  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ ENIAC es una Empresa Común dedicada al desarrollo electrónico. Considerando positiva su contribución a la política industrial europea, pero existiendo dudas sobre algunos aspectos de sus finanzas y contabilidad, he votado a favor de la decisión y resolución sobre su presupuesto, aplazando su cierre de cuentas.

While the accounts fairly represent its financial position, different methodologies used by the National Funding Authorities (NFAs) mean that there is a lack of information on certain aspects.   Νίκος Ανδρουλάκης ( S&D), γραπτώς. ‒ Υπερψήφισα την έκθεση σχετικά με την απαλλαγή όσον αφορά την εκτέλεση του προϋπολογισμού της Κοινής Επιχείρησης ENIAC για το οικονομικό έτος 2014 διότι, στο πλαίσιο των κοινών επιχειρήσεων, η βιομηχανία συνδέεται με την έρευνα στην κατεύθυνση της υποστήριξης νέων τεχνολογιών. Επιπρόσθετα, η συγκεκριμένη έκθεση συμπεριλαμβάνει διάφορες ενέργειες για την εισαγωγή στην αγορά εξειδικευμένων τεχνολογιών.

  Jonathan Arnott (EFDD), in writing. ‒ I voted against discharge on the grounds that I disapprove of the European Union, and consequently I disapprove of the expenditure in this area.

  Jean Arthuis (ALDE), par écrit. ‒ Ce projet nanoélectronique doit fournir des preuves supplémentaires pour justifier que les fonds de l'UE pour 2014 ont été bien dépensés. C'est pourquoi j'ai voté en faveur de cette résolution qui préconise un report de l'octroi de la décharge.

  Zigmantas Balčytis (S&D), raštu. ‒ Balsavau už 2014 m. biudžeto įvykdymo ataskaitos patvirtinimą ENIAC bendrajai įmonei. Audito Rūmai savo ataskaitoje pažymi, jog jie gavo pagrįstą patikinimą, kad Biuro metinės finansinės ataskaitos yra patikimos ir kad jose nurodytos operacijos yra teisėtos ir tvarkingos.

  Nicolas Bay (ENF), par écrit. ‒ Ce rapport appelle à reporter la décharge sur l'exécution du budget de l'entreprise ENIAC, maintenant fusionnée avec l'entreprise commune Artemis pour former l'ECSEL.

Le rapport se montre assez sévère envers les activités de cette entreprise commune: si les engagements financiers proviennent essentiellement de contributeurs extérieurs, y compris de l'association européenne de nanotechnologies, la Cour relève un manque de sérieux dans le suivi des recommandations reçues du service d'audit interne de la Commission.

Par ailleurs, le rapport constate que l'entreprise commune n'a pas fourni de rapport d'audit interne en 2014, ce qui constitue une irrégularité importante dans sa gestion.

Le rapport souligne enfin la nécessité de revoir la gestion de l'entreprise commune.

J'ai voté en faveur de ce rapport qui fait preuve d'exigences claires et précises face au manque de rigueur de l'ENIAC.

  Hugues Bayet (S&D), par écrit. ‒ J'ai approuvé ce rapport de la commission du contrôle budgétaire qui appelait à ajourner la décharge à l'entreprise commune Ecsel pour le volet ENIAC pour l'exercice budgétaire 2014.

  Brando Benifei (S&D), per iscritto. ‒ La procedura di discarico del bilancio rappresenta un momento importante nella vita istituzionale dell’Unione europea. In questa occasione il Parlamento europeo, unica istituzione eletta a suffragio universale dai cittadini, decide su raccomandazione del Consiglio se garantire o meno l’approvazione definitiva dell’esecuzione del bilancio per un determinato esercizio finanziario. Si tratta di un passaggio fondamentale che è anche l’occasione per indirizzare specifiche raccomandazioni alle istituzioni e alle agenzie che compongono la struttura comunitaria. Seguendo le indicazioni della commissione per il controllo dei bilanci (CONT), oggi ho deciso di votare a favore della relazione Marinescu sul discarico del bilancio del 2014 per l’impresa comune ENIAC

  Xabier Benito Ziluaga (GUE/NGL), por escrito. ‒ Hemos votado a favor del aplazamiento de la gestión. Esta empresa conjunta se fusionó con otra para generar ECSEL y no ha proporcionado la información necesaria para un correcto cierre de cuentas. En Septiembre se valorará si finalmente ha subsanado las carencias informativas existentes.

  Dominique Bilde (ENF), par écrit. ‒ J'ai voté en faveur de ce rapport qui a le mérite de juger honnêtement la gestion de l'entreprise commune ENIAC et de demander le report de la décharge sur l'exécution de son budget pour l'exercice 2014.

Le constat posé par la Cour des comptes et repris par le rapporteur du Parlement est clair: peu de sérieux dans le suivi des recommandations précédentes fournies par la Commission, pas de rapport d'audit interne fournit par ENIAC en 2014; deux irrégularités massives dans la gestion de cette entreprise commune.

D'un point de vue purement budgétaire, on peut rappeler que le budget initial pour 2014 ne comprenait que des crédits d'engagement destinés aux frais de fonctionnement, à hauteur de 2 300 000 EUR, et que le budget ne prévoyait pas de crédits d'engagement destinés aux activités opérationnelles. En outre, il a été constaté que le taux d'utilisation des crédits d'engagement administratifs n'a été que de 43 %.

