  Charles Tannock, author. – Madam President, today's resolution particularly focuses on the desperate plight of albinos in Malawi, but this is a problem that extends far beyond those borders to many other parts of Africa. The one statistic that remains in my mind is that 98% of those with albinism in Africa die before the age of 40, often from terrible skin cancers, but also from acts of violence against albinos, which are unfortunately only too common. In Malawi alone, there have been 65 recorded violent incidents since 2014. A mixture of folklore and belief systems that openly stigmatizes the condition by association with omens and bad luck versus ideas of the magical healing powers of dismembered limbs has resulted in an extremely dangerous and hostile environment for those poor individuals with albinism. The associated social stigma has devastating consequences for employment prospects and access to health care, as well as often having adverse effects for the social standing of other family members. There is a clear need for educational programs and of course for efforts by the criminal justice authorities to bring those to justice who have carried out acts of violence attacking albinos. I am pleased on behalf of the ECR today that we have raised this subject in the European Parliament, and I am very happy, as a doctor of medicine myself, to have signed today's joint resolution.

  Maria Heubuch, Verfasserin. – Frau Präsidentin! Die Gewalt gegenüber Menschen mit Albinismus ist unvorstellbar. Menschen mit Pigmentstörungen, die in ärmeren Ländern leben, leiden unter sozialer Ausgrenzung, oft auch unter ganz praktischen Problemen. Sie haben keinen adäquaten Zugang zu Gesundheitsvorsorge – wir haben es gerade schon gehört – und sie haben oft auch keinen Zugang zu ganz einfachen Mitteln wie Sonnenschutzmittel. Sie erkranken sehr viel häufiger an Hautkrebs, und in Tansania sterben 9 von 19 Menschen mit Albinismus, bevor sie 30 Jahre alt werden.

Und nun kommt zur Diskriminierung dieser Minderheit auch noch diese ungeheuerliche Gewaltwelle hinzu. Sie werden ermordet und verstümmelt, weil ihre Körperteile besondere Kräfte versprechen. Albinokinder und -babys werden ermordet, sie leben in Angst und Schrecken, wie es für uns kaum noch vorstellbar ist. Allein in Malawi sind schätzungsweise zehn Menschen mit Albinismus von Ermordung bedroht. Daher müssen die Behörden potenzielle Opfer wesentlich besser schützen.

Ich begrüße es außerordentlich, dass es in Malawi, in Tansania von den Regierungen, aber auch von den Vereinten Nationen, von regionalen Initiativen Ankündigungen mit Maßnahmen gibt und wir einen Austausch über bewährte Verfahren bekommen werden. Ich begrüße es auch außerordentlich – und ich hoffe, dass die Europäische Union das unterstützen kann –, wenn es Menschenrechtsschulungen zum Beispiel für Polizistinnen und Polizisten gibt und sie dort in ihrer Position gestärkt werden.

Ich bin froh, dass wir heute hier im Parlament diesen Menschen eine Stimme gegeben haben. Ich hoffe sehr, dass wir zukünftig keine Entschließung mehr zu diesem Thema machen müssen, dass wir dieses unwürdige Thema wirklich gut abarbeiten und den Menschen vor Ort helfen können.

  Ignazio Corrao, Autore. – Signora Presidente, onorevoli colleghi, signora Alto rappresentante, quando parliamo degli albini in Malawi e nella regione in generale, parliamo di una situazione davvero assurda visto che subiscono appunto violenze di ogni genere, mutilazioni, uccisioni e non hanno pace neanche dopo la morte perché, come diceva la collega Heubuch, vengono vendute parti del loro corpo perché si crede che abbiano un valore magico e che fungano da amuleti. Peraltro, abbiamo letto che le donne vengono stuprate perché si crede che attraverso i rapporti sessuali con loro si curi l'AIDS. Stiamo parlando di una situazione davvero tragica.

