  Miguel Arias Cañete, Member of the Commission. Mr President, it is my pleasure to be here to address with honourable Members the issue of the Nord Stream 2 project and the impact it may have on central and eastern European Member States. Nord Stream 2 is a subject of huge concern for many Members in this House, but also for Member States and in particular for the central and eastern European Member States, as was reflected in the letter of nine prime ministers and leaders addressed to President Juncker on 17 March.

The concerns are of various natures, be they legal, geopolitical or economic. As regards the legal aspect, let me reiterate what we stated in this House some weeks ago. If built, Nord Stream 2 will have to fully comply, just like any other infrastructure project, with applicable European Union law, including on energy and environment.

The construction of such an important infrastructure project as Nord Stream 2 cannot happen in a legal void. This would also run counter to the interests of economic operators in having legal certainty. Nor can it be exclusively operated only according to Russian law. Against the background of colliding legal regimes, Nord Stream 2, if built, has to be operated under a legal framework which also takes due account of the key principles of our energy market rules.

While respect for these legal principles is in our view a necessary precondition, we also recognise that for the central and eastern European Member States the issues of the impact on the security of supply of the region and on the central and eastern European gas market are of particular importance. Let me remind you that most of the central and eastern European gas market remains highly dependent on a dominant gas supplier, namely Gazprom, as well as on a limited number of transport corridors.

In the last few years, the Commission’s most important objective with regard to the central and eastern European Member States has been to foster progress in making the gas market more secure, competitive and diversified, thanks to the European Union’s internal energy market infrastructure, development and competition enforcement. In this context, let me mention the Commission’s energy security strategy of May 2014, supported by European Union Member States and this Parliament, and the security of supply package originally proposed, with legislative proposals aimed at improving the security of supply of the European Union and in particular the more vulnerable regions.

Regarding infrastructure development, the Commission has provided strong support to the central and eastern European Member States in terms of improving their connectivity across markets through regional groupings such as BEMIP and CESEC, improving access to LNG through building of new LNG terminals in Lithuania and Poland, while another important terminal is planned in Croatia, and promoting the development of liquid gas HAPs not only in the Mediterranean, but also in Bulgaria.

We will continue our efforts together with Member States to ensure that other key diversification projects are also completed in the coming years. Nord Stream 2 will, due to its route, alter the landscape of the European Union’s gas markets, and we will have to carefully assess its impact on our own priorities in terms of security of supply, diversification and creation of competitive gas markets, including in central and eastern Europe.

Clearly, Nord Stream 2 will not give access to a new source of supply or of a supplier and further increase excess capacity from Russia to the European Union. As regards transit rules, Nord Stream 2 could lead to gas transportation corridors being decreased from three to at least two – abandoning the route through Ukraine – and the German route via Poland could also be in danger. Such a reduction of routes would not improve security of supply.

Regarding the market impact of the Nord Stream 2 project, we are carefully analysing what impact it can have on competition on our gas markets, including in central and eastern Europe. We have made a lot of progress in implementing the Third Energy Package across Europe and we have to make sure that no market operator is able to leverage its dominant position to the detriment of consumers.

Let me say at the end of my statement a few words on Ukraine. Despite economic and political challenges, Ukraine continues to be a reliable gas partner and transit country. It is in the interests of all parties, including and notably the central and eastern European countries, that Ukraine remains a significant gas transit corridor. The successful implementation of the gas winter package, with the constructive engagement of both Russia and Ukraine and facilitated by the Commission, has helped to secure domestic consumption in Ukraine and contributed to a smooth transit in supply of Russian gas to the European Union. The Commission stands ready to continue this successfully proven format and to enlarge the trilateral talks to the negotiation of a new transit contract with Russia and Ukraine as the current one comes to an end in 2019.

  Jerzy Buzek, w imieniu grupy PPE. Panie Przewodniczący! Dziękuję, Panie Komisarzu, za bardzo ważną wypowiedź. Dzisiaj mamy 9 maja, Dzień Europy, a więc święto jedności, porozumienia i współpracy. Dobrze, że rozmawiamy o Nord Stream II. Nie można bowiem mieć wątpliwości – wynika to z wszystkich dyskusji – że ten projekt burzy jedność i solidarność europejską, podkopuje zaufanie i tworzy napięcia między krajami. Polityczne zastrzeżenia do tego projektu stwarzają też niepewność inwestycyjną dla biznesu. Jako sprawozdawca rozporządzenia o bezpieczeństwie dostaw gazu podkreślam – podobnie jak Pan Komisarz – że Nord Stream II wzmacnia monopolistyczną pozycję jednego dostawcy, przeczy zasadzie dywersyfikacji dostaw, zagraża też bezpieczeństwu kilku państw Europy Centralnej. Jako taki dotyczy całej Unii, a nie tylko kilku państw. Pojawiają się zastrzeżenia środowiskowe, także zastrzeżenia co do rozwoju gospodarki morskiej na Bałtyku oraz zobowiązań wobec Ukrainy. Projekt ten nie powinien więc uzyskać żadnego wsparcia z Unii Europejskiej i powinien podlegać bez wyjątku unijnemu prawu. W tym kontekście chcę zapytać Pana Komisarza i Komisję Europejską, czy – zgodnie z konkluzjami Rady Europejskiej z grudnia 2015 r. – Komisja wystąpiła oficjalnie do władz niemieckich w sprawie zastosowania trzeciego pakietu energetycznego do Nord Stream II?

  Flavio Zanonato, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, premetto che sono favorevole alla creazione di infrastrutture energetiche come il potenziamento dell'approvvigionamento esterno e all'individuazione di soluzioni espansive delle dotazioni energetiche che permettano di modulare meglio l'offerta e i costi in Europa.

Non c'è dubbio che abbiamo bisogno di più strumenti, di più infrastrutture per rispondere in maniera più flessibile all'evoluzione del mercato e dei consumi energetici. Mi pare però chiaro – e condivido le cose che abbiamo sentito dal presidente Buzek – che il progetto di raddoppio del gasdotto Nord Stream non va in questa direzione e rappresenta un passo indietro rispetto alle ambizioni di coordinamento delle politiche energetiche che la Commissione europea tracciò appena alcuni mesi fa, nel febbraio del 2015, nella sua comunicazione sull'Unione dell'energia, e che questo Parlamento ha emendato e sottoscritto con la risoluzione dello scorso 15 dicembre.

Quali sono gli elementi? Innanzitutto il Nord Stream aumenta la dipendenza energetica da un unico fornitore, cioè dal gigante russo Gazprom, e crea le condizioni per l'esercizio di una posizione dominante sul mercato. In questo momento non è necessario il raddoppio del Nord Stream, visto che l'attuale Nord Stream 1 esercita al di sotto delle sue capacità. Inoltre con Nord Stream 2 si coinvolgono quasi esclusivamente attori provenienti da un unico Stato membro. In altre parole è un progetto ad uso e consumo soltanto di alcuni interessi nazionali e non degli interessi generali dell'Unione europea. Infine è un vulnus nella definizione della futura architettura energetica europea perché è un precedente, secondo il quale uno Stato membro ha le mani completamente libere nel decidere la strategia energetica che invece deve coinvolgere tutti i paesi europei.

Non sono quindi motivi ideologici quelli per cui sono e siamo contrari, ma motivi legati a una precisa politica che l'Europa si è data.

  Zdzisław Krasnodębski, w imieniu grupy ECR. Panie Przewodniczący! Projekt budowy Nord Stream jest testem dla Unii Europejskiej. Jego realizacja, jeżeli rzeczywiście miałoby do niej dojść, pokazałaby, że wszystkie te piękne słowa o Europie wygłaszane na tej sali mają niewiele wspólnego z rzeczywistością, gdy w grę wchodzą potężne, choć partykularne interesy polityczne i gospodarcze niektórych państw i przedsiębiorstw. Kto może bowiem uwierzyć w zapewnienia planującego Nord Stream konsorcjum, że ten projekt ma podłoże czysto komercyjne, a nie polityczne, skoro dobrze wiemy, że Rosja używa gazu jako broni politycznej do realizacji swoich neo-imperialnych celów, skoro wiemy, że przepustowość istniejących gazociągów umożliwiających przesył gazu z Rosji do EU już dziś znacznie przewyższa zapotrzebowanie Unii na rosyjski gaz. Ten projekt pogłębiłby zależność krajów Unii od Rosji, a już teraz ponad jedna trzecia gazu importowanego przez Unię pochodzi z tego kraju. Pięć państw członkowskich zależy od Rosji jako jedynego zewnętrznego dostawcy całego importowanego gazu. Inwestycja ta jeszcze bardziej pogłębiłaby podział między wschodem a zachodem Europy, umożliwiłaby też Rosji łatwe ominięcie Ukrainy jako kraju tranzytowego do Unii Europejskiej, pozbawiając Ukrainę około dwóch miliardów dolarów rocznie wpływów z opłat tranzytowych, co prowadziłoby być może do destabilizacji Ukrainy. A przecież tyle słów poświęciliśmy demokratycznemu i gospodarczemu rozwojowi tego kraju.

