή στην αγορά εξειδικευμένων τεχνολογιών.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už 2014 m. biudžeto įvykdymo ataskaitos patvirtinimą „Švarus dangus” bendrajai įmonei. Audito Rūmai savo ataskaitoje pažymi, jog jie gavo pagrįstą patikinimą, kad Įmonės metinės finansinės ataskaitos yra patikimos ir kad jose nurodytos operacijos yra teisėtos ir tvarkingos. Tačiau Europos Parlamentas apgailestauja, kad Audito Rūmų ataskaitoje pateikta mažai informacijos apie įnašus natūra ir grynaisiais pinigais, todėl sutinku su Europos Parlamentu, kuris ragina Audito Rūmus į būsimas ataskaitas įtraukti įnašų natūra ir grynaisiais pinigais Septintajai pagrindų programai ir programai „Horizontas 2020“ (kurios turėtų būti pristatytos atskirai) nuostatas dėl vertinimo procedūros ir lygio.

  Nicolas Bay (ENF), par écrit. ‒ Ce rapport demande d'octroyer la décharge sur l'exécution du budget de l'entreprise commune Clean Sky destinée à développer de nouvelles technologies afin d'assurer un espace aérien propre et sans pollution.

La gestion de cette entreprise suscite de nombreuses questions: ainsi, malgré l'établissement d'une étude d'impact socio-économique de ses activités, dont le rapport se félicite, l'impact de celle-ci sur l'amélioration des technologies nécessaires pour "un système aérien propre, innovant et concurrentiel", objet de son existence, n'est pas clairement établi.

De même, le rapport insiste sur l'attention à porter aux investissements de Clean Sky 2, lesquels mériteraient d'obtenir davantage de résultats technologiques.

Malgré ces limites énoncées dans le texte, l'entreprise commune clean Sky fait l'objet d'un rapport plutôt favorable et, à mon sens, trop bienveillant; j'ai donc voté contre ce texte.

  Hugues Bayet (S&D), par écrit. ‒ J'ai approuvé ce rapport de la commission du contrôle budgétaire qui demandait d'octroyer la décharge à l'entreprise commune Clean Sky pour l'exercice 2014.

Le rapport se félicite de la publication par l'entreprise commune du rapport sur l'impact socio-économique des activités de l'entreprise commune Clean Sky et de la signature avec l'entreprise commune SESAR en vue de consolider les liens et renforcer les synergies.

  Brando Benifei (S&D), per iscritto. ‒ La procedura di discarico del bilancio rappresenta un momento importante nella vita istituzionale dell’Unione europea. In questa occasione il Parlamento europeo, unica istituzione eletta a suffragio universale dai cittadini, decide su raccomandazione del Consiglio se garantire o meno l’approvazione definitiva dell’esecuzione del bilancio per un determinato esercizio finanziario. Si tratta di un passaggio fondamentale che è anche l’occasione per indirizzare specifiche raccomandazioni alle istituzioni e alle agenzie che compongono la struttura comunitaria. Seguendo le indicazioni della commissione per il controllo dei bilanci (CONT), oggi ho deciso di votare a favore della relazione Marinescu sul discarico del bilancio del 2014 per l’impresa comune- Aeronautica e ambiente.

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Se ha votado a favor de la aprobación la gestión y del cierre de cuentas al no encontrarse irregularidades reseñables.

  Dominique Bilde (ENF), par écrit. ‒ J'ai refusé l'octroi de la décharge sur l'exécution du budget de Clean Sky pour l'exercice 2014.

Si les coûts de gestion sont "limités" à 39 millions d'euros, ce montant paraît exorbitant compte tenu du peu de résultats de cette entreprise concernant sa mission de développement des technologies nécessaires à un "système aérien propre, innovant et concurrentiel", et ce, malgré la réalisation d'une étude d'impact sur ses activités.

Le rapport du Parlement souligne par ailleurs le manque d'information sur le niveau des contributions en nature ou en espèces pour le septième programme—cadre (titre III du budget), tout comme l'opacité concernant les résultats des recherches de Clean Sky, lesquelles sont censées s'inscrire dans le cadre du programme Horizon 2020.

Pour ces raisons, je trouve les conclusions du rapport du Parlement trop complaisantes et ne pouvais donc le soutenir.

  Mara Bizzotto (ENF), per iscritto. ‒ Non concordo con i rilievi sollevati nei confronti dell'impresa comune Clean Sky, non ho quindi inteso sostenere col mio voto la concessione del discarico per l'esercizio 2014.

  José Blanco López (S&D), por escrito. ‒ Las Joint Undertakings (Empresas Comunes) son 7 asociaciones público-privadas de la UE dedicadas a la investigación y al desarrollo de nuevas tecnologías.

Si bien, tal y como apuntó el Tribunal de Cuentas Europeo, existen algunos errores y defectos en la gestión de Artemis y ENIAC, mi grupo considera que la nueva asociación público-privada (ECSEL), surgida a mediados de 2014 como sucesora de estas Empresas Comunes, ha adoptado medidas suficientes para rectificarlos.

La Empresa Común Clean Sky no presenta problemas de gestión en sus cuentas, por lo que he votado en favor de su descargo.

