  Thomas Händel, Verfasser. – Frau Kommissarin, sehr geehrte Damen und Herren! Die Jugendgarantie und die Jugendbeschäftigungsinitiative sind wesentliche Instrumente zur Bekämpfung der Jugendarbeitslosigkeit. Wir haben einiges initiiert, um diese Misere zu beenden, aber die Wirkung ist immer noch bescheiden. Ich bin davon überzeugt: Mehr ist dringend nötig.

Gestatten Sie mir aber aus aktuellem Anlass, zu einem Interview von gestern Stellung zu nehmen. Der deutsche Finanzminister, Herr Schäuble, hat gestern die Kommission heftig kritisiert. Wenn sie nicht in der Lage sei, Probleme zügig zu lösen, müssten die nationalen Regierungen sie selbst in die Hand nehmen – miteinander ohne Brüssel. Die Presse hat diese Kritik auch auf die Arbeit der Kommission zum Thema Jugendarbeitslosigkeit interpretiert. Ich bin nun wirklich der Letzte, der mit Kritik an der Kommission spart. Aber nicht nur in dieser Frage sollte sich der oberste Sparapostel Europas besser mal an die eigene Nase fassen. Wer nicht bereit ist, den Sparfimmel in Europa aufzugeben, der einige Mitgliedstaaten in die Situation getrieben hat, dass sie mit ihren Haushalten kaum noch handlungsfähig sind, sollte auf wohlfeiles Brüssel-Bashing besser verzichten.

Richtig ist: Die Beseitigung der Jugendarbeitslosigkeit ist in erster Linie Sache der Mitgliedstaaten, und zwar auch der Mitgliedstaaten mit geringerer Jugendarbeitslosigkeit. Schäuble schlägt nun einen europäischen Ausbildungsverbund vor. Der Gedanke ist nicht ganz neu. Die Kommission sollte ihn dennoch beim Wort nehmen, Frau Kommissarin Thyssen, mit ihm aber auch über einen Ausbildungsfonds reden, an dem sich insbesondere die reichen Mitgliedstaaten beteiligen. Er trifft sich mit Initiativen, die wir im Beschäftigungsausschuss schon diskutiert haben und die ich persönlich in Thüringen und Bayern auch gestartet habe.

Klar ist: Die EU-Ebenen können initiieren, finanziell flankieren und koordinieren. Umsetzen müssen aber die Mitgliedstaaten. Daran hapert es offensichtlich. Wohlgemerkt: Bereits im April 2013 haben die Mitgliedstaaten eine Jugendgarantie gestartet: Allen jungen Menschen soll innerhalb von vier Monaten nach Arbeitslosigkeit oder Schulabgang eine hochwertige Arbeit, Ausbildung, Weiterbildung bzw. ein Praktikum angeboten werden. Die Jugendbeschäftigungsinitiative soll jungen Menschen unter 30 Jahren in Regionen mit besonders hoher Jugendarbeitslosigkeit Unterstützung anbieten. Um größere Wirkung zu erzielen, wurden die Finanzmittel bereits in den ersten beiden Jahren des mittelfristigen Finanzrahmens bereitgestellt. Den Mitgliedstaaten wurde erhebliche Vorfinanzierung zur Verfügung gestellt, die 2015 auf 30 Prozent aufgestockt wurde. Aber Papier ist offensichtlich geduldig. Die Jugendarbeitslosigkeit ist immer noch inakzeptabel hoch. Es hat sich etwas getan, aber zu wenig und zu langsam, und die regionalen Unterschiede sind eklatant.

Stellungnahmen und Berichte des Europäischen Rechnungshofes, des Rates der EU-Arbeits- und -Sozialminister und der Mitgliedstaaten liegen nun vor. Wir brauchen nun klare Fakten und Grundlagen für den künftigen Weg und für die Überarbeitung des mehrjährigen Finanzrahmens. Kann die Kommission das Parlament von den wichtigsten Ergebnissen der Bewertungen in Kenntnis setzen? Ist die Umsetzung der Jugendgarantieprogramme korrekt? Wie ist die Qualität der Angebote und die Nachhaltigkeit der Ergebnisse? Sind die Programme und die Ausschöpfung der Mittel auf einem guten Weg? Hat die erhöhte Vorfinanzierung die Ausschöpfung beschleunigt? Wie kann der Zugang zu Finanzmitteln der Jugendbeschäftigungsinitiative und des ESF beschleunigt und vereinfacht werden? Ist die Kommission der Auffassung, dass weitere Investitionen in die Jugendgarantie notwendig sind und die Jugendbeschäftigungsinitiative erweitert werden muss?

Ich will hier das noch einmal betonen, was ich schon mehrmals formuliert habe: Wir verlieren eine ganze Generation, und eine ganze Generation verliert den Glauben an Europa. Das ist eine existenzielle Frage für die Zukunft der jungen Menschen, aber auch für die Zukunft der Europäischen Union. Das ist wohl noch nicht bei allen angekommen.

  Marianne Thyssen, Member of the Commission. – Madam President, Europe is on a path to recovery. We see that employment figures continue to rise and that unemployment is starting to drop. But, as we all know, the effects of the crisis are still being felt in many Member States and regions, and young people in particular have borne the worst of it. Fighting youth unemployment remains a top priority for the Commission. Therefore, I want to thank Thomas Händel and the Committee on Employment and Social Affairs of this House for their question on the Youth Guarantee and Youth Employment Initiative.

As you know, we have acted by adopting a solid policy framework on youth employment, the Youth Guarantee, and by dedicated funding to the Youth Employment Initiative for those young people not in employment, education or training. This funding comes in addition to substantial European Social Fund (ESF) intervention and on top of national funding, which is equally needed to fight youth unemployment.

The Youth Guarantee is a driver for real reform. It is the central plank in our efforts to improve access pathways to the labour market and facilitate the transition from education to the job market, and it has already started to bring results.

As regards the Commission’s findings on the Member States’ evaluations, it is important to stress that Youth Guarantee implementation has started in all Member States following the planning phase. In 2014 all the Member States presented their Youth Guarantee implementation plans, which identify precisely the measures to be taken to implement the Youth Guarantee. They outline the timeframe for youth employment reforms and measures, the roles of public authorities and other organisations and how the measures will be financed.

The implementation of the national plans is now underway. Member States are making substantial efforts to implement the Youth Guarantee, which has proven to be a driver for structural reforms. The Joint Employment Reports for 2015 and 2016 list promising steps, with concrete examples in many countries. For example, Member States are strengthening their public employment services to improve the outreach to those furthest from the labour market. In addition, they are building closer partnerships with the private sector to increase the number and improve the quality of job offers, apprenticeships and traineeship opportunities. The Youth Guarantee has also accelerated progress on delivering the skills that employers are actually seeking.

The substantial European financial support available underpins the successful implementation of the Youth Guarantee. Three years into its implementation, the Youth Employment Initiative, worth EUR 6.4 billion when including the ESF contribution, is proving to be a key lever for those Member States worst hit by youth unemployment. There is an indication that the Youth Employment Initiative and the ESF have an important influence on the design of youth employment policy in Member States. For instance, the Youth Employment Initiative and the ESF have supported a shift to demand-based delivery of active labour market policies for young people, with a much stronger focus on individualised assistance.

