  Czesław Adam Siekierski, autor. – Szanowni Państwo! Pytanie jest wszystkim znane, skupię się więc na komentarzu do tego pytania, na jego uzasadnieniu. Można z całą odpowiedzialnością stwierdzić, że sytuacja na rynku mleka jest kryzysowa. Rynek mleka zawsze był wrażliwy, bo nawet w okresie kwotowania występowały też poważne zakłócenia, czego dowodem były lata 2008–2009. Po likwidacji kwot mlecznych sytuacja się skomplikowała. Producenci mleka jeszcze przed wygaszeniem kwotowania postawili na zwiększenie produkcji, aby mieć silniejszą pozycję na uwolnionym rynku. W roku 2015 wystąpiły sprzyjające warunki dla wzrostu produkcji. Zrozumiałe jest, że każdy producent chce zwiększać swoje dochody, stąd przy wspomnianych wyżej sprzyjających warunkach nastąpił wzrost produkcji. Większość rolników musi bowiem również finansować spłaty zaciągniętych kredytów.

Rynek mleka jest rynkiem globalnym, stąd na jego wpływ ma produkcja, podaż i popyt w różnych regionach i krajach świata. W 2015 r. wzrosła produkcja także w Stanach, Australii. Należy wziąć pod uwagę, że były również zgromadzone znaczne zapasy z roku 2014 i lat wcześniejszych. Zmniejszył się także import mleka i jego przetworów przez Chiny. Jednocześnie nie nastąpił wzrost konsumpcji, do czego zapewne przyczynił się prowadzony przekaz medialny o szkodliwości laktozy dla zdrowia człowieka. Nadwyżka podaży nad popytem doprowadziła do bardzo istotnego spadku cen mleka, są one poniżej kosztów produkcji.

Zastanawiająca jest w takim razie sytuacja na rynku europejskim, gdzie z kwoty 420 mln przeznaczonych na interwencję na rynkach rolnych jeszcze jesienią ubiegłego roku wykorzystano nieco ponad połowę środków.

Komisarz Hogan dał w tym względzie duże pole manewru krajom członkowskim w zakresie wykorzystania tych środków. Zawsze proponowaliśmy zwiększenie elastyczności dla krajów, co komisarz Hogan uczynił. Można stwierdzić, że pomimo różnych pozytywnych i bardzo istotnych działań podejmowanych na szczeblu Komisji i krajów efekty są bardzo mało widoczne.

Obecnie jest pilna potrzeba stworzenia równowagi między podażą i popytem. Brak jednak propozycji instrumentów, które by prowadziły do obniżenia produkcji. Zakładanie, że rolnicy uczynią to dobrowolnie, nie znajduje potwierdzenia w rzeczywistości. Rolnicy bronią się przed upadłością poprzez zwiększenie produkcji. Należy zatem zastosować pewną formę płatności z tytułu obniżenia produkcji, jednocześnie zapewniając gospodarstwom możliwość zachowania swojej płynności finansowej, aby nie podjęły likwidacji stada wcześniej i w szerszej skali. Pozytywnie należy ocenić działania krajów członkowskich i komisarza Hogana na rzecz zwiększenia sprzedaży w krajach trzecich, ale jednocześnie należy zwiększyć spożycie przetworów mlecznych na rynkach krajowych, szczególnie tam, gdzie jest ono stosunkowo niskie. Myślimy także tu o wykorzystaniu dystrybucji bezpłatnej żywności w ramach programu, który przyjęła Unia Europejska tym zakresie, czy także przeznaczenie większej dystrybucji produktów mlecznych grupie osób napływających do Europy.

Przedstawiona powyżej sytuacja obrazuje, jak bardzo europejski rynek mleka jest uzależniony od rynku światowego, innych uwarunkowań zewnętrznych, często mających charakter polityczny, jak w przypadku embarga rosyjskiego, czy też daleko idących ustępstw na niekorzyść rolnictwa w porozumieniach handlowych zawieranych przez Unię z krajami trzecimi, gdzie często poświęca się sprawy rolne dla korzyści w innych obszarach wymiany handlowej. Należy zatem przede wszystkim poprawić efektywność funkcjonowania łańcucha mlecznego od udoju aż do konsumenta. Wiele elementów wymaga poprawy w zakresie integracji pionowej i funkcjonowania także spółdzielczości, bo tam także różne spółdzielnie są własnością członków, kosztami obciąża się rolników. Jest możliwość zwiększenia efektywności w ramach poprawy integracji pionowej.

  Hans Hoogeveen, President-in-Office of the Council. – Madam President, it is a great honour for me, on behalf of the Netherlands Presidency, to address the European Parliament and to answer the question. The situation in the agricultural markets in many of the Member States is very difficult and severe, especially in the dairy sector, and the Council is fully aware of this situation and shares the concerns of the farmers who have to cope with these difficult problems.

Yesterday, at the hearing of the Agriculture Committee, the dairy sector clearly conveyed a clear sense of urgency, although the views on how to solve the crisis were quite different. Notwithstanding the September 2015 package, mainly directed to the dairy sector, prices are still at a low level and lower than expected. Therefore, the Council continues to work hard to properly address the concerns of farmers and of the Member States, but of course it has to be done within the framework of the Common Agriculture Policy.

It is a European crisis which needs a European answer, but at the same time, the circumstances in different Member States differ from sector to sector and from country to country. You see an average increase of milk production of about between 5% and 6%, but that is not the case in every Member State so whilst stating that we need a European answer, at the same time we need flexibility for the Member States to implement measures which are suitable for the national circumstances.

It is also clear that it should be a joint effort, a joint effort by the Council, the European Parliament, the European Commission, but also by the producers themselves. It is clear that we have to find ways to reduce milk production within the European Union. And of course we took the decision in September 2015 for the package of about EUR 420 million, and of course it was done to directly support farmers and to see how we can leverage the supply and demand. Member States – and Commissioner Hogan will probably say something about it – are still implementing those measures. The Presidency has put on the agenda of every Council meeting the market situation and discussed with the Member States how to act.

In March, we took 16 additional measures, together with the Commission and the Council, and those measures relate to intervention measures, they relate to promotion measures, to exports, as well as the possibility for Member States to give additional state aid. Also, these measures still have to be implemented and implementation is under way, and of course time will tell whether those two packages are up to the task and to see whether or not we can level supply and demand.

As stated in the Presidency conclusions of March, the Netherlands Presidency keeps the developments of the markets under close review and will discuss it of course again at the June Council. It was also stated in the March conclusions that the Council has called on the Commission to consider the availability of additional resources, including the possibility of activation of the crisis reserve as a last resort, to support market measures at the appropriate time. That will be on the agenda of the June Council to be discussed by the Council, Member States and the Commission. But also at the last Council it was clear that many Member States have stated that if we are again going to take additional measures, they have to be linked to a reduction of milk production. They cannot be standalone measures, they have to be linked to a reduction of milk in the Member States by the producers themselves.

  Phil Hogan, Member of the Commission. – Madam President, I apologise for being slightly late this morning. I welcome the opportunity to return to this House at a time of continued crisis in the agricultural markets in several Member States, but particularly in the dairy and pigmeat sectors.

The situation in the dairy sector in virtually every Member State is acute, and the most recent price information available from the Milk Market Observatory (MMO) shows that the average milk price in the European Union in April was 27.62 euro cents per kilogram. This represents a fall of 11.5% since the same time last year.

The situation is, of course, not one confined to Europe, with global supply continuing to outpace demand, which is putting pressure on dairy products in particular and indeed on their prices. Experts in the Milk Market Observatory acknowledged at their meeting on Tuesday that some improvement in market sentiment was perceptible, against a background of slowed—down milk production in the coming months, and global demand remains healthy. However, they concluded that the market fundamentals have not really changed and that an improvement in the supply—demand equation remains absolutely necessary.

Despite my commitment to identify new markets and some encouraging export data, opportunities for increased demand are limited. Accordingly, we have to focus on supply. Before looking at the extensive range of measures which the Commission has put in place, I would like to reflect further on both the supply and demand sides of the equation. Milk deliveries in the European Union increased in 2014 and 2015 by 4.4% and 2.6% respectively but in the first quarter of this year milk collection grew by 7.2%. As a result, an additional volume of 2.6 million tonnes has been collected in just three months.

At a world level, milk production increased by 3.9%, mainly due to European Union production levels, and US production was up 1.2% in April, a lower figure than was expected. Production in New Zealand is expected to be down 2% for this year and Australia down 1.2%. Within the European Union the largest increases in volume in the first two months of 2016 were reported in the Netherlands (330 000 tonnes), Germany (300 000 tonnes), Poland (140 000 tonnes) and Ireland (110 000 tonnes). In percentage terms the largest increases have been in Ireland, Cyprus, Luxembourg, Belgium and the Netherlands.

On the demand side, the view of the MMO Economic Board at its meeting on Tuesday was that world demand remains dynamic, driven by butter and cheese. European Union export data supports this view, with dairy exports having increased by some 13% in the first two months of this year. There were particularly good figures for butter, which was up 17%, and cheese, 13.4%, and double digit growth in import data from China confirms its recovery. The Union has increased cheese exports to all top ten destinations up to February 2016, principally by 9% to the United States. Significant increases of butter exports have been reported from Morocco, Canada and Turkey, while skimmed milk powder exports have also increased significantly in Algeria, Indonesia, and indeed in China it is up 71%.

As you know, the 109 000 tonne ceiling for the buying—in of skimmed milk powder at fixed price was reached on 31 March and a tender was operated on 19 April. The maximum buying—in price was fixed at the level of the intervention price and some 27 000 tonnes were additionally bought into intervention. On 20 April, buying—in at fixed price resumed under a double ceiling, up to 218 000 tonnes, which was reached yesterday. In view of this, the Commission will be proposing a further increase in the ceilings up to 350 000 tonnes.

When I spoke in this House last month about the broader European agricultural sector, I outlined the extensive set of measures that I proposed last March. Today I will focus on some of the specific measures that are providing significant support to the dairy sector and without which the current situation would be considerably worse. Last year, total private storage aid and public intervention support covered 2.8 million tonnes of product, at a time when European production had increased by 3.5 million tonnes. We have now effectively deployed all of the tools available in the CAP toolkit, including the activation of Article 222 of the CMO, a measure that was never previously used. In that regard, I want to commend the Committee on Agriculture and Rural Development (AGRI) of this House for the organisation of last evening’s hearing on the use of this instrument. I hope that those who participated now have a good understanding of the measure and its potential, which I believe should not be underestimated. This measure is part of a comprehensive and broad—ranging response and can play a significant role. It encourages action towards greater market balance in the dairy sector.

In order to encourage use of this tool as an effective contribution to the crisis, I have met with COPA-COGECA and the European Dairy Association (EDA) and I will discuss the issue again with COPA-COGECA this week. This is a voluntary instrument and its use depends ultimately on producers. It is now genuinely in the hands of dairy farmers who may, if they so wish, join forces and collectively decide to reduce production.

Before turning briefly to the question of the role of the MMO, I would like to say something about the use by Member States of the EUR 420 million targeted aid package, of which 66% was directed at the milk sector. Based on the most recent information reported to my services, just 56% of this money has been spent. The rate of spending is, of course, likely to be accelerated in the coming weeks and Member States have been reminded that they have until the end of next month to spend all of the money or to forfeit it.

Finally, I want to acknowledge the role the MMO is playing in ensuring timely and robust data to all stakeholders in the sector, including Members of this House. Transparent price information and other related data is essential for forward planning and ensures that decisions are taken on the basis of accurate information. The Milk Market Observatory provides a unique portal, where the most comprehensive possible set of market data is available. The role of the MMO is to provide such data and not to substitute for the actions of the institutions.

In conclusion, let me once again acknowledge the depth of the crisis that exists in the dairy sector. While this is not a crisis exclusively of our making, we have of course been badly affected by it. But producers must take responsibility as well for the continuing increase in production which I have just outlined and which, given current market conditions, is simply not sustainable. Despite the deployment of a range of available measures, I must emphasise that I can work only within the constraints of the legislation that is available, specifically in terms of the exceptional measures available. This was the outcome of the 2013 reform, in which Parliament and the Council reaffirmed the market orientation of the CAP.

I look forward to Members’ ideas about how we can go forward and how we can continue to help the dairy sector.

  Albert Deß, im Namen der PPE-Fraktion. – Frau Präsidentin! Herr Kommissar! Herr Ratspräsident, liebe Kolleginnen und Kollegen! Die jetzige Marktsituation bei Milch gefährdet die Existenz von Hunderttausenden Milchbauern, in der Europäischen Union. Wir haben eine Situation mit niedrigsten Preisen: Aus dem Baltikum werden mir Milchpreise um die zehn Cent berichtet, da kann kein Milchbauer mehr existieren, auch nicht mit 20 Cent. Die Kommission hat im Rahmen ihrer Möglichkeiten bei Butter und Magermilch interveniert und auch einige andere Maßnahmen beschlossen, aber diese Maßnahmen reichen in der jetzigen schwierigen Situation nicht aus.

Wir haben eine vollkommen neue Situation, und diese neue Situation erfordert neue Maßnahmen. Herr Kommissar, Sie wissen es: Ich halte das jetzige Interventionspreissystem nicht für zielführend. Wir brauchen ein Ad-hoc-Interventionssystem, wo die Kommission die Möglichkeit hat, schon früher eingreifen zu können, bevor die Preise total im Keller sind. In Anbetracht des Marktungleichgewichtes ist es notwendig, auch für eine begrenzte Zeit, Milchmengen europaweit aus der Produktion zu nehmen. Wir sollten schon überlegen, ob es möglich ist, dass verpflichtend jeder Landwirt eine gewisse Menge für eine bestimmte Zeit aus der Produktion nehmen muss.