Komisja przyznaje, że projekt budowy Nord Stram 2 jest nieuzasadniony ekonomicznie oraz że jest sprzeczny z celami energetycznymi Unii takim jak zwiększenie bezpieczeństwa dostaw czy dywersyfikacja. Więc jak Komisja zamierza przeciwdziałać tym potencjalnym negatywnym skutkom? Jest też oczywiste, że gazociąg przechodzący przez terytoria, na których obowiązuje prawo unijne, powinien również w części podmorskiej podlegać temu prawu. Czy Komisja – powtórzę tutaj pytanie pana premiera profesora Buzka – wystąpiła oficjalnie do władz Niemiec w sprawie zastosowania trzeciego pakietu energetycznego do Nord Stream 2?

  Morten Helveg Petersen, on behalf of the ALDE Group. Mr President, by the end of this year we will have laid down the tracks for the European energy union. These are exciting and ambitious times as the energy union is one of the biggest and most important projects in the history of the European Union. We have to deliver. Why is it that we are creating this energy union? To create a well—functioning energy market, to attract capital, to create growth and jobs, to push the sustainable transition agenda much further – and, not least, to be less dependent on Russian gas and supplies from Mr Putin.

This leads me to the obvious question: where does Nord Stream 2 fit into this context? To me the simple answer is that it does not fit at all. I am fully aware of the fact that we will be dependent, to some degree, on Russian gas in years to come, but bear in mind that Nord Stream 1 is operating at around only half of its capacity today. Therefore I find it very hard to identify any economic, environmental or political arguments for Nord Stream 2. I find it very hard to see any positive perspectives for anyone other than Mr Putin in this.

So far, I do not think that either we, the European Parliament, or the Member States have taken Nord Stream 2 and the perspectives of this project seriously enough. More than anything, we need to conduct a firm geopolitical study on North Stream 2 and the implications of the project. We need the Commission to step up its efforts, ensuring that Nord Stream 2 complies with all our laws and intentions. If not, we risk putting the entire energy union in jeopardy, and that would be a total disaster.

  Νεοκλής Συλικιώτης, εξ ονόματος της ομάδας GUE/NGL. Αγαπητοί συνάδελφοι, συζητάμε συνεχώς το θέμα του Βορείου Αγωγού ΙΙ, και ακούμε να εκφράζονται κατ' επανάληψη οι ίδιες ανησυχίες. Στην πραγματικότητα όμως, όχι μόνο δεν είναι πρόβλημα ο Βόρειος Αγωγός, αλλά έρχεται ως απάντηση στην αδυναμία της ίδιας της Ένωσης να επιτύχει την ενεργειακή επάρκεια και τροφοδοσία ενισχύοντας ταυτόχρονα την ενεργειακή της ασφάλεια.

Το πρόβλημα για εμάς είναι ότι η Ευρωπαϊκή Ένωση δεν έχει κατορθώσει ακόμη να επιτύχει τον στόχο της για διαφοροποίηση των πηγών και των οδών ανεφοδιασμού. Το πρόβλημα είναι ότι ακόμη δεν έχουν ληφθεί ουσιαστικά μέτρα για την άρση της ενεργειακής απομόνωσης στην οποία είναι καταδικασμένα πολλά κράτη και περιοχές της Ένωσης, κυρίως στον Νότο και όχι στον Βορρά. Το πρόβλημα είναι ότι δεν μπορέσαμε ακόμη να αντιμετωπίσουμε τα σοβαρά προβλήματα στην ενεργειακή τροφοδοσία ενώ η ενεργειακή φτώχεια ταλανίζει ένα μεγάλο ποσοστό των πολιτών.

Αυτό που χρειάζεται είναι να αξιοποιηθούν άμεσα οι εγχώριες ενεργειακές πηγές της Ένωσης, να πάψει να παραγνωρίζεται ο ρόλος των κοιτασμάτων που ανακαλύφθηκαν στην Κύπρο, η οποία είναι κράτος μέλος, αλλά και των κοιτασμάτων στην ευρύτερη περιοχή της Ανατολικής Μεσογείου και της Βόρειας Αφρικής. Απαιτείται λοιπόν η Ευρωπαϊκή Ένωση να στηρίξει άμεσα τις ενεργειακές επενδύσεις στην Ανατολική Μεσόγειο, να προωθήσει τη δημιουργία ενός μεσογειακού κόμβου φυσικού αερίου με αγωγούς αλλά και με την ανάπτυξη παραγωγής υγροποιημένου φυσικού αερίου. Εξίσου σημαντικό για μας είναι να αναπτυχθεί μια ολοκληρωμένη στρατηγική για την ανάπτυξη των ανανεώσιμων πηγών ενέργειας, διασφαλίζοντας ταυτόχρονα προσιτές τιμές στους καταναλωτές.

  Tibor Szanyi (S&D), Kékkártyás kérdés. Tisztel Képviselő Úr! Bár egyetértek Önnel, amit az energiaunió dolgairól mondott, és a kiaknázható vagy kiaknázandó lehetőségekről, de én úgy érzem, hogy itt a sok jó szó mellett talán inkább arra kéne törekednünk, hogy az energiamix kialakításának a kérdése azért ne kizárólag tagországi hatáskör legyen, hanem legyen benne egy koordináció, mert így egy kicsit széthúz az egész mezőny, minden jó szándék dacára. Mi a véleménye Önnek erről?

Ακριβώς, αγαπητέ συνάδελφε, αυτό που σημείωσα εγώ είναι ότι επειδή στην Ευρωπαϊκή Ένωση δεν έχουν ακόμα λυθεί σημαντικά ζητήματα της ενεργειακής της ασφάλειας, δημιουργούνται και νέες υποδομές και μία απ̕ αυτές είναι ο Βόρειος Αγωγός ΙΙ. Εγώ θέλω να εστιάσω περισσότερο την προσοχή στο γεγονός ότι η Ευρωπαϊκή Ένωση πρέπει να στραφεί προς τις εγχώριες πηγές ενέργειας αλλά, ταυτόχρονα, να αναπτύξει ακόμα περισσότερο τις ανανεώσιμες πηγές ενέργειας.

  Peter Eriksson, för Verts/ALE-gruppen. Herr talman! Jag tänkte ta upp de visioner som inte minst kommissionen har lagt fram i sitt arbete med att lyfta energiunionen som en av de stora uppgifterna under denna mandatperiod; att få en ordentlig förändring, att vi i större utsträckning kan skapa gemensamma energimarknader i Europa, att öka självförsörjningen och produktionen av energi, att få till ett närmande gentemot klimatmålen genom att vi satsar mer på egen energi, förnybar energi, i stället för det stora beroendet av import som Europa har gentemot omvärlden, och inte minst just från Ryssland som vi diskuterar nu.

Jag tycker att dessa visioner är väldigt viktiga. Det ger en grund för att stärka Europa som en del av världen och stärka vår konkurrenskraft, och skapar också väldigt många flera jobb i framtiden, men också för att långsiktigt få lägre energipriser.

Problemet med den här investeringen som vi pratar [...], det är ju att det här kommer att gå direkt emot nästan varje punkt i den vision som vi pratar om för energiunionen. När man ser det från den utgångspunkten så blir det ju orimligt att göra insatser, som att den ena dagen prata om att vi ska göra något tillsammans, skapa en hållbar utveckling med mindre koldioxidutsläpp, och också mindre sårbarhet, men nästa dag så gör vi tvärtom.

Jag tycker att kommissionen måste vara ännu mycket starkare, men jag tackar ändå Arias Cañete för att han uttrycker att de lagar och regler som vi har beslutat här, de måste ju faktiskt gälla även för detta projekt. Därför vill jag också fortsätta den kavel som skickats runt här när det gäller det tredje energipaketet från Buzeck, ordförande i industri- och energiutskottet, att om vi i Europa verkligen vill följa de regler vi har satt upp i det tredje energipaketet, då kan det orimligt, omöjligt vara så att de kan vara förenliga med det här paketet, eftersom Nord Stream 2 innebär en leverantör som har fullständig kontroll över hela infrastrukturen.

Jag tycker man måste komma ihåg att Ryssland under de senaste trettio, fyrtio åren har använt energi som ett politiskt vapen mer än något annat land, och det är Gazprom som är huvudaktören i det spelet.

  Barbara Kappel, im Namen der ENF-Fraktion. Herr Präsident! Herr Kommissar Cañete! Wir haben jetzt von den Vorrednern viele wichtige Punkte gehört, auch sehr kritische Punkte, warum dieses Projekt Nord Stream 2 nicht realisiert werden soll, und diese Punkte sind ernst zu nehmen! Das geht von mangelnder Diversifizierung bis dahin dass die Europäische Union dieses Projekt nicht unterstützen soll. Lassen Sie mich aber auf einige Punkte eingehen, die man vielleicht auch ernst nehmen soll.