Furthermore, the Commission urges Member States to continue paying special attention to the quality of offers delivered. Over the past three years, Member States have allocated Youth Employment Initiative resources to concrete measures such as traineeships and apprenticeships, first job experiences and support for youth entrepreneurship. As a result, more than 1.3 million young people in Europe have benefited from work and training opportunities. These are strong indications that the Youth Guarantee schemes are on track now, even if much still needs to be done.

As regards uptake of the Youth Employment Initiative, the additional pre-financing swiftly decided on by the European co-legislators in 2015 concretely helped to increase the work opportunities for young people on the ground. It is therefore of the utmost importance to use the available European money swiftly. In this context the 2017 draft budget includes a technical adjustment of the cohesion policy national envelopes for 2017-2020 in line with Article 7 of the Multiannual Financial Framework (MFF) regulation. All Member States’ allocations under the investment for growth and jobs goal of cohesion policy for the years 2017-2020 were reviewed and compared to the actual evolution of GDP. The effect of the adjustment is an increase of EUR 4.6 billion, at current prices, in the 2017-2020 ceiling for commitments under economic, social and territorial cohesion – Heading 1b – and concerns Member States particularly affected by the economic slowdown of the past few years.

We urge these Member States to use the additional funds for stimulating youth employment as well as for the integration of refugees and promoting investment. I believe that all Member States have to pursue the Youth Guarantee including by directing the necessary national resources to those dedicated actions.

As regards a possible extension of the Youth Employment Initiative, the upcoming report on progress with the implementation of the Youth Guarantee and the Youth Employment Initiative and the midterm review of the MFF will provide the opportunity to consider how further to provide financial support for youth employment.

Addressing youth unemployment and embarking on reforms in line with the Youth Guarantee remain a key political priority of the European Union. That is what our social market economy is about. As I have said many times before, it is the Commission’s firm intention to steer the European Union more strongly towards social fairness. This means that no one should be left behind, in particular our youth. Europe cannot afford to let the human resources that our young people represent go to waste. Therefore, together with Member States, we should continue our efforts for the implementation of the Youth Guarantee and provide the appropriate financial support.

  Elisabeth Morin-Chartier, au nom du groupe PPE. – Madame la Présidente, Madame la Commissaire, je voudrais vous remercier de ce débat sur cette question orale.

Nous avions sonné la mobilisation générale de tous les États européens, à travers le fléchage du Fonds social européen, sur le chômage des jeunes: à travers la garantie jeunesse, d'une part, à travers l'initiative pour l'emploi des jeunes, d'autre part. Ces deux leviers sont absolument indispensables pour réussir la lutte contre le chômage et nous avons déployé toute l'énergie possible, au niveau du Parlement européen, pour faire du frontloading, c'est-à-dire charger les fonds disponibles pour qu’on puisse amorcer des actions très rapidement; nous avons, l'an dernier, passé le préfinancement des projets d'initiative pour l'emploi des jeunes de 1 à 30 %, battant même, ce jour-là, des records d'efficacité de l'Europe.

Être efficace, c'est justement ce que nous recherchons tous ensemble. Et donc, pour être efficace, il nous faut d'abord mesurer les effets. C'est ce que nous demandons à la Commission: quels sont les effets des fonds et des politiques que nous avons fléchés dans le Fonds social européen?

Le deuxième point: si nous voulons mesurer, c'est pour ajuster ces politiques. Je me pose en particulier, Madame la Commissaire, la question de la tranche des 25-30 ans. Que sont devenus ces jeunes?

Enfin, il nous faudra simplifier les mesures et piloter l'évolution de ces prochains projets, parce que c'est l'avenir des jeunes qui est en cause.

  Brando Benifei, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, vorrei ringraziare la Commissione europea per essere presente in Aula e per aver risposto ai quesiti della nostra interrogazione. Vorrei usare il tempo a mia disposizione per esprimere un concetto: la Garanzia giovani e l'Iniziativa a favore dell'occupazione giovanile sono strumenti essenziali per la lotta contro la disoccupazione giovanile. È proprio per questa ragione che ci siamo fatti promotori di questa iniziativa parlamentare, richiedendo informazioni dettagliate e un continuato impegno, non solo politico, per portare avanti due programmi potenziali.

Questa situazione si conferma un'emergenza ma va oggi superata la logica emergenziale nella gestione del problema. Il Parlamento europeo lo sa bene, così come lo sanno perfettamente le organizzazioni che operano sul territorio, su base quotidiana, tra cui il Forum europeo dei giovani, Age Platform, Coface, il Forum europeo delle disabilità, ISPD, Eurocities, la Confederazione europea dei sindacati. Proprio queste che ho elencato hanno pubblicato questa mattina una dichiarazione congiunta sulla Garanzia giovani, richiedendo l'immediata proroga dell'Iniziativa a favore dell'occupazione giovanile, un continuato impegno finanziario e l'elaborazione di nuovi metodi per migliorare l'accesso per tutti gli operatori ai fondi disponibili. Si chiede un deciso passo in avanti nel verificare che le offerte siano di qualità, unico vero percorso per assicurare la sua sostenibilità di lungo periodo, insieme a una riduzione del carico burocratico per le imprese partecipanti.

Dispiace leggere nei documenti preparatori del bilancio 2017 che la Commissione non preveda di includere nuovi stanziamenti per l'Iniziativa a favore dell'occupazione giovanile per i prossimi anni a causa del front-loading ma credo che la valutazione di medio periodo sulla Garanzia giovani, insieme alle parole anche dette oggi dalla Commissaria, dimostreranno che questo strumento è essenziale per far funzionare i programmi.

Il Parlamento europeo ha intenzione di mantenere la lotta alla disoccupazione giovanile come una priorità assoluta. Ci addentreremo a breve, come è già stato detto nelle discussioni sul quadro finanziario pluriennale, e sono sicuro che sapremo fare un buon lavoro insieme.

  Ivan Jakovčić (ALDE), Domanda "cartellino blu". – La ringrazio di aver accettato di rispondere alla mia domanda "cartellino blu". Volevo chiedere una cosa molto semplice: non vi pare che qui manchi di nuovo, come anche nella vostra relazione prima, la sinergia con le autorità locali e regionali e tutto ciò che esse possono anche fare per i giovani? Perché non dimentichiamo che le azioni sociali e l'istruzione passano spesso per le autorità locali e regionali.

  Brando Benifei (S&D), Risposta a una domanda "cartellino blu". – In realtà ritengo che anche nella formulazione dell'interrogazione, si tenga conto – ovviamente, si può fare sempre meglio – della necessità del coordinamento istituzionale. È chiaro che l'Iniziativa per l'occupazione giovanile, in particolare la Garanzia giovani, non possono funzionare senza un lavoro efficace che parta dal livello europeo, vada agli Stati membri e arrivi alle autorità locali e regionali. È una cosa essenziale: io l'ho visto occupandomi molto del tema, girando i territori e parlando con gli operatori. Questo è una priorità e mi sembra che sia posto con chiarezza e la Commissione ovviamente ne deve tenere conto.

  Joachim Starbatty, im Namen der ECR-Fraktion. – Frau Präsidentin! Herr Händel, Sie haben zu Recht gesagt: Wir verlieren eine ganze Generation. Und wer die Arbeitslosenziffern sieht, kann das nur bestätigen.