Un véritable gaspillage budgétaire qui mérite d'être souligné et réformé.

  Mara Bizzotto (ENF), per iscritto. ‒ Considerati i rilievi sollevati dalla Corte dei conti nei confronti dell'impresa comune ENIAC, ho inteso sostenere col mio voto la relazione Marinescu che chiede il rinvio della decisione sulla concessione discarico.

  José Blanco López (S&D), por escrito. ‒ Las Joint Undertakings (Empresas Comunes) son 7 asociaciones público-privadas de la UE dedicadas a la investigación y al desarrollo de nuevas tecnologías.

Si bien, tal y como apuntó el Tribunal de Cuentas Europeo, existen algunos errores y defectos en la gestión de Artemis y ENIAC, mi grupo considera que la nueva asociación público-privada (ECSEL), surgida a mediados de 2014 como sucesora de estas Empresas Comunes, ha adoptado medidas suficientes para rectificarlos.

Por esta razón, he votado en favor de su descargo.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Parlamentas atideda savo sprendimo, kuriuo bendrosios įmonės ECSEL vykdomajam direktoriui patvirtinama, kad bendrosios įmonės ENIAC 2014 finansinių metų biudžetas įvykdytas, priėmimą. 2007 m. dešimties metų laikotarpiui buvo įsteigta bendroji įmonė ENIAC, kurios paskirtis – parengti ir įgyvendinti mokslinių tyrimų darbotvarkę, skirtą pagrindinėms nanoelektronikos technologijoms plėtoti įvairiose taikymo srityse. Parlamentas savo rezoliucijoje pripažįsta, kad Bendrosios įmonės finansinėse ataskaitose už 2014 m. sausio 1 d. – 2014 m. birželio 26 d. laikotarpį jos finansinė būklė ir operacijų ir pinigų srautų rezultatai, susiję su tą dieną pasibaigusiu laikotarpiu, vadovaujantis jos finansinių taisyklių nuostatomis ir Komisijos apskaitos pareigūno patvirtintomis apskaitos taisyklėmis, yra pateikti teisingai visais pagrindiniais aspektais. Tačiau yra susirūpinęs, kad Audito Rūmai ketvirtus metus iš eilės savo ataskaitoje dėl bendrosios įmonės 2014 finansinių metų laikotarpio nuo sausio 1 d. iki birželio 26 d. metinių ataskaitų paskelbė sąlyginę nuomonę dėl atliktų operacijų teisėtumo ir tvarkingumo, remdamiesi tuo, kad su nacionalinėmis finansavimo institucijomis (NFI) pasirašytuose administraciniuose susitarimuose dėl projektų išlaidų deklaracijų nėra nustatytos praktinės ex post auditų tvarkos.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem predlog Evropskega parlamenta o razrešnici glede izvrševanja proračuna Skupnega podjetja ENIAC za proračunsko leto 2014.

S tem pa pozdravljam predlog Parlamenta, da je skupina za notranjo revizijo zahtevala, da se izboljša obdelava dokumentov, in predlagala predvsem uvedbo elektronskega sistema podjetja.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore della decisione contro la concessione del discarico del bilancio 2014 per l'Impresa comune ENIAC perché ritengo che la gestione delle sue risorse finanziarie sia meno trasparente di quanto potrebbe essere e che sia necessario un netto miglioramento in questo senso.

  Renata Briano (S&D), per iscritto. ‒ La procedura di discarico è uno strumento fondamentale nelle mani del Parlamento europeo per vigilare sull'esecuzione del bilancio delle diverse istituzioni e agenzie europee ed effettuare così un controllo politico approfondito sull'impiego dei fondi pubblici.

Si tratta di una prassi consolidata, essenziale per garantire la trasparenza e la responsabilità democratica delle istituzioni nei confronti dei contribuenti dell'UE.

Affinché tale prerogativa sia esercitata pienamente, occorre tuttavia che l'insieme delle istituzioni europee collabori in maniera aperta e costruttiva con la commissione per il controllo dei bilanci del Parlamento europeo, fornendo tutte le informazioni e i documenti necessari, rispondendo alle interrogazioni scritte e partecipando alle audizioni e alle discussioni sull'esecuzione del bilancio previste.

In tal senso, se da un lato la maggior parte delle istituzioni dimostra un atteggiamento cooperativo facilitando il controllo del Parlamento sull'esecuzione del loro bilancio, alcune istituzioni non collaborano in maniera soddisfacente, violando i principi di leale cooperazione e di trasparenza sanciti dai trattati. Penso in particolare al Consiglio, il quale dal 2009 si rifiuta di sottoporsi all'esercizio di discarico, eludendo di fatto il controllo politico su oltre 3 miliardi di fondi pubblici europei spesi, alimentando così il sentimento di sfiducia nei confronti delle istituzioni europee.