Der erste Punkt: Schauen wir uns das Konsortium an, das dieses große Projekt trägt. Das ist ein Konsortium europäischer Dimension. Das ist nicht nur die Gazprom, sondern das sind zwei deutsche Unternehmen, Uniper und BASF Wintershall Holding, das ist Shell, das ist ANGI und das ist die österreichische OMV – ist eine durchaus respektable Gruppe.

Zweites Thema europäische Versorgungssicherheit: Mit Hilfe von Nord Stream 2 könnte die Kapazität der zwei bestehenden Stränge um 55 auf insgesamt 110 Milliarden Kubikmeter Gas verdoppelt werden. Es könnten damit 52 Millionen Haushalte in Europa mit Gas versorgt werden und es könnte ein Drittel des europäischen Gasbedarfs sichergestellt werden. Es liegt an uns, meine Damen und Herren, wenn wir über Diversifizierung reden, den Südost-Korridor im südöstlichen Mittelmeer auszubauen – ein Vorredner hat das heute schon angesprochen – und für mehr Diversifizierung zu sorgen.

Infrastrukturausgaben: Sie, Herr Kommissar Cañete haben vor kurzem, und zwar in der letzten Woche erwähnt, dass Europa ein Investitionsgap im Energiebereich in Höhe von 200 Milliarden hat. Nord Stream 2 würde in einer Bauphase 9 Milliarden Euro an Investitionen bringen und weitere 7 Milliarden für den Ausbau zusätzlicher Leitungskapazitäten und zusätzlicher Trassen. Daneben zusätzliche Investitionen für Ausrüstungsinvestitionen: Allein das österreichische Unternehmen Voestalpine hat den Zuschlag dafür bekommen 300 000 Tonnen hochfeste Röhrenbleche für diese Pipeline zur Verfügung zu stellen, und das in Zeiten, wo wir die ganzen Problemstellungen in der Stahlindustrie diskutieren.

Mein Heimatland Österreich unterstützt dieses Projekt nicht nur, weil die OMV vertreten ist, der Knoten Baumgarten wesentlich ist und die Voest einen wichtigen Beitrag leisten kann. Es gilt aber, die genannten Bedenken auszuräumen, nämlich hinsichtlich der Ukraine als Gas-Transitland und der Modernisierung der ukrainischen Gasleitungsinfrastruktur, sowie hinsichtlich der Kompatibilität von Nord Stream 2 mit dem EU-Recht, inbesondere der Frage der territorialen Anwendung des dritten Energiebinnenmarktpakets.

  Zoltán Balczó (NI). Elnök Úr! Ahogyan az Európai Bizottság viszonyul az Északi Áramlat 2 vezetékhez, összevetve a Déli Áramlattal, a kettős mércének a tipikus esete. A Déli Áramlat megépítése alternatív, Ukrajnát elkerülő útvonalat biztosított volna több európai, közép-európai ország számára, de elhangzottak a kifogások: a versenyjogi, bürokratikus, liberális elveken alapulók, míg végül az lett az eredménye, hogy ez kudarcba fúlt. Cañete biztos úr nekem írásbeli kérdésemre azt válaszolta, hogy a Déli Áramlattal az a gond, hogy csak az útvonalat diverzifikálta volna. És az Északi Áramlat 2? Sem forrást nem diverzifikál, sem útvonalat. Hát akkor miért valósulhat meg? Nyilván az a nagy különbség, ami mondjuk a négy visegrádi miniszterelnök együttes fellépése és Angela Merkel között van. Önök ennek alapján döntöttek. Amit nem volt szabad ezeknek az országoknak, azt Németországnak lehetséges.

  Gunnar Hökmark (PPE). Mr President, my thanks to the Commissioner. Everyone tends to love rules and competition until we need to practise them. Then it gets tough, because it involves a lot of difficult issues. But I think it is quite clear that Nord Stream 2 has no real commercial logic on its own.

It is not compatible with the principle and rules of unbundling, with the Third Energy Package. It is not – and I cannot see how it could be – compatible with the aims and the rules of the energy union. It will increase the dominance of Gazprom where it is dominant, it will strengthen its monopoly, and it is a part of Russian policy versus Europe.

Commissioner, it is a difficult thing to deal with, but do you think it will make Europe more or less dependent on Russian gas?

  Jeppe Kofod (S&D). Mr President, Nord Stream 2 is both unnecessary, unwanted and dangerous: unnecessary because current capacity is nowhere near fully utilised; unwanted because we know that our central and eastern European Member States are worried about this plan for good reason; dangerous even, because it will only strengthen Mr Putin’s energy hold on Europe. Nord Stream 2 will bypass the Baltic States and allow Russia to completely deny Ukraine vital gas deliveries.

The energy union should strengthen Europe, strengthen renewables, strengthen European cooperation on energy and lead us forward in a carbon-free future. Nord Stream 2 is the exact opposite of all of this. It divides Europe into two: those who will have and those who will not have access to Russian gas. I say that Europe in its entirety should say ‘No’ to becoming even more dependent on Russian gas and that is why the Commission must state clearly to Russia, to Germany, to Denmark and to all others that Nord Stream 2 is an unwanted, unneeded and unsafe project that belongs not at the bottom of the Baltic Sea but at the bottom of a wastepaper basket, clearly stamped ‘rejected’.

  Hans-Olaf Henkel (ECR). Herr Präsident, meine Damen und Herren! Es wurde hier sehr viel Richtiges gesagt, was gegen das Projekt Nord Stream 2 spricht, und auch einiges, was dafür spricht. Aber ich möchte mal auf etwas anderes aufmerksam machen: Die deutsche Bundesregierung meint, es handele sich bei dem Nord Stream 2-Projekt um die Entscheidung zwischen privaten Unternehmen und die Politik sollte sich da raushalten. Da sie in Deutschland ja Teil der Regierung sind, frage ich die Abgeordneten der SPD in diesem Hause Folgendes. Erstens: Ihr damaliger Kanzler Schröder hat kurz vor der Bundestagswahl 2005 den Abschluss mit Gazprom betrieben. War das etwa keine politische Einmischung?

Zweitens: Kurz nach der verlorenen Wahl wurde Schröder von Putin zum Vorsitzenden des Aufsichtsrats von Gazprom berufen. Meine Frage: Würden Sie das nicht auch als Akt der passiven und aktiven Bestechung ansehen?

Und drittens: Für Schröder ist Putin heute immer noch ein lupenreiner Demokrat, und ich frage mal die Sozialdemokraten in diesem Hause: Meinen Sie, dass sein Mandat bei Gazprom 1 etwas damit zu tun haben könnte?

Nord Stream 2 war eine falsche Entscheidung, politisch motiviert. Hier haben wir die Chance, eine falsche Entscheidung politisch zu korrigieren. Wir werden Nord Stream 2 nicht zustimmen können.

  Pavel Telička (ALDE). Mr President, the Commission has made a number of important innovations in the direction of the European energy union. I think that this House backs this initiative, at least in its majority.

Yet we have a project whose implications you have described, and I do appreciate that many of those that you have described were in fact of a negative nature. There are clearly down sides; the Commission acknowledges that. In other words, we have a project which is clearly not heading in the direction of the energy union, but which – even worse – is splitting the European Union apart. So we are already fragmenting the unity that we need in order to be able to back the energy union before we have even started to dwell on concrete legislative proposals. For me, this is further confirmation that, apart from all the economic arguments – or the lack thereof, as has been mentioned by my colleagues – this is welcome news to the Kremlin, because the Kremlin is part of a deal which is splitting the European Union apart. The implications are very concrete. You have mentioned the downsides, and you were more explicit than ever before, but from here on we need to embark on a clear-cut strong position. What will happen when Nord Stream 3, or any other project, comes around?

I will stop here – and I apologise as I have to leave for another meeting, which I am late for – but I am sure that my colleagues will take care of this and that the Commission will reply to a number of the questions which we jointly share.

  Jaromír Kohlíček (GUE/NGL). Pane předsedající, plynovod Nord Stream 2 je praktickým příkladem toho, jak Evropská unie jedná často v rozporu se svými dřívejšími záměry. Když před několika lety vypukla plynová krize, shodovali se politici EU na tom, že zajištění bezpečného zásobení plynem je jednou ze společných priorit Unie. Dnes je zřejmě všechno jinak.