Sie haben weiter gesagt: Die Wirkung der Jugendgarantieprogramme ist bescheiden. Ich habe mir die Statistiken angeschaut: Die Wirkung ist unbefriedigend.

Und dann sagen Sie: Mehr ist dringend nötig. Von einer Rezeptur, die nicht wirkt, brauchen wir nicht mehr. Wir brauchen eine andere Rezeptur! Wir müssen uns fragen, warum die Jugendarbeitslosigkeit in der südlichen Peripherie so hoch ist. Wir müssen uns fragen, warum die Jugendarbeitslosigkeit in Deutschland von zwölf auf sieben Prozent zurückgegangen ist, warum die Arbeitslosigkeit bei uns in Deutschland von zehn auf fünf Prozent zurückgegangen ist. Das müssen wir prüfen. Wir müssen prüfen, warum sie in der südlichen Peripherie nach oben gegangen ist. Das muss man doch endlich einmal überprüfen!

Hier wird davon gesprochen, wir müssten die Folgen berücksichtigen. Nein, wir müssen die Ursachen in den Blick nehmen! Die Ursachen sind ein falscher Wechselkurs innerhalb der Europäischen Währungsunion. Das ist der Grund. Deswegen explodiert unser Export, und der Export der südlichen Länder kann nicht florieren. Warum nicht? Unser Export wird subventioniert. Der Export der südlichen Peripherie wird mit Steuern belastet. Das ist das, woran wir etwas ändern müssen. Ansonsten höre ich diese Reden in zwei Jahren noch einmal. Ich habe sie vor zwei Jahren gehört und werde sie in zwei Jahren noch einmal hören. Damit muss Schluss sein!

  Marian Harkin, on behalf of the ALDE Group. – Madam President, the Youth Guarantee is a flagship project for the EU and we must deliver on our guarantee. A guarantee is a very strong word. It means we provide a definite assurance, we promise, we pledge to young people that they will receive a quality offer of employment, a traineeship, an apprenticeship, further education within four months of becoming unemployed or of finishing education. When we make that pledge, we must deliver.

In order to do that we must have evidence-based policymaking. It is certainly about adequate resources, but equally it is about effective spending. That is why we posed this question to the Commission today. The only information we have to date are the three comments from the Court of Auditors. They talk about having concerns about adequacy of funding, the definition of a good quality offer and how the Commission monitors and reports on the results of the scheme. I listened to the Commissioner here today and perhaps the information is not yet available. Yes, I hear positive comments but, as to the specific question, I am not a lot wiser. One of the questions asked was how we streamline access to the Youth Guarantee, and access is crucial.

In this context, I made a complaint to the Commission that young people with disabilities in Ireland are not able to access the Youth Guarantee. I received a reply from the Commission saying that they are satisfied with the Irish Government’s response, which said there were alternative back-to-work supports for young people with disabilities. But the very point of the Youth Guarantee is that it is a guarantee for all young people and there must be no exceptions. In Ireland young people with disabilities are on disability allowance and not on jobseekers’ allowance and so cannot access the Youth Guarantee. We need to streamline our system to ensure that this discrimination is stopped immediately, and we need the support of the Commission in doing this. Member States should not be allowed to slide out of their responsibilities.

  Tania González Peñas, en nombre del Grupo GUE/NGL. – Señora Presidenta, quiero agradecer, en primer lugar, a nuestro compañero Thomas Händel que realice esta pregunta a la Comisión porque, en efecto, el problema del desempleo juvenil, que afecta a uno de cada cinco europeos y en España a uno de cada dos jóvenes, necesita políticas sociales y, por una vez, parecía que la Comisión de la austeridad y los recortes se preocupaba por los jóvenes desempleados.

Sin embargo, dos años después de ponerse en marcha, los resultados son nefastos y desiguales. En primer lugar, los países que más necesitan fondos para combatir el desempleo juvenil son los que menos tienen. En segundo lugar, de poco sirven políticas de promoción del empleo si, por otro lado, se están destruyendo miles y miles de empleos a través de políticas antisociales y a través de políticas de austeridad.

Además, Gobiernos como el de España han mostrado poco o nulo interés en poner en marcha estas medidas o lo han hecho de manera parcial creando empleos precarios.

Ahora corresponde a la Comisión decidir si enmienda los fallos que se han cometido durante estos años con esta iniciativa.

  Terry Reintke, on behalf of the Verts/ALE Group. – Madam President, there are two things we can learn from the Brexit referendum that took place last week. The first is that young people, in an overwhelming majority, voted to stay in the European Union. They want to shape the future of Europe together; they want the European Union to solve the political problems of today and to fight for their future. The second thing that we can learn from this referendum is that sadly many young people, especially those who are unemployed, did not go and vote. They feel detached from political processes. For exactly these young people we need to provide answers. The Youth Guarantee is one of the concrete areas where we have to deliver, where we can give answers to those young people who feel detached, who are unemployed and who cannot find apprenticeships or jobs. This is why we will have to fight to make the Youth Guarantee a success, to give young people a voice in the process of decision-making, to create perspectives for those who feel left behind, especially after this Brexit vote. Madam Commissioner, young people did not let us down in the vote last week. I beg you, do not let young people down, not now.

  Laura Agea (EFDD). – Signora Presidente, onorevoli colleghi, signor Presidente della Commissione, mi sembra di avere un déjà vu. Siamo ancora qua a parlare di Garanzia giovani, siamo qua a chiedere ancora una volta che venga implementata questa misura di contrasto alla gli effetti della disoccupazione; addirittura chiediamo che venga stabilizzata e che diventi una misura sistemica di aiuto alla disoccupazione. Purtroppo questa non è la strada.

Non è la strada perché sappiamo benissimo che, a fronte dell'impegno economico stanziato per questa misura di contrasto, i risultati sono estremamente deludenti. Io porto l'esperienza del mio Paese che ha fallito completamente questa implementazione. Veniamo dallo stesso paese, caro collega Benifei, ma probabilmente parliamo con persone diverse. Ti farò avere le mail di tanti giovani che mi scrivono che, a un anno di ingresso nel percorso Garanzia giovane, non sono stati ancora pagati e mi chiedono perché e se è normale. No, non è normale!

Mi chiedono se è normale ricevere semplicemente la proposta per seguire un corso di formazione o un tirocinio, non parliamo neanche di apprendistato, che già sarebbe qualcosa di più vicino al mondo del lavoro.

Quindi bisogna imparare a guardare in faccia la realtà e a rendersi conto che certi strumenti non funzionano se l'Europa riversa soldi a pioggia e non fa un controllo e se non affronta il problema della disoccupazione in maniera efficace, cercando di risolverlo a livello strutturale.

  Brando Benifei (S&D), Domanda "cartellino blu". – La questione posta dalla collega Agea è molto corretta. Abbiamo enormi problemi di implementazione. Infatti, l'interrogazione andava in questa direzione. Ma almeno la mia valutazione – volevo chiedere appunto su questo una considerazione alla collega – è che dobbiamo andare avanti nel migliorare e verificare la spesa, nel fare in modo che non ci siano sprechi. Prima si parlava di controllare anche le autorità locali e di collaborare con le Regioni. Credo che interrompere un progetto sia un errore: per molti, invece, la Garanzia giovani è stato un modo per trovare una possibilità.

