President. The next item is the debate on the Commission statement on synergies between structural funds and Horizon 2020 (2016/2695(RSP)).

  Carlos Moedas, Member of the Commission. – Madam President, let me start by thanking you for inviting me to address the plenary on the importance of the synergies between structural funds and Horizon 2020. Unfortunately, as you know, Commissioner Crețu, cannot be with us today, but she asked me to speak on behalf of both. Although synergies have been under discussion and debated in this House for many years, Horizon 2020 is the first research and innovation framework programme that clearly and explicitly refers to synergies with the European structural and investment funds. Indeed, the regulation that set up those funds converted synergies from ‘nice to have’ in past programmes into a ‘must have’ in the current programmes and in the smart specialisation strategies. From wishful thinking, synergies are now on the ground.

I do not feel I have to remind you why synergies are so fundamental. The more synergies we can achieve between structural funds and Horizon 2020, the more impact we can expect for jobs, growth and investment from funding at all levels, be it national, regional or European. Recently our services published and distributed to the Committee on Industry, Research and Energy (ITRE) and the Committee on Regional Development (REGI) Members a brochure entitled ‘EU funds working together for jobs and growth’. The brochure showcases many concrete examples of synergies and also highlights initiatives with high potential for synergies, talking about the Romanian competitiveness operational programme or the innovation projects in North Rhine-Westphalia, or the joint Portugal-Spain nanotechnology laboratory, or the flagship Extreme Light Infrastructure in the Czech Republic, Hungary and Romania, or the BONUS programme in the Baltic Sea.

Another practical manifestation of synergies on the ground is of course provided by a new successful instrument. We called it the Seal of Excellence. The Seal is a quality label granted to projects submitted to the SME Instrument and Horizon 2020 which succeeded in the highly competitive evaluation but could not, unfortunately, be funded under the available budget. These high-quality projects can then look at alternative funding at national or regional level, and since the launch of the initiative in November, all the expectations were exceeded. My colleague Corina Crețu and I have signed more than 3 200 Seals of Excellence, originating basically from all Member States, and at the same time, we got more than 100 funding authorities representing both the cohesion side and the research side to actually be mobilised and work together on designing and implementing measures to support the Seal of Excellence proposals. So let me also inform you that we realised huge efforts to sort out some discrepancies between the Seal of Excellence and the state aid rules that are now almost solved and will not be creating any more bottlenecks. They are helped in this Community of Practices, which is a platform that was set up by the Commission to facilitate the exchange of experiences and mutual learning to identify and target specific needs and possible obstacles for smooth implementation.

I consider the Seal of Excellence to be one of the major achievements of this year, and it is really a big success that was unexpected. But the question is: have we actually done it? Do we have more to do? I think we have a lot more to do. Synergies are a little bit like the simplification process. It is ongoing work. We will have to keep going. We will have to keep on trying more and different.

That is why, turning now to the future, we will of course improve and continue to expand the existing synergies – like, for example, expanding the Seal to other areas of Horizon 2020, like widening or the Marie Skłodowska-Curie Actions. In the future we also want to involve our JTIs in that process to explore more synergies based on the excellent work that has already been undertaking by the Clean Sky, that maximise the impact of their projects through tailor-made synergies with regional interests in aeronautics. In that respect, I think that Clean Sky is a model to be followed by other JTIs.

But let me touch now on a number of points that Commissioner Crețu intended to draw to your attention, starting with the smart specialisation strategies. These strategies were required to combine from the outset ERDF- funded projects in initiatives with Horizon 2020 in order to actively include actors that, with Horizon 2020 projects in management in entrepreneurial discovery processes, could do much better, and ultimately it was just shaping the research and innovation strategies for smart specialisation.

The Commission is continuously assisting Member States and regions in the development of their smart specialisation strategies, notably through the Smart Specialisation Platform based in Seville in Spain. The aim is threefold: to accelerate the implementation of smart specialisation strategies; to facilitate transnational cooperation among the regions; and third, to set up a series of thematic smart specialisation platforms. So far we have in place three of those platforms: one on energy innovation, a second one on industrial modernisation, and the third one on agri-food. These platforms and others in the future will help in ensuring effective use of available structural funds and leverage additional resources from Horizon 2020, but also private funding and EFSI.

This thematic smart specialisation platforms approach follows a good example that was developed by the Vanguard Initiative, which succeeded actually to move cooperation between 30 regional governments around innovation in concrete value chains to matchmaking with businesses and research actors. We are also setting up a European strategic closer partnership for smart specialisation investment in support of the thematic Smart Specialisation Platform on modernisation ensuring real participation from business.

Finally, a very quick word on the Stairway to Excellence: the initiative here in Parliament with a pilot project that identifies potential for synergies in certain Member States, including the adoption of Horizon 2020 management tools. The need for an ongoing entrepreneurial discovery process involving businesses and research and exploiting transnational cooperation between all the countries. A series of 11 national events dedicated to the project have already taken place. This project is going to be widened soon to other Member States to deepen the synergies there.

I shall leave you with a quote from Stephen Covey, who used to say that synergy is really about better than my way or your way – it is actually our way. So thank you very much and I am looking forward to the discussion.

  Christian Ehler, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Kommissar! Ich glaube, dass mit der heutigen Diskussion über die gemeinsame Entschließung zu den Synergien zwischen den europäischen Strukturfonds und Horizont 2020 im Bereich Innovation ein wichtiges Zeichen gesetzt wird. Im Grunde genommen fangen wir damit die Diskussion über einen nächsten MFR an. Im Grunde genommen ist das auch eine Antwort auf die Frage: Was soll Europa tun, was kann Europa für die Bürger, für Innovation und Wachstum tun?