Evropski parlament je ugotovil, da odobri zaključni račun Skupnega podjetja Čisto nebo za proračunsko leto 2014.

Poročilo skupnega podjetja o družbenem in gospodarskem učinku dejavnosti v okviru podjetja Čisto nebo s kolegi poslanci pozdravljamo, kakor tudi podpis memoranduma o sodelovanju s skupnim podjetjem SESAR, katerega cilj je krepitev povezav in sinergij.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore de discarico di bilancio 2014 dell'impresa comune - Aeronautica e ambiente (Clean Sky) perché ritengo che le sue finanze siano state gestite in maniera oculata e compatibile con le previsioni del bilancio per l'anno in questione.

  Renata Briano (S&D), per iscritto. ‒ La procedura di discarico è uno strumento fondamentale nelle mani del Parlamento europeo per vigilare sull'esecuzione del bilancio delle diverse istituzioni e agenzie europee ed effettuare così un controllo politico approfondito sull'impiego dei fondi pubblici.

Si tratta di una prassi consolidata, essenziale per garantire la trasparenza e la responsabilità democratica delle istituzioni nei confronti dei contribuenti dell'UE.

Affinché tale prerogativa sia esercitata pienamente, occorre tuttavia che l'insieme delle istituzioni europee collabori in maniera aperta e costruttiva con la commissione per il controllo dei bilanci del Parlamento europeo, fornendo tutte le informazioni e i documenti necessari, rispondendo alle interrogazioni scritte e partecipando alle audizioni e alle discussioni sull'esecuzione del bilancio previste.

In tal senso, se da un lato la maggior parte delle istituzioni dimostra un atteggiamento cooperativo facilitando il controllo del Parlamento sull'esecuzione del loro bilancio, alcune istituzioni non collaborano in maniera soddisfacente, violando i principi di leale cooperazione e di trasparenza sanciti dai trattati. Penso in particolare al Consiglio, il quale dal 2009 si rifiuta di sottoporsi all'esercizio di discarico, eludendo di fatto il controllo politico su oltre 3 miliardi di fondi pubblici europei spesi, alimentando così il sentimento di sfiducia nei confronti delle istituzioni europee.

  Steeve Briois (ENF), par écrit. ‒ Clean Sky est un programme de recherche aéronautique européen qui associe l'Union européenne et des entreprises de l'industrie aéronautique. Ce programme de recherche travaille notamment sur le développement des technologies d'écoulement laminaire naturel.

Si la gestion du programme est considérée comme fiable par la Cour des comptes, il apparaît qu'une étude d'impact sur l'amélioration des technologies nécessaires pour l'établissement "d'un système aérien propre, innovant et concurrentiel" n'a pas produit les résultats escomptés.

Enfin, le rapport est beaucoup trop vague et à mon sens bienveillant.

C'est pourquoi j'ai voté contre la décharge.

  Gianluca Buonanno (ENF), per iscritto. ‒ Voto contrario. Si tratta di una relazione che non offre spunti di particolare criticità che possano meritare un voto di tipo differente. Clean Sky è una partnership pubblico-privata tra la Commissione europea e l’industria aeronautica europea per giungere a produrre aerei meno rumorosi e meno inquinanti e ha sede a Bruxelles.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della relazione riguardante il bilancio dell’impresa congiunta "Clean Sky" (cielo pulito) in quanto i conti annuali dell'impresa succitata per l'esercizio 2014 risultano essere fedeli, sotto tutti gli aspetti, alla posizione finanziaria della stessa al 31 dicembre 2014. I risultati delle sue operazioni e dei flussi di cassa per l'esercizio chiuso in tale data sono conformi alle disposizioni previste dal regolamento finanziario dell'impresa comune. L'iniziativa tecnologica congiunta "Clean Sky" rientra nell'ambito del settimo programma quadro di ricerca e sviluppo tecnologico. In termini quantitativi, uno degli obiettivi principali di "Clean Sky" è riconducibile alla riduzione, entro il 2020, delle emissioni di CO2 del 50%, di NOx dell'80 % e dell'inquinamento acustico del 50%. Oltre a "Clean Sky", sono previste altre cinque iniziative analoghe nei settori della miniaturizzazione, dei sistemi informatici invisibili, dei medicinali innovativi, dell'idrogeno e delle pile a combustibile e della sorveglianza mondiale per l'ambiente e la sicurezza.

  James Carver (EFDD), in writing. ‒ UKIP voted against the discharge votes for multiple reasons. Primarily we are against the EU spending taxpayers’ money, therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedure is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  David Casa (PPE), in writing. ‒ I voted in favour of this report because discharge should be granted to the Clean Sky Joint Undertaking in relation to its budget implementation for the year 2014; the accounts which were assessed are legal and regular. I particularly welcome the publication of the Report on the Socio-Economic Impact of the Clean Sky Activities and the cooperation with SESAR joint undertaking.