  Laura Agea (EFDD), Risposta a una domanda "cartellino blu". – Collega Benifei non dobbiamo giocare con le parole: interrompere, continuare… Non è questo l'ordine dei problemi. È che se non facciamo un monitoraggio di come le autorità locali gestiscono e usano questo strumento, non andiamo da nessuna parte. Meno di un anno fa ho sollecitato la Commissaria Thyssen sulla gestione della Garanzia giovani nella provincia di Terni. Lei stessa mi ha risposto dicendo: "Stiamo monitorando perché quello che ci sta dicendo, e quindi di una gestione non proprio trasparente, è per reale e quindi ci stiamo muovendo per verificare". Faccia lei.

  Anne Sander (PPE). – Madame la Présidente, Madame la Commissaire, trois ans après le lancement de la garantie jeunesse, environ un jeune sur cinq est encore au chômage. Nous devons donc nous interroger sur l'efficacité de notre politique et faire un bilan. Le Brexit est d'ailleurs venu jeter une lumière crue sur les dysfonctionnements de l'Union européenne, mais je dirais surtout sur ceux dans les États membres. En tout cas, ils nous interpellent encore plus. J'ai donc plusieurs questions, Madame la Commissaire.

Premièrement, que fait la Commission européenne pour simplifier et rendre accessibles au plus grand nombre les financements pour l'emploi des jeunes? En France, en raison de la complexité des procédures, l'initiative pour l'emploi des jeunes profite souvent aux mêmes structures sans toucher de nouvelles cibles.

Deuxièmement, en cas de prolongement de l'initiative pour l'emploi des jeunes après 2017, comment en faire bénéficier ceux qui sont dans l'angle mort de nos politiques publiques? Je pense, en particulier, aux jeunes issus des milieux ruraux et aux jeunes les moins qualifiés.

Enfin, troisièmement, malgré le programme Erasmus+, les jeunes apprentis restent peu nombreux à franchir les frontières et je dirais que les projets d'apprentissage transfrontaliers, comme ceux que nous avons dans le Rhin supérieur, sont trop rares. Alors que fait l'Europe pour développer ce type de projet?

  Tibor Szanyi (S&D), Kékkártyás kérdés. – Ön a beszédjének az elején azt mondta, hogy vonjuk le a következtetéseket. És én úgy hallottam, hogy csak olyan következtetéseket vont le, ami az Európai Uniót, mint intézményt érinti. Ugyanakkor Ön hajlandó lenne-e levonni olyan következtetést is, ami a tagállamokra vonatkozik? Pl. a magyar kormány egyébként 18-ról 16-ra vitte le a tankötelezettségnek a határát. Ennélfogva irgalmatlanul megugrott a fiatalok körében a munkanélküliség. Ön úgy gondolja, hogy ez az Európai Unió hibája?

  Anne Sander (PPE), réponse "carton bleu". – Non, je vous rejoins, Monsieur le député, il y a une véritable responsabilité des États membres. C'est d'ailleurs ce que j'ai dit en parlant des dysfonctionnements de l'Union européenne, mais surtout des dysfonctionnements dans les États membres. Dans mon pays, par exemple, en France, il y a aussi d'importantes améliorations qui devraient permettre aux projets de toucher un public beaucoup plus large, et d'aider vraiment les jeunes en difficulté, ce qui n'est pas toujours le cas aujourd'hui.

  Marita Ulvskog (S&D). – Fru talman! Tack så mycket för en spännande debatt. När man har lyssnat på den ett tag så kan man tro att det där med ungdomsarbetslöshet är något för södra Italien. Jag kan härmed meddela att även i ett hyfsat rikt och oskadat land som Sverige har vi stora problem med ungdomsarbetslösheten.

Jag tror inte att man ska ha de där allra enklaste förklaringarna, och jag tror att det är väldigt viktigt att vi fortsätter och nöter på med den här typen av program som vi har för att kunna ge en chans för unga människor att komma in på arbetsmarknaden. Vi har ställt frågor vid flera tillfällen till kommissionären: Funkar verkligen det här? Är det värt att fortsätta satsa? Kostar det för mycket, ger det för lite? Varje gång får vi ganska optimistiska svar. Nu sa madame Thyssen att det är en nyckel. Låt oss hoppas att det är en nyckel och låt oss vara uthålliga med att försvara och fylla på de här pengarna så länge som möjligt, för det kommer att vända.

  Beatrix von Storch (EFDD). – Frau Präsidentin! Wir sprechen heute über die europäische Jugendgarantie. Die Jugendgarantie heißt, dass die Mitgliedstaaten einem Jugendlichen, der länger als vier Monate arbeitslos ist, einen Arbeitsplatz, einen Ausbildungsplatz oder einen Praktikumsplatz besorgen sollen, und zwar einen qualitativ hochwertigen. Dafür stellt die EU von 2014 bis 2020 knapp 13 Mrd. EUR zur Verfügung. Nicht einmal der Rechnungshof weiß allerdings, ob so jemals ein dauerhafter Arbeitsplatz geschaffen worden ist, und auch der Deutsche Gewerkschaftsbund hält diese Jugendgarantie für eine Nullnummer.

Ich fürchte, viele hier haben die Botschaft aus dem Brexit noch nicht kapiert und werden weiter an solch abstrusen Projekten wie einer europaweit betriebenen, staatlich durchgesetzten Beschäftigungspolitik festhalten. Statt immer neuer sozialistischer Arbeitsmarktprojekte à la DDR zu fördern, sollten wir den Mittelstand um die geplanten Abermilliarden entlasten, sodass er Arbeitsplätze schaffen kann. Die Lehre aus dem Brexit muss sein: weniger EU, weniger Euro, mehr Subsidiarität – auch und vor allem für den Arbeitsmarkt.

  Siegfried Mureşan (PPE). – Madam President, young and unemployed means a young person who does not have an income, therefore no perspective of buying a house, to start a family, no prospect of investing in their further education to improve their chances for the future. This is why youth unemployment is so important. It is good that we are discussing it today. Madam Commissioner, two concrete proposals from my side and two concrete questions.

Firstly, there are Member States of the Union in which youth unemployment is below 10% and then there are Member States in which it is above 30-40%. Therefore, I truly believe that we have to do more to improve the exchange of best practices between the Member States of the Union in order to give the young people of Europe the opportunity to be part of the best programmes which exist in Europe, be it in their Member State or in another Member State. Therefore, also the question: what is the Commission doing in order to improve the exchange of best practices amongst the Member States of the Union?

Secondly, we of course have to make sure that this programme generates stable and well-paid jobs. That is why we should in our evaluation go beyond just the quantitative evaluation of these projects –how many jobs were created – but really make sure that these jobs are stable and well paid.

My two questions to you are: when will the Commission come up with the evaluation of this programme? Why has it been delayed? Secondly, what is the Commission doing to inform eligible young people of these opportunities?

  Agnes Jongerius (S&D). – De jongerengarantie en het jongerenwerkgelegenheidsinitiatief zijn stappen in de goede richting voor die miljoenen jongeren die door een gebrek aan werkgelegenheid thuis zitten.