Ich halte von einer freiwilligen Maßnahme nichts! Denn hier werden nur die schwächsten Gebiete aus der Produktion aussteigen, und in anderen Gebieten wird die Produktion ausgeweitet werden. Die jetzige Situation wird meiner Ansicht nach auch vom Einzelhandel, von den Großkonzernen brutal missbraucht. Mir wird berichtet, dass gerade jetzt diese Konzerne die Situation nutzen, um den Bauern neue Auflagen am Gesetzgeber vorbei zu diktieren und auch hier ist es notwendig, dass wir mit kartell rechtlichen Maßnahmen einschreiten. Kollegin McGuinness wird dazu sicher etwas sagen, sie arbeitet an diesem Problem. Wir müssen aber auch dafür sorgen, dass der Absatz gesteigert wird. Hier, Herr Kommissar, wäre eine Sofortmaßnahme, dass wir wieder eine Butterfettstützung einführen. Ich bin der Meinung, hier könnten wir einige Milliarden Kilogramm Milch wieder unterbringen und andere Fette durch Butterfette ersetzen, was auch im Interesse umweltpolitischer Anliegen wäre.

  Paolo De Castro, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, Commissario, la crisi che perdura ormai da mesi nel settore lattiero-caseario ha assunto dimensioni continentali, se non globali.

A fronte di tale situazione, le misure messe in campo finora si sono rivelate non solo inefficaci, ma addirittura in alcuni casi controproducenti. Ne sono prova i dati preoccupanti riguardanti i livelli produttivi negli ultimi mesi che, nonostante la costante caduta dei prezzi, continuano ad aumentare. Le ultime analisi elaborate dalla Commissione mostrano un incremento di produzione nei primi tre mesi dell'anno, su base annua, del 7 %.

Al pacchetto di 500 milioni di euro dello scorso autunno è seguita, lo scorso marzo, la proposta di misure nazionali, o addirittura locali, implementabili in modo volontario negli Stati membri e finanziate dagli stessi con risorse proprie. Invece di sfruttare il potenziale di un uso coordinato delle risorse, volto a contenere la produzione europea, l'idea di individuare misure da gestire a livello di singolo Stato membro si sta rivelando fallimentare ed ha come diretta conseguenza il rischio di una progressiva rinazionalizzazione della PAC, l'unica politica che, da sempre, rappresenta un fattore di integrazione europea.

Per far fronte ad una crisi continentale, servono quindi strumenti di respiro europeo, che facciano riacquistare all'Unione quel protagonismo che l'ha a lungo contraddistinta. È giunto quindi il momento che la Commissione attivi senza ulteriori indugi una procedura d'urgenza per arrivare al più presto alla definizione di un atto legislativo che, da un lato, preveda misure emergenziali di contenimento dell'offerta e che, dall'altro, risponda con risposte strutturali che migliorino gli strumenti di gestione delle crisi e mitighino l'impatto della modalità dei prezzi sulle nostre filiere produttive.

Se non si fosse perso tempo, negando a lungo una crisi già evidente dall'inizio dello scorso anno, ma si fossero messe in campo le misure più volte indicate da questo Parlamento, i nostri agricoltori non si troverebbero, signor Commissario, in questa condizione.

  James Nicholson, on behalf of the ECR Group. – Madam President, I welcome this debate this morning but the reality is, of course, that no government, no politician and certainly no Commissioner is all powerful, that we can solve the problem all on our own.

We had a debate last night in the Parliament and in the committee, and I have to say I found it one of the most pessimistic debates I have ever sat through. I listened to the experts and I listened to the Commissioner. There was only one real truth and that was by the Deputy Director—General, Mr Korte, who said the situation was not good, and there was no need to beat about the bush. That is what your own Deputy Director—General said last night, Mr Commissioner.

Now I have to say to you, we have to recognise some realities here. It has been mentioned this morning, if you have an increase this year of an extra 6% or 7% of milk, a market has to be found for that. The producers in the Member States who are producing this milk need to be aware that they are continuing to stoke the fire, and that they are continuing to make the problem worse not better, and certainly voluntary cutbacks will not work. And let us be honest, some Member States are positively going out encouraging their farmers to produce more milk regardless – they are going for market share. There is only one way that this can be resolved, which is that a lot of good farmers and family farms are going to hit the wall.

There is a big difference between producers and processors, and there are processors in serious difficulty as well. We have a situation where the retailers, Mr Commissioner, are getting away on a coach. They are laughing all the way to the bank at the cost of the producer, of the farmer and the sweat of his brow in the production of that milk. What we need is to sit down and to get some new ideas on the table. We are not going to go forward and it is not good enough, Mr Commissioner, in the depth of this crisis to blame producers; it is not good enough.

I remember the reform coming forward from the old Commission. I remember Commissioner Fischer Boel and I remember we fought her hard when she talked about her soft landing and we asked her where it was going to be. Where is the soft landing today for those who the banks are going to foreclose on, Mr Commissioner? And to the Council I have to say it is time you woke up in Council. You cannot continue to do what you are doing.

  Jan Huitema, namens de ALDE-Fractie. – Mevrouw de voorzitter, als wij in het Europees Parlement en vanaf de zijlijn beweren dat we de marktsituatie gaan verbeteren, bieden we valse hoop. Het belangrijkste is om boeren en tuinders handvatten te geven om hun concurrentiekracht te versterken, allereerst door betere regelgeving. Juist door ruimte te geven aan innovatie en ondernemerschap en de boeren weer vertrouwen te geven, verlagen we de kostprijs en kunnen we de maatschappelijke uitdagingen aan. Daarnaast moeten we bekijken hoe we de positie van de boer in de keten kunnen verbeteren en ons richten op instrumenten waarmee boeren hun risico's en prijsschommelingen kunnen opvangen.

In Ierland loopt een interessant initiatief. Er is een fonds opgericht waaruit melkveehouders geld krijgen als de prijzen heel laag zijn en waarbij ze weer wat inleveren als de prijzen hoog zijn.

Laten we eerlijk zijn: het zit al lange tijd tegen, ook al zijn er tekenen van herstel. Het is mij echter een doorn in het oog dat de verschillen tussen de lidstaten in de EU groter worden omdat iedereen zijn gang maar gaat nu de landbouwprijzen laag zijn. Zowel op nationaal als op Europees niveau is echte actie daarom geboden. Betere regelgeving, een gelijk speelveld, maar geen blanco cheques op de rekeningen van de boeren storten.

Zo werkt Nederland aan structurele maatregelen. Op specifieke onderdelen van dit plan is het nodige aan te merken, maar dat is niet het punt. Haast is geboden, maar plannen afrafelen heeft geen enkele zin. Oplossingen moeten juist vanuit de sector worden gezocht om zo de concurrentiepositie van de boer en tuinder te verbeteren.

  Maria Lidia Senra Rodríguez, en nombre del Grupo GUE/NGL. – Señora Presidenta. Señor Hogan, es mentira que la crisis dependa de los ganaderos. La crisis la han provocado las instituciones europeas, y son ellas quienes tienen que poner las soluciones. Señor Hoogeveen, no es verdad que la crisis la vayan a resolver los Estados, que se necesiten más ayudas de Estado. La crisis es europea y necesita respuestas europeas. Más ayudas de Estado para resolver la crisis significa condenar a los ganaderos y ganaderas de los Estados del sur, de los Estados empobrecidos de la Unión Europea de la periferia, empobrecidos e intervenidos por la troika. Hay soluciones políticas. Solo depende de la voluntad política, y voy a apuntar algunas propuestas: reducción de la producción obligatoria, equilibrar oferta y demanda, redistribuir la producción entre los productores y productoras de la Unión Europea, precios que no pueden estar por debajo de los costes de producción, modelos de producción sostenibles, mirar al mercado interior.

Esta crisis responde al abandono de las políticas públicas, pone de manifiesto que el mercado internacional es un espejismo y que lo han utilizado para condenar a los campesinos y campesinas productores de leche y dejarlos totalmente vulnerables en manos de la industria y la distribución. Sean responsables por una vez.

  Maria Heubuch, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Herr Kommissar, Sie haben gesagt, Sie hätten die Krise nicht verursacht. Ja, vielleicht haben Sie die Krise selber nicht verursacht, aber die Krise war absehbar, und es wurde vor dieser Krise gewarnt, und zwar schon vor Jahren. Es ist jetzt natürlich sehr traurig, dass diese späte Erkenntnis – die jetzt wohl inzwischen alle haben –, dass zu viel Milch auf dem Markt ist, unsere Höfe hier in Europa mit einem Verlust von über 30 Milliarden Euro bezahlen müssen und bezahlt haben – Geld, das auch im ländlichen Raum fehlt. Damit wurde eigentlich ein wirtschaftlich wie menschlich dramatischer Strukturbruch eingeleitet, und wir haben dabei zugeschaut und haben die Warnungen nicht ernst genommen. Es wurden jetzt zwar beim letzten Ratstreffen im März ordentliche Beschlüsse gefasst, um die Menge zu reduzieren. Aber jetzt haben wir Ende Mai, und wir sind nicht weiter. Im Gegenteil: Die Situation ist noch schlechter geworden. Warum? Weil noch immer der politische Wille fehlt, wirklich konsequent die Produktion zu reduzieren und die Überproduktion anzugehen.

Wir diskutieren hier immer wieder im Kreis. Es geht dann wieder um Interventionspreise, ein bisschen Stützung hier, ein bisschen Stützung da, neue Märkte erschließen. Immerhin bin ich froh, dass alle jetzt von Mengenreduzierung auch reden, aber immer hat man die Milchindustrie und deren Interessen gut im Blick. Ich frage mich schon, wo dann die Bäuerinnen und Bauern bleiben, die im Stall stehen, die Kühe melken und die Höfe über Wasser halten.

Die Verarbeiter haben nicht dieselben Interessen wie die Bäuerinnen und Bauern. Wir haben inzwischen auch gute Erkenntnisse und Studien, die zeigen, dass die Wertschöpfung der Milchindustrie sich nicht im Milchpreis widerspiegelt – da ist nichts erkennbar. Es sind die ewig gleichen Bedenken, die effektive Schritte zur Mengenreduzierung behindern. Die Mengenreduzierung – das wurde jetzt mehrfach gesagt – muss verbindlich sein, sie muss europaweit sein.   John Stuart Agnew, on behalf of the EFDD Group. – Madam President, our House of Lords in the United Kingdom had a debate and discussion on this, and evidence presented to them suggested that sectors that have not benefited historically from direct payments are better prepared to operate in world agricultural markets, and the pig and the poultry sectors – along with a horticultural sector – were ahead of other sectors in terms of having business knowledge and recording systems to understand their production costs. They are market-focused, producing for a defined market in close collaboration with their supply chains. It is all about markets. Public policy should not aim to control prices but to help farmers develop resilience to manage the risks. The point is that government should really only be thinking in terms of helping to overcome catastrophic and extreme events on farms, such as floods or drought, and not meddling in pricing or controlling supply and demand. One—off support packages can help to counter the impact of extreme natural disasters or catastrophic events that are beyond individual farmer’s control. However, the 2015 dairy support package, for example, after endless discussion, etc., resulted in a payment of just GBP 1 500 to each UK dairy farmer. Really that is just tokenism. Farmers have always been willing and able to expand production to match increasing demand. A willingness to recognise that there is too much milk is now required.

  Philippe Loiseau, au nom du groupe ENF. – Madame la Présidente, comme nous l'avions prédit, la fin des quotas laitiers a plongé le secteur dans une profonde crise – une de plus, me direz-vous –, alors que tout est sacrifié sur l'autel du libre-échange. Les prévisions savantes des technocrates incompétents, qui expliquaient que tout irait mieux après, se sont révélées fausses. Étonnant, non?

Vous avez voulu un marché non régulé. La régulation est pourtant la seule politique viable pour réduire l'instable fluctuation des prix. Pourquoi prendre des décisions qui ne profitent finalement qu'au secteur industriel? La politique de dérégulation des marchés nous a inexorablement conduits à cette crise, comme pour d'autres secteurs agricoles. Pourtant, vous persévérez encore et encore dans cette voie sans issue. Incroyable! L'augmentation des volumes depuis la fin des quotas provoque une baisse des prix, et le prix à l'exportation n'est pas suffisant pour compenser les pertes. Même l'Allemagne est touchée: la fin des quotas y a provoqué une baisse des revenus à 27 centimes le litre, avec une prévision à 22 à 23 centimes. En France, le prix du litre est aujourd'hui de 28 centimes. Un tiers des exploitations laitières allemandes ont disparu en dix ans.

Tous les professionnels du secteur vous réclament une politique de régulation. Le paquet "lait" adopté l'an dernier, bien qu'insuffisant, a dressé des constats lucides en reconnaissant les problèmes engendrés par la fin des quotas et les graves déséquilibres entre producteurs, industriels et distributeurs. Ne restez pas au simple stade du constat, prenez des décisions courageuses: les décisions qui s'imposent, à l'inverse de celles qui ont accéléré la disparition des paysans et l'augmentation du phénomène de concentration. Quel est le coût de votre politique de dérégulation pour les contribuables européens? Combien d'emplois perdus? Combien de territoires ruraux en danger? Je crois vraiment qu'il faut que le bilan de votre politique criminelle apparaisse au grand jour.

  Diane Dodds (NI). – Madam President, I do not think it is an understatement to say that the dairy sector in Northern Ireland is facing the worst crisis in a generation. Let us be clear, the impact of this crisis is much more than an imbalance within the supply chain and low prices. As a last resort, many family farms are turning to banks to borrow even more money, with some facing the really difficult situation of not being able to continue. This week in my local farming paper I have noticed five dispersal sales. This is the bitter reality of a prolonged crisis and a failure to act early – real families, real people, losing their homes and their livelihoods. Currently, we are sacrificing as well our long-term ability to produce milk by failing to act against unprecedented market volatility and political actions which are outside of farmers’ control. This is the third event this week that I have attended on this issue. We have rehearsed the problem. We have reviewed the actions taken so far, including that poorly—targeted aid package which many members have not even spent. Supply control and market support are two proven methods. Why are we ignoring these? Commissioner Hogan and the Council have indicated that we have used all the tools available in the CAP toolkit. Clearly the CAP is broken and farmers in Northern Ireland are demanding root and branch review or are simply just saying that Europe cannot help anymore.

  Michel Dantin (PPE). – Madame la Présidente, monsieur le Commissaire, nous avons beaucoup de plaisir à nous retrouver. Nous nous voyons maintenant deux fois par semaine, mais pour autant, les choses n'avancent guère. Malheureusement, pendant que nous sommes réunis ici, des exploitations agricoles vont tomber. Je pense en particulier à celles qui ont investi récemment, à celles qui se sont modernisées et aux jeunes agriculteurs. Nous sommes en train de voir partir ceux qui pouvaient pourtant constituer l'avenir de l'agriculture européenne.