Insofern ist die heutige Diskussion ein wichtiger Ausgangspunkt und nicht etwa eine technische Diskussion über Haushalt. Innovation ist für die gesellschaftliche Entwicklung, für die Wirtschaft, für das Fortkommen Europas von überragender Bedeutung. Wir haben in den letzten Jahren im Innovationsbereich gekürzt, wir haben andere Schwerpunkte gesetzt, und wir haben es in vielen Bereichen auch bitter bezahlt.

Insofern denke ich, dass diese Diskussion für das Verständnis wichtig ist, dass wir bestimmte Probleme – beispielsweise den EU13, wo wir uns noch Jahre über die Verteilung von Innovationsmitteln unterhalten können – nicht lösen können, wenn wir nicht auf grundsätzliche strukturelle Fragen eingehen, wenn wir mit den Strukturfonds nicht auch das alte Academia-System ein Stück weit umformen, sodass die erfolgreichen und exzellenten Forscher auch die strukturellen Voraussetzungen haben, finanzielle Mittel zu bekommen. Insofern ist auch der vom Kommissar geplante europäische Innovation Council vielleicht ein Bindeglied für die Diskussion in der Zukunft und von nicht zu unterschätzender Bedeutung.

  Soledad Cabezón Ruiz, en nombre del Grupo S&D. –Señora Presidenta, señor Comisario, alcanzar el objetivo del 3 % del PIB en I+D+I para 2020 es posible desde el punto de vista económico: más de 80 000 millones en Horizonte 2020 y más de 120 000 en los Fondos. Pero es necesario saber cómo podemos alinear estos fondos, y esa es la pregunta que nos hacen y nos hacemos, y especialmente nos la hacen los propios Estados miembros: cómo.

Usted ha señalado determinadas buenas prácticas que sería necesario dar a conocer. También me pregunto si no sería necesario revisar si la regulación como ayuda de Estado a los fondos es la más adecuada y no dificulta su interacción con los programas Horizonte 2020. Y también creo que sería necesario, entre otras medidas, facilitar la conexión entre las instituciones y los programas de estrategia inteligente que han venido desarrollando en relación con las prioridades que les marcaba en materia de innovación la propia Comisión con la investigación, con los centros públicos y con los privados.

Esto y otras medidas que usted ha nombrado creo que podrían ser objeto de una comunicación que marque unas directrices claras.

  Ruža Tomašić, u ime Kluba zastupnika ECR-a. – Gospođo predsjednice, grupa europskih konzervativaca i reformista podržava sinergije između strukturnih fondova i programa Obzor 2020. s ciljem stvaranja dodane vrijednosti i maksimiziranja učinka ulaganja.

Obzor 2020. važan je program za budućnost europske ekonomije jer je kroz inovacije i znanstvenu izvrsnost ima ambiciju transformirati tako da ona bude usuglašenija s izazovima novog vremena i otpornija na potencijalne udare koje nosi budućnost.

Iskoristit ću ovu priliku i reći kako sam razočarana činjenicom da su sredstva za financiranje Obzora 2020. dijelom prenamijenjena za financiranje Junckerovog investicijskog plana koji dosad nije dao očekivane rezultate. Smatramo kako bi neko novo uskraćivanje sredstava Obzoru bilo iznimno štetno te bi drastično utjecalo na rezultate koji se od ovog programa očekuju.

Europska unija mora posložiti svoje prioritete, a programi dugoročnog poticanja znanstvene izvrsnosti i inovacija za stabilnu ekonomiju budućnosti trebali bi biti u prednosti pred kratkoročnim grandioznim političkim planovima koji od prvog dana stoje na klimavim nogama.

No, mišljenja smo kako se sredstva namijenjena kohezijskoj politici u ovom financijskom razdoblju ne bi trebala koristiti za financiranje Obzora 2020. jer bismo na taj način potencijalno ugrozili još jednu dugoročno važnu politiku Unije.

  Matthijs van Miltenburg, namens de ALDE-Fractie. – Europa moet veel geld in onderzoek en innovatie investeren. Dat leidt tot economische groei, maar ook tot nieuwe banen.

Maar het feit is dat Europa achterloopt op andere werelddelen als het nu juist gaat om uitgaven aan onderzoek en ontwikkeling. Dat betekent dat wij elke geïnvesteerde euro uit de Europese begroting zoveel mogelijk moeten laten renderen. Dat was ook de boodschap van Commissievoorzitter Juncker bij zijn aantreden. Hij heeft ons vorig jaar in zijn State of the Union-toespraak beloofd om de impact van Europese investeringen in onderzoek en innovatie te vergroten. Vervolgens hebben de eurocommissarissen samen met eurocommissaris Crețu een keurmerk van excellentie aangekondigd om de kwaliteit van onderzoeksfinanciering te verbeteren, de seal of excellence.

Helaas is het in mijn optiek te veel bij een belofte van Juncker, een keurmerk en een handboek gebleven en zien we in de praktijk toch te weinig van de beloofde vergrote impact terug. Bedrijven en kennisinstellingen krijgen op papier wel mooie mogelijkheden voorgeschoteld, maar de uitwerking in de praktijk blijft heel erg lastig. Zo blijft het bijvoorbeeld moeilijk om gebruik van Horizon 2020 en de Europese structuur- en investeringsfondsen te combineren voor de financiering van één groot ambitieus project.