Het is een crisis die die jongeren niet veroorzaakt hebben, maar die wel vaak leidt tot een verloren generatie, het woord is hier al eerder gevallen. De EU, zoals mevrouw de commissaris net al zei, krabbelt langzaam uit de crisis, maar door de Brexit ontstaat er weer nieuwe onzekerheid over onze economische perspectieven. Dus het is inderdaad tijd dat wij via dit debat druk zetten op ruimte voor echte investeringen en groei en banen, zodat we een perspectief kunnen bieden aan landen die nog steeds diep in de schulden zitten. Want juist de jongeren in Spanje, in verschillende Oost-Europese landen en bovenal in Griekenland verdienen onze steun. Dus er moet blijvend geïnvesteerd worden in de jongerengarantie. Maar ik vraag u, commissaris, moeten we niet in het algemeen meer investeren in groei en banen in Europa?

  Sofia Ribeiro (PPE). – Senhora Presidente, Senhora Comissária, fico satisfeita por saber que estamos a verificar uma maior implementação destes programas a nível dos Estados-Membros. Mas aquilo que é essencial que se faça é uma análise qualitativa para que nós saibamos quais são, efetivamente, os resultados destes programas a nível europeu. Nós não podemos compactuar com situações em que os Estados-Membros estão a mascarar os dados do desemprego eternizando-se em estágios e em formações e fazendo com que os nossos jovens não tenham depois uma inserção efetiva no mercado de trabalho de qualidade e, portanto, este controlo é absolutamente essencial. E, por isso, Senhora Comissária, precisamos de fazer uma monitorização e uma avaliação muito cuidada que não pode - e repito - passar apenas por uma avaliação quantitativa mas também qualitativa e individualizada ao máximo, para que nós façamos um combate aos abusos das empresas que estão a ficar especialistas em estágios e que fazem com que os nossos jovens fiquem eternamente dependentes destes mecanismos.

Por outro lado, quando falamos do prolongamento da iniciativa - que eu defendo, e digo-lhe já a minha posição, Senhora Comissária - nós temos também de ter a certeza que há, de facto, uma diferenciação ao longo de toda a Europa na forma como estes programas são implementados. O desemprego na minha região, por exemplo, nos Açores, é dos mais elevados da Europa e não pode, não podemos ter as mesmas respostas nos Açores que oferecemos, por exemplo, a uma região na Alemanha, que tem das taxas de desemprego mais baixas. É preciso garantirmos essa diferenciação.

  Sergio Gutiérrez Prieto (S&D). – Señora Presidenta, señor Comisaria, me ha sorprendido mucho su análisis complaciente sobre la ejecución de la Garantía Juvenil, porque hace apenas un mes en su evaluación sobre los programas nacionales de reforma de los países decía exactamente lo contrario. Decía textualmente que el sistema nacional de Garantía Juvenil, en referencia a España, aún no estaba entregando los resultados esperados y la proporción de registro sigue seguía siendo muy baja.

Y es verdad, en España tenemos más de un millón de jóvenes desempleados y la Garantía Juvenil apenas ha llegado a 60 000 jóvenes en España. ¿Qué es la Garantía Juvenil? Es una promesa que hicimos desde las instituciones europeas a los jóvenes de que en un periodo de cuatro meses les ofertaríamos una oferta de trabajo o bien un periodo formativo. Y lo hemos incumplido, porque la Garantía Juvenil no es solo que se necesite financiación suficiente, cosa que no tenemos, los 6 000 millones de euros han demostrado que no lo son, sino también es cómo se aplica o cómo se gastan esos 6 000 millones.

Nosotros creemos y somos unos defensores del programa, pero necesitamos cambiarlo de arriba a abajo. Necesitamos que la Comisión Europea obligue a los Estados miembros a cumplir con unos requisitos mínimos, a cumplir con unas directrices, que se cree empleo de calidad y que cofinancien, para precisamente cumplir con la promesa que les hemos hecho solemnemente desde este Parlamento Europeo.

  Franc Bogovič (PPE). – Jamstvo za mlade in pobuda za zaposlitev mladih sta zagotovo dva zelo koristna ukrepa, ki jih izvaja Evropska unija, in lahko veliko pomagata generaciji, ki ima danes največje težave pri zaposlovanju, to so mladi.

Prav tako pa se moramo zavedati, da je za zaposlovanje mladih veliko odvisno tudi od držav članic, in te morajo skozi reformo izobraževalnega sistema, povezovanje izobraževanja, raziskovanja in pa tudi gospodarstva, ustvariti pogoje, v katerih se bodo ta delovna mesta potem tudi ustvarila.

Zato popolnoma podpiram to smer, da se naredi podrobna analiza, kako se ta sredstva koristijo, hkrati pa tudi vidi dobre prakse in potem, od države do države, posebej ugotovi, kateri in na kakšen način bo ta ukrep najučinkovitejši v posamezni državi.

Ni potrebno, da govorimo samo o odgovornosti Evropske unije, v veliki meri moramo govoriti tudi o odgovornosti držav članic, ki marsikdaj zatajijo na tej ravni.

  Clara Eugenia Aguilera García (S&D). – Señora Presidenta, señora Comisaria, querría decirle, al igual que concluía mi compañero Sergio Gutiérrez, que me ha sorprendido su complacencia acerca de cómo está funcionando este programa en los distintos países, especialmente en el mío, en España. Usted ha dicho que algunos Estados miembros muestran una gran mejora y esta iniciativa está funcionando. Esta iniciativa es importantísima, este programa es muy importante, pero no está funcionando, señora Comisaria. Y los datos ahí están, en España, con ese millón de jóvenes desempleados, el 49,6 %, 30 puntos por encima de la media. Es realmente alarmante.

Además, la medida que ha tomado el Gobierno español es absolutamente ineficaz y equivocada. La bonificación de 300 euros a los empresarios para la cotización a la seguridad social es absolutamente inútil, ya está demostrado en otros programas. Por tanto, señora Comisaria, en nombre de mi grupo, en nombre de los desempleados jóvenes españoles, hay que cambiar este programa para que tenga futuro.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση έχει γεμίσει από στρατιές φτωχών και ανέργων. Ήδη υπάρχουν πάνω από 4,2 εκατομμύρια άνεργοι νέοι. Η ανεργία των 21 εκατομμυρίων Ευρωπαίων, όπως και η ανεργία των νέων οφείλεται στη μερκελική λιτότητα και στη βίαιη δημοσιονομική προσαρμογή. Επομένως, τα μέτρα για τη μείωση της ανεργίας των νέων, όπως η εγγύηση για τη νεολαία και η πρωτοβουλία για την απασχόληση νέων δεν πρόκειται να αποφέρουν καρπούς, όσο τα κράτη μέλη μένουν πιστά στις οδηγίες του Schäuble, για σκληρή πολιτική λιτότητας.

Έτσι, κυρία Επίτροπε, κυρία Thyssen, παρότι εφαρμόζετε, ως Επιτροπή, το δόγμα Schäuble, τελικά ο ίδιος ο Schäuble σας αδειάζει, σας ασκεί επιπλέον κριτική και σας βγάζει κόκκινη κάρτα, επιχειρώντας να σας φορτώσει τις αποτυχίες της δικής του οικονομικής πολιτικής, που μετέτρεψε τον ευρωπαϊκό Νότο, και ιδίως στην Ελλάδα, σε χώρο μαζικής ανεργίας. Επιπλέον, κυρία Thyssen, το ποσό των 6,2 δισεκατομμυρίων ευρώ είναι ψίχουλα, προκειμένου να μπορέσουν, έστω, να απαλύνουν τις δυσμενείς κοινωνικές συνέπειες της ανεργίας των νέων.