La PAC, c'était la plus crédible et la plus élaborée des politiques de l'Union. Nous donnons aujourd'hui le spectacle d'une politique qui se délite. Nous avons besoin, dans cette crise, de plus d'Europe. Nous n'avons pas les moyens de stocker du lait et du beurre pendant des années. Il faut donc limiter la production. Pourquoi ne pas proposer aux agriculteurs de plus de 65 ans de cesser leur production, de manière à laisser la place aux plus jeunes? C'est une piste que je vous donne, car je crois profondément que c'est bien en réduisant et en limitant la production que nous aurons la politique la moins chère et la plus efficace.

Je suis toujours sur cette ligne-là. Le Parlement l'avait adoptée, le Conseil et la Commission l'ont refusée: à eux de prendre leurs responsabilités aujourd'hui.

  Jean-Paul Denanot (S&D). – Madame la Présidente, Monsieur le Commissaire, on savait d'évidence que la suppression des quotas laitiers sans nouvelle organisation de régulation allait engendrer la crise par la surproduction et, donc, mécaniquement, par la chute des cours.

Aujourd'hui, l'Union européenne est au pied du mur et vous avez, enfin, Monsieur le Commissaire, décidé d'utiliser l'article 222 de l'OCM unique. C'est une première bonne nouvelle, mais cela ne suffit pas, car la réussite de la mise en œuvre de cet article dépendra de la capacité des organisations de producteurs et des coopératives de s'imposer à la fois dans la réduction de la production et aussi dans la négociation des prix ou dans l'orientation des productions vers des solutions humanitaires.

Une bonne façon, Monsieur le Commissaire, de faciliter leurs tâches, à ces organisations, est de mettre en place, au niveau européen, une aide financière au retrait. En tant qu'élu rural, je le souhaite vivement car, sans cela, nous assisterons à de nouvelles vagues de désertification de nos campagnes, et je crois que ce n'est dans l'intérêt de personne.

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Panie Komisarzu! W dramatycznej sytuacji, w jakiej znalazła się większość producentów mleka w Polsce, bowiem ceny skupu oscylują w granicach 20 eurocentów za litr, rząd przygotował dla nich program pomocowy. W uproszczeniu polega on na możliwości umorzenia płatności drugiej i trzeciej raty kary za nadprodukcję mleka, jeżeli producent udokumentuje trudną sytuację finansową swojego gospodarstwa. Producenci mleka w Polsce zapłacili już pierwszą ratę tej kary w wysokości około 70 milionów euro, natomiast pozostała kwota do zapłaty to około 100 milionów euro. Polski budżet poniósł w pełni koszt kar mlecznych, ponieważ Komisja Europejska potrąciła kwotę 170 milionów euro z bieżących płatności na rzecz naszego kraju. Mam nadzieję, że Komisja Europejska szybko zgodzi się na zastosowanie tej formy pomocy dla producentów mleka w Polsce, bowiem zagrożony jest byt ekonomiczny tysięcy gospodarstw mleczarskich, które w ostatnich latach przeszły głęboką modernizację, korzystając ze środków II filaru WPR.

  Ulrike Müller (ALDE). – Frau Präsidentin! Die Situation am Milchmarkt ist seit rund 15 Monaten für unsere Milchbauern äußerst angespannt und ein Ende der Krise ist nicht in Sicht! Herr Kommissar Hogan, Sie haben verkündet, dass von der EU-Kommission keine weiteren Gelder aus dem EU-Haushalt zu erwarten sind. Damit kann ich mich nicht zufriedengeben! Jede Anwendung des Artikels 222 in den Mitgliedstaaten braucht eine Kofinanzierung durch die Europäische Kommission.

Zwei Dinge sollen wir tatsächlich sofort angehen: Sie haben verkündet, die Interventionsmenge für Magermilchpulver zu erhöhen. Wenn sie auf 350 000 Tonnen gehen, ist das sicher eine große Entlastung für den Markt. Das Zweite ist: Ich fordere Sie auf, die Diskussion um die Öffnung des Krisenfonds 2017 jetzt zu beginnen. Sie sagen, wir brauchen ein halbes Jahr Zeit. Dann sollten wir es jetzt tun, dass es Anfang 2017 zur Verfügung steht. Wenn nicht jetzt, wann dann, Herr Kommissar? Bitte handeln Sie!

  Miguel Viegas (GUE/NGL). – Senhora Presidente, a crise instalou-se e com ela uma evidência. As revisões sucessivas da PAC, todas elas orientadas para os mercados, todas elas visando a destruição de todos os instrumentos públicos de regulação de produção, estão na base de um excesso de produção que ameaça milhares de produtores com a falência pura e simples.

Muito se tem falado de uma redução apoiada da produção, mas como irá processar-se essa redução? Numa base voluntária? Com apoios nacionais ou comunitários? E quem irá reduzir? Serão, mais uma vez, os países mais débeis e mais dependentes aqueles que têm sido as principais vítimas das políticas neoliberais da União Europeia?

Sejamos sérios! Olhemos para a realidade! Não tenhamos medo de reconhecer o erro! As cotas leiteiras, seja com esta ou outra denominação, representam o caminho indispensável para garantir preços dignos a quem produz e, ao mesmo tempo, uma soberania alimentar a cada Estado nacional.

Abandonar tudo à voragem dos mercados apenas irá beneficiar aqueles que estão na base de todas essas reformas, ou seja, a grande indústria agroalimentar que continua a acumular lucros à custa da produção.

  Martin Häusling (Verts/ALE). – Frau Präsidentin! Liebe Kollegen! Das ist schon mehrmals gesagt worden: Die Situation ist dramatisch, und es macht sich Hoffnungslosigkeit breit, auch deshalb, weil die Kommission nicht angemessen reagiert. Sie haben gesagt, die Kommission ist nicht schuld. Ja, das mag sein, aber Sie selber, Herr Kommissar, haben ein gutes Jahr geleugnet, dass es überhaupt eine Krise gibt. Jetzt haben Sie ein Hilfsprogramm auf den Weg gebracht, was scheinbar nicht wirkt. Jetzt setzen Sie auf Intervention und auf weiteren Export. Man sieht doch, dass diese Politik zu nichts führt! Wenn wir jetzt in der Milchpolitik nicht wirklich radikal umsteuern, dann wird die Krise noch verlängert werden!

Ich habe den Verdacht, dass Sie und auch der Rat auf Zeit spielten nach dem Motto: Wenn mehr Betriebe jetzt aufgeben, dann wird sich die Menge schon automatisch reduzieren. Wenn wir darauf setzen, dann brechen wir vielen Kleinbetrieben und vielen Betrieben in den Randlagen oder in den Gebirgen endgültig das Genick. Deshalb finde ich dieses Spielen auf Zeit und dieses „schauen wir mal, ob freiwillige Maßnahmen wirken“ zynisch. Diese freiwilligen Maßnahmen werden nicht wirken. Wir müssen einen Deckel auf die Produktion machen. Jetzigen und sofortigen Produktionsstopp bei allen Betrieben, und dann müssen wir die Milchmenge reduzieren.

Sie haben wieder von Erfolgsquoten im Export gesprochen. Wenn wir das Spielchen weitermachen, haben wir den Erfolg nur, weil wir die Preise am Weltmarkt mit Dumpingpreisen noch weiter herunterbringen. Wir schädigen die Kollegen noch im globalen Süden. Dieses Spielchen dürfen wir nicht weitertreiben, und wir müssen uns auf den europäischen Markt konzentrieren.

Deshalb die Frage: Warum macht man keine Programme, warum lehnt die Kommission es immer noch ab, zum Beispiel eine klare Herkunftskennzeichnung zu machen, damit zum Beispiel die Milch aus Bergregionen besonders vermarktet werden kann? Warum setzen Sie weiter auf Interventionen, obwohl der Kollege Le Foll im Rat gesagt hat, es gebe da Missbrauch? Können Sie dazu etwas sagen, gibt es Missbrauch der Intervention? Ich glaube, wir müssen ganz klar ein eindeutiges Signal heute aussenden, nicht nur von Mengenreduzierung reden, sondern legen Sie etwas auf den Tisch, damit wir wirklich jetzt sofort und ad-hoc in den Markt eingreifen können und nicht noch ein halbes Jahr warten. Dann wird es für viele Kollegen zu spät sein.

  Ulrike Müller (ALDE), Frage nach dem Verfahren der „blauen Karte“. – Herr Häusling, Sie kennen sicher das Gutachten des ife-Institutes, das die grünen Agrarminister in Deutschland in Auftrag gegeben haben. Sie reden immer von Milchmengenreduzierung. Geben Sie mir Recht, dass es, wenn wir eine Mengenreduzierung haben, auch eine Reduzierung der Rinderbestände gibt? In diesem Gutachten steht ganz klar, dass auch eine solche Marktanpassungsprämie tatsächlich Vorteile bringen würde am Markt.

  Martin Häusling (Verts/ALE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Frau Kollegin! Ich verstehe Sie jetzt nicht ganz, denn gerade Ihre Fraktion hat doch in den letzten Jahren immer auf die Liberalisierung des Marktes gedrungen und alles abgelehnt, was auf irgendeine Art von Intervention hinausläuft und auf eine Mengenreduzierung. Und dass Sie jetzt gerade sagen: Wir brauchen diese Programme zum Herauskaufen – Sie haben gestern ja auch davon gesprochen, wir müssten Abschlachtprämien zahlen. Abschlachtprämien, das sind Instrumente, die gehören in die Mottenkiste der Agrarpolitik. Ich halte auch nichts davon, dass wir Betriebe jetzt aus der Produktion herauskaufen, sondern alle Betriebe sind in der Verpflichtung, die Milchmenge zu reduzieren, und wir dürfen nicht bestimmte Betriebe aus der Produktion hinausdrängen. Das wird keine Maßnahme sein, die wir verantworten können.

  Giulia Moi (EFDD). – Signora Presidente, onorevoli colleghi, Commissario, oggi siamo qui a discutere della crisi del settore lattiero-caseario in Europa. Cerchiamo misure per dare sostegni, prevediamo finanziamenti, ma la verità è che noi stiamo uccidendo i nostri agricoltori e in particolare i nostri allevatori, costringendoli giorno dopo giorno a cadere sotto il peso di misure economiche che li stanno strangolando.

L'Unione europea continua a promettere aiuti, ma quello che serve agli allevatori sono urgenti interventi normativi, non sussidi. Mentre continuiamo a perdere tempo i dati ci descrivono una realtà che non possiamo più ignorare: 600 suicidi in Francia, 500 in Germania, 400 in Belgio. In Italia la situazione non è migliore: agricoltori e allevatori italiani della mia isola, la Sardegna, ogni anno cessano la loro attività perché impossibilitati a continuare.

Salvare i nostri agricoltori, i nostri allevatori e tutelare la sicurezza alimentare dei nostri cittadini è il compito che siamo chiamati a svolgere. Garantire all'Europa il primo posto nel mondo per la produzione delle eccellenze dovrebbe essere, anzitutto, interesse di tutti noi. Se non faremo questo, onorevoli colleghi, non potremo più parlare di suicidi ma di omicidi, di cui le politiche insufficienti di questa Europa saranno state le uniche responsabili.

  Mara Bizzotto (ENF). – Signora Presidente, onorevoli colleghi, l'Europa deve scegliere da che parte stare. Il Consiglio, la Commissione e questo Parlamento devono scegliere da che parte stare, se dalla parte degli allevatori o delle multinazionali e della grande distribuzione del latte.

Io sto con i produttori e con i cittadini-consumatori. Dico sì all'etichettatura d'origine obbligatoria per tutti i prodotti lattiero-caseari, stop alle sanzioni alla Russia che hanno provocato, con il conseguente embargo, danni enormi a questo settore. Servono aiuti veri per produrre meglio, non per produrre meno. Come potete dire voi ai produttori italiani di produrre meno latte, se in Italia arrivano ogni anno 85 milioni di tonnellate di latte dall'estero? Come potete dirlo? Le nostre stalle stanno chiudendo, il che significa colpire nel cuore il settore agroalimentare, significa distruggere questo settore: 1 500 stalle chiuse l'anno scorso.

Spero che il governo italiano sappia difendere questo settore e non subire in silenzio scelte sbagliate che si stanno facendo qua dentro e si sono fatte in passato.

  Mairead McGuinness (PPE). – Madam President, I want to start by referencing remarks about suicide, because it came up in our committee last night and it has been said today and I just want us to be very sensitive to the mental health issues that cause suicide and to ask Members to be very careful of the language and the signals we give out, and indeed to ask Member States, including my own, to put in place measures to help people who are in a very bad place at the moment, and I include in that plea the banks who may be putting undue pressure on farmers. Dairy farmers are not fools. They are watching this debate even though they are milking their cows this morning. They now have heard a very stark message from the Commissioner and from this debate. The situation on the milk market is acute. The tragedy is that when they decide to cut back production it is almost after the event. So we really do need to make sure that these measures work, Commissioner, and to be ready to do more if they do not.

  Paul Brannen (S&D). – Madam President, against the backdrop of relentless problems in the dairy sector, I strongly believe that European dairy farmers need a realistic policy approach which could be based on the following four pillars. First, the power of consumers must be harnessed in support of struggling dairy farmers by making smart use of labelling, awareness raising and campaigning. Labelling can help ensure that a fair price is paid to the farmer. Second, the CAP should boost its risk management instruments designed to even out the effects of market volatility. Participation in income support tools should be encouraged and supported with contract-based supply chain relations with the retailer. Third, we need to facilitate the development of farmers’ groupings through cooperatives or producer organisations. United farmers are stronger farmers. And fourth, it is time the EU started seriously exploring viable economic alternatives to dairy production as it becomes obvious that we cannot continue with the current levels of milk output. I invite the Commission to consider these four approaches in the interests of fairness in the food supply chain and the legitimacy of the wider common agricultural policy.