  Gianluca Buonanno (ENF), per iscritto. ‒ La risoluzione sostiene la decisione di rinviare il discarico per l'ENIAC che, costituita nel 2007, si occupa di ricerca per lo sviluppo di competenze nella nanoelettronica. Il testo esprime preoccupazione per alcuni dati di critica contenuti nella relazione della Corte dei conti. Voto favorevole.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della relazione in questione perché i conti relativi l'esercizio 2014 ascrivibili all'impresa comune ENIAC risultano affidabili. L'ENIAC è stata costituita nel dicembre 2007 per un periodo decennale al fine di definire e attuare un'agenda di ricerca per lo sviluppo di competenze essenziali per la nanoelettronica in vari ambiti d'applicazione. L'obiettivo precipuo, dunque, è di sostenere il settore della nanoelettronica in Europa creando opportunità di investimento in ricerca e sviluppo e nel capitale umano attraverso la promozione di partnership pubblico-private strategiche e durevoli. Il contributo massimo da parte dell'UE all'impresa comune è pari a 450 milioni di euro, a carico del bilancio del Settimo programma quadro di ricerca.

They were set up as public-private partnerships aimed at mobilising and pooling European, national and private efforts, including private industry capital, to develop activities in the field of the European research, science and technology.

  James Carver (EFDD), in writing. ‒ UKIP voted against the discharge votes for multiple reasons. Primarily we are against the EU spending taxpayers’ money, therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedure is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  David Casa (PPE), in writing. ‒ I voted in favour of this report because in my opinion the closing of the accounts of the ENIAC Joint Undertaking is problematic. This is mainly because of the lack of clarity and sufficient information concerning ex-post audits and the Joint Undertaking’s agreements with the national funding authorities of the Member States.

  Λευτέρης Χριστοφόρου ( PPE), γραπτώς. ‒ Στηρίζουμε την έκθεση του Ευρωκοινοβουλίου, η οποία θεωρούμε πως δικαιολογημένα αναβάλλει την απόφασή του για τη χορήγηση απαλλαγής στον εκτελεστικό διευθυντή της κοινής επιχείρησης ECSEL όσον αφορά την εκτέλεση του προϋπολογισμού της κοινής επιχείρησης ENIAC για το οικονομικό έτος 2014.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. ‒ Η έκθεση σχετικά με την απαλλαγή όσων αφορούν την εκτέλεση του γενικού προϋπολογισμού της Ευρωπαϊκής Ένωσης για το οικονομικό έτος 2014 από την Κοινή Επιχείρηση ENIAC αποτελεί μια καθιερωμένη διαδικασία συζήτησης και απόφασης ως προς τις αποφάσεις που ελήφθησαν και τις κινήσεις που έγιναν σχετικά με τη διαχείριση του προϋπολογισμού. Καθώς δεν προέκυψαν ζητήματα ικανά να οδηγήσουν σε απόρριψη των χειρισμών που πραγματοποιήθηκαν, ψήφισα θετικά.

  Alberto Cirio (PPE), per iscritto. ‒ Sono soddisfatto anche di questa relazione e per questo ho votato a favore. Nonostante riconosca che anche qui ci sia ancora molto lavoro da fare per un risparmio sempre più concreto ritengo che vi sia stata da parte di questa impresa comune una buona amministrazione delle spese. Ho votato quindi a favore, con l'ulteriore intento di perseguire una sempre maggiore trasparenza, nella convinzione che questo particolare obiettivo sia dovuto a tutti i cittadini dell'Unione in quanto sempre di risorse comunitarie si tratta.

  Deirdre Clune (PPE), in writing. ‒ ARTEMIS and ENIAC Joint Undertakings concluded administrative agreements with the NFAs of the Member States, which continue to apply after the merger of the ARTEMIS and ENIAC Joint Undertakings into the ECSEL Joint Undertaking. These arrangements provide for ex-post audits of these payments being delegated to the NFAs that will perform audits on behalf of the Joint Undertaking. The ARTEMIS and ENIAC Joint Undertakings’ ex-post audit strategy relied heavily on the NFAs to audit project cost claims.

  Lara Comi (PPE), per iscritto. ‒ Preso atto della valutazione della commissione per il controllo dei bilanci e della notevole importanza che tale settore riveste per lo sviluppo di nanotecnologie avanzate, ho deciso di votare a favore della procedura di discarico per l'esecuzione del bilancio per leesercizio 2014.

  Therese Comodini Cachia (PPE), in writing. ‒ I acknowledge the recommendation to postpone the Court’s decision on granting the Executive Director of the ECSEL Joint Undertaking discharge in respect of the implementation of the ENIAC Joint Undertaking’s budget for the financial year 2014 and I support it.

Questions regarding the regularity and legality of the underlying transactions, on the grounds that the administrative agreements signed with the national funding authorities, should be replied to clearly before proceeding with discharge.

  Miriam Dalli (S&D), in writing. ‒ I voted against postponing Parliament’s decision on granting the Executive Director of the ECSEL Joint Undertaking discharge in respect of the implementation of the ENIAC Joint Undertaking’s budget for the financial year 2014 and the closure of the accounts of the ENIAC Joint Undertaking for the financial year 2014. Because I believe in full accountability towards the way the European Union’s Budget is spent, I voted in favour of temporarily postponing this discharge

  Daniel Dalton (ECR), in writing. ‒ I voted to postpone discharge on this report today because the European Court of Auditors did not give the EU budget as a whole a positive statement of assurance. The level of error for the year 2014 was estimated to be 4.4%, which, whilst a slight improvement on 2013, is still too high. It is the job of the Parliament to verify that the EU budget was spent in accordance with the rules and in line with the principles of sound financial management, and unfortunately the Court of Auditors found that was not the case for the year 2014.