  Λευτέρης Χριστοφόρου (PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση, η οποία θεωρούμε πως δικαιολογημένα χορηγεί απαλλαγή στον εκτελεστικό διευθυντή της κοινής επιχείρησης Clean Sky 2 όσον αφορά την εκτέλεση του προϋπολογισμού της κοινής επιχείρησης Clean Sky για το οικονομικό έτος 2014.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την απαλλαγή για ο,τι αφορά την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014 από την Κοινή Επιχείρηση Clean Sky αποτελεί μια καθιερωμένη διαδικασία ως προς τις αποφάσεις που ελήφθησαν και τις κινήσεις που έγιναν σχετικά με τη διαχείριση του προϋπολογισμού. Καθώς δεν προέκυψαν ζητήματα ικανά να οδηγήσουν σε απόρριψη των χειρισμών που πραγματοποιήθηκαν, ψήφισα θετικά.

  Alberto Cirio (PPE), per iscritto. ‒ Ritengo che i dati presentati in questa dichiarazione siano nel complesso soddisfacenti. Sono anche dell'opinione che ci sarà sempre da lavorare per perseguire un risparmio sempre migliore. Penso comunque che questa relazione rappresenti un buon esempio di gestione del bilancio. Sono sicuro che questa impresa sarà capace di mettere a punto una valida strategia sistematica per ridurre ulteriormente le spese. Fiducioso di ciò ho deciso di votare a favore della relazione.

  Therese Comodini Cachia (PPE), in writing. ‒ I support the recommendation to grant the Executive Director of the Clean Sky 2 Joint Undertaking discharge in respect of the implementation of the Clean Sky Joint Undertaking’s budget for the financial year 2014 to cover action on an important aspect.

  Miriam Dalli (S&D), in writing. ‒ The Clean Sky Joint Undertaking deals specifically with developing breakthrough technologies to significantly increase the environmental performances of airplanes and air transport. Given that significant progress has been made by Clean Sky in improving the situation in the past years, I voted in favour of granting this discharge.

  Daniel Dalton (ECR), in writing. ‒ I voted to postpone discharge on this report today because the European Court of Auditors did not give the EU budget as a whole a positive statement of assurance. The level of error for the year 2014 was estimated to be 4.4%, which, whilst a slight improvement on 2013, is still too high. It is the job of the Parliament to verify that the EU budget was spent in accordance with the rules and in line with the principles of sound financial management, and unfortunately the Court of Auditors found that was not the case for the year 2014.

We need more simplification of key areas of financial management in the EU budget and a stronger focus on tackling parts of the budget with a higher risk of problems.

A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. Számvevőszék kijelentette, hogy az ellenőrzések során bizonyosságot szerzett a 2014-es pénzügyi évre vonatkozó éves beszámoló megbízhatóságáról, valamint arról, hogy az alapjául szolgáló ügyletek jogszerűek és szabályszerűek voltak. Fontosnak tartja egy átfogó összeférhetetlenségi politika megerősítését.

A zárszámadási jelentés megállapította, hogy a pénzügyi és szabályszerűségi átvilágítás komolyabb hiányosságokat nem tárt fel. A szakbizottság április eleji ülésén a mentesítés megadásáról, a 2014-es számlák lezárásáról döntött. A plenáris szavazáson a mentesítés megadását támogattam.

  Mireille D'Ornano (ENF), par écrit. ‒ L'entreprise commune Clean Sky a été intégrée à compter de juin 2014 dans l'entreprise commune Clean Sky 2.

Bien que les budgets des deux entreprises communes ne puissent dépasser certains seuils et que les coûts de gestion courante soient limités à 39 millions d'euros pour leur durée d'existence, le rapport insiste sur l'attention à porter aux investissements de Clean Sky 2, lesquels mériteraient d'obtenir davantage de résultats technologiques.

Malgré l'établissement d'une étude d'impact socio-économique des activités de l'entreprise, dont le rapport se félicite, l'impact de celle-ci sur l'amélioration des technologies nécessaires pour un système aérien propre, innovant et concurrentiel, objet de son existence, n'est pas clairement établi.

Malgré ces limites et faiblesses énoncées dans le texte, l'entreprise commune clean Sky fait l'objet d'un rapport trop favorable. Pour cette raison, j'ai voté contre ce texte.

  Edouard Ferrand (ENF), par écrit. ‒ Vote contre: la gestion de l'entreprise commune est cependant sujette à questionnements. Malgré l'établissement d'une étude d'impact socio-économique de ses activités, dont le rapport se félicite, l'impact de celle-ci sur l'amélioration des technologies nécessaires pour "un système aérien propre, innovant et concurrentiel", objet de son existence, n'est pas clairement établi.

  Raffaele Fitto (ECR), per iscritto. ‒ Ho votato contro la concessione del discarico di bilancio per l'impresa comune Clean Sky. Vi sono diverse criticità e una rilevante percentuale di errore, riscontrate anche dalla Corte dei conti europea. Ritengo di fondamentale importanza impegnarsi su un terreno che renda le agenzie europee meno costose, meno distanti dalla gente e più vicine alle esigenze e agli interessi dei cittadini europei. Per questo motivo, è necessario un rinvio del discarico. In un periodo di forte euroscetticismo occorre un diverso tipo di approccio all'investimento del denaro pubblico, che non alimenti ulteriormente il sentimento di sfiducia dei cittadini europei nei confronti delle istituzioni europee e di ciò che rappresentano.