Nord Stream 2 můžeme posuzovat ze tří zorných úhlů. Prvním z nich je zabezpečení dostatečného množství plynu pro státy EU. Druhým je politické rozhodnutí, zda na vstupu zemního plynu do Evropské unie může být tak výrazně zastoupen pouze jeden členský stát. Třetím hlediskem je hledisko ekonomické. Tranzit plynu znamená pro některé země zajímavý zdroj finačních prostředků, to chápu, jde o Ukrajinu, Polsko, Slovensko, Českou republiku. Osobně dávám přednost bezpečnému zajištění dostatečného množství plynu, a proto nevidím důvod, proč tento záměr jakkoli zpochybňovat.

Závěrem bych rád dodal, že pouze díky jakýmsi podivným zákulisním machinacím nebyl dosud vybudován plynovod přivádějící zemní plyn přímo na Balkán. Právě v tomto případě by bylo na místě diskutovat o posílení bezpečnosti zásobování zemí EU zemním plynem.

Tas ir tā kā narkomānam durties vēnā ar divreiz lielāku devu. Tas ir dzīvībai bīstami. Tas Eiropai ir bīstami. Mēs nevaram iet šo ceļu. Laimīgā kārtā, kā reizēm arī ar narkotikām, ir zāles, un tās zāles mums ir pieņemtais kurss, ko Komisija ir piedāvājusi un mēs esam atbalstījuši ‒‒ tā saucamā enerģētikas savienība. Enerģētikas savienības principi mums parāda skaidri un gaiši, ka mums ir jāsamazina sava importa atkarība, mums ir jādažādo savi enerģijas avoti un mēs nevaram pieļaut nekāda veida monopoldarbību Eiropas tirgū. Jāveido šis vienotais tirgus. Nord Stream II projekts iet pretī visam kā tāda bīstama narkotika. Komisāra kungs, es jūs aicinu turēt savu drosmi un darīt visu, lai šo projektu nepieļautu! Señor Presidente, se deben ofrecer vías alternativas que permitan a Europa disponer de nuevos suministros a mejor precio, con la puesta en marcha de nuevas infraestructuras que formen parte de los corredores energéticos. En un contexto de interdependencia energética como el actual, la falta de visión estratégica a largo plazo favorece la incertidumbre en los mercados. El corredor meridional, con potencial para cubrir hasta el 20 % de las necesidades de gas de la Unión Europea, debe por lo tanto ser prioritario. La Unión Europea debe lograr diversificar sus fuentes de aprovisionamiento de gas a fin de que todas las regiones dispongan de acceso a, por lo menos, dos fuentes de abastecimiento distintas. Así, de esta forma, avanzaremos en la consolidación de la seguridad energética de la Unión, garantizando un suministro y garantizando un tránsito de energía estables a largo plazo.

  Anneleen Van Bossuyt (ECR). Ik wil vandaag een pleidooi houden voor een kritische maar ook realistische kijk op het Nordstream 2-project. Gas zal een belangrijke brandstof zijn in de energietransitie naar meer groene en meer duurzame energiebronnen. Gas is minder vervuilend dan bijvoorbeeld steenkool of bruinkool en het is ook complementair met hernieuwbare energie om de dalmomenten op te vangen. Gas wordt ook vaker ingezet voor verwarming in de huishoudens en de bedrijven. Er is met andere woorden een stijgende vraag naar gas en Nordstream 2 kan een groot deel van die behoefte opvangen.

Dit mag echter zeker geen excuus zijn voor enkele grote energiespelers om misbruik te maken van hun marktpositie. Het is ook heel belangrijk dat in het kader van de Energie-unie blijvend gezocht wordt naar alternatieve bronnen van verschillende oorsprong. Ik roep de Commissie dan ook op erover te waken dat de mededingingsregels gerespecteerd worden in het kader van dit project. Daarnaast moeten ook de lidstaten aangemoedigd worden om te diversifiëren in hun energieleveranciers.

  Xabier Benito Ziluaga (GUE/NGL). Señor Presidente, lo peor de este debate es que no hablamos de acceso a la energía, ni tampoco de cambio climático, sino que hablamos de geoestrategia pura y dura, de conflictos por el acceso a los combustibles fósiles.

Los acuerdos energéticos con terceros países condicionan directamente el tipo de relación que queremos construir con ellos. En este caso, el Gobierno alemán, guiado por el bajo precio del gas ruso, prefiere pasar por encima de los intereses de los países del Este.

Este proyecto es una aberración económica y medioambiental. Los diferentes estudios muestran una continua bajada de la demanda de gas. El propio Tribunal de Cuentas Europeo reconoció que las previsiones de demanda de gas de la Comisión están persistentemente sobreestimadas, con lo cual no es para nada necesario incrementar la capacidad de suministro de gas actualmente.

Sin embargo, hay empresas alemanas que invierten en este proyecto, consecuencia de dejar el futuro energético en manos del mercado. El «no» a este proyecto sin justificación ni económica ni climática es fundamental, así como la intervención de la Comisión para detenerlo.

Wyrażam nadzieję, że ta debata będzie miała znaczenie praktyczne, to znaczy będzie miała wpływ na strategię Komisji Europejskiej i dotrze do firm uczestniczących w tym przedsięwzięciu. Dzisiejsza Unia Europejska boryka się z wieloma kłopotami, potrzebuje raczej projektów jednoczących, a nie dezintegrujących, potrzebuje takich manifestacji jak na przykład te, które miały miejsce na ulicach Warszawy w ostatnią sobotę. Natomiast projekt Nord Stream 2 jest czynnikiem dezintegracji. Im bardziej się człowiek wdraża w problematykę ekonomiczną, tym bardziej dostrzega, że nie jest to projekt komercyjny. Im bardziej przygląda się uwarunkowaniom geopolitycznym czy sensowi unii energetycznej, tym bardziej widzi sprzeczność pomiędzy zasadami dywersyfikacji i uniezależnieniem od monopolistycznego dostawcy a projektem Nord Stream 2. Dlatego, nie przedłużając tej debaty, wyrażam nadzieję, że Komisja Europejska uwolni nas od tego problemu i wtedy będziemy mogli zająć się innymi wyzwaniami, których w Unii Europejskiej nie brakuje.

Κύριε Πρόεδρε, διπλασιάζοντας τη χωρητικότητα του αγωγού Νorth Stream, το έργο Νorth Stream II θα επιτρέψει την αύξηση των εισαγωγών φθηνού ρωσικού αερίου στην ευρωπαϊκή αγορά κι αυτό από οικονομικής πλευράς είναι κάτι θετικό. Δυστυχώς όμως, οι ισχύοντες κανόνες λειτουργίας του φυσικού αερίου στην Ευρώπη δεν θα επιτρέψουν την πλήρη εκμετάλλευση αυτής της χωρητικότητας για λόγους 'δήθεν' ανταγωνισμού. Ο κανόνας περί αναγκαστικής πρόσβασης τρίτου μέρους καθιστά σχεδόν άχρηστο το 50% της χωρητικότητας του Νorth Stream Ι, όπως ακριβώς πλέον και του Νorth Stream ΙΙ. Όπως καταλαβαίνει κανείς, οι περιορισμοί αυτοί θέτουν σε κίνδυνο την οικονομική βιωσιμότητα των δαπανηρών σχεδίων αγωγών, ιδίως σε περιόδους χαμηλών τιμών όπως αυτή που διανύουμε. Ταυτόχρονα, η Επιτροπή πρέπει να μεριμνά ώστε όλα τα κράτη μέλη, και όχι μόνο η Γερμανία, να διαθέτουν τις ίδιες δυνατότητες για να φέρουν σε πέρας την κατασκευή ενεργειακών υποδομών, τουλάχιστον από νομικής απόψεως. Δεν πρέπει να κρίνει τα σχέδια αγωγών με δύο μέτρα και δύο σταθμά. Οι ιδεοληπτικές πολιτικές που επέβαλε η Επιτροπή στο πλαίσιο του τρίτου ενεργειακού πακέτου κόστισαν ήδη την ακύρωση του South Stream το 2014. Αντίθετα, ο Νorth Stream I έλαβε, ιδίως λόγω της Γερμανίας, εξαιρέσεις που επέτρεψαν την ολοκλήρωσή του. Ευχόμαστε να μην δημιουργήσει στο μέλλον κωλύματα η Επιτροπή σε ό,τι αφορά τον αγωγό TAP, τον αγωγό ITGI και άλλα σχέδια που ενδέχεται να αναπτυχθούν στη Βαλκανική. Eίναι πλέον επιτακτική ανάγκη να δημιουργηθεί στην Ελλάδα ένας ενεργειακός κόμβος που θα προσφέρει ασφάλεια αλλά και προοπτικές ανάπτυξης σε ολόκληρη τη νοτιοανατολική Ευρώπη.