We need more simplification of key areas of financial management in the EU budget and a stronger focus on tackling parts of the budget with a higher risk of problems.

A Számvevőszék kijelentette, hogy kellő mértékben megbizonyosodott arról, hogy az intézet éves beszámolója megbízható, de nem tudott elegendő és megfelelő könyvvizsgálati bizonyítékot találni az ügyletek jogszerűségére és szabályszerűségére vonatkozóan. A jelentés kiemeli, hogy már sokadik éve hiányosságokat talál az éves költségvetés jogszerűségére és szabályszerűségére vonatkozóan. Az utólagos ellenőrzés stratégiájára vonatkozó információk nem elégségesek az ellenőrzési eszközök működési hatékonyságának bizonyítására.

Megjegyzi, hogy ENIAC átfogó intézkedéseket tett az összeférhetetlenség kezelésére, de ezeket tovább szükséges fejleszteni. A jelentés felhívja a figyelmet arra, hogy ezek tisztázásáig a mentesítés megadását a szakbizottság nem javasolta. A plenáris szavazáson a mentesítés megadásának elhalasztását támogattam.

A szakbizottság elsődleges feladata a közösségi költségvetés végrehajtásának szabályosságát és hatékonyságát biztosítani, ellenőrizni. A Számvevőszék kijelentette, hogy kellő mértékben megbizonyosodott arról, hogy az intézet éves beszámolója megbízható, de nem tudott elegendő és megfelelő könyvvizsgálati bizonyítékot találni az ügyletek jogszerűségére és szabályszerűségére vonatkozóan. A jelentés kiemeli, hogy már sokadik éve hiányosságokat talál az éves költségvetés jogszerűségére és szabályszerűségére vonatkozóan.

A szakbizottsági szavazáson és a plenáris szavazáson is a mentesítés megadásának elhalasztását támogattam.

  Mireille D'Ornano (ENF), par écrit. ‒ Le rapport appelle à reporter la décharge sur l'exécution du budget. Bien que sur l'ensemble des dix années de fonctionnement de l'entreprise commune, la contribution de l'Union fut de 450 millions d'euros, sur un total bien plus important et considérant que les enjeux de l'audit se concentrent essentiellement sur la gestion de ces fonds, le rapport se montre assez sévère envers les activités de cette entreprise commune. Si les engagements financiers proviennent essentiellement de contributeurs extérieurs, y compris de l'association européenne de nanotechnologies, la Cour relève un manque de sérieux dans le suivi des recommandations reçues du service d'audit interne de la Commission. Par ailleurs, le rapport constate que l'entreprise commune n'a pas fourni de rapport d'audit interne en 2014. Ceci constituant une irrégularité importante dans sa gestion, j'ai voté pour ce rapport lucide.

  Raffaele Fitto (ECR), per iscritto. ‒ Ho espresso il mio voto favorevole al rinvio della concessione del discarico per l'impresa comune Eniac. Vi sono diverse criticità e una rilevante percentuale di errore, riscontrate anche dalla Corte dei conti europea. Ritengo di fondamentale importanza impegnarsi su un terreno che renda le Agenzie europee meno costose, meno distanti dalla gente e più vicine alle esigenze e agli interessi dei cittadini europei. Per questo motivo, è necessario un rinvio del discarico. In un periodo di forte euroscetticismo occorre un diverso tipo di approccio all'investimento del denaro pubblico, che non alimenti ulteriormente il sentimento di sfiducia dei cittadini europei nei confronti delle istituzioni europee e di ciò che rappresentano.

I believe that it is appropriate to note that the Joint Undertaking’s final budget for the financial year 2014 included commitment appropriations of EUR 2 356 000 and payment appropriations of EUR 76 500 250. The initial budget for 2014 included only commitment appropriations for running costs amounting to EUR 2 300 000 and that budget did not include commitment appropriations for operational activities, with a low utilisation rate for administrative commitment appropriations of 43%. The lack of information regarding in-kind and cash contributions is therefore regrettable. In future reports, concrete provisions regarding the evaluation procedure and the level of in kind and cash paid contributions should be included in the Court of Auditors’ reports.

Aceasta implică statele membre cărora Comisia le deleagă sarcini de punere în aplicare legate de o parte semnificativă a bugetului. În fiecare an, procedura de descărcare de gestiune asigură un control ex-post democratic la nivel politic, arătându-se astfel modul în care s-a utilizat bugetul anual al UE.

Am votat în favoarea acestui raport al descărcării generale de gestiune 2014 privind Întreprinderea comună ENIAC prin care se solicită o poziție mai vigilentă a Comisiei cu privire la descărcarea de gestiune, solicitând acesteia să controleze mai frecvent domeniile în care au fost alocați banii și care prezintă un risc ridicat de erori, să se concentreze pe controalele ex-ante, să colaboreze mai eficient cu statele membre pentru a corecta erorile înaintea declarării cheltuielilor și să introducă mai multă transparență și flexibilitate în ceea ce privește creditele neutilizate.