  Τάκης Χατζηγεωργίου ( GUE/NGL), γραπτώς. ‒ Ψηφίσαμε υπέρ της υπό εξέταση έκθεσης για την απαλλαγή και το κλείσιμο των λογαριασμών που αφορούσε την Ευρωπαϊκή Επιτροπή και τους εκτελεστικούς οργανισμούς δεδομένου ότι τα συστήματα εποπτείας και ελέγχου που απαιτεί ο δημοσιονομικός κανονισμός και οι πράξεις που ελέγχθηκαν ήταν απαλλαγμένες από ουσιώδη σφάλματα νομιμότητας και κανονικότητας. Aceasta implică statele membre cărora Comisia le deleagă sarcini de punere în aplicare legate de o parte semnificativă a bugetului. În fiecare an, procedura de descărcare de gestiune asigură un control ex-post democratic la nivel politic, arătându-se astfel modul în care s-a utilizat bugetul anual al UE.

Am votat în favoarea acestui raport al descărcării generale de gestiune 2014 privind Întreprinderea comună „Clean Sky” prin care se solicită o poziție mai vigilentă a Comisiei cu privire la descărcarea de gestiune, solicitând acesteia să controleze mai frecvent domeniile în care au fost alocați banii și care prezintă un risc ridicat de erori, să se concentreze pe controalele ex-ante, să colaboreze mai eficient cu statele membre pentru a corecta erorile înaintea declarării cheltuielilor și să introducă mai multă transparență și flexibilitate în ceea ce privește creditele neutilizate.

U financijskoj godini 2014. Il s'agit d'une entreprise commune, qui est le consortium issu d'une intégration, celle de Clean Sky dans Clean Sky 2. Alors que l'institution s'est agrandie et enrichie, elle peine à obtenir plus de résultats technologiques, malgré les investissements dans ce domaine.

En outre, la question de l'objectif de cette entreprise est à poser. Le rapport ne semble pas en saisir les fondements et se contente de relever son impact dans les améliorations des nouvelles technologies. Les éléments apportés dans le texte sont trop vagues et superficiel pour accorder la décharge pour 2014. Je me suis donc prononcé contre.

Boj proti CO2 se stal záminkou, jak zvyšovat daně, a tento projekt je toho příkladem. Firmy samy jsou motivovány hledat co nejšetrnější technologie, které jim ušetří palivo a náklady.

Temeljem izvješća Revizorskog suda podržala sam Izvješće o davanju razrješnice izvršnom direktoru za izvršenje proračuna za financijsku godinu 2014.

  Andrejs Mamikins (S&D), rakstiski. ‒ Kopuzņēmuma "Clean Sky 2", kurš uz vēl vienu 10 gadus ilgu periodu 2014. gadā aizstāja kopuzņēmumu "Clean Sky", uzdevums ir izstrādāt inovatīvas tehnoloģijas, kas palīdzētu samazināt dažāda tipa gaisa kuģu CO2 un citu izplūdes gāzu emisijas, kā arī troksni.

Pirmās iterācijas gadījumā maksimālais Savienības ieguldījums varēja sasniegt 800 miljonus euro, savukārt "Clean Sky 2" — jau 1,755 miljardus euro. Šie līdzekļi galvenokārt nāks no "Apvārsnis 2020" budžeta. Pārējiem kopuzņēmuma locekļiem tādējādi būs jāiegulda 2,194 miljardi euro. Šie ieguldījumi var būt gan skaidrā naudā, gan natūrā. Konkrēti 2014. gadā budžets sastādīja 229,242 miljonus euro, un tā izpildes līmenis bija 82,58 %.

Kaut gan salīdzinoši mazāk nekā lauksaimniecība, rūpniecība vai automašīnas, gaisa kuģi (pirmkārt lidmašīnas) tomēr diezgan negatīvi ietekmē ekoloģisko vidi. Tāpēc "Clean Sky 2" kopuzņēmuma darbam ir visai liela nozīme un cerams, ka tas turpināsies pēc iespējas efektīvāk arī turpmāk.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Ce rapport propose de donner quitus pour l'exécution du budget 2014 de l'entreprise commune Clean Sky.

Je m'étais opposé au cadre général de ce budget lors de son vote en 2013. Les points sur lesquels j'avais alors alerté se sont tous vérifiés. Et les engagements intenables pris alors par les institutions européennes n'ont pas été tenus. 2014 devait en particulier être l'année de la résorption finale de tous les impayés de l'Union, dont certains s'accumulent depuis 9 ans. Une tâche impossible avec un budget en baisse de 6 % (moins 10 milliards), même en consacrant plus de la moitié des crédits de paiement de l'année 2014 à payer des engagements pris les années précédentes. Résultat: les impayés sont toujours là (estimés à 2 milliards fin 2016) et les besoins budgétaires d'avenir ne sont pas couverts.

Je confirme mon opposition à ce cadre budgétaire d'austérité en votant contre cette décharge.

  Joëlle Mélin (ENF), par écrit. ‒ La gestion dite honnête par la Cour des comptes laisse traîner quelques interrogations. Le rôle de l'entreprise commune dans l'amélioration des technologies nécessaires pour "un système aérien propre, innovant et concurrentiel" n'est pas établi. Le texte n'est pas assez critique au vu des problèmes connus.