  Richard Ashworth (ECR). – Madam President, the industry has been caught in the perfect storm, and there are two actions the Commission can take. Short-term we appreciate Commissioner Hogan’s efforts to help the industry through a very deep crisis, although we must acknowledge and accept their resources are limited, and would come nowhere near offsetting the losses incurred by the industry. But longer term, there is a very great deal that we can do. The likelihood is prices do not stay depressed for ever. When we look to the future we must encourage and support the industry to become more productive, more competitive, more resilient. We must help it address market balance and to build new markets. This is not something the state does to industry, it is something the industry has to do to help itself. Only by fixing the roof when the sun is shining can farmers prepare and protect themselves from future crises.

  Jean Arthuis (ALDE). – Madame la Présidente, les producteurs de lait vendent aujourd'hui à perte. Face aux nouveaux drames humains qui se profilent, nous avons, mes chers collègues, le devoir de nous doter d'instruments de protection intelligents pour prévenir et régler les situations de crise. L'angélisme de l'Union européenne ne peut ériger l'autodésarmement commercial en dogme. Je pense notamment aux négociations sur un traité de libre-échange avec la Nouvelle-Zélande. Il en va de même du droit de la concurrence et de la prohibition des ententes.

Sachons donc nous montrer pragmatiques et osons instituer des mécanismes européens d'ajustement de l'offre à la demande. Dans la logique de l'article 222 de l'OCM, sans nostalgie excessive pour les quotas, il me paraît judicieux de confier aux associations regroupant des producteurs – les AOP – la charge de réguler les volumes livrés sur la base de règlements édictés, selon les circonstances, au niveau européen. Instrument de passage à l'acte, un système assurantiel conditionné au respect de telles directives serait de nature à motiver les éleveurs et à restreindre efficacement leur production de lait, ce qui compenserait les pertes momentanées de revenus. Le dispositif serait financé par un prélèvement dans les conjonctures de prix élevés.

Monsieur le Président, Monsieur le Commissaire, il est encore temps de prévenir les drames humains annoncés. Nous attendons une réponse européenne et non pas une renationalisation de la politique agricole.

  Luke Ming Flanagan (GUE/NGL). – Madam President, it is beyond comprehension how the Commissioner can blame the farmers – the farmers who have had a half day’s work done before he turned up late for this meeting. If he wants to blame someone, then go after the supermarkets who are making an absolute killing out of this. Go after the processors. The financial markets are making money out of this. The banks are making money out of it. As he knows, although he did say he does not read the Irish newspapers, the cooperative directors are making money out of this – nine million between nine of them over the last two years. He is making money out of this – EUR 300 000 – yet he cannot turn up on time. At the meeting the other day he claimed that there was something being done about the Russian embargo, how they are talking but they are not really listening. Was he listening or did he hear what Donald Tusk said when he could not sleep last night, and he put out on Twitter: ‘EU stays the course on Russia, including economic sanctions’. It is time to get up a bit earlier, Commissioner. It is time to talk to people like Donald Tusk. It is time for a bit of joined—up thinking and it is time that the people who get up early and do the work get the money – and not people like you.

Ne kartą kartojau, kad tik privalomas, o ne savanoriškas pieno kiekio reguliavimas gali padėti spręsti pieno krizę.

Kita svarbi problema – netolygi ir nesąžininga tiesioginių išmokų sistema. Juk jų paskirtis yra mažinti neigiamą rinkų svyravimų poveikį ūkininkaujančio veiklos rezultatams ir taip stabilizuojant jų pajamas. Tačiau Lietuva yra viena iš tų šalių, kurių tiesioginės išmokos yra mažiausios. Tokiu būdu mūsų ūkininkai priversti konkuruoti nevienodomis sąlygomis, o išlaidos juk panašios. Todėl kviečiu kuo skubiau peržiūrėti tiesioginių išmokų sistema ir jas suvienodinti.

  Rolandas Paksas (EFDD). – Pone pirmininke, kolegos! Pienas iš tikrųjų yra viena iš svarbiausių žemės ūkio šakų Europos Sąjungai. Jo gamyba sudaro apie šeštadalį visos žemės ūkio produkcijos apimčių ir natūralu, kad vienu ar kitu laiku pasitaikančios pieno krizės paliečia jo gamintojus, ir didžiausia čia problema pieno supirkimo kainos ir bankrutuojantys ūkiai. Kaip ką tik tai kalbėjo gerbiamas B. Ropė, Lietuvos pieno gamintojai yra daugumoje smulkūs, tris ketvirtadalius pieno rinkai pateikia ūkiai, kurie laiko mažiau kaip penkias karves, ir perdirbėjų diktuojamos supirkimo kainos netelpa šiandien sveiko proto ribose. Už litrą pieno Lietuvoje mokoma devyniolika euro centų. Per mėnesį supirkimo kaina nukrito septyniais procentais. Mane susitikimuose žmonės klausia, ar neatsitiks taip, kad mūsų anūkai karves matys ne be laukuose, o tik tai nuotraukose. Tuo labiau, kad ir išmokos Lietuvos žemdirbiams yra gerokai mažesnės, negu kitų šalių – Europos šalių – ūkininkams. Kaip priemonė prilaikyti pieno supirkimo kainas pakankamai gerai tarnavo galiojusios pieno kvotos. Kažkaip keistai pas mus išeina, kai nereikia jokių kvotų, bet būtina griežtai saugoti išorines Europos Sąjungos sienas, aš turiu omeny migrantus, tai tas kvotas mes įvedam, o ten kur jos reikalingos – imame ir panaikiname, taip sukeldami dar vieną krizę. Ir šioje situacijoje būtinos ne tik finansinės išmokos pieno gamintojams, reikia ir laikinų mokestinių bei paskolų lengvatų. Būtina peržiūrėti teisines perdirbėjų ir pieno tiekėjų nuostatas. Labiau apibrėžti kuo mažesnį galimą kainų intervalą sutartyse su perdirbėjais. Pieno gamintojų kooperatyvams taikyti mažesnius mokesčius, ieškoti būdų ir priemonių, o ne laukti.

  Esther Herranz García (PPE). – Señora Presidenta, la crisis del sector lácteo está demostrando hasta qué punto hoy en día la Unión Europea apenas dispone de medidas eficaces para estabilizar los mercados agrícolas tras tanto esfuerzo inútil de la liberalización alocada. Este sector tiene que hacer frente a una problemática compleja, donde la volatilidad de los precios, la escasez de instrumentos a nivel europeo para hacer frente a esa volatilidad, la caída de la demanda combinada con el aumento de la oferta y los desequilibrios de la cadena alimentaria forman un cóctel explosivo que al final ha sumido a este sector en una fuerte crisis que ya ha costado 500 millones de euros al presupuesto comunitario.

La puesta en marcha de medidas de reducción concertada de la producción por parte de organizaciones de productores, asociaciones e interprofesionales, como propone la Comisión Europea, solo tendría el efecto esperado si la emprende la mayoría de los Estados miembros, incluyendo a los países más responsables de la sobreproducción. Creo que debería ser una iniciativa conjunta, apoyada con fondos comunitarios, para lograr la respuesta que se espera.

El último paquete de medidas que anuncia el Comisario deja en manos de la iniciativa presupuestaria de cada país la búsqueda de soluciones, y no creo que esta sea la vía más adecuada. Quisiera instar a la Comisión y al Consejo de Ministros a que busquen soluciones comunes, que deberían pasar por el refuerzo de las relaciones contractuales, sin limitarlas al binomio agricultor-industria, para extenderlas igualmente al sector de la distribución comercial, para acabar con las prácticas abusivas, de las que el ganadero es la principal víctima.

  Marc Tarabella (S&D). – Madame la Présidente, monsieur le Commissaire, monsieur le Ministre, tous les constats vont dans le même sens. Depuis 18 mois, nous vivons avec un régime de prix qui ne cessent de baisser et qui sont anormalement bas, étant inférieurs aux coûts de production des agriculteurs.

Alors, forcément, la régulation de la production laitière sur une base volontaire, telle qu'elle est proposée, est un petit pas dans la bonne direction, mais qui est largement insuffisant, car il faut une régulation obligatoire, avec des sanctions pour les États membres qui ne jouent pas le jeu. En effet, si c'est volontaire, il y en aura toujours qui ne joueront pas le jeu et qui, évidemment, annihileront les efforts de ceux qui voudront bien le jouer.

Une meilleure activation de l'article 222 est fondamentale, avec une concurrence raisonnée. Mais clairement, aujourd'hui, la libéralisation à outrance ne fonctionne pas. Cela peut sembler archaïque de plaider pour le retour aux quotas, avec bien sûr des aménagements pour certains pays – je pense à l'Italie, notamment, qui avait un quota bien trop bas par rapport à la production de haute qualité dont elle a besoin. Pourtant, réaménager les quotas en fonction de la réalité économique est la seule solution viable. Les quotas ont fonctionné pendant 25 ans. Depuis qu'on les a abandonnés, cela ne marche plus. Je suis peut-être archaïque, mais je veux bien l'être en plaidant pour le retour des quotas laitiers.

  Beata Gosiewska (ECR). – Sytuacja na rynku mleka jest trudna i wynika przede wszystkim z nierównowagi podażowo-popytowej. Przez ostatnie lata europejscy rolnicy inwestowali zachęcani środkami europejskimi i rozwijali produkcję mleka. Od kwietnia 2015 roku zlikwidowano kwoty mleczne, które miały stabilizować rynek mleka. Trudną sytuację pogłębia embargo rosyjskie i spadek popytu ze strony krajów rozwijających się, szczególnie Chin. Tempo spadku pogłowia krów mlecznych w Polsce jest jednym z najwyższych w Unii Europejskiej, ceny skupu mleka w Polsce są niższe od średniej w Unii Europejskiej o około 8 procent i spadają ostatnio nawet do 17 eurocentów za litr.

Apeluję do Komisji o umorzenie kar, którymi polscy producenci zostali obciążeni na kwotę ponad 161 mln EUR, i mam pytanie, jakie działania zamierza podjąć Komisja Europejska, aby wesprzeć rolników w tej dramatycznej kryzysowej sytuacji na rynku mleka.

  Jasenko Selimovic (ALDE). – Madam President, the end of the milk quota system, the Russian embargo and the falling demand for dairy products introduced a new scenario. Producers have, rightly, concerns since the milk and milk products market is going through a very difficult period. The European Commission remains vigilant in its response to crisis, however its short—term measures such as public intervention, private storage and temporary state aid, are insufficient. I firmly believe that ambitious revision to address long-term structural problems on the milk sector, as well as other agriculture sectors, are the only way to correct our internal market failures. Production should be based on single markets which require at the same time to be more efficient, more innovative, better organised and more competitive. In this sense, I also believe that new markets can be conquered with products with high added value.

  Νικόλαος Χουντής ( GUE/NGL). – Κυρία Πρόεδρε, κύριε Επίτροπε, οι κτηνοτρόφοι της Ελλάδας, εκτός από τα προβλήματα που έχει ο γαλακτοκομικός τομέας σε όλη την Ευρώπη, υφίστανται και τις συνέπειες των μνημονιακών πολιτικών που επιβάλλετε και ακόμα της έλλειψης προστασίας προϊόντων προέλευσης στις συμφωνίες της Ευρωπαϊκής Ένωσης με άλλες χώρες. Τώρα, που μιλάμε ξεπουλάτε τη φέτα, το πιο ονομαστό προϊόν προέλευσης της Ελλάδας, στη συμφωνία με τον Καναδά και τις Ηνωμένες Πολιτείες.

Μέσω των μνημονίων και της εργαλειοθήκης του ΟΟΣΑ παρενέβητε στην ελληνική, εγχώρια αγορά γάλακτος, δήθεν για να μειωθεί η τιμή του καταναλωτή, γεγονός το οποίο είχε ως αποτέλεσμα να έχουμε εισαγωγή αμφιβόλου ποιότητας γάλακτος στην Ελλάδα, ενώ η τιμή παρέμεινε υψηλή και μειώθηκε η ελληνική παραγωγή.

Σήμερα ακόμα, με το καινούργιο μνημόνιο, ζητάτε πάλι μέσω ΟΟΣΑ να αποσυνδεθεί η χρήση γάλακτος για τη διαμόρφωση ενός άλλου ΠΟΠ προϊόντος, όπως είναι το γιαούρτι. Αυτό έχει σαν αποτέλεσμα, κύριε Επίτροπε, ο κτηνοτροφικός κλάδος στην Ελλάδα να βρίσκεται σε αφανισμό, οι κτηνοτροφικές μονάδες να κλείνουν και σας ερωτώ: αυτή είναι η λύση που προωθείτε στο πρόβλημα που συζητάμε σήμερα;

  Herbert Dorfmann (PPE). – Frau Präsidentin! Herr Kommissar! Ich frage mich manchmal, was wir eigentlich wollen. Wenn wir die Politik so weitermachen wie bisher, werden wir in Europa weiterhin Milch produzieren, wir werden sie nur irgendwo anders produzieren. Wir werden sie dort produzieren, wo es am billigsten ist und wo es am einfachsten ist. Übrig bleiben wird aber ein Schlachtfeld. Übrig bleiben werden viele aufgelassene Betriebe –vor allem dort, wo Milchproduktion schwieriger ist, in weit entfernten Gebieten und vor allem aber auch in Berggebieten.

Wenn wir Milchproduktion flächendeckend in Europa halten wollen –und ich denke, das ist auch ein Ziel, weil die Milchproduktion gerade in den Bergen auch die Erhaltung der Landwirtschaft an und für sich bedeutet–, dann muss man Politik wechseln. Dann muss man fantasievoller werden, dann muss man zum Beispiel im Berggebiet jene Betriebe unterstützen, die hochwertige Produkte erzeugen und die damit imstande sind, höhere Wertschöpfung zu generieren, das ist für jene Betriebe die einzige Chance. Wenn wie der Ratspräsident gesagt hat, es zu einem neuen Paket kommt, dann wäre es sehr angebracht, wenn wir diesmal auch in diesem Haus diskutieren würden. Dann wären wir vielleicht ein bisschen fantasievoller als bei der Ausgabe der letzten 500 Millionen.