  Marian-Jean Marinescu (PPE). Domnule președinte, Europa vorbește despre uniune energetică și securitate energetică. Se vorbește mult, nu se pune în practică la același nivel. Cel mai bun exemplu este Connecting Europe Facility: fondurile pentru energie au fost diminuate cu peste 50%. Securitatea energetică fără securitatea resurselor nu există. Securitatea resurselor fără diversificare nu se poate realiza. Nord Stream nu se încadrează în nicio regulă de securitate, nici ca sursă, care s-a dovedit imprevizibilă, politizată și generatoare de condiționalități, nici ca regulă de piață, determinând o dependență periculoasă de o singură sursă. Este evidentă încercarea Gazprom de a crește dependența Europei de gazul rusesc, South Stream, Turkish Stream, Nord Stream. Este de neînțeles pasivitatea Europei relativ la încercările de diversificare din coridorul sudic. Este necesară implicarea activă, financiară, politică pentru alimentarea cu gaz a Uniunii Europene din zona sud-estică din surse existente sau noi: Azerbaidjan, Iran, Marea Neagră, Mediterana. Implicare pe teren, nu numai în dezbateri.

Wszyscy tutaj zebrani, reprezentujący zarówno Parlament Europejski, jak i Komisję Europejską, mamy świadomość, że ten projekt jest projektem nie tylko ekonomicznym, ale przede wszystkim politycznym uderzającym w bezpieczeństwo energetyczne wielu krajów Unii Europejskiej, między innymi Polski. Zgodnie z najnowszymi prognozami w najbliższych latach nie przewiduje się istotnego wzrostu zapotrzebowania na gaz ziemny w Unii Europejskiej jako całości – w takim przypadku rozbudowa rosyjskiej infrastruktury przesyłowej na pewno nie ma uzasadnienia ekonomicznego. Potwierdza to fakt, że koszty budowy kolejnych nitek szacowane są na około 10 miliardów euro, podczas gdy szacowane koszty modernizacji infrastruktury przesyłowej na Ukrainie są o połowę niższe.

Ponadto Nord Stream 2 uniemożliwia rozwój portu w Świnoujściu, o czym już bardzo często wspominano, a co stanowi w tym momencie kwestię polityczną. Negatywne argumenty czy wnioski były już kilkakrotnie prezentowane podczas spotkań i debat w Parlamencie i Komisji. Nadal jednak powstają kolejne pytania, między innymi: jak Komisja zamierza wesprzeć projekty przynoszące realną dywersyfikację lub eliminujące wąskie gardła wewnątrz Unii Europejskiej? Bo to są rzeczywiste potrzeby, jeśli chodzi o infrastrukturę energetyczną w Unii Europejskiej, w przeciwieństwie do dodatkowych zdolności przesyłowych Rosji.

Kilka tygodni temu podczas debaty w Parlamencie Europejskim komisarz Šefčovič zasugerował podpisanie umowy międzynarodowej Niemcy – Rosja regulującej status prawny Nord Stream 2. Jak do tej propozycji odnosi się rząd Niemiec? Jakimi argumentami posługuje się Komisja Europejska, by przekonać Niemcy do takiego rozwiązania? Czy w rozmowach z partnerami spoza Unii Europejskiej, na przykład z USA, pojawia się wątek Nord Stream? Jakie jest stanowisko naszych kluczowych partnerów USA w tej sprawie i czy zostanie ono wzięte pod uwagę przez Komisję Europejską?

  Bendt Bendtsen (PPE). Hr. formand! Europa skal gøre sig mindre afhængig af gas fra Putins Rusland. Desværre trækker det såkaldte Nord Stream 2-projekt i den stik modsatte retning. Projektet er dårligt for Europa, og da er jeg helt enig med min kollega Buzek, der i sin tale sagde, at det under ingen omstændigheder skal have EU-midler i tilskud.

Er projektet overhovedet i overensstemmelse med målet for energiunionen? Jeg tvivler meget! Vi burde også se på de såkaldte IGA-aftaler, ligesom det skal ske på rådsmødet nu den 6. juni. Dette projekt om Nord Stream, hvordan hænger det sammen med IGA-aftalerne? Vi skal jo gøre os mindre afhængige af energi udefra.

Det er et spørgsmål for mig også om forsyningssikkerhed, men det er også et spørgsmål om sikkerhedspolitik. Vi skal lægge mere vægt på andre energikilder, f.eks. sol og vind, samtidig med at vi skal bruge den energi, vi har i Europa, mere effektivt. Energieffektivitet og vedvarende energi er bedre end at aflevere pengene i Putins statskasse.

  Zbigniew Kuźmiuk (ECR). Panie Przewodniczący! Panie Komisarzu! Panie Komisarzu! Te informacje już padały na tej sali, ale dla porządku je przypomnę. Istniejąca infrastruktura gazowa umożliwia przesyłanie z Rosji do Europy blisko 250 mld m3 gazu, podczas gdy import gazu przez Unię z Rosji w 2014 roku wyniósł około 120 mld m3 , czyli wykorzystane zostało zaledwie niepełne 50% możliwości przesyłowych.

Po drugie, poziom wykorzystania istniejącej infrastruktury LNG – gazu skroplonego – wynosił w 2014 roku w Unii zaledwie 25%. Oznacza to, że aż 75% tej infrastruktury jest niewykorzystane, co w liczbach bezwzględnych daje 150 mld m3 gazu, czyli wyraźnie więcej niż Unia importuje z Rosji.

Po trzecie, po oddaniu do użytku dwóch pierwszych nitek Nord Stream wykorzystanie przepustowości gazociągów przebiegających przez terytorium Ukrainy w 2014 roku gwałtownie spadło z 58% do 28%, podczas gdy wykorzystanie dwóch pierwszych nitek Nord Streamu wzrosło z 36% do 60%, co oznacza, że głównym celem Nord Stream 2 będzie zwiększenie rosyjskich mocy przesyłowych, a w ten sposób dojdzie do całkowitej eliminacji przesyłu gazu przez Ukrainę i utrudnienia czy nawet odcięcia rosyjskiego gazu dla Słowacji i innych krajów Europy Środkowo-Wschodniej.

Mam więc na koniec pytanie: czy zdaniem Komisji, Komisja nie powinna być bardziej stanowcza w stosunku do tego projektu?

Nord Stream 2 jest politycznym projektem, dlatego chciałem zauważyć, że profesor Kuźmiuk mówił, że Ukraina dostaje z tego dwa miliardy rocznie, że koszt położenia tego wynosi dziesięć miliardów, ale przecież Polska czy Słowacja też biorą pieniądze. Niepłacenie Ukrainie dwóch miliardów rocznie być może ma to jakieś uzasadnienie ekonomiczne, prawda? Natomiast dziwi mnie, że nikt nie mówi – choć to jest ważne pytanie – o kraju najbardziej zagrożonym przez Nord Stream 2, o Białorusi.

Nie ulega wątpliwości, że kraje tranzytowe, pobierając opłaty za przesył gazu, na tym zarabiają, ale skoro jesteśmy w jednym organizmie Unii Europejskiej, to solidarność europejska powinna polegać na tym, że interesy krajów członkowskich są brane pod uwagę przede wszystkim. Przypominam, że Ukraina to kraj stowarzyszony, więc powinniśmy rzeczywiście, kierując się solidarnością europejską, pilnować tychże interesów.   Henna Virkkunen (PPE). Arvoisa puhemies, Euroopan suuri riippuvuus Venäjän energiasta on ongelma Euroopalle. Erityisesti riskit ovat kasvaneet sen jälkeen, kun Putinin Venäjä on ottanut energian ulkopolitiikan aseekseen ja osaksi voimapolitiikkaansa. Tiedämme, että yli kolmannes Euroopan energiasta tulee Venäjältä, ja suurinta riippuvuus on nimenomaan maakaasussa, jossa osuus on jopa noin 40 prosenttia.

Kaikki ne tavoitteet, joita nyt tehdään energiaunionin edistämiseksi – omavaraisuuden kasvattaminen, markkinoiden parantaminen, energialähteiden monipuolistaminen ja Euroopan maiden verkottaminen toisiinsa entistä paremmin – ovat kaikki tärkeitä ja kannatettavia tavoitteita. Mutta Nord Stream 2 ei ole sopusoinnussa näiden tavoitteiden kanssa. Se on vastoin energiaunionin tavoitteita. Täällä on käytetty yli 20 puheenvuoroa aiheesta, kaikista poliittisista ryhmistä, eikä kukaan ole sanonut, että tämä olisi hyvä ja kannatettava hanke. Nord Stream 2 ei ansaitse Euroopan unionin tukea.

  Massimiliano Salini (PPE). Signora presidente, onorevoli colleghi, signor Commissario, non le ripeterò cose che sa benissimo. I dati che riguardano questo progetto sono in suo possesso da tempo e li ha anche commentati in modo molto esplicito.

Chiunque in Europa e nel mondo abbia un minimo di dimestichezza con questioni che riguardano l'energia e l'Unione europea, sorride vedendo l'evolversi di questo progetto, perché se noi dovessimo metterci a tavolino e cercare di creare un esempio di scuola, che sia in grado di contraddire in un momento tutti gli obiettivi che si sta ponendo l'Unione europea in ambito energetico, non troveremmo un esempio calzante come questo.