En conséquence, j'ai voté contre.

  Louis Michel (ALDE), par écrit. – J'ai décidé de soutenir la décision donnant décharge au directeur exécutif de l'entreprise commune Clean Sky 2 sur l'exécution du budget de l'entreprise commune Clean Sky pour l'exercice 2014.

Afin de clôturer les activités de recherche du septième programme-cadre, le règlement (UE) nº 558/2014 du Conseil a remplacé l'entreprise commune Clean Sky par l'entreprise commune Clean Sky 2 à compter du 27 juin 2014, et a prolongé la durée d'existence de l'entreprise commune pour une période allant jusqu'au 31 décembre 2024. La contribution maximale de l'Union européenne s'élève, pour l'entreprise commune Clean Sky, à 800 000 000 EUR à imputer au budget du septième programme-cadre et, pour l'entreprise commune Clean Sky 2, à 1 755 000 000 EUR à prélever sur le budget du programme Horizon 2020.

D'après le rapport de la Cour, le cadre juridique du programme Horizon 2020 requiert un suivi spécifique des résultats de la recherche, fondé sur des éléments probants quantitatifs et, le cas échéant, qualitatifs. C'est pourquoi la coopération entre l'entreprise commune et la Commission doit être renforcée de manière à améliorer la communication et la diffusion des résultats de recherche.

É necessário aferir se os fundos comunitários estão a ser bem utilizados, se essas instituições estão a cumprir com os objetivos delineados e se não existe desperdício de recursos.

De um modo geral, salvo raras exceções, a avaliar pelas fiscalizações conhecidas, podemos afirmar que as instituições em causa estão a utilizar de forma correta os fundos disponibilizados e a cumprir com os objetivos propostos.

  Csaba Molnár (S&D), írásban. ‒ A Tiszta Égbolt közös vállalkozás benyújtotta a 2014-es pénzügyi évre vonatkozó végleges éves beszámolóját. A Tanács, a Számvevőszéknek az éves beszámolóról szóló jelentése alapján 2016. február 12-én ajánlást tett a Parlamentnek, hogy a Tiszta Égbolt közös vállalkozás ügyvezető igazgatóját mentesítse a közös vállalkozás 2014-es pénzügyi évre szóló költségvetése végrehajtására vonatkozó felelősség alól. A Költségvetési Ellenőrző Bizottság jelentésében azt javasolta, hogy a Parlament ezt a mentesítést adja meg. Ennek megfelelően szavaztam.

Créée en 2007 pour une période de dix ans, Clean Sky a pour objectif d'accélérer la mise au point, la validation et la démonstration de technologies de transport aérien propre dans l'Union européenne, de manière à ce qu'elles soient exploitées le plus tôt possible. Les membres fondateurs de l'entreprise commune sont l'Union, représentée par la Commission, et les partenaires industriels en qualité de responsables des "démonstrateurs technologiques intègres". La décharge budgétaire, qui peut être accordée, ajournée ou refusée par le Parlement européen, constitue le contrôle final du budget annuel. Le processus de décharge représente le volet politique du contrôle de l'exécution budgétaire.

Dans le cas de Clean Sky, la Cour des comptes estime avoir obtenu des assurances raisonnables que les comptes de l'agence pour l'exercice 2014 étaient fiables et que les opérations financières étaient légales et régulières. Je me suis appuyée sur l'avis de la Cour des comptes. J'ai donc voté en faveur de l'accord de la décharge, le budget ayant été exécuté sans erreur significative.

  Victor Negrescu (S&D), in writing. ‒ Ultimately responsible for the execution of the European Union’s budget is the European Commission. The decision on whether to grant discharge for the execution of the EU budget is made by the European Parliament. The discharge procedure ensures ex-post democratic oversight at political level of how the EU’s annual budget has been used. It aim is to verify that the implementation was in accordance with relevant rules and principles of sound financial management. The report underlines that the EU funding must be efficient in advancing EU goals, project should be aligned with EU policies and better synergy should be achieved between all available resources in the fields, such as neighbourhood policy, external aid, and tackling youth unemployment.

I have voted for this report on the Clean Sky Joint Undertaking discharge that calls for a more vigilant position on the discharge, asking the Commission to control more frequently areas and recipients with high risk of errors, focus on ex-ante controls, collaborate with the Member States to correct errors before declaring expenditure and introduce more transparency and flexibility in spending so that unused appropriations could be used for new priorities.

  Liadh Ní Riada (GUE/NGL), in writing. – The Joint Undertakings are European Commission initiatives. They were set up as public-private partnerships aimed at mobilising and pooling European, national and private efforts, including private industry capital, to develop activities in the field of the European research, science and technology. On the Clean Sky Joint Undertaking, while the annual accounts were found to accurately respect the financial position and transactions, there was a lack of information regarding the ex-post audits. For these reasons I voted in favour of granting the discharge, but abstained on the closure of accounts.

  Marijana Petir (PPE), napisan. ‒ Zajedničko poduzeće „Clean Sky” osnovano je 2007.godine na razdoblje od 10 godina radi ubrzanja razvoja, provjere i predstavljanja čistih tehnologija zračnog prijevoza u Europskoj uniji kako bi se one što prije počele koristiti. Zajedničko poduzeće u svoj program od početka rada uključilo je više od 600 sudionika što je dovelo do stvaranja novih suradnji i sudjelovanja novih organizacija.