  Michela Giuffrida (S&D). – Signora Presidente, onorevoli colleghi, la crisi del settore lattiero-caseario non è più un'emergenza, sta diventando strutturale. I dati che testimoniano la pericolosità di questa dimensione della crisi sono veramente allarmanti.

Nel primo bimestre del 2016 la produzione è lievitata di più del 7 % e naturalmente le realtà produttive più colpite sono quelle dei piccoli produttori che, in paesi come il mio, l'Italia, sono il 50 % delle aziende e non hanno speranza di sopravvivere in questo contesto, che non è competitivo ed è totalmente sregolarizzato.

È proprio alla sopravvivenza di queste produzioni che dobbiamo pensare ed è nel loro interesse che è necessario attivare al più presto una serie di azioni che possano mettere in sicurezza la sopravvivenza del settore. È necessario gestire l'offerta, sì, finanziare le azioni per controllare i prezzi, ma è importante agire sulla comunicazione. L'etichettatura d'origine della materia prima, le campagne di informazione e la promozione sono interventi fondamentali per dare al consumatore la libertà di scegliere e di valorizzare i prodotti che usano latte nazionale e ai produttori di puntare sulla qualità del loro latte.

  Remo Sernagiotto (ECR). – Signora Presidente, onorevoli colleghi, nessuna nostalgia per il ritorno alle quote, ma è chiaro che il passaggio da un regime a un altro non può essere lasciato così al caso.

Nessun controllo: oggi migliaia di imprese sono vicine al fallimento. Non c'è nessuna capacità di conquista di nuovi mercati, non c'è nessuna capacità di nuovi prodotti, non c'è nessuna capacità di riconoscimento delle aree di produzione, che sono fondamentali perché il consumatore possa scegliere. All'interno del sistema dei 28 non c'è stato un passaggio importante, dove si riconoscessero quelle produzioni, quelle produzioni minime, che salvaguardano territori minimi, territori difficili.

Negli interventi dei miei colleghi italiani ho sentito – anche se un intervento è stato fatto in tedesco, ma è un collega italiano – il riconoscimento di quelle piccole aree dove vengono realizzate importanti azioni più ambientali che agricole ma che hanno un riconoscimento agricolo e un grande riconoscimento ambientale. Ecco, il passaggio è veloce: nessuna capacità di governance di questo passaggio ci porta oggi alla perdita di migliaia di posti di lavoro e di grandi imprese che avevano storia e tradizione nel tempo.

  Ivan Jakovčić (ALDE). – Gospođo predsjednice, gospodine Hogan, reći ću vrlo jasno, Vi niste krivi za ovu krizu. Otkad se ja bavim politikom, a to je više od 25 godina, a i prije toga, Europska unija uvijek je imala problema s prevelikom proizvodnjom mlijeka i maslaca i uvijek sam o tome čitao, i kao ekonomist uvijek sam se pomalo i čudio.

Što su rješenja, jer je kriza tu, koja su rješenja? Svakako je jedno od rješenja veća proizvodnja mliječnih prerađevina. Trebamo poticati veću proizvodnju mliječnih prerađevina, zato što je evidentno da imamo značajno povećanje izvoza sireva u razne zemlje van Europske unije. Trebamo možda pogledati holandski model koji je upravo interesantan i daje neke novosti i pomoć proizvođačima mlijeka.

Također, ono što želim naglasiti je svakako mogućnost da se onim proizvođačima mlijeka koji žele odustati od proizvodnje financijski pomogne da prenamijene proizvodnju ili da jednostavno zaustave proizvodnju. I to može biti jedna od mjera koje možemo napraviti.

  Estefanía Torres Martínez (GUE/NGL). – Señora Presidenta, esta es una foto de la leche a 20 céntimos en el estante de un supermercado en Asturias esta misma semana. Porque parece que o les traemos pruebas objetivas de lo que está pasando para que se les caiga directamente la cara de vergüenza o van a seguir ustedes dándose palmaditas en la espalda y mirando para otro lado.

¿Saben cuánto le cuesta de media producir la leche a un ganadero español? 37 céntimos. Esto, además de ser una absoluta vergüenza, se llama dumping y es ilegal. En España producimos un 25 % menos de lo que consumimos. Sin embargo, nuestras granjas y nuestras industrias se ven obligadas a cerrar. Un ejemplo: esta semana estuvimos reunidas y reunidos con trabajadores y trabajadoras de la planta de Lactalis en Valladolid. Más de 80 trabajadores que se van a quedar en la calle, que van a ser despedidos y más de 110 granjas que van a tener que cerrar. En nuestro país cierran unas 65 granjas de producción láctea al mes. Si esta es la situación ahora, ¿qué va a pasar cuando se apruebe el monstruo de la ATCI?

Señorías, si esta es la Europa que ustedes quieren construir, una Europa desequilibrada social y territorialmente, no se lo vamos a permitir. Esto es una estafa, y les recuerdo que en este Parlamento estamos, ante todo, para servir a nuestro pueblo.

  Daniel Buda (PPE). – Doamnă președintă, domnule Comisar, sectorul lactatelor este supus unei presiuni tot mai mari din cauza creșterii cantității de lapte, dar și ca urmare a faptului că nu există o piață suficient de mare care să aibă capacitatea de a absorbi întreaga producție. Din păcate, fermierii din România și nu numai sunt puși în situația de a vinde litrul de lapte cu mult sub prețul de producție, ceea ce, în mod cert, va duce la falimentul întregului sector.

Comisia trebuie să își intensifice eforturile pentru a rezolva diferențele majore ale prețului laptelui cu care iese pe poarta fermei și cel care se regăsește la raft prin consolidarea poziției fermierului în relația cu procesatorii și retailerii. Nu este normal ca acesta să iasă cu până în douăzeci de eurocenți, iar la raft să îl găsim cu mai mult de un euro. De asemenea, trebuie să găsească mecanisme eficiente pentru reducerea voluntară a producției de lapte și sprijinirea fermierilor în vederea reorientării către sectorul de carne sau spre alte sectoare.

  Tibor Szanyi (S&D). – Amint láttuk, a tejágazatban történt piaci liberalizáció sajnos nem hozta meg azokat a várt eredményeket, amelyben oly sokan reménykedtünk. Ennek több oka is van, de kettőt szeretnék kiemelni. Az egyik az élelmiszerláncban, a piaci láncban, a termelési láncban megjelenő tisztességtelen kereskedelmi gyakorlatok ügye, a másik pedig a különböző áfa, azaz hozzáadott adó mértékeknek a kérdése. Úgy gondolom, és ezt már többször igyekeztem megfontolásra javasolni, hogy az élelmiszerek – főleg az alapvető élelmiszerek – áfájának egységes csökkentése egy helyes kívánalom lenne az Európai Unióban. Már csak azért is, mert ennek két következménye várható, mindegyiket tapasztalati tények bizonyítják alá. Az egyik, hogy megnövekednének a költségvetési bevételek minden országban, hiszen az áfacsalások mértéke jelentősen csökkenne.

Illetve egyúttal a fogyasztók is ennek hasznát látnák, tekintettel arra, hogy olcsóbb lenne mindenütt az élelmiszer. Éppen ezért azt javaslom, Elnök asszony, hogy gondolkodjunk el, fontoljuk meg, hogy az Európai Unióban az élelmiszereket legföljebb 5%-os áfa sújtsa.

  Marijana Petir (PPE). – Gospođo predsjednice, gospodine povjereniče, situacija u mljekarskom sektoru u Hrvatskoj je dramatična, jer je samo u godinu dana propalo gotovo 2000 proizvođača mlijeka. Otkupna cijena mlijeka pala je na oko 23 eurocenta, drastično se smanjila samodostatnost u proizvodnji mlijeka, a svaka druga litra na tržištu je iz uvoza. Mlijeko i mliječni proizvodi lošije kakvoće dolaze po dampinškim cijenama u Hrvatsku i uništavaju domaću proizvodnju.

Nepoštena trgovačka praksa u kojoj glavnu ulogu vode trgovački lanci mora se dokinuti s europske razine. Ne može se poljoprivrednike prepustiti tržištu kada na tržištu ne vladaju pošteni uvjeti. Komisija je uvela interventne mjere, ali one nisu dovoljne. Smatram da treba osigurati interventnu otkupnu cijenu mlijeka koja ne smije biti niža od 30 eurocenti, jer sve drugo predstavlja propast za proizvođače mlijeka.

Mljekarsku industriju treba zaustaviti u ucjenjivanju proizvođača i spriječiti ih da proizvođače dovode u robovski odnos. Dok su neki novac plasirali u Panamu, poljoprivrednici su uplaćivali novac u proračun. Spasimo ih njihovim novcem!

  Marijana Petir (PPE), odgovor na pitanje postavljeno podizanjem plave kartice. – Poštovani kolega, poljoprivredni proizvođači koji se bave proizvodnjom mlijeka također zaslužuju imati dostojan život, što znači da moraju zaraditi optimalnu cijenu. Prema nekim procjenama, optimalna cijena za proizvodnju je 30-40 eurocenti.

Da bi oni mogli zaraditi, a da bi potrošači po prihvatljivoj cijeni mogli kupiti to mlijeko koje je izvrsne kvalitete, trebamo uvesti red na tržište. Znači trebamo stati na kraj žmuklerima, nakupcima i prekupcima, i zbog toga se zalažem da interveniramo, da zaustavimo one koji dampinškim cijenama uništavaju proizvodnju mlijeka, isto tako i one koji nepoštenom trgovačkom praksom uništavaju i proizvođače i potrošače.

  Ricardo Serrão Santos (S&D). – Senhora Presidente, é urgente investir em mecanismos europeus para proteger o rendimento dos produtores de leite e reforçar os apoios a regiões onde o sector leiteiro assume importância crucial em termos económicos, sociais e ambientais, associado a um tecido produtivo com maior capacidade de resistir aos choques de preços, como é o caso dos Açores.

Os Açores produzem 30 % do leite em Portugal. O sector rejuvenesceu-se e modernizou—se e vê-se hoje com dificuldades de perspetivas futuras. A ajuda tem de ir para quem precisa, ouvia-se ontem na COMM AGRE e é isto que as instituições europeias têm obrigação de garantir.

Estamos perante um problema europeu que exige um forte incentivo europeu para comprometer toda a produção no objetivo de controlo da oferta. De contrário, haverá sempre os que continuarão a aumentar a produção e a agravar a situação dos que têm menos vantagens competitivas de base geográfica. E precisamos de medidas para garantir preços justos à produção, face às pressões vergonhosas das grandes superfícies.

  Franc Bogovič (PPE). – Vsi se strinjamo, da ni Komisija v sedanji sestavi krivec za nastale razmere, vendar pa ukrepi, ki so se sprejemali na predlog Komisije v Evropskem parlamentu, kot je ukinitev kvot, tudi ruski embargo, imajo zagotovo za posledico na eni strani preveliko pridelavo mleka, na drugi strani pa drastičen padec cen.

Slovenski kmet je pri vsaki kravi izgubil v enem letu približno 600 do 800 evrov. Ukrep Evropske unije je ... da mu da nadomestilo okoli 30 evrov. To ne more biti nadomestilo, ki bi pokrilo izpad tega prihodka, ampak je potrebno z resnejšimi ukrepi – predvsem ukrepi, ki bodo omejili proizvodnjo in pa tudi vzpostavili normalne poštene odnose v trgovski verigi.

V kolikor takoj ne ukrepamo, se bo zagotovo zgodilo sledeče: najprej bodo propadli kmetje v hribovskih, gorskih območjih, nadaljevali bodo propadi kmetov, ki niso vertikalno povezani z mlekarsko industrijo, s trgovino. In propadli bodo kmetje v državah, ki nimajo toliko sredstev, da bi podprle z državnim proračunom kmete.

Takšne Evrope si ne želimo in v primeru takšne Evrope se bo mlečna proizvodnja selila v ravninska področja, v hribovskih območjih pa bo raslo grmovje. Moramo takoj ukrepati, ne čakati do leta 2020.

  Nuno Melo (PPE). – Senhora Presidente, falo em nome de cada produtor de leite português, do Minho aos Açores. É de gente que falo, não é apenas de gado.

Tem de haver medidas nacionais e europeias que combatam o impacto do fim de umas cotas leiteiras, contra o qual Portugal esteve. Teremos de ter medidas nacionais e medidas europeias, o aumento do apoio de minimis, a rotulagem com a designação de origem do leite, a defesa de um mercado livre, mas de um mercado justo, um mercado sem práticas de dumping que distorcem as suas regras.

Temos de ter um acordo-fileira que acabe com a loucura de promoções do leite a quarenta cêntimos o litro, e menos, à custa dos produtores. Temos de ter uma intervenção junto da distribuição, que não pode abusar de uma posição dominante para esmagar preços, impondo aos produtos valores por falta de alternativas dos produtores.

O problema está detetado e é público. Certamente que teremos a boa intervenção também da Comissão Europeia.

  Peter Jahr (PPE). – Frau Präsidentin! Wir sind uns einig: Die Preise sind existenzbedrohend. Man kann auch sagen: Die Preise sind auch eine Frechheit, sie sind ein Generalangriff auf den gesamten Berufsstand in der Europäischen Union. Worin liegt eine der Ursachen? Ich würde sagen, wir – und ich sage bewusst „wir“ – haben es versäumt, die Vertragsbeziehungen und das Krisenmanagement innerhalb der Lieferkette den neuen marktwirtschaftlichen Bedingungen im Milchsektor anzupassen. Das heißt: Die Quote ist weg, aber wir haben noch die alten Instrumente, und das kann einfach nicht funktionieren.

Deshalb habe ich einige Fragen an uns selber und auch an den Berufsstand: Warum bezahlen wir eigentlich jeden Liter Milch gleich? Denn Vertragstreue in diesem Sinne heißt auch, dass, wer zu wenig liefert, normalerweise Vertragsstrafe zahlt, und wer zu viel liefert, kann nicht den Vertragspreis, sondern den Tagespreis bekommen. Warum haben eigentlich Erzeugergemeinschaften kein Sonderkündigungsrecht bei Preisänderungen durch die Molkereien? Warum liefern eigentlich Landwirte Milch an Molkereien, wo definitiv kein Absatz besteht?