Il relève un certain nombre de dysfonctionnements. Effectivement, comme l'a souligné la Cour des comptes, ENIAC a peu suivi les recommandations du service d'audit interne de la Commission. Fait aggravant, l'entreprise commune n'a pas remis de rapport d'audit interne en 2014, ce qui montre un problème fondamental de gestion. De ce fait, je suis POUR la demande de report de la décharge 2014 du rapport.

Līdz 2017. gada beigām maksimālais Savienības ieguldījums šajā kopuzņēmumā varētu potenciāli sasniegt 450 miljonus euro. Savukārt dalībvalstīm jāsedz 1,8 reizes lielāka summa, kā arī jāsniedz ieguldījumi natūrā, lai segtu kopuzņēmuma darbības izdevumus.

Pievienojos nožēlas izteikšanai par to, ka 2014. gada pārskatā netika sniegta informācija par ieguldījumiem natūrā un skaidras naudas iemaksām. Ņemot vērā ENIAC darbības jomu un potenciālus, kā arī faktiskus labumus, ko šis kopuzņēmums varētu sniegt un jau ir sniedzis kopienas ekonomikai un tehnoloģiskajai attīstībai, būtu svarīgi arī saprast, cik daudz resursu ir ticis ieguldīts kopuzņēmuma darbības veicināšanā.

De um modo geral, salvo raras exceções, a avaliar pelas fiscalizações conhecidas, podemos afirmar que as instituições em causa estão a utilizar de forma correta os fundos disponibilizados e a cumprir com os objetivos propostos.

Cette année encore, nous avons ajourné la décharge en raison de diverses irrégularités reprises par la Cour des comptes. Cette dernière exprime pour la 4e année consécutive une réserve sur "la légalité et la régularité des opérations sous-jacentes".

A 2014. május 6-i 561/2014/EU tanácsi rendelet az ARTEMIS közös vállalkozás és az ENIAC közös vállalkozás 2014. júniusi összeolvasztásával létrehozta az ECSEL közös vállalkozást. A Tanács, a Számvevőszéknek az ENIAC 2014. január 1. és június 26. közötti időszakra vonatkozó beszámolóról szóló jelentése alapján 2016. február 12-én ajánlást tett a Parlamentnek, hogy az ECSEL közös vállalkozás ügyvezető igazgatóját mentesítse az ENIAC közös vállalkozás 2014-es pénzügyi évre szóló költségvetésének végrehajtására vonatkozó felelősség alól. A Költségvetési Ellenőrző Bizottság jelentésében azt javasolta, hogy a Parlament az e mentesítésről szóló határozat meghozatalát halassza el. Ennek megfelelően szavaztam.

Cette entreprise qui a été créée en 2007 et qui a fusionné en juin 2014 avec l'entreprise ARTEMIS pour créer l'entreprise commune ECSEL, était chargée de définir et de mettre en œuvre un programme de recherche pour le développement de compétences essentielles pour la nanoélectronique dans différents domaines d'application.

La Cour des comptes a formulé un avis réservé car elle estime que ENIAC a présenté des assurances insuffisantes concernant la légalité et la régularité des opérations pour l'exercice 2014. Je me suis appuyée sur l'avis de la Cour des comptes.

The decision on whether to grant discharge for the execution of the EU budget is made by the European Parliament. The discharge procedure ensures ex-post democratic oversight at political level of how the EU’s annual budget has been used. Its aim is to verify that the implementation was in accordance with relevant rules and principles of sound financial management. The report underlines that the EU funding must be efficient in advancing EU goals, the project should be aligned with EU policies and better synergy should be achieved between all available resources in the fields, such as neighbourhood policy, external aid, and tackling youth unemployment.

I have voted for this report on ENIAC Joint Undertaking discharge that calls for a more vigilant position on the discharge, asking the Commission to control more frequently areas and recipients with high risk of errors, focus on ex-ante controls, collaborate with the Member States to correct errors before declaring expenditure and introduce more transparency and flexibility in spending so that unused appropriations could be used for new priorities.

  Dan Nica (S&D), în scris. ‒ Întreprinderea comună ENIAC a fost înființată în decembrie 2007 pentru o perioadă de 10 ani cu scopul de a elabora și de a pune în aplicare o „agendă de cercetare” în vederea dezvoltării de competențe-cheie în domeniul nanoelectronicii pentru diferite sectoare de aplicare. Întreprinderea comună a obținut autonomie financiară în iulie 2010. Contribuția maximă prevăzută de Uniune în folosul Întreprinderii comune pentru perioada de 10 ani este de 450 000 000 EUR, sumă ce provine din bugetul celui de-al șaptelea program-cadru pentru cercetare.

Întreprinderea comună și întreprinderea comună ARTEMIS (Artemis) au fuzionat în vederea creării inițiativei tehnologice comune „Componente și sisteme electronice pentru o poziție de lider a Europei” (ECSEL), a cărei activitate a început în iunie 2014 și va continua timp de 10 ani.

Am votat pentru acordarea descărcării de gestiune pentru Întreprinderea comună ENIAC.