Nalaz Revizorskog suda je pokazao da je rad poduzeća u 2014. godini zakonit, uredan i redovit. Financijsko izvješće pokazuje da je konačni proračun Zajedničkog poduzeća za 2014. iznosio 229 241 765 EUR, uključujući 27 640 836 EUR neiskorištenih sredstava prenesenih iz 2013. godine. Revizorski sud u svojem izvješću o godišnjoj računovodstvenoj dokumentaciji Zajedničkog poduzeća „Clean Sky“ za financijsku 2014. godinu navodi kako je stekao razumno uvjerenje da je godišnja računovodstvena dokumentacija za financijsku 2014. godinu pouzdana te da su povezane transakcije zakonite i pravilne, stoga sam podržala razrješnicu za izvršenje proračuna za financijsku 2014. godinu.

  Tonino Picula (S&D), napisan. ‒ Europski parlament je, uzimajući u obzir završne godišnje financijske izvještaje Zajedničkog poduzeća „Clean Sky” za financijsku godinu 2014., članak 319. Ugovora o funkcioniranju Europske unije i Uredbu Vijeća (EZ) br. 71/2008 od 20. prosinca 2007. o uspostavljanju Zajedničkog poduzeća „Clean Sky”, dao razrješnicu izvršnom direktoru Zajedničkog poduzeća „Clean Sky 2” za izvršenje proračuna Zajedničkog poduzeća „Clean Sky” za financijsku godinu 2014.

Primjećujem da se izvješće Revizorskog suda temelji na previše općenitim primjedbama umjesto na utemeljenim i konkretnim primjedbama. Potrebna je revizija u kojoj će poseban naglasak biti na godišnjim financijskim rezultatima, provedbenom statusu višegodišnjih projekata te rezultatima i njihovoj provedbi.

Pozdravljam usvajanje razrješnice i nadam se da će zajedničko poduzeće Clean Sky uspješno provesti svoje programe.

  Miroslav Poche (S&D), písemně. ‒ Jako stínový zpravodaj pro tuto zprávu jsem podpořil udělení rozpočtového absolutoria podniku Clean Sky. Nenalezl jsem žádný závažný důvod pro neudělení a naopak bych se chtěl alespoň touto cestou ohradit proti kritickému jazyku použitému zpravodajem proti Evropskému účetnímu dvoru. EÚD si mimořádně vážím pro jeho velmi kvalitní práci a vynikající komunikaci.

Primarily we are against the EU spending taxpayers’ money, therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedure is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  Frédérique Ries (ALDE), par écrit. ‒ Ce vote approuve la décharge 2014 des comptes de Clean Sky, une initiative technologique commune de l'UE visant à développer des innovations pour un espace aérien plus propre.

Né en 2008, Clean Sky est le plus grand projet aéronautique jamais lancé en Europe. Il prend la forme d'un partenariat public-privé inédit entre la Commission et le secteur privé qui doit permettre à l'UE d'inventer les technologies de demain pour augmenter la performance environnementale du transport aérien et ainsi réduire nuisances sonores et consommation énergétique, et rapprocher l'Union des objectifs environnementaux du projet Ciel unique européen.

La décharge européenne est un rituel annuel où le Parlement endosse le rôle de commissaire au compte pour vérifier que les crédits européens ont été dépensés conformément aux règles. Il est la seule autorité qui peut octroyer, reporter, ou refuser la décharge, passage obligé pour la clôture formelle des comptes de toutes les organisations européennes. Sont concernées les quatre institutions politiques: Parlement, Commission, Conseil et Conseil européen, mais aussi près de 50 agences et instituts européens.

Clean Sky répond donc aux attentes de bonne gestion des fonds publics pour son exercice 2014 et s'est vu encouragé par les parlementaires à poursuivre dans cette voie.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Las Joint Undertakings (Empresas Comunes) son 7 asociaciones público-privadas de la UE dedicadas a la investigación y al desarrollo de nuevas tecnologías.

Si bien, tal y como apuntó el Tribunal de Cuentas Europeo, existen algunos errores y defectos en la gestión de Artemis y ENIAC, mi grupo considera que la nueva asociación público-privada (ECSEL), surgida a mediados de 2014 como sucesora de estas Empresas Comunes, ha adoptado medidas suficientes para rectificarlos.

La Empresa Común Clean Sky no presenta problemas de gestión en sus cuentas, por lo que he votado en favor de su descargo.