Was wir aber andererseits auch brauchen, sind Sofortmaßnahmen. Herr Kommissar, wir brauchen Zuschüsse für mengenreduzierende Maßnahmen. Vielleicht können Sie uns noch einmal schnell erklären, was alles im Rahmen des Artikels 222 möglich ist.

  Martin Häusling (Verts/ALE), Frage nach dem Verfahren der „blauen Karte“. – Herr Jahr, ich erinnere mich noch an Ihre Reden von vor zwei Jahren, als Sie doch so freudig begrüßt haben, dass der Milchsektor endlich liberalisiert wird und die Bauern jetzt alle marktwirtschaftlichen Möglichkeiten hätten, endlich der freien Marktwirtschaft gerecht zu werden und richtig Geld zu verdienen.

Würden Sie im Nachhinein sehen, dass es ein Fehler war, diesen Markt so total zu liberalisieren, und würden Sie sagen: Ich habe mich geirrt, wir müssen zurück zu Instrumenten, die auch eine Marktsteuerung zulassen?

  Peter Jahr (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Ich könnte antworten auch zu den Landwirten antworten: I never promised you a rose garden. Also wir haben zwar gesagt, Marktwirtschaft will man, wir haben aber nicht das Paradies versprochen. Was ich noch einmal sage: Wir haben es versäumt, auch das Krisenmanagement an diese neuen Marktwirtschaftsbedingungen anzupassen, und wir reden nun über eine Krise, wir müssen aber natürlich auch das Vertragsmanagement verbessern!

Die Lieferbeziehungen –Landwirte, Molkerei, Marktketten– sind immer noch so gestaltet, als hätten wir die Quote, und das ist der riesengroße Widerspruch, der jetzt ganz deutlich wird. Wir kriegen auch über den Preis kein Signal an die Landwirte: Bitte, produzier etwas weniger! Wir hauen alles in einen großen Topf, rühren dreimal um, und alle kriegen den Mischpreis. Das kann so nicht funktionieren. Deshalb brauchen wir Kriseninstrumente, aber auch diese müssen neu angepasst werden. Albert Deb hat schon gesagt, wenn es um Interventionen geht und auch um mengen reduzierenden Maßnahmen, dann nicht als Dauermaßnahme, sondern als Krisenmanagement.

  Annie Schreijer-Pierik (PPE). – Mevrouw de voorzitter, gisteren hoorden we dat twee derde deel van de winst van de coöperaties naar het bedrijfsleven vloeit. Multinationals moeten daarom ook op hun verantwoordelijkheid worden gewezen en ook bijdragen aan oplossingen. Het geld moet ook naar de boeren.

Daarnaast moeten we af van het idee van de vrijwillige productiebeperking voor de melkveehouderij, dat gisteren uitgebreid is besproken. Er zijn gewoon niet-bindende afspraken nodig. Niet via een quotumsysteem, maar via een tijdelijke Europese verlaging van de productie van vijf procent voor een periode van bijvoorbeeld drie tot zes maanden, om de balans weer terug te krijgen tussen vraag en aanbod. Dan kan de melkprijs herstellen.

Verder moeten boeren die met hun bedrijf willen stoppen daarvoor de mogelijkheid krijgen, zonder dat ze achterblijven met torenhoge schulden. De schuld is nu nog steeds de reden om door te blijven gaan en de groep heeft grote problemen. Als we dit doen, slaan we twee vliegen in één klap. Ten eerste worden grote sociale, economische problemen verholpen. Ten tweede wordt de productiecapaciteit verlaagd.

Tot slot zal de afzet van botervet moeten worden ondersteund. Dit levert drie miljard euro op. Voorzitter, tot slot nog één opmerking: ik vind het erg jammer dat minister van Dam, voorzitter van de Raad, vandaag niet aanwezig is. Hij gaat vandaag een bedrijfje openen in Nederland. Ik vind dat dit van weinig respect getuigt voor boeren en het Parlement in deze ernstige, trieste situatie. En dat was gisterenavond ook al zo.

  Elisabeth Köstinger (PPE). – Frau Präsidentin, geschätzter Herr Kommissar! Ich darf Ihnen ausdrücklich noch einmal Danke sagen, dass Sie heute schon sehr früh am Morgen den Forstmanagern zur Verfügung gestanden sind. Wir hatten eine ganz großartige Diskussion rund um nachhaltige Waldbewirtschaftung. Herzliches Dankeschön nochmal, dass Sie heute auch rund um die Uhr arbeiten.

Jetzt aber zum Milchsektor: auch hier meinerseits noch einmal wirklich der Appell, die Alarmsignale sehr ernst zu nehmen. Wir haben vor allem im Berggebiet und im benachteiligten Gebiet schon lange nicht mehr die Möglichkeit, kostendeckend zu produzieren. Österreich hat sich immer für eine Beibehaltung einer Mengensteuerung ausgesprochen, wurde damals – 2003 – überstimmt. Aber wir wissen und wir sehen – vor allem, wenn wir dieser Diskussion heute auch folgen –, dass es nicht rein nur auf liberalisierten Märkten funktionieren wird. Unsere Bauern haben sich angepasst, haben all diese Anforderungen der Gesellschaft auch erfüllt. In Österreich beispielsweise produzieren wir mittlerweile in sehr hohem Maße gentechnikfrei, biologisch, in der Heumilchproduktion und vielem anderem mehr.

Es müssen jetzt wirklich Taten folgen – eine Ursprungskennzeichnung. Das Dumping der Handelsketten und vieles andere mehr, das unsere Bauern in der Produktion wirklich massiv beeinträchtigt und natürlich auch zu dieser Krise führt, muss behoben werden. Hier wirklich die Bitte um Aktion.

  Sofia Ribeiro (PPE). – Senhora Presidente, a crise está instalada na União Europeia, mas nos Açores enfrentamos uma verdadeira catástrofe, com 60 % dos produtores em falência técnica. É por isso, Senhor Comissário, que está na hora de ativarmos o artigo 349.º do Tratado sobre o Funcionamento da União Europeia e de apoiarmos as regiões ultraperiféricas, em especial os Açores.

Para a União, proponho três medidas. Primeira: um controlo obrigatório e global da oferta em situação de excesso de produção e de rutura de mercados. Segunda: compensar os produtores quando o preço que lhes é pago for inferior aos custos de produção. Não podemos assistir a esta pressão sobre os produtores. Terceira, criar uma campanha europeia de estímulo ao consumo, uma vez que o consumo na União Europeia, e a nível globalizado, está a diminuir e é preciso contrariar esta tendência.

Sr. Comissário, as respostas que estamos a dar não são suficientes. Numa crise, precisamos de mais Europa, precisamos de mais coesão, precisamos de mais solidariedade, precisamos de uma Europa que proteja os mais desfavorecidos.

  Maria Grapini (S&D), Întrebare adresată conform procedurii „cartonaşului albastru”. – Stimată colegă, și eu susțin să rezolve Comisia, dar nu numai Comisia, problema crizei laptelui, dar nu am înțeles cum ați propus dumneavoastră: cum să cereți Comisiei să sisteze, să selecteze, pe ce criterii, cine, cât să producă? Suntem într-o economie de piață liberă. Care sunt criteriile pe care le vedeți dumneavoastră, pe care le propuneți Comisiei, să sisteze producția în funcție de consum? Este absolut inexplicabilă propunerea.

Pedia, em primeiro lugar, a ativação de um artigo específico de apoio às regiões ultraperiféricas, que está consagrado no nosso Tratado, o artigo 349.º.

Em segundo lugar, pedia em termos globais três estratégias: uma estratégia de controlo obrigatório à produção em situações de crise, uma segunda estratégia de apoio financeiro aos produtores, que não podem estar a ser pressionados da forma como estão a ser e a vender o leite a preços abaixo dos custos de produção, e uma terceira estratégia de incentivo ao consumo a nível europeu.

Creio que são três estratégias muito claras.

  Franz Obermayr (ENF). – Frau Präsidentin! Während wir hier diskutieren, fallen die Milchpreise in ganz Europa in den Keller. In Österreich liegen sie bei derzeit 28 Cent, in Deutschland vielleicht bald unter 20 Cent, und mich wundert es, dass die Frau Kollegin Köstinger von einer Mengenbeschränkung spricht, wo unser österreichischer Landwirtschaftsminister offensichtlich nichts von einer Quotenregelung hält!

Meine Damen und Herren, wenn es so weitergeht, haben wir ein Bauernsterben in ganz Europa! Allein in Österreich sind 6000 Betriebe gefährdet! Da geht es aber nicht nur um die Milchproduzenten, da geht es nämlich auch um die Landschaftserhalte, die unsere Kulturlandschaft im alpinen Bereich pfleglich erhalten, und das hätte ja auch katastrophale Auswirkungen für die Umwelt und den Tourismus. Was wir daher brauchen, meine Damen und Herren, sind keine langen Diskussionen. Es heißt, rasch zu handeln, sonst haben wir ein Bauernsterben in Gesamteuropa!

Wir wissen ganz klar, dass wir hier entsprechende Maßnahmen setzen, und eine der ersten Maßnahmen wäre das temporäre Aussetzen bzw. das Wiedereinführen der Milchquote. Wir brauchen keine Almosenempfänger als Bauern, sondern wir brauchen Bauern, die hervorragende Qualität leisten, die hervorragende Qualität liefern, wir brauchen faire Preise für eine faire Milch!

Wir haben schon des Öfteren die Diskussion zum Thema Milch und Milchprodukte, Überproduktion geführt. Ich habe Sie schon vor Jahren gefragt, ob Sie wissen, was eine Vollkostenrechnung für einen Bauern bedeutet. Da sind Sie mir ausgewichen. Ich kenne die Unterschiede sehr wohl, ohne Landwirt zu sein. Ich erwarte mir aber von Ihnen, dass Sie heute klare Aussagen treffen, ob wir das Aussetzen der Milchquotenregelung heute überlegen sollten. Sprechen Sie und sagen Sie ganz klar, was Sie wollen.

  Csaba Sógor (PPE).(A felszólalás első része technikai probléma miatt nem került rögzítésre.) …súlyos gondokkal küszködik Európa-szerte, az alacsony árak lehetetlen helyzetbe hozzák a termelőket, akik közül sokan azon gondolkodnak, hogy elhagyják az ágazatot. Egyes esetekben a tej előállítási ára meghaladja a piaci árat, ezért a gazdák veszteséggel működnek. Ez a helyzet fenntarthatatlan, a tagállami kormányok pedig sok esetben tehetetlenek. Azt gondolom, hogy ebben a kérdésben a Bizottság felelőssége óriási – a termelők, a feldolgozók és a fogyasztók is Brüsszeltől várják a megoldást a helyzetre. Egyesek szerint a tejpiaci rendellenességek csak egy időszakos válság tünetei, hamarosan normalizálódni fog a piac. Nem tudjuk, hogy ez valóban így lesz-e, de amíg ez megtörténik, addig termelők ezrei mehetnek tönkre és hagyhatnak fel a gazdálkodással. Tennünk kell valamit!

  José Blanco López (S&D). – Señor Presidente, hace unos meses la Comisión Europea anunció una batería de medidas para hacer frente a la crisis que atraviesa el sector lácteo. Hoy en mi tierra de origen, Galicia, la mayor productora de leche de España, los precios pagados a los ganaderos no cubren ni los costes de producir la leche. Es la constatación de un fracaso.

En el debate sobre el estado de la Unión Europea interpelé al Presidente Juncker, y se comprometió a tomar medidas adicionales para atajar la crisis. Nada hemos sabido de ellas. El sector languidece, y miles de explotaciones de mi Comunidad están en riesgo de cerrar por inviabilidad. Se trata de la supervivencia de un sector económico, de soberanía alimentaria, de un modo de vida, del futuro del mundo rural europeo.

No sigan ciegos y de brazos cruzados. Se trata de una crisis europea, y tiene que tener una respuesta europea. Escuche, señor Comisario, el clamor del sector, el clamor de este Parlamento. Dé respuestas. El sector no puede esperar, y usted no puede seguir inactivo. Y si sigue inactivo, señor Comisario, le tendremos que censurar.

  Νότης Μαριάς ( ECR). – Κύριε Πρόεδρε, η συνεχιζόμενη πτώση της τιμής του γάλακτος προσβάλλει πρωτίστως τη βιωσιμότητα των μικρών παραγωγών, ιδίως στις απομακρυσμένες και ορεινές περιοχές. Πρέπει λοιπόν να ληφθούν μέτρα που να τους προστατεύουν. Τα Προϊόντα Ονομασίας Προέλευσης κινδυνεύουν να εξαφανιστούν στο πλαίσιο της CETA και της ΤΤΙΡ.

Στην Ελλάδα με το νέο μνημόνιο επήλθε πλήρης απελευθέρωση της διάρκειας ζωής του παστεριωμένου γάλακτος. To αποτέλεσμα είναι να έχουμε παστεριωμένο γάλα διάρκειας έως έντεκα ημέρες, χρονική περίοδος που είναι επαρκής για να μεταφερθεί παστεριωμένο γάλα από την Ολλανδία στην Ελλάδα.

Ταυτόχρονα, στο όνομα της προσαρμογής με την εργαλειοθήκη του ΟΟΣΑ επιχειρείται απελευθέρωση της αγοράς γιαουρτιού. Έτσι υπάρχει κίνδυνος να χαθεί μια για πάντα το παραδοσιακό ελληνικό γιαούρτι.

Κύριε Hogan, οι φτωχοποιημένοι από το μνημόνιο έλληνες κτηνοτρόφοι δεν μπορούν να ανταγωνιστούν τις τιμές των εισαγομένων προϊόντων χαμηλής ποιότητας, ούτε έχουν κεφάλαια να απορροφήσουν τις μεγάλες διακυμάνσεις των τιμών. Για αυτόν τον λόγο πρέπει να υπάρξουν διαδικασίες γενναίας αποζημίωσης των ελλήνων κτηνοτρόφων, απόσυρσης του προϊόντος τους και δωρεάν παροχής αυτών των γαλακτοκομικών προϊόντων στους φτωχοποιημένους από τη λιτότητα έλληνες πολίτες.