Ik wil heel graag van de Europese Commissie concrete maatregelen zien om dat te vereenvoudigen. Die maatregelen moeten wat mij betreft niet vannacht in een Brussels bureau worden verzonnen, maar die moeten samen met praktijkexperts worden geformuleerd. Iets minder van bovenaf, iets meer van onderop. Meer synergie tussen Horizon 2020 en andere fondsen is geen doel op zich, maar het is wel zaak om bij een krappe begroting het beschikbare geld zo goed mogelijk te gebruiken. Laten wij nu de komende jaren doorpakken op dit onderwerp. Laten we zorgen dat de investeringen in onderzoek en innovatie zoveel mogelijk groei en banen opleveren.

  Younous Omarjee, au nom du groupe GUE/NGL. – Madame la Présidente, Monsieur le Commissaire, cela fait longtemps que nous appelons à ces synergies entre les Fonds structurels et le programme Horizon 2020. Mais nous devons veiller quand même à ce que les principes de la cohésion soient sauvegardés et à ce que les régions les moins développées, les régions ultrapériphériques aussi, ne soient pas privées du bénéfice de ces fonds Horizon 2020.

Nous devons nous interroger sur les raisons pour lesquelles tant de petits porteurs de projets et de régions moins développées ont tant de difficultés à avoir accès à Horizon 2020. Sans doute pensons-nous des programmes trop grands, sans doute y a—t—il aussi des problèmes en matière de complexité. Je crois que la meilleure synergie doit avancer avec le chantier de la simplification, et nous attendons le retour du groupe de travail qui a été mis en place par la Commission européenne.

  Ernest Maragall, en nombre del Grupo Verts/ALE. – Señora Presidenta, celebramos, señor Comisario, esta búsqueda, que compartimos, de sinergias. El concepto de sinergia me parece que es muy positivo. De hecho, ahora mismo, tenemos en nuestra rúbrica 1 del presupuesto los dos conceptos: cohesión, y empleo y crecimiento, pero son silos, son prácticamente naves que navegan solas, que no se hablan.

En los programas de investigación se busca la excelencia, justificadamente, y la política de cohesión, en cambio, muchas veces se ha quedado atrapada en un intento de arreglar problemas sociales reales, pero con escasa responsabilidad y resultado real.

Aún hoy vemos en cambio cómo se financian trenes de alta de velocidad sin pasajeros o aeropuertos sin viajeros, también, y vemos cómo el FEIE aún hoy sigue financiando proyectos como autopistas de alta velocidad, autopistas para vehículos móviles en Alemania y en otros países.

Está muy bien que la Comisión quiera superar esta división en silos y quiera fomentar la cooperación y la sinergia entre programas, como, por ejemplo, el de la prueba piloto que yo mismo promoví hace dos años, con el concepto de convergencia económica entre regiones, que está en fase ejecución y que está detrás de algunas de las propuestas y de los comentarios que usted nos ha hecho hoy.

Pero hay que tener claro también los riesgos que se esconden en esa política, en esa actuación. Debemos evitar que los Fondos EIE asuman riesgos que no le corresponden y, aún más, debemos evitar que esa legítima búsqueda de sinergias sea la puerta de atrás para una política que la Comisión está, parece —considerando—: la de un simple cambio de instrumentos, de grants allowance.

Valoramos, pues, bien positivamente su explicación, valoramos las experiencias de éxito y el silo de excelencia, pero necesitamos políticas de largo alcance y compartidas con Estados, regiones y ciudades, no solo operaciones de marketing.

  Rosa D'Amato, a nome del gruppo EFDD. – Signora Presidente, onorevoli colleghi, la sinergia tra Orizzonte 2020 e i Fondi strutturali può essere utile ma dobbiamo essere chiari su come implementarla. I Fondi strutturali sono mirati alla costruzione di capacità, rispondono alle esigenze delle regioni che ne hanno più bisogno, con una gestione condivisa ai livelli nazionale e regionale. Orizzonte 2020 è mirato al raggiungimento dell'eccellenza a livello comunitario. La differenza cruciale tra i diversi fondi è che, mentre l'importo dei Fondi strutturali è in una regione, è prevedibile, in quanto riceve un sostegno con termine a 7 anni, i finanziamenti di Orizzonte 2020 vengono erogati in base a criteri concorrenziali. Quindi il fatto che un dato progetto riceva sostegno è lungi dall'essere certo.

Dal punto di vista pratico le sinergie hanno senso per allocare delle risorse non utilizzate in un programma operativo, per destinarli a un progetto di eccellenza che non è riuscito a godere di un finanziamento con Orizzonte. Colleghi, però, dobbiamo sottolineare che l'ipocrisia di un'Unione europea che, da un lato, invita a investire nella ricerca e nell'innovazione e, dall'altro, toglie ben 2,2 miliardi a Orizzonte per destinarlo a progetti del piano Juncker, di dubbia utilità, è talvolta incompatibili con gli obiettivi sanciti dalla politica di coesione. Questo significa che è stata imboccata una pericolosissima direzione verso un'Europa sempre più a due velocità, verso una frattura sempre più profonda tra Stati più e meno sviluppati.

Non sorprendiamoci pertanto se assistiamo alla reazione dei popoli contro l'Unione europea. Così facendo, stiamo di fatto rinunciando all'idea stessa di Europa.

  Lambert van Nistelrooij (PPE). – Dank u voor de goede voorbeelden die u heeft gegeven, maar het kan, nee, het moet beter met de synergie tussen Horizon 2020 en de andere fondsen en instrumenten. 90 % van de Horizon 2020-investeringen komt in de oude lidstaten terecht. 80 % van de Europese structuur- en investeringsfondsen gaat naar de nieuwe lidstaten. Het zijn twee aparte noodzakelijke en belangrijke fondsen, maar het lijken wel twee aparte werelden.