  Bronis Ropė (Verts/ALE), raštu. ‒ Balsavau už šį pranešimą, kuriuo tvirtinamas 2014 finansinių metų bendrosios įmonės „Švarus dangus“ biudžeto įvykdymas. Reikia atkreipti dėmesį, kad Europos Sąjungos įnašas į bendrąją įmonę „Švarus dangus“ yra ne didesnis kaip 800 000 000 EUR, kurie bus išmokėti iš Septintosios pagrindų programos biudžeto, o į bendrąją įmonę „Švarus dangus 2“ – 1 755 000 000 EUR, kurie bus išmokėti iš programos „Horizontas 2020“ biudžeto ir kurių dalis einamosioms išlaidoms negali viršyti 39 000 000 EUR. Nepaisant to, kad ES pinigais tik iš dalies remiama Įmonės veikla, vis dėlto ES mokesčių mokėtojų pinigų panaudojimo procesas turi būti skaidrus ir gerai prižiūrimas. Todėl nerimą kelia Audito Rūmų ataskaita, kuri yra pagrįsta pernelyg aptakiomis pastabomis ir joje trūksta praktiškų ir konkrečių pastabų. Galima tik apsidžiaugti, kad Audito Rūmai nustatė, jog Bendrosios įmonės 2014 m. metinėse finansinėse ataskaitose visais reikšmingais aspektais teisingai nurodyta Bendrosios įmonės finansinė būklė. 2014 m. Bendrosios įmonės galutinis biudžetas buvo 229 241 765 EUR, įskaitant 27 640 836 EUR nepanaudotų asignavimų, perkeltų iš 2013 m. Bendroji įmonė įvykdė 189 316 793 EUR (82,58 proc.) įsipareigojimų asignavimų ir 153 567 377 (90,19 proc.) mokėjimų asignavimų. Tenka tik sutikti, kad šie minėti rodikliai neužtikrina galimybės realiai įvertinti veiklos, todėl būtina užtikrinti detalesnių duomenų perdavimą ateityje.

Ho votato a favore del discarico sulla base delle osservazioni e delle richieste che il Parlamento ha rivolto alla Corte dei conti con la presente relazione, che riconosce i risultati conseguiti dall'impresa nell'ambito dei finanziamenti a titolo del 7PQ, domandando al tempo stesso un monitoraggio più specifico dei risultati dell'impresa nel quadro giuridico del piano Orizzonte 2020.

Considerando que es un partenariado público privado, no he podido votar a favor de concederle el visto bueno a la ejecución de su presupuesto. Por contra, la resolución del Parlamento la he votado a afavor.

  Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovu razrješnicu, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Igor Šoltes (Verts/ALE), pisno. ‒ V okviru vsakoletnega proračunskega postopka, ki ob številnih pogajanjih in usklajevanjih lahko traja tudi do sedem mesecev, tri temeljne institucije EU sprejmejo evropski proračun za prihodnje leto. Za njegovo izvajanje so nato zadolžene Evropska komisija in druge institucije. Evropski parlament kot neposredno izvoljena institucija, ki zastopa davkoplačevalce EU, izvaja demokratični nadzor ter skrbi, da Komisija in druge institucije ustrezno ravnajo z evropskimi sredstvi.

Parlament v svojem letnem postopku razrešnice sklene, ali bo podelil razrešnico in dokončno odobril način, na katerega se je v posameznem letu izvrševal proračun. Parlament pred odločitvijo preuči priporočila Odbora za proračunski nadzor in pri tem upošteva tudi letno poročilo Računskega sodišča ter odgovore Komisije na poslanska vprašanja.

Poročilo poročevalca kolega Marinesca navaja utemeljene razloge v prid podelitvi razrešnice skupnemu podjetju Čisto nebo, zato sem ga pri glasovanju podprl.

  Joachim Starbatty (ECR), schriftlich. ‒ In einer Situation, in der reiche Staaten wie Deutschland ihre Rentensysteme mittel- und langfristig nicht mehr finanzieren werden können, sind deutliche Reformschritte nötig. Statt wie Wolfgang Schäuble über die Erhöhung des Rentenalters nachzudenken, fordert ALFA eine detaillierte Überprüfung der Haushaltsausgaben, einschließlich des deutschen Beitrags in den EU-Haushalt.

ALFA setzt sich für einen effizienteren EU-Haushalt ein und wendet sich entschieden gegen die Verschwendung von Steuergeldern, die auf nationalstaatlicher ähnlich wie auf der EU-Ebene ein großes Problem ist. Eine solche Einstellung erwartet ALFA von dem ganzen Europaparlament, das die Entlastung zum EU-Budget erteilt.

Da die Entwürfe des Ausschusses für Haushaltskontrolle generell eine Reform des EU-Budgets nicht deutlich genug gefordert hatten, habe ich gegen die Entlastung bei den meisten EU-Haushaltslinien gestimmt. Dies betraf auch die Entlastung zum Gemeinsamen Unternehmen Clean Sky.

Osim toga, na temelju izvješća Revizorskog suda primjećuje se da se rokovi za plaćanja nisu uvijek poštovali, posebno u području ugovora o bespovratnim sredstvima s partnerima, zbog čega su 2014. plaćene financijske kazne u iznosu od 41 000 EUR.

Međutim, budući da je Revizorski sud izjavio da su rezultati operacija i novčanih tokova za okončanu godinu u skladu s odredbama njegovih financijskih pravila, Europski parlament daje razrješnicu izvršnom direktoru Zajedničkog poduzeća „Clean Sky 2” za izvršenje proračuna Zajedničkog poduzeća „Clean Sky” za financijsku godinu 2014. i odobrava zaključenje poslovnih knjiga Zajedničkog poduzeća „Clean Sky” za financijsku godinu 2014. Slijedom navedenog, podržavam ovo izvješće.