  Izaskun Bilbao Barandica (ALDE). – Señora Presidenta, señora Comisaria, quiero animar a la Comisión a que concluya las evaluaciones de la Garantía Juvenil con realismo, con independencia y con objetividad para poder conseguir el mejor resultado de un programa fundamental para el futuro laboral de muchos jóvenes y el prestigio institucional de la Unión cuando más lo necesita.

Hay que asegurarse de que sean las instituciones competentes en políticas activas de empleo las que asuman la gestión de los fondos. En España, la competencia es regional, —por ejemplo, en el País Vasco— y el reparto es totalmente incongruente. Además, el Gobierno español ha creado un registro específico para los llamados «ninis» tan complejo y opaco que parte de los fondos que deberían haber financiado programas activos de empleo se han dedicado a crearlo, gestionarlo y difundirlo, duplicando claramente servicios ya existentes y maquillando, de paso, el impacto real del desempleo.

Me gustaría preguntarle, señora Comisaria, si la Comisión es consciente de estos problemas y si están planteando ustedes alguna estrategia para poder corregirlos. Me gustaría que me respondiera.

  Γεώργιος Επιτήδειος ( NI). – Κυρία Πρόεδρε, η δυσλειτουργία στην υλοποίηση των προγραμμάτων «Εγγύηση για τους νέους και πρωτοβουλία για την απασχόληση των νέων» εγγυάται ότι αυτά τα προγράμματα θα αποτύχουν. Αυτή η εξέλιξη είναι δυστυχώς αναπόφευκτη, διότι τη στιγμή κατά την οποία στην Ευρώπη καλπάζει η ανεργία των νέων και στην Ελλάδα έχει φτάσει στο απαράδεκτο επίπεδο του 67%, οι ηγετικοί κύκλοι της Ευρωπαϊκής Ενώσεως δεν ενδιαφέρονται να δώσουν μια αξιοπρεπή εργασία στους νέους της Ευρώπης, ούτως ώστε να αξιοποιήσουν τα μεγάλα προσόντα τους και να υπάρξει εξέλιξη και ανάπτυξη. Ενδιαφέρονται να απορροφήσουν στην ευρωπαϊκή αγορά εργασίας τους ταλαντούχους νέους από τρίτες χώρες, όπως είχε πει και ο κύριος Juncker.

Με άλλα λόγια, ενδιαφέρονται να εξασφαλίσουν φθηνά εργατικά χέρια και για να το κάνουν αυτό, καταστρέφουν την παιδεία σε όλες τις χώρες, ούτως ώστε οι νέοι της Ευρώπης να μη μορφώνονται και να μην έχουν απαιτήσεις από τους εργοδότες τους να παίρνουν αξιοπρεπή μισθό. Αυτή η μεθόδευση χρησιμοποιεί ως πειραματόζωο την Ελλάδα, οι κυβερνήσεις της οποίας έχουν υπογράψει τα μνημόνια, καταστρέφουν την ελληνική παιδεία και αναγκάζουν τους Έλληνες νέους να ξενιτεύονται. Εμείς, όμως, που αγαπάμε την πατρίδα, αγαπάμε τους νέους και πιστεύουμε ότι οι νέοι είναι…

  Marianne Thyssen, lid van de Commissie. – We lezen uit de cijfers, als we kijken naar de evolutie van de statistieken van de jeugdwerkloosheid, dat die evolutie positief is. In het voorbije jaar – ik reken dan van de maand mei van dit jaar in vergelijking met de maand mei van vorig jaar – zijn er 503 000 jonge mensen minder zonder werk. Dat is het laagste werkloosheidscijfer voor jongeren sinds maart 2009. Vandaar dat ik vind dat er ook iets positiefs mag worden gezegd. Maar wil dat zeggen dat ik tevreden ben, dat ik vind dat we er zijn en dat alles perfect verloopt? Verre van! Want als we kijken naar het percentage van jeugdwerkloosheid vandaag, dan zien we dat dat nog altijd ligt op 18,6 %, weliswaar twee volle procentpunten beter dan vorig jaar, maar 18,6 % jonge werklozen, daar schuilen 4 197 000 werkzoekende jonge mensen achter. Dat zijn er 4 197 000 te veel en dus moeten we ons beleid voortzetten.

Waar ik ook niet zo positief over ben, is het feit dat de budgetten die wij hebben met onze fondsen traag opgenomen worden. De absorptie verloopt traag. Daar zijn allerlei redenen voor die wij van de lidstaten te horen krijgen. Ze waren nog bezig met het uitvoeren van de vorige programma's, de capaciteit ontbrak. We hebben de prefinanciering verhoogd, dat heeft dan wel iets geholpen. Maar uiteindelijk is de opname van de bedragen ook te traag verlopen. Daar zijn we niet echt gelukkig mee.

Maar wat wil dat nu zeggen? Dat we verder moeten werken op alle fronten die ervoor zorgen dat er meer jobs voor jongeren kunnen zijn, en dat is onder meer macro-economisch beleid om te zorgen dat er meer groei en banen komen. In dat kader hebben wij ons Europees investeringsfonds gelanceerd en dat blijkt ook zijn vruchten af te werpen. Want er zijn al investeringen afgesproken voor meer dan 100 miljard euro en dat is toch ook iets. Het juiste macro-economisch beleid voeren is één ding, maar we moeten ook verder werken aan het sociaal beleid. Dat is een tweede prioriteit.

Dat verder werken doen we door de jongerengarantie te laten doorlopen. Het gaat om structurele hervormingen die nodig zijn om de jonge mensen mee te krijgen, om ze geregistreerd te hebben, om ze te kunnen aanpakken en om ze een aanbod te doen dat hen weer op weg helpt naar een pad dat tot een job kan leiden. Wij moeten dat nu evalueren.

De jongerengarantie en het jongerenwerkgelegenheidsinitiatief, het speciaal fonds dat dient om de jongerengarantie te evalueren. Wij zijn daarmee niet te laat. Sommigen onder u suggereren: “Waarom te laat? Graag een antwoord.” Die evaluatie komt op tijd! De lidstaten werd verzocht overeenkomstig de wetgeving ons uiterlijk eind mei de gegevens te bezorgen. Die data zijn min of meer verzameld of die zijn onderweg. Die moeten nu verwerkt worden en op basis daarvan zal een verslag worden opgesteld en dat verslag zullen we u in de loop van de herfst kunnen voorstellen. Als u me daartoe uitnodigt, zal ik dat met plezier hier komen toelichten. Dat verslag moet ons de juiste basis geven om te kijken hoe we verder gaan. Gaan we verder met hetzelfde, moet er iets aan worden veranderd, onder welke voorwaarden kunnen we dat doen: dat moet afgesproken worden.

Een belangrijke vraag zal ook zijn: willen we opnieuw specifieke fondsen wijden aan de ondersteuning van de jongerengarantie, aan het bestrijden van de jeugdwerkloosheid? Daar moeten wij natuurlijk rekening houden met het MFK, met het meerjarig financieel kader, en kunnen wij niet gewoon het geld uit de lucht plukken. U weet dat het geld afkomstig is van de lidstaten.