Het is niet goed dat veel jonge mensen wegtrekken uit de nieuwe lidstaten en rijke regio’s meer profiteren, waar andere stagneren. Europa staat toch voor een evenwichtige ontwikkeling en voor een goede territoriale cohesie.

De Brexit liet min of meer zien wat de gevolgen kunnen zijn van twee gescheiden werelden: booming city Londen, achterblijvend platteland en haperende mijnbouw- en industriegebieden. Deze mensen keerden zo’n EU de rug toe.

Daarom roepen wij nu bij de midterm review op tot een nieuw innovatiegedreven design. Versterk de keten van kennis, innovatie in producten en diensten in geheel Europa. Dat kan ook. We hebben de ESI-fondsen al met 60 miljard euro voor innovatie en slimme specialisatie, zoals u zegt.

Deze week heeft Robert Madelin zijn “Mission to Innovate”, een innovatiepact, een nieuwe manier van samenwerken, gepresenteerd. Onze resolutie en uw idee voor de European Innovation Council komen op tijd voor die bijstelling.

  Andrea Cozzolino (S&D). – Signora Presidente, onorevoli colleghi, signor Commissario, è evidente che noi stiamo discutendo di una politica che già agisce oggi e anche con ingenti risorse. Tra Fondi strutturali programmati dalle singole regioni e dalle autorità nazionali stiamo intorno ai 100 miliardi di investimenti nella ricerca e nell'innovazione e 80 miliardi si concentrano su Orizzonte 2020. Quindi siamo di fronte a un pacchetto di risorse significative, ingenti, per rafforzare gli investimenti, nel rilancio di innovazione, soprattutto per le nostre imprese, per i nostri centri di ricerca, anche per le nostre start-up, le nuove aziende, le nuove imprese, soprattutto giovanili.

Il tema che stiamo discutendo oggi è qualcosa di concreto, su cui forse conviene fare anche un esame più attento nel corso dei prossimi mesi e dei prossimi anni, su come stanno interagendo questi due fondi e, contemporaneamente, scrivere anche una pagina sul futuro. Creare le condizioni per favorire maggiore complementarietà e interazione tra le due realtà, tra i due fondi, per esempio: assicurando, come in parte avete avviato come Commissione europea, quelle aziende e quelle imprese che non ce la fanno a utilizzare le risorse regionali e dei fondi strutturali.

  Zdzisław Krasnodębski (ECR). – Pani Przewodnicząca! Panie Komisarzu! Zakładanym celem synergii między „Horyzontem 2020” a funduszami strukturalnymi było umożliwienie niektórym państwom członkowskim wykorzystanie funduszy do osiągnięcia doskonałości naukowej, by mogły w pełni wykorzystać potencjał „Horyzontu 2020”. Trzeba powiedzieć sobie jasno: ten cel nie został osiągnięty. Rozdźwięk między Europą Środkowo-Wschodnią a Zachodnią się powiększa. Trzynastka nowych krajów Unii dostała tylko 5% całości budżetu wydanego w „Horyzoncie 2020”. Efektywna synergia to efekt działania po stronie państw członkowskich, ale również Komisji Europejskiej, która reguluje kwestie związane z dopuszczalnym poziomem pomocy publicznej i audytem implementowanych rozwiązań. Oprócz różnic w poziomie dofinansowania między „Horyzontem 2020” a funduszami odmienne są również wymagania konkursowe, kryteria ewaluacji oraz to, w jakim języku składane są aplikacje. Narzędzie „pieczęć doskonałości” nie działa w zakładanym stopniu, co jest spowodowane brakiem adaptacji istniejących regulacji przez Komisję Europejską. Rozbieżności między dwoma programami uniemożliwiały wprowadzenie zakładanego automatyzmu. Dlatego też oczekujemy od Komisji konkretnych propozycji koniecznych zmian, żeby ten cel, o którym pan komisarz mówi, został osiągnięty.

  Lieve Wierinck (ALDE). – De resolutie die op tafel ligt is een goed voorbeeld van hoe we efficiënter kunnen werken. Dit is een goede mogelijkheid om synergieën tussen de structuurfondsen en Horizon 2020 te verwezenlijken.

Ik ben ook zeer tevreden over het feit dat de huidige tekst de integriteit van beide programma's niet aantast, maar wel hun complementariteit aantoont. Horizon 2020 ondersteunt wetenschappelijk onderzoek volgens het criterium van excellentie, maar het budget is niet voldoende om alle veelbelovende projecten te ondersteunen. De seal of excellence zorgt er wel voor dat de structuurfondsen ze gemakkelijk en snel kunnen identificeren en ondersteunen, een goed voorbeeld van synergie. Voor mij persoonlijk is het erg belangrijk dat vooral kmo's hier gebruik van maken. Daarom moeten we de administratieve lasten beperken.

Dit is een uitgelezen mogelijkheid om de wetenschap te ondersteunen, innovatie te stimuleren en zo de welvaart en de werkgelegenheid in de toekomst te verzekeren.

  Jerzy Buzek (PPE). – Pani Przewodnicząca! Panie Komisarzu! Przed nami ocena śródokresowa „Horyzontu 2020”, a także przygotowania do 9. programu ramowego. Dlatego istotne jest przyjrzenie się kwestii wydawania środków w „Horyzoncie 2020”, a także w funduszach strukturalnych, zwłaszcza gdy chodzi o różnice w udziale w „Horyzoncie 2020” krajów tak zwanej „trzynastki” i reszty Unii. O tym już była mowa. Przede wszystkim chodzi o to, żeby fundusze strukturalne wydawać na poważne inwestycje w przyszłość, a nie tylko sprawnie je wydawać, a równocześnie ukończyć europejską przestrzeń badawczą oraz realizować strategię Europa 2020.