  Dubravka Šuica (PPE), napisan. ‒ Europski parlament u svom izvješću ističe da je u lipnju 2014. Zajedničko poduzeće „Clean Sky 2” preuzelo aktivnosti Zajedničkog poduzeća „Clean Sky”. Primjećuje nedostatak informacija o ex post revizijama koje su izvršili Zajedničko poduzeće „Clean Sky” i Zajedničko poduzeće „Clean Sky 2”.

Prima na znanje da je konačni proračun Zajedničkog poduzeća za 2014. iznosio 229 241 765 EUR, uključujući 27 640 836 EUR neiskorištenih sredstava prenesenih iz 2013. Osim toga, na temelju izvješća Revizorskog suda primjećuje da se rokovi za plaćanja nisu uvijek poštovali, posebno u području ugovora o bespovratnim sredstvima s partnerima, zbog čega su 2014. plaćene financijske kazne u iznosu od 41 000 EUR.

Međutim, budući da je Revizorski sud izjavio da su rezultati operacija i novčanih tokova za okončanu godinu u skladu s odredbama njegovih financijskih pravila, Europski parlament daje razrješnicu izvršnom direktoru Zajedničkog poduzeća „Clean Sky 2” za izvršenje proračuna Zajedničkog poduzeća „Clean Sky” za financijsku godinu 2014. i odobrava zaključenje poslovnih knjiga Zajedničkog poduzeća „Clean Sky” za financijsku godinu 2014. Ovo izvješće podržavam u potpunosti.

Pozdravljam poziv k reviziji s poudarkom na letni finančni uspešnosti, stanju izvajanja večletnih projektov (vključno z jasno predstavitvijo izvrševanja proračuna za zadevno leto in pretekla leta) in rezultatih njihovega izvajanja.

Je pa potrebno opozoriti, da so informacije, ki jih je v tem poročilu navedlo skupno podjetje, neusklajene in pogosto nepopolne, zato bi morala Komisija zagotoviti navodila o naravi in vsebini poročila.

  Tibor Szanyi (S&D), írásban. ‒ Szavazatommal támogattam a Tiszta Égbolt közös vállalkozás 2014-es pénzügyi évre szóló költségvetésének végrehajtására vonatkozó mentesítésről szóló jelentést, mely jóváhagyja a közös vállalkozás 2014-es elszámolásának lezárását. Döntésemet a Számvevőszék megállapítására alapoztam, mely értelmében a közös vállalkozás 2014-es évi beszámolója minden lényeges szempontból híven, a vállalkozás pénzügyi szabályzatának előírásaival összhangban tükrözi a 2014. december 31-i pénzügyi helyzetet, illetve a tárgyévben lezajlott gazdasági és pénzforgalmi események eredményét. Ahogy azonban a jelentés is kiemeli, én is szorgalmazom, hogy a jövőben az éves pénzügyi teljesítményt, a többéves projektek végrehajtásának állapotát, valamint az eredményeket és azok végrehajtását nagyobb részletességgel ismertesse a Számvevőszék.

  Ruža Tomašić (ECR), napisan. ‒ Zajedničko poduzeće Clean Sky zaduženo je za postizanje ekoloških ciljeva kroz daljnju integraciju naprednih tehnologija u zrakoplove te demonstracije inovativnih konfiguracija zrakoplova kojima se omogućuju promjene u ekološkoj i gospodarskoj učinkovitosti. Iako je neosporna uloga ovog zajedničkog poduzeća, smatram da mu ne možemo dati razrješnicu dok cjelokupni proračun ne bude prihvatljiv. Stoga sam glasovala protiv ove razrješnice.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ El informe anual de la Corte de Auditores sobre las cuentas anuales para el año financiero del año 2014 ha señalado que esta Empresa Común ha recibido una opinión positiva sobre la legalidad y la regularidad de las transacciones de sus cuentas. Por ello la comisión de control presupuestario aprobó por una amplia mayoría la gestión de esta agencia y considero necesario votar a favor de esta decisión.

  Miguel Viegas (GUE/NGL), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais para o exercício de 2014, afirmou ter obtido garantias razoáveis de que as contas anuais do Gabinete são fiáveis e de que as operações subjacentes são legais e regulares.

Neste sentido, e não obstante as nossas reservas face ao caráter centralizador e federalista de grande parte destes organismos, não apresentamos nenhuma oposição de princípio a esta quitação.

  Beatrix von Storch (EFDD), schriftlich. – Den Bericht des Europäischen Parlaments über die Entlastung für die Ausführung des Haushaltsplans des Gemeinsamen Unternehmens Clean Sky für das Haushaltsjahr 2014 habe ich abgelehnt. Ich lehne EU-Agenturen grundsätzlich ab. Joint Undertakings sind nicht nur in den allermeisten Fällen eine Verschwendung von Geld der Steuerzahler, sondern auch eine Überschreitung der Kompetenzen der EU und verletzen das Subsidiaritätsprinzip. Ich will nicht mehr EU, sondern weniger – also auch nicht mehr Joint Undertakings und mehr Geld für die EU, sondern weniger. Die EU sollte nicht privatwirtschaftlich tätig werden.