  Izaskun Bilbao Barandica (ALDE). – Señor Presidente, la presión que padece el sector lácteo europeo necesita medidas urgentes a corto plazo para salvar muchas explotaciones. Pero, además, un plan a largo plazo que libere al mercado de unas oscilaciones de costes y precios que hacen muy difícil una gestión sosegada del sector.

El mercado de destino final de las producciones y el tipo de productos son muy relevantes para garantizar precios más estables. Igualmente, una participación más intensa de los productores en la cadena de valor mediante la creación de cooperativas o asociaciones de productores y su implicación en la transformación y comercialización es una medida muy útil para poder enfrentar la crisis. Lo mismo cabe decir de la progresiva aparición de nuevos productos o modos de venta, o la puesta en valor del origen, que están teniendo éxito en el mercado.

Por estas razones, señor Comisario, nos gustaría saber cómo piensa la Comisión apoyar este tipo de apuestas, con qué modelos de referencia trabaja y qué piensa hacer para mejorar los estudios de prospectiva que animaron a acabar con el sistema de cuotas lácteas y no acertaron en sus previsiones sobre aspectos tan importantes como el crecimiento de la demanda externa.   Λάμπρος Φουντούλης ( NI). – Κύριε Πρόεδρε, ο αγροτικός τομέας στην Ένωση έχει πληγεί σε πολύ μεγάλο βαθμό από την κρίση των τελευταίων ετών. Όμως, η κρίση δεν ήταν παρά η αφορμή για το τελειωτικό χτύπημα σε έναν ήδη αποδυναμωμένο τομέα της οικονομίας. Η πραγματική αιτία δεν είναι άλλη από τις διαταραχές στην αγορά που προκλήθηκαν από τις λάθος πολιτικές των Βρυξελλών που εδώ και χρόνια, με την περίφημη Αγροτική Πολιτική, σημειώνει τη μία παταγώδη αποτυχία μετά την άλλη. Άσχετοι γραφειοκράτες, μην έχοντας την παραμικρή ιδέα, πραγματοποιούν πειράματα στις πλάτες των αγροτών, αλλά και του συνόλου των πολιτών.

Προσπαθήσατε να ρυθμίσετε πανευρωπαϊκά την αγροτική πολιτική. Το μόνο που καταφέρατε, όμως, είναι να αποδυναμώσετε ουσιαστικά τους αγρότες. Βέβαια, αυτός ήταν ο σκοπός σας εξαρχής, εξυπηρετώντας συμφέροντα μεγάλων εταιρειών. Η τιμή του γάλακτος έχει φτάσει σε πολύ χαμηλά επίπεδα. Ποιο είναι όμως το όφελος των καταναλωτών; Πίνουν φτηνό γάλα; Όχι, γιατί τα καρτέλ ζουν και βασιλεύουν.

Τώρα, μετά από μια σειρά αποτυχιών, είμαστε έτοιμοι για άλλη μια φορά να εφαρμόσουμε ένα ακόμα πείραμα με αμφίβολα, πάλι, αποτελέσματα. Αν όντως θέλετε να κάνετε κάτι προς το συμφέρον των αγροτών, τότε καταργήστε - σήμερα κιόλας - την Κοινή Αγροτική Πολιτική. Η αγορά από μόνη της, σίγουρα θα τα καταφέρει καλύτερα από εσάς.

  Phil Hogan, Member of the Commission. – Mr President, thank you to all Members who have contributed to this debate. I wanted to thank MEPs Köstinger and Kumpula-Natri for their Forestry meeting at 8 a.m. this morning. I am glad that Mr Flanagan will be able to get that information.

Today’s dairy crisis is not, as some would have us believe, a factor of the abolition of dairy quotas; rather it is something of a perfect storm, as Mr Selimovic said earlier on, which reflects increased production throughout the world at the same time as access to the Russian market was lost and demand in China had been reduced.

But I can assure Mr Nicholson and others that I am not at all blaming producers for over-production, but I am agreeing with him that producers have to take their share of responsibility in terms of bringing about balance in the marketplace between demand and supply. And that is what Article 222 is about. It is a voluntary measure, but I have doubled the state aid ceilings in order to allow Member States to incentivise Article 222 measures if they so wish.

Mr Blanco López has mentioned earlier that I have taken no measures in the last few months in order to deal with this particular crisis. In fact I have taken 23 measures since last September. And I have already told you that a significant number of Member States and regions, in respect of the targeted aid package last September, have not yet spent their money. I would remind Mr Dantin that it is very difficult to seek more money if eight Member States, including France, have not spent their allocation yet from last September. I think it is important as well that we have to be realistic about the possibility of new money, when you consider that in recent days one German minister suggested that 10% of all programme expenditure should be diverted directly to address the refugee crisis. So is this the view of the German MEPs? You can see how difficult it is to get additional money when that is the particular message being advised in the system.

Mr Häusling advises me to put a cap on milk production, but he also advises me to give more support to the farmers in the ANC areas in order to produce more – slightly contradictory, and it therefore indicates how difficult it is to get solutions.

I think a number of people have mentioned the possibility of the crisis reserve. Any further financial support would inevitably raise the issue of the activation of the crisis reserve, which could generate in excess of EUR 400 million. Its activation has been suggested, and I have been reluctant to propose its activation in the past because it represents nothing more than a redistribution of farmers’ payments. However, it is something that I am prepared to consider, and the ultimate decision, of course, will be yours.

In relation to the MMO, your vote today and on previous occasions proposed a strengthening of the Milk Market Observatory, and I have done that. I believe that the MMO is now playing a very important role in providing up-to-date, reliable information, on the basis of which, operators and other stakeholders can make important commercial decisions. I have not been able to go into full detail today in relation to those Member States who are generating the largest increases in dairy production, but all of that information is readily available on the website of the MMO, proving that it is a credible source of transparent information.

As well as turning to the Commission as a source of additional support for a sector which is clearly in crisis and for a longer time than would reasonably have been anticipated, I would invite Member States to consider if they have exhausted the full range of measures under the rural development programme. It is up to Member States to trigger these mechanisms. At a time of crisis, cash flow is important, and this is one of the reasons why I have been frustrated at the slow roll-out by a number of Member States of the targeted aid, and also the fact that I am aware of the challenge that it will be for some paying agencies to have some payments made that are outstanding by the end of June 2016. For this reason I am looking carefully at how best the Commission can help those Member States, and by extension the farmers, without the application of any penalty.

Finally Mr President, while we are in the midst of this crisis, it is difficult to take time to stand back and assess the adequacy of the toolbox for which we must work, but we have to do that sooner or later. Perhaps in the context of proposing any changes to the existing CAP that will help to deal with risk management would also help to target measures better.

  Hans Hoogeveen, President-in-Office of the Council. – Mr President, I would like to thank all the Members of Parliament for their remarks but also for their suggestions, and certainly the Presidency will take them with us to our next discussion in the Council of June, because there we are going to discuss again the very severe situation in the dairy sector as well as the need for additional measures.

I would like to reiterate what was said by Commissioner Hogan: that the Commission and the Council were not resting on their laurels. Many measures have been taken, not only in September but also in March, and of course we see some effects of those measures – perhaps not enough, but there are effects of those measures, and the situation could have been worse if we did not have taken those measures.

And yes, I would like to reiterate that we need a European approach. But the Council also clearly stated that we have to take into account national circumstances, and the Council is very much agreeing with remarks of Mr De Castro and Mr Deß, that we at the same time have to ensure that there is a level playing field within the European Union.

It is also clear that there is no ‘one size fits all’ solution. We have to be creative, but also what was said by Commissioner Hogan, we have to work within the current framework of the common agriculture policy. And it is clear that the Council also stated that we do not want to go back to a quota system.

I agree with what was said by Mr Huitema, that we have to improve the situation of the farmers in the supply chain. We have to give them a fair price for their products. Therefore the work of the market taskforce installed by the European Commission is so important, and in the June Council we have the first report of this taskforce and hopefully we get some interesting and creative ideas.

Also I and the Council would like to reiterate the words of Mr Ashworth as well as Mr Huitema: that we have to make sure that the farmers maintain the position as drivers of the dairy chain. They are the first responsible persons to take action. But at the same time, of course, we have to support those farmers and see how we can help them balancing supply and demand.

In this respect I also would like to thank Mr Jakovčić for referring to the Dutch model. It is not the Dutch model of the Dutch Government but it is also the Dutch model of the Dutch dairy producers, and they are looking into niche markets, into improving quality, into new market concepts. But they are also now at this moment discussing possibilities of reduction of the milk production in the Netherlands on a voluntary basis, and I think it is up to the Council in June to see how we can support those initiatives of farmers’ organisations to reduce the milk production.

Last but not least, I would like to reiterate and underline the words of Ms McGuinness as well as Mrs Schreijer-Pierik: that also the banks and industry have to take their responsibility. Also they have to give their support to measures to be taken by farmers and governments, and in this respect I think one of the measures which were taken in March to support the banking sector to be involved is the possibility of Member States to give some support to liquidity problems in close relation with the banks.

  Mario Borghezio (ENF), per iscritto. – L'Unione europea è la principale responsabile del crollo del prezzo del latte che, attestato oggi ad una media di 27cent/litro, sta mettendo in ginocchio il settore zootecnico e sta provocando la chiusura di migliaia di aziende agricole. In Italia nel solo 2015 sono state chiusi più di 1.000 allevamenti. Non c'è solo un tema di controllo dei livelli produttivi, c'è un problema di "valore" della materia prima continuamente svilito dalle regole europee le quali, ad esempio, ancora non prevedono l'etichettatura obbligatoria sull'origine per tutti i prodotti lattiero-caseari e, di fatto, privilegiano il settore industriale e della grande distribuzione organizzata rispetto a quello primario. Consiglio e Commissione devono muoversi rapidamente quindi, con atti legislativi, per offrire al settore zootecnico un mercato più giusto e che valorizzi maggiormente la materia prima, frutto del lavoro degli agricoltori, nel contesto di una filiera da riorganizzare e da rendere maggiormente competitiva.

  Soledad Cabezón Ruiz (S&D), por escrito. – Desde el fin del régimen de las cuotas lácteas, el PE ha venido alertando a la Comisión Europea sobre las dificultades del sector. La situación ha venido agravándose con un incremento de 6% de la oferta registrada en el primer trimestre de 2016, en relación al mismo período del año pasado. Exceso de oferta que sumada al continuo bajo nivel de precios al productor, caída de la demanda mundial, efectos del veto ruso y las prácticas desleales en la cadena de suministro, suponen la "tormenta perfecta" para los ganaderos de leche. Necesitamos soluciones europeas ante una crisis europea. El reparto de 420 millones a los Estados miembros del pasado otoño no ha surtido efecto. Este es el mensaje que hemos transmitido tanto al Consejo como a la Comisión. Sin embargo, ambas Instituciones insisten en ceñirse al marco jurídico disponible tras la última reforma de la PAC y en dar flexibilidad a los Estados miembros para abordar el problema según su situación interna. Seguimos esperando un enfoque común y voluntad política por parte de la Comisión y el Consejo para atajar esta situación. Está en juego la viabilidad económica y social de muchas zonas rurales y de montaña de la UE.

  Nicola Caputo (S&D), per iscritto. – La crisi del settore lattiero-caseario è ormai divenuta strutturale: solo sul mercato europeo si registrano 700.000 tonnellate di surplus, i prezzi crollano e la produzione continua ad aumentare. Tuttavia, nonostante la drammaticità della situazione, sembra che i margini di bilancio per intervenire siano limitati. Davvero paradossale! La Commissione deve introdurre misure eccezionali e straordinarie perché drammatica è la crisi del settore. L'attivazione dell'articolo 222 è una buona notizia ma non può bastare. Per ridare dignità al settore lattiero-caseario occorre introdurre misure impegnative che lei da solo, Commissario Hogan, purtroppo non può adottare. Vanno rafforzate le norme sull'etichettatura, sulle indicazioni di origine e sulla tracciabilità, vanno introdotti sistemi di assicurazione innovativi e previsti interventi per correggere gli squilibri nella filiera alimentare. Ci vuole uno sforzo congiunto e coraggioso di Commissione e Consiglio. Va adottato un programma specifico per regolamentare e ridare competitività al settore con una strategia pluriennale che ne favorisca una radicale riorganizzazione e ristrutturazione.

  Matt Carthy (GUE/NGL), in writing. – The Commissioner claims that he is doing everything within his power to help dairy farmers in distress. He has placed a great deal of reliance on the use of Article 222 from the Common Market Organisation (CMO) Regulation as a stress-relieving measure, so that Member States have the option of funding milk suppliers that cut their production. However the success of this measure is dependent on the Irish Government actually activating the scheme, something it has already said it does not plan on doing. In this situation, what real measures can the Commission claim to have provided directly to the farmers? Its refusal to find a way to suspend super-levy fines shows neglect towards the cash-flow problems being experienced by European farmers.

  Ангел Джамбазки (ECR), в писмена форма. – Пазарът на мляко в Европа преживява труден период на ниски цени и много ниски маржове на печалба. Обсерваторията за наблюдение на пазара на мляко наскоро предупреди, че настоящият спад и ниските цени в сектора на млякото не показват никакви признаци на подем. През последните няколко месеца цената на суровото мляко беше с 13% по-ниска от средната цена през предходните пет години, като цените на пълномасленото мляко на прах продължават да се понижават – те са с 5% по-ниски, и се отчита също така спад на средните цени на обезмасленото мляко на прах и маслото. Тази тенденция на понижаване на цените на мляко са довод, че съществуващите инструменти на ОСП и предприетите мерки спрямо млекопроизводителите не са ефективни в тази сфера и не могат да се справят с кризата в млекопроизводителния сектор. Очаквам от Съвета и Комисията да представят подробности за стъпките, които трябва да се предприемат незабавно и в дългосрочен план, за да се облекчи натискът върху производителите на мляко и млечни продукти.