Dwa przykłady, co można by zrobić: kompatybilność „Horyzontu 2020” i funduszy strukturalnych jest konieczna, na przykład pomoc publiczna jest dopuszczalna w funduszach strukturalnych, ale nie w „Horyzoncie 2020”; inteligentne specjalizacje to kryterium finansowania w funduszach, ale znów nie w „Horyzoncie 2020”. Między innymi przez takie różnice „pieczęć doskonałości”, o której tu była mowa, nie działa dziś tak dobrze, jak by mogła, dlatego jednolite standardy są potrzebne dla wszystkich instrumentów. I wreszcie ważne jest, aby było większe otwarcie sieci badawczych na uczestników z krajów trzynastki, większa równowaga geograficzna w grupach eksperckich i doradczych. Jestem przekonany, że synergia pozwoli nam poprawić te mankamenty.

  Patrizia Toia (S&D). – Signora Presidente, onorevoli colleghi, signor Commissario, siamo d'accordo con lei, con quanto ha detto e anche con la proposta del Consiglio europeo per l'innovazione e siamo tutti consapevoli che oggi le parole chiave per un uso efficace delle risorse europee, soprattutto in un ambito così strategico come la ricerca e nella politica di coesione, sono sinergia, complementarietà, concentrazioni tematiche su temi prioritari. Insomma, tutte quelle modalità incrociate e combinate, diciamo così, che consentono l'utilizzo, per lo stesso progetto, di fondi e programmi diversi che rispondono anche a logiche diverse di temporalità ma che la nostra capacità deve mettere insieme, per consentire di raggiungere buoni risultati, sui progetti di sviluppo territoriale, sullo sviluppo che si incrocia con la digitalizzazione, sulla ricerca industriale e competitiva, la valorizzazione delle eccellenze tecnologiche, ecc. Però io temo che, come diceva la mia collega Cabezón Ruiz, che tutte queste piste di lavoro nuove, che noi apprezziamo che lei mette in campo, non ci sia ancora una sufficiente competenza diffusa laddove devono essere implementate. Per questo garantire un po' più di assistenza tecnica, facendo conoscere quelle buone pratiche e aiutando ad andare in questa direzione.

  Искра Михайлова (ALDE). – Уважаема г-жо Председател, когато дискутираме проблема за синергията между европейските структурни фондове и програмата „Хоризонт 2020“, всъщност ние дискутираме проблема за координацията и взаимодействието на политиките на Европейския съюз на територията на Европейския съюз. Това е дискусия, която определя общата необходимост от синергия и допълняемост между инструментите за инвестиции, за растеж и заетост, инвестиции за иновации и развитие.

Но когато говорим за такава синергия, ние не можем да имаме предвид само синергията на ниво Европейска комисия и допълняемост на ниво програмиране. Ние трябва да имаме предвид синергията на ниво изпълнение на програмите, синергията на ниво територия, синергията на ниво допълняемост на отделните проекти. Синергия, която би могла да доведе до реални резултати, като повишаване на заетостта и работни места в Европейския съюз. Растеж и заетост – това е нашата цел.

  Ramón Luis Valcárcel Siso (PPE). – Señora Presidenta, señor Comisario, la Comisión da orientaciones teóricas para establecer sinergias entre los Fondos Estructurales y de Inversión Europeos y el programa Horizonte 2020. Estos fondos están dotados con mucho dinero, pero la efectividad de los programas no reside en la cantidad sino en la buena gestión, que consiste en eliminar duplicidades y potenciar vínculos.

Es preciso, pues, impulsar la excelencia en las áreas de especialización inteligente, aunando programas distintos en un mismo proyecto, en proyectos sucesivos y en proyectos paralelos, también resolviendo problemas para fomentar las sinergias. No puede ser que las ayudas, cofinanciadas por los Fondos Estructurales y de Inversión y gestionadas a nivel nacional, se consideren ayudas de Estado cuando se dirigen a actores que realizan actividades económicas, porque, haciéndolo, se impide a estos actores optar a fondos de Horizonte 2020.

Por otra parte, las pymes son fundamentales para alcanzar nuestros objetivos. Y es que Europa, nuestra Europa, necesita más pymes innovadoras para generar crecimiento y empleo, y nuestra Europa no es solo Bruselas o Berlín, también es regiones como Canarias o Murcia, en cuyas tierras surgen proyectos punteros en agroalimentación o energía y lo hacen gracias a empresas locales que, con fondos europeos, crean puestos de trabajo y ventanas al progreso.

Señorías, la sociedad del conocimiento exige más que una simple suma de las actividades de los sectores económicos y es nuestro deber asegurar a todos los europeos que ni un solo euro de los que la Unión destina a sus proyectos se malgaste debido a duplicidades burocráticas, y las sinergias entre fondos serán siempre nuestro mejor aliado para lograrlo.

  Victor Boştinaru (S&D). – Madam President, I would like to thank the Commissioner very much for mentioning the Extreme Light Infrastructure (ELI) project, not only because he inspired me to completely change my speech, but also for mentioning that there is a successful story in Europe where the synergies between structural investment funds and Horizon 2020 create miracles.