Con il Malawi abbiamo dei rapporti economici: oltre all'accordo di Cotonou, abbiamo dei rapporti di cooperazione internazionale in cui dovremmo cercare di far presente quanto sia importante proteggere questa minoranza che è in balia di bande criminali, che di fatto speculano, appunto, vendendo, per credenza popolare, queste persone.

Cerchiamo di essere decisi nel chiedere alle autorità di intervenire e di proteggere questa minoranza.

  Santiago Fisas Ayxelà, Autor. – Señora Presidenta, la Resolución común que hoy debatimos debe servir para lanzar un mensaje claro a los países africanos, que es en los que se vulneran los derechos de las personas con albinismo.

Las personas con albinismo sufren las peores formas de persecución y violación de los derechos humanos: suelen ser agredidas verbal y físicamente, incluso son mutiladas o asesinadas. Estas agresiones inaceptables no solo ocurren en Malaui, también se dan en Tanzania, Burundi, Mozambique y Kenia.

Las personas con albinismo son discriminadas socialmente, excluyéndolas del acceso a los servicios públicos, incluidos los sanitarios. Teniendo en cuenta el elevado índice de casos de cáncer de piel entre estas personas, su exclusión del sistema de salud pública es una condena a muerte.

Algunos de estos países han hecho esfuerzos para poner remedio a esta dramática situación, pero no es suficiente: deben tomar medidas de prevención y formación y acabar con la impunidad de los agresores.

Desde la Unión Europea tenemos que seguir vigilantes estos hechos que vulneran los más elementales derechos humanos y ofrecer nuestra colaboración a los afectados para luchar contra los agresores.

  Pier Antonio Panzeri, Autore. – Signora Presidente, onorevoli colleghi, la tragedia silenziosa degli albini in Africa avviene sotto varie forme, come è stato detto, innanzitutto nel fisico, con violenze e mutilazioni perpetrate a causa delle credenze popolari che assegnano fantomatici poteri alle loro parti del corpo. Ma la persecuzione si traduce anche in discriminazione nella società, quando i bambini albini vengono isolati perché ritenuti disabili o incapaci di proseguire gli studi. E ciò comporta la brusca interruzione della loro educazione scolastica, limitandone l'accesso al lavoro e a possibilità di vita migliori.

Credo che con questa risoluzione noi vogliamo esortare il governo del Malawi e di altri Stati africani a punire rigorosamente i colpevoli dei ripugnanti crimini contro gli albini, nonché a dare vita a una campagna di educazione e sensibilizzazione, che superi le superstizioni verso le persone affette da alpinismo e consenta loro una piena integrazione nella società e pensiamo che l'Unione europea debba esercitare le pressioni necessarie per realizzare questi obiettivi.

  Hilde Vautmans, author. – Madam President, here in Europe when a baby is born, the parents are happy whatever the colour of the eyes or the hair. But in other places like Malawi, this is not the case. There, white babies with white hair and red eyes are watched with great superstition. Many parents believe it is a punishment from God. And these misconceptions, combined with the beliefs spread by wizards that certain body parts of albino people have magical powers, result in their being hunted like animals, and this in 2016. Their bones are sold for USD 75 000 – can you imagine this! It is unacceptable that people with albinism are hunted and killed just because they are born with another colour. I hope that Europe and the world do not close their eyes and look away, but react firmly to protect people with albinism and give them a normal life.

  Lola Sánchez Caldentey, Autora. – Señora Presidenta, en África, las personas con albinismo se enfrentan a alguna de las formas más extremas de persecución y a violaciones de los derechos humanos que van desde una discriminación social generalizada y el acoso hasta asesinatos, secuestros, violaciones y mutilaciones.

Estas amenazas proceden de supersticiones según las cuales los albinos poseen poderes mágicos, por ejemplo, existe la creencia de que mantener relaciones sexuales con ellos puede curar el sida. Esto provoca que bandas de traficantes los asesinen para conseguir partes de su cuerpo que se creen que traen salud y riqueza.

Por la parte que nos toca, la acción exterior de la Unión a veces mina o deteriora los servicios públicos de los países del sur, fomentando privatizaciones a través de acuerdos comerciales totalmente injustos.