Allora il primo tema è: facciamo onore all'Unione europea e non dimostriamo di essere così contraddittori. In secondo luogo: teniamo conto del fatto che, qualora dovesse essere realizzato un progetto come questo, vi sarebbe tutta una fetta d'Europa che non potrebbe usufruire del gas che arriverà in Europa dalla Russia attraverso questa pipeline, perché non vi sono connessioni sufficienti. Allora è una stupidaggine dal punto di vista politico ed è una stupidaggine dal punto di vista economico, e quindi ci dia una mano a non coprirci di ridicolo e blocchi anche lei con noi questo progetto.

Pominę również kwestię dotyczącą legalności i zgodności tego projektu z prawem Unii Europejskiej, prawem międzynarodowym, prawem ochrony środowiska itd. – bo gdyby nawet inwestorzy spełnili wymagane przepisy, to i tak jest to zły projekt ze względu na to, że godzi w ideę i najważniejsze zasady Unii Europejskiej, w tym unii energetycznej. To jest projekt, który godzi w bezpieczeństwo dostaw. To jest projekt, który narusza zasadę dywersyfikacji, w tym zasadę dywersyfikacji źródeł, dostawców oraz dróg dostaw. To jest projekt, który narusza zasadę konkurencyjności. I w końcu, co najważniejsze, to jest projekt, który narusza zasadę solidarności i zaufania. A czego potrzebujemy dzisiaj w ciężkich czasach Unii Europejskiej bardziej niż właśnie solidarności i wzajemnego zaufania?

Myślę, że możemy pokusić się o stwierdzenie, że skupia on jak w soczewce to, w jakiej kondycji jest obecnie Unia Europejska. Pokaże on bowiem, czy jesteśmy w stanie solidarnie działać na rzecz interesów Europy jako całości, pokaże na ile odporni jesteśmy na wpływ czynników z zewnątrz, w tym na strategię „dziel i rządź”, pokaże w końcu na ile na serio traktujemy wcześniej przyjęte zasady. Dlatego też bardzo kibicuję Komisji Europejskiej by w ramach swoich kompetencji dogłębnie sprawdziła ten projekt pod względem zgodności zarówno z celami Unii energetycznej jak i z prawem europejskim. Jestem przekonany, że jeśli ta analiza będzie rzetelna, to wynik będzie jednoznaczny dla Nord Stream 2 – negatywny.

  Tunne Kelam (PPE). Madam President, we should first of all have in mind the context. Russia is not a normal partner any more. Its strategic aim is to weaken the EU – to split and discredit it. Gazprom has been, and is still, the main tool of Russian foreign policy. At a time of Russia’s increasing provocations, the Kremlin tries to demonstrate that the EU still needs it; that we can be further disorientated, that they can make fun of our energy union, and that they can weaken and economically isolate Ukraine. In this new situation, I am afraid there is no room for pretending that we can conduct two parallel policies – one of Russian sanctions, and another pretending that this is private business. Nord Stream 2 is a politically motivated project. We cannot hide our heads in the sand. It has to be countered by strong and clear political means.

  Jasenko Selimovic (ALDE). Fru talman! Min övertygelse är att Nord Stream 2 inte överensstämmer med energiunionens mål, inte heller med våra klimatambitioner och inte heller med EU:s mål om att diversifiera energiproducenter. Så frågan är varför vi tillåter att denna gasledning byggs. Det enkla svaret är att EU:s medlemsländer inte litar på varandra när det gäller energiförsörjningen, och i brist på detta förtroende tillåter vi Ryssland att spela ut medlemsländerna mot varandra. Men faktum är att om utbyggnaden av Nord Stream blir av kommer den att minska försörjningstryggheten i särskilt Central- och Östeuropa. Den kommer att ge mer styrka till Ryssland att med hjälp av energi pressa ut enstaka länder. Den kommer att öka Gazproms och Rysslands dominerande ställning, minska mångfalden av leverantörer, sätta Ukraina och omkringliggande länder i ett besvärligt läge och förstöra klimatambitionerna. Är det då inte bättre att försöka anstränga sig för att bygga upp förtroende mellan våra länder än att tillåta detta projekt att fortsätta? I en tid när säkerheten i vårt område, särskilt i Central- och Östeuropa är sämre än på mycket länge är det dumdristigt att gå vidare med planerna på Nord Stream 2. Jag säger bara: Stoppa planerna på Nord Stream 2 så snart som möjligt.

  Ivana Maletić (PPE). Gospođo predsjednice, drago mi je da smo večeras dali jedno veliko i složno ne projektu Sjeverni tok 2, jer nije nam cilj pomoći diverzifikaciju pravaca opskrbe iz Rusije nego diverzificirati izvore energije u Europi i smanjiti ovisnost o uvozu. Energetska ovisnost vrlo se lako pretvara u ekonomsku, ekonomska u socijalnu i tako Europu koju želimo učiniti liderom i pokretačem razvoja, projektom Sjevernog toka 2 guramo u drugom smjeru.

Još nešto bih htjela istaknuti: Europska komsija identificirala je 195 ključnih energetskih infrastrukturnih projekata. To su projekti kojima ćemo pridonijeti ispunjavanju strateških ciljeva energetske unije, a ovim projektom Sjevernog toka 2 stavljamo pod upitnik vrijednost i provedbu i ovih energetskih projekata čiju pripremu smo već počeli financirati iz CEF-a. To nikako ne želimo.

Κυρία Πρόεδρε, είναι αναγκαίο αλλά μάταιο να υπενθυμίσουμε ότι η ενότητα της Ένωσης κλυδωνίζεται εξαιτίας της Γερμανίας και σύντομα θα καταρρεύσει και αυτό όχι μόνο λόγω του πιθανού brexit, των λαθρομεταναστών, των πολιτικών λιτότητας και του στραγγαλισμού της Ελλάδος, που είναι πολιτικές τις οποίες επέβαλε η Γερμανία. Θα καταρρεύσει γιατί είναι πλέον φανερό ότι όλο και περισσότερες χώρες αντιστέκονται ανοικτά στις πολιτικές οι οποίες τις περισσότερες περιπτώσεις επιβάλλονται εκβιαστικά: ο Νorth Stream ΙΙ ενδιαφέρει αποκλειστικά τη Γερμανία, η οποία αδιαφορεί για τις αντιδράσεις άλλων κρατών, όπως της Πολωνίας και της Ιταλίας. Η Γερμανία ακολουθεί πολιτική δύο μέτρων και δύο σταθμών, απαγορεύοντας σε άλλες χώρες να έχουν προνομιακές οικονομικές σχέσεις με τη Ρωσία, ενώ η ίδια επωφελείται το μέγιστο από αυτές, ενάντια σε ηθικούς και πολιτικούς κανόνες. Η Γερμανία έπαιξε μέγα ρόλο με τη σιωπή και ανοχή της στην ουκρανική κρίση, παρασύροντας και άλλα κράτη μέλη. Τώρα μάλιστα χρησιμοποιεί ως δικαιολογία την ουκρανική κρίση για να επιβάλει την επικύρωση συμφωνίας με την Gazprom. Παράλληλα όμως, εμποδίζει την κατασκευή του South Stream που θα μετέφερε ρωσικό φυσικό αέριο μέσω Ελλάδας, Βουλγαρίας και Ιταλίας. Δεν είμαι προφήτης για να μαντέψω πότε θα καταρρεύσει η Ένωση, θεωρώ όμως ότι η διάσπαση είναι αναπόφευκτη όσο θα ανεχόμαστε την ακόρεστη δίψα της Γερμανίας για πολιτική και οικονομική επικυριαρχία.

  András Gyürk (PPE). Elnök Asszony, a közép-kelet-európai országok számára az Északi Áramlat bővítése nem jelent sem diverzifikációt, sem pedig a versenyképességük javulását. Sőt, továbbmegyek ennél, ha megvalósul a projekt, azokon a gázvezeték-összekötőkön, amelyeket azért építettünk közös erővel, hogy jobban kapcsolódjon a széttöredezett közép-kelet-európai a jóval likvidebb nyugat-európai gázpiachoz, az orosz gáz kerül majd importálásra. Így kétséges, hogy marad-e kapacitás az összekötőkön az alternatív szállításokra.

Ez visszalépés lesz a kitűzött diverzifikációs cél tekintetében. Várhatóan gazdaságilag sem járnak majd jól a közép-kelet-európai országok, mivel a több országon keresztüli szállítás jelentősen megdrágíthatja az energiahordozó árát. Kérem, hogy az Európai Bizottság törekedjen az energiauniós célok megvalósítására és az európai uniós jogszabályok, mindenekelőtt a harmadik energiacsomag betartatására. Ez az európai polgárok érdeke.