While the accounts fairly represent its financial position, different methodologies used by the National Funding Authorities (NFAs) mean that there is a lack of information on certain aspects. For this reason I voted to postpone the discharge procedure pending more precise information.

Pertanto, ho espresso voto positivo.

  Marijana Petir (PPE), napisan. ‒ Zajedničko poduzeće ENIAC osnovano je 20. prosinca 2007. godine na razdoblje od 10 godina radi utvrđivanja i provedbe „programa istraživanja” za razvoj ključnih znanja u nanoelektronici u različitim područjima primjene. Članovi osnivači Zajedničkog poduzeća ENIAC su Europska unija koju predstavljaju Komisija, Belgija, Njemačka, Estonija, Irska, Grčka, Španjolska, Francuska, Italija, Nizozemska, Poljska, Portugal, Švedska i Ujedinjeno Kraljevstvo te Udruga za europske aktivnosti u području nanoelektronike (AENEAS).

Maksimalni doprinos Unije Zajedničkom poduzeću za razdoblje od 10 godina iznosi 450.000.000 EUR te se isplaćuje iz proračuna Sedmog okvirnog programa za istraživanje. Revizorski sud je u svom Izvješću o godišnjoj računovodstvenoj dokumentaciji Zajedničkog poduzeća za financijsku godinu 2014. godine naveo kako godišnja računovodstvena dokumentacija Zajedničkog poduzeća ENIAC u svim značajnim aspektima korektno prikazuje financijsko stanje Zajedničkog poduzeća na dan 31. prosinca 2014. godine te rezultate poslovanja i novčane tokove za tu dovršenu godinu.

Međutim, izvjestitelj navodi kako nije stekao uvjerenje o pravilnoj provedbi projekata u državama članicama. S obzirom da dijelim njegovo mišljenje kako je nužno da Revizorski sud provjeri i procjeni kvalitetu trošenja nacionalnih sredstava, a ne isključivo onih za zajedničke projekte, podržala sam odluku o odgodi glasovanja o Razrješnici za izvršenje proračuna Zajedničkog poduzeća ENIAC za financijsku 2014. godinu.

  Tonino Picula (S&D), napisan. ‒ Europski parlament je, uzimajući u obzir završne godišnje izvještaje ENIAC-a za 2014. godinu i članak 319. Ugovora o funkcioniranju Europske unije, odgodio svoju Odluku o razrješnici za raspuštanje zajedničkog poduzeća izvršnim direktorima ENIAC-a.

Također, Parlament je odgodio zaključenje poslovnih knjiga za 2014. godinu. Slažem se s Odlukom o razrješnici za izvršenje proračuna ENIAC-a za financijsku godinu 2014., bez obzira kada ona bude dodijeljena.

  Miroslav Poche (S&D), písemně. ‒ Společným podnikům Artemis a Eniac bylo v minulosti opakovaně odloženo rozpočtové absolutorium, ovšem nikoliv z důvodu špatného hospodaření, ale z důvodů technických, kdy v rámci legislativního nastavení jejich ex-post auditní strategie závisely na auditech národních finančních autorit. V polovině roku 2014 se tyto dva společné podniky sloučily do podniku ECSEL, který již podléhá novým pravidlům a zmíněný technický problém už tam nebude existovat. Odložení discharge pro neexistující podniky Artemis a Eniac tedy považuji za zbytečné cvičení navíc a i z toho důvodu jsem doporučoval hlasovat pro udělení discharge těmto dvěma podnikům.

  Julia Reid (EFDD), in writing. ‒ UKIP voted against the discharge votes for multiple reasons. Primarily we are against the EU spending taxpayers’ money, therefore we do not consent to this money being spent. Second of all, the lack of transparency in these procedure is of real concern to us. Finally many of these discharge reports call for a motion for resolution which requires further EU engagement which we are principally against.

  Frédérique Ries (ALDE), par écrit. ‒ Le Parlement s'est adonné ce midi au rituel de la décharge européenne, par lequel il vérifie que les crédits européens ont été dépensés conformément aux règles.

Endossant en quelque sorte le rôle de commissaire aux comptes, le Parlement européen est la seule autorité qui peut octroyer, reporter ou refuser la décharge, passage obligé pour la clôture formelle des comptes de toutes les organisations européennes. Sont concernées les quatre institutions politiques: Parlement, Commission, Conseil et Conseil européen, mais aussi près de 50 agences exécutives et instituts européens.

Parmi eux, l'entreprise commune ENIAC, fondée en 2008 pour mettre en œuvre l'Initiative technologique conjointe européenne pour le développement des nanotechnologies. ENIAC résulte de la volonté de la Commission de proposer pour la première fois au niveau européen des partenariats public-privé impliquant l'industrie, les chercheurs, et les autorités publiques afin de coordonner des objectifs de recherche communs ambitieux. ENIAC est un exemple important de coopération européenne utile et efficace dont le Parlement espère voir se multiplier et s'intensifier les applications.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Las Joint Undertakings (Empresas Comunes) son 7 asociaciones público-privadas de la UE dedicadas a la investigación y al desarrollo de nuevas tecnologías.