Debemos ser coherentes y tomar conciencia de que la medida más eficaz para atajar esta realidad es fortalecer los servicios públicos de estos países, especialmente la educación, para terminar con estos mitos. Educación, formación y servicios sanitarios públicos, universales y de calidad es lo que necesitan.

  Cristian Dan Preda, au nom du groupe PPE. – Madame la Présidente, je voudrais tout d'abord saluer la présence de la haute représentante dans notre débat et ajouter ensuite que j'ai proposé à mon groupe de rédiger une résolution d'urgence sur la situation des personnes atteintes d'albinisme en Afrique et que je me réjouis du soutien des autres groupes politiques.

Il faut dire que le point de départ, c'était le rapport d'Amnesty International présenté récemment, justement, sur le Malawi. Mais comme d'autres collègues l'ont mentionné, les attaques brutales et les meurtres sauvages ont eu lieu dans d'autres pays. Il s'agit de la Tanzanie, de la République démocratique du Congo, du Burundi et de la Côte d'Ivoire. Dans tous ces pays-là, des crimes horribles sont commis à l'égard des populations atteintes d'albinisme et l'idée était d'inscrire ce point à l'ordre du jour de la séance d'aujourd'hui. Je suis content de voir que l'ensemble des groupes sont préoccupés par la situation de ces populations.

  Cécile Kashetu Kyenge, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, nascere albini in alcuni territori dell'Africa oggi significa rischiare la morte, significa anche rischiare la mutilazione, tutti i giorni. Oggi noi siamo qui per trattare un tema molto delicato: sono tante le persone che nascono così, senza pigmentazione, e che sono sottoposte a una serie di pratiche disumane e sottoposte a una stigmatizzazione, ogni giorno.

Quindi noi siamo qui per chiedere al governo, non solo del Malawi, ma anche di tutti i paesi dove queste pratiche si verificano, di applicare e investire in una politica di inclusione, una politica che deve avere un piano molto forte e una strategia contro tutte le discriminazioni.

Io credo che ogni persona debba essere considerata per quello che è; ogni persona deve essere considerata per la sua capacità, per il suo capitale umano. È proprio per questo che ci rivolgiamo al governo del Malawi e diciamo che gli albini non saranno dimenticati, né abbandonati ad un triste destino di morte e sono con noi oggi.

  Diane James, on behalf of the EFDD Group. – Madam President, within the last few weeks the British press reported once more instances where religious superstition and witchcraft have had a devastating impact on albinos’ lives in Malawi. Now quite clearly overseas aid, even that given on a conditional basis, is shown not to be effective in dealing with the education, employment and income issues that might, if improved, deal with the awful prosecution and persecution of defenceless albinos. Now the European Union should look to itself and end its punitive trade barriers against African agricultural products, those trade barriers that block much needed national economic development. Only via national economic development do properly funded health and education policies that will lessen the superstition and witchcraft practices have any chance of improving African societies for all citizens, not just albinos. The Commonwealth of Nations will undoubtedly take the necessary lead from now on in this matter, but I urge the European Union to look at its African trade practices, which are not helping the plight of albinos or the African poor and thus the African continent's future.

  Janusz Korwin-Mikke (NI). – Jak patrzę na płód tego konsensusu, to robi mi się niedobrze: wzywa, ubolewa, z zadowoleniem przyjmuje, uważa – to jest proszę Państwa „szajs”. Jeżeli chcemy coś zrobić, to zróbmy coś konkretnego. Gdy Amerykanie mieli kłopoty, bo wyzwoleni Afroamerykanie nie umieli dać sobie rady, to kupili im kawałek ziemi w Afryce i utworzyli państwo Liberia, gdzie później zresztą ci Afroamerykanie wzięli za mordy Afroafrykanów. Może kupmy kawałek Afryki – przecież rządy afrykańskie zapewniają, że pomogą, dadzą kawałek ziemi. Zróbmy państwo dla albinosów, dodajmy trochę pieniędzy. Byłoby to coś konkretnego, bo to, o czym tutaj mówimy, jest po prostu czczą gadaniną, która w niczym nikomu nie pomoże. Pytam się: dlaczego nie można zrobić państwa dla albinosów w Afryce?