  Ivo Vajgl (ALDE). Jaz bom verjetno rekel nekaj disonantnega v tej razpravi. Nordstream 1 je bil začet v času, ko so bili odnosi med Evropo in Rusijo dobri in obetavni. V takšni atmosferi se je rodil tudi projekt Južnega toka, od katerega smo odstopili.

Jaz mislim, da je treba Komisiji in tistim, ki bodo vodili prjekt energetske unije, zaupati, da bodo znali držati ravnovesje med ratiom, med ekonomskimi razlogi, med okoljevarstvenimi razlogi na eni strani in geostrateškimi razlogi na drugi strani.

Mislim pa, da je preveč vabljivo, da bi se o energetski perspektivi Evrope pogovarjali samo pod vplivom geostrategije. Mislim da smo dovolj pametni, da znamo vodit račune tudi o drugih elementih.

  Miguel Arias Cañete, Member of the Commission. Madam President, I would like to thank all the honourable Members for their contributions to this debate that have enlightened the views of the Commission on this very difficult issue.

Let me say from the very beginning that I heard some honourable Members stressing that we were discussing gas too much and we should concentrate on other sources of energy. It is clear that after the Paris agreement on climate change, we are on a path of decarbonising our economies and developing renewables and energy efficiency, but it is also clear that it will take some time. In the meanwhile the cleanest fossil fuel is gas and we have to ensure security of supply for the 28 Member States of the European Union – not for a single Member State but for the 28 Member States of the European Union.

That is why the Commission is implementing a security of supply policy, trying to diversify sources, suppliers and routes. That is why we have come along with an LNG gas strategy on one side and that is why we are developing interconnectors in central and south-eastern Europe, that is why we have implemented reverse flows and that is why the Commission is supporting the Southern Corridor, which is another alternative source of supply. So the Commission will keep on applying these policies which are the ones needed to assure security supply all over the European Union.

There were two specific clear questions. One was by Mr Hökmark who asked whether this project would make us more or less dependent on Russian gas. The answer is very clear, and you know it already, because we speak of about 100 bcm going through a single corridor. That would mean 26% of all European Union gas consumption and 80% of Russian gas imports on a single route. The answer is very clear. Due to the size, the route and the strategic character, it would probably change the architecture of today’s European gas market and further increase the dominance of Gazprom in the western European gas market.

The European Union has made a lot of progress in opening up and integrating energy markets. That is why the European Union should therefore make sure that no market operator is able to leverage its dominant position to the detriment of competitors and consumers. So it is clear that this may change. It is also clear that we have to review those changes and apply European laws. European laws must be applied in all aspects.

I come back to Mr Buzek’s questions. He asked whether we were in contact with the German authorities. I can say that, following the mandate of the European Council, we have made contact with the German authorities on all levels and my services are in contact with the German regulators to have a complete picture of all the facts needed to assess the project. This is a complex project – it has an onshore part which touches the waters of five different Member States – and is difficult to evaluate.

But what I can say is that in the Commission we are convinced that European Union law needs to be applied, including the principles of energy law, which also need to be applied in the case of the offshore part. We will continue our discussions with the German authorities on what this entails in practice.

But beyond the application of the legal framework this project has very clear geopolitical consequences and all the Members who have intervened have pointed out those consequences. Thus this also needs to be discussed at a political level and that is why both Vice—President Šefčovič and I have explained exactly the same political concerns to the German Government on several occasions.

What I can say in conclusion is that we all agree that energy produced in the European Union must be fully aligned with European Union core policy objectives, including energy security. We cannot look in an isolated way at infrastructure projects. We have to find comprehensive and well—balanced solutions which benefit all Member States alike, as well as our neighbours. So the Commission will take very seriously the remarks of the honourable Members. We will continue monitoring this process and applying European Union legislation.

There was another question at the end on whether we have the opinion of the United States. We have the opinion, we hear the honourable Members, but I must say that just last Wednesday we had the Energy Council with the United States and we also discussed this topic, because it is a problem of geopolitical importance and is worth discussing in our bilateral relations with the United States.

  Petras Auštrevičius (ALDE), in writing. – The energy union’s aim is providing mutual benefits: to secure energy for consumers at affordable prices, create competitive market opportunities for suppliers and strengthen EU members’ solidarity. One of the Union’s key goals was achieving greater energy diversification by finding alternative sources. Nord Stream 2 represents neither source nor supply diversification. It duplicates the existing Nord Stream 1 pipeline and can become a Russian political weapon.

In order to stay resilient, the EU needs more cooperativeness and interconnection. This killer-project’s aim is opening up old divisions by destroying recently installed interconnectors in central Europe and by creating winners that will be directly supplied by Nord Stream 2 and losers bypassed by it. Ukraine’s European future would also be put at risk as Nord Stream 2 would create the conditions to cut off the gas currently transited through it.

Developing alternative energy sources infrastructure, boosting EU energy production and building new pipelines and interconnections compose an investment plan towards a common and secure energy future. Energy security is a key pillar of the EU’s energy union strategy and I believe Nord Stream 2 would eliminate any prospect of achieving a competitive and resilient internal EU gas market, free from political manipulation.

  Nicola Caputo (S&D), per iscritto. – Il progetto Nord Stream 2, gestito dalla società del gas russo Gazprom, va contro gli obiettivi dell'Unione energetica e mina la solidarietà tra gli Stati membri. Al momento questo progetto non è necessario considerato che Nord Stream 1 lavora al di sotto delle proprie capacità. Con Nord Stream 2, il colosso russo Gazprom avrebbe praticamente il pieno controllo di una parte importante del sistema di distribuzione e stoccaggio del gas nell’Europa centrale, entrando in possesso di quote di giacimenti nel Mare del Nord e aggirando o tagliando fuori non solo l'Ucraina, ma diversi paesi dell'Europa centro-orientale. Ci sono anche preoccupazioni di tipo giuridico e ambientale. Il progetto, infatti, non si giustifica economicamente e avrebbe conseguenze negative per l'ambiente marino del Mar Baltico. Nord Stream 2, inoltre, opera solo sulla base delle leggi della Russia e non è conforme alle norme europee in termini energetici e ambientali. Chiedo quindi alla Commissione di porre fine al progetto Nord Stream 2 nel più breve tempo possibile e concentrarsi su South Stream che rappresenta la vera soluzione a lungo termine per assicurare forniture di energia ai cittadini europei.

A közös klíma- és energiapolitikai célok, a COP21 célkitűzései, valamint az energiaellátás diverzifikálásának elve is megkérdőjelezi, az Északi Áramlat 2 szükségességét. A projekt mind az energiabiztonságra, mind az energiaellátás diverzifikálására gyakorolt hatása miatt is okot ad aggodalomra.

A szakpolitikai aggodalmak mellett egy nyilvánvalóan kettős mércére szeretném felhívni a figyelmet: az Európai Bizottság 2014-ben azt állította, hogy a Gazprom által a közép- és kelet-európai gázpiacon gyakorolt üzleti magatartás piaci erőfölénnyel való visszaélésnek minősül, és sérti az uniós trösztellenes szabályokat. Egyúttal a harmadik energiacsomagra hivatkozva a Déli Áramlat építését is leállíttatta. Ez az álláspont mind energiapolitikai, mind biztonságpolitikai szemszögből megfelelő volt.

Most azonban, hogy Németország szeretne vezetéket építeni, a Gazprom hirtelen megbízható piaci szereplőként tűnik fel, sőt, a tenger alatti vezetékekre vonatkozó külön szabályokra való hivatkozással akár a harmadik energiacsomaggal is összhangban levőnek tekintheti a Bizottság a tervezett gázvezetéket.

Szigorúan jogilag ez megállhatja a helyét, azonban látni kell, hogy a közép-kelet-európai régió gázpiacára is hatást gyakorló projekt engedélyezése a régió Unióhoz fűződő viszonyára is alapvető hatással lesz, mivel azt a tagállamok – nem ok nélkül – kettős mérceként fogják értékelni.

A régió országaiban, melyek egyébként is konfliktusok sorában állnak az Unióval, ennek az európai integráció egészének megítélését is érintő következményei lesznek.

Más allá de los innegables efectos negativos, que para los ecosistemas marinos tendrá la construcción de un nuevo gaseoducto en el Báltico para unir nuevamente Rusia y Alemania, y más allá de las circunstancias geopolíticas de Ucrania, esta instalación no es en absoluto necesaria: No mejora la seguridad de suministro, ya que existen varios gaseoductos que cumple esa función; Daría una posición dominante a una única empresa suministradora, y a un único Estado Miembro. Además, aumentaría la ya alta capacidad de transporte de Rusia sin justificación. Actualmente, sólo alrededor del 50% de la capacidad de transporte de Rusia se utiliza y la capacidad disponible supera ampliamente las necesidades de la UE. Pondría en peligro rutas a través de Rumanía y Bulgaria, afectando negativamente la diversificación de suministro a la UE. Todo esto crea serias dudas sobre la compatibilidad del proyecto con el mercado interior de la energía, en particular con el tercer paquete energético. El gas natural puede ser un combustible de respaldo, en el tránsito hacia un nuevo modelo energético basado en el uso de renovables, pero en ningún caso debe ser un combustible de sustitución. Aumentar la capacidad de suministro retrasaría la entrada de energías limpias en Europa.