Si bien, tal y como apuntó el Tribunal de Cuentas Europeo, existen algunos errores y defectos en la gestión de Artemis y ENIAC, mi grupo considera que la nueva asociación público-privada (ECSEL), surgida a mediados de 2014 como sucesora de estas Empresas Comunes, ha adoptado medidas suficientes para rectificarlos.

Por esta razón, he votado en favor de su descargo.

  Claude Rolin (PPE), par écrit. ‒ Hier, le Parlement européen a décidé d'ajourner sa décision sur la décharge sur l'exécution du budget 2014 de trois entreprises communes au rang desquelles, l'entreprise commune ENIAC qui vise à mettre en oeuvre un programme de recherche pour le développement de compétences essentielles pour la nanoélectronique. Il est reproché à cette entreprise commune de n'avoir pas évalué la qualité des rapports d'audit transmis par les autorités de financement nationales en ce qui concerne les coûts relatifs aux projets achevés. Le PE observe, en outre, qu'après évaluation des stratégies d'audit des trois autorités de financement nationales, il n'a pas été possible d'établir si les audits ex post fonctionnent de façon efficace.

  Bronis Ropė (Verts/ALE), raštu. ‒ Balsavau už šį pranešimą, kuriuo tvirtinamas 2014 finansinių metų bendrosios įmonės ENIAC biudžeto įvykdymas. Vis dėlto nerimą kelia tai, kad Audito Rūmai ketvirtus metus iš eilės savo ataskaitoje dėl bendrosios įmonės 2014 finansinių metų laikotarpio nuo sausio 1 d. iki birželio 26 d. metinių ataskaitų paskelbė tik sąlyginę nuomonę dėl atliktų operacijų teisėtumo ir tvarkingumo. Taip pat nebuvo pateikta reikiamos informacijos, reikalingos patikimam klaidų svertiniam vidurkiui ar likutiniam klaidų lygiui apskaičiuoti.

Reikia atkreipti dėmesį ir į tai, kad 2010 m. liepos mėn. Bendrajai įmonei suteiktas finansinis savarankiškumas, o ES dešimties metų laikotarpiui į Bendrosios įmonės biudžetą yra įsipareigojusi įnešti ne daugiau nei 450 000 000 EUR. Taigi nepaisant to, kad Įmonės pateiktos ataskaitos už 2014 m. yra pripažintos teisingomis, nepateisinama, kad detalesnė informacija, kuri padėtų įvertinti įmonės būklę ir pateikti esmines pastabas, vis dar yra neteikiama.

Considerando positiva su contribución a la política industrial europea, pero existiendo dudas sobre algunos aspectos de sus finanzas y contabilidad, he votado a favor de la decisión y resolución sobre su presupuesto, aplazando su cierre de cuentas.

  Davor Škrlec (Verts/ALE), napisan. ‒ Podržao sam ovu razrješnicu, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Igor Šoltes (Verts/ALE), pisno. ‒ V okviru vsakoletnega proračunskega postopka, ki ob številnih pogajanjih in usklajevanjih lahko traja tudi do sedem mesecev, tri temeljne institucije EU sprejmejo evropski proračun za prihodnje leto. Za njegovo izvajanje so nato zadolžene Evropska komisija in druge institucije. Evropski parlament kot neposredno izvoljena institucija, ki zastopa davkoplačevalce EU, izvaja demokratični nadzor ter skrbi, da Komisija in druge institucije ustrezno ravnajo z evropskimi sredstvi.

Parlament v svojem letnem postopku razrešnice sklene, ali bo podelil razrešnico in dokončno odobril način, na katerega se je v posameznem letu izvrševal proračun. Parlament pred odločitvijo preuči priporočila Odbora za proračunski nadzor in pri tem upošteva tudi letno poročilo Računskega sodišča ter odgovore Komisije na poslanska vprašanja.

Poročilo poročevalca kolega Marinesca navaja utemeljene razloge proti podelitvi razrešnice skupnemu podjetju ENIAC, zato sem ga pri glasovanju podprl.

  Ivan Štefanec (PPE), písomne ‒ Európsky parlament udelil spoločnému podniku ENIAC absolutórium za plnenie rozpočtu podniku za rozpočtový rok 2014 a zároveň schválil účtovnú závierku.

U izvješću je naglašeno da je početni proračun za 2014. obuhvatio samo odobrena sredstva za preuzimanje obveza za tekuće troškove u iznosu od 2 300 000 EUR te da proračun nije obuhvatio odobrena sredstva za preuzimanje obveza za operativne aktivnosti.

Iz tog razloga Europski parlament odgađa svoju Odluku o razrješnici izvršnom direktoru Zajedničkog poduzeća ECSEL za izvršenje proračuna Zajedničkog poduzeća ENIAC za financijsku godinu 2014., te odgađa zaključenje poslovnih knjiga Zajedničkog poduzeća. Slijedom navedenog podržavam ovo izvješće.

  Dubravka Šuica (PPE), napisan. ‒ Zajedničko poduzeće ENIAC je osnovano 20. prosinca 2007. na razdoblje od 10 godina radi uspostavljanja i provedbe programa istraživanja za razvoj ključnih kompetencija u nanoelektronici u raznim područjima primjene. Njemu je u srpnju 2010. dodijeljena financijska neovisnost. Nadalje, Zajedničko poduzeće ENIAC i Zajedničko poduzeće ARTEMIS su spojeni radi stvaranja zajedničke tehnološke inicijative za elektroničke komponente i sustave za vodeći položaj Europe („ZTI ECSEL”), koja je počela s djelovanjem u lipnju 2014. i trajat će 10 godina.