A poza tym sądzę, że Unia Europejska powinna zostać zniszczona.

  Bogdan Brunon Wenta (PPE). – Pani Przewodnicząca! Pani Wysoka Przedstawiciel! Albinizm z niewyjaśnionych przyczyn występuje w regionie Afryki Południowo-Wschodniej 10–15 razy częściej niż gdziekolwiek na świecie. Osoby dotknięte tą chorobą żyją w ciągłym strachu przed atakami, okaleczeniami czy nawet gwałtami, które miałyby – według panujących tam wierzeń – leczyć AIDS. Dzieci dla bezpieczeństwa umieszczane są w specjalnych ośrodkach, jednak po uzyskaniu przez nie pełnoletności problem zagrożenia życia powraca. Według ONZ od końca 2014 r. doszło w Malawi do około 70 ataków na osoby z bielactwem, których w tym kraju jest około 10 tysięcy. Wskazuje to na rosnące i realne zagrożenie życia tej części populacji. Władze krajowe muszą mocniej zaangażować się w ochronę tej zagrożonej grupy, a także położyć nacisk na edukację obywateli i promowanie praw ludzi z albinizmem. Ważne jest, żeby Unia, jej państwa członkowskie w ramach współpracy z państwami Afryki Południowo-Wschodniej monitorowały sytuację i udzielały wszelkiej możliwej pomocy – od wymiany dobrych praktyk po wsparcie techniczne – aby przerwać te barbarzyńskie akty przemocy.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, in Malawi persone affette da albinismo vengono uccise e mutilate e le loro parti del corpo vendute per essere utilizzate in pratiche rituali. Anche Amnesty International denuncia le stragi di albini in Africa, dove albini vengono uccisi e fatti a pezzi per fabbricare talismani impiegati nella medicina tradizionale. Lo scorso aprile, secondo quanto riportato da ONG, è stato il mese più sanguinoso, con l'uccisione di almeno diciotto persone.

L'Organizzazione umanitaria, nel rapporto We are not animals to be hunted or sold, sostiene che dal 2014 sono aumentati i casi di rapimento e omicidio, costringendo gli albini a vivere costantemente nel terrore. L'Unione europea e la comunità internazionale devono mettere in campo tutte le azioni possibili per costringere il governo della Repubblica del Malawi e delle altre repubbliche africane a garantire protezione effettiva per le persone albine e di assicurare i loro diritti alla vita e alla sicurezza personale.

  Γεώργιος Επιτήδειος ( NI). – Κυρία Πρόεδρε, η Αφρική είναι μια από τις ηπείρους στις συμβαίνουν ορισμένες από τις πιο ακραίες μορφές ρατσισμού και παραβιάσεως των ανθρωπίνων δικαιωμάτων. Μια τέτοια περίπτωση είναι οι διωγμοί που υφίστανται τα άτομα με αλφισμό σε διάφορες αφρικανικές χώρες και κυρίως το Μαλάουι. Όπως γνωρίζετε πολύ καλά, οι δυστυχείς αυτοί άνθρωποι κακοποιούνται, γίνονται θύματα επιθέσεων, υφίστανται κοινωνικό αποκλεισμό, υφίστανται ακρωτηριασμούς, βιασμούς, γίνονται θύματα προκαταλήψεων και δολοφονούνται.