  Norbert Erdős (PPE), írásban. – Tisztelt Biztos Úr! Ön többek között a tagállamok hanyagságát, a tavalyi mentőcsomag ki nem fizetését hozza fel indokként arra, hogy egyre súlyosabb a helyzet az európai tejpiacon. Először is szeretném tájékoztatni Önt, hogy az 500 millió eurós mentőcsomagból ránk eső közel 3 milliárd forint 99,6 százalékát a magyar kormány már kifizette a gazdáknak, akik további 11 és fél milliárd forint nemzeti támogatást is kapnak. A termelői tej áfáját pedig 5 százalékra mérsékli a kormány 2017-től. A válságot azonban elsősorban itt, Brüsszelben kell megoldanunk. Az eddigi lépések jók, de nem húzták ki a termelői árakat a zuhanásból. Véleményem szerint ezt egyedül az intervenciós ár önköltségi szintre történő megemelése eredményezheti.

Kérem, írja meg nekem, mit gondol arról a javaslatomról, amely szerint az intervenciós ár emelése ellentételezéseként az intervención felajánló tejtermelők vállalnák, hogy egy további – akár a felajánlott mennyiséggel megegyező mértékű – tejmennyiséget ingyen vonnának ki a piacról, méghozzá úgy, hogy ezt a tejet, tejport, vajat, sajtot EU-n belüli karitatív és segélyezési célokra adnák át? Az intervenciós mechanizmus fentiek szerinti átalakításával Ön szerint működne ez a módszer?

La situación ha venido agravándose con un incremento de 6% de la oferta registrada en el primer trimestre de 2016, en relación al mismo período del año pasado. La demanda también es débil y hay que evitar una guerra interna entre los productores europeos de acusarse mutuamente de sobreproducción. Todos ellos están tratando de sobrevivir, debido a que en muchos casos se les paga menos que sus costes de producción. Esto es inaceptable y debe encontrarse una solución a nivel europeo. El paquete de 420 millones de euros puesto en marcha por la Comisión el pasado otoño no tuvo el efecto significativo que ésta hubiera querido. Esto muestra claramente que las medidas adoptadas no han sido suficientes para hacer frente a la crisis que atraviesa el sector. Hoy en día el sustento de estos agricultores está en riesgo, lo que significa que la vitalidad a largo plazo de las zonas rurales de Europa también lo está. Esta situación es insostenible y exige una intervención firme por parte de la UE.

  Krzysztof Hetman (PPE), na piśmie. – Sytuacja w europejskim sektorze mleka od dłuższego czasu jest trudna, a w ostatnich miesiącach możemy już mówi o dramacie. Cena mleka o 13% niższa w porównaniu z okresem ostatnich pięciu lat z dodatkową tendencją spadkową sprawia, że produkcja staje się nieopłacalna i wielu producentów stoi na krawędzi bankructwa. Komisja Europejska wdrożyła już szereg działań mających na celu poprawę sytuacji, włączając w to uruchomienie ponad miliarda euro w ciągu ostatnich 2 lat na wsparcie dla sektora mleka, czy też pakiet działań dodatkowych z marca tego roku. Są to niewątpliwie bardzo ważne kroki na drodze do pokonania tego kryzysu, obecna sytuacja pokazuje jednak, że w dalszym ciągu nie są one wystarczające.

Chcąc zrekompensować niskie ceny rolnicy produkują więcej, prowadząc do nadprodukcji mleka, która nie idzie w parze ze zwiększoną konsumpcją. Sądzę, że jednym z potrzebnych i pilnych rozwiązań jest promocja europejskich produktów mlecznych i znalezienie dla nich nowych rynków zbytu. Jest to szczególnie ważne również w kontekście zmniejszonego popytu ze strony Chin oraz embarga rosyjskiego. Doceniam obecne działania Komisji Europejskiej w tym aspekcie, sądzę jednak, iż w obliczu powagi sytuacji należy maksymalnie zintensyfikować podejmowane wysiłki, aby możliwie jak najszybciej i na jak największą skalę osiągnąć pożądany efekt.

  Sandra Kalniete (PPE), rakstiski. – Jautājums par situāciju piena nozarē ir jāskata kontekstā ar situāciju globālajā tirgū — embargo Krievijā un pieprasījuma kritumu Ķīnā. Tuvojoties Eiropadomei, ir saprotams, ka sankcijas pret Krieviju netiks atceltas vai pārskatītas un būtisks pieprasījuma pieaugums Ķīnā nav novērojams. Tāpēc ES jādomā par mērķtiecīgu atbalstu piena nozarei. Situācija visā ES ir dramatiska, taču Latvijā tā ir kritiska. Piena iepirkuma vidējā cena kopš embargo līdz 2016. gada aprīlim samazinājās par 33 %. Tas ir viens no lielākajiem samazinājumiem ES dalībvalstu starpā. Aprīlī cena noslīdēja līdz 0,20 euro/kg, savukārt maijā tās samazinājums varētu sasniegt pat 37 %. Piena iepirkuma cenas līmenis jau ilgstoši nenosedz ražošanas izmaksas. Viss ES piešķirtais pagaidu ārkārtas atbalsts piena ražotājiem ir izmaksāts. Uzskatu, ka pašreizējā situācijā tieša finanšu atbalsta piešķiršana piena ražotājiem ir nepieciešamais risinājums, kas kaut nedaudz mazinātu pieaugošo zaudējumu slogu un novērstu ražotājiem draudošo masveida bankrotu. Svarīgi būtu palielināt intervences iepirkuma apjomu, diskutēt par finanšu instrumentiem un lielāku elastību valsts atbalsta regulējumā. Es apšaubu brīvprātīgu ražošanas samazināšanas efektivitāti tirgus stabilizēšanai un redzu vairāk risku nekā ieguvumu ražotājiem. Vēl vēlos piebilst, ka mums neatliekami ir jādomā arī par atbalstu cūkkopības, augļu un dārzeņu nozarēs, kur situācija kļūst arvien satraucošāka.

  Karol Karski (ECR), na piśmie. – Przed kilku laty zachęcano europejskich rolników do rozwijania produkcji, aby nie stracić szansy związanej z rosnącym popytem na rynkach światowych. Rolnicy inwestowali więc i rozwijali produkcję. Tamta sytuacja wykorzystana została w UE do osłabienia lub rozmontowania instrumentów WPR, które miały stabilizować rynek. Dodatkowe karanie polskich rolników za przekroczenie kwot mlecznych w sytuacji kryzysowej na rynku mleka i po zniesieniu 1 kwietnia 2015 r. kwot mlecznych jest absolutnie nie do przyjęcia. Sytuacja producentów mleka w Polsce jak i w całej Unii Europejskiej jest dramatyczna. Obciążenie nawet najbardziej nowoczesnych gospodarstw mleczarskich tak wysokimi karami przy jednoczesnym spadku cen skupu mleka w Polsce doprowadza do ich bankructw. Niektórzy rolnicy otrzymują 17 centów za litr mleka. Apeluję do Komisji w sytuacji niekończącego się rosyjskiego embarga na produkty mleczne o umorzenie kar, którymi polscy producenci zostali obciążeni na kwotę ponad 161 mln EUR. Ponownie wzywam Komisję, aby przeznaczyła dodatkowe środki finansowe dla producentów sektora mlecznego, wieprzowego i innych sektorów, które są dotknięte kryzysem. Los producentów mleka uzależniony jest od udzielenia im natychmiastowej pomocy finansowej przez Komisję.

  Georg Mayer (ENF), schriftlich. – Die Liberalisierung des EU-Milchmarktes mit der Abschaffung der Milchproduktionsquote im März 2015 ist der Grund für die niedrigen Milchpreise. Durch diese Liberalisierung haben österreichische Bauern das Nachsehen. Man muss kein Wissenschaftler sein, um diesen Zusammenhang zu erkennen. Jedoch kann man nicht nur der Liberalisierung des EU-Milchmarktes die Schuld an dieser Krise geben. Denn auch die Sanktionen der Europäischen Union gegenüber Russland haben ihren Teil dazu beigetragen. Nachdem die Europäische Union Sanktionen gegenüber Russland beschlossen hat, hat Russland mit einem Importverbot für Molkereiprodukte geantwortet. Dies hat zu einer massiven Überproduktion im Milchsektor geführt, welche wiederrum zu einem massiven Preisverfall für Milch geführt hat. Der jetzige Milchpreis ist für viele Bauern existenzbedrohend, und Experten kündigen bereits weitere Preisverluste für das Jahr 2016 an. Hier muss gehandelt werden, und zwar jetzt!

  David McAllister (PPE), schriftlich. – Unter den 28 Mitgliedsstaaten der EU ist Deutschland mit einem Produktionsanteil von etwas über 20 Prozent der größte Milcherzeuger. Etwa jeder vierte landwirtschaftliche Betrieb in Deutschland hält Milchkühe. Die Situation der Milchbauern spitzt sich von Tag zu Tag zu. Sie leiden unter drastischen Preisrückgängen ihrer Erzeugnisse. Seit Dezember 2013 sind die durchschnittlichen Rohmilchpreise in der EU von rund 40 Euro pro 100 kg auf gerade einmal 25 Euro jetzt im April zurückgegangen. Der Preisverfall treibt viele Höfe an den Rand der Existenz. Betroffen sind besonders die, die eigentlich alles richtig gemacht hatten. Sie haben investiert, um sich auf das Ende der Quote vorzubereiten. Nun sind die Märkte zusammengebrochen, der Preis fällt ins Bodenlose. Wir brauchen einen Schulterschluss in Europa. Denn letztlich wirken nationale Maßnahmen nur begrenzt. Die Europäische Union sollte nun zügig ein weiteres Hilfspaket auf den Weg bringen – aber nicht finanziert aus den bestehenden Agrartöpfen, sondern mit neuem Geld.

  Момчил Неков (S&D), в писмена форма. – Новините за трусове в млечния сектор са вече ежедневие. И докато бюрократите може би приемат това за нормално, хиляди млечни ферми из цяла Европа фалират. Това са малките и средни семейни стопанства, които не могат да отговорят на всички пазарни тенденции, които съпътстват млечния сектор. Органът за наблюдение на пазара на мляко наскоро предупреди, че настоящият спад и ниските цени не показват никакви признаци на подем. През последните няколко месеца цената на суровото мляко в Европа е била с 13% по-ниска в сравнение с предходните пет години. В моята страна - България, изкупната цена на млякото в някои региони е паднала до 15-16 евроцента, което производителите с основание приемат за подигравка с вложените труд и инвестиции. А за някои от тях това е основен и/или единствен поминък и източник на доходи. В някои региони, като например планинските, това е единствената възможна икономическа дейност. Европа трябва да спре да превръща земеделието само в поминък за големите производители, а напротив, да подаде ръка и да предостави помощ и на малките и средните производители от млечния сектор. Тази помощ трябва да бъде насочена към специфичните млечни продукти, характерни за всяка страна, а не за такива, които покриват нуждите на само някои от държавите членки.

  Daciana Octavia Sârbu (S&D), în scris. – În timpul reformei PAC 2014-2020, am afirmat de nenumărate ori nevoia de a avea instrumente de piață care să funcționeze. Am spus că liberalizarea completă va duce la probleme semnificative și am propus menținerea unor instrumente de reglementare a ofertei, însă majoritatea a decis liberalizarea. Da, prețurile au început să fluctueze semnificativ, veniturile fermierilor sunt din ce în ce mai nesigure și noi pare-se că nu găsim soluții pentru a pune punct acestei crize perpetue. În plus, va trebui să gândim în perspectivă. Îmi doresc ca și în cazul acordurilor comerciale pe care UE le va semna să cântărim bine impactul pe care acestea le vor avea asupra fermierilor și a veniturilor acestora. Sper ca o dată pentru totdeauna Comisia să realizeze că producătorii de lapte au nevoie de venituri stabile și aceasta se poate îndeplini doar având instrumente de piață care să fie accesate la nevoie.

  Isabelle Thomas (S&D), par écrit. – Je pourrais reprendre de nombreuses interventions développées par mes collègues pour dénoncer la libéralisation effrénée et désorganisée de la PAC. Dénoncer la destruction des tissus économiques ruraux. Dénoncer la fragilisation des acteurs face à la grande distribution. Dénoncer les pertes de savoir-faire. Et, surtout, dénoncer les conséquences humaines terribles, les familles déchirées, les suicides. Oui, cette PAC dérégulée tue. Mais je n'ai qu'une minute.

Alors je me contenterai de parler de ma spécialité: le budget de l'Union. Parce que la PAC, contaminée par le virus du juste-retour, se résume en une série d'enveloppes nationales. Pour pouvoir mesurer plus facilement leur retour financier, les États ont sacrifié la dimension communautaire de la PAC. Les outils d'interventions de marché sont désormais minimes, les aides d'urgences sont dérisoires et la régulation des marchés disparait. Or, les agriculteurs ont besoin de ces outils car ils veulent des prix justes pour leurs productions et ne pas dépendre de subventions.

Tant que l'on ne changera pas profondément le mode de financement de l'Union, la PAC restera malade du juste-retour et elle continuera à être inefficace. La PAC continuera à tuer.

  Владимир Уручев (PPE), в писмена форма. – Наред с финансовия пакет от 500 млн. евро за подкрепа на европейските фермери, Комисията предложи набор от мерки за справяне с кризата в млечния сектор, като прилагане на доброволни споразумения за производството и предлагането на мляко, временно увеличаване на държавните помощи, удвояване на интервенционните тавани за обезмаслено мляко на прах и масло, рекламни кампании и увеличаване на международната търговия, експортно кредитиране и др. Въпреки това кризата продължава да се задълбочава, млекопроизводителите трупат загуби и дългове и са застрашени от фалит. Средноевропейската цена на млякото е под 28 цента/литър, а същевременно производството продължава да расте. През първите два месеца на 2016 г. е произведено 7,4% повече мляко спрямо същия период на миналата година. Трябва ясно да се подчертае, че основната причина за настоящата ситуация е свръхпроизводството! Не е възможно стабилизиране на пазара без да се ограничи производството на мляко в държавите, които са го увеличили след отпадането на квотния режим. Мерките за временно изваждане на количества мляко от пазара не работят. Най-засегнатите от кризата млекопроизводители в планинските и необлагодетелстваните райони имат нужда от специфични мерки за подпомагане, като насърчаване на изкупуването и съфинансиране на транспортните разходи с европейски средства, за да се предпазят от фалит и да се съхрани млекопроизводството в тези райони.