  Laurențiu Rebega (ENF), în scris. – Consider că proiectul Nord Stream 2 trebuie analizat din trei puncte de vedere. Din perspectiva legalității și a conformității cu legislația europeană în vigoare, respectiv cu Strategia de securitate energetică a UE adoptată în mai 2014, e necesar să ne asigurăm că legislația europeană este respectată și aplicată în toate segmentele proiectului Nord Stream 2 și că nu este împotriva obiectivelor uniunii energetice. În ce privește argumentele comerciale și de sporire a capacității de livrare, Nord Stream 2 defavorizează statele din Europa Centrală și de Est. Dacă unii dintre marii consumatori ai Europei de Vest au certe avantaje financiare, acest lucru nu trebuie să afecteze interesele sau gradul de dezvoltare a capacității energetice și de tranzit din Est. La nivel principial și valoric, atâta timp cât Uniunea Europeană menține sancțiunile economice împotriva Rusiei căutând să-și câștige autonomia energetică, Nord Stream 2 trebuie să contribuie la obiectivul diversificării, nu al dependenței de un furnizor.

  Dariusz Rosati (PPE), in writing. – Interestingly, on Europe Day, while celebrating the European continent’s unity, we are confronted with a project that divides Europe. Contrary to some opinions, the Nord Stream 2 gas pipeline is not a commercial venture – it is a purely political project hampering mutual trust in Europe and weakening our energy security.

Firstly, with the existing pipeline only being used up to about 70% of its capacity, building of a new leg is economically unjustified. Secondly, it might have an economic justification only if Russia decided to stop the transit through Ukraine, thus using gas supplies as a tool of political pressure. We all know that Gazprom is not a typical business company – it is a foreign policy instrument of the Russian Government.

Moreover, Nord Stream 2 would violate the key principle of the energy union – diversifying sources of energy. In 2013, 39% of all natural gas imports to the EU were from Russia, with several countries being fully dependent on imports from Russia. The debate on Nord Stream 2 shows that some Member States only pay lip service to values such as solidarity and security. This must change if we want to show European citizens that the EU is still a legitimate project.

  Algirdas Saudargas (PPE), raštu. – Atlikta jau dešimtys tyrimų apie Europos poreikį diversifikuoti energetinių išteklių tiekėjus dėl savo pačios saugumo. Trečiojo energetikos paketo įgyvendinimas iš esmės pakeitė Lietuvos situaciją – dar prieš kelerius metus buvome 100 proc. priklausomi nuo „Gazprom“ dujų, o šiandien kalbame apie realius planus visiškai jų atsisakyti. Galimybė rinktis, o ne priimti vis agresyvesnę užsienio politiką vykdančios Rusijos sąlygas, yra Vidurio ir Rytų Europos valstybių siekiamybė. Europos Komisija, siekdama Energetinės sąjungos sukūrimo, žengė teisingus žingsnius. Tačiau planas statyti „Nord Stream 2“ visiškai prieštarauja šiam tikslui. Suprantama, didžiausia ES ekonomika siekia maksimizuoti savo efektyvumą, todėl teigiama, kad susitarimas leis tai padaryti. Visgi Bundestage neseniai užvirusios diskusijos, kiek šis „komerciniu“ įvardijamas projektas kainuos Vokietijai, kuriai reikės pritaikyti vidaus dujų tinklus naujam srautui, kelia rimtų abejonių. Pirminiais paskaičiavimimais tai siekia apie 500 mln. eurų. Akivaizdu, kad projekto įgyvendinimas daug kainuos ir kitoms šalis – Europa už dar didesnę priklausomybę nuo Rusijos dujų susimokės milžinišką sumą. Tad apie „Nord Stream 2“ žalą galima kalbėti ne tik geopolitiniu ar energetiniu saugumo, bet ir ekonominio naudingumo požiūriu. Juo labiau, netrukus atsiversianti galimybė importuoti dujas iš JAV gali iš esmės pakeisti Europos dujų rinką. Prekyba su šia strategine partnere, o ne agresyvia kaimyne, turėtų būti kryptis, kuria einama.

  Czesław Adam Siekierski (PPE), na piśmie. – Nie ma wątpliwości, że planowana budowa Nord Stream 2 godzi w bezpieczeństwo energetyczne, ale również w inne żywotne interesy krajów Europy Środkowej i Wschodniej.

Po pierwsze, po wybudowaniu drugiej nitki gazociągu Nord Stream kraje te mogą zostać w każdej chwili – na przykład ze względów politycznych – odcięte od rosyjskiego gazu, od którego są nadal w dużym stopniu uzależnione. Rosja będzie mogła bez zakłóceń przesyłać gaz na swój strategiczny rynek, tj. na zachód Europy, z pominięciem Ukrainy.

Po drugie, w razie realizacji tej kontrowersyjnej inwestycji państwa regionu mogą utracić miliardy euro z tytułu opłat za tranzyt gazu istniejącymi rurociągami lądowymi.

Po trzecie, wzrośnie uzależnienie całego kontynentu od rosyjskiego gazu i to krótko po przyjęciu tzw. unii energetycznej, która zakłada dywersyfikację źródeł energii w Europie.

Widać więc, że Nord Stream 2 stoi w sprzeczności z przyjętą polityką unijną w zakresie energii, a ponadto ma wątpliwe uzasadnienie ekonomiczne, jeśli weźmiemy pod uwagę fakt, że pierwsza jego nitka jest wykorzystywana zaledwie w połowie. Priorytetem UE powinno być przede wszystkim rozwijanie interkonektorów między poszczególnymi krajami, aby zwiększyć efektywność systemu i jego odporność na ewentualne ograniczenia w dostawach do niektórych państw.

  Ivan Štefanec (PPE), písomne. – Nord Stream 2 je čisto politický projekt, ktorý je nebezpečný nielen pre Slovensko, ale aj pre celú EÚ. Tento projekt ide proti základným princípom energetickej únie založenej na diverzifikácii zdrojov a dodávateľov. Lepšie ceny energií môžeme dosiahnuť len ich širšou ponukou, a nie posilňovaním ruského štátneho gigantu.

  Indrek Tarand (Verts/ALE), in writing. – I agree with what my honourable colleague Mr Kelam said on the matter, and I would like to add that reliance on Russia’s gas supply is extremely short-sighted because it is not sustainable in the long term. Primarily since Russia is not a reliable partner, but also because Russia’s supplies are limited. I believe that Gazprom is bluffing and the alleged abundance of gas in Siberia is greatly exaggerated.

It would be hypocritical and contradictory on our part to condemn the war in Ukraine and the annexation of Crimea on one hand while on the other we further increase our own dependence on Russia in the field of energy. Russia has on several occasions tried to strangle Ukraine, earlier by cutting off supply in a critical moment and now by planning to bypass Ukraine entirely in order to further destabilise them economically. Russia wields energy as a weapon without hesitation, which is why we should oppose doubling Nord Stream’s capacity, both out of solidarity for Ukraine but also to avoid ending up in a similarly precarious situation. To achieve this we need strong political means, but while we pinpoint those we should at the very least keep the current sanctions.

Уважаеми колеги, в днешни дни обединена Европа е разкъсвана от разделителни линии между държавите членки, изникващи по пътя на решаването на старите и нововъзникналите кризи. Северен поток 2 е проектът, който очертава нова разделителна линия. Този път разделението е в полето на една от най-значимите инициативи на ЕС за нов импулс за обединение, а именно изграждането на Европейски енергиен съюз, в който по пътя на солидарността и доверието между страните да се постигне сигурност и диверсификация на енергийните доставки и конкурентни цени на един общ енергиен пазар. Ще припомня изоставения вече, но приоритетно подкрепян от целия ЕС проект Набуко, чиято съдба бе решена от избора на друго решение от заинтересованите частни компании. Възможно ли е днес газовата карта на Европа отново да бъде преначертана от консорциума на европейски енергийни компании и Газпром, участващи в Северен поток? Многократно декларираните приоритети на ЕС за развитие на южния газов коридор отново ли ще бъдат загърбени? Могат ли правителствата да направя нещо? Вероятно такива въпроси нямаше да има, ако открито и достъпно бе представена на обществото информация за това, защо и кому е нужен този проект. Крайно време е за истинска откритост в европейската енергетика, за да се задейства механизмът на солидарност и доверие.