Europski parlament u svom izvješću napominje da je početni proračun za 2014. obuhvatio samo odobrena sredstva za preuzimanje obveza za tekuće troškove u iznosu od 2 300 000 EUR te da proračun nije obuhvatio odobrena sredstva za preuzimanje obveza za operativne aktivnosti. Stoga, odgađa svoju Odluku o razrješnici izvršnom direktoru Zajedničkog poduzeća ECSEL za izvršenje proračuna Zajedničkog poduzeća ENIAC za financijsku godinu 2014., te odgađa zaključenje poslovnih knjiga Zajedničkog poduzeća. Ovo izvješće u potpunosti podržavam.

Skupno podjetje ENIAC je bilo ustanovljeno za obdobje desetih let z namenom opredeliti in izvesti raziskovalni program za razvoj ključnih kompetenc za nanoelektroniko na različnih področjih uporabe.

Tudi sama izražam zaskrbljenost nad mnenjem Računskega sodišča s pridržkom o zakonitosti in pravilnosti povezanih transakcij v prvi polovici leta 2014, saj upravni sporazumi, podpisani z nacionalnimi organi za financiranje, v zvezi z revizijami zahtevkov za povračilo stroškov za projekte ne vključujejo praktične rešitve za naknadne revizije.

  Ruža Tomašić (ECR), napisan. ‒ Temeljem godišnje računovodstvene dokumentacije Zajedničkog poduzeća utvrdilo se da je odjel za unutarnju reviziju izvršio svoj odobreni program rada obuhvaćajući zakonitost i pravilnost administrativnih transakcija te operativnih transakcija izvršenih u suradnji s nacionalnim tijelima za financiranje te su upravni odbor i izvršni direktor obaviješteni o rezultatima, stoga sam podržala ovo izvješće o razrješnici za izvršenje proračuna Zajedničkog poduzeća ENIAC za financijsku godinu 2014.

Financijski izvještaji Zajedničkog poduzeća vjerno prikazuju njegovo financijsko stanje te rezultate poslovanja i novčane tokove za traženo razdoblje, u skladu s odredbama financijskih pravila Zajedničkog poduzeća i računovodstvenim pravilima koja je usvojio računovodstveni službenik Komisije. Postoje brojne mogućnosti za daljnje poboljšanje, zbog čega pozivam Zajedničko poduzeće da obavijesti tijelo nadležno za davanje razrješnice o poduzetim mjerama za rješavanje tog pitanja.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ En este caso, habida cuenta de que es necesario demandar más información acerca de los proyectos realizados en los Estados miembros, la Comisión de control presupuestario aprobó por una amplia mayoría posponer el voto a favor de la gestión para más adelante, una vez obtenida la información al respecto. Es por ello por lo que considero necesario votar a favor de posponer dicha aprobación.

  Miguel Viegas (GUE/NGL), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais para o exercício de 2014, afirmou ter obtido garantias razoáveis de que as contas anuais do Gabinete são fiáveis e de que as operações subjacentes são legais e regulares.

Neste sentido, e não obstante as nossas reservas face ao caráter centralizador e federalista de grande parte destes organismos, não apresentamos nenhuma oposição de princípio a esta quitação.

Die ECA-Empfehlung ist schon im vierten Jahr in Folge negativ ausgefallen, und das Unternehmen liefert zum Beispiel kaum Informationen, um eine qualifizierte Endmeinung abgeben zu können.

  Beatrix von Storch (EFDD), schriftlich. – Den Bericht des Europäischen Parlaments über die Entlastung für die Ausführung des Haushaltsplans des gemeinsamen Unternehmens ENIAC für das Haushaltsjahr 2014 habe ich abgelehnt. Ich lehne EU-Agenturen grundsätzlich ab. Joint Undertakings sind nicht nur in den allermeisten Fällen eine Verschwendung von Geld der Steuerzahler, sondern auch eine Überschreitung der Kompetenzen der EU und verletzen das Subsidiaritätsprinzip. Ich will nicht mehr EU, sondern weniger – also auch nicht mehr Joint Undertakings und mehr Geld für die EU, sondern weniger. Die EU sollte nicht privatwirtschaftlich tätig werden.

  Milan Zver (PPE), pisno. ‒ Podprl sem poročilo o razrešnici glede izvrševanja proračuna Skupnega podjetja ENIAC za proračunsko leto 2014, ker podaja utemeljene razloge in priporočila v prid podelitvi razrešnice.

Med drugim navaja, da zaključni račun skupnega podjetja za obdobje od 1. januarja 2014 do 26. junija 2014 v vseh pomembnih pogledih pošteno predstavlja njegov finančni položaj na dan 26. junija 2014 ter, da njegov poslovni izid in denarne tokove za tedaj končano obdobje, v skladu z določbami njegovih finančnih pravil in računovodskimi pravili, ki jih je sprejel računovodja Komisije.