Επειδή, είμαι αντίθετος σε κάθε διάκριση οποία στη βασίζεται στη φυλή, το φύλο, το χρώμα και τις ιδιαιτερότητες, καταδικάζω απερίφραστα αυτή τη ρατσιστική συμπεριφορά των αφρικανικών κυβερνήσεων και κυρίως της κυβερνήσεως του Μαλάουι απέναντι στα άτομα με αλφισμό. Δεν είναι δυνατό να γίνει αποδεκτό κυβερνήσεις αφρικανικές, οι οποίες διαμαρτύρονται για το ρατσισμό εις βάρος των Αφρικανών, να συμπεριφέρονται με τρόπο που αρνούνται στους άλλους να συμπεριφέρονται. Επιπλέον, εκφράζω την ανησυχία μου μήπως μέσα στις εκατοντάδες χιλιάδες παρανόμων μεταναστών που έχουν κατακλύσει την Ελλάδα και την Ιταλία, υπάρχουν άνθρωποι με τέτοιες ακραίες και επικίνδυνες τάσεις.

  Seán Kelly (PPE). – Madam President, the NI Member Korwin-Mikke made a rather bizarre suggestion: he said the European Union should be destroyed and yet at the same time the Union he wants to destroy should buy a piece of land and create a state for albinos. My God, such logic! I have a different proposition: when you look at the problem here, it is based mainly on superstition. So if you get rid of the superstition you will be able to solve the problem. Could we not in conjunction with United Nations organize major educational conferences in Malawi where we will be able to highlight to the people that their superstitions are groundless, baseless, and show them that albinos are the exact same as everyone else. And if that idea prevailed in these countries, I think that would be one way of ending this unfortunate situation.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, στηρίζω το κοινό ψήφισμα το οποίο έχω συνυπογράψει και εγώ. Οι διακρίσεις σε βάρος των ατόμων που πάσχουν από λευκοπάθεια και η καταπάτηση των δικαιωμάτων τους, αποτελούν συχνό φαινόμενο σε πολλές χώρες της Αφρικής και κυρίως το Μαλάουι, το οποίο είναι μια από τις φτωχότερες και λιγότερο αναπτυγμένες χώρες παγκοσμίως, με το 50,7% του πληθυσμού να ζει κάτω από τα όρια της φτώχειας. Σύμφωνα με την αστυνομία τοy Μαλάουι, το 2014 καταγράφηκαν τουλάχιστον 65 περιστατικά βίας κατά ατόμων που πάσχουν από λευκοπάθεια, εκ των οποίων 18 άνθρωποι δολοφονήθηκαν, ενώ τα περιστατικά παράνομου εμπορίου οστών και μελών του σώματος των ατόμων αυτών είναι πολύ συχνά.

Απέναντι στη διαρκώς αυξανόμενη καταπίεση των ανθρωπίνων δικαιωμάτων στο Μαλάουι, η Ευρωπαϊκή Ένωση θα πρέπει να λάβει άμεσα μέτρα, ώστε να προστατεύσει τους ανθρώπους που πάσχουν από λευκοπάθεια και να καταδικάσει τις δολοφονίες και την εκμετάλλευση αυτών των ανθρώπων. Επιπλέον, θα πρέπει να υποστηρίξει την ίση πρόσβαση αυτών των ατόμων σε υγειονομική περίθαλψη, εκπαίδευση, καθώς και σε κοινωνική και νομική προστασία.

  Federica Mogherini, Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, I share the surprise of our colleague any time that we hear people saying what the European Union should or should not do and then saying that it should not exist. I see that contradiction and actually see the contradiction of their sitting in this Hemicycle – that is probably the first contradiction they are living.

Anyway, I would like to thank you for this unanimous work on a very important issue. Over the past two years, Malawi has faced a very worrying increase in human rights abuses against people with albinism, including children. These abuses include violent attacks, as you have all described, abductions and killings. Such violence exposes very deep-rooted problems of discrimination against people with albinism across many parts of sub-Saharan Africa, not only in Malawi, but also in Tanzania, Mozambique, Burundi and other countries. On 13 June we marked International Albinism Awareness Day, which was proclaimed by the UN General Assembly. That was an important step to raise awareness, together with the recent appointment of the first-ever UN independent expert on the enjoyment of human rights by persons with albinism. We support this kind of global awareness steps, we actively support them and look forward to working together with the United Nations in this educational and awareness-raising campaign, not only Malawi but also in other countries.