Wat we tot dusver al gedaan hebben in de technical adjustment en daarmee weten we dat we aan een budget komen van 4,6 miljard euro, die uiteindelijk over verschillende zaken verdeeld zal moeten worden, maar waarvan een van de prioriteiten die de Commissie zal voorstellen is dat dit bedrag wordt besteed aan de bestrijding van de jeugdwerkloosheid. Voor de rest zullen we moeten wachten tot we dat verslag opgesteld hebben en, zoals gezegd, kom ik daar met plezier voor bij u terug.

Maar zegt u vooral niet, ook buiten deze zaal, dat de commissaris o zo gelukkig was, want er is nog 18 % jeugdwerkloosheid. Ik ben tevreden dat we vooruitgaan. We zien van maand tot maand vooruitgang en het gaat om grote aantallen jonge mensen die uiteindelijk toch op de arbeidsmarkt terechtkomen en een job vinden. Laat ons daar toch eens vijf minuten tevreden over zijn. Maar tevreden zijn wil niet zeggen dat we met onze handen in de schoot zitten, dat we denken dat we ons doel bereikt hebben. Ik heb u de cijfers genoemd, verre van. We zullen nog deze hele legislatuur allemaal samen heel hard moeten werken om de jongeren betere kansen te geven en daarvoor mag u ook rekenen op de Commissie.

  Dominique Bilde (ENF), par écrit. – Depuis avril 2013, les États membres de l’UE ont mis en place cette garantie jeunesse et l’initiative pour l’emploi des jeunes comme remèdes miracles au problème de l’emploi des jeunes. Or si je fais le bilan de l’emploi des jeunes dans mon pays et notamment des moins diplômés et de ceux le plus éloigné du marché de l’emploi, je constate qu’un jeune sur cinq est toujours au chômage en Europe (25% en France et plus de 50% en Grèce !). Le Brexit, à ce titre, est d'ailleurs venu jeter une lumière crue sur les dysfonctionnements de l'Union européenne mais aussi sur ceux dans les États membres. Les problèmes restent entiers. La complexité des procédures et la bureaucratie européenne ne permettent souvent pas de toucher de nouvelles cibles.

D’autre part, bien souvent, les jeunes ruraux et les jeunes les moins qualifiés restent encore trop éloignés du marché de l’emploi malgré un énième dispositif. Enfin, le problème de l’emploi des jeunes relève avant tout de logiques nationales : des réformes des systèmes éducatifs mais aussi de la promotion de l’apprentissage qui reste trop souvent mal perçu dans certains pays comme le mien, la France.

  José Blanco López (S&D), por escrito. – Es positivo ver que las cifras de desempleo juvenil han descendido tanto en la UE-28 como en la Eurozona. Pero no es momento de congratularse ni de bajar la guardia porque aún hay más de 4 millones de jóvenes sin trabajo en Europa y porque muchos de los puestos que se han creado son trabajos precarios con salarios indignos. Ahora es el momento de hacer un análisis exhaustivo de la implementación de la garantía juvenil. Mi país, por ejemplo, lo ha hecho de manera lenta, insuficiente e irresponsable. Lenta porque tardó más de un año y medio en ponerla en marcha. Insuficiente porque, en febrero de 2015, sólo 60 000 jóvenes habían encontrado un puesto de trabajo e irresponsable porque el sistema se está principalmente usando para dar bonificaciones a las empresas. Por ello creo que ha llegado el momento de comprometerse con una verdadera Garantía Juvenil Europea, dotada de más fondos y con un marco de mínimos para garantizar la calidad de las ofertas de trabajo, la dignidad de las becas recibidas y la excelencia de la educación recibida.

  Laura Ferrara (EFDD), per iscritto. – "Garanzia giovani" dovrebbe favorire l'inserimento dei giovani nel mondo del lavoro, ma rimangono drammaticamente alti i tassi di disoccupazione giovanile in diverse regioni europee. Per molti è considerato uno strumento fallimentare nel promuovere politiche attive ed efficaci nel mercato del lavoro. Molti dubbi continuano a permanere sulla qualità dell'offerta, sulla capacità del programma, per come implementato, di dare garanzie di crescita e di rafforzamento dell'occupabilità della persona e del consolidamento delle sue competenze. Non mancano i casi di ricorso a tale strumento secondo modalità dirette ad impiegare manodopera a basso costo e senza intenti formativi. Inoltre io stessa ho ricevuto diverse segnalazioni secondo cui i pagamenti ai tirocinanti, molti dei quali hanno già terminato il tirocinio, non avvengono o si verificano inaccettabili ritardi nell'erogazione, creando ulteriori disagi a migliaia di giovani che vivono sulla propria pelle il dramma della disoccupazione.

  Филиз Хюсменова (ALDE), в писмена форма. – Уважаеми г-н Председател, макар и въведени едва преди 3 години, инициативата за младежка заетост и схемите „гаранция за младежта“ показаха добри резултати по отношение на осигуряването на подкрепа за младите хора при преминаването им от системата на образованието към пазара на труда. При все това, нивото на безработните младежи в ЕС продължава да бъде твърде високо, достигайки на места до 25%, продължава и тенденцията за използване на стажовете като алтернативно средство за нископлатена експлоатация. Смятам, че е необходимо осигуряването на повече европейско финансиране за подпомагане на инициативите за борба с младежката безработица и допълнителни програми, които да са насочени към намиране на решения за намаляване и на безработицата сред по-горния възрастов сегмент: 25–35 години. В допълнение, смятам, че са ни необходими и програми, които да поощряват развиването на умения на 21-ви век още докато младите хора са в системата на средното образование и осигуряване на по-добро регулиране на възможностите за стаж и практически обучения.

  Paloma López Bermejo (GUE/NGL), por escrito. – No debemos posponer indefinidamente una evaluación de la Garantía Juvenil, porque los hechos están ya sobre la mesa. Tenemos políticas que no funcionan, como la subvención directa a la contratación, que no puede ser el eje de la implementación de la garantía juvenil en muchos países. Tenemos administraciones que carecen de recursos y de voluntad política para orientar a los jóvenes hacia un empleo o una formación, por lo que son necesarios medios adicionales y criterios claros para que sean los trabajadores quienes definan sus itinerarios profesionales y formativos. Y necesitamos la participación de los sindicatos para asegurar que se respetan los derechos de los trabajadores jóvenes y partimos de una visión global de su inserción laboral. Estas cuestiones deben resolverse para la prolongación de la Garantía Juvenil que, recuerdo, está crónicamente sub-financiada. Son necesarios entre 21 000 y 48 000 millones anuales para dar cobertura a todos los beneficiarios potenciales, focalizados en aquellos países y regiones con mayor desempleo juvenil. Y añado: junto a las políticas de formación y de contratación de jóvenes, debemos abordar los determinantes macroeconómicos del alta de tasa de desempleo. Es ineludible abordar el reparto del trabajo y una convergencia real de los modelos productivos.