The ELI project is now being developed in Hungary, the Czech Republic and Romania. The project is not only the largest and the most advanced complex to be developed in eastern Europe, but is at the same time the most advanced and fundamental research in the world. This will change the destiny of Europe, transforming it into a leading power in the physics of high-powered lasers. The ELI project in Romania, in Magurele, will host up to 600 researchers from all the EU Member States and the rest of the world and will transform into something similar to CERN. This is why I welcome the synergy and I welcome synergies and union being spoken about in my country. This is good because we have an example.

  Paul Rübig (PPE). – Madam President, you are also deeply involved in working with us in the Science and Technology Options Assessment (STOA) Committee and we have a target to deliver for the next generation up to 2050. So how can we invest in research, innovation, upscaling, acceleration and spin—offs? I think Europe has to deliver wealth and I do not think it is good if we have a debate about how we can deliver poverty to everybody because poverty to everybody would mean that we should not do anything.

But the truth is that Horizon 2020 and the Structural Funds are a wonderful package to give the right framework for those who want to deliver and create new jobs and wealth.

The truth is that we are in a global world and we have to look forward to the think tanks of this world to see how we can help people who want to be self-employed to create their first job. The Horizon 2020 programme with the financial facility could deliver what we want to have.

Therefore it is very clear that smart specialisation should get new jobs into the right dimension. Education and vocational training will play a key role and we will do our utmost to support the Commission in coming up with this new concept.

  Miapetra Kumpula-Natri (S&D). – Arvoisa puhemies, tiede rakentaa tulevaisuutta, huipputiede syntyy yhteistyöstä, eivätkä tieteen saavutukset saa pysähtyä valtioiden rajoille. Tutkimus ja innovaatiot virkistävät taloutta heti ja parantavat teollista kilpailukykyä pitkälle tulevaisuuteen.

Maailman suurin tiedeohjelma Horisontti 2020 auttaa Eurooppaa etenemään kohti älykkäämpää ja kestävämpää yhteiskuntaa. Erityisesti haluan mainita tutkimustuen biotaloudelle, postfossiiliselle aikakaudelle sekä digitalisoinnille, joka muuttaa Eurooppaa. Haluan kiittää komissaaria henkilökohtaisesta paneutumisesta myös alueelliseen bonusohjelmaan Itämerellä.

On todella huono idea leikata tutkimus- ja innovaatiorahoista. Ei Euroopan eikä jäsenvaltioiden pitäisi leikata EU:n tulevaisuuden kasvumahdollisuudesta. Horisonttia käynnistäessä jo pohdittiin tasapainoa, ja Horisontissa tulee tukea laatukriteerein tiedettä. Tässä kilpailussa Eurooppa käy globaalia taistoa. Koheesiorahoja tarvitaan luomaan alueellista tasa-arvoa ja sillekin on tilansa. Ohjelmien määrä kun on puheessa, niin voimme harkita myös politiikan synergiaa.

Puhemies, aivan lopuksi: Britannia on jättämässä ehkä Euroopan unionin, ja se on erittäin tärkeä osa eurooppalaista tiedettä. Meidän tulee olla tarkkana tulevaisuudessa, miten suojaamme tieteen ja pidämme Britannian mukana eurooppalaisessa tiedeyhteisössä.

  Franc Bogovič (PPE). – Na tej seji smo govorili že o pobudi za mlade. Predsednik Komisije je povedal o rezultatih na področju EFSI-ja. Danes govorimo o Horizonu 2020, govorimo o kohezijskih skladih. Se pravi govorimo o orodjih, ki jih imamo na razpolago, zato da na eni strani opravljamo revščino, zaostalost v Evropi, na drugi strani pa prav tako želimo narediti razvojni preboj na tistih mestih, kjer ima Evropa velike proiložnosti.

Pametna specializacija se sedaj na nek način uveljavlja po podobnih principih, kot se uveljavlja Horizon, in ko opazujemo te rezultate in ko vidimo, da stare članice porabijo 95 % Horizona, vidim, da imamo na tem področju težave.

Zato z moje strani, spoštovani komisar, prošnja, da Komisija organizirano pomaga tudi novim članicam, da bodo znale aktivirati tako kohezijsko politiko, kakor na drugi strani Horizon, kajti sicer se ta solidarnostni princip v Evropi ne bo uveljavil in bomo imeli v prihodnosti velike težave.

  Liliana Rodrigues (S&D). – Senhora Presidente, Senhor Comissário, caros Colegas, há, de facto, um importante impacto das sinergias entre as diferentes formas de investimento europeu nas economias nacionais. É isso que faz também da política de investimento na ciência uma forma de política de coesão das regiões europeias.

Neste sentido gostaria de perguntar ao Sr. Comissário como pode a Comissão pensar em penalizar Estados-Membros através do acesso aos fundos europeus? Não estaremos perante a subversão da própria política de coesão e a deixar a ciência, agora sabemos, nas mãos do Ecofin? Como é possível que após a duríssima austeridade imposta pela troica durante quatro anos em Portugal se pense, sequer, em penalizar o país porque este falhou 0,2 % do pacto orçamental em 2015?

Como vamos nós explicar aos portugueses que há agora um governo de esquerda a ser castigado por não caber na visão neoliberal que tem marcado a Agenda Europeia? As palavras têm peso, Senhor Comissário, e os seus colegas deveriam sabê-lo. Portugal já está a ser penalizado. Os mercados ouviram-no. O Ecofin também.