In line with these international commitments we need to take all possible measures to provide greater protection to persons with albinism at risk and to investigate crimes committed on that basis. The prejudice at the root of these discriminations needs to be addressed and confronted very openly, so we constantly urge the governments of the countries where these attacks take place to raise awareness throughout society regarding persons with albinism, including at the family level, and to enforce respect for their rights and dignity. Comprehensive strategies to eradicate discriminatory practices against persons with albinism are needed, including to ensure that they have adequate access to health care, social services, employment and education. This issue does not only relate to Malawi, as I said, but to many parts of Africa. It is then important that countries also share best practices in protecting and promoting the rights of persons with albinism and work together for the prevention of cross-border crimes related to this issue. The European Union, through our delegation, is working and will continue to engage with governments and with the civil-society actors in these countries. Some people believe that there is not much we can do to change social behaviour, prejudice, superstitions. I do not agree. Norms and attitudes can evolve if we embrace a cooperative approach to our partners, if we work together with them and try to change on a daily basis the roots of a behaviour that can and must be changed.

  Isabella Adinolfi (EFDD), per iscritto. – L'albinismo è una malattia congenita che colpisce circa una persona su 20 mila in tutto il mondo, ma il cui tasso d'incidenza è particolarmente alto nei paesi subsahariani. Sottoposti a discriminazioni, aggressioni e continue forme di persecuzioni, gli albini vengono generalmente esclusi dalla compagine sociale, a cause di credenze e superstizioni. Nonostante il rilievo internazionale assunto dal tema e l'adozione di una serie di leggi in alcuni dei paesi interessati, uccisioni, rapimenti ed altre forme violazione dei diritti umani non sembrano cessare. L'Unione europea dovrebbe impegnarsi non solo in ulteriori campagne di sensibilizzazione, ma nell'assicurare un sostegno attivo a società civile ed autorità locali per combattere simili persecuzioni.

  Kateřina Konečná (GUE/NGL), písemně. – V zemích subsaharské Afriky se můžeme setkat s nejextrémnějšími formami pronásledování, s porušováním lidských práv vůči lidem s albinismem. Potýkají se s celospolečenskou diskriminací, verbálními útoky, vyloučením z veřejných služeb. Hrozí jim smrt, únosy, znásilnění či zmrzačení. Diskriminace může vést k celoživotním traumatům a psycho-sociálním problémům. Osoby s albinismem většinou nemají dostatečnou zdravotní péči ani právo na vzdělání. I přes mezinárodní medializaci tohoto problému a přijetí nových právních předpisů je i nadále jen velmi málo stíhaných a odsouzených a stále dochází k trestným činům a k mučení. Největší hrozbou pro osoby s albinismem v Africe jsou široce rozšířené pověry o zvláštních, magických schopnostech jejich těl, které přináší štěstí, bohatství a zdraví. Toto vede pašeráky k honu na albíny a následnému obchodování s jejich těly. V roce 2015 se v 25 afrických zemích odehrálo 448 útoků na albíny, a to je ještě pravděpodobně nižší počet než ve skutečnosti, jelikož orgány takovéto trestné činy systematicky nemonitorují a nedokumentují. Je třeba připomenout, že osoby s albinismem mají právo žít jako kdokoli jiný beze strachu, jak se praví v Deklaraci lidských práv z roku 1948.

  Jiří Maštálka (GUE/NGL), písemně. – Dnes jsme hlasovali o návrhu rezoluce, která se týká alarmujícího zacházení s albíny na africkém kontinentu, zejména v Malawi. Tato menšina je neustále diskriminována, např. vyloučením ze záchranných programů proti chudobě, je terčem útoků a její základní lidská práva jsou permanentně porušována. Výjimkou nejsou ani fyzické útoky a násilné trestné činy mnohdy končící až ztrátou na životě a pachatele těchto toků se obvykle nepodaří odhalit. Jsem toho názoru, že chránit lidská práva je naší imanentní povinností. Společný návrh rezoluce jsem podpořil.