  Louis-Joseph Manscour (S&D), par écrit. – J'ai approuvé le rapport que la Commission du contrôle budgétaire a adopté à l'unanimité et qui appelle le Parlement à ajourner sa décision concernant la décharge au secrétaire général du Conseil sur l'exécution du budget du Conseil européen et du Conseil pour l'exercice 2014. Ceci est la conséquence d'un manque de transparence du Conseil en ce qui concerne les fonds qui lui sont confiés. Le Parlement demande ainsi au Conseil de lui transmettre son rapport annuel d'activités comprenant un tableau d'ensemble détaillé de toutes les ressources humaines dont disposent les deux institutions, ventilées par catégorie, grade, sexe, nationalité et formation professionnelle.

Le rapport souligne par ailleurs le manque de transparence préoccupant qui existe concernant le processus législatif, les négociations, les positions des États membres et les réunions. Il engage le Conseil à publier les documents pertinents et à mettre en place un système clair de compte-rendu qui permette au public de suivre les procédures législatives de façon ouverte et transparente.

  Victor Negrescu (S&D), în scris. – Tinerii din toată Europa au așteptări foarte mari de la noi. Se așteaptă să trecem peste diferențe pentru a lucra în interesul tinerei generații.

Garanția pentru tineret și Inițiativa privind ocuparea forței de muncă în rândul tinerilor reprezintă mecanisme prin care se poate acționa direct pentru a-i sprijini pe tinerii europeni. Din păcate, rezultatele arată că doar anumite state au implementat aceste proiecte.

În țara mea, România, deși fostul guvern social democrat a implementat un proiect pilot privind garanția pentru tineret și a dezvoltat o strategie coerentă în domeniu, actualul guvern tehnocrat a uitat de tineri, în ciuda numeroaselor apeluri ale societății civile. De aceea, îmi doresc continuarea acestor proiecte și extinderea lor prin suplimentarea bugetelor și integrarea Planului European pentru Tineret propus de Partidul Socialiștilor Europeni.

Astfel, avem nevoie de o strategie extinsă care să cuprindă pe verticală un sprijin pentru fiecare etapă din viața tânărului, de la școlarizare și dezvoltarea competențelor, până la găsirea unui loc de muncă și întemeierea unei familii, iar pe orizontală combaterea inegalităților, reintegrarea tinerilor excluși și oferirea de oportunități egale pentru tineri.

  Ricardo Serrão Santos (S&D), por escrito. – O combate ao desemprego jovem é um dos desafios mais significativos da União Europeia. Trata-se de promover a coesão social procurando garantir um percurso profissional seguro e o consequente desenvolvimento de um projeto de vida às novas gerações. A par do desemprego emerge uma outra problemática que incide também sobre os jovens e que deve merecer a nossa maior atenção: a precariedade, o trabalho intermitente mal remunerado e com baixas ou nenhumas garantias de se manter no futuro. Sem emprego seguro não há emancipação jovem e sem esta torna-se difícil assegurar um roteiro de desenvolvimento económico e social sustentável. O programa “Garantia Jovem”, em boa hora encetado, foi um dos caminhos prosseguidos. Incide, essencialmente, no momento de transição entre o percurso formativo e o contacto com o mercado de trabalho. Não está, naturalmente, isento de críticas ou completamente adequado às necessidades. Conforme tem sido afirmado quer neste Parlamento quer noutros fóruns, alguns pontos menos conseguidos devem ser aprimorados. Importa, por isso, avaliar em profundidade os resultados até agora registados e fazê-lo procurando ter em conta o real impacto deste programa na efetiva geração de emprego. A Europa pode fazer melhor no combate a este flagelo.

  Csaba Sógor (PPE), írásban. – Az ifjúsági garancia program a gazdasági válság utáni elszomorító munkaerő-piaci helyzetre adott egyik európai válasz volt, amely mellett a tagállamok is elkötelezték magukat. Az eszköz ugyanakkor kiválóan alkalmas lehet arra is, amit sokan sokszor elmondtak már az utóbbi években: közelebb hozhatja az EU-t a polgárokhoz és főként a fiatalokhoz. Azért is fontos ez, mert az összes tagállamra jellemző a fiatalok közéleti érdeklődésének alacsony szintje, az Európai Unió pedig sokszor csak negatív kontextusban jelenik meg, ezért sokat vesztett népszerűségéből az európai projekt. A program végrehajtása során erre is figyelni kellene: ez egy európai kezdeményezésű intézkedés, amely közvetlenül érinti fiatalok százezreit. Talán itt is érvényes, hogy a finanszírozás egyszerűsítése és egy jobb kommunikáció révén közelebb lehet hozni az EU-t a polgárokhoz, fel lehet mutatni egy kézzelfogható eredményt a gazdasági válság negatív hatásainak kezelése terén.

  Romana Tomc (PPE), pisno. – Program jamstvo za mlade je bil nov pristop k reševanju brezposelnosti mladih, ki smo ga potrdili z namenom, da bi zagotovili zaposlovanje mladih na dolgi rok. Vendar se sprašujem, ali države članice res izvajajo ukrepe iz programa, tako kot bi morale, in ali program dosega svoj namen.

V Sloveniji je bila med mladimi pred kratkim opravljena anketa in rezultati slednje so zaskrbljujoči. Mladi so do izvajanja programa zelo kritični, saj se je po izteku programa dejansko zaposlilo manj kot 10 % mladih. Prav tako so mnenja, da so nekateri tečaji neuporabni, neustrezni ter neprilagojeni posameznikom.

Nisem seznanjena z anketami v drugih državah članicah. Toda kaj se lahko iz tega naučimo? Nujno je treba povečati sodelovanje vseh deležnikov ter okrepiti nadzor nad izvajanjem programov. Prav tako menim, da je kot dopolnilo programa jamstvo za mlade bistvenega pomena izvajanje reform ter izboljšanje sistemov izobraževanja in usposabljanja.

  Milan Zver (PPE), pisno. – V zadnjem času se je v EU stopnja zaposlenosti med mladimi izboljšala, februarja 2016 je bilo med mlajšimi od 25 let okoli 4,4 milijone brezposelnih, medtem ko jih je bilo še do nedavnega okoli 5 milijonov. A težko je oceniti, ali je izboljšanje povezano z jamstvom za mlade in pobudo za zaposlovanje mladih, ali izhaja iz drugih okoliščin.

Posebno poročilo Računskega sodišča EU iz konca leta 2015 o ukrepih na področju zaposlovanja mladih denimo ocenjuje, da poraba sredstev ni bila dovolj osredotočena na rezultate. Ta dva mehanizma sta bila predlagana v času, ko je bila stopnja mladinske brezposelnosti v EU izjemno visoka in nič ni kazalo, da se bo začela manjšati.

Kot poročevalec skupine ELS za zakonodajno mnenje sem lani sodeloval pri povišanju sredstev vnaprejšnjega financiranja v okviru pobude za zaposlovanje mladih. To je predstavljalo približno milijardo evrov za pol milijona mladih v 20 državah EU.

Že lani pa sem opozoril na pomen učinkovite uporabe sredstev. Evropska komisija bi morala nadzirati porabo, da bo denar res koristil končnim uporabnikom, nezaposlenim mladim, ne pa birokratom in posrednikom. Države članice morajo dokazati, da so aktivnosti, ki jih financirata oba omenjena mehanizma dejansko pripeljale do večje zaposlenosti med mladimi.