  Janusz Lewandowski (PPE). – Pani Przewodnicząca! Panie Komisarzu! Synergia to ładne słowo. Oznacza łączenie wysiłków i środków zamiast ich rozpraszania. Żyjemy w Europie, która ma bardzo zróżnicowany poziom innowacyjności gospodarki, jak i różne metody nadrabiania zaległości, różny sposób sięgania po fundusze europejskie. Mówi o tym van Nistelrooij. Północ i Zachód sięgają głównie po dział 1a, tzn. konkurencyjność. Południe i tzw. nowe – nie bardzo już nowe – kraje sięgają przede wszystkim po kohezję. Ale nic nie zabrania krajom kohezyjnym przeznaczania znacznej części swoich środków właśnie na badania, rozwój i innowacyjność, tylko że ta grupa krajów w ramach tego co nazywamy „catching-up” rozwiązuje inny problem synergii niż ten wskazany we wspólnym projekcie rezolucji. To jest synergia tym pomiędzy finansowaniem uniwersytetów, jednostek badawczych i instytutów a biznesem. Tego typu synergia powinna być właśnie szczególnie nagradzana w rozdziale środków strukturalnych w biedniejszych krajach.

  Daniel Buda (PPE). – Doamnă președintă, Uniunea Europeană trebuie să fie preocupată mai mult ca niciodată de identificarea mecanismelor și pârghiilor prin care să dea expresie solidarității europene și, în același timp, să reducă disparitățile economice și sociale la nivelul statelor membre.

Politica de coeziune, în ansamblul său, reprezintă instrumentul pe care îl are la îndemână Uniunea în atingerea acestor obiective atât de importante. Dincolo de flexibilitatea și adaptarea acesteia la noile realități, este important să existe mai departe sinergii consolidate între cele cinci fonduri structurale, dar și cu alte programe importante din domeniu.

Un accent deosebit trebuie să se pună pe cercetare și inovare, pe dezvoltarea și consolidarea poziției IMM-urilor, în vederea valorificării rezultatelor obținute, astfel încât numărul locurilor de muncă să crească, iar Orizont 2020 oferă oportunități multiple în acest sens.

Nu în ultimul rând, simplificarea procedurilor, normele clare de aplicare a instrumentelor financiare și, mai ales, transparența alocării acestor fonduri trebuie să fie prioritare pentru Comisie. Aceste lucruri trebuie să constituie o garanție a faptului că fondurile vor fi accesibile pentru toate statele membre în aceeași măsură.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, το πρόγραμμα «Ορίζοντας 2020» υποστηρίζει τη στρατηγική «Ευρώπη 2020» και έχει σαν στόχο να ενισχύσει την καινοτομία και την έρευνα, προκειμένου να υπάρξει βιώσιμη ανάπτυξη στα κράτη μέλη της Ένωσης. Η Ευρωπαϊκή Επιτροπή έχει ήδη εγκρίνει τη χρηματοδότηση ύψους 16 δισεκατομμυρίων ευρώ για το διάστημα 2016-2017, που περιλαμβάνει τον εκσυγχρονισμό της ευρωπαϊκής μεταποιητικής βιομηχανίας, με χρηματοδότηση 1 δισεκατομμύριο ευρώ, καθώς και την κυκλική οικονομία με 670 εκατομμύρια ευρώ χρηματοδότηση.

Παράλληλα, μέσα από το πρόγραμμα αυτό επιδιώκεται η βελτίωση του κανονιστικού πλαισίου για την υποστήριξη νέων τεχνολογιών, η αναθεώρηση των κρατικών επιδοτήσεων και η χρηματοδότηση των μικρομεσαίων επιχειρήσεων. Δεδομένης, ωστόσο, της υψηλής ανεργίας που παρατηρείται σε ορισμένα κράτη μέλη της Ένωσης και ιδίως στην Ελλάδα, υπάρχει ανάγκη για αύξηση των κονδυλίων που διατίθενται για την καινοτομία, την έρευνα και την ανάπτυξη, καθώς και ανάγκη για αύξηση των δημοσίων και ιδιωτικών επενδύσεων.

  Ivan Jakovčić (ALDE). – Poštovana predsjednice, sinergija je sigurno jedna vrlo lijepa riječ. Ja je često isto volim koristiti u svojim političkim govorima. Ali, ovdje bih htio ipak iskazati jednu vrstu opreza. Naime, očito nam fali novaca u programu Obzor 2020. i naći ćemo ga u strukturnim fondovima odnosno u kohezijskoj politici. Zato govorim oprez.

Ubacimo onda u igru još jednog igrača. Ubacimo Europsku investicijsku banku, ubacimo djelomično Junckerov fond kako bi se njima poduprli mnogi projekti koji su bitni i koji se financiraju iz strukturnih fondova i koji su bitni za kohezijske zemlje i za razvoj infrastrukture u novim zemljama članicama. Pronađimo kreativnu formulu i stvorimo sinergiju više izvora, ne samo ova dva izvora jer to neće biti dovoljno. Jednostavno ćemo pretočiti novac i nedostajat će nam novac tamo gdje nam zaista treba.

  João Ferreira (GUE/NGL). – Senhora Presidente, Senhor Comissário, a Comissão vem hoje aqui falar-nos de sinergias entre os fundos estruturais e o Horizonte 2020. A mesma Comissão que tem, há meses, na agenda a aplicação de inaceitáveis e ilegítimas sanções a Portugal, sanções que passam precisamente pelo congelamento de fundos estruturais e por multas. Portugal, o país que foi contribuinte líquido do 7.° Programa-Quadro de Investigação, ou seja, o antecessor do Horizonte 2020, ou seja, o país que andou durante anos a financiar a ciência dos ricos, incluindo de alguns que agora vêm clamar por sanções. Metam uma coisa na cabeça de uma vez por todas: o povo português é senhor do seu destino e não vive de mão estendida perante vós. O que Portugal recebe da União Europeia em fundos estruturais é largamente superado pela saída de capitais de Portugal para a União Europeia sob a forma de juros, lucros e dividendos.

Não são apenas as pressões e as chantagens da Comissão Europeia que são ilegítimas e intoleráveis, é também a autêntica extorsão a que continuam a submeter o povo português. É tempo de dizer basta, basta de submissão.

  Андрей Новаков (PPE). – Г-жо Председател, точно както в приказките за малките деца знаем, че доброто винаги побеждава, само когато хората са обединени, същия девиз трябва да имаме и тук за „Хоризонт 2020“ и за кръстосаното финансиране между отделните финансови инструменти, а именно: всички ръце на борда, заедно успяваме повече.

Какво искам да кажа с това? С бюджет от около 80 милиарда евро до 2020 г. „Хоризонт 2020“ има огромен потенциал за съчетаване с фондовете на кохезионната политика на стойност от около почти 350 милиарда евро. Излиза, че с наличния ресурс при достатъчна гъвкавост може да финансираме поне по една добра идея от всеки европеец или почти толкова. Но има уловка – много често не знаем как да съчетаваме финансирането, процесите са твърде сложни административно, а нерядко не познаваме и нуждите на отделните бенефициенти.

Що се касае до средствата от европейския бюджет, трябва здравословен микс от финансиране: баланс между грантове и финансови инструменти. И двете са страни на една и съща монета. Дали ще успеем да съчетаем част от 500-те оперативни програми от 28 държави членки с почти 26 органа на управление в „Хоризонт“, предстои да видим. Сигурен съм, че добрите примери ще се умножават.

  Carlos Moedas, Member of the Commission. – Madam President, this has been a very interesting discussion – I would say because of three points.

The first is that we all agree on the importance of synergies in terms of having better science and better innovation. The second is that we agree that we have delivered on various projects and instruments, and the examples speak for themselves. Thirdly, we also agree that we have to do much more, that this is ongoing work, teamwork that we have to keep doing, and it involves Parliament, the Commission, the various services, the people and the national governments, and we will keep doing it. We need more synergies in order to think really out of the box, and to be able to create different instruments to deliver different results.

You have my commitment and that of Commissioner Crețu that we will keep on working very hard on delivering more of the kind of examples we have talked about today. But we need your help, and I am extremely glad of all the support, all the examples cited and all the questions. So rest assured that all the points raised here today we will feed into our work and our thinking.

  Cristian-Silviu Buşoi (PPE), în scris. – Pentru realizarea politicilor din domeniul cercetării și al inovării, în ianuarie 2014, UE a lansat cel mai amplu program de cercetare și inovare, Orizont 2020, care reunește toate finanțările într-un program integrat.

Pe de altă parte, Orizont 2020 este și primul program care face referire expresă la nevoia de sinergii cu fondurile structurale și de investiție europene, cum ar fi programul operațional competitiv din România.

Este un semn bun să auzim că, printre inițiativele propuse, Comisia dorește să extindă sinergiile existente, iar acțiunile Marie Skłodowska-Curie ar reprezenta un bun început. De ce? Deoarece programul oferă subvenții pentru toate etapele carierei cercetătorilor (fie doctoranzi sau cercetători cu experiență) și încurajează mobilitatea transnațională, intersectorială și interdisciplinară; permite organizațiilor axate pe cercetare (universități, centre de cercetare și întreprinderi) găzduirea cercetătorilor străini talentați și crearea de parteneriate strategice cu instituții de conducere din întreaga lume.

Așadar, astăzi ne aflăm în momentul oportun pentru a dezvolta sinergii între fondurile structurale și programul Orizont 2020 în programele actuale și în strategiile de specializare inteligentă și salut intenția Comisiei de aprofundare a sinergiilor existente și de demarare a unora noi, precum Clean Sky.

  Barbara Kudrycka (PPE), na piśmie. – Problemem Europy jest nie tyle brak funduszy na innowacje, co brak spójnych zasad ich wydatkowania, synergii między rożnymi strumieniami finansowania. „Horyzont 2020” był nadzieją na innowacyjny skok. Po dwóch latach jego realizacji widać, jak dużo trzeba poprawić, by skok ten był zauważalny. Niepokoją niskie wskaźniki sukcesu – w całym programie na poziomie 13,9%, a w niektórych jego częściach nawet 6%. Setki innowacyjnych projektów trafiają więc w próżnię! By temu przeciwdziałać, Komisja Europejska stworzyła „pieczęć doskonałości” („Seal of Excellence”). Certyfikat otrzymują najwyżej ocenione w programie „Horyzont 2020” projekty, które nie dostały finansowania ze względu na ograniczony budżet. „Pieczęć” ma być dla nich przepustką do środków strukturalnych. To jednak teraz czek bez pokrycia. W dystrybuowanych na poziomie krajowym funduszach strukturalnych obowiązują rygory pomocy publicznej, których nie ma w programie „Horyzont 2020”. Autorzy projektu z „pieczęcią doskonałości” muszą więc przygotować nowy wniosek, uwzględniający skrajnie różne wymogi i kryteria. Bardzo często przebudowy wymaga budżet projektu, gdyż fundusze strukturalne oferują inny poziom wsparcia, niż „Horyzont 2020”. Stworzenie nowego wniosku i jego ponowna ocena to długi i kosztowny proces. Czy stać nas na takie opóźnianie innowacji? Apeluję do Komisji Europejskiej o wyłączenie projektów ze znakiem „Seal of Excellence” z rygorów przewidzianych w dostępie do funduszy strukturalnych, bo inaczej instrument ten pozostanie wyłącznie w sferze pięknie brzmiących frazesów i retoryki.
